those who came before us while we strive to build a brighter future for generations to come at a time when divisiveness Garners more views than peace let your decisions here counter that harmful C may we be remembered for our mutual respect for those who with whom we disagree and our open-mindedness to new ideas recognizing that our differences actually serve to enhance our work and improve the fabric of shared experience maybe we may we be guided by empathy reason and a commitment to Mutual understanding together let us continue to build a Sanford where opportunity abounds compassion flourishes and the promise of a brighter tomorrow shines for all those who live work and play in our city as M Roosevelt would have us do let us seize the opportunity to shape the World of Tomorrow proclamations this evening we will start with water conservation month you started with the most exciting one and I'm not going to miss out you're giving away treats we are yes oh except you have to come to the uh the you have to do the video yeah you have yeah you have to sign up and do this okay you have to do the what are the trees trees I was going to say you do all tree got it whereas the city of sford in the State of Florida designated April as water conservation month to educate citizens about saving precious water resources and whereas the city is committed to setting a good example for its citizens regarding water conservation whereas Clean safe resilient water resources and supplies are vital to the city's economy environment and its people and whereas from April 1 to 30 2024 the city of Sanford will inspire its residents to reduce their impact on the environment which help saves costs for consumers and ultimately saves infrastructure and operating costs for the city whereas residents and business centers may become a more active Steward of the community and Sanford's Natural Resources by registering their participation in the city's challenge helping to decrease water use and further reduce pollution whereas the State of Florida water manag districts for a section of the American Waterworks Association and the city of Sanford are also working together to increase awareness about the importance of water conservation whereas every business industry school and citizen can make a difference when it comes to conserving water and whereas the city of Sanford spring waterwise event will partner with seal County Cooperative Extension Service seal County and Lowe's for Earth Day week April 16 through 22 that's when you can get a tree right it's on the 20th yeah okay now therefore I wri by the virtue of the authority vested to me as the mayor of city of Sanford to hereby proclaim the month of April 2024 as water conservation month in the city of Sanford and urge all citizens and businesses to help protect our precious Water Resources by practicing water saving measures thank you this is a great partnership that we have with the um marxy Browns they bur to the trees and and uh butterfly gardens we also work for the extension service so it's a real neat part uh partnership uh we have classes online classes that week leading up to the 20th at Saturday and you can become eligible to um get a tree or the butterfly garden we also have rain barrel uh for for those who participate in the classes so I really appreciate the partnership we have on that robertt does a great job um kind of his big show there and and look forward to anybody coming out if we want more information it's on the website and send insert your utility thank you excellent has operated since 1974 providing local governments with the resources is required to primarily meet the needs of low and moderate income persons whereas Community Development block grant program provides annual funding and flexibility to local communities to provide decent safe and affordable housing suitable living environment and economic opportunities to low and moderate income people whereas the city of Sanford Florida has effectively administered and customized its Community Development block grant program to implement various programs and projects in areas of affordable housing minor home repairs economic development health services and homelessness that have contributed to the Improvement of the physical economic and social conditions in our city whereas the week of April 1 to5 2024 has been reserved for recognition and appreciation of the commun development block grant program now therefore I art W virtue of the authority bested in me mayor of city of sford hereby activities we assisted 42 families and receive in housing Rehabilitation 95 youth in the city of Sanford with mentoring and homework assistance 145 residents for mental health services and I'm sorry medical services for low and moderate income residents and then four individuals for mental health services so thank you again for all thank you we're talking about Nikki shoes oh your shoes are adorable oh thank you I don't know want to see walk I think you should stop right there that's a video okay where going um facilitate public input if you plan to speak on an item please complete the yellow citizens input form and submit it to the city clerk um you also ask that you st your name and address to director speaking the public will be given an opportunity to speak on any item before the city commission meeting before the consent agenda I'll ask want you to speak on any of those items during public hearings will ask during each item and for regular items um if you would like to speak one them and you have not turned into the yellow card please raise your hand and I'll recognize you there's a 3 minute time limit for each speaker on each item except the person representing the organization anden views during exi judicial hearing citizen participation at the end individuals may address the commission on any topic um for the 5 minute time limit for citizen comments so that ordinance is entitled an ordinance of the city of Florida providing paral real property approximately 4.67 acres in size located 3539 Mar Avenue which property is located within the Sanford city limits from s County Agriculture A1 to City plan development PD Prov for findings and inent administrative actions providing for adoption of a map by reference providing for conflict providing for cability providing foration providing for Mr Mayor M of the city Commission on February the 1st of 2024 upon the recommendation of the city staff the c p oring commission recommended that the city commission enact ordinance number 4772 in zoning 4.67 Acres at 3539 Market Avenue on the 26 of February the city commission approved the first reading of ordinance 4772 subject to staff's recommendations with the conditions listed in the staff report this is additional matter asset disclosure of all exp Communications investigation opinions regarding this matter last meeting I have spoken with the um applicants representative I've spoken to the next door neighbor and I have spoken to staff about it anyone else since the last meeting I had no [Music] changes right this is a public hearing who were we bringing up first what this up to you okay let's start with i good evening um since our last hearing I believe that the applicant and the next doorable property owner have come to terms on what they're looking to move forward with so the applicant um has agreed and I believe and they can speak to um assure that this is what the the terms were but I think we're going within 8 foot vinyl fence set back with in line with the building and Hedges and the trees to met or exceed City Landscaping okay so that was where I understand it to have left off I'm sure the thank you to Mr and Company and commission for the patience working through this so yes item to be settled 8 foot Final Fence that's acceptable to us at place of the setback as Miss mentioned and then the only other minor detail to be confirmed by Mr Mor two weeks ago he had mentioned 100% opacity over three years so I I considered that and that would be fantastic so that could be agreed upon that complete so yes uh landscap to provide that fantastic we're very content with that okay thank but thank you to the Ral commission for their patience thank you very thank you okay Mr Morris are we in agreement on 8ot vinyl and Landscaping um just one point of clarification make sure we're clear um the eight the six to 8 foot portion would be on the Eastern portion against the Gman house not all thank you very much thank you Mr thank you welcome to S thank you for bringing your business here okay um first read ordinance 4773 Mr this ordinance is ordinance city of San Florida granting an economic incentive Trafford holding LLC pursuant to the supplemental economic for tourism development program established in Chapter 2 article three of the city codeing for legisl providing for implenting administrative action and strict Conformity to the provisions of chapter 2 article three sanord city code providing for conflicts providing for a savings provision and the effect of the ordinance providing for cability providing for modification as well as the correction are and providing for eff Mr Mayor City commission City staff recommends the city commission here the applicant's request for a supplemental economic and tourism development incentive tax rebate to traffic coordinance LLC amount of 100% for the first 5 years calculated on the new tax revenue this is a public caring is anyone who speak or coming up to present lard yes Mr Mayor Brady lzard Economic Development um I'll go ahead and frame this conversation uh the onus tonight is on um Trafford Holdings the applicant for this program uh but we've worked very closely uh with our legal folks and our financial folks and uh in this case Mr Matthews preparing this item uh but tonight it is uh on the applicant shoulders to present present uh the project and for this commission to determine whether uh the proposed project uh qualifies for the original ordinance which was ordinance 4526 I believe couple of items that I would like to and firstly uh I would like to make sure we're all operating on the revised agenda that Mr bonart mentioned earlier for SB excellent uh we were waiting on some information from the property appraiser and Mr cert this was Tani's credit he wanted to make sure there was updated information uh from the Property Appraiser's office we received that middle of last week and Kathy was gracious enough to get this revised agenda couple of the items that i' would like the commission to be focused on is and you can read this in the body of this uh agenda memo uh the city commission may enter into this uh arrangement with uh the applicant uh most of you I believe the entire commission was here uh when the same ownership group presented the San Leone project which is on the Southeast corner of second and Sanford avenet uh it's the fox Hils building is what we affectionately refer to it as so it's a very similar project It's a larger scale which speaks to the economics and uh livelihood of of downtown Sanford but I'm going to leave the description of the project to uh to the applicant here shortly one item that I think by uh ordinance the commission does need to focus on is the if not but for so it's and this is something that applicants well aware of uh we want to make sure as a city and this was the original intention of the ordinance that this project would not be proceeding if not for the cooperation uh or participation in this bement program and then lastly by ordinance I do need to uh mention that the applicant back in I believe August uh with the CRA applied for and was granted a CR a new construction uh Grant in the amount of $100,000 I believe with the San Leon it was only a $50,000 new construction Grant uh but with that I stand ready to answer any questions but I think uh to generate those questions uh I would like to introduce uh Mr Dan Matthews who's the managing partner of Trafford Holdings LSA thank you Mr Mayor Commissioners thank you for this opportunity my name is Dan Matthews 2200 West out new Sanford Florida um just a little bit about this project I mean I think you as um Mr lard pointed out you you're familiar with um the San Leon project which is a block to the east uh this is about three times bigger similar concept but more commercial ground floor uh um body th000 Square ft you can see it's consists of two buildings um both four stories tall so we we have 28 Apartments 26 of those apartments are one bedroom there's two uh two bedroom apartments uh we have uh continued with working with the early 20th century brick facade which we think um fits well in um downtown Sanford as far as the precise location it's the corn southwest corner of East 2 Street in pal Avenue right behind the Ritz Theater um uh it used it was the original uh site for um Roger holler is the first uh his first Automotive uh Venture um since 2004 it's been a vacant lot mostly used as parking we acquired the lot in um May of of 2022 and uh have continued to allow people to park there fre basically so up till now so um trying to do neighbor um the site from a legal point of view the site's located in the in the CRA District it's in located in the downtown historic uh districts governed by schedule s it's located in the downtown overlay District governed by schedule U and it's in the sc3 zoning District so all these things all come together on this parcel in this this whole part of downtown um uh all of these uh different documents all encourage the use of mixed use uh mixed uses in a single site in downtown um I went back to try to find all the references to uh establishing a mixed juice in downtown Sanford uh made it back 30 years to just before 1995 but since 1995 there's been the original C development plan we've had the um excuse me um um development plan the 2000 downtown Sanford Lake Buro Waterfront devel Redevelopment plan in 2002 there was a document called a plan for downtown Sanford um in 2005 they updated the uh the C development plan in 2010 the comprehensive plan for the city I address this um issue of of mixed juice in downtown and then in 2012 and 13 there were a series of workshops called imagine Sanford in which the um that group those people that partip at recommended that that there be developer incentives to increase mixed juice in downtown Sanford in 2015 again the C Redevelopment plan was amended again and once again it was emphasized that um downtown was was the location where you want to see more mixed use and most recently in 2018 the comprehensive plan was updated again and there are specific references to adum tax exemptions for down the downtown business district to encourage mixed jues um for at least so as far as I could find for at least 30 years people have encouraging mixed juices there hasn't been that much in the form of mixed juices but U one notable example we've talked about now is the San Leon block to the the West um and we did get a Ador tax rebate for that one so I think that San Leon is an example of a successful use of that incentive um and as as a result of that incentive we were about a week or two after the incentive was granted we were able to close on financing it actually was the last step to close the G um now the S Leon has 10 full-time residents in downtown and as Mr assard mentioned foxt coffee has brought has open and brought a vibrancy to that end of Sanford Avenue that uh didn't exist before I mean if you drive by at 6:15 in the morning there's a line inside you drive by a quarter n at night there's a line inside um been a real um benefit to downtown um as far as the taxes associated with the San Leon um when I purchased the property in 2017 Total taxes on the lot were $1,700 of which $588 was the city's portion um this for this last tax year 2023 um the taxes were $35,500 this the city's portion was uh 14,600 about of which 11,900 which we paid it back but uh oh you're talking about the San Leon the S I'm just saying sorry I was thinking you were talking about that same vacant piece and I I just I'll come to I'll come to theic of the same I was shocked um but anyway they um even though you know at this stage since we're still in the 5year rebate period um we're only the city is only getting the the land taxes but even the land taxes have have grown by three three and a half times since we purchased just the property in 2017 so I mean there's been an economic boost to the to the city any I guess I should use my presentation but for the site this is an area where um the state of gold is more mixed juice residential there's um I know there's been a lot of discussions about apartments and whether you need more apartments in town and everything but the one place where I could where the city is encouraging people to put mixed juice res is in downtown [Music] um with this okay let's talk about how there's a financial benefit to the city um all right this C County property PRS are is estimated already that the based on plans and and we' submitted to them that the taxable value of the Peta will be $7.9 million upon completion assuming it was completed today so in a couple years probably be more but um uh they for their valuation they Ed $214,000 per unit and um $1.9 million for the 8,000 ft of commercial space which is about $250 square foot um at the current millage um and valuation the project will generate $140,000 in property taxes overall and and of that the city will receive approximately $58,000 was was building bus um but oh most important thing about this and you'll see we across um farther down um the value to the city for the city portion is that we I recalculated on a per acre basis and it's $997,000 per acre is the tax that the city will receive so um basically $100,000 I'll throw in the $250 okay I'm confused okay go back go back all right okay Point number three City will rece 57 868 right yes and then value to City okay okay absolutely you're right I did skip over that the the site is. 58 Acres so so when you when you calculate it on a full acre basis it's $1 got it but the 5768 is what you're asking to Reb to right um no it's $6,000 less than about 51,000 because you the the um land the land have a tax tax taxes Associated about $6,000 so um when I look at that you know these numbers they're just numbers and they kind of pile up in my brain I don't know anything so what I try to do is provide some context to those numbers what do they needan um so let's uh look at the uh the average single family in Sanford after you apply all the um Homestead exemptions and other exemptions and the save our homes adjustments the average house in Sanford has a taxable value of $145,000 um people don't move much and all those those benefits you know Stack Up um average the tax on that average home is $2500 um of which the city of Sanford receives $1,062 um so now let's compare the pometto versus the U average single family home in Sanford um pometto is a commercial building will not have uh hom set exemptions will not have save our homes adjustments um and the paletto based on the numbers I just gave you will generate 54 times the amount of tax as the average house in Sanford will um uh if you say wait a minute wait a minute but you've got commercial space in there back out the commercial space and just talk about the residential each of those 28 units will generate one and a half times as much as the average house in sford and this is just repeating of the $140,000 the city would receive $588,000 of but even more Contex here um this is tusco Place North it's on celery um it has 45 HS on it it's 135 acres and has a tax value of $9.3 million so a little bit more than the will have um it'll generate $160,000 in taxes about $20,000 more than and the city's portion will be 68,000 or is 68,000 um and about 10,000 more than the value to the city when you calculate on a per basis you take the the taxes divided by the acreage is $526 an acre um let's go to another neighborhood Mayfair Oaks bigger neighborhood 107 homes on 23 acres has a taxable value of $8 million I big number it generates $316,000 in taxes and the city gets $131,000 and but when you typ it on a PR basis a little more than T the place it's $5,600 um this is the last one of this going to the neighborhoods this is Santa third section it's a great neighborhood actually new um it has 157 homes covers almost 30 acres has a tax value of $14.2 million and generates $250,000 last year the city gets $114,000 but due to the size and the lower value of the houses um uh it generates only $3500 per AC okay and just for completeness I also wanted to add in a single example of of a commercial Enterprise um and I pick the Walmart um kind of randomly but thought they would have some big numbers turns out that it's 5 Acres bigger than than um May o is this the Reinhardt Road this this is the Reinhardt Road EXA has a taxable value exactly the same as the entire subdivision of M arrows um generates slightly more or excuse me slightly less in taxes um and the city's por portion the city's is $133,000 which is $2,000 more than the city's portion from the and but the value to the city is actually less than those first two subdivisions I mentioned that only generates $ 4700 per acre so when you when you adjust everything to per acre the taxes per acre um you get an Apples to Apples comparison so the numers make more sense to me that way the P generates per number about $61,000 per acre M our Oaks generates $5,610 and the Walmart comes in at $4,695 and S $3500 so what what this demonstr to you is that this project will be will generate some of the most will be some of the most productive land in the city on a per acre basis um I mean you probably find something else some other thing but I mean generally it will be 20 times more valuable to the city than a residential subdivision you know which will run between 3,000 and $6,000 and it'll be a lot prettier than Walmart and use a lot less land that's so let's talk about the benefits to the city of Sanford um well this is my was my first point um this brings the type of development that the city has said they wanted for the last 30 years and this is this is even more to the center s Leon is not in the historic district this is in the historic district it's already got a certificate of appropriateness for that and so it's been by the preservation Bo second one is if built and it's will be built hopefully hopefully soon but based on this incentive make it possible to build more quickly get started the S the paletto on aular basis will be one of the most economically productive sitze in sord I'll have to look to find something more but in the downtown area um if you if you develop mixed juice to to the maximum height we have that's what you need to do to generate these kinds of returns for the city and um number three will not oh pal metal will not require any additional infrastructure there's no additional sewer there's no additional water there's no um there's no Street dedication there's nothing other than the streets that are already there we we tap into it actually we have to replace fire hydrate and that kind of thing so you actually get some new stuff out of the way but um but this um unlike the residential subdivisions um which there's a dedication of the streets to the city the city has on goinging maintenance obligation and perpetuity to keep the streets you know maintain the streets put the street lights ET Etc and thee but and this is the part where I um tell you how difficult the environment is and we would have but for a year ago um if interest rates hadn't unexpectedly just shot through the roof and made everything impossible none of nobody's perform um uh we would we would probably have already been able to start construction we also were coming out of the pandemic with the cost of Labor and materials import tffs on steel supply chain issues um but the interest rates were the we were working on all the other things but the interest rates were the things that created the biggest problem for us but it's still a volatile environment and let me give you an example of something just happened this month um we have um um we have an agreement with FPL florid Power and Light to um that they will move two of the telephone poles in the alley um six fet each way just so that the wires don't hang so close to the building um they gave us a quote in July of last year of $94,000 which we electively agreed to but you know they're the only game in town you um uh but their quote is only good for 90 days we contacted them again and said okay we're we're trying to get everything together I just want you to confirm your quote 94,000 is still good and they go no no no no no it's now $175,000 six months later um so um we're still having that discussion with them but that's just an example of how on these infill mixed juice projects the balls are all in the air until until you're done you and so what what I want to leave you with is this project in my opinion is a win win win it's a win for me if you I get the rebate it's a win for me because I can immediately take that to our lender and say here we're closing the Gap again we have a couple more things to do but this is one of the things that I've been able to get to satisfy the bank um the um it's a win for the city the city said takes a takes a parcel of 58 acres and turn turns it into one of the most productive pieces of land in the city has to Wi for downtown because it creates an attractive building that brings 28 at least 28 residences residents into downtown and it also an attractive building that will have um uh street level activity with most likely food and beverage but we'll see um that's where the interest has been but uh it will it'll be a benefit downtown C when we do this do you do [Music] this this is only for the city sard portion so they still have to does the county or they offer nothing the county doesn't offer anything like this so Poli are still paying for the school taxes we're still paying for the sheriff we're still paying for the road tax we're paying for the you know all the impact fees that go and and and the school board portion is frequently the the the largest portion it is it's ridiculous I just paid property taxes on um um on a house out in um Wilson place and the the Schoolboard portion was enormous compared to the rest of it thank you state I said I didn't hear anything that always gets to me my husband and I never had children and I always tell people we paid for the education of more kids then then we then you know that that to me has always been such an unfair thing yeah yeah the users should be paying those taxes I'm not going to take on that one yes I I'll have that argument with you um and so you can ad building some any questions um refresh my memory on what the um what the arrangement for the S was the rebate the rebate is it's it's 100% for five years as well and that came like I said this year came up to $1,900 and then since we were talking about parking at the um work session how many parking spaces do you have 28 parking spaces one for each unit that's a little low isn't it AR well it met code until until you changed the parking requirements few months but um yeah we we designed it to code by doing two buildings by doing two buildings and including 28 parking spaces okay because if it would been one building I think there would have been more parking required there a lot more like 40 more spaces really so where basically 5,000 fet we would we wouldn't have been able [Music] to the parking lot that's there now wouldn't be big enough to accommodate the two building what you need that's crazy I like the look of the two buildings me to um what's the the um a rebate per year from the city for the well we would start off assuming that the valuations are what it would be $51,000 what they're okay property yeah I mean the property appraiser generated a very optimistic um uh valuation increase year on year but um I hope they right one of these I doubt it but this is the full tax on the entire property not the tax just on the new instruction right no it's only no the the paper we're looking at yes of the entire value right okay that's why it was 51 corre all right um you might have somewh around $250,000 for five years well minimum and but we would assume that values are going to go up and I think an important assumption to make is that if I'm granted the rebate that the um we will be able to start sooner and finish soon you know everything goes more quickly and so then you actually get this asset that's you know it's a vacant lot right now you get this asset on the tax tools I think that's the in addition to the attractive of the building I think the speed with get the the building out of the ground is what's important and if you looking for from my point of view what the magnitude of this the $51,000 is slightly less than one mortgage payment for the for the project so for the first five years I'll have in essence 11 mortgage payments instead of 12 so it's significant well I can say this okay my fellow Commissioners and and Mr lard although the the former economic development director more than Mr lard will tell you that I'm not a big ler of of of of some of our some of our programs um and the one I really really had a problem with was you know the um the the the incentive money for people coming here and opening businesses and and I I was really just physically sick when you know several of them did didn't make it and were gone within a year and um started to get really really frustrated um and and really negative about about that but I will tell you this um in this particular case what what I'm very impressed about is Mr Matthews has already appr proven um success with his San Leon project which I was down around Sanford Avenue the other day you know my District's out by the mall could be interest you in a mall my district my district my district is out by the mall and I don't get up here as much as as some other people but I was looking at that project and I thought Bo that building just came out you know lovely and and um whenever we had Cat shows at the Civic Center that's the thing everybody does now all of a sudden and I didn't even really know about Fox tales and and all these out of town people that were at the cat show were like can you watch my cat we're going over to Fox Tales be dumb City Commissioner right what box sales wrong question to ask when you should know oh that's this fabulous coffee shop you know we're going to run down and run back so my point being you know that I'm I'm very impressed with what you did and um I I I love this see when I'm the one also that that complains a lot about you know Apartments but this is what I love 28 units mixed use not 280 units no mixed juice right and and um um I I I could actually see myself here one day if I am ever living you know as I get older whatever um I I personally think that that if there's if there's a project I was going to support this sport would definitely be this thank you I 100% um agree and being that it's in um district one um it's we've already seen what Mr Matthews can bring it's already been successful um like he already mentioned in the PowerPoint presentation it's it's exactly what the um the city of Sanford wants I've sat through the historic preservation meetings um when he presented uh the project to them and I think it's a perfect opportunity for us to um do an incentive for U this project um I did meet with uh Mr Mr Matthews and it was just so amazing that in the same building that he developed that's where I had my meeting with him so it it shows a tie to the city and and everybody knows that I give developers a hard time um but however I love the the passion the commitment and dedication to the city of s and I am proud to see the PTO come the city I throw a little water of course throw a little water on it that's what you're here for so um I'd like to go back to the history of this whole incident a little bit because um I'm actually the one that pushed it to start with and it was a commercial industrial Inc residential okay and then um staff who was no longer um with the city came and wanted to push the tourism part of it for hotels but that dra brought in residential and so in my mind this was never meant for residential although I have voted for two um one was the transit property which I sort of regret but at the time we made the vote it seemed like it was needed for the S own which was a first project which I thought need an incen but all along I've said we shouldn't do 100% because the chief back there needs to hire another officer but that but in general right so I I want to make sure we weigh very heavily that we're doing 100% on a new project downtown where we say we need to be doing some more things for five years um I also and I understand um you know the what you're saying about the economic environment and things that are going on um is very difficult to make that decision Mr lard of the butt for you made a good case for it um but that's that's my concern that you know and yes this is mixed juice he makes a very good case for it is the kind of thing we want to promote downtown but I am concerned with doing 100% um and not having any new revenue for but look at the return on investment after the 5 years that's a big return on investment May and I I'm not saying I disagree with you because I clearly hear what you're saying but it it it's not like we haven't seeing it come before one block over and we're seeing what it's already doing for Sanford Avenue way past my uh expectations for that and I really believe that the return on investment for this for for bringing you know site selectors other people into the city of sord seeing what we have to offer and this is a spectacular building as well it's more than just that five years and and and I know we don't have like a quarter to spare with the city of sord but I do see that return investment in 5 years goes really fast and we're talking about 51,000 well so first of all uh there is an immediate tax on property we are still being tax uh and it will be more than what we're getting now about 6,000 a year right yeah that's that's the first point I'd like to make the second point is uh um if we're not a fan of this program why are we still allowing it that's my second Point uh my third thought is that uh Mr Matthews and Traer Holdings shouldn't U necessarily be held um held against them that we don't like this program anymore um so that's kind of where I am on this um and he does have a track record of actually producing un like maybe some other [Music] quotes the only one I'll take issue with is the third one okay because it is completely up to this commission to decide on a Case by casee basis right whether we want to apply this to a project no understand that it's not a matter of you know he's suffering because we don't like it I still like the idea right I I like it more for commercial industrial because that's that was the idea right and what I still but it hasn't work focus on okay but your first two point well my fourth point is that hasn't worked it's not necessary that it has worked it's just we haven't really had any applications I'll I'll alter number three number three I I feel it's time to readdress this and change this program but I'm not going to hold that against Mr Matthew well I personally personally I I completely understand completely understand you're saying art um I completely understand in it um although I I I don't really I don't differentiate that much I I I think this is is is equally as valuable this is also going to generate jobs you know all those things that commercial and Industrial does this will do a a lot the same let me ask you just a question that that makes no difference is not absolutely not any part of my decision it's a curiosity do you call this your your business Trapper after the map the map people is that abely yes first person to comment on that but no no relation just picted the Trafford Maps yeah cool um I I will also tell I will tell you what what what if if you were not approve if Mr if if Mr Matthews wasn't a proven a proven I hate to use the term proven producer because that sounds like a broodmare but if it's a horse term a proven if he wasn't a proven for entity entity thank you if he wasn't a proven entity I would not be in such support of this um we have I would be much more vant in my opposition that's right we have so many we have so many situations where we worked so very hard with developers um to try everything that we can and and we've still you know come up really really with some bad stuff um with there's just a lot there's a lot lot of that is the the number one reason you know I think you should be really proud to be able to say I did the here's what I did and here's what I want to do you know just the the design of this building how many how many developers take into consideration that much of how this building should look right I mean when have we seen anything on that screen that looked that good in a long time we looking to L other stuff that we you know I mean that that that is that is so classic a developer that takes absolutely pride in what he does and wants nothing but the best I don't disagree on anything about how he's done and what he's trying to do just wanted to make my views on this issue and we structors you are after all a brilliant man and so we all know thatting I put it in writing you're a physics teacher all right let's let's let's turn things WR Tom you anything else add any other questions this is a that's it all right same manager report yes Mr mayoral City commission I'd like to have our director for Public elction Utilities give an update on where we are with clean the water [Music] ch good evening commission Brent Johnson Public Work utilities director um if you'll recall there was um a company that said they would clean the tanks for free so we reached out to that company asked them a few questions and although they are very experienced um certainly uh lots of pressure cleaning we didn't feel uh comfortable necessarily moving forward with them cleaning the tanks just because the open the top of tank is open and so you you have to be very careful with chemical so we decided to move forward with company that we were a lot more familiar with um but because of the threshold and the amount of money that we spent with them thus far we have to bring that item back to commission or to commission and we'll do that at the next commission meeting so we can move forward cleaning those tanks so are they finished working out there uh they have not done the demolition of the building yet but we can we with any with any hopes because we had to wait for fpnl to kill the power to the plant um before we could demo it to the building before we could demo it and there were a few other things we were waiting on so we're hoping that maybe by the time um we get commissions approval if we are lucky enough to do so that it may coincide with the demolition work so that we can do that immediately after the demolition well that's what I'm hoping because I get it needs clean that's my district I totally understand he's cleaning but my big fear is that we spend a whole bunch of money cleaning it they demo that building and the dust just you know what a demoed building does the dust and the dirt just flies and dust this isn't dust this is mold and it's disgusting and it's old and it's been left too long but even the building going take long we're going to move forward with the T what is the trailer still there for trer isn't there like a a temporary trailer still in there somewhere I thought I saw it the other day I was that's a big generator oh is that a generator it's generator plan pretty big I kind of wonder if those tanks are going to need to be painting after the pressure cleaning but you know I I kind of be prepared for I think that's coming next we'll see what condition thank you thank you and then finally Mr M commission just want point out that I have had now my oneon-one meetings with the mayor WR and I look forward to having go one onone with the constituents are watching um I did uh ask Mr bonapart our city manager um permission to get with our code enforcement regarding um enforcement of our noise or ordinance for a couple of the restaurants on Sanford Avenue our U homeowners are doing a really great job of trying to uh you know support um the city of Sanford's commercial and Entertainment District and so sometimes we'll have a large event um that happens downtown and then there's events that happen on S Avenue to kind of capitalize on all the people that are here so it is a lot um for our residents to take so we just want to make sure that after you know 10:00 and after the events have been um the time for the events that have been approved approved is over that that music goes down and we follow um the noise ordinances but I just want to let um the businesses know that I support them as well um and this is not a request as before to ask for a change in ordinance just for some reinforcement on those um I want to thank the clerk's office the city commission and the city manager for the flowers um uh for my short uh Hospital stay this week the CEO came and presented to us the week before and told us to come and visit so I came to visit um through the emergency room um but uh I would like to say that the HCA Lake Monroe hospital staff were phenomenal um they exceeded my expectations because I am one of the residents who will go to soft s seminar um just because of the the reputation of just growing up here in sford and I was thoroughly pleased and I'm thinking Mr bonapart you had to say something to the staff because everybody came in my room after you left so thank you for that it took really good care of me um last um Commission I spoke about um Mr lard and um I was very thankful for um uh our working relationship I also want to highlight this week Mr Robert bill um every time I call Robert for any issues when it has to do with parts of recreation and sometimes I have residents in the historic district that you know just need a little extra Robert gives me no grief it's yes commissioner whatever you know and what have you so Robert I greatly appreciate that and I thank you so much for that and then last but not least I want to say um every day I'm I'm looking in the sanord hero I go and I purchase that thing um two three times a week um the young lady that writes for us now does a phenomenal job and I go back to check just see what I'm saying um phenomenal job I mean you see more about the report about the commission and what we're doing and I know Patrick talked about that in the work session about that going on to the uh website about the job titles um but I also want to say our residents are seeing it a lot more and they're able to uh grasp what the uh the the city commission is approving what our concerns are and um it's able for them to uh grasp on a reader level and I really appreciate that and that concludes the district one report Mr May for moving to the next commissioner um I to a no to the writing of Miss Jones and I commented her about it because you will find in her article items that are not even mentioned at a commission meeting and she shared with me in the PRI life she was a fact Checker and so she does a lot of research and I did happen to pass on to Mr kop compliments and he said of course phenomenal job thank you you pass um my community meeting will be Thursday as always us via 6:00 we'll have some uh visitors in with u our normal City staff um food giveaway will be at the uh Dr George start Park the following day and what I did is I've partner also with the sheriff department on um my food giveaways what I'm going to start doing is they'll be out there handing out information for our youth they have different programs for youth so they'll be giving information to the citizens that they get groceries and they'll be able to pick up information as well so that um we can catch them on this side of the law versus them doing something bad and we get them on the other side so there'll be numerous programs that we'll have set up and uh surely last but not least uh I spoke on it uh earlier but I want to make sure that uh quite sure people listening on uh live I want to make sure that they got this as well I uh first of all uh know that we that I had to go through this recall and I want to thank the supporters that supported me throughout this um because as I said earlier this uh was not geared to help my Outlook on it to help our citizens as much as it was geared to attack me personally and as I stated before I have no problem with that but I think it should be brought to attention that if we are going to look out for the betterment of our citizens we need to do that and not look to attack me because at the end of the day I was put here to do a job and I'm going to do the job to the best of my ability if there's someone that feels they need to sit down and talk with me I am all open to be able to sit down and talk but I want to also say this too I also want to apologize for that certain group on what they did to our citizens because after talking to our citizens and listening to them how they were approached to and lied to about certain things to me again I don't think that justifies what we should be doing as Citizens when we say we're doing what's best for our citizens instead of attacking me I believe the best way we should do is if we say we are an organization that's going to work to help our community we need to help our community and not Target at me because if you have not realized I'm going to do what needs to be done the proper way and I'm going to do everything I can to make sure that our citizens are represented the best way I can thank you sir Mr um I think you uh to mention that's why I got you beside man suers said Landing because the petition that they were going around getting uh I'm getting a little excited so y'all hold on um the petition that they were going around misrepresenting me with stated that uh I car less about affordable housing well I want you all to check out um Somerset Landing will have their grand opening on April the 11th well we have 84 brand new unions wow of affordable of affordable housing that's why I got you to sign me so I want to make sure that you all know that no matter what people say about me I'm going to keep doing what I need to do because I know it's for the best of our community I don't get caught up and and get bothered by what they say on social media I don't even get caught up when they go around lying on me I just do what's right and I see it works out for my good thank you sir um I don't have anything to uh add except for uh I do have to give uh the parks department kudos for responding quickly and finding a temporary solution to someone bashing in the gate at Le people were parked last week oh no the new gate the brand new gate oh Patrick is it repairable that we had to had a fight for last year is it rep terrible or it's it's it has to be replaced oh God uh but but the always um creative and and uh responsive staff uh under director Jones leadership uh put out the temporary game the next day uh because we have been successful in keeping Shenanigans out of that part and uh keeping the damages done in that part specifically uh to a minimum uh so thank you as always for for being Johnny on the spot please my hand nothing particularly uh nothing particular going on just a couple of things first of all Carrie I so glad this is all over for you and and you know you always have my support and um unfortunately it's just the nature of the political scene you know everybody wants to attack and and and the facts don't seem to matter you know um want to give a shout out to Paul Williams and his PS in Paul's event commissioner Austin and I were both golf cart drivers that day and I think commissioner Britain um came and uh and um it um it it was it was so we get we get to see a lot of uh see you meet a lot of people and it was just a very very successful event very well-run event EV I I thought it was a very very nice event um you think it it it doesn't benefit just the pups but also you know the city in a lot of ways and so I didn't the whole time I was there I didn't see anybody out of line I didn't see anybody's look I didn't see anybody you know doing anything other than having a good time with their dogs so so um so you know thank you to Paul for continuing to do that and and um it was was it was it was a very nice day there was a there was a block party that evening um so it was it was just a big day in the city so so shout out there and um right now I think that's all I've got um talk about the great business that commissioner Austin took me to oh yeah that's right commissioner Austin took me to a really cool new business where where they offer very very juxtaposed on one side of the business they're offering glass blowing classes how fun would that be who doesn't love beautiful blown glass right and who would love to try that at least once in their life and wonderful wonderful um uh young man has opened this business um they're going to teach glass blowing and they're also teaching ax throwing um and Petri remind me of the business name old Kinder hook that's right Old Second yes on Second Street old Kinder hook so you can go and you can learn to blow glass or you can take your frustrations out on your loved ones by learn to throw axes I open after the meeting yeah and the best part is they previously were now uh I had a business in a Popa yes and they're now ours yes so that's always good one other thing I forgot somebody in the back row reminded me um parking lot lack of a better word in front of the Civic Center but lot yeah yeah the Civ Center lot um while doing my little uh go-kart uh golf cart Duty uh I noticed that the dip is getting worse and worse uh pulling into that lot I I don't know if we need new millings there or fill or uh you know what the technical term is but uh several Vehicles were you know there's a phone app you will take a picture of that it doesn't work it will map it no oh yeah it does work no it doesn't it does it's much more effective when you bring it up here that's right it's a lot easier to I take a picture and send now it uh someone reminded me about it I
