the meeting in addition the agenda and all related materials were posted electronically and made available to the public on Princeton's meeting portal in advance of the meeting thank you very much uh yes um this is probably an an illegal announcement since uh we're introducing an ordinance later that I won't be here for the hearing I just want to extend some some thanks now um you're going to make comments on something we're going to introduce you can't do that even just to thank you no because that that that's that's starting a public hearing basically uh well let's have this debate now so we don't have to have it again but we have for three and a half years not a loud comment on something that we're introducing yeah because we're basically telegraphing to people ahead of time I I will pass my comments onto my neighbor here for the next meeting no that'd be great I'm sorry I don't mean it's it's okay I thought a thank you would be under the but don't want to start a revolution well I well but just in all fairness and respect to you I you I don't want the public to think while making exceptions for elected officials that we would not make for a member of the public that's all thank you all right did you have anything else I know just for that you're not running again okay fine there you go Michelle I I just want to mention uh that the start of the uh summer season of the recreation department is upon us which is exciting and um there are uh financial aid available for those um you know economically disadvantaged uh residents of town so um the fee can be waved or reduced for both the swim classes the camps um as well as pool membership so I just wanted to mention that and remind people uh that it's available and I encourage uh everyone to to join if you can thanks thank you other Council comments or reports okay seen none of those anything at the staff level before we get to the police report okay Lieutenant anything on the uh police monthly report you want to point out thank you mayor uh just yeah just two kind of quick things I think one is uh see in the month of April we did our annual Wheels Rodeo it's always a great event with with kids in the community coming together so I just wanted to highlight that and you know that even went a little bit more this year we um were at some of the elementary schools before and after doing some bike safety and some other programs about walking and riding bikes to school uh to Community children so I think that all kind of fits together and something to highlight for the community that's it thank you are there any Council questions on the police the monthly police report David yeah not so much a question I just wanted to comment I was pretty pleased that um the accidents seem to be down a little bit this year and the uh summonses are up and without jumping to conclusions I want to thank the police officers for uh getting a little stricter with the enforcement of our traffic rules um I think it's paying off thank you David any other L yeah I just wanted to piggy back on what uh David said I also noticed uptick in uh some of the summons and appears that we are getting tougher on careless driving and people driving while texting and that sort of thing so I just wanted to give the police officers and the hierarchy a shout out about keeping our town safe and uh safe for people thank you thank you e am I am I allowed I I just wanted to say another thank you but I think this one is uh as we all know here Lieutenant Garing is retiring in August I don't know if he'll be back here so I just want to extend an official thank you from here for all your hard work over the last 25 and A2 years he's now approaching 30 so you know uh anyway so just a thank you here here yeah really thank you Ben any other Mia I just want to Echo that and Lieutenant Garing you probably don't remember but you helped me fit my son into figure out how to fit him into the the car seat which for me was challenging and he's still alive so I have you to thank so thank you there you go success all right any uh any other questions on the police report okay uh Isaac experience Princeton good evening your honor uh Isaac Kramer executive director of experience Princeton in the spirit of keeping things moving I only have four things we worked on last month four that we're working on this month and then one big item I want to bring to your attention so to lead off uh really pleased to report at the start of may we attended the main street now conference in Birmingham Alabama uh we big success uh we were able to take one volunteer with us Marina rabina our session on Mental Health was standing room only uh and very well received uh by all the people uh in attendance um we make connections with leaders both the state and the national level and we're able to speak about our upcoming Main Street New Jersey uh Community designation application that's now under review so all in all it was very successful uh just after coming back I filmed a promotional video with sustainable Jersey on an energy audit and upgrade program uh the audits are going to be free and non-binding uh businesses are eligible to get them uh and it also connects them with resources to improve their HVAC lighting equipment Etc uh so look for the video to come out and we'll be getting behind that program and pushing it along with other local Partners in the municipality uh next up uh the Nassau Street tree well plantings were refreshed uh with support from Volunteers in our streetscapes team uh and it just shows the attention to details and making sure we're keeping the town looking the best it can and last but not least and you may see in front of you um the Discover central New Jersey print and digital map uh has been released and Princeton is very well represented this year with 10 of the 20 Farm totable restaurants just in the downtown aot alone plus an additional restaurant on Witherspoon Street and two more um in uh Princeton shopping center so that gives us the majority of Farm to Table uh restaurants in the for County area uh that are promoted here and we help to facilitate that and make it happen it's just one of the many points of Pride uh that we want to put out to the world uh with that uh things that we're working on this month uh we have a volunteer uh who stepped up to help with garbage and cleanliness issues and it was really impressive a longtime business owner he came to with his list of all the items he wants to work on I said great let's form a team around you and we're going to work on it together our next check-ins in a week so you know of anyone who's really into garbage and cleanliness we got a place for you um next up we have a prospect looking to fill the former Greek Cafe space at 200 uh nasau Street um it's a really important NASA a it's really important because of several vacancies in that vicinity so we really want to ask our partners with municip municipal government to keep an eye on that application as it's coming through we're really motivated to get that space filled as soon as we can um we're also finalizing a budget and bringing it forward for the mayor and Council to vote on we apologize we had a delay in getting our Quorum uh which we hope to shortly uh but realistically it may be a late June introduction and a July vote um that's what we're looking at um and last but not least uh this Thursday May 30th we have our next experience Princeton Meetup and I'm pleased to share it'll be just down the block uh tiger Labs 300 Witherspoon Street starting at 400 p.m. and certainly we'd welcome uh anyone who would like to attend to be there um and my last item uh that I'd like to share with all of you um is we were very fortunate to host choose New Jersey in Princeton also the first week of May um our president Aubrey Haynes uh joined me uh and he was able to give some remarks uh to over 25 International Economic Development staff that came to visit us in Prin additionally I was able to give them a tour and I got a very kind note about a week later saying it was the highlight of the whole week they spent in Jersey so uh we had a great time together and made lasting relationships with officials from India Great Britain Dubai a few other places as well so and uh Princeton presented very well no surprise there with that it's my report thank you Isaac any questions for Michelle I have a comment and a question and thank you Isaac um I just just wanted to comment and share that uh I was speaking with Brad Fay uh who does discover Central Jersey in fact he kind of was the design originally um who was kind of his brainchild uh to bring that forward but he shared something that I thought was really interesting he really believes that Princeton um is well ahead of anywhere in New Jersey as far as Farm totable restaurants um so this is really something that we can um really be proud of but we can also really look at this in terms of Tourism and how to develop a marketing around that so that's really I thought it was really interesting um and then my question is both to Dean and to Isaac is uh how are we doing with outdoor dining applications I mean it's upon us I'm seeing some outdoor dining I mean hopefully we're getting we're getting the word out in terms of the new uh ordinance the new application process and um so that's kind of to both of you thanks I just have a quick comment um we were very uh pleased to uh invite Jim purcel uh to our virtual Meetup uh where we had about 50 participants and got a very thorough overview of the outdoor dining program so that was our primary way to get the message out and we also did a subsequent follow-up message but I'd be happy to defer to Dean on that sure all of the applications that have been submitted um have been approved or if in in the case of nasau street we have not acted on those applications because we're still waiting for our uh do approvals um but we also have some permits that are holdovers from last year which are still active and in place this year so um I can pull up the numbers and provide that to you at a later time yeah I didn't mean to put you on the spot I'm I'm just curious to see how the flow is going because I I see some restaurants that could have outdoor dining still not there yet so um hopefully we encourage them to do so any other thanks mayor I just I just want to give a shout out to both uh Isaac and to our entire engineering staff uh this weekend you know I was born and raised here but this weekend I experienced Princeton from Friday Saturday Sunday and Monday from the Memorial Day par which we walked in uh and our dogs walked in uh to the fireworks at the University to getting up and around Princeton Witherspoon Street Nassau Street again I experienced Princeton and I was even for a native person very damn impressed with what I saw and how I felt walking around Princeton so thank you for helping us make this a world class town thank you anything else for Isaac Isaac thank you very much thank you good night uh e I'm sorry I just have to add to what Leighton said uh a big thank you to Michelle without whom not a lot of this would not have happened so just I can't let that go by okay thank you for saying that thanks Michelle okay next up approval of that's not on the agenda sure can you hear me yes we can thank you all right thank you good evening mayor Freda council members Princeton Community future viewers of this meeting and with recognition for the presence of the most high my name is Meredith Murphy and I come to you this evening in good faith again with concern for the community's innocence I begin with John 8:31-32 then said Jesus to those who believed in him if ye continue in my word and are ye my disciples indeed and ye shall know the truth and the truth shall make you free I am calling upon all of us to keep the school safe all too often school is the only place children feel secure in the world sexual violence does not discriminate and for the neediest Among Us who may live with it at home with sexual violence domestic violence and even incest the school may be the only place where they feel safe we can obtain a complete picture at school of the support children need to thrive with possible referrals to appropriate agencies as I shared in the April meeting it came to my attention that a child experienced forceful molestation in the restroom of the lower school at the Princeton day school and that the perpetrator threatens the victim with Unthinkable harm to the victim's family if the victim spoke out I am here tonight to share with you that detective chitan may have aired in his investigation and that the police department is currently under investigation for possible misconduct specifically after interviewing the victim chitan spoke at length with the victim and their parents obtaining additional information and either failed to record the conversations denied recording the interview and may even be seeking to ensure that none of us know what happened during that conversation that could violate the best practices required AC ired by the District Attorney's office and the state the victim's family contacted Chief Tash asking for more information on why they had been misled regarding the videotaping at which time Tash stopped communicating with the family and the victim the victim and their family do not need the burden of police misconduct because the assault occurred during former head of school Paul st's Administration someone informed him I understand he has not willingly offered his cooperation with the District Attorney's office this should concern the community as he continues to work with young children now in New York state therefore I urge you mayor Freda council members Princeton community and future viewers to call upon the children of the Princeton Day School to speak the R rated truth ask if there have been additional victims call upon the Cur head of the Princeton Day School Kelly Nicholson Flynn its board trustees alumni parents Affiliates faculty and staff to place the identified offender on a precautionary administrative leave for the safety of the community and its children let us not look back on this meeting and ask what we could have done to protect innocent children but let us prayerfully find a way to protect them immediately here is my word know the truth that we as a community can be free of this perpetrator thank you thank you Mur thank you yes okay is there any can't see the screen any other hands no hands up okay I'll close the public hearing or the public uh comment section and next up we have a public hearing on ordinance 2024-25 an ordinance by the municipality of Princeton increasing Princeton Sewer Service charges and amending the code of the burrow of Princeton New Jersey 1974 is there a motion on that thank you David Eve's got the second Deanna do you want to chat about this a little bit and then we'll get into questions and yes thank you mayor um as many people are hopefully aware Princeton owns and operates the sanitary sewer collection system the treatment works related to the sanitary sewer system are uh performed by the Stony Brook Regional stage Authority um who then charges Princeton for the cost to treat the sanitary sewer flows um the sewer service charges that Princeton levies are not a tax it is a user fee the revenue that is generated through this user fee is used to cover the sewage conveyance and treatment costs um their sewer users are charged based on the volume of the sewer flow that they generate each year this usage-based fee structure is the same method used for most other utilities it fairly allocates the cost of sewage conveyance and treatment amongst users proportionately to their usage rather than the value of their properties it also means that the tax exempt users such as schools and church are also paying pay their fair share of the sewer conveyance and treatment costs this system also allows users to effectively reduce their sewer bill by reducing their water usage um in 2022 Council supported a plan to spend $30 million over the next 10 years to catch up on deferred maintenance and replacement work on the sewer system and the the fees that are renov are um the revenue generated through these fees will help pay for that um Improvement cost work included in um the spending plan is upgrading all of our sanitary sewer pump stations and inflow and infiltration prevention projects so with the ordinance before you uh we are recommending an increase for the first 2000 CCF which is is 100 cubic feet which is equal to 748 Gall uh for the price to go from $710 to $8 uh for the next from 2001 to 5,000 CCF the cost would go from $125 to $10.80 over 5,000 CCF the the sewer rate would increase from 12 25 to $14 so for the average residential user um they would see their annual sewer fee uh their their total bill for the year increasing from approximately $470 for the year to $528 that's an increase of $60 um and so that's what you have before you tonight we will be looking over the next year uh working with our attorneys to see if um there are other upgrades or improvements needed to the ordinance where we can look at adjustments for affordable housing and and um any other you know State upgrades in legislation but at this point it is solely an increase in the rate so that we can uh raise the revenue needed to make these um most necessary improvements to the sewer system that's it thank you de David yeah um the question I have is about whether or not we have uh plans for monitoring the improvements in inflow and infiltration that should come out of these Investments with an eye towards [Music] um either you know keeping sewer rates flat or even reducing them at some point over the the coming years as we're making those Investments because I think I know Andrew is sort of projected where the rates need to go over the course of those years to um fund the projects but I'm it we also need to keep tabs on yeah yes yes we don't want to over generate Revenue right we want enough that we are covering our costs without going over or under by too much so with um we have Min system 35 under construction right now we did not do any flow monitoring prior to the project um but we do have the new project mini system 36 which we have the public meeting on Thursday night for we have been doing flow monitoring on that system um and so after construction is completed on that system we will do flow monitoring again so that we can see the effectiveness of the uh the treatment plan put in place great eve uh a couple of comments um and now a new comment so um The Minis system 36 meeting it is going to happen uh this Thursday at 6 y 6 p.m. in person and on Zoom right it wasn't like on the municipal I know it maybe it's targeted just for people who live in the area but it's not on the municipal calendar like it should because I checked to see if it was happening and it clearly wasn't even though Andrew had said it was it should be on there this afternoon we just created the zoom uh okay link well as of a couple of days ago it wasn't but all right um so thank you for the information about how the what the impact would be on the uh the average resident and I would ask as we entertain these kinds of things going forward if that information could be a part of you know part of the the memo that you or or Andrew prepares so as we vote on something we know what we're imposing uh on our residents and just for my uh knowledge What would was the conversion between gallons and 100 cubic feet you you mentioned that a little too quickly one CCF M is for 748 gallons okay okay because I know basically it's you know water in sewage out so if you like the average household I think it's 300 gallons um no it's actually 135 gallons of water or 66 CCF okay 60 how many 66 c 66 okay all right I'm going to figure this out um yeah so so I appreciate that and uh just a little correction I think you had said that uh that uh we were in investing $30 million over 10 years or that's what Michelle and I heard but it's actually 90 million over 10 years unless you're breaking out certain aspects yes this was just the increase so it's 3 million additional per year but yes it is 90 million okay excellent over the next 10 years great we had we had been doing approximately six million a year and and it's bumped up to nine okay great thank you MH thank you I don't know who had their hand Michelle thank you yeah I wanted to clarify that too um thank you Deana and I think to David's Point too we do want to track and I know it's going to be difficult to track where the savings are but there has been deferred maintenance so we're doing a lot of extra right now so that we can bring the cost down because I don't know what the percentage is but there's a lot of rainwater going through our system that um you know is is is not efficient to say the least um and I just wanted to mention too that we do have a university contribution of 7.5 million at some point in the next couple of years where they will help pay um well they will pay for trunk lines A and B um maybe B holy um something like that if I recall and um that's an important contribution because that will be money up front that we won't have to dip into that um particular uh sewer um income so so to speak Revenue so I don't know if you want to elaborate on BNC and that's actually one of the agenda items later on is an increase to uh one of the uh consultant contracts to expedite uh their services so that we can do inspections of the trunk line so that we can then have a better uh picture of the existing condition and what improvements are needed and working with the university to see um what their future flow contribution will be to those lines as well wonder and whether or not will'll need to upgrade the size of those trunk lines to accommodate their growth yeah that's that's really smart to to look at the future because of the increases that they'll have in all the development that they're doing on campus as well as the fact that if it's if it if it works for our engineering department their Engineers are willing to help and uh and give some some advice and and their expertise in this as well so yeah that's great to hear we've kicked off monthly meetings with them on that project terrific thanks thank you um I'm just going to Echo what Michelle said which was pretty much what I was going to say but um you know it's never easy to vote for any increase but we are doing what I think many of us throughout the state wish New Jersey Transit had done a long time ago which is digging in and um uh proactively grappling with Decades of deferred maintenance which was the case with our sewer system and it's something that the current Council has inherited um David Goldfarb going to give David another shout out has been asking for the governing body in Princeton to um do what we are doing now um which is to take charge of our sewer system so that our taxpayers are not paying for um the processing of rainwater um which is um from a sustainability perspective and an economic uh productivity perspective really um an a counterproductive thing for us to pay for so we are um fixing our sewer system little by little and yes thank you to the university for their contribution um infiltration and inflow is um I think when you're when you flush your toilet you then pay for double what you have flushed um and that is not sustainable economically or environmentally and yes it is um a slight increase now but um I want to applaud my colleagues for um responsible and prudent Financial um management of our sewer system which is not something that you can ignore and which unfortunately has been ignored for a long time and and now we've reached the point where we can't ignore it any longer and I look forward to the time when we um um will'll see cost savings because of the work that is being done now thanks to Andrew Philippi and Deana um and um I think it's I worth noting that it's an abbreviated time frame that this work is being done due to our willingness to um uh step up the agreements with crown castle fiber LLC for five locations as follows 280 ridg viw Road 562 Prospect Avenue 316 Cherry Valley Road 702 Cherry Hill Road and 165 Heather Lane is there thank you Leighton is there a second thank you Eve questions or comments Mia Jim purcel is not here so this is probably a rhetorical question but does this mean we'll have any improvement in our cell phone service of course it will yes these installations are um adding four and 5G and it's Colo location of various service providers as well yes and I don't know if you heard we did the uh the cell location by Elm Court is up and running and active which is great news that's great I remain skeptical but hopeful thank you Eve so sorry di this is also maybe more a gy a gy question but um looking at the map uh four you know one of these is on Prospect and Riverside and the other four are it seems to me very densely located in a particular area and so my question is is is this the level of density we need to get better service because if the answer is yes it's going to be like a long time it just struck me I kept looking up one after another on Google maps of course later there was a map of all of them and I could have saved myself the time but so I mean it just struck me how close together and you know and I don't know if it's maybe on two different sides of the ridge or you know whatever you can say about that or if not you can just have Jim send me a two word two sentence explanation well three of the installations are on um you know very close to or on Cherry Valley Road and um as you may know that is a very wellt treed Corridor and you have the ridge as well um to the south of Cherry Valley Road so there's not a lot of Transmissions that's going like over the ridge um because of those two factors so yes this this I think is indicative that it's it has to be kind of a linear path for the um the transmission as well as for the users because the users are within that Corridor as well so so that my takeaway from that is in an area that was mostly flat you could maybe have fewer uh in few fewer installations if there weren't you know weren't as many trees and you know like downtown or something like that not as many trees not as it's pretty flat they're buildings inconvenient what if we took them you still have the buildings right I mean if we were a a town of Bungalows maybe with no trees then maybe it wouldn't need the density but also depending on the type of service um the bandwidth is such that you have to have closer proximity between the the facilities okay thank you very much yeah the 5G requires a lot more of the nodes closer together the 4G you could have them as de said depending on topography you might be able to get away with them not having as many as close as possible and then if you have a macro site as well that it can work in conjunction with you know those those are all varying factors so my question is related but a little bit more general which is how much input do we have in into the prioritization of parts of town to um improve their coverage in other words was this decision I I understand the uh intent behind getting better coverage for a part of town and that one area at a time probably is better than a scattering of you know individual cell locations you know in a spotty way around town that doesn't actually um improve the service because it's not it because they're not close enough together but the question is who's choosing which parts of town to prioritize do we know I don't have an answer but I can look into it they do have our map of where we've had issues with service and I know some of the um packages of applications that have come in have been say more focused in a certain area so like the last package that included Elm Court um that also had some other cell locations within that area uh but we can get more information on how they prioritize it and if there's any ability for us to have input on it yeah yeah I believe at a at some point we either got an email or explanation from Jim that this is part of like 30 applications for location they're doing around town and many of them are driven from that meeting a year or so ago where Verizon got a not so nice reception from the public and so but I think crown castle has stepped up more than Verizon and crown castle luckily Verizon is like okay Crown Castle's providing all these uh facilities so we're we're jumping on but I believe Jim had tried to express to us that this is a an actual real effort to meet a lot of the the concerns coming up in different areas of town so anyway yeah okay Michelle yeah that those both of my questions and my comment is that I think it's really good though that they're collocating so they can start to solve all the different uh cell phone provider problems um you know there's obviously other places that we know are dead zones so hopefully those priorities we talked about a year and some ago year and a half ago are being considered um so you know I think it's good and look I mean I think it was good that Verizon came um I think it wasn't good that others didn't uh so um you know that says a lot to me and uh and it should to the residents too but I'm glad that crown castle is collocating that just seems like much more coste effective way and economically to do this so thank you Dean and Jim than wa and ground hassle mayor yeah I just wanted to say as I read through it I think there were five five or six uh towers that were put up and some of them were forizon some of them were Sprint few of them were for Verizon some of them were AT&T but I do want to report that very shortly after the antenna was put up in the close proximity of Elm Court with immediately immediately we got perfect feedback that this is really great now we can get in and get out in Elm Court and harri briyan house so I do want to let my colleagues and the mayor and Deana no thank you it is working uh and I think it'll only get better when we get more Towers placed thank you thanks le e I just want to point at and maybe this is part for the course but one more uh point on maybe a sustainability uh is that all of these installations are on uh utility poles that already exist so we're not adding to the kind of you know streetcape pollution many of them are a few feet taller you know from 30 1 to 35 but just seems like we're going to have better service and hopefully nobody's going to complain about it so that's really a win-win any other questions or comments all right all in favor please say I I hi Engineers is under contract with Princeton to provide Design Services to replace our existing um air conditioning units with an more energy efficient and uh better for the environment system of water cooled Chillers um as part of the work there's also some upgrades to the boilers that will be made and um they will also be working to retrofit the um the lights the overhead lights with LEDs internal to the building and um we're working with psng because we are eligible to get um uh refund or rebate on the work that we're doing uh both with the HVAC as well as the um the light fixtures and so with this contract um we had more time involved in putting together the design documents um but we're currently out to bid and anticipating receipt of bids mid mid June so hopefully we'll have something we can bring to you for a bid award and is this in the context of an esip are we and or any of the state plans to assess our the Energy Efficiency in our buildings no we had looked at the esip uh we had done energy audits for the building um and eMoney under a separate contract with us had done a a complete kind of energy assessment came up with about 13 different Alternatives um to investigate and then narrowed it down to a few uh um recommended improvements which included the the chillers and the lighting upgrades so it's not through an EIP program um that's kind of there's a lot of paperwork and this type of work doesn't always get the best return from a program like that um but we are able to receive like I said rebates from um PSC we are also looking at the infrastructure Bill to see if there is any opportunity to get money through that program uh again that one's a little bit different because it don't as far as I understand it the money would actually go back to M and not to us so so at at this point it really is just the the psng program that we're looking to to utilize to um offset some of the the cost okay thanks any other questions or comments okay all in favor please say I we're not worried we uh we've gotten through Mercer County we've gotten through drcc um there's been active conversations with d so we're we're not worried um we're actually looking to submit documents to do in July so that they can start their review so we're in good shape to be able to go out to bid and and award by the deadline if you're not worried I'm not worried any other questions the term of the Professional Services agreement with French and pello Associates for the design and preparation of construction plans for the Cherry Hill Bikeway extension project with no change to the contract total is that Clayton's got the motion is there a second Michelle's got the second questions or comments Mia di do you want to elaborate I can elaborate so this is um we are extending the shared use pathway from folle drive up to Crestview Drive um we are the project includes installing an 8 foot wide shared juuse path so French and Perillo has um been working with us to design the improvements there are right of way easements that we need from three properties so we're working through that process we've had a neighborhood meeting uh there's a lot of support in the neighborhood to make that connection up to Crest View and um we just needed a little bit more time to get through the design process um and typically we had been doing professional service agreement ments for a year uh with our qpa we're finding that um we do have the ability to extend those Professional Service agreements until the services are completed so that may be something that you'll see less of these time extensions because we'll be able to account for that in the initial contract but basically like all of these infrastructure upgrades and improvements it's a balancing act of trying to figure figure out how much of an investment it is what grants we might receive to offset the taxpayer cost and how many residents it benefits right and so in this we did all of those calculations and in consultation with the neighbors and so and felt and that this was all of those things those added up to the equation that it was a worthwhile investment yes yes we have um it's part of the B bicycle master plan um and there is a program called bikeways uh where do provides grants but it's only for new mileage so often times we're in our projects are more of a rebuilding and so this was a great opportunity to be able to build a portion of the bicycle master plan um utilizing the state funds and um once we get up to Crest View there's it really kind of opens up the opportunities because you can go through Crestview montale there's an emergency access that gets you to B court so um there's quite a few residents that can benefit from having this extension in place a lot of bang for the buck yes definitely okay David yeah I just wanted to comment one of the other great things is this really is the steepest section of of um Cherry Hill and it's very challenging for cyclists you know who may be going 3 to 5 miles an hour struggling up that hill um and it's narrow being passed by cars and stuff so I think this is a really excellent prior prioritization of a good location for a agreement with the US Department of Agriculture National Institute of food and Agriculture and office of urban Agriculture and Innovative production to develop and test Municipal compost and food staff and sustainable Princeton and I know that uh from our conversations that these federal grants are tremendous amount of work but it's bringing in a lot of money for a project that we just simply couldn't you know Ma muster the the tax dollars to do so um excited that we're we're going forward and that sustainable Princeton will be managing this and we'll get through them hopefully really good uh community outreach in addition to what we can do and we'll get uh good signups and this will end up being a successful Enterprise so thank you David and in the spirit of kicking off that public Outreach I know I'm not reaching many people in the room tonight but maybe there will be a few people who will watch uh the the meeting afterwards on you on our YouTube channel this is really fantastic because it gives us the opportunity I think for 12 new locations scattered around town um so that everybody who wants to um get rid of their stinky uh compost will be able to do it close by um to their homes and I I was just reflecting on this with my wife over dinner tonight to me this is actually a better solution than curbside composting which we tried before in was too expensive it's fantastic because it's available to people who are living in multif family housing it's great even for people in a singly single family home because you can take your compost anytime it you know if you if you generate something fish skin or whatever and you know it's going to be smelly the next day you can take it and and dump it whenever is the right time for you uh as opposed to having to wait a week or two weeks until the next curbside pickup so and it's free and to Residents whereas they had to pay before uh and even when they were paying it wasn't really covering the cost so um I'm I just really want to promote to the extent I'm able and I hope everyone else on Council will join in um that this is a really great opportunity and please start to think about composting your um food scraps I don't think we generate as many fish skins as you do in the Cohen household D but still worthwhile any other questions or comments just a comment uh Tish and I have been doing it and it does work it works well it's red reduced our traffic that we put in the bin and I stop down here once or twice a week and it really does work so not that many people here tonight but we maybe try this Michelle has the second questions or comments uh sure I have a comment so um this is an excellent opportunity I'm really glad that um you know we're we're taking advantage of this opportunity and um it may be an opportunity to collaborate with experience Princeton because it's early days but there has been some interest in um better wave finding perhaps digital kiosks that type of thing so there may be an opportunity to work together on this so I I think it's fantastic and I C you once again for finding these opportunities for the town thank you thank you Michelle Eve uh so I couldn't tell is this money that we are either have or are confident in getting or is this we're applying and we may or may not get it what's the I don't want to I don't want to I would hope to say that we're confident we'll get it um it's only available to Mercer County municipalities so it's a more limited pool um I I don't necessarily know the state of Transit available um in other municipalities we did have a um informal meeting with do to talk about the opportunity as well as the project we were proposing and um they seem to be very supportive that it met the goals of the program to be Innovative to uh provide service to those that aren't necessarily able to use smartphones so um great great idea and I love that you know we're using the same system as the university and that will you know enable uh you know a better exchange of information hopefully So yeah thank you you're welcome and just um as a spoiler alert to Michelle's comment um we are working with arterial on the design of the NASA Street improvements and one of the things um that they are proposing is to consider digital kiosks to replace the structured kiosks that we have at this point so that may be coming sooner than you think to council for a discussion question is how do we keep people from putting paper flyers on the screen we we had that exact conversation and we're wondering if there's an opportunity to still have a paper uh U System on the backside we're looking at all options yeah there there are options actually so anyway we'll talk about it all right any other questions or comments on this resolution I you is there a second thank you Mia questions or comments I I guess I'm just excited that um this project which was actually the first one out of the gate in our third round affordable housing uh and was sort of languishing not making progress for years is finally moving forward so this is on Heron Road and um uh if you're driving by that's what's going up yeah thank you Mia um it's not an insignificant chunk of change it's $2.5 million um and I just have to point out that um you know in the tradeoff uh with affordable housing we have two options inclusionary and municipally sponsored which is 100% affordable um this is 100% affordable 64 units um and um you know I think it's important for our residents to understand um that they both have pluses and minuses and in in this instance um with the 100% affordable the U uh much of the costs are often borne by the taxpayers and so this these are the taxpayers contributing to the construction of this to not insignificant amount and this 2.5 million was an additional uh contribution for the municipality so that we could um be competitive in the tax credit financing competition um and this allowed us to win that um win the the the state tax credit financing but but it's uh you know it's not cheap affordable housing doesn't build itself unfortunately other questions or comments I see none all in favor please say I I next up is
