WE DID A LEGISLATIVE WRAP UP BACK IN MARCH BUT I'M HAPPY TO REPORT THOUGH THAT WAS THE LAST WEEK OF SESSION FORT D WE SAID DID ACTUALLY COME TO HAPPEN AND CAME TRUE SO THERE'S NOTHING WE NEED TO WALK BACK THAT WE REPORTED TO YOU BACK IN MARCH. BUT WHAT WE WANTED TO DO AS MS. WYATT MENTIONED I WILL GIVE YOU A QUICK BUDGET OVERVIEW AND MS. FAY IS GOING TO GO INTO THE BUDGET POLICY THOUGH THE SESSION HAS ENDED ISSUES ARE IN FRONT OF THE GOVERNOR FOR HIS ACTION. WE HAVE HAD MORE TIME TO DIG INTO NUANCES OF THEM AND WE'RE HAPPY TO SPEAK ABOUT THEM TO THE EXTENT YOU WOULD LIKE TO AT THIS POINT. MAINLY, THE LEGISLATURE DID PASS ITS BUDGETS ON TIME. AS I MENTIONED IT'S IN FRONT OF THE GOVERNOR FOR HIS REVIEW. THOUGH THE LEGISLATURE DID END UP PUTTING $10 BILLION INTO RESERVES BASICALLY DID NOT SPEND $10 BILLION OF AVAILABLE CASH, THEY DID PASS A BUDGET OF ABOUT $117 BILLION. AND IT WAS A GOOD YEAR FOR EDUCATION OVERALL. THE TOTAL EDUCATION BUDGET IS ABOUT $28.4 BILLION. WHICH IS AN INCREASE OF ABOUT $1.8 BILLION OR 6.73% OVER LAST YEAR. THE TOTAL PER STUDENT FUNDING INCREASED 2.75%. AND WHAT IS MOST IMPORTANT IS THE BASE STUDENT ALLOCATION FUNDING DID INCREASE STATE-WIDE OF $191 PER STUDENT OR 3.72% AN ISSUE WE HAVE FOCUSED ON FROM PALM BEACH IS MAKING SURE THAT WHEN WE DO HAVE PROPERTY VALUE INCREASES, THAT THE LEGISLATURE DOES NOT ROLLBACK THE REQUIRED LOCAL EFFORT. HAPPY TO REPORT HAD AT THAT TIME THEY DID NOT DO THAT IN THIS YEAR'S BUDGET THEY MAINTAINED THE REQUIRED LOCAL EFFORT AT 3.189 MILLS SO THAT GENERATED 483 MILLION DOLLARS STATE-WIDE. WHEN IT COMES TO BREAKING DOWN THE EDUCATION BUDGET, THERE ARE CERTAIN CATEGORY CALLS WHICH ARE ALLOCATIONS THAT MUST BE SPENT ON CERTAIN ITEMS. THE LEGISLATURE CONTINUED TO PUT EXTRA FUNDING INTO SOME OF THESE KEYS, SCHOOL SAFETY, WHICH IS SOMETHING THAT IS EXTREMELY IMPORTANT TO EVERYBODY. THEY ADDED AN ADDITIONAL $40 MILLION TO THAT AND IT GOES UP TO $290 MILLION. AND IN MENTAL HEALTH THEY ADDED AN ADDITIONAL $20 MILLION SO THAT GOES UP TO 180 MILLION. WHEN IT COMES TO TEACHER SALARIES, THOUGH IT'S NO LONGER A CATEGORICAL THEY PUT IN MONIES FOR TEACHER SALARIES THIS YEAR THEY DID ADD $202 MILLION. WHICH IS SOMETHING THAT WE ALWAYS ADVOCATE FOR. AND ALSO SOMETHING THAT IS IMPORTANT IS THEY KEPT THE $300 FOR TEACHER CLASSROOM SUPPLY ASSISTANCE. OUTSIDE OF THE FEFP AND THE FUNDING ONE OF THE MORE IMPORTANT ISSUES THAT HAS COME TO LIGHT OVER THE YEARS WHICH IS SOMETHING THAT I THINK IS WORTH NOTING, IS LAST YEAR WITH THE ADVENT OF HOUSE BILL 1 AND THE UNIVERSAL SCHOLARSHIPS THE LEGISLATURE DID ESTABLISH AN EDUCATIONAL ENROLLMENT STABILIZATION PROGRAM WHICH IS A POT OF MONEY THAT IS PUT IN WHAT WE CALL THE BACK OF THE BILL. AND IT'S THERE IN CASE WE HAVE MORE STUDENTS TAKING EDUCATIONAL SCHOLARSHIPS THAN ARE ESTIMATED BECAUSE IF BASICALLY THE STATE ESTIMATES THE NUMBER OF SCHOLARSHIPS WRONG, UNDER THE LAW, EVERYBODY'S PER STUDENT FUNDING WOULD BE REDUCED. SAY THERE WERE 100 SCHOLARSHIPS ESTIMATED AND THERE WERE 150 PEOPLE THAT TOOK THEM. BASICALLY EVERYBODY'S PER STUDENT AMOUNT GETS REDUCED TO FUND THOSE EXTRA 50 SCHOLARSHIPS THAT IS AN EXAMPLE. ONE OF THE THINGS THE LEGISLATURE HAS DONE LAST YEAR AND STRENGTHENED THIS YEAR, IS THEY PUT A POT OF MONEY IN THE BACK OF THE BILL TO MAKE SURE IF THERE ARE MORE SCHOLARSHIPS TAKEN THAN ESTIMATED THERE WILL BE NO REDUCTION IN DISTRICT FUNDING. AND SO THIS YEAR THEY PUT ANOTHER $250 MILLION INTO THAT POT. BUT THEY ALSO BY LAW, REQUIRED THE LEGISLATURE TO CONTINUE THIS PROGRAM YEAR AFTER YEAR. SO THAT'S REALLY AN IMPORTANT ASPECT OF IT. AND I WANTED TO HIGHLIGHT THAT FOR EVERYBODY. GETTING INTO THE [INAUDIBLE] I KNOW THAT IS SOMETHING THAT MANY PEOPLE FOLLOW AND WANT TO SUPPORT. THEY DID ACTUALLY EVEN THOUGH THEY ARE DECREASING THE ESTIMATED NUMBER OF DPK STUDENTS NEXT YEAR 1800 STUDENTS THEY DID DO A BSA INCREASE 3% LIKE K-12 THEY DID THE SAME THING WITH INCREASED THE ADMINISTRATOR LOAD FROM PROVIDERS FROM 4% TO 5% THEY ARE PUTTING MORE INTO VPK AND HAPPY TO REPORT THAT WEST TECH AND ROOSEVELT APPROPRIATIONS WERE FUNDED BY THE LEGISLATURE. THE ONE OTHER ITEM I WANTED TO MENTION IS THE FRS. THAT IN YEARS PAST THOUGH WE HAVE HAD LARGE OR SUBSTANTIAL BSA INCREASES, WE'VE HAD A HEADWIND OF ALSO AN ADDITIONAL COST FOR THE RETIREMENT SYSTEM THAT THE LEGISLATURE PUT ON US. I AM HAPPY TO REPORT THIS YEAR WE DON'T SEE THOSE SAME COSTS SO THE BSA INCREASE, I'M CERTAIN YOU WILL HAVE SPECIFIC PRESENTATIONS ON THE IMPACT TO PALM BEACH'S BUDGET BUT THE BSA INCREASE WILL NOT BE OFFSET BY AN FRS INCREASE, THE BSA INCREASE THAT WILL COME TO THE DISTRICT IS ONE THAT WILL BE AVAILABLE. AND I THINK THE PER STUDENT FUNDING AMOUNT IS $210 PER STUDENT FOR PALM BEACH WITH THE BSA INCREASE BEING $181.57. SO WITH THAT, I'D LIKE IT TURN IT OVER TO MS. FAY TO GO INTO THE POLICY ITEMS. >> THANK YOU, RON. SO I'M GOING TO GO THROUGH A NUMBER OF THE MOST IMPORTANT POLICY BILLS THAT PASSED THE LEGISLATURE. I WILL HIT A FEW BILLS OF NOTE THAT DID NOT PASS AT THE END. I WILL SAY I'M NOT GOING TO SPEND A TREMENDOUS AMOUNT OF TIME READING YOU EACH BULLET POINT EVERY BILL HAS BEEN COVERED A NUMBER OF DIFFERENT TIMES THROUGHOUT LEGISLATIVE SESSION AND IN OUR LAST WRAP UP. I WILL MOVE QUICKLY AND HAPPY TO TAKE QUESTIONS AND CLARIFY SOMETHING THAT I MAY HAVE MISSED TOWARDS THE END. I WILL START WITH HOUSE BILL 1285, THE DEPARTMENT OF EDUCATION'S DEPARTMENT PACKAGE FOR THIS YEAR. WHICH MADE A NUMBER OF CHANGES TO DIFFERENT PARTS OF THE EDUCATION CODE. THE THREE I WOULD LIKE TO POINT OUT FOR THE PURPOSES OF THIS WORKSHOP TODAY ARE THE BILL REVISES THE DEADLINES FOR THE SUBMISSION OF TURN AROUND PLANS. AND PUT NEW REPORTING AND CONTRACTING DEADLINES INTO PLACE FOR SCHOOL DISTRICTS WHO HAVE A LOW-PERFORMING SCHOOL THAT IS BEING TURNED OVER TO A CHARTER SCHOOL. PUT PARAMETERS IN PLACE ABOUT WITHHOLDING ADMINISTRATIVE FEES AND THE AMOUNT OF RENT OR FACILITIES COST THAT CAN BE PASSED ALONG TO CHARTER SCHOOLS. A COUPLE OF CHANGES THERE FOR LOW-PERFORMING SCHOOLS THAT ARE BEING ASSUMED BY A CHARTER SCHOOL. VERY IMPORTANT TO NOTE THAT BEGINNING IN THE 24-25 SCHOOL YEAR ANY CHANGES THAT ARE GOING TO BE MADE BY THE STATE BOARD OF EDUCATION AND THERE ARE CHANGES THAT ARE GOING TO BE MADE TO THE SCHOOL GRADES MODEL OR THE COMPONENTS THAT GO INTO IT. ALL THE DIFFERENT FACTORS THAT MAKEUP HOW THE SCHOOL AND THE DISTRICT GET THEIR GRADE. HAVE TO GO INTO AFFECT THE NEXT YEAR. SO THEY ARE NOW BEING REQUIRED BY LAW TO GIVE YOU A 12-MONTH WINDOW OR A 6-12 MONTH WINDOW TO UNDERSTAND THE CHANGES BEING MADE AND THEY CANNOT GO INTO EFFECT UNTIL THE NEXT SCHOOL YEAR. THE LAST THING I WOULD LIKE TO POINT OUT IS NEW LIMITS ON RESIDENTS OF A COUNTY WHO DO NOT HAVE -- ARE NOT A PARENT OR A GUARDIAN OF A STUDENT IN THE PUBLIC SCHOOL SYSTEM THEY ARE LIMITED TO BOOK OBJECTIONS OF ONLY ONE BOOK OR MATERIAL PER MONTH. THIS IS RESIDENTS IN THE COUNTY WHO ARE NOT PARENTS OR GUARDIANS SYSTEM. THERE ARE NO LIMITS ON CHALLENGES THAT APPLY TO PARENTS OR GUARDIANS. SO WITH THAT I WILL MOVE ON TO THE MOST IMPORTANT PIECES OF LEGISLATION FOR THE SCHOOL BOARD TO BE AWARE OF IN TERMS OF IMPLEMENTATION, THIS BILL SCHOOL SAFETY 1473, THAT REPRESENTATIVE WAS PROBABLY THE WEIGHTIEST PIECE OF LEGISLATION THAT PASSED IN TERMS OF IMPLEMENTATION PERSPECTIVE OVER THE NEXT 12 MONTHS AS THE DEPARTMENT OF EDUCATION DOES RULE MAKING AND THIS WILL MAKE SURE YOU ARE IN COMPLIANCE THIS IS ONE I WOULD PAY THE MOST ATTENTION TO. FROM THAT PERSPECTIVE. I WILL HIT A COUPLE HIGH POINTS THAT WILL PROBABLY BE THE MOST IMPORTANT FOR THE SCHOOL BOARD TO BE AWARE OF. THE PIECE OF LEGISLATION ONE OF THE BIGGEST CHANGES FROM CURRENT STATUTE TODAY IS REQUIRING ALL GATES OR ACCESS POINTS TO REMAIN CLOSED AND LOCKED WHEN STUDENTS ARE ON CAMPUS THAT INCLUDES CLASSROOM DOORS AND GATES, POTENTIALLY DOORS AND GATES TO OTHER FACILITIES LIKE AN AUDITORIUM IF THERE'S SOMETHING HAPPENING IN THERE AND THERE ARE STUDENTS PRESENT. UNLESS THEY ARE STAFFED BY A PERSON, THERE IS A CARVE OUT OR EXEMPTION THAT WAS PUT INTO THE BILL TOWARDS THE END OF SESSION. FOR SHARED USE AGREEMENTS. IF THERE'S SOME SORT OF SHARED USE AGREEMENT FOR EXAMPLE, LIKE WITH THE CITY, TO ALLOW THEM TO USE A HIGH SCHOOL SPHOIB FIELD TO DO LITTLE POWDER PUFF OR POP WARNER THAT WOULD BE EXEMPT. THERE'S GOING TO BE MORE REQUIREMENTS AND MORE SCRUTINY BY THE STATE IN TERMS OF ACCESS INGRESS AND EGRESS IN TERMS OF LOCKED GATES AND OR STAFFING OF THOSE GATES. THE SAFE SCHOOL OFFICER WILL BE REQUIRED TO FILL OUT ON THE F SAT IF THERE'S PETITION TO HAVE A WAIVER FROM SOME OF THOSE REQUIREMENTS. SO THERE IS A WAIVER PROCESS BUT IT WOULD HAVE TO BE SUBMITTED IN WRITING THROUGH THE DEO TO -- DOE TO SAFE SCHOOLS. ONE THING I WANTED TO POINT OUT IN TERMS OF THINGS WE WORKED IN CONJUNCTION WITH THE LEGISLATURE AND STAFF ON DURING THE SESSION WAS THE PROGRESSIVE DISCIPLINE POLICY. AS THIS PIECE OF LEGISLATION WAS BEING NEGOTIATED AND FORMULATED, THERE WERE A THE OF FOLKS AT THE TABLE WHO BELIEVED THAT THE STATE OF FLORIDA AND THE DEPARTMENT OF EDUCATION SHOULD TAKEOVER ALL DISCIPLINE FOR TEACHERS AND ADMINISTRATORS WHO ARE FOUND TO BE IN NO WAY WILLFUL VIOLATION OF A LOCKED DOOR POLICY FOR INSTANCE. WE DID FIGHT AND WERE SUCCESSFUL TO KEEP ALL TEACHER AND PRINCIPAL ADMINISTRATOR DISCIPLINE FOR SAFE SCHOOLS VIOLATIONS AT THE SCHOOL DISTRICT LEVEL AT THE SCHOOL BOARD LEVEL, THE SUPERINTENDENT LEVEL. HOWEVER, THE SCHOOL BOARD IS REQUIRED TO ADOPT A PROGRESSIVE DISCIPLINE POLICY AS THE TRADE OFF FOR THAT. SO THE TEACHERS ARE NOT GOING TO GO IN FRONT OF THE EPC BUT THE SCHOOL BOARD MUST HAVE A POLICY IN PLACE SAYING THE SECOND OFFENSEIS TREATED MORE SERIOUSLY THAN THE FIRST. AND THE THIRD MORE SERIOUSLY THAN THE SECOND AND SO ON. AND THAT WILL BE SOMETHING THAT THE OFFICE OF SAFE SCHOOLS WILL GET A REPORT UPON THE DISCIPLINE AND HOW THE SCHOOL BOARD DEALT WITH DISCIPLINE LOCALLY. IT'S SOMETHING I WOULD TAKE SERIOUSLY IF I'M RECOMMENDING THAT TO THE SCHOOL BOARD. THERE IS A NUMBER OF OTHER PROVISIONS IN THIS BILL. THAT DEAL WITH SCHOOL SAFETY IN DIFFERENT WAYS. THEY ESTABLISH PENALTIES FOR THE UNAUTHORIZED USE OF DRONES OVER PUBLIC AND PRIVATE SCHOOLS. REQUIRE AT LEAST ONE TIME ANNUAL REPORTING ON THE MOBILE SUSPICIUS ACTIVITY TOOL TO STUDENTS ONCE A YEAR. A LOT OF OTHER PROVISIONS IN HERE THAT I WOULD CERTAINLY I KNOW YOUR STAFF HAS ACTIVELY REVIEWED AND LOOKING HOW IT WILL BE IMPLEMENTED. I THINK PENDING, OF COURSE, THE DEPARTMENT OF EDUCATION DOING RULE MAKING BECAUSE THERE ARE A NUMBER OF PROVISIONS THAT THE COMMISSIONER AND HIS STAFF HAVE ACKNOWLEDGED NEED TO BE FURTHER DEFINED AND WORKED ON AS IN THE UPCOMING MONTHS. THE NEXT TWO BILLS THAT I WILL COVER HAVE BEEN TALKED ABOUT AT LENGTH WITH THIS BOARD OVER THE PAST SIX MONTHS I'D SAY. 7002 AND 7004 ARE THE FINAL VERSIONS OF THE SENATE PRESIDENT'S DEREGULATION EDUCATION DEREGULATION PRIORITY BILLS. THESE BILLS STARTED OUT WITH PROBABLY EVERYTHING WITH THE KITCHEN SINK PUT INTO THEM. PASSED OUT OF THE SENATE AND SENT TO THE HOUSE FOR NEGOTIATION WITH THE SPEAKER OF THE HOUSE AND WITH THE GOVERNOR'S OFFICE WHO HAD PROBABLY DIFFERENT LEVELS OF INTEREST IN TERMS OF EDUCATION DEREGULATION AND THE FINAL PRODUCT WHILE IT IS NOT EVERYTHING THAT PROBABLY THIS SCHOOL DISTRICT OR MANY SCHOOL DISTRICTS HOPED FOR, WHEN COMPARING TO THE INITIAL VERSIONS OF THE BILLS THAT PASSED, IT REALLY SET THE TONE FOR THIS LEGISLATIVE SESSION IN TERMS OF NEW BILLS AND NEW REGULATIONS, NEW MANDATES NEW UNFUNDED MANDATES NOT BEING PASSED BY THIS LEGISLATURE. WHILE I'D SAY THAT 2002 AND -- 7002 AND 7004 DON'T HAVE WHAT PEOPLE HOPED THERE WAS NO APPETITE FROM THE GOVERNOR'S OFFICE TO GO AWAY FROM HIGH STAKES TESTING WHICH I KNOW IS IMPORTANT TO MANY SCHOOL DISTRICTS AT THE HIGH SCHOOL LEVEL. THAT WAS SOMETHING THAT AT LEAST WAS A PART OF A POLICY CONVERSATION BUT BROADER, I THINK HELPED THE LEGISLATURE THINK ABOUT ALL THE DIFFERENT BILLS THAT THE WERE FILED IN TERMS OF IS THIS MORE REGULATION ON OUR K-12 PUBLIC SCHOOLS? DOES IT APPLY TO CHARTER SCHOOLS? DOES IT APPLY TO PRIVATE SCHOOLS? IF IT DOESN'T APPLY EQUALLY DO WE NEED IT? IF IT IS A MANDATE WHY DO WE NEED THIS IS IT FUNDED AND IT CUT DOWN, I WOULD SAY COMPARING THIS YEAR TO THE PAST FIVE TO 10 LEGISLATIVE SESSIONS, DRAMATICALLY CUT DOWN ON THE NUMBER OF NEW MANDATES THAT WERE PUT ON SCHOOL DISTRICTS. YOU WILL SEE BILLS THAT WOULD NEED TO BE IMPLEMENTED IN THE OFF SEASON. YOU REALLY AREN'T SEEING THE KINDS OF THINGS YOU'VE SEEN OVER THE PAST FIVE YEARS. AND SO WITH THAT I WILL HIT SOME OF THE HIGH POINTS IN THESE PIECES OF LEGISLATION AND MOVE ON TO OTHER BILLS. IN 002, THE BILL DOES THE FLEXIBILITY TO POST PUBLIC MEETING NOTICES ON THE SCHOOL BOARD'S WEBSITE. INSTEAD OF HAVING TO PUBLISH THAT ON THE COUNTY WEBSITE OR THE NEWSPAPER. IT REMOVES THE REQUIREMENT THAT SCHOOL DISTRICTS STAFF SCHOOL DISTRICT FACILITIES DURING DECLARED STATES OF EMERGENCY SO SCHOOLS STILL NEED TO BE OPEN AND USED AS HURRICANE SHELTERS BUT THEY ARE NO LONGER REQUIRING THE SCHOOL DISTRICT ALSO HAVE TO FIND STAFF TO COME IN DURING A STATE OF EMERGENCY AND STAFF THOSE BUILDINGS. WHICH IS A LITTLE BIT OF RELIEF AND MORE LOCAL CONTROL FOR THE SCHOOL DISTRICT AT THE END OF THE DAY. THE BILL ALSO AUTHORIZES CONSIDERATION OF TEACHERS OF ADVANCED DEGREES IN DETERMINING SALARY SCHEDULES AND ADJUSTMENTS. IT REPEALS THE REQUIREMENT THAT THE SCHOOL DISTRICT COMPLETE AN EDUCATIONAL PLANT SURVEY AND LOCALIZED NEEDS ASSESSMENT AND SUBMIT THAT TO THE DEPARTMENT. IT ALLOWS THE SCHOOL DISTRICT TO MEET THE REQUIREMENT TO OFFER SUMMER PROGRAMS BY CONTRACTING WITH A PRIVATE PROVIDER. THIS IS A PARTICULARLY BIGGER DEAL FOR SMALLER SCHOOL DISTRICTS BUT DOES PROVIDE THAT FLEXIBILITY WHEN YOU HAVE A SCHOOL THAT REALLY IS ONLY SERVING ONE OR TWO CHILDREN OVER THE SUMMER THEY CAN CONTRACT WITH A PROVIDER INSTEAD. IT REMOVES THE REQUIREMENT THAT ACADEMICALLY HIGH PERFORMING DISTRICTS FILE I AN ANNUAL REPORT WITH THE STATE BOARD OF EDUCATION. REQUIRES STUDENT PROGRESSION PLANS TO INCLUDE RETENTION REQUIREMENTS FOR STUDENTS IN KINDERGARTEN THROUGH GRADE TWO BASED ON THE SCREENING AND PROGRESS MONITORING RESULTS. THIS MOVES IT BACK SO WE'RE NOT WAITING UNTIL THE SCHOOL DISTRICTS ARE NO LONGER REQUIRED TO WAIT UNTIL GRADE THREE TO DETERMINE WHETHER OR NOT A STUDENT SHOULD BE RETAINED BASED ON THE SIGNS OF EARLY LITERACY STRUGGLES AND GETTING THAT REMEDIATION DONE EARLIER THAN IT'S CURRENTLY DONE. AND ALLOWING THE STATE BOARD OF EDUCATION TO EXTEND THAT AMOUNT OF TIME A SCHOOL DISTRICT HAS TO IMPLEMENT A COMMUNITY SCHOOL MODEL. THAT ISING SOMETHING THAT IS IMPORTANT TO SCHOOL DISTRICTS ACROSS THE STATE. WITH THAT, I WILL MOVE ON TO SOME OF THE OTHER BILLS THAT PASSED. BUT THE SPIRIT OF DEREGULATION. I WILL EMPHASIZE THE SCHOOL CHAPLIN'S PROGRAM HAS BEEN ESTABLISHED BY THE LEGISLATURE IS OPTIONAL FOR SCHOOL BOARDS FOR SCHOOL BOARDS TO DECIDE WHETHER OR NOT THEY WOULD LIKE TO IMPLEMENT. THERE IS NO REQUIREMENT THAT ANY SCHOOL DISTRICT IMPLEMENT ANY SCHOOL CHAPLIN'S PROGRAM. WE DON'T HAVE A LOT OF DETAILS ABOUT WHAT THE PROGRAM HOW THE SCHOOL DISTRICTS ARE GOING TO BE ABLE TO APPLY FOR THOSE DOLLARS BUT THEY SHOULD BE AVAILABLE AFTER JULY FIRST OF 2024. SENATE BILL 883 SHORT ACTING BRONCHODILATORS THIS BILL A WORD I LEARNED DURING THE SESSION IS AN ASTHMA INHALER. AND PUBLIC AND PRIVATE SCHOOL STUDENTS TO CARRY AND USE INHALERS ON CAMPUS. IF THE SCHOOL DISTRICT WANTS TO ACQUIRE ITS STOCK ASTHMA INHALERS IT PROVIDES PROTOCOLS AND GUIDELINES FOR HOW TO DO SO. HOUSE BILL 1317, PATRIOTIC ORGANIZATIONS, THIS IS ANOTHER ONE THAT AUTHORIZES A SCHOOL BOARD TO DECIDE IF THEY WOULD LIKE TO ALLOW AND GRANT ACCESS AND FLEXIBILITIES TO PATRIOTIC ORGANIZATIONS. THE GATE PROGRAM AND THE GATE SCHOLARSHIP PROGRAM THE PROGRAMS IDENTIFY STUDENTS WHO HAVE DROPPED OUT AND FORMALLY WITHDRAWN FOR HIGH SCHOOL ALREADY. AND ALLOWS THOSE STUDENTS TO COME BACK. THIS WOULD PROVIDE FUNDING FOR THEM TO GET CAREER AND TECHNICAL EDUCATION AND ALSO FOR REMEDIATION SO THEY CAN EITHER PASS THE HIGH STAKES TESTS, PASS THE SCORE AND GET A SCORE ON ANOTHER EXAM, AND OR GET A GED OR SOMETHING COMPARABLE. TRYING TO KIND OF FIND THOSE STUDENTS AND MEET THEM WHERE THEY ARE AND GIVE THEM PATHWAYS SO THEY ARE NOT DROPPED OUT OF HIGH SCHOOL WITH NO OPTIONS. 917 CAREER AND TECHNICAL EDUCATION ANOTHER BILL THAT PROMOTES AND REQUIRES SCHOOL DISTRICTS TO PROMOTE GREATER OPPORTUNITIES IN ADDITION TO TRADITIONAL HIGHER EDUCATON PRIORITIES. HOUSE BILL 49 EMPLOYMENT AND CURFEW OF MINORS BY REPRESENTATIVE CHENEY I'M MENTIONING THIS BILL BECAUSE IT DID LOOSEN RESTRICTIONS ON THE EMPLOYMENT OF MINORS, 16 AND 17-YEAR-OLDS ALLOWING THEM TO WORK ABOVE THE 30 HOURS PER WEEK THAT IS THE THRESHOLD AND IN STATUTE. HOWEVER, THE STUDENT MUST HAVE PARENTAL CONSENT OR IN SOME I GUESS INSTANCES THEY COULD GET THE CONSENT OF THE SCHOOL SUPERINTENDENT IF THE SUPERINTENDENT DECIDED TO GRANT THAT CONSENT, THERE IS NO REQUIREMENTS THAT THE SUPERINTENDENT DO SO. THEY CAN DO SO. THE BILL OPENS THAT UP TO ALLOW THEM NOT ONLY TO OFFER THE TUTORING SERVICES DURING THE SCHOOL DAY IN ADDITION TO THE AFTER SCHOOL HOURS HOW THE STATUTE READS. AND IT ALLOWS THE HIGH SCHOOL TUTORS IF THEY ARE NOT STEVING A -- RECEIVING A STIPEND COUNT THE HOURS TOWARDS THE COMMUNITY SERVICE REQUIREMENTS. THE FUTURE SCHOLARSHIP PROGRAM AND HIGH SCHOOL GRADUATION REQUIREMENTS. AND TWO BILLS I WANTED TO NOTE BOTH BILLS WERE PASSED BY THE LEGISLATURE AND BOARD MEMBERS HAD QUESTIONS ON THEM IN THE PAST. SENATE BILL 1530, THE UNAUTHORIZED PUBLIC CAMPING AND SLEEPING BILL HAS BEEN APPROVED BY THE GOVERNOR. AND IF COUNTIES ARE GOING TO ALLOW PUBLIC CAMPING AND SLEEPING THEY HAVE TO AUTHORIZES THEM TO DESIGNATE PUBLIC PROPERTY FOR UP TO ONE YEAR TO BE THAT AREA WHERE PUBLIC SLEEPING OCCURS. THIS PARTICULAR POLICY OUTLINES MONITORING AT THE SCHOOL LEVEL AND THE DISTRICT LEVEL WHEN IT COMES TO STUDENT ATTENDANCE AND OUR PROCESS TO HANDLE WHEN STUDENTS ARE TRUE ANT. FIRST CHANGE THAT WE ARE GOING TO BE RECOMMENDING IS TO CHANGE THE POLICY TO STUDENT AS TEND DANCE FROM. SOME OF THE CHANGES THAT WE HAVE GONE THROUGH THROUGHOUT THIS POLICY IS REALLY ALIGNED TO OUR CURRENT PRACTICE. A LOT OF THINGS HAVE CHANGED COMING OUT OF THE POST COVID. WE'LL TALK THROUGH A COUPLE OF THOSE AND ALSO WE WANTED TO STREAMLINE LANGUAGE THAT BECAME REDOESN'TENT THROUGHOUT THE YEARS. WE REMOVED THE VIRTUAL EDUCATION COMPONENT AND MADE REFERENCE TO VIRTUAL EDUCATION AND ADD THOSE WILL BE ADDED TO A VIRTUAL EDUCATION POLICY COMING FORWARD LATER THIS YEAR TO THE BOARD. ALSO CLARIFYING PARENTS' RESPONSIBILITY IN COMMUNICATING STUDENT ATTENDANCE. AND THEN AS WE WORKED THROUGH THE TRUANCY PROCESS, IT IS A CONTINUUM. AS FAR AS MONITORING STUDENT ATTENDANCE. SO WE CLARIFY THE SCHOOL'S RESPONSIBILITY AND WHAT THEY ARE REQUIRED TO DO. AND WHEN THOSE INTERVENTIONS OR PREVENTION APPROACHES DON'T WORK THROUGH, THEY THEN WORK THROUGH THE DISTRICT REVIEW COMMITTEE. WHEN A STUDENT IS TRUE ANT AND THIS POLICY OUTLINES THAT PROCESS. AND WE'VE BEEN WORKING WITH THE JUDGE ON THIS PROCESS AS WELL AS A NUMBER OF OTHER PROVIDERS TO REALLY TAKE A POSITIVE APPROACH TO ADDRESS AND GET TO SOME OF THE CORE ISSUES. SO THIS OUTLINES JUST OUR PROCESS THROUGH THAT EMBEDDED WITHIN THAT TRUANCY PROCESS IS CHILDREN IN NEED OF SERVICES AND FAMILIES IN NEED OF SERVICES PROCESS WHICH IS EMBEDDED IN OUR PROCESS AS OUTLINED IN STATUTE. ALSO WE ADDRESSED TRANSFER OF STUDENT RECORDS THROUGH THIS POLICY. AND LET ME BACK UP. THAT THE STATUTE DOES ALSO ALLOW FOR CRIMINAL PROSECUTION. THAT IS NOT AN APPROACH THAT WE ARE TAKING THIS WILL ONLY BE TAKEN AS A LAST RESORT IF THE PARENT REFUSES TO FOLLOW THROUGH THE PROCESS WE WORKED WITH OUR COMMUNITY PROVIDERS AND MORE SUPPORTIVE FASHION. AND THEN ANY TYPE OF CLERICAL LANGUAGE HAS BEEN UPDATED. IN ADDITION, AS EXCUSED ABSENCES WE EXPANDED THE DEFINITION AS IN STAT STATUTE TO INCLUDE THERAPY SERVICES WHEN ADDRESSING MEDICAL APPOINTMENTS. ALSO 4H'S ALLOWABLE EXCUSABLE ABSENCE AS WELL. AND BASED ON FEEDBACK FOR PRINCIPALS FOR ELEMENTARY STUDENTS LOOKING AT A PATTERN OF NONATTENDANCE THAT WE LOOK ATTIC TARDIES WE CAN LOOK AT A NUMBER OF DAYS LATE WHEN IT EXCEEDS FIVE DAYS IN A MONTH OR 10 DAYS WITHIN TWO MONTHS. IN ADDITION THE CHILD'S STUDY TEAM PROCESS WE WANTED TO MAKE SURE WE EMBED THAT LANGUAGE WITHIN THE POLICY IN DEALING WITH STUDENTS WITH DISABILITIES THAT AN ABSENCE WHERE A SCHOOL BASED TEAM SHOULD OCCUR FOR ANY STUDENT WITH DISABILITY TO ADDRESS ANY SPECIAL TYPE OF INTERVENTIONS THAT MAY BE NEEDED FOR A STUDENT WITH A DISABILITY TO MAKE SURE WE CAN GET ATTENDANCE BACK ON TRACK. FOR THOSE STUDENTS WE UPDATED FORM 2224 WHICH IS OUR TRUANCY AGREEMENT AND REQUIRED BY STATUTE THAT IS ATTACHED. AND THAT PLAN THAT WOULD BE WORKED OUT WITH THE STUDENT AND THEIR FAMILY. ANY OTHER TYPE OF EDUCATIONAL PLANS THAT MAYBE OCCURRING FOR A STUDENT WE WANT TO MAKE SURE THAT ATTENDANCE IS PART OF THAT WHEN IT IS AN ISSUE FOR A STUDENT. THE INTERVENTION PROGRAM IS OUTLINED IN MORE DETAIL WITHIN THIS POLICY. AND ANOTHER POLICY THAT WE WANT TO REPEAL IS 5.094, THE VIOLATION OF ATTEND DEANS FOR THE LEARN FARE PROGRAM. BUT I DID HAVE AN OPPORTUNITY, I THINK I'VE MENTIONED THIS AT THE MEETING TO ATTEND ONE OF THE SESSIONS WITH THE JUDGE WHERE SHE HAD A FAMILY TO SPEAK ABOUT IT AND SO THE COMMUNITY UNDERSTANDS FIRST OF ALL VERY HAPPY THAT WE ARE DOING THIS WORK. AND I COMMEND YOU FOR THE WORK THAT YOU'VE DONE ON THIS SPECIFICALLY BECAUSE WHAT YOU ARE DOING IS REALLY RALLYING THE RESOURCES OF THE COMMUNITY AROUND A STUDENT THAT IS STRUGGLING. WHEN A STUDENT IS NOT SHOWING UP FOR SCHOOL THERE'S SOME REASON BEHIND THAT. AND WE AS A DISTRICT HAVE TO EMPHASIZE POST COVID HOW IMPORTANT THAT IS FOR PEOPLE TO COME TO SCHOOL. SO I'M GRATEFUL THAT WE'RE DOING THIS WORK AND I THINK THAT THE WAY THAT WE'RE TACKLING IT THROUGH THE WORK WITH JUDGE CROWELL AND ALL OF THE RESOURCES LEGAL RESOURCES AND SOCIAL SERVICE RESOURCES THAT WE'RE PUTTING AROUND THE STUDENTS, REALLY DOES REEMPHASIZE TO THE FAMILIES HOW IMPORTANT IT IS TO COME TO SCHOOL. IT DOESN'T APPEAR IN THE EXCEPTIONS IN THAT LIST THERE'S ANYWHERE THAT THOSE STUDENTS WOULD BE ABLE TO CALL THE SCHOOL AND SAY I'M 0 NOT COMING TO SCHOOL TODAY BECAUSE I'M ATTENDING THIS SEMINAR PUT ON BY MICROSOFT ON CYBERSECURITY FOR EXAMPLE. CAN WE PUT ANYTHING LIKE THAT IN THE POLICY? >> SO THE POLICY DOES ALLOW FOR DISCRETION WITH THE PRINCIPAL ON CERTAIN OTHER ACTIVITIES. WE VISIT LOCAL FOOD BANKS. WE DELIVER FOOD TO FAMILIES. WE PROVIDE UNIFORM AND CLOTHING TO FAMILIES.
