everyone was asked to fill out um in order for uh bhna to take a look at the results the results are not um uh Final in any way shape or form it was a way to test out the uh uh worksheet as well as to kind of get a reading on the key stakeholders on on what they felt it's all only about location so the discussion is not at all about what the building looks like or what it looks like inside it's only about location so um I am going to actually um I am going to ask Mar to monitor my phone just in case Joan Coco can't get on and she emails fa okay so um the recal has already done this all the members have done this and John I know did it as part of recel and Nora did it as part of recel so what we're going to do tonight is talk about um those of us that completed it and um how how our ratings seem to be and and what the picture looks like so first of all let me um uh go down the list and see who has filled it out I know Karen pette has Rosemarie has Marilyn has person Debbie small is going to um Karen Janowski abstains from filling it out Karen fatino um you did get hers right yes so Karen fatino filled it out NY chados filled it out and Jean prod filled it out so we have a good representation of um people on our board oh let me also um I I didn't mention um I I didn't mention Linda Connor's she's our associate member but she is not on as well as um oh we all know her and love her um Sally s Sally yes are two associate members and they are not here um I talked with nany Tadros she said that what she was going to do was watch the record recording is this on rctv yes it is she was going to watch the recording and take notes from there so right thanks nany okay and um and um what else we will do that's we're gonna probably keep doing that was tapping Tapp um so the way that recal did it was that each person that completed it went down and um gave a rating for each one of the uh um criteria one through 12 on the site review might correct on that Jenna I seem to recall Jenna and Nora that's what they did I'm sorry can you repeat that one more time I was looking at my email sorry to see if Joan had emailed me so um I think but what I would like to do is turn to the last page and look at your um your final points okay but those those are okay too so if you filled out the last page and or just did the uh all of the points for the three sites so uh curious to know and we'll go around the room how the rankings went and then we can delve into the details so I'm going to start with rosemary for me it was Simon's way then it was Oakland Road and then it was it was Oakland Road then very and mine was Simon's Way Pleasant Street Oak Ro and do you want me to read the people who weren't here I printed them out okay so for Karen poino she had Simon's way as number one Open Road as number two and Pleasant Street as number three for Nancy chados she had Simon's way as number one Oakland Road as number two Pleasant Street as number three um John I'll speak on behalf of you so you don't have to come off mute um John had um Simon zo as number one Oakland Road as number two and um Pleasant Street as number two actually he had a he had um those two tied um and then Jean PR had Sim as number one Oakland Road as number two and pleas Street as number three so I think we can adjourn the meeting no no I'm only kidding but um so I think it's very clear from the numbers that we um uh read off here that Oakland Road is first as a choice not Simon's way is first then Oakland Road and then Pleasant Street now um now let's each of us go back to our sheet and if there's anything that you would like to mention like why did you pick Simon's way as one um and and the very last page on here too is actually it it's subject Ive criteria so if you didn't write anything in there yet but you know if you want to say a few words about that you can go right ahead and do that Marilyn um mine actually came out with Simon's wife first before I did the last page and they're very close but it flipped and my reason for flipping it was simply that a key thing that a senior center needs to aim to accomplish is to have people feel engaged in their community and I find the Simon's way place like an isolated spot um Oakland Road is less so because you've got all the schools and you got the Y and and the Pleasant Street would actually be best in that respect I think it's its strongest strength um but Simon's way really feels isolated to me so I flip my one and two by doing that with my subjective points and that was the reason just extent to which people would feel engaged in the community and also no very few people can walk to the Sim way one whereas more could walk to either of the other SES or closer to more so that was it it was very talking like two thank you I went with Simon's way because I think it gives the best flexibility as it's an open space and the possibility for expansion even thinking beyond for the future whereas Oakland Road the concern would be developing the site we don't know the cost with the ledge and all of that and the impact to the abundance and uh Pleasant Street I put a second I don't again it was kind of like those two either way um Pleasant Street I still think that the site is too small and that has even a bigger impact on the abutters and I don't think it provides the parking and ideal and all that kind of stuff so that's why I went ranking I've I chose Oakland Road as our first choice Oakland Road is we want to kind of call it centered uh more people would consider that more centered than Simon's way on open road we can have the use of additional parking certain hours during the day the parking the high school I'm not concerned about the traffic traffic light can always be added there and lots of information can be given to the school children about this other building that would be going up to be extra careful also good walking in that area you can go down to the ball packs and walk around sit down if you want and just watch the kids and um once you're back on grp 28 whether you go out whena are down with um it's another exit that we could probably open up by um it's a religious building down here in that area so there could be two openings going to Luke 28 and people can go north or south whichever way they want people are going to have to drive no matter what site they choose so because they would be driving they could shot when they leave Road Simon's way I like that for pickle ball C isolated everybody pickle ball pick people deserve to have a place Pickers oh I like that they deserve to have a place to play their game but people who nobody wants that near a house I don't I wouldn't want to be in my house here constant pink pink pink so I think Simon's way is a perfect place to put the pickle or court and we have to look into whether we want open courts or have it closed if it's closed it has to be insulated well not to disturb people who might be in Bank s way would give us not only the parking we are planning but parking at we Bank when it's when other people they using we Bank Pleasant Street is my absolute blast don't do it I am there every day glasses one thing or another and there's a lot of problems with that build there is no space I don't like the design for the parking garage I don't think that is a good design for elderly people it's not circular so you can go in and out and um it's a cramped area all all around and I don't think it enhances the distor value of that building which we all know has heating Plumbing wiring problem mold bu it it FL I have a picture that was on front page of the chronicle this was ped out in January pumped out Jan and then back pick up all courts this is a article in the globe now homeowners how upset they are about pickable course they want their taxes reduced they're talking about suing towns have put pickle ball courts residential are so that is in the Blas door just to sum up again I choose Oakland Ro First Simmons way Simon's way for the pick ofall courts and I don't even want to talk about present Street okay sounds good did you see the amount of water that was being pumped out here and and I was there uh towards the end of the day after they were already coming for a while so it's not a little just teeny I've been in that building with Jane Burns was running it and downstairs with the um bage the pool pool room the water was coming through the window it look like a waterfall water comes through the field stone foundation too so we know water is a problem we know there's all kinds of problems and I don't think anybody in this world is dis is not enough F so that is my absolute Last Choice the um spreadsheets that you have on that last page did they make any comments yes but they're cut off I think didn't someone email you and have extra comments too yeah I just don't have does Karen fatino have any comments no she she doesn't she doesn't no she has no comments Jean PR didn't have any comments on hers um oh John Parson is on if you want to ask him his comments sure John which you like to I I know you are are you there can you hear us yeah I'm here it's hard not when you don't see your picture um um do you want to just give us a brief summary of your one two and three options and maybe a little bit wide uh as far as Simon's way goes I've been convinced from the beginning with the amount of room we have out there and possible expansion I'm not so sure that some of those Wetlands couldn't eventually be used that I've strongly been in favor of that um I was against Oakland Road because um I'm still not convinced I'm not an engineer but I was in construction and I'm still not totally convinced they can put that uh that building in there like they think they can although they're probably better versed at it than I am and my one of my big things about the senior center besides the fact that it was just going to be a little bit smaller is um and again I I'll credit Mark do for being the one that pointed this out if we keep the senior center and build another building then it's almost like we've got a second building for the town with the senior the Pres Street Center could then be any number of things and I think that's important because I think the town is very very short of resources like that thank you John those very very good comments um yeah I know um Nancy too it got caught up a little bit but um she did mention potential traffic issues um at Oakland Road um she did talk about the Pu Street Center and how there's a lack of parking and the parking garage design isn't um the ultimate and she did site on here that she considered Simon way to be the best option for the project and that's exactly what I have on here um uh Debbie um I know you haven't filled the form out completely but but would you like to share just some of your your gut reactions to the three sites sorry it took me a while I'm there with John trying to get my unmute and um so um yeah I I agree that I don't think the pleasant streets Center is a good idea I apologize for not being more prepared for this meeting but you know um I'd like to look at it a little bit more I mean it's it makes sense to me you know Simon's way um but I don't really know what they thought their plans off Oakland Road I haven't really looked at it my apologies so but you know the majority seems to like uh Simon's way it sounds like sta Rosemary and she's got some great points Rosemary I really like how you articulated yourself one other thing I want to add about Simon's WS what's in Wetlands mosquitoes Saks around with the helicopter today doing the mosquito control oh is that what that helicopter was doing I was wondering I thought someone was lost or something okay from now until May what they doing mosquito spring with the helicopter well thank you Debbie appreciate that appreciate that of course yeah I'm gonna fill out the form perfect and you can send it right to Jenna um do you have um can you do it in Excel or do you I probably can yeah if it's an Excel document I I think I can I printed it out but I'll open it up and leave it on my computer and see how that works that would be really good because then you can just send the Excel file to Jenna and otherwise she's going to have to data enter it in so okay all right all right and I do have a couple comments here from Jean pra and her rankings um she says no to Oakland Road um keep this town land for future needs for additional SK school buildings is what she's thinking Simon's way develop the community center and the wreck offices plus the pickle ball courts three keeping with historical approval ex this is uh Pleasant Street Center so she's number one is Simon's way she doesn't want Oakland Road and let me exterior renovate present Senior Center without the garage give more buildable program space in Elder Care offices these suggestions might help the town vote since these suggestions can be achieved on a time frame plan over the next few years helping those concerned with increase of taxes but with these suggestions the senior center should be a priority in the first sight developed so it sounds like Jean's on board with uh Simon's way is number one um sounds like maybe Pleasant Street Center is number two and she does not agree with gr so and um Karen uh really didn't feel like um um she's abstaining from from filling up the the uh report the worksheet um and right now she said she's much more concerned with cost and that in talking to people in her cohort you know there's some push back on the cost of what these buildings might cost and what that might do to taxes so she's more concerned you know she's most concerned about that I don't want to put words at in her mouth that she will take any of the three sites but she is concerned about cost so um and oh and me um I agree with what everybody said I actually went Simon's way I know it's out of the way but I like the fact that there's room for expansion there I like the fact that um the over 55 group that want to I skate can be able to get easily to the ice skating arena maybe we'll have a PSC Ice Skating Club um uh and if the pickle ball Courts are there the pick so um I I think there's some pluses to Simon's way I do agree it's a it it's not in the general direction most of us go but there's a lot of people in town that live over in that direction yeah so so what's Central to one person is not necessarily Central to another person I think we need to recognize that Oakland Road um I I Echo John's thoughts about the ledge especially since um bhna had to move the building over and just not sure about that ledge and and that bord on on a number of houses on the other side so I'm I'm a little concerned with that and I've driven around up there and I understand it's it's it's very um it's very close quarters and um and I can hear it from the Oakland Oakland Road residents I do like the fact like rose Maurice said that there's a lot of outdoor space up there so that means you could have you know you could go walking and when they build the building there's going to be a little coffee shop in it so people are going to be able to chat and go to um their their classes and so I think Oakland Road has some benefits and Pleasant Street Center I think the only way Pleasant Street Center will work if it's strictly a senior center that's you know I it's not big enough for uh uh to make it a community center and it's not um you there's no expansion so those those were my concerns I think they Echo what a lot of people here in this room um are say um so where do we go from here first of all would anybody like to say anything else about these sites okay so where I I would okay so people talking about Sin R seems to be the number one choice right now and if you put a community center there and a pickle ball court we in the center are going to hear the pickle ball court all day any activities that go on in there in the news center we'll hear the ping pong pingpong I think the pickle ball cour should be away in the woods deep in the woods yeah we can ask the consultant that um I assume that the building would be pretty soundproof and pretty heavy duty so I would assume that if you were inside the building I wouldn't assume anything when I about homeown no so upset being in their homes and he in constant P if you put on new building you sent a Bea and we're spending tens of millions of dollars and then people say I kind of Jo my class all I hear is this pink no that's a great Point that's why that's why I said let's let's ask a consultant that's a great question would have to be in the vinar somewhere far away from us I I think on the site if I'm not mistaken that the pickle ball cords are on the other side of on the other side but anyways that's it it's it's a good point because if a homeowner doesn't like it then you know why we have meditation CL classes we have reading classes we have knitting classes do you want to hear that do you want to sit there and have somebody say I hear something what is it then what are you gonna do put on loud music no I'm only kidding the um duly heard duly noted all all of concerns duly heard duly noted and that's the purpose for this meeting is to now that we've you know listen to the h& do that final presentation we've been part of the ongoing process all along so this we now J will take these um worksheets and give them to bhna and what BH plusa will do is analyze them and and um they'll analyze them and and come up with some recommendations or some observations about what they think the stakeholders might be looking for so are excuse me are we absolutely sure there isn't any other land areas in weding every wants to attemp we have I mean we've heard from the town that there isn't when Fidel was here I think he said there wasn't um but I my take on it is the reason that we've got these three sites is these are the only free viable sites and Mark will continuously say if you know of another site please tell me because we can look at it but right now these are the three town and we're absolutely certain that the trust for Memorial Park back can't be broken and we can't use that land I can't um I can't answer that question you know how long it would take what it would take is it a legal thing goe have to go land for it's pretty specific on what they left instructions that and imagine if we are getting pushed back from Oakland Road residents imagine the push back from all the people around um that Park so we just have to think about that I say whether it's not now sometime in the future Town needs that land for other buildings that we need like a town hall so it's something for down the road but um um it can be asked again but I have I personally we can ask Mark doxer and but as far as I know it's these are the three sites and this is what the BH plusa is working off of in order to put together the data so that a a recommendation can be made to the town and the town residents the town meeting members the select board can all vote on this and hopefully pass it right what about online any more comments no okay not from me okay thank you John thank you for thank you I'm all set thank you no comments all right thank you um um so at this point as I said the results Jenna's compiling them sending them to pH plusa they will put a summary report together we will then all look at that summary report and um I I believe that the timeline don't quote me on this Bob I believe that the time town timeline is that a recommendation would be made to the select board in May at a May meeting of a specific site and at that point you know and at that point we'll have a full select board the election will have passed and um we hopefully the decision can be made who knows the select board may as I've been told may say we don't have enough information can you go back and find us find this this this this and this and then have to go before the uh Town select board again so that that could happen so once the select board approves the site or or says yes that's a good site um for this project we move on to the next phase which is there's a word for it but it's basically the inside of the building schematic design schematic design um so um so that's the next big topic and and I would advise everybody to pull out your schematics that you have now and take a look at them and think about the layout and think about the square footage and just think about the whole thing so when we get to this point where we're we're kind of doing probably something similar for the interior of the building that we did for the uh site location so um it would be good if everybody can be prepared make sure if you haven't watched the VH plus a presentation that they did for us March right Jenna March 27th March 27th you really all should um watch that because very very um good explanations in there and um and then you know once that's kind of all done and of course cost is a factor in there too so um I think that a recommendation um is I am going to suggest that the um Council on Aging um make a uh recommendation to the tag manager select board fincom and basically say you all need to get everybody together do you remember the lady that came and she talked about silos yeah and that's that's where we are right now so so Facebook is spouting all kinds of um uh information and numbers then you've got kilum meeting over here and we all need to come together and we need to look at the we need to look at the numbers we need to look at the the debt coming off the debt going on and how that's going to factor in and and ultimately that will probably factor into the interior of the building too it could conceivably do that so I would encourage everybody in the COA to really um start looking at all the information that's been given to us on the interior bu um Jenna was commenting on some of that you wrot trying okay didn't know if you wanted to comment no I think it's the de yeah I think it's for discussion you know so wood came off last year and then Library in the high school are coming off this year what interest rate are we paying on those debts I have no idea I could ask for you I could ask for you but um we did meet last week with BH plusa um and Sharon angstrom um our head of Finance she's actually out this week on April vacation but the following week we're gonna meet with her and um try to start to get a lot of these numbers intact and Hope hopefully have some more information on the cost of killum at that time too and then like Nancy said create some type of financial Forum where we all get on the same page and um we present it in a way that people can understand it and there's not rumors flying around everywhere because that's where that's where it gets a little scary and that's where it becomes divided and it becomes a school versus the seniors and and we know that these are both needs big needs in the community I think the death of the library in the high school somewhere along the line years refinanced at a l it was remember to hi now so um so along with the interior site review along with looking at the financial concerns which Tien would put um kenowski was talking about and then ultimately going to the town meeting in the fall and if it's on the ballot um if if town meeting votes for it to to uh to to go to the ballot then it will go to uh the town probably in April 2025 that's that's really kind of the dates that have been growing so I think we did our job tonight and then the joint meeting is next next week yeah the um so and and tomorrow night for any of you um we do have a meeting set up so that anybody from the COA who wants to attend the a Butter's meeting that's going to be here at Town Hall starting six six right so any of the Council on Aging members it's basically um will be facilitated by Jenna and BH plusa and our role would be there to list and it's not a discussion with with us per se but it's to listen to what's being said and uh joint meeting on the um 24th with recal basically for recal and COA to jointly discuss the site review and the um the the opinions one way or the other so by that time we'll have a Consolidated Report with Consolidated comments and we should have a pretty good discussion um correct me if I'm wrong John and Jenna but I believe Simon's way was there overriding number one choice then it was Oakland Road then it was Pleasant Street um I know that you said that there was some people online yes there is would would anybody online um like to make a comment or comments or share opinions with us uh this is Daniel Park from Grim Road uh first of all thanks for uh sharing your time and discussing about um this great opportunity of a building um and and also thanks to Council of Aging um and it was great to hear uh hearing your thoughts and comments uh I'd like to say thank you yeah thank you oh thank you thank you Daniel thank you very much and I think your presentation was captured yes he actually sent it to me um I emailed it over to recap today and I can also send it out to all of you if that's helpful too that would be great see his presentation yeah Daniel had some very interesting points about environmental concerns and it was a very interesting presentation um concerning Oakland Road treaties but yeah so so and I think Chris might Chris did you want to say something Chris yes thank you Nancy and Jenna um I guess my only uh feedback you know obviously I'm not going to be using the senior center stuff anytime soon um but my only feedback would be that mentioning having it to go to town meeting in November um with uh kilum obviously being in the discussion as well I don't want to say that you're going to set yourself up for failure where any Senior Center options wouldn't pass but I think you just have to be cognizant that if you go ahead and and try to push for that route you might end up with nothing and that's just my personal opinion on it so I would just try to get a pulse from uh anyone and everyone else or whatever and just see if that really is going to pan out the way that you kind of want it to so but if that did happen if thank you Chris if that did happen you you could try again thank you yeah thank you Chris what he say no he's just saying that with the senior center up against kilum that kilum may take priority over the senior center in voter's eyes in terms of cost am I correct in the way that I summarize that you summarized it perfectly Nancy thank you thank you thank you thank you for coming actually it's a thought on all of our minds so um see elephant in the room thank you chis
