was going to ask how how do you plan to manage the distribution and service of the V all well it's a cash cash bar we have the Rope area off you have to sit in there to eat and one of us will be selling my people are already listed on the boat they'll be kept in there okay I'm very familiar with the event um I know this is something that it's very good for the community I've heard nothing but good things about it um so I'll turn it over see if my pH commissioner has any questions how many people do you expect well it depends on how many people are on the uh are on the lawn but generally we probably get probably maybe a total of 30 over the course of an hour and a half it's small group small event okay okay all right I'll close the section I'll open up to any proponents of this um all alcohol license that you're seeking yes so the sand sculping festival is in its 20th year and historically we've held a VIP reception for sponsors and donors of the festival on Saturday night right before our fireworks um so we have a tent that we put on the beach we fully enclose it we have a registration and ID at the door and then we have a professional catering company come in and handle the bar Service uh there'll be a mix of beer in that then we usually provide one specialty cocktail um for guests to have as well okay and this and this is going to be exclusively to the um that tent that you guys typically construct that is correct so the bar service is within the tent and then we do extend outside but we rope in the other area as well and and just talk to me a little bit about the security measures that you plan to implement yep so we have uh for the VIP reception there's one State Police detail that's on and then we have tip certified bartenders as well um for the VIP reception and this is open to uh just VIP attendees like special invites that is correct yeah so it is an invite only ticketed event adults only or children as well it is children as well and and you have a sufficient security at the gate at the entrance to make sure no one's coming in and out we do and then we wristband uh 21 plus right other questions for Mr buo so the wristbands um be exercised on Rivier Beach Boulevard Friday July 19th 2024 between the hours of 12:00 p.m. and 9:00 p.m. Saturday July 20th between the hours of 12:00 p.m. and 8:00 p.m. and Sunday July 21st 12: p.m. 700 p.m. for the beer garden to be open as part of the international sand cap uh sculpting uh Festival activities and the capacity of the beer garden is approximately 500 so a lot of people so introduce yourself again and just tell us what you plan to do with this uh license yes Adam Benoy from the River Beach partnership um so this is the second year that putting in this application uh last year was the first year that we were approved for a beer garden within the festival it is a fundraising activity for the re rear Beach partnership and does help offset a lot of our cost for this obviously this big event and um last year we uh we were approved for three days and we had no incidents um with this beer garden we have an entrance and an exit we fence in the entire area it actually States two um State Police details but there's actually three dedicated State Police details and then we also hire private security as well for different private security at all times that handle uh the entrances and then obviously monitoring within the Beer Garden right and this is open for the general public like anyone could just come in and have a beer if they wanted to that is correct yes and the 500 number that is in here is just what the capacity can have we never got near that number um in actuality during the festival and what do you typically see is it's really I think at Max last year we probably had 200 tops at the one time um and I think that's pretty standard because it's a a flow event given that the hours of the festival are so long what considerations has the Rivier Beach partnership taken or conversations have you had about cuz you know it gets really hot that weekend yep um have there been any additional measures to ensure that people aren't being over served or is there going to be a cut off on the amount of beer someone can consume throughout that day yeah so all the the the our concessionaires for the event they handle festivals throughout the country and they're very trained in that we are adding in different shade elements this year to the Beer Garden and in the beer garden last year as well which will be the same as this year there's soft drinks and Waters available for purchase too um and we are adding in a food station that people will be able to actually access from the beer garden okay and I think that might help as well oh that's good it's good it's good so um usually with this type of events being that large um I need to ask um how is uh um like trash being handled um so DCR helps manage all of the trash for the festival they're aware of this setup and they managed it fine last year this is also all cans as well um so it it is an easier pickup from their perspective but they Place dedicated Barrels in there and then half staff continually um take that out also is all contained because obviously we don't let anything outside of the beer garden that's alcoholic so all the trash stays within that one area so it is a little bit easier to manage will you be serving out of the like cups or beer like beer bottles it will be cans everything will be cans beer doesn't taste as good in cans as they do in a bottom I agree with you Adam just letting you know that but uh and then what about recycling do you guys plan to recycle all those cans I wish we did that is a DCR uh issue well let's make sure that they uh you know put some procedures in place to recycle some of those cans we don't want to fill them in a trash right okay well we'll close this section any proponents of us issuing beer and Malt Liquor licens to the rier partnership I roveli 53 Deone street I'm in favor of this and it's a great event I live half a mile from there and never had a problem on this location or on this event even though it's the second one out but it's run it's run very well and I believe everybody's tip certified there so uh you know we can you know and will you be at the beer garden having some beers I'm always there no Independence Day and I feel like I remember this from last year expended attendance 120 yes sir Diana Cardona 23 Harington Street and yes we actually coming to the Colombian Independence Day so we wanted we wanted to do the flag racing ceremony and and we thought that maybe it's a good moment to also have the opportunity to showcase a lot of The Gourmet and and culture from Colombia when it comes to the entertainment part dances local singers too so maybe to have a little space more organized so they can entertain and also showcase and everybody will be welcome to know a little bit more about the country and I was going to ask you what type of entertainment do you plan to have this year so is usually the folkloric groups and singers okay typical doing most music typical from Colombia okay I remember this event any issues last year when you did this before no no any questions I don't I actually think it's it's fabulous that you have this initiative to do this for your culture Colombians well fell commissioner she does a lot in this city and um I think a lot of her events go off without any issues she's very organized and um and from what I understand she um it's always entertainment you plan to have and what should we the city expect when you put on this event so since we're going to be opening the new store ER it's going to be from 3:00 to 4:00 the grand opening and we're going to be doing a little bit of sampling of the products that we're going to have to the community so we also wanted to have this H local entertainment from different countries as well to be at the sandal square and having a community day uh celebrating the grand opening and also sharing with the other businesses around will the entertainment be indoors or Outdoors Outdoors Outdoors okay have you what what's in that area is there anything in the area that you have to maybe talk to anyone like is it have you talked to any of your neighbors about the event that you have coming up and they actually pretty good with us and and we have done well I collaborated with the farmers market last year at the sandal square and we did some entertainment the music is not too loud either something calm but something that can the community can be entertained for a couple of hours and also can in and out of the businesses so they can get to know the area more and what what are the hours going to be for the uh for the um the the the cafe 5:00 a.m. to 11:00 p.m. okay and and and serving breakfast lunch and dinner yes okay it sounds good sounds real good do you have any additional questions no just um so at this event you're only going to be selling food from uh chocola chocola nothing no is not going to be no vendors or anything the idea is to uh encourage the C the community seating the the number of people you you plan to have out there and how you plan to manage it with the traffic on the sidewalk Etc my son can answer I like your son I like you yeah but you could elaborate um yeah so uh we decided to do wanted to go for outdoor seating because uh a lot of customers and clients have asked us about it and uh in that area such as Shirley AV uh there's a lot of restaurants that do outdoor seating we've realized that a lot of clients and people in that area really love to do outdoor seating in the summer especially since we need have summer for a very small amount of time throughout the year um so the and the original plan was for about 19 uh seating for outside um we made sure to have that be within the specified uh Dimensions where there would still be 4 feet between the curve of the sidewalk and from where we would have a barrier and then the rest of the seating as well and did you have an opportunity to review the report that came back from the site plan review regarding uh yes uh I'll would have to look over it again um but from what I remember it's saying it was just uh reiterating the fact that there should be 4 feet within the curb um and then also be a barrier of between the seats and uh where the walkway would be and ensure making sure there's no debris and clean up yeah we would make sure it clean up as well I think the only other concern that I would have is the 1:00 a.m. time oh yeah I looked at that as well um I think we would definitely have the patio be closed at a much earlier time uh say probably around like 10: p.m. where the kitchen closed or 11:00 um because the restaurant itself is open till 1:00 a.m. yes but um it's the plans of the restaurant to stop outdoor seating after after 10: or uh at 10 I think it it would be better at 10 for that's cuz that's when the kitchen closes the Main Kitchen at least um and also that time is kind of pretty late so either way um people would be inside have you have you had any objection from any of your neighbors um no even some neighbors would even like the outdoor seating as well right and you have entertainment at this uh restaurant as well uh at night no I mean we only have like the music that we play on the inside M um and that's essentially it oh so there won't be outdoor speakers any speakers Outdoors uh no but uh I mean if we're able to was that would be like a different application as well but the original plan is no okay and that would probably be my only concern not necessarily with the outdoor seating itself CU I think I think there's certainly enough I've I've walked that area you know several times I think there's enough footage I don't think you have an issue with that um and the tables shucked in that's not the isue I feel like I I I recall um uh there was some concern I believe from folks in the neighborhood about it in the past I could be wrong um but um if if you do plan to um have any sort of entertainment that extends outside um I would just seek guidance from from the commission to ensure that you know if you need to amend your entertainment license to get permission to do that or something like that I just would just don't want you guys to have any issues so that's all I have to say about that I believe Ira could probably comments that I think that's his area do you have any questions for these um applicants no I was going to ask about the music too but I feel that you know if it's the hours are if you're going to open the patio till 10: right I don't feel that that you know as long as it's something not that loud right we got neighbors want you to be successful with it obviously uh having outdoor seating could drive additional folks to the restaurant as well and um that's the Hope right and uh I mean for someone else or this is a completely new Venture it's a new location it's a new location let me just they already have a business in East Boston but this is going to be another one in Rivier but there was no business before okay and I don't see what are the hours of operations he would like the 5 a.m. to 3:00 a.m. to 5:00 a.m. to 3:00 a.m. to 2: a.m. 2: a.m. 3 um side note it's up to us M can you um Mr alino can you please explain on the record why why are you requesting till 3m. uh just speak into the mic please even if in Spanish that's fine fast [Music] food so he said that he in he he has a lot of experience in his other location in East Boston and they opening to three and mostly is UBS and all those application for pickup I see I'm just looking up the address I just want to get a sense of exactly where it is so I could tell you that I'm um I've actually been to a restaurant in East Boston um it's like a Colombian hot dog um but I specifically seen you trying to open this place for the longest time um I see yeah but I've never well since I'm here I've never seen at 3:00 a.m. though are there any other business until 3: a.m. there's another one so what where where where where where's the status of the uh construction at this point cuz I see that it's been in the final part okay final Parts what are you waiting for is there any approvals from the city that waiting on just tell speak two or three more inspections so you know what it is people go to this place after they go to the club I see okay all right and um and it's just food right no service of alcohol no no alcohol mhm okay do you have any questions or additional questions for this applicant I don't think I have any questions um but I with the 3:00 a.m. situation um Airport Diner is open till 3: I think I will be willing to give you a chance okay okay we'll close this section any proponents any proponents of this uh application uh requested seating and the disclosed uh time frame iron NOA sski 53d hone Street uh live a block and Away block and a half away from this location um I have a problem with the 3 A.M um and we never spoke about this you know to him about I know they've been working on it they have a wonderful business they have a food truck that they you know participated in on a pocket pack Last Summer and but I have a problem at 3:00 a.m. you know on any day uh I would I wouldn't mind during the week maybe midnight it's a very high density residential neighborhood you know very few businesses there and there's new construction going on across the street and I I wouldn't mind 12 or 1:00 on weekends but during the week people still have to work and and there's very little parking so it's a lot of walking area there's no parking in in at all in in the neighborhood you know a lot of the streets are one side and the neighborhood takes up those parking spaces so a lot of people will be walking to get to this location again I don't mind them opening but I just have a problem with the so you're you're in favor of the application with thej adjustment of ours yes sir okay thank you fair enough any other proponents or comments on the application uh Claud corer from the mayor's office we also in support of this application uh we also would like to see different friend closing hours we do think that 3:00 a.m. is also a little B lit right yeah thank you Ira do you have any um do you have an idea the restaurants in the area what time do they typically close there's a few like off Shirley Avenue um there's obviously Capri most of them have a one or 2:00 license for for alcohol so they stay open a little later but uh the outdoor seating uh I know they're not involved in that but the outdoor seating stops earlier in the in the evening but most of them are 1:00 uh and some of them are 2:00 depending on how they wanted to handle the uh their alcohol license but I know several of them are 1:00 so right anyway and but those are mostly business areas that they're in too there very a a lot lighter residential right so and uh I know we're talking about one of them coming up later on but uh you know they have their loud music and their alcohol and 2:00 in the morning and that's an issue you know and I I just don't want them to get caught up in a in a bad situation you know especially at 3:00 so okay in place like this you know it's it's hot dogs and know people come home from work have split shifts uh the hot the hot dog guy with the food uh the food truck on Shirley AV he asked for 10: 10:00 uh actually I think he asked for 11:00 and I told him the noise ordinance is actually 9:00 you know so I I told him I I I could live with 10:00 if he came up and requested it because it's only a food truck and people do come home from work on different shifts coming up surely have but especially this one is it's only a block from the train but it's still an issue of a high density residential neighborhood fair enough thank you any other proponents or comments on about the license Andreas Gomez Capri uh I'm in support of this business I know for a while that they've been trying to open up for a while and I've been to their restaurant in East Boston a couple times and they're a really great place and they're very well established in that area and I know a lot of people would have loved to see in R I know they've been waiting a while for it to open uh so it would be great to see it there as well um as mentioned before a lot of people come home late from work sometimes and a lot of food places aren't open U you know past 10 and that place I think would be really well especially since it's near the train station um working that CA I've seen a lot of people leaving the train station and heading back home um and I also know the owner as well a family knows them and they've been really nice to us and uh they're well they're very good owners for what they've been doing in East Boston as well so I'm in support of uh the business thank you thank you anyone else anyone proponents or opponents anyone against this uh common vular license being issued so my question is I don't see the time anything on the application about the hours is that is that a separate there's nothing on the application about the hours there's nothing on here about the hours okay you would like to say something yeah sure speak absolutely speak so in his Boston he has the license from 5:00 a.m. to uh 300 a.m. and he does only use it basically from Friday Saturday and Sunday to the 3 a.m. [Music] so he said that he has no problem ER with the other comments about the reducing the time during the week that during the weekend he would like to have it into late because there's other businesses also that are into late and even 4:00 a.m. [Applause] so's business is based in fast food only no alcohol so it's mostly pickup okay thank you for that I'll close this section um do you have any additional comments or concerns before we uh vote so I don't think we're clear with the times yet right so I'm I'm prepared to propose um a time when issuing this license I I'd like I'd like to see the business open at 5:00 a.m. like they requested um Monday through Thursday um uh 11 o'clock um Monday through Thursday I think even 12 is kind late 11:00 but did they're not tell food on Monday Thursday I know the other place BRS like that like the East wost place it's like the Liberty people go there what we typically see during the week Magic e e e e e e e all right we'll be we're back on the record um so we had a conversation about it and I think the the commission would be most comfortable with um the following times Monday to Thursday 5:00 a.m. to 11:00 p.m. and Friday Saturday Sunday to 2: a.m. um if now this is if you find that you know you you you're losing out or generating a ton of business around that 2 a.m. time slot and there's no issues being reported or complaints um then you can certainly come back and ask for that additional um but I I will state this on the record before we vote that there is a significant amount of concern regarding the parking in that area the the concern is Also regarding the amount of traffic that it could potentially bring at those hours and we we note the concern of the councilman that it's a highly residential area so you have to be very mindful of your neighbors when operating after 12:00 a.m. but we would ultimately let us to um uh consider the 2: a.m. is because it is a fast food place you're not seeking entertainment you're not seeking it's not necessarily going to be a sit down restaurant it's pick up and go so there any additional comments thank you sir um I've always considered Sunday is a work day you know because people have to get up early in the morning and they hear that noise coming in and out of the place you know I would I would drop make it Sunday to Thursday Sunday to Thursday to uh 11:00 for now okay and see what happens see what happens would you be open to get would you be open to giving him a chance a three-month try out and if you see Sunday's an issue then come back to us and let us know I was looking at the other way you know let's see what happens first with what he's going to get on Sunday to Thursday then come back if Sunday say been a quiet day then we can move it you know move it to uh you know to 1 or 2:00 but Sunday to me has always been a work day and I I've told all the other businesses that the same thing okay thank you and I agree with you I think that that approach let let's let's put it at this time frame and then if uh you know provided there's no issues and and they you know can generate more business extending they can come back and ask I just told them that okay so thank you any additional questions comments current entertainment is a widescreen t cable TV and radio and this was a uh uh application that was continued from our main meeting please State your full name for the record and address uh hi my name is I'm man in Day restaurant okay um me and my wife like uh we try to um get app um some entertainment license uh because like um sometime like one the people try party with us like on a weekend on I mean usually like s Friday night or Saturday or birthday party or something and they want to do at the restaurant and they want like some music and so they can enjoy it or something that's why I'm playing so I assume you would have a DJ if necessary uh not some not I think like not all time only uh when they requestment and then I have a license to using okay but I don't think so uh because I try to Li it you know okay and just generally speaking how how's business so far at your restaurant um so far this year we have really good support from the city okay and L city so we happy yeah okay um so before we talk about the entertainment um I you understand that obviously uh there you know in order for you to maintain any of the licenses that are issued by the city um you know you have to make sure you're up to date on all of the the regulatory the fees that are assciated with your application do you have any outstanding um do you have any outstanding fees or anything like that that you have to pay to the city uh yeah we we try to working on like clear up uh we moving on like CLE up or all the all the bill because sometime like the bill they sent you my house and sometime they sent you my uh my bill that's why we confusing sometimes have you have you have you uh have you discussed the payment plan yeah I do yeah okay yeah we we catch up on everything and uh we I think next month all everything is all clear oh so everything's already paid yeah no no I think next few more week a few more weeks okay yeah so um give one second okay so so $30 legal notice fee why understand that you just have to pay to the reval journal oh yeah yeah only that one yeah I uh because I I I misunderstood like right so just make sure you give uh Maggie a receipt to show that's paid um do you have any questions regarding this application okay any concerns um I'll close this uh section I open up to any proponents or opponents of this application councelor Angela Gino so w five um I just have a question what are the hours that he's looking for I do not have a problem with him having an entertainment license as the sandby right up the street does have it and it does generate more Revenue I wouldn't have a problem with him getting an entertainment license the only thing is I would like to know the time because there is an apartment building right above it I see and I'm sure they have hours like quiet hours of them right there's no hours on here right there are actually uh he closes at midnight it's not he sorry he closes at midnight it's the okay then I would have no problem with it if they would stop at like 11: thank you so what what what what are the hours that you're planning to have um these this entertainment I usually they uh we stop business around like 10:00 M but sometime like the people uh stay that so mightbe we stay until like until 11 or 12 that's ma that's a maximum okay but I think like my application up to 12 12 or sometime but sometime my last people uh we close the door is uh 10 11 right so as as the the council the councilwoman um pointed out there there is obviously an apartment right above yeah we I I I already know about it and I already uh Focus I just make sure I know people complain about us or something have they I nobody complain something so far you know because I I be I try to beate all people around me all right so I'm going to note I'm going to note the the councilwoman's um object um concerns was an objection it was a concern um and give you an opportunity to see obviously just be mindful of the neighbors um that are above you with whatever type of entertainment when we think amplifying sound we think excessive noise um but just be mindful of the neighbors above you um when operating yeah um do you have any additional or would you like to make a motion to so the restaurant closes at 12 the uh my apply for is at 12 but usually like we close around a 1011 that's on you okay yeah yeah I would make a motion to approve it okay I would I would second that motion uh to approve the um application to amend your entertainment license to include and to add uh amplifiers of of of some some some form uh karaoke vocal instruments instrumental music and dancing by patrons the current entertainment at the at this present place is a widescreen cable TV which will be amended to include uh what I just mentioned uh so that application is approved and um good luck I hope it I hope it really helps your business thank you very much sir no problem okay um there are um are you going to comment on the so there was some concerns uh that were raised to the License Commission regarding L Lupa restaurant as well as laa is that lasanda is that your area okay so we we'll we'll talk about that SEC so we just want to uh state your name for the record and the concerns you have about uh Lupita and um and then we'll figure out what we do from there Iron noski 53 de Street W 2 counselor um I've received several phone calls over the last several months uh complaining about people exiting and when the doors are open the loud noise and the music coming out while the people are exiting uh people are actually exiting at 2:00 uh and beyond that some of them are hanging around outside doing things they're not supposed to do screaming you know so a lot there several of the neighbors directly across the street some from around the corner on the a some on Walnut AV have complained and I know there have been uh many many calls uh to the police it's been on record that they've had to uh you know show up at it and recently I I asked uh for directed patrols around that time uh when they're breaking so it looks like that they're they're breaking very very close to two rather than starting to shut the music down at 130 uh and one of potential pullbacks is maybe the timing uh of what they can have for music and maybe and uh pull back an hour or two on their on their licenses have you have you reached out to the business at all to I have not um I know the uh the father's been very sick uh and the son's kind of running the place the last time I I talked to him was two three months ago uh but we didn't have that issue then I see okay um but I just want to excuse me but I just want to put them on official notice you know that there's an issue you know so do you uh do you think it's at a a that your concern is at a point where we should just should we call them in for the hearing or do you think we should just send them a letter no I I would call them in I think they already got a letter we sent them a letter they this is the second this is the second letter in March that's right yeah this is the second letter that they're going to be getting okay so I I think we got to call call them in and take some action right what do you think should we call them in yeah if they I'm not looking to shut anybody down but I just want them to be you know have a good relationship with the neighborhood and not have to for me to have to get these calls right okay so in light of the uh the concerns raised um I would I would move to have uh the the managers or owners of Lupita uh come into our July is it July we're coming or okay our July meeting um to address some of these concerns and um raised uh today um and see what what if any action we can take at that point would you second that motion I'll second that okay so will summons them to come in and the second uh um issue that we heard uh was from La Henda which I believe uh is a continuing issue that was raised before uh just like Lupita and uh I would give you the floor to tell us what those concerns are thank you councelor Angela Gino so w five I've had problems since the first day with the Henda and I've actually gone in there with um the building inspector with Michael Wells and we've spoken to them about moving the music to the opposite side of the room they've appeased us for approximately a week and then they would put the music back on the opposite side again the reason reason being that we asked for the music to be on the opposite side is because there are no residents there but where they're putting it on the right side is where all the buildings are so the music especially on a Thursday night is the um mariachi bands so it's continuous and and people are trying to sleep they go to work the next day and this goes on till 2: in the morning and then I've actually had to call I'm I'm at the stage that I'm actually calling Aldo at 3:00 in the morning when my phone is ringing at 2:30 3 in the morning cuz the people are still outside partying then I have a problem with that and then I've had a call them because there's beer bottles left in the middle of the street and there are people I asked them to get a um a parking attendant because they have that parking lot across the street so what's happening is they're going up they're leaving the restaurant at like 2:00 in the morning and then they're still partying outside and then the noise the radio's are blaring and and then now they're parking on H shirtliff Street and all the other surrounding streets that are around there and they're blaring their music and people are sleeping and it's not fair to the people that live around there and I've given them numerous chances I've gone in and spoken to them and I mean I don't want to do this but I have no choice but to do this um the other issue with them is with the parking as well they're parking on like I said the streets that a resident parking paring and then when they come out at at 2:00 in the morning that's when they're finally moving their cars and blaring the radio so I've asked him to actually reach out to St Anthony's church or to reach out to the karate school to see if they can you know rent parking from them so we don't have all these cars in the middle of the street as well and then people flying in and out of that parking lot um is the other issue but the music blaring it needs to stop especially on a Thursday night that that's I mean you want to do Friday Saturday Friday and Saturday night when people don't work the following day then I have no problem with it are they open till 2 on Thursdays they're they're open at 2:00 playing the loud music on a Thursday yeah the mar Marchi on a Thursday and then they have the DJs on the Fridays and the saturs I mean it's a great time I've been in there I've pottied in there but honestly it just it has to SC back it has to be skilled back a little bit and then if there's no other issues then we do what we need to do you know but right now I am asking that something be done and there's also numerous police reports there's been fights outside um and it's I called the chief today and he he said he was going to get me the police log um probably sign Andel can get it from me thank you all right uh so I think it's clear what what we need to do I I would I would entertain a motion to um have laa Sanda come into our July meeting as well to address the the concerns of the councilwoman as well as the neighborhood regarding the assessive noise um and issues with parking as well as the uh debris and um litter that um um is presumably coming from their restaurant so would you second that motion yes I'll second that okay so um we'll have our um office sent uh them correspondents to have them come in okay was that the two that's a two right that was just perfect okay so we just have a couple communication uh well just one communication notification from the massachusett alcohol beverage uh Control Commission
