19037 Long Lake Ranch Boulevard loots Florida am I okay to go ahead yes go ahead sir yeah I wanted to bring an important issue to the attention of the no board members as you know Skybrook K through 8 school in loots on State Route 54 will open in 2025 uh several hundred students from the ages of 5 to 14 will walk or bike to school from The Long Lake Ranch and park VI developments each day more than 175 children will be Crossing Sunlake Boulevard a divided four-lane Road just south of State Route 54 the existing crosswalk poly marked and almost no one stops for the pedestrians in the crosswalk as it is I am asking that you make it a priority to install an electronic pedestrian traffic management system at this location which may include flashing lights stop lights or in pavement warning lights Sunlake Boulevard as you may know is a major cut through from 54 to the uh Carwood area speeds on this road are much higher than the posted 45 mph limit there's also lack of traffic enforcement uh while understand you have little control over enforcement you do have the power to prioritize the safety of hundreds of children who will cross this four-lane road twice daily uh once they have all been rezoned to the uh Sky Brook k38 it should also be noted that there are five new restaurants under construction a bank and a 24-hour ER as well as the two warehouses at Sun Lake and 54 all with access driveways onto Sunlake near this crosswalk which will further increase traffic again this is located on Sunlake Boulevard just south of 54 it's in regards to Children that'll be Crossing that to go to Sky bro and that's the end of my comment okay thank you sir and that that was all we had yes okay close all right we're going to go ahead and close um public comment and we're going to move on to can get a motion to approve the meeting minutes from August 8th so move second all in favor I all right approved um no advisory committee reports anybody for the citizen advisory committee how about um technical advisory committee uh good morning my name is Cynthia spidel and I'm here on behalf of the mo technical advisory committee and since we lost the last no board meeting due to the unfortunate storms I have two reports for you today one from October 2nd and the second from November 6th so I will start with October second um during the October 2nd meeting we talked about the regional merger small cities discussion and what the role and how many seats should be allocated to the cities if a merger should occur and uh there was a lot of Talk Back in Forth um one of the suggestions was to look into the Orlando subcommittee method to see if that would be uh a worthwhile Venture um but ultimately we voted to have one seat allocated to the cities in Road ration so moving on to November 6th there were three items that were of um Avid discussion during that that session uh we talked about the Lop amendment to wire Road and 301 and um Todd vanderberg from the city's Z Hills was there and he was really excited to see some of the safety improvements that were being proposed at that uh intersection he said there's a lot of development going on and and so we um zoomed into the intersection we we just looked at the whole area as in whole and and uh we obvious VI ly voted to approve that modification to the Lop of the list of project priorities then we went on to the no Freight plan which I think is going to be presented to you today as well um we had some concerns about jumping straight to a freight plan analysis because um we felt that the first step should be having a truck route and other jurisdictions um have a designated truck route system and as someone who has worked on a variety of industrial projects and other jurisdictions having a designated truck route map is of critical importance um to ensure that you have the allocated dollars associated with those truck routes um and because truck travel is just as important as residential trips and sometimes those types of vehicle trips are in conflict with each other so having the truck route map is a is a critical component to take it to the next step for evaluating Freight because there's different types of trucks are we talking a small Amazon truck are we talking you know goods and services is being delivered across Pasco County so that was our our suggestion there was to make sure that whatever um analysis is done or whatever the consultant's looking at is to actually come up with a truck rad map then last but not least Tina gave our presentation on micromobility um traffic counts which he's going to be presenting to you today we were actually very excited about this and the technology that's going to be utilized to sort of um look at micromobility and we think that um this will be a very effective tool in learning um about which areas have what risks in terms of trails and um pedestrians and bikes and the different types of uh micr Mobility which I guess covers everything scooters golf carts and um we're looking forward to seeing what that technology brings us and the information that we can use to take it to the next level and with that I'm happy to answer any questions and thank you very much thank you okay do I have thank you I'm looking forward to that too um to the bicycle and pedestrian advisory committee that was oh here we go all right thank you Tina Russa um transportation planner for no staff Brian um couldn't make it this morning was not feeling too good so I'm going to do the abbreviated version of our two meetings as well um October 2nd again same kind of action items were approved by the the bpack we're having a problem meeting the quum and we're going to be reaching out to some of our representatives to kind of clean up the membership because a lot of a lot of people are traveling so we're we're kind of reach resolve that challenge um as you know so but I think the most important thing that came out about October 2nd meeting which is really good is um our Parks folks went after two grants and our bpack satisfies that public meeting for our Parks folks on making application and getting points for those those Grant applications as well so we talked about those we also talked about everything else that was approved um as well with the CAC and the TAC and then our November meeting um we again had the same conversation about the freight plan you're going to hear a little bit about the Mike and reality um plan that we're talking about but we talked about our Tri County meeting that we actually have with Hillsboro and pelis quarterly we talked a little about that and then um we wanted to we gave a project update on our overpasses and some of our orange belt plans and stuff so our bpack got an update on those projects that're really near and dear to their heart and then the last thing that I want to mention is that we mentioned about the Florida Greenways and Trail Foundation the trail Summit that's in February um in Venice which is the 10th anniversary of of suntrail funding as well so those are the conversations that are bpack had for both those meetings Tina I just I just texted Ray Gad to see if he'd be my appointment to the bpack that'd be great I um and just so yall know I'm working on putting together advocacy group on Trails for the county um so uh I don't know where our first meeting is on that but we'll see if he answers and if he'll do it that'd be great how often do you guys meet again well we do that January and you'll see the calendar January through June we're every month and then we do kind of every other month after that but everything's H hot and heavy through that June meeting that's kind of makes that's what kind of makes that hard we're Haron really focused through January through June about eight meetings yeah yeah anyone else all right thank you appreciate it all right we're going to move on to our action items um number one is the Tampa Bay Mo Regional merger scope of work U missia Gman good morning so this morning um I know what this is in your packet we're going to start off with the actual scope but I figure it'd be better to start off with the actual presentation um I want to take this back to the very beginning I know there's some new faces on our board on how we got to this place with the merger so um about a year and a half ago legislation had asked the three mpos to come together and do an exercise on what it would look like like if the three npos in the TMA merge so that means Pascal penel and Hillsboro from that uh request or legislation I should say um legislative ask we we combined a report we sent it last December up to uh tasse for review by our congressman and uh governor and moving forward from there in the report we stated that we would again continue to look and to research what a regional no would look like and moving forward we'd hire a consultant we would build out an no and then go forward as such hoping to merge in 2027 from that discussion now we are moving into we moved into what the board composition would look like that discussion was in February of 2020 you have a question of February 2024 of this year uh we took action at the TMA um to take the port and Airport off the top of the 25 seats uh leaving us with 23 seats um and from there the discussion was going to be small cities which we had uh last month at the TMA meeting and now we are from that TMA meeting with small cities the scope um and the regional merger discussion it kind of ended uh where we wanted to take it back to our boards and have the discussion further because the discussion at that meeting wasn't quite flushed out uh to the extent that the staff directors needed to be um and the TMA board had a lot of questions leaving there so that is where I'm coming back to you again today is to have that discussion about the board about the composition of the board um about small cities and about the scope of work that we would like to enter into um once we can move through some of the voting aspects of what our board composition is commissioner Oakley questions comments I just had a u question because not long ago I think I heard some something come from Hillsboro County that some project need to be left out of of the regional board that they wanted that project to go through without it us merging and I always seems like I'm always hearing kickbacks from Hillsboro County on entering the board with all of us other members they got way more votes than the rest of us do but I I think we need to have a group that's willing to work together and doesn't seem like Hillsboro County is willing to work together so they well Mr dery yeah thank you um do you guys know what he's talking about because I do I I just was letting you finish I I I was going to bring that okay to the service in the discussion so at the previous TMA meeting um we were discussing the merger as it relates to um Tampa City of Tampa they wanted to remove the widening um I believe it's from the airport to south of Lois I think those are 2 275 on to downtown 275 North of downtown they did not want that to go into the long range Transportation plan that was uh prior boards right and I think we that was that's what killed no that is the no board that was their vote to put the project back in however to put it back in right now yeah I'm just confused cuz I mean if we're going to go on the board we need to all be going in with the same idea the table all right so Justin Hall F doot um it failed so it was a it was brought up at the lrtp meeting they talk about removing the 275 project from uh just north of downtown where the current project ends all the way up uh to just north of bears which is pretty much the whing at 275 North of downtown which helps the BR correct it helps the brt we put the hard shoulder allows for bus on shoulder so uh but it it failed so that vote failed so it's in the lrtp they didn't remove it from the lrtp so the majority of the board uh saw the Merit in the project and kept the project so um sounds a good thing yeah so I mean but it was a it was a you know point of conversation in the board meeting but ultimately it did uh the motion failed so um so he he has to be nicer than I have to be you know with that all go sit back down yes that is true he does have to move yourself at TARTA we tried really hard to get our first Transit project going which was coming from the Wesley Chapel area uh it was a rapid bus program coming from I think State 54 maybe we went up to 52 I don't know coming down to 75 all the way down to St PE and we've done a bunch of the study of it um the stud's done what we do stud's done the study's done but Hillsboro County um and some of the former board members killed it by taking the widening of 275 out of their TPO 5year plan am I saying that right correct new board new members they put it back in others others tried to take it out again and that failed so it's a good thing it's back in it's back in okay so that is a good thing I think there's a new thinking going on little some changes in hillsbor and we're going to work much better regionally together and that is very much going to help our people going down down well I think that's good and I just I was I want make sure we had I was bothered by the fact they were taking something out and they tried leaving it back there Tred attempting to take it out again based on the based on backing the merger the whole idea of a regional noo is a right idea we all work together and there's the availability of having more funds for all of us and because a lot of these roads and the widening of these roads help all of us that are in this region so it's like widen of 301 we have a short distance on 301 that we need widen to go to hillsbury County and they've got a lot more on their side I don't care that they have a lot more the whole thing's going to help everybody so commission wman thank you so before we get all into how many you know the structure of the board help us understand before we get into that dialogue what's our path forward with the city of tempo I mean aren't they the ones because if they don't agree then this is all for nothing the way that I kind of understand it our meetings like how do we navigate how do we navigate that we are actually as staff directors talking about how do we navigate that but but I think what we have to understand is that one person that comes to the TMA does not represent the entire Mo board and City of Tampa Council but my understanding of the structure when our meetings she likes to think she controls her whole the the destination preven moving moving forward she just one voice correct so we can still move forward be clear and don't forget this is what we're doing right now is what the legisl told us to do corre we have to turn this into them when this this next exercise we have an update excise yes this next I want say exercise legislative ask we have it the scope going out hopefully next uh summer early fall so that's what we told them in our legislative report that we were going to do and if we told them that's what we're going to do we need to follow through so to be clear so all the time and debate and multiple committee stops and everything that we coming in to land on this to remove the airport and port to have small cities once this thing is baked we can still move forward in the city of Tampa we can still keep moving forward without the city of Tampa holding three major counties back and determining in its destination what I'm going to say is that right now all three staff directors especially hsbor County Johnny Wong is working on with his board to gain a more of a uh broader perspective because like we said there's there's only one voice and we know that the no is made up of they have a board of I think 17 so they are working with their city and the City of Tampa to resolve the issue but we could still move forward despite if the city of Tampa doesn't want to merge I think that should be put on the table that we could still move forward without the city of Tampa sorry Justus all FD I don't know if I say to my come but I will so uh to answer your questions there's a long answer and a short answer short answer is the city of Tampa has to vote to approve theou once the merger actually moves forward so city council is a key vote in that correct now what I think is an important clarification I think one that commissioner starky was trying to make is that um it's been discussed at the recent TMA that that if the city of Tampa is going to take a position they need to vote and take a position as of today they have not so um the representative councilwoman herac has expressed her opinion there's a few others on the TPO board that are from the city that have expressed their opinion but the council themselves have not taken a position Council on the whole uh I do know that Johnny Wong plans to go talk to them in December uh to give them an update hey this is where they are because Tena and all them are working really hard on this you know there there's a lot of time that's being put in between all three of the staffs and so Johnny is going to give them an update on that give them an update on hey this is where we are this is what we found this is what we're thinking um and you know I had a conversation with someone earlier my my thought on this is whether ultimately it goes forward or doesn't go forward I'm not going to Pine on that that's for everyone here but to at this point stop the process would be really shortsighted because the study's been funded the legislator is asking us to do it let's go through the whole uh process and at the end if we get to the end and it doesn't make sense then it doesn't make sense you know but uh to stop it now it it just you know the study and all that they're doing a lot of work and let's to see what they come up with my concern was is that we go through all this and the City of Tampa I want everybody to be clear to understand the city of Tampa what their abilities were to be a speed bump or stop it or not that was that was what I was W to clear yeah so technically every party so Hillsboro Pasco pelis and the City of Tampa which that's the way it's written could anyone could be a no vote so you could be the no vote hillsbor could be the no vote penel could be the no vote the city could be the no vote but I choose to look at as you all could be the yes vote um me too but um I I'll tell you uh one I think key Dynamic to understand is that their board on the whole the council has never been briefed on this so there has no there's not been a dialogue on the dis at a council with their entire Council involved on the regional NPO so there there's hasn't even been a dialogue on it so Johnny's going to start that dialogue in December and say hey like this is what's going on this is the conversation and we need to have it I'll tell you this and not saying this is a conversation to have but just something to think about that is because of Hillsboro being involved now let's say the thing falls apart there's nothing that says that like penel and Pasco couldn't decide to get together there's nothing that says when this is all done that Pasco her and citrus couldn't get together I mean the the city of Tampa only has a voice in that conversation because of Hillsburg County and because they're the largest major city in Hillsburg County and in the region so yeah I appreciate that Clarity Mariana thank you um and I appreciate T of putting the slide together uh at the last meeting and I think even before uh I'm in favor of going by pure population as far as the allocation go uh and the allocation population you're looking at is based on the year 2000 correct this PO this allocation based on our apportionment plan of 2020 that's how the NP it's going to change soon right which we do every 10 years per the deenal sentus right so what was so was based on the 2000 census 220 is rning yeah 2020 census right Okay so we've grown a lot since then we're going to grow a bit more so it's going to change um if Hillsboro County wants to allow the port and the airport to have a seat I'm good with them setting it up I don't want that to take away from what our population representation would give us the way it would be without the apportionment of the airport and Port we would get five seats instead of four seats Hills where would get 12 seats and they can do what they want with them as well pelis remains unchanged that's the way I want she had done mhm so we already voted just to give the board an update to go back to February TMA and February's no board discussion this was a conversation at that board meeting so from that board our board meeting in February I we took the information to the February 2024 TMA and now we were would be asking to go back and do a revote to make sure that um if the if you guys vote today and said that you want to take the port and Airport out of the Hillsboro's a porman we would have to go back to the TMA and have them revote on it so um I'm not in favor of going backwards um I I think the airport is regional and I think the port is regional and what what I want everyone to remember is the money that we get for our county is still coming to our County and same with all the other counties the purpose of this Regional PO is to work together on large ferally funded projects and the fact of the matter is those are probably going to start in Hillsboro because that's where the donut that's where the issue is and and then it'll spoke out from there so um I I don't I I think and especially with the new political um positioning happening in some of the other counties I think I think we're in good shape here um and it'll change again in 20 30 um maybe hbor lose one pel lose one we get two I don't know but I I it's it's just all about us working together to get a federal contract that helps our people move around Tampa Bay easier so don't get too wrapped up in in in in this us against them because I guarantee you probably the first project is going to be if it's that brt it's going to very much benefit us coming down coming down um but if our residents if we do something up here and and then our residents get to Tampa and they can't move anywhere what have we solved nothing so um is that a motion I I yeah I would make a motion to not rock the boat you know we worked so hard to get where we are we were all in agreement let's not go backwards and um yeah so I would make the motion to stay with what we had and had agreed upon second and Mr chair if if I I appreciate I appreciate that too um and as long as it comes out the way that we've been that has been portrayed to us that we still have our pot of money we still have our list of priority projects I don't know how they're going to be merged but the devils in the details on something like that so we've got to trust that it's going to move forward as it's been presented to us and I I agree with you and I just want to a note of clarity that this is not the final stop right the final this is the exercise right this is the exercise right um we're trying to do this to pave A Way Forward have a better picture this is not the final end all of how the apportionment will look until the apportionment plan is done um even if we merge in 2027 the apportionment plan would get redone in 2030 right because we're coming up on the desial census so I want that to be a point of clarity as well so everybody understands that process right now we're working through trying to get the board composition we did work really hard on getting the board size which is 25 so when we go to the TMA on the 6th we are speaking in one voice and we are saying this is the direction Pasco intends to follow and I think that's really important for when we have our discussions so that we're cohesive uh when we go out there and is that dece December 6th December 6th okay and I'm not going to be here so um some so I I guess commissioner Edgar will be be uh councilman Murphy commissioner Marano commissioner waitman we have a motion yeah we have quite a few yeah we have any other discussion on the motion commission Mar and keep this in mind canel County does have anyport to they're not get any extra credit for that either but I still think it's pop it should be population based pelis say airport is um is not owned by is owned by the county I believe still an airport um anyway so I I I firmly believe we should still be tionately set up for our population um the representatives on the board uh on the port and the airport cannot be elected official correct it has to be there voted on has to be CEO any other discussion all in favor I I all opposed n all right looks like it passed let's go back toties all right so now that we have that cleared up we're going to the small all cities discussion um before I start that I know at the CAC meeting um I know I think our Representatives had um another engagement this morning the CAC did vote on having at least one of the four remaining seats represent the small cities um they were that was their Optimum vote so I just wanted to share that with the board before I go on the presentation so we now have the small cities discussion that we want to pick up from where we left off in the TMA um and how do we want to ensure that our small cities are represented I know you heard from the TAC and the bpac they had a similar view um but I don't think we were able to discuss it at our board meeting so I wanted to actually have this discussion there's multiple ways to have small cities be represented on the board like I said you could have a seat one rotating seat you can have a nonvoting advisory you can actually have a committee that reports to the board um so at this point um I know we talked about it a little bit in the TMA um but for Pasco itself uh what would be the ideal um situation for Pasco County and how the cities are represented anybody have any Comm wa I I think you take the two largest cities one on the east East one on the west and they can have a good idea of how the how the cities operate in between and I think that'd be a fine representation of both sides of the county okay now and I'm on the oppos I I I I prefer our small cities to be in a committee and that we meet when we meet as our on our local projects um they have a voice on that committee and they make recommendations to us on the big one but these are these are big big big projects and I just think it needs to stay the elected Commissioners from our County for right now because our cities just aren't aren't big enough yet M Marano I hope you get real big you know when I look at going to the TNA it's hard to get three there never mind getting four there so I don't mind bringing the C in I think if you do it where you rotate let's say East Side West Side from one to the other every every year you kind of rotate it in and the backup first alternate should be the city that's not in the rotation for East and West Side uh if in fact that neither City's going to come and they got to announce if they're going to go to the meeting or not then one of the other Commissioners can fill in and and take this law I like that idea I'd love to get your input just being the small City it's good idea so my view on it is I I I would like to see at least the one rotating seat a voting seat on there to represent that I do think we need to M maybe get together as a committee as well subcommittee and and rotate that around but I think we need to still maintain uh all this together to talk about those things M so we're talking about one one of our four seats being for cities is that correct that's correct so okay well in the past when we had a city representative to be the largest city in at the time of census which today is zre Hills would be the representative the back it would be Newport Richie and I don't have a problem with that but we only have four seats we got to all work together so and we do it was was je H we work together and I'm I'm I mean I I kind of like that idea is having one seat whether it's rotating cities or you know pick two or over 10 years it'll change and that may change right could change in and that next city would take that over so right Mr chair yes right here oh no this way um I I would like to have to see the one seat for the cities but also I think it's important that we meet collectively as a subcommittee and and flesh out everything not only the city but the county um well we'll still we'll do we our local right right and and that's what I envisioned we'd still do this same exercise right here but then take the uh whatever the decision is of the body down to the to the bigger mpf so okay may black has Mr chair um yes and fellow board members I I do think I I have a question too about rotation if if we have four seats and um you know we have five County Commissioners so there's going to be a rotation there I'm assuming I'm I'm going to assume that the three County Commission if if three are dedicated County Commissioners they will not always hold those three seats they'll probably rotate among the five Commissioners is that correct we we haven't talked about that yet either but but I would say probably all five would want to have a seat at the table at some point I I would imagine I could probably say that for each of the five of you County Commissioners at some point you would want to have a seat on this you wouldn't want it to be one of the two that never gets a seat seen that's probably correct I would assume so what I'm what I'm getting to is I I do like the idea of a dedicated seat for a city I guess we call you know there there are six cities in Pasco County four represented on the no so we're but we all four count as small cities even though we're all four cities um but I do think it it is important that we realize that even among the cities we can have an understanding of these Regional issues too um I I think all of us ser on Regional boards all of us are involved in different organizations that keep us attuned to things that are happening regionally so I do think from a city standpoint that it is important that one of the four seats be dedicated to cities and the reason why I was asking about the rotation among the County Commissioners for the three seats that remain if that were to be the the breakdown three County Commissioners one for a city is that the city seat could be rotated among the um four member cities that are part of the no presently um that that's what I would like to see uh if there's going to be rotation among the County Commissioners I don't think it would hurt to have uh rotation among the City commissioners now continuity is a good thing I agree but um I I think it is important that if we've been part of the conversation that that that continue um I know speaking for myself and and I'll let commissioner Smith speak for his City we were pleased very pleas pleased When U many of you I think have the institutional memory to remember that one time this was the West Pasco no and uh then it became the Pasco County M and our two cities were able to come and be part of the conversation and I like being part of the conversation and I would like to uh for our all of our cities to be able to have that conver be part of that conversation um among the four of us that are on M um thank you T so if it seems like the majority wants uh a small City seat then perhaps we set it up like they okay so if we have four seats is that right four seats we four seats left then and there's three Commissioners one from a group of the Cities we have three Commissioners with an alternate commissioner when one can't make it and we have one city representative with an alternate from another city to be and I don't care if the cities decide who they're how they're going to rotate that correct um and who the alternate is going to be but we need to make sure we have alternates set up because you know like I can't be there this Friday so we need to have I'm I'm good with that kind of scenario yeah I think that's that sounds good probably on the commissioner side I would I would have it be our chair Vice chair and then who would you pick for the third seat but that changes every year so there'll be a rotation of of the commissioners is that a motion yeah that was my motion please have yeah we'll have three County Commissioners with one commissioner alternate and we will have one city representative with another City alternate um and the cities will pick their representation and the County Commissioners will pick their representation Mr chair I second our motion all in favor sorry discussion so the cities you sure you don't to have an east and west side City two no no I'm asking the city for why would be well I commissioner Maran Mr Sheriff I I would see you know the in Pasco County your Incorporated areas do make up a smaller section of population than they do perhaps in other counties and so personally I can be comfortable and I I can't speak for the other three City Representatives but I think that you all do represent the majority I can be comfortable with three and that we decide among ourselves how to rotate on that fourth seat I'm I'm pleased to see your population focused and I as well I mean I think you guys the Commissioners are going to be looking out for your cities as well so I I'm comfortable that and us as well we all work together well so I think we work fine agree I'll second that motion actually sorry second other discussion all in favor I oppos we're good yay yeah all right thank you um and the last part of this discussion is the regional uh Tampa Bay n merger scope um this was imparted by that we're moving through this process um pretty pretty and I won say quickly but we're moving through at a steady Pace it's time to now bring in an objective 30 party to help us guide us with some of the heavier conversations of actually like staff what will that look like um what the you know making the board composition our documents and things of that nature after do was so gracious to give us 500,000 to Kickstart this that's just the beginning of funds that will be needed so the TMA got together uh we uh worked on a scope um with the consultant and now we are ready to start sending out uh going through the RFP process to get actually we are going actually working through the RFP process to get the consultant I'm sorry we don't have the consultant but we wanted the scope to go through the boards and have the actual approval before we get started we talked about this in the TMA uh we left off um we didn't really have a place of where we came together of how we wanted to go about the scope some if you can remember some of the board members wanted to split the scope into different parts that way we can do some of the work and then what if you know God forbid we have the the point of no return and we say we don't want to do this then we're not losing money after he's not losing money um some of the board members wanted to keep it as a whole scope um we continue to keep it as a whole scope bring it back to the our local board for more conversation so I'm going to turn it over to you guys to discuss commiss sty um yes uh commissioner edar and I were very much in favor of keeping it all together um I think uh maybe one one who was speaking with a voice of some negative connotations wanted to break it up um and I just think we should keep it all together and moving forward so um yeah correct that is what we are representing at the TMA on the 6 is one whole scope just for everybody's Clarity um without it being broken up um most certainly if we vote here today that this is that is the guidance from the pasal m board that we would like to break up the scope that will that is what the direction will take back to the TMA um I will say I mean does it show less or more commitment I don't think so in that light I think just keeping it all together means we're kind of kind of we're determined to go through all the work and get to the end um if we break it up then we run chances of saying we're going to stop um I don't think it's less commitment but I just think you run risk of kind of going oh we just did that let's just hold and you get into that kind of I think mindset a little bit bit more but um I don't think either answer is wrong or right put it like that any other discussion on whether just keep it together it sends a positive message to keep it together in my opinion okay think everybody's in agreement we need to make a motion on this to I make a motion to go together in one okay one expenditure whatever I'll second that all right all in favor I all right thank you yeah thank you okay um Pasco 2050 long range Transportation Plan cost feasibility plan Transportation Improvement project listo Alison fluid how are you good morning good morning did you all have my presentation fantastic thank you all for the opportunity to present today um wanted to just provide an update on uh where we are with the uh long range Transportation plan uh it's been a couple of months since I've had a chance to speak with the board um so just to give a quick recap on essentially how we have arrived at our cost feasible plan and then uh we'll go through just briefly and overview of the cost feasable plan itself um so um go ahead to the next slide just an overview of our planning process to date um we have uh been doing this for uh over a year at this point or I guess almost a year at this point um where we initiated some data Gathering kind of establishing our existing conditions Bas line for the region um you all know that the uh longrange Transportation plan is updated every 5 years however particularly for Pasco County it's incredibly important to establish that existing conditions Baseline because this is such a area of high growth and dynamic change um So based on that we were able to move into our needs plan and coming up with what those identified needs are for the area um that took us directly into project prioritization and then aligning those needs with our available revenues um at this point um we are um obviously we have arrived at our draft cost feable plan we also have our draft document um that has been prepared and is out um for public review um at this time so uh we've had public involvement throughout this process on the next slide just a little bit of a overview of that as well um we've talked uh about this to yall in the past um but I do just want to emphasize that public engagement is an incredibly important part of what we do for the longrange transportation plan it can also be very challenging to engage people for the long range Transportation plan just because it is a little bit abstract you're not talking about something that's happening tomorrow necessarily um but with that said I want to give some kudos to uh the mo staff um and really working hard to engage and socialize this information and my thanks to all of you all as well and helping to push out this messaging to your constituents we did have over 1100 participants in our public engagement for this effort um for this type of plan I do this work all over the country this is a really robust numbers um so incredibly grateful for um for everybody's work and helping to get that message out and which provided us over 16,000 data points um all incredibly informative as we moved into the development of our recommendations um for the plan on our next slide um we'll just get right into the development of our needs plan itself so we'll kind of talk about this in a few different ways because I'm starting here with our roadway needs but we also have needs specific to our Transit uh system and also for active Transportation as well um so I'll also note that our intersection safety is something that is included alongside our roadway needs um it's treated a little bit differently um because you all have have kind of operating just on the heels of this long range Transportation plan your Safe Streets planning grant that you received and kind of going into the work that's associated with that so we've essentially taken the first steps here within the long range plan to start to identify some of those areas where we see hot spots just based on the data um but you're going to have the opportunity based on that uh funding and that plan um to take the next steps and dig in to a level that we typically aren't able to at a long range Transportation Planning level um so we're very excited about that and that's something with the information there that you'll be able to fold into your next Plan update um but just thinking a little bit about your roadway needs I just want to overview kind of how we came up with what you see on the map because there's a lot on here why why is Ridge Road not on there I was looking for that too uh so yeah just a yeah exactly so that's actually an existing plus committed project it's considered an existing project is already under construction but shouldn't it show as part of our road Network yes and I'm not sure if it's I mean one one of them's done and the other one's under construction one section yeah so any project that um is already has received funding yes it should be highlighted as well they receed funding from us not from anyone else right right and whether it's local funding or state federal funding all of that should be reflected on here so I think we need to update that yeah we'll just validate if that's if that's showing up on there um so but I do just want to kind of mention um how all of this has been put together we do start with uh your previous plan your 2045 um long range Transportation plan is obviously our starting point um anything that's shown in those kind of Darker black lines is a committed project so as uh we were just mentioning here that does mean that it's already uh slated or obligated for federal state or local funding um so it's in your tip or your CIP um so then when we think about our next steps for the needs plan identification we start to look at our congestion information from the regional travel demand model um so we are obviously looking to address any of those projects that either show existing congestion or that are uh projected to be congested out into your future based on your future population and employment levels um we look for those congested links and then we also look for places um you know if it's maybe uh one portion of this area is is congested on this road um and then another segment on down is congested we don't want to have a recommendation for let's say four lanes on this portion two lanes in the middle and four lanes on the other side we definitely are looking for continuity in these recommendations so we try to fill in any of those gaps that we see um and then also we overlay that safety information um to kind of understand if there are project types that may need some tweaks to better adjust some of the safety issues that are out there are we allowed to ask questions on this or or absolutely sure commissioner opening us up to okay I'll start off um I'm looking at rangeland Boulevard coming off of starky and what are you talking about there cuz I never heard I mean that's in the middle of a neighborhood so are we talking about blowing out our four lane road there and make it's already it's already four lane just trying to orient maybe Nick knows or some someone knows what what that plan is there or who I'm sorry what was the segment that you it's rang it's 114 project 1141 M um so that's that's one question um please Nick thank you good morning members of the no board Nick uren County engineer uh Comm that section of rangeland is two lanes the Western end so it's just wiing from 2 to four to be consistent with the rest of the corridor there's a small piece of two lane road in that in the community okay we at the very beginning okay cuz it is it blue all the way from starky Boulevard to gun highway is it is it it's hard to tell because it's written on top of it but are you saying from actually that's from Little Road that right there starky right there yeah so you're going to widen that it's just the the two lane portion that's going to be widened to four okay and then then I see we have rangeland down here 1142 the new which is the Old Tower okay um and Mitch I see Mitchell Boulevard is there uh the extension of starky through Mitchell whatever we're going to call it 1101 so we're yeah that's an important Road um I'm curious I see here you have intersection improvements at little and 54 I was not aware of any so what what are we talking about there is this the is this the time and place to talk about these things yeah this is fine okay what what's going on at little and 54 yeah so for any of those intersection Improvement areas those essentially have been identified because they are shown as having some of our highest safety concerns yes we don't have specific improvements identified yet for those locations they are going to be studied further as part of the safety act plan and we expect that that's the opportunity where there'll be more specific recommendations coming out of that they have been putting I don't even know what they're called little uh concrete Island things I'm sure there's a technical name for sorry I'm Tina Rusev um planner for no do currently has some safety improvements being done at little 54 the complete streets um they almost should be done there's some SP shots being at yeah that's what's being added currently and that's probably why it shows up here as well because it is a current project and again like she said you'll get a little bit of information later about the safety action plan we'll do a very deep dive in all our our hot spots so to speak okay and and you know I want to hold up this whole meeting to go through every road here so I I just look forward to a private meeting to answer my questions on what some of these projects are yes thank you and I think the one other thing that I would just note in kind of our process for developing this is that there were um extensive conversations ations held over the span of several months with our member jurisdictions our municipalities our County staff um to vet this needs list um and kind of ensure that we were pulling in the right things and and kind of answering the questions that that needed to answer so that's that's kind of the first step in our needs plan process and uh you'll see this evolve as we go through a few different slides as well but first Mr let yes commissioner I just want to touch on a couple of things County Line Road is something that was very important to Hernando Pasco we got a legisl I think we're working with do but the way this is shown it's going to be like 17 years away what does it say then at the bottom of line cost fusible sis projects am I read that right what list are you on on the big on the big paper yeah yeah and I'll actually yeah look at here fando right one we're doing joint with Hernando what are we doing with her oh that's in 20 years yeah I'm trying to figure what we're doing with that the road shows going yes like 2041 and I just want to know where where we stand I I think Jus is going to get up Jess go actually we have good news is in Hernando County Line Road we' working with fdot Hernando County um on actually getting it into what is it the PDN for this first round the PD will be design design sorry designed in this in this upcoming tenative work program we have it worked out which design will be fully paid for by fdot so we're very gracious um that we're moving forward so we should be having something in the works we're going to meet again in January and after that meeting in January we'll have a fully um we'll fully know which direction we're going so the information I'm shown here 2041 to 50 is not accurate that that will be for future years when we get to construction so so when they're putting this plan together so when you're putting a long range Transportation plan together you're looking at everything right and you put it into bands and you try to balance it and so right now based on the current plan that's where it would show whenever we go to bring that funding in which is basically what we're doing you know we're bringing that project forward we'll come back and do like an lrtp amendment to say hey we need to bring it into this Banks this where we're funding it so she talked about the design you know we had the design funded for starting next year we've got the RightWay funding we're bringing it in and then we'll fund the construction so as we do that we'll amend this plan but for what they're doing the biggest thing is that it's documented as a need if it wasn't shown as a need we'd have a problem because we would say there's not a reflected need but we're trying to fund it but the fact that it shows is a need that's what we need okay and I'll just say as we go further with this say the same thing with Shady Hills Road is something we want to take a close look at we got a bunch of schools there we got a sewer line from a deal that was just done where it's coming all the way down from kind Line Road down so that Road's going to get need to get need to get approved as well and just when you're looking at this the biggest thing is if you see something that's a need but you don't see it on the map that's a bigger conversation needs to be had so if there's a if there's a road that in your head you're going like this is a need but it's not shown here that that's what you want to bring up to them so they can make sure that they're they're addressing all the needs Mr sty and I have one of those and it's rangeland um now that I'm looking at this uh we were asked to move that up into our fiveyear uh plan dot it's the reliever for State Road 54 that connects to the turn uh Sun Coast and where is it um on this we're in the we're in route design route study now um so that's and uh that's the Old Tower Road guys that and you can see it's the new interchange on the Sun Coast and goes across to Bexley and on up but we were asked by do to move this up and I don't see it moved up on here so and we voted to move it up so well perhaps what would be helpful at this point is if you all um would allow is it may be beneficial for me to kind of Step through the next several slides and kind of get through to the cost feasible plan and uh we can come back to some of those questions um commissioner starky that you have and others um and then that will maybe add a little bit of uh context kind of how we've gotten to where we are um and then we can go from there with some of the questions um if you'll allow me some uh to move on here okay cuz then my next question is going to be 5 54 and 41 so we'll save those discussions for thank you no I appreciate that um all right so just moving next into kind of the other aspects of the needs plan and again this is kind of as as was described a moment ago when we're talking about the needs plan this is essentially all of the uh recommendations that are being considered as a part of the plan process whether they are funded or unfunded we we kind of are looking at this this broader brush and then we move for the roadway portion into the financially constrained uh component as the next step um but for Transit I did just want to note that uh we were able to work extensively with go Pasco um to identify our needs plan projects um for Transit and to do so um we obviously started with the County Transit development plan um to understand what was already in there um to see if there were specific locations identified as needing improved Transit um looking at the travel demand model is also beneficial for Transit because we can look for places that have a projected population density in our future years that would be Transit supportive and then also understanding if there are new projects that may be needed to better uh provide a transit alternative in that area um I should mention public input is uh played a role in the development of all of these we did vet through all of those comments that we received to understand if there was something that we could be considering from that um regarding the transit we also look at demographics um other more locally specific Transit plans as well um and that kind of helped us arrive at this overall sense of what those needs were um for Transit on our next couple of slides also related to Transit um we worked specifically with go Pasco to understand some particular improvements that they have identified as well as some more specific implementation years that they Envision um for those projects to be identified um so these are a mix of operating and capital projects um and again that's kind of gives us a little bit more uh wealth of information that is going to directly correlate with some of the initiatives that they are looking at going into the future there's no there's no microt Transit on here anywhere it's frustrating I feel like we're oldfashioned in our approach to Transit but that's that's my view and I know that right now uh go Pasco is finishing up their comprehensive operations assessment um once they do that they will actually move into the update of their own Transit development plan so it moves at a slightly different schedule than ours and I think that as of now the thing that they're doing with the COA is more kind of focused on understanding uh routes revisiting those routes themselves and then the TD would be more holistic to look at maybe some of those solutions that that you're mentioning commissioner starky um so um I think all of that kind of part and parcel so we'll move on to the uh to the active Transportation um needs and I think one of the things that is important to have us take away with our active transportation is that we do try to have a very close correlation here with our recommendations in the roadway needs so all of those projects that you see kind of in the um gray and maybe a a mauve type color um those are essentially our committed projects and our roadway needs projects our expectation is that unless our roadway is unable to accommodate bicycle and pedestrian facilities because of its type that we would want to have enhanced bicycle and pedestrian facilities as a part of any one of our projects that is being implemented here and so that's why you see those kind of reflected um we also obviously wanted to um uh reflect the uh more Regional in scale um projects and initiatives that are ongoing such as the orange belt and the Florida Coast to Coast Trail so you do see um the draft alignment for the orange belt um shown here as well so that kind of gives you a sense for the overall uh needs that we have within the plan but I do want to come back to that roadway side because I do think kind of going back to the question that we've been um discussing thus far that this may help provide a little bit of a context as to how we arrived at that cost feasible plan so once we have those needs identified we do move into a prioritization process um we are federally required to go through a quantitative prioritization process that is datadriven our priorities are directly responsive to the goals and objectives that were identified at the outset of this planning process and then ultimately those are used to inform our financial constraint our financial constraint looks at our available revenues at the federal state and local level and then we align with those prioritized projects to help us arrive at that cost feasible plan so going on to uh that prioritization I did just want to highlight what we're discussing in in there um because you can see um things such as project status congestion reduction connectivity all of these are kind of your more traditional Transportation metrics um but also thinking about environment security and resilience and Freight priority so again all of these were responsive to our goals and objectives we wanted to have that direct tie in all of these have a quantitative data driven source that we can um directly measure and respond to now that being said we know that the quantitative component of this is incredibly important there's also a qualitative uh angle to this as well so again we've gone back and looked at you know the public feedback that we've received and comments that we've received thus far from our committees um and our boards so that that helps to influence the the ultimate prioritization of our projects and then we go into Revenue forecasting um this is important um as we noted um the ultimate goal I think in terms of making it easier for projects to progress or move within the Metropolitan transportation plan or the long range plan is that they are included in your needs if you're in your needs even if they're in the unfunded portion of your needs it's much easier to have an amendment and for projects to kind of move around in there however this is the place where ultimately we're we're reflecting that at the end of the day because we do need to identify our different funding sources at the state and federal level the county level and some of those Transit specific funds as well so I'll just go through some of those just really quickly um um thinking about the state and federal revenues we are talking about some of our typical um uh revenues that are coming here directly to the mo uh things like our surface Transportation block grant carbon reduction money state highway system money um as well as uh CIS funding we kind of treat CIS a little bit differently I'll mention that in a second um but all of those uh state and federal things that you would see reflected within the tip at the county level um this is a place where again we very much appreciated the partnership of Pasco County uh staff to help us dig in to understand some of the nuances of the fuel tax um the various different fuel taxes that are are being assessed here as well as sales tax uh the various Mobility fee districts um something that was important here obviously as we look at our Mobility fee districts we know that um those monies can only be leveraged in certain areas and we wanted to be um sensitive to that and then obviously thinking about uh tax increment financing as another portion of That So within all of that we're kind of thinking about what is dedicated to Capital funding and what is dedicated to operations of Maintenance we don't want to dip out of the wrong pot and kind of coming up with that balance uh one of the things that I think is interesting about working within this uh area and has been very very gratifying for me again having the chance to work in in many locations is that you all are very uh Innovative and aggressive with your Local transportation funding in fact you've even been recognized at the federal level here at Pasco County for your innovation in uh leveraging transportation funding here locally even with that Innovation even with uh the way that you all are able to kind of aggressively uh pursue and leverage that funding there is still a gap that is going to remain and as we financially constraint and we will see that there is a list that is significant of unfunded projects so we did try to look at uh future transportation funding with an eye on what could be done what could be explored to think about potential changes to the funding landscape in the next several years um so thinking about that perhaps first within the penny for Pasco sales taxs we know that funding within that is allocated to several different sources and the allocation to Transportation could be considered um in a different way perhaps going forward if there was a desire to do so the structure for can I ask a question on that yes please um that was I guess this would be a David Goldston question that was done by referendum so other than the Tiff I mean how could we put more trans how could we allocate more penny so it was done by referendum it cannot be changed for the next 15 years yeah but this is a long longer term plan so I think the recommendation is we might want to look at reallocating it after year 15 okay not not during I I don't think they're talking about reallocating it for the first 15 year okay thank you yes thank you for the clarification um the structure for your Mobility fees is regularly reassessed and updated and continuing to reassess and update that structure I think is is a the best practice and thinking about that with an eye on Gathering transportation fees and how best to leverage that for projects going to be a benefit for those Mobility districts um similarly for your tax increment financing um this is a a great funding mechanism to use as leverage for local funding match for state and federal monies or for grant funding as well and so thinking about it within kind of that vein um as is a great way to extend your dollars a little bit further and in that same light discretionary grant funding um we are at a moment in our uh Federal Transportation landscape where there are more grant opportunities available right now than there ever have been um and continuing to be aggressive this area you know kudos to the no and already taking advantage of that the Safety Action Plan is a great example of being able to bring some of those dollars back to the county um and obviously uh continuing that forward would be a good path forward so with that back back ground um we'll move into the cost feasible plan itself um we do have a few different cost bands um that have been set aside um you'll see tier one um I do just want to call this one out because it's a little bit more unique 2024 to 2030 um this is our nearest term and it is consistent with our tip and our CIP our timing here is fortunate we have a newly updated tip we have a newly updated CIP um so we were able to bring in that most recent information so that we do have that kind of aligned both with our local funding and our state and federal funding um we also then look at funding um within uh a couple of fiveyear banss 2035 and 2040 and then a final 10-year funding ban and that just allows us to kind of be accountable within those interim periods to understand are we um are we able to constrain our projects within those time frames as well as the overall so moving on to the cost fusable plan itself I wanted to um Orient you and I know that some of you all have already had the opportunity um to go through this to the document that you all were provided um today because this does give kind of the full rundown of what is included within your cost feasible plan um this is taken directly from our document so again this is a available online um this is part of our public review um I will mention that at our October committee meetings um we did received some feedback from the Committees at that point in time we had recently received the updated CIP and it had not yet been folded in at that time and that was kind of the primary comment we had received since that time it has been integrated um and that was what was posted in the version of this document that is available online for the public review so just as a brief overview of what you're seeing um within this document you'll see in kind of the second page here we begin with that tier one and tier one is actually divided into two Separate Tables just kind of for ease of organization so the first is our tip and so those are our projects that are coming directly out of our currently adopted um tip within this area and then starting on what's called page 175 again these page numbers came directly out of our report um you'll see the tier one CIP so this is the most recently adopted CIP what page 75 175 or 176 they have two page numbers per see these are kind of 8 and 1/2 by 11s that we've turned into 11 x 17 spreads for you all for your benefit so again these go through all of your locally funded projects this is your currently adopted CIP so that takes us through our first horizon year um through 2030 so where and where is range land in this let's see uh well I see range land as on that first page at the bottom the bottom um okay I'm not sure if it's included so it's at the the last project on the bottom yeah of that first page the CIP is several pages long okay um I was curious because on your map it shows it I mean bexley's already built so this is just connecting right uh cattle Gap to Beckley Boulevard so why is Beckley why does it continue on or on your map and are you referring to this map here or the next plan map thank you so that continues on I think all the way to either 41 or eron cut off so is are you I just don't know if that's necessary to show so much of that since some of that's already built and I think we have a few projects yeah in that area that are are yeah showing a widening on some of the sections that have already been built I believe that's what we're reflecting in those areas so it's a connection and a widening that's right yes and and it goes by a few different names in this uh in this document I think we have Cente Boulevard um yeah I'm trying to think of some the other names that this goes refers to in this document um but yes it does kind of complete that section and it is a combination of exension plus widening um just to quickly run through the remainder of these um in starting on page 183 and I well what does it mean when it says and there's a bunch from in here total Horizon cost is $0 it's free and I'll just pick the first one hand cart Tindle road to State Road 52 Clinton Avenue widen two lanes to four lanes so if the developer's building it then it's zero to us is that why that's correct okay yes yeah it's free yeah we wanted to show even the developer funded projects in our list um just so that it was a full accounting of everything that was happening um but for our accounting it's it's not something that's being kind of it's not coming out of our total I guess that that we're um reflecting here so moving into I think it's page 183 uh is where we get into our funded projects um so this starts in the year 2031 and kind of moves us all the way through 2050 for our cost feasable plan and I did want to point out some of the this this table looks a little bit different than some of the ones that you will have seen on the previous Pages um because we provide a little bit more information um for the benefit of just kind of understanding what these projects are going to look like we do break out our costs by phase for all the projects um so we have PDN preliminary engineering um RightWay and construction not every project has every phase shown some phases have already been completed um in that case we'd only be showing the phases that remain other thing that you'll probably note is that not all phases are shown within necessarily within one specific cost band they may spread out over a couple of cost bands um in some cases that is to incorporate the full funding so ensure that we can uh kind of move that project forward as quickly as we can and others it's more to reflect the reality of the um the project itself and the timeline that we feel that it might actually um be implemented within so um that just kind of helped helps to illustrate a little bit of where where that is is coming from we also see the funding source um noted as well um that just helps give a little bit of accounting again we're looking at state highway system money we're looking at your stb carbon reduction um and then we're also looking at some of your district 7 money and so we wanted to be sure that we're appropriately accounting from each one of those so that's that's what those abbreviations mean um I did want to point out just to kind of account for the full totality of everything that's actually included in our cost feasible portion of our plan that there is another smaller section of projects on page 193 so essentially five pages on that is our CIS cost feasible plan we show our CIS projects separately from our other projects because as you all uh likely know the uh fdot actually uh provides a cost feasible plan for the Cy projects um so they do provide this all the way out until 2050 and so this is essentially a direct reflection of what they have uh noted on the S designated facilities will be financially constrained by the year 2050 from there everything that is included in the remainder of this packet is designated as illustrative or Vision so these are essentially the remainder of the needs projects that we do not believe are given the revenues that we have in a position to receive funding by 2050 um you'll see a couple of Turnpike projects um the stone Coast Parkway projects I will just kind of give those a special caveat they're in their own little table because um the turnpike does not do a full 2050 plan but they can do a five-year work plan um so those May Advance more quickly um into the cost feasible plan but if they do they'll be using that dedicated funding source and that's why they're kind of reflected as they are the remainder of our illustrative projects are in the large table starting on page 195 and continuing through the remainder of this packet and that's where you see kind of all of the other um projects reflected and their costs by phase so um just to kind of reiterate one more thing and then um I think we'll kind of make it through most of the rest of this uh presentation um and I'll open this up for questions that if as long as something is included in our illustrative list or if it's included in the cost feasible list that's essentially the most important step that this MTP is suing for us that we are including those projects um to be considered um an amendment is needed if you need to move something from the elative list into a funded list or if if you need to move something from a certain tier to another tier that's when an amendment will be needed to your MTP um but that's uh kind of having it in the plan is is really the most important first step to then be able to easily move those things through subsequent amendments um to different years to account for those if we can just quickly go back to the presentation um I'll just close that out so that we can kind of open up for all the remaining questions um because I did want to highlight where we are in terms of our our next steps so glad to finally see let just go back to the the PowerPoint I think we can y there you go so one of the things that I think is helpful to note um yeah can you go back to the PowerPoint and maybe like three slides back that's perfect actually just one one more forward now go to those congestion maps and I think we'll be good so at the very end of this one of the things that we did have the opportunity to do is take our cost feasible plan and um put it back within the travel demand model um what of the things that we're looking at for that is um to um let's actually go to the the maps near the very end if you can just after the tables thank you sorry um we're wanting to understand what does our con condition look like if we don't put any of these cost feasible projects in here and what does it look like if we do so the big takeaway for that is um we're kind of looking at those congestion levels yeah look at the and I think one of the things that I want to call everybody's attention to is um if we do not have our projects our cost feasible plan projects we're seeing all very heavy levels of congestion across most of our key corridors within the county with our cost feasible projects we do see significant Improvement in those projected congestion levels in 2050 we do not see full resolution of our congested facilities in 2050 and that's not surprising I would say that's common in every region that we do this in and particularly in a region with strong growth such as you all have um however I think what we're looking for is a positive trend and response to what we're doing to kind of see that Improvement happening on the back end and that is what we're seeing as a part of uh what is being shown here in the cost feasable plan and that speaks to part of the prioritization and knowing that congestion was was a key part of that so with that um I think the one last Next Step that I would would leave you all with before I open back up to questions is that um we'll be back in front of you in December um at that time the entirety of the long range Transportation plan is going to be put forward for consideration for adoption um but at this time uh we have the cost feasible plan in front of you this is still in draft this is still in public review um and so we're happy to take any questions and any comments that that you all have at this time so thank you for letting me uh walk through all that happy to answering questions um wellow it's a lot it is a lot um well I'll start with the way I was going down going down here my understanding on Tower or rangeland was that we we decided to we kept it in one big route study so that we could go after a Federal Grant and and so I have a question on federal grants and and and I know that and this is kind of a do question um uh you guys went for one on I think it was on 52 we didn't get it um what is the next one were you going for 54 and 41 and you know we we had had this conversation because Hillsboro County and specifically you know we're upset of Caster down there she she's bringing in a lot of grant money for Hillsboro County in Tampa and um looking at what they were doing to be successful with their grants they had a lot of congressional um support for every Grant application she was doing and we haven't I'm not sure we've been working it like they have and so we want to be smarter and now there's regime change so maybe we'll be more in a driver's seat I don't know but let's talk about what what are the big projects that you're going to be going after and how we can have help with our relationships so Justin Hall F do so I'll start by saying that the State of Florida has not done very well in the past four years uh for Grants and and that's a topic for a whole another conversation that even though we're one of the top three largest states so we regularly finish in the bottom uh in the grant programs over the past four years so you could draw a lot of conclusions from that how you may um I will say that you know we've we've been successful with grants um uh throughout the district uh have been more successful it seems in the Tampa area some of that um there's there's two reasons for that some of that is the scoring criteria that they use for a lot of the grants now and some of the grants that we've won down there uh one of the new things is the cost benefit analysis and and uh they've rewarded population density uh through a lot of those so that's the reason why a lot of times Hillsburg County Tampa has done better due to the population density in the area of the projects um I'll tell you 52 we plan on resubmitting uh again so that's a project we're going to resubmit uh based on some feedback that we've received we're going to submit it again 4154 would definitely be a candidate for that not necessarily next cycle just because the rway we need to acquire and a lot of times when you go after the grants they want you to be shovel ready uh before you go after the grant but uh that would definitely be a candidate for a grant in a coming year and one that you definitely want to set the stage for because there's a few things we've learned with the grants one uh you want to start the relationship early on the project before you actually want the grant yeah and then two is it's all about the story you tell so um that's been a big real change for us uh I've got a lot of folks that work for me that are uh very diligent Engineers that look at things you know very black and white and they want to tell you about all the engineering reasons why the project makes sense but the reviewers for those grants and none of them are Engineers so you have to write it in a way that that they hear the story story understand the story and why it's important I will tell you one thing that hurt 52 this past cycle is there was a really big push uh in the last cycle for uh like economic disparity economic things of that nature and so if you look at all the products that won the past cycle they all had that we didn't we didn't have that which I'm thankful that we don't have that that you know our area is is doing well from that standpoint but we do plan on resubmitting 52 41- 54 will be another one and we're always open open to the conversation on any other grants Brian Hunter who's actually here handles a lot of that for our district and a lot of times it's who who asks Pasco County has not historically gone after grants so Hillsboro County that's a part of their thing well like so there's a new system going on here in Pasco County and we want to be asking for everything that we can ask for we need to be asking it's been really frustrating for me but and I will tell you I will take a moment just to put a feather in a couple people's caps Nick is talking to us regularly about funding opportunities for projects so I think that your staff reflects your opinion the same thing with tenia and conversations we're having about funding it is what options are there what should we be looking at what should we be doing so I think your staff both on the no and at the county reflect your opinion now I I don't necessarily feel that maybe in the past that was the case so um so you feel the 52 is our best opportunity for this upcoming funding cycle 100% um we want to be engaged in that process we go to Washington um we're going to be hiring a new potential one or two lobbying firms I know I think one of the ones that's applied has been the one that's helped in Hillsboro County securing some of those grants so we need to pay attention to that um um now is that the um so there's different kind of Grants and but let me ask this question if you are SU successful on State Road 52 do we get to keep do we get to take that money that was going to be used in our County and Elevate another project in our County it's hard for me to answer that question so what happens let me ask it this way sorry okay when that happens in t in tampor St Pete and it's part of District SE or tampor Hillsboro and it's part of district 7 does the money stay where does that does the money go to other counties and districts s how does that work it just it just depends so you know we have to maintain over a 10year period of balance work program so you know I can't I can't allow for it to get unbalanced too far imbalanced in any given year because then it's hard for me to get it back to the net zero so to answer your question we could look at keeping it in the county if there was a project that was next in line that made sense for it to stay in the county and fit the long plan then yeah I would I'll tell you that um there's a project you guys are going to talk about later US31 Wire Road signal that you're getting money for that signal came from the fact that there was a grant one a safety grant that was won in Hillsboro County that freed up money that was previously allocated for that that we moved to the signal because it was a safety priority so it it doesn't always stay where it is um but I mean at the same time I will say this you have a lot of capacity projects that we're working on and those funding the funding you've got there a lot is capacity funding so there's a high likelihood that if we won that grant that it would stay in the county because I'm investing in capacity in your county so who makes the decision of where money moves to um well it depends on the fun type uh this is kind of funny I guess a lot of it falls on my plate um okay and uh I would say that I would say that the only part of it that doesn't fall on like mine and the secretary's plate would be uh the CIS because that is a Statewide program so that we're competing we as a district and I don't to say competing that sounds like negative but every district is competing for those dollars the Statewide dollars but the district specific funding as the transportation development director in district 7 that falls under my purview and where do you happen to live where do I live personally I live in Plant City but my folks will I'll tell you this Plant City it actually is the Plant City we move to Pasco Plant City's detriment because they my folks all tell you it's to their detriment probably because I refus to put money in my area so um I talk to him all the time yeah listen I I'm I'm all years all time about money where should go so on on US 19 um I see it you know all red and I I I can't even imagine what we can do to help it unless we're talking about going up and over and I know you guys came to me and asked me what I thought about go about going up and over 54 and 52 and I'll tell you that my suggestion was that we need to continue working on the penel county overpasses and keep moving those North and and that's kind of what I'm talking about when we talk about these Regional projects um because the Bobble neck yeah yeah we're crowded up here but everyone's going north and south and so it doesn't it just made sense to me that they just keep continue contining moving those um what do you call those um what the cues the congestion the move the oh oh you're talking about the spies the over or the we're doing the overpasses yeah the overpasses and you're doing that one now I think on curly or c well in just so you know I mean now we're getting into a really deep conversation but one thing that has kind of slowed the the moving North is the tarpet Springs area they're not a fan of so we're we're trying to work through with them on what the solution is in their area um but a nice pretty sign that says come shop in Tarpon Springs um but the rest of us can't be held up because they think people won't go shoing tarping because there's an overpass we actively working through it with them and I believe that we're pretty close to resolution oh have a Countryside mall and it works fine yeah I I think we've got I think we've got a common sense solution with them so I don't want to like put them on blast because I we're in a good place well I'm glad you brought brought up tarp Springs because that brings up Senator Hooper and his new uh residents in my district and his realization that it's not pretty to try and go between Pascal and pelis in the morning and in the night and um and so I know he has big plans down there and I don't know if it involves you guys um on uh East Lake and but my understanding is there's some big numbers coming to fix the bottleneck that's there yeah I'm aware of that it doesn't involve do but I am aware of the project and the issues there with the fire station and everything so I'm aware of that and we we had this conversation with Nick um Tuesday that um or or whatever it was going over our legislative stuff that we got to look at a solution that works with what he wants to do down in the South southwestern part of Pasco and we don't know what that is yet I think Nick's been charged with trying to figure out what that is pretty quickly I can probably help Nick with that okay um then I had a question on so I don't know I don't know what your fix is for 19 what else can we do to improve it well I mean you know I'll tell you this I think it's a holistic issue I don't think it's there's like a Smoking Gun on 19 that I can do that fixes the capacity issues on 19 and I don't think that's our approach I think we're looking at it all of the north south connections through the county and then the key East West I mean I can tell you the turnpike is looking at the Sun Coast that's a big uh part of that conversation we're looking at 75 Ox Lanes things of that nature that's a big part of that conversation and then on 19 I think the conversation is around do we go spoy do we go some other type of like uh limited what's SP what's that's the single point Urban interchange that's what you're referring to that we're doing further to the South so that's the fly over with the Texas u-s and the you know all that stuff that's a spoy um and and I'll tell you the biggest thing there is whether it's whether it's that interchange concept another interchange concept it's the controlled access that's the key because there's a lot of traffic that is just trying to go through you know they're not trying to stop you know at every intersection and so that controlled AIS is the key whether you do it with a spoy you do with some other mean or method the controlled access is how you start to work on that capacity issue all right um um and 54 41 where are we with that so everybody wants to know yeah yeah so we have a that's a good question so we have a PD public hearing coming up it originally was going to be the end of this month and yeah and I believe now we moved it to December and the only reason for that is and just being candid the materials weren't ready to go I think oh now it's January I knew I moved in a month I'm I made the decision I just couldn't remember which month it was in and where it was going but anyway the materialss weren't ready to go uh I I reviewed them I had some concerns gave that to the team they're addressing that so after the PDN we'll roll right into design and then the biggest lift there is going to be acquiring the RightWay it's not going to be cheap you know buying what we need to buy in there so that's going to take us a little bit um I will tell you we've been having a conversation with our Cy team and Tallahassee about I need more money on that project so I mean I'm I'm beating that drum as often and frequent as I can so that that is a big focus of ours that's a big bottleneck it needs to be fixed right I have a just a comment that looking at the Bellamy brothers um project I didn't see sidewalk or Mar to use path on that so I have a question on that um but my next uh questions involve you and the turnpike so I don't know who's going to answer this but one we had a discussion again about the funding of the bike ped overpass on 54 and sun the Sun Coast and I just learned on the drive over here that we signed a contract that we are responsible for any overages and the cost of that design okay I I I going to ra I'm going to hit hit the hammer again that we gave the money in 2010 or 2018 $10,000 10 million and it's been held up for not no reason from us and now now I hear it maybe $6 million more than what we planned when we were ready to go and I don't I just I want to break that contract well you and the board are more than welcome to do whatever you like to do um I I'll say that this is what I I'll say this we we are experiencing cost overruns everywhere like that project is not unique and and I know that Nick probably is is kind of like groaning as I'm saying that because I'm sure the county is dealing with that on the county projects and so I understand the frustra frustration I understand your concern I'll tell you that those costs those are real like that's the real cost I mean that's not there's no uh smoking mirr just need your help with that one I mean I I'll be honest with you I'm trying to help myself keep 52 moving and other uh projects moving I mean we are at a point and I'll tell you the next I think it's the next meeting or meeting after where we come with the tentative work program you'll see I mean I'm having to move some very big projects around to try and keep my program whole and so not saying that I wouldn't try and help you find a way to to do that I'm just saying I'm I'm I'm rubbing nickel together trying to keep the work program moving forward ah it's just so not fair to the citizens of Pasco that we keep having to pay our own when y'all build everyone else's well I mean I'll tell you this I mean I I of all the pet overpasses I've been a part of so Harney Road uh State Road 60 all that those are all being funded locally like the Harney Road Clearwater clear waterer funded the the line share of that I think we contributed small a very small amount but how many how many of those overpasses and penelas did the enhancement funds paid for I'd have to go and looka said back there i' I'd have to go and look and I mean I'll tell you this and on the Sun Coast because we were talking about this earlier the only overpasses that were buil on the Sun Coast by Turnpike were when they were actually building the Sun Coast right I don't know why they left us out of that I mean that's our road was bigger than their road now we're now we're arbitrating history but know I I know I keep sounding like commissioner Kemp going over and over and over all right I I I'll be quiet now do you have any more questions we can okay so I'm looking at the plan on uh page 195 it talk about Hicks Road from Denton to New York app um on on item number seven that's I I want you to hang just in case so I I want to I'm looking at that number there and it says there's a RightWay cost of 3 8 million now I assume that's going to be mostly from the Bolton Avenue North to Denton if they're going to expand that road out but really my focus is going to be what's going to be on item seven next one coming up or couple items coming up with hick road is on the list and it goes from Bolton Avenue to New York that's the road a dirt road now um that you really have to like kind of redesign there's a developer that's beside that wants to put an industrial park in place so we talk about getting funding if and they're willing to a land swap with us with the utilities department we can be very flexible with that so as far as like cash out of pocket I don't know if that 3.8 million is the number we should be using or not because if we have enough right away in the ne Road anyway we don't I would like to look at that thing Focus down to going from Bolton um to New York Avenue and get that funded because right now you're going to in the next item that's going to be coming up you've got the uh p& that's funded but I think you need the p& really just got to kind of go to design how you're going to do it because developer will give you the land and we can work with whatever we need so that would speed up the process provide us an opportunity especially right now with a new uh president in place to possibly get some economic develop money and from the state they said if we had the project coming forward and we had it designed out we could go to the state and possably get money through the Economic Opportunity group yeah Deo so so Deo wants to work with us but we need to change what we're doing here because you're going too far with it if I get that first segment done I get it right in the heart of the industrial the the compound that's right there that wants to come in so we can look at looking modifying that break it to two part spots like it did Ranch Road break it down and give me the bolt in New York part and and we'll follow through in the the argument later on it'll cut the cost way down and make it much more Fe feasible and possibly put us in a position where you take the F same funding where you going to look at all the other monies just go put it into designing it where I can then get it in front of develop Department of Economic Opportunity and maybe some federal health as well I have a quick question um when your expansion of 52 do you plan on adding sidewalks yes so the um the new the new stretches have a trail on the North side a multi-use trail on the North side and then nothing on the south side now we've been having conversations about you know can we look at modifying to add a sidewalk to the South and we'll work on that and this is history that we've talked about so this is a difference of uh past leadership you know Pasco County leadership to now and I I mean that like staff leadership not not BCC and so there was previous decisions made about do we do sidewalks on both sides or multi-use Trail on one side and with no sidewalk on the other side and the decision at that time was made to have a multi-use trail on the North side no sidewalk on the south side we have I mean is it something that we can discuss where well we're so right now what we're doing right now is we're actually looking at can we Implement a sidewalk on the southide within the design that we have now by modifying that's what we're trying to figure out right now the feasibility of that uh if the answer is yes then we come back to you with a conversation of okay there's a cost associated with that I may have to break my projects up even smaller to make it happen you know is that what we want to do yes or no like that's a decision we would put in front of you you know this board um the the greatest Challenge on the South Side based on the way we we designed it with that decision made to put the multiuse trail on the south on the North side is a lot of our drainage and alls on the South Side so we have open swes open ditches huge grade differences between the property owner and where that is to retain the water so that's what we're trying to work through right now is can I snake a sidewalk through can I modify BMS can I adjust things to make it work so we're trying to figure it out okay and and just you know I mean those are decisions made before I was in this chair and before you were in your seat I mean that well I was sitting here and no one asked me yeah well so I'm not happy that some someone not a policy maker made that decision I'm here to have the hard conversations I have I will never shy away from a difficult conversation but that that is where we are on the project so I just want to be sure that you're working well with um our engineering department because we have requested that every developer that's coming in um for some reason besides Metro uh to put in their sidewalk as part of their development process and I know that someone said that that was the agreement that we had with you guys that we would require the developers to put them in and for some reason we didn't follow through on our side um we're still investigating that but certainly any new project and there are a lot of them coming on 41 they all have to put one in so it may be that we don't need you to put one in everywhere that it comes along and then it goes back into the developer property and then comes back so please I hope you're working with our staff routing that out and we have a new person that I hope will catch these mistakes what's her namec Rebecca is she here she should be so we're yeah I mean so I work really well with Nick my staff works really well well with Nick and staff we work really well with the no um yeah I mean I would say I'd be surprised if I heard of a project that we're discussing now that we're not discussing pedestrian access on both sides of the road I'd be I'd be really surprised if someone came to me with something we're working on now a lot of these are planned implemented designed decisions made you know you know six years ago that were that're now being constructed like you've talked about before the 52 the new alignment was another one that we've talked about in the past and it's the same thing it was the same decision making same group same everything they made the decision to go that route and what are we doing now we're we're looking into Teno was talking to me that they're they're going to propose a feasibility study to look at adding a you know Trail or sidewalk to the east so the prospect one that's missing the the the one that's missing from Prospect uh or curly so those conversations are actively happening I we talked about that she was just talking to me about the feasibility study and that we would partner with them on that all right but I think we need to make it really clear that this board doesn't want staff making decisions that we don't have sidebox so let me give you let me give you a suggestion so when we were working on us19 in pelis County the pelis county no board took uh made a motion uh put a policy in place on US 19 that we would put a pedestrian Crossing every was it quarter mile half mile wow and so when we were working on 19 we we did that you know we did everything we could do to facilitate what they were proposing so including punching underpasses under 19 in certain places so that was a policy they made may you know and that was one that we respected I would suggest that maybe staff can make recommendations for a future meeting of what would a policy be like that would uh you would like for that whether it be a trail on a sidewalk whether it's a Min minimum six foot sidewalk on each side with you know anyway just think through what your policy would be and then and and put something like that together because then you have taken an action as a board for all of us to consider as we're planning which is the role of this Bo I mean that's definitely within the purview of this board unless legal throws something at me but he's not so we're good all right so uh anyway that that would definitely be in the purview of this board to take an action it help you guys too so then you're not wasting time well and then if anyone does anything contrary to that you just go back to the policy and go we we laid a pretty clear policy out that said this is what we want you know so hey um I hope the other guy looks worse than you yeah so it's really funny I I'll say it I'll say it now just cuz you brought up so gotten asked that a lot so I my my wife and I went back and forth so I had a really superficial skin cancer and they're like do you want us to cut it out and I'm like man it's my face you know I don't know if I want you to cut out so they're like you can use this chemo cream so I'm doing that yeah but but makes you look like I mean it does I mean I've had all kind of funny stories I've used for it you I was like yeah it slipped and fell one was like yeah was that anyway I that cream's good stuff the truth is the cream the I lost mine sadly I have to get some more okay I have one last question um the landscaping that's going on 52 we're trying to find out who's pay pay for that who's maintaining it it looks lovely why why did they get it and what's going on there yeah so I mean okay so who's paying for it we are paying for the landscaping and and we do and we do if you look on the interstate I'm not talking about 52 and 75 I'm talking about St 52 oh I need to know what you're talking about cuz I from 75 to yeah okay so on State Road 52 coming off of 75 heading east yeah yeah that's us that's fdot Lan when did you start doing 1 budget that we have for landscaping yeah we this has been a new thing so when we finish a capacity project like that we come in and we landscape and if we can make it work in the median or whatever and we work with whoever I'll have to look and see who the specific party is that we're working on that whether it was directly with the county whether it was a developer working with us or whether it's just us on our own fruition doing my administrator has no idea where that came from okay yeah I mean I can I I mean listen I was aware of it I mean I knew the Landscaping was coming there so I can get the detail for you of like where it came from who's and who's and who's maintaining it yeah I got to look um I got to look and see if we have an MOA on 52 if we do if we don't I got I got to look at all that I'll find out did you guys notice this Landscaping on in the median on 52 there's nowhere it's nowhere else in the county but right there so I okay 54 here we come yeah yeah you if you look what we're doing this is kind of consistent so it we're 41 comes North out of Tampa heading up to the 4154 intersection down there you'll see some median treatments that we did down there uh State Road 39 there's some you know we were starting to do it more and more well I love it it look it looks great so so it's not it's not a complaint it's just a question of who's maintaining it that's the question uh where' the money yeah where' the money come from so I I I know that I am aware of that 1% um and and then then so we might be recommending some more yeah so we have a new landscape architect we've been pushing for uh doing more installments that are visible in the community so this is just a change and process that that we have it's wonderful yeah so we got quite a few more items um you ready to take action on this one for a second time uh move to approve the plan second all in favor I I Mr J yes I move approval of the plan but I want to look at 101.1 Hicks Road to kind of break signments they said it comes back to us yeah if they know about it they can separate they don't make the motion to it it doesn't come back that way you things I want to make a motion I want to get in addition to the motion okay that they take the 101.1 Hicks Road and focus to break it into two parts on Denton from Denton Avenue to Bolton and from Bolton to New York do we have that okay um so my my motion yeah thank thank you T Russo Transportation planner for no staff um excited based on some of the conversation previously in the last um agenda item that this is our safety action plan it is the agreement between the Federal Highway Mo and actually Ted is um our matching part of this Grant and this is the agreement that will move us forward into producing a Safety Action Plan using Safe Streets for all off funding Mr chair move approval second all in favor he all righty thank you all right next up 2024 Pasco no list of project priorities Amendment new project addition Mr Scott Ferry did he leave oh here right you're up you're up [Laughter] I had to uh look at my watch to determine whether I was needed to say good morning or good afternoon but since it's now after afternoon I will say good afternoon afternoon the Florida Department of Transportation District 7 requests an amendment to the no's adopted 2024 list of project priorities to add a new project to the list if you recall this board adopted that list this past June and the project that they are requesting to add to the list consists of the installation of intersection operational and safety improvements at the intersection of US31 in Wire Road just north of zepher Hills the um improvements consist of the installation of traffic in pedestrian signals crosswalk s lighting and other safety features and the intent of the project is to enhance the intersections traffic operations and safety and the requested project is highlighted at the end of the attached project list in your packet so it was last on the list but it's jumping to the number one get it done no ma'am the the list as the project is can't read this as we're placing it on there since it was time was not provided to score the project it is being placed at the the end of the current project list okay I I can't read that I can't read that print but I can see the yellow line the Reon was put on the list within this year up till two days ago had four deaths at that intersection and we had another one just two days ago so makes five within this year wow and that's what I'd ask pedestrian or cares well it's motorcycles and cars okay they don't mix very well P so but um there's been five deaths this year I'll move for appr all in favor that's all right thank you thank you Mr chairman yes sir Scott if I could um on the list you've got on number 10 I just mentioned it uh on Hicks Road Bolton Avenue to New York Avenue New Road alignment and says route study and pd&e in the and because we don't have to really do a route study the developer is going to give us the land we need um can we skip that part of the study and just go right to PDN and get get that project rolling H yeah if if you're requesting the modifications be made to the to the list um we'd have to come back and probably revisit that at at another meeting okay well let's bring it back then and in the interim we can then set a meeting up with the developer to get you kind of lined up so you'll see what we're what they're willing to go do and that'll make it easier for you yes sir okay thank you you know on the on the rangeland route which is Tower Road there's only two Parcels that we have to purchase one is owned by CSX and one's by some realtor and we're doing a two-year route study the other rways were donated to us and the rest of it we own already and we lock the developer has some but they said just ask for us and we'll give it to you just go ahead and ask for us so it's taking it's two years and all this money to do this R but could be tough yeah but I I condemn that one they want $700,000 for little strip of land that's mostly wet I would take that to all right um little teeny tiny next up we got request from np's bpac Member Dr Randy stoel transfer to the no CAC Miss T Gorman is he leaving the bpack he he's not leaving the well yes he's leaving the bpack for the CAC I know but we we still have him he will be at the CAC uh meeting um it's definitely easier for Transportation uh during the day for him to get to the meeting um but of course we'll take him in the CAC cuz he's an asset to our community here especially on committees meeting 2025 schedule Mr G here is the final schedule for the 2025 Pasco boarded committees um as requested we move the uh August Mo board meeting to 8:21 and the January 2025 meeting is6 I believe yes so those are the final changes this will be the final schedule this is what will be sent out to everyone once this meeting has concluded looking for a motion to app move to approve second all in favor all right all right awesome thank you thank you uh do we have any uh updates from go Pasco good afternoon Long Walk go Pasco director I'm just here today to um provide you with a couple of updates on our major some major uh projects so I will start with our R study or for uh the comprehensive operational analysis uh we have collected all the data needed to start um analyzing this information and uh we're preparing for recommendations uh we will be bringing those uh a presentation to the m board BCC as well as uh we will be conducting public Outreach and um meetings with the stakeholders um in the coming uh couple of months I'm sorry I just out of bre just walking um with that we also um are identifying um our um needs that we have for the for the current uh routes um some realignments that we will have to do as well as addressing the traffic congestions and the growth in the county so some routes will be uh again realigned and times will change in order to be more efficient and producted out there uh we hope with that we will um increase ridership the fiscal year uh 24 we ended up with uh 6 54,6 33 riders or traps um so that's an increase of 2.3% from last year so we hope as we move forward uh this will increase um we are going to um start also our TDP which is a transportation development plan and that's what um we will be looking at Future expansions and funding opportunities um we also working on our its which is our intelligent transportation system um this is a collection uh of data that will help us for realtime information and voice annunciators and um this is on track and uh we hope to loue in Spring of 2025 uh in regards of our multimodal Transportation uh Transportation excuse me um do has sent us the agreement for funding we will be receiving receiving 1.5 million for the design and const construction of these uh centers um that will be going to the BCC uh meeting in December for approval and also we're working um to um on a solicitation for mobile ticketing so this will help us right now um we only have we accept uh cash or um our passes so with a mobile ticketing is a virtual way of pain on board without having to have a card or or collect cash we just show it to the driver so um they will be able to collect that fair uh virtually on their you know downloading their the app on their smartphone and with that um I'm completed my update you have any questions anyone all right thank you so much thank you all right okay status reports presentations um we got our lrtp update consultant task order Mr Scott Barry really quick before Scott goes I just wanted to make the announcement about the lrtp transit portion um we will be coming back to you in December with the entire lrtp overview presentation for adoption so we will have an update about Transit at that time I just didn't want you guys to think that there was no Transit portion and we weren't talking about micromobility and things of that nature these next two items I'm presenting just simply by way of information the no executed a task work order with kimley horn and Associates to perform additional work to complete the M's 2050 long range Transportation Plan update the total amount of the task order is 30 thou $ 38,9 and the task order will expire at the end of the current calendar year and the second task order that I wish to share with you is a task order that the mpo recently issued for a development of a countywide freight plan recognizing the importance of a healthy transportation planning system especially in light of all the commercial industrial growth that's occurring and will occur in the county the mo staff is developing the is initiating the development of a countywide freight Transportation plan and this plan will analyze the conditions the operation and the performance of the county Freight transportation system along with performing a review of existing Freight Transportation policies and regulations most importantly the plan will identify and document Freight System needs and deficiencies in additionally Outreach and engagement will be conducted with regional Freight Economic Development and planning officials the objectives of the freight plan are threefold number one to improve operating efficiency and performance of the County's Freight Transportation Network networ secondly to improve accessibility and connectivity of the freight Network and and third to enhance economic develop opportunities and strengthen the County's economy the plan will be developed in two phases across two fiscal years and the no has executed the task order with Alfred bessan company to develop phase one of this plan phase one will perform an inv ventory of existing Freight movement and infrastructure it will review existing Freight plans and ordinances it will conduct stakeholder Outreach and engagement and will perform technical analysis of freight movement data the cost of the task for is $ 8,925 the duration of phase one of the plan is8 months and this task order expires on June 30th of 2025 once this first phase is complete the P staff will task Benes with developing phase two of the freight plan are there any questions or comments anyone I think this is the first since I've been here have we ever done a freight plan no ma'am yeah I'm you're correct and we are excited about it yeah that's gooda so I would move to approve well this is just for information this is just by way of information just a presentation yep good for business efforts bring yes it's very timely and and I think it will prove to be to be very beneficial for the community okay awesome thank you sir thank you all right we have um micro micromobility traffic C strategic plan um Miss Tina Russo so very similar to a freight plan and some other tasks that we're going forward to this is something we've been looking at for almost two years now and with the help of Do's non-motorized count program not to be confused it is about non-motorized counts and it's called micromobility but we're going to the the plan's kind of twofold the scope of work is kind of twofold we want to come up with a strategic plan that our agencies our departments can kind of be all on the same page when it comes to Counting micr Mobility or non-motor right I say micr Mobility on motorized because it can mean a lot of different things these days so we're mainly going to come up with a plan that we can all use the technology has changed greatly in the last year and that's one of the reasons why that we kind of waited to this point because we wanted to be able to use camera technology near Miss technology and do some test sites before we even do this strategic plan and that's basically what this is talking about so it is a plan it's about nine months we're going to use three test sites you're going to hear more and more about this as we do this plan but very excited about us finally moving forward with a micro Mobility strategic plan and some test counts um in the county and they're they're Dual Purpose some on our trails and some on our roadways and as we move forward with our safety action plan this will be a very important part of that do you need a action on this no this is information hey um I wanted to mention to you and to staff and maybe I need to call to that I have some friends that last week were riding um on the panel Trail and there was uh you know an area that had a little damage and in penel County I guess put a little white x on it but when when you're cycling at a fast rate of speed they didn't really see it till they were upon it one of them one is an eye surgeon the other one is Dave Brandon Brandon construction and my friend who's the eye surgeon is in a wheelchair and and uh really hurt him they both got hurt pretty badly so we need to be sure that we're keeping keeping our trails in good condition and I think we're a strategic plan like this kind of starts coming in on having a consistent maintenance and those things come along because again even for us our jurisdictions vary for parts of our micromobility whether it be County RightWay which um Gap Trails part on County RightWay and then some of them Go part so some of this starts honing in on that strategic plan and all of us being on the same um paper so to speak yeah and I need to speak to Keith CU we defunded his his om&m budget and we need to repave how was Sun Coast Trail looking because that's our responsibility to repave that and I know years ago Hernando did theirs with that extra Obama money I don't remember what we we we built the trail along starky Boulevard and Hernando County repaid the Sun Coast with theirs have we ever repaved ours um yes part of um starky and then of course on inside star I know inside starking was but what about along the Sun Coast some of it has been redone I believe to have to look back not all of it has been yeah I I we do not need injuries and lawsuits so I think P County's about to get big one so anyone else thank you thank yeah I'm excited about that um all right moving on other business our next meeting is December 5th over have a corn without me but during the middle of that meeting University of Florida is coming to make a presentation and then with and then I'm leaving with them for the lunch I mean you other opportunities to do it either at 9: 9 or or you could set a sort of a Time certain in the middle of your board meeting where you just stop and have the M meeting uh that's going to be a long meeting I say that we do it at 9:00 and we just do the L just do what we have to do okay let me let them confirm we could even do that at 9:30 do we can do it it's actually what is it SC the 11 we we adopt it and so we'd like to obviously see that get moved up um we also just recently approved first reading um an increase in density for that Waterfront area we created do SUB area um we're going to do it went from 18 to 40 units per acre um obviously first read it's got to go to the state for approval um so that's going to unlock some transformational things to come down the pike so a lot of stuff going on so we'd like to see that underpass obviously get moved up and I think the city is buying that hotel Hotel they are they things are moving in that area yeah it's going to look nice uh what's that what's it called the Riverside in Riverside in yeah uh and then one more thing I don't I don't know if this is the venue to do that or not but there's a did we do anything with the speed limits on the roads no is that well it depends on if it's a state road or so there's a very odd on where Congress meets Ridge there's a very small section of I mean probably from here to the floorida Cracker but it's 45 there the rest ofus 35 and given the golf cart situation and that that actually prevents golf carts from being on there I don't know if it's a way to get that changed from 45 down to 35 so
