our two uh two of our new student representatives of the Board of Education uh Emma Gonzalez and Tanish Vias I pronounced that right Tanish Tanish sorry so welcome uh do we have any committee reports this early in the school year okay great good evening everybody uh I hope you all are doing well um my name is Tanish Ras and I'm honored to be selected as the board of education leison for ppon Hills High School uh so let's get started uh the first event I would like to discuss is freshman Funday this event will be taking place on September 20th from 5:00 p.m. to 7:30 p.m freshman Funday is an event designed and hosted by student council to help freshmen acclimate to high school through interactive and creative activities led by seniors uh currently we're working on the packet and uh the outline uh something else that we're working on in this event are selecting games uh that's a big part of what we're doing here uh so far we have do you guys want examples sure sure yeah Rock tree Bridge human predel ball throat blind obstacle course uh furthermore we've also developed a point system uh to reward points based on game performance including how and when points are given another event we're working on is homecoming so the homecoming game and dance for parpan Hills High School is on October 26th 7:00 p.m. early preparations for homecoming week are underway uh the student council board is actively seeking student input for uh homecoming theme ideas and SP days uh we're doing this via Instagram Instagram polls and um at the end when we're selecting these uh themes and spirit days the student body will receive a Google form and then the spirit days and homecoming themes will be voted upon uh another upcoming event is the fall pep rally the fall pep rally will uh take place on October 25th second half of the school day uh plans for the first fall pep rally will begin once the Freshman fund day and homecoming preparations are further along and um you know with all these events these are some of the action items we will be working on uh the first one is following up with freshman signups monitoring and facilitating freshman registrations for freshman fun day coordinating senior volunteers like I said before this event will be run by seniors so making sure that we have enough seniors to volunteer um is something that you know we're making sure uh happens so yeah informing seniors and promoting this event amongst them the third one is prepare for General Assembly uh are you guys aware of what general assembly is you can elaborate yeah so General Assembly my school pany Hills High School is basically a subdivision for student council uh so while they're like while there are three people from each grade on the executive board for General Assembly we can elect as many students as we'd like and we usually use their help for big events such as Hill Senior standouts um fall peper rally Halloween at the hills and yeah we have been recently promoting this club to the student body as well so we are continuing preparations and promotions for General Assembly the fourth one is home coming suggestions we're on top of um suggestions and Spirit Week ideas from the student body another thing I would like to addresses this class meetings so on Friday September 6th 2024 all grade levels participated in the respective class meetings which were conducted by the assistant principal as well as the principal each meeting was tailored to address information pertinent to the specific grade level so as a senior I could you know uh give you guys a brief idea of what was going on there they introduced us to uh senior campus uh we're allowed to leave school during the lunch and uh the principal and the vice principal basically went over uh all the rules and regulations regarding that and uh student council uh use these class meetings as an opportunity to promote things going on right now such as uh promoting General Assembly encouraging freshman participation for freshman fund night freshman fund night uh and recruiting senior volunteers during the senior meeting moving on to the sports so um Viking foot Viking football played their first home open on September 6th at 700 p.m. their season started off at a bad start losing to mendum 35-0 uh the Vikings boy soccer uh with their won their most recent home game on September 11th at 400 p.m. winning 3-1 girls tennis is off to an amazing win streak winning all four of their matches last week the latest one being against against Rocksberry which was a 5-0 win for the Vikings as for clubs no major event has occurred as clubs are getting right into the swing of things yeah that's about it thank you thank you for that great report Emma good evening thank you so much for allowing me to represent Parini High School my name is Emma Gonzalez school started on September 3rd and there's already a lot of exciting things to talk about at Paran high school we had our club Fair on Thursday and Friday led by our student to learn about new extracurriculars for new members and freshman to join this year we have new clubs such as the psychology Club the law and mock trial club and the dance team throughout the next two weeks there will be a lot of clubs first meetings or interest meetings which will introduce a lot of new members and new students to the clubs yesterday and today we had our school picture days picture day makeups are on September 27th last Friday we had our first football game the turnout was a success however we lost 410 we plan to continue to strive to play perform and support our school the best we can tomorrow we have our par High versus panic football game at Panic High School the student theme is country our exciting homecoming football game on September 20th is home versus High Point with the theme as read out we plan to announce our underclass homecoming court and our senior homecoming nominees homecoming is on September 21st this year our theme is red carpet as picked by the student body via in we plan to sell tickets start starting September 18th to the 20th for $10 around the school there are music tutoring links that the trim National Music Honor Society have placed around the school for students to learn a new instrument or to ask for help regarding their current one the national stem Honor Society had their interest meeting on September 11th our senior off-campus began on September 9th auditions start September 16th and 17th at 3:15 for this year's PHS fall drama little women with our newly elected PHS drama club board tomorrow we have our School's first fall P not first fall pep rally our school's fall pep rally where our student body is so excited to see the members for our fall sports teams for our ppan high school sports our girls tennis team had an away versus whiy Park game on Wednesday resulting in a 4-1 win on September 7th our boys soccer team had an amazing 40 win against morrist Tech they had their senior night on Tuesday with a home versus Mor Catholic um resulting in a 3-1 home win the turnout was huge our boys soccer team has an away game at Len PE Valley today our girls soccer team had an away versus panic game on Tuesday resulting in a 5-1 win our girls soccer team has a home versus Vernon g game today our paron high school field hockey team had an away versus Pana game on Wednesday resulting in a 9-0 loss but as of right now they're currently adjusting their strategies for the next the girls volleyball team had an away versus whiy Park game on Monday resulting in a 2-1 win they also had an away versus Morris Tech game on Tuesday resulting in a02 loss thank you so much thank you very much any questions on student commit reports well there are two fantastic reports so thank you for that and we have something to look forward to this year so I appreciate that thank you moving on to unfinished business is there any unfinished business to come for the board okay see none uh committee reports this chel I think Personnel met that is correct uh so on August 20th uh myself uh vice president Golder Judy mayor and Todd rer met um for the labor relations and Human Resources committee uh there were a number of things that we discussed including um for Staffing updates we had a number of retirements and resignations to review there were a number of new hires including numerous par professionals as well as two key positions uh in Spanish and television broadcasting um that are on your agenda for our are in the bulletin tonight number 16 for approval um those are two very difficult positions to fill um and we went above and the team went above and beyond to find the resources to fill those roles in addition to that we covered waivers uh we had a number oh sorry there were a number of power professional transfers that uh we had to arrange because there were um a large number of students who were moved between schools for different reasons um but these are essentially aligning power professionals where they needed to be to support the students so no issues or concerns from a uh waivers perspective there are a number of overages on assignments that needed to be addressed and so that takes care of those and and then finally we covered salary upgrades uh to make sure that we stayed in line U and with our salaries that we were providing so anybody have any questions no thanks Michelle any were there any other committee or the aison reports I just have a couple things um there has been a a dialogue via email with um the mayor regarding um extending meetings we had earlier this year uh he had asked for us to provide some additional information to him which the superintendent did so we'll continue that dialogue and uh answer any further questions you might have on anything that's on his mind we have local 32 negotiations to be scheduled um so we're working on dates for that um we have um various back to school nights uh come two I think two that have passed uh and some coming up uh next week so we have various board members going to those meetings and I've often said that the school board uh are the best trained elected officials in New Jersey just because of the amount of mandated training we have to go through as as well as it's voluntary or optional annual conference um so most of the board will be attending the New Jersey School Board Association Workshop uh the last week of October uh it's a great opportunity to um be trained on number of different topics network with other school districts not only from moris County but around the state so again thank board members for volunteering their time for that it's um you it's quite rigorous there's an app you can sign up for classes and if you're so inclined you can literally attend class from uh 8 till 3 every day I'm not usually that inclined but I I do I do enjoy the classes that I select I always learn a lot when I'm down there we school for students was Tuesday September 3rd 2024 I visited each School in the district and the overwhelming theme was that schools opened without a hitch our schools looked amazing and our staff was excited and prepared to meet our students in fact I received a very nice email from an elementary teaching staff member who thought it was important to reach out to tell me in discussions with her colleagues across the district that they are feeling a sense of Revival this school year I responded to this teacher and explained that it was very nice I've heard to reach out with positive news because it reminds me of all the positive things which are happening in the farany Troy Hill School District I certainly hear the negative reviews so it was great to hear the positive reviews and and I thank them uh back to school tonight back schol are underway and we encourage parents and Guardians to attend in order to gain valuable insights and thoughtful strategies to assist their children um to have a great school experience the mayor reached out to me via an email requesting information concerning shared services and as such we provided him with the information he requested the mayor explained that he received our email and asked us to provide him with dates for an upcoming meeting which we have done so we look forward to meeting with him uh tonight for your approval we have superintendent bulletin items through 42 with addendum and read them items 43 through 63 thank you I have any questions for the superintendent I will just extend a thank you to yourself and Senior administrators uh the building administrators all of our teachers staff throughout the district um before our board meeting tonight we had a meet and greet with our district administrators and building principles and I will say not not only were they there usually engaged uh s you know ready ready for the hard work that it is to to run a school district um but they they seem very optimistic and happy and it's something I really haven't seen since before Co so uh thank you again uh Bob I'm looking forward to a great school year this year appreciate thanks uh secretary's report Mrs Tesco hi everyone on tonight's secretary's report we have our regular business motions including the approval of the bid award for the pany Hills High School HVAC upgrades which is a rod Grant anybody have any questions okay thank you thanks Char uh is there any new business that come before the board Mr baros thank you Mr President um my uh apologies to miss benos for not giving you a heads up on this because I wasn't really planning on doing this but let it rip um so I want to I'm pretty much talking to um my fellow board members who have been uh we've all been uh fighting the fight at least most of have most of us have um for and I looked at the calendar this past weekend it's coming on almost a year in about two months um on these residential pilots and um you know we we're going to meetings we're asking questions we're doing our thing and um so this past uh Tuesday September 10th um the Town Council uh passed a resolution to spend taxpayer money 17,500 on what is considered a an audit uh of the school district um no matter how much how much this this is totally illogical what is trying to be accomplished um and it's you know in this board member's opinion it is strictly for a political gain um to hurt the district and based on the resolution and the comments by the council comments by the mayor's office um you know was made probably clearer to me than it had ever in any point that um you know beyond my wildest hopes that there will be no residential pilot funds and again we're only talking about the pilots from that would approved in 2023 um that was call it misinformation call it whatever you want to call it it's not happening um and then you know as I sat over the last couple of meetings and you know as a an elected public official who has to go before the the the taxpayers in this town and the voters in this town every 3 years to get reelected you know I I have gotten used to the idea of being slandered publicly um you know because I advocate a position and and that's that's part of the the metal that I wear for this volunteer job but what I cannot do and this board member cannot do it and I'm no martyr but I cannot sit back and listen to our district get get bad mouth to our superintendent be disparaged slandered to our um business administrator get slandered um I just can't do it you know and I thought about this and after sitting there for looking at the calendar one councilman actually said something that of all the nonsense that came out on Tuesday would actually made sense is I haven't been to a football game this year these are the things that I love about being a board member going to football games yesterday I went to the lake high back to school night and I got to talk to kids and parents and I didn't have to talk about Pilots or presidential pilots and what the mayor said or what the council said and I was just talking about what it what it is that we do here and I really all day I struggled with this but based on a prodding from um a colleague of mine just within the last maybe 30 minutes I'm going to give it a shot and I'm asking the my fellow board members those especially who come to every meeting who have been dealing with this on a daytoday basis for the last nine months maybe 10 months to consider this in your vote and consider this in your your your your thoughts I want to make a motion and I'm going to try to do this because I scribbled it here so so my motion is in January 2024 the Board of Education esta Lish the ad hoc committee to negotiate with the mayor's office for the district's fair share of the approved 2023 residential pilot programs based on the meeting of September 10 2024 and the commentary of the Town Council and the mayor it is of my opinion that this that that the ad hoc committee is no longer necessary I move to end the ad hoc committee as is established uh and that is my motion uh discussion on you need a second a sorry second Jack discussion Al uh first of all just a point of clarification we made as a board the understanding that new business was to be brought ahead of time so that we could all think about things and not be asked to vote on things spur the moment because that was not fair to those of us who had no idea what was going on before new business so I would just like to point out that no motion should be made under new business without giving anybody any information at a time that being said I the ad hoc committee was not created in January 2024 just for the sole purposes of negotiations the ad hoc committee was created in 2023 to allow the district to think about and planned for the future of the expected children coming students coming into our district that was the purpose of the atoc committee and I do not believe that purpose needs to be changed we still have to figure out how we are going to address the students entering our district that is my discussion Mr President just point of clarification maybe I am incorrect did we not establish this ad hoc Committee in 2024 because I remember voting on it well there was a before the reorganization I I wasn't on the board in 2023 but I do there was an ad hoc committee established 23 there wasn't an committee St not when I was President I think there was no there was a separate committee there was for like a month or so something like that okay the the ad hoc committee was established in 20123 and for the purposes as Mrs kogan um has made reference to um I I personally never have a problem um bringing something to the table the day of and um doesn't necessarily mean we can we need to vote on it um at the same time and um but the majority of the of the board voted on that they wanted to see it on the agenda beforehand but I personally doesn't matter to me um what I would like to um the ad hoc committee was created in 2023 to plan um for the the um additional children that would be coming in um due to developments but it w then the year ended a new you know a new board was formed technically um for 2024 and it the 20 24 was then changed to to negotiate or to directly speak to the mayor and and discuss the pilot programs and such um I do I I do agree that um I I do agree to to a certain point that um communication is always you know if if you're able to talk and you're able to communicate um ongoing it it's a good thing um because if Mr beros is correct okay and nothing's really going to come of it yes you could consider a waste of time but at the same time the public can also see that you know earnestly their conversations were had and that nothing was opposed or nothing came back from it as I say is the the mayor did say that you know we've been asking for for money from Pilots that have not um that have not had any income yet and that is incorrect because it's not that we're asking for money today we are asking for you know a percentage to be you know to say okay you know what we're bringing these Pilots are coming in technically it's upfront money and you know the the district should get you know if we get 67% of the taxes you know we get you know 45% let's say and that's just a number from the top of my head um and you know that commitment to be to be there um but again that's that's my opinion my idea um and yes you know as as was was um you know and and I would have no problem because there is nothing to hide I would have no problem even doing the meetings in public you know what is that got it's a discussion it's my point on the discussion so what I'm what I'm trying to say is that it's so for me it's okay that you made the motion that since it wasn't on the agenda um I agree with you there might not be anything but I also agree with continuing uh conversations because as I said you know um if in fact we're never going to be given a percentage by you know uh by the mayor then you know it's the onus is on him period um um but it isn't like we like we stopped all conversation and and then he then he could turn around and say well I was going to do this and I was going to do that and you know we didn't give that opportunity for that to come out and um so you know it could be seen both ways and I would again maybe we could just consider this even um till our next meeting and and vote then um leave it as you know pending and and not necessarily have a you know have a vote on it to tonight it's a consideration um and um but again also consider asking you know can they be can they be public meetings can you know why not involve maybe an ad hoc Committee of the of the community you know we have extremely bright very knowledgeable uh we have community members that have um excellent jobs and and incredible networks that might want to you know sit down with the board and you know with the and with the township and and maybe work out ideas of what we can do as a solution to this and that would be you know and and and have an open discussion because you know why have closed sessions you don't you know what do you you know this is a public forum this is something that everyone should be should should be able to um bring suggestions to the table and again that's just me because it it you know it's it's a public environment and and it affects the entire community and um so it's up to you if you want you know if you want to vote on it to tonight or if you want to wait till the next next meeting and and bring the vote and have everyone consider you know what what it would be you know what we could do but again that's mine sorry thank you J yeah I get that that was your discussion I want to know what you would do instead of having an ad hoc you're saying disband the ad hoc committee well what are you going to do I think if you have a meaningful calm dialogue with the mayor which is what I have seen the ad hoc committee do it has not been a a painful meeting it hasn't been adversarial it hasn't been screaming and yelling there's been talk discussion communication I don't think there is anything wrong with continuing and to say you don't think anything is going to come of it well you know if you have a crystal ball let us know you know where you can let us all see it we don't know if it's going to come to anything and I don't think think you're being fair to the people who have served on the ad hoc committee with all hopes and with due diligence have really put their hearts and soul into those meetings and as far as including the public when those meetings take place the ad hoc committee does come out and report in what exactly took place so I don't it doesn't it doesn't yes we're not supposed to talk about C certain things we haven't got into details but yeah but the point is I don't think the ad hoc committee is not doing their job I think we got crap stuck with a lot of garbage that got thrown out a lot of personalities got a little bit higher than they could have to keep us all on level plane and I think that's what did a lot of damage to negotiations that is this board member's opinion and I think with that being said the people who were on the ad committee were calm they spoke they were making sense they had a conversation and I don't think there's anything wrong with continuing that Jack well first of all I seconded the discussion because this is a discussion and I think it's good that we get the discussion going and uh this way and if whether we vote on it or not tonight we have some time to think about it and digest you know basically what we've discussed tonight now I don't think it should be you know bringing in the public because this is a school school funding and we were elected to to deal with this so I think it is up to us as as a board and our ad hoc committee to deal with I'm not saying we should disband it but the Town Council basically the Town Council and the mayor at one point they expanded their committee and as a result we went for like three months because people were on vacation and I'm not begrudging anyone we're going on vacation but when you have more people it's harder to get everyone together it's hurt it's hurting more cats so as a result things got delayed and I think at at this point the way things have gone we don't feel like we're being negotiated with in good faith and I think that's part of the reason for the potential disbanding of the committee um and I'm not saying yes or no on that but but that is that is my impression in fact uh you know when I hear the mayor say he's listening he I made some comments about on the other night and then he repeated the same uh Trope that he did the previous meeting because I responded to his comments from the previous meeting and he just repeated the same thing so I don't think we're we're that we are being negotiated with in good faith so I will leave it at that yes Wendy um thank you thank you uh I am I mean I will just keep talking so I'm always in favor of talking just a little more talking for everyone um but one of my question here is um uh the whether the burden being placed on our administrators uh on Dr Sutter and Mr Esco whether this is a good use of their time um and that's really my primary concern here how are we best supporting our staff who are leading our leading our district dayto day and so I would actually motion to table this vote um to see uh to hear directly from our administrators and considered um whether they think this is a good use of their time moving forward um give them some time to consider and think strategically can I can I do that point of order like or do we need to do something else first there can be a a motion to table however I think that would be better spent at the end of the discussion okay because we tend to um get a little out of control with our motions and our cross motion uh withdrawn for the moment so motion not the comment so so just a a quick couple of responses um I couldn't agree with the last two board members more that um you know I that's the reason why I'm bringing this whole thing up because it's not my time you know as free as it is to in this case here but it was to Dr suter's time and to the administration's time and you know to to grab these folks and and pull them off you know again believe it or not the last couple weeks we opened school we got a no school district to run um we got a a budget to prare um we got a Littleton project we've got all these things going on that have you know just doing day to business um as related to um cooler heads or commer conversations well you know I call Bogus on that because there have been com uh quiet conversations with by the way this has nothing to do with our aha committee our aha committee are are unbelievable professionals unbelievable I don't know how they have to pay to sit through this this nonsense um they on top of it they're I've sat in meetings with them they they think out of the box give me things to say okay I have a little hope here and then what I see is them going to bat and coming back going well we got another delay or uh we spent a whole summer with with a promise of a meeting that never happened because so and so was on vacation you know it's funny the Board of Ed doesn't stop because so and so went on vacation it just doesn't happen um we got negotiations going to start happening uh real soon do we stop negotiations because Tim went on vacation no do we stop negotiations because we got an ad hoc committee meeting no we do it anyways we we can do mult things at the same time if we have to that's why you have nine board members I have no problem pulling my motion I I can do that that's easy my concern is right now is um as far as I'm concerned and please when I tell you this I hope I'm wrong but I think we could talk ourselves to a blue in the face and have meeting after meeting after meeting after meeting the bottom line is that this Administration and This Town Council as it is consisting of today is not going to they may be going to throw us a crumb here and there but they are not going to live up to what they said they would in November December of uh 2023 it's it's not happening I wish it would I wish there'd be men of their words but they're not so the bottom line is at this point in time if the administrate if it if it makes sense to pull this back so the administration can chime in and say look this is still a benefit of our time I'm I'm just a one of nine votes if the administration wants to continue forward I say go ahead my consideration was going to be also is that maybe what we need to do is to if there was this 2023 ad hoc committee which I don't remember discussing in 2024 um then maybe that needs to get resurrected and maybe that has to have a little more of a lifespan to talk about the Redevelopment and uh a referendum and you know the things that are most there are most in the control of the district and the board you know at this point in time waiting for the possibility the maybe of a of a breadcrumb from the Town Council or the mayor's office to me it's a waste of our time you know and but that's just one board member's opinion so however I can officially do this I'm pulling my motion you're withdrawing your motion I'm withdrawing my motion I ended the the discussion well thank thanks everybody I think it was very useful um so I I have a question just on the the new business that Allison brought up and I I I agree I agree with the premise I I don't like it when things are sprung on administrators or board members at the table I guess sometimes that is necessary but I think as a a matter of course of business it's not the right thing to do um so again I I don't recall how that came to be where new business was now sent beforehand and to be listed can just remind me how that happened okay let me remind yeah please so in 20202 Dr Sergeant when I was board president uh because we would have um new business wasn't necessarily surprises it was more the fact that they would go on and on and on and on because it was just a never ending uh uh series of discussions so Dr sergeant in order to not waste administrator's time wanted there to be a heads up especially for the administration um so they would know that we were going to bring something up as a motion to be made that they had the ability to look at what the motion was going to be maybe you know they would have to take it back which was you know again I don't think anybody really minded because we expect the administration to do that um and then it was my decision on top of that that what we would do is we would ask all board members so we didn't have these flighty um new uh new business motions to bring their motions to the table so the board members can can be mayware of it um having checked with school boards on that and I think I might have spoke to Madam attorney but if I didn't please forgive me um I believe that that was definitely an accommodation and there is nothing in our bylaws or under Roberts rules that says that you must do that but it made sense it was a courtesy move um and honestly this was not something I was thinking of doing and if someone doesn't didn't felt it was um getting caught short-handed I don't know what to tell you should have been at the council meeting last week so all I can tell you is is that my thing is I do not like wasting money and was was in the district's time is wasting money so that's where I leave my motion and I have no regrets for making it thank you thank you for that so part two of my question was this agreement which I I do agree with I I I do think it's it's a good form to try and get information on new business before the meeting so people can consider it but there's nothing that precludes a board member from making a motion irrespective of this agreement right correct okay thank you Sheila did you have a comment um I me I guess the motion so I mean my question if I may um my question was really just about transparency it when we have this ad hoc committee which I agree they've done a tremendous job um this is kind of our one thing that we have to say you know this is how many times we've met this is how many times we've attempted to meet um this is the response that we've gotten and even the high level information we get from the ad hoc committee the in you know what they tell us in their minutes um without that transparency I don't know what else we can do to tell the public of our attempt and so I would just that was my question was without an ad hoc committee and nothing else in its place what do we have to show our transparency to our public and our uh families in this District that we are in good faith trying to negotiate or trying to have ongoing conversations so it doesn't become a he said she said uh with the town and and our uh board and our district so that we are being very upfront with all the attempts that we have and and basically just keep the public AB breast on what's going on I don't really know how else to do that without having a committee I agree we don't want to waste time and we don't want to waste the administrator's time and money but I just was curious as to how do we keep up that momentum or uh conversations so that the public doesn't get misinformation I guess thank you thank you for that I just have a again oh Jack you yeah I was just going to say one thing in response to that is maybe we have the FAQs on the pilots and maybe we continue to update that and provide additional information based on the Town Council meetings that we've attended or any ad hoc committee meetings that that that do occur if any do occur um and and update that and make it more of a living document and update it accordingly that might that might be one way to and also to point out the ramifications of this that that if there if we don't have a revenue share then there is going to be a significant tax increase on the district so and that sometimes gets lost in the in the uh translation that if the town is diverting funds to other things then that means there's less money for schools and once the pilots do kick in and we've seen the demographics that they will kick in on the tune of 5 to 600 students over the next five or six years that's going to cost us uh $15 million a year ballpark that you know totally ballpark number but $15 million a year every year for teachers paraprofessionals facilities Etc so that has to be considered and and and basically we've got like uh we're playing you know musical chairs and the Public's going to be left without a share thank you Jack um any shelle I was the only one who didn't talk so I have to talk right is that how it works right so I was just going to highlight two things um first and foremost um the efforts that we're talking about to support the needs of our students are not just resting solely on the the shoulders of the ad hoc committee we have got our uh our superintendent Dr Sutter Mrs Tesco and many other people who are strategically working behind the scenes to ensure that we do everything possible to accommodate all of our students and all the needs that come with them as they come through the new uh developments that are built from the pilot so that's the first thing to highlight and secondly the ad hoc committee part of those discussions right uh with the mayor and the township were aimed at an agreement uh for long-term arrangements to support the needs of those students so it's a two-fold approach and I don't think that um just leaving it to our Administration to come up with a strategic plan for how to do this is enough right we need something and some kind of arrangement with the mayor in the township to accommodate those additional long-term spends uh to support our students uh and I do think that the ad hoc committee can help to facilitate that thank you other comments I'll just a couple of points um I was reminded on my drive to the board office uh this evening by a good friend and a colleague on the board um that communication stops um nothing moves forward so I don't want to waste time I don't want to waste the administration's time um but I do feel that communication in whatever form it takes and perhaps even pursuing multiple Avenues is a worthwhile uh Endeavor uh and perhaps it's a Fool's errand but I you know have played the fool many times and I'm I'm happy to continue to do that because I do I do think progress can be made as relates to this year's adhoc committee um and I want to address something that was also the Town Council meeting um here and before I do that Jack the FAQs thank you for that reminder just uh for the public they're available for any member of the public to also ask a question so it's not just for board administrators to put information on there members of the public can go on there ask a question and it will be answered but um I think the Town Council on Tuesday you know kept talking about students coming from Pilot residential developments and rightly so uh the mayor said that no students have arrived in Paran from a pilot residential development that that's that's fair that's that's an accurate statement but we're not as a board just concerned about pilot residential developments we are concerned about all residential developments because all residential developments will bring school age children unless they're age restricted developments which which they're not so I just want to clarify that that this ad hoc committee is not not solely a pilot Revenue adhoc committee uh and in fact I can go back and look at the minutes from late January early February I had said publicly that there was going to be a couple of different components to this commit committee right there's almost going to be subcommittees to this ad hoc committee one was going to be looking at buildings and grounds and Facilities one was going to be focusing on Communications and the other was Financial which was shared services which is revenue sharing which is capital projects um so it's not simply to focus on the revenue sharing piece it's it's to focus on a multitude of different Endeavors um I have talked to Bob numerous times about the impact of moving forward with these discussions the back and forth of the township uh the providing of data the running of reports and he he has expressed to me that it it is it is an additional burden on his staff who are already you know um very well utilized in in their roles and uh he hasn't told me that it's it's too much but because I I do believe he also uh agrees that communication is necessary and and and and a way to move forward with progress and I I'm sure if he will tell me you know Andy U it's it's gone too far we can't do this anymore but I you know he's not there and I also believe that he and his administrators are are not just sitting here waiting for us to come to some agreement with the township on space on funding they are working hard somebody said behind the scenes to ensure that whatever the number is of additional students we have and wherever they happen to be uh this district is going to be well placed to accommodate them uh facility wise safety wise and academically so they enjoy as all of our students do the same excellent educational experience that we've had in place in this district for years so I I am concerned about a few things uh more long term than near term but you know for for right now uh I think we we proceed as we have been going um again if it's if it's a dead end it's a dead end but we'll find we'll find that when we get to the end of it um I really want to get us focused back on the district you know we're we're spending a lot of time on we are other things um be nice it would be nice right it' be nice easier for me so uh with that I will move to the hearing of the public at this time if there's anyone who would like to you mentioned actually there's some HVAC work being done at the hills has there ever been any consideration or discussion about some kind of air conditioning in the gym at the high or Gates around the fans I mean if you've been there for any of the games it is like a sauna in there and very uncomfortable and probably not very healthy either so just want to know if there any consideration for getting some type of ventilation in there we will answer questions at the end the superintendent can he will certainly answer if I if I can I will thank you thank you hello Mr P how are you very good thank you this Casey per I don't know whether I have three minutes or five minutes three three minutes yeah the council is five we're three no council is also something sometime three right so I wasn't sure uh I I'll be quick I have number of points but I'll try to just give highlights of what I'm I'm thinking uh first of all I will make a comment on a Jack's comment that we necessarily don't need a public uh for this discussion and I'll tell you number of years ago the first of all there are many many smart people in this community I I agree this board has worked very hard they have Insight but many smart people number of years ago I participated in the demographics committee when we opened mount tabber in Lake haata School lot of things going on because we had to you know bust the gates from one end of the town to the other and everything and there was a long process I did participate I was not member of the Board of Education there were a number of people and I think good things came out of it so just think about that other thing I was a member of the planning board I was a chairman of the planning board for 25 years and I just want to tell this board the board has not done a good job communicating with the planning board or the zoning board because when I became a chairman I made it a point we made sure every application bigger application not a regular house or something any development we send the drawings reports and everything to Board of Education never heard anything from board of education for 20 years we kept doing it and then finally the secretary of the board stopped sending all those drawings and everything what I'm suggesting is please you know make an make an arrangement with the planning board zoning board that way you know what's coming and you can plan ahead of time another thing is uh being a planning board member I I'll tell you all all these things uh numbers work for the count Council for the planners and everything because New Jersey state has formula that says how many kids will come from this development the the small town home home community that I live in 50 50 units first year we had about TW it was anticipated that 12 kids will come out of this community first year was about 20 kids right now there are almost 50 kids in 7 years okay just keep that in mind so in the beginning it it may not happen I was told that board of education cannot do a study about where the kids are coming from like say t Garden sends this many and you know Glen mon common send this many but I think there has to be some way how would you know how many kids came from Pilot right and that's what I wanted to we always study this is just like a traffic I'll tell you your time is how how much time 30 seconds or done no 10 you have another minute after everyone else speaks to come back up so minute and 10 seconds the interruption but so just like a traffic what happens something is getting built I remember BN and Noble very well this many cars will come out of this you know thing and we can fix it by fixing the traffic uh light same thing traffic just is fivefold than what we anticipate because they go by numbers from the just bring up a couple of points um I do recall that yes the uh adog committee was formed Med I believe late August early September of 2023 when I was still on the board um also when talking about new business I seem to recall former board member Mrs orm insisted that we had uh previously we um have new business brought prior to a meeting that's I'm not mistaken as well not just Dr Sergeant um wanted to speak a little bit today about uh I guess this past week's Town council meeting I did not attend it personally but it was immediately posted for reviewing the next day um from what I could see from that meeting there was apparently some serious contention of course as usual um I just think the the rhetoric here between certain members of the public and the council and others I think needs to be C come down a little the the the the temperature needs to come down a little bit here I would like to offer myself as someone as a mediator if the board and the superintendent would so choose um to try and come to these some of these negotiations if possible I'm not I be honest I would not be a completely impartial third party because I'm a advocate for the district but I mean I'd be willing to do that if you so chose thank you very much thanks manam anyone else from the public like to speak no Mr P if you like your additional minute please so just before coming here I spent about hour and a half two hours uh watching the video of that meeting I couldn't attend that uh so I know what happened I I'm not going to go into that uh the last Tu this meeting but uh one of the thing that will help public I think is I'm not sure what kind of study this board or Administration has done as to what exactly Your Capacity now and how much more can you absorb and at what point you'll have to build a new building or new classrooms and everything mean if public is not aware of those things they they think that you are just asking for money but what's the plan what will happen if 100 students come we'll have to do this if 200 students come we'll have to do this things like that so I would like to see that from the board and public would like to see that as to why you are asking for the money you asking what is it for and uh things uh one of thing I'm I personally am confused about this 2% thing right 2% they are going to always give you because you are going to ask for 2% but with all the pilot money coming in right you should not taxes should not go up because you have a you know backing of a pilot money okay now one of the thing I heard is that oh we don't have a money we don't have our students we can't give you money but in real life we all I mean you know before we get our paycheck before we buy our house we look at it how much expense what we'll do where the money will come from where the money will go can we afford this or not same thing I mean right now we are in a planning stage and you need to stress that that we are in a planning stage yes we come but uh you know so that that's about it and there 2% but then where else you want to spend how much you want to spend and what happens if you don't get money and that will be it thank you Casey I appreciate it just wanted to bring up another one point I recall uh it was either late 2020 2021 I remember going through this uh as on on my own some to some degree when we had uh we were expecting a lot of new developments being built the only only pilot back then was the 1515 which is close to completion but um the other numbers of residential developments in town obviously right up the road here in park um the other on um Cherry Hill Road Etc and those are all starting to come on going to be coming online very soon and obviously not Pilots but they will obviously create growth in the district and I seem to recall also that some of the smaller developments that have happened in the past year have already added a number of students I don't know the exact de demographic number of course right now but there has been already been you know growth of students from the developments that have been completed so just want to bring that point Thank you thank you all right see no one appreciate you uh I I appreciate you coming I would encourage you to come to our budget presentation so that you can understand where where our money is going I also would encourage you to look at our website for our demographic study which is up there which tells you how many kids that we are intended to receive because we have that and our architect has also done um a capacity study so we'll have that published as well so we appreciate you and your comments um with regards to Matt appreciate you uh volunteering your time U not sure if that's going to happen at this point but just want to say thank you for your efforts and um Mr uh marks we have put in uh two industrial siiz fans in there uh as you know money is tight so you know we'll talk about air conditioning in different places but I'm going to be honest with you um I'm not sure that's going to happen at this point but um we we will discuss it in the future one point on that they have to turn the pants off though during the game
