Robo call informing residents of the day and time of a city council public hearing on an ordinance repealing the prohibition of non-medical marijuana establishments if said public hearing appears on a city council agenda between now and December 31st 25 councelor Kelly uh thank you Mr President so I believe at the last meeting it was um suspected that there was going to be a cost involved regarding a rooc call um it has been confirmed that no cost will be involved um we're under a contract and uh therefore there's no cost involved um I did get a list of how many Robo calls were activated in the last in calendar year uh 2024 and I believe 16 were activated uh we're under contract with a total number for 18 um so I just wanted to let everybody have that information thank you thank you counselor any other councilors wishing to speak councelor zambo uh thank you Mr President uh I uh I don't support this and I don't support it because I don't like the president it sets and um you know that I'm a stickler for following our rules up here and uh procedures and so uh I feel this runs a follow that so for that reason I'm against it thank you counselor any other counselors permission to speak from the chair thank you all um I was uh apt to support this last week U but after hearing from 311 about how the robocalls work um I'm glad to hear here there's no cost we have a one-time cost of $18,000 but uh after hearing that and seeing what we've done Robo calls on I I agree with Council Zam buo that we may be opening up Pandora's Box to everything and if we do that I'm afraid that the the robo calls that we have now are going to be they're going to diminish people are going to opt out and then we might have to find a new way to get in touch with people um I think everybody up here can do their part to um let their constituents know that we're having meetings or when there's Big Ticket items on and um that's pretty much it Madam clerk uh let's call a roll shall the city council Communications communication from the mayor requesting the appropriation necessary to fund the contract between the city of Rivier and Rivier Public Works Department afscme Council 98 local 880 covering the period of July 1 of 24 through June 30th of 27 good evening sir name and address of the record please good evening uh Patrick Keef U 44 Kilburn Street M Mass uh I'm here to U congratulate but also to put forward in front of you the updated contract for the asme uh local that represents our City Public Works team uh we have a few of the negotiating uh negotiators behind us then they they definitely did a good job of representing the union but we're excited that we were able to S sit down and Civ uh talk over a few sessions go over ideas on uh making sure that we were able to uh represent the city and also represent the employees and get uh and get to to reach a good deal uh which we were both um happy with so uh I put that in front of you this is just another one of the contracts that we've recently settled as mentioned recently we settled the uh public employee uh um contract the PC for the health insurance we've uh settled uh A and B for one-year deals and uh We've also settled the number of contracts through US throughout our school building so it's uh all good news from here not sure if you gentlemen have anything thank you Mr Mayor good evening sir name and address please good evening Steve Penta 319 charger Street um head representative ask me Council 93 local 880 I'm the union president for the DPW uh we just want to thank mayor Keefe and his administration on bargaining in good faith to come to a fair agreement on extending our contract the Moa has been voted on favorably by the members of local 880 and we ask that this honorable body also vote us out favorably tonight thank you thank you sir anyone else uh any counselors councelor agenzio thank you Mr President so uh the DPW for years I was involved in negotiating uh contracts I was the president of the union for a while I was on the negotiating team for years and then the last six years I was kind of on the other side on the administrative side and I look through the contract congratulations is an excellent contract I want to thank May Keef for for for looking out for the guys at the DPW it's a very good contract and U thank you very much to to you and and to the guys congratulations thank you counselor councel house thank you Mr President I'd like to also thank mayor Keens uh the fine people people at the DPW anytime I reach out with a concern um via email text anything like that you guys get right back to me um whether it's a um a street issue or a water issue or whatever concern the resident has you guys are great you do fantastic work from the top down um just keep up the great work and thanks for all you do thank you thank you counselor councel and noeli thank you Mr President Mr President as chairman of the uh DPW subcommittee uh and the council I can't speak any more highly for these guys and I've been supportive them for 24 years and they this is a great great crew I'm glad that the mayor came up with a nice solution to work with them and make them happy and make himself happy and and the people in the city rever happy and members up here in the city council but I want to thank them for all the great work that they do and I'm glad that uh I got to start off the new building 12 years ago 13 years ago and finally get it done so uh I'm proud of it and I congratulate you all and keep up the good work thank you counselor councelor sylvestri thank you Mr President um mayor ke congratulations congratulations to the men down at the DPW um the professionalism in the response down there continues to grow and um with that so should their benefits and pay so congratulations on a contract well deserved thank you counselor councelor Zam buo uh thank you Mr President um I just want to also congratulate the mayor and the Union uh in the DPW for uh it it shows that uh when we uh negotiate in good faith good things happen and uh it's always nice when everybody ends up happy at the end of a negotiation and doesn't always work that way I've been here a long time and I've seen some things go off the cliff so this is this is great to see this stuff I'm uh having all kinds of Awakenings tonight of as to way things are going things are things are going uh in a way that years ago we would not have we would would not have imagined and uh I I know it sounds funny but if you've lived it uh you believe it so I'm I'm very pleased and very happy for this thank you thank you thank you councelor Mr Mayor uh Mr President thank you for your leniency I did want to uh point out not that they're looking for any accolades a lot of times when we negotiate contracts we bring in outside Council uh This was done completely in house with our uh Paul Capia City Sissa uh Richard Vis uh helping to run the numbers and of course Claudia as the negotiating team from the city side and of course uh after me was represented by their uh stute gentleman behind me and their team so to be able to do these things in house it just goes to show you what's also happening in the contract a number of things brought To Us by the team was uh being able to do some concrete work in house and be able to do some cleaning services in host so it just goes to show you that we can actually save the city lots of money by being able to give them the work give the talented people in our in our city the work to do rather than have to Outsource it so thank you to our team and I Know Rich thank you very much and thank you Paul and thank you Claudia for helping this up appreciate it thank you mayor Keef Council janino congratulations and thank you had the opportunity to work with you guys quite a bit in the last couple months and every time right up front you guys deserve all you're getting and more thank you thank you councelor councelor that the city council award certificates of appreciation to Brad ol Travis gambardella Mike Penta and Matt Mahoney for their work at Rivier boxing Outreach permission to speak from the chair thank you uh I think this motion speaks for itself um we all know the Rivier boxing program has been amazing they just actually got a new facility uh where the old Food Bank Hub was and the place looks amazing uh they have some new coaches and I just want to show my appreciation and hopefully you all agree uh these guys they and girls they go in there they coach for free for three hours a day uh and it's just uh it's an amazing program we have through the city and I again want to just show my appreciation so all in favor all opposed so Ed calendar item number 15 motion presented by councilors McKenna and cogliandro that the mayor request their state delegation to file legislation providing for a discounted toll rate for private passenger vehicles registered in the city of Rivier for Transit through the suar tunnel and the Ted Williams Tunnel and over the Tobin Memorial Bridge council zambuto is recorded as recused from this motion Madam clerk I'm also recusing myself from this motion councelor McKenna thank you Mr President um in 2016 former city councelor Steven marabo former rep Rosalie Vincent and I put a motion in and spoke in the state house to try to reduce the tolls in R for the residents it was shot down 8 years later the traffic in Riv is paralyzing our streets and neighborhoods every day starting around 7:30 in the morning heading towards Boston and then at 2:00 in the afternoon leaving Boston we are flooded with cars as residents of Rivier some of us have to commute every day through either the tolbin bridge Ted Williams or some the tunnel for work many of us use this these accessways into Boston to go to events doctor's appointments Etc but most of the mostly the traffic is that is overwhelming our city roads come from other cities and towns cutting through Riv this has in inundated our city trying to get to and from these accessways and around our neighborhoods masc has provided East Boston Charlestown the Northend southe in Chelsea residents a discount paying only 15 to 20 cents because of the enormous amount of traffic on their roads what about our roads Rivier pays $2.50 this is not fair Rivia has one of the highest car insurances in Massachusetts why because the number of accidents not solely caused by our residents but the cars cutting through our city every day exhaust fumes pollute the air of neighborhoods with inflation being at its highest level and since mask of rewards these other cities with lower toll rates rever to deserves to be qualified for this discount program in the last eight years since 2016 the traffic has increased 100% this motion motion is just to open up the lines of communication asking for a change in expanding the incentive program to the city of Rivier thank you thank you counselor um I don't have anything to add that was perfect councelor sylvestri thank you Mr President um I I just want to say I'm in support of this motion um when I first got on the committee in 21 I put a a motion forward um I I think that it's it's time that rever drivers stop being uh treated like others around us um and well as as well as our roads be maintained and treated as well as those around us and um I'm seeing that is not uh happening currently so a nice little break like this would be great so I'm fully in support thank you thank you councelor councel novas selski thank you Mr CH president I want to thank uh you and Council McKenna for putting this in again uh and it just shows that you know we're not going to lay down we're going to keep fighting up at the State House for this to happen for us you know we've been set aside and treat treated like uh children and like uh lower lower class people and I think it's time to stop and we have to hope that uh our state delegation can convince uh the other folks and M thought to make this happen for us thank you thank you counselor on the motion all in favor all opposed so voted calendar item number 16 motion presented by council president Cog Leandro that the city council approve the attached amendments to the city council Rules of Order relative to chapter 402 of the acts of 1965 permission to speak from the chair thank you um this is just to make meetings a little bit more efficient offer up uh a section for people to share their thoughts with no interruption on anything that's on the agenda uh there's also some cleanup of rules 17 and 18 to that would uh be a part of the rule changes for rule 34 um do any counselors have any comments on this sure councelor Kelly so um I understand that there's a there was a 30 minute public speak was that yes um and just a point for you I'm sorry I don't mean to interrupt you Council but we did adopt this this is kind of the same thing the school committee does uh we just I uh my I'm offering I doubled the time that the school committee allows um so I just wanted to make sure I mentioned that I'm sorry so my only question is um would that be the only time that the public could speak or after the discussion that we have would they also have an opportunity to speak after the city council has their discussion so this would make make all the public comment in the public comment section the this also does not apply to public hearings so public hearings by law there's opponents there's proponents so would also get to speak in that but as far as you know when the Motions come before us we'll have already had the comment from the residents uh and I also think that this will promote we talked a lot about you know people knowing what's going on and being more involved and I think this will help you know with both of us working together to make sure everybody gets more involved they'll be able to look at the agenda prepare statements things like that um and we're also available to you know for phone calls and things like that as well um but they will I think 30 minutes is is a good amount of time very rarely and since I've been up here have we gone over 30 minutes of uh you know public comments and I also you know another thing is we had we've had in the past couple meetings we've had people sitting here for hours while they wait for their item that they want to speak on and that's one of the major reasons that I wanted to do this public comment section put at the beginning of the meeting so that they don't have to sit here like we do until 8 9:00 at night so I just think I think it'll be more efficient for everybody um definitely open to any suggestions on this rule change uh councelor Council Kelly will you all set I'm sorry I'll okay thank you uh councelor noeli thank you Mr President Mr President in general I don't have a problem with these I'm going to have to read over them a little closer but several city council councils back uh and to you to the clerk we had a u a note at the beginning of the meeting that everybody should shut off their cell phones and I don't remember if that was put into the council Rules of Order or if it was just the convenience that we did at that time so it's in it's a rule okay I I would yeah because you know people still have it on they don't know the difference so I would like to let them know at the beginning thank you for for people in the audience and city council is correct it cost us 50 bucks if we have it on so any other counselors um motion to suspend the rules all in favor all opposed suspension of rules I'd like to take this these rule changes up tonight um and I would ask for a Voice vote unless there's any opposition to it Mr pres point of order to you de cler doesn't this have to be get tabled for a week we just sup the rules of thank you and I just one more thing guys and I think I mentioned this the counselor has this if this does not work and we're trying to make things efficient that's the real reason for this if this does not work we can put it right back that's all so let's see how it goes and if it doesn't work out if if you know the people aren't happy if the Trustees M fan good evening Mar fan 67 mileno W thank you very much much and can you just tell me what you have brought to the library Board of Trustees We are continuing to improve our programs um and I don't know if you've been to the library recently but we're starting to renovate a lot um we have modern furniture um a lot of renovation taking place and we want to continue that going forward one of our biggest priorities is to uh get a five-year plan in place and that way there were allowed more grants from the state to continue those improvements okay great any counselors councelor Zen buo thank you madam cheer um I've known Mark for many many years he's a quality individual I think he brings a lot to this position I'm just happy he wants to continue to serve so thank you very much for your service councelor agenzio thank you madam chairwoman uh I've known mark for a lot of years as councilor Zeno said and uh during my position as superintendent of Public Works I work with Mark on some uh Library issues uh very energetic very handson on does an excellent job there at the library the library uh through his efforts and and everybody that works there has come a long way and and I'd like to see that continue and and Mark's a big part of that thank you thank you great thank you any other counselors all do a good job for the city thank you all in favor all opposed so awarded next reappointment is Pauline perno to the disability commission hi Paulie can you state your name and address of the record please sure Pauline perno 16 Harrington Avenue up in the point of Pines re Mouse thank you very much and what have you brought to the disabilities Commission Now bring about 41 years of nursing experience there it is to start um I've enjoyed the last few years um being able to collaborate with other people other individuals uh working to try to reach more and more and more individuals it seems that the big gap that we're finding right now is that um aged out out of the school system and going into young adulthood and into the system out of that system and into yet another Abyss system um so we're working to try to find a lot of guest speakers to come in and talk about what things what activities uh what resources are out there for parents for Guardians for um students for kids for older adolescent into young adulthood so we have brought in a number of guest speakers from uh the Federation for children with with special needs um from different abilities um activity centers to music therapist we're working on getting an art therapist in uh to just look at at that whole gamut so I hope to continue with that and really reach the people that we haven't been able to reach yet thank you it sounds wonderful any counselors councelor zimuto thank you madam chair you know I'm struck I've been here many years and um I don't want to diminish anybody who served on boards in the past but lately I'm seeing I'm starting to realize the kind of quality people we have on these boards and the enthusiasm of of what they bring and and this this woman brings her experience and and commitment to the to the position and I'm grateful for that and I just I want to thank you for your service and uh uh it just really hit me tonight that we've come so far a board appointments used to be just board appointments political stuff and that's not the case anymore and uh it's it's really uh rewarding so thank you for your service and thank you for the opportunity yeah thank you any other councilors Paul continue to do a good job for the city and thank you for coming up tonight thank you all in favor all opposed awarded next appointment is the reappointment of John dub to the library Board of Trustees hi John can you state your name and address for the record please I'm John Gregory Dove and I live at 350 River Beach Boulevard and John what have you brought to the board uh Library Board of Trustees well one of the really important things about the board is it it it does indeed look at the question of where should the library grow to grow into and I've had a long experience ever since 1996 in companies that supported libraries including iny IIA company Credo reference where I was installed as their first CEO and it's used in public libraries and academic libraries all across the us but the last dozen years I've been mainly focused on scholarly communication which isn't so important for the library but I do have a lot of understanding of libraries all around the world and where they have done a step change in terms of their Improvement and I'd have to say that my management consulting background which was my career before 1996 and I got into libraries was about strategy at management of Consulting and I'd have to say if you look at the library it is actually way under supported from a whole variety of sources so if you compare it with the 32 comparable towns in and around Massachusetts excluding Brookline and Newton for obvious reasons that they're exceptional uh reveres support from the city and also support from its board in terms of financial support are near the bottom of the list and so I'd like to be able to to see the city be able to have a target for where it wants its library to be in terms of it does it want to be in the middle of the pack if it does you're going to double the libraryies budget over the next three years three or four years so 3% a year is not going to get you there so I hope that that kind of Outlook will be numbers based and will basically help the city get the kind of library that it really deserves it already has a great library and especially the library director I highly recommend that you get to know her if you don't know her already she's you know rever grown and uh she does an amazing job but I think you want to be able to look at how you can support her and her team and then new other people you'd bring on board to really have a library rever would deserve thank you John uh continue to do a good job for the city any councilors councilor zimuto this gentleman just posted my point from the previous uh uh I thank you for your service and your expertise and your commitment to the city and uh I I agree with you that we're not going to go anywhere if we don't invest more in the library so thank you very much for your service thanks thank you councilor councel jenio thank you I don't know Mr dub personally but he certainly brings an impressive background and I've the improvements I've seen at the library over the last few years you know I hope that continues uh a person of his caliber is certainly needed and I thank you for what you've done and and and thank you very much along with Mark for for helping out the library thank you thank you John to take both of them yes I will I'll read the other okay and the second motion regarding portraits tonight is a motion presented by councel guo SAA pursuant to rule 46 of the city council Rules of Order that the city council approved the installation of a portrait for Alvar T Vera cerso in honor of her being the first woman elected to serve on the Riviera city council and the first woman to represent ward 3 okay counselor thank you both women who have submitted motions for fit the criteria for Memorial plaques in the council chambers former councilwoman O'Hara and cerso are deceased members of our legislative family and they both represent significant milestones in the history of the city council as follows one Margaret Peggy O'Hara councilwoman O'Hara was the first woman to serve on the Rivia city council she was appointed at large in 1973 by the city council to replace her husband Edward L O'Hara she served through the remainder of 1973 alviva Vera kersel councilwoman kersel was one of the first women elected to serve on the Riva city council and the first woman to represent ward 3 she served from 1976 to 1981 for these reasons I wholeheartedly support the installation of these portraits and I hope that the appointment subcommittee will offer a favorable recommendation to the city council if approved by the council I will work with the city clerk and the Ohara and Kio families to obtain high quality digital photographs of these counselors once the portraits are complete within the next coming months we can schedule a date and time for the rep uh
