um we're going to get our meeting started since we now have a quorum we'll get moving it should be a quick one um we will start with our are we recording I'm doing now okay let me know when you're recording we are recording all right now recording the meeting so that we are now official uh we will start off with our attendance J go ahead and announce yourself please Jud Adams with school district uh I'm going to oh we gotta do just running around around the room sorry um Holly Office of the general Council Michael tobio facilities construction Dave Dolan uh Facilities Management Porter cork cork Mark Lodge building code Services Jim Miles Stan next construction Tom Jacob Eon whon Smith John levenson representing zovich and wart Smith Jacob Catz pural Construction James Campbell Chief Operating office okay all right and now we'll do the ones yep online all right so Bill hook just announce we have online did you know of Tom John chesher here present Michael guilin present Sam Shannon here Tom Berger here Virginia Ferris pres and uh if you could make make a note I think uh board member Barbieri is also present okay here yeah thank you the bottom I'm gonna I'm gonna McCoy is present excellent and uh so I do not have Michael Guida or Frank Simon correct Mike Guida has an excused absence okay and Frank Sim is not here so far they join us later okay we have attendance done thank you I have nothing to report um we have Jud doing our meeting in the room today because darth's on vacation but supposedly she's still connected to the meeting which she probably shouldn't be I'm here I'm here this is my trial retirement is that your notification today public notification all right anyone with a conflict of interest today or anyone been approached by lobbyist about anything we're going to review today uh Tom B I am I did not notice that Wharton Smith as anything on it but I heard them announc I represent them okay um so if we review anything from Wharton Smith today that might be a GMP then you should recuse yourself I don't think we have anything today so you should be fine okay I I didn't think so but I saw they anoun right okay very good we're unaware repres okay uh cork report uh Jud darthy has done this before um so you can look at her last format she does a short report that's kind of an abbreviated version that we send to the board um in addition to the minutes I may have that well we don't need to see it okay I'm just saying that that's your task yes he aware of that I'm doing a lot of things here so forgive me also grading him on this so all right we are down to staff updates um okay um I I uh well I I wanted to um let uh the the group know that um I believe it's next Thursday is it next Wednesday or next Thursday we are doing the habitat house oh um at yeah that's why I'm pointing to you is that we're doing your habitat house semar Ridge high schools um uh habitat houses in uh uh right next to our Roosevelt whole Service uh right project literally one block north of Roosevelt full service so they will be erecting that no it's it's a dedication oh it's a dedication yeah dedication is next Thursday the 9th the house has been finished up by habitat Carpenters volunteers and it's turning over the keys to the owner for the 10th house that the the whites construction Academy has built um so that's always an exciting day for the students where they bring a busload of the Juniors and seniors from the school um big dedication ceremony and the students get to walk through the finished house for the first time and they're kind of like uh you know kids at Christmas time because they've never seen the house fully together and assembled as the unit finished and ready to move into um they saw it last when it left the shop at the school where it was in the the rough stage even though it had been drywalled it was four separate house modules and uh now it's obviously one merged house so that's always a a fun exciting time for the students okay um in addition I've got um on the screen uh can you give me the you said next Thursday what time is that oh uh it is I believe 10 let me check it I just had it up here uh yeah 10: a.m. okay and the address is uh 1112 17th Street all righty thank you 1112 17 Street yep 10: am. yep okay um I also have on the screen the uh a slide presentation because it's really ironic I I know last month I said boy we only have three weeks so we won't have a lot of activity and blah blah blah but boy we had a lot of activity in the three weeks since we last met so Jud if you wouldn't mind sliding to that next uh okay the first one we had was our take our Sons and Daughters to Work Day um uh yeah we had a nice little event down here for a lot of the the kids uh of uh parents that work here in the building of course I I don't want to uh diminish the fact that there was a major event at Fon Holland that was a big one with lots and lots of students and lots of stuff going on but we had our own little opportunity here so we brought brought the kids in and of course you can see there we did marshmallows and toothpicks and and other other things you'll notice that uh down there in the bottom left corner because I I will get in a lot of trouble if I don't make reference to her um I had the joy of bring my nine-year-old to work um with me and as a matter of fact I uh had her tour with me so that was Earth Day as a matter of fact was the the day that's why she's wearing her Earth Day shirt for Google meet um but uh I got the opportunity to tour um Grove Park with her so we uh got to do a little walkth through and um and and later on the day in this meeting she gave a little critique to uh some some of our staff on the uh on the qualities of the playground and how we don't do any spinny things and uh and why aren't there any swings and whatnot so then I so then I introduced her to risk management so it was a good day it was a good day uh for everybody next slide is another set of pictures you'll see so um marshmallows were certainly enjoyed by all and then of course there was pizza for uh for the kids at the end as well okay our next activity um I'm proud uh I'm a proud board member of our Ace Mentor program um that's if you're familiar Alan Gast used to do this and U we have it's where we have all a lot of our high schools um we have a program and they actually compete against each other in learning about um Ace stands for architecture construction and engineering and a lot of our professionals many of which are in the room and and work with us are actually mentors for these schools and um um in this particular case we had uh the opportunity to tour um a school Under Construction with a lot of the kids and some of the the teachers um there you can see the photo in the middle um this was with the whites company and PG who are doing our Pine Grove Elementary School and you'll see there and a couple of the pictures is uh Ki botch from uh pjl she kind of led the tour and walked them through with the the whites uh project manager um and show them all about what it's like to build a school and all the the challenges and Logistics and whatnot and I know it's hard to see but right in the middle of the big picture you'll see Sam uh Ferrari with his big long beard so he stands out in that but that was a good event it was on a Saturday we got a good number of kids got to show up parents dropped off the kids and I will say in addition tonight another reason why I'm dressed up tonight our Ace Mentor program our is our final night is the actual presentations all the students from the different schools get to come up with their solution to how you know how they want to solve the the particular problem that was presented build a facility for a certain feature um so they do their present ations tonight and awards and scholarships are given out tonight so we're excited about that um next slide um uh my um uh Pride uh I'm on the Education Foundation board and uh this past week we had a uh a great uh uh golf tournament for our bill bill Malone for our schools uh program that's um the great opportunity to raise money for and for if those don't don't know the Education Foundation they help support our teachers and our students um in in a myor of ways you've seen backpack uh distribution and and um and and supplies distribution for teachers and whatnot and this is a great event to um get out and uh um have some fun um you'll notice our our chair this year was the illustrious Jacob cats from purle and I want to thank Jacob personally for what an incredible event it turned out to be lots of great sponsors lots of great activities and really great camaraderie and you'll notice there's a a um a air gun down there that's usually one of the high points of the of the event uh you get to shoot your golf ball and and take a par a um what is it called it's not even a birdie Albatross an albatross um uh two On a par five that was an exciting and fun event and uh and uh I think this is our third third annual and we look forward to doing this again and we hopefully hope um everyone will come and join us in the future I think that's it for the slides right my last one is is um a sad note before I turn this over to uh Michael because I know he has something to bring up but um sadly um well a lot of that is all the good stuff we did have um a sad passing in our family um last week um one of our um longtime and incredible uh teammates um Heath Thomas passed away suddenly um last week and um we we can't tell you how much we're going to miss him um his his commitment to the schools and to the students was unsurpassed um and where're we're still working through it right now so we um we want to um send our best on to Heath his family and his friends and certainly all of our co-workers that work so closely with him and um we we want to we need he to know we love you my friend um I'll turn it over to Michael go ahead thanks Dave um yeah the week before last um there was a group of us from operations that were able to spend U four days or 5 days out in Phoenix at the Council of great City Schools uh convention what that is is the the largest school district in the country get together to discuss operations um from transportation to Food Service to maintenance and construction and really learn from each other about what others are doing well and and what they need help with and it was a really good event um it'll bring back some information to help us Implement in the in our district so um there a couple of our groups are in particular um our food service group and our operations group um meaning Joe and Greg ostafi gave a presentation uh that the the our kitchen group is really ahead of the curve on a lot of the um marketing efforts that they do to help get kids to want to eat at the school and and how they package the food how we do our cafeterias and it's more like a College cafeteria if you've seen them we've been working through a school every year to update it um if you've been out to Garcia high school that's kind of our model now of how we do our our schools cafeteria but um they're really ahead of the curve on that aspect um the operations group talked about um our operational excellence program where we provide um internal trading um where we um meet um the bill Malone was part of that you know where we engage vendors um where we do all sorts of things to improve our operations uh basic with our heart model and and different things to um improve our customer service improve our engagement with the community improve our engagement with our our partner so um both presentations were great um and it was a good event so okay any questions for staff on those all right public comments see yes Jacob I was just gonna mention um just with what Dave was saying I I Heath Thomas is someone that we knew at purle myself personally for over 20 years and definitely someone that will be uh very much forgotten excuse me not forgotten um and uh we mean the best for his family and I I think Dave this Saturday at 2 o'clock is a celebration of life I don't know you wanted to mention thank you Jacob yes yes the location off the top of my head but quaddle bomb in um West Palm and um please forgive me I'll pull it up here um yeah it's quad bom funeral in West Palm there will be a celebration of life and viewing Saturday May 4th from 2: pm to 5:00 p.m thanks Jacob I appreciate that that was it yeah thank you okay all right let's get down on our consent agenda fc1 I want to pull that okay fc2 yes I want to pull fc2 fc3 yep chure to fc3 okay pc1 okay okay PC2 bc3 bc4 move forward the two items not pulled second by Sam any other items any questions debate all right Jud what you do now ask each of us and po us got it uh Bill hook yes Dave Porter yes Joe John chesher yes Michael gelfin Yes uh Sam Shannon yes Tom berer yes tadrick McCoy Yes Virginia Ferris yes so that would be the consent agenda for PC3 and pc4 correct okay all right we're up for fc1 Virginia yes and uh three fc13 I'm just curious about the cafes in the media centers I wasn't familiar with cafes in the media center when did they start doing that what are they used for yeah so our uh Media Center and High School's approach has changed um and we're going through each high school and and um making these upgrading their their uh media centers um c yeah we're calling it the 21st century program I think we've completed like four of them but we're on our way to completing the rest of them uh what it is a different approach where we have um M it's still used as a testing center but we also use as like a gathering space um there's unfortunately maybe fortunately some less books than what we used to see in the traditional Library sense but there's a lot more multimedia centers places to gather a gather for students there's breakout rooms where they study um in addition we upgrade the flooring the lighting uh the furniture and it's really more of a a cafe kind of environment where students can get together study and learn in a different environment um so there's part of that is um a little area with a cafe where they can get some drinks and stuff like that while they're studying um so it's a totally different approach to um what the traditional Media Center is um and we got really rave reviews from uh the schools and the students want want to go in and use that space where before it was just kind of a half empty space that was there you know so so they're not using it to read books they're using it to hang out is that it well there there is still some books and they do a lot with um online books so there's um there's connection they help the students they get connected with the other media sources that they have um including online books and they can do that that so there is it's it's very educational um it's not just hanging out it's very educational but they're it's just a different environment than what um how is the refrigerator used so there's a cafe where they can get drinks um while they're studying so that's what the refrigerator is use for so like do they buy the drinks or they just open the refrigerator and take a drink no it's not um I think it's used for supplies Dorothy knows a little bit more I'm glad she's on about the design uh they can get coffee and and drinks from there I think they purchase them so this is back a house um yeah and and also they have more activities type of thing um set up in the media centers now so if they have like the teacher meetings or the parents come in for special event or things like that um they they're able to distribute them so it is actually in a closed room um with like a serving counter so somebody somebody's in charge of it and somebody controls what goes in and out good morning Michael period please give me a call about this contact that I'm sending you Mr bar you're not muted Chad I think you 756 M them yeah there we go good it so darthy how many schools have you put this in so far um we were working we the four that we just finished have it so far and two are and then three are in design right now that are getting ready to go out um for construction and then we have four more that are in designed oh we also did Gardens and Sun Coast and we did sorry we also did um a few years ago we did yeah we did two high schools a middle school and an elementary school a few years ago yeah but the middle school and elementary schools don't have the Cafe no they do not have Cafe right the elementary schools are set up more still towards books um middle schools are kind of a cross between the two uh so we have some meeting spacers spaces um maker spaces things like that but they're they're still more the conventional look but the high schools are the ones that are going more towards a meeting space um overall so they can have events they can have the kids come in for special things and that's what the cafe is used for it's not the kids just walk in there I asked that same question now it's like who's going to use this space are the kids going to bring their lunches in and put them in the refrigerator um or the teachers using it but no they said it was for special events where they they'll be able to serve things all right I I thank you the the um the item number three says a new refrigerator so does that mean there was an older there then they're replacing it no it's brand new okay thank you y all right anything else on uh fc1 Michael gelfin rais his hand Michael you have a question on fc1 yeah getting back to the uh to the media center how much of the design is focused on meetings and testing so the the furniture selections that we that we do in those spaces are mult multi purpose so you can Bank them together to have group or you can separate them out to have testing so testing is a big part of what the function is it's just not used all year long is testing um but the the group meeting space and study space is really what it's used for on a day-to-day basis um um just as a heads up I'm uncomfortable with the concept of jettison a location encouraging reading if you would um and a repository for information which has to a large extent been superseded by our electronic devices um and instead you know these are now in in essence multi-purpose meeting rooms including testing and you know um I'll just say that I'm unsettled by it I don't know where I'm going with it uh maybe vocalized a little bit more than what Virginia has just commented on um and you know as we look at schools in the future not only the design of the room itself but where it's located uh we may want to be thinking about that particularly if it's a meeting room placing them closer towards the entrances uh so that folks are through the schools just a thought and my apologies for just spouting off and wasting everyone's time no you're right no thank you Dilly noted and um we do think about that like in Garcia high school we we you know in our new facilities we definitely look at that option and that's always been an issue that you know the cafeteria space or I mean the media center space has always been a testing center it's always been a gathering space uh it's just a little bit different now so that is part of the plan when we design these is to have a safe access in and out yeah please understand my apologies I stepped out for a moment but you know this is not the construction Department designing what we think a media center should be like this is worked on heavily with the academic world I mean Dr Campbell's in the room with us right now and he's kind of our our liaison our lead with a lot of those other folks that are the ones that are playing a more active role in what they should how they should act how they should um students interact in them this is Virginia this is Virginia I'd like to associate my with Michael gin's remarks I'm also you know want to be sure that that reading becomes the major focus in a media center so thank you U Can I if it's all right can I ask Dr campel to um join or speak yeah just to to reassure everybody we with the High School uh media centers we're still setting them up for over 10,000 books so it's not like the books are gone they are kids are shifting to electronic media a lot more but the high schools are still averaging over 10,000 books in their collection that are being used and part of this program is just making it a more flexible space you know some of some of the furniture that is in these U places are you know 25 years old it doesn't allow for the flexibility of meetings but it does allow for a lot of academic coordination for students we're giving making a little small room so that they can work work on projects in a in a quiet setting but it still has a ton of books we're just repositioning the books putting them more around the perimeter so that the interior space is a more flexible space but we're not getting rid of the books there are over 10,000 in all these high school each high school media center and the the designs that I've seen it it bring it up more to almost like a college level where the students are going to be going to next and where it's a much more socialized you know Library SL media space that they can sit in a comfortable chair and read a book instead of sitting in a hard Oak chair at an oak table um so it it just changes the student wanting to go in the space instead of thinking H I'll sit out in the hallway someplace I don't want to sit in that Oak chair anymore thank you and if there's no other comments I'll move uh fc1 forward all right need a second second second by Sam any other discussion all right Jud polish please all right fc1 Bill hooko yes David Porter yes John chesher yes Michael gelfin yes Sam Shannon yes Tom Burger yes trck McCoy Yes Virginia Ferris yes yes all right all right John chesher fc2 yes fc2 is a change order 14 with proor construction close out on Spanish River High School this one's just a little bit different because the change order says the CM failed to achieve the guaranteed sales tax savings and it was almost $300,000 that was returned to the C that as a result of his not making his guarantee so in the questions and or in the questions I asked for more details into the 300,000 how it was calculated but I did not receive an answer in the responses for instance how much of the $300,000 was unrealized sales tax savings I know some of it was for the materials that weren't purchased but how much did he miss the sales tax savings by and and I noted even in aecom's review letter on this change order they also disclaimed review of the 300,000 because they had not seen the backup um the change order does say the actual materials purchased by the district was 2.2 million but what did the CM guarantee he was purchasing and it was there backup on that of how he calculated that that so we know what he missed and why so without that information I can't support without know more information about 300,000 I can't support sta uh so the just to be um clear the the guaranteed savings tax savings was not returned to the contractor but it was just the materials part so basically the way we do it is so the it's pulled out of the um project but there's not a change order at the time so when they some scope was modified they didn't purchase that equipment um that's why they didn't get to that savings um your direct questions I'm not really sure as to the dollar breakout and one one if I may start off real quick just this is for the history side of things um my apologies John the the um there this was a facility renewal project and this snuck Through The Gatekeepers when we first did this in that we generally do not do sales tax recovery on facility renewal projects this one was right at the threshold when we realized it's incredibly hard to anticipate what exactly are going to be the acquired uh materials during the G GMP on uh this isn't building a new school we can say we're going to buy exactly 10,000 widgets this was when we do facility renewals we recognize that there's a lot more variance uh when we uncover things and start working through the through the project so that's why we no longer do direct purchases on facility Ral so that's why this one got through before or right when we were making that transition um just because we knew it was a very onerous uh task to try to um AC be be certain on how much they were going to get so when we do our gmps um we have an estimate of what is going to be you know direct purchased order but we don't know exactly what it is so we still get hard bids from the scope of works from the the um subs and we don't have a line by line dollar for dooll value of what's in that because it's all in compens guaranteed Max but what once we start pulling out the equipment that we decide to purchase that what adjusts their their price so whatever is left is still on their contract um so their contract doesn't change it's just we pulled out certain things for direct purchase and other things we didn't and Michael I think I I think you answered my question I think the issue is moot now did you say that you still got the sales tax savings from the contractor and no sales tax money was returned to him correct correct yeah that is correct I'm good okay I'm good with the item okay that that was one of our you're absolutely right I'm glad you kind of get to the the Crux that that was absolutely one of our our our push points with Proctor or yeah that we were kind of insistent we have to see all the sales tax thank you all right John if that's it good make motion move forward uh FC to forward to the board for approval second second by Virginia any other discussion all right Jud call please fc2 if I may if I may the motion is that cork has no objection to the board considering this item correct I agree okay that'll be the substitute motion okay uh fc2 Bill hook yes David Porter yes John chesher yes Michael gelfin yes Sam Shannon yes yes Tom berer yes tadrick McCoy Yes Virginia Ferris yes okay okay fc3 Michael and John you both pulled it go ahead John you go first yes this has got to do with uh cost escalation for certain materials um I asked about the CM providing backup documentation to justify the increased pricing there were price increases for materials for hbac equipment sheet metal and insulation but the only backup provided for each one was the asid and the requested change order so there there's three categories let's go through them um dayon is actually a material supplier and they asked for a 12% increase for hbac equipment from when they bid the project in March of 22 to August of 22 so what's that March April May June July five months and as part of their backup they provided a price increase announcement that was dated July of 22 and dayon what it said was dayon announces a price increase of up to 5% for new orders received after August 31 yet dayon increased their pricing 12% from March with a new quote dated August 11th so they they included a price increase for 5% up to 5% but yet they increased their pricing 12% and it looked like the order was placed before the August 3 first announcement date another one was metal contractor now they again they their backup they provided was the old quote or what they bid for labor and material and a new quote for labor and material and this was the old quote was December of 21 and the new quote was March of 22 so that in four months they raised the price and let me remind everybody that District policy the contractor must submit backup documentation such as invoices bills of sale pricing sheets Etc so substantiate the request and certainly there was no documentation on material price increase given again all this was is um all that was provided was a revised quote from the subcontractor nothing from the material supplier and same thing with the in insulation contractor very similar thing he gave us the O quote for his labor and material and then a new quote that he wanted more money that's all he said here's my old quote here's my new give me some more money there was no documentation such as invoices bills of sale pricing sheets Etc to substantiate the request again no documentation on material price increases and just a reminder when this escalation first started coming up it was two years ago February of 22 and Mr Sanchez went to the board meeting to defend the purle increase at the time and he said if contractors do not properly demonstrate that by having substantial documentation from suppliers we are going to say no well this is a poster child no documentation there's nothing there that documents material pricing increase at all except the minor thing for D there's a 5% increase and that doesn't even apply because it's outside the time um time frame of when this order was placed so again this one I have a hard time supporting this lack of documentation yeah I think we have a couple answers but not not full answers for everything you mentioned so the the 5% was kind of a general comment about the industry at the time so we were looking at for instance the actual mechanical equipment was higher than that um some parts in the mechanical industry were lower but that was just kind of an average um D daon is the manufacturer so they supplied a a bill for that um and I you're I don't see in the package the backup information for the other two parts of it um but Michael the I disagree the dayon backup was not in general it was specific to daon um if I can find it here that was the news article though new the news article about the industry news article but there was a dayon price increase uh announc yeah I I did not notice the dates I need to look at that to verif it because it looks like from what you're saying it was before the date was supposed to increase so right P it's on page 27 of the backup it's a press announcement dayon announces price increase we can bring it back well it sounds like um um John I don't think we're um we're comfortable as the with the items that you mentioned I don't think we're necessarily terribly comfortable taking it forward so um but I don't want to cut Mr gelfan off I but I I I suspect that based on your comments and our concerns that you've expressed uh we're probably going to withdraw this one and try to recalibrate make sure that those things are um uh clarified going forward but please Mr gelfan I'm sorry I don't want to cut to the chase without giving you the opportunity as well no I I appreciate that and Echo the comments because we had part of that discussion at I believe last month's meeting also for the backup on this and my uncomfortableness with these increases that are coming down the line I'd also say uh someone wants to pop up on the screen so everyone but me can see it um on I believe it's page shoot I don't have it here my apologies um page seven of 33 I'm just looking also at the dates between the approval and the date the contract was signed with subcontractor um we've got four or five months difference here and of course near the end of that is where the supposed August increase came in um so you know just wondering you know how much of this was due because they were not moving asft as they should in an environment where supposedly we're anticipating increases take a look at that also comes back so um we did we did acknowledge that same question and go ahead Jo because I know we had we had raised that issue so part of the issue at the time uh was with the cost increases uh some of the subcontractors were hesitant to sign agreements that didn't incl include the um the extra cost so part of these delays are also because there was they were seeing increases from their suppliers that they weren't going to be able to just eat and and it caused slight delays in actually um signing contracts that that required negotiation between the CMS and the subcontractors so that that did that didn't help obviously but it it was uh it was because all this stuff was happening during that summer where we saw the massive increases uh 2022 so okay okay um is do we vote on it if I pulling this one last comment on just um one of the things you mentioned uh Mr chesher about the wage increases uh the subs inadvertently put that on there so those were strucken out and back out of the cost um but I I still think there's some more questions we need to answer yeah yes but um to your question um supporter yes uh we would we would wish to withdraw this we'll make make efforts to ensure that it does not show up on the board does that qualify do we need to forgive me holl do we need to vote if I don't think you're going to withdraw it okay nothing to vote on you guys are okay good comments guys um fc3 is hereby withdrawn and we'll see it again at some other time and we can continue on that satisfy your comments John and Michael no that's it I just want to thank you staff for pulling it okay very good thank you appreciate it yes good all right we're down to pc1 Michael you pulled it um yes the item with reference to I don't know if I'm pronouncing it right um cugas um I believe this is the third part of pc1 page 76 of 134 just an issue with reference to the certificates of insurance um the policy expiration dates are 5324 um and those need to be updated before we Mo that's tomorrow yes okay good catch they may automatically get updated typically with people that continue to do business but it's good for St check into that that all you have Michael that's all I got on that one thank you all right you want to make a motion on that move okay I move that objection second all right second Sam that was Sam uh any any other discussion all right good all right pc1 Bill hook yes David Porter yes yes John chesher yes Michael gelfin yes Sam Shannon Sam yes sorry Tom berer yes tragick McCoy Yes Virginia Ferris yes all right okay uh PC2 Michael gelfan so I saw that there was some backup uh information provided but I'm still uncertain as to the WID spread uh in the bids on this project I had asked the same question and got the responses back yep yeah yeah the response was basically that's the way it is oh we do go in with a budgeted amount we the 2.7 was within our budget range for the project so it's not like we're just accepting whatever um prices came in we had a we had a budget range that we anticipated um the other items again I I I don't even know if I want to voice this opinion but um sometimes we get bids um on especially on Commodities that are outrageous because I don't know if the vendors are busy and they're not sure if they want um they want to take on the job um I've had contractors and I I know Mr chesher and I have had experiences where contractors have openly said well I'll put in a crazy number because if you take it I'll gladly give up whatever else I'm working on to to do that job for or some crazy number um so I I can't really speak to exactly why there there is such a variant I know that Roofing is obviously a challenging industry right now um we love it when we get good prices that are in range we've certainly had bids come in on different Commodities and projects where all the bids came in way above price and we have no choice we know what our budget was we can't afford to move them um we have to investigate why um we felt pretty comfortable on this one with Crowder roof Roofing is somebody that's worked with the district quite quite often they've done a number of roofs with us um as of recently so we know that their quality is good and that because their price was within our budgeted range um it seemed like validating the other ones weren't not nearly as necessary as accepting the current roof price for a Crowther yeah Michael I had pulled I didn't pull this one but I had asked questions before about number one only three bids and I thought okay why why is that was and it's a tough job so that's understandable that roofers would rather hit the easier faster jobs because they're in demand um and a 58% bid spread to me sometimes means lousy drawings or you know something where they have to make a lot of guesses and they don't want to guess on the low side but that didn't seem to be the case either it's just you know I agree with Mr Dolan that somebody you know if they're on the list and you're asking them for a bid and they want a bid and they just throw a number out there and see if it sticks I have worked with cther before and good roofer so I didn't have any heartburn over allowing this one to move forward with with this sprad we did reach out to crter and and verify you have everything covered this is your amount you want to go with they said yes everything's covered um in the drawing so we did verify that and I hard bid that's about the extent we can do with that yep Michael you may still be mut all thank you thank you okay uh need a motion on PC2 move to go forward without objection seven okay any other discussion right Jud PC2 Bill hook yes David Porton yes John chesher yes Michael gelfin yes Sam Shannon yes Tom burer yes tadrick McCoy Yes Virginia Ferris yes okay uh we are down to in progress FCA work update okay as I always say um you're always welcome to go and look at this online I'm going to zip through um the early stuff just because hey can I oh please go ahead I interrupt for one second can I interrupt yes go ahead Tom I I I apologize I am getting to where I'm going and I don't think I'm needed for the quum anymore that is correct we have we have we will continue having a quum without your presence have a great day guys you don't need to see you thanks thanks thanks Mr Burger and I just noticed that um uh Frank Simon has joined oh goodness okay okay thank you for letting us know that I appreciate that well then he disappeared again but he's he's presenting now uh oh yeah don't let him present I'm gonna try not to oh my gosh can you actually uh go to Mr Simons yeah and then see if you can yeah I'm trying to because this is his stop sharing it says there's an X in the middle of the screen yeah but that's his I can't click it oh oh um I know this is funny um let's go back to me sharing there you go okay back on to staff updates okay I think I was gonna say Jud can you verify that um it appears to be correct now yeah okay excellent okay I'm gonna zip through these um Jud so you just keep scrolling as as as quickly as I go um the most of these updates are ones you see every month and we just keep up updating the numbers and updating the project so there you see some number um they're all pretty consistent with our progress the um as Miss Evans will probably uh site we're bringing in a lot of money um fast um this is our upcoming solicitations I know a lot of our contractors like to know what's coming up the difference between the procurement uh the uh continuing contracts and the U the rfps sorry um here's what uh for corks benefit to know what we anticipate bringing forward in coming months um develop yeah development activities um I'm not going to read through these but these are generally outlined in some of that other some of those other ones um lots of projects are still moving into design because we're um getting into summer and now that those projects have been pushed forward we're starting to back feed um the next line of uh projects which will be in the fall in the winter our facility renewal activities certainly um a number of pages of those uh with uh updates um I'm not going to go through um any of them because nothing necessarily stood out as something I wanted to call attention some of our great photos of some of the work that's going on okay uh first first item up that I'll go a little slower on Jud um was um this is our new West acreage Area School we trying to weed out the word Arden but essentially for those who remember Ard uh School in the Arden Community um we had an Outreach presentation um with the community a few weeks ago and um our groundbreaking ceremony is coming up on May 7th and again if if everybody if anybody's interested Michael I can't pull it up uh we can let you know this groundbreaking for those of you who are fam familar it's it's at Arden there's a front property um it's called canefield Trace is the name of the road out in front 2 pm 2 pm on U May 7th so certainly um if you're there you're have the opportunity we'd love to have you join us and celebrate the uh groundbreaking um as you can see construction's already going to be moving forward in June we're they' actually mobilized already there you go they mobilized already so um next one up um Grove Park um our illustrious project manager um Jud is um anticipating TCO very shortly we actually we received TCO on the first floor of the the building because we're we're um waiting for the permanent elevator certificate to be issued because the temporary one is expired so we can't get second floor yet but that should be any day now and the expansion section is in final inspect inspection so it should we should get TCO on that before we hit the summer so so we will be there you go there photos the the outside um and certainly Jud will gladly uh take anybody on a tour if they so choose um as I took my daughter on a tour so I think he might be a better tour guide than I was um Pine Grove Pine Grove is um well under construction as you saw I had earlier some photos that of us touring the site um this is a project that we anticipate U opening up um as a reminder you can see the the big dut Square um on the top right is where the students are existing um while construction is going on on the two existing buildings that are under renovation and the big Z building is our new construction so those three buildings will be uh we anticipate will be ready for uh for start of school in August and there's a zoom in on the uh the two renov renovated buildings okay next up is Windbrook Windbrook has um early on in the construction process um abatement and Foundations are are in go ahead and there's our fun uh underground uh installation inside the existing slabs okay I showed you this pH um earlier um but I wanted to make sure I showed more kids in in this one this is our our groundbreaking at West Riv and I believe they are starting um right as soon as school is over the that I recognize ah yes that's correct and I I think we had photos of some of the dignitaries that were there as well so um okay our next one is Del R full service we have a TCO on that facility and they're already starting to plan I wish I had thought of it ahead of time I now think of it now um they had um this site is so popular um they gave us photos of the signups the registration day it was there were hundreds there were 250 300 people signing up lines all the way through this entire um area uh for signing up students for this uh the for the the new programs that are going to be going on and that's expected to go on um shortly in addition Roosevelt we are also just so everybody's aware sorry back to Carver um we are looking at Carver phase two which is renovating the historic building one and uh building number 12 for academic um adult dead programs like culinary uh building 12 is our our um is our cafet IA so it will be turned into a Culinary Academy and building one is a series of classrooms so we are going to be rolling right into that we're going to be hiring a designer we're going to be meeting with the um the city of delway beach make sure that um their historic preservation folks are on board um because right now we plan on keeping it so we're going to renovate it and let the his State historic resources folks know that uh we're doing so and hopefully in um in support by the U the dely beach uh community so if you're taking over the cafeteria for culinary you're building a new cafeteria for the students this is an adult dead facility so there really is not cafeteria no there there are there are areas in which they have vending machines and areas to sit down and study a lot of the adults might come in for one class take an hour off and then go to another class we give them places to sit to study open up their computer and whatnot so they can eat at those places well I would think the culinary would a good job would be to serve some meals when when it's when it's up and running we certainly expect that that will be a a great uh tie in yeah profit Center opportunities to learn opportunities to experience it's just like the the hair cutting getting your haircut from the uh from the petitions in the programs so um historic Roseville that project is underway it's just underway we're going through the demolition we've got uh like you can see it right there we have lead paint in some of the exterior of building nine so we've got remediation services that are going on on that and uh we're moving forward with uh we expect to be moving forward with the constructions shortly the S Ridge house is visible in the area I was going to say you want to go back to slides and see if the uh if you can see the Sumer rid it's down here Bott the one at the bottom right very bottom right corner now that that this no keep going no all the way that right that's the new one that's the seal White Construction Academy house that'll be dedicated now the the one that Jud was pointing at the one just above that um it's a house that we've acquired Lane that we've acquired using it for ouru trail have to bring in construction trailer and we saved a couple hundred thousand rentals when did you buy that um very recently oh God and it eventually that'll be turned into uh drainage for the site yeah at the end house caused a 4mon delay in us getting a building permit because of the driveway location into the house and had to move the whole driveway designed for the sem R oh goodness so you could have bought it six months ago I would had a permit delay okay never mind okay seal Trails uh core expansion um this project is moving towards its completion um we anticipate that kitchen will be turned over and operable in May um Timber Trace yay I think this will hopefully be our last time we actually have the timber Trace reference in our projects as we are getting to final completion um our La last slides are are minor projects and um with darthy uh still online I won't say anything bad but yeah we got a this is just a smattering a very small smattering of the of the projects that Dorothy and uh and the and as we refer as her minions Dorothy and her minions are working on they have a ton of projects all over um that's uh question um bus compounds I thought we've had a bunch of bus compound contracts and I don't know if we got the gmps and Designs are anything happening physically with any of the bus compounds there are we have a couple facility renewals that are ongoing in design right now for um facility uh bus compounds we we do plan do any either Replacements or new facilities on three different locations those that we're currently holding uh we're working out the funding of those um whether it's going to go through taxing or borrowing uh the legislation changed so that we actually can borrow for ancer facilities now this just recently I think we're working through with lean about when the best time is to go forward with those projects so they are still planned um tentatively we're going to go forward probably with the South Transportation facility first um uh the latest plans but we're really looking at all of them quickly but they're upcoming even North and North you know we're trying to make sure that there's um symbiosis if we can uh do the north Transportation at the same time we're doing uh North Tech and re Beach prep which design and and we can share possibly Chiller yards things like that we're looking at different options did we have any of them that construction drawings are done or we're not that far with any of them yeah okay so but yeah funding had had been a challenge for us and and uh uh we know knowing we need to to do it right and not short arm it I I hate to say it the way it sounds but we didn't want to do a half a project and not get the facility built for another 50 years the way it needs to be built or or have the ability to expand in the future if need be so that's why we want had to make sure we had the funding and that that's uh I think that I think it was signed by the governor I I think um which will allow us to do that to use cops borrowing because another 50 years the buses will run off of orange juice probably well we are in fact doing a big push for uh solar right now I think we have 20 buses EV EV charging and um we got a grant through the state so they're paying for um I believe it's like three different locations I think three chargers at each and buses for all those those locations um so we're that's being installed right now at at um with FPL that they're kind of championing it for us but we will have some EV buses going for next year and we know the challenges um on the technology we recognize that I know because if if cork um you're your one of your charges is to make sure we're spending the money right we still want to make sure we do So Pro appropriately with the um that the technology isn't isn't a buy that we're we're end up we we're going to end up needing to replace you know a year from now um we have to make sure that buses can hold the charge yeah for the entirety of run runs and that the time to recharge are there fast Chargers that allow that but those fast Chargers run through batteries faster things like that these are all the challenges in in the technology that's ever changing so we're trying to stay on top of that and that's one of the things that that Council of great City Schools is great for because a couple of the districts have gone through this before and made some mistakes where they they put in Chargers and it took you know 12 hours to do a charge so you do your morning run and that bus is out of service till the next day but we upgraded ours to make happen and things like that so we we try to learn from the other districts and and try to do it right it takes a car on a fast charge anywhere from five to seven hours so the bus has got to be double that right somebody hand question a hand it was Michael Michael yeah um with reference to the EVs and I'm a great proponent of that in many ways but there's a couple of issues I've seen with clients one is uh when the um uh permitting requirements seem to require in many locations that the uh Supply from the power company in this case of course fpnl be and the circuits uh assume that all of the EV stations are running full bore with everything else which means that you don't have enough amperage uh to do anything else once you put them in you're sort of locked in uh and second fpnl once you're off their intro program the rates that they charge may not be competitive oh okay well that's something to look into what the rate rate schedules are going to be and are they going to change and um for our buses don't we have a pilot program with fpnl where they're providing the Chargers and bu everything right to charge them um I know that they've been through permitting so we've worked out the the load issues already but um we can ask about the rates I don't know how that works well I would think you know okay maybe it's a one-year pilot program they're willing to give it to you and then okay then what are you gonna have to pay oh it's a tenure no I see Miss Evans Le go ahead I was just going to mention that part of the grant that's the Grant application that we completed was a partnership with fpnl and they are providing the charges at no cost um we are certainly looking to the rates will be and the usage will be but fpnl is a partner with us in getting this done so I'm assuming that the U equipment that weing the charging stations will be appropriate because they're so integral in our um and the Grant and and getting that up and running it's their it's their benefit for it to work obviously but we will be keeping an eye on the electric bills okay I can't see who that is hand up uh no someone wants to join the call not a hand up anyway okay um any other questions for staff any issues there next one all right um followup I had a couple comments followup um item one on the followup letter is 814 months ago uh I don't know how we get that moved forward because think 14 months is too long to get back to Cork on something uh it's and and and this has been my issue of getting the policies through no 14's not a policy what's that it's not a policy overhead profit calculation stuff pending a future Court meeting and that's now that was dated 14 months ago ah was it was it 14 months ago what says 322 probably 1923 about two months 2023 yeah okay well we'll we'll work on that and get it well that's the thing staff has been working on it um they have Friday meetings and we've been talking um with uh cont or with purchasing with contracts uh because we're not just looking at it as what we're doing now we're also looking at what we should be doing going forward so we're trying to do that together that's caused a little bit of a delay but um it's it's noted that it it's a long time okay yeah the other one would is uh from nine months ago with the policies and so and that's me that's okay and number three um is a new item from last month yeah three I'm I'm okay with any of those I saw that I I appreciate item three and I'm just wondering uh the the other part of the question I had was uh the student expecting in the new school are they relocating From Another Part of Palm Beach County or are they new to Palm Beach County so I don't know if you can answer that question uh are we talking about the Arden is that yes yes the ardan school forgive me I keep going back to saying even after I said I wasn't going to do that um the West acreage school is actually in the ardan community and the ardan community itself will almost exclusively um fill the entire School up it's a 970 seat school um there are uh the capacity of that Community I don't remember is it 2100 houses or something um there there are uh enough students just within the ardan community to fill that up where those students that are live in the Arden Community are currently going to Binks forest and Binks Forest is dramat is one of our most overcrowded schools so they'll this will um dramatically reduce their numbers um at Binks and make it a more tolerable more reasonably sized uh student student count and Miss ver so we our demographics Department track all new housing developments in the in the district and they project forward a certain percentage of those are going to have schoolage kids well ardan just blew the numbers out of the water what they're projecting of typically in a development of having elementary school kids they've everybody that's moving there has little kids and and want to go to school so uh we keep on top of it and that's why we ended up moving that project forward because of the um influx of people in that area and it continues to grow um to relieve pressure from Binks Force that's just um right I I understand all that and I'm not disputing the need for the school at all I'm just questioning are these students just moving around within Palm Beach County or are you anticipating that they're moving from out of Palm Beach County are they actually new students to Palm Beach County that I don't know if you can answer that it's a little bit of both um for example we anticipate the first uh there are 650 students in Binks that are going to be moving into the uh that that currently reside here now that are going to be moving into the new let's call it Arden school um but we're building a 970 student school so there is an anticipation that there will be you know when ardan's build building there's presumed that there will be people from out of town moving in to the community so it's a little bit of both oh I thank you I thank you for getting the information okay anything else on followup all right date of our next cork meeting is on the agenda June 6th and anyone with issues on the minutes they we good hearing none minutes are accepted anything else for our meeting by any member anything for our next agenda that we have in already told staff of I just want to point out that I've been working with Aon Monier and she's fantastic and I've given a new um um email address because my current one was giving me problems so there'll be a new sheet coming out and if you'll take a look at the different uh email address I'm taking over what used to be my husband's it's now Faris f um and and that so far that's been working I've been keeping his because friends have been keeping in touch that way but um that one has been working so if you take a look at that I'd appreciate it we'll update the system and and yes Erin had mentioned to me thank you very much for for letting us know Erin's been wonderful than Mr Barbary Mr Barberry good morning um I didn't know if the cork members knew last night the the board approved the change in our regular meeting for the month of October it moved out a week so it may affect the cork schedule I know a lot of people you know have vacation plans or whatever so you may want to check um and figure out whether the cork meeting is going to move I know you guys get your schedule a year in advance but uh since we moved the meeting last night in October the 23d okay yeah thank you sir yes we will certainly make sure we update um and coordinate with with the the chair um here and um if if need be we'll adjust the uh cork meeting right away so that we can make sure you everybody has planted it Mr barbier are you still looking for appointees to Cork yes I am nobody's called I know that that you know that you guys have U staff has put out a couple different messages but I've got nobody that's called me that's interested okay thank you I mentioned it at the golf event the other day seeing some of the contractors saying you know is there seeing if there's anybody around that might be interested so certainly we're trying to press press the pavement on that okay okay and if any member has something they want staff to look at between now and the next meeting you can just uh email Dorothy with that um if nothing else we are adjourned thank you Jud Michael did you receive my email Michael good job I do e e e e
