justice for all uh good evening uh before I get started I would just like to say that I want to welcome everybody who is here and uh if we have somebody wants to say or speakers I invite him to come up and sit down at at the chair there and everybody has five minutes five minutes to uh make their statement and then uh just to keep everything going then we'll move to the next uh the next person so um first I would like to get approval of minutes from the regular city council meeting for November 12th 2024 I'll make a motion to approve those minutes uh Jackie makes a motion to approve for minutes second Gary second motion all in favor say I I I oppose motion carried um so uh then we have approval of the agenda does anybody have any additions to the agenda I think we have that gambling permit that we need to add the pe's basketball yes gambling okay gaming and then I have a resignation um planning and zoning and sorry we can do that under her can't we do that under under her uh administrator yeah update for and then uh ta gr what's that that was the parks the sidewalks oh yeah yeah so let's uh let's do that under yours do those under yours so if I could get the propal the like to do is resume um our public hearing final assessments and I think that Jared you have you have the mic I think yes can everyone hear me okay okay uh first off I want to thank you for for coming tonight uh Mr mayor council thank you for let me have letting me speak tonight uh but to continue from our last council meeting on the 12th uh tonight I'm here just kind of go through quick update on the project uh go through the assessment assessment policy and kind of what the rate how the rates were determined and um then bring it back to you to Mr Maron and uh put some questions on on our assessments so uh what here for tonight is the 2024 Street and utility Improvement project uh essentially those this project consists of reconstruction of Peter Avenue 1 Avenue Northeast 1 Avenue Southwest Summer Street and Cassie alley um our preliminary numbers um for the grand total of the project were 1,342 eight20 the grand total uh for the final cost of the project uh is 2,745 $834 breaking that out we have a City cost of 2 mil5 3,594 and a ripsaw cost of $92,200 jumping into the special assessments the city assessment policy is to assess Street and storm one their policies is to assess up to 100% for new curb where we landed with our final assessments um the final assessments were based on adjusted front footage to the benefiting properties based off recommendations with staff and going through things we landed on assessing uh 20.43% of the assessible cost for Street and storm uh 100% of the new curb areas and then the city will is you know paying the remainder and the additional cost for the additional width on on two of the streets the assessment payment term that was determined uh at the believe was the October meeting um the city term for the assessments is a 20-year term the interest rate for the city is 4.86 interest uh interest free prepayments and partial payments may be may be made up to 30 days after tonight um and then the remaining balance will then be put onto your property put onto the residents property taxes and collected annually the assessment rates the assessment rate is determined essentially by dividing the the assessible cost of the project divided by the total number of assessible units so in this case the assessible units were front footage of of the the properties that benefited um the each individual Improvement there they were broken out into Peter Avenue and First Avenue Northeast those are the two streets that were essentially wider than 36 that's why they're lumped together uh that rate was $61 73 for per linear foot First Avenue Southwest um that was right over here and that was $68 per front foot Summer Street was $53 59 cents per front foot and Cass Alle was $318 per front foot new curb rate was was determined to be $18 87 breaking out the total cost for each kind of section of the project will we'll just look this is this is City so let's only look at the street and storm um the final cost for the city street and uh Street and storm was 1,6 54,8 $ 66543 the total City assessment for the street and storm costs were 3,542 180 and then there was some ripsaw cost for the street and storm and that was 46788 um so as the city goes there was no sanitary cost um water main cost there was some City watermain cost because the city pays for the hydrants and hydrant leads uh that was 87,8 185 18 185,000 or sorry let me start over 87,8 5.77 I'll bring it all together uh the total City cost on the project was 1,742 5120 again the total City assessment was 311,000 $542 1880 um that right there is essentially the city's assessing 15.7% of the total City costs is what that amounts to um so with that that's all I have for a project update and I'll give it back to you John okay so we also have Eric here we have Bob ruber and then we have Gary and Donnie who are on the on the committee so um we ultimately we want to uh hear what everybody here has to say I don't we whoever wants to raise their hand they can come they can sit on and they have five minutes and just give us maybe your uh your full name and your address so we want to start which end do we want to start at first okay uh name's Todd primers bger I live on Park Avenue and Piers I'm affected with the property at p on Peter Avenue at 306 Peter Avenue which is a rental property um so I I guess I'm wondering here you know there is a statute that says you can't assess more than you're increasing the value of my property so how do you figure that you're increasing my value of my property by $6,100 can anybody answer that take it don't take I mean you so the assessments that you were given were based off of the city's policy uh past president has has shown that uh I think the last one that we assessed for for to Street and storm was the park and Robert project um at that time you know we assessed for that project we assessed 16% of the assessible cost which was 15.2% of the overall project cost so I guess so what are you assessing on this one 16% on this project as well we are 20.43% and this one's 20 yep okay so what is your policy where what what policy number is that that with your 16% of uh that you're assessing you have a pol you said they have a policy is that policy in writing or is this just policy that is in writing States I believe we can assess up to up to 60% up to 60% is what we can assess up to we typically try not to go above 16 the reason we had to go to 20 is we had to bond because the city couldn't afford to pay it all out of their pocket and when when we went to bond he came up don't remember that Fell's name but when he was here he had come up Jason had said this is what you have to do and this is the amount of money and that end up being 20% or just somewhere near that but the bond you're 20% the bond doesn't state that um the property owners have to come up with the 20% this Pro the bond states that the city has to pay 20% how they get that 20% is well normally you'll to get 16% from us and 4% the city contributes you're not putting what I'm saying is you're 20% you're putting in you're counting as over 20% you're assessing I guess I'm not 100% sure what Jason said but when I heard Jason it was for the bond for the bonds that the city took out they needed to assess 20% of whatever that total dollar amount was I think he's I think I would really prefer for you to check that out because I think it's not assessing the city has to put 20% into it how they come with that 20% is up to them it's no different than somebody buying a house if you're buying a house with and you're required to put 20% down you have to come up with 20% of your own money and that's what the city has to come up with is 20% and they're taking it from the uh they're taking it from the resident the city's got you you got $3 million in your checkbook you got 20% well part of that's to pay the road project too Todd we haven't paid fully pay the road project right but I um I'm just I still need to go back to how are you increasing my value $6,000 I don't somebody you can't assess me more than you're improving my value now because everything you gave us was basically repairs we had a tar Road there already that was in disarray okay we had curb and we had Lighting in 20 years from now when these are going to be repairs again are you going to assess us again you can't keep assessing me for maintenance that's what that is is maintenance am I willing to give you something absolutely but this $66,000 is crazy I got renters there how do I these people are all in leases how do I how do I get my reimbursement back I'm already going to be be behind on that and the fact is is that you can't assess me more than what you're improving my value and if somebody can improve my show me where my value improved by $6,100 I greatly am waiting for somebody to respond and we have uh so the time the five minutes is up if if somebody wants to five minutes is up but I get nobody gives me an answer I mean this is there's plenty of uh questions uh um well Todd we will I mean if anybody wants to answer your question I mean they can feel free to answer it but your five minutes is up Laura and then maybe why don't you keep track of the five minutes keep track otherwise uh I'm sure Jared so after this is over with here tonight we speak five minutes you guys still make your recommendation and then then we have to put you on notice that we're going to go to court then right I mean because you got to prove to me that you raised my value 6,100 bucks yeah correct Bob would I'm not saying nothing well they know because they were sued a couple years ago on the north end of town and they lost they lost so my five minutes is up somebody else can go there y thanks Todd y Bob Vernick I own a property at 308 Peter Avenue um so on this 20% if you look at that statute what it says is for if you're going to get the bond you need to put down 20% but it does not say that it has to come as an assessment what it says is you have to come up with the 20% If part of that is from the assessment part of it comes from your funds that's perfectly fine so so we're being asked for this road project Street project to pay more than what you have been doing if you were doing 16 now this time we're doing 20% and what Todd was saying about the uh can't go over the apprais value you know what it what you'd increase the value of that property so this is um from the State House an overview of special assessments and I'll just read it to you real quick the one paragraph that that pertains to that special assessment can not exceed the amount by which the property benefits from the Improvement the amount of property benefits from Improvement called a special benefit is measured by the increase in the market value of the land due to the Improvement so that's that's part of the Minnesota statute so I'm in the same situation I have property next door to his um just a single uh family dwelling um that again how does just improve my value by that much when it's basically the same thing we had before Granite the street needed to be resurfaced there's no doubt about it but how does it improve my property value my property is probably going to go up for sale this year can I list it for $6,100 more than what I was previously thinking of listing it I don't think so so I need we need to know where this value to us is coming from and the other thing too is like you said now um I had a house over on cic development over there that was all new project and new curb new nor new storm sewer when they did that new Road in there and we you know we paid those assessments but we were gaining something there this was all new you know Improvement to that road because it was gravel before that when I built in there where this is you look at it today yes it's got a better surface on it but there's nothing at it we we had the curb um I don't believe there's storm sewer over there is there there's no storm sewer yes there is is there y um but there's but the street and curb everything looks the same I mean so how did I improve my value how did it improve it any answers yeah we talking Peter and directly yeah Peter the drainage was improved by increasing the profile allowing things to drain further away that's on that's on ripsaw no it's stor storms is not on ripsaw storm is by the city okay yep um so what did they add as far as the so they imp they improved the surface yeah yep and we improved the the drainage of the of the area by increasing the profile and adding getting rid of all the kind of intermediate low points now everything drains to where needs a drain outside to the the catch Basin outside on on both north or sorry East and West End yeah there was never water sat in that road before it drained before well that storm store that just runs down the curb to this Basin at the end of Cam street right correct so yep really no storm SE in street there's no storm sewer on that's what I said and the water never sat in that street before storm sewer was added on the on the east side correct we added two structures on the east side catch Bas yep yeah yeah in the street no just SL it's just SL to the east side is it slope to the west side over where did it run before before the the existing profile of Peter was very flat B five minutes is we gave you a sorry it it drains from the East essentally Center center of the road center of the center of the road and it drains your your sides both of your sides drains the the West there's two structures there that were left the we didn't we didn't mess with those ones there's existing structures we added two structures on the east side right which essentially you want to call it half the road drains to there's a crown of the road so it sheds each way goes down each side of the each north and south side of the those curves to the catch Bas that are on install on both sides okay so who would like that road was never Crown before there was a crown I believe to that road yeah um but like I said the the profile of that road was much flattered than what it is now can I ask a question yeah when was Peter Avenue originally supposed to be done um I think it was in the CIP for back in if I'm wrong Donnie but it was it back in like 2013 when the original CIP came out that we were at least it brought up got brought into the the CIP at least that long ago if not more okay who would like to come next Bob good evening Bob tra I live at an own at 305 Peter Avenue um I guess first of all thank you for doing the project it was much needed and the road was in very poor condition I received two different record of Assessments and the difference is $700 I guess I'd like an explanation on that take come yep so the original the original one you received um there was a discrepancy in how that was calculated the the total project cost essentially were not included for portions of the project in the original Roa there and we had to make it make it a a correction so we sent it a correct which is why we um paused the public hearing at on the 12 um and and having it now tonight so what was the miscalculation there was Street costs on I believe First Avenue that were not included in the total accessible costs of that rate that was included so why are Peter and first on the together why isn't first being assessed separately and Peter being assessed separately first and Peter were included together because both of those are larger than 36 foot R roadways yes they should the the rate that Peter and first got is different than what yep I guess I would just ask for consistency that the city would honor the 16% that's been done in the past rather than increasing it to 20% if it if that's the case if David drown says the city can come up with 4% cash I would just ask that we're consistent along with what Todd and what we were told in the spring was 16% as well that's all I have thank you thanks it um you know what I I actually uh you know I learned a couple of things I'm not on the committee you guys you know I'm just here to and listen I guess and well I know that's why I'm listening Todd and uh I don't know if there I would like to um I can we I do we have to vote on this tonight we have to otherwise it's a year okay we wait a year I can add I guess you know that the dollar amount that we are that the city is collecting assessments is the recommended dollar amount that we got from from your financial I you guys are on the committee I support I support the committee just like it was the park board i' support something that the park board would come up which Todd is on so I I support the Committees that I that I'm not on um uh so I it'd be nice to have discussion about it but um we're we've followed the process to this point and I know the J is Jason the guy that did the budget the budget numbers he's very good and Bob probably knows them he's done them for us before he's been around a long time um that the mixup we had last time from from what I understand was Jared unfortunately forgot to add some numbers into to the original one or something he missed it so that's why we didn't qu go through it last week but can I just one thing so but the two letters that we had you know the first one and then the corrected one both say proposed assessment of 311,000 correct y yep I thought something was not added in so how can assessment the total assessment that's the total assessment dollar amount and so that needed to stay the same essentially for to make your to make the city's bonding work and so what happened was there was there was Project costs on I think it was First Avenue that were not included in the overall assessible dollar amount and so what that what he had to do is we had to move money around as far as assessing other areas to make up for that not not to make up for that's the wrong word not to make up for it but to balance it out to where it should have been there was it was it was an air assessed less more so Peter and first got assessed incorrectly less than what they should have been because those project costs were not included in your assessment amount and then so that means the other areas could now get assess less than what you originally saw again I go back to I I understand like you're lumping Peter in first because of the 36 foot or whatever but they're still separate streets so I guess for for me it doesn't really seem fair that you're lumping both streets together and then splitting the cost between everyone it should be what's done on Peter is what's assessed on Peter what's done on first is assessed on first but in in all honesty when when us four met that would drive your cost up a lot lot more okay I guess honest to God your cost would be a lot more because your street is small so when we went through it we picked a plan that was some people are paying more in this project because that lets you guys pay a little bit less but you know Donnie in the spring time when this was all going through you had told me we're assessing our policy is 16% until back and we were at that until we went and got a bond and we went for bonding polic policy's always been 60 it's practi to do but typically we've never I shouldn't say never we haven't had to bond for a lot of years if we don't have to bond we can set whatever we want what we were told B doesn't have any difference on where you when you bond for the money for the couple million to pay for this they said this is what you have to do and that's what we went so typically from what I know in the past we probably had about 90% of it to fund the road projects for various reasons we didn't have the funding fund to fund this road project with as much cash as we' had in the past I understand that that's why you did it but what it says in there is that I know you have to come up with 20% to get bought but that doesn't have to come from us so jar can still be 16% the other 4% can come so so with preced what you did not always a preced so Jared we have costs that are are non accessible non-accessible mhm compared to accessible yes correct okay so what are some of the non ones that we the additional width on Peter and first Beyond 36t is one of them and then how much would that you have a well then don't really make sense you said our projects would have been L more expensive that's non accessible you said right the adding with is non accessible correct why how would that increased I'm not saying that the that that your road width is what changed some of it is how What Might Have Been dug up I I'm not the I'm not a numbers guy in terms of I watched a lot of things happen over by my parents and I shook my head on half things that happened over there that's just the way I'm sure your street was a same dog and pony show Bob's La chucking now you know what I mean right so but the precedent isn't always 16% I think we've done roads in the past here and I want to say there was some new construction done over there where they paid 100% of their roads so like the egens they paid 100% of their Road that's because yeah that's because they never had curb and gutter storm that's no different than him and his I'm just saying that like in the past but but everybody here every street that has curb and gutter is paying 100% of their curban gutter what's that every street that got curban gutter in front of them they are paying 100% of their own curban gutter that's just not your street that's summer if it was new if it's never been there you're saying that I'm paying 100% of my Cur no no no he's paying a percentage of it or nothing the 20 no that's that's your okay this like my dad is yeah because they've never had right yeah correct but I think what they're trying to say is how is this street Improvement improving their property as much as they're saying they didn't really improve the property they improved the street which needed to be done but it didn't do any Improvement to the property how did it improve the value of the property by more than what it's technically worth right now that's so big yeah I got a question for Jared so if we're sitting right here right now tonight and we go let's go let's go 16% can we actually even legally do that are we bound to the are we bound to the 20% you cuz that there's so you guys I'm just telling you there and there's so many things that go into this thing where they figure the money out it I and Todd you get you guys got great points I mean I'm I'm sorry sorry I will say that the dollar month that you collecting assessments is what your financial adviser recommends you guys collect right yeah if you want to change it to 16% you won't be collecting NE this year it's you'll have to come back again and now that that's not to say you shouldn't do it I mean that you it's all up on you guys but the uh the dollar month that you were collecting Us in assessments the 20.43% Reas how that was calculate was based off of that recommendation recommendation of your financial advisor fin just like just like how you listen your financial guy I listen to my financial guy everybody here probably listens their financial guy I guess that's what we're listening so you're saying 24.3% versus the 16% that they've done in 2043 not 20 2 4% 20.43% right 20.43% not 24 20443 anyway right you were saying sorry it was a question I don't think I don't think I was talking there sorry Oh I thought you were no you you were saying if we go down we we won't collect I don't I don't know if you can go down because the the amount you're collecting is what your financial adviser that set your bond up is uh recommending that Bond and everything yeah I think potentially that's something you need to talk to Jason about but I don't know nobody knows this for sure you're speculating that everybody's speculating that I think what you think you could always call a special meeting no you can't we can't we have a due date of getting the stuff in special council meeting no I think I think the deadline's like right here I think so we have to we were we were supposed to actually have it in we were supposed to have it in Todd I think last two weeks ago and that gave us two weeks to kind of look at it if something happened but we're I don't think we're at that pointor is he available do do you want to say something J I guess I'm sorry the city needs to have their assessments certified by the end of the end of the year correct end of the month end of the month end of the month so and of November they need to happen to the county to certify them that by that time and the process if we if we're changing that's Wednesday that $311 that total amount and that that puts in the whole process of having you know I think it's a three weeks for advertising in the paper and then there's a 10-day notice the to the residents so there isn't that time to meet that 30-day certification essentially so's right is right well but I don't want I'm not going to jeopard I don't want to take the respons ility of jeopardizing the city Todd if we if we don't get well we don't even know if that's going to jeopardize anything right you don't no we can't no he already said we I'm because I kind of know the process the process you have to post it for 10 well Bob knows the process too you posted for 10 days we're not going to get it in the the 1 of December it's got to be in by Wednesday we got two days to to get the paperwork in this isn't our fault because you need two days I mean to doing that right well that doesn't that doesn't that doesn't matter regardless because if it if if it's right or wrong if we don't get in we're not going to get we're not going to get our bonding money for a year so be we'll be out $2 million we still have to pay for the road project which we don't have the money to pay for the road project but if it complete anyway if if you collect 16% per usth and you guys come up my understanding reading through that um then you put up the other 4% yourself Bob I would be I tell you I'm I'm actually in your corner the problem is we don't have we we have to well it's either I guess it's either leaving the city out or leaving you guys out I mean I don't know I don't know what else either way it's us either way it's us yeah you're G to get it either way either way it's us so I did just text Jason yeah and he did say we do have to do 20% or we Lo we do lose our bond but you have to do what you have to come up with 20% city has to come up with 20% does the 20% have to be assessed or not believe they have 20% City just has to come with the 20% how come with can the city pay for four and the residents pay for the rest through assessment or is it assessed the city has to assess the 20% just waiting on a response are you in this conversation or are you in a different one I'm just here to observe I'm on Cassie alley so I have my own kind of who still to have the Well yeah if we go down then the city's got and he says it's okay then the city's got to come up with 60 Grand I think that's POS how much 660 6% be I think so too to come I think we the 6,000 I think can come up you know what what would drop1 $6,100 what would have drop it to to 14 to 16% from 20% to 16% like six we can come up with 6,000 but I don't think we can legally do it I don't I the whole thing yeah I know don't um Jason just to answer the question from before or to what Jason's saying Jason's saying that uh 20% assess to the Ben benefiting properties what he's saying 20% assess to the benefiting properties for the bonding to our to the people that to the residen because of it can't be that because if it's not as improving the value that much you can't you can't bomb that much then yeah I guess we you can't bom that reasons that we talked about that so you guys if I would be personally for me if if we had to come up with $60,000 to cover that 4% I have no problem with it and I think other council members don't have a problem with it the the problem we have is jeopardizing the whole Bond I'm not going to do that to the City appears for for a half a dozen people that I'm talking we got 1450 people in here I'm not going to jeopardize uh the money for the the the I got to look we have I have to and I think the council has to we have to look at everybody not just unfortunately not just the Fe we have to look at the whole city to me that's not it's not I'm not GNA we got two days to get this thing through I think we' all probably learned something from this we're going to have a public hearing this year be very beneficial to have this Jason Jason financial advisor yeah and David is David Dr involved in this too he is from David he is from yeah I'm all you guys I I've learned a lot and and I'm all I'm all for it like I said I if if we we had just whatever little talk I'd be more than happy to support paying the 60,000 bucks but we just we can't we're our hands are tied I don't want to jeopardize the whole city for for 4% for you guys unfortunately I would agree absolutely I do yesid the last yep I totally agree Bob you're you're 100% right and I just don't want to get hit again with this well what we have to what we have to do what we have to and this you guys this is the first project that and it was actually going before I became mayor you know but we have to be able to ask questions and say well how do we come up how do we come up with that we Jason comes in here he puts the whole package together so but he's the guy that does it you know what I mean that's what he does and we can't go back either I mean if we could have done the project in 2013 it probably would have saved us a lot of money with how inflation went but we we can't to so I mean we can't talking inflation if you're talking inflation I guess looking back at what we had what was assessed for the 2013 2014 project the the rate that was assessed at that time if you if you do your your typical for a street project 5% increase each year as far as inflation you're being assessed at that same kind of value as you would have been back in 2013 that makes sense so no no no as the whole project increases at 16% % still inrease the the rate that you have that that in particular you guys are being talked about you know yours Peter right yeah 61 $ 61.71 per linear foot for Frontage if you take the $412 and did the and did your 5% each year inflation for that project you'd be at roughly what you're at right now and 16% I'll say it again the 16% is is not the policy um it's just kind of how the council had done their practice for I'm not sure when that started but I I know it was done in you know a decade ago 16% may not have been may have been under what your total market value of the H increase would have been but there is statutes out there that says you can't assess more than that so and right now in the past they've always assessed just enough so nobody pushes the issue um correct well I should say correct you know so so I one my very first question was increase in value you guys have to I mean understand C appeal is one of the things that most buyers look for and the street is the street is curb appeal I mean it is and I can't I can't you can't argue that right from that standpoint as as as that now theoretically this this street should hopefully last us 50 years you know the way that it or 20 years or whatever it is 20 years there you go okay so hopefully on the street I'm GNA I'm going to move the meeting forward because there's really nothing obviously there's nothing we can do about it we could sit and talk all night you guys and it's not going to solve anything so um I would like to uh everybody everybody's had their say unless that gentleman over there he's good um I would like to have motion to uh ripson and City for utility billing um I guess it helps both entities um Dion does a great job for ripsaw and the city to to solve all issues and she calls me if they have anything um nothing's changed other than the agreed amount in dollar just due to wage increase I was going to say that number wasn't in here but I'm assuming that went up that 2 and half% yep that's that's fine with our to date um is $1,843 $878 sorry 1, 843875 um that work certified to date equates to roughly 87.7 7% of the project um of the 22 of the 22,000 that is in that you're um being requested of you tonight roughly um there's a little bit little bit of concrete work that would that missed the last payout uh but most of it essentially is um is Street lighting and getting those bases put in on on the alternate portion so when are we looking at getting that street lighting it because I think it's really important for safety last we talked the lights were expected what I say like the last cons me it was uh I think they're coming in December and they'll be installed by the end of January okay y that's still on for about that same time frame right that's I since since last I talked to you guys that was the last time I talked to them so that's last heard yep and you're gonna I mean you're going to follow up and all that good stuff to get those things I I just think especially it's so dark this year here um let's see what else oh I do want to ask permission to pay our Minnesota power bill for the uh Street project um some really good news there I mean our original bid was at original estimate was at 5 like 80,000 I think 540 um the actual price came back as $372,000 so that was a nice little savings there um so yeah if you guys could uh just so that's 373,000 Y $372,450 is what the bill is for that okay so if I can get approval for Minnesota Power uh bill for uh $372,400 or 29 oops what's that $492 or $429 Friday update for everybody and I know there's some stuff that you got going on and um I don't know and I I just wanted to kind of throw this out there that um one of the first people now that Zach is uh I mean pH he's he's probably pretty much wrapped up at the golf course you're getting relatively close that would probably he'd probably be one of the first people I would call if you need help you know around around the city okay since he's he's a non-exempt employee now we should try to utilize him sure I I would think you'd agree with that Don wouldn't you that's fine yep yeah so try to use him as one of your main main contacts we'll do anything else receive his class B and I just wanted to ask if he will get his 50 cent raise right away or do I need to wait until I see a license with class B on it I I think um you just as long as you do you have the certificate that he got it taken care of then I would say as long as you have the certificate then I would make a motion to approve that 50 Cent back to when he got it okay fabulous so want to second that I second that on fa C another thing to kind of mention too is that it didn't cost the city anything it did not there was a grant that was taken care of so the um the original quote was going to be quite Hefty and they he worked with uh rule Minnesota set mhm and they got the gr for it so fabulous even better and then the city hall has closed this Thursday and Friday so have a Happy Thanksgiving um so we do we want to discuss when we want to do the uh the swearing in and all that for the new positions I mean I'd like to I mean so we currently have it for like December 23rd but obviously it's like days before Christmas and it's like on Monday I think Christmas on Wednesday historically we've always done it Jan we're we're supposed to do it by January 2nd yeah first Monday of the and unless you got we can do it the first meeting I mean to me it doesn't make any difference I'd probably just soon do it January 2nd that we might have some plans but I mean I can for them if I have I would say you should swear in K though at December 23rd she may not we I can we have can we can we have a special meeting and just swear in or do we have Hospital swear every which hospital you going to be at we'll just show we visiting hours so so can I can hold the baby we have to have an official we have to have an official council meeting yeah hang on a second here guys do we have to
