meeting with regard to Wetland mitigation um I have a copy here of the Port Orange comprehensive plan 2022 to 2045 and uh conservation page 8-8 goal number two cons cons a of natural environment policy 2.1.3 flood planes whose functional values have been degraded or destroyed through human intervention should be restored if possible through the public acquisition of historic flood plane lands and uh the next page it has uh policy 2.2.5 mitigation shall take place on sites or in close proximity or within the same drainage basin or subbasin in Li of mitigation requirements the city May collect a mitigation fee that will fund an offsite Wetlands mitigation Bank program and that's what I was referring to when I talked about a bank program uh this incorporate that into the loan development code so then you have extra money available to buy some of these flood prone houses thank you thank you Robert Tracy that was it yes okay Council comment ments uh won we start with Tracy so some uh information that Wayne delivered to me that uh I think is very very important after our last uh meeting that we had with everybody is dealing with the Sugar Mill incident uh we've got approval of uh two csos uh one being coming up uh being pushed through for Sugar Mill Elementary and the other Elementary School that was also a concern was Horizon Elementary uh and I know there's more to what they're working on just than that but that is one of the biggest things that I think we can do is is looking forward is how can we protect the kids in the quickest and the simplest way is making sure we have Manpower out there CSO option is a great option and I think uh as we put other things to that we at least have something in the works before August gets here um I know that was one of the big concerns is is as uh I mentioned before dealing with governmental and the wheels of governmental working slowly uh we have four governmental pieces to that puzzle um that Port Orange has step forward and has something in place as August gets here so that's that's something for the citizens to know is we we are not uh sitting beside the other entities and waiting that we are going forward uh to to work those things out um some other things uh last week with a Port Orange parks bonds and the fact support orange Parks bonds I think one of the big things is is when people go online they they see a snippet of information on the world of Facebook it's always fun to to read some of the comments of that uh because they don't go and they don't dig and they don't get the facts um the bonds projects has a beautiful laid out of every Park and what we're doing and one of the big things that was sticking out to me was is that the bonds initiative was not for Parks being renewed and they were beating it up that we're not keeping our Parks up to date kind of the hindsight to that it's Parks Initiative for this bond is expanding and revitalizing our Parks because of the influx of people that is coming into Port oranges our growth expands our Parks have to expand for those capacities uh so real quickly carassi Park the expansion is six multi-purpose Fields being put in a 5k walking trail being put in parking expansion because of the expansion of the growth Depot Park the experience of the Railway system inside Port Orange the structural enhancements for it that have to be done white Place Park one of one of the oldest Parks inside Port Orange uh revitalizing the tennis courts expanding a new playground that does doesn't exist upgrading pick a ball courts that is in that area it's what's happening with aging sides of the community that's a growth that has happened and it needs to be put into that area one of the things that I notice is that in my reading with white Place Park is dealing with the ball field some of the comments that came out was kind of I don't want to say humorous but it's it's humorous to me that people easily forget why are we taking a ball field that doesn't get used and turning it into a pond well two years ago we had flooding in that area so we're utilizing property that's part of the parks to have a new walking trail going around that park for family access to have a park to serve the community better to stop flooding in that area it's 2 years and we have forgotten why we're doing things for what we're doing Willer Run Park expansion two multi-purpose Fields with lights now with a new bathroom facility and then lastly but not the least by any means is the west side of the city the rec center 12,000 ft facility being proposed to be built it's needed so that segment I will tell you go online if you'd forget what I'm saying as far as it being the PO Parks bonds fact .c it's easy Google Port orang Parks Bond it's the first piece that comes up and you can go and do all your research not just listening to me about it last page promised so dealing with the community one of the things I had uh questioned uh by a couple citizens a while back I didn't take it to heart I apologize and I had my wife hit me with this one when I came back into town this past weekend so now I would definitely have to take it to heart I have to ask the city manager and the other councilman up here maybe I've missed something over time but when we deal with garage sales and I know I'm going to hit a sore SP here for some people garage sales and permits we go and we do and they do the permitting process if they're doing the permitting process why don't we have them allowed to have signage for garage sales and then within a 40 period of that garage sale date then they can take the signs down am I missing something on this one we also get those same questions about from Realtors with open houses as well okay that's that's been in my inbox more than once so my question would probably be between the city manager and the City attorney is dealing with signage if they have proper permits proper payments for those permits is they have a 48 hour period for signage if that would be allowed that that's something that's doable probably need some kind of ordinance change to be able to uh do something like that which would require all of us to discuss it if I'm not correct Wayne it is correct they're not permitted now currently they are prohibited as off- premises signs uh we recently switched the ordinance to comply with a recent Supreme Court case where we were content neutral on our regulation of signage so there's a bit of a challenge in allowing any form of sign off premises because you can't you can't say this type of content is allowed off premises I'm amateur attorney Matt will stop me if I go wrong but you're not going to be able to say you can have this type of sign and not some other type of sign out there because of the content so it's it's a bit challenging to to do that in the in the past it is council's Rule and and you can change the rule on your property if you so choose to do that you just have not done that in the past so we have not done it with open house or our garage sale signs but at this point in time given that the signage rules are are based not on content but on the safety factor of the distraction to the drivers and and those kind of things your your challenge really becomes more of how would you go about regulating it if you only wanted a certain type of message to be allowed out there in the rights away I think that would be the challenge for our City attorney to take a look at and bring back to us can you do that Matt yes great answer thank you that it for you y short and sweet to the point Scott what you got this week uh well before I go down that too far down that path I just comment U on Tracy's last uh item one of the one of the things from being tied to the city for three decades is you remember a lot of history and how you got to where you're at today and and one of the issues with the signs is is that it's very difficult to come up with a rule that works well in all the communities around the city you have some neighborhoods that have over a thousand homes and might be 40 garage sales in that neighborhood which means 40 people want to go put signs in somebody else's front yard and so that becomes a huge Challenge and then they don't go pick them up and things like that same thing yeah I mean that's and that was that was an issue that we saw in the 8S and the 90s is that signs from two weeks ago's yard signs yard sales are still sticking out on a corner of such and such a road in this place which is kind of the front of somebody's business or somebody's house or what have you so I'm definitely not opposed to taking another look at it and revisiting it but that's those are the things that we've seen in the past that have driven us towards having those kind of ordinances same thing with with the Realtors and I love them I mean I I it's great I get it a sign helps direct people to where they need to go but again in some of the communities when you're having a a real estate Boom the next thing you know it becomes the battle of the signs and every realer and with every open house the signs get bigger and and and they just get compounded I mean I've seen them in places they're not supposed to be now and there can be five six seven signs in those places you know and so I mean there's there's a history of it but I I I I would not be opposed at all to revisiting it and seeing if there's some some wiggle room there to make it I mean it's a great it's a great point I mean I get it um but then again you know 2024 everybody's so electronically connected to so many sites that I think people are accustomed to looking for that kind of stuff but um just wanted to comment about the May mayor's golf tournament I'm sure mayor will talk about it but just want to say great job to to not only our Parks and Rec staff that did a fabulous job hosting this event uh but also kimer Sports uh and everybody out at Cypress Head that was involved was a great weather day the course was in great shape uh I believe the number that I was hearing was raised close to $88,000 ni uh that goes towards uh funding uh Athletics for for for youth that are not financially able to to fund their way to participate which I think is a is an incredible opportunity and and an event to to raise money for something like that so just great job kudos to everybody involved in that event um just wanted to mention too that um this kind of I guess goes along with some of the stuff that the Tracy was talking about I appreciate you opening the doors Tracy by the way good stuff so um around the city I got to remember not to open with yeah right so um one of the things that's very and and it frustrates it frustrates us all and uh City staff as well and and but you know you have a you have a natural disaster you have a major event like a hurricane or a storm and and and just like it is with our homes not everything can get put back exactly the way as fast as you would always want it sometimes things will take a little bit of time to get to those things it's same thing with our city facilities some of our Parks some of our infrastructure some of our assets things like that we are still waiting on FEMA funding to to make those repairs and put them back the way they were um and people say well the city's got Reserve funds why don't you just do that well we do and we could but then if we do that in some cases we lose out on that opportunity to get that FEMA funding so it really becomes about weighing out the balance between a feature that may not be a critical part of our infrastructure having to wait a little while to make the repair to put it back the way it was which would be a nice thing but not a critical thing so we try focus more on the critical stuff the infrastructure um get that stuff taken care of first and then also try to secure as much of the FEMA money coming back to the community to maintain those healthy reserves without depleting those unnecessarily so there's a balance going on there and that's what that's about we still have you know here it is uh June 2024 and we're still doing some of that from the storm of 22 um but that stuff is on the radar and it is always moving forward and and uh if you think municipal government can move slow then we all know how slow the federal government can move at times so um but but those things are going to be taken care of um speaking of events in in public places we got a great event coming up here at city center for Fourth of July um so really looking forward to that um I know uh councilman Foley this year is responsible for the weather I won't be there so he's he's he's he's guaranteed he's already bailed right he's guaranteed good weather event and uh three years running I won't be right there'll be lots of great stuff at the Port orang City Center live music food trucks all kinds of events for kids and things like that so I hope everybody will put that on their calendars and come out to city center on July 4th for that that's all I got here okay Drew what you got nothing really me he he addressed the 4th of July so I just want to apologize for my absence June 4th and uh for missing the mayor's golf tournament had a few things popped up that needed attention so that was it I couldn't attend very good mayor what do you got well I gotta go to read first sticks me with the weather doesn't want me to have comments man Scott I thought we were friends no I too I'm sorry I missed the golf tournament I was really looking forward to to defending my title that me and Scott and Bobby and Ian had earned two years ago but alas my work schedule didn't allow it um I just want to say thank you uh to the valua echo board for that $150,000 um that we we applied for um I know there's a lot of projects that they review um I'm also appreciative for all the effort the staff put in to apply for that and to apply for these other two that we approved on consent um it's always great when we can take you know uh funds that are available like that for projects that that fit the description and then uh enact them and bring them to our resident so I thought that was awesome and uh otherwise I good to go all right well I will mention certainly mentioned the U mayor's Cup this past weekend the mayor's Invitational uh Cypress Head was in terrific shape it only rained on one hole which uh actually was about halfway through the tournament so it was like a quick burst of relief and then back to it uh but the real winner in that is certainly I gave out some awards but the real winner is that we raised $8,000 from that tournament and what that does is allows our parks and wreck program to serve everybody you know I've always said I don't care whether you're age8 or age 80 I want there to be something for you to do in the city of Port Orange and because of that tournament we have the dollars to make sure that people that can't afford to fees to participate that those kids will be able to participate they'll always have a home here as far as I'm concerned and I think that's important because I kids that stay busy tend to be NE Knuckleheads a little less often there's no doubt about it and they remain engaged in our community as they grow up so that was absolutely a win and I appreciate parks and wreck and I appreciate uh the staff at cyers head for putting on a terrific tournament it was a lot of fun and then of course Scott you mentioned Fourth of July uh everything starting at 5:30 here at City Center culmination with fireworks at 9:00 but starting at 5:30 a kid Zone live music food trucks a beer garden classic cars and plenty plenty to do here in a very familyfriendly atmosphere there are thousands of people here uh we're all friends with each other whether we know each other or not because we're all friends and Neighbors at in this town and in this uh community and in this country so I look forward to seeing everybody July 4th here with that special reports art housee annual update the thing that the entire two front rows taken up greetings everyone my name is Lori Gan ring I'm currently the president of the board um although I started way back in 1995 or so with it so and I'm very proud to introduce our executive director Cameron Vincent good evening mayor city council we thank you for allowing us to be here I'm representing art house foundation located at 4655 City Center Circle Suite A right next to the R I like hearing that address yeah that's a nice little change yes it's it's wonderful and um it just keeps filling us with blessings and we're grateful so Art House is a nonprofit Outreach and Community Arts Center below you will see some of the logos of our partners around the town and of course front and center is the city of Port Orange serviced by the numbers um we serve 62 public school art programs 104 valui County art Educators 16 municipalities 131,072 42 in art supplies and equipment was raised for valua County Schools art classrooms um 9,545 in tuition and supplies based Art House scholarship for kids that can't afford it we have 1564 children attending Art House classes and camps and that was with a shutdown for 6 months these numbers have increased and I won't go through all of them they're in front of you but these numbers have increased dramatically and we were only open for 6 months last year it is a wonderful opportunity for us and we are very grateful I know gentlemen you are men of numbers and you yourman of quality so I've broken this presentation down into Community impact and economic impact $138,500 in free gallery admissions in our art center and art gallery that's 1,852 Gallery attendees in two in 2023 that's only if on average we charge $10 per person um that is a lot of free gallery viewing for our community Port Orange Community centrally but our community especially for those who could not NE necessarily afford it $7,250 in art scholarships for Port Orange students ages 10 through 18 $18,900 in Outreach art programs for underprivileged at risk and special needs youth $945 students at $20 per lesson Gallery attendees in 2023 at $10 each 23,000 and $649 in free community programs chalk art competitions free youth art stations adult painting classes at the Port Orange wck so much fun 1,543 Port Orange children enrolled in classes and camps educational development for 21% of Port Orange families in a safe and creative atmosphere to inspire [Music] growth I had to give you some pictures because it's an abstract thought until you see those kids kid faces art houses 2023 Port Orange economic impact tourism an estimated $175,500 in nonresidents Port Orange dining and shopping our art exhibits our opening nights are being attended by more and more people thousands of people throughout the year those they're from 5:00 to 7:00 at night those families don't drive back to town don't drive back to their home and then go cook dinner they stop in Port Orange they eat we they ask where a good places to eat if they're from the other side of the county they shop especially around Christmas time we have the Pavilion right there that's income for our city 83% of the families and gallery attendees go out to dinner it's a lot and that's just based on a $15 meal choice or purchase we know what this economy it's a little more expensive to eat out for her family camps and classes an estimated $55,000 in classes in Camp tuition money spent by families in Port Orange throughout fuia and income generated by free art housee programming at the Port Orange Rec Center murals and art classes partnership with the city of Port Orange which we are very proud to have the rec center Echo art support art house now provides adult painting classes monthly at the recre free of charge these classes cost cost $10 per person with funds going to the rec center and its programming and we are happy and and honored to be a part of that Rec Center murals art housee provided the rec center with three murals and vinyl lettering of the rec mission statement and slogans prior to their grand opening and W camps this one is just last week Art House provided a free interactive art project for 120 summer camp children at the wreck on June 12th it was hot but it was fun they learned to about uh Jackson Pollock and action art and they had a blast Art housee Partnership with the city of Port Orange we campaign your bond program there's a small flyer quarter page that goes into all of our all 438 campers bags with their artwork at the end of each week um at the end of the summer it will be 438 we share it on social media and we post the signage and the sheets on our door at our entries it is important that we help support the city of Port Orange in their Endeavors especially to keep our wonderful Parks and Recreation programs up and running our 2023 annual report so comparment statement of activities um fiscal year ends in December 31st standard fiscal year I have the numbers for 2023 in 2022 um you will see a a large cost for the um secondary moving and new facilities expense um as far as extra salary facilities and Equipment total transition um expenses and that doesn't take into the account that we were shut down for 6 months um so lack of Revenue in that but we still rallied strong through our board our amazing family members and students and we were able to provide our programming um last year we were under a bet we're making that up it was never going to be easy for this transition for a Grassroots non profit to move into such a large and wonderful facility with one and a half employees and we did it and it's thanks to the help and generosity of the city of Port Orange here I have our balance sheet and p&l budget performance for you to review and this reflects the numbers on um income versus expense and where we sat at the very end of the year we thank you art housee is so so very grateful for the opportunities gifted To Us by the city of Port Orange in return for our City's generosity we would like to offer the gifting of another mural this is a mural for the Downunder plan this is for the columns we tasked our most talented student artists to develop a mural design for the dun lot and pillars on the Down Under side Morgan cypel a 14-year-old student at Spruce Creek High School developed this design using our required themes of simple striking aquatic and Port Orange art hous has confirmed with Port Orange Community Development director Tim Burman that the concept developed by Miss cypel and the art housee are fdot compliant estimated cost for the skilled labor supplies and equipment for art houses proposed down under column murals averages out to a gift of $2,399 70 and I've broken those figures down for you and that is um with our liability insurance to cover the activity of that so the city orange does not have to take on that underwriting um we will be using Sherwin Williams if approved we would use Sherwin Williams resilience paint which is the paint that Disney um uses on their outside attractions um it is also the paint that the city of newa beach uses on their murals underneath their Bridges and canals um that's two coats of primer and two top coats it is graffiti resistant it is UV light resistant and it is very simple and easy to maintain and to keep up with for any parks and like any utility workers to keep up with this if you'll notice below um there are two beautiful little fish sort of stylized sheep sheep's head um coasting on some waves with the sun represented by an orange behind those waves the aesthetic of this of the Down Under restaurants and businesses they're developing this is this is following the status quo of national trend and murals especially on the coastal areas and um I think it's bold and I think it's striking and I think it will brighten the area we also have um some generated images of of similar of what they would look like these would stretch along the bands of the pillars underneath on the down unders side um starting with 7t in the air to or 6t in the air to about um 10t in the air which would also sort of avoid a little graffiti um they would be completed by Art House Executive Director Cameron vinon that's me um and two to three professional artists over a thre Monon period in the winter and spring of 2024 and going on in 2025 we would like to propose an additional mural plan for the city of Port oranges down under plan this plan would deepen the partnership between the city of Port Orange and Art House for years to come and it would save the city roughly 130 to honestly 100 $80,000 this plan would include a continuation of the mural theme throughout the sidewalls and underside of the bridge on the down Underside as well as matching column murals across the tamoka channel and on the other side of the dun loten boat ramp the project would take two to three years to be completed in segments in return Art House would ask for a utility abatement for 4 years and to be transferred from a license to a lease agreement for the reain remaining of our 5-year rental abatement with an additional two years added at the discretion of city council and St staff um our annual utility rating is around $6,000 uh 12% of the W ouse facility consumption per year even after art House's utility abatement this agreement would save the city of Port Orange roughly $141,000 in the murals proposed and its Deck Down Under plan Art House has contacted five now nine High Caliber mural artists in the vui valua county and surrounding areas to generate an average scale of Labor estimates needed for this project the average of those figures are outdoor mural per hour per artist $75 to $100 per hour outdoor mural per square foot per artist $30 to $75 per square foot square footage of proposed mural meeting the outline in The Deck Down Under plan estimated 5,32 square ft if you go at it for an artist that's uh charging per hour one average it's $150,000 estimated cost for the square footage at $30 and these are both with the low rung figures 1 15,9 this is all without insurance supplies or equipment and this is not taken to the account um boat Transportation needed for the center columns along the tamoka river the pro proposed aesthetic obviously we would work with the city of Port Orange and find a design and aesthetic that you approve of and would like we wanted to focus on local Wildlife um very stylized bold prints and bold coloring with the water and the oranges so that the orange really shines ties in with the city of Port Orange along with uh few snook maybe a group or to a sheepy we are art house foundation we are proud and grateful to be partners with the city of Port Orange before I step down and before we finish I would like to say um we do have a plan for next year and I wanted to reveal it here art housee will be expanding our service um to all Arts Visual and Performing in the spring of 2025 we will have music lessons choir lessons drama clubs um we will have bands and we will have theatrical Productions developed and made at Art housee to be presented and opening nights had at the gym we hope to bring this Community Arts Center into the Forefront of the city of Port Orange and we hope that people come from miles around to be a part of it thank you thank you wow outstanding wow well first of all back up to the agreement part of it Wayne and certainly would charge you to working out the details on that so we can bring that back to council so that we can have a discussion and and and formalize that uh but uh as far as I'm concerned about that I'll say Wow to that too um it is absolutely wonderful to know that we can beautify that area area down there with local flare with people who are invested in it locally uh I know that you'll be emotionally invested in it as much as far as you taking on more are you sure I mean you're already working 26 hours a day but wow that that's absolutely exciting so let me go up and down here because I'm sure we all have some similar emotions that we want to share in any questions uh Scott you want to start I yeah I mean I I love it I'm so I'm I'm a I'm a huge fan of the water I'm down in that area all the time I I I'm blessed that I get to travel around the state quite a bit I love when you go down to a lot of places like Southwest Florida south Florida S I mean I love the murals I love them I love them I love them I love how they if it's flat and they find it they're going to it's going to be a gorgeous mural I think it's great we don't have as many of those kind of places like sides of buildings and stuff like that but but the places we have those especially on our East side of the city I'm all in I'm I like I think it's great I wish we would have had those kind of things 20 years ago um but I love it by the way great design young lady awesome I love it I mean I I right right away stand up stand up thank you do great great design and and and and I will I will confess that when I look at Art I probably can't articulate what a lot of you would articul ulate when you see it but right when I saw it I knew the orange represents the sun like I was like oh that's cool that's right that's awesome so um great job I I think that will resonate uh that design is is fabulous so great job I can't wait to see that up there on cuz man when you go underneath there I mean don't get me wrong it's beautiful the mangroves and the birds there's as as as people say right it's in the eye of the beholder but there's so much canvas down there that that really could be taken to level that provides a totally different experience for people that are going to be in that area that I really think it'll it'll mean a lot and it will resonate a lot to them so great job I like it drew well done outstanding presentation outstanding concept outstanding artwork y'all starting tomorrow done by Friday right would would I can't wait to see it it's outstanding great job Trac Cameron we've talked many of times about this and when you showed me the first clipp of that three weeks ago so roughly then you told me Miss Morgan did it and she's 14 years old I was like I can't even draw a stick figure you know just just amazing talent um every time I walk in there and see what is up on the wall it's just spectacular that we have youth of all ages doing that um I wish they even had 10% of their talent would be just incredible to have um but I think you showed yourself short you know 6 months $170,000 in the economic plan uh to the city at $15 ahead I think all of us will agree that 20 $25 is probably where it's really at if I split it and go $20 economic impact that's a quar million dollar quar million dollar that's that's what you got bring that was in a six Monon period six months six months4 million do it's only what's measurable yeah half million dollars for the year I think uh what you guys bring to the table and what you have done already for Port Orange is amazing and I just I'm just blessed to be up here to see what's going to come in the future so thank you Reed yeah know was awesome absolutely um Morgan way to go that's cool you know um I think it's important especially what you guys are doing because arts arts to me teach kids to dream you know and that you don't have to necessarily do this or do that there there are dreams out there that you can follow and you can chase and you know um I think that's so important to to instill in our youth uh someone instilled it to me and I chase them musically so it makes me really excited to see you guys are going to get into the performance side of it I'll be heavily watching that one obviously um and then 1,500 kids $7,000 in scholarships I mean it's all just just just great great stuff um I'm just curious um so 2023 you had the moving expenses obviously it's 2024 how is that looking financially for you guys so far off to a good start or you're about halfway through that year now we we are off to to a good start um it's a lot of the the cost of last year we've also absorbed into this year um with our growth and programming we desperately need to add another one to two staff members so we are hoping um to generate funding this year to begin that process as well um it's it's kind of hard to keep up with the demand I I don't think we've ever had this demand before I've never seen so many people in our Gallery we get thousands of people a month in our Gallery just to look at the art it's that great location you got incredible Wonder yeah you got incredible visibility now incredible it is absolutely no but seriously I you know look forward to you guys working with staff and and bringing the proposal back to us so we can actually discuss it and um thanks to everyone from Marth house for being here because I I mean I think it's so important to the community what you guys are doing and I can't wait to see you transition that from being just a visual but to being the other areas of art that excites me a lot it is great to see that when you show up to give a report that so many people sit behind you to have your back it's uh it says something for the quality of what you do and when it comes to a community we talked about certain specific measurables in this report and there are some things you can't measure you can't measure the the impact you have on kids who grow up to contribute to our community you can't measure the quality of life improvements you're giving you can't measure how months later I can be in my office back here and see somebody stop and look at the sidewalk chart uh art that was there created months ago and enjoy it and then you know and then they pass on and then all of a sudden they stop again to look at the next one um I've seen you in action inside and outside the city and it's fantastic and we are lucky and blessed to have you uh and I hope you feel the same about us because uh this has been a terrific relationship over the years Lori and I had a side conversation before you arrived since you arrived early for the first time ever for something my whole life and and the you know basically it's like you know T being able to take it to the next level and you have but and what you've shared with us you're taking it to the next level yet again and yet some more and uh C we want to stand behind you with that because what you give back to us in improving the quality of our community and with our children and the like uh you know taking them into your hands uh you're the hardest working woman in art yeah we appreciate you and Wayne you have many free golf lessons we given away feeling a second place tonight but you know go ahead Jeff's like can I go first next time yeah good evening mayor uh members of the council I'm Jeff Dayton general manager at Cypress Head Golf Club reporting on behalf of cypess said and keer sports um had a great tournament Saturday uh Mr Mayor was your last tournament so glad we pulled it off good for you and uh staff did a great job we the man held up for us uh and uh the course is looking great Darren is doing a fantastic job with his team and uh I think I've only been here 20 months but the course has to be looking the best that's ever looked I was concerned now of course I was out there 10 days ago and saw it but I was concerned as dry as things had been but man I I couldn't tell it not not with what you guys have done we've got a good team they've been working hard so little rain wouldn't hurt but uh for sure not too much but uh just reporting on Cypress said you know through April um you know we're still financially trying to catch back up from a from a very poor winter weatherwise so uh we're still behind the eightball uh on the bottom line um but nothing we don't think we can recover from uh we're having a great tune and we in the next three months we'll be able to recover and hit our budget so um we've hit through April we we hit $1.5 million which is under budget by about 46,000 and that's that equates to about 3,000 rounds that were short because it's several months in a row of really poor weather in our in our peak season um we are managing payroll well it's under 34,000 operating expenses are within 10,000 so we're managing close to that on that um and our rounds through April are just over 30,000 um which is uh under budget by 3,000 and under last year by almost 2000 so we're we're golf's still very popular just the weather impacted us SE severely uh uh in the in the winter uh the team's doing great our net promoter score which is how our customers grade us are high they're 20% higher uh this year over last year the conditions the The NPS score is 88.6 which anything close to 90 is really really good uh 70 is our company's Benchmark for all those scores we ENT air8 greens a few weeks ago obviously you couldn't tell the course is beautiful um car path repairs began which is a blessing a lot of people have seen that so we started that on number four so that'll be going on for the next few months and uh shouldn't be too intrusive but we're looking forward to the finished product there all the homeowners with their own carts will be happy too so um as far as marketing goes that we're we're still marketing the fact that we are 20th ranked in state of Florida through uh golf pass and golf now we are uh in the running for the uh best of alucha again for 2024 and we're pretty pretty confident we're going to win that so we'll be sharing that news uh soon hopefully awesome we are targeting uh Orlando more as a market uh as their t- sheets continue to fill up and and Port Orange is not that far away and we're much better value for the for your dollar here and we also are still continue to Market our Pass Holder programs to Wood Haven and and the other uh um surrounding developments we have uh sold three annual passes in the last month so uh you they'll continue to grow as far as uh giving back to the community we did have a folds of Honor uh hero 100 golf Marathon last month which I played 100 holes couple of my younger assistants didn't quite make a 100 you know but they uh we played a lot of holes we raised over $4,000 for the folds of Honor which is a great uh great cause to help uh scholarship money for families of First Responders and and service men and women so that was a great thing we'll continue to do that every every year this month we're uh is is Player Development month for camper Sports there were we we develop players every day every month but June is a designated month where we really go hard and heavy with uh clinics junior golf camps and promoting golf lesson and and throughout the company so we have two Junior camps this month and we're uh doing our tip Tuesdays on social media and that kind of thing so basically the course is doing great uh physically we just need to catch up a little financially so we'll be doing that this month in the next couple of months and that we expect to expect to be in good shape come September uh bookings are pretty solid the tournaments will be a little like the next couple of months but uh they have been very good and uh customers are happy and we're in the black I hope you're all happy we certainly appreciate the support we get from the councilman from from the mayor so really appreciate that Council any questions not a question just a quick comment I noticed in the uh in the tournament this weekend there was there was quite a few younger golfers than what I've seen in in the past you know a lot lot of a lot of golfers in their early 20s mid 20s and which I think is great because you know that really like you're talking about the popularity of it and getting those Next Generation in there helps the sustainability to for Cypress Head to be a great course at an asset forever and it was was actually it was noticeable you could see it and I thought that was great so yeah and we're trying to Market you trying to Market to all yeah you know players but uh it is a it is a growing segment you know one of our hashtags if you will is make golf cool so we're trying to you know bring golf to people who wouldn't think golf was cool like football players basketball players what have you people that don't think golf is cool were trying to make make it seem more cool and and grow the game that way so AB any other comments appointments interviews and reports evening Bobby ball the C for the TPO we had our uh regular monthly meeting today and uh minor updates to the tip and some the normal stuff but at the end of the meeting I asked about um how the TPO can help the process with regards to the school safety and the reviews and things like that that are going on and um uh Colleen indicated that a few years back this uh TPO was involved in some school safety type analysis and programs and uh they have some upw money that's available if we want to pursue that and have a a reanalyzing of those reports to see if we can get them updated and so um uh basically in two main areas walk zones within a 2-m uh radius as well as intersection reviews of the actual intersection of the school so um basically I think it's up to maybe Tim and I to to make sure that's uh something that we ask of the TPO to do so um just an FYI that we did that um and then um as a followup to that uh it must have come up during the technical Coordinating Committee as well uh because Sean Finley who's a personal friend of mine from high school he called me director of Public Works in Orman and he offered to be part of the East Sol the traffic safety team be part of whatever Communications you might have with uh with the TPO or other cities to um to try to make sure that things are better for the schools so um I'll pass his information along to Tom uh and then they can talk at their level so okay sweet anything else any other questions or comments for Bobby no that's excellent I uh good stuff I actually spoke to Colleen as well during the executive meeting shortly about that so I think that that's going to be top of mind for them for a lot of for not just our schools but for all of them to see if that's not a good Florida I'm speaking on behalf of the golf Advisory Board um I think most of my presentation the mayor and uh Mr ston have already given so there's not a whole lot I can say um actually there's a couple of things um Jeff has been a a uh I don't know an angel in disguise relative to to managing that Golf Course um and we're starting to see some recognition from keer uh they are ranked in the stable of excuse me uh the stable of uh their golf courses he's one of six that they have started to recognize is kind of being The Benchmark for how to run a golf course and how to how to make it be profitable um and I've played a couple of other courses that they're in that top six and I can tell you our $50 for reporter in Resident versus the 170 for some of these others really makes it it it's unusual you see that kind of disparity and yet both of them seem conditionally to be equal um the uh is we've all said the course conditions are probably the best ever I've uh a number of residents within Cypress Head have lived there for 20 to 25 years and say even when the course was new it wasn't as good as it is now so it really has gotten a lot of improvement I think you both saw that the um the car path improvements on number four it's almost like driving down a highway now I mean it's amazing in fact I was saying maybe it'll keep people from using the Fairway instead and use the cart path as they're supposed to cuz it's so much smoother it's just incredible the uh the clubhouse Pro Shop continues to have lots of options lots of clubs you can't if there's a golf item that's not in there I don't know what it is they just they seem to have everything reasonably priced if you start comparing things and and they will uh you know deal with you you're trading in clubs they'll give you some a break on the on the price of the new product that you're trying to get into um the employees players assistance uh very nice Hing out water when it's hot ice towels uh that they bring around when it's when it's warm um even the people the the maintenance people who are doing the Mowing and trimming they'll stop if you're golfing they'll quit shut the more off let you hit move on and then they'll go back to cutting so there's some courtesy that's really been engaging and it's great to see that kind of activity the uh he talked a little about the kids programs the one thing that impressed me at our last advisory meeting was the the marketing concept that they've they've gone out with um uh Leslie I I don't remember what her last name is she's actually branched out and said you know the people in Orlando will come here to play because it's 94 degrees in Orlando and it may be 88 degrees in in Cypress Head and pricing wise we're more competitive than they are so you know let's get a little cooler weather let's get a cheaper price once they come here they're hooked it's you know 45 minutes to get here from Blake Mary let's say and and they get a c it for in their case $70 60 excuse me um they're playing a much nicer course than they can probably play at at the AL aqua and some of the ones that are over in that area um he's correct they we were a little concerned at the meeting about the financial strain that we've got right now and it's part of it is because we did so well last year we were at $100,000 to the good this year we running about 46,000 behind and he's only got a few months to make that up because September is the end of their fiscal year so we'll see what happens between now and then he seems to be optimistic we've checked pricing and we're competitive with area courses so it's not like they've cut their prices for the summer and they don't need to because the quality of the course demands the pricing that they're paying so it it's been a a good let's see and beyond that I have nothing else yeah yeah anything you mentioned merchandise sales the and although they're running a little behind in year-to date merchandise sales are well ahead of last year too so merchandise sales are phenomenal yeah I mean particularly since Jeff came into play I mean it it's like quadruple what we were selling it you know 2 or 3,000 a month he's doing 16,000 a month so it's just it's a phenomenal difference and it's higher pric products amazingly it's the shirts are a little more expensive but they're higher quality and people are willing to pay that the thing is he runs and you you saw when you people with there right they had the discount rack out front so you know if you want to get a break in a price and you get a size got this baby right here you got it right there there you go okay got off the discount rack hey yeah well you know I that's where I go first nope not at all I love a good deal any questions comments no I I thought the I thought the facility just by and large looked in really good shape and and and I appreciate you mentioning the work on the on the cart paths that was very noticeable oh yeah it really you're not getting your teeth Jarred anymore so well there's still a few we got to get unfortunately we're not going to get those sand traps this year they couldn't get the right person at the right time so that's really going to be pushed out I don't know if you've been made aware of that yet but uh they're going to continue and get all of the concrete work done so the cart pass will be improved with the sand traps will have to be delayed until next year got so uh that's going to go that way there was one other thing I just got a thought I don't use the sand traps anyway no I was just going to say something about that's true yeah yeah we mentioned our golf ad board the role it plays what we're talking about with the cart path improvements that was work that the this advisory board's done in the last couple years to push that yeah and make that a priority so I mean they're not just there for oversight things are making a difference yeah it's it's yeah it's a great Improvement oh I know what I was going to say the food for the mayor's tournament I thought was as good as I've had from that facility which I think is not I know it's it's not part of the golf of Advisory board right but it's when you're a golfer you're not separating those two entities you know I'm here at the course they're all one happy family as far as they're concerned I didn't have to break my diet to eat there the MDA previously already allowed the off-site signage um in order to fit the six tenant panels for all the tenants in that in the um in the PCD that additional square footage is necessary because we and I don't know what year that setup went in 80s or 90s I don't know but it's been an issue and I don't want this project to be targeted because of that issue it's clearly an issue prior to this project that that land's been vacant 15 years it's it's not no doubt it's it's absolutely one of the worst intersections in the city yeah so it's good that we have that on video Tim just mentioned we have it as already out there in a TPO project looking for feasibility possibly this year so it's already already already underway yeah I'm glad I'm glad that recognized but we just would appreciate your support and it really just kind of like Penny said it gets the document that was approved actually functional within the sign um program and um you know I think you see us moving along we're um looking for September 1st turnover of our spaces to our tenants and um we feel like we got some momentum down there so we're happy than appreciate your Brandon I I did notice uh driving by on Father's Day that they were out there working on Father's Day there were there were at least six or eight guys there working yeah Sunday yeah we we feel like it was a slow process getting rolling but these last two three months have been um we've been rolling downhill I think and um we I actually talked my wife about that on the way down here I think you know we've had some Sunday work and Father's day was one of them they were there um we got multiple Crews on site site guys are committed to being on site and finishing the project once you get on site it's nice to see them every single day so y are you getting pretty good interest already in in possible tenants yeah and actually I apologize to Lance I didn't lie to you a couple weeks ago because I was asked do we have tenant sign on a Thursday night for Planning Commission and at that time we did not have anybody signed but um shortly after that um we have signed foxtail coffee to the encap drivethru um which is um they have 75 or so stores they have 100 of them in the pipeline um and we have signed the Unit 102 is um axi and Bank they're going to come out of Walmart to come to the retail location um we have a letter of intent I can't name the company because we're still at a lower level but a letter of intent in for unit 104 with a food user so we have we have think we have really really good activity and kind of got some good momentum going great yeah outstanding Brandon as a as a business owner signage is everything and I get it so clean sign getting it there to to get people to see and understand what's on that corner is crucial so i' I understand that I appreciate and I don't I think they I we're not asking for a bigger sign we're asking for bigger panels within the existing sign size so that maybe just a little Development um the S property is located on the south side of Taylor Road just east of the b19 canal and as indicated is part part of the timira shopping Village MDA um back when this was initially established the uses that were put on this property were for office res or office uses some commercial uses um going back at a couple years now the property has been purchased by a um new owner that owner is looking to renovate the existing single family home on that and make that his permanent residence therefore we need to do some cleanups on this property um first is to amend the MDA to remove the commercial uses as permitted uses establish single family home as a permitted use and establish setbacks in case the home is need to be rebuilt for any breathing those setbacks are there so that's part of the MDA amendment in addition the existing future land on that property is office residential transition so of the 1.7 Acres we are changing the office residential transition portion which is about 7 to rural residential which is supporting the single family home on the property there are or there is conservation future land use that's not being changed with the application that will remain conservation areas are not being changed at all with this process um so staff is recommending approval both the small scale future land use Amendment and the MDA Amendment thank you Jim Council what kind of questions do we have uh I I think I already know the answer to this this reduces the maximum density available to that property correct by a lot yes so that is consistent with usually Capital Improvements streamline the provisions by which non-residential developed properties may receive credit against against the amount of the storm water drainage utility fee as a result of onsign storm water retention facilities and describe the authorized uses of storm water fee proceeds providing for codification providing for repeal of conflicting ordinances providing for scrier errors providing for severability and providing for an effective date move to approve ordinance number 20241 second a motion proper second the item is open on the floor for discussion Wayne here to recap for us please yeah I'll go over the the general uh summary of what this is if you have detailed technical questions staff here that can answer either Financial or or engineering related questions but basically last year when we had raap Talis come in and study our utility fees one of the other things they did in addition to just looking at the fees was looked at the actual administration of those fees how did the ordinances work how did we collect them so they they were looking at the full system of how we charge for our infrastructure and they had identified some areas under the storm water fee that really needed to be updated and streamlined uh fairly consistent we know you you remember in the past we've had changes to our utility fees that were overly complicated one point we had like 50 different ways to pay your water bill we've got that down to eight when we go to Five at Tyler they came across similar things in storm water that we used a term called single family unit which is nobody uses that term equivalent residential unit is the standard across the country so if you want people to know what it is when they're coming here that's what they're used to seeing it doesn't materially change how it's done it's still based on 3,50 Ft of impervious Sur surface it's just using the standardized terms that people are used to um one of the things that we had unique in this fee is that it was calculated uh using that eru or edu uh with a capital facility component so there was if let's say if you collected $100 from somebody about a third of it was restricted to only Capital Improvements and the other two-thirds could be used as as however you chose to use it whether it was admin repair uh any of the the formats that you would want to use it I don't know why we put that restriction on ourselves it it it doesn't need to be done so this amendment will allow the entire fee to be used in the budget however Council sees fit so if it's a big Capital year you put it in capital if it's a year where you need to buy cars or trucks you may put it into Fleet instead but it it allows you the flexibility again that's not something that we see in in stormw water fees anywhere so that's a a fairly common change to do that one of the other big changes is there's a credit section in there so if you have older properties that are non- single family so apartment complexes or or anything that doesn't have storm water on site there's a credit program that allows you to to save some of the money on your fee if you do something to improve the drainage in your area so in the older parts of town it's supposed to be proportionate to the amount of runoff that you hold on to your property that's not being done and it was an incredibly complicated calculation that I'd have to read the ordinance for two hours to figure out how to tell you how to do it we've had that in place since the late 90s and it's only been used five times because it it's very difficult so it's not encouraging people to upgrade their sites because I don't think people can understand how to do it so this ordinance greatly simplifies it instead of being a proportion of the capital facility fee based on five categories of percentage it's a really complex formula they essentially shrunk it down to three categories of of how much of your runoff you retain 25% or less 25 to 75 or 75 to 100% And based on that you get a percentage off your fee so it's really streamlining it it will help us tremendously as we go from where we're at now to our new enterprise software Tyler so that we can put this into the Tyler system and autocalculate so you you know some of you have been around a long time you know we had building issues in the past where things had to be manually done and this will greatly simplify and and Minima one there will be less confusion and it'll be much more likely you don't see any errors in the building process going forward so these are again modernization streamlining clarification changes that was really fun reading I thank you for that by the way um but uh beyond that um I appreciate the fact that uh anything that we can do to spend this many words to actually make things simpler it seems like government at its finest but it's true I appreciate uh the effort that was put into that uh with that uh does council have any comments or questions the city manager and his staff I I would just comment that I think the the flexibility in the revenue is is something that is really important because the one thing that that I've seen from being on Council for so many years I most all of us have is that you know you take off down a certain path but yet you don't know what's coming and when you have you know to give our our residents uh the flexibility to allow us to make you know whatever decisions in their best interest is is really good be a good thing so as we um have the flexibility to respond to needs yep for sure would anyone city manager report I have to break the the chain and but I wanted to just reiterate something on the the consent agenda tonight sometimes it's a lot of contracts where actually it's money you budgeted but it's us spending that money as budgeted tonight there's a whole bunch of other people's money that we're leveraging so $15 million for the the wastewater treatment plant upgrades and about another million in three Echo grants some we've already received some we've applied for I know as as councilman grubs mentioned the the some of the the Facebook chatter on what's going on with the bond every now and then you'll hear a comment about this is this replacing our responsibility to take care of our parks along the way and as we talked about last week during the CIP for the upcoming year you saw several capital projects included in that out of our regular taking care of business with our Parks you heard about the golf course to today you you heard about uh the these three grants are the same thing so we are consistently investing in our facilities to maintain them and take care of them and modernize them as we go forward the bond from an informational standpoint adds capacity as as councilman grubs mentioned that that we have heavily used fields and the capacity is not there for the demand but we are doing our part in as far as ongoing maintenance out of the regular budget and the regular operations and this leverages additional funds so that it's not all just on the taxpayers of Port Orange but the the rest of the community the state and in some cases federal funds that help us pay for these things so it was just a particularly big night when I was on the radio station wsbb this morning talking to Amy that was one of the things that I was making a point of it was a big night for us getting other money to help Leverage The the tax base that we have here so that we're we're doing everything we can to maximize what we can do and minimize the cost to our own residents thank you Wayne good word city council committee rep reports First Step shelter uh I'm happy to report in some ways I'm happy to report that uh the shelter is at or near capacity and is actually uh we're kind of looking at the ways that we can move things around to add to what we already do there uh the best news is is that those that have gone through uh First Step shelter and come out of it into housing we have a 90% success rate with keeping him in housing two years later so the shelter is working I appreciate that the shelter's also recently added the last few months new Samona and now the land as uh Municipal participants and uh I've mentioned this before I'll mention this again um when we originally signed on I believe in 2019 for our $35,000 commitment uh that number has not changed and I I really feel like we're falling behind particular particularly because we utilized the safe Zone and that was not there when we first signed on and we also know the cost of providing Services have not changed or have not remained the same I wish they would haven't changed but have not remained the same The Last 5 Years as we have gone through a little inflationary period And I would like Council to consider upping our contribution in the budget cycle from $35,000 to $6,000 per year but we will be discussing that when we uh roll out the budget uh for discussion uh next month for AR South Daytona Chamber of Commerce uh just wanted to mention that coffee and connections is coming up on the 27th normally they have the morning mix and mingle on the first Friday of the month which would be July 5th because it's the day after July 4th they're actually going to do that on July 12th uh next month uh we'll be meeting with their chamber reps uh I believe at uh the end of next week and then I'll update you guys uh on what's to follow did want to mention that also tomorrow City Hall is closed because juneth has been declared a national holiday and with that a proclamation of the city of Port Orange whereas the United States of America was conceived in liberty and dedicated to the proposition that all men are created equal and whereas our sacred Freedom freedoms must be exercised and celebrated with a hallowed memory of those and how those Liberties came to be whereas our history as a country and a city detail our dedication to freedom and liberty for all and whereas the city of Fort Orange was founded as freemanville on the hopes and dreams of formerly enslaved freed men and whereas on June 19th 1865 the Union Army arrived in Texas to ensure all enslave people were were freed over two years after the emancipa Emancipation Proclamation was read so therefore I Donald brette mayor of the city of Port Orange declare tomorrow June 19th 2024 as juneth Independence day 2024 in the city of Port Orange and let's keep that in mind I know some of our businesses are closed tomorrow as well but uh let's always reflect on our nation's history and
