you we'll have opportunity for public comments two minutes for the speakers any public comments the room is empty uh we would like to have an update for from ddec ad hoc sub subcommittee please proceed oh good morning um the DDC ad hoc sub committee um did not hold a meeting today and um our next step is to um work with Keith and School District administration on the next steps that we are able to achieve based on the board response to our um recommendations um so I will be following up with Keith to um schedule the next meeting thank you thank you very much we're going to proceed with the next item of agenda the update from Chief of equity and wellness Mr Keith Oswell and good morning everybody so uh just a couple things we are uh in full-fledged graduation mode uh so that is going on at this time very festive Time of the Year sorry thank and um also uh Mr Ferguson um in collaboration with commissioner Bernard held uh and the superintendent Burke held a meeting in the community with the Haitian Community um that was last week or two weeks ago just last week um so we had a nice turnout of the haian community community addressing a number of questions they had that in particular impacted their community and how to address and support more of them so it was a was a nice turnout as well as it was streamed on some radio stations uh Mr Ferguson anything you wanted to add on that sure so the two largest the two yeah the the biggest points that that were uh expressed by the parties and attendance were the following one they would like to see more representation in terms of leadership have specifically more Haitian principles more Haitian teachers Etc and then also there was um a lot of questions and concerns from a humanitarian standpoint in regard to a lot of our new residents who have just recently got here from from Haiti and there you know the things they were subjected to um in terms of violence while they were in Haiti and Mak sure that we have the social emotional uh resources made available to a greater number of them um that was those were the two largest things that that were um expressed by a large number of the attendees yeah yeah I agree uh but it was was a great turnout so appreciate the community coming out for that um and I also myself made a number of connections with a number of individuals to follow up on some individual concerns or ways to uh address some of those issues uh also last month we we had a presentation on the bright future scholarship uh just a quick update uh a partnership that we're doing Miss Simmons if you want to talk about just what's happening on that with Village Academy good morning everyone so um we have a partnership with Florida Lottery Play Fly and FAU they're going to visit um Village Academy on um May 23rd to um in an effort to share information about how the bright future scholarship program is Avail is attainable we know it's available but it's attainable for all students um so we're starting with our elementary school um students with a read um they're going to do a a read aloud for them and they get a Bright Futures um bag swag and then we're going to have a presentation for about 77 8th through 11th grade students on campus about Bright Futures and they will also receive a Bright Futures swag bag um depending on the outcome um we hope to extend this into the community and other schools we um FAU dancers um and athletes are also attending um this this presentation and we chose Village Academy because it serves to students in elementary middle and high school so we wanted to you know try try it here and then we're going to um Branch out to the community in other schools thank you so yes hoping that we can scale that up to others uh with that content uh and that is my just my update we proceed now with the new business uh we like wait Can Can may I ask a I I asked a question in the chat I'm sorry to interrupt go ahead um I just wanted to know is is what uh was just mention is that just for exposure for Bright Futures what's the what was the goal of the so event at Village so the goal is that so so students and parents understand how Bright Futures works that it is attainable for all of our students remember in the last month when I said that um only 7% we um of our minority of our black students have have a have a have received bright future Scholarships in the 26 years that it has been um available so it's so it the the earlier we start our students understanding what the requirements are the more attainable it is for our students you for example sat testing ACT Testing take it cold in the ninth grade and then or 10th grade so that you can continue to take it so that you can get those scores if you need tutoring if you need um if you need any kind of help to attain the scores for Bright Futures so they also know for example I gave the example that I didn't even know that the senior year that students are seniors August 3 first is when all your Bright Futures information needs to be inputed as a parent of a junior I need to know that my junior did not know that so this is so that they understand that it is attainable for them and so I don't know if you would call it exposure but it is to give them the information and also talked about having parent meetings also inviting parents and having parent meetings also but this is the first step um when play Fly and Fa reached out so it's just one small effort to many things that need to be done to address this particular issue we're hoping um Dr thus that we see some build some relationships with some individ some organizations that we have not worked with in the past to help address this issue to where we we could scale it up in the future but there's a lot more that black Excellence will be addressing through some co subcommittees uh on this um but there's a lot of other pieces that we have to work on this is just to let you n FYI that we made a relationship with this group The Florida Lottery yes thank you will you continue to keep us um a breast of what the the processes and the outcome yeah oh yeah absolutely and hoping that the many here get involved in helping address this issue to Dr uh Robinson's comment in the chat to more systemic change any other question any other question comments thank you we're going to proceed with new business for the children M Reggie dur this and and just before we get going we have uh three presentations um assuming that everybody is ready I know Reggie I have your presentation and I mean are you having presentation or no I was just going to use um our website as a visual aid if I can use your computer to drive MH and uh and then District ESC advisory okay so yes so I will pull up your presentation Reggie you ready to go you're muted you're muted I'm ready to go you are and and if you hear any background noise because I'm covering the office today most of my staff are in graduation Therefore I may have to you know turn it off at time in case I need to CU I'm at the asor school where we have the little kids uh again good morning everyone my name is Regal JIS and I'm the founder for the children and for the children is a place where children come first and it was established in September September 1999 and how did we started uh I was working for point of light as a social worker and my job was to go into the school system to access parents and as I was doing assessment for mental health many of the parents asked that uh they needed help for the kids uh homework they needed somebody to really help them understanding what report cards is and therefore I came back to my boss and there was a proposal for student services Council and I went and apply for the proposal and we receive the Grant and then three months into the grant my boss came to me and told me I have three weeks to just you know find myself another job and because I had made a commitment to the parents and I told him well how can we continue the after school programming he said well uh I'm not going to really allow anybody to use my fa on sit three therefore good luck and I went to I placed a call to Miss T II from CSC she invited me over and the first thing she asking me do you have a name I said yes ma'am it's for the children and I said my m is the place where children come first she asked me why and I said well when I came here from from United States from Haiti to to to to us I was living in The Glades I said if it wasn't for my principal um U mentors I would have been lost and they make me feel so important when even when I didn't even feel like I was important and because of that children and seniors are the love of my life that's how for the children started next slide please we have a variet of program for the children we have the kids z we serve kid ages three to five we also offer after school for the same um siblings so that they can come to the asborn school the asborn school is the only School in the city of doing segregation where black uh where black children could get an education and this is on man office where we have the after the the early childhood and the after school program and as you can see we we make sure before kids get to kindergarten they can learn how to write their name know their site word know their letters the alphabet we provide music for them fil trip they're everywhere in the perform they sang that's pretty much what the program is all about and it's funded by by ELC or or private pay when it come to private pay I don't want money to be an issue for our kids to attend the program therefore if a parents show up they say they only have $15 that's what they can afford we take it because my my uh job is to go out there begging everyone for $10 $20 $100 a million dollars so that I can keep the door open for my kids and the graduation rate for our kids what I'm what observed for the past 24 years the kids who started the program from three and then they continue to the elementary they go to the middle school and the high school program these are the kids right now that are becoming doctors lawyers and we have three um doctors that going to be graduating next week we have lawyers from Nova these are kids that went to the program and remain in the program at the same time I saw something as well the kids that leave us by the fifth grade A lot of them are not doing that uh as well on their own and that's that's me our goal is really to pushing the parents to keep the kids from ages three to high school until um they finish college and come back and work at the agency next slide please and this is our us Zone the US zone is at b elementary school we've been there since Inception when I didn't have a home Bon was my first home and it still been my home for the past 24 years and S months and we work very well with all the principal and we have the youth zone that serve an average of 143 kids from ages you know uh 4 to 12 and we also have the the 21st century program at as well which provided 100 slot for second and fifth graders what about elementary school only and we do a lot of of academic enrichment because as you know our school is a a Ser school and many of our speak three or four languages they need all the help they can get to meet the academic standard thank you next and we have a a hand raise is that all right if you take the question now Reggie Mr lofer can I finish first and we can ask question later because I know we have a presenters I don't want to take you know all the time okay so Mr longer we'll come back to you thank you uh we also have the team Zone the team Zone uh is located at the asor center um liquid high in Bon Beach High in between the three s we Ser an average of 117 kids daily um for Buton B we started three years ago and the principal uh reach out to me when I made a presentation somewhere I don't know I don't remember where it was and he said I love what you guys doing with the L kids because we try to Target the high risk El kids these are kids that may not be targeted by the school because they're really low low level therefore these are the kids that we actually work with and our graduation rate is 99.5% and how we do that I work with the principal the guess counselor and the kids the kids get to interview the teachers who's going to be providing algebra um uh fast ACT prep we do college to for them we bring people on board to talk about career choices um um we also assist them with scholarship application and so on and one of the thing that make me really happy is when I see notes from the kids they say Miss Reggie thank you for opening you know the team Learning Center for us because if it wasn't for that would not be able to um graduate high school and as of today we have in 62 high school kids graduating Jo today tomorrow whatever graduation for Bon B IID stth Tech and uh and so on therefore I'm really happy to see that our kids are progressing well and 90% of our kids do go to university others go to some kind of a corer tech and one of the thing that we also do that for the children uh during the summer month we selected 10 of our top tier students uh to become intern and as a part of that they also earn a stipend and and the statement is pretty much used to help them not only to buy the school suppli and as well putting a little bit money away when it time to attend college and again that program is funded by um youth service Youth Services uh uh we have money from theca Foundation uh uh the PNC PNC help we have the club we have a lot of other provider that com in to assist us and that program is free if you have any middle kids middle schooled Lantana Bon Beach High lakew meram Academy southtech we do provide cation for those kids from the from the school to the school site and then we even Dro them home in the evening for parents who are unable to to to pick them up and they do get a nice dinner because I believe in healthy eating as a part of our program also do a lot of cooking classes with the kidss we do a lot of mental health and as Mr um um K uh eluded earlier yeah um our kids are a lot of by home some of them sometime they they can even come to the program because they have to watch The Sibling or walk a part time drob to have family meet their basic need therefore we need to be the the preventive barrier so that when the kids come to us they have a a safe place they can really speak let their let their anger anything out therefore we do with them every day when they come in we do what they call check in we see the new Circle and we ask we ask different questions uh today please tell me two things that you very grateful for or two thing that are really B bugging you and we'll take turn around the the Circ and share and the K understand that we are pretty much uh an extended member of the family and we're all watching each other's back therefore they are free to say things sometime they will say thing to us that I wish that they didn't say because then I will have to get you know uh other people involved but we try to really take care of our kids physically socially emotionally and Also spiritually as well next uh we yeah this is very dear to me the children community Wellness Center is Prov is funded by the county and healthy family is also provided by uh you service program what we do in this program here is pretty much Target Haitian distant families who which ages 3 to 18 uh Sally when I work with Bon not with s grade U we were getting a lot of our kids suspended in school because either um whatever was happening at home and they came to the school is being the same behavior and you know as I'm a former teacher myself when you have 20 30 kids in your classroom and you have two kids constantly not listening or misbehaving at a point in time you really have to fill a disciplined form and send them home I Regional against sing kids home to the point where as a part of YC if any of ours get suspended from school we bring them in house any of our elementary school kids will get suspended we bring them on site at them in office so that I don't want them to miss any days of school because I know the parents are working therefore they stay with us therefore inies that we have that that are exhibiting any problem any issues we work with the parents I know uh in our culture mental health is really a no no everything is spiritual but really over the past 10 years we've been working with the parents now they are open to comeing see Miss Reggie I'm having so and so issue with John and what you guys can do all the parents have to fill out is a form say they give us authorization to send a referral to Dr Miriam Glo who's the director of the um Mental Health Center and then she'll go to the school or the parents home or in the after school program to meet with the child to meet with the parents and then the child can get up to six month of free Mental Health Services as well as case management because you guys may not be aware a lot of a lot of the kids who are um in our program they don't really live with the biological parents they're living with the with Grandma Grandpa uncles and too often the living environment is not really as good and we had had a few kids in the past who were sleeping uh with friends or in the car and thank God to the pum Health Foundation they provide us some funding they call neighbors helping neighbors so so if a parent or School call and said they have a child who's sleeping on the street who are able to pay at least up to a month of hotel for that child and parents to be able to you know provide them with coverage and if let's say your parents having problem paying their insurance we have a little money aside to help them out as well we have kids who needed U school Clos we provide that we have kids that need U food in the home we also help the parents as much as we can again we are an extended member of the kid family and our kids love us we love them and I'll do anything for my kids and my family and next um it's although I'm a former teacher and social worker I strongly believe in education but at the same time we also need to to broaden our Horizon like I'll give you an example recently we just took a a trip to the uh FAL botanical garden and we took 165 five kids and parents and to see uh a 16-year-old just having a butterfly in his hand and he was giggling like a little like a little oh my God I have a butterfly in my hand to to us adult we think it's nothing but to this in a lot because in our Haitian family we have something they call the three L the three L uh Li which is cool leg which is church and then laai therefore we don't get a chance to go anywhere but Church School and home therefore when when you have a child at your you need to provide the with other opportun to be out there therefore provide with desk or classes they perform at you know dra School of the art they perform at digal Vibe with with digon Fi trip as we can see here uh our step team you know take part in this liquid parade we go on field trip to every year any child who make up a b average or higher we we try the three buses in their parents we go to anywhere they want and last year they need to go to seaw well we took 162 families and kids to seaw well this year they want to go to Washington DC I don't know how I going to make that happen but if anybody know anyone to have any extra cash please help us out because I want to make that happen for them therefore we do do a lot of thing with the kids we do you know every month we have par uh and child session where we bring in other guest speakers coming in we serve dick dinner we do raffle with them and when I mean for the children the place where kids come come first you can ask any child they tell you that they say it's not for the adult it's for the kids and that's what I wanted to instill in them because me coming from Haiti and leave in and Bel and my mom being a farm worker it wasn't an easy time for me and having people that constantly tell me I can Su it I can make it and that's the voice that I want to give to my kids and their family next again as you can see we partner with a bunch of people including extraordinary charity um uh to to the foundation they're constantly giving us free ticket to different events and then we'll take the kids whatever the tickets are like this coming Saturday we're gonna not this Saturday next Saturday we're gonna go to the to the m to the momy marins game and we taking uh two buses of 100 kids and parents again we try to give the kids as much as we can because I know like I said in our culture it's pretty much you go to church you go to school and then you stay home and we provide you with with dinner that's good enough but when it come to the social aspect of things we don't have much of that next please and pretty much uh the picture that you you're looking at here is the the one in the one with with the green screen is the asborn school like I said that was the only School in the city of liquid segregation where black kids could attend school and that's where I am right now the midal um picture is at b elementary school and the other room is for a four fiveyear old at the men office where I am again all the artwork that you see and the wall are done by the by the team program and partnership with the little kids because we believe in peer-to-peer mentor and therefore when when we have uh the Middle School working with the with the Middle with the little kids it will make them become better teacher and better student as well if we try to to match the kids with with their own peer because again I believe in extended family extended family and extended villag me all of us it doesn't matter what is you are what race you are we are all need love acceptance nurture and and that's what we do here for the children next now and I want to say thank you for you guys inviting me to be here U we are having our Haitian Heritage Festival in May 7th which is uh what tomorrow God time is running fast it's gonna be H at b elementary school and we're gonna have a p speaker which uh include um commissioner M Bernard uh Dr Miriam Glo we have Dr uh I think her name is valir we have Miss Char from the Multicultural Department we have Miss Dean from the Haitian American uh Chamber of Commerce and we're going to have Christine silv as a part of the panel and pretty much what we try to uh not only get to the public the parents and the kids I'm seeing a big shift in the kids that we are getting uh the children who are really coming here either to the Border or to the to the Biden Administration and some of the four and five year old they really have major behavioral uh issues they they lack to lash out by hating others and sometime they will uh call out you know fou Haitian words and again it's I contributed to what's going on in Haiti and therefore the panel speaker will have a chance to you know address the the the public the parents and then they can ask questions and thereafter we're going to have also you know performance by the kids we're going to have food digit V going to be in house we're going to have music and then we're going to just you know party away therefore if you guys are really available tomorrow from 4 to 8:00 pm we'll be at b elementary school pish County Sher is going to be coming as well to do a lot of fun game with the kids and all all of these people are partnered that join in whether they buy food or they from the program again uh we are an extended member of our children's family and we want our kids when they come here they feel at home and I don't want ever to see one of my kids not being served because of money and as I said my duty again is to find the resources out there sign up the partner who has resources and bring it to my kids and then uh anything that any partner here that has if you have any Haitian children who are exhibiting any behavioral issues please you can call our office Dr mam is a haian psychologist we have three mental health counselor we have one licensed clinical social the old haian and um we work with them and if we do have Hispanic children we work with the multi um multi um what is the name again I'm trying to think uh multi Counseling Center and where yeah we'll make sure that you know we um partner with them to make sure our kids get the help that they need and again thank you for inviting me if you have any question at this time I'll go ahead and take it I try to make it as short as I can have a question thank you m CRA commissioner JY that was a great presentation forgive me if I I overlooked it but how long has youth youth zone been operating at at Barton Elementary since I would say since September 13 1999 okay all right very good I was wondering if it's possible uh with parental consent if we or if the DDC if members of the DDC might be willing if Miss Reggie is open to this um I'm really I think we need moving forward the district needs to do a better job of qualifying and quantifying the different programs this program seems like something that that would be could do a lot of POS could do a lot of great work throughout the county and so I'm wondering if we could use youth zone as an example of other type of programs that should be in places like belglade West Palm Rivier delr etc etc but I know that you do a lot of tutoring because I really focused on the Early Education piece I saw one of your slides that indicated ages 4 to 12 that's great but I'm wondering if there's a way it would be anecdotal admittedly because you have teachers that are teaching the kids at their respective schools but is there a way for us to say for example the average student's GPA has increased by increases by 10% or whatever 20% or their their end of year scores I know we're in a new kind of diagnostic U model now but still the child was at a two or three um in terms of ela last year but in part by going to the youth zone we see that hour or at 4 or at 5 again this will give something that gives other municipalities and other organizations tangible albe somewhat anecdotal evidence as to why something like a youth zone could work in another area of the county so again I again miss Reggie I just had that thought if that's something that's feasible in other words would you be open to allowing well speaking with the parents to verify if they would be comfortable with sharing their child's specific information GPA Ela score or inter of your scores Etc and then with the DDC be open to a handful of persons being willing to help kind of tease out that data for future presentations in terms of the Merit of youth zone and the Merit of similar style organizations throughout the county this is a nice question that ask Mr Jonathan one of my U duty every nine week I sit with my um directors we pull every child report card and we create an excess which kids are where they are are and that's when we ply accentuate the tutoring based on the kids level because my our main goal is to making sure that by the time our kids you know move from one day to the next I don't want to see any kids with a c average I want to see kids with a B average I don't want to see a kids coming from level one my goal is to make sure Mike is getting the three and the four and the fives therefore I'm constantly monitoring the kid report card and that's why we provide a lot of incentive for the kids as well yeah I'm welcome to any partnership because like I said I'm constantly having other funer like United Way the Luca Foundation um the county we do a lot of um Family focused group with them we're part of the B with Lauren and you know we conly having meeting to find out what what are we doing that are really good or what what also that we doing that need to be you know uh amended or or you know enhanced therefore yes I welcome that and my parents trust us enough that when we bring a partner to the table is somebody that I know that care about kids and once I give them the okay and we are all on board again like I said we are instead member of our children's family and and they see us as families as well yes we do have and we do have that sharing with the school district and our information is public as long that I get the consent of the parents we'll be gladly share any information with you and yeah we love side visit please come talk to the kids talk to the parents the kids love that for this trip only you have three side visit already just people that come in U for you know talk to the kids read to the kids and some of them will give us you know a little check some of them just said you know we'll take of you at Christmas some pH toys and other resources yes please let me know when you are available and my cell phone is 561 512 8473 really appreciate her for everything that she has done for us and K you as well but k um yeah the Haan committee will more more resources in term of the social emotional at this time like I said I'm seeing some of our who will come into the program right now they're really going to be a trouble for for the for the regular school district program because I don't think you guys have the patient to really bring a kids to your to your to your to your office to make sure that they settle down you speak to them in so that they understand this is a new a new country like one of my little boys we we take him to the to the sink to watch he and he started screaming and that's when he done on me I say yeah because in ha they don't have a faet uh he didn't want to go to the bathroom to even you know uh use number two he was screaming because they don't have those type of in we need to really be more Mindful and intentional and our service delivery of our children thank you U Michelle Betty you you raise your hand yeah I just had a question for the mental health services that you're providing is there a direct referral for specifically the mental health supports or is that just part of the overall program that we could share information with families about the program as it is okay um we do have a refer form that I can I can send to S she can share with you but we do get a lot ref from mute Court uh the uh the Beach the sheriff office the school district and aside from our internal children if we see any of them needing that service I can send that form to suzan she can share that to the Magic Kingdom hi okay I turned uh our camera on so hopefully you can see me if you don't know what I look like my name is Emmy Kenny um and I represent the PBC HRC on the DD um the PBC HRC stands for the Palm Beach County Human Rights Council and the first thing I like to clarify for people is that this is an independent um uh or organization um a lot of people see HRC and they confuse it with the national Human Rights Campaign it's a totally separate organization um the pbcc actually predates that organization it's Florida's um oldest um independent political um nonpartisan organization dedicated to um combating discrimination based on gender identity gender expression and and sexual orientation um it was started so this is our website I decided to use our website as um the visual aid so that you all can dive deeper into any of the information I'm going to go over today um and I'll I'll keep it short and sweet um I know we're started late so um so our our mission is simple we're basically trying to um and discrimination for lgbtq people and it's um a little different from the other organizations on this committee and that it's a 501c4 organization so it's a political organization um we do uh we endorse politicians we interview politicians with our voter Alliance which I am on um it was started in 1988 by Rand Hawk who was Florida's first openly gay judge um he became a judge in 1992 that's him he might be familiar to a lot of you um he does a lot of advocacy work here in um in Palm Beach County you can read all about him here this is the rest of our board so a lot of familiar faces on here um for a lot of you and you can look at that later but that's our board and that's just a little bit about um um our history one of the things I like best about our website is um the very detailed um outline of the impact that this organization has had over the last 36 years um in its 36 years of operation the pbcc is responsible for has been responsible for over 150 laws and policies in Palm Beach County um actively fighting against discrimination so you can see all of those here where it just has this whole list it's amazing to see um step by step how progress has been made in Palm Beach County I know this might be hard to read for people in the room but um it starts in 19 in 1990 and it goes all the way through today and it goes um it lays out a lot of the um Municipal laws and policies like um fighting for H uh housing and employment sorry fighting housing and employment discrimination um securing benefits for domestic partnership a lot of that and then ' 90s and early 2000s a lot of Palm Beach County Schoolboard stuff on here a lot of tracking that progress um and now they're focused on there's been a lot of um bathroom like uh gender neutral bathroom establishment in public places things like that and if anyone has seen the um pride crosswalks in Northwood in Bon Beach and Del re the PBC HRC is responsible for that and is actively um trying to protect them um they've been getting vandalized to no one's surprise and so that's what um Rand and the pbcc has been working on uh most recently is trying to get those protected as um as monuments so that we have um protection another interesting thing that I love about our website is that we have the list of all of the laws and policies but we also have oh the history where it it really lays out how these thing it gives you the story if you click on history of kind of more of the context of where we were at at that time there we go um and how how the fight has been fought so this has been really um useful for me to see and um it it just shows you how much of a struggle it has been to win the rights for lgbtq people um but it's also very inspiring because we are still fighting this fight and um you know when Rand Hawk started this in 1988 he surely thought that by 2024 there would be no more need for something like the pbch HRC but we need it more than ever I would argue so another big part of our organization is the voter Alliance um the voter Alliance is the committee that interviews candidates who are we're running for local office um and this includes you know City commissioners Schoolboard members um Representatives we host um we host a lot of interviews it's a long process and again in it's 36 years it's been an operation um the voter Alliance has conducted over 1,000 candidate interviews so here on our website you can see um like current races and who we've endorsed you can also see a list of people who are currently an office that we have endorsed and down it's quite a lot um it has some voter information that you can get there and this is our voter Alliance and here's me when I was blonde um yeah just an anecdote of how I got involved in the PBC HRC um I actually had never met Rand Hawk before um but I spoke at the West Palm Beach City commission meeting um when they were approving the Northwood rainbow crosswalk and you all know me and I'm outspoken and I questioned in my public comment why they were using the traditional six color gay flag rather than the progress pride flag with black brown and the trans flag and um Rand Hawk was watching from home and he was like who is this person um coming up to speak about this um he reached out to Julie sver from compass and she introduced us and he saw how passionate I was about advocating for lgbtq plus students and he asked me to represent the pbcc on this committee and to be on the voter Alliance um another aspect of the pbcc is the charitable foundation and um they Grant scholarships to um students who um usually are lgbtq Plus or Allies of the community and um so the social justice Awards this is um these are the four students that just received the scholarship um but they do it every year and um and a few other Awards they kind of come up and um sporadically but but they always do the social justice award so this comes up every year um so if uh I would have made the announcement sorry I missed it this year but if you have students in your communities who are um advocates for social justice um specifically um in the lgbtq community a lot of them are like GSA sponsors and things like that they um they can qualify for the scholarship and the last thing I'll go over is our events we throw great parties um and these all benefit um the pbcc and and the work they do and um litigation and advocacy things like that um so we have happy hours all of the time our summer s is coming up on July 13th and it it's always fun but it's a great networking um opportunity and I I enjoy going because I get to see a lot of our local politicians and talk with them them and um and there's a lot of lgbtq icons there as well so you know us we love to we love to have a great party so yeah I hope to see you guys there and yeah I wanted to keep it brief so does anyone have any questions or want me to go deeper in anything questions from to ask for a delay um Kevin McCormick has asked that he be allowed to um prepare a presentation for us and I've been following up at the end of the school year I have been a to get it from him um but I am pestering him and I expect that before the next meeting I will have information um I would have been able to answer some of the questions but not all of them because I haven't been there since the beginning of it and I'm not one of the founders um may I have everyone's patience to do this definitely why not thank you I appreciate it no problem not a problem so we'll see you in the next meeting in June right yes and I will be in touch with Susan with what they give me once uh classes end I will be the biggest pest in the world thank you next one we're going to go on the next item FY 25 required districtwide community experiences Diana Snider okay so just to introduce Miss Snider um this is one of the priorities and Equity issue around students be able to all students have an equal opportunity to experience our community and what it offers and Miss Snider has been leaving leading one of our initiatives to support that work aligned with our strategic plan so Diane I'll pull up the presentation and turn it over to you so you can update all of this great group all these different agencies and organizations about the work that's been going on in this space awesome thank you so much Keith and good morning everyone um what we did through our strategic initiative a3a one of the key pieces that we've done is we've standardized some experiences for students through field trips with the ultimate goal of it being K through 12 so 13 different field trips every single school year to where our community and our students can know that every third grader is going to go here and every fourth grader is going to go there and so on you know we live in Palm Beach County which is um a destination for international Travelers and there's so many people both students and adults that aren't aware of the amazing things within our County so this is an initiative to help close that Gap so Keith if you want to go to the next slide if I can just add on to that too so part of the issue you know that we have you know we're a large school system right so depending on what's happening at a particular school they may opt to go to on a field trip for a certain grade level or may not for a variety of reasons um and so when it's for not that causes obviously an equity issue where if I go to this School my kid gets to experience this great experience and this school doesn't so to help address that issue that has been and before you go ahead to add to that especially since the pandemic there are a lot of schools that have hesitated to add back in some of those field trips so this is helping to kind of cut through some of that red tape and get that started but also we've been very purposeful in this to where it's kind of a teaser for the teachers and the administrators that take the kids to on these different venues to where we are encouraging them to come back again so this is not in anyway shape or form designed to replace any current field trips this is an addition and is designed to be the bare minimum that every single student can experience so what we've done for FY 24 is we had field trips community experiences in grades 5 S and 10 so every single fifth grader went to performance at the kravis center and I'm going to highlight that for you on the next slide it was amazing um literally grade 7 those principles was a little bit different for grade seven and grade 10 you know with the kravis center we could hold 21100 students per day there's not a lot of venues in Palm Beach County that can host 2100 students at the same time so we had to be creative with grade seven and grade 10 so we provided the principles with a choice menu of science and nature venues all within Palm Beach County for grade seven and then same thing for grade 10 but they were history social studies Civics related so each principal was able to choose one venue for their school they actually submitted first second and third choice and then we did this crazy little menu of venue availability principal choice and kind of matched it together and that that so all of our seventh graders went to a science and nature venue but they didn't necessarily all go to logger head or manatee or the zoo or whatever it was based upon principal Choice and then the principal can actually continue with that choice this coming year or they can change their choice so for the future steps we're continuing it in grades five and seven and then we're actually adding grade three so every single third grader is going to go to mounts Botanical Garden again the principal has some choice on what time of year whether or not they want to see Fall Foliage or winter scary plants are around Halloween time you know and so on Spring blooms Etc and then we are expanding to grade six there will be a choice menu for principles and that is focused on art and culture and then we're changing the 10th grade to 11th and adding 12th so for high school it'll be grades 11 and 12 and they're going to an offsite career fair it is being coordinated by Junior Achievement um some of our schools this year did amazing Career Fairs on campus but like Mr Oswald said it's really tied to the individuals at the school if you have a great person at one school they may or may not be as likely to share their list of Community Partners with the neighboring school because they want to keep that person to themselves and so on so um we've partnered with Junior Achievement and they're going to help coordinate all of the different Community groups the different businesses at this career fair and it's going to be hosted generally at Palm Beach State locations at their different Regional campuses and um that I actually have a meeting this afternoon about that so that will be all 11th and 12th graders we are looking at a large capacity per day on that not as big as kravis but pretty close 1,400 maybe um and then we have the Science Center has already reached out to us and they want to um put their dibs in for grade four as soon as the Science Center expansion has come out and then we also have another one that is not quite on there it is through grade two and it is through Palm Beach County water utilities they have an expansion down at Green Kay and they want all of our second graders to come there so the bottom bullet on there ultimately there will be 13 different experiences some of them will all be going to the same place like the kravis center others we will have Choice menus for the principles to choose from so I want to highlight the grade five one on the next slide this is a teacher on the left side and then this was actually a sons of maestro performance so you can see a couple of the gentlemen in the Forefront of the photo behind the teacher the that group that class was waiting for their bus and they saw these artists come out after the performance and the kids went nuts the artists were so excited you know um to like this was their first Fan Experience they all got together they got pictures taken and then a different school one of the young ladies wrote a letter to describe her experience um but it really a picture is worth a thousand words so Mr Oswell do you mind to click the video it's probably a 20 second video 15 20 seconds so hang on for a minute and and you'll really get the joy of it you got to click on it yeah it's so worth it C the show is over it was amazing w we we we [Applause] thank you so much um I don't know if you could see the whole thing but like that place was packed there were kids all the way up and down um and with the kravis center even though every student did go to the kravis center um they were still able to principls were able to choose between the different performances so we had seven different dates and there were five different performances so each of those performances were um hand selected very intentional and we made sure that when we say all students we really meant all students so like I worked with our students at Royal Palm school to make sure that they had set aside certain seating so they were in like those premium box seats on the sides to where they could have easy access and and limited other students around them and so on we worked with students that had sensory issues and they went to different shows or they had had again special seating so we really really worked hard to make sure that all meant all in these um if you'll go for all right grade seven this is a summary of all the grade seven venues we went to manate Lagoon morami Palm Beach Zoo green K macarther loggerhead uh bush wildlife line crunchy Safari and River Center we had a variety of schools that went to all of them probably the most popular were the zoo and probably Lion Country Safari uh bush wildlife was definitely up there as a popular one and again with this one we were very focused on making sure that every single student had access and a couple of examples with that is for our seventh grade and our 10th grade we also included a virtual option with many of the venues so the students that were at um some of our alternative schools and that due to behavior issues or something are not able to physically attend in person we had the same experience to where it was a live virtual for those students students and then um another interesting example is we had one of our middle schools out in the Glades that you know could have picked Lion Country Safari it was right down the road and instead they picked bush wildlife which in case you don't know has just moved to Jupiter so um transportation said we're doing what and they've been great and they've really worked and we were rigidly flexible in all of our rules and in that particular situation actually and a few others the bus that actually dropped the students off at that Middle School just stayed and somebody else covered their Elementary route and that bus just let the kids load back up again and then leave because they needed to leave before the normal Transportation time for field trip so we were super flexible with all of this and it was just it was a fantastic opportunity I've got great pictures of all of it this particular one is at Lon Country Safari when they're feeding the um the giraffes and then grade 10 Again nice variety um down here on the front this is actually lak worth high they went in several for the high schools due to the size of the venue size of the venue in comparison to the size of the school um these schools had to take several trips um one of our high schools Palm Beach Central High School took 18 different trips to get all of their students through the Flagler Museum and you know just it it was what it was and it was that was the principle choice they knew that the capacity per day was 60 students at a time because at the end of the day the Flagler Museum is still a house or it was a house um so it they couldn't do the size for that the kravis can and so on so actually because of this in conversations with principles that is the intent behind the shift for high school so instead of grade 10 which was the grade that principles recommended we have now shifted and we're going to do grade 11 and 12 with the career fair and the capacity for that is going to be adjusted to where most of our schools probably with the exception of just John I um can take all of their 11th and 12th graders on one day because we're looking at just under 1500 students capacity for those Career Fairs and that way um you have the greatest access to all of those businesses military recruiters um any kind of internship opportunities um Adult Ed is going to have their different um certification programs and so on and so forth so we're going to have a really wide option for those 11th and 12th graders is there anything that I have forgotten to share or any questions to that I have questions yes well first of all this is a great presentation but can you go back to the slide um I think it may be slide three or two that kind of uh is this it I think that's it the SL summary so great three mounts botanical gardens I was wondering because I I see that in 10th Grade spy is one of the one of the choice uh is on the menu of venues I'm wondering though will there be any harm in particular since we're looking to go through K through 12 at some point would there be any harm with maybe putting pushing spy up more into to the Elementary grades I think that would be very beneficial in terms of um a lot of the racial issues that we have in the county I think is an issue of persons appreciating their colleague in their being black or whatever Latino what however you want to see them but I think that perhaps we should be exposing those children who need to be exposed to this maybe at an earlier age kindergarten frankly definitely by first or second grade so I'm just wondering is that I'm asking if if that's something we can consider doing as we on board additional grades moving forward there's two parts to that answer first first of all yes we've actually added spy to the grade six art and culture Choice menu so um because as you notice the grade 10 is not going to happen next year it's the 11th and 12th grade so I pulled many of those cultural experiences and put them into grade six along with the Norton and so on so there there's a variety in that grade six spy is there now speaking specifically with spy just like all of the other ones the capacity per day is is not a lot they do provide a virtual option as well um but the flavor of these is to get kids off campus and get them to that venue you know for many of our kids that that they've never been there and so if we don't take them they're not going to go so so yes um I am very open right now to something for K and one I definitely need that I need something for four I need something for eight 9 10 so those are all open right now and I just need like the grade six I work with our Palm Beach County cultural Council to get the majority of the venues on the grade six and they are they're working with funding because I'm not paying any of these venues to accept our students at these places it is definitely a partnership between the two venues so so yes I am very much open to that we just need to have enough that 15,000 students in one grade level can rotate through it within the course of a school year can we speak with Mr nolles on this because I know there's some other tours um and you may have mentioned one um in West Palm Beach for example um since the children are on the bus anyway speak with Mr NOS about that but I remember having a conversation with him uh earlier this semester in regard to certain uh programs that persons come to West Palm Beach to partake in so maybe we can expose our children and am I understanding this correctly as well this is something that's decided by the principle at each School of each school well first of all Brian NOS is on our work group so he has been Ely involved with us from the very very beginning so he's definitely helping with all of that and is has provided fantastic guidance um second our workg group in collaboration with the venues create the choice menu MH so and then principles choose from that choice menu right and so so for example if you were the principal at say u boka boka high school and you say okay this year my 10th graders or my 11th graders are going to go to this venue it's up to you and then the parents can opt in or opt out as thatf like any field trip requires parent permission understood thank you I appreciate it I'm just and we um Miss Miss Snider and I spoke yesterday about the the the which one is it the the trail the historical Trail yes the black Heritage Trail the black Heritage Trail so we spoke about that because um there are stop stops on the trail that are right that are available that's one I was thinking of sorry available but the issue is in my opinion Equitable um and from Equity standpoint is that the students aren't able to stop at every stop because they only have 90 minutes so you have to choose which stops because of Transportation because the district doesn't have money to pay for um charter buses so to try to maybe get a partnership with bus one with Mr Al Brittain or someone to provide charter buses so that they can be out for longer so they can stop on the trails for longer because that's the reason why the schools are not really choosing I think you said one school chose the black there were actually several schools that initially chose the Florida black Heritage Trail um but that there's several different options around Palm Beach County and each school so it's the pro and the con of having choice they would have to choose I want to go here then I want to go here then I want to go here and they would need to have teachers it needed to be teacher facilitated so Brian and his team were willing and able and did actually support some of those schools that wanted to do this they provided it to Florida virtual or our Palm Beach virtual students they did the Florida black Heritage Trail so they did Provide support but it required the school to say all right this is how long it's going to take us to get to stop a this is how long it's going to take us to get to stop B we're going to get the kids off at this stop but this time we're just going to keep them on the bus and talk to them about it and because of that many of those schools ended up deciding to just switch and they ended up going to spy because that is one of the stops on the trail so you know we provided so many choices and just due to Logistics the schools adapted to best fit their needs miss pel you have a question you raise your hand yes good um good morning everyone so a question and I can't remember if you said this or not or preferenced by this can you hear me um I'm traveling so I'm not able to be with you all in person today um did you have will the will any of these field trips take away from what's currently in place um at the schools right now for example like you know I know fourth graders used to go to St Augustines for example fifth graders used to go to well depending on and I don't know if that's even a district yde thing um because some schools go some schools don't go right now will that be something that we're doing away with and keeping them locally or will they they still have the opportunity to go to other okay I can answer that in multiple as the yes okay first of all the the St Augustine trips are paid for by the parents and so that is above and beyond um so that will continue these are designed to be within Palm Beach County so they they are not designed they will never include a St Augustine trip or something like that this is all highlighting the amazing resources and experiences culture that we have here in Palm Beach County so no it will not replace that the other big thing that I was sharing with Mr Oswald and Miss Simmons is that each of these experiences are intentionally designed to not include any kind of standards-based instruction please make sure you heard me say that correctly it is not designed to have a lesson it is not supposed to be standards based this is designed to be bigger than that we want this to be that teaser we want people to to come back and have a teacher go oh this would be great if my child in this class could you know if my kids could see this and how this ties in we want them to go back and get that standards based lesson in addition to that so this is that taste to make sure that they know what is there and to help the adults and the students be aware of it and want to go back again whether it's on their own or with their teachers and not to replace not field trips that are currently in place but to enhance what's happening correct and to make sure every student a fi trip that cannot AFF thank you you answered my question through the chair may I follow up yes please do um so at this point are there any I guess you answered it that's where I was going are there any current field trips that are related to the standards or are there any other field trips aside from this that you have also been working and looking at from the equity standpoint there are lots of field trips that are through our teaching and learning Department um that both Brian and and Pete could probably speak to there's a huge list of approved Arts and Sciences providers that come through the K12 Arts team and the K12 science team and and many many grant opportunities that are designed for to capture the attention of that teacher or that administrator that wants to take those kids above and beyond this is designed to to force everybody back out of their their comfort zone from the pandemic and make sure that they're taking their kids places and then it's not so scary to put them on a bus and take them to these venues okay thank you so much is this a a last question through the chair is this a this something that is specifically going to be almost um is this a highly recommended required or is this based on principles availability mood or other no this is required it is part of the Strategic plan and this is something that our superintendent is definitely putting a lot of focus on so the principles make their choices we figure this out and we make sure that each School knows exactly when and where they're going it is up to the school to do all of the paperwork and you know required is is kind of a four-letter word sometimes but it is required that it be scheduled um but as Mr Ferguson mentioned every single student does have to have assigned permission slip so you know kids are going to be sick kids are going to be absent so there's no way for us to get 100% of them to attend but 100% of them do get scheduled thank you thank you any other question please this is Emmy Kenny um I love that this is happening I'm a teacher at the Norton Museum of Art and so I teach field trips all the time and I remember as a student going to field trips there and now I get to teach them and it's a it's an honor and a privilege and the kids absolutely love it and it sticks with them forever I will always remember that field trip and um and I I so that's my first comment my second comment is I agree with Mr Ferguson in in um wanting to highlight the diversity aspect of this County and the experiences that we have to offer so I wonder if as you develop this program if a category in one of the elementary years could be diversity um and inclusion or or something like that and I know that it's sort of limited right but you can get creative with the with what we have here um for example the Norton could develop a field trip that was focused on black artists or um you know whatever they have going on at that time that's specifically for that so that when principles are looking at the menu they they have to choose something from a category that would um they would they can't avoid it they they wouldn't be able to just avoid it and another idea I have um is the compass AIDS quilt they have the AIDS quilt um visit Compass every year and it's such a powerful experience so things like that um I think would I think would benefit because I I I do think that that's a really special part of Palm Beach county is how diverse um this county is it's a very special place so I would I would love to see that as this develops thank you any other questions so no other question we're going to proceed with the next item SQ data if time allows well hoping Mr Roswell thank you and uh thank you Miss Sider appreciate that and Miss Kenny for the feedback and others on that initiative so well thank you no my allergies this this I keep having these allergy attacks I apologize I know if this was during covid You' all be like out of the room but let me just change over so we're we're so I did put on time cuz I think this was a healthy agenda so I think I have enough time to begin conversations we can finish it up in June if time does not allow but I know one of the requests and one of the things that we go all over often with this group is the school Effectiveness questionnaire that goes out um so I do want to highlight um some of the results as well as the participation rates so um good news is that we had a tremendous amount of improvement in participation rates so we had over 100,000 students who actually participated in completing this which is a great sample um at 80% of those who take this particular survey we look at staff we um great increase there as well at 73% over 15,000 parents is still um our biggest weak point but there has been tremendous in Improvement at um 19% um when we look at um this first page and I apologize it goes uh that you can see the the participation rates um there is a breakdown by every particular school and as I scroll down those in the green are the ones that above 90% which is is great however compared to what we had last year there's still strong participation across the board um where there's you know some valid results of what we can draw conclus iions on of of what's being said so that's the first page of this the second the second page of this particular sorry if I'm making you dizzy um is a breakdown um and again I'm looking at districtwide results I can um zero in to particular schools or portfolios or levels but overall when we look at um the the ratings in each of the area and a summary of each of the areas for students we saw um and this is a lered score so five being strongly agree with statements one being uh disagree strongly disagree that for students we went up at 78.3 to uh 808 and then there's a breakdown by category and I'll drill it down more so the big areas for students are family involvement mental health and wellness which increase some but still lower than um most of the other areas um as well as safety uh at dropping uh 210 of a point and then uh con stat uh School Effectiveness slightly down and slightly at student agency and when we look at staff um we've seen an increase overall of about 1 percentage point and then you can see the breakdown across and then with parents we saw um just shy of a 2% increase but you know the next this next slide here I skip one too many okay this is um now I'm drwing down further where we're actually looking at individual questions as a system and you have across here the students group is the first two sets we have FY 23 to FY 24 CU so we can do some comparison very quickly uh same for staff and for parents so um the first set of questions up here is under committed and impactful employees so obviously this is just the employees are completing this piece and we can see we had about uh 6/10 about a half a percentage slightly above increase of committed impact lowest rated area under and I wouldn't say it's completely low but there's a great deal of trust among teachers and school administrators you know what's really critically important for this is for individual schools to drill down and see what my school results are um when we look at Family involvement students rate that lower um than staff um in general slightly lower at families feel welcome at schools parents communicate with my teachers teach teers inform parents about student economic progress parents did rate that a little bit lower compared to the other two questions about being informed about academic progress when we get down to mental health and wellness which is um one of the areas we talked about uh more last year here's where we have some perception issues um so students are treated with respect by adults at school um 75% so 3 out of four of the students strongly agreed or agreed with that so one and four did not um that's down uh about a percentage point from last year the staff however still rate that higher that they're um treating students with respect you know very high at 95% uh P parents rating that high as well about a percent increase that students are being respect so a little bit of a perception Gap here students have at least uh next question at least one adult at school who they can talk to about problems um hoping with some efforts that this was going to increase more but again our our percentage of participation last year was low however it's up about a half a percent at 77.6 and uh a perception here where parents as well as the staff are rating that higher students respected each other at the school this is an area that we talked a lot about last year if you recall this is actually rated went down which is um at 51.6% a lot of conversations with schools about this as well as our student advisory committee around you know defining what we mean by respect and what what staff see we had so a lot of things that we're working on here staff rated this higher so there is a larger p uh perception Gap here um however staff still rated this lower and I'm going to drill down by levels at elementary middle high so you can see some differences and then under safety students School staff will act quickly if students are bullied this went up just slightly 310 of a point to 70.1 so no this is an area um however staff have rated this a lot higher so there's perception Gap students are safe at school again up slightly by students students feel like they belong um is down slightly um and then I'm just quickly so I can drill down because of time uh students use ideas taught in school in daily life this went down about a percent and a half so this is what we saw earlier on that other slide but staff again a perception Gap where staff have that higher and you can see the other areas uh by student staff rate is slightly higher when I drill down by um School type so you can just kind of see how the color changes by level so if I look at elementary schools uh even at elementary schools students respecting each other this school it goes up slightly but still at 64% and I drill into Middle School you're going to see a stark difference at middle school for work for us to do um where the percent positive drops a lot for students are treated with respect by adults and the perception Gap there is starkly different when we talk about students respect each other at the school it drops a lot more to 37% and even the staff and the parent group almost kind of drops dramatically as well and the bullying component we also see um um is lower as well so you can see the big difference when I go to high school I go to high school click High School um not quite as concerning at the middle school level but still um some areas where there's opportunity to drill in and uh show some improvement here in some of these areas um in addition I go to all I can I'm just going to go all of them again um this does allow to where we can drill into uh subgroups of students so if I were to uh look at black Hispanic multi ESC non Etc I can drill into those subgroups to see what discrepancies we might have and I can do that by level as well as by school as well so if I look at overall for students respect each other to school is at 53% but when I look at black students it's at 42.8% um Hispanic means slightly higher at 55.8 um Etc you can see and then I can also again control to look at um over here so if I wanted to go to the Middle School oh no that's by school why am I oh last type thank you so Middle School we saw overall for students respect each other in 24 is 37% uh for black students at 30% so you know 7% lower um Hispanic 39.3 slightly above however still lots of area and room for improvement and you can see that um kind of those patterns across all right um so that and then this is where we can drill into item ratings by individual schools so we have that then for every single school where we can go through and and look at that uh I talked about subgroups um and then just item list of the the the questions are asked in each of the questions so we are just about at time um I could probably take a couple questions Mr chair or and we could pick this up at the next meeting any questions I have a question please go ahead with the data that is being presented I'm sure schools receive it do we have any idea of how schools are desegregating the data and actually creating plans to address some of these areas um is it part of their schoolwide initiative plan is it part of their saxs plan do we know so this so this just came out um so some initiatives will take go from the district level so there's some things that doing through my division for example and then at the individual schools yes they would be going over this with their staff and making some plans and decisions around how to we address it you've heard me talk about like the student voice initiative before and that grant that the stronger connections grant that was supported by this was actually allowing for $1,000 stiping for a teacher to you know get that going at the school and the area that we're focused on that students respect each other at this campus is the area that we want them to drill in even deeper couple schools did it this year um but it it didn't have the Fidelity that I was hoping for um now with this uh Financial incentive um a little more accountability we can have at the school level um and with the superintendent push on this we're hoping to see a lot more Improvement um there's another one around the about having a a trusted adult you can talk to there's another initiative that we're also offering a siphon for somebody at the school to own that work to make sure that we're we can quantify so we're looking at asking all the kids in the fall do you have somebody or not so we can see and then start pairing it up but if we know of the kids that we know that are having issues to make sure that they're priority ready if not being done thank you how many years has the district administered this survey I've started here 32 years ago um and we've been doing variations of it forever so this current iteration how long is this this duration is the second year okay all right yeah we did a reboot um to reduce the number because it used to be a lot longer and so we reduced it superintendent really pushed on participation rates so we saw much higher participation rates of things that we you know really need to act on and I'll be going over this deeper with you know through my division with principles to work on that planning around it and um as well as working with Mr tyranny um with the schools and the principal supervisors making sure that we're being more intentional um and listening to you know we talk about student voice well clearly the students are telling us what they say with this kind of uh participation rates being this High any other question if not do we propose for the next item be covered on the next meeting yeah actually the next item we actually it was Kimberly already addressed it earlier in the subcommittee right so um we don't have any other business for today motion to adjourn don't everybody say it at
