e e e e e e e e e e e e e e here we go okay we uh we are televised and this is the start of our major 23rd uh traffic Commission meeting uh today we're starting at 4:00 because we have a special presentation from the MBTA regarding uh bus stop changes on Broadway um and then we'll move at 5 o' we'll move right into our public hearings uh so let's start out um with the salute to the flag pledge alance to the flag of the United States of America to The Republic traffic commission members uh here this evening include uh newly appointed uh DPW superintendent Chris chamel Lieutenant son Sean randel from the police department uh Nick rrom city engineer Chris brgh Fire Chief and myself Frank stringy city planner so uh without further Ado let's have the uh MBTA come on up and make their presentation regarding the proposed bus stop changes speaking and are we able to put the there we go I okay great um good afternoon everyone uh my name is is Olivia moate I'm a project manager with the MBTA working on um our bus Network redesign program and I'm joined today hi good afternoon my name is Becca wolson I'm also a project manager at the MBTA on the transit priority team thanks for having us so um we are here because we are working on implementing a once in a generation update to the mbta's bus network uh this is called bus Network redesign it's a complete reimagining of the mbta's bus Network to better reflect things like the travel needs of our residents and create better experiences for our current and future Riders uh we're doing this because you know I think you all can agree travel patterns in this area have changed places that people are going have changed changed uh and we really haven't adjusted the bus Network to reflect this so we best serve our our uh Riders um so this is basically a project to do just that to make our bus Network reflect the needs uh and wants of our writers so across the board we're adding a lot of service um and this is especially true in the first phase um so the first phase of bus Network redesign design um is uh a set of five bus routes that will significantly improve the bus service that we have in Chelsea Everett Riv Malden in East Boston um they include a 60% increase in service today over these five fruits this is really really significant and really exciting for us we haven't seen something like this in in truly Generations um so with these changes um we are um planning for December of this year um we're we're working on hiring bus operators to be running this additional service um and we're also doing some Capital Improvements to make sure that um the service runs well I I see you all squinting at the small map we'll zoom in a little bit more in some future slides I promise um but just know for for R uh the ones that you all should be aware of are the 110 and the 116 uh so the 110 uh this is a route today that travels um from um Wellington Station uh through Everett and then through Riv um and then it ends um over by Riv Beach station and Wonderland Station um through most of um Rivier it's on Park Street uh Center Street Beach Street um it provides service right now during rush hour of like every 15 or 20 minutes you'll be able to get the bus but off peak periods even think like noon or 1:00 p.m. on a weekday you could be waiting up to 30 to 45 minutes for that bus um we're completely changing this by doubling the amount of service we're putting on this route so it will be running every 15 minutes or better 7 days a week from 5:00 a.m. to 1:00 a.m. this is a really really exciting change uh I'll note that this actually means that the the service will also be running later on Sundays than it does today so the rooting will not be changing but the service will be I'll note that this current route before we increase ridership serves nearly 3,000 Riders a day so just to to summarize that's the route comes down Par Avenue onto Broadway turns right on to Central down to Beach and all the way to to uh Wan station correct okay yes the other route we'll be speaking about today is the Route 116 uh this route runs right outside our door on Broadway all the way to Wonderland Station um to the South it connects to Maverick station and East Boston it connects also through downtown Chelsea um so this is a another really significant route within our existing Network um combined with the 117 which runs today almost the same as the 116 until you get to just a few blocks north of here um we this this uh couple of rout serves um over 11,000 Riders a day so really significant service on this route and we are adding more so our proposal for bus Network redesign phase one would be to simplify this too because you know you have two roots that are essentially doing the same thing but they change a little bit at one end that can be really confusing for our Riders and one of our goals is to make sure that this service is legible and easy to use so more people want to take it so what we're doing is we're consolidating the 117 and the 116 into a frequent 116 this service is going to do the same routing that the 116 does today so it travels up Broadway and then uh serves I'm sorry forget this the Street North to connect over to Wonderland Station that's Beach Street R Street I'll R yes thank you um since the 117 would be going away um this service that is shown kind of in a green dotted line on Beach Street uh would be covered by the newly frequent Route 110 service so you're still getting frequent service on that portion of the route it would simply be covered by a different route um so they'd still be getting that connection over to the blue line from that area um and they'd have opportunity to connect with the 116 um over by park in Central a um and overall you know we're we're actually adding more service here too so 133% more service on top of what currently the 116 and the 117 has today before I go any qu further are there any questions okay okay so here we just wanted to to draw your attention um to the fact that this bus Network redesign phase one for Everett Chelsea Rivier Malden and East Boston um involves a lot of projects um we need to make sure we have layover space um birthing space or space for that more frequent bus service to make stops especially when we might have you know two buses stopping at a um arriving at a stop at the same time we need to make sure we have restrooms um for our bus operators so we have a lot of capital projects going into to phase one um across those five municipalities and we just wanted to highlight we have two happening in Riv one is a project we're about to go into more detail on so that we have a clear easy legible um accessible stop um that makes sense for bus riders who are making a transfer between the 110 and the 116 um on Broadway at Park and Central or between Park and Central um and we also have um improvements we're making to Wonderland Station for for um access as well um in addition to you know those capital projects across the municipalities we also wanted to draw your attention um to bus lanes and sort of improvements for bus reliability that we're building across those Phase 1 municipalities we're adding all these resources to it to dramatically improve the bus service to make it more frequent and the last thing that we want is for those buses to be stuck in traffic so we've looked at where currently our buses experience the most delays um and the greatest unreliability and we've identified opportunities um for bus lanes across our system so you can see we have some um corridors where we're working on design for hopeful implementation in 2024 some for implementation in 2025 um and then we've identified you know other areas across this network where we have opportunities to improve service and and we're going to keep chipping away at those um with bus lanes and Transit signal priority and then we also just wanted to highlight before we jump into this project um with the the project for the Stop and transfer location um between Park and Central with the uh Wonderland accessibility improvements we're already investing more than $500,000 in river in this first phase we're here where you know we are really excited to be partnering with you as a city um and making bus service um and bus transportation better for your residents so again um you know we're here we're here to invest and and bring resources and um appreciate you know this partnership I'm sorry I have a question the passenger transfers on Broadway park in Central what is that actually entail just like redoing the bus stops themselves yeah we're about to dive deep into the details this was our just setting up sort of this phase of network Improvement as a whole first okay okay so like I kind of described we're simplifying the network and we're adding new service here this is really exciting stuff um this does mean however that some writers of the existing 117 will now be transferring between the Route 110 and the 116 in this in this proposal I'll note that this impacts approximately 468 of the 11,600 writers or about 5% of the 116 and 117 writers um but we want to make sure that this change is done carefully um and we make it as easy as possible obviously you know people transfer from one bus to another all the time but we understand there's uh especially some sensitivity when people need to do it for the first time so we want to partner with you all to make this an easy process for them again this is a trade-off between adding more service and making things simpler and easier to use and um providing um transfers it's basically a trade-off that that we've worked with with you all and um with our Riders to identify so looking at the area circled purple up here on Beach Street anyone who is riding from there getting on a stop in this area and trying to get to Chelsea or East Boston the area circled in green will have to have a transfer from one bus to another um at Park Central and Broadway and that's what we'll go over now this is just an illustration of what bus stops we have in this area today so you can see um we have uh a few stop pairs on Broadway and a few stop pairs on Park AV and on Central AV uh we also have that very weird bus stop in the parking lot next to the fire department not our favorite we're proposing to close that stop um and then you can see in in that red dotted line kind of the the route that the 117 does today that will no longer be running beginning in December so again the goal of this project is to make this transfer experience as easy and accessible as possible and with the existing stop locations it's going to be really challenging for example if you're traveling from Beach Street today uh and you want to go to CH uh sorry in December and you want to go to Chelsea or East Boston uh you would likely uh get off at the bus stop uh kind of at the entrance of the um Park AV busway by the Hill School um on on Park AV you would then walk to Broadway and then you'd walk over to I'll have to remember now is that the Walgreens on that side okay the Walgreens a stop in front of the Walgreens that's 575 ft which for you and me might be okay but for someone who's carrying groceries has Mobility challenges has young children with them that can be a really impactful walk it's even worse going the other direction if we don't do anything uh you'd be going from the stop in front of the Right Aid and you'd have to walk all the way to that bus stop on Central AV by the um public parking lot kind of halfway down that block that's a 775 ft walk so really impactful that's what we're trying to fix with you all today making that transfer as easy and accessible as possible for these folks so on this slide we're on slide 12 now here's our proposal so you'll see here everything green is a proposed new stop everything with a red X is a close of something we're proposing to close and the ones in blue are stops that we're proposing to keep as is so our proposal is based on providing a bus stop pair of basically one going in either direction on that small block of Broadway between central ab and um Park AV we recognize it's a small block we have some plans to make this work um this would essentially put a shared stop for the 116 and the 110 headed Northbound which which means that Riders heading towards Wonderland can stand at one stop and get two buses coming every 15 minutes or better to get to Wonderland for that connection we think that's really valuable having the shared stop together so you know if you see a bus you know if it if the stop were a block away no one's going to be running across the street to try to catch the other bus they're all going to be waiting in the same place in the other direction we initially proposed having um the 116 and the 110 stop in different locations because we were very aware of the activity uh nearby at the fire department and we wanted to make sure that we were not impacting their um their garage opening and closing so we had initially proposed that you could have the 116 was traveling up and down Broadway serve the stop um right before Park a um but actually have the Route 110 serve a stop right after that turn onto Park AV close to where there's a stop today but hopefully moving it a little bit closer to make that walk even easier this is a tradeoff that you know you are all are welcome to to you know share with us what you would prefer it would be possible to have a shared stop on Broadway at that location it's a matter of a trade-off between parking and intersection operations before I go any further are there any questions about this uh one question what do we have for distance if we have just in case we have two buses stopping at the same time is there enough distance between uh Park in the fire station without impacting the fire station there is enough distance we can go into a little bit more detail about this later but it still would be also acting as a right turn lane so there may also be Vehicles using this Lane so yes there is basically our buses are 80 ft long I believe that block is at least 100 ft long any other questions before I continue no we're going to get into that that's that's an important point because you're going to have cars want to get around these buses going right onto pck Avenue from Broadway and coming around the buses and causing all kinds of confusion so we'll get into that a little later okay um I'll also note again as I mentioned we propose to close the stop that's in the parking lot next to the fire department um this would mean you know you all might know today the Route 110 actually travels through that parking lot um we don't like doing that we'd rather not so this actually takes our bus off of that um route so we would no longer be using the what we call the parkab busway including no longer excuse me using a parcel outlined in red there where the parking is that actually is currently owned by the MBTA so if we no longer need it um that's something to keep in mind we also would be proposing to move the stop pairs um in front of the Wallgreens in the Right Aid over to Mountain a just to space things out a little bit better so if we had this stop pair between Central and Park on Broadway the bus would essentially be stopping going through the light and stopping immediately after again um we want to make sure that that service isn't gred by going you know essentially having two stops in the exact same area so this would spread things out so one more question yeah the area that the MBTA currently owns MH would that be transfer it to the city of r or would they still have we still have an easement on it that is above my pay grade what I will say for now is that we no longer would have a business use for it yeah okay happy to work with you all on that thank you okay and this is just showing what we're proposing with all of those other stops gone so the green stops are the new stops blue stops are stops that exist today so if we do this now we're on slide 14 The Walk In One Direction between stops when you're transferring would be 100 50 ft and in the other direction it would be 0t so in one direction we're saving someone who might have a Mobility impairment about 425 ft of walking and in the other direction we're saving them 775 ft of walking this will impact hundreds of people each day I'll also note that this uh would eliminate a lot of pedestrian Crossings at this intersection which I know uh it's again a busy intersection it would mean that anyone transferring wouldn't actually have to be cross crossing any crosswalks hopefully would help you all okay and these next couple of slides just walk you through um more of the you know what the actual roadway will look like um so in this block between Central and Park at peak hours um so you know busiest time of the day we'll have a bus every 2 minutes Crossing through this block um throughout the day they'll be be at least one bus every 3 to 4 minutes so there'll be a lot of buses going through here um half of those buses will be going straight just north south on Broadway the 116 and then the 110 will be turning you know onto and off of Central and Park a um so just in order to keep all the buses in the outer Lane we're proposing turning the outer Lane in each Direction into a bus lane it would serve buses turning right in each Direction is going straight in each Direction and would also be shared with right turning Vehicles onto Central AV and park AV um we can consider those to actually be Q jump Lanes um since we're also proposing Q jump signal heads so um at the very top of the page and the very bottom of the page you can see those special um Transit signals that have indications so that bus operators are given a specific sign when they can go straight through that intersection um so what just to sort of explain this a little bit um when a 116 is in that bus lane and it needs to go straight across central a and across Park AV there's only one receiving Lane um so we need those buses to go straight when general purpose traffic is held and cars don't have the ability to go north or south um so that's why we would have that specific special signal head um and again allows the through buses and the right turning buses to share that right lane and keeps general purpose traffic that needs to go straight in that center lane yeah please I'll add uh with the concern about having this Lane shared with right turning vehicles and with buses this basically allows a bus to continue on as soon as it can which means that the vehicles that are also sharing that lane will still be able to continue as they do today so they will hopefully not have a bus waiting at that queue um the bus will be clearing out as quickly as possible so you know we know people take right on red over here we still want to make sure that they're able to do that this basically makes this possible yeah so so the transit signal priority that'll be programmed um with those Q jump signal heads there'll basically be detection at the intersection that knows when a bus is arriving um and can give the bus priority to get through um and and that means because it's a right turn lane shared with those through buses when that bus is going straight there'll be more right turning capacity um which will also help clear that intersection a bit quick question yep uh two of them actually so the signal jump only applies to the bus correct okay and so those signals will will be somehow um interfaced with the existing signals for the cars correct yeah there's a it's basically a smart signal system so when the bus signal is going to turn it communicates to the other signals um and can make can insert a signal only when the bus is there so if the regular um right turn lanee is signalized as green and a bus is coming it'll stay green a little bit longer to make sure the bus gets there and gets through um or if the signal is already red it can insert that green through phase for the bus and the right Turners a little bit sooner does that make sense but it's very brief um and it's you know every 2 to four minutes um so it's nothing that would really impact the regular signal cycle as it is in a meaningful way yeah you clarify one thing uh you mentioned every three to four minutes buses will be coming through this intersection um that's not the interval of the the bus is stopping is it uh it it actually buses will stop every 3 to four minutes yes okay yeah so a lot of buses coming through here yeah actually that's total so right North Maybe eight minutes south every eight minutes so they'll be transferring every eight minutes one way or the other either side of the street yes don't expect many people many people to actually be Crossing Broadway to transfer between bues based on the way but some and in your study shows no negative impact to the regular vehicular traffic due to the addition of these buses and this system no like meaningful impact no meaningful impact yeah it I mean the signal cycle to get the bus through is fairly quick and I will say we we have an expert on our team um an expert in the signal priority I can't pretend to be one um who will be here hopefully when we come back next month who might be able to take some more um detailed questions and we're happy to follow up with those after afterwards too I hope so obviously efficiency is is the most important thing here given the volume of traffic that goes through that intersection when you're talking about transfers you have users coming off the bus and then users going on another bus well hopefully they're not there at the same time but you know it'll be quicker if they're not to get that traffic flowing continuously yeah and and we understand it's a very complicated intersection with a lot of vehicles I think the the good thing about having the transit signal priority is it gets buses out of the way faster right I mean they take up a lot of space in that intersection um and you know the better we make this service um the more attractive the more frequent hopefully some people are able to um switch over from vehicle trips and and get on the bus too which will improve this intersection has been a source of great pain to the city for many years yeah and we don't need to make it even worse so so I will note I check this yesterday um the number of bus riders that go through this intersection right now is over 500 an hour during rush hour so imagine if those people were in cars imagine if we can get twice as many to take the bus instead right so the bus is actually doing a lot of work for you all to decrease the amount of vehicles we're seeing through this intersection and by making the service better we're hoping truly that it will make an even more meaningful difference the only thing is we're creating stocks stops literally the intersection now so that might delay it a little more than currently right delay the intersection yeah so like Becca said you know we had a a signal team look at this and and figure out if it was a meaningful change in the way that the intersection would be operating um and they told us that um it would be completely doable and it would not be an impactful change they basically like you know calculated based on the fact that there's a stop there um so this has kind of been modeled out you know we'll we'll obviously be working with you all to get you more information if you would like more next month to explain this um but we have we have worked diligently to make sure that this can actually work because the last thing we want to do is mess up this intersection not only for all the people traveling through but also our buses right okay okay happy to take more questions I'll advance to the next slide too and just walk you through the layout um of how we would be proposing to stripe the roadway so again you'll see those two outer Lanes um are are marked as right turning and as bus lanes shared with right turning vehicles um the reason that we have the space to add those bus lane right turn Lanes is by removing the existing bike lanes that are there today um however we're proposing to put um shared uh sharrows onto the each lane so that for people on bikes who are turning right they can use the outer right turning bus lane and for those who are on bicycles going straight they can use those center lanes um and we'll be indicating you know if you're in the right lane you must turn right um and and one thing we also wanted to point out is the extra space on the side with the fire uh station we you know understand the sensitivity of the fire um Vehicles being able to access the fire station um and so we do have extra space there the double yellow Center Line doesn't change at all um so meaning the access that you have today for pulling out will stay the same and can you include that in your plan you return the do not block intersection hatched off area front of the fire station yes yeah we've heard that message and we can incorporate that into the plan to um do not block the intersection markings um and on the next slide um we just have some renderings that show what those um bus signals would look like so where you see the Red Bar the triangle and that vertical line those are you know signals to indicate for bus operators when to go straight and when to stop yeah and and we do have these in um in our system throughout the region already I know you know they probably look very new I don't think we have any in Riv yet um but we have one in Cambridge we have them in Somerville um and couple in Boston and throughout the system and this is something that we're trying to build capacity to have a lot more of throughout our system and we're really sort of launching more um with the resources that we're bringing to bus Network redesign phase one yeah so that takes away timing from the other movements to have that special right here through Lane just for buses so while that's allowed yeah so so right turning it adds it adds capacity you could say for right turning vehicles um when that light is on it does hold other traffic um um but again it's only when a bus arrives so otherwise the cycle would operate as it does today and it's a I misunderstood I thought that just applied to buses it well it it tells buses that they can go um but when anyone can move in that right lane since turn right turns are allowed on red um right turning Vehicles will also be able to turn in that phase I know it is a little bit tricky and maybe next time when we come back we can have some additional diagrams that really diagram out what that um how that signal would work okay in addition to um those Lane adjustments and the signals we're also propos proposing to upgrade sidewalk at the locations of these bus stops to comply with Federal accessibility guidelines um so the areas shown in Gray rectangles here would be repaired and brought to a good a state of good repair uh we're lucky enough that you all did a a lot of work over here uh in the past few years for the crossing and the PED ramps um so most of this work would be ex uh exclusively sidewalk um just bringing it to a good State a state of good repair along with that what are you proposing for shelters excellent question so we are proposing a shelter for the Stop on Park Street uh sorry Park AV um there is not sufficient space for them on the stops and Broadway because of the business frontages but we would be installing benches at both of those okay excuse me the the approve ments to the sidewalk that doesn't not include a any relocation of the curb line correct correct thank you just to show you all what this means for parking I know this is something that's very important to you all um in doing these changes um pending you know what you all would would like us to explore regarding either having separate stops for the 110 and the 116 having South and Westbound um or having a shared one on Broadway um that stop on Park AV would be equivalent to three parking spaces by removing the um stop in front of the r Aid you'd be gaining two spaces um and then the stop pair on Mountain a uh would be uh loss of four parking spaces so overall pretty minimal keeping in mind that these changes are impacting 468 Riders per day any questions about this so there are a lot of elements here we listed them out for you all um so I'll I'll I'll list them again it's the accessible sidewalks two Transit signal heads adjusting the signal timing and the transit signal priority to accommodate those signal Heads new signage Lane striping adjustments a bus shelter on Park Street and benches on Broadway any questions about any of these just had a question about the the Q jump signal heads mhm um does the does the T do any Outreach um or uh public education about those because I've been through Cambridge and I've seen them and to be honest I said what the hell is that that's kind of I don't know if I'm supposed to right how it's supposed to impact me or how you supposed to inter interpret that is there any Outreach or public education for that yeah so generally they actually look different because we don't want drivers to see them and think I can go on this so bus operators receive very specific instruction on how to understand what the lights mean um I think to your point though of General sort of education and engagement that's something that we can certainly think about I I also heard recently I think Driver's Ed is going to be um refreshed for the first time in in many years or the um I think how people are taught how to understand some of the things that are out on our roadways um it's it's something we can note but again the goal isn't really for General Drivers to understand how they work we want them to pay attention to the red green and yellow that you're used to and then for bus operators to know this is a signal that I understand and I know that I can go whereas you know drivers are are still held on a red light any other questions so our ask for you tonight is I think twofold the first is do you feel comfortable with us coming next month for a public hearing and the second is if yes what additional information can we provide to you all to make sure that you you feel comfortable in a decision that you can make well that is the next step to move this to a public hearing and at the public he include all the modifications we talked about this evening um with those updates so uh I I would entertain a motion by any member to uh move this to a public hearing I'll make a motion Mr chairman to move this to a public he motion do we have a second second all in favor all oppos none this would be audit to a public hearing thank you very much okay thank you okay we have some time before the public hearings actually start at 5:00 uh there are other requests that we can take up at this time that are on the agenda including uh request number one this is to amend title 10 section 10. 32. 210- 10.32 211 to allow parking of vehicles with pupil plates not to exceed six passengers this is a uh this is a a request to allow parking of vehicles that have pupil plates now this is something that I think we have to take a close look at because it could have a larger impact on parking overall in the city is there anybody here that want to speak on the request if if not we can uh we can table it table motion to table we have a motion to table second all in favor all oppose iquest number one has been tabled number two we have a request to amend schedule 8 of title 10 restrictions generally by adding Gibson Park to our pocket during the hours of 8:00 a.m. and 8:00 p.m. 7 days a week Mr bab would you like to speak on this Zach babo director of parking City Riv um so for the past 10 months or so maybe a little longer ever since the construction of Gibson Point has started uh the contractors that work at this uh location they have an off Street Lot in Lynn where they can park and there's a shuttle bus that the contractor has to get them back and forth they continue just to Park in Gibson Park daily um to the point where yesterday was a beautiful day 80° there were some neighbors that wanted to take their children to the playground or their grandchildren and there was not a single parking space of ilable there's nothing on the books right now that will allow me to enforce it and trying to clear out the cars so after speaking with the ward counselor and having a little bit of a community discussion we are proposing to make this Tim restricted parking um in order to make sure that it's available for playground users at all time um and this is this is the motion on the on the flo tonight so I'm requesting public hearing for this thank you I am just concerned about the the 2hour time period there are Park users that stay at the park longer than two hours use so for the most part um anyone down there should usually have a resident sticker um we would use as those identifiers um and if that was the case our our our goal is to not affect the neighborhood or the residents at all just to make sure that there is capacity for parking in this playground should the neighbors want to go there uh cuz at this time right now there is very limited capacity on a daily basis until the contractors get out of there any questions I would be open to moving that to three hours um if we think that that's adequate uh time and uh the other the other side effect is that eventually this this development is going to be opened up right there is going to be limitation for parking on site um eventually we are afraid that there's going to be some of their guest or others still continue to trickle in and use this parking lot as a stay place where that's not the intention of this area right we just just don't want to penalize the park users that are going to be there eventually when there will be a boat house there there will be other uh uh waterbased recreation activities so um if we could bump it to 3 hours if that's a minable we with everybody we move it to a public hearing motion to move to a public hearing motion to move second second so audit public hearing will be held yeah Mr Baro quick question on that last one yes is that just the for the parking lot yeah thank you thank you uh let's see we have another item three this is a request to amend title 10 34010 section g resident parking sticker by removing 145 Harris Street um and this goes along with number four I believe to amend 104310 section F by adding 145 Harris Street one parking sticker per unit additional Vehicles will not be eligible thank you um so this is a building it's all it's I think it's 14 to 16 units all condos all owner occupied um they only have about 9 to 11 spaces in their lot it's really an L-shaped lot and there's not much of availability um there's a couple individuals there that have children that have come into the driving age and they do own their condos they do live there and they just are running out of parking availability their their children end up on on street and seem to be getting tickets frequently um so this was actually brought on by the ward Cel of this area and I'm in support of this motion we're asking for public hearing so the the request is one additional parking sticker uh the CR only one parking sticker it's really to move the property from the G list to the F list the G list is a list where you don't get you do not qualify for any type of Resident sticker or visitor pass the fist allows you to qualify for one resident sticker per unit plus a visitor pass um if it's the wh of the commission and we just want to make sure that they're tax paying vehicles on the street um I'm comfortable with PL providing one resident permit per unit and should they need a space for their guest they could try to facilitate within the lot um I'm open to to make a delivery to somebody's home um it's to make sure that they can make those turns whether either left or right coming from Broadway um over the past few months those lad lines have faded up and it's been making a tough for parking to enforce it so we recently requested the sign Department to place signs according to how the ordinance was written with the 100 ft when we place those signs we remove six parking spaces that were not needed to be removed um so we immediately readjusted and we realized we really only need 60 ft of this roadway so I'm just asking for a language cleanup on the street um limited to six pack passengers or less uh and treat them the same as commercial vehicles the same restrictions the same fee schedule again just one per household I uh did some research with the assessor's office and there's currently only 41 pupil plates registered in R so this isn't a massive uh undertaking uh a lot of them are over six passengers so they would be excluded so these are registered to uh resident residents in reside here and pay excise tax here and so they would be entitled to a parking sticker right the the same criteria as commercial plates are now so this wouldn't include Vans would it well no six passengers or less so like a minivan yeah anything larger than that would be excluded okay if you could move that to a public hearing I'd appreciate it thank would represent them today so they didn't have to come they've already been here just just s summary Fairfield street is the only Street which is a one way yes off of Rivier Street just a question uh counselor so the the residents they're in support of losing parking on an entire side of the street well they want to keep it two two side um two-way right two way but there'll be it was made one way to benefit the person who lives across the way on on um rier street right because he can't get into his driveway and it's not fair for the other people that have to the rest of the street that has to go up another Street to come back down to get to their house so they would rather have it two-way street well I understand that part I'm just want to make sure cuz I know parking is at a premium and that's half of the street that's going to be off limits for parking and it's easier for a fire truck to get down there too because if they Park on both sides of the street no no fire apparatus can get down and that just happened a few months back okay thank you thank you this is in line with the the rest of the streets where you have two-way traffic and pocket going one side are there any other here can this is a unique situation in the driveway for what reason it would be an imposition whatever the reason that's what it says I mean it it it's a legitimate handicap individual that does not have handicap accessibility because doesn't not have access to the driveway to park their car is are we sure that they don't have access to the driveway or this what this is yeah I believe the last meeting there was a a there was a letter submitted by the uh by the property owner there's one here have we ever given someone a handicap um parking space with the driveway as well for that matter if someone else in the household is saying they don't unlimited occasions you know we try to be accommodating to to handicap residents and this is a legitimate case where the individual's been denied they want parking restrictions they were upset that this came into fruition 3 years after it was proposed and they basically wanted to keep it the way it was have 2-way Street and the two-sided parking but this is up to the commission I mean they're not even here so I don't I don't even know what to say to be honest with you um the police in the fire department were supposed to look into it to see if it was feasible I don't know if there's ever been any incidents of a fire truck not being able to go by with the cars parked on both sides um I've actually driven by there if they don't park across from each other then it's fine but if they are directly across from each other then they can't get through but I'm willing to give them what they want and they also want the 24/7 parking like the other side so um I'm I'm willing to hear what the commission has to say I don't know if they're sure what they're asking for here because in reality when you have parking on both sides it's only you have cars coming in both directions you have a standoff all right and that happened in in the pointed Pines on the ocean side we changed everything around because neighbors were yelling at neighbors and there were actually fights in the street and so um if if the plus we only have a 24t roadway so that means you have two 7 foot tra two 7 foot pocket lanes and a 10 foot travel Lane that leaves you that leaves you 6 ft for travel Lane and my other issue was when the signs went up they went up on the wrong side of the street so that needs to be corrected as well yeah so that's the number one item that the signs be corrected no they were never removed they were never removed so they need to be removed Andis signs apparently are on the wrong side of the street all right that we can it's not Chris's fault you inherited it Chris thank you which side of the street they're supposed to be on what is it the left side facing the oce whatever side they're on they're supposed to be on the opposite side okay on every street is that correct Zack on every street they had omitted one of the streets but we had to add it on yeah so maintain is two ways with parking on either the south side or the northly side if I get which one was but it that's what's on the boook I would request a letter go out to the residents of the change as well so everyone knows what is actually happening yeah well um is there any way to leave it at both sides of the street or not yeah I just from my experiences with plowing down there in the winter time it's almost impossible when there's cars on either sides you can't actually turn off Northshore Road you have to come in the opposite way and go straight out with a 6ft blade to make it by those cars and I can't imagine a fire truck something trying to get through there yeah I really can't the residents say that they will alternate their parking so make sure that doesn't happen but I that's easy to say in reality it it's not easy to do you I don't think there's ever been an issue down there though I don't Chief you know better tell me I can't say you know what I don't have one off the top of my head I'm sure there has been but we don't want to have one and all it takes us one you know we know it doesn't fit so so this is a public hearing we heard from our proponent are there any other proponents there's no one here today hearing Riverside um wasn't very heavily enforced um in order for the commission to make it 24-hour residential with the construction of um give point they couldn't make a 24-hour residential on a street that had no parking or legally not allowed or so it is 24 now um this motion does not need to come in front of the traffic commission it is as it is uh it is currently today 24-hour residential parking which was approved back in 2021 right so I think that can sit as is yeah and before that it was restricted no parking on either side of the streets correct so now they at least they gain parking on
