closed Leon County was closed all Bank Post Office uh All County Offices here were closed yesterday but City par was open and you know we have a right I mean I'm not here lobing for any city employees I'm here right because it's wrong not to honor our veterans and the people that died to give us a freat on to be here today and I think the board ought to take a short look at it to making it a holiday for all city employees and U I think I like to see you board member discuss it to be honestly I I'm ashamed to say I've been sitting here since 2018 and yesterday morning when I got started people started asking me about the garbage uh schedule it's the first time I realized that the city did not take Veterans Day off I just never thought I just never I just never thought about our city i i a went through no city that was open yesterday till I got home and the city fa was over I said you know look at the men and women that di for this country so we had freedom to be here totally agree and they had a big thing Downtown City Madison and at the park but you know in Leon County had a pray but I think this our city need to close down business on back what do you think Mr Bill or miss m I'm fine with it you agree with me I I wasn't aware that they were not closed out I was to yesterday yes I think I think you and and also I found out even late today that they don't on our President's Day neither and it's a Federal holiday I think it's that would be too many holidays to be out but I agree with you day but I think each of us individually recognize V St I understand that say get paid to to uh I guess assist with the public and all that and use profanity around a woman and her two kids and everything a four-year-old and a 7y old telling her she's a GD Li and she's a mother e Li that there was never no house on there when you had clear as day got a in the far right hand corner right there there's the house over there that's got ex set the tank a live well sitting over there then right here where a m home was sitting at it's got a SE tank and a live well sitting right there the house was moved from the other storm that came in to keep the big oak trees falling down on because it said that stor been bad whatever but Bruce comes out there I mean where is it at the point to where officers go out out their way to sit there and ride down driveways and stuff through this driveway R had to be cut in there for them the get on their property so how is that a public easement for you know I'm saying cops and stuff to go back in there harrassing somebody about their house and then talking about their they got a motor home on the property that they can't be living in the motor home because I mean if they're working on a house that they already have there that they can't they trying to get put back on it I mean what what they want to sleep in tents on the ground in the trucks or whatever you got people sleeping in less than that in the city R by they don't open him mou don't say nothing about nothing but because his last name Bill and they my name Bill and you got officers you know what I'm saying the sending the cops out and everything targeting him telling him that he's got to tear down his mobile home for what you got a woman sitting right over there by the jail house who has a house illegally set up and everything the house is not on the pad the city approved the house to get moved over there during the storm and all that to replace another broke down mobile home that she had on the property right there same situation here he already had a house that's existing on the property right here that just got moved from its foundation to a safer location on the property that never left the property you can go back over there and look and there's no way in the world that you can get a mobile home in or out of there the driveway is probably is hell that's probably less than wide as them two tables right put together so you're not going to bring a m home that's 12T wide 70t long with trees is hanging probably about 11t up off the ground the house stands 12T off the ground so what you going to do you going to go and trim all this stuff up and send city workers in there to cut the lines to move the lines out the way to bring a house in or take one out of there it's clear day you can look at the property back and see that the house been in there for a long for a long time back in there but now the city is making it their duty to S Bruce Griffin and Matt Smith and all them other ones back up in there telling him that they got to have a house tore down threatening his uh his girlfriend's mother that he they going to have her locked up and bring charges on her and this woman don't even live here the lady Liv way over there in Crawfordville but they want to sit there and threaten her to talking about bringing charges on her for a house that's been back in there I don't know been back in there for a lonely time so my thing is why they sit there you know I'm saying want to keep targeting him trying to sit there and make them you know I'm saying homeless because of they're them living in a RV you know what I'm saying a camper versus why they trying to get their house fixed up to get it put back on the property therefore they can't get the house set up because the city won't give them a permit to put it in there they want us they want to take it out of there and have the house demolished so why you going to make somebody demolish their home and everything when the house over there there is nothing wrong the Zone The Zone rsf3 so it's not zone for mobile homes and um and so at the end of that meeting the board of adjustment said that they would give the owner Miss Marilyn bonafit the Mother-in-law of 30 days to remove the mobile home place a no way you can move mobile home never moved out of there they got power lines hanging almost to the ground so I was just given in context that that that that that is what so they me was there and I think your father-in-law my father okay your father was there um and they asked Miss um Bon appear so they did not they did not schedule it for demolition SL removal um and they said they would give them 30 days regarding removing the mobile home I think also we looked up or and Mr Hart was at that meeting we looked up the property and the um property that's on the property FR website and it didn't show on the property appraisal website that there had been any mobile home that had been there as long as um Mr Bell has noted and so they had asked that the owner come to the hearing within 30 days in the December hearing to share you know what their plans are regarding that z Oh h on second yes ma'am I'm sorry that's my mom and my mom has not deceive and that's what I see going on right now you cannot do this that's statue that statue sets forth exactly how you do it and you are not doing it that way the the uh uh from Department of Commerce for the cdbg discusses the same thing you're not doing it the way the law requires says each agency shall publicly announce in a uniform and consistent manner each occasion when Professional Services must be purchased that's what we did in the newspaper you're not doing it according to the law there it's illegal for them to put a number in there that's why they don't have numbers what are we doing illegal par what are we doing illegal the process that you've got going on is illegal how should it be done according to that statute that's what we're doing no it's not whoever's guiding you and is it it's probably one of of these two is guiding you through this process and they don't know that it's illegal take other one was real quick only because I know the process has been whatever has been bided out we don't even know how many I know the statute talks about we need to look at at least three qualified firms so until they bring packages here none of us are aware of how many firms have actually responded so I don't know if if that is what um council member Bryan is referring to um The process by which we're reviewing engineering firms again I didn't even know we don't even at least I understand we don't even know who's responded that's why even this process takes a long time because they're opening it for the first time in open form with the city council so um at this point I've heard one one professional firm name so I can't pricate at this point what if if anything is improper because I yet to know if we've actually gotten three qualified terms to look at their qualifications cuz I know they're not selecting people to tonight they're just reading the bids openly that's what I understood today process it's illegal to bid it it's against the law to bid Engineering Services you receive these proposals as those have submitted with no numbers in them you submitted 1 2 3 4 five 6 7 eight copies of it have you got eight copies at least what you just open one this Eastman you don't and then you receive those in they go to the council you have another meeting the council determines through an interview process and ranks them as this says one two three you interview one two three then you just select number one then you negotiate with number one so I guess what that's what it says right here in black and white but for them to you're saying for them to even have it as a bid to read out illegal versus it's illegal I guess I don't it's illegal it's illegal for them to submit did McDonald have a price on theirs I'll open we've got another problem potential problem but he that he chose to do an RSP because he did not want North Florida Regional planning Council to administer the grant be hopeful that they don't file a suit because they got grounds to file a suit on that statement right there and if it was a private business they probably would what you say there's not a price not a price neither one of them had a had a engineering had a price M stand agree with exactly what you're saying yeah you've got both Engineers did not submit prices set set up a meeting go ahead and have another council meeting interview them and follow the statute this is an also an opportunity in this project there's engineering and there's surveying separate the surveying go through the process to select the surveyor possibly providing uh business income to local people it's simple to say engineer you take care of this an engineer gets his buddy up in Tallahassee or Pensacola come do that survey when someone local may have an opportunity to do it local being Perry Madison I don't know where it surveyors are but just go through the processing and give them at least give the opportunity to present a proposal this is the ranking sheet we got to do for the engineering based on the qualifications list out the firms that had their bid we come back and give them points based on their experience capacity to perform ability to perform and you get a total and you rank them and first rank firm or so and so and you go back and negotiate with them just like what that paper you said that's what we're going to do John you're saying you're collecting bids a it's a RFQ it's a request for qual yeah it's request for qualifications let's move on right I see currently I'm opening the seal bids for Police Department storage building bid why I'm standing here so uh we have been asked to be here to discuss your your train station um your insurance company uh that you deal with on a couple of occasions has asked us to go out and take a look at your train station and look at the roof on it we did that and we gave them some pricing uh as a part of their process their engineer came out looked at train station and said that there were some issues that they did not want to just repair uh at that time the decision was made for the people that you have your insurance with to negotiate with with you or to get into a possibility with you of doing an ACV policy and cashing you out at that time uh well or let me take back up and say before that the insurance company that you deal with also asked us at that time uh once the engineer came in and said there were certain things that need to be done asked me if I would give them a subjective price on what I thought that might look like we worked up some stuff for Synergy NGS and uh they came back to the city C to the to the uh the city manager and said hey here's what we think this is going to cost engineering um looking at your uh the situation of the roof and the situation and the complexity of how that has been added to and taken apart and and repaired and put back together from the structural standpoint of the Raptors and the roof and the uh the the ceiling joist themselves uh we gave a price and said that hey this is what we think it would probably take to take care of all of that um at that point uh what my understanding is is that the city uh decided not to go down that route and say they didn't want to add money to it they decided they were going to try to fix it themselves uh once they decided they were going to fix it themselves this is all my understanding of where I'm at why I'm here today is because you guys took your insurance money and at some point in time you wanted to put a new roof on the train station somewhere down the line someone from an insurance company called you and said we have an engineering report that says this this is not up to standard and you're going to lose your liability insurance I got a phone call at that point and they said Tony we're going to lose our liability insurance can you help us try to figure out how to fix this building said sure uh one of the things you're going to need to do is you're going to need to have an engineer stamp off on the improvements that need to be made uh then we were going to have to give you a price on what those things need to be and then we can help you get this taken care of all exactly the way it should be uh up and down backwards and forwards and correct like we've done other buildings in this town for you guys uh we've done some work for the county obviously knows that we've done a bunch of work for the city through the insurance company we've done some work for the city that's not through the insurance company uh we were the ones who put the roof on this building we the ones that put the roof on the detective uh property uh building and as well as the police station uh we were the ones that uh went worked out the situation with the engineers so that we might be able to save the front of your police station uh we went round and round and round with uh Chief over how we needed to do that and engineering and back and forth to try to help the insurance company save the front of that building because as you guys know front of that build has been damaged for quite some time I'm very proud to say that we were able to fix it put it back in place and just survive the last hurricane without a spitch would I be correct in saying that Chief y so we're here to say that we can help you guys if you would like for us to I'd be glad to answer any questions but at the point that I'm at I was asked to be here today to say that's been my involvement thus far but I believe we can help you guys fix the transation if you like C what to take sir cwise what would it take uh that depends as far as you as far as you know at this point as far as I know at this point um and and obviously you and I have have done work on other projects so you know that I'm going to shoot you straight and I'm not going to lie to you there's there's a possibility we could fix that building and Patch it up for on the grand uh and and help to get it past there's a possibility of that but if you want to fix it right I mean we need to be talking about you know north of 300,000 and when I say you want to fix it right talking about if you wanted to rebuild the top side of that building I don't think that's necessary I think you're talking about removing the entire roof and putting a whole n yes sir yeah I don't think that's necessary but at the very least what we're going to have to do is we're going to have to repair the damaged uh Rapters and and and joist that are in there um when you look at the trust system that's there it's obviously built many many moons ago um we work hand inand with a lot of Engineers we have Partnerships all over to try to help us be able to work with situations it's just like this um the roof itself you guys actually got some bids on the roof itself um I I can only tell you what our bid was just for the uh for the shingles themselves and for it was around $60,000 just for the shingles themselves John I don't know if you remember if that's correct or not but I think it was 60 67,000 I think the lowest one was around 45 or so yeah no I was I was not priv to the other bids that were given uh but as far as us just giving you guys a bid just for the shingles themselves just a to get it watertight was we were looking at around $60,000 but that was prior to situation with the engineering saying hey you we told you you had some damaged Rafters and you had some damaged trusses in here you need to get this taken care of otherwise that's why they did not that's why they pulled your liability insurance uh when that happened I will say this because I have a relationship with those guys on John's behalf I reached out to your insurance provider and I said Hey listen we do a lot of work for you guys we do a lot of work for them if we can get Engineers that will agree to fix this where it is is in sturdy condition and they put their stamp on it would you guys give them back their liability insurance and your carrier said yeah they'd be glad to so we would be glad to try to work in a partnership way with an engineering firm to do that um we're just here to try to help save your train station if we can I brought young I anything IL legal now you're combining Engineering Services with the construction side of it I didn't know how all that yeah this is an emergency how many you agree with that agree so we actually have as an emergency we need to do something tonight uh we've talked about it we need to do something tonight well I guess something got past me the last meeting because we actually have structural damage I thought it was the way that it was done a 100 years ago was when they didn't like have I think there some from the fire repairs have been made over time did a burn sometime in the past 100 years within the last 30 years it burn I know I don't know about the I don't know about the burning I don't know about the fires but let me explain to you what happened during the last couple of hurricanes so you and I over at the over at the the airport we've talked about windlift yeah okay just to clarify something U Tony's storm Force Tony's company's done some work at the airport for the county mhm on the big hanger matter of fact you're the only one that was touch it it was so high and the way it was built anyway's working on some other race for that's where I only promise from be honest with you this is cracking me up because obviously Ward I've been y go laugh at this Ward I've been working together for six months on that goty don't going hanger and I didn't know he was a mayor of the dagam town so there you go but with that being said um I am uh so talking about uplift so part of the structural conditions that were mentioned in the in in the report that was given by the engineer that came out and take that took a look at it so anytime you have a hurricane like that you have what's called uplift and that uplift will pull that structure up and then sit it back down and any repairs that have been done that whether they were done up to code or not up to code or whatever they're all in Jeopardy of being compromised and at that spot that's what the engineer recommended and said this the roof of this building has been compromised and it needs to go under a full exp I mean a full explanation of how we're going to repair each one of those compromise spots so it it tried to fly yes sir yes sir it had uplift on and so those those trusses took a beating and if you go in there and look the trust system is there you're right it's it's built on a system that was many many moons ago and it's been repaired a couple of times because obviously it's had lots of things that have happened to it through the years but with the water damage that you had the W the wind damage that you had those they need to be repaired and and look we don't want to do it the wrong way do I believe that we have the ability to be able to to salvage the ri and make it completely safe and certifiable by a structural engineer in the State of Florida 100% is it going to be done for $60,000 absolutely not and yes sir I do believe it I believe it's a what I would call and cute situation I think you need to handle in my professional opinion yes ma'am no that's fine well first of all I will say you were all very lucky you were not in the room when I read eron story about tearing down the depot and I sucked every ounce of air out it so um I will say that um but last obviously this is a topic near and dear to the historical society's hard we hate to see anything BN down but I don't want to come to you with complaints I want to come to you with solution so I was discussing this situation with a friend of mine and I have found that in this world it is not so much what you know but it's who you know in in different businesses uh they are construction people she and her husband up and down Decades of exper experence in the construction business I told I talked with John about this earlier today um because I just talked with her last night when we discussed some downtown things and they have offered to work with some of their suppliers and Distributors see if we can form some kind of partnership um with the historical society which is a nonprofit so anything donated through us is tax deductible with the city to see if we can work with whomever to either secure the materials at a reduced price or donate it as a as a donation to work on preserving the building at a at a a price that is palatable to everybody so that's where we are I just s every sent the specs to me today I've hoed that to them they are looking over those and we'll be talking with their people so hopefully within the next few few days this week we should have some kind of U direction or that I can give you that at least we tried versus just saying you know please don't do this I'd much rather come to you and say hey let's try this together and see what we can do thank you you don't have the idea losing the building either I mean it's a it's a really nice place and we're losing downtown buildings faster than I like but also understand 140 mph winds tend to do that to older buildings even newer buildings and if I can May also Echo what she said um obviously I I completely agree with her it's not always just what you know is who you know and us having the ability to work with the right Engineers that your insurance company will approve and and say yeah we know those guys those are reputable Guys these are not fly by night people we've done that before uh we would actually be working in conjunction with same engineer same group that we used over at the police station to make sure that happened and and and uh Chief I don't know what what do we save you guys over there how much money we save you guys over there about going that route about half what we expect so I believe that we can do that because she's right but I think that the key is going to be the engineering getting it done and getting it done correctly so that you guys can get proper Insurance again I thought he lying to me when he said he could do it for and and it made it through the last two hurricanes so made P out of me in a good way in a good way yeah I a to make a fool out of him I was protecting my ability to be able to come back and do more work we we try to do it right and try we just try to be honest ma'am my opinion is we do everything that we can't to save that build for some reason it's near and dead in my heart as well I remember walking downtown seeing the railroads tra I'm by and Mr what's what's his name um the black Sanders Mr Sanders I do everything and I to save it what do you think engineer uh so so here I came in here tonight trying to give my brain a because one of the things that I haven't done is I can't cross the line because I'm not structural engineer so I I have to be able to go by what my experiences are and what my my my past gut will tell me what we're going to get into here uh based upon my own opinion and that's what what I'm what I'm trying to tell you here my opinion is pretty dog gone accurate though because I've been doing this for almost 30 years I started my first project like that in 1997 I cut my teeth in New Orleans Louisiana and I've been doing it ever since so uh prior to doing uh what I do today working with storm force and uh you know I have one of the principles of storm Force here tonight with us but uh Consulting with them and doing what I do for them I've been in the foundation structural repair world and working with insurance uh my first storm that I ever worked was 1992 and then uh I was just young kid running around chasing Andrew all over South Florida but after that we started working in ' 97 I started working in the structural World foundation repair and then structural building pieces after the the 25 plus years I've been doing this I think that I can get that done over there I think I can get the engineering done for probably I'd say probably somewhere in the neighborhood um less than 20 I mean it be 10 $15,000 maybe something like that um and then I think that no you don't have to touch every single I think we counted there 32 or 36 trusses over there I don't think there's any way near possible you're going to have to replace all those trusses what's going to happen is is we're going to have to make sure that the engineer feels good about the way they're done and then the displacement of what's going on underneath because if you go in there and look there's all kinds of minutia that has been spread throughout the years somebody's running electrical through here somebody's Crossing up the phone lines through there all that stuff's going to have to be taken care of properly to make sure that and then not disrupt to the businesses that are there and and partially you know to make sure they can still function um but with that being said exterior and structural wise there's really no reason what's going to come down to it's going to come down to how much W wood rot you actually have how much damage on how many of the trusses you actually have I believe the engineering though we can get done for very reasonable price most CS will probably chargeing 25 $30,000 for that at least um I think that my partners and we can get it done the people that I work with we can get it done for probably half of what they would normally charge you like what Chief said we we generally do a pretty good job of saving your money and the result is good I will offer a motion to give John 20 grand engineering you work it out that's just engineering we don't know we won't know what the actual cost will be until you get the engine I I don't I just I'm as many times as I've done this uh Council Burns I I just don't think it's going to go that high I think we're probably going to speak somewhere in the neighborhood of about 10 to 15,000 so and and I can't give obviously I can only tell you what my experiences are but I'm us it pretty good I don't have egg on my face a l i get a a free report from John Gentry this afternoon and he recommended replacing it all with new trusses it it could be done but it' be difficult in time consuming do what we're going to try to do I think it's possible and I did get with Michael ly he said 300,000 BR trust is in a rout he estimated north of half a million and he said you need a month or two of no rain well he's not in the business do something like [Music] that that's motion Motion in a councel to discuss code enforcement Grace periods as related to Hurricane damages and councel to take any action deem necessary we got a I saw this on the agenda we got a unique situation in the fact that we've had three storms in 13 months so which grace period do we what happened when where the gra did the grace periods reset or we got a kind of a mixed mesing things going on it's difficult after I D you we set the date of January 1 2025 right is the grace period sure and like you said this is a unique experience here is we haven't had multiple storms in the last year year and a half how much longer is the C and this is the counil really counil need to be involved in this how much longer do we want to put off give a grace period on people to secure damages that are not lifethreatening or emergency repairs need to be done um of course the things where you know where it's going to be structural issues where people can be hurt we're going to address them immediately you can't just let that go but but the longer term repairs is what we're looking for guidance on is how much longer what do you think would be appropriate um and this just you know an educated guess at this point I know there's some houses that at this point aren't going to be able to be repaired probably need to go ahead and do something with those because they were they were done during a day tell you me they had gotten any better with the other two storms so what the idea I have is is to have a date certain set so that we can talk to property owners and say look this is when the grace period ends I know that you've got a lot of other things you need to be doing but just be prepared that this is the day you have to meet so that they're not just blindsided at the end of so I want people be able to prepare that ARS 31 25 I say that when I look at the mess that the city has got to deal with these uh contractors that are picking this up that're cherry picking and my go going be bad when they need yeah we going to be responsible for all that's right cuz they hadn't even started on that side so are we speaking of home yes yes ma'am now commercial property we're going to try to work best we can with commercial property most of them are already repared now biggest thing with those are signs the sign blown outty signs down Billboards and things we address that on the safety side of things L people I'm talking about I'm more worried about homes that I am anything else that's where people live you know you know it's hard me it is although I know several homes are abandoned we think about this as well bring it back is a lot of people probably still fight with their insurance too yes hey there are people still fighting about a day when debie and what's her name Alena and and what's her name Helena Helen Helena something and and then you got this another mix mes of which storm with the damage and here goes the insurance companies again um yeah I've heard a lot of stories don't know if there's any truth any of but I've heard a lot of interesting stories about I would I would suggest at least six months in the beginning and we can think about that for the next meeting and then we can adjust at this we won't do anything until the next meeting until Council has time on everybody okay T to the next meeting I think it's very important that we really think about this okay we will table for the next meeting then thank agenda item 6 C res resolution 2024-25 budget amendment as cdbg Grant the resolution of the city council amending the budget of the city of Perry Florida for the fiscal city council provided for Del leading public or private schools offering curricula comparable to that of public schools as a use permitted by special exception within all agricultural residential and office zoning districts providing for adding public charter and private elementary middle and high schools with a provision for the keeping and housing of livestock used for Future Farmers of America also known as FFA head heart hands and health also known as 4 or any other Bonafide educational use as permitted as a permitted use and structure within residential office and Commercial zoning districts providing for adding public charter or private vocational and trade schools conducted in conjunction with and Industrial activity as a permitted principal use and structure within industrial zoning districts providing cability appealing our ordinances in conflict and providing an effective date May that all made sense to you basically this is the yeah then they they change it into 19 Pages going through each one put in the um ldrs as a permitted use when you do that you got to take it out of special exception that's what all these pages are and it has a permitted use taking it out of special exceptions for all the different zones um I think I mentioned rsf1 you're not allowed to have a high school in our comp land that's why you see the small difference between rsf one and two Engineering Services there a request for qualifications add to the word it was it was just request for anything who needs to be spor in just you and a you that is on November 18th second floor courtroom B at 3M court room B is on the second floor yes say on the 18th that's Monday on Monday at what time 3M right anything else I'm just follow up on um Su to um change number six to show rfqs and bids or rfqs rfps IBS and bid my understanding that the process by which um we secured prop proposals based on qualifications was still during through rfqs versus rfps in other words the statute that um council member briyan mentioned um from 287 for the statute it notes that Engineering Services have to be based more on qualifications than pricing so if the objection because I was trying to follow what the objection exactly was is the idea that unlike other where often cost and price like Landscaping G toal Services can be the lead as to how a decision is made which would be like um itbs and rmps the engineering based on statute has to be based on qualifications even though pricing could be a factor um and my understanding was that this number six part of our agenda is literally just the opening of any subm of any request that's been out there for any service or product not that and I think it was it went through a lot of discussion last year not that a selection or decision would be made um at number six but just to read who submitted um and so that's why I was quickly asking John like I mean was an RFQ not an RFP that was sent out um and so you know we agreed as the statute reads that still needs that go through negotiation process and um so I just wanted to confirm that because I just didn't want to leave that out there um and in RF ke people can also know potential hypothetically um sound pricing but that is not the general goal is to look at qualifications so um and that may just make us all more mindful of what's being read but is it still the case that that is what the purpose of opening any of the submissions are so that it can be done transparently so everyone know who is submitting for review am I correct with that when when will we receive copy of those and when will we start the negotiation process interview first well I understand that will be set by the executive staff Administration and so I guess Mr heart will determine I I didn't maybe I missed it also I think there was like two firms submitted and the and according to the statute the the standard is no fewer than three firms so again want to know where the objection was exactly was it in the description of what would happen the lack of numbers which is what I comment as I didn't know who submitted until they're open so it does take some time and it sort of gets a little bit why we just waiting but the goal I understand was to just keep it transparent so it's not idea if someone's opening and determining ahead of time who could be considered um so um my understanding that reading then Mr Hart would follow up with how and when we would look at candidates you want staff to do this ranking sheets bring it back to you or do yall want to do these ring sheets that's all and what we're talking about responsibility when you said we don't want North Florida Regional planning Council doing this that's not your responsibility that's our responsibility but what should happen is get a copy of us to us and set a DAT to interview staff going to be involved in the process or just staff going to be involved in the process or just us inde I would think staff need to be involved in it need to be and with that one particular and I don't know if that was airmed for Engineering Services some other services but someone needing or potentially have the opportunity to reapply um from my understand we still only have two firms that have been submitted for consideration um so there was also concern about not having the minimal three requested or suggested by the CCNA um that there's nothing to suggest you can't start reviewing but um it still seems to be one firm short of making a decision if I read the statute corly um I want to know that um well it's just an rfg does it really need to be open in the meeting or should you so the answer is yes right all the submissions you should at least know who submitting very good El no just at the next meeting I would like to um to be heard in the company that I mentioned regarding means um we had a salent I believe um plan for how different municipalities can assess the value of certain leans that are out there we have um several um that could possibly be collected on but in a way that would um not I believe not exhaust people who are already at limited means um um that representative said they will be available in December to come and to present but while I was looking at that I also was looking at the zoning department completely or at least as to I feel like the zoning department of city council or city government is one the areas where there's so much money that's left on the table not just hypothetically with leans because people can't afford it that may not be but and you all much more aware and I know confident Burns would be I'm very curious as if there's any flexibility in renegotiating or looking back at the fact that our zoning department um takes any applications but because we don't have a building inspector um the type of fees that are collected um I believe she was I was understand from Miss love like some building um project like there was a $45,000 fee that was assessed for regarding building inspection and 100% of that went to the county because they have a building inspector versus us um and so even in looking at some of those numbers I'm like I wonder if it'll be worth in the future considering hiring a part-time building instructor or instructor I keep saying instructor I'm sorry inspector or contractor inspector if it meant that some of these larger building projects that we can keep some of the fee um let me interrupt you yes sir we do have a building inspector we pay for one he's an employee of the county right but we pay for it and I would surely our contract address is that well with the county but we pay dearly we do pay well my understanding that the way and actually I had put in a request to get a copy of the contract because it seems like we're operating like operating based on how things have always been done and I just didn't see how the justification of us doing the in the perent and all that thing and not getting those type of fees that is going to whichever government has the building inspector I don't know what part the building inspector has she talking about $45,000 code enforcement I think what she's talking about is those that apartment complex they building permits but that's very seldom I know we don't get those often but I guess we're having bigger projects requested that's what the contract says that they they get all the per money I think that's all we give them check for the permit we need to look into and that that could be but you're right we're not getting a bunch of it's not every week but that add up it adds up like half of what they say I think that's yeah that's I'm not I'm not speak term I was talking to guy down there the other day he said they had paid no permits that they getting the permits but they didn't have they pay understand county is leaving anything to do with the hurricane okay any per to do with hurricane so that we could possibly just see if there's something to justify trying to update that I understand when that was created and and again that's historically um I don't yet know is that we used to have a a full-time building inspector and now we're we got one we couldn't buy we don't have one because that person's employed with the count not the city we pay for a full-time building inspector contracted through the county contracted through the county was trying to find building officials and building inspectors right now isn't real easy and we get this historical contract and let look over I requested to look because what and how it's being explained to me I'm like I would love to see the terms that dictate that but I'll have that and even a copy for all y'all to read um Sean do you have a copy of that somewhere okay I think they get all the money we bring in for permits they get all the money we bring in yeah I think what you're talking about is might be to do with animal control or mosqu control same situation with animal control we got a contract as our Animal Control what I can tell you they get all bu about I they going go go to the county to check buildings of the county before they going come to the city but they're also doing all got time to debris I talked to do last week they said they were finishing up the bus routes should be finished up last week for the first this week and then they should be picking up because I told them they're picking up and I'm sure y'all noticed they'll pick up one pile here one pile here a mess now my guys I have one truck that has started picking up small piles because it you know looks so bad out there but I'm limited staff and having issues with a garbage truck so therefore we're having use three on one garbage truck I have two more positions available I have an employee out on medical leave so which position laor H one he starts maybe next week struggle is real isn't that question when they pick up and they need all of this de what do we do about that I'm actually talking to do about that they should be cleaning that a lot of bre get a lot it's terrible and it's not just a one area it's across the whole city it is and it's not that they picked up one area and not another some areas they're literally getting tall here here and there for he told me that they're trying to top off their truck grab this [Laughter] pile do monitors they go by and look at them there's a piece of trash in them they won't let them pick them up but this time anyway well I know a lot of that on F won't get picked up because it's a whole trampoline they'll get the trampoline hurricane but it's got to be piled separately it's not if it's in with the wood debris like the trees and all that I've told him multiple times that he he would not has got to be separated in different construction of debris and all that stuff's got to be in a pile you limb debris got to be in a pile they pick it up or the city eventually have to pick it up one or the other but pile got the the trash the garbage the trampoline mattress cooler clothes all that theying I they did pick that stuff up but don't City will have to yeah go right down Pucket Road by the [Music] airport about a half a mile solid you know yeah do roll off aend them that's what they been discussed or being told to do put it down only thing they taking at roll off SES is household garbage everything else they all on side road didn't just bucket Road it yeah that's all all over anyway May yes sorry can I go back regarding um I just wanted clarification on the City attorney side and it may not be anything more for me to do but I want a Clarity I know during public comments you know we do read out the statement that it's not an answer and question time but often um the council's compelled to see if they can like address it or put it on another calendar when the bell left the Bell family left regarding the property on 310 South Hanley Avenue that's set for demolition or removal within 30 days um at the next Board of adjustments meeting which will be like maybe week before we have our our meeting yeah you know the first Monday of the month is set for that to be answered by them either moving the trailer or um what has been stated that it will be um demolished there was even discussion in the board of adjustment because I even raised it is there any benefit to moving it um it it looks like a well-maintained trailer but it's not in the right Zone um so they gave gave that person a month and I couldn't help but when they left having a sense of if the if it would be the city council wish for that not to be determined until the until next month's council meeting just the way it was left like oh you come back in a month and they left and I was like I don't even know if they understood that this Bo this council is over boa but boa meets beforehand and I just want to Clarity just so I can maybe jump in front to make sure that everybody understands what we won't have another meeting in no December I understand they were told at least I was I was thinking what what what was say like would you give us until next month meeting next meeting you all's next meeting is after it's scheduled for for for them to go ahead Dem yes a week after a week and the day after would it be the council wish for regardless of what boa may want to do to hold off or would you prefer to continue I just didn't want did anyone get a sense that they may have left thinking nothing's going to be done until they get to present in front of the city council yeah that's what I we have another that hearing until January I want to be Direction oriented since the Dems being scheduled everybody okay with doing that I mean see here's here's where you get into a you know the boa is a quasa Judicial yes the council appoints them but don't control the boa and the magistr to continue things before we can we can we can ask yeah but I mean we can't and if they agree to continue which I'm pretty sure they will we just do that okay I guess that's what I was wanting Direction I just didn't want that to come up and then there's a in December some clarity so wer making a decision it was stated and I just wanted to be clear even if it's just the contact them let's just let's just ask them to go ahead if they would continue it to January a chance is notice has been sent to the owner in Crawfordville for the next December 6 meeting for her to attend that because she hasn't appeared at person and anything else she's been noticed on so I do think it's to continue that space But whatever happens at boa I can request prior to if um there be no demolition set until potentially the city hears I don't know maybe that's just something I the cleanest thing will be just continue that hearing till the next month without having getting involved with the process just continue ask to continue the next month hear it then but we'll have to make sure that um proper notice is given next everybody needs to know would that be the wish of the council yes yes okay I can contact the VA members that's good there there's nothing wrong with too much new process oh you know so I think the longer we can continue this until we can get the actual hearing done properly when everybody noticed and everybody has an opportunity to speak the better we be longterm I don't have an issue with that the more du process the better anything we board to say hey on this day it's closed because it is very busy um I don't know how long it take but you know I know it gets dark sooner but uh what are you going to do this I have haven't decided yet we have some guys uh out and have some some vacation days it's going to be in the next couple weeks um probably be I don't know when this when the when school gets out it might be if buses AR going to get the metal doors made for that so I can keep the people that were tearing it up out after hours so whenever the doors are made solid until then we're going to keep it close but I put has been how now for what the closer of the restroom you actually don't have a restroom they done busted up everything in so so you just wait for the doors then you going to repair the restrooms and
