said was talking about property owners in our meeting but there's nothing at all has been F what nothing so it was a suggestion to the council that those present at that time but we have not acted on it question so I searched after I heard about this I searched for minutes found nothing um I searched for agendas found nothing until today I found an agenda for today right so how would we ever know that zoning or roadway where common people on a neighbor I mean I think there's some talk about maybe put a neighborhood or something back in that area I mean there there's a lot of things I I don't know what I mean we're not PR to well I'm asking how we can pay a rest of it because we we've come to you today letting you know that 100% of the neighborhood is saying we don't want anything to do understand know that it's coming down the PIP later then how would we know to even address it there okay first of all is um if there's ation for a neighborhood of more than 10 acres newspap anyway change same resal you go for or what they call a major development which is I think 10 acres or at least used to be more than 10 acres it'll be advertising front planning and Zing board at least twice itn't Jess it's not like it's just one and done but that that's for a zoning change what about this roadway no what I'm saying any kind of neighborhood to geted for to go in any kind of plan development it's going to be months in the process not years anything any size there's a comment in these minutes about uh Mr Jackson Mr say he would like to extend more Avenue South and proed to to encourage Economic Development and environment any and that's all uh he he just stated that it that was nothing that was on the agenda or anything he just I'm Charles Turner and you talking about these things that that we are looking at but we can't foresee them and y'all going to act on them we going to have to keep a breast of it what we're saying is we would not like any more traffic in ours we have 51 homes I believe already in our little one mile cubicle if there's any suggestion for any change of zoning which I think I'm not sure my memory loses been a little bit you said it's already been approved for a housing complex already apartment complex got chain have not connected to J okay that's over on Thom St these two properties are joined but the other property away from one suggestion though if any of this comes to pass what is wrong with using common sense if they extend Warner have a c toite there let them go back not flood our little neighborhood that's already in the LA in the past I would say four years probably exaggerating a little bit we have probably at least doubled our traffic already can you imagine the doubling of what we have with the additional houses and then another 30 or 40 houses being built in that our little community in our roads just will not accept that we just fortunately gotten our new road I mean our road paid and we'd like to thank y'all for that but we want to keep it safe we want to keep it good just consider there's there's other avenues instead of extending a road into a subdivision to take and do something different thanks needed we can go hit Pucket and go to 19 we can go by to airport hit 19 or we can go to out Road hit golf course Road I mean that 19 and go to 98 we are not looking for an Escape Route just drive anybody to speak on yeah so for the record round Wood 303 J drive so I think may I think you really hit head there's nothing at the current moment in effect so the members of our community we kind just he as a what it seems to be a nipp m kind of meeting uh but just to kind of reinforce uh the initiative of opposition you know as stated there are some property holders in the area that have the intention of developing a road system to increase the value of their property and you know of course we all enjoy those personal benefits Mr W spoke about our current road system structure within our community uh which is one of the driving factors of our attendance and that petition that you all see but in addition to prior to you guys actually if it in case ever arises an opportunity arises for you guys to report I would like to uh feel that the taxpayers within this District deserve an explanation from the Council on the overall net benefits of what such rug would present to the community uh it justify the expense to the taxpayer here say one two uh that the property owners are wanting to disguise this initiative under the pretense that provides Escape Route or additional access for emergency management and First Responders to better protect and serve albe it an admirable cause an admirable case I can guarantee there's no statistical data that would showcase that the current road structure might have been there 20 or so years uh causes any hindrance to their abilities to officially maneuver in order to either Exit the community or protect the Serv however there has been a lot of studies throughout the United States that reinforces the notion additional through traffic in subdivided neighborhoods B calls and create additional hazards that I have sided willing to share with you guys in my opinion and I could be completely wrong about this but this is really nothing more than a property owner for a group of property owners uh looking to take advantage of taxpayers in order to increase their property value which only uh provides benefit to them so regardless of I'm that opinion regardless of motives behind that initiative I would ask the council to look into the opportunity arise constituents EV this is a wide tax funds that an overall sa environment for both communities and unfortunately for those supporting this I don't see an Avenue which that is thank you guys for thank you like I said you know just one thing I want to reiterate is if you it was said in a public meeting WR anybody speaking about it in public meeting you know there's nothing F or whatever something wrong with you your opinion or how you feel in the public meeting but it was brought it was brought up you're right it was brought up to the public meeting that's what I'm saying names for this petition and I'm assuming I don't know about the public meeting but from what I'm gathering that you said that this proposed roadway was only brought up in a conversation that nothing's been filed whoever it was that made this conversation or brought it up I hope that it can be conveyed to them that by us signing at nearly 100% of our owners for them please don't bring it up again because we really don't have and that's really all I have to say thank you yeah I said youj and driv you got the neighborhood next to it's designed the same way the door Lane this one way in right exactly so except for a few dirt Ro people pushed in we didn't have anything to do with I and so you mentioned the dirt road being pushed in and well what what I'm talking about drive way in the TR right and that's what I wanted to speak to because when I spoke to some of the Neighbors in the adjoining neighborhood that they should probably do the same we were they begin to complain about the four-wheels that are coming through those roads Lane and I think it's Parker subdivision next one over and cutting across the corners of their property now I live in the southwest corner of 12 point and I can hear the motorcycles and four-wheelers ripping and rearing all the time I don't want ta Behavior anyone else like to speak on I think I me I think we understand where the neighborhood is my name is Bobby har I live 600 J drive my wife home there about 10 years ago neighborhood that particular time soet peaceful and what that's reason weed I'm count brought us this way and we decided to make home during that time my wife and I have of expressed why that be one we had 40 other couples in our table with children because there weren't that many young many children there is now my concern anything of this nation happening is not for me my wife I'm 75 years old I can take it but I probably have to change but anyway way but those young children and those young couples trying to raise their children in that in in that neighborhood the reason I'm speaking out on that today is most of the young couples are not able to be here today and speak to themselves they're either working or they're looking after their children so I'm their voice today and and that's that's that's really my bigest concern is the children in that neighborhood and young try have a good yes ma' I do not think that you all will have a problem that's going any mother but we do have a neighbor that don't have means of getting out of their neighborhood in case there's a flood or anything that's the problem that we're having subdivision but I do not think that you all you all would have to worry about you will come up with a solution right I don't think going through judge of Drive is they're not we're not going to do that like I said anything get be months and months and months of meeting several meetings before even get to that point have plenty of time sayy and we hear you trust me we we get it I mean I understand one way in one way out is way to cuts down the traffic that's you know anytime you cut down the traffic just makes things better my out really good off she been trying to an issue is he's responsible for just say Paving a road into neighborhood he's developing or is he just trying to save money off of our neighborhood in the next neighborhood just connecting to and spending less money or is that something in the city that would that be a city expense my question why wouldn't the developer develop the road into the sub they do they have to so driver's build I think the developer had to put all the infrastructure in for whatever correct correct so yes that was my issue was the fact why is this even been discussed because the developer you know he all he's going to do is make money he's going to divide he's going to S divide the property sell them individually make a cool million dollar $2 million $10 million develop house build houses and and he's going to bleach off vir roads so I'm just saying I don't I don't see why this is being discussed true I leave that well I said it wasn't it was just two people standing over in that area kind of better deal RFP out it's an RFP for GR Administration and for engineering it's two separate ones do on the 31st we'll open them up in November I think my opinion is that we need to go ahead and moove right back in the srf grant they agreed to increase Force 99% yeah 0.99% that's almost no interest almost this part of that conver Grant I thought that's the way it supposed to be but I don't think the additional did I think it went straight to the LA additional amount of 420 says he apply for alone 27 principal forgiveness so how does that work you read 2 million 7 3 million 7 for L and then can't remember but that'll pay for 75% of Sean's fa truck we'll pay for the other 25% that's storm water planning and prep study we're doing that's also a RI 100% paid for by Florida commerce a kickoff meeting early next month I that's other one we just talked about the downtown Street repavement cdbd that's 100% Grant funded no City funds that's the waste water planning document we did it was 300 Grand we paid 150 and longterm learn like like 99 or close to it that's the one that identified the 1 Point not one 120 million and grants over the next I 22 years uh got turn that red RB failed us we didn't get a fire truck we did get a commercial wash and dryer and some PP in the fire department uh R got skin that's got to turn red too Firehouse come through that was two grand for Duke to replace some the trees gu we're have to do it again something different hurricane got most all of them that was another one for trees this is the one we just kicked off last month downtown revitalization partnership retail strategies you said start Max on it pretty soon this one we should hear back any day we applied for four streets through Scott I doubt we get all four we'll probably get one it's probably to be Park Street I had to guess this was approved what in here pretty much rebuilding the whole natural gas regulators for about a half million these are one we submitted this past cycle placing all the bear steel gas lines placing all the natural gas meters that would be with the drive by meter you have to go to Every box just drive through with yourens this one the funding's been approved but our project hasn't quite been approved yet we're still going through some of the quest information but this will be approved I think it's eight or 10 standby natural gas generators all the city facilities this is Jam I don't know exactly what that's a grant we got to pay for the tuition for all the training for the new officers we didn't have to pay that of our training budget got fire radios yeah $330,000 to an Appropriations in the state still working on that one well they should be and um I don't all of them won be for Li stations they'll be like City Hall and only two for our biggest Li stations up to our natural gas system that's Jamie for best do the State of Florida we funded all new ballistic vs for all the officers that's the do occupant protection seat belt enforcement program that's ending we have a new one that got here and that's the impaired driving for last year and that was we were just approved for a new one for this year and I had got the documents from yet now what does that Encompass it's equipment and overtime hour for enforcing occupant protection seat belts and child restraints to increase our usage percentage um of seat belts in this community and the other one is for DUI enforcement and equipment for traffic control the same ones again that yeah appli for this year we were approved for both of those that you have paperwork for the occup protection you should have it I just got the notice we're approved for the impaired driving for this year and we haven't got the documents yet from the state to start that program these are the two fur apps we just applied for here recently 200 Grand each for lothridge and jerkens park uh that is M finish mapping your whole natural gas system that have been approved in that's what we just talked about I need make well I guess that was a grand a long that come there this is the one that started phase one of Sean's project I think there six projects involved $9 million this is a design engineering of it and then the here construction 8.3 is a remainder proved for a rift this past cycle this project is in side of this one but this 8 million will be probably 80% grain and 20% long if I get a portion of it through Rift that'll be 100% Grant need to get me over to do but they're going to give us some money work on the banners these are two for subject to sewer and Quil point and Southwood these have been appli for had anything back here recently 12 Point juding Drive and've request see we do these two we'll keep moving along at some point I think DP wants everybody in the city to be on on the sewer system everybody can hand all that when they get treat [Music] rain got a lot going on every one of them comes with its own every page agreement we got to try to figure out how to comply with and I was just reading this and I we have done once we sign the agreement we will do the compliance certificate and that's what they're saying is within 60 calendar days and then we have until we have to send the audit certification memo with our act for by June 30th that's what it's saying trick for a minute there yall see something you want me to apply to or have some projects GL to look at yeah we're doing the survey right now then we'll be able to go after the funding once the survey is complete I could put that on there but water is doing that for free I don't know what the cost would have been to call it gr but it's 50 Grand yeah that's not really privy to us they they do that Contracting with the contractor themselves so we don't actually see the amount but the state pays for water I just we just got to stay on top of it and make sure we comply with everything and it's going to put a lot on your employees to get the work at the same want to bring it sure is one think a lot of our things that nobody really get like all the $120 million about it and when they replace that 12 in water me through here you got hear about that but right now what they're saying is yay y we're doing this it when it starts yeah if you seec trucks they're survey property 10 6 to consider approval of fdot occupant safety sub agreement for project number 2025 d79 take any action about that that's uh that's the do occupant protection enforcement grant that I spoke about to increase our usage percentage of seat belts and child strengths in the city um this they pay us $25,000 to the enforcement and the officer dep department so reimbursement Grant pays for the expense not just the salary but the expensive expens um the U additional Social Council will take any action necessary is that something that the C's have to approve to I we can't even move forward till y all started back I want to somehow got a retroactive to the C I was written in the 1993 30 years it was written in there that it dissolves after 30 years but the council always had the option by vote to keep it going and we never did it V didn't care about keeping it going questions concerns the sell at the lift station we we ran out of the smell good okay we couldn't get it we got it actually yesterday um so it's in there now um and there is one of the issues we had like during the storm was actually finding someone to do repairs and work U we actually found a company that actually put a door on Warner to kind of close it off so what we did was we installed this vent on the top where that oil is that you smell there's three more doors that have to be put on one at Warner two at Goodman's um that's that's part of IDE but like I said just it's been a year but just finding somebody and them having the time to do it they're actually out of out of Georgia so um but yeah we ran out and and before I bought a whole lot of it and we we know it works now because when it ran out you could spell it but we even we haven't even paid for it they let us use it on basis so now I've got a five gallon uh bucket of the stuff and it usually takes about a gallon a month I think in but I'm GNA get a drum that's going to stay at that Li station okay and the guys will we'll try to get it on schedule to where it's refilled every month and but uh the company was Hayward the salesman was Lance like I said he really kind of basically let me use it make sure it work and um company from I believe it was Atlanta coming down came down did the slip line on J Street and you were considering buying that equipment what happened with that um the repairs that M are going to do um if they if they camera in line especially if they camera they prioritize and they most of the system um I mean it's equipment I would like to have but if they're going to repair most of the things I mean it could be something visited later I guess okay so we're going to do something else first and then if it's needed later you look at yeah I mean like I say it would be nice to have but it is so expensive okay so I mean I mean and and we're we're we're kind of and I'll just tell you we're kind of holding off on some of the repairs we had for the LIF stations just because we do have this Grant and we're just going to try to let them along until this money comes that's the plan we do have some spare parts um we we've had pumps go out you know during the storm had a deal it's it's not an issue um local electrician has did a lot of upgrades to some of the LIF stations we have a few more more that he has CL finish from Adelia and Debbie um and and none of the past repairs were damaged during Seline so that's why I kind of backed off of and it just it wouldn't be just the um the equipment it' be some other like you'd have to have an enclosed trailer and some other equipment to house it in because it is UV sensitive and it have you know you'd have to have a a large trailer set up with air conditioner and all that got to be completely closed off so big city okay thank you yeah okay Danielle's not here but I went by somebody brought it up and I went by and looked to the the trash behind Aon rles that's commercial that's deep south and one bin is being used and may be full I don't remember but on beside of that it's awful I mean awful and it's blowing all over the property behind it so I don't know what the problem is but we need to get it fix you said that was behind errands and also uh I had a call about the recycle trailers that we had down there on book alter Drive they're gone so now people are just taking their stuff and putting it down on the concrete pad so what's the deal with that County had damage to their recycling center they can't accept recycling right now get somebody out there paint it up they're not going to put the BS back out there until they get facility fixed yeah because if you don't clean it up it'll start blowing all over the place soal yeah probably yeah over temporar maybe we talk newspaper say something about it to you I'll let the person that called I'll let him know y if if our employees picked up this yard way way these contractors up it be somebody else's what they do is they go by most of them they got a CL type thing they lift it they drop it when it reaches a certain point they go to the D what we do if we lifted and we crush it and work it down I would guess our trucks probably hold more than these trucks we see and that course that's whole Fe money to about that they've been coming down Ash Street and I assume and turning on Jefferson instead of going back to 19 and going down that way what's the deal why do they go to a particular pile of stuff pick it up and never come back to the next one that is crazy well I'm not going to complain too much because at least they're in my neighborhood so that's progress we're not P i't what we're not paying for it well that's but still it's a reflection on us John you said earlier you TI the city looking like a big pin and now it looks worse than a big pin hurricanes don't well they are these uh one other thing these block BRS Federal money that goes to the state and then the state divides it up whatever comes out it comes from the Ved my concern was John said he had people contract how you said it was Administration and engineer and I ille as discussion went on he then said well we got RPS going out coming back under the 31st well that change my whole concern matter why is it illegal to have somebody to administer it's not ilal but you got to have somebody to administer but there is a particular way to do it to select that person and you will get the opportunity to do that city manager has been educated we're doing it
