e e e e e keep e e e e e e e e e e well thank you all so much for coming tonight to the abutters meeting um as you all know by now we're conducting a feasibility study with PHH plusa and they have been working with us since the beginning of January to select some locations and we're in the process of determining what would be the best location oh he's got the clicker um for a potential Center for active living so we have the Council on Aging members of recal who are all working together on a site evaluation criteria right now and they're having a joint meeting next Wednesday for anyone who wants to tune into that but for this evening we have Joel bargman here who's from BH plusa um and he is the architectural consultant for us and he's going to be going over um an abbreviated presentation so I don't know if you guys have had an opportunity to look at the official presentation it's online for anyone to to view it on the recal site um but it'll be an abbreviated presentation for all of you and then at the end he can answer any questions that you may have or concerns we'll um this meeting is going to be recorded on rctv so people who aren't here can view it later if any additional questions come up you can feel free to reach out to me um I don't think I introduce myself I'm jennif renti I'm the community services director so I'll hand it off to Joel to go through the presentation and then at the end we're happy to um take any questions Marilyn any there are a few people on Zoom no no Quorum you're welcome oh sure should just get rid of that little I think it might be easier to be here because if I'm on that Podium the owl's going to pick me up and I won't be able to be seeing the audience yeah so we're sort of a shorten abbreviation of the presentation I'm not going to go in all those floor plans I just going to focus on the site tonight but um I think as you probably all know the Gen of this is streets out lived its useful life there's about 4,000 usable square feet of space in that building there are 27,000 plus residents in uh ring of which 7,760 are senior so about 25% of the population that's not nearly enough square footage to service that size of the population to put the square footage in perspective think about a school there are um 4,700 students in the school system so it's fewer than seniors in the community and we're trying to squeeze seniors into the 4,000 square foot I only say that because last week someone first comment was let's talk about needs do you really need a Community Center Senior Center and I think the point is with that size of a population and put it into perspective what other uh facilities use so what I'm gonna click the computer it's not going very fast here if I can go back on those two Yeah so basically what's going in the building are certain discreet programmatic goals that get transferred into rooms and the basic version of satisfying all these needs gives you about an 18,000 sqare foot building will that get a little bit smaller when we get into the next phas of design we're sort of hoping so but right now it's around an 18,000 foot building if you add a gym to it which makes it a real Active Space most of our centers for active living which used to be called senior centers have a gym these days and so when you add the gym that's another 6,500 square foot makes it a bigger building but serving the basic program is 18,000 square feet yes yeah that's working better if you don't mind um so it works all right we're in the middle of the process so as I said there's a discussion to rank the sites next week that would get you preferred site selection then we can finish up the feasibility study and then we really go to and design a building for real on the site so we're halfway through the process and what we wanted to do is get a Butter's feedback so that when the decisions get sort of evaluated it's not just our professional opinion about a site or someone else's opinion we also have the abutters input to put into the mix and to record in the feasibility study so that's why we're here tonight all right so the first one I'm going to do is Pleasant Street um Pleasant Street the front of the building where the fire station is here that's the main entry there obviously are gonna add on but if you have a 4,000 square foot of space you we need to add either 18,000 or 24,000 square feet of space including the gym you're clearly going to be using this we also need some parking we need about 70 parking spaces for this size program 10 that's a quar acre sight 22,000 ft very tight so this this shows how tight that is here's your fire station building we're right up to the property line almost we're actually over the zoning setback towns exempt from their um zoning and the bylaw but we're trying to accommodate all of The Zing bylaws so in this particular one once you have a gym and you try to get that size of a building on the site it's a real it's a big blow it's bigger bigger amount of clothing than would fit in the suitcase so the next slide makes you to well let's get rid of the gem on this site and it makes it at least a little bit smaller gives you a little bit of more distance between the neighbors but you're still quite close to 160 Parker a little bit more distance between 7 plus but your main way in you had one way in here to a lower level garage and one way in here to an upper level of a garage about 25 spaces on each level and the two levels don't connect so right off the bat you can see that's not a great parking situation and this entry in the ramp here is pretty close to this corner so if you're coming out and wanting to make a left turn and someone looks around here quickly you have all that much time we like to get 250 ft of sight distance and we're not anywhere near that what is nice is that parking underneath the building we like to get all the parking within 125 ft of the front door and we're clearly accommodating whatever parking it's not enough but we have 15 years so I think you can see the Takeaway on un Pleasant Street is that the the program is really beginning to uh overwhelmed the site so these two sides remain as is and then the addition goes here on this side of the build the main addition the new entry goes between here and the new addition there there gives you a view of it so you can see with a gym and how a gym has a nice big roof it really sort of dwarfs the the the sort fire station what what's is is nice is that we have all the utilities that we need in the street to water electricity the site slopes off really nicely so you can get that lower level of parking in very cost effectively and so there there are some nice factors about the site that are natural but given that we only can get 50 parking spaces in there's seven on the street sort of hard to find out how you're going to charge those Extra Spaces and then on occasion you know like Valentine's Day or Thanksgiving when there might be a special dinner might or a special event um you know if you have 90 people now wear those those cars when you park so there's no excess parking in this area and that just shows you the ABS and one our Park Street is quite a small building of an antique and it gets you know wor a little bit by the new addition so as I mentioned the the site has all the utilities storm water will be a little bit of a challenge because there's no open site left we basically build the whole site but there's no Wetland there's no water table to worry about on this site those are good things thank you traffic um Clos the streets not so bad of a view corner but as I mentioned Parker Street not so great parking a little bit [Music] problematic and the existing on street parking is I think the seven in front of the building are there for the seniors but other on street parking is a free-for-all so that you can't really count on on street parking for the Overflow parking okay thank you so this is just a Zone in compliance because I as I mentioned we're trying to have the projects comply with the zoning criteria and um you know the reason these are yes and no is that clearly in the scheme with the garage we're I with the gym we're exceeding the setback [Music] requirements thanks all right so here's Oakland opposite the high school obviously um what's nice about Oakland is this street is really a ideal simple any inst on The View cor this driveway here is a good place to line up you you generally want to line up your intersections you see on the site plan we're coming into the site this way here and the buildings are close there you can sort of see what's going on on the site but the site has topography here so it's going up up the hill there's one house here s of cut into the site site boundaries like right here and then there's another here here right on the edge of the side so this this is your FL there sorry the reference that's the um the house I mentioned that that brought in for the site there another one right over here and then another one right over there and of course you have the houses behind the site um we showed a pickle ball we showed parking we showed the building some of the things we show or to show whether they will work or not so by demonstrating pickle ball here we can see how big the facility is how much it goes up the hill each one of these lines is a contour line going up the hill I'll show you a picture this is a very steep area of site not really conducive to putting pickle ball and your proximity to other houses is such that the purpose of putting this on the drawing is to help evaluators evaluate pickle ball if we didn't show it they might all think you could do it but when you see it you see how close it is to the neighbors and you realize the noise um that quickly becomes something that we want to not have on site the parking is in the middle because that sort of is a flat area and when they the high school they put excess fill in this area you really don't want to put the new building on the excess fill so you can put the parking there and then remove the building over there the advantage of that is is that you come in and you can see the entry you can park go to the front door of the building it's it's a nice progression and a good deal of the parking is within 150 ft 25 ft of that building so here is a building and we don't really need to get hung up on the building itself today the point is is that we're showing exactly the same building here as on Simmons way Simon's way to point out that the buildings are you don't have to worry about the building design both sides can accommodate an equivalent type of building there's no Advantage building is sort of the neutral denominator on the sites uh really nice parking at 95 93 spaces uh this could be staff parking so that the patrons can be closer delivery and entries nice nice little site plan this just shows the summer condition with the trees so one beauty of Pleasant Street is it's already a disturbed site um this has been partially Disturbed but is pretty well overgrown now so from the sustainability perspective you know if we can find a site that's been cleared that's in theory better for the environment because you have a carbon sink as opposed to the opposite when you tear down the trees but what this is showing is the difference in summer to Winter is sort of striking and doesn't look as attractive in the summer in the winter but you do see the proximity of the houses you see the nice view corridors for traffic excellent and then this next slide shows looking the other way for traffic no problem at crust of the hill is plent far away next we're going to save the questions for the end I'm so sorry what this is showing is this is where the pickle ball cor is showing so you have a very steep hills flattens out in the Middle where the parking was and then it goes back into a hill let me talk about that in the next slide here the relatively flat in the central portion where the ground was filled so this is a report that was done after the high school was constructed um is part of our our report next so that fill area is here but the red lines are showing or there was a survey done of where when you have a hill like that there's usually Bedrock underneath but these red lines show The Contours of the Bedrock so one of the problems of this site is if you put the parking here you put the building here part of the building is going to go in okay but there will be some Bedrock then n would be dealt with um here your s is at 123 and there the Bedrock is at 120 so I had the building right there you get the foundations in and all that it will need to be some cutting into the Bedrock and there's no great way if this was a chosen site there would need to be a tremendous amount of research done figure out how you could accommodate that excavation without disturbing the neighboring houses so that we know it a particular issue noise [Music] vibration so to Wood Insight there's water available but there's no sewer on that site the process that includes extending sewer down to that site storm water there plenty of sight to deal with the storm water no Wetland that's great news gech I mentioned the Bedrock gives you a really nice solid foundation for the building the area of the fill is not great for the the building but um take advantage of the Bedrock you would need to do some careful work on the Bedrock and that's not that easy to do so it's a thing would be concerned about and then U parking is really nice this actually is you can have that 93 parking space that we want for the peak and then I'm we haven't met with the schools yet but let's say there's an evening event the basketball court wants to be used or there's a Thanksgiving dinner and there's a rare occasion that you need more spaces we think we could approach the school and that with organization there might be some excess area at that school lot that could be used for particular overday parking we call that traffic management and um that's easily accommodated on that site covered all those S and then again it complies with all the zoning requirements um odly enough Community Center is not allowed as a right but um it's allowed as a special permit through the Z Board of FS or the development Bo we comply and all the other now this is an interesting site it's the furthest from the center of town but I think in Reading I've come to realize that the furthest from center of town really isn't that far away it's it's it's most distance but I think it's still about a five minute trip it's next to the arena and I'll show you a that there's was discussion that this historically in the 50s and 60s was the Nike missile site but the clearance for night missile was on this side and this is just an access road so the concern of things that might have come out of a missile mod story or have been dealt with in previous construction that's not really a major concern of this site although if this site is chosen those will be things that are handled in the next phase um just to make sure there are not any obstacles when we get into Construction this road leads to the rifle range at the end um so there is a little bit of noise that comes off of that but I find that it's mostly on the weekends and it's not generally in the morning or early afternoons um there's concern written up which I I don't think is going to be an issue but there's no record of how the rifle range was organized historically and people wondering do we have to do testing for any lead from shells when this might have been used by the police for target practice way back before it's a private R next so it's quite a big site way that this is all Wetland back here and the town wants to car out a PL on the front and what we would do is extend sign its way here to the end of that site so the site would have Frontage from a zonning perspective the site would have a way of bringing utilities down to the building and to any Recreation facilities so one of the cost of the site is you saw that road is not a official Road here's a site plan for that so I was just pointing out the extension of this road and there you have the nice Arena building it's first you come in and then you come into the parking we can get 80 plus spaces it's a nice parking lot because here ises the parking that works with the pickle ball and we have parking that works with the building the next pH I might suggest we flip the building around get the entry down here c a little bit more spaces but again you can see it's the same building that's on Oakland so evaluating this I use the term it's building neutral you don't have to worry about the program you don't have to worry about the building we're just evaluating the site this private parking lot again we haven't had any discussions with them but if this were the site chosen we might talk to them about on that Thanksgiving dinner lunch Valentine's Day when we have the flow could we manage some overflow parking those are the kinds of things that you know looks like they may be available here without big problem because it may be that on a big tournament weekend they might want overflow parking of this parking lot as well be a good trade off here's the edge this is all Wetland the one issue on this site is it's on behavioral Street and you have to come down uh between these two residences get to the site so it doesn't really have the visibility in the frontage of the other sites it's a little bit buried but the fact that it's baring means that those in the site means that those pickle ball courts aren't really bothering anybody they're so remote the only thing they're next to is The Killers On The Ice Arena that are running 247 and making their own little bit of um so it's a nice site from a perspective of you're not really impacting um with the building any AB Butters you do have the ABS on the axis road to think about and that there just a picture of the side in that sence way and that all needs to be improved you can see they they already starting to bring utilities down to the rifle range there water to here there's no sewer so we have to bring sewer into that site and here's that split off to go to the ice arena and purposely put the entry to the building back there so that you're not coming here out of the building and having to contend with all the traffic and as well as people coming out of iceing so the reason that that entry was moved down there is for that kind of uh traffic [Music] management there's that problem that we have to expand that road and make it Wier so utility as I mentioned we don't have water storm water would be clearly manag because of the wetlands one thing we would recommend is raising the building up on this site so that with climate change if the wetlands rise over time the way other water basins are the building would still be up about the wet line so what's carried in the budget is raising the parking lot in the building by uh 18 in to 2 feet there is an environmental issue that I mentioned W and Samson's looked at the site and we'll need to do more work on that if this is the selected site mentioned the sort of mition residue they just want to check for that so that that it's not an issue and then um there were some test Wells put on and two of the test Wells had very level low very very low levels of P they had 17 parts per million and then low level is considered 10,000 parts per million so the report is not suggesting that that's an issue is you're suggesting proper due diligence is to make sure you check all those boxes which we would be doing excuse me what is it's a it's a well and that's it's is a kind of test it uses an IR test so the I stands for ION ionization geotechnical those foundations are fine on that no Bedrock just use conventional foundations mention the wet resource very beautiful site we could put walkways in Trails etc for walking parking uh very well within the zoning requirement and the peak requirement that we're looking for not a lot of heavy traffic there and then this is the one site where pickle ball could fit in the budget that you're going to see does not include the pickle ball because we wanted each option to be treated separately equivalently without pickle ball and then here's that map I mentioned would show you here's where the this site was and that's where the is is this is the site we're looking for that's the ACC that's the rif range so concern was you know so Zing that's okay no no zoning obstacles other than once again as of right a community center is not allowed on this site towns exempt from their own zoning but you can get a special permit for Cultural Center type facility through the Community Development board which I assume that we would be doing just to I don't have to assume that we haven't really discussed that but that's typically what so the comparative costs are really interesting um and it's surprising with the gym the three sites are roughly the same cost and everybody has a heart attack looking at these numbers but the last four years of construction have been brutal and what used to be A4 or500 foot building is now 900 so for this number is all in it's the building it's all the furniture it's all the audio visual anything that needs to go into the project to fund it to get it built it's in that number so it's a total project that would get approved the town meaning if you were to take the Gin out of that project the cost of the building would go down by that much now why does the Pleasant Street go down by that same amount because in Pleasant Street when you build the gym the site's so small that your short program area in the main building so once you take the gym out you don't necessarily lose the 6,500 square foot of the gym you say I'm not building the gym I'm building that square footage that I couldn't build because of the gym to get the full Senior Center Program it's not as tall of a structure it's not as bloming but means that your differential now between Pleasant Street the other sites is about 400 there's some call out numbers that folks has asked for um we really would not be looked on favorably by the historic commission if we added an additional space on um the only space to do it is over the garage doors of the building it would be that amount of money but we're not recommending and um if you put the the space in the mid gy that's the number I was saying penalizes option two of Pleasant Street and pickle ball is not feasible on pleas Street not desirable at Oakland but feasible on S and then um question had come up so we're providing just a CL breakout of the gym and the cost of parking because you know in a downtown area sometimes you can find a parking Gage go elsewhere or sometimes with government agencies where able to get grants from uh Federal groups and that for parking there more prevalent in the 70s and 80s than it is today but we put that in in case down to pursue any grant opportunities for par that's value of that so what we want to do is think of yourself being at a the Olympics the gymnast go off and you have to judge them and you don't say I love that event because I like her leotard or I like the hairstyle on that gymnast the idea is you have a set of criteria you have a degree of difficulty and you try to judge the gymnast on the same criteria so to be fair to the sites we did the same exercise we came up with 12 criteria we ranked we gave each criteria sort of our a ranking to them some are more valuable than others like parking is more important than some of the other isues and then we put all the variables that go into each site into a spreadsheet so you can see the data for each three sites and then next than you right there and you can see the program compliance of all three sites so you have the data with the drawings the analysis and then these hard facts about each site you go into these spreadsheets that we created is the next slide and evaluators and go through and then there's a site area big enough well it's not big enough Pleasant Street so you rank that in this lower category it's really good at Simon's way so you rank that in that category so you have you know which s's cheaper from an operational cost well having a garage means you don't have to take the snow off the garage but there's a maintenance of a garage because when your car goes in and it has salt on it and then the salt melts out of the snow that impacts the garage long ter so operational costs sustainability control criteria and then because these are real objective we have one criteria which is the next one that says well I do like the leotard that that gymnast was wearing this gives you this subjective saying as one person really i' said think put really well I happen to be allergic to Oaks there a lot of oak trees on that site I don't really like that particular site but this gives you a way to put your personal touch on your evaluation that adds on to the 12 and and we thought was a good way to pick up things that people might think of but again the idea is each site is ranked the same and we think it's a very objective and historically it's been very good way for us to alleviate controversy about site with other communities so the timeline for where we're at is um we're hearing the fusibility study we're hoping to get the recommendation bring that to town select board agree on a site and then we have schematic design to advance on that site because with schematic design you can really narrow down that cost we can really narrow down that program as I mention and hoping to be more efficient bring that square footage down we can be very definitive about our cost and get a more accurate cost estimate so the purpose of the cost estimates now was to see is one side a whole lot more expensive than the other and use that as a criteria the next phase will really bring us closer search at what the town might need to fund and and construction so thank you I think now you have the questions opportunity yes so if anyone we'll start off um for those on zoom we're gonna start off with questions in the room so if you do have a question if you can just come to the podium um so the ow will can pick you up up and say your name and your address and um your comment concern and if Joel's able to answer the question you will and if not we can get back to you with the answer any questions in the room comments concerns Andrew Gregory 111 Pleasant Street um somewhat of a proponent for the uh Pleasant Street site um but my main question is what happens with the building if we choose one of the other sites um it's still a building with 30-year-old infrastructure uh so it's still going to need renovations if it's going to be repurposed was that something that you also factored into the costs with some of the other sites as well take that sure um I know that that's that conversation has come up with what would we do with the Pleasant Street Center if another site was to be chosen and there has been um conversation with other groups um the cultural and arts Community has said that they'd have an interest in perhaps making that a cultural art center um I've heard that there's some other organizations in town who would like to rent the space or take over the space there's also been an option flying around that we could perhaps sell the building and put that money towards um potentially one of the other locations as well so those are just a few of the things I have that I have heard but nothing has been set in stone and obviously that would be up to the select board to decide on what they would like to do do you have anything agile and I know there's a couple other members of the board here too I think the only other thing I heard is that if they sold a billing it may come with certain covenants that preserve what's important about the historic billing that was important to the historic commission whom we met with last week to review this and get their input on these alternativ thank you for so um there had it's not factored in in any way right now into the to the estimates into that part of the question and there are different people who have expressed interest but there's no that part of however the town would have another building available to make decisions on that would I know I had a couple of questions one and say say your name dude sorry and address um did you st when you're doing all of this do you study the impact beyond the completion of the building itself the impact on the general area over a series of years is that done at all or is that is it something where you're just looking at a site we can put the building there and and we're good one of the criteria is the impact on the neighborhood long term so you know you have lights on the pickle ball C or lights on a parking lot and those are going to dist the neighbors and that's something to contend with and that that longterm operational impact Act is is something to be evaluated so when you know I mean I think people are aware that you know Oakland Ro site happens to be a was developed to be a residential site not necessarily an Institutional building that's really something that comes into play in the discussion and that well because a couple of things that are going on in the Oakland site uh which I lived near so I have full disclosure um we I think the whole area has been overdeveloped at this point it's it's kind of at its end and then I look to see what the cost of the town in building it when you say well we might need to interrupt some ledge or whatever else if you're talking any form of blasting or drilling the homes in that area my home is over 100 years old and has a Fieldstone Foundation it it won't survive blast at the top of the hill and there's an impact just within building it um and then when you talk about two sites not having sore hookups well where are they being hooked up and how because when you're at the top of that Hill are you coming into Hillside and and using the system that way or are you going down to Oakland I'm not familiar with the sore lines in that area but the impact is huge when you see it first of all coming downhill and all of that it's like can the system take it because again the pipes in that area are ancient and a lot of the water pipes and sore pipes and so forth would have to be addressed so it's the impact as you can see what I'm trying to explain here is huge and costs more for the town than if you get into an area like the sidman's way where you're creating it from scratch and you're not my concerns of Sid way are um mostly environmental but um the other thing I think about is if you're going to change the name of this for a senior activity center and I think that's great because I think there's two kinds of seniors here there's seniors who want activities and opportunities and so forth and there's seniors who need services and it's a whole different operation so to speak and I think Pleasant Street would restrict that activity portion of the seniors and being able to have additional opportunities um because of the restrictions on the site but the other thing I do have to say too sorry [Music] you um no one took pictures of what that area looks like when high school is in session every parking space at that high school is taken up and every parking space on that road all the way from the the talk down is taken up so that it's not this free and clear thing and most of the services going on anytime schools in operation would be very very hard pressed too and and there wouldn't be opportunities or overflow unless you're dealing on a weekend and even then we have an awful lot of programs and things that come in but um I'm not going to dispute what you're saying but in our defense good idea in during school day school hours on a school day and those drone shots were our guy taking them showing that open parking lot so I'm not going to dispute that as cred but I will say that we tried our best to do the survey of the Lots several times during the school days well to appreciate how many cars and people come into that every school day already right now um is to see a whole lot of burden and Hillside in particular I mean that's it's a one way coming down in it there's a lot of people speeding down that road um which again presents yet another problem but um yeah more importantly the idea of just the building site itself and what it could do and and where do we go if our homes are being you know the walls are cracking and everything else under a situation like this we're one person instead of so it does have impact the Beyond just the raising of the building thank you I'm Mike Rosler I live at 20 Hillside and um there are two things that come to mind one is I walk around that area fairly often is the amount of blasting like Margaret said that would have to take place to site that building I mean I think it's going to be an an enormous uh imposition on the neighborhood to have that work done uh the other thing and it's really big is traffic down Hillside I live at The Bu bottom of Hillside at the intersection of of uh RAV and you get all sorts of traffic when school gets let out when school people are dropped off and when uh people are picked up and they leave the school there's a ton of traffic that comes down hill side even school buses because nobody wants to wait at the traffic light on Birch menow Drive so they go go down Hillside we also get some people deciding they're going to go uphills side that happens quite often too so I think there's a huge burden in terms of traffic putting 75 spaces whatever it is in that Senior Center uh depending on events going on you could have a big overflow when an event gets out and I think that should be taken to account and you it's really hard how do you keep people from going down Hillside if there aren't barriers there it's an open street so that's my two cents thank you I'm Merl Rosler I live at 20 Hillside Road my husband um and he's Echoes what well I could Echo what he would say because there's a a huge traffic problem on Hillside Road currently as it is a lot I have seen so many near misses really dangerous things going on people and that stuff and if you're going to add to that I just shudder to think but what also concerns me is the ruination of the neighborhood but I really feel that it will be ruined and I'm already planning to put up my house for sale that's how strongly I feel about what's going to happen that entire habitat that is not developed you know other than the the houses on the other side of the Woods at the top there um I mean we are so fortunate to have that Greenery those trees the habitat for birds and animals um where you know we might as well take down the signs that say Tree City USA because we're developing every square inch in reading now so I would really object strongly to seeing all of that taken down uh for our house we are on the very close to the corner of Waverly so we're not all the way down to Main Street and uh I consider ourselves fortunate that we don't have to look at the high school and look at that traffic it's bad enough that we experience the traffic so I am hoping that we don't have to go through that thank you thank you hi SE Riley I'm on Beacon Street I'm the better to Oakland Road question I have is is Pleasant Street still really a contender at this point I know that there was a historical meeting uh committee meeting and I think they veto well from what I've heard there's just so many meetings but this on the topic the agenda I could go to meeting mention last we can there was an informational meeting um to get their input before people were doing the evaluation because idea is to hear from everybody that we can think of to put into the evaluation mix they don't necessarily have jurisdiction over whether project can go with it or not but they do have they can make a recommendation and their recommendation was that they felt the program overwhelmed besides building and that maybe the building could accept an addition on the South Side the back side of it but to go on two or three sides of it s of overwhelms the little fire station that's on that corner and it you know it could be a much nicer use with a less intensive program on that side okay so it's still officially well it's something that can be evaluated but we do have their input that they don't look at that it's favorable for the historic nature of the build that is a National Historic build yes yeah okay yeah I just know because there's people running for the select board in May and their stance right now is to renovate that that building so if it was out of the mix I wanted to get their opinion of the other two sites um pickle ball courts is it definitely going to be out at Oakland Road or is it we don't think that it makes if if you were to if the selection they're off the table for openland road because ofy and because of the noise that it yeah I think the visibility stud show at least that part not all and then also for the plan to work at Oakland Road you would have to purchase someone's part of someone's property in that white house is that what the town would have to do sign's done without purchasing that property so it's but if if they do are able to purchase it then the plan shifts downward if you could if that was an option the plan could shift down and that you would you'd be off the Steep part of the hill where the blasting is whole site could move over to the center um but that so there not only the building but there's a paper road that goes on the side of the building of the house yeah that you have to protect which actually is good because it gives the house a little bit of a buffer but without the house it would be better but we haven't we haven't explored that it's not our option to say the town by that so what would be the so where the cuac of Chestnut Road is up at the back of the the site what would the buffer be if you can't purchase the land like what's go between those houses and the building this is I don't know if you can see the call there I don't have a call check on here closest it's like that little semicircle there on the right oh there's aack here yes that's that's what I'm talking about so what what is the the distance between the building and the culdesac in those houses well this is 65 ft so it's about 110 110 ft and would there be tree lines if you there' be tree lines here yeah the cover that's correct and in the next you know the whole idea in the next phase of design would be get it as even more REM from that than enough it is today okay that's that's clearly something that we're aware of yeah okay so how would you handle the ledge if you had to I don't have an answer for that tonight you'd have to really find a noninvasive way to not go in there and blast or or you know use more the idea might be to redesign a billing to get it closer get it out of the the hill and then really manage foundation so that only big and you can do it with a Jag Hammer as opposed to a big piece of equipment where the footings go because for the most part Bedrock is very stable for building that's why there's all those skyscrapers in New York it's Bedrock holding so it's actually quite good from a structural perspective once you can figure out how to Anchor your so combination of tightening the building up downhill and then being very very careful about where the foundation lines go did you ever like read or know about the Water Tower project that's right close by from there which the water tower for reading so they had to drill and they drilled and drilled and drilled for days on end um it was blue granite and they actually broke Hydraulics trying to drill through it and I believe they had to change the design of the foundation of the water tower because they could not get through that so I I when you say Drilling and probably a lot of other people are getting PTSD because it was all day and we have to deal with the Bedrock I wasn't saying Drilling and the building's a different water tower is a basically a vertical can so the foundations need to go much different than for a building because you you don't want the tower to topple so they may have had a I hear what you're saying and I think we flagged that issue that's okay that's why we have the map with the red lines and yeah that information about the site is available for people that are evaluating the site to see and make that yeah decision and I know it was said before but a lot of the houses in that area were built in the 60s 70s 80s and they're definitely going to get some damage if you blast within that radius so what what is the process the town does for that what is the process of what the town does for if you have to blast then we sustain damage well I don't I don't think I don't know that the site's been selected this yeah I know I'm really going at you hard but so if if this became the preferred site the next phase of design would be to very careful figure out a foundation system and then when we have projects like that you go into each residence and they do a complete photographic documentation of the house and then when there's a problem if there is a problem which typically there's not but you have a way of saying we agreed on this condition of my house and now my Rubble foundation's in trouble and here you see it so that's a cost that goes into this project that's a non product you know it's sort of a pretty expensive process did not get anything out of other than protection but that's how we would do it yeah um are you also aware that there's a drain pipe in the woods o in the woods I'm not or engineer maybe I wasn't yeah I think um someone probably maybe even email pictures um maybe today yeah so there is a drain pipe in there I'm not sure where it starts but there's a nice um river that flows through there and there's a pond gathering at Grand new I believe so there is water there it's not a town a town I I yeah I don't know where it came from but it's there so want to make sure that that's factored and it's just like all these factors that I'm speaking about it just blows my mind that all three projects are the same cost there is so much going in Oakland Road with blasting people's houses water I mean it's just it goes on and on and it just it I just want to know how you guys come up with this number that's so similar to all the other three sites well the other sites have their own challenges as well so Simons is a on paper looks in simpler site but it's uh the soil that sence as two feet of forest mat on it and you can't build on Forest mat because the building will settle so you have to remove that so each each F and you know the sewer needs to be extended on there's no water or sewer S I mean there's no perfect site agree so we have to find what's a good site yeah and not let good get in the way perfect because you'll never have it and I know the other stand is that you know well I'll leave it at that the the reason the costs are so similar is that each one comes with its own challenges you know it's more expensive to put a storm water retention system on a site like Simons that is right next to a woodland because the water table is relatively high on that side their fact is going in it's a preliminary estimate you know it's for the problems that sort of come the cost of the building on the two sites is from the ground up is identical the same site yeah so I just think of trying trying to get there just I think it's gonna be a whole lot more specif um and then just lastly I just don't think that this site is safe for seniors I think they're with the traffic people speeding having the Overflow parking into the school that the school allows it then crossing the street I mean are we thinking of putting in crosswalks someone mentioned a traffic light I think at some point I just think um and you know it will get overrun with kids um from the other three schools around there which I know we want and kids do deserve a place to go as well but I want to make sure that we take care of the seniors they did our so can I say one thing we're not taking notes now because it's going to be recorded and we can get our notes when we're not okay L I appreciate that I'm sure people will write as well so thank you than I have a question um we're GNA go get to the zoom questions after the inperson ones we we won't forget about you I again um I guess most okay sorry oh Laura Stella 347 chars most of what I have to say I've already said at the kilum meetings which unfortunately keep overlapping with some of these meetings but at the kilum meeting when they did the traffic design um I mentioned this proposed project and said have you been talking to these Consultants about the traffic impact of proposed project on maybe Simon's way and the killum school project and they kind of look and said what what project there's two major projects proposed within a stone Stow of each other and Kil school let me first say that I'm not saying it you go on any site so don't think that I'm saying you know why you go on open room because I don't think either the kilm school project has correct me if I'm wrong all of prek and kindergarten now probably going there you're going to increase the number of students by a third they're looking at a two story building or a possibly three story building right there on the Hail Street side so you're can be able to throw a rock to the two big projects traffic wise nobody's looked at the Imp both the projects together nobody um you would brought up in one of the prior meetings about a 1980 dig a test pit hole that was questionable at the Simon Way site if the town digs one hole and it's bad town is financially on the wire to remediate that site so just keep it in mind because you can't say we didn't know right one whole dug um and then somebody mentioned this reading does have development fever right now we gotta build we gotta build we gotta build and we have all these two big projects and we also have another committee which can't get involved in three looking at Recreation land oration yeah I mean I couldn't deal with three too many on top of each other where they're talking about potential expenditures too I mean these are multi-million dollar projects multi-million dollar projects and I know you've all been to the grocery store and the gas station what is this going to do to everybody's tax though can we afford this right now and so this is really more for select board members I mean can we really afford all this right now these are all wonderful things in a perfect world but we're not Liv in a perfect world right now and $9 million here which could potentially be more kilm school don't even have a number yet it's G to be at least $50 million after the state weighs in I don't know I I'm feeling really overwhelmed for this town in terms of managing finances propriately and so I really don't think any site is appropriate at this time take the take the the proposals and put it aside so we can afford it sure thank you for that feedback I know that there is an intention to have a financial Forum um and once we get more details with the kilum costs and this cost and their wood end came off of the debt debt exclusion and then there's two other major projects with the high school and do mean we get more de again well I know I know but we just want everyone to be as as informed as possible and let everyone decide um what's best for them in the community yeah we shouldn't be talked about SE should be talked about sure yeah and we yeah and we um are planning to have um input from the permanent building committee as well on both of the sites we've met with historical we've met with Rec creation so we are doing our due diligence behind the scenes and trying to get on the same track as um other boards and committees and I think Karen's gonna add something too sure Karen haric I'm member of Select board and and vice chair of the Kum School building committee and thank you get Chim in um more like a flagging item for for the Simon Way location because as select board members there is a I I am concerned that we need to look carefully at the traffic in that area as as the previous speaker quite noted we've spent a lot of time already on the elementary school project talking about how horrible the traffic is on Hail Street how kids are crossing right there and if you drive there now you'll see RPD is making some changes to try to make things a little safer and part of that project is sort of upgrading um The Crossing um Crossing areas and talking about all their ways to calm the traffic so so I just wanted I did want to make sure that you were aware that it with the timeline we're talking about now um we could have two active projects at the same time at that same location so traffic is definitely something we want to be careful of and and I don't want to minimize the the cost of putting in water and sewer there either and I think what I heard you say is that extending Water and Sewer where it needs to go is not part of that estimate included is it okay good um the other thing I just wanted to be aware of as a select board member we've had um the corner of Hail Street and Simmon way is actually Early Childhood Care Center so we've already had a request and um put a temporary parking put temporary parking signs up and and the reality is that that road is two cars wide and that's it so there's no parking on that road there's no breakdown Lane and the select board agreed that it would not be safe or appropriate to put even 10 minute stopping so so just to make you a aware of the the traffic and so you know having a bunch of seniors and the whole Community loving um or having a a center there and everybody loving it and using it is definitely going to put more impact on this particular neighborhood so I I do I share your concern I want to be very careful I would love I would love to know I mean clearly they didn't build that with idea that the rest of it would be built out and there'd be more traffic going through there I mean I would love to see us look at if there are any options to um potentially widen it at some point so that cars could pull off um but anyway that's probably down the road I just really just wanted to flag the concerns for that area because of the current timeline we could be literally as the current Speaker said 200 more up to 180 more parents and related uh folks with the school um this the designs aren't done yet but they are they don't want to have parents going on an in and out of havil street but they could have buses going in and out of there so I just wanted to make you aware of that as you're thinking about you know if if this ends up being a site that is most preferred that's all thank you thanks Karen voice AR Delany Beacon Street so this this hits right at home for me and I'm not trying to push this project in any direction I'm all for a great Senior Center to service you know our elderly population but I live right next to the water tank the uh Town manager tried to put a 200 foot cell tower in the middle of our neighborhood what I think is missing is an emphasis of the impacts on residential neighborhoods this site can we can we pull that map up sorry I just stopped sharing that's that's okay this site is surrounded by residential houses and then across the street is a high school that is got to be a main factor when evaluating these projects Simon's way no not Simon's Way open high school so I mean there's a lot of trees there blocking the houses but you've got once you take all those trees down and the potential for drling or blasting whatever it is to get rid of ledge and damaging homes we had the same thing happen in my neighborhood when they were going to start blasting and we get this notice in our mailbox we want to come in and take pictures of the inside of your house I don't want any stranger coming in my house to take pictures of my house to protect them from liability uh the point is you've got residential property owners that live all around the site that has got to be a priority in the decision making um and you're going to remove all those trees which is going to impact you know their their their wellbeing uh I have a criticism for your point about so this picture here was taken on the school day on the school day I drive that road every day from my house to the ymcs I don't know if that's an hour before school has started or an hour after they've left but that street is lined with cars during school so that may have been on a school day but that that's either before school an hour before school started or an hour after they left because this cars all over there that road all those fing spots are filled now that's somebody who lives there and drives that street every day very misleading that photograph was very misleading yeah so I I mean I'm sensitive to Simon's way I I actually thought that was a good site because there's a lot of room to work with there there's potential to expand programs there uh but I don't want to say oh go do it over there but this site I I don't think uh you've given enough emphasis of the impacts of the people who live around the site and I'm sensitive to that because it's happened to me the water tank project we just finished two and a half years and that project is still going on we've had construction for two and a half years in the middle of our neighborhood and it's probably another six months away you got a fact that that and that these folks are going to have to deal with that and that additional traffic you're going to bring to that area I can tell you in the morning if I don't time it right it's a nightmare it'll take me 10 minutes to get for a two-minute drive with the traffic that's all backed up and the bus is going in and out of the pocket there so I I think there needs to be a real emphasis of impacts especially when if you're talking projects that are equal in value which one will impact residents who live there the least and I'm not saying that to to send this over to Simon's way because I'm sensitive to the to these folks that they have to deal with with that they live over there so any those are my gos thank you in um the COA and recal committees they do have impact on a Butters as one of their side evaluation criteria and I know that multiple members of the Council on asent because they've told me have driven through the neighborhoods that have been impacted specifically Oakland Road um given a lot of the feedback that's come in from the past few weeks so and also just the fact that we invited everyone here today in the recap and the Sea invited everyone here today I hope that shows the good faith of the Committees and the staff involved that we do care about the abutters and that's why we're here you know and we really appreciate the feedback I've been getting so many emails so many calls I've been forwarding them to Joel um even some today he probably hasn't even gotten a chance to look at them but it's these are things that we all take seriously and I know that the COA and breel and the select par will do the same so I think there's another comment coming hi um I'm Susan Corum I live at 31 Ridge Road which is um right by the Oakland Ro site um thank you for being here tonight and going through all of this um even though I'm an Oakland Road of utter I have I would like to make one comment about Simmons's way that really is like a a question just an idea is there it chance because the skating rake is um in in some way uh one of the town's facilities is there has there been any thought to whether Range Road could be rerouted along the well the way the slide is the bottom of the site so that the major roads then Circle an area that could be more like a Athletics activity Community senior complex um this it's just a a thought because I don't know what kind of um deficiencies might be uh possible if the parking became though they were separate if the parking became more like one area and then the buildings Were Somehow related to each other okay I'll try to get I'll try to get on topic now with uh Oakland Road I do I had done a bunch of volunteer work at the high school and sometimes I'm I would come out of the Performing Arts Center and there was a lot of parking lot of pavement But Then There Were Trees and I could kind of feel like because of the trees partly partly because of being done with whatever volunteering I had just done and partly because of the trees and I thought to myself on more than one occasion that must really be something for the high school kids after a day of high school after tests after whatever drama to come outside when there are trees um our our neighbor at Oakland Road um actually uh apparently gave us a little slideshow talk at I think one of the recal meetings and I saw the slides from it and it was very beautiful very eloquently done talking about how important it is for the schools school children to have green areas around also related to trees I think in the paper I saw just in the last couple weeks that um an entity in town had declared uh an like an arbor day and ready um and they wanted to emphasize the town's commitment to planting trees and protecting the trees we have and such um I wish I had more specific information about that but this seems like a kind of opportunity where I would really like for the town to Serious tough thought to the removal of so many trees um and particularly in an area where the trees are counterbalancing all the pavement at the high SCH school um when parking when you're talking about parking at Oakland Road um it's sounds like the parking count can be very high compared to some of the other sites and I would like to I would wonder whether instead of more parking spaces that those Extra Spaces could be instead turned back into unpaved areas um I would like to say turns back into tree areas but I imagine the site disruption to do a a project of this scale means that there wouldn't be trees in that area um unless some were replanted I have particular concerns about drainage on this site because it's sloping from the south sloping from the North Oakland Road is higher than this site and if if someone's to understand this for for people who are listening on Zoom people here uh it's really difficult to understand this site by looking at a map even a topographical map there's some there are some things you can see from Oakland Road there are some things that you can see if you go ahead and come up Ridge Road go on Cold Spring go to the what's on this on the slide the top of the side there and see what it looks like and go to the end of the CAC at Chestnut and look down on the and I do mean down on the site because the topography really is um striking and all draining to one area at the generally I don't want to exaggerate but much of the drainage from all that land all that land that is bedrock underneath that doesn't absorb the water itself but rather um sends it down into the low area low area that's on the sort of east side of the site the southeast on the slide the upper right of the slide um the area to the upper right can can we get the plan again oh sure sorry you yes on that one since this it looks like this is based off a satellite photo and since that photo was taken the area in the upper right here has changed quite dramatically because a new P the saac was built so in the upper right where it says property line they there's now a road and then a cue saac there and because the edge of that c saac was built up from where it had been and because the land that starts in the lower right of the slide and then drains upward um well drains downward but on the slide upward it comes the drainage comes down and now it hits that area that's built up and there's a new uh wet area on the town's land there um and so I have real concerns about people have talked about the traffic and they've talked about the the Bedrock and I would add extra concern about the drainage and about the tree removal and I think that's probably enough for me thank you thank you because you you mentioned earli the prent building committee Mar Street this needs to go to the cpdc site review process yes so it would is that is that the next round we're trying to narrow down the options you don't want to take all three sites to S plan review and it's that's a lot of time for those members so we're trying to narrow down what the options are before well it's two sites now right I mean we're down to two Pleasant Street doesn't seem to be making the great and you haven't been given Direction the cpdc deals with all of this the water runoff the parking loss the traffic the zoning the blasting uh their expertise based on my experience they their phomo so I just want I heard permanent building committee if that's the only place because this is a town project on Town land is exempt from the the zoning laws you know I get that but the practice is to go through the process and we involve conservation and we involve all yeah but I haven't heard cpg I keep hearing the building committee the cpdc their site review process is is excellent and I think would point out a lot of these flaws you're hearing from a lot of the people here any other questions in the room here all right let me go let me stop sharing so I can see folks on Zoom anyone on Zoom have a question yes yes I am [Music] uh I'm I'm a but of uh Oakland Road um I'm the owner of the the white house uh can you can you share the uh slide 18 um if you don't mind and I like to ask about the lines with the pl that that is um on my driveway thank you um so looks like the line some of the Lin are maybe in my driveway or the right side of my driveway so if town request me to sell my property is that something mandatory I I don't have any options is that something I have to sell my property just in case that black line is the difference between black line is actually a survey line that was measured when the town bought the land and we were given that survey the underline that shows your driveway is an aerial photograph and they're not the aerial photograph from a SAT satellite isn't perfectly aligned because it has perspective to it so the overlap is it's a good you know I probably would have seen it if it was my house too it's it's that black line doesn't encro on your site okay y okay thank you um and the other uh thought I have was um like I already presented trees uh and and and and school student but also uh there are hundreds of a study that practicing Shooting Sports for seniors can also improve their hand eye coordination and F motor skills Drive skills and overall physical dexterity um so I think maybe uh not Oakland roadside with a p Able Court maybe it would be nice to have um the place where maybe shooting range is very near so that seniors can go there and they can they can do that Shooting Sports and get more uh improve on their their their skills on motor Drive skills and their hand ey coordination skills things like that so that there's there are um College University professors uh they they already done the study in various of way um I can I can summarize and also make a slide act for for for for everyone but but that's something also we can think of uh not only pickable pickable Court we already have a pickable court right next to uh reading public ad Administration parking lot exactly for uh pickup or Court I don't think we have to have another four of a pable court in Oakland Ro because they can seniors can you know they can use that that Court as well so my my suggestion was uh it would be nice to have uh someplace that's shooting range is near thank you thank you uh and my another uh question have is how long it will take to start construction from first day of a construction to the last day it it ranges but it's anywhere from you know 14 15 to 18 months so it's a little bit over a year to a year and a half so that year and year half so I think there is regulation from massachusett and Boston that there is certain amount of a noise level that construction have to control uh During certain amount of a start time to the end time of the day and you are calculating based on that deal level of noise versus construction progress and you're thinking year and year and a half right right so the hours of construction are are limited and the the noise levels would be you know something to be monitored as well that that is something that as you mentioned is a I think read has some bylaws about those hours of L of construction yes yes I do have a data that shows from the residence area there should be a decibel level that must be lower than that level if it's over then you're against the law so you have to stop construction for certain amount of days and then you can resume your construction again right that's something everyone knows you know that's very general common knowledge that everyone knows about it right but yeah thank you thank you that you're aware of that okay thank you thank you very much thank you anyone else on Zoom okay so oh oh um di Martell hi uh this is her husband Justin Martell chess snut Road uh I just want to say uh thank you to the consultant you've done an excellent job uh but regarding the sites I agree with all the concerns people have raised and it seems like we have sort of like a set of bad options and we don't want to as a community select a subpar option and then as a community not just the abutters but rush into something and then have some regrets so for me I'm really concerned about all three sites and in a previous meeting I had asked if we had looked into Leasing and I think that uh the town needs to try harder when it comes to leasing Lis properties we had the temporary Library set up there there's a bunch of surplus square footage a tremendous amount that would be perfect for this project uh so regarding these sites I just I think they're bad options subpar the town's goingon to end up regretting them if we move forward I don't completely understand the impetus for The Rush and I think that the community should also be aware of what the plans are for the Pleasant Street Center uh if we move forward with this project thank you thank you I've also heard an emphasis on the rush but this has been an ongoing project for two years we did a study with um gentology recal has been in formation for the past couple years so this has been being explored and a lot of time energy and effort has been put in by a lot of members and Volunteers in the community and staff so um I know that when we get into the feasibility sometimes it does seem rushed um but there has been a lot of background work up up until this point and I think that there was one other person on Zoom was it Matt did you want to talk Matt I know your hand got down but sure it's Matt Molton 42 Chestnut Road she had a question about like eer emergency vehicles fire trucks in that parking lot did they explore that or is that something that cpdc would be in better answering no that civil engineers will have to provide PR to truck access the the parking lot design generally to accommodate that that access in the turnaround and there would that be a turnaround or would that be a cut through to the new CAC Pard me would that be a turnaround in that pocket lot um they would be able the drive around the parking lot and then there is a turnaround on the side of the building so that there's a building code requiring for how far you can pull a hose on the building and so there's a service drive and a turnaround on that particular site that um accommodates the fire trucks we' have to go further with that and take it to fire department the first thing we to do would be to De it with fire marshall before before we take it to the your site plan review committee um and work things out go ahead go ahead go ahead would there be a curb cut on the other cuac the new cuac I I don't think so there would be one it would just be the curb cut on Oakland okay and then just just to uh bring up the the project length a year and a half sounds um that's your personal estimate is that correct well you know we've done one of this size and sandwich it was in 14 months I mean it I don't want to I don't want to overestimate or underestimate how long it'll take but um definitely not over let's talk about the under I I'm putting it I mean it could be anywhere from 14 to 18 months times that's that's pretty disrespectful I'm I'm taking that personal as an autter and then and then back to the back to the um the amount of money lauded for the project and you put in you know the the inspection cost of the foundations into that figure that's correct yes do you have a figure for that what I mean is it a line item do you have a figure for that I don't I don't have line item in the budget we did you include an approximate number of housings houses approximate number of houses yeah that AB but the property like how many houses would you be inspecting 20 houses 10 houses I thought you meant the construction inspection for the yes there's a there's a there's a budget in there for the in the the approvals and other inspections that go into the project that's a l sum we haven't broken that out yet and I just say that I mean we can't really control the construction cost I'm just trying to be honest with how long it takes to build a building our job is to put the information out there and and elicit the comment so what we're doing is hearing your comments tonight we're not yeah I had it's it's an honest you guys are doing your job I get it but you know I'm not a I'm I'm opposed the building projects and um you know I just feel it's going to take a long time and it's it's a sin to take down those trees it gives oxygen to everybody around us you know the animals the people and uh I'm opposed to it I just had to speak my voice thanks for than you mind asking the color what he it's disrespectful because I got totally Lo mat oh it was the estimated time of the construction project it definitely is not going to take a year and a half okay we're still we're still on the Water Tower project it's been over two years I believe and please correct me if I'm wrong the answer was about how long does it take to construct a project of this type not how long does it take to get a project done in your town with all the the various things that might slow it down does that make sense who am I speaking with audence one of your neighbors 31 Road um I just thought that you were asking about construction time and I believe that the architect answered based on his experience of what it would take to build a project like that and so I concerns about how long it might take because other things are going on in town or because of the speed of which ready moves to approve things is one the to the the topical uh area I mean it's just the blasting alone it's going to take a lot of time a lot of time and it's concerning to the neighborhood okay I didn't know if I had missed something else thank you okay okay any other questions on Zoom or in person okay great so oh well I was just going to say if I could um all of us in our neighborhood we put an awful lot into our homes and it's a case of saying will something impact it will devalue my home will I be able to sell it will I have to sell it and will I have to sell it for Less because of a problem that we didn't foresee right away but definitely impact because we're so tight and packed in because of the age of the neighborhood and all of the infrastructure um and all the sewers and pipes Etc and and I think it is a major concern we can be inconvenienced by traffic and we can have an aesthetic of trees but let's come home and say yeah what's the value of my property and is it something that the town is doing going to diminish that that I don't I think all of the citizens of ring need to be involved in a decision that says yes we can't impact somebody like that poor guy who's living in that white house I'm sorry but his life will be misery if that site was chosen just from a standpoint of the noise the trucks and whatever and are we allowed to do that kind of without thinking about it so I Whoever has the decisions on this I think that yeah we have to think about what's great for the town we all certainly want to support the town and do week and I'll tell you that we are very crowded we have exercise classes they can't even extend our arms we have functions that have waiting waiting this is not something that had just come on the horizon this has been here for decades decades as of political previous groups have kicked the down the road only for a community center for our school her they haven't done what's necessary um somebody talked about renting like we before down by basket just so that you know Library the he pay $14,000 a month that space to use as a li so I can't imagine but they nor would charge you to have a huge facility down um Center we have open house here we invite you all to come we had one last week some fo but we want you to come ature the center we're crowed was the administrator is sitting in a hallway f s right here we have U the driver sitting outside the ladies he can hear every fles that's going on we have our medical facility those employees they said elbow to Elbow none of you would put up work like that it's very congested but tight and as far as the L goes if any of you know of any land contact the town manager because that's the issue ring has no land these three sides of the bingles that R has that we know about you know about the land let us know we have Memorial which is huge it's in some type of a trust people tell me you can't broen I don't know we got a lot of money maybe we could hire the right lawers to eventually I think down Road decades is going to have to look at that because we need new school we need a new town hall town is old but all of these all of these needs have been kicked down low for decades I've gone to the senior Cent for a long time and u 10 years ago we were looking at wals which is now a dollar store Dollar Store CL up to7 so that's open by the way I went over there in talk to the manager and they didn't do anything with the second floor when I saw that building that is aish that that should not have so we we we dodged that buet but again if you know of any land reading we need land and I urge all our political groups not to sell any R because we need it whe we need it today or in the future pastal grps so the what right do in Center D that could have doubled that packing so what were the other issues people say trees are maybe can trees I love trees I love flowers I I think is needed I do agree you to be selective train I don't know it's not but um I ask you about renting down Bas Beach we would be opening the window and throwing money up so if you can come up with some wind please come to open we coming uppr 2 April 26 April 27 everybody's welcome bring some of your neighbors come the facility my point of view I would put not true sets it PL wiring has showing being and it was ped up again Frid so it's I don't know what thect use for really not good and we have Community it's intergenerational we have all different types of programs here late afternoon and night come come to the programs so you can every room see how tight space is here we need better Blom facilities we need better handicap du W and to support the handicap me and that's it I guess else than um speaking of sites I thought at one time was question about Rec site or something new like maybe I think a while ago and Karen might know but there was a chat about combining with Wakefield um our two DPW departments um over by Camp Curtis Guild and then that would have freed up that location I remember correctly um but nothing came to FR with that that would have been great oh um I think um Mr Martell has his stand up again yes thank you I just wanted to comment on uh some of the rental numbers that were thrown out uh just to share with the group if it is truly $114,000 a month times 12 months times 10 years we're talking $1.68 million which is much cheaper than the cost of this Capital project sure and I don't know what the space is at Market Basket specifically I don't know if it could fit the programmable needs of what the seniors are looking at at the other locations um so that's another thing that we would also need to consider if we were looking at a leasing option um but I don't know that that's an option that
