president I am requesting just to hold that one until the next year even if it comes up with a different resolution number as I'm trying to create and follow the audit draft reports for the um ordinances that were in place years ago that there was money in the ordinance for various Improvement for sewer so instead of going through our operations and reducing our surplus funds and the sewer fund that 100,000 can remain there depending upon finding that coordinance so you're asking the table resolution 194 okay so is that the final cost of that project yes we do have the invoice is in the 100,000 yes may I have a motion second all in favor thank you thank you resolution 195 authoriz a tax collector to make tax adjustments to certain properties in the city any questions Council seeing make the necessary changes to notate such any questions councel I do yes ma'am I would like to move that we table this um we were just given a hard copy of this at 25 after 6 20 after 6 it came from a a meeting today and we haven't had time to to read it or look over it came from a meeting today well who had Finance today we had Finance but that was discussed in another well then nobody brought it forth and we just got the information now so I'm asking then to be table so that we can read it and look at it well we can discuss that intive session I agree are we going into executive session no forget go ahead no no because nobody's going to vote the table it how do you vote on if you want to table m m i want to table it mad president Madam president uh do you want to just uh move on I'm going to second the motion let's call it a vote for yes yes kimona yes Kia yes yes AUST yes Thomas no okay the resolution 199 [Music] will M for Resolutions 200 through is said 218 do we have to do we have to do one by one because we all went over this well you can do a consent but it all depends on the majority if you want it do you mean a consent for me reading them or consent going do an actual vote act actual vote okay for questions we we at we're in work session so you talking about how you going to do this now yes okay not pertaining to a regular session well I want to know if we do we have to go one by one in regular session Mr Hill Mr Hill um procedurally you should go by one by one because it was on the agenda that way unfortunately um but in the the future if you want for a vote like that if you're all in agreement you can always do a resolution resolution resolution and then a consent agenda for the ones that you wanted to as a gr consent agenda okay yeah similar to the bill oh we didn't adti okay with that being said do I need to read resolutions 200 all the way up until are there any questions your question where was the publicly recorded vote on that selection because we voted on everything else we did not vote on that on 2011 I think 2011 that we discussed that if it was allowed to make that individual alterate that we decided that there was no decision I have the pay work that I wrote it on no decision was made we were going to put it off the meeting ended at 4:30 quarter 5 on Wednesday at 6:30 7:00 you put out the email of the agenda and it was on there so who voted for it wa wait there wasn't no vote it was discussed that it would be two vendors to join you goad please it was discussed that two vendors will be on the agenda continue upon what information I found and I was told that I I told you all that I would go and get councel if it's entitled for that title to allow the individual who did not put an actual bid for that position be allowed to also be alternate because the initial bed actually said U Municipal attorney and they didn't list it on that list that you referring to as alternate my advice I was given advice that since it's municip attorney you're entitled to do Municipal alternate conflict and pull for anyone who actually appli for mne show me in writing I want to see it in writing I want to see it in writing because we decided as a body not to take any action on this no no no no there was no vote me getting let speak it was also the analyst that we decided that it was based upon me making the phone we had a vote for every single one every single one except for 201 there was no vote taken no vote Whatcom councilwoman did you remember councilman Obby bringing this up I made the motion he made the motion no not he didn't make the motion but he discuss this we all discussed it and we said no decision would be made on it that's what we decided because the clerk and then why doesn't it come back to the council to vote on it now instead of the city clerk making the decision you certainly did went the agenda chair I don't want to go back and forth because it doesn't look appropriate but the government body's here so nice you answer if not we can pull it and we can put it on it's it's not it's if you feel uncomfortable then make a motion to takeable with who made the decision to put that to put the person that's going to get the contract now instead of the person that actually put in for it yes yeah because no one actually selected that individual that that put in for because we just they no no no you all mentioned that you would like to give it to that individual however there was discussion of regarding them not putting in for that and I st I would get uh legal advice on you leg that's not if you don't feel comfortable you to make a motion to table that cuz it was a second Victor that I stated that I will get information on and if it was correct then I will actually put that resolution for the gr two position I mean it's fine if you feel that way that's why you have the power to make a motion to table or you have the power let's table it until until we can discuss it and we see what the other person put in and see the paperwork that was put in that says that the that somebody who didn't put in for the job can get the job with no vot is there a second there's no second I don't have the paperwork if I knew Miss I was to challenge it I would have but why wouldn't you think I was going to challenge it there was no vote put on it came back chair I think it's inappropriate for us to start acting like this I was advised I do you think all right I mean come on if I was advised I would have brought the paperwork you have the paperwork M that's all that matters if you have you have't I have yes with all the votes that was in discussion have another question you have another that's it all right we can move on M okay so with that being said are there any more questions for resolution 200 to 218 no matter no okay so let's move on to the bill list [Applause] please can just have a question about um the mamama brand yes for 25 00 yes what's that for that payment okay um it was the first time um cuz I questioned it too so when we had the mamogram fair here they also had cancer screening and two employees did the screening but because they don't have State Health Benefit Plan there's a $1,250 charge per employee we did not know about that until we saw this invoice so how this invoice gets paid is we pay it and the state reimburses us the money so that's what we're doing for these two right now what we're also doing is reaching out to the um cardio to the to to that vendor to make sure that there's um that there are no other employees that did the cancer screening and at that point in time I spoke to Mike kente from this program and um he's willing to work with us to get us the money and then we pay the vendor but for right now this was a surprise bill because we never had to pay for um yes for their screenings so and I guess in the past if we didn't pay for it and employees were getting the screening is because they were on State Health Benefit Plan but apparently these two employees are not they are opt out so but we do get our money back and I'm going to make sure we're going to get our money back okay EXC thank you anyone else have a question pertaining to the bill list next and any questions about the uh bingo rles coun mayor you have anything I have nothing thank you counil may I have a motion to adjourn the work session tonight um to honor and recognize the work um that we have done in the community um the fundamental purpose of cap alide in part is achievement in every field of human endeavor and to inspire service in the Public's interest uh the week before Thanksgiving uh the fraternity came together and we were able to distribute over 390 hams and turkeys to the Pleasantville Community um at large um it sounds like a lot um it was a lot um but unfortunately we were not able to um satisfy the overwhelming need um of the community um as one crowd dispersed another crowd begin to form and unfortunately our supply was depleted um so that speaks volumes to the need um that remains in the community uh we don't do this for recognition but we appreciate you saying thank you um as we continue to try to do what we need to do to serve the community um because there is a overwhelming growing need we still remain available to city council um and to um your officers and and officials to continue to build here last meeting and we like to know you know what's going on with the issues you know that we've been on the last meeting what thisle is Charlie Avenue well we're having a meeting tomorrow sir to address the issue uh the Public Safety Committee then we'll forward that to our president but we have came up with some ideas to help support Charles Avenue so we are having a meeting tomorrow at 2 p.m. okay and the situation in Frank B well that will be included that a counsman career brought up okay yep thank you thank you I the same thing I follow I came up last meeting and have some concerns within theing bouevard and the trash and uh you know put in the tra the days before the traffic Beed up and being you know spread out by you know animals come in Breaking the bags and we take over and it's all over the place and this week I saw the same thing not on my street but on Wasington Avenue and on the on the Bev it was too much dri there and most of it handle tring and they were already ear in the morning 7:00 they were already Pi off by the BS and and 12 was all over the place what is your trash day what was that what's in the Avenue what day is your trash trash day on Wednesdays Wednesday well people put it out on the Tuesday night or you know early Tuesday afternoon so most of the time they pick it up between Wednesday after 12 and another thing the FR Boulevard was being an issue about speing right just today you know a couple hours ago it was an accident right there by the my street the car was parked there I got hit Park on Charles on Frankin Bou and uh it would me make a bit when the cop the police is present everybody was crawling for him way back Washington Avenue to the expressway go the C are there it's spe living was you can walk Closs the tree without getting hit it be different when the all on be the patrol May s PR they don't have to be sitting there all day or they being Patrol back and forth people would notice it and they would slow down I mean like tonight it was an acting nobody in the car the that means we know 25 M hour and that's what I have to say for now and you know see I pH okay so thank you thank you next we have Miss Brown Renee Brown hello hello um I just have two questions did I answer both my questions at the same time so that I don't want to out of time yeah okay thank you um what is about the the lights in Pleasantville I talked to uh Mr Bert Lopez about that and he said that um they was waiting for a reply from the city since July to put in these new LED lights the light of Pleasantville and um now uh essentially they had to do a new cost analysis because they didn't get that one back in time and I guess the price is going to go up so my question is um was the the money for the lights project put in Esa do we have that money that money has to be bonded for it um my other question is for Jo out regarding the parks and playgrounds project that was We were supposed to get all the all the stuff in the playgrounds and stuff like that what I was um wanting to know is since you didn't have the money to do that project on such a large scale could you scale it back and get something I'm sure we could I'm sorry I said I'm sure we could you you can maybe like what you want to get back to me on that something I have I have a question on as far as with the the lighting project was there a cost on there do you know what the cost was or we got the cost you do have it we got the cost um estimate from M the group that's working with it in the process um as a matter of fact I got an email M from Mr Lopez um today where he there's been transition on on their side and on our side okay so um when mlar came in they gave us the cost testate about the street lights and some hbac systems throughout the throughout the city that has a grant and there's an energy audit that has to get done and be presented to vpu and that's where we're at right now now at the hold up of the energy audit BPU wouldn't approve for the program to proceed that's why we haven't either done the bonding until we know from BPU that they are okay with that program so that's where we are right now with the energy audit we got the name of the person that is supposed to be spearheading it and if we do not go with the Atlantic City Electric we have proposals to do it and at the time we had two proposals of separate companies from Atlantic City Electric which we do it for free the other two companies would do it one for $9,800 and the other one for $10,000 to put up lights no no to to do the energy well what was the cost of the light what was the um initial cost what the cost estim the complete cost is be 1.5 million 1.5 okay well I truly hope that y'all going come up with that because pres bill is ridiculously dark thank you m next we have Mr AR good evening everyone CH on that Qui 1 something milon that's what we could uh that money was there from that um project on Route 9 that the individual getting that batement on that money that's where 1.7 million came from but we lose that to the debate U mayor I have a question at December 2nd 2024 regular council meeting there were numerous police officers in attendance also at the special council meeting on December 11th if the dates are right question to show solidarity can officers abandon their duties to support a fellow officer by attending a city council meeting let me f next question how many officers were in attendance at that Council meetings at that Council meetings at taxpayers expense if so what happens I really don't know how many were attendance that night that was off duty um no my question on duty I mean that was on duty I on duty I don't know how many was on duty I just know about the one uh that was supposed to be that's something can looke is that something we can look into um the uh I guess along with this conversation here should they have approval if so by who to attend on to attend the meeting while they servicing the public while check into that we never it's never been an issue in the past you know the fire fighters and police coming from time to time but I don't know because Union in the house here so it's a thing of solidarity so if they supposed to be out on the street who gave them the okay yet yeah okay next question I have in reference to the police cars um what were the findings with the police car that the engine blew up or stopped working I know I had to go to the maintenance shop because the engine blew up so um to what what happens with that car to main shop I think something that the maintenance suppos a maintenance report so uh did you get the report yet are you talking about the which one are you talking it was one car that was going up sville up there somewhere Williamstown okay I not fam I you know I don't know if we should discuss that right now because I found I that was uh there's controversy as to whether or not that car was really in the area okay so I are okay the engine blew up that was my main question you know if it was blew if it did blow up versus to going outside the city was it human error take the way whatever you know but at this a maintenance report and it should be um brought to attention within the city ofan city because the taxpayers doll I got go real quick minut um I hear um a police car got in an accident on the parkway first I say I hope that officer is okay and was Prior approval um was it granted and is that is this going to be looked into also two cars looked into okay and the other one is going looked into as far as the engine not per se only where it was going but what happened to that car the part that I was focusing on when we discussed the um not you and I but when it was discussed as far as that car is that it was in the Williamstown cille area not so much that it blew up because a lot of our cars are old you know not so much that the engine is gone many of them are going to be gone I guess you know with the old Fleet that we have but it was where the car was at the time okay that's what we were focusing okay I'm sorry I'm sorry no but as far as the one on the parkway I you know that's a new one so I don't even have the details on that anyone that have any want to add to it now andony okay well hat it out thank you for your time Tony want to miss you thank you glad you go miss you glad you go miss you baby have a good night thank you the one yes we I found out about it by accident we can discuss we have a committee meeting tomorrow yes please okay public we're still on public portion we have Mr Solomon good evening down uh mayor um I wanted to just follow off on our last meeting I've been told that I spoke to the um I spoke to the zoning board attorney and I'll speak to you after I'll talk to you after afterward yep yeah I'll talk to you after okay is it something that needs to be in private or uh no it doesn't have to be in private but I mean if you want your information not in public then you can tell me I have no problem because I have yeah so I spoke to the the zoning board attorney and he informed me that the U the zoning board voted um they they denied your application and as such um you have two two options you can refile you can vend your application to refile or the other option is that you can proceed to through your attorney to file an appeal okay so as far as my complaint in regards to that Administration Personnel complaint just like we discussed earlier you guys are discussed the city council I mean the city clerk making decisions sometimes without the knowledge of the council and that what's happened to me on my case too because I'm going to say it I wasn't I I spoke to the I'm going to say it I've been told by the city cleric that the resolution 160 2023 the city council would like it to be back to multi-unit Apartments the Border denied it because the Personnel the city collect threatened me saying that you will never have it because we didn't agree that the city approved resolution 160 not correct I've I've been told that from the city cleric and I didn't know the city cleric had an influence over the zoning board where is the fairness I'm asking just be fair this units were six units before the city council approved resolution 160 stating they would like to see it back to the six units zoning board even though the my professionals and the city professionals agree that it could be back to the six unit the way it was same as the council s but then personal got involved into the zoning got threat from got a threat from the city cleric and she acted on this is a big lawsuit is coming out in front of you guys I'm just asking you I don't want to sue the city I have enough proof I don't want to sue the city you guys need to do something because this is discriminatory we're going to go I'm going to spend my money you're going to spend your money just want to say that if anybody has a question I'll answer it just like uh city city clerk makes it some decisions just just we Witnesses earlier Mr Excuse me sir but you just said and listening to the solicitor and my only question is is that the planning board or the Zone which one the Zone they denied it right yes so by a vote let me ask So the plan if they denied it my next question would have been is what was the vot count for that it was 4 to five then change it to three no no no what just what was if they denied it what was the V you asked me do you want me to answer I was asking but you can answer it was for what do you know the the voting the vote was not in your favor that's what I was told that's but you don't know the numbers he's asking the numbers I knew that the number that's why I'm going to answer do you want to answer go ahead okay so it was 4 to five and then when they saw it I mean it was 4 to4 and then the person that voted yes changed their mind they said no in in in the word me I have a question yes okay what what was what what was the reason for the denial a personal click that was the board no there's actually a resolution that's going to be should be published that actually will de that will actually clearly State the reasoning for denial it's not a personal click there's actually reasoning based on the it's cler because simply my attorney asked the city clerk's mother to be removed from the voting and she refused flatly but the chairman the following meeting did favor to the person he refused himself if he could do that why can't my attorney asked to be because she was biased Mr but that's the issue for them I'm just letting you guys know I just want to be this is my city I've been here since 92 been doing business been renting a lot of properties okay I've been buying your old houses too and renovating I should be credited for that but at the same time I get a hassle from you guys every time from the court enforcement five tickets five tickets was found not guilty Mr yes we'll talk to you afterwards thank you thank you Mar Miss Mar hello everyone two things what's going on with the streets we had um uh y'all was fixing the streets one side on the South Side one side on the north north side nothing's going on number two Joker's field you had grants and you had money and different things to do the Joker field what's going on with that project rememberer it's done well I don't know if it's done being treated it was being treated we we put extensive amount of money out to get the jok SPI up the bar and the coach uh said that it was no no no no no y'all were changing it up by the high school the one by High School what's going on envir protection with the pil and everything was put on hold by the St and that's uh that's the spring project but that's what that was they were saying the pilings weren't deep enough and things put on by state okay and our streets cuz Park Avenue is still a hot mess we got half of it nice and then we got the other part once you get to the cemetery on down abroad it's a wreck we still I mean this is something that was going on forun said uh I mean that street should have at least been finished okay if it it shouldn't have been over there over there that street should at least have been finished cuz that's been a long time yes I've been here since 78 long time same thing thank you for your service thank you I pray that you will be on the other side okay speaking your voice moving forward if you're still a member of fille or resident I pray that you will be on the other side moving forward okay I don't know who is replacing you guys that would be nice to know that was the election huh the election when we had the election that's repl in November yeah yeah right November's election they come on in January okay all right all right any anything else going on in Pleasantville anything good going on and happy holidays to each and every already spoke about my property so I'm not even going to I already had up so I'm not here for that I I got my update on that okay but we need to really come together this is a season for us to grow develop and mature and really make pleas what pleas is supposed to be if you love your SE City then you need to put into your city what you love what you want to see thank you there's only two things if I may uh that that I want to address and reference to you coming specifically uh number one we all talk about that and the Park Avenue in front of the cemetery we all in agreement with that it should have been finished uh 100% number two um it's not one side or or or this side or that side and this is this is coming from me it's about Pleasantville in general at times we're going to be in agreement and at times we're not and I'm saying I'm not in councel but at time council is going to be in agreement with the residents and the time the residents are not going to be in agreement with Council but it's not one side or the other we all pleas and fill and number three and lastly we should start calling the park by dis name the old Joker fi stuff like that we got to move from that what's the name I think forar and council president came up with a with a name and I would hope for all of us to start feeling really proud about that part and calling it by its by its name um and that that's how I'm going to address it okay so let me just AB remember let me [Music] clarify I can't clarify you know what let me let me just I can't allow you to go back and forth no I want to clarify for his statement when I said over here and over there what it was stated in the council meeting what it was stated was we were doing streets over on the south side and we were doing streets on the North side that's what I was saying I'm not saying over there and over there I'm talking about when you ask and and by all means please don't take what I'm telling you argumentative but I truly need to address this when he told dport councilman dport and I hope now we see you on this side you know what I'm saying I'm talking about it should be no sze whatsoever guys we all pille and we got to start believing that way most of the time you guys got to address this Council or or the council that's going to be here back him up there's a lot of good people trying to serve here you know what I'm saying sometimes we pressure them to the point that they eventually collapse then you know it's hard to serve under under social pressure that's all I'm saying we all blessing okay but I'm saying as a resident yes okay that's what I'm saying I'm hoping that he comes out as a resident he was a councilman both of now I'm hoping that he will come out and continuously support support and verse his what's going on for way the way I look at that's what I'm saying the way I look at it thank you we all we always servant whether you're resident or Castle everybody's a servant next we have Mr evening good evening Marvin Roy still 1300 Fue um at your last meeting special meeting I handed to I made sure that and thank you uh council president that you gave each member of the council um the U excerts right from a meeting that we' held with the pleasant Junior J organization on uh November uh the 12th this was basically right this just a combination of things that was discussed and we wanted to make sure right and say and was also sent to the office when the sister was talking about you know things in Mr Vero brother right talk about naming things right Max man complex right in s was was specifically put there for the use of the whole Community what happened along the way got retrofitted right for the Joker program not a problem what is the other part about it right the saying is that now the comp complex right and say is now on the down scope because of the usage uh uh situation we don't have right an adequate baseball field and order a Little League field that you can then invite the kids out to play sports right on you know on the field the the football field has to be retrofitted right with Turf not grass Turf that's the modern thing right to do you know also right the lighting and other things each one of you got right and saying you know what basically needs to be done you are aware you were made aware if you weren't aware that there's a 20 there a $2 million Grant that's coming through the Department of Community Affairs that we have the opportunity right to apply for it so therefore right in saying as the mayor spoke just recently about all the money that you guys are putting into to try to Retro try to keep something fixed right you know is to do something right in say to upgrade it to make it usable to make it right in say you know what is needed now I was recently down in Hickory North Carolina went out in the back of my friend's house right and saying and they had a whole retrofitted field I mean area right you know and they had everything water park you know sliding they had tennis they had basketball right this you know and it's not just for Max Manning because you have other sports you you have other uh uh um situations right on the other side right of Pleasantville on the North side right and also on the other side so these are things right and say that won't cost you any money it won't cost you any money if you're in that number of applying for the money but we have to be in the number the grant right in Stand was was uh was received by the city Mr Tim Jones right gave me information about it we looked at it right we thought that it might be feasible for something right in stand for all of us to consider and we're asking you mayor we're asking you City Counsel right to apply for the money that's all you have to do is apply for the money you virally fit right and saying what the what what the what the what they're asking for you to do right the only thing you have to do is apply for it so is there a match to that did you check into that there is no match the money the money came from uh from from the governor's office right in St and there is for as I know there was no Community match and the paperwork that I read right and saiding there was no Community match because that's why we're getting into our grant wrer to see if there's a match on it there is no there's no match there's no match for this for this specific right and saying solicitation right from the government uh from the governor's office through the Department of Community Affairs I read i s and I've read the document there is no match this is something that they're advertising you know to the communities you know to reach out to so that they can then turn around and say and apply for these monies and if there is a match if there is any type of thing that we have obligated to do right and say then that's something that we could have discussed way back when right and say when the city was first notified you know about you know about the grant itself you know and again right and saying this is one of those time those times and those times that that we had to do our due diligence right that's all you know Mr Mr for you first of off I want to say thank you for the information and secondly we just had the discussion well actually a follow-up discussion uh today in our finance meeting and we're just waiting for Miss nun um she put out a email to our grant writer to see where he is with it thank you thank youe sister I appreciate that believe me right on behalf right see the baby child walking here in this community we appreciate it right because you know let me say this last thing right Tony I want to thank you but I want to thank you Brothers right and saying you know for serving right you know but let me say like this here there are a thousands of you out there running around right and they're coate and seeing our kids all right the only thing that we had to do is take care of them and they'll take care of us yes I something ask a question Miss nun did we know about this grant before it came to us from Mr Roy said something all right so our grant writers didn't have a clue until I'm sure our grant writer had U may have sent something because we get so many we get so many um grant information and even from independent from our grant writer I get information from different grants and one of the uh one of the things with the grants is is that many of them especially when they come from from DCA but this one I'm hoping that there's no local match to it and if there is and if it's a viable mean you're talking about $20 million that is uh for parts through the state so it's highly competitive as well so um hopefully by tomorrow or the next day after Wednesday I should know um the grant is due in February and most of our grant Consultants they pretty much um I'm going to use gbt or something like that they they'll have the language to fulfill and apply for the grant and it'll be presented for councel for the application before we do anything thank you done like a cost analysis on how much it would cost to bring these parts up the where they need to be I know you looked at it chair was it a figure to what was no no but the bids that we wanted to do and that's excluding whatever Joker's field right wanted to do and has put on their wish list of what they want to do they these were only parks that were you know like Leeds Avenue uh CL Avenue uh behind fi Baptist on Crescent Avenue those Parks did not include but whatever we wanted to do and they were pretty you know we thought they were ambitious I guess they were too ambitious this is our problem we have champagne taste and we have beer money that's the problem in this city and until we can rectify the two and figure out how to get all the money and get going we got to scale back and that's what we've had to do with the other FKS so I I I don't I wouldn't even put what anybody wants to do with Joker field into you know anything else Council yeah I just want to um Mr Roy if you don't mind standing up and listen by any means if it turns I I don't want to turn this into Political anything necessarily stop me but I just want to thank you from the bottom of my heart because when I first first ran and I'm saying this because it's my last day today when I first ran you were the president of the Democratic Club okay and I want to thank you for all the support you gave this guy on the phone cell phone advices and so on and so forth and uh I want to publicly never had the chance for that but I want to thank you for the great job you did support and not only to me but serving this community advocating for the Joker all the time and uh and for everything else in the community so I really appreciate you as a consti and and m f one one uh uh just a point right you're saying a correction right it's not the Joker field it's the max Manning complex right and everything right that was written on that on the uh on what was given to you from the meeting right Encompass everything the only thing that was left off right in then was a walk track right cuz you going put a walk track around right that particular complex but it's about the complex the complex serves everybody you have soccer you have baseball you got uh tennis walls right and say you got everything out there right you know so it's not for the Jokers right you know but let me say this here right okay let me say this one we can talk no just one last thing right you know that they won another championship this year and continue to win championships and you know what they are you know what they call the pleas Junior Jokers oh and the deadline right January 25th please go on that for GR January 25th and to our parts and playground I'm checking my phone uh L County Commissioners uh invited me they are having a Mee and uh Senator Melendez do have a grant for the county so they will be uh Distributing money they're meeting this week on Thursday and reference to that when I mentioned to our County Commissioners about the problems of our parts they said it don't get back with me so they said me that they might have information for us on Thursday and reference to money that we can get from the county for that so I be to bring that back uh from the uh Parts committee and the Aon to environment thank you next we have Cayman counc my name is C po pu police officer U my chief gave need permission to come here tonight to share a few things with you uh I am in uniform but I'm not on duty being paid I just want to put a little perspective on some of the comments the citizens make um and uh some of the information I have here I got from the census.gov um one of the things I'm going to say is we need our chief Captain liutenant Sergeant Patrol officers swarm Patrol offic spe plan position of authorities so the city PL can continue to be uh served uh properly um from the year 19902 2024 uh we had roughly 16,000 residents pleas well 20 2016 from 199 to 2000 we had a population SP of like 3,000 people um that's enormous cuz there was no other time like that um at that time we had in the '90s 40 officers 2000s 52 officers and now we are here in 2024 with uh 20613 residents we have a to of 63 officers um unfortunately because of various things we're unable to reach that number um however we recognize the need for us to do what we need to do in pleas for the residents um so with that 3,000 swell let's say two uh two cars per family that's 6,000 cars right running around the city of pville in addition to the county difficulty uh uh maintaining the traffic in our town it's it's not that easy when our Manpower is pretty strange um we have 420,000 undocumented immigrants in New Jersey do a division by 21 counties about 20,000 uh break that 20,000 down by 23 counties we got about uh 800 people so that's about what's my number that's about 3,800 people times two per car that's 1,600 cars running through just pille not to County so in recognition of that look at all the different communities I'm from pille 1972 a lot of you are from here um there are so many uh residents little communities that have been popped up single family homes had little had a lot on that property through houses on there multif family homes are now uh single family homes are now multif family multigenerational homes so with all these things going on um from me to you and to the citizens you know we really are doing our best as a department to service Community um so any other question if y'all have any questions for me that's kind of uh you know involved I would really ask you to ask my chief but I'm here to answer anything you want to ask me that I can answer I do have a couple question I'm I'm glad you brought some of that stuff up because we talk about the safety of the community and you guys making sure that you know the traffic and stuff is okay and things are moving right and everything is safe there's some things that are really being neglected and I I have to say this here because I was just on my wife's school which is North Main I think it was about a year ago car came speeding down coming from uh app seeking into Pleasantville hit the fence and tore the fence down right this was in the summer I took pictures I sent it to Mr kimona and that was a little trouble now just maybe about three or four weeks ago another car just hit the fence a little further down from there so you know there's an issue with people coming through our main Corridor speeding and not respecting our community and the thing of it is is that I was going to speak on this anyway had nothing to do with what you're saying because it's imperative you're talking about our children we talking about the parts but we can't even keep our children safe at school now if one of them cars come through there when it's daytime and the kids are out there in that Park plan it's going to be a disaster so what I was going to ask you guys was this I don't know how we're going to do this but something has to be done we have to put out those uh cement poles right there in front of those Parks I think it's going to have to be done at North M and also down in front of South M so that we can make sure that none of our children get hurt or something even worse out there because it's going to happen it's just a matter of time we've dodged a bullet twice already right there at North Main that was right that was right at the playround right at the playground and hit right at the playground so we're going to have to look at some preventive measures and I think the one thing that we're going to have to do is those metal poles that you see in the shopping centers or around gas lines and stuff like that those are going to have to go out there just to keep them traffic from coming up into those parks and hurt some of our children so you know that's one of the things that concerns me we see speaking on the side streets a lot but when they're going up and down Main Street and down Route 9 at 60 70 mph right you know you guys need to go out there and make that money because that's all it is is revenue for the city of pleasant that's right well I'm sure our chief would love to sit down with public safy committee and that conversation grants over time details so we have to something but I think um mayor and you know Madam ba we got to look into talking to the school system and finding out what we can do to protect that area right there because it's got to be done that's not something we can hold off I think that's money well spent and it has to be spent thank you thank you thank you may I have a motion to close publiction fav motion to dispense previous minutes Mo all in favor first isord number 15 second reading public required adoped the Redevelopment plan when I came home there was a box on my backed it had three turkeys in it and I no not no phone call no anything so I took the turkeys and I you know I gave them out three turkeys because I didn't need a turkey and uh the one person that I gave it to I called her and I said do you need a turkey excuse me and she said yeah she said I really do she said a turkey and I said yeah I said what are you doing for Thanksgiving she said well I have a ham she said I have a ham she said but I don't have a turkey I would love to have a turkey and I told her you know that someone left the turkey on theep you know on my step and that she could have it and she was just like super thrilled so what they're going makes a big big difference and you know we're all hurting so you know I just applaud them for Year H yes I want to just take a minute to thank everybody uh for just allowing me to serve this city uh it's been a true honor okay and as my f where uh gift I finally got our little gr Shore that I'm really proud of is um if you compare it I'm a little biased but we're looking a little bit better than even New Jersey uh municipality and it's a lot of information I just had a chance to brow through and I can feel nothing but proud about the city that I live and the city that I've served until uh the end of the month but my last meeting today I wanted thank all of my college every single one of these people sitting here and a few that I served with that they're not here right now uh and I want to point out one single person is the only reason guys is because he's his last day as well last meeting with me but I just want to say uh Tony you know man he been a true honor so with you I've never seen anybody more passionate about this whole thing than you okay even the day I noticed request from the city I told them we need that too so hopefully I have that so thank everyone have a merry christmasjoy well yes I'd like to say a little bit first of I want to thank my beautiful wife over there I know she knows something's coming so smil but the community um this is the community that I grew up in that I fought for that I fought for for so long well before became a councel person and my passion is because I love my people and most of the people that are running around here now as as our senior are older group of people that we grew up with so we're stepping into that realm but it was was a pleasure being up here um learning uh going back and forth with some of the public um on things that I felt that I was right with that you guys didn't agree with still and allend my ground and I'm always going to be that man where we can disagree and not be disagreeable and that's what we have to come to as a community is understand it's not about the personal agendas it should be all about the city of Pleasantville this is a city that deserves better it deserves more than people just wanting to push their agenda on other people it shouldn't be about us sitting down and doing what's right by the city you know I'm so proud of things that I've done when I sit back and look at how much I went out and walk and knock and asked for money to renovate wooding Avenue Park and to watch the kids down there playing when the same way that I used to play down here you know it's been 40 years and I sat down there with Kyrie on the night when we first turn those lights on and you talking about what a great thing that was and to have that young man look at me and say councilman Davenport look what you've done so it's not just what I've done but it's what we've done as a community because I just didn't do it on my own uh the mayor M Thomas right here and it's amazing when you put your your personal agendas or your personal feelings aside because this young lady right here me and her didn't get along much in the beginning but because we sit here and we saw the love that each one of us had for the city of pville right now we're moving forward things are doing great um and I think we have a different feeling about each other and that's how supposed you know I want to thank each one of you Council people Bert me and you going back and forth you know how that was man up until our last meeting and I wish I had been here uh yesterday but you know some things came up and I couldn't make it or today it was today yes uh yes you didn't make it either I didn't make it either [Music] okay counc Barkley Victor Council Thomas Joanne as much as man it's been nice you're like a little brother to me I want you to always you know do what you feel is right in your heart all right you know and I'm telling you that for a reason this is me and you we go back a WR way man I got um King nun mayor um I'm missing Linda Payton up here cuz that girl worked with that woman worked with me so hard over the last five years that we were together here doing this work and getting this park done and doing all the things that I wanted to try to push through but through the whole city hall the public works department you know we have a heck of a l department down here and they should be recognized a little bit more and appreciated and our fire department and then last but not least you know our Police Department you know some things I have my concerns and I'm always going to be my own man and speak my mind when I don't think things are right but that don't mean that I'm anti police or not anti anybody most of you guys know how much I care for you and all the decisions that we made here was about yall safety and making sure that you guys were okay but there's some things that I felt that you could have done better just like you feel some things I could have done better you know that's part of life um and last but not least again I want to thank my beautiful wife for putting up with me all this time dealing with me all these years I appreciate you I love you and I look forward to Future God bless God bless pleas um a special shout out to um
