Nora our most loyal member all right so this meeting tonight is basically the only thing that we're going to talk about is the new Senior Center and she is and um the two items that we're going to talk about tonight one is we're going to take a look at that site review again we're also going to take a look at the the topics that we had written and we called it a building review and see if we might be able to fit those into the site review somewhere the second thing that I wanted to talk a little bit about is the presentation that is going to happen on Wednesday so that everybody kind of has a heads up on on what to expect I did send everybody the uh PowerPoint so you should have had an opportunity to look at that it was in PDF so you should have had an opportunity to open that up um and if you did and you have any questions right away that would be perfect that would move the discussion along otherwise we can kind of go through it slide by slide if we if we uh we want to but just so that people have a heads up sometimes going into to those meetings it's a lot of information this meeting is also going to talk about costs bhna has put together cost es for all three sites and um and that is going to be a huge conversation and it's a lot to take in so I feeling we're going to have another meeting because we're going to have to like dig deep into the cost estimate and really get a handle on those so um the site review was readapted and I can't remember if I showed it at the last meeting and um Jenna is going to put it up on the screen she's going to share it but basically what they did was they all those categories you remember there was this whole list of categories and we went down and we kind of combined some some of the categories and um made new categories so one of the things I did was I looked at our site review and it looked to me like all everything that we had on our site review was in here um but let's talk let's talk a little um about the new and enhanced site ranking work sheet uh actually if you can go to the very beginning Jenna sure it's a PDF so there we go so the way that um that the the plan is for this to work is that in the top walk on the top there the top label where it says area of the site that's going to be like it's going to say environmental or it's going to have a specific category there then underneath that category there is going there are going to be three ranking opportunities the first one is anywhere from seven to 10 points the second one is anywhere from four to six points and the third one is obviously the lowest it's one to three one to one to three points and basically what you're going to be able to do is just and ignore the numbers that are on please ignore those those were samples um so what people are going to do when they rank is they are going to choose a number so let's say um let's say I think the site has sufficient area for the building parking but not future expansion I'm gonna give that say a five um and then that's what's going to be down in that red block area would be that five then the weighted points Factor what what they're going to do and we're part of this is we they're going to assign points to each one because for example um there may be some criteria or um of the the 12 that are listed on the rank sheet that maybe aren't as important as others so that's why they maybe there's going to be a weight attached to it and we can have some input on that what what do we think is the most important so if we go to the next slide and this worksheet is going to be set up so that it will calculate it for you so if I typed a five in there and the weight was two it's automatically going to put a 10 on the spreadsheet um so these are the nine areas that um they they took that long list and ranked it into 12 sorry I thought there were 12 there you go to school um and um it's the bottom one that we really want to concentrate on tonight but let's take a look at all of them here um area of the site so that's just obviously the land upon which the building is going to be built what do we what do we think and the factors to um uh rate them are going to be exactly what I just said sufficient area for building parking and Future expansion the second one takes off future expansion and the third one says it's a sufficient area but not for parking or future expansion so that's the criteria by which that the overall site would be evaluated second one is impact of a Ab Butters and um I can't get and there are three criteria by which and my computer has not been behaving so oh here we go Okay C because I can't read that I can read it too if you want yeah want me to read it yeah um impact on a Butters development has no impact on a Butters in terms of views noise levels or the the site's character development has some impact on a Butters in terms of use noise levels in the site's character development has major impact on a Butters in terms of views noise noise levels in the site's character do you you want me to just keep going and then someone has a question okay je yes in terms of process at Wednesday's meeting we won't be voting on this no this is just to continue to discuss because a lot of stuff they and and it's primarily the the very last one number 12 we need to weigh in on this is just to get people to understand the process yeah uh the traffic conditions traffic conditions do not impact travel to and from the site traffic conditions have moderate impact on travel to and from the site traffic conditions have a major impact on travel to and from the site um four parking quantity the site has sufficient parking and ins sufficient overflow parking the site has sufficient parking but no overflow parking the site does not have sufficient parking location of parking all parking is located within 125 ft from the door some parking is located with 125 ft from the front door sorry I didn't mention front in the first one no parking is located within 125 ft from the front door um wetlands and flood planes design construc ability pest control and user Comfort are not impacted by the proximity to Wetlands and flood planes design constructibility pest control and user Comfort are not impacted by the proximity to Wetlands and flood planes design constructibility pest control and user Comfort are not impacted by the proximity to the wetlands and flood ples um site construction cost s Construction S charge and minimally impacted is minimally impacted by topography utilities and other factors site construction close proximity to one other program site is not in close proximity to other programs um accommodates other outdoor activities multiple other exterior recreational activities will fit on the site one other exterior recreational activity will will fit on the site no other exterior recreational activities will fit on the site sustainability impact on design sustainability goals have no impact on the building's design sustainability goals have some impact on the building's design including roof shape sustainability goals have a major impact on building's design including roof shape um to suitab suitability for a senior center the site is well suited for a senior center the site is somewhat well suit suited is somewhat suited for a senior center the site is not well suited for a new for a senior center and that's the one that Nancy will elaborate a little bit more on right now right um but but before we get to that are there any comments or Impressions that you have about what Jenna just read on the site ranking worksheet I have a question if that's okay um yeah I'm still not clear who's actually doing the ranking like who's participating in this exercise that has not been decided yeah yes in in the meeting last week um it was suggested that the members of the Council on Aging and the members of free cal um be in on the site ranking and I think on Wednesday maybe we can decide you guys can both decide that as committees but that was a suggestion of BH plus a that you guys be those two critical groups evaluating the criteria which seems fair but would b and a also be that's a good question I don't know if they would weigh in because for example say traffic conditions like I think they had a traffic study yes right so I don't really know the results of that so I don't know how to evaluate that but they would know right or should I know I I I think that because as Jenna was reading these like I I wouldn't know if parking was within 125 fet um so I I think and that will be one of the questions that we can ask on on Wednesday how will the rankers know for example the site construction costs and what what is the site construction search charge what does that mean and where do I get that information from and then I guess then if if it requires some homework on the part of rankers that might um uh limit or it it might sway your opinion on whether you want to be a ranker or not because you're going to have to probably do some homework in order to understand these criteria yeah I would hope along that line that bhna would make available to us their study findings just read it what I was trying to say yeah that that it's not like we have to go research it we just we have to read what the hna tells us exactly exactly and it would be nice to have a meeting before voting be able to question BNA about it as well Cas there pieces that we don't understand or don't make sense to I think it's most important for us to be able to determine the weighted points factor meaning which of these 12 is the most important thing because when they're ranked how highly they're ranked will be based off of what the weighted point factor is so it looks like for this it's like in Half Point increments so area of the site that is weighted two points for each don't ignore those numbers they're not real they're not real right but be but we should be determining what the weighted point factor is yeah to me that's the most important thing and also personally I think there needs to be a hierarchy any we we need to agree that all the sites have some degree of suitability for a senior center the other questions don't matter it's or step one is are these all things that we think are worthy of considering as an option for a senior center if not I'd say the buck stops um because you can easily outweigh that to your point even with the waiting you could easily counter it I I think that the waiting we would have input into it and we weren't planning to do that tonight right but we but we can um we can take a step back because we really do have enough time and if you look at all of 12 of these which one would you rank the highest so will they listen to so if we say this is how we want them waited will that be valued by The Waiting committee yes okay so I'll tell you what my number one would be number 12 suitability for a senior center that's my number one and I would give that 100,000 weighted times but but isn't that based on the previous 11 things no no there's no there there's even though it's numbered one two three it's not in terms of important it kind of goes back to the worksheet we worked on that our last meeting where we had all that building criteria and that's something we're hoping to talk about and how we could translate that into categories that might work better for answering 12 maybe it's I still say it's actually step one if it's not well suited for senior center you think it should be kind of like Tak it out because it's no no it should be there but it should be step one is it Well Suited and high it should be highly R yeah highly weighted yeah well what does anybody else have something that they think would be a I'd make it conditional waiting not highly weighted because you could still outweigh it even F yeah you can outweigh it with the others and that's true it's true and I don't think we should but anyway it all depends and and that well that's another whole discussion but given given these 12 choices here how would um and let's just focus on these 12 how would what what would you think John let's look at the other 11 do we think that one Rises to the surface as that should be um uh weighted highly or do like three rise to the surface um um I'm thinking maybe area of the site is important for the building parking and future expansion I don't know this is a discussion yeah oh Jean oh Jean Nancy I say definitely traffic conditions for me okay um I would say parking would have to come next because if we have 20 parking spaces in a beautiful Senior Center then we don't have a good Senior Center so suitability traic parking quantity parking quantity price yeah so sufficient parking or location what do you think isn't four and five very similar yeah I think all the sites have parking that's close to the door no 125 um that's something I could ask all I I think they do I think some might be closer than others like if you did at the Pleasant Street Center that will be fairly close where um Oakland Road the parking lot's a little bit further out plus there was one down below everybody's not going to be able to P close to the building what's most important is accessibility from anybody who handicapped how anybody who comes in on the van should be able to drive right up the van should be able to drive up right to the dill let the people on them off whether they're coming or going and protect them in that way absolutely is is that on here what do you think so to me that's the definition of sufficient parking but I don't know what the definition of sufficient parking is to the people who made this I know packing to me would just mean let's have enough spaces what I'm talking about would be a different category for anybody who has comes on the that's it's not talking about anything else quantity you think that's Quant under quantities some for parking quantities how about packing quality handicap right which must I wonder if that's with that 125 it is and we don't have to rank these necessarily one through 12 right so we have like our top three yeah or mle three what not yeah so if we had suitability for the senior center and both the parking things as top as well as whatever else we're going to talk about what about site Construction cost not operational cost site construction cost building the building um operational costs Insurance maintenance leads a g garage repairs that's tough isn't it I don't know how that's going to be evaluated yeah I think operational costs is something that once the building is constructed what is the maintenance going to be I think site construction cost is when you're building it and operational cost of course a larer the building the more money to Main and if the building all GNA be all electric right yeah so so is that by definition what they're calling a site review is the site suitable for the building of a senior center go back to number one yeah not have anything to do oper well it's really 12 way you worded it suitability but what does that mean but but there's two types of suitability it's it suitable for the senior center we need as opposed to a senior center two different things so yeah that question yeah so we can thank John O'Neal though it wasn't on there at all and John O'neal He said you know we've got it on here for multi General shouldn't we ask us for senior yes so it was big step forward yeah so I think what I'm hearing is that we definitely all agree correct me if I'm wrong that suitability for a senior center traffic conditions parking quantity and location are very important um so I don't know if traffic for me would be the top one so if we had a beautiful Senior Center that costs all is and had a wonderful parking if there was a little traffic going in and out to me that's like a second tier I don't know what is everyone else say I like the word tier I continue think this is a Bas thing it's like if you get high marks on this these three things then you can go to the next three things and I think it goes in stages like that some of the stuff is like you know Wetlands could even do we find out it's not going to be approved for wetland so clearly it's out actually we haven't got the historic commission thing on here yet either no there's meeting next April 10 but that that okay okay so that'll get finally worked out Rosemary for me traffic conditions a lot of it is beyond that control we can't control the flow of traffic we could Pro we could control the setup of the roads going in and out in the beginning but after that I don't think we have much control over traffic conditions but we could have a 100 people there one day and two people there the next so the traffic flow is going to be different but's see I'm sorry I I look at that differently I'm saying thinking traffic conditions wherever the site is what's the traffic conditions adhering on near that it to make it easy accessible safe for seniors I mean you could have it someplace in town but if there's major buildings around and the traffic at periodic times can be congestion and then the this I think that's very important I'm looking at traffic differently the other thing we were talking about too is that with the waiting I think in the group Nancy is the traffic conditions it's also um not only is it situational but it's kind of the same in each location right there's some shortcomings at the Pleasant Street being downtown and really busy in the morning and at night Simon's ways a little bit off the beaten path and paval Street's really busy then there's the high school that's near the Oakland Road site so that was like another thing that we were chatting about as far as the ranking goes too um because like do you heavily rank something that is going to be kind of even killed no matter what and then on the other hand you have a site that could be unfavorable altogether on the rating system like Pleasant Street gets a 100 and Simon's way gets a zero because it's by a wetland or all too so it's interesting well let's it sounds like it sounds like suitability traffic parking quantity and location easily Rose to the top I'm also hearing that not everybody feels that one of those is more important than the other and it's really gonna you know should um suitability be ranked higher than parking should parking be ranked higher than traffic they could all be the same um we could rank if if if we felt that those were all important then could could rank those all the same also going back to um Karen's observation what does sufficient parking mean what does that mean you know would it be based on a percentage of the people who would be attending the center I don't know it's if it's just open-ended question so a lot of these you pick up and drop off at the door to your point yeah so we could put little like parentheses below them too to Define them kind of like probably what you're going to do with suitability for a senior center so if you guys have like I think that's a great suggestion like to pick off and drop off and I think in another conversation that you guys have all talked about in the past from looking through notes is having a covered area over the drop off and pick up area too so just defining that would I think that would be great to put little parenthesis on what they actually mean for someone rating because that would be even helpful for me yeah so what does sufficient parking sufficient parking be in parentheses you know drop off pickup area like under the wetlands it like tells like what does that mephy yeah that's a really good point no but then that goes back to if you were one of the people that are really seriously doing this that means homework yes that you have to do so you have to get the data that's been generated by bhna and study it and be able to make an informed ranking on it you know or you can just say let's speak what does this my favorite site have and then you know know it it there's no control really over the over the ranking Gene product what well I'm looking at the parking parking quantity number four the first line that also could be depending on what design has been decided I mean you could have one build that there's sufficient parking but if you add X Y and Z for additional participants are you going to have sufficient parking for the other for well I I hear what you're saying but when you see the individual designs if you've looked at them Simon's way has parking in number of spaces that will be available Oakland Road has parking in the number of spaces that will be available as does Pleasant Street Center so at least the base number is going to be there you know is it 150 spaces no but some places might not need overflow parking well I had a I I did not agree with the sufficient overflow parking I don't know what that meant because up at Oakland Road it's definitely the high school but what what does that what does that mean maybe for evening events when there isn't a game going on or a theater production or parents night it might I think it means if you have a dinner for 150 people you probably been a par which I'd think it's to if they could specify it has this many to this many part po spaces versus this many versus rather than trying to assign the Judgment of that overflow or that's necessary just how many parking spaces is it got so can we add so can we say these three items suitability traffic parking kind of rise to the top and also that the the ratings as they're defined don't really necessarily give us much information so um what does sufficient mean what does uh uh no impact me what what does that mean and how how is that so I think that's a question to ask bhna someone else mentioned something else too oh waiting two of the sites will offer extra packing because on Oakland Road as we said we can pack in the high school line and down on Simmons way overflow could go the ice skating area Pleasant Street has no pcket there nowh to go but that's but that's also given that there's no events going on I mean people several people and again how can you make a decision with several people tell you um but that they were ice skating uh uh hockey parents and when there's hockey events down there there is no parking schedule Advance you could schedule your thing around that well maybe right I mean you know CH Chris could just check with a rink and what do you have going wi show me your Cal and he could plan not to have something on the night that they don't have something that's true it'll be the same thing at the high school you could check if something going on at the finite Center or not as long as they aren't busy every night and pickle ball picture probably starts getting busy every night so now I think we're kind getting down into the weeds but I think we can say that the criteria as stated may not be defined enough in order to make a good decision that the three items that we see as a priority um parking suitability and traic should rise to the top of the weighted numbers and then within those three how do you determine is one higher than the other um as Karen was saying you know traffic will but you know parking might be but I I think that's a I think that's a good wa place to end this discussion right now because we can go over this and I think we should take a look at suitability for a senior title no but this is for the senior center space this is for Senior Center space so that it's not it's not like a YMCA or a uh uh free-for-all Community Center that there is a senior center ambiance anyway I Senior Center attendance and activi suitable for everything that would fall in the scope of what a senior center would do regardless where it is so um all we have right here is the site is well suited somewhat suited and not well suited talk about how do you make a decision there um so if we if we want to move over to what we came up with for the building criteria that that we did in an earlier meeting oh look at this I did make some copies and I'm sitting on them um is that the draft template yeahor exterior doc I only have five copies so you have to share that's what we just covered so put that one away all of this just covered all of this yeah because the way that it would work is each building would have their own site review sheet and correct me if I'm wrong Jenna but um you and Mark actually tried tried this um worksheet and you're you came out very similar with very similar result yeah was interesting so it might be interesting you know take that take this back and for those of you online take a look at it and see how your rating would give come out given what's written on that sheet not necessarily the weighted rating because you those numbers don't mean anything I thought I heard somebody at the rec suggest that I should look at it first just with the wrong numbers and then consider the waiting they wanted to just play no because kind of screwy once you're waitting you don't know if it's high because the waiting is high I people all put the top number so first they wanted to say what does the raw data tell us and then to think about the waiting so this is this is what we came up with put your it glasses on this is what we came up with ro at our March 4th meeting and it's up on the screen too it's up on the screen okay um and these were things and when Mark saw this he was like wow that those are things you need for suitability of a senior center not all of them right so we to take a look at them and both Karen and Marilyn had some ideas about the best way to do this Karen actually had a really great idea she was suggesting because we're thinking if we can Clump these things into sort of three major criteria so that they could become the three Thon on the one to 12 sheet um and Ken had suggested that we and up putting words in your mouth but that way we each sort of identify our first choice second choice and third choice and we can kind of see where things stand um we're going to do like stickies on and I brought little Dr and masking tap wanted we can do it that way in this room yeah um there aren't that many of us but I can we stick them on that screen with masking I don't want to mess up yeah that's fine or there on that board okay whatever works let me give everybody a little EX like a and are they colorcoded for they're colorcoded green is top priority everyone will be able to pick their top priority a couple categories here oh no no no you guys you guys will capture exactly what I'm thinking do most second priority I have masking tape for all of this so what we're doing right now is going down this list and we're picking our top priority and um and the second and the third and if you see some that see seem to be able to belong together group together group them together has all we did was brainstorm we didn't we didn't really painter tape break it up into little pieces you I doing way yes okay I know we talked about stickies but it's just as good um I passed my the first priority instead of saving one and they're more first priori there are more first priorities May 20 PRI thanks has everybody got a a purple a green and a yellow I yellow what I did with the first R rary okay so this hard to I can all so I can almost fit everything on here there's one two three four five at the bottom that I can't get on you know what I mean so um I could make it smaller squishy you've almost got it bathroom we need bathroom and you know what's not on this list that maybe just a rewarding thinking about this since then we started looking at how many rooms have we actually got for ACT dedicated for use in activities um in each of the senior activities simultaneously in the different ones and it's quite different um I guess we could talk it's it's related to Dedicated sing square foot greater than current it's just not just it's kind of a combination of the first two things right now you can have five separate activities going on at once in the senior center that's not the case if you just take the dedicated space on all the corre places so it it's something to think about some of these things can be addressed after a location in building exactly I think what we have to deal with is what we need as the building going up like AB yes well is that in pling would be your bathrooms your kitchen and heating your wirings I finished did really you do there why don't you show us what it looks like on it's through all right marn going up I'm going up top priority obsessed with it is the I don't I don't think square footage for the programs has to be bigger than what it current is you definitely I can't reach over there this white over here I would put it to the right yeah and yeah that's okay we're not going to be voting for all of these still there'll be something so what would yours be to accessibility do you know exactly what you're supposed to be doing L yeah you picked three things that you think are important what makes for when we're determining anything you think there's something that's not on that sheet that would make it suitable how are it going to evaluate yeah the highest priority for you on that list what when we say that a site is Center what does that mean top things from here she wants them all appear on the book White that but there's nothing written there you're gonna write it that's okay because we're just going by we're just going by the blue and the green and the yellow it doesn't have to compare so we're writing on this what we think they are as opposed oh yeah that's what I was doing sorry yeah because we're not going to be able to determine who's doing what on the in hindsight all right okay if you had to pick three things John that you think are key at this stage in picking a site in particular because we've got room later to juggle the rooms I need more but in deciding whether this s is suitable for what we need to senior if you had to pick three things or categories of things you can go on them if you want um what would they be the help you're talking about this list that or if you don't if you think there's something that's not on that list John that should be on that list feel free to add it I think things like floors that can be disgusted afterward basically what's most important is the found Foundation Building WR it down the wiring the plumbing no no we're we're doing suitability though that's in site and isn't that in site cost I don't know write write it down I'm not just write down um utilities or I thought we were using the were using this yeah they're kind of morphed oh sorry I wasn't paying attention I we have no idea no well okay yeah I mean I'm not the only one so given that the very last item on this sheet is suitability for a senior center what is the evaluation criteria going to be for that okay the last thing I see accesss on all floors we shouldn't you yeah looking at on the board like what does this mean when we're when we're looking at the architect's plan and we say yeah that building that's suitable for a senior center what does that mean does it mean that we found a place that has 500 square feet of footage and great bathrooms does it mean that we have a place that has um we're just thinking about building like square footage so then it would be the land if you're thinking about so we're only so everything land is already going to be up here land is going to be evaluated by these other 11 areas so all we're looking at is right now number 12 suitability of a senior center what does that mean when people are ranking the new building what does suitability for a senior center mean so we already have parking over here we already have cost over here but just thinking about this so these are the things on this other page of things that we said that are important to us okay so suitability to me the way you're explaining this would be the land itself is there enough land for what we want the building itself so we already have like lands do the land here so this is only the building so how do we know this will be good for a senior center as opposed to a community center no as opposed to you [Music] know so what's the most important criteria both andever so we do have like parking and traffic and stuff here already this is just thinking about the building so if we think about a building that's a senior center has to be handicapped accessible excellent it has to be safe safe getting in and out moving around so so accessibility be go big this is never gonna be done again we have to do it right we have to do it big we have to put everything square footage and have for grow future because this is that's something we add I'm cheating because I see it how can it's interesting the kitchen no what do you what do you mean about how big the kitchen is to be safe to [Applause] hand I guess more socialization put socialization the yeah that's I put dedicated your particularly because there's so many single scen yeah yeah I'm just calling it socialization areas for lack of better now see and and this does get back to what Rosemarie is struggling with as um John is struggling with this isn't specific to the site it's specific to the building building right yeah and we're not in and in this evaluation we are not evaluating the interior of the building because that has not even been we have some examples out there but it hasn't even been um really discussed so what we're what we're trying to get across is is the site a welcoming site and I don't know just by usually maybe because it's so hard talk about just usually somebody drives up and they think it's welcoming no no don't know when you walk in has a do you know you're in this place where the things that you expect of a senior center are readily available and you have come to the right place is how I think that well I I think there should be somebody up front right but building features but building building but it's building but it's also this is like this is a site review so that's what that's what I keep getting hammered on that at some point we're going to have to go into the details on each one of those rooms where they are how they're laid out what the square footage is can you divide them but we can't do that in this one so I think we're looking for some general and actually I think we've kind of maybe got it up there John what was your top priority yeah up there for you it's not on the list the accessibility handicap okay so his top is accessibility I'll put that up there for you thank you and some of these overlap like I just put Lobby Sports to me just saying accessibility it doesn't really what type of accessibility ACC accessibility to drive to accessibility helicop P you know what's your um second second is a a room big enough to hold 150 people yeah I like that one and your third um dedicated senior Lou although I had that number one at one point I I still struggle with it maybe I wouldn't like it number one you could put it in socialization areas come up with be consistent with the rest of the rating three categories of this is a top rated place this is a middle and this is not so hot a reception desk and a receptionist is very important and it has to be soundproof and self-contained with heating wiring um not Plumbing but Heating and wiring and all the electrical they need to get the people's opinions for at home oh sure oh yeah and we need an elevator yeah that has to be away from everybody anyone on zoom on to weigh in on their priorities it's really hard to do that because we really can't see the Whiteboard so um can you see the the criteria on the screen yep yes yes so I think probably just use that um just to see what your first second and third is but I can tell you what's up on the board right now if that's helpful that'd be awesome so for the three top priorities right now we have square footage of the building I'm assuming that's in its entirety um there's accessibility as um a top priority and the size of program areas for seniors so that's the first one dedicated senior program um square footage must be greater than the current Pleasant Street Center space in order to to meet current and future participation needs so those are the top ones right now actually it's not size and number of rooms up there program spaces it's a um what does it say size number number and size of program rooms okay number and size of programs add a number to it you can have thousand square feet but one r as opposed to two room so you can two activities unless they do that so I guess anyone have a top another top priority that's not need bathroom yes I did too but I I put under the umbrella of accessibility if I feel like we we do need to have handicap bathrooms on all floors there needs to be a lot of them but I I think it's covered into accessibility yes the what do you think for a top priority well one of the top priorities for me definitely a commercial siiz kitchen okay so kitchen for top priority and then and then my other one would be you say dedicated senior Lounge but then there's a dedicated senior Cafe which those two actually could be combined not really yes not not in the senior Cent I've visited but they could they're in the category of socialization um or they could be and and maybe it's just the places that I happen to go to or the places I go play bridge but the lounge when you walk in which is just so welcoming and there so many people sitting around talking and uh you know and it's not a cafe you're saying it's not a a cafe is in the back where the kitchen is well well what you could do is this is just me thinking design you could combine them combine one room in one side have a lounge area and then have a mini Cafe yes see and this again is getting into I I don't I don't even know if this can be if I can bring the conversation up just one I'm not even certain that this is a an appropriate category for the site ranking sheet because socialization we're talking about building I mean we're talking about specific combine the cafeteria with the kitchen or okay so you just want to know people see the build and say oh I like it I would say we need a lot of Windows and a lot of light so when you inside you know can still nice nicely lit area and the other thing the other thing that might be a priority is the floor concept for uh exercise a a suitable floor for a foot Comfort that's listed on here somewhere my saw I think for deciding for the site to my mind if if the site is not going to support having at least as many dedicated program rooms as we currently have and more total square footage for those collectively I don't know why we're doing it so my that's top I agree with Marilyn got bigger better programmed space why do it it's my my TP but accessibility I'd say is an absolute must if it's not going to be best practice in look the judicial Department uses that term if you Google it it's in lots of their articles best practice ADA compliance um and they go beyond the basics when they do that um I think that's just are we going to set ourselves up for a lawsuit or not we got to do it it's not an option um anyway that's my thinking and is there a site that you could do more with accessible features if you have more room like being able to drive up to the front door and have a drop off thing which Pleasant Street hasn't work up right now for example and the others do potentially um those are my two biggest things honestly is is it bigger better for programming and and and I'm we absolutely we also need wck to speak up on this and we there should really be a wck one and there should be an admin one too because I know we have to have admin space it's crazy having people always that's just nuts and also for our medical personal yes yes some place that's confidential right and and not working elbow to Elbow a Defense form but our stakeholders need to give us specifics on what we need for that we all see the need but do we know what it really needs now the people who really use it are the ones who know what we really need I'd say can we can we somehow love the three things these three things accessibility um square footage you know more square footage than we than currently is available that's um and um at least as many rooms and and maybe something with um a welcoming environment maybe it maybe um maybe the idea of you know being a you know light and we need a lot of Windows social the best inet Windows on three sides I wonder if we can lump I would add the sensibility square footage you said um it has something to do with socialization and life wel and people say yay I'm glad you're here today maybe you need a good vibes amb right it has to do with prioritizing the needs of Aging people the reason for the light isn't just because we like it people can see better with aging eyes in natural light then they can in this so that's one of the reasons that they Advocate it um for mean see there are real medical reasons and social psychological reasons for these things right they're not just it's pretty right good for mental health good for yes you know the Aging population well that's why the social piece is so important soci right and to my mind there need to be and I've heard other people say this too and I've read the literature on it places where people can simply spontaneously decide let's sit down and have a cup of coffee together and there's a little table a couple of chairs it's not like you got to take over a big room um opening Lounge when you walk in so yeah yeah in some places they do it by putting in really wide hallways and where there's room they do it so see there are lots of ways to do it social is it so encourages social interactions I would say the architectural design so I guess if we're not getting I mean I keep looking at number seven in number eight site construction costs no on the other on on on this one on the um the 12 one right yeah the one through 12 yeah um I don't see how operational costs fit into this because if we're talking about this and and maybe I'm trying to rationalize it as I talk it out loud if we're talking about this to review the site why are we talking about insurance and maintenance and but NY that also I think they probably have that in there because then that going forward that's going to be an expense that the town is going to incur after the building is up and running and then I think they might have that in there because this can taxpayers going forward when they go to vote or whatever that might be a consideration the larger the building the more maintenance the larger the building the higher the insurance and the insurance can depend on where the location is flood zone nonf flood zone okay I I get that so so how is what we're talking about and it kind of maybe goes back to what Marilyn said about health um tying socialization um more room for um programs or whatever and um a facility that embodies I don't know you know light and and and what that does is it makes it a healthy building for the for the 60 plus population although a lot of 60 plus disagree with you in Arlington they have a big sign up saying if I get it right that it's an age friendly building and that's their goal I like that yeah I liked it too what does that mean I'm assuming it goes back to a lot of the age friendly City stuff but I but I think it's the things we're talking about it's acknowledging older people do better with natural sunlight older people have more accessibility not all some people are you know great till they 110 and then they dropped dead on the golf course lucky them's right that's the exception um it it's it it's got virtually every feature takes into consideration are there things in here that would make it more accommodating and more welcoming to older people because part of it isn't just accommodating but it's encouraging people to come I mean a lot of it is the isolation factors people get older your friends and family die if you're the lucky one who lives on you can be pretty lonely that's right and it's just it's a place that makes you feel that this is Not Unusual and you can come and make friends here I actually found a little video clip that I thought was great that the national Center for um what is it national miccc talked about this and um it can it conveyed the spirit of you know when I go here I know I'm G to find like-minded people in like-minded stage of life kind of no matter what my older age and it changes someone is 60 it could be really different by 90 what about can we make it as vague as some of these other things and say we think it should say um development traffic conditions support healthy aging aging sufficient um somewhat sufficient not at all I mean right I think can can we put something in about the size of the building now in the Square fridge or and the number of rooms well the number of rooms I think once they find the site they can make the rooms big as big and small as they want right but this is just site selection so when we looked at these site locations basically I mean they said all the walls can move we can change the size of RS but the square footage isn't going to change exactly you know whatever building they're planning on putting there they have an estimated square footage for each building yeah and one of them was the same size as the current senior center right and that was not okay the reason I raised it is right now and we've been talking to them about this is reasonable and I think not frankly I don't think we're far enough long for yet in that sense not they're kind of linking it through these diagrams that are having tentative allocations of what's dedicated to seniors and what's not and that's where this starts to come in um we talked with Mark doctors this morning and I said we can have five things at once right now and he nearly fell off his chair and said oh no that never happens that's not even feasible it is you know somebody's telling you it's not happening yes yes it is I I know I understand so for that reason the the room counts important to be capturing somewhere because that that is the other issue we're competing against dedicated senior space that is not listed here um so we had a conversation about that this morning too but actually um and and and um one of the ideas was switch the focus so that it's senior center with dedic with it's senior center with community space and then the senior center becomes the um uh uh management firm oh I'm looking I'm looking at Jenna I mean I think if you made it either way because we all get along right now'll be fine I know the next 20 years think of five years you know you could you could um you know take off and you and your new husband could go live in Bali for oh man keep manifesting that and then we' lose Chris you know what I mean so right I understand that I I I understand that I I don't think that's a a bad concept at all something to we liked yeah because um it it gets out of this dedicated versus not dedicated I know I know it's like what does that mean what dedicated versus non dedicated means that the Ws can be used for many different things at many different times talk it doesn't have to be this this is a senior only sen right but will someone take it from the seniors that's what I'm worried about that's that I'm worried that it's gonna be people who just come in and I don't I don't know who these people would be but you know every day after 2 o'clock this whole is not accessible it's senior I don't I don't think that would happen of course it absolutely would a big beautiful L going on yeah and and that was that was my concern too we don't have happening today people don't come in at two o'cl Senor because they don't want to come building is so ugly limited uh seniors use our building from 8:30 to 4: it is empty the but that's because nothing is scheduled I go to painting class that's that's a very good point but nothing's scheduled so that's a very good point there's a lot of Ving time down there yes yeah but there're also are on schools and everything else I hope Chris isn't so let's let's get back to this um open block down here again the the other thing that um came up this week our our letter got published in the newspaper I got an interesting comment oh from a 70y old 78 year old male who looked at the who read the article and said basically give me a break yeah you know you need a place for entertainment and um so that man is sitting home alone on the couch by himself or he's got a boatload of friends and and and family and he doesn't know any other way but it's important you know it kind of goes back it's it's important how we frame it and the way it was framed in that letter none of us saw nothing screamed out at us yeah but he looked at it as what you want my tax dollars to pay for your entertainment so I'm wondering going back to Maryland's um talking about health yeah it's a Lifeline it is it is like the senior center right now is a Lifeline for many seniors to my mind it's a Public Health Service it provides yeah it's not just entertainment and it's not just exercise why you want social like Social Services you can get you know referral to counseling you can get referrals to doctors um and it's not that everyone needs it his point he also said I'm remember he said I've never needed it I don't believe there are that many most of us many of us are still working anyways he's saw he still working yes of the mindset working you don't need it he really was like does because point of that one was you know yes there's something in it for you and he was countering saying no there isn't oh so how did you happen to know about this that she got the the thing she forwarded his letter to me because I wrote the letter to the editor yeah but Nancy yeah that could also be a reversal if we did senior center community center there could be someone saying well why do we need another Community Center we have everything good question yeah I mean and someone might say what but but anyways we digress let's let's um it's 752 is there some way we can take because there's a common there's a common theme here um accessibility socialization welcoming and um actual room footage and can we phrase it in some way that says um something like I think that's me I'm sorry um I'm I'm going to be I'm this is not going to sound right but maybe it's maybe it will get people to think the the the I don't know if we want to say building I was just looking at you know site and operational costs um um sustainability goals uh multiple other exterior recreational activities multiple activities I'm just going to ramble for a minute multiple activities such or multiple criteria such as um accessibility socialization and adequat and square footage and then the ratings would be as generic as those are for now um sufficient meets does not meet I think you supports the range of activities at a minimum currently what what gets back to the rooms it supports the range or the variety or scope or whatever word you want to use of activities currently engaged in Street Center and then some it's not just square footage yeah I agree Marilyn supporting the present activities and to increase future growth of activities yeah present number and scope of activities supports present number of activities it's got to do with having lots of things going on at the same time and you probably would want it to exceed yes right like exceed the present and it could exceed in that a bigger room could accommodate more people maybe five is as much as we could do it once staff exceeds the current amount of yes exceeds the current amount yeah of programming space yeah programming activities and has the potential to for growth yeah potential see other thing is that in Rachel's s she said that in some site they saw a 300% increase again you can say that couldn't happen but yeah when you think about how many are there on any given day the number is off the top of my head is somewhere in around a 100ish maybe less it could easily turn into 200 you know you've got people who are curious cuz hey got this Nifty new building it's got people who are seeing new things there that weren't elsewhere I could see it potentially growing just as she has seen and we need to be ready for that really a bummer to open the doors and say up everybody go away say current amounts of programming growth did I write the wrong thing current amounts of current activity current current volume activity level say current programming yeah programming activity exceeds current amount SC footage exceeds the current amount it's not just SC footage activities EXs the current program and allows for growth got to get the number in because right now we've got a lot of rooms that have a lot more square like the Billards room is a th square feet but it's not clear have you been down yet that's so small the new one the new one on the pictures and my question and maybe the answer is yes I just don't know but there's no indication of what it would have for a soundproof divider and so the Assumption of sort of well couple hundred feet might be the Billards table and the rest could be other games because it's called the games room I don't know that that's realistic I'd rather see space that we know is divided in three rooms for that what about sound fuy that well that we'll get to that with dividers how about that's adding and includes accessibility and socialization opportunities or something all all this in one sentence okay someone's got a word Smith this they include social and what did I say and oh accessibility right and then how would we end it with the word help to Foster healthy healthy living healthy aging picture carlington sign I liked it so much is someone writing this down I'll take a picture of it again okay read so exceeds current amount exceeds amount and if Marilyn wants um the number of rooms and sizes of rooms I think so if if it could say exceeds amount of current programming activity in number and size yes yeah which is kind of like the first thing on our brainstorming we did Y and it allows for growth and includes socialization and accessibility to Foster healthy aging yes then what would would we do exceeds meets I don't know what the the low one is does doesn't actually doesn't amount of program activity in number and size growth and includes socialization accessibility brought healthy aging spell exceed picture tomorrow um I like the word exceeds because you that's because we've got current programming we we don't want established current programming I want more so we want to exceed the amount of current program somewhat exceeds the amount you started exceeds current amount of program activity that's what you said in numbers and size yeah and allows for growth and includes socialization and accessibility to Foster healthy aging somehow that all needs to be rolled into a well-crafted easy to roll off the time sentence right well it just has to be easy to read yeah what do you think does that kind of capture what what do you think people on Zoom I think it sounds great to me because we have the present and we looking for growth not to be stagnant and right now agree yeah and whatever it is whatever is decided um you want to make sure that the seniors have what they need and it exceeds exceeds it exceeds what they have you don't want to go to some if it's a community center you have 2 200 programmable space at the current Senior Center and you're only getting that in a new place like or less right right it has to be advantageous of course for for the population that needs it all right I think you guys did a great job and I love the post yeah personally feel so I I I need at some point to get a solid consensus of of of how the council AG would like me to be voting when when when some of those recount votes come just want to make that clear you mean on this this kind of thing on well whatever yeah all of a sudden June is going to be here Rec's going to be we're going to be at some of our last meetings saying all right we got to vote on this we got to vote on that this is our final report and I I want to make make my vote consistent with what the council feels since I'm representing the council one of the challenges with that thank you that's wonderful is um the timing is my sense of what's happened is we always feel to be seem to be ones reacting to what recal is doing as to knowing what's coming and having time to talk to you and so we just need to think through the that's that's why these Monday night meetings are important although they seem like extra stuff because it they're just going to keep going keep going keep going and one of the things that I I have to let you all know that I'm advocating for and Jenna knows this is I want dates you know when is that deliverable due is that deliverable due June 30th is the deliverable due June 1st and what are the deliverables so then we can back up what it is that we need to do and we could not necessarily be too far ahead of the game but at least we'll be in the ballpark right so so we're I'm I'm I'm advocating for that so we'll but we'll see what happens give me an example of what you're talking about for deliver what do you want um like the conceptual design when is the deliverable for that what is the date what does it look like is it a is it this presentation is that the deliverable I want to know what is the actual piece of work that BH is putting together that is going to leave behind for the town to to uh you so I want to know when is that they they actually so the there is a cost analysis what Jenna was talking about um that has been done but it's just not out for public review that don't we have a bhna timeline no yeah there there is a time yeah there is a timeline that exists well is a but it's very general yeah and I think it's abstract because of all the different people who are involved all the different groups and committees and things like that because recal has to meet and you have to meet and then everyone has to digest the information and then give their feedback so timeline could be a little bit fluid for sure what happened when the site reviews were done was that we worked off an old site review form we didn't work off the new form because we didn't know a new form was coming out but if we had known a new form was coming out we could have scheduled our meeting wi that new form or scheduled it for discussion at that meeting so that's all I'm talking about I just want to know I I I feel like sometimes BH and just says oh what am I gonna work on today yep yep yep no I know they're very busy and they're very good at what they do but um I'm sure they they have a more rigorous schedule than than what they're giving us right now I mean I used to do this job I mean you did all the Birch Meadow stuff there had to been you know when am I going to plant this tree when are we gonna put that Pavement in it sure so anyway a timeline from there a very specific timeline in terms of you know when are you going to give me this when are you going to give me this analysis when are you going to give me this right and when do we get to review it and give you feedback on it yeah and and that's important they I mean they can't be giving you a certain date and say you only have X Y and Z to get back to me well I I'm afraid that they probably will Jean and that's why if this group really wants because they are Marching ahead till June their contract is up in June so they are Marching ahead and we have just got to keep up with them but we know but if we know what the dates are that they're working off of then it's easier for us to keep up well that's what I'm saying I agree with that because they can't they cannot expect us to say okay we only have three days to finalize this no but jean they I have to tell you they will they will say three days this is what I'm saying Nancy this is why you we need to hold them to giving us information and with an adequate time frame for us to review I I hear you but but I just want everybody to be clear on the Council on Aging this is going to roll ahead and we are not going to be you know the site review came out we used it old form we've got a new form came out that's what we looked at tonight and that's what we're going to have to do we're going to have to use these Monday meetings to really respond to um what's being put out there and that's not how we work in retirement also I think it needs to be in their mindset and I honestly don't get the sense that oh we've got to keep COA in the loop has been at least from my perspective it doesn't look like it I could be I agree I agree with that Mars oh yeah it's hard our our I mean we experience the same thing too it's not just you guys on the bad end and we I think they are very conscious of the COA and what you've done and how you've involved and how you've contributed but we're under the same well for example they had the last meeting well they weren't there it it felt the last recal meeting like there was sort of oh we have to bring recel into these 12 was 11 things then and it it seemed almost like a little bit of oh we've got to allow time now for Council and aging to go talk about it and it's my reaction to it maybe I'm reading into it but it feels like we're oh yeah it's not that they don't agree with it it just wasn't on the horizon I if you feel that's happening anybody in this group you need to come to me too and um and let me know and I might be able to give you an explanation this is why this happened when and you know it's out of our control so a lot of it goes to what you're asking for they get if we know the schedule and know what's coming we just need to stay up and when will the council and aging have it so when is our meeting scheduled to discuss it yeah that's all and I think that there has been a lot of a lot so much that's happened in a short span of time so they really started this the end of January they did all stakeholder meetings which everyone was involved in then they did The Joint meeting with COA and recal then recal only had one meeting since then as as a team and then there's going to be another joint meeting in March so there has been three meetings with BH plusa and the Council on Aging and then they had that initial intro at the beginning I think of January to the Council on aing so but it seems like so much has happened yeah and it has but within such a short period of time so it's only been really a couple months yeah a project it is it is so so shall we quickly go through these slides yeah I like the picture so watching here we're calling it aactive living at this point in time um there's not it there's no way if you don't like a picture you know that picture is staying there so um this is for town meeting no this is for our Wednesday meeting okay so um uh and I have a feeling it will probably be something that will maybe be for the select Board of April or something but while plan for a reading for active Living Center I think that those are three good points right there outlived useful life and ability to meet existing needs and plan for future growth all the things we talked about here if you build it they will come and that's um using the data that recal collected and BH and's experience they put some numbers together for us that's got the 300% grow and then I love this um project priorities that's a new addition I I I think those are all things that um we can all agree with on there that's maybe not feasibility process now this is again this is a a bhna timeline with no dates no but um but we are in the timeline right now that is cons conceptual design and then it move to moves to schematic design according to um uh sources the conceptual design has to be winnowed down to one site before the schematic design can happen going to do one schematic design that's what I understand okay but but don't don't understand I know we've heard it's going back and forth that's my interpretation to yeah okay um site options so they go through everything that we've you know here's the three of them um and then we look at Pleasant Street Center I like this because they actually did some nice pictures I think that's nice there's the Pleasant Street Center um and then we're looking at the Pleasant Street Center again and I think they they took this correct me if I'm wrong Jenna because they wanted people to get a sense of where on the street this was placed and I thought that was a good job same here parking lot um you know what some of the constraints are the Pleasant Street Center then um these are uh zoning by law compliance um I don't think we really have to go into each one of these tonight but you'll see that there's um a few on each one of them that says no it's not in compliance so it's just something we'll have to look at further what does that mean compliance each site is not it means that there might be some zoning codes that it's not meeting um this is what the new building would look like I we Rosemary and I think that those ridges are solar panels that's what we're thinking we don't we don't really Nancy I I think that's a window window light going into the building okay that's another idea okay but you can see it's a huge addition and it's going to go right up to the neighbor's house and then we come to Oakland Road and again what they've done is make some nice okay it's up around the bend right that's what that is yeah sort of in the elbow and the pickle ball courts are that will be conversation continuing conversation and especially I'm thinking it might be too close to the neighborhoods there been articles in the globe about me suing the town they showed a picture with the um Greenery too which is helpful oh yeah and there's actually a house that well anyways so see where the high school road comes out um so right now what they're proposing is that the exit from the from the the building would be right across the street from that light there yeah that's what I was thinking you could put a light there there's another way out of that yeah there is more pictures C zoning law compliance this actually that's a good one because it says Municipal Building Allowed no no but anyways we won't have a discussion about that it's yeah he'll explain it better than I can but it's not an issue is Joel presentation yes and it says Pleasant Street program shortfall yeah I don't know if those numbers are actually accurate according to the programming um chart that was published on March 2nd so I don't I don't know I don't know about the square footage but I I think my quick take at that I didn't look at it for a long was that those are rooms that just plain are lost square footage maybe it's not quite accurate like there's no Lounge in that rendition of what the Pleasant Street Center would look like there's no large programmer I don't know if that's what that means I I hear probably look at the the lay yeah the layout above yeah there's no there's no large program but I believe and so it was on the shortfall list and see the other thing that that he's included on here and I I think he's gonna take it out is that um see the see the pink unless that's just the um maybe that's the second floor no maybe maybe that's just the patio as it is now what where the P patio area that's space cuz he upped it to 2800 ft from I don't that's this is that hypothetical bump out right yeah but the total square footage on the that multi-purpose room now I think it says 2800 600 yep it says 28 the others it was much smaller yeah but we won't even know if that's possible until we talk possible street right but if they did it it could be there I thought couldn't building we don't know they couldn't put anoing up I know we we know that one makes no sense there a road oh I see oh in this chart I have I have I don't know what chart using here can you actually see yeah he also he also changed the programming um slide for tomorrow too I mean Wednesday too this slide yeah based on feedback so hopefully it's updated correctly right I'm sure it will be now is he actually going to my my understanding was that he was going to talk about actual cost is he going to do that yes he is yep um and based on the conversation he had with um the work group he took some advice so he's going to you know give the whole cumulative what it would be with everything what it could be without a gy what it would be without outdoor pickle ball courts so he kind of um BH plusa itemized it out really well to give you choices um Joel from BH plusa sorry um so you can say oh well you know that that number seems really outlandish we don't want to pay that but if we take the gym out for now and phase it in in the future possibly um this is whatever would be and that could be more attainable for the the community as a whole and that's something that you guys would decide um after going through this I mean a lot of the stuff that we just looked at I mean did people feel like they were familiar with that all all that stuff the prior slides does it feel new slides does it feel redundant I'm just worried that it's the it's the financial piece of it that you all and me um haven't really looked at and I don't want to get all the way to the end of this presentation and we only have 20 minutes left could you maybe share that with yeah I'll I'll speak with him and I'm sure he'll run through it fairly quickly if I had to had to guess yeah um and if anyone had any questions certainly they can stop him but I think it is mostly the cost estimates and the evaluation of the site criteria and kind of um getting the way in from both committees at the same time so he can just fine-tune what he already has I so I agree do you remember when we did this before and we did the two sites and then we got to Simon's way and people will like I have to go home and go to bed so I just don't want the cost analysis to be short Changed by whatever slide we're on now what are we on now like if one through 41 42 what's the next slide you know be like all the all the ones kind of further down just get into costs and I just want to make sure that I'm not sharing share any of the most I'm 72 y should be okay that's what I was trying to share with Jenna what number did you just hear my two cohorts down here what that 72 slides why don't we can't we just let's go let's go let's do one through 48 in 10 minutes and go right to the cost and that's where we need to spend the time I think what we need they'll also probably give you more detail on what he's found out at each of the sites like oh it's Simon's way the geotechnical engineers found this about the soil um we found this out about the zoning at this place this place this he'll he'll go into a little bit more detail on those specific questions that have come up in conversations um but we can make sure that it's more brief in nature you know what might help the council's is just to send out a remind Remer that all the floor plans are on the Reel website so if if they don't have it in their head they could take a minute to look at it before Wednesday they'll be ready for what you want they all but it's too much to absorb spinning through this no but the site it doesn't matter whether I would do it here someone else might do it on the presentation that you're seeing everybody has it all right I just have a quick question about the gymnasium are we pushing for a gymnasium or are they just pushing a gymnasium on us like a full gymnasium I just look at one in the picture I'm like I'd rather have like program space well they feel that that's what interchangeable that's that's what they're considering to be a community consider yes stage another reason to have a large space like that we were just talking with cl La jimy in the future the federal government may not allow voting at schools so we need another space right and if we build it it's there true or multiple space like Lexington breaks it up I noticed on election date by um whatever the parts of the town are called precincts they do them in different places they're not in the schools as results there are other ways to do it so Jenna that would just be good if you could talk to Joel sure say a lot of this has people have already seen it and um but host analysis is going to be very complicated to go through and I think he needs to go through more than just real simple to yeah or we're gonna have to have another one after this to go through if you go there's a book this thick of 50 some odd pages of the cost analysis where's that I haven't sent that oh no sounds awesome yeah we're can't send out anything until you know it's shared publicly the council and agent present to talk about what it's used for to show how Lively it is to to give examples of programming we do um I met with Marilyn and Nancy the other day we went over we're g to make some posters um I'll make some handouts that you know you guys can have for talking points but it's it's very important for people who actually use the senior center to be there that can help speak to how wonderful it is and then things that could use improve so I'm going to pass around the sheet um and if you can just X off that's all you have to do x marks the spot if you're able to go
