for not submitting these questions via the online form it's been a rough couple of days uh agenda item 11 superintendent go thank you for your time the other day I know we discussed esy being at the middle school and I just wanted to re reiterate the positive outcomes we saw from the middle schoolers having their program at the high school last year parents told us how much it helped with the transition come fall it also gave those kids the opportunity to be around their non-disabled peers something that due to the nature of esy is difficult to achieve with the help of Mrs carlstrom Mr reneer Mrs morelo and my co-leader Jackie and the facilities Department we were able to put our heads together and make something happened that provided such an amazing benefit to our students I hope the same can happen this year agenda item 17 will there be a budget Workshop or any other type of special budget meeting prior to the April 23rd hearing is it expected that the budget will be approved on the 23rd as you know I feel strongly that the taxpayers should be given the opportunity to make actionable comments on the budget the doe has worked time in and I hope that you guys utilize it lastly I wanted to comment on the student recognition uh once the recognition is over the board president will invite parents to leave if your student is old enough I would encourage you to stay getting kids excited about the government process is something we seem to be missing these days a group of high schoolers spoke at our last meeting and it reminded me that it's been ages since a student has advocated at a board of ed meeting I fire recall correctly had something to do with bike racks or bike policy anyway if you leave it's totally understandable but staying would be great and the meeting is normally very short thank you that's it anyone else seeing none I close the public portion the principal's report good evening president Bayamon vice president quintella members of the Board of Education Miss Miss Mau and the Sherman School Community thank you for allowing me to share some of the great things happening at Sherman school since spring officially begins tonight I'd in the fall our fourth grade students planted garlic and it's growing well Mrs oar's rhubarb is also growing leaves and flowering the fifth graders planted seeds in milk jug jugs to make little green houses to start growing our seeds early they Ed the seeds that they harvested this fall all we cannot wait to see the products of this year's Garden we also added a compost so we can produce our own nutrient rich soil this Garden Grant is a positive rewarding experience for our staff and students there are many aspects of the gardening of the garden that tie into our science curriculum in fourth and fifth grade for example topics on soil Recycling and landfills so it does provide a Hands-On learning experience for our students and we hope that grow to love gardening themselves our humble and concerns were addressed about the extended school year program and where it is held there may be a lot of work happening with the buildings and grounds but parents were assured that will not be held anywhere lower than the Middle School informational presentations for parents with special needs children separate from cpeg meetings were also discussed thank you president Bonte have a report for this is for the finance committee during our meeting with the business administrator we discussed the preliminary budget we reviewed state aid that we received and we did a review of the county budgeting standards and so during the superintendence report the business administrator she will provide more of an explanation and also reference the questions that were asked in the survey that went out to the community but I would like to let everyone know that the finance committee approves of the budget items that are on the agenda thank you Dr the Kirkland Mr chair facilities committee uh we met last week we went over quite a few uh things uh first I'll start with the prek um which we just started doing work on the inside I'm happy to say that we are on schedule to um have our children in there by the the 11th of April um there was some things we had to do there um we found that the air conditionings didn't work um so we have to replace four air conditioners on top um again we have to get that done now uh it'll be approved tonight on the budget but we had to get it done because it uses a crane and we couldn't do all the children were in the building during the day so we have to do it now um but we are on schedule with that and it looks pretty good in there the other thing we discussed that we have a leak in the Robert Gordon uh roof uh we went out we have a uh estimate of $275,000 to replace the roof on there um that will be done um well this year before the summer I'm not sure when they exactly start but we do have the money for that out of construction projects that were in the budget from last year or this year's budget for construction um we have some grants that we received and I'll start with the rod Grant the rod Grant is uh replacing the or putting air conditioning in the alen Sherman um HV in the Sherman uh gymnasium Sherman cafeteria um and then the unit ventilators and Aline um this is all grants that we have that we received uh from the state that we applied for so that's money that we don't have to take out of our pocket um we also have Esser Esser is that I say it Esser Esser funds um I'm sorry so the rod Grant is going to start probably this summer these are the air conditioners so um it'll start this summer and hopefully we can get some of these things done um before um we get Summer next year because this way there's no children in there or at least May April May June when they're in school um on the eser funds we're doing that as we speak some of them some of the things um this funds are putting um in the high school fire alarms in Robert Gordon HVAC in the high school hva Stu in the student cafeteria and at Robert Gordon uh fire alarm um system and communication system is outdated so these are the things that we're working on um and they're getting done so we're doing work on our buildings because they're so old and uh this is good to do um by getting these grants to uh do some of this work that we're doing thank you thank you Mr harms uh I have a Personnel committee report uh we are adding wonderful staff for the new preschool building uh they're on the agenda for tonight second as a parent I am personally very sad to see Dr Scully retire but as a board of education member I think that we have some pretty big shoes to fill when looking for a new administrator for Aline and I know that the hiring committee and Miss goise will find someone exceptional other than that the Personnel committee recommends the approval of all the Personnel items thank you anyone to my right no thank you board clubs while addressing concerns about budget Clarity and transparency alternative sources of funding such as grants and community Partnerships will be explored to supplement the school budget the community would like to also address various Community needs including the desire for a recreational facility like a swimming pool I am now pleased to share with you the highlights of our school budget for the upcoming year despite the challenges we faced I'm proud to announce that we have managed to keep the overall tax increase to a modest 2% this means that while ensuring necessary funding we are also mindful of the financial burden on our community members I'm happy to report that the Staffing levels will remain consistent ensuring continuity and stability in our educational programs one significant aspect of our budget is the allocation for government Rod grants which will cover 40% of the state approved cost the remaining 60% will be drawn from Capital reserves ensuring that essential infrastructure Pro projects can move forward specifically these grants will address crucial electrical upgrades to the cafeteria and the HVAC improvements to the gymnasium at the Aline School in including unit ventilator Replacements improvements to Sherman school for electrical upgrades and HVAC as well additionally we are allocating funds from our capital reserve to address roofing issues at Robert Gordon School ensuring a safe and and conducive learning environment for our students furthermore our budget includes Provisions for the full po the potential full implementation of the preschool program for three and four year olds this this initiative has been submitted in a timely manner is on tonight's agenda for approval I'm also pleased to inform you that the state is taking steps towards fully funding our state aid allotment which will provide further support for educational initiatives this year our state aid amounts to 1,782 275 reflecting the commitment of our state to our educational system overall our budget reflects a careful balance of fiscal responsibility and investment to our students future thank you for your attention and I welcome any questions or feedback you may have at our next meeting on April 16th for Budget open participation budget hearing will take place on April 30th thank you thank you yeah so Mr President as the uh business administrator alluded uh the proposal is to have um a budget Workshop meeting on April 16th it'll be a legal public meeting but no formal action being taken and then I believe moving the April 23rd meeting to April 30th because uh the uh prior date the currently scheduled date doesn't allow for Budget adoption so by moving the meeting back a week uh it allows the board to take those actions so um if that makes sense to everyone it would be a motion to uh schedule the April 16th budget Workshop public meeting cancel the April 23rd meeting and schedule an April 30th regular public meeting with uh the budget adop option that evening thank you can I have a motion I'll make it second roll call please president Paul bamon yes vice president Constance quintella yes Su Susan have a second second any questions yes I I I do yeah they there it goes ah uh I just got a um on V 23 v um what is Rise baseball I I apologize for not asking it uh prior um and and I guess it's got to be something to do with Rosel Park I'm assuming um but do they have cuz I never heard of them I'm so I apologize do they have all the um insurances and stuff that um they have I'm not disapproving it I just didn't know who they were I did receive their Certificate of Insurance okay and and and who what is Rise I mean is it that I don't know oh okay okay may I comment on that cuz I actually spoke to miss oconnell about it uh I asked her cuz I thought it was overlapping another uh team but apparently the baseball fields are all aware of it being used it's it's some nonprofit okay I just never heard that's all I know I don't know it's some nonprofit baseball team is it from ozel Park I don't believe so I'm not sure they're from outside I think so I could be wrong but that was what I thought only because okay because if they're outside should they not be paying then they're non and they showed the what is it 501c I got this the C Certificate of Insurance oh that's the insurance right I don't okay so if it's if if and again I I'm not not I can look it up on my phone if I have you they sent the things to us okay again I'm not here to I just never heard of them so I'm just asking questions about who what group this is uh that ask going to use our Fields um when in fact we know that the baseball softball little league and everybody else tries to use the same Fields um and we always seem to have a difficult time of trying to get everybody on there nights days Saturdays Sundays and all and then we see this rise and I've never heard of Rise baseball before so just asking for who they are and and and if they're not from Roso Park why did they pick Rosel Park to come because they're a nonprofit that's all you know again I'm not here to to to say no to them I just want to know who they are I'm looking what came in from J okay oh Jamie's texting me Lauren you can go there tomorrow night and check them out they're going to be on Webster Avenue because they're approved for the 20th which is tomorrow and it looks like it's a uh some type of baseball team out of Union County um powered by team Wilson you want to read that think it's right here okay sorry I'm scrolling too okay I I I apologize for this uh it just um the bo okay so this is this is only 501c is what what they're showing okay school and okay thank you per the um building used form it's a Rosel Park address I it it it does it doesn't look like a lot of games that they're in there but do we know if this is interfering with any anybody else is prior to the start of the rpy Season okay so who who understand so again and I hope the audience doesn't think I'm trying to hurt this team here but it always seems to come to the tax payers dollars when we have to start lining Fields with our employees so you know that's finer 51c the nonprofit but when we start giving to people that means we have to have our employees go in line the fields make drag them line them and it doesn't take just five minutes to do it and we have to do it on a um I don't even know what these dates are are they it's during the week Monday and Wednesday Monday thank you Mr cson because I don't have a calendar out so I'm I'm just trying to figure Yeah March 16 23 again I I don't want to hurt anybody but when it comes down to the taxpayers dollars going through all these outside organizations coming into our community and then we're and we're spending money on the taxpayers dollars to put the lines on the field and drag them and all that stuff so whatever I I I'm just I'm just bringing it to bringing it up that's all thank you Mr harms is it an item you want to table no okay no no because I'll have somebody come into my house put a cross up or something because I'm asking questions about it can I have a roll call please vice president const wait oh just a minute sorry we got off topic I I wanted to table number 22 motion to table 22 cont second so just to be clear you're tabling number 22 this a contracts agreements yes correct have a second second have a roll call please okay vice president Constance quintella Susan carlstrom yes Lauren harmes yes Dr Brittney Kirkland yes Cindy Meo yes Chris Monroe yes Michael L Regan yes president Paul bamon yes motion passed table 22 you have a motion to approve the remaining items actually um that motion remains on the table the tbling pulled those from the motion that was previously on the table oh okay the original the original consent motion is still on the table so that tabling motion remove 22 from the motion that's on the table which is to approve the remaining items so just uh oh I'm sorry when discussion's concluded the president can call for a roll call have a roll call please vice president Constance quintella yes Susan carlstrom yes Lauren harmes yes Dr Britney Kirkland yes Cindy Mega yes Chris Monroe yes michaelan Regan yes president Paul bamon yes okay thank you page I'm sorry is there any continuing business seeing none any new business I'm hting up to I I just want to kind of make a statement I I'll use business as the as the format to do this when we start approving Fields um and I I I think something's wrong when just because somebody comes in with a 501c and they have two three kids um want to play baseball and I can appreciate that and they're from Roso Park and the rest of them are outside of the the the the district I think we have to do a little bit more um I don't know I I you know again when we start taking our our material to line the fields I me this is all free that we do and just because they come into into here and saying well I have a couple of kids we keep on lining Fields but it's our money the taxpayers dollars that we're putting out for this I'm sorry if I make somebody feel bad that's listening or whatever but I I think I'm kind of tired of paying money for other organizations to come in here and we have to take our resources our monies that we paid for the lime and whatever the gas and all that stuff and we just we just oh okay we just do it um I think we have to do something um I think we have to look at our policy on how we do this um I I don't know how to do it but I think we have to start looking into it uh a little bit better than just giving it because we might know somebody who's the coach I I think that's a little hard for us to go out there and and do something like that and that taxpayers dollars um are going out now some people can say oh how much is that I don't know but I don't really care how much it is it's still our taxpayers dollars that are doing it so what's the matter what's the difference of how much it is it's that we're doing it and we just expect us to do it for so anybody who wants to come into town and just go I want it so I I think we have to start looking a little bit better in who we approve this thing here not just because they have a 501c thank you thank you Mr harms any other new business um new business oh Ahad Sor sorry okay um Sherman School PTA um on March 1 Sherman School celebrated Black History Month I'm sorry I'm going over a lot of the things Mrs lechner had already said um with their paint and celebrate event Mrs renello taught the students about kaheen Wy and his iconic portraits the students then went to work creating their own pieces of art inspired by kaheen wy's techniques some of our high where they discuss various fundraisers that are all dedicated to Project Graduation and so I want to just repeat them here tonight to make sure that we're all available to support so first the PTSA is currently selling shirts and magnets they're having a pretzel sale on March 22nd there will be a car wash on April 20th with a rain date of April 21st they're also hosting a self-defense class April 2nd and there will be two sessions of this at an elementary session and a middle school high school and adult session the information for this was actually sent out on blooms earlier this week um they're also doing egg my yard sales which end on 3:30 they're hosting Mr Rosel Park on 418 and then they're also going to have a concession stand at the wrestling event at the youth center on March 22nd so if you have any questions about any of these events or you want to help out in any kind of way you can contact the president Lucy Figaro at 908 37799 41 also I would like to kind of give a recap of two other meetings that I attended this month so first is the New Jersey School Board Association and I realized I may not have mentioned this before but I am the alternate Delegate for New Jersey Schoolboard Association which means that I'm a representative of Union County and so these meetings happen every other month where there are two representatives from every County where we are talking around legislation that's going to be addressed on the state level and so specifically in this particular meeting they discuss delegate assembly having each district have a representative for it um they discussed the budget so there will be an average increase in member dues of about 2% 2% looks different depending on what your operating costs are for the district and then they also discussed work work shop Workshop is a major event that happens every year in October for Schoolboard members to go to receive more training and so that's October 21st through October 24th and registration for that will open on April 1st the next meeting for the New Jersey School Board Association is May 3rd and these meetings are open to the public you can attend in person they're located little bit about ice cream the store get they get to act like a c um a cashier they get the taste and you know it's just something that they've done in the past to other stores and um things that they do I'm just learning about this I never knew about it but they brought it to my attention and it's about 30 25 to 30 kids that's coming down um in increments and uh I'm looking forward to it it's going to be you know something fun for them and for us at first I wasn't sure about it and I said if you guys if everybody else says yes then you know I'll be down with it then it's cool and went graduated please buy tickets all the money that we raise will go to Project Graduation it will really help and we'll have a lot of fun so please buy tickets thank you thank you anyone else okay we'll open the public participation each member of the public may speak a maximum of three minutes please state your name and address for the record hold on hold on hold it hold it how do you clear this thing not working [Music] hello oh hello go ahead can you hear me now okay oh my God how close you want going to get can you hear me okay it's all right I don't need a mic to be loud so what I'm understanding and don't ask me why I have my taxes in front of me but I do so 2023 School taxes was 51.62 now for 2024 it's 5252 so what I'm understanding I'm agreeing with Lauren 150% we are now adding according to miss Mau 2% more on top of that so now you're going to make my taxes 54% and you Lauren is Right 100% right you're allowing people from other towns to come in and you're charging the taxpayers which will be us more money but then I hear people like Kathy come up here here and um Jackie come up here begging people for money but you know we don't have enough money but you're going to charge us 2% more that I don't understand so I will be there for your April 16th money because I'm very good with finances and I would love to know where your money's going especially when you're adding 2% more thank you Katie MC ready Katie mcdermit Rosel Park Mr harms I agree with you um all those little things that the district is paying for adds up and if at minimum people using our facilities could cover labor costs if there's additional labor costs at at the very least the combustibles the materials used like we shouldn't be paying for that so for sure I totally agree with you Mr Monroe I love that you're having special education students come and experience some of the some valuable life and Vocational skills at Park Ice Cream I think that it's something that perhaps I I believe the district already may be working on this but it's really something that we need to be partnering with more Rosell Park businesses to give our special education students the ability to go in get some of that vocational experience have some of those life skills and it's just it's fantastic thank you very excited um budget stuff I apologies I apologies that I forgotten the timeline but will we we have County approval prior to the budget workshop on the 16th and will more detailed budget information be provided at the budget Workshop than has been provided in previous years that's it hello jod Foy 429 seat in Avenue I was just wondering if you're able to share the dates that you voted yes on for the calendar revision it says exhibit a but I don't have exhibit a it doesn't say the specific dates so you want to give parents may have to provide you know child care service so the sooner we Friday I don't I don't know the exact dates but it's the Friday before Memorial Day and the Tuesday after Memorial Day wonderful thank you so it's a real party weekend [Laughter] no anyone else yes for this particular yes so we're going to answer m m deri's question who's going to answer it there you go yeah you work okay thank you for the question um so on the 16th will be our budget workshop and so you'll be able to give input and give any concerns and things that you have with the budget the actual presentation will happen on our meeting on the 30th and that's when you'll be able to see the breakdown and that's to the state timeline and guidelines provide more detailed information PRI do you want you want to come back to the mic since you had a few more seconds left so I understand that that how it's normally been done here in Rosal Park but other districts are able to provide a more detailed tentative budget that community members are able to review and ask pertinent questions on the information we've been PR provided in previous years is scanted I mean literally scant and I don't know how any Community member could make an informed question given the information we've been given in previous years I fully understand the state budget timeline I had forgotten the dates I do know the state also gives you time to react to comments after the hearing before adoption there's a week built in there so those are my thoughts but okay was that I know we're we're not supposed to have this dialogue back and forth but we we'll I think it should be um so on a 16th we're going to meet okay tomorrow the budget Miss Mar you can help me here the budget goes tomorrow to the county yes the county sends it back they're saying bless you you got it okay um so just so you know I I if if we had $100 in there for the budget and it goes to the county and it comes back that's what money in there how we use that $100 is how we all decided how to use that $100 now on the 16th we're having the um Workshop let's call it a workshop and no no the 16th is going to be the workshop to give input and that's when when when the president said it's going to be a workshop only and no action will be taken so that's your input now we were told that the state says that we cannot have a budget hearing a budget hearing before the 24th it has to be after right our schedule meeting is actually for the 23rd so tonight we change it to the 30th okay so right right so I'm I'm trying to figure out what you were saying because you were going other districts and Mr please take take it from the heart I really don't care what other districts do we have to no no no no no let me finish I I don't mean that nasly you see right away you want to jump all over me okay I want to make sure I want to make sure we do what we need to do for our uh Community okay not what craford does not what Kenworth does okay so so that's where I'm coming from so I said don't be be mad at me when I make a statement okay just because you might not like how I said it and I apologize that I want just make sure we're doing the right thing okay so you get your input other people get their input okay not because craford does it okay so the point is I don't need to compare us to other districts what we need is taxpayers is information right so yes I know you can't have a hearing until the 24th so we can have the hearing you could call a special Board of Education meeting it doesn't have to be on Tuesday the 30th you can have a hearing where we see the detailed information because it has to be posted right I think 48 hours prior to the budget hearing you don't have to adopt it that day you can have another meeting take Community feedback based on the actual budget and then have a special meeting where you adopt it that's all we're asking for is information right we're taxpayers we should get information you can do that you can do that given the state timelines you can and I got to put up my time all the time because everybody body wants it you know what I'm saying I mean it's nice I I I understand what you're saying but but when when you demand I shouldn't say that I AG I agree with you I agree with you I agree with you because it falls on Def from Ros Park I'd like to know what information is going to be available on the 16th for us to allow us to give input because I think Katie's question and the concerns of the rest of the parents here is that if you're if you're putting out there a public like Forum right a workshop you're calling it what information will we have prior to that meeting so that we can come prepared to discuss and then will there be enough time post that meeting for you to implement any changes heard by the community I think that's the basic question because in the past past years the information that was shared at those workshops was absolutely scant as the word that she used there was nothing there right there was no meat in it so if you are truly asking for input please give us information prior and please give yourselves enough time post in order to implement changes heard by the community thank thank you I don't think just so you know the budget is a working document um and I understand your concerns I'm also a taxpayer it doesn't matter whether it's here or anywhere I understand like you know we all and I don't even have children in school so I understand that um it's you know we are allotted a certain amount of money and that's the truth you know we're we're limited or not to that amount of money um and we do our best to to to do the right things and and right now we're in going to be in negotiations so there's some uncertainty that's going to be part of that budget because we don't really know where that's going to go we don't know what the increase for sure is going to be on the health benefits big cost to the dist those are two of the biggest quests okay as as any business would be that way um so you know what I could do I I don't know how soon we're going to get a response from the county um but if we get something concrete I have no problem sharing I I think we are transparent um you know we're just doing what is traditional and I guess that's what you're concerned about because you you want something more transparent but again it's always I understand I believe me loud and clear this is why we're doing the the 16th meeting you [Music] know sorry um so Mr President if we have nothing to present on the 16th what is the point of having a meeting on the 16th um for I think that the the community wanted to come to the microphone instead of to a Google document I'm thinking or survey no I I think what they are looking for is they want to have a comment but on something that what they're looking for I me we just I think what they're looking for is an Excel sheet line item by line item by line item am I correct oh no no no no no but I mean we're where things are budgeted right you don't you don't want a fluffed presentation on a projector behind us I'll take add I think commun needs to know okay thank you anyone else I will close the public participation just go to ajour can I have a motion to adjourn have a second second all in favor I all oppos meeting closed all right what's up Lucy what's up
