Township of pakan regular monthly meeting Tuesday March 19th 2024 could stand for a moment of silence and app flag salute please pledge allegiance to the flag of the United States of America and to public meetings act we have some regular and executive session minutes from our February 20th meeting uh I know W circulated the executive anybody have any questions on the minutes no questions I'll have entertain a motion to approve I'll move that second still okay Gray yes Melvin yes still Yes slack yes motion to pay bills payment of bills presented in proper form signed by the director of each department and approved by the majority of the members and listed on the bill list mayor I had a question on um some of the engineering under ELP there was a general cleanup like it looked like a $70 admin is that legit yeah the company charges that to put on our request to um ask them for some clarification on stuff they charged this an hour so we we had questions on their billing and they charged us to answer those questions it's correct it's not the first time they've done it anything and when will when will we be separated from the lp I see that they're still doing some tax M stuff and everything else but so we're not technically we're not going to be separated from them because we still yeah they're still doing the sports Fields project they still are what do we have three Projects vanelly Park the sports fields and I believe there's one other right I do y that they still do uh in reference to the catchup bills there is right now a limited amount and the last ones that have to go are we're just trying to find out where the funding was from the Ohio Avenue Grant um the CT grant that that one um we have the outstanding bu there but we're we're having a little difficulty finding where what line item that was put into so that we could pay them properly because that was put in by I believe two CFOs ago and we just are not that it's not there it's just we we have to work with Edmonds to figure out which one it is so the cleanup exercises that are happening are for old outdated stuff so therefore it's not like they just gave us a bill and other question no no no it's not the norm it's on the stuff that we had issues with that they they said that we've given it to them they've given it to us two or three times since we're asking it again they charge us resolutions on the agenda with respect to the ingaming project I Know Chief you talked a lot to them too so we can talk about those when we get there or you can um but that but that is moving one one item I I have had um a couple different discussions with Jeff Linsky our special Redevelopment counsil and also Jen um the Hughes which is former fil small that they now have their approvals both in our municipality and in the PAC um has typical they they circulated their first round of proposed Redevelopment agreement Financial agreement and they obviously always going low and it would haveen get kind of the same thing to happen with Mark but the additional issue with this as I think I've explained before in my attorney reports and personally is that because this is a commercial Redevelopment we can't include the land p component in in the pile so whatever the land P component is stays at a traditional tax standpoint where the county gets their traditional fees the schools get their fees and all that and then they get a deduction off their pilot payment for the value of that real estate tax okay so the real tax the real estate tax sment is rather important in coming up with a number that that works if there is a number um so Jen has asked me to bring bring to the table on again Chief I think I know she talked to you about this well as well she would like us to and there's not going to be any big bills I don't expect anything huge from this and I think we can pay for it out of the escros anyway from the developers but there's a gentleman Brian O'Reilly his name is he's got tons of experience in Pilots as a former PCH successor in Jersey City in hoben so he got vast experience particularly on these these Commercial Warehouse redevelopments which are a little different um obviously Jen's great but she would like to have him bounce some stuff off she has um so before we just you know just start getting buildt from somebody you don't even know who this is she asked me to bring that to your attention tonight I know wondered when we do a motion to retain him has a consultant for this is that work yeah I think we would need a professional service agreement Kevin like we would need a resolu to publish and get a contract agreement so is that okay if we get we Brian O'Reilly is his name and um if you want to make a motion to point him as our Redevelopment tax assessor consultant subject to getting the contract in resolution just add that to Mo yeah you can add to motion we've already used him before uh for lens he reviewed our Lin project okay yeah but it was not uh under like he did it for just a favor because it was our first one for us and doing that for this one too as I understand but she's kind of feeling bad that she's abusing a little bit so she like you got to get us a bill so but it's not going to be a big Bill and it will come out of the escort um they've been pushing again as the chief knows they you know they they want they want face to face sit downs and things but and I know they want to get going soon they they would like to break ground on that project I think probably by summer potentially but um I just don't think we're at I don't think the chief does I don't think I feel like it I don't feel jinsky feels like we're at the point that and sit down makes sense cuz we're just pretty far apart yeah so when we get closer I know I'm sure the chief myself J will'll let you know and hopefully this gentleman will help with that one of the bigger oh sorry they wanted a big reduction in the value of the land well they have files you guys know I think they're on the second or third tax appeal and they're calling them a friendly appeal the reason they're saying that is that would give potential potential vehicle or tool if you will that if we did a property assessment adjustment we could cify that if you will I don't really have a problem with that but the question is what if any reduction is appropriate and again you know it is a Redevelopment project but at the same time from Jen standpoint we she can't get way out long property value so it's a delicate dance if you will and that's what we're looking at her figures right now on a land assessment is accurate as for the state she contacted the state to just confirm that and her numbers are accurate as to what they agree to to state um so the appeal process is you know even though they say it's friendly the appeal process is so that they can hope that a judge will agree with them to get the land assessment down which then makes the numbers work the way they have presented the numbers to both municipalities yeah if if the land value doesn't go down then the numbers don't work so you know we can't we can't allow the numbers on the land to go down and then still take what they want to give us as a pilot where if the land numbers do go down well they need to raise their percentages on a pilot and right now they're not at that negotiating point because they're under the hopes that the land just goes down and you know we don't really see it that's how I look at it I think Chief just so you guys have some context I recall I think on the Lin pilot we're about at 11 12% post Revenue I think right I think their initial offer on this pilot was 10 10 so obviously that's way low that's a state minimum yeah the going the going rate is probably 11 half% 12 and that's where again that that dance comes into play but that that's where we are and of course we'll bring that back um and again we do have some some uh reel discussion under resolution if we can wait on that if you want beyond that we're uh people are doing pretty good it's fairly quiet have you heard anything on the land use being served in that poliy yes and by way coverage was denied I which on least on that policy you see uh by the general liability yeah the aors and missions may may or may not cover it's I am told that's going away um so that's why I kind of mentioned Scott if you want I I can talk our land attorney we just get STI extending time to answer which we can get up to 60 days Mark pet seem to indicate it's going to go wet they're they're close to resolving it the developer and well then we should the problem the reason why you had to serve it is if there's a rule Court rule that that if you don't serve something for long enough it's subject to dismissal automatically so they spent money F so I I don't have a problem with them doing that um but I don't think at the end of day will be spending any money on that I think it's Sol I'm pretty sure well I recommend then that we um wait for the response from the insurance company yeah and advise the insurance company then to communicate with Mork maybe P unless we get another denial the second person denies it's going to be right but they didn't seem when I talked to them today it didn't seem that there was going to be a denial with the with this Insurance part of our our coverage missions maybe yeah but they 100% I mean even if if there is in fact I don't even have a problem I can reach out to more peek I talked to him all the time I can get the step I can get it from uh Don Pepe who's the attorne from Walmart so maybe I'll just do that and it's s and then we have that right so then when we I would hate to see because don't forget even if we get coverage second they start doing stuff we're going to get deductible expense that's what I'm trying to so when we get them the communication we'll have them communic with you if you're going to do the stip and just communicate that so then everybody's on the same page but they said don't let the L use board attorney or anybody make a move until you know they're they figured out the step's not the step doesn't even have to be filed I just have to have it might so I'm not actually finally completing so I'll I'll coordinate with you on that Chief um one other thing I just wanted to bring up again I know John you talked about it a lot talked about mayor a lot um you know we are still and again kind of relates to Inman as well but we're we're still working through that uh Highlands process to get and we don't have Wayne tonight so but ingr is not yet I think it's being approved this month but the ingr piece which then has to go to waste management plan Amendment stage so we can get that affable housing project out okay that was kind of bated from the the piece behind M that the pon and there's several other pie p is in the pacon and actually fils for Mall there even though that's already been designated by DCA um I'm fully aware you guys are you are not confused with doing anything back there you know we don't totally control it what the PAC controls a big part back there I did circulate the last denial from BCA which pretty clearly says we have to resubmit I you if you guys read that was that question you know or and I've consistently said I don't think there's any Redevelopment unless we decide to resubmit after Highland does what they did I'm having relook at what DCA did I'm comfortable with that um but we do have a Redevelopment coordinance out there sitting around at some point you guys really don't want to do Redevelopment should probably consider feeling that if you remember we went through the whole study process on that piece at one point was ultimately denied by DCF but we still have some stuff on the books I don't think we have to do it immediately um but at some point if you want to pull that stuff back I mean like made me nervous in that document where it says that had the lead of everything you were following l lead on everything I just don't want them to dictate any piece of our land that have what the process basically will be that's for Highlands Center Des what DCA is told us okay if you get the Highland Center designation then you can resubmit for DCA Redevelopment designation so that that's why I've been saying cons comes back to hard court and having relook at that letter I'm comfortable but if you want to put Highlands and developer on notes whatever that we're not really interested I have no problem doing that either we're always pretty straightforward at this Council I think they posted nro for redevelopment and I think probably just stop spending our Mindy saying hey we're not going to do that that makes sense I mean yeah you said if it's I counil decision yeah we going to why are we entertaining something that we have no well yeah initially that was a was a quick Pro quot for that kind of we you we had all jumbled together but now that's separ it was rationale now they're separated so why don't we just pull what we were supposed to do in that little that little area and we done it like let's not even entertain being part of anything our name attached to anything with with low with them putting any type of well that's all done we don't have to do anything more and that that's to public hearing and that'll be done okay but if you guys want to be proactive and start pulling back stuff that we actually did ourselves um we can do that I can also notify DCA that we're not going to resubmit and that we consider the Redevelopment aspect to be closed um I have no problem going on the record with that I just but I want to like to do that stuff till I come to you guys and see what you want to do so you said the highlands part is done what does that well it's done to the point where there's going to be a public hearing any day and then and then they'll probably approve the highlands Redevelopment Center designation for that piece in the back the mall actually is in there and like I think six or seven other little pack cont tracks it's mostly little pack there okay will they split them out they take it all up together they'll take all that piece together in Split out but I'm saying as far as little stuff will they take each each no I think they they're going to take it all all together and there so I know that there was an appetite for pulling us out of that application process ingr who gets for that that ingr the remaining part behind the mall there was you know and I know that um Council myo had reached out to me and was under the impression that we were pulling back our joint application for behind the mall with um with lad so that does doesn't sound like that's happened it sounds like that's still on the docket it happened only to the extent that we just said hey look we're not going to do anything further well Pac wants to take a lead on it we we'll leave but we're still in the application we're still that piece is still in the application okay is attached to what L does yes and that that's that's the you know perception out there that you know there's going to be there's going to be know part of that warehouse is going to be you know owner man perception because of what that's that's their plan yeah so what I'm saying is right now you know in initially there was discussion about doing a Redevelopment concept back there but of course were three or four stages past in other Redevelopment projects so you know the landscape has changed there's no question about that but initially we did contemplate working with and if you recall way back when the reason why we we all did this together with ton because the mall was also part of this and obviously that's about a 50/50 split of blackon and an Our OPAC excuse me so the reason why we're trying to do it all together well because it tied into Cy now now everything that we need we really have right we already have R development designation for the mall so happens if we pull our application for pull application out I think I don't I think we'll beyond that that point actually pting application I mean it get you letter saying we're not interested anymore but that's where I'm kind of saying I think the best thing to do with that is to let the developer know that that we're not going to be interested in Redevelopment regardless of the Highland's designation and that we're not going to resubmit or DC see the Highland Center designation is not the important part that only allows you to get to Center designation through DCA and that's where you do the financial agreements in the pil you don't do Financial agreements and Redevelopment stuff through your highs you see what I'm saying that's a prerequisite designation to go to that step okay we were initially contemplating going to that step it was killed by DCA and all I'm suggesting tonight is that you guys are content to leave it de which I get the sense from all of you sorry I'm only talking this way but that seems to have been a consensus of late and I think probably at this point if he has on any ejection I'm going to just moralize that in the letter that HEC had said hey we don't plan on re submitting let the ER know hey if you want your close out your R development escra you can have it because we're not going to we're not whatever's left we're not going to participate in that process where that will leave us okay is that that track in the back on our piece of Le is not zon for where so if unless they could reconfigure the project I poen and try to move it all onto the pack but the exent they needed our piece if we take these steps and that's they're going to have to make an appli for use to so we go we basically be putting them back as if we didn't it seems to be that's kind of where you guys want to be that's senses Steve you have any input no we we talked about this I think yeah I I people that live up there parks I don't want that stuff in the back well you know and I I don't see why we can't our part of the property can't just left his Farmland like like it is you know angry do you have thoughts I'd like to see it in words on paper that we're not part of this okay not just you know the DCA but somewhere Concrete where residents know concretely where we stand you want to do a straw pole wand or you want to how you want to proceed no we all think the same way all on the same page the stws are all the same way that's all I need I just want to make sure you guys is a motion has to happen for this to make it official no I'm comfortable this is part of my thir report you guys give guidance unless you want R if you prefer a motion it's a what I'm comfortable you're going to see the correspondence which so correspond with the developer make sure an and the chief know to wrap up whatever's in that es gr count I I mean I think they originally post to $10,000 I'm assuming probably something um I'll let the developer know let their attorney know and I'll let DCA know and then you guys can be in boosted and say hey we've officially gone record we're we're not pursuing Redevelopment for that okay again I I think so what you would mentioned we had approved the Redevelopment plan we have to do anything with that plan or is that okay just to let that that wasn't approved and in fact okay so there and I don't the one thing I will say about this and I we were very clear I was very clear that the developer time asked us to pursue that ordinance and make there was all kinds of planning done with that you know sketches and so and so forth if you were call but we hadn't yet gotten PCA approval and I said hey if you want to do this fine but this is at your risk because PCA hasn't prove this yet if you recall we had to submit all of our resolutions and then they had 30 days to respond MH okay and then so we had done that ordinance actually before they respond negatively so again they effectively killed that ordinance but I I'll check with Jim Kyle and see if he really thinks be a formal repealer but again if you really guys want to really be but it it never got approved and if we never resubmit St right and but I'm going to formally indicate on the record now the DCA that we are not moving forward regardless of what happen at the Highlands destination and I'll let the developer know we'll wrap it up okay still doesn't mean something may not H happen back there but would have to it's on their side we can't control on our side we will we will go back to a traditional Landes context brought up yeah we got it all figured out okay he the report either okay I didn't look at all right moving on to council reports Mr vinsky sure this is a DPW report from February 20th it's March 19th they uh picked up Park garbage weekly they did yard maintenance they measured the streets for street sweeping for bids for contractors they took the contractors around to all Township properties needed to be bowed and weed whacked for bid specs change light bulbs in the police clerk's office and the bathroom had a plumber committed to take um take two stand up urol off the wall in the police bathroom because they were not flushing put sulfuric acid in them and removed and scraped at scaling out of the internals boy that sounds like fun um cut up numerous trees and put put up road closed signs during the heavy wind storms cut up and chipped three trees that came down at waren Park that fell on the Outfield fence and Tennis Court fence trimmed and Chip trees on edge road unloaded all the Jersey barriers and stack come up the DPW Yard from the Pinchers Point construction project push select Phil over a Crestwood Park from Pinchers Point construction uh checked and clean drainage throughout the township roadways got quotes for a new dump truck from Sanchez LTD uh from from the state contract C patched some potholes on Township Broadways we placed plow edges on The Dump Truck 18 and a Mason dump 10 had Mets Electric uh rewire several lights throughout our DPW building that the ballast were burned out and replace fixtures they cleaned up broken black top on overly Road he cleaned up or opened up rather the brush drop at the DBW yard early this year because of the storms started to roll all the Township fields serviced and replaced front rotors and brakes on the fire chief's vehicle put scanners on police vehicles uh police vehicle 7516 uh I found no problems with doing that U replaced um tire Cross links on dump truck dump trucks 14 and 20 and I replace miror bracket on dump truck 18 that's it thank you Steve anybody have any questions yeah spe wrot that letter about the sensors that were needed in the garage fire sensors what's going that I don't know I don't know did Jeff do we do anything about that or not IED the fire sensors heat sensors in that new heat detection new part of the barn just found out all about this I think it was last week yeah that I got an email I know David uh Cooper came in our building he was like give me a WRA and I don't know you know what was going on as far as all that I just we called because our alarm was going off intermittently M there was there was certain sensors that need to be changed under what was it recall Chief yeah they're going to get addressed right away and then the other ones were going to put in the budget correct that's correct the new recommendations will be put uh as a request for budget for this year uh we'll be able to we're going to fix the $300 and some dollars uh out of the building and grounds fund to make sure those are are done yeah the seat sensors aren't that much money really shouldn't be it was like a thousand and some dollars to do the whole wire to do the new ones um it's just to be honest the buildings ground maintenance is at its limit now so we just need to add that to the pro so that we can cover it without losing anything that we need that we had to have so also in reference to that too the fire alarms in this building are not working cuz somebody we believe that um the uh contractor for the HVAC either one in the vibrations of all the mess like now wires are loose and they're not connected or two they cut something by accident so we're I'm working with the engineer to work that out with first goal um to see how that that's going to work or and then Dave Cooper is already aware so um but we got to hold some money from first goal if that's what sounds are these rate of Rise heat sensors or sloke detectors in here you don't even know I have no idea oh okay all I know is they're not working just curious honestly I don't know but they but they but do they work do they are they connected to the fire department and just the alarms don't go or or what does it no no they're not working nothing works okay yeah so it could burn down one night like [Music] Walgreens okay should have burned it down before we spent the money on the heat well actually most of the courtot right so there's not a lot of people in here there is no court in person yeah so that's are are they working over here where our staff is or not working anywhere anywhere no not working get that address get walm yeah we're working on it so yeah it's not something we have to put on hold it's got to be done you can put up smoke detectors but that doesn't connect to the fire department right no they don't in Connect so one rings and nobody's here to hear it don't do much good all right a we'll move on to your report okay regarding the um Riv Road railroad crossing to South new's Road I talked with Chris K recently and he said the work to upgrade that Crossing now that they have the money will begin in a couple weeks and it will probably take only two days to complete we also said that the rail was being sued from that recent accident we are named in that as well yes yes um regarding Blue aer's last meeting I brought up concerns about the New Jersey Lakers program any information about this presented in the New Jersey Spotlight webinar I connected with a really helpful man in the state blue Department named Brian to clarify the plan of the blag program and the bottom line is unless a prevailing municipality adopts an ordinance to deny building permits in repetive flood areas um homeowners can get obtained building permits but in some municipalities because of repetitive flooding they um the municipalities have um adopted an ordinance to deny so we're good we don't have that here I on put anything in books and the buyout program is still open and funded by FEMA so anyone considering a fa Market buyout should go to W's website and it's really simple and Wanda has already posted that info on our web page uh for residents interested in the history of canals tomorrow evening at 7:30 there's a free webinar called the history of the Delaware reron Canal present by T settle he's a world traveling photographer from California um I sent the information to register for this webinar to Wanda she has already put it online um sounds very interesting about the history of these canals um Warren Heritage Scenic Highway commission has been struggling to pin down the next meeting date this has installed work on RN with the histor commission as we need defended outlines and procedures for submitting information and photographs for byway until hacom as of today yet another poll went out to commission members with two dates proposed to meet in April that we are supposed to vote on that's all I have on that next lower Delaware management council meeting is on March 28 the haon Heritage and History Society is planning a garden tour this year on June July 20th and a fall Tour on October 19th of historic homes in full hacom as you know since Co we haven't had our annual tour for a number of years so we're returning to that this year um I was approached by Church residents on Sunday who have accumulated a whole lot of brush from the recent winter storm and um they were asking if they could bring it over to the township so I know we typically open the those bins Jeff what April 1 no it's open now it's open now yeah I read that earlier are they tell Township residence inage yeah as long as their residence okay can we so we can drop I guess Jeff I know you're on your phone the drop off for the shrubs and stuff like that that's completely open now I I know people have been doing it but I don't know if it's officially open now it's we open it up uh just before last weekend because of way the weather's been and every storm we have just seems like everything up Town's been coming y maybe we could put a notice on the page that it's open just what okay well I'll burn that one um I was contacted by Elizabeth Roy in the land preservation office County regarding the kiosk location and she's going to call you when you get back I to talk to her okay and so that's going to be located somewhere on Lock Street on Township property and she's and the chief are coordinating a site visit to determine where that is she said after Easter she'll call you okay all right good and then the chief and I met with Tyler Greenfield Tyler here okay and we talked about the um traffic problem on um still Valley road that goes past this house can we talk about that now yeah we can keep it shorter you want to do it under public comment well now you can do it on public com you want to wait for public comment okay all right um regarding updates on the prop in Sher Mansion the windows and Bs have been completely redone there's going to be maybe some copper Roots over the bay windows there and that would be helpful we had a lot of squirrel damage they were jumping off the trees and chewed their way into the Mansion through that the heat is going in we're waiting on tries Plumbing and Heating and once the heat is in and plumbing is installed our bathrooms will be completed and our our prior uh our mangle this year is been in the first FL the Mansion um we are going to hold a yard sale there during the poak township sale May 4th and 5th and I'm accepting donations to Shiner Mansion for our yard sale there so if anyone has any thing they want to donate I will come with my pickup truck pick it up and it will benefit the restoration Sher Mansion gently use yeah gently use no just just sitting or as far as CU they came that one time in front of us right I hav since the last the last thing that happened with that is I again they they have very little experience to read it all but and then if you recall it been through two or three attorneys the last attorney seemed to start the ball rolling and she was reaching out to me and said hey look the the Redevelopment and the pilot that's Jeff wiin I put everybody together I think Chiefs on those emails and then it was like nothing Jeff actually forwarded them a draft a draft just so they can see what they like agreement and what what to do and we haven't heard a word since cuz I had a resident email me want to know what was going on and I said you know was scheduled to be demolished I think I also informed because I again I don't like to recommend experts for people who are going to be sending that stuff to us but I said like you know Richard reading or somebody like that who crunches the numbers that's what we need I kind of explain to her you got to make your offer to us and then we will resp the last was they asked us for an off so that just say the high offer right yeah but yeah that was they they asked us for an offer cuz they they just didn't know that that one will be more attractive to us because again that's back to a residential when all parts of the of the the tax can go into the pile so I'm kind of anxious to get it moving frankly I think think you guys I think hopefully at the end of the day you'll like those numbers but yeah I don't know what they're doing fact I'll reach out but it's not on our end it's definitely on arm that over backwards to try to educate them if you will probably don't have M well that that could very possibly right now too well the housing Market's really good you would think want to take advantage dealership on if if they if they own the property they borrow the money yeah you know I think you're right or something I'll reach out all right uh councilman Melvin all right mayor uh for the court reports for the month of February for green witch uh traffic there was 267 new cases disposed with 212 criminal cases 34 disposed was 11 the uh Municipal deposit from the Green Court was $79536 and then for batong traffic was 142 complaints 168 were dropped uh 45 criminal complaints uh and eight were disposed and the mount in the municipal treasury deposit was $535.50 um Scott have we gotten payment from the true up yet not yet they they they have it they know what they have to pay it just wasn't I don't think I think they're waiting for their budget okay be honest but we already know that we did we talked to the Auditors that can be anticipated so we're good okay um also mayor from the fire department um few updates here number one um councilwoman gray had a conversation with me she had uh presented some thoughts and idea around how to serve at the lower end of um River sniders um with a proposal for possible hydrant I know she had conversations with Chief Nigro um and she actually passed on to me a grant um that may be available to help support that and that is the save and Fire Prevention and safety which I Shar with the chief to to look into um thank you Council MRE for bringing that to our attention uh additionally uh you'll see on the agenda for this evening um there were some grant opportunities that were missed unfortunately do some miscommunications but in order to uh allev those in the future you're going to see the access to New Jersey Sage program a grant program um we're adding fire chief as one of those uh Grant accesses so he can um handle those applications and then the last thing there was a resolution that the chief had forwarded to me that's been part of the packet that Wanda shared electronically with us um we're not going to um vote on that resolution this evening I I think we need to do a little bit tweaking I've spoken to the fire department about that but um in the spirit of the agreement is around forming a truck committee uh we know there's a number of projects both including residential and warehouse and the the need and demand for uh a ladder truck has become more and more evident uh I know we've been doing this sort of on a uh uh you know sort of a patchwork type of approach so the fire department is looking to build uh together a truck committee to make that a little bit more formal process and coordinate with uh us as a Township so that we're in lockstep appreciating when the financing may be available so on and so forth so that's something to look forward to in the future uh that will be part of uh one of our actions to be taken Chief do you want uh part of us as the committee or you want to keep the committee just to your department yes we can keep it we can have a representative me I have no problem with that I mean I'm happy as liaison but I think the truck committee should be the's the reason why we did it that way was because obviously you you all know exactly what we want to go for and then from that point I didn't talk to Chief ra that you know no matter what gr we would go for we always have to make sure any funds are available that only just for a vehicle and or we do a sage account make sure matching funds are available so we're we understand all of that but we won't have the aison I'm I'm happy to help some um oh you covered Easter egg all um from the L board unfortunately I was out of town but I understand that there was a couple of items for public hearing there was uh the Lewis has had an addition that required C variances and public hearing that was approved and Zach T had a um also a whole parents that was approved um there's no meeting at the second meeting of the month for April there's nothing on the agenda so the next meeting will be L this in March so in April I'm sorry and and finally um I want to bring up actually not finally I'll save that one had a lot of contact from residents um around some of the uh traffic concerns so I know we we've been talking about um still Valley but I've also heard um was hle down on um 627 the lower end and uh across from Hill mro um I spoke with Mr Hoffman around 519 and and Warren Glenn where there was a fatality motorcycle Fatality and then apparently next day or so there was a head-to-head Collision um and you know one one of the things that I voice with them is it's a challenge because we we are a fairly large and Rural Township we often used as a thorough fair I actually had a chance to look at some of the stuff that you had sent us earlier today and saw that a number of those plates Pennsylvania Pennsylvania Pennsylvania so they're not they're not local to the um to the township and and we really just being used at thoroughfare um but I just wanted to to acknowledge that as we get into those conversations more in depth and then finally uh if I could be indulged Mr Mayor I want to welcome a new resident in for the township as far as I know one of our newest residents and new uh newest member of the Winter's Road uh family the fenor John fenmore sits on our L use board and uh his wife Catherine gave birth to a little baby boy Oliver fenmore and so uh both Oliver and Katherine are doing well and just wanted to welcome Oliver to the town ship officially U and looking forward to having some youth on Winter's road so future Farm all right thank you councilman melin Council still okay um GRE uh did not meet again this past month hopefully next hopefully in April we get next meeting going um update on the sports field I guess a contract off can sign and a way on construction meeting right Scotty Cor and we're on the clock March 15th there supposed to be the start date and um so hopefully we'll see something moving up there any any day now yeah there's been positive communication and we're waiting for the construction meeting with them um with the school we're going to include the school too so that that way they can bring it right back to the board um actually today I did send over the map to the school because they haven't they said they haven't seen it um but I did email that over to them so that they are aware of what the current plans are so there's a building and grounds committee on the school board they going to be at this or you going to go through di how are you gonna probably yeah Keith and Jeff were going to be part of it Keith Coleman and then Jeff for security you extend the invite to the bu I no on the anymore yeah I mean I'll see if I can find out because R's on the school board but may also because that way you've got somebody who's on the building and grounds School Board just ask ke you they want yeah when you find out the preconstruction meeting date let me know CU all 10 and is there a um does the contract have a to be finished date on that 15 Scott do you that contract the engineer does you emailed me today but he didn't send it over so but we do have they signed it they signed it but we haven't signed it yet no so yeah so we would just do we need something for them to do tonight to just say authoriz it yeah I would because we we have never authorized the mayor or you to execute the agreement so why don't we add a motion to do that so that way when we get it from the engineer it's done make sure we have all the performance bonds and stuff right well I think the engineer is making sure that we have all those documents whatever whatever Happ we away what was your name what was your name engineer um and then also I got a couple residents concerns are and Parks side I guess we digging up everything again because they forgot to inspect yeah we I got some calls too and Chief and I went through and tried to they um said they to inspect the I guess new L thought they forgot they just never gotp so that's on their DME and then they have to fix the yards and everything because they said they you they're doing a little bit hazly because I guess they're upset about well there was wasn't it random not random but there were certain ones that they had to go back and do so the the issue at hand was when Roman came into town and not only our Township to do the water projects for aqua yep the DCA inspectors allowed like our Engineers of be out there but then allowed the foremans of each project to take photographs of the final work M now that they've sat back and reviewed them they're not happy with some of the photos the DCA so now the DCA is saying here's a list of the properties that we need to come back and now inspect because we're not satisfied with what we told you to do originally okay was was the res like Blurry photos Chief or what they showed honestly they didn't they didn't clarify ridiculous yeah so wow so I mean I understand cuz they already dug it up once yeah right now but aqua's going to have to pay for I mean now I mean Now's the Time to do it because they can PL and see you know get things going and growing but it's just you they were tore up all you know last year last summer and all a sudden now these people are going outside and everything's doing it again and we're not notified like we're not notified either said well yeah there was a letter that went out but the res yeah the letter was from aqua and it was generic and it just said it didn't give addresses it just said a bunch of streets listed and said you will be on the work order but it didn't say like if your specific house was or not yeah so people had to actually call Aqua then and find out who's on it um and then we got notified Friday last Friday that they needed officers for Road jobs Monday Tuesday Wednesday of this week and and they just said they have to come back and finish the test pit so was the resident we talked about one of the places they needed to come here yeah so why I I handled this so I told him to contact DCA himself because he was willing to say look I'm fine with it I'll sign off whatever you need just don't dig my stuff up so I haven't heard anything since cuz tomorrow is supposed to be the day they were going to that person's house um so but that was the recommendation I made contact uh DCA talk to them and then otherwise contact aqua and I did make notification to Roman about the you know the the dislike of the resident and they said they would specifically talk to the resident of the address I gave before any digging happened good [Music] good and Scott anything budget wise you want to talk about yes so uh I I've been working with Ann on the budget um we finished the uh financial statement for the year with the Auditors it was a lot better it's so um moving forward we still have some bumps and bruises we're going to have this year but then next year should be a lot better um we don't have any budget items that were over so we don't have to automatically F you know put like last year we had to put money into the budget already because of the miscalculation that's not happening this year um we were you'll see on the resolution or the uh I think the resolution is tonight there's a request to transfer funds um there was approximately $60 some thousand left in the 2023 uh um salaries and wages that in talking with an we're going to utilize that money and move it towards the uh um basically the the buyouts because we have officers retiring um so we don't have any funding in that account right now in order to pay for that so we figured the best place to go with that is to do that then we don't have to find that money when the retirements come because we do have uh three retirements coming within the next year so this money though on the transfer will cover everything that we need to uh pay anybody what they're owed okay that's it I have a question for John anything on delli Park and contractors uh Evangel Park so there's two contractors that um that put in uh one was overbid oh I'm sorry not overbid was not a bid but one was over the grant money one was not but uh the last I talked to Wayne he had one other person interested we were just waiting to see what that would be if not we were going to go with uh all the credentials were fine on the person that was under we were going to go with them then to start the process but um as of right now he was just waiting for that one last person that had some interest was that the contractor I referred to guys yeah he's pretty good if you get him he's good he's the one that was within the that's what I figure the numbers yeah and he and he by the way that contractor is a councilman one of my Mr Good Guy local um I as I said to the chief work with Wayne we can wave some stuff for any contractor not just s like B bonds and stuff because all that an expense we can do it so hope I'm hopeful to get that done I fact I saw that contractor the other day and he he ready roll if gu the contractor that was under one that um yeah yeah which means what we have what was the timeline for the other guy to you know make a by next meeting we're going to do it okay yeah if we don't hear anything by next meeting we're going to have it on the agenda with everything we need for the CFO to approve so that the process can start because the weather's getting Nic because if we get that project started it's going help the grant $100,000 Grant we're applying for Wayne saying that they show that we're using that money and so quickly get that started yeah it was just we thought that one more meeting to see if we got another price but if not the next meeting it'll all be on the agenda all right thank you still as far as my report Scott and I met with uh the contractors and Alpha they're going to do the what would you call realignment work of Industrial Drive where Industrial Drive meets uh 122 up there about a 45 minute meeting um sound like they had it planned out fairly decent but the contractors were not aware of some of the what would you say the requirements as far as road openings and such yeah they thought they could keep the road CL they were told they couldn't yeah that came as a surprise it seemed to me for for them but anyhow the work supposed to start after uh Easter and my best guess is sometime into June probably the end of June on the timeline they have estimated yeah what it's going to do it's going to make it uh a lot easier for trucks ex and the Industrial Drive to be on 122 we're going to actually add a turning lane coming what would that be south south from Walmart down we're going to have a left turn lane there for the truck so it doesn't Stack Up um the contractors seemed like they were pretty pretty decent they've done other work around in the area uh but with that being said edge road is going to end up with a lot more traffic on it while that's going on I would say um and at the end of the day Alpha's got what did we figure four five where was the fifth one cuz I sat all the way back that was a 600,000 ft one that you said 7th Avenue yeah and then there's one out front there on vargas's Old Farmstead y there's the one on the corner of the avenue b or whatever corre and then and then the one on the other side of 78 yeah that was the big one right right there was an 80 120 a 400 a 600 that's four and then there oh wasn't there the Seventh Avenue one too that was I counted that one already okay yeah I don't all I remember is their engineer saying there's five warehouses maybe he was including bars oh that might have been four there and one with ours coming on there yeah M but at the end of the day the traffic's all going to end up out on 120 too and I wish the state would be a little more proactive in trying to improve it or at least do something with the intersection but tells me they are that they're they're actually going to be condemning the where the quote Spa is up there and all along there that that's all being widened with the lane all the way out that would be tremendous that's what he's telling me the do permit is going to require and and he says they can I think other than that one little parcel uh they they've been operation from every property owner up there so that sounded pretty good which Creek is all that water going to below or po actually no that all comes down into the L that the other side be P yeah the car wash does but anything on 122 goes down oh down what about all the states um we were talking about this at the last meeting the state's um plans for now the horse is out of the barn water problems what was that called inry ma V remember the thing we talking about last week last meeting yeah where now where where half the state is red and half the state's at a blood zone now you can't build anymore and well we've done all those ordinances and and we went with the least restrictive ordinances we could call but yeah that's DP is giving us a lot of mandate but my house is up high yeah I do understand that that there is going to be a road winding all the way to 22 that's my last discuss right PEX representing Greek so that would be the one they would have to okay well that sounds all right and they're going to widen that was that litigation that we discussed earlier about servan that's that's um bliss bliss right that's actually also going to be widen a bit with with a lan so I think it's I mean listen it's not easy but it seems to me that we combine all these all these Road improvements it's it's about as good as because there's also they're coming up from that's the other one now in reference to that too we are going to have to look at an ordinance for Edge Road and probably still Valley uh once all these warehouses come in for weight restriction I know the county had some interest because of cul to there right but but that that was one of the even the recommendations that the alpha engineer made today to us to yeah I was surprised he did to look at weight restriction for anyone going from industrial down Edge toward still Valley to weight restricted next time I talk to Wayne I'll tell him to call and talk to O'Brien and they can put your heads together and do something what you do weight restricted from the 78 bridge over into boat yeah that way it's already weight restricted from from war he's down isn't it no no 173 is but not that's what I meant 13 173 is but you can come in off the 78 and then make the turn on the Vorhees and come down and go to the back way to Edge right now with no weight restriction there's weight restriction if you go still Valley past Edge if there's a limit but prior to that you have you can make a right on the edge and there's no weight so you got to put a weight restriction there too yeah so sooner better so nobody can in that way right soon better there I would actually go the other way I would actually reinforce him kick him in and out that way cuz that's Illuminating up the Township roads but you have to get the road wider oh you'd have to you'd have to improve the significantly improve the infrastructure of the road but that way instead of keeping everybody on 122 sitting at that L going down blist and everything it all go out the backside you get on 78 either way still Valley keeps falling into that ditch now as it is 122 is a state road we don't have to no I know about traffic I have my brothers oh I I I I wouldn't disagree that all right and then um Saturday I attended the women's auxiliary uh breakfast with the bunny up at the firehouse it was well attended that was the first time I've been there in a long time and it was very well done everybody was smiling all the kids were happy to sit on the Easter Bunny uh then I in turn went to the Easter egg hunt which Chief you guys did a tremendous job doing the fire company on that your guys were Top Notch there and thanks again everybody that helped there that was a lot more smiling faces too that's a good good points of this job we get to see things like that all right uh an update on chip Chipolte yeah sure I'll speak on that Chipolte has just been a nightmare of miscommunications between entities and at this point last time I talked to man up in New York state is Raymore plans uh rep they were waiting to have the electric H up it's all done it was inspected but there was a uh law between DCA turning in The Cutting card to the power company because I called the power company they said they didn't have the cutting card so then I in turn had their electrician called DCA DCA forwarded the cutting card to the power company and the scheduled what's today 18th 19th to 21st are scheduled to be hooked up we have an officer for a road job scheduled for third 9 to two JNL for them okay so that's that's when they should be powered up and then once they get the power then I think gas company would turn the gas on if that's what they were waiting for and then they can start the training he said training I thought was like 3 weeks so I would guess theate best guest by the end of April hopefully I've seen a lot of um you mentioned DCA and stuff out the admitted um you know that unfortunately many municipalities just like us turned our departments over to DCA con you know we had a retirement here Mar with his husband Co Walt he was created he retired it was getting very difficult to find people but you my general understanding is and just some just hearing these meetings at the other municipalities and here um they're stretch pretty thin and they're they're taking a long time to get their inspections done doneit done it's not all their fault they're just not getting staffed by the state as I understand it so I I don't know how that's going to play into all these residential developments and warehouses and stuff there going up but oh I'm sure it will it's uh it's it's taking longer than it probably should to get good stuff done at PCA because it stretched very B I mean initially it was a hold up between doot in jcpnl because jcpnl needed to pull permit from do to set the poll in the RightWay but somebody dropped the communication and it sat for probably three months and nobody did nothing and well my the other thing I mean I I've had to deal with do and D and variet different private context for clients and one other observational point is the states really never come back to work physically everybody's remote remot desks and in their home offices and again I get that up to a point but I do think that's also affecting efficiency at all of our state administrative agencies it's not easy you because they'll be sitting at a screen but they might not have the physical file had happened me 10 times I'm like well this conference call has been set for you know three weeks and it's like oh that I got stuck at the office and so there's some of that going on too unfortunately just you know it's just the way things are these days but glad the year will be open my daugh like it and just uh as a side note I went to a green Wich Township land use board meeting uh they're proposing a Wendy's at the intersection next to the uh Shamy Shine car wash the proposal was to demolish the Antiques um store that's there the house and all the structures and um erect the Wendy's uh minimal seating that I think they're gearing more towards drivethru and pick up and delivery they only had 18 seats inside which I was amazed the same way yeah I don't yeah I think they even have last but every and now I guess it's the the movement is order on the app and pick it up or um door Dash or whatever I don't know they seem to have it all figured out but with that being said our land use board is a lot more friendly than what greenes is at least in my observation sitting there I felt bad for the applicant they only made it through their I think their uh engine engineer and the architect the poor planner never even got to testify they made him come back to the next meeting but that's all on side you know who runs that board oh absolutely that's the problem absolutely all right moving on we have two proclamations Wanda do you want to should we read them or not or pretty long yeah no I just I just this is again Proclamation sorry sorry I'll just read them off we're going to designate April of this year as case to trial Advocate month and then we're also going to Proclaim this designating may as well that's may as older Americans month what does that mean I don't want to ask Steve but I was asked the other day if I wanted my senior citizen discount when I went some place to enter I was pretty offended but on the other hand I prob should have just count smile y but either way as a reminder we're going to pull off the uh re proposal for the acquisition the are fire truck all right and all four just so you guys know the ingr resolutions there's four resolutions because for financing purposes they broke the project up in two phases there resolution and a pilot for each of the two phases and just guys gratification there was there was a pro fora um the these 100% affordable HMA hmfa funded projects are completely different am you know you're not talking 11 12 133% you know pay actually it's actually 6.28% just so you guys know what that means for you guys both phases when these are up uh year one you're talking about tax payment here of 79,000 uh year 10 it's at 102 by year 20 it's at 140 and we get 30 years out last year it's $186,000 tax that's the estimate it's still heck of a lot better than the mty land we have there now but I just want you guys to understand the reason why those numbers don't look like a large one is because this is 100% % uh other than that there Jeff winsky our Redevelopment Council spoke at L with Chief myself Jim Kyle these are you know proor agreements that they're they're happy to have you guys move if heard that before so what do you think so I I did talk in depth with our uh Council for the pilot one of my concerns was is I understand the numbers the numbers are the numbers if if it's a pilot program for 100% affordable there is wiggle room the the norm is 6.28% on the on the on the gross revenue um but you the law says you can go up to 20% but that's never going to happen so what is on the agenda tonight with the resolutions is only a formality which is allowing if we approve these tonight it's only allowing ingerman to now move forward with their applying for loans with the state that's all this Does this does not lock us into a pilot agreement this does not lock us into anything at all except for we are telling the state that we are we we know that they want to come in and we're okay with it but we still have the right to negotiate we still have the right to have a say in every part of it um so this does not lock us into to any of that because one of my big concerns when I was talking to council was with 100% affordable housing we have to provide our funding through the developers uh uh esro accounts that come from the warehouses which in this case could be about $1.2 million that we would have to give the developer well if we my concern was is if we agreed to this tonight and it locks Us in well right now we don't have that funding in the account because the warehouses haven't come to fruition so our Council then called theirs and explained our concerns and they said no this is not locking you into anything this is just allowing for them to apply for the state funded grants and loans that are out there through the state um they they don't even know if they're going to get approved through it most likely they will through the state but it doesn't mean anything except for that that's all this means it's all we're agreeing to tonight and I appreciate that they vocalize that but does the our outside Council agree that that interpretation from what's been written here in the resolutions yes yes Kevin what would happen if they wouldn't get [Music] finan uh well they're going through a state financing program so I'm assuming if they got rejected then it go to Federal R but would delay the project I me I think we would still have a a path to financing but this is actually a a first this is really an alternative financing pathway now it just came into being so I would assume if they didn't get this Ro they go back from the traditional Federal funding which is a little bit longer another year or two but I I felt that their councel several times I I think that this is going to happen almost and it also depends like the ingr has an excellent reputation with this stuff when they get the financing and it's kind of like Grant every time they get financing a project happens and when the state sees that it makes a big differ so the way it was explained to me also was in reference to that if they get denied the the the figure that we would have to pay is based off of them getting grant money if they don't get grant money then they can come back to us and say that need need more of our money from the the um warehouse but they don't they also don't apply knowing they're not going to probably get it because then they also get their uh their tax credits too which uh you know then they can take your tax credits which is usually about 4% of of the of the project and then they can sell them to their investors to do it so they're not going to go through this whole process without knowing that they're going to get this [Music] money all right so somebody want to move all these resolutions forward with the exception of the one we talk yeah I think there's 10 of them so I'll moveing forward mayor M second still okay binsky communication and the conversation and the openness because I don't get that in my own Township uh told green the same thing I have U but uh the notes that I took on your discussion of uh uh Highlands Council was having a meeting on Thursday pending at 400 p.m. and uh all the paperwork that exists before them right now have you as yes you've let M pacan Take the Lead but they're looking at you guys as just like yeah you're all in favor of that all right and uh you know I understood that you you decided to uh uh uh basically not take a motion uh to uh memorialize what you guys obviously said for Islands Redevelopment area that completely went out the window uh after I listened to the discussion earlier uh with the uh the council's you know understanding the concerns of their citizens and not really wanting to develop that Farmland behind the mall into a warehouse and I appreciate that uh like Bob said uh we attend our Council meetings and we get none of this there's no discussions here um but that being said the Redevelopment area application that will be heard on Thursday uh absolutely as you guys know I emailed a copy of it to all of you guys uh absolutely Falls for clearly Falls for a warehouse on both properties and um it's it it's not clear to me it's not 100% clear to me even after tonight's discussion um why it would be prudent to allow the uh this application to be heard on on Thursday by the highlands Council when when this council is not really interested in developing that into the warehouse um you know why we would let that go forward at all but you know I appreciate that you guys all comes out of Thursdays uh reading wouldn't uh develop that into the warehouse but um I did have a conversation with representatives of the Highlands Council last week uh James humph and Gabriel um G uh because I didn't understand why after all the work the two townships went through um it was changed from a center designation to Redevelopment area uh I still don't clearly understand that I don't either to be honest with I came out of left field and I never got a good explanation either we on our side over here ever get that so the seny uh says that um if you look at the the guidelines for um Center designation it talks about public inclusion it talks a lot about um public acceptance and buying and you know out of all three of those public information meetings there was zero zero people spoke zero residents spoke for the warehouses everybody spoke against it that's and the Redevelopment area doesn't have that requirement of the public uh uh acceptance so um as part of that conversation um you know I had looked at the poong uh minutes from meetings and I noticed that there was quite a bit of concern and not a lot of energy going ahead with this and I asked the P Council what La pull out this would this have any effect on their uh affordable housing they said absolutely not paccom can pull out of this application for the Redevelopment area anytime they want and it doesn't affect that affordable housing piece whatsoever um so that's why I also second Bob's uh you know suggestion that you guys maybe memorialize to discussion tonight that you will not be proceeding with all on its property they they did direct me tonight I'll be I'm going to be doing letters to DCA to to the developer again I don't I don't feel perfect to further spend their money and we've had a lot of discussions about this over the years and we this is not the first time we've heard residents from Pac complain that you weren't getting accurate information you had to come here to get it so we are pretty transparent here but yes I me when I send those out uh I I would typically see C Ben spell use the executive director because I think they had a right to know that that's the way we do business AB we always try to you know again our position has changed there's no question about that over the years um you know and but part of that is like you said we listen to our residence and they you know became clear it wasn't really what people were looking for back there so that's where we today can can you attend Thursday and make a public comment before the vote I I'm I'm certainly not going to attend I think I think our planner Jim Kyle Jim Jim Kyle may be there I will coordinate with our planner so if he is I think that would all a strong waying you know addition to R spelli if somebody there representing this Township went in front of them before they voted that's that go yeah so you know as as Bob also said the Highland council is under the impression that you guys complely on board with this this application as a matter of fact um I looked at the um all the comments that were submitted by various people and the last comment was submitted by I'm sure you had nothing to do with the mayor but it says it was submitted by uh Bill Wright and and mayor slack and it talks about the many months of planning that the townships went through um working with the developers and getting meeting with the public he's the mayor in L the mayor of L May so you working with him huh didn't know no there's no question it wasn't joint we what what happened basically inter nutshell is we the project that we've been talking about mostly tonight is our 100% project that that was initially part that was really our principal concern initially right then one thing stalled really on the little Paton side of things we we were successfully I think basically able to get that bade because that's not going Highland Center that's still going the development so that that was really our primary interest and once that happened while we haven't directly until this evening decided to officially say hey look we not really interested any longer we we have none of those letters were basically we were asked to sign those we were part of the application until we were not part of the appliation we we cooperated with things that pacon asked us to do because they again the the agency but tonight we decided to again completely pull the plug on it and we'll let everybody know that I app just to clarify that I work with mayor man Gucci I talked to him several times I've never spoken to Mayor Wright at all so yeah and this this isn't the application actually this is the public comments that were submitted about the plan and very I'll leave this sh I can email it to you as well no there was a generic letter I think what was that joint letter that both mayor signed we ini was signed a while ago yeah it just makes it look like you know uh you know mayor slack is is completely on board with this and uh you know working with the developers and what I'm hearing tonight is that that is just not the case and you know well another another part of that too frankly is again that the Redevelopment designation covers that trap in the back that you guys are was concerned about but also initially for some reason included the mall which which we were able to find confirm weight that already has Center designation and frankly at least from our side of the table we we would like that rateable for that particular piece the other thing you guys should be aware of there's also several more pieces in the pacon that are part of the application yes so really mostly mostly your wasn't that letter written when we were also trying to get the center line moveed for ingerman too so we did have cooperation and no question we were but things have changed and when things change we make it clear we're changing yeah this this was drafted on uh January 22nd uh so you know again here for where I can bring it up to um but it just you know maybe contacting the uh Highlands Council saying you know we just don't have the I hope Kyle can show aome comment before the world thank you thank you thank [Music] youone field I'm still Valley um first I want to say I'm looking forward to starting on the environmental commission as Council knows and um that issue is really important me preserving the beautiful area you have here so looking forward to serving on there um I wanted to bring up a few things regarding Sil Valley uh the last time I spoke here about it I talked about the speeding um that's obviously an issue I think everyone here knows that um I did meet with chief chief Rob I appreciated you meeting with me uh I went over uh some data with him because what I did when I started living here full-time this year I put in a I like to build things so I built a little traffic camera because I wanted some actual data so I can tell you that in February there was about 1,200 cars going through SK Valley um February being the lowest traffic month of the year on average per per day or for the month per day per day um I've seen it as high as 14 1500 and I imagine in the summer months it's going to be higher than that um it's not so I just wanted to make it clear that it's not just the speeding it's the volume of traffic and noise um you know if you take a look at that painting behind you of the mill and just imagine 10 cars sitting in front of you might as well paint it on there because every minute there's you know I uh I was meeting with a few of my neighbors on Ste valy trying to walk across the bridge sometimes I had my dogs there uh councilman C was there with me one time and I couldn't even go across the bridge because there was constant traffic I mean this is crazy for uh the designation of the area that it is so I'm not here to blame anyone I just really want to find a solution that that deals with not just the speeding but the actual traffic flow um if there's way to actually enforce or at least in the beginning enforce some kind of local traffic through this route um you know I I was initially wanted to show some video here and I get why you don't want to it takes time to do all that so I emailed you all the videos um for every clip that I I have 100 more just like that so I mean this is I can give you every day give you Clips like that um so yeah I just want to express my frustration now that I'm living there fulltime give you the perspective of someone who's actually on the road you know living there full-time um I know a few of my still Valley neighbors are here I don't know if they're going to speak or not but um you know I was talking to one of them who lives on the other side of still Valley who was telling me that she can barely get out of her driveway sometimes there's just tractor trailers coming up um and I understand there's Farm work you know that happens in the area but that's really not the issue that's that I see that's happening here it's really commercial traffic VA traffic um even Jersey traffic it's not from the township so um again I I don't know what the solution is but I think you know I I brought up ideas of a one way and I know that also has cons for residents as well so I'm just thinking of all the possible ideas what what's a way you can actually stop this traffic because it's only going to get worse in my opinion and um that's really all I have to say thank you thank you thank you Chief what's our options can we make streets local traffic only or no you can try but how is it enforced I mean you're going to have to stop everybody with a penven plate and yeah but then are you putting yourself in liability right when what if the person has a Pennsylvania plate but they are going to visit you know so and so right like how do you yeah I just think it's a huge liability to put on the police force to say stop anybody that's not local right it it's almost impossible you we have it on March Boulevard and you it's been up for the 25 years I've been here you can't stop you you can't stop cars there's nothing in title 39 there's nothing that allows you to just stop someone because you think they're not from the local area I was going to say truck traffic maybe but not not cars I think if we put some of those things in you and I talked about I think that would deter at least slow people down yeah I believe I emailed everyone correct on that I don't know did you Yeahs oh yeah yeah that was theed speed bumps and stuff and then stop signs at the the bridge and tunnel to um I honestly don't know if the stop signs would be enforcable because there's not an intersecting roadway but what's it hurt to still put them up it's still going to slow people down and stop at a stop sign well Scott they're around on like on Lane Bridges you could almost consider that a on lane bridge as a stop you can put a stop sign each side what's the stop sign cost this Jeff 250 490 490 you guys find from another town and just relocate them or I saw some at the flea market the other day they to be what was the one one I got for one weight sign M what did I give you that was $4.95 $4.95 yeah the average is $500 sign it's I mean that's two guys that's Des sign in the BS and everything it's crazy so we're talking two signs signs got have then you got but yeah so so we just need to find an we so I didn't formally bring this because we don't have I like I don't have I can't go tomorrow and buy stop signs because unfortunately we just don't have a sign budget that allows it for you know a regular o is what we probably get right so this is we already have calculating how much it will cost it will be presented into the budget of 24 um for for approval and if it's approved then we can purchase the signs and then we can move forward with the project but I just don't I don't have the funding to just put speed bumps in and stop signs I just don't have it sorry that's the only answer I can give it but we should be able to find it in this year's budget or put it in this year's budget yeah yeah it's just it's just not we're on a temporary budget so it's not available right now it's a spring cost I know that's a they got that coming yeah we're we're getting a price on that so that's got to go completely across the road you got to find a part of the road where you can put it so they don't driveing people's grass to go around they try to put it by a tree in a tree understand I'm saying guard rail rail May you got to think of a million things because it's exactly what happened they saw cut them in Jeff yes you have to saw cut them otherwise you lift them right out yeah right you're allowed to go four five and 6 in in height anything less than that 6 in will drive a new car yeah you wouldn't even get a new car over 6 in well taper out yeah midd you know what I mean got you tap out quite a way m i concern with if there was just one speed bump and a stop sign that uh same amount of traffic coming through just going to be sitting there in front of the house be even worse um like if a ski bump is a deterrent I think it's great but if it's uh maybe if there was a few speed pumps would actually avoid the road but I don't know if that would with one speed pump I still think it's better what it is now because you know as you know I've already had multiple accidents the house hitting the garage others unrecorded that kind of just hit things and left but it's a big issue for me I mean even down by hunington by the park I can tell you you might pull them over for not stopping at a stop sign but the think of the people that came down GRE Street Hill knowing that You' have to hit that stop sign another stop sign to go around and stop out on South me that they would just go and go Lo Street and go around it going happen and people are just stuck in their mind that down that hill or go left go around the B on the chestnut stop or not stop go around by the fir housee it's such a shortcut so me yeah going to use that area again you know get to 78 if you're anywhere in this area cut across that's H 78 Edge is to beat everybody from stopping at them light they go 17 the only way you can around the loop the only cut half make it one way only way you can cut the traffic down is make it one way yeah I don't say they can do that yeah I'm not aan of that the other problem is W be more traffic it's just the way it is the cars are already avoiding no I the point I mean it's it is but I mean it's it's not a wasn't meant for what the volume that it's you know tunnel was down all the complaints we used to get them when the tunnel was closed when open right Jimmy you remember them all just on that Dr when that washed out they were painting our barricades you you guys are terrible when you got to open up the road like not even us I'm trying to get it off the the barrier need put to down well that's what I said that Scot years ago when I was up there working put a to gate down there we could put some Road money in there yeah I that it's absolutely crazy I you don't get a break no I can make one last comment on the local traffic only I I do think that has an advantage is that sign being officially there because that means uh that these app companies that are sending traffic through there through the GPS I'm not sure about this but I believe the road is designated officially like that their algorithm Works a little differently um I'm not 100% sure about that so what you're saying is if somebody would say use Map Quest or whatever GPS GP yes it would tell them that's not a through Road potentially then and it wouldn't take them that way I don't want to say I think the hor is out of the barn everybody knows already that's the way to go to Home Depot all right any other public comment please come forward sign in Jam Central and I live at 44 County Road 519 right across the street from steppingstone school I've been there 8 years with my wife we have a 4-year-old daughter now and it's really bad out there we saw our first fatality a few weeks ago my wife came to look at the window and drive out of the house um in the past 8 years I've I've been out there Direct in traffic we have safy vest we have flashlights ready it's it's scary it's scary I have locks on all my doors to make sure that my child never runs out there we try to enforce that with our words but three weeks ago seeing sheep being put over a gentleman out there was really really tough um the day after there was another head on accident Garrett there went out there helped people get out of the cars it it's to the point where every time a car speeds by it's frightening um our neighbors mailboxes have been taken out the the light pose I mean something has to be done there it's really scary um 8 years over 20 to 30 accidents I mean we have people driving through there thinking this is a NASCAR race racetrack I mean and it's not just the truck drivers truck drivers are actually the slow ones we have these unexperienced drivers that just take that bend they have no idea what's on the other side of that b we have people coming straight down thinking that they can go straight through and not stopping for the oncoming traffic what can we do so nobody else dies I mean it's just sad and I we moov down here for the tranquility and it's just has it it's for for many reasons it's just not it doesn't feel safe commissioner Cur can you have your engineers look into that for us I write it down and you also are starting that commission to investigate traffic and create uh zero accidents in war County too Wednesday right yeah so I guess this would be good one for your list this is L Speeders I don't know how they do it without somebody dying before but and I give a shout out to the First Responders that night they did everything they could to help this young man or whomever it was the shess Impressions everything it was it was good to see that where we live at we respond well but having somebody pass away there was it was really sad and I just don't want to see that for anybody I mean just driving home at 10:00 on the Friday night we all want to get home if there was something that could be done just to slow it down a bit I echoing what he said there you know we've had I've been there about 6 years uh I got a three-year-old son myself there I'm right on the corner uh um I've seen my fair share of incidents and accidents in my time of being there um all sorts of stuff you have it from two fronts you have the excessive truck traffic the commercial drivers that come through um from 639 making the right you know going up in Alpha and Philipsburg a lot of times they'll over sheet that right turn there and then they're having a jack knife around that that Island there and that creates a huge hazard in its own right um uh and then you have the you know the dangerous Hill there um for all the accidents so there's sort of two fronts you know uh again I kind of bring this with a problem without any solutions to you guys unfortunately I was going to mention signs but at the cost of a $500 stop sign I don't know how that's going to Fair out but uh that would be on the county D yeah as mayor pointed out we have our former mayor and now the commissioner for the county here so it's good that he's here in this first yeah and uh you know you and I spoke on the phone briefly I appreciated that you know um not necessarily again looking for complete overhaul of the intersection or anything like that I think we need to do something sensible something small first about it signage would be the first thing to come to mind indicating that there is a dangerous curve or dangerous intersection um you know the head on collision where I had to directly myself pull these women out of these cars here which was wild um you know uh believe uh that the one woman was coming down the hill she went to make the left you know to kind of continue onto that access road didn't signal anything just went straight on and and that's what caused the uh the accident um so you know to have some signage at either end of those those points basically indicating you know dangerous curve dangerous intersection some to you know get the attention slowing down and the other front would be coming from 639 uh directing you know to 519 that that you know turn is coming up a bit bit sharper something like that maybe just slow the truck traffic down so they don't keep blowing and overshooting that uh that right turn there um but again you know coming to you guys just to put it out there into The Ether you know that uh something really needs to be done there it's just just seems like it's getting worse you know it just seems like things are getting escalating you know people are in a rush more nowadays you know and uh it's wild you know yeah and as I said to you in our conversation I'm hearing it not only from where you're at but on the other end you know as we going down into regvar um and maybe even a a stop sign at that intersection you know I know we were talking I said you know it's not feasible on 519 but you're talking about you know trucks overshooting and having to make a right so maybe a stop sign at 639 before you actually get into that that Island area so you're making a right that would I think naturally do it I don't know you know commissioner that's something that that could could help at least in that area and then you know to your point about signage and you know I guess it's funny because we take it from I come home from church that way I'm trying to remember if there's a sign there or not but you know there's nothing there's nothing indicating you know that you're going to have this uh dangerous inter or you know dangerous curve there to make that left you know so I just feel like there needs to be something there that kind of stands out that like if you're trying to make a left you need to slow down or you know you know what I'm saying to make that people come around that corner you have to time that because you know a big truck there's Str in some places that say oncoming traffic will not stop yeah so then you can y it gives you it alerts I drive a lot in PA for work and there's some sign up there but there's a stop sign right in front of our house and nobody stops there they they just blow right on they'll look they'll slow down and fly that's everybody get a little running start and they use that access road is like a launch ramp and then if it's all clear they keep going is there anything there we can do like the stop signs we could like take it yeah I I'll put like Speeders like it's not a straight shot problem is it's a curve curve right and again I'm not I'm not asking for extra police presents or anything cuz I know it would be nice it would be nice great but you know I know you guys got a lot on your place I understand that but you know I'm just looking to kind of just get the conversation is what it come down so thank you sure any other
