I WILL NOW TURN THE MEETING OVER TO THE SUPERINTENDENT. >> Mike Burke: THIS WORKSHOP IS COURTESY OF SEAN BERNARD OUR GENERAL COUNSEL. >> I MUST SAY GOOD AFTERNOON, MADAM BOARD CHAIR, VICE-CHAIR BARBIERI FOR TONIGHT. AND BOARD MEMBERS SUPERINTENDENT BURKE INSPECTOR GENERAL MICHAEL AND THE ENTIRE LEADERSHIP TEAM, I AM SO HAPPY TO BE ABLE TO REPORT THAT THE OGC CERTAINLY CAUGHT THE WAVE OF GROWTH IN FY2024 AND I'M SO PLEASED TO BE ABLE TO PRESENT THE HIGHLIGHTS AND THE HARD WORK AND DEDICATION OF MY TEAM OVER THE PAST YEAR. -FOR-FY24 WE HAVE LOOKED AT THREE KEY AREAS. THE SCHOOL BOARD AND DISTRICT SUPPORTS THAT WE PROVIDE. IMPLEMENTATION OF COURSE OF OUR NEW GROWTH PLAN. AND COMMUNITY ENGAGEMENT. SO THE MAIN FOCUS OF THE WORK OF THE OGC IS ALWAYS BEEN TO PROVIDE AND PROMOTE LEGALLY COMPLIANT LEADERSHIP ACROSS THE DISTRICT. THIS YEAR, OUR FOCUS ALSO INCLUDED THE FULL IMPLEMENTATION OF OUR OGC GROWTH PLAN. WHICH WE PREVIEWED FOR YOU AT THE END OF LAST YEAR. IF YOU RECALL. OUR TEAM WAS SUPER, SUPER EXCITED ABOUT EXPLORING NEW AND INNOVATIVE WAYS OF ENHANCING OUR EXTERNAL SERVICES. HOW WE INTERACT WITH OUR DISTRICT PARTNERS. AND THEN, OF COURSE, OUR INTERNAL OFFICE CULTURE. AND ALIGNING THE WORK THAT WE DO WITH THE DISTRICT'S STRATEGIC PLAN. SO WITH THAT CONTINUED FOCUS, AND OF COURSE, OUR INCREASED VISIBILITY AND IMPACT TO THE COMMUNITY, THAT REALLY PUTS THE SPOTLIGHT ON WHAT OUR FOCUSES WERE FOR FY24 AND I'M HAPPY TO BE ABLE TO HIGHLIGHT SOME OF THE EXAMPLES OF THAT THROUGHOUT. FOCUSING FIRST ON THE DISTRICT SUPPORTS, THERE ARE MANY WAYS IN WHICH YOU ALL KNOW THAT OUR TEAM INTERFACES WITH THE BOARD AND OUR DISTRICT LEADERSHIP. MOST OF WHICH YOU ARE FAMILIAR WITH AND HAVE GROWN ACCUSTOMED TO SUCH AS THE ALERTS OUR REGULARLY SCHEDULED MEETINGS AND PARTICIPATIONS IN THE SUPERINTENDENT'S LEADERSHIP MEETINGS. TRAININGS, WORK GROUPS, OUR COMMITTEE INVOLVEMENTS, PARTICIPATION IN DEPARTMENT SPECIFIC RELATED MATTERS AND OF COURSE RESPONDING TO THE CALLS THAT WE GET THROUGH OUR HOTLINE. WE GET LOTS OF CALLS. SO THE OGC'S REMAINS AND THIS IS WHAT IS MOST IMPORTANT TO THE WORK WE DO THAT WE ARE THOUGHT PARTNERS BECAUSE WE ARE INTEGRAL COLLABORATORS IN CARRYING OUT THE DISTRICT'S WORK AND WE ARE EXCITED TO BE PART OF THE EXCEPTIONAL WORK THAT HAS LED TO THE A RATING OF OUR GREAT DISTRICT AND WE REMAIN COMMITTED TO PROVIDING THE LEGAL SUPPORTS NECESSARY FOR THE OVERALL SUCCESS OF THE DISTRICT. NEXT, THE FOCUS OUR NEW GROWTH PLAN. I CAN'T SAY ENOUGH ABOUT THE WORK THAT WENT INTO THE IMPLEMENTATION OF THIS PLAN. IN ALIGNMENT WITH THE DISTRICT'S STRATEGIC PLAN, WE WERE EXCITED TO SHARE SOME OF THE UPDATES OF THAT PLAN. AND SO OUR GROWTH PLAN AS YOU CAN SEE, IS CENTERED AROUND TWO MAIN THEMES. THE FIRST THEME BEING CLIENT-CENTERED ENGAGEMENT AND THAT IS THE EXTERNAL PIECE THAT I SPOKE ABOUT EARLIER. AND THEN, OF COURSE, THE COMMITTED EMPLOYEES THE INTERNAL FOCUS AND LOOKING AT HOW WE INTERACT WITH EACH OTHER WITHIN OUR DEPARTMENT. UNDER THE CLIENT-CENTERED ENGAGEMENT OUR AIM IS TO ENHANCE THE EXPERIENCES OF THOSE WE COLLABORATE ON ON A DAILY BASIS. WE PUT TOGETHER A NUMBER OF COMMITTEES TO WORK ON INITIATIVES AND OUR TRAINING AND RESOURCES COMMITTEE BEGAN WORK ON UPDATING OUR PRINCIPLE LEGAL TOOLKIT. YOU'VE PROBABLY HEARD ABOUT THAT. WE GET A LOT OF FEEDBACK FROM OUR PRINCIPALS ABOUT IT. IT IS A RESOURCE FOR OUR PRINCIPALS THAT STORES GUIDANCE FOR PRINCIPALS ON THOSE THINGS THAT ARE COMMON. THINGS THAT SCHOOLS HAVE GROWN TO EXPECT TO OCCUR AND IT IS A GREAT RESOURCE TO HAVE HANDY TO ADDRESS SOME OF THOSE ISSUES. DOESN'T MEAN THAT WE AREN'T THERE AND WE ARE NOT A PHONE CALL AWAY TO ANSWER THOSE ALL IMPORTANT LEGAL QUESTIONS BUT THAT IS A GREAT RESOURCE WE'VE GOTTEN GREAT FEEDBACK ABOUT THAT. THIS COMMITTEE WAS FOCUSED ON UPDATING THAT AND MAKING SURE WE HAVE THAT INFORMATION AND GUIDANCE AVAILABLE TO OUR PRINCIPALS. AND THEN, OF COURSE, WE HAD OUR SPECIAL PROJECTS COMMITTEE. WHO WORKED ON SECURING CERTIFIED COURT INTERPRETERS TO ASSIST OUR POPULATION OF SPEAKERS OF OTHER LANGUAGES. THIS COMMITTEE WORKED ON THE DEVELOPMENT OF OUR OFFICE DIRECTORY TO HEADACHE SURE THAT WE ARE BEING GOOD PARTNERS IN OUR OFFICE AND THAT WE ARE ENSURING THAT OUR PROCEDURES ARE UP TO PAR. AND THEN, OF COURSE, WE HAD OUR OFFICE SYSTEMS AND EXPECTATIONS COMMITTEE. THEY SUCCESSFULLY PLANNED AND EXECUTED VARIOUS OPPORTUNITIES FOR OUR ATTORNEYS AND STAFF TO CELEBRATE AND ENGAGE WITH ONE ANOTHER AND ONE OF THE THINGS THAT WAS REAL HIT THIS YEAR WAS THE DISTRICT LED INITIATIVE SUCH AS THE STAR STRUCK BY YOU HR WEEK OF EVENTS WHICH WE REALLY DUG INTO. WE HAD A HIGH SCHOOL ROLL CALL. IN OUR OFFICE WHERE WE WERE SHARING PICTURES OF OUR SENIOR HIGH SCHOOL PHOTOS AND, OF COURSE, THE COMPLIMENT WALL THAT WAS CREATED IN MY OFFICE AND THAT WAS A REAL HIT. THERE'S SOMETHING TO BE SAID ABOUT COMPLIMENTING THE PEOPLE YOU WORK WITH. IT'S A COMPLIMENT CAN GO A LONG WAY. SO THAT WENT OVER WELL IN OUR OFFICE AND IN FACT, I GOT A COMPLIMENT OF MY OWN. IT'S BEAT UP AND I KEEP IT ON MY LAPTOP IT SAYS WE LOVE YOU. IT'S JUST SOMETHING THAT I THINK IS IMPORTANT TO TELL PEOPLE THAT YOU WORK WITH HOW THEY MAKE YOU FEEL WHEN WE INTERACT WITH EACH OTHER ON A DAY-TO-DAY BASIS. THAT WENT OVER WELL AND THANK YOU TO THE DISTRICT'S HR DEPARTMENT FOR PUTTING THAT TOGETHER. AND FINALLY, THE OFFICE ENGAGEMENT. AND COMMUNITY INVOLVEMENT. OUR OFFICE CERTAINLY IS VERY WELL-KNOWN BOTH IN THE LEGAL COMMUNITY AND OF COURSE IN OUR DISTRICT PARTNERS FOR OUR VERY STRONG INVOLVEMENT IN THE COMMUNITY. OUR TORNS AND STAFF ARE ATTORNEYS AND STAFF ARE DEDICATED TO HOURS OF VOLUNTEERISM. WE ASSIST IN MOCK TRIALS BOTH HERE AT THE DISTRICT WITH OUR STUDENTS IN SOME OF THE VARIOUS SCHOOL CENTERS AS WELL AS SOME OF THE MOCK TRIALS OFFERED IN THE BROADER COMMUNITY. THIS YEAR WE AGAIN HOSTED TWO OUTSTANDING INTERNS FOR OUR SUMMER INTERNSHIP PROGRAM. WE HAD HIGH SCHOOL STUDENT AND A LAW STUDENT. SO I AM SO PROUD TO BE ABLE TO INCLUDE THESE ACCOMPLISHMENTS AND, OF COURSE, I HAVE TO THROW IN THE FACT THAT I WAS ABLE TO ATTAIN MY BOARD CERTIFICATION IN EDUCATION LAW THIS YEAR. SO THAT WAS SUPER EXCITING TO BE A PART OF SOME OF THE SIGNIFICANT ACCOMPLISHMENTS THAT ARE HAPPENING IN OUR OFFICE. AND THEN HERE YOU WILL JUST SEE, A VISUAL OF SOME OF THAT COMMUNITY ENGAGEMENT THAT I SPOKE ABOUT. I'M NOT SURE IF YOU CAN MAKE OUT EVERYTHING IN THERE. BUT SOME OF YOU WILL PROBABLY REMEMBER THAT OUR TEAM DID VERY WELL THIS YEAR IN THE SUPERINTENDENT'S ANNUAL HALLOWEEN COSTUME CONTEST WITH OUR BARBIES. AND SO THAT WAS VERY EXCITING FOR OUR TEAM. WE TEND TO GET A REPUTATION OF REALLY GOING ALL IN ON THESE ACTIVITIES. SO THAT WAS JUST A LOT OF GREAT FUN. THANK YOU Mr. SUPERINTENDENT FOR ALLOWING US TO EXPRESS OURSELVES IN A DIFFERENT WAY. HERE AT THE DISTRICT. AND THEN, OF COURSE, THE TAKE YOUR SONS TO DAUGHTERS. WE WERE ABLE TO ENGAGE WITH OUR STUDENTS IN A MOCK TRIAL THAT WENT OVER VERY WELL. THE STUDENTS LOVE IT. AND WE EVEN HAD THE IG'S GENERAL COUNSEL JOIN US, I BELIEVE, HE PLAYED THE ROLE OF I DON'T WANT TO GET IT WRONG, Mr. PIGGY IN THE THREE LITTLE BEARS STORY. IT WAS A GREAT TIME AND A GREAT WAY FOR US TO INTERACT WITH ALL OF OUR PARTNERS HERE AT THE DISTRICT. I WILL TALK A LITTLE BIT NOW ABOUT OUR APPROACH TO THE WORK. BECAUSE EQUALLY AS IMPORTANT TO THE THREE AREAS THAT WE FOCUSED ON THIS YEAR, HOW WE APPROACH THE WORK HAS BEEN A KEY FOCUS AS WELL. WE OFTEN DESCRIBE OURSELVES AS A FULL SERVICE LAW FIRM BECAUSE WE ARE FULLY STAFFED WITH DEDICATED ATTORNEYS AND SUPPORT TEAM MEMBERS. ZEALOUSLY DEDICATING TO PROVIDING OUR PARTNERS AND OUR BOARD MEMBERS WITH REPRESENTATION FROM A CROSS COLLABORATIVE LENS. AS YOU CAN SEE HERE FROM THIS EXAMPLE, THE TOTAL ATTORNEY HOURS REFLECT ONLY A FRACTION OF THE WORK CONDUCTED BY OUR OFFICE. ON BEHALF OF THE BOARD AND THE DISTRICT. AND IF YOU ARE LOOKING AT WHAT I WOULD CALL A NOMINAL RATE OF 250 AN HOUR I'M NOT SURE THERE'S MANY ATTORNEYS IN OUR INDUSTRY WHO WOULD WORK FOR THAT HOUR BUT THAT YOU ALLOWS YOU TO GET A SAMPLE OF WHAT THE SAVINGS AND RETURN ON INVESTMENT IS BY HAVING YOUR IN-HOUSE COUNSEL TEAM. YOU CAN SEE THAT WE WERE ABLE TO KEEP THE OUTSIDE COUNSEL FEES AT A MINIMUM. ONCE AGAIN THIS YEAR, SO WE ARE REALLY DOING THE BRUNT OF THE LEGAL WORK. AND SO THIS SLIDE ALLOWS YOU TO SEE WHAT THAT IS AND ALSO TO PAINT A PICTURE OF WHAT IS ON THE HORIZON FOR FY25. WE HAVE DUE TO OBVIOUSLY THE INCREASES IN CASES, AND THE PARTICULARLY OUR LITIGATION PRACTICE GROUP WHICH HAS FIVE ATTORNEYS AND ONE LEGAL ADMIN WE WANT TO GIVE THAT GROUP THAT PRACTICE GROUP A LITTLE MORE BREATHING ROOM SO WE HAVE ASKED FOR A LEGAL ASSISTANT AND HAD AN INCREASE IN OUR COURT REPORTING FEES WE'VE ASKED FOR ADDITIONAL SUPPORT AND COVERAGE FOR THAT AS WELL. ALL RIGHT. INDIVIDUAL PRACTICE GROUPS AND HIGHLIGHTING SOME OF THE WORK THAT THEY HAVE DONE. THAT'S WHAT THE NEXT COUPLE OF SLIDES WILL REFLECT HERE. OUR ACADEMIC GROUP ACCOMPLISHED INCREASING THE NUMBER OF HEARING A OFFICERS FOR OUR DISCIPLINE CASES. IT REALLY TAKES AN INDIVIDUAL WITH A PASSION FOR THAT KIND OF WORK. OUR DISCIPLINE CASES AS YOU KNOW AS BOARD MEMBERS CAN BE HEART WRENCHING AT TIMES. SO WE'VE BEEN ABLE TO GET COMMITTED INDIVIDUALS IN THE LEGAL COMMUNITY WHO ARE WILLING TO STEP UP AND SERVE IN THE CAPACITY OF OUR HEARING OFFICERS. ADDITIONALLY THIS GROUP HAS WORKED VERY WELL AND HAS HAD A SIGNIFICANT ROLE IN THE DISTRICT'S REENGAGEMENT AND TRUANCY PROJECT. WE HAVE GOTTEN A LOT OF GREAT FEEDBACK ON THAT WORK. SO HAPPY TO BE ABLE TO HIGHLIGHT THAT FOR YOU TODAY AS WELL. OUR BUSINESS OPERATIONS GROUP HAD A SIGNIFICANT INCREASE IN CONTRACTS THAT WERE REVIEWED THIS YEAR OVER 1200 CONTRACTS WERE REVIEWED. THEY HANDLED COMPLEX CONSTRUCTION AND DESIGN PROJECTS, THE GROUP WAS INSTRUMENTAL IN THE MEDIATION AND NEGOTIATION OF SETTLEMENTS OF A NUMBER OF CASES THAT LED TO COST SAVINGS TO THE DISTRICT AND ASSISTING THE BOARD AND DISTRICT WITH GETTING THE HALF CENT SALES TAX REFERENDUM ON THE 2024 BALLOT SO THAT PARTICULAR GROUP WAS INVOLVED IN THAT WORK AS WELL. OUR GOVERNANCE GROUP CONTINUED ITS WORK IN ASSISTING THE BOARD AND DISTRICT ON COMPLIANCE MATTERS INCLUDING POLICY DEVELOPMENT, WE'VE WORKED CLOSELY WITH THE DISTRICT'S CHIEF OF STAFF OFFICE IN DEVELOPING WAYS OF MAKING THAT POLICY PROCESS A LITTLE BIT BETTER A LITTLE BIT EASIER. WE STILL GOT A WAYS TO GO. BUT POLICY WORK AS WE ALL KNOW IS VERY DIFFICULT. IT'S COMPLICATED. BUT WE HAVE BEEN THERE EVERY STEP OF THE WAY TO TRY TO MAKE THAT A LITTLE BIT BETTER AND MORE EFFICIENT ALONG THE WAY. AND THEN, OF COURSE, WORKING WITH OUR DISTRICT TEAM MEMBERS ON TRACKING THE LEGISLATIVE CHANGES AND STATE BOARD OF EDUCATION RULES. AND A LOT OF TRAINING HAS COME OUT OF THE GOVERNANCE AREA THIS FY24 WITH RESPECT TO STUDENT PRIVACY RIGHTS. SO WE'VE HAD A LOT OF NEW PRINCIPALS AND A LOT OF TRAINING ON THAT AND MANY OTHER SUBJECTS. AND THEN FINALLY OUR LITIGATION GROUP WAS QUITE VICTORIOUS THIS PAST YEAR. BEING VERY SUCCESSFUL IN MAJOR HIGH PROFILE CASES OVER THIS PAST YEAR INCLUDING OUR BAKER ACT CASE AND THE HB1557 LAWSUIT. AND SO DUE TO THE STRATEGIC REPRESENTATION BY OUR LITIGATION TEAM HAS BEEN SUCCESSFUL IN ACHIEVING MANY SAVINGS ON SEVERAL CASE DISMISSALS AND SETTLEMENTS THIS PAST YEAR. AND SO FINALLY, AND CERTAINLY NOT LEAST, THESE ARE OUR PEOPLE. THESE ARE OUR PEOPLE. THE NEW TEAM MEMBERS. SOME FAMILIAR FACES. CAROL BASS YOU MAY RECOGNIZE THAT YOUNG LADY. AND THEN SOME NEW FACES. AS WELL AND WE SAW THIS YEAR FOR FY24 THE RETIREMENT OF OUR BRUCE HARRIS. WE BID HIM FAREWELL. AND WELCOMED IN THESE NEW FACES AND NEW TEAM MEMBERS AND LOOK FORWARD TO HAVING THEM ON OUR TEAM. AND WITH THAT, HERE IS THE TEAM OGC, ALL OF THE BEAUTIFUL PEOPLE I GET TO LEARN AND GROW WITH ON A DAILY BASIS. OUR TEAM REMAINS COMMITTED TO THE WORK OF ENHANCING OUR SERVICES AS WE CONTINUE TO PROVIDE LEGAL GUIDANCE AND THE NECESSARY SUPPORTS. I WANT TO THANK THEM FOR THE JOB WELL DONE. AND ALL THAT THEY DO TO EDUCATE, AFFIRM AND INSPIRE DAY IN AND DAY OUT AT RIGHT HERE AT OUR A RATED DISTRICT, THE DISTRICT WE ALL KNOW AND LOVE. AND SO WITH THAT I'LL OPEN IT UP FOR ANY QUESTIONS THAT YOU ALL MAY HAVE FOR ME. >> THANK YOU. BEFORE I CALL ON MY COLLEAGUES I WANT TO SAY THANK YOU FOR ALL THAT YOU DO AND I WAS ESPECIALLY DRAWN TO THE REDUCTION IN THE OUTSIDE COUNSEL FEES. AND VERY IMPRESSED. SO WANT TO THANK YOU AND Mr. BARBIERI? >> YES. >> Chair Barbieri: THIS IS MY LAST CHANCE TO DO THIS AND THE REPORT I LISTEN TO YOU TO PRESENT. AFTER BEING AN ATTORNEY FOR 44 YEARS AND WORKING WITH THOUSANDS OF ATTORNEYS OVER THOSE 44 YEARS AND BEING A PARTNER IN SEVERAL FULL SERVICE LAW FIRMS I AM IMPRESSED WITH THE OFFICE OF GENERAL COUNSEL. YOUR ATTORNEYS ARE EXCEPTION SHALL. I HAVE NOT RUN INTO A SITUATION WHERE THEY DIDN'T KNOW WHAT THEY WERE DOING. THEY PUT UP WITH ME TRYING TO PUSH MY POINT OF VIEW. AND SOMETIMES I WON AND MOST OFTEN I DIDN'T BECAUSE THEY KNEW BETTER THAN I DID. I WANT TO TELL YOU IT'S BEEN A PLEASURE WORKING WITH ALL OF YOU AND THE ATTORNEYS AND STAFF IN YOUR OFFICE AND I WILL MISS WORKING WITH YOU. BUT I STILL HAVE YOUR PHONE NUMBER. IF I HAVE A QUESTION ABOUT EMPLOYMENT LAW I WILL BE GIVING YOU A CALL. THANK YOU FOR EVERYTHING YOU'VE DONE FOR THE DISTRICT AND THE CHILDREN IN OUR SCHOOL DISTRICT. >> >> Karen Brill: MRS. WHITED FIELD. >> Erica Whitfield: THANK YOU SO MUCH. YOU DO AN AMAZING JOB I'M IMPRESSED WITH THE WORK YOU DO. I THINK SOME OF THE THINGS I WANT TO ECHO THAT I APPRECIATE IS THE WAY THAT YOU CREATE SUCH A WONDERFUL PLACE TO WORK FOR YOUR EMPLOYEES AND FOR EVERYONE TO HAVE THE OPPORTUNITY TO GET INVOLVED IN LEADERSHIP THROUGHOUT THE DISTRICT AND THE COMMUNITY. I THINK WHEN WE GO OUT INTO THE COMMUNITY AND SEE THE FACES OF OUR GENERAL COUNSEL STAFF, IT REALLY SHOWS WHAT AN AMAZING PLACE IT IS TO WORK AND HOW YOU ARE ENCOURAGING THEM TO PARTICIPATE IN THE COMMUNITY THAT WE THEN SERVE WHICH IS SO IMPORTANT. I THANK YOU SPECIFICALLY FOR DOING THE SUMMER INTERN PROGRAM. I HOPE YOU WILL SEE IF YOU CAN CONTINUE TO EXPAND. I THINK THAT THAT IS SOMETHING THAT EVERY DEPARTMENT IN THE DISTRICT NEEDS TO DO ESPECIALLY FOR SOMETHING AS SPECIALIZED AS LAW. I'M GLAD YOU DO THAT SO WE CAN ENCOURAGE OUR STUDENTS HOPEFULLY GO INTO THE CAREERS ONE DAY AND THANK YOU FOR COMING TO ETHICAL GOVERNANCE DAY I KNOW WE WILL DO ANOTHER ONE AT PAHOKEE HIGH SCHOOL I'M GRATEFUL THAT YOU COME AND SEND YOUR STAFF TO BE A PART OF THOSE DAYS. BECAUSE I THINK AGAIN IT'S ABOUT INTERACTING WITH OUR STUDENTS AND SHOWING THEM THESE CAREERS THAT ARE OPEN AND AVAILABLE TO EMTH. THANK YOU. AND I APPRECIATE YOU ALL REALLY MAKE THE LAW UNDERSTANDABLE AND MANAGEABLE FOR THOSE OF US WHO HAVE NOT HAD A BACKGROUND IN IT. I APPRECIATE ALL THE WORK YOU DO TO GET ME UP TO SPEED AND MAKE SURE I KNOW WHAT I'M TALKING ABOUT. THANK YOU SO MUCH. >> Karen Brill: MRS. ANDREWS. >> Marcia Andrews: IT ALWAYS STARTS WITH LEADERSHIP AND YOUR LEADERSHIP HAS BEEN IMPECCABLE AS I LISTENED TO YOU TODAY IT IS WONDERFUL TO KNOW HOW YOU ALIGN YOUR OFFICE TO FOLLOW THE STRATEGIC PLAN SO WE DON'T MISS A BEAT FROM A LEGAL STANDPOINT. I -- I LOVE THE LEGAL TOOLKIT I TALKED ABOUT THAT LAST YEAR THAT IS A HIGHLIGHT FOR THE PEOPLE OUT IN THE FIELD. WHEN THEY NEED HELP THEY CAN PULL IT UP AND GET WHAT THEY NEED. I'M ESPECIALLY EXCITED ABOUT THAT YOUR EDUCATION LAW CERTIFICATION THAT YOU GOT. THAT IS A BIG DEAL TO HAVE THAT EXPERTISE AND TO BE VALIDATED BY PEOPLE AT ANOTHER LEVEL TO SAY YOU'VE GOT IT GOING ON YOU KNOW WHAT YOU ARE DOING. SO CONGRATULATIONS ON THAT THIS YEAR. YOU ARE ONE OF A FEW IN THE STATE OF FLORIDA THAT HAS RECEIVED THAT CERTIFICATION. BUT I LOVE THAT YOU HAVE FUN YOU KNOW HOW TO PARTY. AND HAVE A GOOD TIME. AND THAT'S A GOOD THING. BUT THERE ARE SEVERAL AREAS THAT I REALLY APPRECIATE YOU FOR. SAVING MONEY NUMBER ONE. BUT THE ACADEMIC GROUP. IT'S ALL ABOUT OUR CHILDREN AND THE ACADEMICS THAT WE DO EACH DAY FOR THEM. THE STUDENT REENGAGEMENT OUR ELL STUDENTS, ALL OF THE PIECES THAT APPLY TO THE CLASSROOM AND THE SCHOOL CENTERS, YOU'RE OUT THERE AND GETTING IT DONE AND PROVIDING THE SUPPORT. AND ALSO, THE BUSINESS OPERATIONS PIECE. YOU HAVE TO TOUCH A LITTLE BIT OF EVERYTHING THAT WE DO. AND SOMETIMES PEOPLE THINK YOU ARE JUST UP THERE IN LEGAL. NO. LEGAL ENTAILS EVERYTHING AND ALL OF OUR DEPARTMENTS WITHIN OUR DISTRICTS. AND ALSO THE GOVERNANCE THAT IS WHAT WE ARE HERE. YOU KEEP US IN LINE WITH OUR POLICIES, PROCEDURES, WHAT WE NEED TO DO TO BE EFFECTIVE SCHOOL BOARD MEMBERS WITH THE NEW LAWS COMING DOWN FROM THE STATE AS WELL AS THE FEDERAL GOVERNMENT. I SEE YOUR DEPARTMENT SITTING ON THOSE CALLS AT THE FEDERAL LEVEL AS WELL AS THE STATE LEVEL. AND MAKING SURE THAT WHEN LAWS ARE PASSED AND NEW RULES ARE IN PLACE, THAT YOU DON'T LET US MISS A BEAT. KEEP UP THE GREAT WORK. I LOVE THE STUDENT INTERNS I LOVE IT ALL, BECAUSE I THINK YOU'VE WORKED UNDER SUPER LEADERS AND NOW YOU ARE ONE OF THE SUPER LEADERS YOU ARE HIRING THE BEST TALENT KEEP IT GOING ON. I'M HAPPY WITH WHAT I SEE IN YOUR OFFICE. THANK YOU. Mr. BURKE? >> Mike Burke: I WANTED TO THANK MRS. BERNARD AND THE ENTIRE OFFICE OF GENERAL COUNSEL. THE GENERAL COUNSEL'S OFFICE REPORTS TO THE SCHOOL BOARD. BUT THEY ARE IN THE TRENCHES WITH US EVERYDAY AND REALLY IMPORTANT PART OF TEAM PALM BEACH. MRS. BERNARD AND MORALES SPEND EVERY MONDAY MORNING WITH ME FOR HOURS AS WE SORT THROUGH WHATEVER MAJOR ISSUES WHATEVER WE'RE WORKING ON IN A GIVEN WEEK AND THEY ARE TRUSTED PARTNERS THAT ROLL UP THEIR SLEEVES AND HELP US SOLVE PROBLEMS AND WORK WELL THROUGH OUR DEPARTMENTS AND SUPPORT OUR SCHOOLS. THANK YOU FOR BEING APPROACHABLE AND HELPING TO JUMP IN AND PROBLEM SOLVE. >> Karen Brill: WE CAN HEAD INTO THE NEXT WORKTION. >> Mike Burke: WE ARE GOING TO WELCOME UP MS. HEATHER FREDERICK AND DEEPAK AGARWAL CHIEF OF INFORMATION TECHNOLOGY HE IS BRINGING MEMBERS FROM THIS TEAM AS WELL AS SOME LEGAL HELP TO SORT THROUGH WE'VE GOT IT POLICIES WE WANT TO WORKSHOP WHERE WE'RE MAKING MINOR CHANGES. BUT HEATHER FREDERICK AND DEEPAK AGARWAL WILL WALK YOU THROUGH THOSE PRESENTATIONS. WE WILL BE PULLING THAT UP MOMENTARILY. >> WE WILL BE WALKING THROUGH FOR POLICIES TODAY AND CHANGES TO THE FOUR POLICIES. AT OUR LAST BOARD WORKSHOP WE WENT THROUGH FOUR IT POLICIES AND THIS IS THE LAST OF THE IT POLICIES FOR REVIEW. LIKE Mr. BURKE MENTIONED, THE CHANGES ARE REALLY NOT SUBSTANTIVE. IT'S ALIGNING WITH EXISTING POLICIES. ALIGNING WITH STATE BOARD RULES AND JUST UPDATING TO CURRENT TERMINOLOGY. I WASN'T PLANNING ON WALKING THROUGH EACH OF THE CHANGES. AND WANTED TO LEAVE IT OPEN TO THE BOARD MEMBERS TO SEE IF YOU HAD ANY QUESTIONS ON ANY OF THE PROPOSED CHANGES AND THE RED LINES THAT WERE PROVIDED? >> Karen Brill: DOES ANYONE HAVE ANY QUESTIONS? DON'T SEE ANY. >> THANK YOU VERY MUCH. >> Mike Burke: WE WILL TRANSITION TO OUR POLICY FOR SUMMER SCHOOL 2.37 WELCOME UP Dr. GLENDA SHEFFIELD OUR CHIEF ACADEMIC OFFICER AND SHE WILL BE JOINED BY OUR ASSISTANT GENERAL COUNSEL. ANOTHER SHINING EXAMPLE HOW WE WORK SO CLOSELY WITH THE GENERAL COUNSEL'S OFFICE HERE. >> GOOD AFTERNOON. BOARD CHAIR, BOARD MEMBERS AND SUPERINTENDENT BURKE. THIS AFTERNOON WE'RE GOING TO START WITH POLICY 2.37. POLICY 2.37 IS OUR SUMMER SCHOOL POLICY. AND ACTUALLY, WITHIN OUR SUMMER SCHOOL POLICY WHAT WE'RE PROPOSING TO DO HERE WITH OUR SUMMER SCHOOL POLICY, 2.37, IS THAT THIS POLICY CONTAINS VARIOUS FORMS THAT OUR HERE AT THE DISTRICT LEVEL SCHOOL BASED LEVEL PARENTS WOULD HAVE TO COMPLETE FOR ANY STUDENTS ATTENDING THAT WOULD BE ATTENDING AND PARTICIPATING IN OUR SUMMER PROGRAMS. AND THE ONLY THING WE'RE ASKING TO DO WITH THIS PARTICULAR POLICY HERE IS TO REMOVE AN INACTIVE FORM POLICY 2099. WHICH IS IN REFERENCE TO OUR THIRD GRADE GOOD CAUSE. WE KNOW WITH OUR GRADE THREE STUDENTS THIS POLICY AND OUR STUDENTS ATTENDING FOR SUMMER GRADE THREE READ AGO CADMY IT'S WITHIN FLORIDA STATUTE BECAUSE WE CAN REMOVE THAT FORM EVERYTHING COVER SECOND WITHIN THE INFORMATION WE RECEIVE FROM DOE WE ARE ASKING TO REMOVE THE FORM 2099. AND THAT'S IT FOR POLICY 2.37. >> Karen Brill: I DON'T SEE ANY QUESTIONS. PLEASE CONTINUE. >> OKAY. THANK YOU. AND THE SCHEDULE THERE IS LISTED THERE FOR WHEN WE WILL COME BACK FOR DEVELOPMENT AND WORKSHOP. THANK YOU FOR ASSISTING. >> Mike Burke: WE'LL MOVE ON TO POLICY 8.01. >> POLICY 8.01 IS OUR PUPIL PROGRESSION. THIS PARTICULAR POLICY IS GOING TO TAKE US A LITTLE LONGER IT'S NOT GOING TO BE AS QUICK AS OUR SUMMER SCHOOL POLICY WE FINISHED HERE. WITHIN THE ATTACHMENTS WE PROVIDED A SUMMARY OF CHANGES FOR YOU TO WHERE YOU COULD EASILY FOLLOW ALONG. AND STARTING HERE WE KNOW THE SCOPE OF THE POLICY IS JUST TO PROVIDE CLEAR GUIDANCE AROUND OUR PROMOTION, PLACEMENT AND OF COURSE, OUR GRADUATION REQUIREMENTS FOR OUR STUDENTS AND OUR PRE-K THROUGH ADULT ED SYSTEM BECAUSE WE WILL BE TALKING NOT JUST WITH OUR CLEFT BUT LOOKING TO CHARGES WITHIN ADULT ED AS WELL AT THE END OF THIS POLICY. THE FIRST PROPOSED CHANGES IN TERMS WHAT WE HAVE DONE WITH POLICY 8.01 WE'RE ASKING PERMISSION TO APPEAL THE FIVE POLICIES THAT YOU NOTED THAT ARE LISTED HERE. 5.045, 8.012, THE 8.013, 8.021, AND 8.15. AND THE REASON WE'RE ASKING TO REPEAL THESE POLICIES WHERE WE FIND IT NECESSARY WE ARE EMBEDDING THE INFORMATION INTO THE STUDENT PROGRESSION PLANS IN ITSELF. SO WE ARE CONDENSING. THIS NEXT SLIDE HERE JUST TALKS IN REGARDS TO AROUND SOME PROPOSED REVISIONS AND OF COURSE WE WERE UPDATING THE LANGUAGE WE WANT TO MAKE CERTAIN THAT EVERYTHING IS ACCURATE. AND THE FIRST BULLET IS MAKING CERTAIN THAT AS WE MAKE REFERENCE TO THE STATE ASSESSMENT FAST THAT WE HAVE IT LISTED CORRECTLY SO WE'RE REMOVING THE PERIODS THAT WERE THERE TO THE FORMAT IN WHICH IT SHOULD BE LISTED. AND WE ARE REMOVING THE ACCESS MAKER A PROGRAM THAT UTILIZED IN OUR K5 MATH. AND WE ARE CHANGING THE LANGUAGE FROM MATHEMATICS PLAN TO PATHWAY AS LISTED WITHIN OUR SCOPE AND SEQUENCE AND UPDATING OUR PALM BEACH PERFORMANCE ASSESSMENT TO TWO TIMES A YEAR THAT IS OUR WRITING ASSESSMENT. ON THIS PARTICULAR SLIDE HERE IT'S JUST TALKING ABOUT THE FIRST BULLET WHERE WE'RE REMOVING THE LANGUAGE AROUND THE AGE REQUIREMENT FOR OUR STUDENTS PARTICULARLY OUR ESE STUDENTS ENTERING GRADE 9 IN 2013 TO 2014 AS THOSE STUDENTS HAVE SINCE GRADUATED. AND RIGHT UNDERNEATH IT WAS IMPORTANT FOR US TO ADD AND CLARIFY THE LANGUAGE FOR OUR ESE STUDENTS THAT OUR ESE STUDENTS ENTERING GRADE 9 THEY HAVE THE OPPORTUNITY TO OBTAIN A STANDARD DIPLOMA AND EARN THE STANDARD DIPLOMA AS DESIGNATED WITHIN THE STATUTE THAT IS LISTED THERE. THE 1003.42. AND MAKING REFERENCE THAT THE STUDENTS THEY CAN RECEIVE THEIR HIGH SCHOOL DIPLOMA, STANDARD HIGH SCHOOL DIPLOMA WITHOUT MEETING SOME OF THOSE STATE REQUIREMENTS, BUT THEY MUST HAVE HAD THE WAIVER OF THE EXEMPTION. OTHERWISE, IF THAT WAIVER IS NOT THERE, THEN THEY WOULD RECEIVE THE CERTIFICATE OF COMPLETION. THIS IS AN EXAMPLE HERE ON THAT FIRST SLIDE WHERE WE TALK ABOUT REPEALING THOSE FIVE POLICIES THAT I HAD LISTED HERE. THE FIRST POLICY WAS AROUND THE OUR INTERNATIONAL EXCHANGE TRANSFER STUDENTS. SO THIS POLICY IS BEING REPEALED. BUT, AGAIN, WE'RE PUTTING THE ENTIRE POLICY WITHIN PUPIL PROGRESSION TO MAKE CERTAIN THAT OUR SCHOOLS UNDERSTAND THAT ANY STUDENT THAT IS ENTERING THE SCHOOL SYSTEM AS AN EXCHANGE STUDENT THOSE STUDENTS MUST NOT HAVE GRADUATED FROM A HIGH SCHOOL WITHIN ANOTHER COUNTRY. AND IF THEY ARE COMING TO US AND THEY'VE GRADUATED FROM HIGH SCHOOL FROM THE COUNTRY WHICH THEY ARE COMING FROM, WE SHOULD BE RECOMMENDING THOSE STUDENTS TO ATTEND A POST-SECONDARY INSTITUTION. THIS PARTICULAR CHANGE HERE, WE'VE ADDED IS JUST AGAIN CLARIFYING THE LANGUAGE AROUND OUR EXCHANGE STUDENTS OUR ELL TRANSFER STUDENTS. AS INDICATED HERE WHICH WE FELT WE NEEDED TO STRESS, AGAIN AROUND THE STUDENTS THAT WERE COMING IN FROM A FOREIGN COUNTRY IS THAT AS THE SCHOOL YEAR STUDENTS COMING IN, THEY SHOULD BE PLACED IN THE GRADE LEVEL THAT THEY LAST COMPLETED FOR THE REMAINDER OF THE SCHOOL YEAR. AND AS INDICATED AS I SAID THIS POLICY SHALL NOT APPLY TO STUDENTS WHO HAVE GRADUATED FROM HIGH SCHOOL IN ANOTHER COUNTRY AS I INDICATED THOSE STUDENTS SHOULD BE REFERRED TO A POST-SECONDARY INSTITUTION. NOW, WE'RE MOVING TO TALKING ABOUT OUR PROGRESS MONITORING PLAN. OUR PMP. AND WHAT WE'VE DONE HERE THESE FOUR BULLETS IS UPDATING THE CRITERIA AS IT PERTAINS TO THE BENCHMARK AND THE STANDARDS FOR OUR STUDENTS. I WILL NOT READ ALL FOUR BULLETS BUT THE BULLETS ARE LISTED THERE. ON THIS PARTICULAR SLIDE THAT TALKS AROUND THE ATTENDANCE, THE ABSENCE AND THE LATE ARRIVALS BY STUDENTS. WHAT WE'VE DONE HERE IS THAT WE JUST UPDATED THE LANGUAGE THAT WE HAVE WE ARE MAKING CERTAIN THAT IT'S IN ACCORDANCE WITH THE POLICY 5.09 AND THIS POLICY WAS REVISED AND ADOPTED BY THE BOARD ON JULY 17TH. JUST MAKING CERTAIN THAT OUR LANGUAGE OR IT'S ALIGNED TO THE NEW POLICY. PROMOTION AND RETENTION. WE JUST SAW A NEED WHERE WE FOUND WHERE WITH THE EXCEPTION OF GRADE 3 THAT WE NEEDED TO ADD THAT IN. IT ALL GOES BACK TO OUR GRADE 3 GOOD CAUSE THE RETENTION REQUIREMENT FOR OUR GRADE 3 STUDENTS AND WE'VE ADDED ADDITIONAL LANGUAGE THAT LAST BULLET THAT TALKS ABOUT THE IF UPON RECEIPT OF AN OFFICIAL TRANSCRIPT THE SCHOOL FINDS THE STUDENT IS ENROLLED IN THE WRONG SUBJECT OR GRADE, THE STUDENT SHALL IMMEDIATELY BE PLACED IN THE APPROPRIATE GRADE AND OR SUBJECT. THIS PARTICULAR BULLET ALSO PROVIDES THE RULE LANGUAGE AROUND, AGAIN, STATE UNIFORM TRANSFER OF STUDENTS, STUDENTS IN MIDDLE AND HIGH SCHOOL PARTICULARLY SECONDARY THIS IS WHAT THIS PARTICULAR BULLET IS REFERENCING. AS IT PERTAINS TO THEIR CREDITS AND GRADES EARNED AND OFFERED AND IT SHOULD BE ACCEPTED BASED ON THE OFFICIAL TRANSCRIPTS AS THEY ARE RECEIVED. AND THIS IS INCLUDING OUR STUDENTS THAT ARE IN HOME EDUCATION. AS YOU ARE AWARE WE'VE HAD SOME LEGISLATIVE UPDATES PARTICULARLY HOUSE BILL 1079 THAT MAKES REFERENCE TO OUR K-4 MATH INTERVENTION. THESE PARTICULAR SLIDE THAT FIRST BULLET WE ARE ADDING THE LANGUAGE FOR OUR K-4 MATH INTERVENTION THAT HAVE BEEN LISTED WITHIN THE RULING THAT YOU SEE THERE. AND WE'VE ALSO LINKED THE DOCUMENT FOR OUR STANDARD SPACE REPORT CARD PERFORMANCE CODE. OUR MIDDLE SCHOOL PROPOSED REVISIONS THE SLIDE HAS A LOT OF INFORMATION. BUT WE ARE AGAIN JUST PROVIDING CLARITY. AND ON THIS PARTICULAR SLIDE WE'RE JUST TALKING ABOUT THE FIRST BULLET WHICH IS CRUCIAL THAT OUR MIDDLE SCHOOL STUDENTS THAT ARE TAKING AN AP, ADVANCED PLACEMENT COURSE FOR OUR STUDENTS AND FAMILIES TO UNDERSTAND THAT ANY STUDENT THAT ARE IN MIDDLE SCHOOL TAKING AN ADVANCED PLACEMENT COURSE THEY CANNOT USE THE AP DESIGNATION. COLLEGE BOARD DOES NOT ALLOW IT. THE AP LABEL I WILL POINT OUT AS I SAID EARLIER, CANNOT BE AFFIXED TO THE COURSE AND THE TRANSCRIPT. NO EARLIER THAN NINTH GRADE. AND THE ONLY EXCEPTION TO THIS PARTICULAR POLICY AS I INDICATED IS GOING TO BE THOSE LANGUAGES COURSES THAT COLLEGE BOARD WILL ALLOW FOR. THE SECOND BULLET AS WE ARE AWARE, OUR MIDDLE SCHOOL STUDENTS THEY DO TAKE OUR END OF COURSE EXAM ONE THAT IS A REQUIREMENT WHICH IS CIVICS. AND WHAT WE HAVE PUT INTO PUPIL PROGRESSION IS THAT OUR STUDENTS THAT ARE TAKING THE EOC MAKING CERTAIN THAT THEY UNDERSTAND THAT THEY MUST NOT ONLY TAKE THE COURSE, BUT THEY MUST TAKE THAT END OF COURSE EXAM PROVIDED BY THE STATE. BECAUSE THAT END OF COURSE EXAM IS CONSTITUTES 30% OF THEIR FINAL GRADE. AND FOR ANY REASON THE STUDENT IS ABSENT WHEN THAT EXAM IS BEING ADMINISTERED THAT THE SCHOOL WILL OFFER A MAKEUP SESSION FOR THE STUDENT. AND SHOULD THE STUDENT NOT TAKE THE MAKEUP, THEN THEIR I WILL TURN TO AN F AS A FAILING GRADE. IT'S CLARIFYING THE LANGUAGE. THE HIGH SCHOOL PROPOSED REVISIONS, AGAIN, IS UPDATING ON THIS FIRST SECTION HERE. IS WHERE WE ARE UPDATING THE LANGUAGE FOR OUR STUDENTS WITH DISABILITIES. WE ARE REMOVING THE YEAR AND UPDATED IT AS PER STATE STAT IS UT. AND REMOVING ALL OF THE LANGUAGE BECAUSE WE STILL FOUND LANGUAGE THAT WERE WITHIN OUR PLAN THAT MADE REFERENCE TO SPECIAL DIPLOMA WHICH NO LONGER EXISTS. OUR STUDENTS WILL EARN A SPECIAL DIPLOMA. WILL EARN A STANDARD DIPLOMA. AND THE LAST SECTION HERE WE HAVE JUST ADDED THAT BULLET PARTICULARLY AROUND OUR JUNIOR ROTC PROGRAMS THAT THEY ARE SPECIFIC REQUIREMENTS STANDARDS THAT HAVE BEEN SET FORTH BY THE SPONSORING AGENCY. AND AN EXAMPLE OF THAT WOULD BE THE PROPER APPEARANCE AND THE GROOMING WHICH IS MANDATORY TO MAINTAIN UNIFORMITY WHILE IN ANY ROTC PROGRAM. WE'VE JUST UPDATED THE LANGUAGE. OUR DUAL ENROLLMENT IS ANOTHER AREA WE NEEDED TO MAKE CHANGES TO. AND WE'VE JUST UPDATED THE LANGUAGE ON THIS FIRST PART THAT TALKS AROUND THE UPDATED ARTICULATION AGREEMENTS THAT WE HAVE MADE WITH OUR THE COLLEGES THAT WE HAVE IN AN AGREEMENT WITH PALM BEACH STATE, UNIVERSITY OF FLORIDA AND FAU. AND MORE IMPORTANTLY WE HAVE CLARIFIED THAT FOR A STUDENT TO BE DUAL ENROLLED COURSES MUST BE TAKEN WITH THE COLLEGES THAT I'VE LISTED FOR YOU. THE EARLY ADMISSIONS TO COLLEGE REPEAL POLICY, THE 8.021. WE HAVE JUST UPDATED THE LANGUAGE TO INDICATE REQUIREMENTS FOR EARLY ADMISSIONS TO COLLEGE AND THAT A STUDENT CAN FULFILL THEIR REQUIREMENTS FOR GRADUATIONS THROUGH THE ACCEPTANCE OF THOSE COLLEGE CREDITS AND THIS IS, OF COURSE, OUTLINED WITHIN THE EARLY ADMISSIONS PROGRAM. ANOTHER POLICY THAT WE HAVE REPEALED THAT IS INCLUDED WITHIN PEOPLE PROGRESSION POLICY 8.01 IS THE 8.013 WHICH WAS IS THAT THE COMMENCEMENT EXERCISES SHALL BE HELD AT THE SENIOR HIGH LEVEL ONLY THAT IS ALL THAT POLICY SAID. SO WE ARE REPEALING IT AND JUST CARRIED IT OVER HERE TO BE INCLUDED IN OUR STUDENT PROGRESSION PLAN. WE'VE REPEALED THE POLICY 8.012. THE AWARDING OF MULTIPLE DIPLOMAINGS AND THE CERTIFICATES OF COMPLETION. AS REFERENCED AS IT IS INCLUDED AGAIN WITHIN STUDENT PROGRESSION THIS LAST PIECE ON THIS PARTICULAR SLIDE WE DID DO NEEDED WE FOUND IT NECESSARY TO DO A FEW MORE UPDATES AROUND BRIGHT FUTURES AND MAKING CERTAIN THAT OUR STUDENTS AND FAMILIES THAT THEY UNDERSTAND THE REQUIREMENTS FOR BRIGHT FUTURES. AND THOSE TWO BULLETS LISTED THEY ARE CRUCIAL THAT FIRST ONE TALKS ABOUT COMMUNITY SERVICE MAY INCLUDE BUT IS NOT LIMITED TO A BUSINESS GOVERNMENTAL INTERNSHIP, WORK FOR NONPROFIT COMMUNITY SERVICE ORGANIZATION OR ACTIVITIES ON BEHALF OF A CANDIDATE FOR PUBLIC OFFICE. BULLET WE PULLED IN AROUND FOSTERING ANIMALS FOR A NONPROFIT ANIMAL ORGANIZATION. WILL BE GIVEN NO MORE THAN FOUR HOURS A DAY. AND THEN, THE DOCUMENTATION OF THE NUMBER OF HOURS AND THE DATES OF SERVICE IT MUST BE SIGNED BY THE STUDENT, THE STUDENT'S PARENT OR GUARDIAN AND A REPRESENTATIVE OF THE ORGANIZATIONS FOR WHICH THE STUDENT PERFORMED THE VOLUNTEER WORK. WE ALSO FOUND IT NECESSARY THAT WE INCLUDED BECAUSE, AGAIN, THIS IS SOME OF OUR NEW LEGISLATION THAT CAME IN THE PAST FEW YEARS. THIS PARTICULAR FIRST BULLET TALKS AROUND THE PERSONAL, FINANCIAL AND MONEY MANAGEMENT FOR THE FOUR-YEAR 24 CREDIT OPTION. WE'VE MADE CERTAIN TO ADD THESE ADDITIONAL OPTIONS INTO OUR STUDENT PROGRESSION PLAN AND GO INNING WITH OUR STUDENTS ENTERING GRADE 9, LAST YEAR, COHORT 23-24, WHERE THESE STUDENTS MUST EARN A HALF CREDIT IN PERSONAL FINANCIAL LITERACY AND MONEY MANAGEMENT. AND WE'VE PULLED IN THE PIECE AROUND OUR GRADE 4 ECONOMICS AND PERSONAL FINANCE. AND THEN YOU HAVE THOSE LAST TWO BULLETS THERE THAT TALKS ABOUT OUR STUDENTS THAT ARE ENROLLED IN OUR ACCELERATED COURSE WORK, AP, IB AND 8TH. AND THE DUAL ENROLLMENT THE ECONOMIC MUST BE ENROLLED ALONG WITH PERSONAL FINANCE AND MONEY MANAGEMENT. THE TEAM ALSO FOUND THE NEED AROUND WORLD LANGUAGE BECAUSE WHEN WE FIND AND WE GET MANY QUESTIONS SO WE'VE ADDED IT IN TO WHERE EVERYONE UNDERSTANDS THAT ALONG WITH THE WORLD LANGUAGE THAT THIS PARTICULAR STATUTE REQUIRES SCHOOL DISTRICTS TO ADVISE OUR STUDENTS AND THEIR FAMILIES PRIOR TO STUDENTS ENROLLING IN AMERICAN SIGN LANGUAGE COURSES, THAT INSTITUTIONS OUTSIDE OF FLORIDA MAY NOT ACCEPT OUR AMERICAN SIGN LANGUAGE AS SATISFYING A FOREIGN LANGUAGE REQUIREMENT. AND HERE IN PALM BEACH, OUR SCHOOLS THEY DO AMAZING JOB WITH OUR AMERICAN SIGN LANGUAGE AS A COURSE OFFERING. SO WE'RE JUST MAKING CERTAIN THAT WE PUT IT IN THERE FOR THE STUDENTS AND FAMILIES DOING THE AMERICAN SIGN LANGUAGE THAT SHOULD THEY DECIDE TO LEAVE THE STATE OF PHENOMENA FOR POST-SECONDARY, THAT THIS PARTICULAR COURSE MAY NOT SATISFY THE FOREIGN LANGUAGE REQUIREMENT. CAREER AND TECHNICAL ED OUR CTE GRADUATION PATHWAY WE HAVE JUST UPDATED THE LANGUAGE. THERE WERE UPDATES THAT NEEDED TO BE DONE TO ALIGN WITH OUR STATE GRADUATION REQUIREMENTS. AND IT'S THE SAME AROUND OUR ACE DIPLOMA PROGRAM THAT THERE ARE SOME UPDATES THAT NEEDED TO TAKE PLACE AND THOSE TWO BULLETS WE HAVE ADDED THERE AROUND THE ACE COURSES, THAT ARE EQUIVALENT TO THOSE OFFERED AT A U.S. UNIVERSITY, FRESHMAN LEVEL OR BEYOND WE HAVE LISTED THEM THERE. AND WE'VE ALSO LISTED THAT SECOND BULLET AROUND STUDENTS THAT ARE ENROLLED IN THE ACE DIPLOMA THEY MEET STATE REQUIREMENTS FOR GRADUATION BY COMPLETING THE ACE CURRICULUM. THIS IS A NEW LEGISLATIVE PIECE THAT CAME IN THIS YEAR. IT IS AROUND THE FLORIDA SEAL OF FINE ARTS. AND WHAT WE HAVE DONE HERE IN MEETING THE MANDATES WHAT WE'VE DONE WE'VE MADE CERTAIN THAT WE HAVE LISTED WHAT THE REQUIREMENTS ARE FOR THE STUDENTS FOR THOSE THAT ARE LOOKING AT OBTAINING THE FLORIDA SEAL OF FINE ARTS. WHAT IT IS THAT THEY MUST DO TO ACCOMPLISH SUCH. Mr. MALONE OUR ARTS PROGRAM PLANNER HE WORKS WITH THE ART TEACHERS. AND OF COURSE THE GUIDANCE TEAM THEY WORK CLOSELY TOGETHER AND MAKING CERTAIN THAT ALL OF OUR ART TEACHERS, GUIDANCE COUNSELORS AT THE SCHOOLS THEY ARE AWARE OF THIS NEW INITIATIVE TO WHERE OUR STUDENTS WILL HAVE AN OPPORTUNITY TO OBTAIN THE FLORIDA SEAL OF FINE ARTS SHOULD THEY HAVE THE DESIRE TO DO SO. AND THE REQUIREMENTS ARE LISTED HERE AND, AGAIN, IT IS WITHIN OUR PUPIL PROGRESSION PLAN. AND WE'VE ADDED CLARIFYING RULES FOR CREDIT RECOVERY. AND GRADE FORGIVENESS. AND THOSE WERE THE ONLY CHANGES AS IT PERTAINS TO OUR K-12. K-12 COMPONENT OF THE PUPIL PROGRESSION PLAN. THE LAST TWO SLIDES THAT I HAVE WILL JUST BE THE UPDATES THAT MINOR UPDATES TO THE ADULT ED PORTION OF OUR PUPIL PROGRESSION PLAN. WITH THE ADULT ED PORTION, THE TWO CHANGES RIGHT HERE ON THIS PARTICULAR SLIDE IS THAT THE ON-LINE TESTING OPTION IS NO LONGER WILL BE NO LONGER AVAILABLE. AND THEN, OF COURSE, THE SECOND BULLET, THERE IS A PRICE INCREASE FROM $32 PER SUBTEST TO $38. AND A COMPLETE BATTERY TEST INCREASED FROM $128 TO $152. AND IN SPEAKING WITH Mr. BIRCH AND HIS TEAM IS THAT THESE UPDATES AND THE CHANGES ARE ALL COMING FROM STATE REQUIREMENTS. AND IN THIS WILL CONCLUDE OUR PUPIL PROGRESSION FROM K-12 AND THE LAST TWO SLIDES AROUND OUR ADULT ED. AND THERE YOU HAVE THE LISTS COME BACK FOR DEVELOPMENT AND ADOPTION. >> Karen Brill: THANK YOU VERY MUCH. I DON'T SEE WE HAVE QUESTIONS I WILL TAKE A MOTION TO ADJOURN. Mr. BARBIERI? >> Chair Barbieri: COULD YOU GO BACK TO SLIDE 13. ON THE CIVICS EOC. SO WHAT IS THE RESULT FOR MIDDLE SCHOOL STUDENT THAT DOESN'T PASS CIVICS EOC ON THEIR HIGH SCHOOL CURRICULUM? >> IT IS A REQUIREMENT. SO THEY WILL HAVE TO -- THEY WOULD HAVE TO GET AN AVERAGE WITHIN CIVICS OF 70%. IT IS ONE OF THEIR QUALITY POINTS REQUIREMENT THAT IS WHY YOU KNOW WE HAVE TO DIFFERENTIATE AND WORK WITH OUR STUDENTS AND PROVIDE THEM THE OPPORTUNITY AND THEY TAKE IT IN SEVENTH GRADE IS WHEN THEY TAKE THE CIVICS COURSE. SO IF THEY ARE NOT COMPLETED CIVICS WITHIN THEIR SEVENTH GRADE YEAR THEN -- THEY WILL HAVE AN OPPORTUNITY IN 8TH GRADE BUT WE HAVE TO WHERE THEY COULD DO IT THROUGH MIDDLE SCHOOL COURSE RECOVERY WHERE WE PROVIDE THE OPPORTUNITY FOR THEM THE ENTIRE YEAR. IF THEY DID IT IN 7TH AND DID NOT WERE NOT SUCCESSFUL WITH IT, THERE IS ONGOING OPPORTUNITIES FOR THEM TO OBTAIN THE QUALITY POINTS. >> >> Chair Barbieri: THANK YOU. >> Karen Brill: I DON'T SEE ANYBODY ELSE HAS QUESTIONS. I WILL TAKE A MOTION TO ADJOURN? MOTION AND SECONDED. ANY DISCUSSION ALL IN FAVOR ALL OPPOSED. MOTION CARRIES UNANIMOUSLY. THE VALUE ADJUSTMENT BOARD PETING WAS SCHEDULED FOR AUGUST 13TH, 2024. THE MEETING WAS SCHEDULED FOR THE ENTIRE BUSINESS DAY. FLORIDA STATUTE 194.015 REQUIRES THAT A SCHOOL BOARD MEMBER BE PRESENT FOR A QUORUM OF THE BOARD TO EXIST. THE BOARD MEMBER APPOINTED TO THIS COMMITTEE IS UNABLE TO ATTEND AND THE DISTRICT WAS INFORMED OF THIS ON AUGUST 12, 2024. FURTHER ON AUGUST 12, THE DISTRICT LEARNED THE ALTERNATES APPOINTED BY THE BOARD WERE UNABLE TO ATTEND THE MEETING. BUT I'D LIKE TO TAKE US BACK A LITTLE BIT THE LAST WEEK BEFORE WE ALL CAME BACK. SO MANY PEOPLE HELPED US OUT. I WANTED TO DO A SHOUT-OUT AND SHOW A FEW SHOTS PICTURES OF SOME OF THE PEOPLE THAT TRULY HELPED US OUT. WE HAD THE BACK TO SCHOOL BASH AT PALM BEACH STATE COLLEGE SPONSORED BY PALM BEACH COUNTY WHERE EVERYONE, THE WRAP AROUND SERVICES ALL KIDS GOT BACKPACKS, FOOD, SUPPORT IT WAS GREAT. AND THE GLADES WE HAD GLADES CENTRAL HIGH SCHOOL THE YOUTH SUMMIT WHICH WAS ABSOLUTELY FABULOUS SPONSORED BY THE CITY OF BELLE GLADE AND OTHER ENTITIES. AND WE WANT TO SAY THANK YOU, THANK YOU, THANK YOU FOR ALL THAT YOU DO FOR OUR CHILDREN. >> Karen Brill: I'M GOING TO ADD WELCOME BACK, EVERYBODY. AND I HAVE TO SAY THAT THE MOST FUN I HAD WITH Mr. BURKE AT HAGEN ROAD ELEMENTARY SCHOOL WAS IN OUR SPANISH DUAL LANGUAGE KINDERGARTEN CLASS. I WISH MASSACHUSETTS AYALA WERE THERE BECAUSE THEY WERE SINGING AND DANCING IF SPANISH AND THE TEACHER IS HERE FOR HER SECOND YEAR FROM SPAIN AND IT WAS JUST ABSOLUTELY INCREDIBLE TO WATCH THE STUDENTS MANY OF WHOM DON'T SPEAK SPANISH SINGING ALONG AND FOLLOWING AND UNDERSTANDING WHAT THEY WERE DOING. IT WAS AND IT WAS THE FIRST DAY OF SCHOOL. HOW EXCITING IS THAT? THE ONE PLUG WHICH I SAID TO THE SUPERINTENDENT IS WE NEED TO HAVE MORE FEEDER PATTERNS BECAUSE WE DON'T HAVE A FEEDER PATTERN FOR HAGEN ROAD'S PROGRAM. THE SUPERINTENDENT'S LOOKING INTO THAT. BECAUSE WE KNOW THAT REALLY IN THE WORLD OF THE FUTURE, WE NEED OUR STUDENTS TO SPEAK AT LEAST TWO LANGUAGES. SO WITH THAT WE'LL RETURN TO THE AGENDA. WE DO NOT HAVE ANY AGENDA ITEMS SPEAKERS. SO I WILL TAKE A MOTION TO APPROVE THE CONSENT AGENDA. MOTION BY Mr. BARBIERI AND SECONDED BY MRS. WHITFIELD. ANY DISCUSSION. ALL IN FAVOR, OPPOSED THE MOTION CARRIES UNANIMOUSLY. THAT BRINGS US TO NEW BUSINESS. THE FIRST IS P1 BURKE BRK I RECOMMEND THE BOARD APPROVE THE PERSONNEL AGENDA AS SUBMITTED. >> Karen Brill: MOTION BY Mr. BARBIERI AND SECONDED BY MRS. ANDREWS. MOTION CARRIES UNANIMOUSLY. THAT BRINGS US NOW TO BD2 I WILL READ THE STATEMENT. SO GOOD CAUSE EXISTS FOR ADDING THIS ITEM TO THE AGENDA AT THIS TIME. AND IT IS THE ALTERNATE APPOINTMENT TO THE VALUE ADJUSTMENT BOARD. WANT ME TO GO THROUGH THE WHOLE -- OKAY. SO THE VALUE ADJUSTMENT BOARD VAB MEETING THAT'S WHAT I READ. I READ IT ALREADY. APOLOGIES. I RECOMMEND THE BOARD RATIFY THE APPOINTMENT OF FRANK BARBIERI TO THE VALUE ADJUSTMENT BOARD VAB AS THE ALTERNATE MEMBER FOR PURPOSES OF PARTICIPATING IN THE AUGUST 13TH, 2024 VAB MEETING THAT TOOK PLACE YESTERDAY. MOTION BY MRS. AYALA, SECONDED BY MRS. WHITFIELD. ALL IN FAVOR ALL OPPOSED. MOTION CARRIES UNANIMOUSLY. FOR OUR BOARD DISCUSSION ITEM BOTH ITEMS HAVE BEEN WITHDRAWN. SO IN ORDER FOR ME TO NOT MAKE ANYMORE MISTAKES I WILL TAKE A MOTION TO ADJOURN? MOTION BY MRS. WHITFIELD ANY DISCUSSION? ALL IN FAVOR ALL OPPOSED MOTION CARRIES UNANIMOUSLY. THANK YOU, EVERYBODY.
