Nation God indivisible with liy and justice for all please Andy same counc BR council member Hansen council member L mayor Landry here mayor P here approval of it on the Cent agenda we have a motion motion second counc Ry yes council member hon yes vice mayor Landry yes mayor cing yes receiving request from the general public do we have anyone that wants to approach the council that is not on the agenda seeing and hear no one we'll go out of number five which is bids and we don't have any bids open this week so we'll go to General business agenda item 6A has that been has been tabled okay agend 6 B is there going to be table for another meeting also yes okay agenda item six C Jamie ders with fdot to discuss with the council the Michelin Mobility payment condition assessment and Council take any action then necessary good evening good evening by saying thank you for the opportunity to come before you today I'm as introduced my name is James rers I'm planning Environmental Management engineer for the FL Department transportation district 2 region um as you all you raise your mic please you all familiar yes yes thank you but just kind of TI back you're all probably familiar with we've been in partnership with city of city of Perry and do and of course Michigan Mobility here well with me today and we were able to do a first phase kind of a pilot introduction to the utilization of technology for PID condition analysis um we're at the point we want to go forward with phase two which essentially is analyzing all the city streets in par but before doing so we want to make sure there's a a real good solid understanding of the technology and the application and and how big of a deal this this is for us the grer um as you all can imagine the Department transportation district region is cover 18 counties 14 of them being rural ready eligible um the resources are just not the same and we're trying to look at Creative Solutions utilize the technology where we can do more more make make better decisions with more information more information on the front end process so with that before we make the formal ask to be able to go to the phase two opportunity I want to have Michigan Mobility here just to kind of give a walk through of the actual process the tool and give you all the opportunity to ask questions GL is here and drove from from Orlando defin but it is truly an open opportunity he's going to go through a presentation and after which if you have questions pleas please ask and the form we ask today as as a close out just we're ready to go to the final implementation if this if the board is support of that we'll make the move and uh go forward that thank you good evening hi good evening my name is intelligence I'll just talk a little about here quick uh so what we is we provide pavement assessments to municipalities all over the United States um very simply put traditionally this is tradition by here assess the road looks at the road section decides what that condition rating is it's only on a per section basis it's not the entire Road Network the next pleas again sorry here we go so we first start off with map confirmation essentially this is all the cities take roads so we confirm the map and we use that throughout the rest of the process next we would mount a cell phone mount it next to the rearview miror go click that next and you simply just drive the network so very simply we're taking in all that video and data that the phone is recording and you go to the next one and what the operator is doing is essentially following turn by turn directions and and then simply goes back to the office uploads all the data through the application and then we take all that data we produce a map now that map that was delivered to you guys already with the pilot project that we did uh that that uh that you guys saw in the last several meetings ago um what we do is we take that video and we break it down into an image and that image is every 10 feet so every 10 feet you have an image across your entire net now our a like sound to run of circles and screams at this point what do it hurricane morning 36 hours so I'll cut this short but we take that video we break it out images images are set every the entire n now this gives you uh an AI rating through every single so our AI assigns so it's a very objective approach which is traditionally a very subjective process you go and click the next so just to kind of review what it looks like right so this is just kind of an example here uh you can go to the next one and the next one here is so the rates are broken down to one through five so one it's called important green is good red is bad so two is your minor surface damage but nothing critical three is going to be your appearance of pervasive distresses and then four is where we start to see the significant Dam and or emerging critical failures worst the worst rows worst the worst rows are going to be red okay um so essentially you'll have the ability to look at your entire network and not only a second which is like Street by Street also 10 you'll be able to see what type of you know condition uh so lastly next steps what what we have next um is that we've already gone through we told the map with assistance of that and that Eis and we have a full map of the whole entire city the only thing we need to do is just go ahead and confirm the map with you guys to make sure that number one all the streets are included uh to set that correct expectations that you guys do maintain those roads and that they're not private or h like that um and then that's it we take from there collect all the data and everything gets sent to you guys once it's done you have any questions I know it's a lot a lot of interruptions but so you're recording the road as you drive is it maybe I missed it maybe you said I missed it but is it uh the software actually looking at the or is it actually people just looking at it that's a great question um is the video that gets uploaded now our AI will look at the video takes the video braks it downage the AI assesses the image so it goes pixel by pixel and evaluates each image exactly the same something that a human would take forever to do right so you're talking about you know tens of thousands of images for this road and you'll have a record as well you have a record of what your current streaks look like um historically if there's any kind of Fe situations where you need to get a pay Grant this is proof of what the road was at that time right so I know that that's also very important yeah uh if you go back to the um you go back to the the presentation there was a link there these preassessments uh they are not preassessments no the the pilot project that we did for you guys wasn't preassessment um that was just a pilot that we did U to make sure that hey this works for you right to make sure that you understand that there's value you guys like for the actual study cost so if if you guys were go to directly to us like any City would come to us it would be 100 per Center Line mile so Center Line of the road would be $100 per mile it's our standard what would the report that you're talking about tell us beyond what we have already what you've already done uh what we've only done was I think like three or four miles uh I believe the city has 71 C miles that's about where we're at currently so what you have now is just identify as go out get uh the data for these streets and Supply us with that guys with that and then we just uh did that and now you have the opportunity of the entire up to get a full view of your entire Road Network so you can understand where your good roads are where your B RS are from a glance the best thing about our system is that you don't have to be an engineer you know we can look at colors and say okay green is good that is bad yellow is is pretty good you know orange is not so good so it makes it easier to identify that's what we got out of we went over three meetings ago I believe it would do this for the whole city so You' have the interactive map you would also have the ability to export the data to a spreadsheet that you could further than develop your pay what be the cost of getting all of it done just what would be the cost to get the whole city there yeah yeah course I'll say this now there will not be any cost burden on the city of FY um the reason we're piling this so we're still working through that to answer your question um the deliverable objective that we committed to John is not only the condition and and I say this the value of this tool it's objective you know you take three individuals three individuals have different perceptions of bad and good this it doesn't matter where you are it's just AI intelligence so that's the Baseline value and I I use this as a reference term good better best you know do is a process we have this formalized system where we rate roads annually and we we do ride R crack method all it's very very expensive but we need that level of accuracy because we're making hundreds of millions of dollars of decisions on where to invest our resources um the value this technology can SP it could be independently the data collection could be managed by your own staff you can update your pace of needs are very different types of volumes and capacities that we carry on our roadway systems um I hate to even say a number because we're still itera that but the end go deliverable is going to be a payment condition analysis and also based on the number of higher higher adversity rated system what would it cost for financial planning tool so end of the day you will have a report that says you know these are your problematic sections of roadway and here is a forecast of what's going to cost for you to resurface them at this day of time it gives you the ability to plan long term for your needs out of this may come you know you may have a top 10 you may have a top 20 we don't know that until we do that full but once again the reason we're picking this up is we wanted to Target an area where we got a good partnership going and we want to pile this look at a comparable of the traditional method and the Technology based if we find they align very well this is something we could do on a an entire 18 commity basis that we could help other rural communities plan better for future needs you say why do we care well we have Scot Unity programs we have Scott we have scrap we have programs that are committed to local latencies and U we want to empower you all to plan for the future and look for those opportunities and this is just the first step to making good practical decisions based on objective dat search did you did I understand you just say that it would not cost the city of Perry anything correct it will not cost the city this is truly a pilot delivery um we are trying to prove out the technology prove out the planning approach and if this works I'd UL ultimately like to pursue planning grants different resources on a larger scale Maybe cover a larger vicinity of the entire 18 reach so this is the firstep this is this is brand new it is just it is aligning very well that working with John we know we have you know your needs are far outweigh your resources and it just made sense to come here and and start here as a Basel sign the number of miles are not so profound that it's something that's just out of our scale of being able to do with our own staff resources we got a great pilot opportunity partnership Michel um we'll test it out we'll prove it out and then based on the feedback from you all I open I don't want to commit a time frame because obviously we're still working through it but I'd hope to be able to come back in the same format and say hey here's the product did that meet your needs if it didn't we'll adjust so what do you need from us I I would just like before we do anything before we make any investment in a community we just want to make sure that the commission and staff is on board with with the plan approach and we all understand even the communication of it you know I'd hope that when we get to the final deliverable we all kind of self-reflect say hey this this is going to make a difference in our community that's all I'm looking for um and just the concurrence to say hey we've done a a quick response pilot turned around very you know very expeditiously we want to go look at the bigger bigger plan I think 70 71 C miles currently per so so approximately 70 80 miles obviously we staff but that's kind of what we're looking at actually putting on the ground we would give you this representation once again a financial plan and you can utilize that as a plan resource sounds like an excellent planning to that we don't have we don't know we this is a lot to chew on though I mean we got a lot right there it is let get in we already done all of this got some of those are the same street just different sections there's only like right four streets five I don't remember how many they done what okay okay so that's been done yet I sure you there's some breads out there right now that we didn't get paid but if we had this sta we'd be doing the right streets yeah and it be easier to get a grant when I put in and it's a five and the next trying to get some threes done and and that does that is part of my ask is we want to go bigger we know the is going to make on communities as far as planning for the future and we would hope that as a sponsorship you know we prove this out if we do pursue a granders I'd love to say hey City perod you know weigh in what's your feedback you liked it you loved it and then we could actually you know go for the bigger opportunity T County and Beyond you cover cover the entire region I feel like this was certainly a big help and helping us determine where to start where to go and that sort of thing absolutely what I seconding your motion oh you're seconding my motion did I make a motion I thought Mich was a tire company he about I thought Michelin was a tire company uh no we do More Than Just Tires it's where I like to say where the rubber beats the food Tire comp won rub yeah no we we uh we expanded and it makes sense rightfully so you know they're in the transportation industry you know the impacts vice versa of quality roads Quality Systems and the effects it has on you know on the other side of their industry as well so well want to say I appreciate what you have done and what you're going to do and looking forward to seeing that data it's U interesting very interesting some information we definitely need motion on the floor I guess Bill second oh yeah council member appendex a schedule of fees and charges garbage and trash monthly charges providing for the severability of the parts here of if declared invalid repealing ordinances in conflict and providing an effective date that's the one going up $2 per month on garbage I thought this excuse me I Sor it's time for us to raise and especially that this hurricane coming we don't know what are the future hes constituents um and that all the money American Rescue plan we were supposed to use some of that to help our citizens which we never did so I'm going to motion that we not increase the rates at that I have a question um I thought it only affected garbage or trash not both yeah Lo together on the bill it's one charge for garbage and trash I didn't look at my bill that yeah was it $20 now and it's looking at going to 22 and that covered both well if it would help get the trash picked up I'll vote for it cuz I sure I'm tired of seeing it out there it costs so much whatever that amount is to pick up garbage and trash we are committed to paying that and we got no choice I understand that I do not want to the garbage rates that we've gotten out they do not pay that bill we use water or something else pay that bill and we would have to increase water or something to pay the bill and the uh one that would do it is garbage and you still won't pay the bill but you get us closer it we'd lose less money it would lose less money it covers what we pay cash out yes that's all yes according to it anyway I'll make a motion to not ordinance 1044 I second made a motion for what I'm sorry oh to adopt one we used when another other garbage trucks down I didn't want to say anything about this we just would let it go I don't know whether your constituents come to you about anything or not why do we all keep raising our rates and here we are with all these trucks these trucks speaking of Poli these trucks raising you're doing this you're doing that but you never think about the consti you think that we're supposed to pay every day every year we raise the rate we never think about our constituents and I'm done with it I disagree with you surle I think we do think about have opinion you know at 3 p.m. of the second floor of the courthouse courtroom B and take any action necessary with at the courthouse is everybody gathering one and done be like Refreshments yes that's what on that first oh yeah was that all of us no we didn't run this year should be three yall then you don't have to go unless we just want to let's make the judge happy we might need it have a motion or do we need one up item 6K councel to review job descriptions for mechanic one and mechanic 2 positions and take any action deemed necessary discussion about a mechanic one becom a mechanic two after certain criteria minut but asked to bring back the actual job descriptions and there fairly identical same thing word a different ways so you someone would have to just about have to go to be go through mechanic one before they can go to a two what have it set up now the mechanic one is a position there is no way to progress to right I'm understand I don't have we're going forward go back before you could become a mechanic to you have to be a mechanic one yes for the most part how long is it say how long in here that's what we're trying to come up with some kind of criteria yeah um how long would it take to get the uh last three license distribution license requires six months the operator books what not to go with it so about the same period as your normal probation I at least year myself thought a year was enough time to get some the other training done yeah yeah that's enough time to you know kind of evaluate someone if they ready to be on the next level if your superintendent doesn't recommend you to be there you need more training it's fine too you actually went your whole team it's kind of awkward 22 of y'all sitting in there talk about the one guy if he's ready for the next level or not do that leaders if anything maybe the crew leader as well just have a second they work laste you said just get it done I like that answer but then need to bring it back H yeah so we decide anything or well I guess the only thing that I can see we need decided is the time period it would be different for each department to it would be yes sir like the requirements like like my mechanics would need to be a little more you know inclined with electricity things like that yeah talk about the uh skills that's why it's up to the superintendent yeah but I want least got to be a minimum there he can't be there one month and say oh he's ready what I would say is you know and I'm not saying mechanic one or mechanic two maybe they're hired as a mechanic 2 but they're not hired at the pay till they're six months is over with and at that time if they can't do their jobin six months maybe they need to find another job just say like six months you can't go basic stuff I mean how much time you really want to invest someone who has talking about two different things now talking about probationary period six months and then we talking about moving this more Progressive so yeah could say a period of time with the supervisor recommendation period and leave it up to that superintendent whether they recomend it or not just build that not just the time per you want an exact time period throw in there I would say at least just prob I wouldn't go it's probation six months the minimum six months and at least be off probation to the other mean a little short anybody year say I keep hearing I've heard a year more to have anything else so the year you heard six months that's what I've heard emplo you know initiative to kind of help decide that too if you got somebody who comes in off the street they have a lot of experience they they may go through it faster than an 18y old who don't know anything you know what I'm saying and another thing is too the mechanic one is such a low paying job we have a hard time filling positions anyway and you know there needs to be kind of a clear path for that person to say hey I I can become a two and I can make more money in in with this path or this amount of time that's my that's my concern with it because you're talking between the two positions you're talking almost $3 an hour two two something and think it's a good for the superintendent you'll have on coming to you asking why am I not getting my money yet you can say I think you need to work on these couple things until you're ready to be there what can't you accomplish all of this for evaluations there no way to get from a one to a two you're stuck in that that role we can't do that for evaluation don't do performance or we don't do performance evaluation raises or anything so there's no benefit for you know I mean yeah we tell the guys we tell them what they need to work on through it there's no you know the difference here is Step increases I meaning that evaluations are a useful tool but in this case evaluation doesn't change your title from to a mechanic that's what we're just trying to establish how we make that progession it's possible a mechanic 2 never retires and never moves on you can be stuck as mechanic one for 30 years doing the same job right next to it is there an exam or you know to get certified or anything like that you go through gas weff through energy World Net there's a series like 20 or 30 tests some might be 20 30 minutes long some 45 to an hour there it's different for each department so we have our own stuff and it's all online and do our field stuff which we do it in the department and they have their they have that what they do and they have what they do it seems to me if they pass the test they would qualify exctly but if can work a wrench and pass the test that's what Sean's trying to say well then then he does it qualify that's that's what I'm saying like you know training if they're six months they haven't picked up basic skills you how much time we want to invest in them if if if they pass they become a me mechanic to and then two years later they're messing up and they're not doing their job I can put them back on probation I'll ride them up I mean that's neither here nor there it don't matter if somebody's 20 here 20 years been doing their job you got to take the action to correct Behavior I just want somebody to get in have a clear path to to the mechanic too to make the money and if it's left up to me that's fine I have no problem denying it to someone if they're not going what they're supposed to do but it just needs to have some policy written so I can have teeth to properly dismiss someone or promote some well I don't have the um job description to look at so I can't help there you oh is it in here put I stand correct okay iused as why to you how to get this done how it affects the budget by here we're budgeting for a mechanic 2 and mechanic one if we do this program you can have and tell us she need a dollar extra that's the right I don't think we need to be might would have to change job descriptions because right now the job descriptions are basically the same and then mechanic one would then turn into a training position for mechanic so you'd have to change job description I would think that this job description would uh if when I read it would tell me how I can what criteria are that I I've got to accomplish to come to I agree with all that my issue with it was the way we budget I'm not allowed to knowingly go over budget we don't have three mechanic twos in the budget we have mechanic twos and mechanic one we want to do some kind of plan where you can go up we just need to budget for always budget for three mechanic twos and be done with it but we just pass Bud yeah but it can be amended that may be that may be the simplest way to then I if you got the criteria I'm one and and I meet all the criteria positive evaluation passing the tail turn the wrenches yeah trying to accomplish something to keep people at the meal you had a maximum time you could be that level they don't want a whole group of ones they want you go to one two three four well if if if uh if you're in that in that one position three years we don't need you around here yeah we don't need you after six months if you can't make it it's just another evaluation really so basically makes mechanic one like a training mhm a training job if you will true and then your goal is to get a mechanic to within a year six months whatever I work we just do a budget amendment when it comes up and then next budget we'll budget for All mechanic to and we just use that as a progression step well you no you have have one each department huh each department no I say each department you'd have to have a one and the two yeah but if you have a way to get from one to a two then then you won't have any on everybody be a two you can Poss wind up with all you can have a one that you you got you got to start at a one in the reality once he gets to that too there won't be any on in the get paid but you'd have to be hired in as a one depend on time grade recommendation or whatever it's going to be before you I think he's saying just budget as if it's a two and then we hire them in at a one we have it budgeted for two exactly what it is I got figure it out I don't need we go home now y all right you you did that at lunch you can we won't work [Music] here all right jend item 6 Z counc to discuss incentive plan for employees earning Class C and Class B licenses you take any action being necessary we're basically talking about the same thing just L instead of numbers I would say this is a little more important because these like a B license is time sensitive even if you got to have the time if we invest the time and employe and they get the license and there's really no incentive for them to stay here they can I know we'll never match some of the bigger cities but we're we're not even in the not even in the ball park and I don't want to be in a position that every time like somebody retires or somebody just leaves they were the only licensed person and then we're we're chasing this you know license again and again and again yeah and we're working on a plan to you know have all the paperwork cu cu you know in the Wastewater side there's a lot of reports we have to do and just to have the people in the lab licensed knowing what to do having everything digitized where it's available for John to see Danielle and something happens to me or whoever the next person comes in everything's laid out for them they could you know be complying with d and um the the incentive would be we have three operators at at the P place all right um if they we have to have a v license to run that plan if we've only got one B license holder you know technically if they go on vacation a week there's supposed to be somebody there 35 hours a week be be licensed so so I mean technically you'd be out of compliance so the thing is um getting the people licensed training and we found a great course through the University of Florida cost like $455 that two of the guys are going through now they're going through a pretty quickly one will have his license here probably in a month or two and then after that he luckily he has the time he can take his his his b Tes his B license and and we would like also for the non-operators if they want to get their CB license there be some incentive for them to do so they don't have to be you know big but you know like let's say if one of the mechanic twos want to get their way SE license they're going to have to log the hours in the book They're going have to learn something about the plant and that way if you know like Randy Slaughter's been here 38 years I think 37 38 years I mean he could retire any day and we have to have somebody to F his position and the way it is with being way it's been hiring people we ain't been uh we had to promote with within we haven't brought anybody from the outside with a with a treatment license because of that technically we've been bringing people in who are not currently licensed so we are not technically in compliance right now hiring with them the idea that we have is to be able to have somebody back up house not fall out ofli and be able to somebody who's already plant already licensed and capable to do the job but in the current position they would be in they would not be making the same amount as an operator but something above what they're currently in so they're mechan two a dollar $2 pay bump above that but still well below an operator's pay but some way to compensate them to make them want to stay fill that position we're not desperately hunting somebody with someone like I said last meeting two license holders if possible yeah possible was it water you got to have a sea and waste have by our plant specifically the water side only requires a sea license the waste water requires Li for now yeah like there's usually some time given but you know DP make change that's like our biosolid side we do the local limits you know they cut our capacity do an E of what it used to be just like that so what be the the council this do we um give anything back to the employee if they have taken the test done the work gotten their license no compensation whatsoever if they're not in the seat of the operator when they get that no okay if we offered once they got the license they got done the work got the training and got the license and we offered to pay for whatever expense that cost them C the expens so that would that's what I was asking we we found like in the was water we found a good course it's fairly inexpensive it kind of breaks everything down um you know that that's really that's really not the issue it's just when they do pass the the course get a license we sign off on their hours you know if they're they're a hot commodity and you know monell so even if we paid for the cost of their because I thought you said it was $400 or something 455 of the waste waterer we pay for that we already PID for that and no guarantee that they're going to stay no um it's uh so far as courses I mean it's it's pretty cheap I mean we could we could put something in there saying if we pay for it they leave a certain amount of time they got to pay us back and we had one employee elect pay for his own just because he wanted to and uh you don't want to get in battle Lo $400 that's what you have I say it's pretty cheap to for because the books if you bought the sewer books they're $200 and this takes away the books and it's just condenses it and it takes through it's I wish I known about it year we found out about it a couple months ago um I don't just I just I don't want to be in this position all the time it's like me stepping into my job there was there was really nobody here that knew a lot of paperwork what had to be done what had to be turned in and we're trying to do away with that so is there a way that you all could just budget the step increases and promotions and you had to yeah you know what needs to happen kind straight much of that out last year noted to do something like that being nightm to do something like that increases PRS because of that's kind of what mechanic one mechanic 2 operator that is your promotion that's how you go to the I don't want to get in mechanic 2 ABCD I think what what Bill Bry you know what how it used to be we got 3% one and a half% went C living one and a half% went to your your evaluation par ra then if it I think that's what Shirley is sort of referring to and it helps with people being here 16 years versus starting on the job and in six months make the same m as person been here 16 years there is a step plan pay chart that we have that's used to set salary rates and hourly rates we don't do the Merit raises anymore because we had a problem with the the lesson objective ratings that people do they don't ever rate them objectively they rate them to give them the raise not the job they're doing and that was one of the reason it was done away with years ago for the Merit rate but the council has supplemented that through regular raises is through the budget process of 3% but there is a plan that's solid for financial planning purposes and physical responsibility purposes for the city and anybody that is promoted or receives a position above where they're at there is something that says you'll get this percentage above what you're in now so that's in there now and that's what's followed now but there's not a formal step plan through Merit races but it say there's a document that's being followed I thank you I'll handle it the same way we're hand one I think I think what John's after here is is basically informing you that this is what we're planning on doing just to let you know what's going on and if you have any concerns let's hear about it that's that's really what he's doing I what started out is what it is the dollar amount that's the oh and it's it's got to be some worthwhile amount well even if it's a one time bonus after after they received the license like um I worked with the city of Tallahasse for a number of years it wasn't treatment license it was just like distribution collection license any any test you pass you got $500 okay mean that was years ago and you could get like CB and a waste water seat or three two one water but those are lower lot lower level license treat water treatment or was treat but when you do the bonus what would happen is an employee is there two employees are there one passes the test and gets a bonus and they're still making the same yeah they the same I mean I would love them to make more money I would love there to be like a dollar doll 50 at least for like a mechanic or or someone or like Lamar he's a equipment operator he's been in the city 15 years he's got enough hours in bog in the book he could take any course uh license if he pass testday he get license what does he want to well I think if there was in he probably do it really quickly and um you know and I'm not saying like we only need be in the waste water so if they get to a b or or at least a c but like no we're not going to pay for stuff we don't need like an A but um we take one yeah I mean yeah what we're doing talking about doing here we'll take three Bs that would be one what's 10% 24 that's the operators oper so the people that would be would be the mean one or the mechanic well you know I know I know the numbers because I went through this recently but like and I'm not saying nowhere close this that but we we lost an operator because we offered him 28 hour he was he was making 3750 main thing youve got to find the main thing is somebody that wants to live in car la yes sir and that's like we've been lucky we've had two employees who live in live in Perry or close to Perry fill in those jobs and like I said I know we'll never get that high but I would like to see the be operators at like 28 I feel that's enough keep them here and then um I I think it's high enough in this town it would probably be a sought after decision question have you ever thought about May talking me someone at the Vocational School the the treatment license there's material in classes for that we actually talked to the Big B about uh mechanic mechanic training and they have classes that city of tallah has do but these are six month classes we just don't really have the we can't be down to man for six months that have to go to school every day yeah to me something they on the job training well well that's what we would do um you know like like today you got two new guys one here has been month one one's been here a month one has been here his second week he been here three days four days today because of the storms coming they're going to be dealing with electricity generators they they went around they were taught how to open them up what to do I know that's pretty basic but um there's not like a I haven't really found like a real short kind of electrical class Ward may know one but at Big Ben it was you know it would go over like like pump repair and know replacement bearings and you know basically just a lot of meal right stuff put in it I don't I don't necessarily think we need that but I would like to have some kind of basic electrical training from my guys because they they do electricity every day do you me to answer today no ma'am I think more so like we've got guys now who are hoping they their operators when they get their their licenses they're going to get comp we need that pay plan would do that I there should be some compensation you got otherwise what's the point responsib for them to get the license with through us and then go somewhere else to get more money correct got have to otherwise you are running a training program we don't really want to do that they don't want to be like where they stop off to give their hours like something so can we just say yes why don't you bring back some proposal some something I guess for now can we address it similarly to what we just did with the mechanic position where if we do come up with something we can agree on it we can handle it with an amendment later in the year if we even have anybody applicable by that time with what with a budget amendment later in the year if even come across anyone after we come to an agreement on number on the operator yeah I don't know I don't know what number is I'm saying come up with one you bring just going through the process oh yeah sure I guess my point I just want all of to know that we will incentivize them go ahead and get their license I mean I I'm sitting there thinking what I don't know what they're going to do not do nothing so I even bother going to get it yeah I I agree with you discussion we move on agenda item 6m Council to discuss possibly piggy backing off an Orlando contract for school's on cameras Council take any action a't necessary did they get a copy of the contract so this is U we've been talking about this for about a year we the council passed the ordinance to the this program um Plantation Florida in the centr Florida area is actually where the contract's from it's very favorable um towards the city it's the best one that I've seen of the ones they presented um it's been piggyback by other entities to do it I put drop um it's very favorable there's many cities that have been piggybacking off of it um we just I guess we need to bring that back and let them review it well we wouldn't pay anything City would not pay anything um there's zero cost to the city for this program be picking up yes they take their their percentage Yeah so statute breaks down what if anybody receives a citation breaks down what goes to What entity the city receive a portion the school district will receive a portion of course the state's going to take their share as well the each citation will be no more than $100 and that's statutorily said at $100 uh the the vendor would take city is 39 I think it was we like $38 I think the city would get but about 25% of that would go to the vendor and the remainder would come to the city and then the rest of that goes to school district the state for different things for administration is that after the equiv paid for or is that that's part of the agreements period that's the lease agreement is what it is okay they maintain the equipment we don't have anything to do with camera get broke whatever they come and replace them we don't have any investment youall need to even bring it back to us for any reason um if you want to basically see what if you want to see what the payouts are and what the charges are yes we we need to bring it back I I would suggest you look at it all right down six in excuse me yeah it would be six in there the six there anyway Cil discuss a grant for the police department crime analyst position and take any action deemed necessary this would be funded through What's called the Florida Fusion Center Fusion Center is a collective of analysts to provide and analyze information for police departments and Sheriff's offices or any law enforcement ageny in the State of Florida this quickly Grant funded they pay the entire salary benefits and training for this position but they would be an employee of the city the only expense we would have is nothing the time that we put into it all equipment everything's provided well how many how long this has been in place for years and they've never removed one from any um we've been told that we they we've been picked for this because we use an analyst as close does so much that c that we have it what's the name of the group Florida Fusion Center Fus was it like a analyst I mean not analyst but a intelligence an intelligence group intelligence yes they mainly focus on homeland security infrastructure issues utilities and things like that but if found not doing anything for that specific function we can use them for any crime intelligence analyst needs we have in the agency have office here they would have an office inside the police department we got to buy another car a truck we wouldn't have all we would have to do is provide the office B I'd like to myself I'd like to see the documents on this yes um I provided you the documents do you have them I thought you just discuss we have another meeting soon if our building's still here hopefully it will be we can do that to we can get the documents you look at good all right agenda item 6 o Council to discuss the approved award letter for the C DB G Grant take any action deemed necessary we just that's just an approval yeah we awarded about two weeks ago 2.15 million that was the repay of a bunch of these downtown streets I tried to get Bill not to let me straight till this does joh you to send these things to us I present to you in the counc meeting I start do it works better for newspaper here this is a heck of an opportunity motion to sign the document what's that second word honorable council member bres yes council member Hampton yes vice mayor Landry yes they you are doing app this is the easy part I don't know anything about the work on the back end thank you I don't how much G news a lot we'll figure it out minute emails going hey we had heard from you got till tonight to Pish it we usually have somebody that I've seen that happen but you're doing a great job thank you those take another six seven months you get the the grant agreement all that I wish we get somebody just to work grants for you we you're getting to the point where seen a lot of them tonight you see what we got going on is St so we have to see State out of six Fe Council to appoint one citizen to serve on the period police pension board trustees and take any action being necessary who I think it is had nothing to do with it do I tell them I didn't even know what they did we were having lunch we were having lunch and Seth walked up me and John having lunch he's on the fire board anyway he came over and told me said you fix to go to City Hall do my paperwork this that the other anyway John said what's that about and I said retirement Bo said we can't hardly get anybody to serve on them I said what do they do I said I don't know I got something to do with Investments and stuff he said well if youall need somebody I'll do it that's I came about yeah yesil M Hampton yes vice mayor Landry yes mayor kaining obious re agenda item six ke Council to the point one citizen to the Planning and Zoning Board and board of adjustments and tree board I guess and take any action any I thought I had somebody and got a Tex two hours ago saying I think it's form one do deta one six six whichever the form they want to financial anything is a form 61 that's not see detail that's form one's not the detail I thought it was just form one for these positions they there were some changes recently to that on who had to file a six that that was enacted through the last session yeah initially we were supposed to B form six then it got overturned about two hours before I was going to Dem so are we saying that these people have to have do the form six or the form one they would have to fill out the appropriate form for the position they're seeking well I understand that but the the simple one simp one had to fill out a bunch of those when I was on do we have anybody I even told him he' have to come to the meeting we just put him on let him know later he didn't think it was funny keep looking all right agenda item 6 R Council to discuss am meeting ldr text Amendment change to increase maximum building out to 50 ft for industrial Zone and industrial Light and Warehouse Zone basically all the industrial zonings yeah remember last year we changed it for commercial intensive project Andy had a RFI come through that needed a 50ft tower to be put on his land and his will be industrial they're not coming but he wanted to go ahead and be proactive go ahead and change it to 50 foot for projects like that you have that for a tower that's what I was thinking and 50 maximum anything over 35 ft actually but a tower is not really a building it's not habitable or maybe it is dep on what the tower it's Trump Tower yeah maybe it's maybe it's the semantics of the word tower it might be a structure actually so like a control tower he can actually live in one of those think we need to do anything we can don't think we need to do no I think we need to do anything we can to promote clear up that be a hotel motel some sort of a Marriott I think that marot yeah yeah yeah Mar like all they have about 10 brands or so they all do yeah motion got go back we got we have to apply for the go through the plan on and then two more back here where day tell off getting it done we'll get there council member bran yes council member Hampton yes mayor Landry yes mayor ketan yes 96s you want to do or not out of 6 appr minutes from September 9th 2024 regular session I do want to hear all you've been doing there that's I think there a lot least I see aot anyway are the minutes good for September 9th have a second made a motion second second okay council member BR yes council member Hampton yes vice mayor Landry yes mayor K yes city manager think we need a motion but I'm asking the mayor to go ahead and sign an emergency declaration I think the only thing that does for us is U changes our purchasing into emergency purchasing Cas you got to have something in a hurry you a got time to drag all this up here and do it yeah makes sense 7 day one day we are looking our homes over to ver vo voice over internet whatever P stands for it's the save money it's just $25 a line I think what we're paying now was 40 to 50 I stocking Verizon is properly disclosed on financial disclosure so I want youall to make a decision for somebody said I switched to Verizon myself and actually I presented this to John last year as an option as expense that we can produce you can unplug it take it home with you plug it right in if you have internet works just like a cell phone s what You' had the meal for it's going to be aggravating for two weeks they going to have two lines till they everything over we'll get it well the regular PL telephone LS are get very expensive they're not maintaining they used to what I can tell they're not so so what if like during the storm S Tow that still work yeah if it's wired if as long you have an internet connection somewhere how many internet connections the city have one or two well it depends see we've got one the city hall has one Warehouse no what I'm saying I'm talking about okay the main City Halls they have two connections or just just one city H also that Black Tower over there yeah I am lost and confused because can't find any of this information that you keep talking about in my P right why not I can't see that John a penny for page 10 cent save save 10 cent and paper what I'm saying John I would like to know and follow you what if I got you that would be a good idea get a tablet email all this stuff well that's that's something else that we've been working on that we're going to bring back um as soon as we get it finalized is present that that we have some other options that be fine follow I like Allan we don't don't have that try to train y'all teach yall no don't do it too late going to Ser I is where been going and there's other government entities in our County that currently use this system and it works every day Sheriff's Office that's one is 911 voice over I now that's why we can board it to another location we have an event or disaster problem like last year you we lost EFC we're able to move phones to the airport were there and we picked up 911 immediately soon as we pluged in would it help if it was added to some type of drive or link and when you send out the emailed agendas attach it so that people can pull it up up even if there's no print Cofe would that help Dian doesn't she has a copy in my Dropbox L she look in there anytime any day of the week my question was can we add it so when it goes out that all the members know that their new documents versus going through old documents would that help I'm asking the members would help them I want if it's on the agenda just an informational thing you background information and make decisions this is really anything you want even know about is it you're just going from one service to another I didn't like that I have Rison on my financial disclosure and then I make a decision to switch to Verizon it's probably goingon to make the stock double city of well I think like I think I've heard more than once in this meeting like we don't have something so I think it's very important since um the full-time staff um does have that information any way that you can make it easier without maybe producing so many copies part of the issue this time is me and Stephanie have been scrambling around trying to get this done and we've just got a lot on our plates right now no granted that's why I was saying I've been doing account payable Finance no no it's not a criticism I'm just saying I'm justas because typically all of this would have been in your pet just been running here's what I would say for 24 hours in day email be fa simple so you don't have to print it all out I think it would be more simple than printing it all out don't you use that drop box link I print it out anyway I mean you go in there now and then and look it I do yeah can go asked I I was yeah I was just trying to Clearly say how can it be made simple for them so you don't have to go a whole drop you get okay thank you sir don't have it just slows me down that was 3 seconds to get in there I pull it up show you $25 a line I don't have to spend 20 minutes of her printing it out putting it in each packet it's a time saer they SP these packets together really is all right joh got anything else I want y to make the okay switch to third fourth M Ry yes council member yes Pon council member or vice mayor Landry yes K yes anything else don't don't you got anything no I just we're supposed to get our new accounts payable and payroll and financial reporting system Friday but with all this going on yeah bad time to be switching yeah I mean we're definitely switching but it's just gonna be the time is just not great right now it's GNA save you a whole lot of make everything at good yeah I'm excited but I wish it was a month away now that we have Damie we've been doing nothing but preparing for potential impact from getting airport ready for party central that's right going become a city again again y Dani getting ready to start clean up when it's done just ask everybody be patient I'm trying to be patient but I don't know maybe two months ago I guess some started talking about getting trucks that would to pick up the trash and we sded against that but you made a statement that we were basically caught up then we had tropical or hurricane Debbie hit and then D is the one coming through and cleaning up and they're doing we're not paying any you know we're not paying them to clean up for us they're going to do all the clean up that gave us time to do a lot of we've been doing a lot of RightWay cut backs alleys cleaning alleys we we've been doing a lot of cutting cutting back but we did not know another Hurricane's about to hit so I mean it's just fixing to be all out there so yeah it is but that's been sitting out almost in the whole neighborhood they've been sitting there a long size difference what they can pick up what we can pick up as too we can't pick up some of those piles there supposed to pick them up they want it the bigger piles like that they can pick it up they can handle it they have stronger Hydraulics been sitting there something down the street that is big old Tre thank you I know y'all are working hard I understand that but it's just so I'm also short two people now one quit one for another reason but so I'm down to men so I mean that's you have any hard find people the CDL what are you doing reing them to work how long were they with you that's right how long were they with you one of them retired okay one of them maybe year and a half so what are you needing seconds two two truck drivers CD CDL a just an a is nice but they don't get paid we don't require an a I think it is it a b or a c I don't remember what it's called right now probably a b be a B I can't but yes is what we require nonarticulated trucks straight straight trucks under a certain weight Andre anything I speak um we ordered a bunch of generators today'll be here tomorrow we're going to try to Stage before the storm I and Debbie uh we were blessed we didn't have any overflows kept kept all the LIF stations powered up we're getting good at it so um that's our biggest thing right now hopefully there's no trees that fall and actually damage the structure as long as that don't happen I think we should be good we're still have some repairs that not done yet from Debbie and uh few upgrades that weren't done from I tell you just like we're at the mercy of uh the electricians and the contractors their their schedule so but we're good we're 100% operational um the EOC and Mer management have been real good about getting us what we to eat so we we'll probably have to work a little past 1:00 tomorrow we're going to have somebody at the plant have somebody the lab during the storm um to make sure everything comes back online when it goes when it when it switches to generator power um I may have an employee one of his family members there um because if it does hit directly I know like think City Hall is a good building the sewer plant all the water plant so you know y don't have anywhere to go that's that's pretty much it we'll see how it goes probably I'm going to be at home I'm going to ride it out hopefully I get back to work and time me took me two hours during out you and what the funny thing was you know who cleared the road on 221 it wasn't a county it wasn't state it was people tractors basic citizens if it would have been for them I would have never got here so count and the state tight but we had tree fallowing our neighborhood a couple years ago I Grove up on it said you want me to call the city they said nah they came back in two minutes three chainsaws and it was gone pretty quick that's that's our biggest deal right now any questions I appreciate y'all getting ready I mean I know she going to have all the liation not powered up that's plan some can go a long time without power yeah so cannot actually just depends on WE we've done down test and we've timed them the seats we know as on they are yeah um so the ones that will need you know need power the most that happen as long as they bring the generators tomorrow you know supposed to be here in the morning if it comes in the evening I have to have all the guys in to hook them up they're supposed to bringing me electricians this time they brought electricians during idelia and Debbie but I asked for those electricians not to ever come back again wow because they burn and so hope that you know we use the great Kenny Dy helps us a lot bronze electric did a lot like weatherheads stuff for us we I say we got plenty of practice we're ready to go it's GNA be that thing just another Pine Ridge again probably yeah that that's the biggest hopefully all the weak trees will knocked down during iel you bad that's the biggest a good part of us underground power now so they can bring a whole pile of them back up at once what I I may do I I meant to do it today need to get with the paper show the plugs they need for the e1s because they have generator plugs on them 20 amp plug yeah um maybe some kind of simple diagram how to hook them up and I want to say maybe at least I have to make sure what kind of WT generator you have to have to run it but I like to put that in paper don't worry about M be good make sure it's absolutely I'll try to find something I may not be able to do it before the storm but it's just education for them to know that the power's out you know they're not on SE tank they got to have power a lot of people don't know where the breakers at to they e one sometimes they trip during the storms and when the power comes back on you know and these e1s if if they're submerged for quite quite a while they go out so we keep about 10 or 11 spares on hand last storm we went through about 26 that that's that's the the biggest are where we're lacking you have to go to Every individual house plug it in it down yeah and repeat yeah and we tried during Delia but somebody wasn't e and that's and that's one of the reasons if we have a side to side it would be nice to have some more side to sides or stuff like that yeah because we couldn't get trugs in there I couldn't eat hardly walk in there right lot of places so mad up any yeah I know during our day already lose any services and I thank everyone of y'all for that and I have no doubt it's going to continue right on through this next storm I mean yeah gas water so everybody just I know they take it for granted it's just there but there's a reason why it's just there they need like my gas power everybody's anyway thank here we just been prepared for the storm just like
