program 363 authorizing the refund of onuse planning board escrow funds 364 authorizing the appointment of Robert Charles Malloy to the position of full-time labor for the Department of Public Works any questions or comments from any council members as to any of the specific resolutions mayor I always just like to say I'm always happy when I see new members of the Volunteer Fire Company so this has two new members and having attended their you know holiday celebration they have a lot of young people joining as well as uh retired professional firemen so I think our department is very it's really growing and a positive way and and the other one on 350 is the five uh Law Enforcement Officers always nice to get new people in there and I'm glad we invest in their training well said on both accounts and I'm I know we all agree uh I'd like to uh comment a little bit about uh resolution 362 I mean the uh three buildings that were uh being identified for energy efficient upgrades includes lightning HVAC heat pump upgrades of furnace Replacements uh smart thermostats Co sensors the overall cost for the three buildings which which are the uh the police department building uh the well 6 pump house and DPW and the overall cost is $534,000 however we will be receiving $341,000 33 and it ends up costing for all that work $3,278 so sign significant savings for all that uh improvements that we're going to be getting and interest free financing and interest refining 60 months 60 months plus we should be saving on our energy cost my hands down so that's all I have there thank you may I like to just talk a little about that 364 um happy to say we're adding another employee to the public pars um Charles Robert um much needed to have have employees in public work so I'm looking forward to adding another one perfect mayor if I can also go back one of the items I I didn't have a question on when we were talking about the claims but um all of our new flag poles were installed up on the Beach and Boardwalk and I had noted to um Joe that when I was walking I'm like wow these are all shiny and new and I hadn't even seen anybody up there installing them but they look outstanding I'm excited that we got that done pretty quickly good they really do because we had talked and and I was like beaming about it too saw it and you I just had a picture you know like like with the the gold or Brass Ball on the top now you being an eagle fan would have been nice to have an eagle the B looks very nice looks very nice I can see the blue sky with the red light blue flag and all it's going to look really nice um yeah it really is they a cheese any other comments or questions from Council hearing none it's our practice to allow any public comments on resolutions though it's not required by law if anyone in the public has any questions or comments rather not questions necessarily on any resolutions if you have them if you could give your name and address uh hearing none I would close the public portion I'd entertain a motion from Council as a consent agenda unless anyone uh has a request for voting on any individual otherwise is there a motion I'll make motion there motion by council member craft I'll second it second by council president W roll call council member craft yes council president W yes council member Amil yes council member condos yes council member Connor yes council member rotunda yes and that concludes the agenda Council adjourns well the council wasn't going to adjourn I was going to ask for comments from the comments you comment comment to mik the May of the coun we several people of the environment committee have resigned there to position on the committee so we are like people in the environmental committee so you know anybody who would be interested in joining the environmental committee by all means let me now or our clerk now because I don't know Mr Mayor if we can have a we like so many members I don't know if you can have a committee so please pass the word out I appreciate it that's all I have to say Mr Mayor thank you anything else from Council if not I'll go into the audience if there are any public comments if anyone has them if they could give their name and address into the record yes Alan this is not on resolutions this is our public comment anything alany 1450 Street um I'd like to know if we can find out when when we might see Remington Barrack here giving us their new version of the beach I'm sorry the Bayfront project you know every month I kind of hope that we were going to get a noce and she's going to pop in but I would really like to know could we call them and say when do you think we're going to have the plans when are you when do we going to have the public here so you could see them and I'm hoping it's sooner than later number one number two I think last year we gave a grant to uh Captain Alex and he is on the the different project that the mayor started and we don't want to talk about how far back it's been and' been having some se but uh he was the gentleman that was going to put in the uh waser shells and so on and so forth to help uh wave action and I know that he we gave him money last year to uh apply or rewrite a grant and I don't know the disposition of that and if we can find out I'd appreciate it I know on the latter point that other product Captain Al's working with the Stockton and finalizing a application which addresses what the issues that Army Corp of Engineers had raised and the primary focus of their I guess you'd call objections because they wouldn't give a permit entailed what they said we needed was a greater uh savv mitigation plan and the sa as we all know is Eel Grass right and so he's putting together a final plan application that incorporates their their comments and well I don't I don't want to bite my tongue probably but I one of my favorite topics so you might want to look into they all public records there there's two that I think might be of interest one of which is the jcpnl application and you see at the barge it's been out in the water the last several weeks and uh they were given what some have labeled to be a pass as to any Sav mitigation plan and you note that their uh trenching goes under the entire fth of the bay uh and you can uh draw your conclusions as to what kind of Sav might be disturbed for their application versus what Sav exists at all in the B of sead Park if there was any in the Target area which we plan to use for the oer reefs in the other uh enhancement for a living Shoreline so that's one application and they were given a uh their approval from the Army Corps said that they would have to monitor after the project was completed they should monitor the situation of Sav for uh up to 5 years so that that was their permit was granted on that basis and there's another nearby uh Act of digging into the bay and uh going into the sa area which had been proposed for a under the bay electrified cable going out into the water and it is contemplated was contemplated to connect into the wind turbines and that too uh entailed what many have labeled to be an unfortunate circumstance without an sa the plan other than monitoring so there are two examples right in our immediate proximity okay because last December when I had talked to him he said we did not he now felt that he had the information necessary to get that permit Captain Al yeah that was last December when I emailed him that was his response he's subsequently we've done work and I uh I know Marty may have done it on his own and Eric may have as you know this particular fall was very unique we had what was it 80 some days without rain and the lack of runoff contributed to some of the most amazingly clear bayw water that I think any of us have ever encountered you could see down 10 ft or more and I know we were experimenting and people were trying to see if you could use a drone I know that been that's [Music] been but for one of the positive uses for drones that was ongoing and he could uh I don't know if they're going to accept it I know that that that's been looked at through Captain Al it was so clear you could actually see and you could see where SA uh existed obviously that was after the season but there was still the the brown Saad so that might help us according to the scientists as we have our own uh Dr U bologa who's also our expert and I know it got up to him in the chain too but whether or not the Army C is accepting that as a actual study I I've haven't been told okay and the last thing I don't know if anybody could answer this do you know how many students we have attending Central Regional um I I don't remember I just actually was talking to Joanne Penn it's not a lot I it's I want to say under 30 at this point but I can find out for sure let you know I think it's under 30 I think last year might have been 34 I I think last year that number but she joked about it I happened to no I was talking to her part of one of our book clubs and she joked that you know there were a lot of graduates last year I had two Carmela F the O Brien there were like six kids from seide Park who graduated last year which took our numbers down significantly I I I want to say it's under 30 or close around that number but I can find out from Joanne all right thank you very much and have a Merry Christmas and a Happy New too than thank you any other questions public uh comments rather hearing now I close the public motion and I'd entertain a motion from Council pres before you do that if I may second uh a resolution was passed tonight for Mr Reon to author a letter to the um um njde um for part of the uh sand that was going to be placed in Seaside Park on inh that our administrator advised had gone from 110 cubic feet to 22,000 cubic feet uh on top of our dunes and on top of our piping clovers that are part of our approved Beach management plan um the resolution tonight was uh actually passed for December 6th um we had Mr Weir author that letter and uh based upon all the good work of uh of this Council and and the mayor over the past few years recently in uh working on not signing the state aid agreement the uh letter went out from Mr Reen and we did receive word from the njde management that they are not going to be placing any sand on our piping clovers on our Dunes they will not be charging us $380,000 that we were not going to pay in any event so I just think uh it should be known because there are so many people in the audience here tonight that would be interested in that kind of information that we would send that message out that the uh mayor and Council stood fast on their on their principles especially mayor Peterson has been doing a lot of work on this a lot of letter writing and uh we were successful with regard to this beach replenishment um cycle and I think that was good news for uh the citizens and the residents of Seaside Park that this mayor and council did such good work and we thank Mr W also for his uh concise letter to the d s that he did author and I just thought that should be mentioned uh and then finally I just want to wish the mayor and Council of course and anybody all the Resident Seaside Park a very merry Christmas happy Hanukkah happy holiday and a healthy and happy New Year and thank you it is good that's my Christmas present and I suppose we we should also mention through the good work of the council and our attorney Mr sabari on the other issue that came up the last public meeting and that entailed disturbance of the Bayfront Dune area the native long-term uh cedar tree the gross that were down there uh that too had a successful outcome as a result of this Council taking a stand and the unified work of Mr Zabar's office our our bough family our administrator Karen cron uh Eric and his people and Public Works everyone documented what had occurred everyone gave gave notice immediately to uh jcpnl and uh that too is working rapidly as we speak toward what I anticipate to be a very successful resolution uh it's close to being a formalized put in writing that I know council's still working on it but uh the jcpnl uh for one of a better term uh apologized I I'll use that term but that that they absolutely did Council they apologize committed their error and they will work that that too has a very positive result through the council's steadfast action of the last meeting so I know we all join in wishing everyone a happy healthy holiday season and thank uh those that came out uh this evening for the regular meeting en our video audience and people and last would be do we have a motion to adourn I'll make that motion motion by council member am second second by council member condos roll call council member am yes council member condos yes council member Connor yes council member craft yes council member Renda yes council president will yes motion approve thank you --------- ##VIDEO ID:z11ccXxNCIQ## call our meeting to order this is a work session of the mayor and B Council the B of Seaside Park in the county of ocean state of New Jersey held on Thursday December 19th 2024 advertised for 7 p.m. pursuant to the provisions of New Jersey open public meetings act adequate notice of this meeting was properly provided by transmitting the notice of the meeting for publication in the Asbury Park Press in the Star Ledger on January 5th 2024 notice of this meeting of the governing body also has been posted in the corridor of the municipal building and in the office of the municipal clerk roll call council member Ile pres council member condos here council member Connor here council member craft here council member Renda here council president wil here mayor Pearson here thank you our first item on the agenda this evening uh is somewhat bittersweet it's a very happy occasion I know for uh but it's also uh an occasion when uh we will honor the service of one of our most dedicated longtime employees for the bough Seaside Park Mitch Homer uh who's here with us and uh I say bittersweet because uh Mitch has always always been a great friend to everyone in Seaside Park a great friend to all his fellow workers at the Department of Public Work works and indeed all our visitors and everyone here um it's his hometown and he gives his all and always has uh as does his family and we honor him and wish him all the best and we're sorry to lose him an active public uh service but who knows maybe he could uh contribute a day or two as time goes on but uh Mitch if you could come up sure and it's my honor on behalf of everyone in Seaside Park and certainly your supervisors who we welcome here as well uh Eric and Josh uh shows their dedication and recognition of your service they're being here this evening as well and they stand for everyone who's ever worked for the town in the past over many many years has had the honor and privilege working with you you're a great friend for all of us and uh what I have is an official Proclamation uh from the office of the mayor on behalf of all the Town now be it further proclaimed that the burough Seaside Park proudly declares Friday December 20th 2024 as Mitch Homer day throughout the burough Seaside Park we haven't decided yet you guys want to say a word or two or it's been 18 years of nothing but nonstop fun right Rich oh yeah picture sure all right oh that's gorgeous even got the barough seal behind you [Applause] beautiful thank you very very much than you thanks don't be a stranger someone else we hope we hope so right okay another phot another opportunity another opportunity here you go just doing business meeting this is we do this every two weeks s it's good J guys do absolutely make sure it's up to old guys very nice very nice thank you very much too my friend have a Merry Christmas we'll have to discuss the guidelines and parameters have to stand by the for hours the uh first item for discussion is discussion of draft language for lightning uh detection signage and I know uh this cross the desk of our attorney and he had a good suggestion to add to it I don't know I can ask Steve for his thoughts and comments we have the draft here um I know i' like the sign I just thought maybe at the top if they could put those little yellow triangles with the lightning thing in it and that that way see it they know it's a lightning sign to fill in these areas right up in here yellow triangles with the black lightning built in them yeah yeah yeah they put those on the top of this that way they know right away it's a lightning you have you know everything is symbols nowadays you know people they will this writing people won't even look at it half the time they see a symbol maybe that'll attract them to read the sign that fills in the on the top too yeah we have space use that's perfect does anyone else have any thoughts comments about the verbage or or anything of the sign no I mean we had seen it in advance so I think it's good I'm glad we're putting it up I think it brings more attention that we have it so people actually know it exists and I know Mr Zar probably like want to kick me but that's why I'm on this side of the table but can we consider again you know as we go into the next season I know it's just keeping it during operating hours but make recommendation from the committee I think we made the recommendation that at least during the beach season that we keep them on 24 hours only because we had brought that up before that we have you know after Beach hour activities whether it be kite night or I don't there's all kinds of things that go on there in the morning fishing tournaments before the beach opens so I don't know if we have to bring that back up through the rec committee probably I think one of the issues was we want they want strobes and Sirens at 2: in the morning 3 in the morning 4 in the morning 5: in the morning when most people are the street Dres work after certain time well that's currently yeah and you could still make it that after a certain hour just be the lights but keep you know I think reasonable hour I mean I think we I forget now right now it turns off at Beach hours Beach hours not till 8:00 p.m. so if we could keep the sound until I mean there's other noises going on I don't think it's obtrusive to anybody as long as it's not past like reasonable bedtime and you're talking about summer time so can we put something together and bring that back in like I guess New Year let's get together with our committee and then we'll we'll zero in on some particular times because I feel the same way as you do um we need to expand the times a little bit from what we had last year right and I think originally we talked about like all year long but I think we now have some of the data that we've been collecting yeah you know the likelihood of these lightning storms off season I'll say winter time are very low so you probably don't need it then but at least during the summer when everybody's here I think more hours is better and even though currently it's not uh the lightning detection system is still operating it's just not emitting any sounds or lights so at the end of the winter we'll able to gather all that data and look at that as well to see how many times to try and zero in on what good dates good dates might the calendar dates and the hours of operation going off now that'll be have some yeah okay absolutely thank you yeah and as far as the verbage the wording is sufficient for everyone's purposes it's we looked at a couple sign this is the best one yeah yeah okay the next item is discussion of the planning board recommendations to increase application in escro fees and also to implement regulations for standby generators and this had been on the agenda on uh several occasions on the planning board um I know Marty and I are on the board and uh it has been something that's raised uh issues in terms of questions coming to the zoning officer and the Construction office uh what other towns have done and how to address the situation so I don't know no we need help our fees the fees are just too low to um correspond what the expenditures actually is in the fees that to be paid up up the DAT before the application comes to the board right so that's something needs to be addressed and also for the standby generators there we do not currently have anything on our code to incorporate the standby generators so we like to have that addressed um we like to have it looked at the same as the air conditioning units with the same setbacks we know there's regulations for what type of generator could be placed where for fire code and contr respects for the unit itself but there's we have nothing on B Warden it said even addresses standby generators in the town in the town I know cuz when I just recently put mine in in the last two years and every time they were getting ready to put it in some of the rules had changed not town was but where yeah fire ones and they we kept having to figure out where to put it back in or whatever yeah yeah there's no rules now morning would you not not always look backup generators they basically use the same ordinance that's used for um air conditioning units the condensers condensers okay but every specific generator can only be located in a specific location on window yeah does uh everyone want to have this move on obviously the next meeting is the reor would be the January 16th is that what we said is the next meeting thereafter is it ready for a draft of have Steven Barry look at it for drafting something yes in ter I think I mean I we also move forward with it in in January it it came up at the plane board meeting obviously the chairman is an engineer and there was an attorney there and said our fees are are well on the low side in terms of other towns if so yeah so maybe we'll have that we can look at it for the next that meeting in January the next item uh is on for consideration it's a corrective action plan for the 2024 annual report of audit it's listed as resolution 224 349 at the regular meeting and that uh came about as certain uh recommendations through the auditor's office as mandated I don't know if anyone has any comments further at this no I read it I read the corrective actions you I generally was all related to you know timely reconciliation of the accounts which is being corrected and the next is discussion of an agreement for the provision of camera equipment and hosting streaming services from Coastal camera Network LLC that too is listed for consideration resolution 224 359 is it 358 at the regular meeting um anyone have background on that I know we previously Jeff camera had given this one will replace uh the Earth cam so it's a different service with Earth cam we have to buy the equipment plus we pay Earth cam $250 a month to host it uh with the service they own the equipment they take liability for it and we're going to pay them around $50 a month yeah and it's it's it's on our website right now we've been triing it for a month or more and it's a much better quality camera pict is excellent oh that's fantastic I saw it is very nice and we're going to have an additional camera that I read that the at a at a place undecided yeah so we'll have two instead of the one for yeah which I think is cool yeah because residents have voiced um they would like to have a camera like where the ospray nest is they see the ospray nest down by the marina sunsets so um Sunset yeah yeah so so this agreement would contemplate that as well we're not paying for it now but they're aware that's something that we want to do so it's just as the we exceed the band wi put it On's roof one terab another basically I think we I just had one question on this I think it's great too I've seen the the video I think it's very very good um the SEC top of the second page I guess it's more question to Steve I I don't know I'm just you know looking at contracts before but we're saying like so we have we have the rights to it through the stuff that we're putting on our web page right that's where we're showing it but they also have the right rights to any of the video taken and it's saying that if that in the event that they should Implement some membership program with paid access B does any of that affect us or concern us no no in fact I negotiated um through our administrator caring that if they do that that we have uh the bureau its agents and employees have full access at no charge to view on their website what they're they using it how they're using it and any content for any advertising to make sure that it's not against our policies or procedures okay so I negotiated right car to free um no charge for us to to be part of that membership and view what they're putting on their website from our streaming camera okay all right that's fine that was the only part that I saw that was like okay you know they're making money off of the video that essentially pay them well you would you would you kind of wonder why someone would pay to look at something that's free on you know it's like Earth cam it's free why would pay to access their website to see what otherwise is free everywhere else yeah I don't quite understand but then again a lot of people lot of money the internet exactly right exactly right probably haven't set up where see several yeah well you hit Earth cam you'll see all over the world and they're all from the eiel tower to the this to the that I mean you know Abby Road has their own has their own for free you watch people uh take walk across and taking pictures yeah oh yeah oh yeah whatever but yeah we have free access to the site though to monitor content you know because you're going to put advertising on it and we have to make sure it's nothing inappropriate for municipality inappropriate for municipality hours that I think it's just on the regular it's on their website it's just on their website free access to their website correct we're going to have free we're going to have free access to the website and I just also want to point out councilman craft said that you we get a th000 gigabytes for it's $49 a month and if we exceed that it's $10 but what what I what we've done with the um with the company is we're limiting that to uh a minute and a half or two minutes so people can leave it open and Stream So it w be going on like for example you know a store have it on all day just watching the Seaside Park Beach eating a full of our bandw so it's it's going to be limited to I believe it's 2 minutes and then it shuts down and people will have to reboot it if they want to watch it again so just can't be constantly running in the background somewhere that we' end up f for more bandwidth very interesting MH very good people want to sleep to it it's the ocean right it's comaling next thing you know people have it on new popping off why house the ocean people could embed it in their own personal video they live there there you go the the next item is discussion of an agreement to purchase Marina software from Shor logic LLC that too is listed for consideration as resolution 2024 359 at the regular meeting tonight any background on I was going to say um it's we're getting it the person that had been maintaining it um and actually I justess wrote the software and has been maintaining over the years has changed job so he can no longer be associated with it so he has to uh if we wanted to keep on using it we have to buy it out right which will be doing for $2500 um basically for that he walks away from it he gives us access to all the source code and all the binaries and all of the uh the other notes and documentation for building the software so in theory we should be able to maintain it ourselves and you know make changes ourselves and we won't have to pay anybody the $2,500 is what we had been paying I believe yearly just for maintenance for the maintenance so was a pretty reasonable pretty reasonable price to to now absolutely yeah exactly yeah and this was the last piece of the it that short logic supporter Force they they also did our website and they also did our badge sales so we we migrated our website to a new website provider we migrated a badge sales to square um there just wasn't a a comparable Marine a management application that we can find and we were under the gun CU this had to be done by December 31st so um that's all we to F us from Jeff camera that's it thank you now je to the great job many many years here goes back and unfortunately has a non-compete cause as he's moved up for this big job might have been good if we had an asteris one one former customer but so the next item is discussion of a professional engineering service proposal stated December 12th 2024 for the 14th Avenue Shoreline stabilization project that's provided by CME Associates listed for consideration again on this evening's regular agenda 224 360 and that's something we've been using whether what you would call stop cap or Band-Aid or Solutions and I know uh Eric and his men were working on it even this week to as it came up in discussion at a recent meeting and they've shored it up as best possible but this is something that we've needed for some time and this will have uh an engineer's hand in it with the these are the gabion and the other stable Iz ation work and the engineering cost for this is not to exceed $16,000 yeah we need a permanent fix there's no two ways about it this has been we have a permit for this already yes yeah we have a permit for it y anything else on that one from anyone the next is discussion of a proposal from our planner planner rather Kendra Wheely to perform a vacant land analysis that's listed for consideration resolution 224 361 at the regular meeting as well and that uh to has a a cap not to exceed the $4,500 amount I might not have read but what is the date that just have that done with that like a short Jan before the end of January the FED Housing Act proposal correct what that is what's what's a vacant land ANS under under the old uh Council on affordable housing COA it's now the Fair Housing Act and the Fair Housing Act has put out their proposals for every municipality as to how many units they need to have under the fair housing act and to order to determine the number of units you you may need to have they are requiring a vacant land analysis as part of the calculation as to how many Fair Housing Act units in this case cide Park will be obligated to have under the Fair Housing Act but the land that Seaside Park home is considered vacant well that's what we're doing we're going to do a vacant land analysis to see what vacant land is present in Sea Park right all vacant land official analysis I think we were given like yeah we were given like like under the formul would have to provide 85 let not go into the numbers yet but we don't go yet there's a whole proposal by the New Jersey League of municipalities for an amendment to push it through the legislature to change numbers so it's a it's a bit of a Mad Dash at this point but we you know we have to do our do our diligence and work under the under the act all right so she'll complete if by that due date my question okay I didn't see the date that said delivery but I knew we had the date that we had discussed okay anything else on that one by Council thank you anyone else on the council have any other work session items hearing nothing I'll go into the audience if there are any public comments on any work session items if anyone has them if they could give their name and address into the record m Mike spino 59th Avenue Seaside Park uh I have a couple of questions now as we've gone through this uh the first one is uh if you don't mind I would appreciate if you could read for me the preliminary lightning uh wording that you guys are considering would you like to see it can read it attention Seaside Park is equipped with a lightning detection system if sirens sounds and or strobe light is on please leave the beach take appropriate action to ensure safety stay in the car seek shelter IND doors the system is not an absolute protection please use common sense and follow instructions great I just I just I just wanted to know um second thing um have you considered uh moving on away from uh this sh logic to another provider uh just to tell you a story I I had a practice I had a somebody that was providing uh a computer work for my Billing System uh I did the same thing that you are planning on doing where I bought the system because he was moving on and shutting down I I bought it home you know like you are going to do with a promise that he would continue to be available for administration if something happened and I did buy it and it worked great for 3 and A2 years then all of a sudden there was some kind of glitch it said call administrator and I couldn't get it and it cost me a lot of money to get somebody to go into that system and get all of my data out to put onto another building system so I'm just telling you this as a warning when you take uh possession of something like this whe they're going out of business you you are running a risk of uh getting hung up I don't know how much it would cost to move on to another system or how soon you could do it but holding on to this for $2,500 for a period of time is not a totally bad idea but you should consider really replacing it because in the long run you may get stuck and we are we're continuing to look at Marina operations management software um you we we reached out to I think was 17 different Mar some to see what they're using um but again we're up against a clock and our priorities our priorities were the website which we migrated first our badge sales which we migrated next and we just we couldn't find a provider within this time window so but it's it's valuable to our Marina and it's teed up for 2025 so it gives us a little more time to continue to look yeah I just wanted to tell him a story um and the last thing uh do these uh consideration of vacant land does that include uh any properties that already have buildings on them or is it just land vacant land only land unimproved uh just little short story of South Brunswick next town over from us uh under this ruling uh we're expected to put in 1200 affordable housing units uh and they decided to uh contest it in in court uh happened to have a judge that was sympathetic to the affordable housing act and uh he said that he would re-evaluated and then he turned around and said you're right I made a mistake you need to put 2400 affordable housing units so just be cautious thanks Mike any other public comments on work session items yes Tom Tom Joseph 704 South Bay View Avenue I got a quick look at that language that you held up there and the thing I did not see on it is any mention of this system is only going to operate over a very specific time frame and calendar date doesn't that sign imply that the system is there 24 hours a day and if I read that sign at 2 in the morning in the middle of a beach day in June or July and I see light off in the distance and the system isn't going off isn't my family going to be able to sue you people all blazes if I get struck by lightning and die I mean I think you need to think about that unless I'm completely wrong and I'm sure there's wording you could put on to cover that but without that isn't it I mean I mean I'll give you where I'm coming from when that poor man got killed there was news coverage I learned about it on CNN and what I learned from CNN is Seaside Park was installing a lightning detection system implying it was going to be there momentarily nobody told CNN that it I believe it was like 7:00 in the evening when that poor man was struck by lightning this system was never going to operate it wasn't going to solve his problem at all but there's a lot of people out in the world that saw the same CNN thing that I did and they're going to think we have the system and that sign it's just going to accentuate that so think about that before you settle on a final wording um I also have a couple of comments on the uh 14th Avenue Shoreline stabilization system how long is it taken to get to this point do we actually have any kind of plan that we're following here so let me ask a simple question how much is it going to cost to reach the end of this project and say we're done and when is the date that we're going to reach the end of this project and say we're going to done be done I don't need absolutes but isn't there a projected cost and a projected completion date can anybody tell me anything even remotely well you know the engineering cost which was mentioned today that's to draw a bid package to go out to to get bids that doesn't include the cost of doing the work it's going to be big as I was about to say um we had gotten from Earl uh construction a uh a cost of around $70,000 that we had gotten earlier this year and we're taking back by that cost so now we're looking to see if we can better that when's this project going to be complete well we have to go out to bid once the engineering part of it is done then we go out to bid part of this engineering cost includes construction monitoring for example so once a bidder is picked um CME the uh The Firm would then do all of the engineering monitoring and the B I'm not asking you to develop a plan here on theot WE I'm just trying to point out that if you had a plan that was in place that plan would have a completion day on Tom it's impossible for us to give you a date right now till we get estimates coming in saying this is what is needed this is what's going to happen and by April 14th it should be done I mean we could just throw dates God if I had that view of the world throughout my entire career I would be an impoverished never be an engineer anymore because I would have been fired so many times okay all you have to do is lay out all of the steps and project a date it may not actually happen but if it's impossible then it's never going to happen and with that attitude you won't ever have a I didn't say it was impossible and I will die decades give you a date project will be decades when we have one we can give you a date I'm not just going to throw dates on the wall and you'll be the first one to complain that it's not done by the date we give you that you're asking for so any other public comments on any work session items yes sir I'm say one more thing okay you know my name you know where I live when you have a plan you project the plan you show it to people you show it to management here your management as the citizens of Seaside Park and you tell them here's our plan here's what we're doing and look we marched to this step and we discovered something new and we've now made made a change to the plan instead you hide it you never have a plan and you never quote progress where's the Bayfront flooding mitigation public meetings that should happen on a regular basis to tell people what's happening and what's Chang it it just do happen any other public comments on any work session items hearing none I would close the public portion i' entertain a motion from Council to during the work session for a few moments and then begin motion by council member second by council member Conor council member am yes council member Connor yes council member condos yes council member craft yes Council membera yes council president will yes approved
