that's fine okay thank you commissioner Campell I did last time and you can for that you can do the pledge if you would join me in prayer dear heavenly father God we thank you for this day we thank you for your grace we thank you for your mercy God we ask that as we proceed with this meeting God that you give us the wisdom the knowledge and the understanding and the direction and that we should go with regards to this particular meeting we pray this prayer in your name amen amen to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible with liberty and justice for roll call please M thank you commissioner Tammy mcal is not present commissioner Justin Campbell present commissioner will Jones is not present commissioner Rufus boram present mayor Robbie C present Madame mayor you have a quorum in the chambers thank you um at this point in the meeting I'm going to open the floor to public comment is there anybody here for public comment seeing none we close public comment and on to the agenda discussion item city of Paca strategic goals and city manager goals if we're starting with the Strategic holds Mr Bell yes I believe uh we can start with uh Human Resources uh an overview with regard to setting goals for the city oh for the city okay so Madame mayor and Commissioners um so we created and you all should have all of this um information in the agenda packet as to the process which would it's really a guideline process to go um through um the setting the goals first and foremost for the city of pica and then setting goals um for the city manager that align with those strategic goals um so that should be the process um moving forward um so you all should have the paper um should have received the paperwork in there for to write down your goals and then you as a commission will come together and set um I say four because that's the um industry standards we don't want to try to set too many goals um City goals as well as goals for the city manager and then when you come together and you collectively put together four goals out of what each of your ideas and thought patterns on where you see the city um we prioritize the um strategic goals based on urgency impact and feasibility um that's the shortterm and long term of how you want to see that and develop a time frame accordingly when we're setting goals for the city manager we want to ensure that each goal of this is directly related to the goals for the city um so they should relate to the Strategic goals that you're setting for the city that you set for the city manager um we should stab establish specific measurable ACH um achievable and relevant time-based goals so we don't want to set something that's not achievable um by the city manager and the so we established some key performance indicators which are kpis for each goal schedule regular Process reviews to access achievements and address any challenges provide feedback and support to the city manager to facilitate goal attainment and meet one-on-one with the city manager so that y'all so that you all will be able to gauge um progress and commission satisfaction um by setting the Strategic goals for the city and aligning the city manager's goal performances with these objectives the commission can ensure a a cohesive and focused approach to City development this process will not only provide clear direction for the city manager but also Foster accountability and transparency in achieving the city's Vision um so the recommendations um of staff is to develop and approv specific strategic goals for the city and develop and approve specific performance goals for the city manager aligned with the Strategic goals set for the city okay thank you m commissioner Campbell would you like to start do you have an opportunity to write some of your ideas down I have what I would you okay um at this point I Mr Bill go ahead sure I just wanted to add one additional piece um typically this process um is a segue from the mission visions and values of the organization and as I I understand it now that's we haven't gotten to that point with Mission Vision and values and I'm hoping that we throughout the course of my tenure here that we can establish a uh a city-wide Mission uh what our vision is and what values we uh adhere to in the accomplishment of both of those items um if and when we establish that I think this process will be an easier process because uh your strategic goals aligned with that and the goals for your um organization and for your staff align therefore align with that but we're not at that point here um what what's before us is the need to establish goals for the cities but understand that in the future hopefully with uh establishing the Mission Vision and values this process will be a little bit smoother and I think he hit a very valid point even in my conversation with even in my conversation with uh Representatives um from the league as I was doing my research with regards to that um it is supposed to be tied into what we've already established within our city so that's one of the reasons why I yield because I wanted to hear what the rest of um the commission had to say with regards to uh their particular goals and Visions but again it's supposed to be tied into to overall what we as um have set forth for our city so um and I agree with that and so I looked at the Strategic plan that's in place I looked at potentially with the comprehensive plan based on what we know now which we don't have the updated comp plan yet and also specifically for the CRA area the CRA plans and within all of those I think we can establish from that or or extract from that what our mission if we wanted to develop a mission statement and and I I thought in the past there was a but I could be wrong I could have sworn there was a mission statement in the past maybe it needs to be updated I'm not disagreeing there but I think some of that information's already there if we pull it together and maybe that's where the lapse is that we need to do a quick overview of those plans um strategic in CRA that exists now and the comp plan that's in process now and then we have a a template to develop and maybe this is the first step I mean I jotted down again from looking at those as examples and also from hearing what the community has told me they like to see or have happen in the city um so I hate to we're here at least I think we could start that process and maybe we have to come back again with those tools to really go more in depth I think that's uh excellent and I would throw one other thing out there is um you may want to consider uh an RFP at some point in time for a facilitator to come in and consolidate all the things that come from this meeting and future meetings along with those other documents uh to work through establishing or refreshing the mission division and the vience commissioner boram well I thought that you know we thought that you said that you mean when you when you interview you say you had all of those uh expertise doing your interview process that you have put in strategies and among other things is that correct so yes okay so we already have that and then I I know I'll sent you Mission Vision Str what I think and then what I think what would be the sentiment maybe of some of our other commission but we all need to understand and know the mission and vision and strategy for the city now I've sent you mine and it's been early on in the process um also the our comp plan we should also make sure that that is key thing so looking at that having that available making sure that we are following the comp plan as we uh uh do ordinances zone change whatever it may be that everything we do follow that process and so uh and and same thing it ties in with the CRA and the strategy and the plan we had one uh Retreat we had a retreat meeting that information came from that meeting that you can build upon that as it relates to uh uh management and staff working together better to make sure that there's no barriers and that the city move forward together and I think you have that information as well um so with that you have a few things that you can already utiliz um in terms of um priorities for the city we basically know what those priorities are I know and I know what our priorities were were for this year and you know was mainly infrastructure we had curbing we had 90 miles of curbing that we need to try to to deal with as well as police vehicle had 10 these are our priorities for this year had 10 police cars that we we were working to get as well as Recreation those were our four priorities so in terms of I I I I think we're constantly spending the whe we have things in place uh we need need to know how you can put those things together to grab the rest of the commissions mission and vision strategy so we can all come together but you have mine correct and uh the challenge at this point um is uh aggregating your uh Mission Vision Values goals Etc with the entire with the rest of the commission to come up with a Citywide uh uh commission directed that's set of goals and and mission and vision that is your job on you know from from that regard because you you collectively work independently with each each commissioner if we don't come into a setting like this corre true to a certain extent yes so if you had mine from the time period that I S it um I think you should have been working towards at least getting that done because are the things that we need to do in order to kind of move thisit for and I don't want us to confuse legislative goals with uh organization wide goals and I think some of the things that you mentioned have been identified as legislative goals I think ultimately we still need to to aggregate what you have with the rest of the commission to uh come to a Consolidated uh view or perspective of what the overall goals are and given the items that you identified in our meet and greets uh we have uh the the organization has been working towards addressing those but I think uh we still need to have an overall set for the commission of what your goals are as a commission um and in addition to the goals that the commission has set for the manager in order to meet those or support those goals and so this is one step in that process is a step in that direction and as I mentioned before uh as part of my leadership in the past uh we have used facilitators to to achieve that or to get to that point not to say that that is what we have to do in this case but that is an option that's available to aggregate the overall goals that the commission has for the city as representatives of the people I I have difficulty considering using funds to hire a facilitator on the other side of that though you are in this situation it's hard to because I was a facilitator for years it is hard to facilitate if you are invested in the system and the situation and be independent you need to have somebody independent of that to facilitate to be honest um so although funding that it can be expensive I just don't think it's a good idea for you to be the facilitator frankly even though you have those skills because it is about some of this is about you and your job performance as well uh well in the future job performance so that that is a concern of mine well we've had we've already had facilitators we have for a number of things yes um and I don't know if the starting point is for those of us and we there's two of us missing um to kind of bring out our that we have because in the end even if we say we're going to focus on four strategic goals if we all come in for we've certainly got to narrow this down and come to some consensus about you know where we want to go commissioner Campbell you have any thoughts because we're going around around here I mean I I've say it what I um said but I I think it's kind of uh I mean I know that it's three of us but I think it's for me I don't feel comfortable with setting of course we can have this conversation but in order for us to really get the full fledge of how we would want to it requires to entire commission well that's kind of what I was alluding to but again my frustration is we didn't hear that people oh Timmy's on on Zoom we did not hear that people were going to be here and so you know I think again when we make this commitment we need to make a commitment there you go commissioner Jones up there commissioner Jones is up there now too okay so I guess we're all present in one fashion or another um we got a hand raised okay but um and we've already had some commissioner mcco commissioner Jones we've had some discussions about the development of strategic plans uh a strategic plan of sorts or goals I should say for the city setting strategic goals for the city um we really haven't offered anything concrete other than how to the process to talk about the process itself do you have any thoughts commissioner MCO or commissioner Jones I think commissioner Jones has his hand up commissioner Jones I was just I was just letting you guys know that I am on the call and uh I'm listening now hold on what did he say mying up actually he wants to know that he is on the call and that he's listening and one of the things that I would like to add if I may is the Strategic plan it's very key is one of the things that I want us to make sure that we you know develop and start so that we can um have an anchor and a framework to follow to um have our goals and initiatives included so I think that's a good start which um will help us to you know uh share our vision each of us to share our visions and goals and then kind of marry all of them together thank you m Miss mcco I also have mentioned the Strategic plan the comp plan that's almost completed to look at that as well and for the CRA District the CRA plan that those are starting points for us to develop strategic goals for the city I have mentioned that earlier thank you also the uh goals that have been expressed uh budgetary goals are our a source of information on uh what the objectives are of the commission the one-on-one meetings that we've had meetings with staff have uh illuminated some of the um Financial objectives which oftentimes aligns with the Strategic objectives of the commission so that has value in and of itself okay with all of that said we we should start and I don't know if we want to each at least give one of our goals um kind of present one of them as a starting point commissioner boram you can start man I mean I've already seen them all in but I mean the goal is to get this the um the strategy and um mission and vision said we got some departments already if you look at the city you look at the website some of the some of the City already have different visions and missions and so all of those really truly have to tie into the overall City's mission and vision statement that's correct and so we need to make sure that you [Music] know we set that direction and everything ties into that so that's what we need commissioner Jones commissioner Jones oh Tada commissioner mcco oh if I yeah I was gonna go to you next because they had their hands up commissioner mcco okay commissioner Campbell I Echo the sentiments of uh commissioner borm I think the people without a vision U often times perish and I think that we need order for us to um properly move forward we have to again move I know as I was doing my research um just about every department they do have that mission statement and if you read them some of them are pretty much aligned um I again I think without an overall vision of what we want to see for the city is kind of hard to give Direction unless those things are in concrete so that will be at the Forefront and at the top and again in my conversations that I've had while on the back end preparing for this that has been trickled down from the Florida league so commissioner mcco okay I do have I do have a question didn't at one point we had someone to come in that did a strategic plan workshop with us I would would like to know where we are in the process if that did happen someone please refresh my memory and if we want to go back down that route to get us started and to make sure that we uh if we do that that we continue to move forward with that process so we can get something moving you know a process in place so is that something that we can look into I can't remember the person who it was that came in and did those with us did that with us no think it was Northeast Florida Regional Council it wasn't um Mr Griffith is going to come up and maybe refresh our memory yeah Northeast Florida Regional councel so can I ask this Madame mayor yes you may when when he comes up and talks about that if that's something that we want to consider as a commission to go ahead and move forward with am I missing something because my okay so I just want to know if if that's something that when he comes up comes up and talks about it if that's the direction that we would like to go in that have um to have um some guidance in this process um we let we'll let Mr Griffith give us information history and then we'll discuss thank you um Commissioners um city manager there are a couple reports and plans out there but the one that Miss CR has up on the screen is generally referred to as the Strategic plan and it outline outlines I think eight or 10 goals in the back of the plan and we're at varied levels of completion with each one of those thank you I would like to know where we are with it are you able to see that yes ma'am okay great thank you so obviously Jonathan again can speak to this more than I but the blate to break committee is really working hard on go one yeah I mean you could take them by one and we could give you examples we would be here probably for the entirety of the day this is kind of a touchstone for staff so if you if you look at each specific goal um and then you kind of look at what staff is doing from an operating procedure you'll see where we're making progress related to certain ones so on goal number one addressing bliding conditions if you look at the bullet points uh we are working this specific goal we have changed some of our practices and policies uh we're really putting some staff and Financial Resources behind code enforcement and blight abatement I could keep going but I know you don't want to just hear me all day long no I think that was helpful I do have my hand raised and I thank you Jonathan no I do not want to go I'm sure none of the commission wants to go through it however it would be good that if we incorporate in some of our some of our meetings maybe if we go over gold one and talk about where we are in the process and see we want to modify add or do whatever so I just think that moving forward that's something that we need to consider so that we can do followup and stay a breast of what's going on as far as it relates to the Strategic plan um maybe going to goal two so we can kind of get a little synopsis of where we're at with that may I say so you may go ahead commissioner Jones uh commissioner Masco you're on point with that and commissioner Kimbell uh some time ago actually asked for that to happen each meeting it started and as he says a lot of times we don't continue so it's not brought back and are you fam mear yes so so the consistency of those reports haven't been done um and if haven't been done I was listening earlier and uh we've talked about the goal setting and I'm sorry for being late late however my opinion is I agree with commissioner borm there are certain expectations that we have with city manager coming in and I feel those were the things that we have some moderate experience to hit ground running and some of those things that I personally looking forward to is someone to come in and actually come in with a vision it may not have been the vision of the commission at that time but it may be a new vision and Direction um we experienced this with the Housing Authority new director came in and he put his missions goals out to the point that staff could recite what the mission of that agency is about those kind of things I was looking for our to the manage to bring forth I know we have this setting goal setting that we're to put put forth however there's some expectations that I had I just wanted to add that um and going forth with this these Visions I hope that the infrastructure projects are up there and Street resurfacing things that we have talked about I have talked about for three years on St and if I don't see it's going to be disheartening because you can't say that we haven't given Direction it's where are we with the direction that we have had that's all thank you um okay so goal to and we can all read it quickly and some of those things haven't happened the Main Street program kind of happened on its own um privately but we need to keep working on that particular John Jon um that particular goal I think and that was one of the ones I listed as be right back okay um I so I again I don't know if we just want to scroll through these and have an idea of what they are as we go forward versus prating on them Public Safety is goal three which we all agree with I think affordable attainable housing business incubator study that incub study from my recollection recollection with that that it had been determined that time we weren't fit for that correct or yes that was that that was the the consultant summary was that it didn't seem feasible to have I don't neily no no the consultant made recommendations but what we we had people uh internal say oh we're not ready to move forward with that but that was some people but uh I was ready to move for because remember you you I remember the conversation but then I made sure that I reiterated what the recommendation was because I I remember saying specifically if it's why we having this conversation if we're not fit for it yes they didn't want to they didn't want that some of the people here didn't think that the incubator was appropriate and I think the incubator is certainly needed in order to help these businesses that are not able to because they don't have all the um the uh departmental uh components that they need in order to operate their business some people might be very very good at their trade but they might not be good at Finance they might not be good at marketing they might not be good at some of the other aspects of it so the incubator fixes that and also they might not be able to afford a building so the incubator provides space for the people provide maybe a computer or resources I I know what it is I mean I went on theour done but I'm just I just wanted to make sure that's why I asked the question I'm not against it or for it because I mean I've done we've went through it I've went through to to the one in Jacksonville I've gone I know what it is I know what it can do um but again as we're scrolling through this I wanted to make sure that it's set as a goal on there but I'm trying to bring back to knowledge about not our personal views on it but our overall which at that meeting again I remember remember it being stated that at that time it was not feasible for us not individually thinking but again because I'm not against it or not for it um at this time because of the study that had been put forth but I'm trying to make sure as I'm jotting down my notes if that is something that we want to focus on that it remains but again at that moment it was not so I'm stretching it out in my mind thinking about okay what's the next thing that we can make to replace that so that's not I get what you're saying I agree with commissioner my recollection too was that the consultant Miss Autumn brought back the results of her study and said that it wasn't a feasible opportunity for the city of Pacer at this time not anybody in the city that said that that was the result of the study and she wasn't saying it personally as well but that's what I recall too from the business incubator study was that that was the determination whether that's true now I I'm not sure whether we should focus on that I'm kind of again agreeing with commissioner Campbell that maybe we need to let that go for a while um I don't know go ahead commissioner B right but I hear what you're saying what we have is we have three different entities that help with businesses we got Chamber of Commerce got Small Business Development Center and we also have the business incubator that they was trying to get lifted off the ground so those were the competing things and what they came out with some of those entities weren't doing everything that they needed in order to help certain businesses get off the ground and the incubator would be the thing that would do that so I'm just sharing with you some of the maybe the conflict that was out there so that's just what I recollect from it because we had three entities involved this and maybe we need to the chamber is in the process of Comm up with their own kind of comprehensive Plan called evaluate putam and they're going to be presenting rolling that out and maybe we need to see what they are willing to do as far as their process and maybe they can be more of a resource um for entrepreneurs small businesses than they've been historically they've focused on industry and micro industry maybe it's time or maybe they're willing to look further um and we can look into that instead of Reinventing the whe if they go to that process I think that was part of the problem we we were we're paying the sbdc and we're also paying giving funds to the the chamber and so what the city was not seeing was a whole lot of results I'm just going to put it out here just like because that's what it was and so those were the issues that we were that that was being had that was that was out there at the time and so those were the conflicts and so that's why when they brought back the incubator from the study then they proposed what they wanted to do and we had people internal say oh we're not ready to move forward with that but in my opinion I thought we were so there's the you know so the commission we can do whatever we wish but I think it's something that we need to really look at and consider that's go ahead Mr B yes I just wanted to underline that what we're looking at here is the economic development plan and we can glean goals from the economic development plan but the focus of that plan is economic development which is an element of the overarching goals of the city obviously to bring in more tax revenue and funds yes exactly the main goal one of the main goals of the city and some people would argue yes it is a main goal with uh the the need to um spend funds in particular areas to address infrastructure those types of things um are other elements of the overarching plan that absolutely right um and if if it were left to me I mean you mentioned we may need to update the Mission Vision of values I've seen countless in uh um introductions uh lectures on if you could if you don't know and you can't site what the mission is then that's a challenge and so so I don't uh whether we need to update it or not it should be something that everybody throughout the entire organization if asked on the spot should be able to tell you what the mission is and what the vision is and what the values are I know what that means though it's one thing toly States something you don't if it doesn't connect with you or connect with the community it's pointless um so it needs to be something that resonates with folks and they they appreciate and acknowledge not just something we come up with that sounds nice something that they need to embrace and the example that was given was the rotaries four-way Challenge almost every rotarian can tell you what that four-way challenge is yes we could we can do we implemented at a basis I'm not sure but but knowing is always the first step so okay so here we are again to make sure listen so what are we doing what's our next step did you did you want to make sure I was still here you said did I hear that I'm sorry commissioner MCO could you repeat that I didn't hear you I I thought maybe I heard my name I'm sorry just let y'all know I am still here if that's what you were saying yeah I just again how should we proceed we're we're now here and we go around around you want to keep scrolling down or scrolling up I should say whatever so the airport was next explore I I think I don't know if do you want to speak to that and tell us how things are going in terms of that goal with the airport Mr MC see in terms of that goal how we're moving forward okay briefly well the short answer is there this progression uh based upon goal number six that's laid out there uh we have shifted I think it's clear uh to more of a Economic Development Revenue generating Focus versus operational um focus um we do have an operational Focus because that is the background as well as the backbone of the airport so that focusing on a lot of preventive maintenance that's focusing on um some major maintenance to existing facilities and services um we have accomplished that and we're continuing to accomplish that um if I may as we get into Strate strategic planning and and those kind of things I think considering the nature of the airport I would suggest just for you guys consideration of the airport having having a more specific uh um um plan tied into their overall cities plan because I think the S some of the city's n some of the nature of it its areas are a little bit different you know so we are specialized there are some things in the industry that may not even apply to the city so for your benefit as the leadership I would certainly want to have a clear plan for the airport more of a sub plan under the city's program and that think makes sense as it does probably for the golf course gas Authority absolutely absolutely commission Jones you want to say something well yeah excuse as a director the airport would you be willing to um provide that to the to the commission so that uh your recommendations so that we would be able to incorporate that into our strategic plan um what your yeah sure maybe the board work on that right yeah absolutely I can I can certainly work with the city manager and others to uh come up with something yeah those are the things that quite frankly I have expected and I know we had a little you know we didn't have a city manager for a while but once we had a city manager I want to see those things start turning um and that's what every Department right um I like see no and and that's it I would like to see that and um I thought that this is the direction we're heading as far as naming these things giving them a report card pretty much we should be able to give a report card on where we are and quite frankly um commission it's hard for us to evaluate anyone without setting these standards these benchmarks so we could come back and say hey they're hitting them and that that performance is also Bas uh should be based on the performance raise that they're going to get or don't receive because just coming to work don't get it we need performance here and uh and that's from the top down so we're having this kind this discussion kind of late excuse me but it's much needed and even the employees need to know that if they're not hitting those benchmarks that should be set already because that's the only fair way to do it we can't penalize people for not reaching benchmarks that we never set so this the direction that I think we'll be headed we put those uh the ideology of where each department is trying to go and we sum it all up and as a city manager then you also have a road map you have a road map and a report card that we could punch the hostes once these things have been completed or achieved um these are some of the things I know we talked about when we got the oper funds and what we're going to do but uh I haven't had we haven't had a report yet on any Broadband stuff at all um and I again to get back to the uh the remaining of the this this go um the goals I would like to see infrastructure which I haven't seen yet but I don't know how far this this list is and this is again Economic Development so infrastructure is a part of it but it may not be directly in this the broad brand internet access POS C residance that's been something that's been worked being worked on an accounting line kind of way that includes the city I've gone to some of those meetings you all can go to it's publicly announced meetings and and they kind of tell you the progress of where that's at and I think for the city it's not as much access as it is cost that we it's an economic issue for the city residents more than it is the accessible because we do have the services here it's just the funding for those services that people don't personally have but I I keep bringing that issue up at the county level when I go to those meetings that for Paca the issue is more a money issue for individuals to access than it is service itself and I would like to share that within the Departments we have already begun the process of uh creating missions and vision and values within the Departments and strateg some of our departments already have strategic plans other departments are developing those strategic plans but all of those still need to come under the umbrella of the commission's Mission Vision and values and so we can only go so far we have to uh make sure that we are providing services that we are moving the needle forward but we can only go so far without uh getting out in front of where the commission is on overall goals objectives Mission Vision and values and so this process would be helpful because I can then take this process back and massage our uh departmental organizational missions so I'm uh I'm a realist and I just think this meeting is pointless pointless don't don't take it in a negative it comes to us again that I understand the severity and the important of us while we're here but I think we need to kind of take a step back as a whole and identify what I've echoed what uh commissioner Bor has echoed well all of us have essentially echoed it at one point of another that we start with our mission and our vision so as we progress um we can progress with purpose um taking in consideration bringing someone in to help facilitate that conversation of how we want to do it um will give us the ability to really act and move um so I don't want to when I say this meeting is pointless it's gotten us to a place to where we really have to take a step back um there were some things that have transpired prior to um that we've had conversations about that Mr commissioner Jones has brought up and um we haven't heard anything about him so again if we move forth intentionally uh keeping these things at the Forefront uh time certain date certains so that we don't lose focus I think that um it would allow us to make sure that as we move we're moving forth with a sense of real purpose and something that we could move forth with um so that's just my recommendation again I don't want us to be here and we're talking in circles and nothing is going to get truly accomplished in this particular meeting outside of us knowing 30 minutes ago that we needed to focus on our mission and our vision so that we will have something tangible to grab from we can't just solely focus on Public Works who has a mission or Vision we can't solely focus on finance or we can't solely focus on this we need to make sure that we again bring all of those to be up under that umbrella and until we do that we're just simply going to sit here and talk in circles so I want us to be again a lot more prepared for this conversation um um and this just truly shows that we as a commission we have a work to do this is a part of our work identifying our shortcomings and we F and and again it's a group effort but now that we see that this is going to help take us to that next level I make the recommendation that we take that step back and Implement things that would allow us to really be able to move forth which is hosting workshops meetings with regards to coming up with that vision and Mission thank you commissioner mcco hey I uh commissioner Campbell um uh Point well taken um I took a lot of notes however I just want to go ahead and just give us a gist of everything definitely definitely not looking to penalize people or anything but we know um uh city manager you coming in you know uh have should have that experience of knowing that a municipality an organization needs a strategic plan and you looking at that strategic strategic plan and coming to us and being very intentional and and kind of assertive in letting us know hey we need to talk about this we need to be a revisiting this because this is part of my evaluation this is what I need to be able to take um get all of y'all Visions again and marry them together so that we can move forward as a city yes we have a responsibility as a commission but at the same time you who's living in that world and know that a strategic plan drives everything I feel that you should be like a thorn in our side making sure that at every meeting that hey guys we need to really look at the Strategic plan we need to look at what we can feasibly do and intentionally do and move forward so not only am I going to charge us but you have a role in this as well because you know that this is going to have a direct great impact on you so just want to get that out thank you and and I do we want to wrap up this session but do want want to spec specifically set some kind of goal time certain I want us to give direction as to that's what I'm before we move on to the next part of the meeting okay so what does anybody have a specific suggestion I think commission Campbell has kind of said it over again several times so if it's something let's State something specific specifically for a Time certain like when do we want to have another Workshop do we want to facilitate What specifically do we want let me ask this question and this question is for city manager as well as assistant city manager what would be your thought would would it have to be a full fledged RFP that goes out for a facilitator I would pref prefer us to do if we're going to go out for facilitator um an RFP uh we have certain uh spending limitations on what a manager can spend and an RFP is a process where we can uh get responses and quotations uh to beat the specific requirements that we identify so it's something that we can do fairly quickly I don't think it's going to take a long time for us to get that out and get responses what when you say not a long time can you give a guesstimation as a approximate time I would say two weeks M Mr Griffith yes RFP would typically be posted for 30 days or more it it can be but if we're gonna be moving more rapidly we can I don't want us to again rapid but we want to be effective we don't want to do it um in a manner that will come back on any of the individuals that play a ro commission or staff so um and that's why I asked the question why we want to move we rapidly we want to make sure that we move uh correctly um so and I agree with that we've unfortunately or fortunately waited this long so I mean if we have to wait a little longer because of the RFP process I that it's reasonable so we do it right are there any things that we can do in the end term while the RFP is out that we can do amongst ourselves to prepare prepare for it I'm sure I think so yeah absolutely form you you commissioner B EXC yes I think we're spinning our Wheels um what we we don't need to be doing RP so soon right now when what we were told when we did our Retreat we did we did The Retreat and we talked about the mission the vision and the strategy doing that time and we talked about some of the things that we should be doing and I think somebody mentioned about okay well what you think you can come in and do a a guidance as it relates to our uh mission and vision Str say no you as your you're the leaders you have to tell us what you want us to do and they would give us they would help orchestrate that process so let's let's let's provide what we need in order for us to continue to move forward we're going to continue to spend our will we going to continue to spend money on rfps we need to stop and move forward what we have I sent mine in already and get the rest of this thing from the rest of the commission and let's put this together and move forward we need to just set a date let's set a date let's set a date that he collect everything we put this stuff together before we go out and do any RFP I'm fine with that I think again we have to everything and it has to be summarized and we have to come back and discuss it go commission Jones um is it possible to do a u another executive session where we talk among ourselves I think that would be important so that we could really talk so to speak family so that we can be open and honest where we are and um I think I agree with commissioner Bor this is our job I don't believe in passing it on and people vote for us to move the city forward and we just do the best we can uh we have knowledgeable people here we have been here for some time everybody bring things to the table uh various experiences they should have done uh evaluations in the past goal setting it's not that hard but we need to be able to communicate I think our biggest thing is we like communication amongst ourselves so we get out get here and work it out at least try to Hash It Out Among ourselves and I think we can set goals and move forward with that if we don't if we're not happy with that that effort then going out would be something that I think we could explore but spending taxpayers dollars to have somebody in tell us they're G to actually eventually ask us what we're looking for so I think we could do that amongst ourselves and put forth these goal man I think it's important still for us to have the conversation holistically um so that again we don't if we get to these points things are already implemented or things could already be set so that when we say hey well we didn't well we may have to do this so that's the only reason why I brought it up in the event that we do have to have it I want staff to be able to say hey we've already been proactive we got this that and the third we're ready to hit go if we got to get to that point but a lot of times when you think of Mission when you think of vision of course they hired us to do that but again some of that stuff requires public input um because as we move this city forth even though they elected us we have to make sure that their voices are heard through our vot through our Voice through our votes and things of that magnitude so that's why even as we proceed if there's a part of where we have to have community output Community input and things of that nature I want all of that to be discussed so that we have as we move forth the skeleton that we can build upon commissioner mcal thank you so just is it safe to say what I heard commissioner Jones you're looking for us to go into executive session session first and discuss what we would like to do from there commissioner Campbell um making sure that we have a piece that we we can have Community input involved and at the same time I want to ask this question that at the end of the day um these are some things that uh our goals and stuff are going to bank on how our city manager is going to be evaluated am I right so I want that question out and that's another part they're two separate processes and and that's on this agenda next that we need to get to setting performance goals for the city manager which is really what I thought we were going to focus today honestly I didn't the Strategic goals yes we need to we need to do that but and the mission statement and overing umbrella issues but that was really the intent of this Workshop was to set goals for the city manager which what also Hing off what we just spoke about am I right the ones we just talked about was kind of setting it for us in the city the city manager to evaluate his performance which will hand off right right right what what we'll expect out of him because his his job is to make sure that he goes out and fulfills help to fulfill our vision as well as the Community Vision am I right I agree yes yes okay just want to make sure yes and and of course we were supposed to do this pre the city maner goals we were already supposed to have accomplished and we need to get it done so I was going to say mayor if I may go ahead um the the need for the communication in the commission is important I don't know that uh we could do an executive session uh whether or not this would um allow us for goal setting an executive session and that's why many of the Cities uh Avail themselves of the uh facilitator to be able to create that uh transparency in public uh um uh discussion about setting the goals because it can't be done in executive session unless I'm mistaken that's I think we need to defer to miss West and asked her that I don't think it can be done either but that's just again I'm not a legal person just be a discussion we wouldn't do the exercise or formalize it I think it has to be right in a public meeting we will formalize but if that's if that's a problem that's I think it could be let's ask let's again defer to miss West but in the meantime using the sheets that you have to be able to identify some of the goals the question was are there things that we can be can be done in the meantime um creating that document where you cite what you think individually are your goals can be helpful in the process moving forward you're right can I ask this question sure this is a question it's pointed question to the city manager at this point because I did hear U as I was listening coming in uh there are some goals that you have been directed to work on by individual Commissioners could you share your total list at this point to see what you're working on because we may have the same uh goals for you so I would like to open up at some point when we get to that point May what what are the goals that have already been initiated in and um communicated to you already what what Commissioners would like for you to be working on or accomplish in your within your six months and so I've been given individual objectives um that uh individual Commissioners would like to see accomplished with specific items um but I haven't been given overall goals for the city and that's what we were talking about I'm not in a position right now to be able to go through a list of uh I'm not prepared to go through a list of the individual items that have been identified but I can uh pull that together and get back to the commission on that with all that said if we want to be prepared for the next Workshop can we set a time certain that we each meet with the city man manager bringing him our written goals strategic goals that we can come back in total and then review them so that we are prepared and have those dates established so we can get this done use said you've already done it commissioner boram that's fine um you share those I mean if if we came to a meeting a goal setting Workshop I got off my job that really pays me to be here and this is what you guys do full time there's some expectations so I would like to know that I'm I'm like commissioner count feel like I came really no reason because we I would like to know that this say for goal setting goal setting for the a city manager so you have been given some no it was goal setting for the city and then no commissioner Bor advised he communicated actually you guys have SC Yeah question did I not send you did we not speak about the vision mission and strategy for the city that's correct we did that's one right military secret commiss commissioner mccal I'm sorry go ahead I'm sorry what's the military secret right now here's my thing um Mr Bale what will help you to to come up with a common form or common style that will help you be able to articulate us exactly how you want us to articulate our goals to you so that we won't be all over the place with this like right now commissioner Bor said he he submitted something to you we have to know I mean we don't want to cross you know cross reference goals if we could alleviate that that would be good so are you willing at this point to share the goals that commissioner born shared with you or would you like to create a form so that you'll say hey this is what I'm expecting this is the best way I'll learn let us know something so that we can come out of this meeting with some success or feeling like we met for a reason today what would be best uh from my stand Point as a manager would be to go through a process of establishing a mission and vision and values I can share with uh the commission uh the individual objectives that have been identified uh by uh through the one-on-one process with um Commissioners uh so the best process for me would be to share that list and go through a process by which each of the Commissioners works together to identify a common Mission Vision and values and the goals that are roll up to that now like I mentioned before alluded to before through the budget process we've had to identify some of those those are budget goals but you could also assume that many of those budget goals are reflective of overall goals for the city and so I can also provide from the one-on-one meetings that we had uh for the budget those goals as well we're ready we're ready to hear commission shared sorry ma'am go ahead she I think M MCO was asking said that you've already have some shares so be already Shar with him with the we would like he in his email we're gonna go round and round unless I guess they would one okay I've given you one already I've given you the the uh vision mission and strategy so that's one that we we need to get that set for the city because it's not one for the city even though other cities have one and I I think I shared with them some other cities that have vision mission uh and strategies because anytime you go into battle most people who in in the service know that you cannot go in battle without a strategy if this happen we do this if that happen we do that so you have everything that you need in order to be able to be successful so that's one of the top things that I I had put in this plate put on this plate and it's so ask him to give to share with you what I've Shar from that regard the as we move forth um these are some of the areas in which as we uh go our separate ways or prepare to go our separate ways that um we taking consideration I would like to focus on leadership uh Council relationship management Community engagement culture City operations and fiscal management I I agree I think we need to move on we we haven't come to any consensus on the Strategic goals but again my thought and intent for this Workshop was setting goals for the city manager and I think we need to get I think that's what you're alluding to my as we began to set goals for him those are the areas that I would like for us to take in consideration and focus on and coincidentally mine are also management of the organization leadership and professionalism so we have something similar we got overlapping things because a lot of those is what I send to him as well and I think that's what that's what we're finally here for to get to this point so that's why I went ahead and gave what we want to focus on so we can move on Comm M go on go ahead she's had her hand raised oh I'm sorry I meant the Lord I'm so sorry however professionalism is number one um management public health and safety one of those things those are the three and Community engagement so I'm hearing consistently management yes as as one of them that everybody is in favor of um I I don't know what everybody specifically wrote I put effectively runs the operation of the organization creates a team building environment for all employees through mutual respect and collaboration so the city of Palaca becomes a place where people seek employment and become career employees recognizes the accomplishment of all employees volunteers and other groups working on behalf of the city supports all efforts towards diversity inclusion professional growth succession planning and opportunities with within the organization identifies organizational issues and takes corrective action mayor I love it you done it okay so we have one that's a start that's a stop um and I don't know what what is again the group's next top goal so we come up with three or four top goal for the city this is for the city manager you for you according to the contract we have to set goals for the city first and the goals for the city manager are supposed to be based on the goals for the city and that's I think from the introduction that um that was provided by human Human Resources that's what was said but as we also are going forward I don't think it's against any rule for us to simultaneously have a conversation so that as we move forward and we prepare for meetings to come that there is a level of understanding that as we focus on the mission and the vision that we also can focus on those things that we want to make sure that we want to talk about with regards to the city manager so again having the conversation it's needed but as far as I get your point as far as what the contract says but this is the only opportunity that we have to have these conversations so if we're bouncing back and forth allow us the opportunity to bounce back and forth as long as we feel as if we are making progress amongst ourselves I think that ultimately is the only thing that matters at this point and specifically the contract says within the first six months of the city management manager's employment the city commission shall meet with the city manager for the specific purpose excuse me of setting goals for the city and for the city manager it doesn't say one has to come before the other and initiating periodic work programs continue reading the rest of that M also had her hand up go ahead miss m C Mr Bill you you you emphasized that City goals and your contract and I hope you're listening to me as I'm speaking to you right now I am you mention City goes and then the city goes and then goes uh drives the city manager goes we are taking time out now as the commissioner M Campbell Campbell said simultaneously giving you these I maybe you maybe you have a a great memory that you're is in your mental file I haven't seen you Dr anything down but I think you need to take these into consideration because at the end of the day you do have goals I understand what the contract says and your time is running out I'm just going to go ahead and say that so at some point we're I'm asking on behalf of me and hopefully speaking for the rest of my commission that you take heed to what we're giving you now in this meeting and then going forth from trying to take those again my buzz word and marry what we're giving you to uh when we give you these city manager goals okay so you can say contract because the contract says 180 days and we don't have time to play because 180 days gonna come up on us very very soon so again how can we help you get a better understanding of what you need to do and we're asking you to give us guidance so that this process can be easier for you and and you and you understand what we need and what we expect out of you help help us understand how to get you where you need to be so when your evaluation comes up so yes I I am taking notes and I am uh aware of what was said um and like I said before the what would be easiest for me would be to roll up the expectations that you have uh for the organization and for the manager of the organization to the overall goals through a process by by which we develop Mission Vision and values I don't want to hear that no more thank you I'm done with that it's been established that that's what we have to do well the question the question was what would be easiest for me so uh tell me what would be easiest for the commission to allow us to let's continue our process some of us do we want to do this right and we're probably going to have to come back again and as Mr Jones said as commissioner Jones said I have a business too that's closed right now um so I want to do this right but we don't want to be here all day no offense um so I I just I think we found a starting point we may have to back into the Strategic goal for the city but I think I came into this again because of the probationary period ending in August that we have to come up with something some goals um for the city manager to be able to evaluate performance and I I think we're just starting there and again again we we'll do the rest that's what we're elected to do but let us keep going with our process whether it's easier for you or not so um I had my hand so does anybody have we have a one for the city manager management of the organization um what would be our next that we'd like to focus on Council relationship okay okay does and do we want did you write something more in depth for that establish a collaborative and transparent working relationship with City councilmen and women City councilors okay and we we'll have to set measurable points on all of these but that's at least a stop do we have a third and I don't think we should go more than three or four Jones said four is the standard three may be enough I don't know it's up to the group do we have a third I think three would be good if somebody we we want to come up with three being that is um in this empy stages of being a a manager here not trying to dumb it down I feel that he can handle it but I think three would be a good point good consistent reports I mean we we we we we and there's things that we continue to say uh uh we we we give direction and uh the sometime things need to be um continuously be on the agenda that Contin it somehow falls off because when things and I ask for Action register that that action register until those things come off that we bring up for like commissioner Campbell was saying when when things are hot they're they're hot and when they're not they just fall off and so that action register would be something that we can ensure that we know that it's going to continue to be there until it's completed and done no different than the Jenkins and other things that we put forth so those are the things that we need from the city manager as it relates to when things are up before us because we have other things that we're doing we're not keeping track of everything and it's his responsibility to make sure that those things happen and so while I'm while I'm speaking on that I going give you a variation of what I had earlier you know the uh the vision is our local government strive to be of the community of choice for people who to live work and play as a result of its safety vibrant neighborhoods business educational and cultural opportunities connectiveness and vitality we're working on a lot of that already and the mission of the city is to deliver cost effective customer focused Municipal services so and you know and I don't want to go on and on and on but those are the kind of things I think we need in order so we have to Target things toward those things to be able to make this the community of choice and I have sent that in um several times I like that um and and and and two the the thing that we need and I've heard from the commission keep saying we we keep saying that we're not getting consistent reports we're not getting consistent reports from various aspects of different departments as well as City management we we need those we need that transparency we need that and that's I mean that's basically all I have and so we just we got to do that and move forward and and have um just candid conversations when things don't happen we just set the expectations so some of some of those can be rolled into these header things to as miserable goals so besides management the organization the commissioner Campbell gave the goal of yeah leadership communication with the council and with others um and I I had kind and this may may or may not tell you um leadership communication provides the commission and the organization real solutions and creativity to issues and problems assures the city commission's the decisions are objective legal and ethical follows sound administrative practices provides positive leadership through collaboration mentoring coaching and motivational techniques is a positive Ambassador for the city and we need to kind of add more about the communication with the community to that perhaps yeah the consistent reports and that that falls on the council relationships being more collaborative and transparent um I think all that encompasses one another okay do we have a third somebody said professionalism and I'm G tell you how we could grade that uh when reports and presentations come before this Commission on commission date we should not receive reports that with error erroneous reports that are being presented consistently there's no way that we have professional directors and it goes through the uh city manager it comes and be presented to the people and be Iranians uh the other day when we were talking about the police Union contract agreement we talked about an area that supposed to be compensation and the Word was completion composition completion okay then they had a composition to yeah you use those words when it in fact should have meant compensation that shouldn't that shouldn't occur it should not come before us like that um when we're talking about issues maps and things that can't see we I hope we cleared that up last night it's a challenge give it to us so that like commiss Kell say plain simple language we got understand it um looking at stuff um on video that's not really clear same as when we presented with the traffic diverting devices or common devices we need to be able to see that stuff so again that that goes along with communication we would saw it first talked about it or at least present it to us see what we think I think that'll help with that but that's under professionalism not I was talk long time ago in order to be professional you need to look professional and I think that again from the top to the bottom that's all encompassing professionalism all right presentation I should just say like that think that's all I have one last I was gonna ask if we can have an honorable mention okay you can have an honorable mention I want us to take in consideration Community engagement which is proactively communicating with Community to create a range of opportunities for stakeholders um and residents to provide input and feedback particularly in those communities whose voices are typically not heard by or in city hall and I think that's a great one so if you can do should we be submitting these to you Miss Sunny somebody's got or HR to pull together maybe this is a public meeting so I will need copy for the public okay okay I mean because I've wrote all over mine I'll submit a clean copy to you and if we can do that and then we'll have these pulled together if you can do that as well and I'd like to add add a component to that too in terms of to the last item to communicate the one that educating the community you know educating the community as well engage yeah making sure because sometime there's uh some uh misunderstanding of how government work or what we do and um the reports and the the projects and everything else we do a lot of good things that we really need the community to know and understand that we're doing and some of it is coming through our internal Pi Pio but I think we need to do a a much better job in terms of getting that communication out in the community and be there for the community periodic and I think we have that opportunity along with the help of Peter for example even with the different types of Grants when somebody says what what is a CRA Grant what is a Community Development block grant what is a better place plan all of that information can be encapsulated and shared with the community and newsletter and social media so we we can educate all of us on what those things are and we have to we have to have our C manager also um present you know in this Within in the city um because you know I don't know how many U I know you've been off a few days here and there um since your probationary period but you you know there's been a number of days that you have not U been here so even know sir how in here how many okay I'm G just ask a question real quick how many days have you taken off since you been here two two I got about 14 I got about 14 I think including conferences saying conferences you're taking off more than two days now but if you're talking about conferences that's no out of the city when you're not available when you're physically out of the city and and in probation but I don't think all of them were conferences based on what we had so uh I think that that's important as well in terms of being really new on the job you need to really you know from a probationary period you you need to really be here to try to get your feet on you so that you can learn the city more because again you have mentioned on several occasions that you you're still trying to learn the city or whatever and you said that in several meetings correct that's correct okay so I think that's important commissioner mcco uh good uh good point commissioner Borum but I also have to say that I do see the um the city manager out in the community a lot um don't he's his agenda he can kind of elaborate what his agenda is but I do see him out in the community a lot um I don't know if he's um you can elaborate on that but he's out in the community a lot would you like to share with us what your um goal is and what you're doing I know you had some Mee and greets but how does that connect with your role as a city manager is it to help gather information about the community so that you can like support the community's vision but can you kind of elaborate why you're in the Community a whole lot um giving out Palm cards and different things like that can you share please yes so it's my objective to be out be out in the city to be able to get uh feedback from the community to be open and engaging with the residents of the community so that they know that they have a mechanism by which to um provide commentary to be able to feel more comfortable coming to City Hall to have conversations and if they can't access city hall because some of the residents can't get here uh that uh they have an opportunity for a communication Channel with the manager out and about in the community uh sometimes people feel more comfortable going um to the uh uh different shops throughout the community than they do coming to City Hall as a manager who's responsible for managing the entire Community uh that's one of the objectives that I that I have to be able to get that feedback and input and make uh residents feel and businesses feel like there's somebody that is vested and interested in what they're doing and can help them uh accomplish their goals thank you one more question if I may so when you yes you may I'm sorry I'm sorry um mad go ahead commissioner M okay so when you do that do you come back and report to your department heads what do you do with that information when you do it once you do that what you take and do with the information how do you share out and communicate that out to to your staff and in most cases uh staff members uh department heads are participating in that effort um we do have uh communication that goes out through the Pio um it is in the from the desk of the manager um it's important also for me to be present at various uh special events in order to uh make sure that we're aware of as a community what's going on at those special events it's communicated throughout the staff um and shared across the staff so what I would like to see um those some of those events that you attending out in the community if you doing your staff reports and meetings kind of share with us share with us so we'll know too what um for the Comm for the members in theun community that we can't reach so we'll kind of get an idea and AD gist of what their vision is as well if you don't mind okay absolutely and through that process it's approximately 60 hours a week is the is the typical work week that that uh I'm pursuing as a manager um okay thank you so I think we successfully at least came up with a draft of the city manager goals which was my ultimate goal and I think we need to also come up with date where we're going to submit some of our ideas for the mission statement Etc or when we want to get together for a workshop to do that I guess we could ask for sunny to give us more dates to come up with that um and maybe our ideas to the city manager individually so they they can come back summarized is that what we want to do okay I would like to get a little bit of direction on one of the items that was mentioned okay so we're each going to meet with you within two weeks okay well within two weeks so when and when do we want to meet again for Workshop approximately how long not a specific day like in two weeks three weeks we do have to keep it rolling so we want to have the workshop within two weeks we will meet with you individually next week with our specific information now how how will we if there's a measure these goals because that's going to be that's what we need to startop we give him time we'll put a Time on it that's what we'll do yeah and if he if if it's something that's um attainable we're going to measure it and we need to come up with make sure that he he's able to carry that out based on other responsibilities that's why I was trying to keep it to a small amount of each and adjustments need to be made we will'll be all in the loop on any adjustments thank you do we have anything else I had a question about the regular reports is that something that we should address individually because you had indicated wanting to have more regular Deport reports well okay this the the regular report mhm that we should be getting from the Departments and you we need that um we also talk about the the financial State the financial uh position of the city all of those things we need to understand and know how the city is operating from every department and what how it sits with our budget how we're tracking with the priorities and are we meeting those goals and if we have any challenges we need to make those early on rather than 11th Hour okay thanks for clarifying that I have a perfect uh recommendation um our previous intern manager uh would send out every Friday highlights of what took place during the week that probably was the most informative that I've been since sitting on the DI I will make a recommendation that something be considered to be taken in consideration of that um it literally entailed everything that transpired conversations that happened decisions that was made all of that kind of stuff that was a perfect example of communication so interim city manager Griffith did that at that time so that in addition to the schedule or um whole separate document that was emailed that came out every Friday sent to us electronic in addition to me sending out the schedule that information okay well but we we we cannot leave that key component off about the um finan where we're at how we're how we're progressing with our reserves and everything else so that can include because we move moved from doing that quarterly to doing it monthly now it's that should be monthly anyway we should not we should not we never did it quarterly that's what I I asked for it monthly right if I may if I may uh so I think when I arrived a year ago uh they were doing it accordingly and um but now that we've caught up and we're current I don't see any hindrance to Preparing it monthly if that's what's desired also but also one of the things that we were getting in it started but it kind of dwindled if you were not providing a committee report amongst before the commission that we all received an email from whatever department head it was um about projects or whatever it was that they were working on if they were not giving because I know one thing that we've done because for sake of our meeting times was we went from having our department heads report um every whenever we met um to just providing us with the updates um of I guess most important things of that nature so that's where we kind of lost focus of having the constant updates but even if they were not before the commission they were always emailing us a report from their Department of sorts so we it started but then it dend and maybe if we could at least for each meeting have a highlight from one department so that the public can hear some of that as well and you know do the different departments each meeting or a couple of them commissioner Jones to uh commissioner Bor request he might say this before I I arrive um when you first got here we were at a position like the state of P state of the city and then you do a summary I'm just saying this maybe when you are up for your evaluation maybe you do a summary and show your accomplishments since you arrive to that time I think that would help absolutely I think because that's what I was leing to I mean because you mentioned when you first got hired on or prior to when you were interviewing about 30 60 90day report so we we've been here past 90 so I would like to at least for you to get that to the commission for your 30 your 60 and 90 days what you what you've accomplished over that time period okay and then the last thing is um we would not like to see any late submittals putting things before the commission to have to have uh our approval without us having ample time to go through and look at it I think it's a disrespect and that's a practice that previously was going on that we have stopped that based on the commission's request so is there anything else mayor I just have one thing as we can switch back to our mission as we move forth with our mission I would like for us to make sure that we focus on new and updated priorities um a sense of showcase for our community values and um priorities for strategic plan thank you thank you commissioner M no thank you commissioner Campbell um Point well taken good good point and we do send out a Weekly Newsletter so some of the information but we'll make sure there's a report on top of that thank you can I ask you a question I'm sorry I'm let you all go that 15 page Weekly Newsletter you got over there in the um in the um is that the one you're talking about the the 15 16 page thing in the in the office available and then you send it out via email is that what we're talking about yes that
