just want to thank you and uh have a Happy Thanksgiving we got a lot to be thankful for in the city in our families and our communities we see growth we see things changing we made it through uh storm and everything else and we work together uh you know I mentioned that we uh are giving food out for uh Thanksgiving meals through U Hudson Church of God and uh Dan and Julie Brook and but beautiful so they're taking care of our uh people in this community as well as surrounding areas giving food uh for them they're going to deliver hot meals and stuff like that a lot of the donations come from the churches and the businesses around to reach residents that would be long for that day and so they're going to do the same thing for Christmas but really what I want to share and I still got two minutes so I could do this easy so we're going to be doing Christmas in Waterfront Park and for those that would want to hear it online It's called Christmas in the Park Waterfront Park 8119 oost Road Christmas hope for the family and the children when December the 7th from 11: to 1: come and join hear the true meaning of Christmas while decorating a Christmas tree there would be food hot chocolate cookies Christmas music caroling gifts for the younger kids as well that's toys and testimonies and a special visit from Santa and Santa going to be telling cuz he was a Christian and why did we give gifts really every good gift comes down from God I want to also thank the police they're going to have people there they're going to represent the city as well as the fire department we did have some toys donated from Walmart to give to those in our residence you know in our area here uh the toys as well as toys from tots from the fire department so this is a great chance to do public relationships and honor God and honor the city and honor uh the police and fire department and and the residents and businesses so we're looking for about 400 people people to be there uh and so it's always a good turnout so I hope you can make it if you can't like I was talking the mayor some of them around here we're always going to have somebody there representing the city of Port Richie so if if usually somebody here is there sometimes there's M people here that's there but if not then I get to stand in as the chaplain for the city and representes and the police and the fire department too so there's always going to be somebody there building relationships with the community and letting them know this is a great place to live a great place to work and play and unite together and get things done and watch development and things happen for our community thank you thanks next up I have Chris May here welcome Chris mayor 459 1 Harbor Point Drive I physically moved my address from bluepoint drive to Harbor Point so um I just wanted to say thank you to the city for getting all the trash up and you guys have been working tirelessly um you know mayor your team down here each and every one of them I know is just working double time trying to get things done it's very difficult for them um we've been blessed we have our new sign up on the the new building over there at autoc Credit center at 8201 US highway1 19 we're still in the permit process here at the city we're working on getting that done right now we're getting great help from Caitlyn on that right now so thank you for that uh my family and I started attending a church around the corner here uh literally across the street from us here in the shopping center um it's called 12 Church my whole family there's probably six of us all together now go there and I wanted to introduce you to our pastor his name is David R ravil and I want to introduce you to David he's a pastor right here in the city of Port Richie and he has an awesome church over here David come on just tell him who you are yes thank you my name is David raville address 65 38 Ridge Road in Port Richie my wife and I started 12 Church in 2020 in Port Richie because her and I are both born and raised right here in the city of Port Richie we love Port Richie uh I love West Pasco County our church loves Pasco County and I'm so thankful for the opportunity to be here to meet you uh and to share with you that 12 church is here to improve the community to invest in the community to make much of God in our community and I hope that in the future you'll consider 12 Church to be a partner and a friend God bless you guys thank you I want to say and I'll sit here and you guys do your job and thank you so much appreciate you that's all signments I have I show hands anybody else like to speak seeing n I'll bring it back to council uh next up is comments from the city manager I pass it Mr copper for his comments thank you and good evening everyone um had a few things wanted to talk about tonight I know the report looks a little daunting in terms of the thickness of the pack it but don't worry first off uh we are nearing the end of the breis pickup uh within the city uh there's only a couple properties um that have not had service yet for the first pass uh part of that's due to getting the the proper uh right of entry forms on private property done um but probably 99% of the the city has been picked up for both uh C and D debris as well as the uh the vegetative uh debris from milk however uh we we had sent out quite a bit of notice there prior to November 4th that anything that was put out after that would not be picked up by the city um unfortunately people still are taking things to the uh curb um I guess it would be my position that we've given you know most places three three rounds of this and we told every one the end of uh or there by the 4th of November if it comes out after that we're not going to pick it up but before I instruct our people to go out and let people know that I wanted to make sure that you're okay with that policy or if you want we can do another round of saying really this is it we really mean at this time and uh pick up what there at the curve uh that being said as far as reimbursement from FEMA that would not be included right you know after uh today's meeting I'm not sure um you know we told that that generally one or two passes what they cover I think because of everything that's happened in terms of two storms back to back and and all that um there may be a little bit more room but I can't guarantee anything we do with those those properties will be um cover but again we're dealing I think uh the list had 40 if I'm not mistaken that we've seen and again there could have been more added since then I don't know but uh as of Friday there were 40 properties that we' been by multiple times or still or stilling debris out so I I can't guarantee it I I I think it has been two storms and the utility guys have worked really really hard but I think the residents have worked just as hard and I think giving them one more pass is not unreasonable I I I just think I mean I know it's a lot of work for them but I really mean just one more but but not I I think I mean they're working hard they you know they have full-time jobs and they're trying to get this done on weekends and and on their off time and and I think whether Fe pays for it or not it would be great if they did but I I think we owe it to our presidents I so I say that yes we do one more pass I mean my my thoughts on it very similar um I guess the one the one issue I see is that there's probably people in there that set it out for the first time they didn't put it out for the other passes whatever maybe they they were like getting on to it or whatever again I don't know the specifics I know we've we've captured I think we've captured house level detail haven't we who's done it you know if if we're making a pass and we've actually picked up a property two three even four times I mean yeah I would think when we go out this next time we need to make an effort to leave a note on the door please don't put any more out especially knowing that they've they've used the service a couple times already um just so they know it's not an ongoing thing as far as folks that maybe hasn't haven't participated in are late to the game or whatever obviously we want to try to pick their stuff up as well um but again you know we've got other issues in the city that staff needs to attend to and this you know we've got to at some point cut this off and I you know we've made it very clear on the website that we were bringing that to a close um so you know it's yeah I want to be as accommodating as possible to to pick up but we do got to move on from this some point and we can't have res continue to put debris out on the street thinking we're got to come get it one of my concerns about this is um we make an announcement more stuff's going to come to the curve right so we got to handle this in a way that hey we've stopped picking things up and only pick up the things that are out there now because enough time has gone by this isn't you know this first storm happened I believe in SE was it September which is predominantly where the damage came right and now it's two months almost two months later yeah but potentially if if we can make an attempt to grab what's out there now and any new stuff coming to the curb and you said you have the property level detail indicate if there's more stuff coming to the curb you just going to have to let them know you're going to have to deal with that on your own and make arrangements on your own you know but we do need put the stake in the ground and move forward any thoughts okay very good um second item is uh btrs for short-term rental of single family homes this topic has been discussed at prior Council meetings concerning the city ability to require business tax receipts for properties operating short-term rentals City attorney has reviewed the matter and I've attached what the city attorney's opinion on this is now we know why it's so thick and and believes uh the current code includes language sufficient to support this requirement however the City attorney recommends amending the tax schedule if more explicit language is desired for clarity so going through what she has there says under one section it should cover uh the city requiring that but if you want it to be very transparent we should uh change the code to clearly state that how do we know that how do how do we know that they're short-term rentals how do we modif that shortterm rental is completely different um topic there there's um certain restrictions about short-term rentals just talk about renting in general was what I was asked not short-term long-term anything just renting in general okay that this is the answer about um business tax receipts so this would apply across the board the you're if you're renting you're renting um and if you are renting short-term rentals you are required to have a business tax receipt that's still required but there are other things that cities are limited in doing to regulate them but you can do some regulation inspections and require some other things but there are some limitations but they are required to stop bu tax do we have do we have the BTR fee for U is it just one fee for renting out no yeah no we do for that for that what she is what the City attorney is pointing that we the ability to do there is a fee associated with yes I think it's by square footage if I remember correctly oh it varies yeah yeah and I guess to answer the question about how would we know there's there's some that we do know for sure and then there's the ones we don't know right um so we would if we well as we move forward with this because it be my intention unless you say you want to adopt something that clarifies it we would start moving forward for with what the City attorney says we can do um one aspect of that is we start doing public awareness saying if you are doing this you need to come in and get this so we give kind of a grace period to people to come in um during the implementation of it uh you know we will I as of today we probably don't have the staff time to be proactive in it um but when we get that time we'll become a little bit more proactive in doing that and there there's a number of different ways to to find out you know who's doing it in the city and what those addresses are um I don't I don't think this is very astronomical fee either I want say when I last time at BTR stuff it's like 75 to 100 150 couple hundred doll a very minimal per year cost I mean we is there like a it says per square foot I believe it was but it also but it would also trigger a fire inspection as well on those properties that we have no jurisdiction over residential this is this is not residential at that point in time that they rent them out it becomes commercial I would have to verify in the NFPA code but as far to my knowledge is that um if it's a residential occupancy we business not commercial structure it's it's a business it's not commercial structure yeah it's not a commercial opery they're are they they're not going to get a certificate of occupancy we don't have jurisdiction so you know we we had begun discussing this issue number I how many months ago it was um with the previous building official and at that time the recommendation was that we needed to uh update some of our codes doing especially on the uh Property Maintenance side that includes rental properties and I think at that point in time and complying with what the state allows for those type of uh short-term rental requirements um you know tailor it to include those those properties well and that's that's where you start getting those inspections and if I may I was going to add that for short-term rentals that is one of the things you can still do the state has not preempted that you can locally inspect them shortterm rentals can be inspected there's some things the state's preempted but you're still able to do that but we need to pass a um ordinance to clarify what you can and can't do regarding short-term rentals they have to register they get inspected there's a lot you can do you just can't shortterm short term specifically short term specific to shortterm rals because at that time it's it tends to look like a hotel right not necessarily because you got airbnbs and stuff their houses an Airbnb is a hotel that's what doesn't look like a hotel you said they look like a hotel it doesn't operates like okay I thought you were saying you could tell by looking at it I was like no okay yeah so that that is a whole another issue that is a little bit more complex and just haven't got to that piece yet actually I should say we haven't got to that piece the City attorney is actually working on that piece because I saw another email earlier today so we are we're working on all of it well so before we look at I guess um going out with um education and and Implement so we maybe take a look at this to see what exactly we want to regulate or not so we go out one time and Ian say to clear up here right well so let me let's back up back up this the question of whether someone who's renting a home forget the time frame needs to apply for a business tax receipt your code I think supports that it's not the clearest thing but it does support it the question the first question was if you if forget again forgetting forget dur duration of rental if you want it to be clear that if you're renting in this city that you have to get a DTR I think you need to clarify that in this code if you want to talk about regulating short terminals that's very different conversation um like I said it's preempted by the state so we have to be very careful what we do my firm has done that many many times in many different cities so it's not a huge task for us I can easily bring something forward for you um to show you what you can and can't regulate um but that's kind of two different questions I think you can go forward with the question before you today of whether you want to just clarify the BTR versus short-term rental regulation there two different well I think and I found the answer to your question it says it's a base fee of $25 and then 1,21 gross square footage and above are two cents per square foot yeah I think we need to update so that that is currently what the um business tax receipt would cost so um so two two sides there right first is the BTR which we we already have it in there it's not very clear we should we should clarify that sounds like we ought to visit the the the payment structure what it is and then we look at short-term rentals on a another b or whatever and I do believe to to change the fee Matt and I were talking about this we have to do a study we can't just pick a number we have to do a study and have the basis for what your new number is so that would be a long process so if you're interested in in looking at the fees I would recommend a a whole look at all the fees get your study yeah just do it all at once so if you want if you're thinking that route I would just not do anything at do we need do we need to clarify something um I don't think you do at this point because I given not that I'm the end of the world but I've given an opinion so that you can move forward doing um business tax receips for Ral property um my my recommendation for making it clear was obviously if I move to the city and I want to know if I have to do it it's nice for people to able to pick up a code and just understand it this is not the clearest it's and the way it's written which is why I think there's been a back and forth since I've been here about it so I guess the ask here is that you guys want to move forward you just look for consensus that we're good with that well I I think there desire again different Council meetings has been brought up that we should be looking at it we looked at it it's it's there you know based upon what the City attorney is saying and unless you want it to be clear then I would not you know start that process I would hold off until we got that done um to start the process okay ask a very the goal of this is obviously not the money since it's $25 so what is the goal just to see how many rentals there are well again now that we know that it's in the code if we want to enforce the code across the whole city fairly we're found uh but we're not enforcing it at all so my point is what what is but see now we know I mean that that was the question was asked can we do it we've asked okay City attorney now says yep you can matter of fact you should be yes yeah and so now we're we're tied up that we're acknowledgeable of something that we've been delinquent on we need to act the only caveat to that is if you want to make it clear we wouldn't start acing on those at law until we have it clear and it meet until you vote on it so we can do that because I'd rather only do the education once on that right so I think we got to decide we want to move forward and clear it up move forward is or move forward and pull it out right those three three options I don't think we want to pull it out right because that's I wouldn't recommend pulling it out um that would that's just not that best you still have to have the study like you would just need to figure out what you're doing why you're doing it and how you're supporting it right so I think right now the question simply is um there there's other avenues you want to look at you want to look at those and then address this all at one time short-term rental ordinances in addition to addressing the BTR to keep keep it together um or just at this point you want it maybe the short-term rental is not your biggest concern it's all rentals and you want to make sure anyone that comes to the city that looks at the code clearly sees if they rent in this city no matter what the duration they are to have a VTR they're not going to call and ask me right they're probably not going to get a lawyer and look at it um and it's not the clearest thing but it's there so it's just a matter if you want to address it now or address it later as a bigger package with other things that need to be addressed well you brought up something when was the last time all of the rates were reviewed with our BTR process nobody probably knows right it's been it's been a while so first off that probably needs to be addressed just like other things that we found and that that's an October it's a fiscal year thing October one is when we do the is tax license right it's starts that it's due that day so not like January we come up on that new thing so that anyway well again there's a process that so I mean it's not it's again not going to be you the City attorney and myself and the building department sitting there saying we think it should be this much like the impact fees you have to do some type of study that gives support to why you're charging what you're charging so I think we look at doing that obviously next year to hopefully hit yeah this year well this year yeah exactly that's but in the meantime but me long it takes we should be making this clear I think yeah my my my thought is is let's make it clear if you bring something back with us to uh to do that let's clear up and move forward on at least getting it enforced from a broad um rental that we're already supposed to be doing and then we can look at doing a study and potentially any other gaps that we're that we we have I you know we only look at one thing is there other things that we should be charging and we're not I I don't know that's part of the analysis that would be part of the study right all like all I could do at this point is is just change wording to clarify that you expect there to be a BTR for a rental a single family dwelling that's what's missing those words need to be added essentially that's it everything else is covered Apartments duplex Triplex everything except single that's I can do you know for that matter we got a couple apartment buildings are they being charged in a BTR right now I I don't know we don't have have to do some looking at that I mean right down on Bay there's a couple there's a couple apartment buildings over owned Grand don't know whether they're being addressed I'm pretty sure the the rental apartments and the the the the ones that we can see I think where the weakness is is getting into the single family homes because those are the ones that we may have some knowledge of them because the way that that we do the water billing can give us an indication of that but again beyond that we may not know for sure if there's something going on I I'll just say that knowing how government runs and state law and everything in making that change it may not be as easy easy as what we think it's going to be so I'm just going to throw that out there that you may hear back from me saying well if we make this change we have to do the full study so it could be that we can't make that change until we do a whole study and then add that as part of uh what we do with the uh new rates I hope that's not correct but something tells me that that's the path we're proba to take okay I think and clarify now because who knows how long all that will take any objections to that no and it would um I guess you probably have some stuff on short-term rentals that you could maybe it's informational pass along to us maybe look at that in the future y speeding right along okay uh committee vacancies uh I've attached in that whole packet right after the city attorney's opinion on btrs is the uh updated list of boards and committees for your review I just wanted to point out that we do have a number of vacancies uh one of the more critical vacancies that want to draw your attention is in planning zoning we have four members there one vacancy for the full-time members and we have two uh vacancies for the AL alternate members um that's that's a board that we generally have a lot of issue in getting quorums for our meeting meetings um and so I think acting to fill those expeditiously would be would be good or speaking so and I'll I'll just hold this until we get to the board's committees but I have potential solution for that so I'll cover that in a minute um next exp parte Communications one of my favorite conversations to have I know we've had a little bit of conversation at the last council meeting about experte Communications um and I by no means an expert on it I'm going to turn it over to the City attorney but um setting the table for the City attorney on this by saying that um we probably need to do uh some changes to our ordinances that will put the city in a better position should that ever become an issue um so the mayor I actually talked about this before the last meeting and I thought it was going to come up at that meeting and then we had so much going on it didn't but um currently the way the law is written if a individual has an expar communication with any of you um and at some point litigation arises for whatever reason there's a presumption that that communication is prejudicial which is obviously not good for the City Florida statute has a provision that allows the city to adopt an ordinance that that will basically claim you have a a procedure to disclose expart Communications which is what we already do when I ask the question of you did anyone have any exper communication so it won't change what you're doing but if you pass the ordinance um you're in that same situation where there's an exper communication before on expar some people know what it is some people probably don't public probably not sure if you could maybe just Define example would be a developer that um has a qu judicial hearing before you the the council and um has a communication with one member of council privately and no one else is part of that that would be exp parte um about that particular application um another way you see X Communications that people might recognize is in my line of work if I talk to the judge and the other part's not there it's expart communication is talking to somebody without the other other person or person's present um so what the statute allows if you pass the ordinance that that it says you have a policy to disclose xart Communications should you end up in litigation the burden is no longer longer the presumption of prejudice is not there the burden is now on that person suing the city to show that the statement was prejudicial that is a much better position to be in a litigation to not have that burden so my proposal is to write the ordinance that adds that to your code um not that we'll ever have that issue because we don't talk exp parte and we do we we you know let everyone know about it um but it happens and that this the legislature recognizes it happens you have constituents they call you end up having conversations that sometimes you realize maybe shouldn't have been one-on-one as long as you disclose them that that should be okay because the disclosure allows then the the anyone that may be adversely affected to have that moment to come in and talk about it or ask questions or or give their side of the story um so it it eliminates that prejudice uh possible Prejudice so the ordinance would help um immensely should the city be sued any objections to move forward on that there you go all right thank you do X parte so the uh majority of the packet that I gave to you tonight on your desk is actually the charter review that uh recently was undertaken by the city clerk and the City attorney and going through that they uh have made recommendations on changes to the Charter that uh clarify confusing language and processes and address procedural issues particularly in the section relay to the election appointment of council members um realizing that there may be other changes that you guys would like to talk about I'd recommend that we have a uh study session to go through that we could present then you know what the recommendations are in this packet um so you can understand where we're coming from with that and then we can talk a little bit more about what other changes you might be interested Ed in in making in the charter um looking at time frames uh the closest uh election we have that we could put the charter amendments on would be in April obviously uh but to do that we would have to have everything done into the elections office by February we're still waiting on the exact date for that um but sometime in February so that means we'd probably have to be doing the first reading um first meeting in January to get that there so the ask is do you want to have that aggressive of a time frame if so we need to meet in December if you want to push it that time frame off then you know we can wait till after the first of the year to have those those December's a tough time we just got to tell well in in order to get something on the bot by this election April we pretty much would have to start have a workshop if you will in December right yeah otherwise it be pushed the following year well it would be pushed I don't know what the schedule is for any other elections and so the process we we would we would meet discuss all this then you guys would draft that for a first reading then two weeks later we'd have a second reading and then that would be ready to go to the ballot um the what we have here this is the charter is I don't see red or anything like that in here just yeah when when I I was in a hurry to print it off so in printing it off I didn't mark I didn't electronic version with that I mean I would there's definitely red Lin I promise you so if if it's been red LED already then it's essentially having a meeting to discuss those red lines and forward from there so has most of the heavy work lifting been done well that depends um from our perspective yes but there might be things you guys want to address that we didn't think should be addressed or needed to be addressed but you may find something that you think should change that's that kind of dictates how long the meeting that will takeen how much work is going to have to go into preparing ordinances to to get it moving forward um if if you just take what we did and like it and love it it's a quick meeting but I I'm sure once you guys read through the whole Charter and see what we've done you may and some things we've done you may disagree with so we'll have to talk through those things um so it just really depends on when once you read it all um not just the red lines but you need to look at all of it and see if there's anything you want to address or change or add or take away um then we can have those discussions well what I don't this is my thought on it what um our meeting in December's the 10th right we're going to talk about tonight canceling the 24th um either the end of that week or the following week 16th to 20th we have the workshop and and and shoot for trying to get these wrapped up for the next election if we find out that we can't do that then we can always have more discussions on it but what's the potential of colum a special meeting that's this is ask no I mean but you know you said the 10th but there's 20 more days in December right I'm I'm proposing that we would call special meeting a workshop basically to discuss the charter amendments either that week or the following or stay away from the before if they've got a Redline document together it's a it's a matter of sending that out having an opportunity to review it before is next week right okay fine yeah and I know we well so about next week we have um the third is Town Hall oh there's a town hall on Fifth is CAC third is a town hall C the 10th is Council the ninth is Coastal the 17th is Centennial we have six meetings so far in December I'm not available on 13 14 15 so 17th is the Centennial which goes from four to 5 six or whatever we potentially do it after that since we're already here well only you're here uh well Ashley and okay can't can't forget [Music] Ashley he makes it happen and maybe what what do you guys think about 17 which B basically be the Tuesday after council meeting we have the workshop one charter we could do that she's she's a must attend I could I cannot do it to night I can do it during the day oh I think hold on I'm sorry I hit the wrong button we're paying by the hour remember so my mouse died I'm not good without a mouse I will think she'll be retired I can do it during the day but I'm not available that night I'm good during the day so before Centennial meeting oh you had me during the day that's fine by me of course for Ashley I say just we do it during the day 1:00 only you know Bob would be the only one that be iffy but I don't know if he's running well know but it'd be good we're all here but imagine you're probably okay what um four o'clock no and we want to provide able time so maybe one after lunch 1 pm 1 p.m that work yeah because I'll have to leave here by 4 which would be been okay so one 12:17 at 1 p.m. for the workshop yep okay thank just one other thought what if you do it on the Friday before the Tuesday meeting and then you roll it into the Tuesday meeting as the first read well you can't do that notice period have the ordinances for that okay p i mean if if there's sign change we'd have to go back and rewrite it I mean we don't need to we don't need to rush to the meeting because like I said we had two meetings in January you said what what's day time sometime feary that that backs us up good okay that's fine okay um received notice today that the Tampa Bay Regional Planning Commission uh received uh a grant for $1.99 million from the national Fish and Wildlife Foundation to develop Tampa Bay Coastal Master Ballo yay um you might recall that we gave a letters support uh for this Grant application and pledge that we would be a partner um albeit not a financial partner but we would participate with them in their different uh things they're going to be doing to develop this master plan for the coast they have a kickoff which I've included uh in the last page for February uh Friday February 21st 2025 9 9:00 am. to 2: p.m. um I believe it's at the Tampa Bay Regional planning commission's office uh I was going to also send this out to the uh resiliency 2125 committee I think it would be good to have a couple if not a few uh representatives to that um so I'm just letting you be aware of it so you look at your calendars if you're interested in going to that Workshop let me know um I know the space is limited to around 60 I was told uh but uh they felt that 3 to five would be a good good number that we could plan on if we could get that number to go so you look for Council Members or staff um well I you know I obviously have interest in that so uh I was planning on attending I don't know if we'd have any other staff at that point in time going committee right uh tempor yeah um I didn't yeah I didn't know if any other council members are interested and you again I know there may be some interest from the uh resiliency committee as well I'm definitely interested um someone v as well this and since I don't have to work I can go to sweet you're looking for work so and it may be Carl Carl Carl yeah car I'm assuming Carl or Chris probably might be interested so so let me know uh once you look at your calendars and we can start putting that together to let them know do we I think we just let you know just let me know you want a separate email yeah just send me an email saying that you're interested in attending I can make it and I will give it to them so we can get it registered um last thing and I don't have it on on this just let you know we are going to be starting the advertisement for uh chief police uh and uh it's probably going to be about a three to four month process to go through this um but I think uh we should be looking sometime in the spring to uh have a new chief of police and we're do Len house right that's no search firm or anything uh at this point yes that's how we used um the uh leag of for League of cities I think uh we used the what is it the sherff or police Chiefs Association that we used last time I think so yeah there gon be four one moment to pull them all up we're gonna we're going to be sending it to there but we're not using the actual I think the same the same company we're not using them but it was was it the police Chiefs Association or Sheriff's or yeah there's actually five different entities that we're going to send the position out to um one of them is the Tampa Bay Area Chiefs of Police Association the Florida police Chiefs Association the Florida sheriff's Association um and then the International Association of chiefs of police right so um there's five of them we're g to send it out and then of course we're gonna put it on our website Facebook and you know go out that way so the question was last time when we went through this who did we use for the it was the star remember it was the star program through the the Florida police Chiefs Association you said' be ready to go out win soon that before holiday or next week probably next week is likely just just getting into okay thank you that I have all I see it's not always us that have long comments okay mve right along comments from mayor city council I'll start uh start with councilwoman Burke nothing over to councilman Hub Mueller uh yes uh actually Matt you checked off a few items on my list I appreciate that um did we get an update on the FEMA cleanup on Canal 15 which is 15 H which which is 15 I don't know the one between blue point and oh this is the one that they said they were going to do for us uh so uh as we talked earlier today um no no update okay yeah that's cool still waiting for uh the uh Road and Bridge Company to get back to us on a date and still haven't heard anything back from the county and I noticed the information went out on a bid package I got a text on that the um for the Limestone Pier okay for what your right and I believe that there's a bid opening on the 23rd uh is that going to allow us to encumber the that Grant and be able to get that included in so we have to yeah the AR money we're going to have to execute a contract in short order after that correct so I don't know of us having a meeting before then in the end of the year so is there going to need to be a special meeting for that to address that contract it it could I'll again we're we're checking on the definitions of encumbered to make sure that that we' be okay with that and then we were supposed to have a schedule that supports the remaining spend on the arpa right and in notice it Adams out U so hopefully we'll have that next time okay um I think that's all I have thank you BL mayor Rodriguez no I'm good thank you all right I do got a couple things real quick hits um so it shouldn't take too long um just a couple reminders first one um let me pull it up here so if you look at the website um and it's for the public obviously the uh Robert's Feast of thanks uh I I talked to Ryan who is uh part of the port RLC that has helped put this on but Robert smok and barbecue they've got 500 Thanksgiving dinners um that they're donating out to families in Pasco County last time I talked they had like 200 of those unspoken for um so if you need know somebody in need or whatever want to get them Thanksgiving dinner reach out the if you go to the website uh the phone number is on there I'll go ahead and say the phone number 727 312 3057 again 727 312 3057 you can call the meals include a smoked turkey stuffing green beans and holiday barbecue sauce so um if you know somebody that's in need because of storms or whatever that resource is there um the other announcement I wanted to make was this coming Sunday is our second Community Market that's going to happen at Waterfront Park first one I had T pretty successful good turnout um they had about 30 vendors I think uh the good news is is that is almost doubled um last I talked to Cheryl um they're up to 50 vendors plus um so that's going to be this Sunday from 10: to 2 so if you got a chance to get out to the Waterfront Park um for the community market support that that Nature Coast Chamber of Commerce has putting on with uh Community Markets um another obiously town hall is next Tuesday December 3rd it's also my birthday so I'm G be here on my birthday having a communication with the residents so I'm here please come out celebrate my birthday and get your questions answered for the town hall um the the other thing I wanted to bring up I I plan to see last meeting about potentially moving our comment section this you know the for city manager and Council or at least the council to the end of the meeting that's how Newport Richie does theirs um the reason I think it might be a good ideas uh to kind of improve things obious we have people come out to hear the the agenda items and stuff they have to wait through all these comments and stuff that they may be here just for the actual agenda items and also if we have people come out um uh that are presenting or whatever they're in line waiting to to do that uh while we we sometimes take longer than than we would hope but so did you guys think about that any thoughts on potentially doing that I did I did speak to Ashley right before the meeting and she said it she looked back and actually saw that they used to do that here in the city head at the end so you know if there's benefits to having it before there benefits having after what you guys thoughts I think you're absolutely right that the the disadvantage is that instead of the people who are trying to sell us something that are sitting here throughout the whole meeting the residents who want to say a two-minute speech have to sit throughout the whole meeting so well public public comment would still be first it would just be our comments oh okay got yeah public comment would still be yeah yeah that's yeah just our comment didn't want the residents having to yeah that's yeah no resid be first and then we get right to the agenda item they speak so they might be answered so you're right I agree yeah good um the only other other question I would have is is your comments do you think that would be better served up front or have it at the end as well [Music] maybe yours would be good to have up front and then if there was any just we could have any questions regarding his stuff and our communication be at the end yeah because his his comments like might answer some of the citizens questions as well so yeah I think yeah so by consensus we all agree that keep his comments we'll move our stuff at the end okay is that something we can do we want to enact that change do we need any kind of special resolution or anything do that okay so do that mve forward we'll do that thank you um another thing I want to bring up I brought in the past digital agendas um I say I all mine's digital I know some folks on playing is zoning we're digital math is digital um we're still printing a lot of books um I want to bring us back up not only for Council but I think it would be prudent for us to really look at and I would actually like to see first of the year start fresh let's do all digital cross all Council cross to all the board's committees and if if for some reason you need something printed or whatever you can always request that obviously if the attorney needs a book or whatever but I mean I think it'd be good that the city look to save that effort for one it's not all about paper actually puts a lot of time in printing all those books out police have to deliver those around um you know if if you go digital we can look at potentially getting some additional setups here to help facilitate that or whatever we can talk about that but I'd really like to see if we can um put that on maybe the next agenda to discuss moving digital as a City for meetings agendas if you guys and we can talk about it more in depth there is there any any um objection to having a next agenda to talk about digital agendas okay give me a laptop here I'll be glad to look at it okay um the other thing I wanted to talk about Zoom integration with our video so we' we've had Zoom meetings out there I'm actually on Zoom now it's been good to facilitate sharing and stuff is that I don't think we've had a lot of people jump on there occasional people do uh most people kind of watch it from home U maybe it's their TV or after the fact but um I I originally brought that up to hopefully get some more engagement um and what I'd like to see is if there obiously I don't want to have too many process is going on we got box cast doing this and all this Al we've got the zoom setup right there which is a separate camera system um and we got the main camera system so if we can if any objections to this I want to see if staff kind of look into and seeing could we streamline that look at actually Zoom being our main thing that actually streams from there if that's something we have capability to do and kind of streamline that process so we don't have all these different things going on at the same time and be have a better tool that people can join in if they want um and it would basically the main feed coming off that camera as opposed to the separate system can you watch Zoom next week can you watch this meeting be so basically it would be the the propagation of the video instead of right now these cameras record it it gets process to puts out to YouTube well the the ask would be can we integrate that system with zoom so that it's Zoom as that camera just like we're doing the meeting now but right now we're recording it twice if you will we've got the zoom version and we've got the box cast version guess yeah the the issue that that would we looked into this earlier which necessitated that camera to be a part of this is getting this camera system into the zoom because you can you know we could eliminate the camera system above just use that system and we can run that through Zoom right through the box cast and out but the problem is trying to figure out how to get these cameras to be the feed into Zoom is the issue so there's probably another another piece of of Hardware that we're going need to be able to do that because normally again there there's a controlling piece of Hardware that probably is sitting over there Ashley's app or whatever that you pick what camera you want to use as the zoom camera for the meeting room so it shouldn't be in my my understanding it shouldn't be that difficult to do we just need to figure out how to do it and that way we could possibly uh not do two or three different things to do all this we do one thing and it's more seamless and easier on everybody but Mak sense yeah no I mean it all it can always be done I mean it can always be done I'm just saying that when we were looking at it earlier it's getting those cameras to be the cameras and the sound system to be the sound system resum that's the issue it's going to require probably uh some type of that device can't with the devices called um but there would be another device we'd have to buy to be able to do that and I know You' be looking at the EOC stuff or whatever so I guess I'm just kind of planting that seat if as we have that conversation kind of make that the goal so we don't have to have all these different camera set up the craziness they actually have to go through to to do that um and then and then finally oh one more thing for the final I got a letter from uh Pasco that um it talks about their uh Coastal dredging Municipal service benefit unit and so obviously the conversations that that I'm aware of that that I've had and and before when we had our kind of AD hop committee was that um the msbu program that the County's doing that would be an option and I think I mentioned to you too if we uh if we wanted to take part in that we would join the County's efforts um and there's a couple things that we would need to do that but I got this letter just before the meeting and and it what troubled me a little bit was it says it has come to our attention that the city of Port Richie wishes to be included in this msbu the preliminary steps required for all or part of the city to be included msbu are as follows so that wasn't anything that came out of my mouth and I I don't know if if maybe you guys or Bob the your committee the co residency has had conversations with the county that made him think that or maybe it's just an oversight that really should read that uh C For You may wish to be included so but when I when I I saw I want to make sure there was no expart communication going on about um us being included in that because OB that'd be a thing we need to talk about with the residents and discuss that because that would be a uh if we did join that it would be figured out how much it would cost per resident based on their their water Frontage and and whatnot there would be a a non-ad theorum tax added to their their taxes every year to cover that um dredging it's a good program I think it's it's something we definitely need to look into but from the context of our Coastal resiliency committee that would be something that they would come back and advise us you been not yet on this but obiously that that probably come up but um actually when we had that first discussion back months ago I mean summers ago uh I thought they indicated that those fees would be charged after the thing occurred right so that that is the positive thing about that is that if you if we decide to do that and be a part of that they normally get the dredging done and you pay for it 10 years late well you pay every year for 10 years after the fact um and so you had a mechanism to do that right and it was they had like three areas they were moving forward on so if we just did decide to do that it would probably be a couple years out before it would potentially happen but again they're they're kind of going through the learning process they've set up the the construct they're in a process of doing it um that is a an Avenue that we could take as a city to to address the canals so there other avenues as well again that's kind of what I want to kick that back make sure that I just want to make sure that nobody was leading them to believe that hey we were ready to do this because that wasn't the the understanding that we had it was uh you know it's an option we're gonna we're going to look at all our options and then we'll we'll come back and make a decision on that one way or another so okay and then finally um in the in the spirit of Thanksgiving obiously Thanksgiving on Thursday you know I know it's been a it's been a a Troublesome year we've we've been hit pretty hard by storms but even in all that I think we need to look amongst ourselves and really reflect and see that we do have a lot to be thankful for all this and so I just wanted to run through a few things from from the city perspective obviously uh I'm very thankful to be able to serve the community it's it's it's an honor to serve up here and I know as well as my colleagues the council people up here they vice mayor um it's it's a it's a real I'm thankful I'm sure you're all thankful that uh to be able to serve the community um that we live in and um so I want to thank you I'm thankful you guys to serve up here with me um I'm also thankful for our city manager and his leadership you do a great job and I I can't thank you enough I know it's uh you've had a lot throwing at you in this this past year and uh really appreciate and thankful for all that you've done for the city um the uh the staff of course without without them it's we wouldn't do anything right so I'm really thankful for each and one of the staff members and all the work you do uh day in day out I know it's been a busy year um I know we have a lot of meetings and stuff that uh maybe not uh like it was in the past but we're doing great work City's really moving forward and so I'm extremely thankful each and every one of you for your dedication to the service City you don't do it for uh the best pay uh but uh you're you're very valued in my my mind and I know the rest of council so thank you for that and um of course our residents thankful for the residents we have a great bunch of uh folks that live here in the city are engaged and I want to encourage more involvement to come out and um let us know what we need and and how we can be better um so thank you for being a part of our city of Port Richie community and uh again we're glad to glad to have you glad to serve you and of course I'd be remiss without you know thanks to God God really has blessed our community he saw us through this and I know that he's watching over us guiding us and protecting our community and so I want to be especially thankful to him and his uh is oversight of our community and keeping us sa that being said I'll go back to the [Music] agenda okay next up comments from the board's committees I will lead off with just a brief update from the uh sentino committee we met uh this past um when was it just recently we met um we we went over the events obvious you guys signed off a o so we we put the sponsorship packet together together um and that's going to be going out um or is it we sent that out or getting ready send it out that's right so yeah he's touching up a few things on there it's going to go back to our next meeting and then that'll go out to the to the uh businesses and whatnot to to hopefully get some some buy into that um other thing we we talked about was our logo which you guys have saw there was an issue with a picture um and ow has gotten some more photos to try to resolve that we looked at a couple options they were they were good but they they didn't really pop with color um just because the thing so we we've got some more pictures that we're going through so hopefully we'll have that logo solidified very very soon um and then finally board's committees going back to Matt's um issue with with being playing zon being down I wanted to pass that this is a letter from Ronald McDow submitted the city um back October 12th 2023 he actually want to be considered for planning and zoning and so given the the urgency of making sure we have that staff obviously we moved for the time I think we had Joe as an alternate we we've moved him in and Denise was an alternate well now Denise is not an alter anymore and and Joe is resigned for committee so we're down to four so I would look to see I don't know do we can we do that here do we need to I'm double checking I think you can but I'm double cheing I if you need to admin the agenda to act on this or so while she's checking if we can do it I'd like to go ahead and consider putting Ron I did speak with Ron just to make sure that he still wants to be on the committee I'll go ahead and and read a later for the for the public um it's come to my attention that there is present presently opening on Fort Richie planning zoning board I would like to offer my services to fill that board position my experience in the areas of real estate and development is extensive and since my family and I have moved here to Port Richie if I can assist in the city's development I would be honored to serve I'm a real I'm a licensed real estate broker and owner of Coast Coast Real Estate Florida license brokerage firm I've been in real estate for over 50 years as both a broker developer and investor so have strong knowledge of real estate usage in all areas from residential commercial industrial Agricultural and recreational in the past I have served the Florida Department of Transportation f as an expert in evaluation of imminent domain issues and presently sit on the Pasco County met po planning organization representing West Pasco which includes the city of Port Richie my Florida General Contracting licens construction companies services and high Craft's home craft homes provides me with real word experience in All Phases of real estate Development and Construction if this 50 plus years of experience can be of service to the board I would be honored to be considered cly Ronald El McDonald he's also the president of the newly founded um Chamber of Commerce St Chamber of Commerce so I think Braun would be a great addition to the board I think he has the knowledge to do so and so I would appreciate a motion to appreciate a motion to to add Ron to that motion to approve Ronald McDonald for the planning and Z board second Mo second for discussion anyone public comment see Hands put to vote all in favor 6 saying I I opposed motion carries okay did you have anything from C we have a Mee any board committees okay moving along to the consent agenda for motion second have motion second for discussion yeah I had a comment on that there was one item for Ajax Paving that occurred in fiscal year 2324 I know we're just now I guess getting invoice at but that's going to be in that prior year record in that prior year right I believe so okay and then nothing on red light cameras any more I'm sorry I was just going to quote that as far as the Ajax Paving that's it's going to be 400,000 out of arpa which was already allocated and set aside and then the rest was going to be out of penny for Pasco we do have one other invoice coming from them which was the the additional work that we had them come on but that hasn't come yet once that has come we'll it'll be yeah my concern was is here we're past the end of the year should have been an acrel last last year at the end of the year so when we close the books this needs to be pointed back toward last year's income and loss that's all my concern was may not be since the way that those two funds are handled because I think uh the pending for Pasco once the money is encumbered for that it can it can be done either year okay I think ARP is the same have to check that yeah I think the services were rendered in the in the prior fiscal year so it would attach to that particular year but if you're going to pay as you go then you're on cash basis I thought we're cruel basis but yeah I mean we don't have somebody here to confirm that that's right yeah but I'm okay with that and then the other thing I I don't see anything on uh red light cameras nor do I see anything on the utilities from Newport Richie um and these are these were things that we were looking at that were popping up or we were paying a bunch of those sewer bills with uh but nobody's here to talk about it so we can do that next you think there should be bills on there is that what you're saying this is this is what we're paying it wouldn't be a report on those no uh I think that we should be getting a monthly bill from Newport Richie for the those charges right should be um and I know in the past we've seen two or three months come together bunched up for whatever reason and what I want to know is why they do that I don't know why they do that no I mean I mean and I'm just I'm just being honest I don't run the City of Newport Richie you know I can't I can't speak to why they don't send their bills out I don't know we we call and we try to get them and that's all we we can't start paying the bill we're potentially still resolving that well I mean okay and I have a feeling they won't be late anymore [Laughter] I I I appreciate what you say other than that I'm all right with everything else um just because you you mentioned you said that um it was all coming out of arpa except for how much 400,000 out of 12 is it is there a reason go ahead and take it all out of arpa arpa do because I know we're up against the deadline on that I know we discussed this we discussed this but there would have to be a budget amendment to do that if I'm correct I mean with no I mean if they if they direct it we can we can do that that's what we've been doing but I think it's important to have that arpa analysis so that we can try try to jam as much in there before the year cuts off yeah we can always go back to pay for Pasco to use that let's go ahead exhaust arpa get out did you do agree that is that yeah and no I mean and again you know we're I think the number was 6 628 is is what's uh un unaccounted for unencumbered right now Grand Boulevard is gonna be a good chunk of that right well I mean you know the reality is we're not we're not going to get that done before the first year well be well again that's what we're checking on on that definition of what encumbered is okay so we haven't put that out the bid is what you're saying yeah so Grand Boulevard hasn't been bid the bids probably won't open till January you've missed your deadline yeah so are there any other projects that we ought to like I said demolition coming out let us talk about that at the next meeting all right we'll be prepared for that you consensus to go ahead and yeah if there's consensus any objection to using all arpa for that to okay good thank you and then is there any other things that we can think of you like the bathroom I think one of one of the things would be very helpful maybe is using some of the ARA for the uh debris pickup as well the part that we would incur on our behalf the part that we would would be seeking reimbursement for which them be reimbursed well we'd be seeking reimbursement right is how you would say that okay right the only thing I want to add about arpa obviously is I've said almost every meeting we have I don't want a penny left in that to make sure just you make sure we spend all that we can always do a cleanup on Canal 15 okay moving on um we have a public hearing oh we got I it's consensus do I need a motion consens I don't think you you can do you can do a motion that's fine but I think you have the consens that's not I was confirming you had a motion a second you guys didn't vote on cons I said is was there any any um objections and nobody objected so but I I we didn't vote on the consent agenda right that's where sorry I was coming that's right of ordinance number 24708 I will uh pass that to Mr cppa for introduction and then I'll have you do the reading so we're doing the public hearing first so well you're just gonna introduce it and then I'll open it to public comment well did we want to do the presentation was there a presentation yeah the city the planner planning won't be available so I'll be doing it okay um do we we we do the public the uh presentation first before comment right yes yeah do your presentation it's not mine I've stolen from [Music] Tammy so the request at hand is for a comprehensive plan text Amendment for a new property rights element this is a city initiated plan amendments so the purpose of the public hearing here and discuss second we rather uh he and discuss details about the proposed amendment hear public comment determine consistency with the comprehensive plan um and then should say and uh the motion or the action should be to do the first reading on the proposed ordinance 2478 um and this would then fulfill the legal requirements uh the city must take to be able to turn it into the states in 2021 the Florida legislature passed house Bill 59 which brought a new requirement for local comprehensive planning the bill added Section 163 31776 I to State statutes mandating that local governments must include a property rights element in their comprehensive plans effective July 1 2021 main goal of this legislation is to strengthen the protection of private property rights across Florida by ensuring these rights are consistently considered local government decision-making processes as a result cities and counties are now required to adopt a property rights element within their comprehensive plans making it a formalized part of local planning policy statute sets clear timelines and conditions for adopting the newly the new property rights element local governments must adopt this element by the date they adopt their next proposed comprehensive plan Amendment or by the date of their next scheduled evaluation appraisal whichever these dates come sooner since July 1 2021 any new Amendment applications such as future land use map amendments cannot move forward unless the property rights element has been adopted into the comprehensive plan by meeting these requirements the city ensures that property rights considerations are systematically incorporated into all planning decisions moving forward the statute outlines specific requirements for the language it must be included in the new property rights element element to ensure consistency across local comprehensive plans Statewide the proposed language stated ordinance number 2478 708 follows the statutory requirements to ensure compliance in accordance with Florida Statutes chapter 163 31611 the city's comprehensive plan currently takes a holistic approach to protect property rights the new elements provides further clarification explicitly outlining how property rights be respected and integrated into local decision making processes this was requested by the comprehensive land use plan committee at a duy noticed public meeting in May 2024 in short the proposed element strengthens the city's commitment to Property Owners by making these protections and considerations more explicit within our framework policy this slide shows a proposed goal for the property rights element is stated in ordinance number 2478 it is provided for reference is needed during the council's discussion I don't know if you want me to read all that but we've already moved on so I won't um the proposed property rights elements objective and policies are provided here for reference you see the the different policy objectives there that we would be adopting staff cirulation regarding proposed amendment is shown on this slide staff finds that the amendment is consistent with the goals objectives and policies of the city's comprehensive plan staff therefore recommends the council to make the same findings and recommend approval of the first reading of ordinance number 2478 and that's the end okay you my title Please 24708 an ordinance of the city of Port Richie Florida amending the city of Port Richie comprehensive plan ordinance number 88- 382 as amended to add a property rights element as required by and in Conformity with Section 1633 31776 I Florida statute providing for inclusion in the city of Port Richie comprehensive plan providing for separability and pro providing an effective date thank you that open to public hearing anybody like to comment I do not have any signed up okay seil hands I will close public comment and close public hearing and uh open up councel for motion or discussion motion to approve uh first reading of ordinance 24-7 to amend the city of Port Richie comprehensive plan and adopt a property rights element as required in Conformity with Section 163 31776 I Florida statute 2021 second motion a second any further discussion all in favor second saying I I opposed motion carries unan okay next up Council business item number four approval of projects list to submit for State Appropriations I'll pass that to Mr coer for introduction thank you um as you might remember from uh the approval of the uh lobbyist contract that we had uh been last earli last month whenever it was um the Appropriations time frame is proing uh here in Florida and we going to start working with our local legislators to put in different projects for funding the uh Florida state budget uh what I've put together here for your consideration are seven different projects that uh address a number of issues within uh the city that we've been working on um and actually put money in the budget to uh try to address in some some some form or fashion uh a number of these are greater than what our budgets allowed so there would be important funding that would allow us to afford the city's goals uh in these areas and have also place them in in somewhat of what I think a priority would be was at least again from my perspective so I'll just run through some of these roads so the first uh project would be to request $2.5 million from the state of of Florida for the replacement of spesa cement and galvanized drinking water mains as Council knows we have uh quite a bit of galvanized and aestus uh piking in the city that needs to be replaced um so this would this project would consider replacing approximately 13,000 linear feet uh the other part of this project is something again that we've talked about I think during the the budget process uh we have a line that provides the services to the south side of the city that goes underneath the river um and we've had discussions internally about trying to get that lifted and out of the water and so uh this project would contemplate doing that particular project as well City's match in this would be 600,000 so a total project estimate of $3.1 million number two is uh for the uh rehab sanitary seart lift station rehab of three stations uh we would be requesting $1 million to do this uh with matching funds of 200,000 so we're looking at a $1.2 million project and this uh would include the hardening of uh water Wastewater infrastructure provide resiliency for maintaining service levels during during and after storm events and protect health and safety of residents uh the three stations that we're looking are all on the West Side uh primarily in the uh Bay Boulevard area we we know during the last storm or at least during last storm the lean we lost because of the inundation of the storm surge so besides uh replacing the pumps and all the other uh parts of it we'd also be looking to lift the panels higher than what we would expect the storm any storm surge to get so we would be able to keep those operational uh during and after any storms third project is requesting $2.4 million uh the city matching fund would be $600,000 and this would be for storm water improvements um again we'd be looking to do a number of different things with this uh some of it would be to improve our uh our system that we currently have uh but a lot of it would be looking to install uh pipes in different areas that again are very aware of that we have storm water issues uh another element of this is also focusing on the depth and capacity of the critical canals that serve as essential storm Potter Pathways and as you know there are a number of outlets we have that go into canals that um we believe would improve our ability to get the water storm water out of the city by making sure that the sediments that have build up are removed and allow that storm water to receed project number four is requesting $3 million uh with the City match of $500,000 uh this is the Bay Boulevard reconstruction storm water improvements uh we have plenty of evidence right now that um especially Bay bouevard between Wilkins and Old Post Road is being undermine because of the current storm system we have there um we've talked about this in in past meetings and I know we actually had a conversation during the last resiliency uh Roo resiliency and restoration commit about this that um because of uh the placement of the storm lines uh and the outfalls we get a lot of uh of the storm or excuse me a lot of the seat will back up into the city During certain high tide events um and storms as well and that's been eroding and undermining the road another piece of that obviously is uh in our res excuse me our uh adaption plan uh we do recommend that the city looks at raising that portion of Bay Boulevard to get it out of the flood zone so we can actually get people in and out during the an event should should that occur so this project contemplates r ing uh the road from Wilkins to Old Post looking at uh redoing the storm system alongside that um and as much money that's left over from the design for this would then go to uh resurface basically re uh Mill and resurface uh as much of B barg would you need to go past Old Post Old Post kind of like a bowl so one one of the things I'm going to tell you is that what makes these projects not good projects to submit is that we don't have any design on most of these projects this is one we've actually applied for Grant to do the design on this that would dictate that um and and I guess the other thing you need to understand is that these projects the funding for these project would be October 1st that's when the state year starts so once they get into the budget which is midy year we'd be turning around engineering on a lot of these projects so this is one I think you shouldn't lose sight of that's why it's a four and not a one because it's not a sh ready as I know uh state legislators would request these submissions another question I had on on those Mike seeing these right is it is it better to have individual not they're small but smaller projects as opposed to and I use as an example if we take three and four and combine that into A5 half million dollar project for uh storm water improvements uh Slash evacuation route improvements all one thing ask for a bigger amount of money that we might get a portion of as opposed to smaller ones we maybe locked into one you know what I'm saying maybe we give us 1. two for item three and nothing for four or it's going to combine them together as an overall so so the way this is going to work is that that you know you you may prioritize these and have a vision of how they can be funded in the end it's going to be the legislator that that receives it and fors it is going to make the final determination on that so what we're looking at is we're getting the list together um he will meet with the the different legislators find out what their where their interest lies and that then will dictate where are we and what we submit so as much as we we are doing what we're doing we don't control ultimately what gets submitted they're going to tell us well I'm inter and again it may be we really like number seven here and you know of all those that's the one that we're going to be putting in for well that was my next question should we maybe focus on the big ticket items and not worry about those little ones that we could potentially do ourselves I guess if we if we get a a big appropriation for some of this other stuff we could have smaller item they and they give us the money for that then we could take that money that we had we could do that and put that towards the so I think having this smaller item that they can pick from then frees up even if it's just a little bit we got we've gotten nothing in the past right a little B is so I I don't think taking a smaller item off the list I understand what you're saying but I'd rather have them give us 800,000 for this and then we could take that what we had planned and put it towards one of the other I agree so so my reom ation on this is that that I would go in with a number of projects at different dollar amounts because you know there's again there's there's three different levels to this right so there's the the legislators the Senators and then it's the governor and you know we could put you know by not having kind of that mix we run the risk of saying well you know put that one in but I'm not really going to support it um and we could be asking for $5 million and we get nothing because there's no support for it so I think you know the the way that the lobbyist is going going about this is puts us in the best position to get something and uh you know the weaknesses again you know this year was always going to be a year that we do a lot of study right we we put a lot of money in to do the storm water study the waste study the water study all these studies that get us you know ready to start doing the design for a lot of projects that then get a shovel ready so this is a difficult year now you know water lines especially because of you know the lead and copper and all these other water quality issues you know are fairly quick turnaround projects where you know we probably need to start looking at doing the engineering anyways because because come the following year we're going to be doing more projects um and so I think it those that the first two that I've listed um really get us into a position to get done pretty quickly um and and we can sell to uh the legislators and again you know when you start going down looking at the fire engine replacement is something that we're going to be doing anyway you say well we have a way to do this but again if we get you know $800,000 that's $800,000 we're not spending on that and we can use that money to do other things so I I think again having that mix of projects increases our ability to get more money or get a project funded in some way shape or form so they gave you an idea about how many to put in you know somewhere between three yeah you know when so what's going to happen is he's going to take this list whatever this list looks like he's G take it he's going to talk to people and he's going to come back and he's going to point to this one or this one or this one but this one is one that everyone supports but these other two you put in just in case right and good thing is fin this in past but uh our Senator that Hooper is the procreations chair here so that's huge that's good potential benefit right cuz he's he's in charge of operation committee so it's good and bad um the bad bad side of that is that he's not going to make any or be accepting any requests so that means we have to find someone else avue right yeah do that which again opens up that well there's a lot more areas of interest that we have to uh try to accommodate he controls what gets on the agenda to talk about though so that's that's a big big help so are you looking for so the there's three things here um one thing you can say is this looks great love the prioritization make a motion to say these are the projects you want us to move forward with another option is hey we don't like some of these projects and we want to add a couple more um so you go through take them off and add some and the third thing if you do that is then helping prioritize it from your standpoint understanding though that your prior priority may not be the same way that that the legislators look at it so don't be offended if they they think your number one really is a number eight what about the water treatment plan I don't see that on here yeah so the water treatment plan right now you know we received uh the $4.25 million so that part's moving forward um that's probably going to be you know the the next step is once we get through all the planning design we need to do with that is probably going to be a different group that we're going to be lobbying not the state legislators but we may need them to help with that but um you're probably not going to see well I hope that we wouldn't have to go that route because that means we're not getting 40 million and we're trying to piece together the money to uh do that so the only thing I I mean it's I I think the priorities are good the only thing is Bay Boulevard is is a significant problem and like you said like for evacuation purposes as well drinking obviously drinking water is extremely important the sewers the lift stations to pump the sewers the storm water I understand that you if you don't do that then B Boulevard probably doesn't drain but but I don't know I just I don't I don't know how you make one in one a or two you know like something like that because getting those I mean there's a there's a major portion of our residents that live down there and if we end up surprised like no name storm and we get four foot of water and they're they're stuck down there then so I don't know so that's and and I I think again the reality is that is not you know when the question comes how shovel ready is that project the answer is going to be not as close to what you want however I think and and I've done this other places is I want it to be in their minds you know I want them to ask about it um at some point in the future uh so that's that's why it's there less to be actually funded but more to get put on the table because again as I said we've we've put in one um request through the same funding that we received uh funding for our adaption plan and vulnerability analysis uh won't get it this time uh because they're still trying to F finish all the uh vulnerability analysis in across the state uh but we'll turn around and make that submission again and hopefully get it at that and you know spend spend the money to start that because it's it's a tricky thing it it's really going to be a tricky project because of you know how how raising a road is going to impact you know surrounding proper proper um but again you know I want them to at least be thinking about it because we may be going to them to help um get that money someplace else for the designk yeah want to point out too that in item three there's a lot of coastal resiliency stuff in there which is good talking about the uh you cleaning out some of the sediment and whatnot so that that accomplishes a lot of things um as well so I like I like that's high on priority list and of course I agree that with the water probably the top priority um you know flooding happens it's occasion but people use their water every day so that's definitely a priority of my mind and then you know if we get ult multiple buying on some of the stuff it'd be great I'm okay with the the the ranking you got here ultimately we do need to listen to our lobbyist and kind of use that advice to move forward with you know reshaping some of this so I'm okay I think we're in a waiting position until they get this social socialized U through the legislator he' be starting on this immediately right so yeah than week so question can I get a motion next up is item number five approval of f speed aggressive driving enforcement Grant I will pass it Mr Co for introduction yes thank you uh this uh particular request is approve the Flor Department transportation f. speed and aggressive driving subgrant for lot members for a project uh the subgrant provides the for Richie Police Department with up to $50,000 in reimbursement for overtime salary and benefits for law enforcement officers conducting high visibility enforcement to com back to combat speed and aggressive driving on US Highway 19 uh this is a zero match subgrant overtime and Associated benefit costs different benefits are reimburse up to a maximum of $50,000 I know do you have any anything you want to add to that um so we've done a similar contract two years ago that was a DUI enforcement Grant um the submission is done on a reoccurring basis and they during that Grant at least they were pretty experien in providing the reimbursement for for the funds that were expended yes within like a month I think if I'm not mistaken yeah they were pretty close with it yeah yeah I think they you guys do a good job of monitoring where we're at in that so we don't overdo it or whatever to it well I think what you're speaking of is is the uh the B Grant this is this is separate from that um this is this is a that's that's through the ibtm uh this is directly through the Flor Department transportation okay so we we've been awarded this grant right so all we're looking to do is say okay we're going to accept it approving the grant the acceptance yes and then we have in place a process to monitor the overtime so that we can incur the whatever is incurred we can get reimburse first right correct motion to approve the f. speed aggressive driving enforcement guess I'll have to make next year this sounds like more and more fun by the minute so uh this particular thing is uh we generally cancel the second meeting in December I think this is probably even the answer is I don't think we could do it in that short a time because you know regardless of what we do we end up uh having to bid that out so now could you direct source it on another contract with you know a modular yeah I'm just spit balling here um on the on the poll lights I know the staff went out and looked at add some additional have we done anything else besides that on get some installed uh we are actually uh a request for that so uh we are waiting for uh Duke to get back to us on the quote for those because I think we requested six I think not all in that area there a couple different spots but throughout the city yeah but those are included in there yeah the thing I want to just update the public on we installed the the two speeding signs um on Old Post we had one that um I think we talked about this but we the one as you turn off of uh Bay going down towards the park Northbound uh stopped working um original maybe thought that it might be the solar collector was not getting appropr sign but it wouldn't come on at all and so we we found out that that was actually we had a bad board and so do we have a update on when that would be replaced do not have anything that that's under warranty and it's being taken care of so that the reason that sign's not on is because it we had bad board in so we're working on getting that replaced so anything else obis if not I will look to my left I do have one question though um we had a lot of I forgot to ask a question sorry about how we do with the 50 compliance 50% compliance we having a lot of um problems with that with the permits and stuff are we getting them yeah yeah we're getting them and I think we've had maybe maybe five or six that had been over the 50% other than that the rest of them I'm
