a couple comments that it's important that everybody um understand what the opening meet open meeting law is um and when you are potentially at risk at violating it um I know that Laura Jam does a great job of putting information out to us for new members to uh for new members and existing members to read about open meeting law to understand when you are at risk to doing it um so just be very careful about the conversations you do have with your fellow members um definitely do not reply all on emails U which is what got us in trouble in this particular case um it is always okay for you to um send a note to generally speaking the chair Jim Jenna um just don't include other members um so if you have questions about an agenda item if you have questions about an upcoming meeting um the the the basically when you are having discussions about upcoming agenda items and topics with more than Quorum then you are in violation of open meeting law it has to happen in an open meeting can't happen behind doors so um any questions on it before we move on to more fun stuff no but thank you for clarifying that yeah that was good yeah that was good anyway Jim you have anything no like I said I'll send out emails I will blind copy everyone just to put another safety involved in that as well and I'll make note of what Eric said in the meeting minutes there I said Derek we got to be as transparent as possible so thanks the right thing so I appreciate you yeah and we did consult the town to just to kind of clarify what needed to be done so um we should be we should be fine it's a it's a relatively minor oops um but we we should take open meeting lot very seriously so um so first thing is discussion and approval of our meeting minutes um so I know that you have that in front of you did any front and back yeah there's a lot there it was a it was a long meeting lots of lots of discussions so so first can I have a motion second second and discussion yes k u just a question and possible edit for Jim um and thank you for doing the minutes um so after members names m&a at designation of member and all alterate associate I believe associate okay I believe yeah I'm a member so since one Kate I have no idea um and then also I um as I recall we talked several meetings back about helping Jim out and taking turns taking minutes that something we want to resume I think that would be I think that would be it's one less administrative thing he's got yeah I think it'd be a fair and Equitable thing to do and it's also a lot easier now um with the video right so you don't have to furiously scribble notes during during the session but um yeah so in the we can do we have to put it back on the on the agenda because we it's been several how many what's it been two meetings I think I've done two what would we have to do I think we were just going to rotate it around yeah we were going to rotate but were you suggesting it be posted some way or no I think I mean if anybody wants to volunteer for this anyone oppose to doing it sorry yeah no that's fair I think we should just have the discussion yeah I'm not opposed I think it's a good idea to rotate okay are the rotation do you like the once a month or do you like the three times a month because just sometimes people write differently and see different things sometimes you get in your little rhythm and you can do it so for consistency sake I don't know if three months is better than you do it for two months you'd rather won I think yeah okay and they don't have to be as they don't I think we talked about it really recording to say right but just recording it doesn't have to be as detailed as it pretty detailed but but I will say we are the enzy of all the Committees and then where do we pick this up if us what the Bal the reading Youth Baseball Challenger game was that would be great to ask that was um I don't want to get officer o shanesy came to us with an amplified sound request to play the national an have music for folks from the Challenger division which I think is surrounding towns around here and read reading Little League um and I know Bob wi helped out as well too um they were down at HT Park and they did bunch of events for the kids and they all played a game but at Hunt yeah I've just had people asking me because reading doesn't have a challenger League yeah so it was believe it was surrounding towns that reached out to officer oan see to see if the reading police would be involved with that so there's no reading folks that were playing in it what that I know I don't have a Division I try to get one and they're not allowed to go outside of a town if they don't have one no they can okay but that's yeah that's kind of a sticking point for families that have disabled children y um we go all over like I know we go to North running for soccer we go to Wakefield for baseball we go to bill rer for bowling I reached out to reading Little League to see if they would do a challenger and they said that they just didn't have enough interest but so I was one of the people that saw that in the minutes and said huh why is there a challenger game and Runing if we don't have challenger but so it was another went to the ring police department they came to us with this use the field to use the field for that day I don't know where it was run I was just gonna say do you know if it was out of the just curious if it was the like North ring League or the wak field league and it was one of the surrounding towns I don't want to say the wrong town but I can find out for you all right you want to connect with officer shest maybe maybe this is a good time to get that ball rolling again exactly thank you yep okay um so I think we are ready for a vote because we do comment that is not already covered by an agenda item Angela um please identify yourself theenda I have been a member of the recreation committee inally for a very long time formally less time but still time um I just wanted to say that I resigned I was actually hoping to succeed J as chair because I was vice chair um and I resigned uh in protest over the treatment of uh Town volunteers um and how they were treated this last round of appointments um with on the cpdc uh very qualified engineer being removed after one year um and uh Tony dero from the cpdc who' been on that for a very long time and other um appointments that I felt were very political and not necessarily in the best interest of those committees that need dedicated volunteers with experience and um in the best interest of the town and um the member of the cpdc who was removed said that he would never volunteer in this town again and it wasn't just cpdc it was several appointments and and I thought that there were appointments being made for personal and political reasons and um having been long time volunteer it just seemed really wrong and that is why I resigned my position I just wanted to come tonight to say that it's been a pleasure working with all of you I think um it's nice to see new members it's always great when new people come and add um you know different perspectives most I've really enjoyed ing your perspective past two years and you know getting to know some of the other people that I haven't known so it's really been um a pleasure working with you and um Carry On the good work well thank you for uh for saying that um we certainly will miss you as a member thank you very much for your for your for your service hopefully it will come back into the town service at some point um I'm still a town meeting member see you there every November and April so um thank you yeah thank you um any other public comment hearing none we'll move on to the next agenda item which is the Amplified sound request for service Park friends of ring basketball and football believe we have some Representatives here for that yes hi everybody my name is Jim Murphy I'm I'm president friends of Reading football but I'm here representing friends of reading basketball a newly formed sport group for the boys and girls basketball programs in town I'm Justin backx and I'm on the committee as well so we had an idea to um post a free throw contest and knockout day for the Youth of the town at stures Park those courts look amazing by the way if this group has something to do with it love it um you know middle school and and grade school to to build excitement for the coming basketball season to get their participation to have the high school kids come down and generate some excitement it's an afternoon in September and we thought about um you know playing some music and perhaps putting some you know hot dogs on a grill some Gatorades and making it a festive atmosphere to again build excitement for the coming basketball Seasons so that's that's the idea behind and we're I guess uh appli applied for Amplified sound and I think we need to do maybe with the the food if you serve not food and just a couple points of clarification so the event is listed from 10: to 5 um that's the intention for that for that time frame um and then the only first of all I think it's an awesome idea um so uh Kudos and convenient for me it's right down the street um the what what will the ages go into middle school as well that's what we're thinking okay eth grade yeah awesome with the high school kids being the facilitators yeah yeah yeah get them in there boys and girls and we're gonna you know hang up hang up some some of those Hoops maybe Jim you could help me but you know the Hoops that they hang the lower ones we maybe hang those on the tennis courts around sturis so we can get multiple age groups going at the same time we'll have shirts we'll have trophies um and stuff like that nice what day is it on so Saturday September September birthday J all right all right yeah mental no J what's that mental no trhy and do kids have to pay to get get into this or is it just kind of just fun so we're actually meeting this evening to actually start the planning we we we're debating whether we wanted to be a fundraiser for the basketball programs or just simply um you know spirit and and excitement we may charge two bucks a Gatorade something like that certainly you know we haven't really discussed the details over that if there's going to be a fee or not to participate nice any other question there is a fee we I'll go back to oh okay so thanks for doing this I doo think it's a great idea so when you to raise excitement which is great for so are these the travel basketball teams we talk about and is it are they travel basketball teams that are run through Recreation as well as the private travel teams that are in town so the event itself is to support the high school girls and boys oh just to create excitement and we want to generate that excitement by appealing to the youth okay the whole Community good within well we'll be inviting everybody not just the Middle School travel team players yeah at some play for the rec some may play for some may not play at all boys and girls that just like like to play right Sunday recck league so yeah that and to open it up to all do you guys have this is a side note do you guys ever see the basketball playing over at Washington Park y it's fantastic our boys are probably I live near there and I love watch it it's great like crowds of kids just enjoy definely I think there is an excitement about reading basketball and this is a hockey and a football town as everybody knows but last season was really fun we did some cool things in the in the gym and we're really building some momentum for for reading Hoops so I think I think this will just add to it good yeah some of the specifically some of like the younger ages like fourth and fifth and even sixth grade just huge numbers of of like we we strugg we had we had we had to cut people from the fifth grade um we could only take three teams into like the into the travel and we expanded it as much as we could but we that that haven't seen that before no I was going to say as you said Jim it's just basketball she never lifted so that's great thank um thank you gentlemen uh anything that's for of Health that's SE be another meeting that I'm not sure I'm not sure if they'll be probably will have some time with the event um so the next item I'm actually going to move move it around um the the Carl mcfaden was gonna come and speak on behalf of B Bank Ice Arena if he could get here in time so we'll do the last uh we'll do we'll do we'll do the next two um he say he on his way that was six minutes ago great so uh yeah I can jump ahead Recreation administrator report and program coordinator so Ed is Ed is out he's actually watching right now hello Ed Ed just got back today from um a Cruz he was out in Greece I forget where else he was but he traveled I think he was out there for 12 days back um so he's back into full summer mode running around checking camps and stuff getting caught up on but I was doing uh the last two weeks I do have some updates but I was playing Ed last week and it man I think I lost about 10 pounds I did not sit for the last two weeks and then I was off the week prior on my vacation um so the last three weeks is kind of been all over the place but um there are there are some things uh just to go over that I wanted to update you on as well um so the bankr tennis court resurfacing I know we had a Nelson that had come in and we did apply for a grant that we didn't get um so what we are doing right now is um we have $150,000 in our Capital that we get each year for playgrounds and Court um in Parks we're going to set up contracts Ryan from DPW the engineer the town engineer is working on setting up contracts right now to get to go out to bid the plan is to get that out within the next two weeks um and then hopefully have the bids coming I'd say within the next month or so um and then to try to plan something as early as this fall season um Kate I know I think you guys still have a fall tournament possibly or has that gone away last time we resurfaced them we were trying to work around as well um so we're going to see if we can get those possibly done um in the fall season it takes about two weeks for them to completely be done um so I think there's a very high likelihood that hopefully this fall there will be something it depends on the bids and how busy these contractors are as well um if it was to get pushed to next year we could set that money aside and still use it the following year but it probably wouldn't be till the next fall because we have Spring Tennessee season that starts up and then the summer season the courts are getting used a lot so we're hopeful that something can happen um this fall and it would be a full leveling finding the low spots it's called bird bathing where they go out there and they wet the court and they see where the depressions are they mark it with chalk they put in the level there um it would be three coats of um top sealer as well as repainting and relining as well so that's all going to be in the scope of services that Ryan from engineer just started working on today so crossed with that and hopefully the numbers are where I think Nelson had gone out and asked for three different bids y um and I think they were around the 100K Mark maybe a little bit lower so I'm hopeful that they're still there um Ryan did say if it we are trying to get in the fall if they are busy that could inflate the price a little bit um as well but we'll keep our fingers crossed when they do come in um any questions on the tennis courts down there no do they shut all the T courts down or do they just do like one second they will all be shut down have to power wash them drive you just do it all at once okay yeah so they'll do it all at once and they said it's two to three week process for that okay uh barrows Elementary School updates um I know you guys know and known for a while the courts down at barrows Elementary are in almost disrepair um this year we did do the field work um we do have some money left over and we're looking at barrows as a whole I think a for the past 10 15 years we kind of pieced together Little Things things just to put some patches on things and sometimes it's always not the best way um so and speaking with DPW and Ryan the engineer we kind of want to look at things as a whole looking at barrows you know we've got the baseball field and now like we got to look at irrigation as well there's no irrigation over there we do have a water line that's near there would make sense to get Irrigation in there right now it's myself getting out there watering daily or Ed getting out there and the field still does look great um so looking at things like that and then the courts looking at the courts they are two oversized tennis courts should they be put in a different location opposed to I think they were talking about resurfacing those courts but there's an issue with drainage with that large Hill that comes down to the playground it's an issue with sledding kids are sledding down into that playground hitting the ramp so we kind of want to look at things almost as a whole in design a project that we can see through whether it's five years barrows is done we took care of it it's done we're on to the next project opposed to putting lipstick on a pig and then dealing with the next project so that's how we're kind of looking at this um we're going to be working with activitas um surveying coming up with some design plan or concept um I'd love to have them come in here talk about their thoughts as well too get your input um with barrows as well too when we're talking about the playground and the the fields that they use I do want some input from them especially with the playground going into the schools seeing if we are doing a new playground down the road what type of stuff do they want do they want the the new style where it's like a all-inclusive ninja warrior style I want to talk with special ed as well too make sure it's adaptable for for kids as well too maybe it doesn't have the rubber mul it's got the POR in place so I kind of want to throw all these things out there prior and look at it as an entire ho opposed to again doing a little bit of Patchwork here we took barrows here we're GNA go over to Joshua Eaton now and fix this little thing now we're going to go over to Wood end and fix this thing so that's how I'm looking at it I'd love to hear your thoughts didn't running little Le do something with the ball field recently last year so that was actually DPW DPW they just went ahead and that's right we paid for the saw DPW W out there and they raided that field they probably the best field in town right now oh that's great I think Bob will say that as well too I know they they had Joshua Eaton done I want to say two years ago okay prior to me starting they had an outside group come in and I would put up our DPW work against a professional contractor that came in um as well so if you haven't seen it take a look at it that's awesome it's really good and I know that little league is actually moving their older kids who usually play at Josh ween over to this field because they like this field better now so yeah and DPW saved us a ton of money by doing this this work so I think I gave them a Kudos at our last meeting as well too so again like to give them Kudos we've got a great relationship um and they're doing a lot for us as well too which is which is nice it's not like this in every town I can tell you it's not like this so we're pretty fortunate didn't you have a video of them I saw I showed some pictures of them like the before the after some beautiful drone I think I showed some drone shots that um Mike can for the DPW took as well and it it's phenomenal yeah um so we're gon to try to Spruce that up with getting irrigation down there and then the the fencing over there is a little dilapitated so those might be the first two things you see but no there is a bigger plan moving forward um I know Jenna had said that people wanted the tennis courts done the tennis courts done but there's no way we would be able to get those ten Court's done new fences in leveling that land for $150,000 so um it will be on the plan I can tell you that and that's Rec committee Fields not school not school yeah that's that's all us but I will be keeping them in the loop on everything I don't like to have any surprises to Eric's question I think the courts over there are school property right isn't I would love them to be but when those Nets you remember they wanted where's the H yeah that is so dangerous I don't know that the the ownership of the of the of the land was the was the reason why they said no it was it was the no you can't do it because of the noise during school hours oh yeah I thought it was oh no and there's no there's no buffer zones there you've got that entire neighborhood there as well too I would assume that would be it uh just couple other quick updates the Lions Club had their big road race at Memorial Park this weekend I think it was a big success um work with Tom claw over there very easy it's almost a turnkey operation got to give him a few keys to get some electricity open up some gates but I did drive by there about half hour before and it was already packed and it looked like a great event and I saw him this morning and said it went great and thanked everyone for their support here as well too um and the last thing I spoke with John feudo today I know we've been trying to get him here at the meeting he is going to be available to come to our next meeting and I think what I want to try to do as well moving forward is to try to set these meetings a little bit more in advance I know we've got busy schedules so right now I think ten natively um August 12th would be a nice day um to do it it is another I believe it's a Monday so ten natively August 12 you guys just want to put that on your schedule um I will reach out again I'd say within the next week try to lock that in so I can get that meeting post and what's the purpose for John coming uh it's he's going to come is it every six months I believe to give an update on the grant yeah oh that's right and I think we've passed that I think we're almost two months past that so I know he's on vacation or he's going on vacation very shortly so but I did talk to him today to remind him and we are planning our next event as well to I think um as of right now we're looking at doing uh it's an Illusionist magic show out in L October 27th which is a Sunday getting a bus and getting kids to go out there as well and then I know there's talk of um doing more of a social day with the kids where we're gonna go to wet lanes and tuxbury we let the kids Bowl play some video games have some dinner down there as well too so um we're still uh rhyming with getting some events in as well any questions for me on anything no awesome great updates thank you it's a lot of good a lot of good positive stuff um all right now let's go backwards uh we have Carl here to uh talk about their next topic which is um Burbank ice arenas and their annual contribution to town um and then so it's gonna be a discussion and a possible vote so I said that you may your head might be on uh sorry will you want to come over sorry um um C 33 w Field Street I'm the select board representative on the Burbank Ice Arena um quick recap uh I'm sure most you guys already know about Burbank 31 years we've turned back uh direct and indirect um contributions to the town about 3.5 million over the time the ice arer has no debt on it uh point of reference um just because everyone talk about building a senior center in Belmont um they're they're trying to build the same thing we have in Reading they got a vote approved for 31 million that's for ice arena not a senior center right no but what I guess I'm sorry and then because of what's inflation the past year or two the cost is actually 40 million so any projects that are going to be built you know are just going through the roof additional cost so in theory the town owns an ice rank reading owns an ice rank that's worth at least 30 $35 million free and clear which is a nice asset obviously to have on the books um Nelson Burbank what why I referenced this in the um at the select board meeting last Tuesday his vision always was I want the ice rink to be a Community Asset as you notice one of the things if you've been in the ice rink there's no like advertising on boards he just wanted you know very clean simple ice rank for everyone and he was such a big proponent of U recreational activities I know Kaden Lorraine years ago worked with him to to on the banro uh courts uh Memorial Park he made that bigger and did a lot of nice things there his wish and there was always a verbal agreement was um back with Peter hackin back there with three town managers ago was that if there was ever profits then that would be earmarked for recreational activities at that time the new these new super playgrounds at the at the um at the elementary schools were going up and they were talking like oh each year we could do a different playground with the Rubberwood chips type um safety stuff so that was like one of the things he's like oh that'd be really great that if the money could go to that 22 20072 2008 financial crisis Town's trying to you know keep teachers police fire Town workers Etc the I want to say the agreement was nullified they're just like hey we got to throw it in the general pod and save whatever we can well now the town is in really good Financial shape from you know rainy day fund um it would be great I suggested this to the select board they didn't take a vote but they didn't it didn't get any pushback shall we say there like this makes sense let's honor what the what the purpose of the request really was um where every year right now unfortunately because we had to replace the roof which costs 200 80,000 or something to replace we're below our rainy day fund which is like 380,000 roughly we got to have in there so that if anything happens we can take care of it on a typical Year we're get we're turning about six figures back to the town this year it was 115,000 roughly um what the board would like to see and the Burbank family would like to see is that we can get back to the agreement that was you know a handshake agreement way back when 32 33 years ago was that if their um proceeds above the um the rainy day fund that we turn it over to you guys and do like Capital type items um in terms of the new infield or for Barrows an example or surfacing the the T quits which you know it's it's these little five1 $15,000 things that you know go into through town meeting can be problematic at times where this would be just a nice fund to be able to there uh whether you want to aark them towards uh phase two phase three of bur whatever the case may be we the board Burbank board would just like for the town to remember what the agreement was and um go forward so I just want to give I don't know if you guys need to say hey let's to their select board I don't know I'm just providing information so everyone knows what what was it the agreement was 30 plus years ago awesome thank you for all the background too this that's very helpful especially uh for people who aren't as familiar with it um so let's open up for discussion Chuck so so Carl you want to see the money go as opposed to going into free cash just going right to the recreation department yeah yeah I don't know what you guys would know better than I would in ter terms of whether that has to be appropriated at town meeting I don't I don't know what the mechanics are um is exactly my assumption I just handed a check to Matt Matt said thanks and and then I don't know which account was put or anything like that I'm assuming those into the general fund um but in it I think it's an easy um structure I don't I don't I don't know if I mean something as simple as it may general fund and then just automatically gets transferred to the recreation separate line item probably a a recreation revolving account or something where yeah it would be a different line item go into the it wouldn't go into free cash and then to Recreation I mean the the the the spirit of this is awesome and it's also in line with how we partner with other organizations in town reading little league and softball basketball and others where if they raise money and then they want to give a gift to the town in order to build a new ball field or put a scoreboard up right um so the the spirit is the same there might be some accounting that needs to be done because of the agreement that's in place that it goes to the town I I remember seeing the wording that so I think I don't think we can like directly receive it as a gift and say like have Burbank Ice Arena intentionally give money for a specific project um as a gift the same way we get from softball or little league but I do think and I do support the idea that you know getting back to the spirit of why Mr Burbank wanted this to be as part of the plan as part of the agreement um and I think it'd be great if we you know supported that and made made our feelings known to the select board that you know we we'd like to see you know please investigate essentially how what mechanism needs to be put in place so that this these monies can be allocated for recreation projects as opposed to like as you mentioned thrown into free cash yeah and I think something too maybe there's a stipulation put on it that it's agreed upon where if I'm going to be using this money it comes to you guys I mean it shouldn't just be up to me as a person if I have a special interest like I basketball and all a sudden we just see all brand new Hoops getting put up I don't think that'd be fair to anybody so I would love to have almost like a this is what I love to use this money for right do a vote and then it gets fast me just saying this is what we're using it for great idea and and one you know I know we're talking about Capital items but it's a large sum of money every year whether you took 10 or 15,000 I just listening to I know you gave fudo whatever $100,000 and he's doing whatever he's doing with it it'd be great if somehow for like it was a grant grant I didn't give him any I know it was a grant but in terms of whether because I know um understand disabilities sports activities usually have hard time running because they don't have enough funds but Nelson looking down at us would be like yes absolutely if you even just I'm just I'm just thumping it's not just capital projects it's expanding programing right programs that can't aren't self-sufficient shall we say that that would be great I know the Burbank family would be thrown to death if stuff left out done so in essence it sounds like uh probably the wrong word profit no it's profit who are the tenants who is the number one tenants and are they adhering you know okay where where is our money that we're paying that renting it out or the Boston Skating Club or whatever they you know what I mean that who who are the main tenants that our tenants rent ice they have they don't have any say on how we handle the money okay yeah but just for answer nor Shore Skating Club uh reading reading youth hockey are two like they 80 85% and we have the high school team right boys and girls um just just so you know they get like a uh 10% discount off of um the ice rank time um so the reading organizations get discounts 80 85% of reading organiz ation that use use our time K you had something yeah just to support Carl's presentation and thanks for all that background farl um yes I mean I knew Nelson back then too and I think um he was happy with this plan and whether it's fortunate or unfortunate that it was a verbal gentleman's agreement but that plan was you know to sustain going forward because when Nelson was with us yeah you know follow them every day and give oh yeah I'll give you 10,000 I'll give you 5 th000 oh yeah that's a good project so this is kind of in lie of him actually still doing that I think that was his intention absolutely um but I do like the idea if you came to the committee with a wish list and then there's enough um you know representatives of of different um different things here that we could that'd be more comfortable be Equitable in the distribution of them yeah and and just one side note um because I know eventually it get to you guys um if the select board ever decided they wanted to like on our parking lot that we own for control for the next 18 and a half years there will never be another ice rink there again that there is you know looking to develop Simon's way yeah we control the parking lot for the next 18 and a half years behind right behind the the way where the dirt is the whole nine yards one thought was they would do some type of development type there and Dillis um who I know very well is they had talked about putting in um another ice rink and this is the public private the public private partnership when they were sketching out options that one of those options had a had a sheet a sheet of ice switch and I'm just telling you for the next 18 and a half years there'll never be another we would agree with because it'd be putting it'd be like putting a competition right next to you and put yourself out of business I mean that's crazy um and just for just more information for you guys to know they would be charging $400 to use their right we we're at 270 to 300 depending on the organization so I mean we we discount that I'm just letting you guys know in case someone says oh what the public private partnership and they they would not get the blessing from the rink so we would not amend our lease to do that so just don't want to waste people they'd be giving us a hundred grand every year right they're not gonna give us part of their profits so just just in case it comes up because I know they're starting to um and I know pickleball I know you guys talk about pickleball tonight not tonight so what we had said with with pickle ball so everyone was aware is that um if they wanted to put and Jim was actually down when they laid out their cones and on the back parking lot all we say open anything with the town organizations if we lose 50 parking spots the town's got to find us 50 parking spots um we up at our last meeting it's in the notes as well yeah so just just FYI that we are open to doing something like that but we have to make sure that we're not hurting the business I think it says that in there that spots given up can I ask a as long as Carl me ask a question because reading the minutes I was a bit confused so Carl pickle ball originally were they were proposing courts kind of ab buting the back of the ice rink correct and you were not in favor of that because no they weren't in favor of it pickle ball wasn't they they they wanted to be want a temporary solution I think there was some Michael had mentioned though and I remember in the nose because I watched the meeting from last week about lighting that if the courts were there and there was outdoor lighting that the arena was somewhat opposed to having lighting there can you explain that the way that it's tough unfortunately there on a map there that if you look at from say this is the back of the ice rink this area kind of gets wider as you go further back towards the baseball field so the way they were looking at doing was like doing three and then Jagged up and out little wider area so they could get six where we're like probably you could only get four yeah plus they also um how we originally had thought we were just trying to do I want to say a Band-Aid we like throw down some pavement throw some lines down and then when there's a hockey game on Wednesday night we're gonna Park we're gonna Park on there right it's a temporary fix well that word Temporaries they they they talk them out of it yeah temporary in this town is probably at least five years yeah so once that we're like we'll put up some Jersey barriers and turn in there and it's your area for whatever nine 10 months then they explain to me that they play pickle ball on you know Christmas Day if so yeah all right whatever it's cold out anyways so once they said that we're like no so that's why they went push all the way back okay and now from what I've heard which um I know Jim's heard there's some very loud guns that go off back there and some of the members were like oh my goodness uh I mean it's if there's an event going on that they're shooting from like a mile away so they got like big cannon type guns um that I think some of them now are like maybe that's not the best spot um because they're literally 60 yards 60 yards from the firing I mean you hear it if you're over and that far and back I mean you probably been by the baseball it's like you know right field you hear it oh yeah especially playing soccer playing soccer in the Outfield and kid kids it's great home field advantage scares if Jesus out of like the goalkeeper know um so that's the area Beyond they want to put up fencing and I mean yeah we're like we're open to it figured out with the town and that's how that's how we've left it and Jim you can uh we you're you're having a meeting uh right a meeting with The Pick of all folks yes Jenner and I are planning it working on getting r p I forget what the day is just to talk about the potential over yeah I mean what we're looking at too is just to be transparent too is that Z land there is a spot that's along side of that area and this is land that's been looked at where if it is a center for active living that is going to go there a parking lot and The Pick of ball courts are designated in a spot and it's a small little strip of land where other than a few parking spots you can fit six pickle ball courts there it's shielded on the back side of the building along the roadway when you I don't know if this is a rifle Road when you're going down there if you've been down there lately you'll see a big gravel pit that I think they did some sewer lines they had to connect on there it's just a little bit past that and it would fit very nicely there so speaking with them we're thinking like if down the road there could be a senior center active Living Center Community Center and they're saying pickle ball Courts are there what's the harm and possibly putting pickle ball quarts in the allocated spot that the architect is saying they're going to go here regardless if that Center passes or not um pick a ball right now I think they've raised they have $120,000 and then they have I believe uh Eileen Manning said they have $30,000 in pledges that are ready to go as soon as a spot is secured and then on top of that there's going to be additional you know money that will come in from other donors as well so I mean we almost have you know 150,000 plus already to start this project and then it's going to be a savings on the town even if you know two years from now three years a year from now there is you know that active Living Center that's something that's going to come off it because we don't have to build those courts and we have a donation as well too so it's it's a it's a potential solution to that um and but a lot has to happen as well to they got to test the land fall too but before that if if you there's at least light that that probably coming go back to Carl's thing of throw some Temporaries down yeah I don't know if they'd want to spend the money if they're somewhat close you know I feel like it could happen sooner than later it doesn't happen when the senior center if it ever passes or if it does pass it could happen quickly but I mean it's something to look at it's not like we're changing the the scope of that land because we decided to put those CS there okay so I want we're trying to give you guys some money so if you could like while I want say while the iron's hot but it's fresh in the select boards mindset there was a lot of nodding of heads take a vot as they said but they're like this makes sense for us to do it Ed is he raising his hand I don't's raising his no that's my panicking you saw the that's funny um so any other questions for Carl no no thank you okay so you are welcome to stay through the discussion about any other discussion any points of discussion on this you need a a motion so I mean that's part of the discussion right is obviously this is not a not a binding vote we're not voting on something that is necessarily going to um you know like be binding for the select board but um recommendation it's it's an opportunity to recommend that you know we would like them to consider explor you know to to find a mechanism to honor Nelson burbank's wishes to allocate Burbank Ice Arena you know profit that they give back to the town and allocate it for recreation projects and uh and projects and programs projects and programs I just kind of said what what the motion could be I cannot make it but writing that down or some wants to copy me that's excuse me one thing that you may want to do we we're gonna have to amend the lease most likely if pickle ball goes forward we will have to no matter what if we we do any trading there's any sort of project yeah if you want to I don't know what the Le got legality of it is that if you say when you're amending the lease if you could specify that any profits from the rank goes to recreational Capital items programming like just memorialize agreement the gentleman's agreement that so that that way it's tied when we amend the lease it's certainly getting amended or say if it does what does it currently say if it doesn't goes to the town so the general CL gets turned to the Town yeah because the the conversation is that any any of the Simon Way recommendations that are going to involve Burbank Ice Arena land has to go through a re a an an amendment of that agreement so if we are going to do something with that additional land if we would like to do something it's got to be with cooperation of the Burbank Arena so they we would have to do some sort of agreement and that's what we've been asking Carlo to kind of bring to the select board the past several meetings and find it sounds like they starting to have a conversation so we're starting to get some some momentum there um but on the pickle ball stuff they're definitely in the chronicle today they were talking about they had the pictures of the pickle ball courts up the side and the center you know I didn't read the whole article but it definitely seemed like here's the next well so there's two there's two I mean there's there's some of those Simon Way recommendations included if you remember there was like was like five it was like you know do a little do a little bit more do a medium amount do a whole lot more and then do everything right so um if we were in you know the the doing the little bit is is really only looking at the land that we have under Town control which would not involve any any sort of need right and that was why I was going around the side with the picture you know looked at that's a different that's a different I got it you're and you're talking about the parking lot basic behind yeah got all right so but if there was anything if we wanted to do more with the Simon Way land and you know you could do theoretically your senior center and you know your your and pickle ball courts and some and some parking on existing Town land that we now own after you know after doing all the but then you there's also the land there but that would the the second part of that has to be in conjunction with um but I'd like to I I'd almost like to keep this I don't want to mention any turn of that I want this to be sort of clean right and you know kind of as an added added as an add-on and when you and if and when you have a conversation about amending the lease to codify which I think that's fine to kind of make as a recommendation but the first part is the most important and it's a thing that we can take we can recommend that select board take action on sooner rather than later and it should be a no-brainer given all that the the Burbank family has done would it have to be specific to align item like to the rec committee period or I think the mechan you know what I mean I think that's where the language of like we want the select board to like recommend a mechanism like to to explore a mechanism to get the funds in the hands of the people who can actually use the money for recreational programming I don't know I'm not an accountant I don't to they have to establish cre let them let them figure out how to do it we just we just want we just want to make sure the money's going direct Rec that's we have to tell them is we that's and then maybe in there or if you speak to them independently you know ensure to them that um distribution of those monies will be done through a committee conversation and you know a formal procedure with recommendations coming out of Jim's office yeah makes sense and it's like I was talking to Carl you're gonna see an impact with that money almost immediately like I don't know where that money's been I'm sure it's been used for great stuff to cover different things but like you will see this throughout the community programs another program in town that's like all of a sudden no but like hey we are over 10% the r our Rand day funds like are are are above the level uh that the that fincom recommends and and has been for a couple of years now only 7% and so they're well over 10 now yeah and that's it's a it's millions of dollars over so and when we and we used it we' meeting town meeting and fincom and school committee in the town have used the rainy day funds pretty liberally to help fund important programs in town and it just keeps getting replenished through good smart accounting Jim's Point can I mean imagine if let's just you know 100 Grand a year at your at your discretion with approval for you know like Carl said the 5,000 the 10 you know okay fine it's huge it's huge yeah yeah did they did the select board just Turf this back to us no this is this is this this just no I I presented it on Tuesday night they nod their heads like yeah that sounds like a good idea I left the meeting I reached out to Eric and said because I knew you were having this meeting is keep the ball rolling and don't let it fade away yeah so this is an opportunity for us to advocate for for this and support and support it yeah can I just clarify call are you saying that it should be built into the lease next time they negotiate the lease yeah because or that Pi I got confused Sor what I'm saying is in the lease it just says the money is going back to the town of reading you can change that when we amend it saying the money the profits from The Ring should money should go to the reading Recreation revolving account what to the town reading to be earmarked for recreation verbage yeah yeah great idea account so and did just not I mean just yeah yeah think of over a 10 year perod based on our previous 31 years I mean you guys are looking at 1.2 to 1.5 million that's a lot of that's a lot of money that's great y so in lie of additional discussion um can somebody make a motion I can try good all right i' like to make a motion that we recommend to the select board to create a mechanism for the profits from the Burbank Ice Arena authority to be earmarked to the recreation department for programs and projects get that so is direct benefit do you consider it a donation back to the town no think of it is it's I think they actually call it a rent payment okay yeah I wouldn't call it profit I wouldn't call it profit that's why I just say excess proceeds proceed and then Recreation division not a department recision okay am I allowed to make a friendly Amendment as an associate or just only members get to do that no you can suggest something so at the end where you said programs and projects programs and projects would it be better just to say to the recreation department for recre purposes in use only so it's more General so someone doesn't come along and say that's not a just does that make sense um can I have a second then we can okay so now we can now let's discuss and make the we can make that adjustment um and we can point I will be quiet and I kind of hand the reins off to Jim uh and then you will kind of run it until we appoint a chair so who's missing Bob and and the seat Well we need somebody to we need somebody to ask for nominations and discussion other than you is it my understanding Eric that we can't nominate you again you you no you can't oh yeah there's no there there uh there's there's nothing in the bylaw that say you people can't be a chair a second time or a third time um there is in there's no Charter um it's there is it you have to reorganize but the reorganization can result in the same thing if if you like now obviously it won't because Angela's not here so we'll have at least one change um but it can it can remain a same and actually Recreation has a history of having people doing it for a couple of years at a time well I'll open up the floor for anyone to make a nomination or nominate you can also nominate yourself as well I'd like to I'd like to nominate Eric I think he's done a wonderful job the you know year and so um I'd nominate him to be our chair moving forward do we need to put a vice chair to go along with that uh you do the you vote on the chair on the chair then he opens up the nominations for do we have we'd have to second for Melissa's Nom second now we're going to go around to a vote Eric uh as chair well do we have any other you have to see
