alcohol within 100 ft of a church is re 100 ands they have to comply with some standards are justified in the code for use the Africa has comply with those conditions very in compant that is recommending approval of the I power we do have a concern about the parking demand that these generate they are exemp from providing parking spaces however we can manate that is going to be a demand for parking based on the number of se9 seats would require 43 par so we have put a condition that though we cannot mandate the African to provide those spaces put a condition that the African face work with the city to address the is of we have with thec agreement that and I would let the Afric make a presentation to you okay uhuh H anybody on the board have any questions Mr okay start we also us got caught by the monsoon outside which is good uh my name is Jim trano and my address is 620 southstate Road 19 S 2 and I do represent the property owner which is Paca RTG was once known as beex properties however it's under the same ownership but re and Brad son are still the majority owners of this this location and I'm here to represent them in my documentation been accepted and on file with the U your staff um I would like to say thank you for this opportunity we um we're really excited about what this new part and development and vibrant growth on St John's Avenue means we're looking at taking a blighted building if you remember this is the old Texico station at 801 St John's Avenue it was hit um few years back it looked uh terrible with some plywood on it but what we're proposing to do is something wonderful is to bring a family oriented um restaurant Burger Joint to U this location we're excited about what that has to offer not only us but everybody else in the community from whether it be tourism new Ador tax uh opportunity collection for the city as well as uh just an opportunity for our patrons to be able to walk down through town and potentially um continue to shop in other businesses throughout town so we're excited about the opportunities and the chances and the things that we have in front of us to do Mr chair as you know this is a conditional use permit request we are within 100 feet of two churches uh We've diligently work with members of the community we've reached out to the church across the street as well as to members of the church to the church West of us the Episcopal church and have received letters of endorsement of agreeing to um this business coming and we made it very clear when we discussed these items with them what our intent was we laid out buil plan our business partner Timmy Fanon I'll introduce him in a second get up and speak if that's okay with you Mr chair talk a little bit about the fler bird company but we did present that to the people that we talked to in a matter of being as transparent as possible also being good corporate and local Partners um as I mentioned this is going to be a full service restaurant as it name implies can provide Smash Burgers and we're really excited about an opportunity to have a new burger joint on St John's Avenue family oriented and I think that's very important as mron will outline at a second when we obtain our license and we have to have a license to operate for alcohol um we're required to have about 51% that's the ratio 51% um food to um for alcohol to food we're looking at having something like 70% so it's really going to be clear that this is not going to be a bar it's not going to be a nightclub it's going to be a place where families can come and enjoy the um a little bit about the profits that we've already undertaken with help from the city we've gone through a demolition of the building preparing now for our permit process we've made application to county for construction of the building as well as presented a site plan to the city OFA outl our goals anding to the total that's in place for site plan review we are in the thought of hiring the general contractor and our goal um with your assistance here today is to see this built as soon as possible and begin doing good work and providing a great service to our community as I mentioned Tim fan and Tim is our business partner is with 1821 Hospitality Group and I'd like Tim to come up if I can just to talk a little about what the Paca burer company is and what we're going to be doing there on site and then that come back up first and final remarks if that's okay with you sounds good to me thank let me uh let me speak I got a couple of couple I think fun pictures of of what we're what we would like to do on on St John's Avenue and little example of of the uh menu as well I have I have hand hand siiz copy also happy to happy to hand out if it's appropriate I think that's fine M West is that okay he's already provided me a copy for the record okay obviously the G really excited about bringing something new to St John's Avenue um the new building that we've that we have designed um have the look and feel of the of the old filling station you'll see from the the pictures uh we really want to bring some authenticity back to that piece of it while also creating a you know a new usable um beautiful building to to add to the to the block um be roughly 3,000 square feet a little over 120 seats as we've mentioned um Jim mentioned it's going to be family focused Urban restaurant my background is send Chef Urban hospitality and exactly what we want to bring to to this concern also um we believe that we'll have somewhere between 35 and 50 employees depending on partime fulltime management and staff not not all at one time somewhere between uh probably six and 12 or 14 people on on a ship at the time we really have to understand what our business levels are to understand how many people building at the time but really bringing some great jobs to the to the community as well Jim I think mentioned that we have um oh I'm sorry um Jim also mentioned that we've we've completed demolition we're in the permit process and and really uh are excited uh to to move ahead and be open to the public in in uh January or early February um January would would be my preference I'm ready to get this thing going um we're ready for you to be there too I appreciate that example of the menu that's that's on here it's pretty small in the hand hand size one here as I as I look at it but a pretty tight menu you know we we really want to do some things as far as um snacks that you could come in and you could you could have a snack you could have uh have an nice cold beer as we talked about um the the uh latest rage and burgers probably bringing back the past a little bit of Smash Burgers and um it's a it's a fun way to to present a burger and it's a delicious Burger as well um we uh we will be serving alcohol as as a part of the menu um I I have to say I don't think I've I've ever run a restaurant that was that was focused as a restaurant that ran more than uh you know and ran more than about 65 70% of the menu that was that was food um you know we we really don't imagine this being operating and feeling and sounding and looking like smelling like a bar we really want this to be a place where uh you could bring your family and you could come for lunch or you could come for um come for dinner um you know come come watch a game with us um and uh just pop in for for lunch any afternoon um we are excited to get going and and um any questions I can answer I'm happy to do it I have one question yes sir um when you say you going to be serving cocktails CU I see that on your menu here yes sir Now is it going to have a full bar our bar stools and stuff like that in front of the bar small bar the um the bar is I think if I'm remembering right we have about seven seats at the bar seven um the rest of it is is uh dining at the um at their uh seven yeah seven seats at the bar yes um seven seats at the bar and the rest of it is is table ding that's I couldn't see it very good okay this outside yes ma'am outside under the ptic okay and then this is outside with tent or umbrellas okay I understand thank you thank you yes sir oh I'm sorry the the old the old you it looks a lot like thanks I I agree with you and and yes our our intent was to uh was to use all of the old building there was something that was attached to it it was perfectly unusable um as we started taking that part down there there was uh significant termite damage all the way up through the as we understood it from our Engineers unsavable roof um and uh the wood inside the walls that was holding it up it was the termites were holding it together they were they were holding hands it it just kept coming apart yes sir um but we have uh We've salvaged a significant amount of the of the brick um that we're going to reuse in places um uh one of the ideas and I think where we're going to land is is to use some of the old brick for the for the the face of the bar um we have some of the columns so there'll be some some uh shout outs to the to what it was um we have some old pictures um that we're going to have inside the building um so yeah there was yeah there there was no enamel sign there was a wood hand painted wood sign that was on the side of the building we did save that um we're going to feature that in in the decoration somewhere um we've got uh the um the stuff that was inside was uh uh look more like a bad garage sale than a than an old Texico station um there was old turntables and radios and and Mattress it was it was a mess inside so um didn't save any of that but uh yes sir anybody else com question I just got a comment yes sir um I worked for Badcock Furniture Corporation for many years and on the franchise for the back for since now yes sir I was c corner across there 726 St John's Avenue um that we worked in there for about 15 16 years the time that we were there and then we built it for the building where we are now during that time period I was the president of Downtown merchs Association uh for a lot of those years and then I was the chairman of when we went to uh s BR Main Street program in col I was a chairman of that for a while and I am tickle to death because I was raised about four or five blocks in the Southside historic district from where this is at and as a kid uh I was on my skateboard in and out of that gas station there so I just think it's wonderful thank you thank you appreciate that any other questions I just have a few last comments yes thank you Tim so as um the planning director did mention that there were some conditions set we've had an opportunity we met on Friday we talked with the city manager about the um requested um conditions and we certainly are open to working with the city in any way we can we've demonstrated so far and our commitment to this community we'll continue working with the the planning board and anybody at the city to assist in parking needs um in and around our area we understand it's a concern but you know there's we're looking at uh opportunities that we could help alleviate and anything that we could do for that we will um so we're exploring opportunities now and again our commitment is to work with the city on that um condition and then we're also in agreement to the condition that the permit should be used within six months without an extension we have no no um concern with that condition at all okay and so if I may in closing that um you know we're an organization that does no harm we really want to give back to the community this is one of our first big opportunities downtown we hire good people as you can see with Mr Fannon he's um top of the top of the mark in in the um in the industry and bringing good people to the team by bringing a good service to citizens of patka and we stand fully ready to stand behind this project and the other projects that we're doing in town and again we're extremely excited about what this is going to bring and and what it continue to do for patka not only now but into the future so if there's any questions that I may uh answer for you or city staff I'd be glad to I have one question or not question statement maybe um you said that you had um letters back here from all everybody around you and I understand what I'm fixing to say I truly believe in what you're say what you're doing but there is no letters from the am church or St Mary's Church Episcopal Church here we now before you get on miror um we you know we okay I we've okay the craft beer Place back down here with churches all around it um I just was wondering about where there were so um we did across the street and there's a letter in here from Miss Brunson yeah I got the holy word Revival Center yes sir but St Mary's is right there almost next to you the only thing between you and there is that the two well Mr Hills so we did go to talk to some of the parishioners in that church and Mary Lawson Brown was one of those individuals okay for her son and we do have letters from her and her son in here representing the church I can't say that they're speaking for the church but as members of the church they saw no concern with it and endorsed our move forward and again the the Beth right there on the corner of uh what is that eth in Reed Street you know they're within range they're they're outside of the 100 feet I think 262 feet Yes okay all right correct okay yes okay so I can't say we have a letter from everybody we do have quite a few letters and we've gone door Todo we've talked to our neighbors and you know we've we've asked for letters when we could get them we received them and they're attached to your packet I apologize no it's okay sir just any Florida I wasn't going to speak on this because I'm really neither for it nor against it however I did note uh as you noted Mr killerb there was no letter concerning St Mary's Episcopal Church while the parishioners do belong to the church they can't speak for the church that's owned by the Episcopal Church in dicese of Florida just like St Marks is owned by the Episcopal dicese and the dicese is the only person that can speak for the church and I saw the letters the multiple Letters From Miss Brown and Teddy Brown and they are members of the church but I would point out that the actual owner of the church would be the one that would have to give approval and not the members I also noted there was no letter or mention of anything of sailors across the street which is owned by Jeremy Alexander uh there was no no support nor anything from Terell Hill one way or the other so I don't have have any problem with that but uh I will point this out and I had no idea they were planning on serving alcohol outside the city requirement is if you serve alcohol outside you must have buffering or screening to prevent it from being viewed from the street and so that the people inside can't hand drinks out to people outside so I would make want want you all to make sure that the buffering around the alcohol serving part outside is such that it does comply with city code to where it can't be viewed from the street and they can't pass drinks outside this and that Cafe was uh required to handle that apply to abide by those same codes and that's my only comment thank you okay thank you Mr kitens Mr lzo you um we have anything I hadn't read that packet really good but do we have anything like that involved in the packet Mr Dr would you all if you step back to Podium again please I'm sorry yeah just give me one second if I may if I can get back to this sure Mr chair may approach sure as far as um as Miss kitens mentioned we'll have Planters on the outside here along here and here to prohibit that from occurring well this all be under P this all be papers that will be here and I'm sorry where's than John I was going to good and then we'll have this will be here okay but what what Miss kitchen is alluding to is like with this and that Cafe when you've been by there it's got the bars you know the metal bars around them with planners and stuff that we required them to have just for what she was saying that they couldn't screening it out kind of sort of so where people can't hand drink back and forth across the thing Mr chair that will be part of the site plan okay when they go through uh that's what we're going to be reviewing you know the screening okay and the buffering I just want to make sure that that was addressed Mr chair if it's required you know we considered the planners to be a good break between the pedestrian traffic and staff and another thing too is the training of staff to ensure that they're compliant with the sale of alcohol that we receive the ass the appropriate certificates and maintain um adherence to State Statute but if there is a need to add some type of fencing or something that the the city deems appropriate we're certainly willing to work and make that happen Okay I I figured you were I just wanted to hear you say Thank you Mr TR anybody else oh I'm sorry Miss km I wanted to speak to items oh okay I'm sorry they and 249 okay I'm sorry I thought they is anybody in else in the public that would like to speak to this seeing none I'll close the public part of this bring it back to the board anybody any discussion real quick I just want to ask staff since it was brought up and I'm assuming it was the churches were properly notified according to our standard procedures right yes very good okay and the property was also uh we post a sign on the property as well yes okay do I hear a motion Mr chair if you may go ahead um just to make sure it would be proper to read these statements of facts correct yes sir corre just including the findings of fact in motion very good all right so whereas the applicant for the requested conditional use approval has been deemed complete whereas excuse me whereas the application for the requested conditional use approval has been deemed complete and whereas the approval of the request as conditioned will not adversely affect the Public's interest and whereas the applica application met the requirements for a conditional use approval as demonstrated by the staff analysis and whereas the application as conditioned is in General compliance with the comprehensive plan I move that this board approved the conditional use application to allow a new restaurant to serve alcohol within 100 feet of a church I have a motion to up wa minute for clarification um you referenced within the findings of fact the conditional uses just for clarification you are referring to staff's recommendation conditional uses number one in consultation with the the app shall make efforts to address the anticipated parking demand and number two use approval shall expire six months from the date of approval unless upon request an extension of time is granted by the planning board assuming your motion regarding those uses compl those two conditions for clarification purposes yes ma'am thank you for clarifying I'll second we have a motion by Mr Barnes we are moving on to God bless you TB case 24-18 conditional use application to add at least seven hotel rooms to the second floor of the property to expand services from the hotel James take it away Mr Lorenzo yeah thank you Mr chair U this is a conditional use U the code allows hotel and motels in the district as conditional uses however it's not very specific about uh a permitting uh Hotel unit and and I'm going to explain a little bit farther part A the bit in my presentation uh the applicant is seeking to develop up to seven Hotel units or suits and also uh on the first floor to to allow for restaurants and the and the hotel rooms on the second floor uh like I said before the business re FR District allows a hotel or a motel that use as a condition use uh but not specifically hotel rooms that's what we felt the staff felt that they would needed to prove that the rooms as requested will function fully as hotels and another aspect that we a little bit concerned about is the fact that like in the previous case there's no requirement to provide parking for this type of uses however you know we know that it's going to be a demand for parking and we are uh although we cannot mandate the applicant to provide those parking spaces we are requiring the condition that uh that they again they address the parking demand and work with the city to find a solution to the parking issue uh besid that the conditionally use um application meets most of the comprehensive plan um Provisions in in the elements um as well as the ESS and ESS the other issue that we have a little bit of concern and that we're asking as a condition that the applicant have to address is the location of the downstair you know how U the um how the garbage is going to be taken care of especially think uh knowing that it's going to be a restaurant that generate a lot of Lara garbage and we need to know where the where the location is going to be how the trucks are going to get into to to get the dumpster and the disposal um so the St has added four conditions to to the recommendation of approval since and it's part of the start report and so we had you had the opportunity to read it since the staff report has been written uh we like Mr tryano has poed out we did have a meeting on Friday and they're supplying additional documentation that is part of your package uh explaining how the these Hotel units are going to function as Hotel uh staff is satisfied with the additional documentation that has been provided by the applicant um and we would like those to be part of the record and be actually included as conditions instead of the condition number one the first condition that that has placed that the approval on is that the seven additional I'm sorry that the seven hotel rooms uh approval this contingent upon the reestablishment of the James Hotel the new documentation that the applicant has provided suffice that condition so instead of having that condition number one uh I would like to have the condition that are presented by the applicant that is part of your your package to be the condition number one basically what they're doing they're explaining how the hotel is going to function what page is that on there that you it's in the back you that's theen correct yes addition over here in did you find it yes sir sorry um the second condition is that the applicant shall submit a site plan indicating the location of the damers and also how the tracks are going to maneuver to to get the disposal of those garbage uh the third one is that in consultation like I mentioned before that the applicant have to make efforts to address the parking demand and also like in the previous case the the conditional use approval will expire in six months unless they ask for an extension to this board so you're going to allow an extension on this one no no no unless they ask for it un they ask for yeah and with that I will Le uh let Mr Tano address and make the presentation to the to the planning board thank you sir Mr toana Mr chair thank you very much again members of the planning board City staff my name is Jim trano my address is 620 South State Road 19 I represent Palaca RTG there was a change again as for all three of the cases today properties were transferred from Beck Sloan properties to Palaca RTG again same ownership GRE and Brad Sloan same principal owners moving forward um and my um letter of authority to represent them is on file with the city Mr chair as you heard there's been a a change going to happen downtown in patka we're excited you know one of the things if I may and if you can give me just a little bit of leeway one of the big things for us is Quint stoter Quint came to this community with other stakeholders here in downtown and he pointed out it um first in St John's Avenue it was Ground Zero was about the development the vibrant development of a downtown and and if you look at his book and I just I'd like to read something just very quickly about this is that in revitalization I'm sorry in revitalizing a community what's the best way to determine where to start geographically in most cases it makes sense to rebuild downtown first and let everything else expand from there when a community starts building a vibrant downtown it gets people activated and Sparks growth in the rest of the community there's a lot of things that Mr stter references in this book that we really look at and we hold true to what we're going to be doing downtown so part of that is the um one the 200 block um in particular for today's um use permit is hotel rooms and the second floor of the 211 building no MC's building as well as well as the second floor at 229 which would be in our second hearing and so it's not uncommon to see cups asked for we're excited about the opportunity to come in front of you today and ask for that use it's clearly identified in code that um it's an allowable conditional use and we certainly hope that we make the case as staff mentioned already to support this um this is just another opportunity to kick off our downtown project as I had mentioned about the case previously we have already made submission to the city for site plan review we've also made application to the county for a building plan review we are in the process of hiring a general contractor and hopefully in the next few weeks we will retain one and begin work on the 20111 building and continue our processes downt as one of the things that we saw in the conditions uh as far as um downtown um we're certainly appreciative that staff has accepted um the idea of how we're going to check our guests in and out of this hotel um so it would be much like any other hotel that you would go to that would operate with electronic checking in we'll have a opportunity for an app that people can go online they can make their reservation they can go ahead and check themselves in they can have a key to access the room but we'll also take it a step further we'll also have a downstairs location for people to come in and provide their guest check in at that point in time and to take care of our guests as it goes back to the comment I made before about doing no harm and giving back to the community we want to make sure that their stay here in Paca is Stellar why it's about the repeat guests it's about people coming back to Paca the more you come back the more money you spend here the more our community grows the happier we all are bringing people back to a vibrant downtown is important and this is a start this is also a start to what's been done already in the 100 block you know we've seen Vel chops we've seen the Douglas Law Firm we've seen the financial planner we've seen that come and become very um it was a good place and so we want to add to what's already there and this is our kickoff for um our portion of the 200 block so we do have process in place you have it in front of you and we will accept that as being a condition condition one for our um conditional use permit and we're prepared to fully carry out all the tenants that we identified in that document we also believe that the other conditions that are there um we we agree to without issue um condition two is that we should submit a site plan indicating the location of a dumpster and uh ease ease of access for the Machinery coming and going to make uh the pickups and the uh delivery of the dumpsters so that's not an issue we'll fully work with the city on that as far as parking is concerned much like we talked about from uh the 801 building the pla Burger Company we're looking at Rooms here total of um 15 rooms total um we understand that parking becomes a um it's a priority and it's it's a a commodity sometimes getting a parking place we will work with the city we will come and look at ideas together to try to best resolve some of these parking issues that may be created as a result of this so again as I mentioned before we stand full ready to work with the city and identify um areas that we may use uh for parking in and around downtown so there are existing City parking places that are in front of the Shelly building in front of or should I say behind us near the boat ramp and then of course next to the church but we also understand that we'll look and see if we can develop others Camp promise you that we'll find it but you do have our commitment that we'll work with City trying to identify parking options uh for the downtown area and finally um the last condition is the use of six months using the conditional use permit within six months and we certainly agree to that in the full reading of the code um so things for us though Mr chair is that this is just a great opportunity to um have something in downtown and again we take a blighted building and we're going to bring something marvelous to downtown we're going to use Mr fanon's talents for um the food court Hall downstairs on the first floor as well as having our hotel rooms on the second floor and it really falls into our entire business plan that we're looking at for the 200 block so uh with that um if there's any questions that I may answer for you or provide you any guidance as to what you may need to consider your vote please let me know I have a question yes ma'am so these will come before Hotel James James Hotel gets completed Mr chair that's correct um we are slated to look at the James Hotel sometime I would say construction potentially towards the end of next year we're in the process now though of looking at demolition plans looking at floor plans but um that's correct it will have to wait but we do feel based on our business plan and how we're able to use those rooms we can adequately provide the attention that our guests need to include nighttime security to include staff being available to change linens to bring them a pillow uh to provide conier services plumbing leaks whatever much like you would find in a hotel um similar stature in a in a city you're going to see that being offered by Mr Fanon and our team so if I understand correctly um first floor of uh 211 will be a check-in um for the hotel person staff and the restaurant is that accurate that is correct it' be more of a food C food court or Food Hall concept downstairs but yes sir that's correct we'll have that opportunity for guests for check in okay and have you slated I know this is not part of this one have you slated a use for first floor of 229 um we have um right now it's more of um multiuse um it would be consistent with the the zoning and for the use of a restaurant the use of hotel rooms um we're looking at as being multi-purpose being able to diversify bring things in set it up um not part of the hotel package it could be part of the hotel package if it was a conference room say we set it up uh on the first floor for guests that rented out the whole first floor second floor but no sir it wouldn't be a specific Hotel use on the first floor M W uh you out here says seven rooms AR there eight well there there's seven rooms there's eight at the 229 building but seven upstairs at seven correct and then okay our our goal is for seven on that and then in the next building our next case it show seven allat it's eight yes sir yes sir Mr chair that's correct we're looking at seven and eight 15 total hang on one second that's correct just a matter of point of clarification there's seven Suites but eight rooms total for the 220 211 so there's seven Suites seven rooms I'm sorry seven Suites and multiple bedrooms that make eight bedrooms total but seven Suites so if you were to rent one Suite you could rent one two three four five six or seven or rent all seven of them together but you have a total of eight rooms then on that that are in um that's in that package confused so yeah so what's wrong the FL I don't know I think the floor plan that's an accurate floor plan that we hallway that's a room and then you've got what looks like a big common area between the one up on the corner of St John's up there and two down below and the one up there everything's got a like a thicking wet and a little sitting room you know they're nice except for the two down here and they're just strictly a hotel are get Mr chair I think by looking at this this is the current plan that we have for this facility I would say that we have six Suites total one green room one large room and then five sub rooms [Music] thereafter so my apology for the um the error okay that's it sir any I got I got a silly question question are we going to leave the MCC handles on the doors I don't know I I don't know the answer I've never seen has nobody paid attention when they walk in them doors uh information that the applicant has provided once they bring back for the site plan approval when they go through the construction then then at that point it's going to have to be as it is in the request the application seven Hotel units or a hotel units so at that point you know is when we want to go through the S plan approval okay and make sure that it is what they're asking can I add for now you're asking for 15 you're getting 15 based on your floor plans now if you takeing revised floor plans you're not have the space in there that you thought you have over here and you're not be able to you understand what I'm saying I do it's not a simple matter of just flicking them over I know it's all on CAD but it's not that easy I have an explanation for 229 but 220 211 is where we are km is this the one you wanted to speak on yes sir you come forward my name is Danny's kimp and I have the quilt shop at 305 St John's Avenue and I'm very proud to say we've been there 11 years so I want to let you know a little bit about quilting because it probably you're thinking of the times when your mother raised them to the RO roof and Dro them down don't do it that way anymore um so my shop brings in about 9,000 plus people every year into Punam County because 95% of the people who come to my shop are not from putham County I have repeat customers that come from Ireland every year I have a lady who comes from Israel every time she visits her parents in Florida she comes to see me I have a lady in Australia who calls me occasionally or emails me rather emails me and want to know what Christmas fabric I'm Aran I have worked very hard over the 11 years to build up a reputation um and I think that um I'm getting there right so um Quilters are well educated they're about 55 to 60 years of age they have disposable income they like to travel they like to have the latest and greatest and the sowing machines in my shop go anywhere from $500 to $32,000 just depends on what you want to buy um and we can supply it all we provide training we have training events in my shot we have um we have a quilt show most of you probably aren't aware but this will be our 12th quilt show coming April we have about 300 to 400 people coming to Paca on Friday and Saturday to come to our quilt show it has gotten so big that we've had to move part of it over to the Methodist Church while part of it still stays in my shop we have a lot of people who come into my shop every day from out of town the common question is why are roads always so messed up why is there always road construction going on in St John's Avenue which I can't answer the next question is when are we going to be bringing more retail downtown because when they come they like to shop they come with money in their pocket they want to visit they want to shop there are there is no retail downtown we have been waiting for 11 years for something to happen and we're very grateful that something is about to happen we're very excited so we don't object at all to what is happening we're surprised at the number of restaurants though and the number of hotel rooms that we're adding because somebody must owe something we don't and we're real excited about it that hopefully means I will have more customers and I like that so the other thing that they they're curious about is why don't we have more retail downtown I can't answer that I do everything I can to keep them from driving back across the bridge to go to Corky Bells I I try to keep their butts in the seats on this side of the bridge so I'm real excited that I'm going to be able to do that occasionally they do rent hotel rooms so I don't meet the Chamber of commerce's definition because I don't have enough people spending time overnight these are people who just come through on a daily basis so for me I'm excited I support this but I do have lots of questions um maybe I'm asking them early maybe I'm asking them late I'm not sure I would like a clarification of the relationship to the James Hotel it was my understanding the 15 rooms do not meet the definition in the state of what a hotel is it was my understanding you had to have 25 rooms or more to be a hotel but I may be ignorant of exactly how that works when I read through the documents there was a lot tied back to the James Hotel and now I'm not sure that that's going to happen based on some of the discussion I heard here maybe I misheard the other thing is is when I was reading one of the documents all of a sudden the Shelly building popped up so I guess that's going to be more hotel rooms does anybody have the complete Clear Vision of what the actual plan is that Brett Sloan is going to be bringing to the downtown pacus so do you know what it is in its entirety or you just looking at it it's pieces and drabs that's my question I mean are you looking at it robustly to see what it's really going to include from beginning to end just a question don't know if anybody can answer that or not okay the other thing is I got um a copy even though we're not in a historic district which is a real shame because we really pushed for that and tried to get downtown Paca declared a historic district for whatever reason there was a reluctance by the city of Paka to do it so I saw this picture of what somebody said it was going to look like um do we have an expectation or requirements of this group as to what the final build is going to look like will it look like this is that the plan or is this just a maybe okay we don't have that you don't have that okay I mean that's part of the what's your end goal what's Paca gonna look like when you get done with us that's my question you need to I'm moving along okay so um the road construction that continues to go causes me problems and my customers problems the biggest problem I have right now is parking from day one I have complained about the lack or lack inability for my customers to Park County Employees Park on part of St John's Avenue now they park over in the parking lot between the 200 and the 300 block so I have difficulty in finding places for my customer customers to park gu the Bingo Palace people park on the 200 block I the public parking is consumed by County Employees so that is an issue with me and I would hate to lose my business because my customers get F frustrated because they can't park and those sewing machines weigh about 50 pounds and when you ask an 82 year old woman to Lug it into the building for class it gets tough so I would ask that you keep that in consideration the other thing is is that when they do start this Construction in the past when people have been given construction permits on St John's Avenue do you know where they Park they Park on St John's Avenue they block St John's Avenue while they haul their construction equipment out and the employees block the street while they're walking back and forth I would ask that you make it a requirement that the construction Crews not park on St John's Avenue so as to avoid any Interruption to the existing because I'm not the only business down there there are quite a few businesses on St John's Avenue that the last thing they need is for construction Crews to be blocking the streets and to lose what little parking space we do currently have so those are my concerns and those are my questions if somebody can answer them it would be wonderful okay thank you we'll try to get you with the Mr Lorenzo or somebody like that and and they can answer question I think the Mr try I'm sorry yeah I think Mr trano is the best person to answer what the overall plan is okay for St Johns we only seen two and we we heard that the first one for the bir place now we we have two more well by the overall plan you know Mr trano can address it we all want to be good neighbors and we're all on St John's Avenue we're all businesses and we're all going to support one another so we need to know need to understand maybe what's happening down there so we can work together okay all right thank you Mr km for your remarks um Mr Bates my name is Ben Bates my address is 3,400 Krill Avenue I am one of the owners and the managing partner for the uh bingo Palace which is right next door to this been involved for about six seven years and trying to revitalize downtown Palaca in putam County as was mentioned earlier we brought quint stter in uh and he gave us some advice it's a longterm Revol ation is not a Sprint it's a it's a marathon uh progress is being made and I'm very excited about what's happening and we just need to continue the momentum because we think when it's all over that the 200 block will be a showcase for downtown Paca and be something that we all will be very very proud of I'll be happy to answer any question that you may have thank you have any questions board I go ahead there have been pictures of the rendition of the 200 block you know is there does Mr Tri have anything do you have a rendition of the 200 block once it's finished no or well what the hopes I don't have something that I can present to you visually but I can present it to you verbally okay do next hearing for 2419 which I believe is what was the old Diana shop and we're now talking about what was the mcroy shop am I correct and what where we at yes ma'am because the discussion about seven rooms actually being eight rooms and then I find out there's a multiple one room that has multiple beds in it which sounds like a flop house to me frankly anyway I was interested that uh Mr tryana pointed out Mr stter I did go to Mr stter meeting at the uh County Chamber and listened to it for about four hours it was very interesting Mr stter stressed the way to have a thriving downtown was not to have the same kind of businesses all over patka or all over any town you have to have diverse businesses you have to have cob shops restaurants various things and what I'm seeing with the hearing today and things that I also know that you all don't know are not officially we got the same thing coming all over Paca we got restaurant restaurant restaurant restaurant restaurant restaurant all the way down hotel hotel hotel hotel and this hotel in the mcroy above the mcroy building at 22 211 St John's it looks to me like it's offering the exact same services that the Hampton in offers in the next block so here we have a revitalization of downtown Paca and it's all the same business from 8th Street all the way to Memorial I just like to point that out I'm neither for nor against the hotel rooms at mcroy but I am confused by the math that I heard it made no sense to me whatsoever so that's all I have to say on this and I'll speak on the next one when you call me up all right thank you Mr kitchen Mr troyana could I just U just for clarification the restaurant area you called it a food court What What In fact are you going to put in there as as a food court what is it going to about Mr chair if I may I'd like Mr Fannon who is going to be the the that but before we get to that point um well go ahead because I have a point of clarification if I can make some of the comments Tim um so first floor to 11 um we will have uh six different opportunities in there one is a one's a small bakery um it will offer Patisserie um pastries chocolates cakes um wedding cakes birthday cakes that sort of thing it's a thriving business and and I'm I'm excited to get them here um some little business out of St Augustine called Crim lacoo um so we're we're excited to get get them on the Block uh we're going to have a h biscuit concept that we're partnering with a a local company to expand what they already do um hesitate to say who that is here but um I think everybody will be excited about that uh we will have a pizza concept um as you enter the the building uh we'll have a small bar on the back side of that uh we we'll have a healthier for you wraps bowls that sort of thing concept and an area for uh for popups so we could do small retail we could do um uh different things on on the right side there as as you walk in also um and as we talked about before uh we're incorporating a a a a small front desk for um for the rooms it'll be above 211 and 229 so with what you're saying when you go to the bakery part of it yes sir and and I know you probably not been around here long enough to remember but the old placa bakery that we used to have is going to be something like that I mean where you going to have Breads and pies and cakes you're actually in my looking at it you're actually putting more into the food court than what than actually uh some some businesses other than um just restaurants I mean there is food involved but there is most of it's going to be things that you would take and and and go somewhere with the retail uh comment is is valid and and something that that we really want to have more of that on on our end of the block also um U the uh ladybugs that was around the corner just moved down the street I think she moved to the 500 block um love to have her represented back in the in the the east side of the St John's Avenue also so love to have her back in that end also okay the bottom floor of the mcro building yes sir that's not being restricted to food court is is there going to be retail space up some flexible space on the right side of it yeah that we there's a lot of there's a lot of square feet now almost 10,000 square feet on that first floor yes sir um we haven't identified anybody but we do have a space uh carved out the idea was to start it out as you could do some popups and see what people are attracted to what they really like and and uh would enjoy coming down there to see um completely agree with Miss kitens we need we need diversity we need things that pull people up and down the street to go see the next thing walk in this St wow this was cool I'm going to get a coffee and I'm going to walk down to the next block and kind of keep working their way um working the way along yes sir the question thank you yes Mr TR U Mr chair if I may going back to a comment that was made earlier about um hotels in the State of Florida the Department of Business and Professional Regulation if I may read from their website says what is a hotel a hotel is any public lodging establishment containing sleeping room accommodations for 25 or more guests and providing Services generally um we exceed the 25 um sleeping capacity based on the configuration that we currently have so we we certainly exceed that we must obtain licensing from dbpr before we can open up a hotel and we certainly will ensure that we meet that compliance when the documents that we initially submitted set approximately seven rooms um when I speak of a room it's a suite itself and again I apologize we were actually at six not seven um so in this particular case we certainly have the rooms collectively to exceed the 25 number requirement from the state anybody have any further questions Mr tro okay thank you thank you yes m w sure the only thing I would add is that the city of black code also has an additional uh definition of Hotel meaning a building or a group of buildings in which sleep accommodations are offered to the public and intended primarily for rental to transients with a daily charge as distinguished from multiple family dwellings like apartments and moing houses or boarding houses where rentals are for periods of a we longer and occupancy is generally by residents rather than trans think that is why there was the tie back and the initial condition and Mr aimo can speak more to this um the tie back to the just to clarify that this is going to indeed be functioning as a hotel and but we do have that thank you yes one more time to add what um attorney West had mentioned if you look at chap chapter 509 of Florida Statutes it clearly identifies what a guest is and the most important part is identifies a transient guest transient public lodging establishment means any unit group of units dwelling building or group of buildings within a single complex of buildings which is rented to guess more than three times in a calendar year for periods less than 30 days or one calendar month which whatever which whatever is less or which is advertised or held out to the public as a place regularly rented to guests and there's a clear distinction between um non-transit that would be you know you're going to rent the facility for three four five months transitory we would abide and that's what the document that we presented to you today clearly outlines is that we would be abiding by the 30-day transient requirement in Florida statute okay thank you yes any further comments yes sir Mr B I've got a question this might be more of a staff question than anything but I'm understand Hotel James is up and functional and we need more space so we've got this you know building across the street that we can utilize to expand but how do we how do we start over here under the premise that we're the hotel James when it's several years from being completion I I just I'm trying to I'm not oppos I'm just trying to understand the logistics of how that how are we calling this the hotel James when the hotel James is shambles it is not Mr chair uh so point point of clarification these rooms are going to act collectively together at 211 and 229 we do not need the James Hotel as an anchor at this point to manage those rooms as we identified in the document that we presented to you we've clearly are going to provide all the services next necessary as a James come comes online it will certainly be incorporated into the process but we will meet the um statutory requirements for a hotel through the dbpr or through the Florida Administrative Code as well as um utilizing what we have here now to function with our business plan the James Hotel will come that's part of our commitment to downtown it's part of our business plan I get it but it's just going to take a little while before it can get there we know now that we can get these rooms up and operational and we can use them to fulfill the goals that we're having here now bring people here in town without the use of the James and that was the reason for this agreed document with the city staff on Friday if that helps you so this this will be a fully independent establishment from the James Hotel I can't say it's going to be independent eventually our goal is ini it's completely independent yeah because the James is not in existence so the James is is a is a blighted building that we need to um re Revitalize so correct the James is not in the picture at this point when we initially communicated with City staff we made it clear that we were going to use the James eventually the question was will you use it yes yes our plan is to use it but we're not going to use it now we will use internal procedures to fulfill for the use of those buildings until the James can come online fair enough yes with okay and you might can address this and this kind of goes back to miss km I know for a while outside on MC's they had those big placards or whatever that had the rendition of what Denise did you ever go down there and look wion Miss Wilson not not address the audience okay I'm sorry so anyway they were there and they're not now I'm pretty sure but has it changed much from what that they were showing Mr chair this is a work in progress so with things change our our goal to bring um the features that we want to downtown Paca haven't changed but some of the design has and so as we look at the design as we work with different professionals as we get comments back from members of the community we're able to craft what we want and what we want to see in downtown so the use of the buildings will remain the same you may see an elevation change that may have been different um than what was placed on that coming in 2024 but again we will publish soon as we have those we'll be publishing that information and providing it to the general public any F questions one more please Mr torono sorry it's okay sure um I I understand we don't have a Surefire resolution for parking that's everyone's complain and I understand you make an effort to address parking but that's really kind of a a fluffy sentence it doesn't mean anything um because you can make an effort that would never amount to anything um realistically for your business to be success successful you're going to need parking and you're going to need the establishments around to to survive and the investment you're going to make you want do you have any idea of a possible resolution for parking in the area in in what you all you've got going I know you can't say for certain but can you throw us some potential solutions that that might be applicable where we can say hey that might work we are exploring Mr chair we're exploring opportunities now with not only looking at our properties that we own downtown but working collectively with other property owners to see if we may be able to use property whether it's under a lease whether it's under a memorandum of understanding or memorandum of agreement something legally that we could use um for those um to help in this process again we haven't secured that but we do have properties downtown that we do own and that could be used for parking but we have to look at that yet we have not made that determination but our commitment is is to say yes we will continue working with the city and if we can make things happen we certainly will I didn't answer your question no but I don't know I really don't know how you could I was just trying to fish I was fishing we have we do have a property across the street which is our property it could be used for parking but with that it also could be used uh for other purposes too such as a lay down yard that we may need you know so there's there's the need to bring as it was mentioned for our construction workers so we need to start looking at how we can best bring the growth that we're going to bring downtown and prevent the comments that you heard today um from the owner of the quilt store that you know there there's a need for parking we agree that there's a need for parking and our and our goal is to make that um as we don't see the impact we understand that there'll be some impact as we grow the downtown but we also are going to look for Alternatives and opportunities and we are looking at others right now that we're just going to see how they can come to fruition I can't provide you something tangible or substantive at this time to say we can do it we have property that's there at the James Hotel until the James is developed that can be used for parking we have parking across the street that's behind the um Angel's Diner also on the corner of second and St John's that could be used for parking so there are parking but with that also other people are using those parking places now so I can say that we'll explore those uses but those uses are currently being used without charge downtown um so that's something that we want to work with the city and we will continue doing so but I I can't provide you something now to say here's the Silver Bullet to solve this I I just don't have it at this time fair enough but our commitment if I may is that we will not walk away with it and just throw our hands up we will will exhaust the opportunities can't say that we're going to be successful but I do pledge that we'll look at those any further questions thank com just a comment to Mr toana or to just just what we talking here when uh I was President mer Association and we um decided to become part of Main Street went to Tampa to spent three days down in Tampa looking at what bringing Main Street the what it would bring for merchants and so forth and one of the things that was brought up is that you will have people that will go to a mall and they'll Park in the far end of the parking lot down there which is basically three or four city blocks and walk to a store there because they're going into a mall but if they can't park in front of your store on Main Street they don't want to do that and it's just trying and that was one of the things that we did is try to a what you know what the thinking um you got to be able to park right in front of that store you want to go to and uh Mr thing has up do with anything I'm very proud of my classmate Miss kimp has done a fantastic job with her business downtown thank you Miss W I want to address one more time when it comes to the parking yes you have to have parking but when I go to Charleston or I go to Savannah wherever go there are times I have no idea where my vehicle is parked they have went and parked it God knows where you know and you got to get your stuff out do I like it no does it keep me home no I go and just like with the city parking right there at sheer design I mean that's just what a block and a half which I know sometimes it's full sometimes it's not but I don't parking to me is not a reason not to have stuff coming downtown it we go places all the time and we have to walk we have to park we have to pay $20 to park I mean we're no different I mean if we get good enough stuff here people will come and they'll figure out I mean I think I think we need to always have those maps to where people can go online and look and go okay here's a city parking lot here's this here's that we know we need that but anyway my two cents on this is the the fact that that um you talk about parking and I don't think right now we're discussing really discussing parking that correct I mean with what the what we're discussing here with this building um right that's what I'm trying to get back to but the last thing I'm saying here about the parking part of it is the fact that just what Miss Wilson just said we have City parking a block back behind all of this you have um Mr Trana brought up the parking across from the Bingo Palace that belongs to them and you also have the the little and I don't know how y'all go about using it but it's part of the property that goes with um Hotel James out on Reed Street um probably 10 15 cars can be parked out there so I think right now for what's going on there'll be ample parking um I think it's a headache that's going to go on from now for a while until they get everything straight so don't think that we can stand in the way of what we're doing here I mean you know I understand totally I'm I've been here like how many times I've said this all my life I'm not as old as Mr Wallace and I'm not as old as Mr Delo but I am 63 years old and I am a sixth generation putham County and I have been here all my life and I have watched the downtown go through several transitions um those of us that are old enough to remember the old Western Auto store downtown with Mr George Sanders if you'll remember they pile dirt up on his corner and yet he survived he survived um you know and it's going to be I had a man tell me one time before that when you get sick you go to the doctor the doctor gives you medicine to get you better what we're doing is taking our medicine to get our town better and I I feel that with all my heart um that's this is my opinion that's nothing to do with the board but I mean we hear everybody saying we well I don't like this and I don't like that well I don't like taking cough medicine either but I mean you know we have to we got to do something you know it's either do it or get off the pot and I excuse my French I mean for you ladies in in the in the audience but that's you know we got to do something to push forward and I'm tired of sitting around doing nothing so that's my two cents yes Mr w we pay fee to go to a gym work out yes sir and we leave we leave that parking of some shop there to get hurried to the gym so we can work out but we won't walk too long yes sir you know yes sir I agree so and that's my two cents so do we have any other questions any other things that we need to move along with conditions discussed in the supplemental application was that accurate yes okay very good from I'm ready for you fair enough whereas the applica application for the requested conditional use approval has been deemed complete and whereas the approval of the request as conditioned will not adversely affect the public interest and whereas the application meets the requirements for a conditional use permit as demonstrated by staff analysis and whereas the application as conditioned is in compliance with the comprehensive plan and whereas the implementation of the proposed use along with the applicants overall plan for St John's Avenue will Revitalize the downtown area generating economic growth in the city of pla I move that we that this board approved the conditional use application to add at least six to seven hotel room suites to the second floor of the property to expand service to the second floor of 211 St John's Avenue um with subject to the recommendations of Staff um in the report striking number one and including the supplemental comment package that cover could just please also incorporate the conditions 2 four striking condition one from the staff report and but to include conditions 234 and the supplemental comments for the conditional use permit applications we have a motion do we have a second second have a motion by Mr Barnes and a second by Mr Delo all those in favor please signify by saying I oh all those opposed hearing none motion ped passes unanimously thank you repat that I'm just hoping I understood it correctly Mr Lorenzo are you going to present the third one to TB case 2419 conditional use application to add at least eight hotel rooms to the second floor of the property expanding services to the hotel Jam the anchor building Mr chairman um this is exactly the same as the previous item that you just uh disposed of uh the issues are the same staff concern are the same the conditions are the same so I would just allow M trano say something about the application and our recommendation is for approval subject to the conditions I've substituted uh that condition number one okay Mr Trana Mr chair again members of the planning board City staff Jim trano representing pla RTG LLC um again we took over pla RTG LTC took over management of the property from Beck slone properties these are the same two owners that own the property uh through the transition just for the record would you repeat the same two owners sure I can uh bre Sloan and Brad Sloan thank you um my address is 620 South State Road 19 Suite 2 in patka and my letter of authority is in the file uh from the property owners um Mr chair um we have again worked with City staff we've identified much like we've talked in the past couple of cases um position that we should be in we certainly agree with the vote that was just taken and if we could mirror that same as it pertains to this property we would certainly appreciate that um again we would agree to the conditions in the supplemental document and then agreeing to the three additional conditions that we um looked at last week and are in compliance and in agreement with one of the things I'd like to make a point of clarification when we did make this application um these plans for the um 229 building were in flux um so there are a total of eight rooms if you could please miss sunny could you bring I may Mr chair yes sir no that's it fine that's it you can go there um yes ma'am however so I can yeah this perfect so if I may Mr chair um and and for you also sir that I'm sorry I'm standing behind you um 1 2 3 4 5 six 7 eight this is a room that we actually orated when we applied we didn't have the drawing at that point we do have eight hums that'll be very similar in design with elevator and stairs in the back that is St John's Avenue at the top of the paper and on the top of the screen to the left here is Third Street so we will have eight rooms um for this facility that would make it because sir your store room correct you're going to make it into a sweep it it already has but I'm sorry that these are not yes sir and again if I may these are plans still not yet approved we have not um obtained a general contractor for these plans so we hope to get these plans back relatively soon from our architect so there's still processes that need to be taken but we're looking at as the application says up to eight rooms okay thank you yes sir any questions as a point of interest in history I don't know I've many old old have told me that that that building used to have a third floor on it did and hotel and it burnt a fire and they knocked it off and made it to what it is today so yeah it's important to to keep the look where really the rooms are going to be we want them to look as um retro to the time period as possible and that's where Mr Fannon and his team are going to come into play and and really bring something that will be of a Marvel to what people are going to come to here in Paca um it truly is going to be A Cut Above and we're really excited to bring that to the citizens of this community the um other question I have downstairs at St John's level St John's Avenue level in the old Diana shop what are y'all planning on doing with that as I mentioned earlier Mr chair it's going to be more of a flex space okay and if I could read in here I think I clarify it let me just find try not to go to it in that other well s so it's um it will provide opportunities for us to be consistent with the zoning already of restaurants that we're managing in that block it will give us the opportunity to have Flex space so we can bring um entertainment in we can bring a conference in we can do different things and allow it to be a flexible space downstairs okay so you have no plans for um stores or anything in there not at this time no sir it's not part of our business plan okay all any questions Mr Troon okay thank you Mr anybody from the public would like to speak to this um yeah I know I was trying to decide which one to call you first Mr leer are you okay all right so all the comments I made previously apply to the same issue and just to let you know as part of the continuing conversation not a one of my customers expect to have front door service we have four slots in front of my shop and it's usually filled with somebody one of the business owners across the street tends to park there or somebody at the bar so if there's two slots left somebody gets it they get excited so they're quite accustomed to walking from the city dock parking lot or this the parking lot between second and third street what I'm concerned about is the quantity of parking I'm not asking for you know multiple parking in front of my store so just to get that clear um so to finish my comments from earlier the we now have a plethora of restaurants proposed downtown and I don't know where the people are coming from but I'm really really excited that they're coming and I think it's going to be wonderful to have dining experiences downtown like what we're talking about um but what people say to me this is my experience from my customers coming to me from Palm Coast from New York from Jacksonville from Tampa is where's the retail there's no retail shopping for them I mean if there was art stores if there was um good antique shops if there was you know um something retail downtown that's what they look for I mean they like to eat but you eat in 45 minutes you're done and you're up and you're moving and you're looking for something else they're not going to spend the entire afternoon in restaurants so I think it's a great idea that we're bringing in restaurants I fully support it but but I'm really looking for retail I mean you're talking about in a between the 100 block and the 300 block over seven restaurants how does that work I mean yeah how does that work with the um little food court things you're look you're talking about over seven restaurants how does that work in a in a two block area um you know I'm seeing the restaurants dying on the vine the Magnolia is up for sale this and that's up for sale mariliis if it wasn't for the takeout I don't know and vofs God love them they're working at staying in business restaurant restaurant is a hard business it's a very hard business and there's not a lot of profit in it so my hats are off to everybody who's wanting to do it but and I want this to succeed but I think Paca needs to be looking for more retail whatever we can do to recruit more retail downtown and be supportive as a governmental entity for retail um it's their money their time and I assure you I will eat at every one of these places they establish I'll be the first one there so um I don't object to it but I tell I can tell you what my experience has been talking to my customers that come through um what can we do now that we're downtown Pac and that doesn't mean I just want to eat and go so please keep that in mind as you're looking at these plans that are coming to you from each one of these folks who are planning on doing great work downtown keep in mind something that will keep us and get us revitalized and keep the feet on the street that's the most important thing thank you Miss K Miss Kent and I don't mean this to be um insulting in any way but I think you're talking to the wrong group you're the ones giv the permits I don't know who else to talk to I understand but I just we make a recommendation to the city city commiss city commission but I just I mean like I said I'm not trying to be insulting I just think think you're talking to the wrong group hun I was on the CRA board for several years and I I said the exact same thing then that I'm saying now yes ma'am I understand and it went nowhere then but I I believe I believe I believe that that that things are moving forward I mean I just really do okay okay thank you yes ma'am hang on just a minute I got M is going into revitalization if you have you heard of elevate putam yes Elevate putam is a new chamber project to improve and Revitalize our County our community under Elevate putam they have hired an organization by the name of retail strategies retail strategies is an organization that function solely with one message and that is to improve retail offering within our community they were hired I believe four or five weeks ago they were in our community last week week looking and observing taking notes looking at what we have the opportunities that we have in order to have retail we have to demonstrate that there's a market for it and all that research is being done as we speak and I'm very excited about the opportunity to be forced and if we all get behind it I think it would be a big success to give you an example a survey was done about a year ago when the chamber began to look at uh an opportunity to improve our community they estimated they did us they went to about 45 businesses when our within our communities and they estimated that they could raise about 1.7 to $1.8 million in order to do a five-year program that was laid out I'm here today to tell you that that number has been exceeded and it's almost at $3.5 million that has been contributed by our local community in order to advance and improve and Revitalize our community that's exciting and I think good things are in front of us parking has always been an issue but the problem with parking is we're spoiled we're used to parking and walking in the store excuse me if you go to St John's County if you don't walk a half a mile or a mile to get anything I'm surprised as someone mentioned earlier if you go to any City or any other area people have they have to walk we did a survey and you will be surprised at the amount of parking that's available within the city of Palaca a block here a block there you've got the Bank building you've got First Baptist Church you got uh the Presbyterian Church there's ample and a lot of parking and we just need to get together as a community and come together so we're all on the same team and no you can't use my parking or yes you can there's even uh efforts and folks that even look at you know would it be viable to do a parking garage so a lot of things are being looked at but as we grow and as we see things being developed a little bit here a little bit there then that's positive and then it's it's just like anything else then everybody gets on board and I really think that our good days are in front of us if we continue to be positive uh we're dealing with local people if you remember Quint stter he said you'll have no revitalization in putam county or Paca until the local folks get off the sideline and get in the game and that's what's happening and as a result of that we're seeing other people look at our community and a guy told a investor told me just a couple weeks ago he said you know I can't believe what's happening in putam County the you know and the big thing was the school bond he said if the local folks are willing to invest 300 million in themselves to improve the quality of Education count me in and I'll be investing because I owe it and this person doesn't live here so that's what we're seeing and if we continue to move forward and do it in a proper way with good planning you know and I really think what we're talking about here and not to inter feere with anyone but we're talking about and they're being asked to give them 15 rooms you know the plan the design will come at the later date as staff is implemented and you're looking at are you're going to approve 15 rooms that's the bottom line they're asking for seven in one and eight in the other then it's their job to come up with a viable plan that's acceptable to staff at that particular time but you're only allowing them 15 rooms and then it's up to them to get with staff and to come up with an appropriate plan in order to move forward and I have all confidence because I'm involved with some of them in some of the other buildings that it's going to be done right and it's going to be done some in a way that we all can be very proud of because we don't want to do it halfway we want to do it right and my dad taught me if you're gonna be involved in something you leave it better than you found it and that's what we're all at the meeting you do have to have local people involved you do have to have local investors however you have to have a Down town that will draw the local citizens in first and that's not what we have but I digress here's some photos of the cuper Bush Hotel the three-story Hotel I did not have time to make copies but I will pass you can pass them around look at them give them to Sunny I want them on the record it was a three-story building these are courtesy of Larry Beaton pass those please if uh Sunny wants to make copies for you all that' be great I just want you to see what the cover Bush Hotel looked like and there's a little little ad for it um my issue with with I don't really I'm not necessarily against this project I'm against the name of it I don't like calling what was his the historic cuper Bush Hotel an extension of the hotel James as that's a bit of rewriting of Paca history and we're already losing too much of our history however Charles cuper Bush was Robert James mentor and helped him with the hotel James since Mr Sloan has told the city of Paca staff and Commissioners as well as private citizens that he's going to invest $100 million in downtown patka I don't think it would hurt him financially to request that he at least buy a metal historic plaque from the state of Florida and place it on the building at 220 at 229 St John's Avenue the cost is around $2,500 and that's not even a drop in the bucket compared to the 100 million he says he's going to invest so I think that would be a very nice thing to do I don't think that the hotel James should be inv voked but if he wants to do that fine but let's get the historic plaque on the cuper bush Hotel so we don't lose that piece of our history I agree with City staff's recommendations that the approval of the planning board case be contingent upon the completion of the renovation of the James Hotel since it's going to be the anchor building how can you have an anchor building that can't even anchor itself before the Hotel gmes can be an anchor building it has to be more than the codes violation ruin it is now so saying that that's going to be the anchor building I would say they got the cart before the horse this this this discussion should be tabled until they finish the James Hotel which I understand is the end of next year sometime 2025 redo the James Hotel when it's up and working is a working hotel with what they want then do the extension of it and put a plaque for the cuper bush hotel but using the James Hotel is an anchor I mean seriously people the Titanic had better anchors than this and look what happened to it thank you Mr Kitchen yes Mr Mr chair if I can just uh provide a little Clarity to some of your speakers as for Miss km um one of the things that we are going to put um our desire to put in the 200 block is an art gallery uh we've been working with local artists now to allow their artwork to be displayed in our buildings downtown we think that's important that's extending our arm to the community we have gone out and told them we provide paint supplies and accessories we've brought them into our facilities it's looked really good it's brought people downtown they've had um different so we're very pleased with that but we're also pleased with the understanding and knowledge that we will have an art gallery in one of those buildings and as Mr Bates mentioned about um making an investment as Quint stter had mentioned you know we're looking at tens of millions of dollars being invested here downtown with these projects that's not to include what's going on at the college building so there there's a huge investment there are invest there's a company that's stepped forward and we're doing it where other people have said you know I don't know we're going to do this or not we're doing it we're making that investment in this community it's important to us it's important to give back and that's what our desire is and specifically it's our our president's desire Rex Sloan is to give back to the community that gave to him so we are going to do the things that are good and right and honorable and to make this community uh Thrive I just I I just I just would like to State for the you know to the board um I go out to appach co every now and then and you know what Mr Tryon is speaking about you appalachi Cola was much like us they they were but they were in Oyster town and they they fell into you know bad times the buildings fell apart and everything like that what I see uh that property properties the rest of it I don't understand but that's that's how I know it what I see them doing when you at appalachicola if you go out there now there's a brewery in the middle of the town we have the brewery in the middle of the town the buildings have been redone they're old buildings then some of them look grumbly but they're old build they're aola is what they do um you made me when you talked about the art gallery a minute ago down in the thing there in Appalachia Co if you've been there there are several art galleries there's several artists that they paint they sit there and paint all day in their gallery and they're renting these places um I'm Sorry Miss Kent left because I was going to tell her you know they have Columbia places places you go by Columbia shirt you can go buy all this and that and they're in the middle of the town and it's split up by um you know the the the business retail the restaurants and things like that Appalachia Cola has gone back to their Roots which was oystering you know what I see happening with the um back slone properties is the fact that they're trying to take us back to the to our roots of being a Rivertown I mean that's what I see um so I just and and to me that that's that's that's my roots that big old River out there and um so I just uh that's just my opinion because I see I see appalachicola thriving they're not held back they've shot forward and they're moving forward now and then and you people from Tallahassee go down there on the weekends they drive from Tallahassee to appalachicola spend the weekends spend the in the restaurants the shops and the hotels that are in the middle of town they have um Miss kitens they have they have just what you're talking about they have several um hotels that are just like top floor things you know and they're throughout the town the bottom floor is is retail restaurants thing and it's and they're thriving again so there's restaurant in every corner and you gotta wait to get in but there you go you know and that's bringing people that's bringing people to the community like Miss Kent was talking about a while ago I mean you got to have something for we got to be a destination that's my opinion we got to be a destination we're no longer I mean there's how many cars come through out here 40 60,000 cars a day you know something like that I mean I'm way off I know with the numbers but good okay well I mean those cars roll through every day and I had a friend of mine not long ago that said once they come over that bridge where the River Center is now we should have put a ferris wheel cuz when you come across the top what's going to happen those kids are going to be mama mama mama Ferris wheel let's stop let's stop let's stop you know so I mean there should have been something like I we have River Center we have a town that's starting to thrive and um you know we're we're we're was from it I realize that but I see people downtown again on Friday and Saturday night so that's my opinion anybody else got any comments yes sir Mr I just want to clarify one point that you brought it up earlier response to a comment uh it is this conditionally use is your decision it doesn't it's not a is not a recommendation from the board to the city commission okay this is this is the final decision making okay all right well that being said anybody else got any comments do I have a motion go ahead you do real good all right whereas the application for the requested conditional use approv has been deemed complete and whereas the approval of the request is conditioned will not adversely affect the public interest and whereas the application meets the requirements for a conditional use permit as demonstrated by staff analysis and whereas the application as conditioned is in compliance with the comprehensive plan and whereas the implementation of the proposed use along with the applicants overall plan for St John's Avenue will Revitalize the downtown area generating economic growth in the city of pla I move that this board approve the conditional use application to add 7 to8 hotel rooms to the second floor of 229 St John's Avenue subject to the conditions outlined in the staff report excluding number one but including number two number three number four and the supplemental comments for conditional use permit application uh attached okay I have a motion have a second Mr bar
