or comments Jim thank you mayor Jim Robinson Parlin the I read the ordinance today it says you you've held public hearings on the franchise renewal um what did the burrow do to make the public aware of these public hearings and solicit com obviously and solicit comments from the residents on public hearing is now this is the public hearing okay well the ordinance that's interesting this is the public hearing right now so the only notice of this was if somebody went on and looked at the agenda for the meeting so we didn't actually actively solicit comments on on the cable franchise as was said here is that correct we're obligated to list it for a public hearing we did and here we are so this is the public hearing okay all right because the ordinance says that you had a public hearing and you received comments and I was going to wonder what the comments were did did did we engage the public relations firm that we have to solicit comments on something that obviously a lot of people are concerned about oh no okay who was involved with the negotiations from the burough side myself and Mr zabowski you and councilman zabowski okay now the ordinance says that cable vision committed to certain undertakings responsive to the Burrow's future cable related needs and interests can you please explain those future cable related needs and interests and the undertakings to address them coun yeah I mean just just as a you know as a as a starting place you know one uh S I know you know this but this is a uh this is a opportunity for you to make your comments this is not a question answer session as a starting point I mean it's not a public hearing public hearing meaning you can make comments what I'm saying what I'm saying to you is that this is ask questions right this is not a cross-examination of of the members that are up here as a starting point secondly though to answer despite that answer your question uh as you're probably aware the franchise Agreements are required uh you know every town has them in order to make sure we are operating I understand that I used to work for a public utility company and I'm pretty familiar with these and and how the public hearing should go so are you saying I can't ask questions about the 10-year cable franchise that we're committing ourselves to right what I what I'm telling you and this is for not just for you but for every member of the public this is a public comment period you have your time to make comments what you can say is I'm concerned that I don't think that there were sufficent will I will take my questions which I can't ask and put them in the form of a statement it looks to me like the firehouses the first aid Squad and a DPW will get free services which I think is great will the active adult center the American Legion or the VFW get free services and I think they should I guess so that I I'm not asking I'm not putting that in the form of a question I guess we're playing reverse Jeopardy here okay I see that the ordinance says that they will have a local office but I don't think they have a local office I think their office is in Albridge in the Gateway Shopping Center they close the or the office in serville and I see that it is only open Monday through Friday from 9 to 5: and I think it would be a great convenience for the residents of this town who work if they were open on weekends or after 5 okay I was going to ask if the agreement provided for faster internet speeds that are currently available but since I can't ask that I'll say I hope the agreement will provide for faster internet speeds that are available and since I can't ask I'll say I hope the agreement provides rebates when there are service interruptions and since I can't ask I'll say this our high school has there'll be two public educational and government access channels and our high school has a great TV studio I hope we worked with the school system to determine if they wanted access to an educational channel for the benefit of the students and residents and I guess I won't find out before the vote if they did because that would be a question and I was going to ask what additional benefits does this 10-year agreement provide I was going to ask if there were cost reductions improved service metrics free cable for the active adult center the VFW or the American Legion and additional access availability since I can't ask that question I will say I hope there will be those things now and I also hope that we will get an exp ation as to exactly what benefits there are what this ordinance exactly provides and I would hope that in the future and I'll tell you this mayor I posted this about 3 o'clock I only got to see the agenda today I posted about 3 o'clock three people commented to me and asked me if they could comment online or virtually at the meeting I said no and two of those people are friends of yours may two of the three people one's a former employee and three of those people wanted to know if they could comment virtually and I think they would have had something to add although they wouldn't be able to ask questions apparently because we can't ask questions at a public hearing um but I think going forward on something as important as this that folks have the opportunity to virtually attend the meeting especially since there was no real seniors in town a discount or something cuz it the rates seem to be going up every couple of years and you know the seniors are used to paying zero for TV when we were younger I know I know they have to pay but it would be nice if you mention it to them to get the 10 years you should give the seniors 5% 10% you know it's something makes makes everybody happy thank you thank you mayor kenel sheski 108 North Edward Street um the local office is it true we don't have a local office is we had it we had an office uh at the shoppr shopping center is that gone yep in order to make sure that you know we're being consistent with everybody I just wanted to you know comment again this is comment time frame uh in terms of your comments or your concerns about the about the ordinance so it you know certainly sounds like your concern is you know the location of the local office and accessibility to Residents um so the um you know you can certainly Express to the council that you're want to make sure that there's a local accessibility for residents that the local office is not far away or in Access but in order to be fair to everybody um again like I said before it's not a question answer it's a it's a comment I think I got the picture so I think the residents of this town and that's the people watching on TV on here they're getting a short shrift here something is important as a new 10-year cable contract and uh nothing was done in advance there were no meetings in advance there was no EV evidence of any public thing and now you can't ask questions that's a great deal boy that that that is talk about taking away the rights of the people talk about taking away the rights of the people hello yeah hello yeah residents of town and people interested not just for me not for me but the people that can't make it here the people who are handicap the people that can't get here the people are not comfortable coming here we're talking about bills of up to $20 more dollars a month on on a 10-year contract and we can't ask questions I understand that sounds really fair just I'm not a talk I'm talking about the people here that have been elected that went before the voters have been elected if anybody's got anything to say about that let me go back to the local office I don't know where the local office is there was a local office in the shoppr shopping center somebody told me it's moving to s Woods what's the definition of a local office a local I guess is that anywhere in middlex county is it going in New Brunswick what kind of a joke is this on the taxpayers and Ray payers of Sero and then you can't comment on it and how many complaints have been made by the people how many complaints have we evaluated that I guess I'm not going to get an answer is anybody evalu waited that or is this the big cable company against the little people of ser and another short trip for the people that's a pathetic thing to have to go through and for you not only this lawyer who I didn't elect him I don't understand why he runs the meeting not only for you mayor for everybody sitting here and been elected if that's the way you feel and you can't speak up about this about a 10-year contract we surrender to the cable company and big business we surrendered the people of serville have surrendered through you the people theyve been elected thank you make clear for residents that you know there are opportunities to answer ask questions there's emails opportunities you can reach out to your local officials at any period of time my comment is that at this portion as as there is true at every public meeting the opportunity is for the public to make comments and that's what the public session is for if there's ordinances are posted they're published they're available specifically to make sure that if presidents want to read them or ask questions uh that they can do that so I just want to make sure that that's Council I sat on this Council from 1989 and everybody came up here had the right to ask questions when did that go away did the state take it away the federal government take it away or did you take it away I can't speak to what it was in 1989 I was seven but uh I can tell you that right now uh as I advise all my clients and as is the law for public comment it's public comment so as long as I'm the lawyer for whatever town I'm a lawyer for that will be the advice I give the public and the client so public comment is only you can't ask you can't have an interchange with the people have been elected so you can understand from them what's going on in town what a what a short shrift on the people thank you are there any other questions or comments yes wait any other questions or comments did you say yes on ordinance hi my name is Robert Harold 49 delicat Lane um I'm pretty new to town don't really know how um the system worked with the cable contracts um I did get a speak a chance to speak to uh Christian beforehand just on on the idea of the contract mayor you said that all towns have the contract it's something I was unaware of um but to the point of the two people uh prior to myself it takes away our leverage with the cable companies tying us into one cable company um I Come From Brooklyn there's three four five cable companies and when one cable company would try to raise the price on me I'd switch to the other cable company and when they tried to raise the price on me I'd go to the back to the other cable company and get three free months of HBO so tying us into one cable company like I said if it's something that is necessary for the town to do I'm naive to it however I wish there was some sort of competitive com um kind of competitive thing for for the residents to do um to enable to keep our bills lower when I first moved to town four years ago almost four years ago I got an introductory rate of $120 I now pay $185 don't know why my uh I told my trial has ended and when I told them well I'm just going to go get FiOS they laughed at me so like I said I understand if it's something we have to do but I wish there's something we could add or or anything to to give us the Competitive Edge over the cable company um it almost feels monopolistic where the cable companies basically have full range uh Optimum is I like I said I've had four or five different cable companies is the worst cable company I've ever had to deal with service-wise provider wise um so I wish there was something we could do to give us more of an edge over the cable company rather than just be stuck in to where feels like a monopoly over the town um that's it thank you just so the public understands um when when the burrow originally got in got brought in a a cable company one of my best friends Ed Raper was the chairman of the of the cable advisory and he dealt he dealt with it and Eddie was a remarkable man what we found over the years beginning in 1989 was cable companies don't compete with one another once they lay the cable in the ground and they get the cable right away other cable companies do not come in because they'll have to either buy the existing cable or lay their own and they're not going to incur that cost for a 10-year period that being said since 1989 things have advanced and there are options if people don't like Optimum I my understanding is Verizon offers a cable service there are a number of wireless uh cable services um this is not what it was in 1989 that you know that's that's a very long time ago and the and the world was Far different uh that being said um if we don't get did we receive any competing bids no no we didn't right which is pretty standard you never really receive a competing bid on the cable um and we do the best we can with what we have and with the Advent of the different the different um options with wireless and with the Verizon um it's where we are Brooklyn may be different New York may be different where there are multiple cable uh providers that have multiple rways uh on the public on the public thoroughfare uh in New Jersey one guy gets it the winning bid and and then they seem to have it forever because their competition uh doesn't cross the line and compete and that's been my experience for the last 30 years um that being said are there other questions Jim other comments yes oh oh no questions comments thank you uh mayor what you just explained is what a public utility Monopoly is they don't compete they are different from other companies that's why the statute provides that you have public hearings and the public have the opportunity to comment well since it is pretty obvious that nobody knew what was going on here with the exception of councilman zabowski who unfortunately isn't here today and the business administrator who didn't offer much comment about what this new um agreement this 10-year agreement entails I would suggest that and since you have a a an excellent public relations firm I would suggest that this be table for tonight that you let the public know that you are going that you are considering renewing the 10-year franchise and let them Express their concerns and comments might some of the things that that I talked about I'm sure no no disrespect to anybody here but you don't have an Monopoly on wisdom and I think if the public knew that you were about to enter into a 10-year franchise agreement they would make some comments they might even come to the meeting they wouldn't be able to call in virtually they might send emails to the business administrator or to councilman zabowski they might come here if they had some notice I mean one of the people that responded to me said I wish I knew about this I'm finding this out at 4:00 on the day of the hearing that's not the way to do business councilman oesi was absolutely correct I don't think it does any damage and it does a lot of good it would show the public that you care about their concerns you have an interest in what they have to say just postpone it two weeks and advertise let the folks know why you're postponing it let them know you want to hear what their not questions but what their concerns are and act on those if you look at and I just quickly Googled the uh uh the information packet put out by the Board of Public Utilities the utility company is supposed to respond to questions I think that was on page 27 if you're looking at that Matt um the utility company is supposed to respond to questions posed by the council that come to them from the citizens the people that pay those bills month after month after month after month so I think there would be no harm done in tabling this motion or postponing this pulling it from the uh from the agenda waiting two weeks allowing the public to know that you're about to enter into a 10year agreement that's a long time a 10year agreement and ask them if they have concerns that they would like brought up I also think you should reach out to the Board of Education as I indicated before I don't know if you did because I couldn't ask that as a question but there is a wonderful educational opportunity here for the students they do have a TV studio there and I'm sure it would be of great value so I respectfully suggest there's no urgency here that you postpone this you solicit public comment and you act on it once you've had that public comment thank you are there any other questions Ken any other comments have to change the way I do that Kendall shes 108 North Edward uh first of all I I want to correct some of your comments uh and I don't want to take anything away from uh Ed Raper the uh the late Ed Raper who was a great man and a a great fighter uh for the people of ser all that's totally true uh how ever the cable the cable TV was had been established and in town before Ed Raper was involved in this and I'll tell you how he got involved I was the one as the councilman that created the cable television Advisory Board and Ed rer at that point got appointed to that and he did a lot of the things that uh that you said mayor so uh I just want for the record correct that and I also want to reiterate this uh the local office uh if if we no longer have a local office and where that local office is going to be I think everybody here should be concerned about that and should speak up about that uh where is the local office going to be uh is there a place to go because I somebody just called me last week and said that they they they had to change they had to change their cable box because cable vision is whoever the hell is called now Optimum blah blah blah um if you have a certain brand a box it has to be replaced by something like July of this year and they they gave him the opportunity to have someone come from cable company to do it and he and he and he did that and then they said no no uh we did this but you we're not taking your old box or anything you have to take that back to the to the cable company so and he had a hell of a time finding them everybody gave them a different story so I think this is not just idle chitchat people do go to the cable company and if we're taking it away from sville uh and everything you said mayor about competition and that may be true however during negotiations that's the time there's a give and take and how in the world did we lose the local office that's something I would like to know and I'd like everybody here to find out too and I I think the suggestion that this isn't ready to go is a good suggestion any other any other comments Jim yes mayor I just Googled that report that I mentioned let me read from page 28 that says the public hearings this is a Board of Public Utilities publication the public hearings must be held before the municipal governing body during these proceedings the cable operator must be allotted time to give a presentation most municipalities allow the cable operator to give a brief opening presentation at the beginning of the hearing comments from the public may be limited to reasonable time periods the public may ask questions the cable operator concerning the information required in the application I think what I have just read to you is not the process that is being followed here and is reason that this should be postponed the public should be made aware of it and have the opportunity to comment and as the Board of Public Utilities document says ask questions and and the provider they're getting 10 years they're getting a 10-year franchise they should come and make a presentation and they should let the people of cille who are paying 300 bucks a month for this service know what they're going to be providing I don't think that's too much to ask when we had a streetlight issue the mayor called jcpnl representative in twice to talk about it this is a 10year franchise they are getting and the people should have the opportunity to comment and to question them maybe not ask questions of the governing body God forbid but ask questions of the provider that is getting this 10year franchise and if you'd like me to email uh the uh Board of Public Utilities document to you mayor I'll be happy to do that no I have a very competent attorney okay very good thank you all right so I repeat my request that you table this allow the public to know what's going on give them the opportunity to make comment ask the cable provider to come in here and make a case as to why they should get a 10year 10year renewal on their franchise and respond to service questions and issues and things like that thank you very much I got time to spare are there any other comments being no other comments entertain a motion can I make a motion to table this till the next meeting well I'm gonna have ask the attorney before we vote on it to to review the documents and then advise us on it so I'm pretty Prett sure it's supposed to be a public hearing separate than the public this is the public hearing on the bond orance just closing the public portion now just so okay just closing the public portion now I'm not for adoption all right so be before the end of the evening I'll have the attorney give his opinion just so the public knows the 10-year contract is pretty standard uh the thing with the cable company it's a lot like the phone company you don't get a lot of choices unless you go Wireless that being said I think it's been a 10-year contract since we started with cable television and and um uh I don't see a big difference between the shoppr mall and the the mall at the top of um ernston Road uh beg your pardon shwood s Woods um but for some people particularly those advancing in age it may get confusing so we'll we'll look into this and take that into consideration may just a few comments just to clarify thank you um one just to make sure it's clear also that this is a non-exclusive franchise agreement meaning if another cable me no one else put in but it's non exclusive so if another cable company wish to participate in offer service this agreement does not bar them from doing that um uh in addition uh you know just so folks understand that while basically a franchise agreement allows municipalities to get money off of the cable compies is a franchise fee that provides money to the municipality the municipality does not control the rates and the Board of Public Utilities and cable company we can't tell them hey we think your rates are too high you should drop down your services we can't demand that they provide you know certain specialized rates um the the um so when it comes to you know the local regulation it's relatively Limited in terms of what we can and can't do through a local franchise agreement for the most part it's a little bit of a of an obsolete type of model as folks mentioned it was a different um set up back you know 30 40 years ago um but for anybody who's concerned about competition this is not an exclusive agreement so if another company wanted to come in they could do so obviously variz and other other Wireless Services as well um there is a provision for Public Access TV stations already in this agreement um so they have to provide two uh Public Access stations um that can be used in different ways uh it requires a local office it doesn't say local meaning within the borders of the of the town I mean quite frankly um obvious cable companies are not required nor would it be practical for them to have an office in every single Town um so uh that's not something that is um we can every town can't require it because obviously that would not not be practical um and the other part of this too is that um from a because the public Board of Public Utilities ultimately is responsible for uh kind of utilities including this um the township uh can't just from a practical standpoint we also can't just say no we can't just say cable vision we want you out of here uh quite frankly the Board of Public CH would overrule us um we can't you don't decide to you know discontinue cable service uh in town so um you know so from uh from that standpoint those are just the comments I have based off based off of the uh Public's uh comments for the for the board uh for the council if there's any other questions I can try to answer them if I don't know the answer then I will um get back to everybody so like the public comments what's that the public comments before we had and close the public portion come on up Sir you need to state your name and and the street and the street you live on James scol Garden State Delhi 165as Avenue I got one question on the franchise do they pay us did they pay seille to have the franchise here yes they do and that's it so they just so they can get so they give money back to Saville to to have their franchise here then 2% 2% okay is it still 2% okay thank you take a motion uh to close the public portion and for further discussion I make a project proc we'll hold this in OB bance until until we do that uh and send out an invitation to the board of education so that they can send a representative who who can work on their behalf is there any objection to that this is already a a requirement I guess from my understanding I I'm leaving it up to the attorney yeah you know off thought my head I I don't know that there's uh you know there's certainly times when people have the cap a company come in I've also seen times when they don't so I can't I can't tell you definitively that it's absolutely required I've seen it done both ways now maybe one of the ways wasn't right um but I think regardless I think what the mayor is is suggesting would would would erase any questions so there's no no one can come back later and say whether they should or shouldn't have or that there wasn't a fair you know opportunity to answer all grievances or all issues so um question just so you know this is pretty standard stuff you know it's like every 10 years the franchise agreement comes up uh we go through it um we ask for a lot of things they don't give us anything uh and nobody else competes Dan I don't know what your experience is in South Amboy but it's probably similar public okay so we'll have it uh that being said so we'll start making arrangements to hold it in the senior center on a Saturday so it's the most convenient and um we'll we'll set it up we'll send uh an invitation or or an anoun ounc m to the Board of Education that what we're doing and they could certainly come and they can um uh ask the cable company if if ation whatever they want to ask for and and there we are all right motion to carry that yeah so we we would have we've had a public hearing we'll have a motion to to table um to table this I I guess what we can do is if you want to I don't know if we want to put it on for the next meeting or put it off wait put it put it off till we have till we arrange this me meeting because this coming weekend's Easter and so we'll do it sometime after that let's let's I would prefer yeah let's put a specific date on it um just so that way you know since it's an ordinance if people know so let's pick a meeting like a month out you can always carry it again if for some reason the time doesn't work out that you don't have the meeting done in time April 29th yeah so it'll be a motion to see that we are once again awarding a contract for a grant writer this one is to be RS Inc I'm not familiar with them what is the Genesis of that where where did they come from who recommended them again uh just reminder this is a comment not a public not a back and forth question and answer session okay so you can't ask questions on resolutions either it's it's public comment public comment okay my comment is that I would like to know what the Genesis of this was who recommended them where they came from that's my comment and my second comment is I'd appreciate an answer to my first comment come up with a with a with a method by which people usually they would submit these questions prior to the meeting um so they can do it by phone call or they can do it by email well it's it's mayor it's um it's a one certainly the public can always email questions but two um just you know it's it's not a cross-examination well that's exactly right and and it's not uh you know some of the questions that might get asked you know you're not obligated to go through every aspect of how you arrived at a particular wording on a resolution or a particular uh person or a particular I'm not asking about that right but but so my point is this is the person who has been nominated uh or has been selected and uh that's the the uh person who has been recommended and that's what's in front of the of the governing body um see how simple that was thank you my next comment would be I hope they would have some experience in getting grants for historic preservation thank you are there other Society paron if I got that mixed up but did we have that in mind or fact that in any of the any potential grants that can assist them in any way um to focus on part of this it's certainly something we're willing to explore okay absolutely and if an opportunity pops up that would be something we would explore well it's it's questions I get just wanted to hear what you have to say on it thank you that New Jersey kind of being ranked as the I guess second happiest state in the Union you know a lot of the factors towards that that was mentioned in the article was um New Jersey having a strong cultural arts space and Community you know so I know that there's a not sure how much cille's impact was towards that but hopefully we can be a better impact and it begins with um you know more appointments to Cultural Arts and seeing how we can um you know improve that element of our burrow so hopefully we can review even the additional applications and and have more even done for that uh committee um in the next following meetings so that that's my personal requests but I'm glad they see progress in that area and others to continue thank you okay uh Public Works councilman kesy Public Works has been busy this month Parks has moved forward on the community garden move uh planting with uh moving the planting beds and uh getting the grounds leveled and seated and then getting all the fields ready for this coming season but roads has been filling potholes and doing roadside cleanup with sanitation and repairing drain ditches that have been washed away with the recent storms sanitation has been has been busy with them as well we uh took delivery of two new garbage trucks which will help with our pickup times uh and we also received two pickup trucks so uh finally uh vehicle maintenance is always busy and keeping our Fleet up and running progress thank you water and sewer council president oh I'm sorry Recreation councilman SAR thank you mayor uh there's been a lot of progress in the recreation department Recreation Department is really moving forward now that spring is here uh last Saturday we had the Easter egg hunt the Easter egg hunt was rained out because of the rain but they did a super job they had it in the active adult center and I got to make another compliment to my friend Bob that's been on the recck department since back in the day when I was there he was in the Easter Bunny outfit all day and I'm sure he was 150° in there so a shout out for him uh culture and arts moving forward uh Cal human relations we have a bias awareness presentation with guest speaker retired police detective Juan Rodriguez that's going to be uh the serval Public Library on Saturday April 27th at 1 pm it's free admission to all residents or anybody that wants to go uh the culture and arts we're we're reorganizing that a little bit trying to get that moving forward uh and other than that progress thank you councilman water andur environmental council president thank you mayor um just a couple of things we have a couple of monthly reports one from Recycling and clean communities and they had given a presentation at the Girl Scouts for recycling for clean communities and they have some website updates and information and I know a lot of people including myself can use a few tips on better recycling in town and Elise works very hard I'd like to ask that we can put Elise or her team on for a 5 to 7 Minute presentation to um engage the community with better recycling habits and what we have AV have Elise here all right I will work with her on that and I would also ask you to indulge me there's been some um some things going around about water we have a good water um report and I saw South River had responded that there was um a hoax going on there so um um I saw I saw that uh I sent it to the administrator and I'll let him report on that I spoke with the water superintendent this morning and uh it's Malarkey essentially we are obligated under EPA and D guidelines to conduct certain uh scientific tests to test for substances in the water it is done as a matter of routine it's done on a schedule and all of the results are posted on the D website so anybody that has an interest in what may or may not be lurking in our water supply can Avail themselves to that on the internet but uh Mr Lightner assured me that we are well well within the limits that were required by law and annually we also get that water quality statement that's sent to us and I do want to add the um last standard water quality sampling continues with no issues according to our um most recent minutes from the water department so anyone who had received that want to put them at ease we have um we have an eye on that and the water department said on the Southside where all the warehouses are being built the roads are you know being fixed and there's a speed trap sign um so she was just concerned about why nothing is going on on North minis sync so I told her I would come up and speak on behalf of the Nickel Avenue resident and she said sometimes um you guys are silent onl on the cable and they can't hear you sometimes so that was another concern of hers and um and I just want to say about we could we couldn't afford um Optimum anymore it was just getting way expensive and we switched to Verizon it's very much cheaper we we have online television not cable and it's very much it's very it's much cheaper than the cable company and it runs just as good um and um also she wants to know if it could be repaved someday so I just wanted to tell you and I want to thank Mike kichi for going there the last two SN snowstorms on Nickel Avenue making sure her drains were clear um and also he called me right away during the week when that really back pothole on Main Street um by Schmid Street um was temporary filled by the town until the county fixes it better or permanently thank thank you thank you Demi are there any other thing I think John is doing a good job on Sarah and I did also want to ask him if he had an update on the Veterans Preference issue at the the place because as you know that's an important consideration the other day I had the opportunity to talk to Freeholder or or commission director Ron Rios who said he happens to be very proud of the fact that middle sex has zero homeless veterans that's a great accomplishment I'm happy that we have zero homeless veterans but it certainly calls into question that ridiculous requirement that our preference is only for homeless veterans so I I'll wait for Mr Z councilman zabowski to be here to uh advise more on that uh at the last meeting um you talked about a meeting with Mr Moo and the 40 acres behind Kennedy Park and mayor do you have plans for that property what would you like to see done with that property I'm I'm in discussion with Mr Mako what he would like to see okay well I'm talked to him and he'd very happily sell it for open space and I confirm with the tax assessor who is the chairman of the open space committee that Mr Mako would like to do that he's told a number of other people that but do you have what would you like did not the developers don't at least I hope the developers don't call the shots as to what's going to go there what would the governing body what would you like to see there we'll let you know you'll let us know okay thank you also um Joe juli as some of you know was a serval resident and an mcua commissioner and unfortunately he passed away in January and as the host Community we should have members on the mcua and I'm wondering if if have we as a burrow or any of you individually reached out to the Commissioners to to see that a seral resident is represented on the mcua sir I'm going to tell you again this is a qu this a public comment period if you have comments please make them if you don't submit your questions in writing to the governing body and they will decide when and how they're going to respond one is I think that's on Democratic and doesn't result in better government that's number one my second comment is this since serville is the host Community I would hope that we would reach out to the Commissioners and say that since commissioner Giuliani Giuliano passed away in January that serol should be represented on the mcua I would hope they would do that and I would hope that if any of them have done that they might say we're way ahead of you we've already done that because it's important that serville the host Community for the mcua have a representative on that board I guess that hasn't happened okay I'll F my time and come back with another question thank you with another comment I'm sorry God forbid I would ask a question you know it's there was another Kennedy President Kennedy who said ask not what your country can do for you this Kennedy is saying ask not what your community is doing ask not what your council is doing for you amazing required but I'm asking you as a council to really reconsider making that historical landmark um I have been talking with uh federal and state representatives and as the Historical Society pointed out we can't even apply for these grants unless we have this you know in the town Landmark determination that this is an historical building I mean I I only found out in all of the years I've been involved exactly what that building everything it's done over the years and how important it is and if we don't do this I'm afraid money well spent if if we H if we wind up having to do this and and the people in the Historical Society mayor you probably appointed most of them boy do they do an excellent job I you know over the years you never even really knew what the historical society was doing these people on there are really doing an excellent job they're doing their own fundraising they I it's there I even bought five of the books because I wanted each one of my kids to have one as well as myself although I don't know how much longer Jimmy and I will be around but you know pass it on to the grandchildren this is such an important thing and these people have worked so hard oh everybody I talked to in the state or in the federal government said that they already talked to people from s's Historical Society what Commission in this town of volunteers works as hard as they are and they've come up with this that this should be done and I'm hoping that you do follow through with it um since I still have a few more minutes can I bring up something else is that okay I can't ask that question either okay I I have something else do I have to sit down or can I finish it what's time it says I still have three minutes yeah okay I had a few ideas for helping with the traffic on Main Street since I travel it several times a day coming and going picking up grandkids from all over the place um there's two lights in town that I think if the county were to look at changing the timing which would be the Crossman light and the cable Boulevard light an awful lot of times people are making the right hand turn they're gone and the light changes after they're gone so it's it's stopping traffic on Main Street unnecessarily I've seen it at both intersections many times plus during rush hour if a steel truck has to wait a few more seconds to let the residents of the town get usually on S day the local hospitals have come and and they'll rent the table and and they'll discuss that we we haven't had one in a long time last time there was any kind of hellare was at Faith Fellowship Church and his father found out he was diabetic there and he was walking there with Mary and and and uh but as the burrow I I can't recall we ever had a health fair Mary you wouldent they try to do it once a year at the Active Adult Center okay all right do you know where the active adult center is down on Main Street yes go in and and ask for Jennifer uh and now that's usually just confined to the people that the club members it's not it's not the burrow as a whole right um what what was your what were your thoughts on having a health fair well well the the healthare that I'm having is simply as a as a walker Thon it's just walking around yeah it's awareness it's awareness yeah you know just bringing the town together and yeah having something like that y so that's that's really the idea that I'm I'm doing and I just was wondering in the budget uh do you have a budget for health you know so we haven't spent money on that yet mayor Kennedy if you don't mind like you know we do have a a Board of Health that is around this time too tends to be more active in programs especially in collaboration with the County Board of Health um I think recently they just had one I think on like March 11th or something in the SEO Library so obviously it's not a health fair but um some of their events at the local level Board of Health or ccy level Board of Health you can find more information on how to you know reach what I think you're looking for on the website um I know the library um events sometimes the Board of Health um hosts events there and a lot of times you find information about what you're referring to um the nearest um health awareness events seminars um some of them physical some of them Not So within sail and Beyond so I know that the sail Board of Health um and the middle set County Board of Health and you can find more of um their events and meetings usually held at the SVO Library okay thanks if you would if you'd give the ba Glenn a call in you it might be confined to somebody that signed into to the active adult I don't think it's confined to members of a club like the Tuesday Thursday for saint St Club I don't think I said that but if I did you didn't say it but it implied when you said club members okay okay just to correct that um I can't tell you I can't tell you how undemocratic and anti-government I think the idea that members of the public should not be able to come up here and ask questions uh I think we're talking about anti-s Sunshine Law uh sweeping issues under the Rogue and giving the residents of this town a short shrift so I think you ought to take another look at that because it's anti- everything that we've done in the burrow of Servo we don't just speak for ourselves here as I said there's many people that can't attend these meetings Etc and you know trying to get information to them is certainly just as important as to people who are here the next thing I want to mention is this uh negotiations uh on the uh cable contract you know it seems that you're talking uh this is a negotiated thing uh it's not a can't do thing where you just throw up your hands and say there's nothing we can do there's no other cable companies here no there are plenty of things we can do and it's a negoti and if you know anything about a negotiation and I can speak from experience because as as a facility manager for a major international company I negotiated with local 701 Teamsters for years and years probably over 20 years so I know a little bit about negotiations and we didn't just throw up our hands and say there's nothing we can do this is the teamsters and it was the days when the teamsters were a big deal not today Teamsters it was the days when they were a big deal and we didn't throw up our hands to say there's nothing we can do that's what it appears you're trying to do to the public there are plenty of things you can do and one of them as I mentioned how did we lose the local office was that negotiated what did we give what did we get in return for that so I think you ought to think about something along that line too don't just throw up your hands and say nothing can be done and I think the idea of having a commissioner on the mcua for the host Community is an excellent idea uh that was brought up earlier in this discussion uh I think we ought to go to the freeholders and ask them for an appointment to replace Joe Giuliano of sville uh we've always had we had Leon the wiki for years as a commissioner uh I was on there with him for a while we had two Commissioners so I think that's an excellent point and the other thing I want to uh I want to mention is under uh under uh Administration uh under General discussion agenda items I don't know if these are coming up at the next meeting for ordinances or resolutions but my comments would be on the Public Works number one authorization to execute an adjoining municipality benefits agreement with the mcua for a period of 10 years at the rate of $120 per ton uh I would like to know how long that agreement is for I know when it was put in effect because I was there how long it's uh it's for what the rate was has there been an increase in rate over the years and where that stands and as you say I don't know the process here we usually had an agenda meeting after this meeting and those things were at the next meeting I don't know if that's coming up again but uh I think there are very significant questions as a as an agreement for uh for a uh a community that adjoins edgeboro we fought to get an agreement and it was done when John Bennett was our bur attorney and Jeff warsh who later became an assembly one was an assistant to the Bur attorney thank you okay thank you very much and I'll be back J it's excuse me one second I'd like to make one comment to speak in the mic I'd like to make one comment regarding Mary noac Traffic Light report I've actually been watching those two lights and you're 100% right I met with the traffic supervisor we're working on a couple different things I've sitting at quick check parking lot 7:45 6:45 in the morning and watch zero Cars come out of North Crosman or South Crosman Avenue in the meantime traffic is backing up from all the people heading to work going east and West on Main Street same thing in the afternoon 4:45 6:45 I watch zero cars coming out of out of those roads and we're backing up all the way to the light by Main Street extension so uh the lights are supposedly set at the maximum timer that I was told at this point but there's possibly other things we could do like flow proportionate or or something but it's on the table those two lights are I agree with you 100% thank you J you want to weigh in on this Mar I know the county is redoing the intersection of Crosman and Maine so they're going to do new signalization and improvements that's coming they're getting ready to go to bid with that project uh the other one as far as the Cal Boulevard we haven't studied that I guess if there's some concern we can request the county to take a look at it thank you uh other other Jim thank you mayor Jim Robinson Parlin I first want to thank the gentleman for his questions about Healthcare I learned a lot from the answers so I think it's great that he asked those questions and he answered them want to go back to the mcua I saw the other day that the mcua will undergo a $23 million three-year infrastructure Improvement project to enhance the efficiency and reliability of its wastewater treatment operations project is called the return to sludge pump station rsps um Rehabilitation it's a $23 million is a lot of money so I you could buy two bus Depots with 23 million I I hope they're going to be great improvements and they probably are a great thing I know the commissioner was the commissioner D was involved I have great respect for him um they are probably a great thing I didn't know anything about this I was with Joe cryan the other day I was with Ron Rios the other day I would have asked about this if I had known anything at all about this they didn't come before the planning board which is as we know is required under Capital review and and while I'm sure this is a great thing we have experience with the mcua and they serve you know Three Counties but we're the host and when they're doing improvements sometimes we bear the brunt uh of those and this is not our first mcua rodeo I appreciate the improvements but there so-called improvements in the past provided overall benefits for all the other towns and the other two counties but caused issues here in cille in the past now this project involves maintaining the concentration of activated sludge in the oxy oxygenation tanks a key component of the bi biological treatment process we've had some experience with that before sash you know about that a lot of people who live in town know about that because they could smell the impact of it they could smell the ramifications of it so as the host Community the town you know closest where the mcua is we're the ones most impacted I want to know what the burrow knew about this did the burrow engineer know about this can you tell us about it and what safeguards will be in place to make sure that during this three-year process there's not going to be a slip as has happened before and we're not all going to suffer because of it and I'd also like to know I can't ask it as a question but I'd like to know why they didn't come before the planning board where these questions could have been answered where our engineer could have reviewed it um and so that we would have a certain Comfort level I'm fine with what they're doing but even the best project have have some errors have some mistakes have some things that are dispel dispersed into the air that we all suffer from so what's the story on this I'd like to know if the governing body knew about this and what you do know about it and what safeguards are in place thank you anyone else and and let me just say further that's another reason that cille should have a commissioner who would represent cille and stand up for seral and make sure saying is it intentional I don't know but and one other thing the notifications that are put out by the police department Sometimes they come out too late like when Min snc was closing up a half an hour after was already closed they were coming out plus I didn't get any notification for uh the uh Temple this week and I got stuck in traffic trying to get home the other night I mean it was just a few minutes but still if somebody's trying to get someplace it could be an issue taking a different route and one thing I don't know if I can I guess it's a question but I can't ask a question can I act the question say again we had a special election about a year or so ago and and it had the uh Board of educations bid for $97 million for air conditioning in that nothing was ever mentioned about maintenance cost and actual usage cost how is that going to impact our taxes that's just what I want to know thank you okay K again Ken shes 108 North I just wanted to finish up since I ran out of time uh on commenting on this authorization which is I assume a negotiation for the adjoining Municipal benefits agreement with the MCA on the uh waste at the landfill that number one uh what amount is it uh has it changed from prior years how much money is uh were you getting for this and again that it is a negotiation it's just not something that the taxpayers of Sero are stuck with and people say there's nothing can be done and finally I want to close by saying something positive I want to thank uh you uh through you mayor and the members of the governing body that uh we are going to have a special meeting uh for the contract uh the cable contract and also that uh as I came up here and talked about it a couple meetings ago we're not bringing police officers to the microphone to escort people uh back to their seat that we're telling them thank you your time is up and you should make sure you say you can come back later if you wish and that eliminates something that looks like we are
