uh we are now at the portion of the meeting reserved for the public hearing on year 51 cdbg program funds activities and priorities of the burough of Rosal Park this hearing is required to get input from the residents of which we have a lot tonight please read the proposed projects for year 51 yes mayor priority number one is a roadway rehabilitation program project for street named Warren Avenue limits Meadow Street to Chestnut Street in the amount request of $34,636 under the category of improvements and priority number two is a senior citizen Social Service program in the amount requested of $41,000 under the category of Social Services may I have motion to open the public hearing on year 51 Community Development funds so move second all in favor I I um would anybody like to come up and speak on this I'm seeing no one uh it's lonely out here it's it is lonely out there uh okay seeing seeing no one may have a motion to close the public hearing on year 5 1 Community Development but I do think I I can I don't know if you have anything but I do want to get a report from Andrew regarding some uh Department of Public Work updates I thought it'd be easier just to get everybody together and do it I just want to announce real quick sore bills due by the end of the year December 31st without interest that's it thank you thank you um so Andrew just ramble through what we what we got sure so uh there's been a lot of uh things discussed over the last several months some concerns at the Department of Public Works facility that have been vocalized at this meeting and in other places um so when those concerns have uh come up um the burough did its due diligence and conducted an indoor air quality investigation at the DPW facilities um just looking holistically about um safety and and appropriateness of the facilities that exist there um we recently received the results of uh that testing um there were a few takeaways and some to-dos for the burrow and we put an action plan in place um couple of the areas of the buildings have uh moderately elevated levels of indoor air fungal spores um for context um there is mold everywhere um there's mold in this room right now um there's mold in whatever room you're going to next um the question is how is it compared to the outdoor air level so we conducted a similar study in 2017 2018 um there were no ambient elevated levels um on this particular day when we did the testing there were uh elevated levels the other uh major takeaway um was that in some of the facilities there were elevated levels of benzene for uh for context uh Benzene is a substrate or a uh it's a it's a lingering uh effector chemical from petrochemical so oil gasoline things of that nature um one of the things I did when I got this report was I sent it over to our license site remediation professional and kind of asked for their guidance as to you know how they felt about it and and what they were seeing there and how they analyzed the report um their response while there was a little more context was this would be in terms of the Benzene typical of a place where there wouldd be a mechanic's garage um and any elevation of those levels can be mitigated by um some indoor air quality improvements which would be ventilation so we've put an action plan in place where we have our HVAC contractor going to the site doing an analysis of those buildings and we will be installing some new fresh air intakes in those uh areas where we saw those elevations um speaking with the industrial hygienist who conducted the report in addition addition to our lsrp that should mitigate the problem given the fact that the onsite Vapor intrusion does not dictate that there's soil-based Benzene levels um elevated levels of benzene I should say um the second uh item uh a little bit surprising uh was one of the areas where there was elevated levels of of fungal spores um was actually in the office area and not in the area where DPW labor would typically be um the the secretarial and the superintendent um so uh asking the industrial hygienist kind of you know how we go about mitigating that because for those that aren't familiar it's a very very small environment um they said kind of a thorough cleaning is probably going to mitigate the vast majority of it and and we will do that and so part of the action plan is to do kind of a holistic cleaning and cleanup and housekeeping of the office and then retesting the indoor air quality in that area and we will do the same thing in the facilities where DPW Labor uh break room mechanics garage locker room bathrooms where all of that happens we will retest after some of the corrective actions um that we're going to implement um something that's actually happening starting tomorrow um there's uh Visual and I I think we talked a little bit about this earlier in the year there were some visual areas where it looked as though there was um some water damaged in insulation in the building along the ceiling areas um indicative of maybe a leak at one time in the ceiling or in the roof um the roof has been patched over the last 5 years so it's very possible all that insulation is going to be removed um the areas underneath that insulation is going to be retested by the industrial hygienist just to make sure there's no additional apparent fungal uh growth in those areas um going to get the results of that if there are the areas will be scrubbed hepo vacuumed all the things that need to be done to make it safe uh and then uh insulation will obviously be restored in those areas to make sure the building are uh weathertight and comfortable um there was a little bit of damage to some wallboard ceiling in the break room it's going to be cut down reviewed uh and and and mitigated and replaced um and that is really the the sum and substance of of the report uh the report in and of itself is 56 Pages a lot of it is analytical in nature and and and based on lab results yeah and so just one of the thing Andrew I want to layer on top of this so this is as a result of some of the um discussions um and some of the concerns brought here um obviously we're tuned and responsive to all these concerns um well beyond that can you just explain what an lsrp does and what they have been doing at places like the DPW site where we have historic issues like every other DPW site yeah mayor so lsrp is a license site remediation professional um actually uh the burrow retains this individual to track track the they call them aoc's the and their D tracked aoc's aoc's are areas of concern right so um back for example back in the early 1990s there were underground storage tanks at the DPW that held gasoline and and Diesel very common at the time going back historically when they were removed there's an area of concern that's generated at the DP those areas need to be tracked the salt Dome at the D at the DPW has an activity number and is an area of concern because of sodium contamination because it's salt um so what an lsrp does is periodically based on state regulations that I couldn't spit back to you now monitors Wells monitors the ground and Mak sure that there's no elevated levels or or worsening conditions on the site um if there are worsening or new conditions that are apparent they are then obligated by their license to report it to the D report it to the municipality and track it um all of our areas of concern are reported to the D and they are tracked there's actually a system D has online called Data Miner you can look at every single area of concern in the state of New Jersey there's many in Rosel Park and in every other municipality in the state of New Jersey and probably every other DPW in the state of New Jersey um nothing that any of our professionals have seen down there is something that they either haven't seen before or haven't seen in a worse State um we are not an anomaly and we are not even of a high concern um and I say that confidently because we're putting an action plan plan in place to address the things that were um found to be in need of improvement and um we're committed to doing that and like I said uh some of that work starts tomorrow and a lot of it has already started to take shape yeah but just I want to endcap it so just for Council I know you guys got the the the documents this is mostly for you guys and for anybody for the public who's interested I just thought the verbal would be easier to digest than the 52 Pages um but I think I also want to make it abundantly clear um the a lot of work is done per regulations well before anything was brought to our attention right like the lsrp work is something that we've been doing for years to make sure that it's a safe place as required by the state is that correct yes yeah okay cool um probably a mouthful but I don't know if Council if you guys have any questions if you read through the report Andrew's here and you know happy to get the second uh is there any discussion uh kjan do you something uh so I have a question so basically camworth uh we're doing a shared service and like so we get $75,000 from Kenworth and 65,000 will be paid to Ken and then 10K would be paid to broso park correct yeah but I think I I just want to so Andrew help me out here this is basically kind of redoing what we did before in similar economics of it and then the other thing is also I I don't want to get into Ken's personal finances but I think this is kind of the agreement of what Ken was already doing and this is kind of just formalizing it as a shared service right so um I think that's important context to set keep me honest here guys yeah the numbers are different but we had a um I believe it was 2021 and 2022 uh we had an agreement for CFO and qpa services um that then dropped off um and Kenworth now is you know they've expressed an interest in doing it as a shared Service as opposed to a direct higher Arrangement so it is going back um just say if not qpa though say no no there's no qpa it's only CFO we used to he used to be the qualified purchase agent for Kenworth we're not doing that oh gotcha and then if the agreement ends like does the salary go back to 166k or believe that's what happened last time and that's what would happen yes so so the the adjustment is only tied to the shared service agreement if the shared service agreement goes away so does the salary okay gotta and then I just have a couple more questions okay um and then I saw that it's a CFO and a treasur is that same position or same position so in in like in Rosel some places have a certified Municipal finance officer CFO certified Municipal finance officer is the license in the state of New Jersey to be a CFO um there's also a position of Treasurer in smaller municipalities they're usually one and the same in larger municipalities they're sometimes separate positions but this is just one position so does Kenworth have a treasure like we have assistant treasure that we pay um Ken is the Ken Ken is the CFO in Kenworth no so assistant treasure is that do they is there is there an assistant treasure there is okay all right um and then what about the schedule like does he have to go back and forth or does he have a set schedule so there so there's no um and and Ken you can opine on this I don't think it's a conflict but the um there is no set schedule right it's not like every Thursday Ken's going to be kind of worth a 2:00 it's what this what this allows for is the flexibility to go back and forth I could tell you that predominantly between the hours of 8:30 and 4:30 Ken is here in the B Rosel Park but if there's a meeting in kennworth at say 3:30 this allows him to go there without having to use paid time off in Rosel Park so there's like he's not required to work there after hours or anything like that there's no it's a fluid it's it's a fluid requirement okay yeah yeah I mean I would say probably can like like you do with our um committees you probably have to do after hours for you know when the council meets there I would imagine right I basically have to work as many hours as I have to to get both jobs done that's what it boils down to and then what about Transportation does he get a municipal car or anything because he has to go back back and forth or no no no personal vehicle okay and uh he's slimming down you can see he's walking he's actually walking back and me I feel bad he should get one cameras should we can give you a municipal bike something um what about we won't auction one of them off next time Andrew does the auctions he bought one once did you really oh that's funny anyway nice um what about the additional cuz U I know you explained the what was it was like when we did the finance like when your paycheck goes up your uh Insurance also goes up yeah so Ken is in a category of employee where he's already he's he's capped at he's at the maximum contribution allowable under the chapter 78 guidelines you're talking about for health insurance contributions yeah like so if your paycheck goes up do do we have to pay more as a borrower because technically we're the one issuing well we're we're paying we're paying more in his paycheck which is offset by the contribution from kennworth um for the insurance we would still be paying the percentage of the premium we would already be paying it has it is no for once you get to a certain amount in salary the contribution to health benefits is the same it's completely dependent on the cost of the premium got it and then um what about the if you I don't even know if you the other like um Social Security do we pay for that or so we do and it would come out of it would that would come out of the additional $10,000 got that would cover that would act to cover uh the additional social security contribution okay so and then that would be out of the 10K yes okay so I mean my personal opinion with that would be like this is a a bad deal for Rosel Park not so much for Ken um and I think we should at least get like minimum of 100K um just on you know from shared service because um right now as a sh service Ken is getting 65 and Rosa Park is only getting I mean he could get 65 and Ros Park could get the 35k and then he could use that money to offset all everything Social Security and stuff like that um as what we did with DPW um we're paying them 58k and in return camor gets you know a car um they get all the equipment um and they can rent all that so my personal opinion would be this is a bad deal for us as a borrow so uh I would like to vote no on this and that's all I have yeah there's there's a couple important clarifications there so I don't have their exact economics of it but I why I think that's kind of a bad faith agreement is they take a similar overhead fee for ours right I believe is Greg's getting 40,000 and they do 10 I don't know that yeah but but they also but they also getting 50 he's getting 50 so he's so he's so basically everything we're giving goes directly to him so Kenworth is taking no overhead there right so I think it's it's difficult for us in good faith to for somebody who we're trying to Ser services with say we're not they're not giving up charge the B of Rosell Park and not only we not taking an upart not we're taking up charge but we're also doing it you know whatever 35k up charge feels like a little bit of a raw deal but I just really want to make sure cuz this has been something I've seen especially throughout the fall they do not get any equipment from the borrow of rosol park right so they uh it is our equipment yeah but they could borrow it but there's a very distinct difference when you said get they are it is our oh yeah no I let's be clear about that yeah we did not give anything up because it's it is millions of dollars of equipment they they can borrow it in the spirit of you know shared service which is I think why they do it so cheap right because they get access to it um but I just I want to clarify that we didn't give anything up yeah yeah no I'm I'm not saying this is more like a like borrow thumb but yeah it's the last meeting of the Year okay uh uh first of all I again I want to send my condol like councilman Johnson said uh Johnny Clark Johnny was a personal friend of mine uh he was a 1964 graduate of roselt Park High School um a dedicated uh veteran of the Vietnam War um many talks I had when he used to tell me stories about his time over Vietnam and he was very proud to be a veteran uh and also a marine okay um he was also uh the first couple years of my uh being the councilman he was the Grand Marshal of the Memorial Day Parade who also took it very proud uh to be uh um a u of uh you know the Grand Marshall um he will definitely be missed um I used to have many conversations with him um and everything and uh actually uh uh the last few years when he couldn't drive anymore I used to pick him up to go vote um but this year councilman Johnson had the privilege of uh picking him up uh but yes he he was a great guy and I he definitely will be missed um and also David Shields which was a 1965 graduate of Roso Park High School um again the cul out the two on December 7th I attended the Christmas tree lighting with councilman Johnson Council sarella rosan councilwoman Rosanna Lions and the mayor okay uh great turnout um I thought everything went well um and everything and U mayor I didn't realize you had a great voice oh it's it's the voice of an Angel okay um but uh I thought everything went well um on the 11th I went to the recreation uh meeting which it was our Christmas party yearly um everything was well uh they're getting ready for the couple winter projects they're having uh in the winter which it will come out shortly uh this past Sunday I attended to paray of Lights as uh and a great turnout um you know with the cold weather and everything and they still um you know came out uh I seen many people through the path and like that um on Monday uh was the historical historical meeting um and um again it was a Christmas party um and everything so um you know like I said uh while attend we I believe they picked up a couple two members so hopefully uh they'll start coming to the meetings also uh today I had the Joint Sewer meeting probably one of the longest meetings uh uh I've been at since I've been uh on the joint SE and actually we pass pass the uh 2025 budget so that was the main topic um I want to um also uh reach out again if you could help the American Legion out um we would appreciate it um and everything um so like I've been saying we got the steps done um we got some little painting uh we were able to get donated uh flooring for the uh bar area which will be probably done I'm going to say probably after the holidays which will make the place look uh really nice and um I was there on Friday and I got a big surprise uh kzam Mano put in the railings um so uh which we really appreciate and I'm going to have them come to a future meeting uh probably after you know definitely after the holidays um and everything but I want to uh and that was again all donated and everything like that so um most of the um Union uh workers they're all saying to me when it comes to the vet we will do anything in the world for them and of the year it's a time to reflect on what's been truly a truly eventful year rather than listing every accomplishment just walk take a walk through our town New Roads thriving businesses community events ongoing Park open space and infrastructure improvements and growing families there's a lot to be grateful for including your continued support for allowing me to serve I have the pleasure of attending Santa prayed on the 15th and beyond that I've been focused on addressing constituent concerns I also recently celebrated my birthday so many thanks to everyone who reached out here's an update on what's happening in the ward the shade structure of boy SC Park is now up and the njd has been actively removing invasive knotweed as well as dead and hazardous trees along the raway Valley Railroad and I owe thanks to Chief Reno ba casayas and superintendent budash for promptly addressing the concerns that residents reached out to uh reached out about uh earlier today in Chamber of Commerce news the county Educators Federal Credit Union has rebranded as County Excellence Credit Union they are open and will be celebrating their grand opening in February for those who may not be familiar a credit union is a nonprofit member-owned Co-op that focuses on serving its members rather than shareholders like traditional Banks uh they often offer lower fees and better rates and while banks generly have more branches and Services Credit Unions tend to be more Community focused and you're eligible to join if you live work worship and conduct business in Union Somerset or hunter in counties or if you're an immediate family member of an existing member they're located 16 Lincoln on the corner of chestnut across from the port of admin building any last minute shopping dining or grooming please shop and support our local small businesses and be share be sure to share uh your finds or experience on social media using the hashtag UC loves small Biz and Rosel Park NJ to help general nature of the subject to be discussed in closed session is contract negotiations with Wells Fargo bank and whereas the time when and the circumstances under which the item discussed in close session will be disclosed to the public at a future time now therefore be it resolved that the mayor and Council of the bar Rosel Park in the county of union state of New Jersey do now adjourn the open portion of the meeting and open a closed portion of the meeting to discuss the aformentioned item need a motion to adopt the closed session resolution so move second call the roll oh all in favor
