um like the council president said we want to honor and recognize the profound significance of the black church and Masjid in African-American history these sacred institutions have been Pillars of Strength resilience and empowerment for Generations the black church emerged as a sanctuary of Hope and Liberation during times of slavery and oppression it provided a space for African-Americans to worship freely organize social movements and nurture their Community spiritual and cultural identity through powerful sermons hymns and prayers the black church became a Beacon of Faith courage and perseverance similarly the Majid holds a special place in the hearts of African-American Muslims from the early days of Islam's arrival on American Shores mosque served as centers of worship education and community building for many African-Americans embracing Islam provided a pth to reclaiming their Heritage dignity and autonomy both the black church and Masjid have played a pivotal role in the fight for civil rights and social justice leaders like Martin Luther King Jr Malcolm X and countless others found inspiration support Within These sacred spaces they preach messages of Love equality and unity mobilizing their congregations to challenge systemic racism and discrimination furthermore the black church and Masjid have served as hubs for Education economic empowerment and social services within African-American communities through schools businesses and Outreach programs they have fostered self-reliance upliftment and solidary solidarity amongst their members as we reflect on the legacy of the black church and mass Juds let us recommit ourselves to honoring and preserving these institutions let us recognize their enduring importance importance in shaping African-American to apply to get their taxes cancelled thank you you're welcome same the same um the same resolutions um does the the disabled veteran have to be the homeowner yes okay then a a separate question on resolution 10724 and 10924 regarding the cancellation of taxes um as a new councilwoman can you just briefly explain how that algorithm comes in terms of how we determine what amount we're going to actually cancel well it depends final so theot OCC so the bill already have gone out so then recate and what they have as pil so if I build you through a through September you pil in a then I have to refund you is that it it's it's a little bit more clear I was just trying to get at how exactly is the rate councilwoman yeah if if I could just explain to you with with a with a pilot agreement uh if we're not going to have conventional taxes and it's not based on an assessment those are negotiated instruments so every Financial agreement may have a slightly different uh payment structure um and those were previously approved by Council probably last year um so you have the benefit of that but every time we do do a financial agreement you will have those numbers in front of you so basically this is just a mechanism to take it off of the tax roles and to receive our payment via payment in Le of taxes so hopefully that answers your question it does so it's already legally binding exactly we already have an agreement and this is just the for this is the form to remove it off the tax roles refund any monies that are now uh do an owing and pay through the pilot agreement thank you Mr President yes I should also add just in case anyone gets the wrong idea that by cancelling conventional taxes doesn't mean that these property owners are not paying taxes the city's actually receiving a lot more under the pilot agreements than they would have on the conventional taxes thank thank you thank you for that explanation any other council member I have questions or comments okay do we contract for KN Associates for construction Administration and support services for safe R school project res resol 1824 resolution authorized water of a contract to Tesco Enterprises for the quad Rushmore recreational complex 26,6 199,000 something we're excited about resolution 11924 resolution Au Award of a professional service contractor with no Associates uh for the West Front Street roadway improvements project from planfield Aven to WatchON gor resolution 1224 and 20 and 12124 is the purchase equipment for our signal division one is for a generator emergency generator which be something used for emergency Ser uh and also four message boards that would be great for us to help us out with our Police Department ourselves in terms of forway stops Etc everything that we do uh resolution 12224 resi change order increaseing origal contract by $ 45,718 concrete and resolution uh 12324 resolution authorized approval for lean placements for properties cleaned 15 properties were clean total $1,459 happy to answer any questions any questions from council members uh okay yes uh director can you just elaborate just a little on the uh safe routes to school um item just kind of want to know what that entails that's a good question that entails five intersections in the city near schools where they're going to put up enhance the crosswalks himself the scientist Etc uh pavers Etc to make it look nice uh for children going to school so we picked five intersections that were done going back a few years ago and put in place and that was a combination of the njd the city police department ourselves and a few other uh residents in the city that's how we came up that but it's five intersections across the city that are going to have them near schools and they're going to enhance the intersection for safety signage and crosswalks Etc pavers everything so so it'll be similar to I guess what's been done to Woodland and Central which is a pretty well yeah Woodland Central is on there to be done too that's on the list to be done that's one of the five intersections right thank you oh I'm sorry uh did have another question about 118-24 um of that 6.6 million um are we getting any grant money for that or we're getting $2.4 million in Grant funds and we're expecting a little bit more supplementary funding to come in soon too from Green Acres okay so a majority of this project uh would be paid for by grant money and other supplemental money that's a goal that with capital yes combined thank you welcome right ahead please director dney um going back to R 11724 and I see that's a 2017 plan what are those five intersections and the schools the five intersections the five yes the five intersections and what schools okay I can give them to you right now thank you get that out for you intersections okay okay five that we have I'm going to give you the schools but the five intersections while I'm getting the schools out for you uh uh West front and Grant AV West front and park AV West nth Street and Arington a Wun Avenue and Carnegie Avenue and Woodland Avenue and Central uh in C Central Street any other questions from Council Members yes I have a question thank you sorry I have a question about one uh 1824 what is the projected timeline for this project um which I know I am definitely excited about for the Youth in this community is this is this a three-year project a two-year project how long how long is it going to take before and the May would have any other way it's a two-year project okay phase one which we're working on now and this is going to help us get there is going to be for the splash park the spray park to be built in 24 we're looking in summer 24 to have that done in the summer of 25 we're looking for the new building with everything in it lockage showers changing area Etc in that building uh in addition to a competition size poll so to answer your question councilwoman everything should be done completely everything by the sum of 25 and the 6.6 mil covers phase one and phase two correct it's all inclusive yes it is okay it's all inclusive Y and we have 24.4 million in Green Acres grant funding that we're using in addition to we expecting some supplementary funding too to offset that so that'll reduce the capital that we're using for the project as well excellent thank you you're welcome further questions from Council Members yes just two quick ones here about the safe routes uh I did hear you name Community Partners but I didn't hear the school district so are you School District in collaboration here's the schools right now I can give them to you all right because I have the schools for you uh one school is Washington School the other Stillman School Evergreen planfield high school and Anna and Charles Booker School those are the five okay all right thank you for that list but is the school district are we communicating with the school District in collaboration with this project absolutely the goal is to get this done when school is out we get everything done but we want everything to be done when school out so there's no interruption on anyone when this when it all takes place and everything we do we have to follow federal guidelines with this so you know so we have to deal with everything the procurement process everything is by the Federal Highway Administration so there's a lot of steps in the process for everything to be done the entire procurement process is all done by federal guidelines not local public contract but Federal so we have to do all that that way so everybody know thank you welcome anyone else yes um R1 116-24 you talking about the hand Atkins Park um we doing the improvements is that's going to take place this summer or anytime soon AB absolutely that's going to take place soon as the weather breaks okay that was approved that's the contract the hon was the contract that one thank you for that you're welcome okay do Development uh director would you please present your items sure good evening council president so my items range from r124 d24 to r132 d24 the first resolution is to designate SRV Front Street LLC as the the redeveloper for 1301 to 1307 West Front Street this property will be used as a cannabis retail and consumption Lounge is a total of 7,000 square ft 3500 sare ft on the first FL for retail and then consumption Lounge in the basement the council previously approved a letter of support for the license for this vendor the next resolution is also a designation for a th000 South Avenue urban renewal LLC this building will be a six-story mixed use building including 2400 Square ft of retail there will be 64 residential units and 72 parking spaces the next resolution and the next five resolutions I believe relate to Urban Enterprise Zone funding the first one is to support uh market analysis for us to look at a market analysis for all of our commercial spaces throughout planfield to develop a retail plan also to provide gu uh business guide to all businesses as well as uh retention and attraction guide for landlords Brokers investors and prospective tenants we will also develop the resource guide and explore opportunities that include streetscape improvements as well as event and Market campaigns and other festivals to hold in the within the city the next resolution also related to the urban Enterprise Zone or the uee is for 120 not to exceed 125,000 this is in the mount to look at a 5year strategic plan the 5-year strategic plan would look at Economic Development and Community revitalization look at actions relatable related to capital projects and programming including infrastructure investment placemaking way finding signs and Market initiatives as well as any amendments that we need to make to our zoning ordinance the next resolution also with the uee is looking for funding and partnership with the police department this is not to exceed $300,000 for a Mobile police precinct this would be a Mobile Police station that director Abney can speak further to the next U resolution is related to the administrative budget not to exceed $1,413 58 this is for administrative salaries as well as operation expenses the final UE item is related to marketing campaign and special events this is for digital campaigns television campaigns and the creation of marketing materials it includes two street festivals as well as support for supplemental funding for the house music festival the next item is related to directing the planning board to conduct uh Redevelopment study this is for the following properties that are located on the west end of town to look at commercial revitalization the next resolution is looking for authorization for a condemnation of blocking Lot 8 block 840 Lot 4 this is a alley and a driftway that's valued under ,000 this lot is surrounded by four other properties that are owned by a developer this particular lot is owned by a deceased property owner we are unable to locate a living relative or an executive of the state so we are condemning the property in order to move forward with Redevelopment that concludes my items any questions from Council Members yes councilman white okay on r125 d24 you said that was 64 units yes uh what percentage of that would be affordable housing we are working towards at least 10% affordable we are still negotiating negotiations are open until Financial agreement which will be pre presented to you okay and we have not um at this point determined how long the pilot will be no that's during financi all right thank you know same resolution 12 25-24 64 units 72 parking spaces um was there any discussion about the potential of in increased traffic and congestion the potential for congestion and what was the outcome of that discussion that's a part of the presentation to the planning board about the site investigation okay thank you I have a a question um regarding 128 d24 um I just want to clarify that the location of the mobile Precinct will only be within the Urban Enterprise zone is that correct or can it be placed outside of the Enterprise Zone it has to be within the Urban Enterprise Zone which is extensive which is extensive throughout the city okay I I I like this um item because we have our officers that sometimes walk the neighborhood and they don't have a substation to kind of you know uh conduct internal business and so this is an awesome idea uh especially in on our rainy days and you know when the police have to do things they have a local place to go so I like this item um and that that was the only question I had thank you anywhere else on the anybody else on the left side am I right okay do we have consensus to add these it's the uh vehicle that we have currently the mobile command center is um is an outdated vehicle uh I'm actually looking at a at a deal with the company that will build this this this uh mobile Precinct from scratch it'll actually be a smaller vehicle which will provide us with uh uh more coverage and increase our footprint in all of the um Urban Enterprise zone areas which stretch out throughout the city it's not just downtown uh the the current Command Center we have uh I'm looking at a possible deal with the company Frontline where they will come in and gut that vehicle and make it up toate because the the all of the equipment and everything in the vehicle is completely outdated so we may may be able to strike a deal where we can get both vehicles for one price excellent Staffing a reality there is one comment that I want to make and a slight Amendment to the item because as you may know uh the new numbers for the legislation have already passed we're in a new period so the new numbers are for Bill s941 or a 3450 which is for the 24 2024 2025 um legislation period thank you okay yeah it's a we can memorialize that after the fact the council can all right thank you is there anyone uh on the phone currently no no okay there okay hello good good evening everybody my name is Jordy hendes from 123 Elm stre in Elizabeth New Jersey I'm speaking on behalf of the north New Jersey chapter of the Democratic Socialist of America in support of resolution 102 d24 which will provide support for stage Staffing for all hospitals across the state of New Jersey as you are probably aware from many of the members who are here today it is very dire that safe Staffing is very crucially important across all hospitals in New Jersey especially in my hometown of Elizabeth where we have an RWJ Baris Health Hospital tritas which has been owned by them since 2020 I've been very supportive of the strike and all the efforts within the United Steel Workers Local two 4200 who were fighting who fought so hard throughout the strike for stay Staffing and for better benefits and pay for these nurses however at the same time stfe Staffing isn't just an issue that is found in RWJ B University Hospital it affects every single Hospital in the state and more extensively our nation we need stfe Staffing to that so that way we can provide hospitals adequate Staffing for patients who are in dire need to ensure that they're taken care of from the time they're in in charge in in theit hospital to the ICU to every stages with while they're in the hospital so that way they're in good shape and this also has crucial benefits to these hospitals not only from financing but also to ensuring that there's adequate support for these for these patients so I encourage you to please support this I know my Congress my legislative member Anette qu quando has actually been a co-sponsor of this so that's one thing I'm proud of but I please encourage you to please take this effort and to support and tell your legislative members to put pressure on supporting State Staffing I appreciate your time thank you very much thank you anyone else on the uh online with their hand topic that's on your mind welcome name and address for the record sir good evening Council my name is Robert Edwards I live at 510a West 4th Street in planfield New Jersey I've been a tenant in the pl for public housing System since 19 82 I think that's about 42 years I'm also a certified public housing manager I want the school to learn the mechanics of how this governmental system works unfortunately recently within the last several years uh there's some difficulties that I took to um the housing authority of the Court um the court did rule in my favor several times some not but at the end of the day uh I did come here and present present to the council about uh EMF EMR and you yourself came into my apartment and took pictures of what I was exactly what I was talking about and I thank you for that very much very deeply however in retaliation for recording and Reporting the contining unsafe excessive EMR in public health hazard floating my apartment Housing Authority of plan fill has taken additional steps by initiating a 24-hour aggravated assault upon Robert F Edwards by sneaking into his apartment at 510 a for Street between October 4th and 7th 2023 weaponized a year old stole to slowly into the tenant apartment to harm and injur on October 7th at approximately 3: to 4:00 p.m. psng just came disconnected the weaponized stove due to a gas Le intended to cause serious bodily harm housing authorities attempted murder of the tenant on October 26 2023 19 days later without a sto the housing authorities snuck back into the tenants Department reconnected the weaponized stove which caused a fire that evening uh intended to create serious harm or death because I don't have a phone I walked to the fire department to put the fire out that was going on in the stove in my apartment the very next day I took all the information I had I went to code enforcement I said look take a look at this this is something that you need to take a look at and uh inspector Jackson said uh we're not taking any more of your complaints I said it's only been two well we're not taking we're not we're not going to hear it and I'm like I left confused so I went across the street to the health department I filed with them and I said all right let me see how I can navigate through this and then on the 30th of October the Housing Authority came into the apartment and brought a different stove um but they laced it with um uh polyurethane and took attachments off of the defective stove this is the picture of the stove that stove and that tag stove when they came speaker time's elapsed all right thank you your the time has elapsed but we appreciate you your comments another 30 seconds you can finish your sentence 30 seconds I just want to show the warnings that were on that stove as well as the fire department warnings no the fire department's violation if you can share the that packet uh give it to our clerk so we can make copies and have it part of our record thank you for your comments uh Nancy Nancy p 1129 mytle Avenue no one answered my question about the corporate transparency act that requires llc's to file beneficial Financial ownership information reports with the federal government will this now this requirement now be put into any future Redevelopment agreements within the city of planfield to make sure these llc's know that that they need to re uh report this information to the federal government on another matter um the county has been running a hunting program uh in greenbook park and other places I think Cedarbrook park it ends soon this week thank goodness um I bring this hat this is the first time in the history of me living in this town that when I went into Greenberg Park last week I had to wear this to protect myself from a hunter I have pictures which I will gladly give to the city council so you can see what I'm talking about um I took a group of people down there to show them some cultural areas um to help with the Greenbrook flood control study and we had to turn back because there was Hunter that Hunter took away one of my freedoms took away more than one of my freedoms it took away my ability to show people that are going to help the general public in the future to protect their homes because these federal workers were down there with me so that we could make sure that in the future um that the proper studies are going to be done and proper proposals are done um it it it's just so upsetting to me that they're allowed to do that um the law was changed thank God for Bonnie Watson Coleman back in 20110 CU she voted against the change in the foot foot the feet Hunters can hunt within bow Hunters can hunt with 150 ft of a occupied space they have to um they're required to uh not hunt within 450 ft of School Jefferson School is within 450 ft of Greenbrook Park I'm not sure if the Hunter where he was parked on the North side he's five blocks from my home if he was within 450 ft of Greenbrook Park I do know that the hunting sign that the county has placed in the park is within 450 ft of the school they have to they're supposed to have safety zones I'll I'll pass that around too that they're supposed to abide by by the New Jersey fish and wildlife um it's just very upsetting I had to go to North planfield to find out if he was allowed to hunt in the on that side because North planville took back part of it they took only back part of it where we were walking last week and that's why we couldn't go where we wanted to go um where he's parked here uh last week on Monday he's legally parked uh in north planfield on the part that uni County still provides for so I just want to give this to the council president thank you thank you mrar good evening name and address for the of education but here just representing myself this evening um wanted to bring to your attention an issue that I think may become very dangerous soon um with the two new schools that have opened while the one new school that's opened on planfield Avenue as you're coming down Sherman uh the intersection of Sherman and planfield if you're going to make a left uh during the morning drop off time in the afternoon um the line of sight is completely blocked on plane field da so they're parking the it's a bus stop traditionally but they're putting school buses uh there and all of the parents that are picking up I guess because the traffic's been diverted from the prior site um you really can't see anything there are kids crossing there there are lots of parents lots of commotion um so as I'm turning left to go to Cedarbrook I really can't see anything so I don't know if it's something for the police department to perhaps look into just to work with the school or we need more signage there but it it really is I think a situation that's that's going to become very dangerous if it's not addressed thank you thank you okay hearing and seeing none uh entertain a motion to close public have to now disclose that ownership on a form with the Department of Treasury this is a federal filing it's not our requirement it's not a state requirement it's not a planfield requirement there's also no requirement that we place in any any uh agreements um we encourage everyone of course to comply with the law but it's not our job to police it so uh we are aware of the law but it's not our requirement anyone else Mr President there's two things one has to do with what Mr bero just mention that's something that we definitely follow public and all right with then uh CC president oh sure go ahead I'm sorry yes um so I had the opportunity to meet with uh the people who are here in the room 5501 uh West 7th Street Arlington AV and Kensington as well um so I did take notes at the meeting so I just wanted to make sure that I share the notes with you all as well as the mayor of the administration so we can work together to get in front of these things and address the concerns that they have and I know also like last me meeting uh there are representatives from uh the administration who are able to talk to Residents to check up on what level of service that they're getting and and to speak to somebody directly from the administration because I know sometimes out in the community there can be confusion of where to get help uh there can be help right here at the the meeting uh if
