firms responding to the RFQ for Grant Administration to the council the council will take any action name necessary there on Friday the bill BR John Daniel Carly there was two firms admin nor Professional Services in East we ranked them based on administrative experience proposed approach past experience with rural communities qualifications of the project staff fees and their fee the total rankings for North Florida Professional Services was 85 and for Andy Easton was 100 so that the team recommends to the council to enter into contract they e have any discussion on it I agree with it motion we accept y'all's recommendation second council member Ry yes council member hampon yes council member wood yes mayor Landry yes may yes agend item seven b staff to present the ranking of firms responding to the RFQ for State lobbying services to council and Council will take any actions deemed necessary we have the same team for the rankings five firms rep back to the rfing greenber dra Southern Group and the last f is Mark Anderson governmental consult and we ranked them on three factors first one was qualifications second one was experience the third one was technical approach uh firm a was anfield they had a total score of 80 greenber TR had a total score of 80 Johnson and Blandon had a total score of 90 Southern Group had a total score of 85 and Mark Anderson governmental Consulting had a total score of 100 so that recommends that we enter into negotiations with motions because we wouldn't be in competition M he know what he doing did you okay I make sure coun yes CT yes yes yes yes j7c trying to think a way to speed the process up discuss a fee with him if his fee is below a certain number go ahead and enter into contract with him so he get started I don't want to wait till January 14th I think our next meeting will be no yeah it be a little late because appropriation forms have to be put in by like February 14th and I think when I like contacted one of the lobbyists that I met at po legal cities he was saying it's best to get it in by the first okay and so although the sessions don't officially start till March the Committees will start our meeting now the lob is yeah I mean most of them start in January hard but depending on the lobby schedule um you know you're all right about having the decision made way before our next meeting or it doesn't have to be way before but as much as you can I get it so what do we need it is say if we agree on a Price Less Than retainer less than 4,000 a month y'all allow me to that's a lot it's going to be around 3,000 whoever you go with I know about three yeah are we going to have them year round I know six month they're all structured based on year they spread out over the year now that's for the retainer that's that'll be their toal Fe it is toal fee they're total monthly fee they're not going to Total monthly Fe they're not going to charge you anymore for driving up to Tallahasse on your behalf for coming down to these meeting or anything like that okay at this point I feel like it would I will risk um being totally out of order because of contacts that have called um and I didn't know if I was going to make it or not because I did own appointment a pretty big one today but um I sent everyone the email you probably haven't seen it because in the last 15 minutes um and I'm just going to share this it may not change anything and legally it may not be able to change anything um but there were two people that have contacted me since well one was this morning um and that person has nothing to do with anything regarding who selected but had said that they had called the um office and wanted to volunteer in um in any way that they can and our phone call got disconnected this morning all regarding I guess everything up to contract negotiation so I don't even know if that's a viable person they said that they left a message with John know the John would have gotten it or I've seen it yet but the the first person um had left a message with me Thursday I was able to get to him Friday um and he said also that he left a message with um the city manager and this is the part I'm saying I don't even know if it's viable because this person said they were not aware of the F RFQ that went out but um I feel like I'd have to at Le share the information because I hate for it to come back on me um is that their firm and I'm sorry I'm having to look at the same email just sent everyone um but that they knowing that Perry was in a crisis situation and having connections um and say saying they didn't know there was RFP um that having connections to Taylor County I guess is friends with and Angela ball son attorney Angela Ball's Sons um as well as um some of the people you work with in and what sounds like a very small firm have connections to Perry Florida they were willing to offer a flat $11,000 a month um lobbying fee um and they said that was very less than what they normally charge at least $3,000 to $3500 what they would normally charge for um City representation um but they felt that they would put that risk in and I share with them that we already have had five submissions that are being reviewed um and have that being the case um and again I'm only disclosing by the way of this information may or may not have any impact on the process but that this person out of of the had also said that Mark Anderson was a very viable candidate and um as not the gu means anything I don't know this person um but I do remember meeting him at the Flor the cities um and that just as you all have already been told and have I think correctly chosen is that you want to be careful about some of the bigger firms that are definitely um inside this legislative process but the the goal for Perry is to make that one of the goals for Perry would very well be well done to make sure that we are the priority in this lobbyist mind and so you know and and they're putting forth things so that we can get you know the biggest B for the buck mention the city of s um of Cel cbel um that after Hurricane Ian being a very small place but also per capita their residents are really wealthy received like one of the biggest Appropriations in the history of Florida like $250 million um after one attempt in the legislature and you know also rightfully seeing that we probably have the the biggest um and saddest situation in some ways is that people are familiar with us in state legislature the governor has been familiar with us and so after sharing that we've already you know there's already been submissions as well as um I'm sorry he didn't know about the Earth um H that went out but you know that process is going on I only even know that it could be reopened for unless it was a viable reason um and he said interesting like the person who emailed saying they're willing to volunteer that if there was any need or desire to any consultation regarding contract negotiations um also giving if the um if the council desired it um some maybe Assistance or I don't want to say teaching but workshopping even what are the factors we want to consider and keeping them accountable to what ever it is whether it's the firehouse or whatever it is that the the city wants to see maximized in this process even giving maybe ideas of how or presentation on how as a body to help make sure that we get as much as we can and then a way to keep it accountable including um things I'm sure whoever the lobbyist is Select it will do um but I guess this particular um proba EAS for me to grab my phone this particular person who stated that they have connections um with Taylor County that's why they were they were willing to take such a great um a great decrease in fees because they said it was actually more of an offering of love if you would but that they'll be willing to assist in any kind of way including um what I just noted um at no cost consult the city council if they Desire with maybe ideas um and how to not just maximize the accountability but even what to potentially consider in contract negotiations well we had one I had one contact me today was it a woman no okay anyway anyone had had had a person contact me today about doing probone work I think it has something to do didn't didn't the article hit the papers yesterday or the person which I guess prompted a lot of the phone calls today but anyway um I guess there's nothing wrong with having more than one L obvious if you if they're willing to give it away you know for free I mean know people have people have teenss of obvious and let me clear that that exchange well I included the initial um transcription from the phone call that I received um and I'm having a look back at my email um I don't know that it would be the case that and I also spoke to him that's why I was up in City Hall um at 4:00 on Friday trying to get more information um and you know I knew that was a risk on a Friday um to see if there was anyone here I can discuss what's the viability of even having that considered um but I don't believe is in in contrast to if you already have a lobbyist then I don't know that it would be the offer for them to work pro bono as a lobbyist but that they could possibly work uh pro bono with helping consult on the city Side as to you know making some of that would be crossover because I'm sure whoever you choose a lobbyist will try to work to make sure your targets are giving you a realistic sense of what your targets are and I wouldn't want to you know as a professional um lawyer I wouldn't want to crosswork with another lawyer doing what they're doing um given that little little bit of time they have um but maybe I would work on another aspect that that lawyer is not working on um and I just want to say that just off the rip because time is of the essence and like I said oh he did send it Andrew could tell with the sunrise Consulting Group um you did send also the workup of the city of Santa Bell's legislative request to just give me an idea of how a a small town Who had who became better know because of the sadness of all the destruction after Hurricane Ian and he was just giving me a sample of something to read um regarding what happened there but um again not at all just want to have close just like with any client even if it's something I don't think is viable or it's too late it's not my information it's your information um and I was trying to get more information about what the request was um from other lobbyist just to have a better sense of today because I thought that they were coming in for an interview until thank you for answering the phone Friday until I understood that um because the Committees already did this you know review that most likely you all would just be voting so um I wanted to say that and that's why I interrupted before vote because I didn't know I just wanted to make it not know what are those transactions I don't know the call I got from Mr Andrew tell Le was the voice message was left on Thursday I got back to him on Friday so and I thought he was actually maybe one of the people who had already submitted um so I don't know what article came out that people are referring to is it from the child Housey Democrat and others cover of democrat yesterday I it was know some other papers too I couldn't have find out Sunday is actual work day for me with two churches but um I wasn't aware so um and the second person who contacted um me or I think yes um now I I better understand her her um praising CU all this was this morning um her name is Sandra Morman Mor and I have not had a chance yet to um research her or anything because I had a appointment to get to but I um she said I tried getting through the city manager but there was no telephone access could you please let them know that I'm trying to reach him regarding appropriation for t for the city of Perry and Taylor County I would like to volunteer to help you um it says he can't be reached so when I reached out to her I was trying to see if she was calling off Al on behalf of Mr kelman who had already spoken to me but the but the email says he can be reached he can reach oh I'm sorry he can reach me at then she gave a number and Sandra morrisman moris them is her name and it may just be a private citizen the email is aol.com um so I say with all cander um I haven't had enough time to find out if anything are viable or if it would fact how we move at all um it does seem like especially though those two candidates or those two people um are open to volunteering their services I just want I I had to let you know about the offer of $1,000 um to Lobby I understand we just don't know anything about them there right so I'm not trying to delay the process and I know money alone is not the decided Factor um but again I just felt like I had to disclose that thank you well I had a call from one of them okay good I did not accept the call nor did I return the call because it's not appropriate there's a process that was set out for this depart one of these RF groups were in Tampa they and it would first of all be unethical to stop and start over and it would also be illegal because one of these three or five could sue you you don't there's not a legal reason to stop the process and start over and I gave you no legal RIS disclosure and we don't have the time anyway disclosure well John could talk with Mark and tell him of the offer that we've had and and if he is open to it having someone work with him on a volunteer basis fine if not then I'd say no I would have to be okay with Mark I bet call me too I'm just questioning why weren't they here today they should have been the council meeting the day after the hurricane like exactly out they we're willing to pay for it just fishy to me yeah and if I needed heart surgery I'm not going to the doctor that's offer discount the most money yes you get what you paid for there you go anyways how much we think how what kind of limit do we want to set I think it's the question right now didn't you say four four four and under 4,000 and under motion we still got one on the floor though well y'all V already as well as the amount of money because like regardless I was going to have to disclose it and I appreciate didn't and he specific mentioned I didn't put a dollar amount because you didn't ask for that's the uh it's okay to put administr we ask that for information uh his proposed fee is less by about $220,000 in the than it's budgeted what was his proposed who who Sor okay okay you were speaking regarding the engineers I was thinking regard the lobby yes that's I thought she was asking yes on one hand someone said there was nothing so the clarity was that he was not Mr Ry you are not talking about the list okay J down 7c cancel to discuss the traffic light at Center in Green Street and take any action deemed necessary it is not there I'm not looking back up till all these big trucks are gone all these debris trucks that's what hit three four I see we've been doing good without it every time it say school time that's only time he gets backed up S Street turn you how gets but it would be backed up anyway the uh it's school for the school traffic it would be backed up anyway I think that fourway traffic sign is hard you have you talking about up there trading first Baptist right yes sir I've had a lot of people there for it mention it to me they like it they like there um I know I think was Mr Bran's last Cil me mentioned even possibly just leaving another two-way but I discussed it the only thing with that is Green Street would never get out because that that they would be the stop like on School mornings that's when the traffic's heavy on Center Street it would be hard for people to get out on Green Street well if you if you going to make it a full way you may as well put the light back yeah are the buses still coming out of Green Street on the center like they used to um I think they come out of main a lot but they still do turn on um green quite a bit I seean I live right there on is that cry going in front of the terrible just when they're taking kids to school and between the school board and the Middle School back here right in front of the church yeah anyway so so what be everybody's pleasure keep it a fourway stop no no keep in the mornings when youy try to go to school you never get out great Street Center you know how busy Center Street is there's a way to set a timer on that thing to come on during school and off during regular hours about traffic yes do that we don't that really confus people and when they go when yeah so they're flashing with the slash trouble trying to keep we had enough trouble trying to keep that one at the house like that we don't want to I don't want to do it well I think what I'm hearing from Don is that we leave it a four-way stop until the trucks are through and then we can put the light back up to put it up now is just inviting the trucks to knock it down again any way to get it up enough for the trucks can't get to it or got to have it area that high we can get you know those streets are not made for those big trucks either so no that's why they done got them now but they don't even have them coming in the neighborhoods anymore they got the small ones picking it up now that's what they were tearing down too many light poles stop signs people's power yes so FEA put a Hulk to that so they got them on the main highways know they was hiring anyone with the CDL pretty much they gonna do that had an ft50 in the dump trailer we want to do just leave it like it is we discuss it everything gets till the big trucks get done okay when is school is it out now this uh Wednesday Wednesday or the Thursday they'll be out for the two weeks Thursday is a 19 okay is two weeks two three talk with him well jerk Leadership Council came in the for I can't remember sorry still medicine um came to ask about having a food her food truck on their property and and it wasn't zone for that but that they did get permission special permission once to have I guess it's the they want she wanted to set up there and so she was told that she could possibly where they set up anywhere they want that's what I thought too so cuz she's been given the runaround and being told that you have to have restaurant license no no no they can have it they can have it anywhere that can have any type of restaurant like you don't have to have a restaurant license and all those kind of things and I was like it was meeting it was changing I mean that was discussed early on in our Council onlyway 19 the rest of the city's player game well that's that's that was my understanding that's not what they were directing so the laws had changed and um I forgot which zoning person was there um um said that said you tell zoning board or well you know the zoning board and the adjustment board are the same people right I understand that make sure say we were talking about I'm sorry I just make sure I say we were talking about there was a presentation and then um the newest member I think is Jackson um after she left or while you know after she left there was a big discussion not just on her but even like coming up with the um the idea of maybe looking at all the zoning areas per but particularly um what it seemed like is so many people had questions and we have a clerk we don't have a director there's a lot of information that may could help people because it wasn't Tracy and it was a Leadership Council ask a certain question and and I'm not looking at my notes so I may be burying a little bit but just in totality people don't understand The Zing process and it's so lean towards someone having to hire you know counsel and you're having a business or just a person of lower means or like who can really afford an attorney nowadays they don't know the basic answers like or basic questions to even file something requesting it um so but we're supposed to be talking again about not just that not just that measurement that Andy was talking about but just um the idea of totally looking at the zoning issues and making sure that we're still correct in some of the estimations because there have been so many laws like the preemptive one that the the state has changed when it comes to food trucks but um that's what the Zone people even though I like I believe that has change I can get back to you all they they were like no they still had to be in the it still had to be in a place that would allow for a restaurant you don't have to be a restaurant and um be right and it was comments made at the end of meeting um and that was comments that were made at the end of that meeting that particular meeting that that and I should know her name I work with her arine Mitchell yes came up and said you know I wanted to ask on behalf because Miss Tracy was working about you know um what it would take basically the question was what would it take to have her truck placed on the property now I do know all of the food trucks that got to be inspected by the health department and they supposed to be inspected by the fire inspector also yeah I think the question do they inspect home Cottages as well all know so they can actually do what they want to do in the food trucks SC my understanding any food any U trailer food truck that is serving the public has got to be inspected by the health department and or or and the fire department or of fire inspector now there's a bunch of them out here running around here now I've never stepped foot in well we need to be tagging think that there was a way um he wasn't saying that there is way the zoning um and adjusment board to look in the future for ways to either Recon reconsider our entire submission for zoning because the basically I understand from the history of zoning and I was also presed the history of the local zoning and it was mentioned in city council how long ago it's been and um before that all cities didn't have to submit zoning but um more cities and county or as speak the cities submitted because so many Grant applications that was part that was a part of the consideration you had to show like how your your um city was zoned and so the same needs maybe for the same needs may have changed so drastically over the last 30 plus years that maybe some of the zones need to be changed or or inside of the whole city not just the idea of the fee requests that may have come in like the one that was heard before both the zoning board and city council regarding mobile home and where they could be um and things of that nature so his suggestion was a broad one of is there any problem with looking at what how things are zon now if there needs to be a wholesale change and secondly like how can we make it easier for the average citizen um to understand the process without the process of requesting advance or just the whole process without pulling on the one staff member who's parking as well as the need to go get an attorney to an individual attorney to submit for things like variances or considerations different so that's supposed to be discussed at the next meeting um and I did tell Miss Mitch talk to me about give me more information about what they're trying to do because that because there has been some alternative things that have happened on that campus um but that's and I'm trying to rec call as clear as I can and um cuz she was asking a number of questions the biggest one is can that happen can the food truck be on their proper that was my understanding why can't why can't it you know it's no different than Chick-fil-A setting up down here or the the ones that come and set up at B Tracy has been on that property yeah Tracy has been on that property but not as a permanent set up you look at or she's not trying to do it permanently so sorry look at the ordinance no she's not trying to do it permanently she doing it as a as as you know what I'm like the other food trucks that come here and they set up she's trying to do that also but she's not trying to be out there around the clock no well see another issue was it wasn't a permanent request with information lined out it a simple can I go right okay like can you know it wasn't wasn't like a submission that was denied it was just a comment from but what I did tell Miss Mitchell is I look that like I wanted to talk to Tracy and look at what they're exactly asking for okay so to answer councilman Landry I did not look at the at the the um the ordinance at that moment I just said that I understood we changed that ordinance to be more compliant with what the state is already basically over ruled us on and we were talking mostly about haway 19 and other things I don't remember in that discussion ever talking about zones so that's when I said I understood she should be able because the law has changed but since we I've never had any prior discussion about whether or not something had to be zoned a certain way you know you put food truck almost every single property in the city there yes the way it written probably 100% of them don't think if there's anything on my team that's not going state law it anyway I think remember there were certain inceptions and so for reasons other than um why we were keeping them out of the local downtown area okay I used to go to school at J and after you pass and come in like come in in front of the school a little circle there used to be a store restant on that corner I know it's probably not zoned for that but just saying they used to to say like it's not even zoning issue so actually city property the only property you can't put a free truck on without our permission anywhere else it's open game you put it in front of your house no problem that that's that was my understanding when I got the phone call I was like no there's no stipulations on where you can put it at so that's it well to you have to get a per from us we don't require anything it's up we've always been told it's up to them to make sure that if a law officer goes to them that they should have all their documentation it's up to them to make sure they have their documentation exactly for when like when AR come we can't control them yeah RB you those names there there ain't very much to inspect on a fire truck I mean on a food truck but will the state give them their license without without that evidently they have they might have yeah I'm just wondering because license a health department license the health department probably give them their license and some of these coming from out of town they had their their local fire department or fire inspection respect yeah well if the if the local Health Department issues A license they should notify you so that you can go and inspect it that don't have know everybody maybe if you think they call me and for a fire inspection I go do a fire inspection I you know then that be me having a let fire or let the health department know Went Done a fire inspection we just I mean there's no nothing set up to do none of that stuff I mean it's it's it's if it's required to the owner of the food truck to get it done call the health department and call the fire department I mean it ain't it ain't our responsibility to make sure they get their job done so they could operate for a long time without being inspected apparently y'all be saying some of them out there doing it I mean that like I said they may have been insed by someone else by someone else yeah the St that's just ones in the city they give a certificate to them of some sort saying it's been inspected or yall just doing and say we just do safety inspection and I mean I can give them a copy of my inspection sheet and that way if anybody
