lead us in a prayer and a pledge please bother with me Lord thank you once again for the city that we live in thank you for the staff that we have that keeps the city running as it is we ask that you watch over all put a little healing over Scott NY as he's been ill for about a week um we ask that you uh put a healing hand on his head and and get him back to to where you should be working for the city we ask that you watch over our First Responders as they as they uh watch over us we ask that we remember what the season is and father I pray that you will turn our hearts toward you as Christmas approaches let us not get caught up in the hustle and bustle of the season this year and miss a chance to celebrate the gifts of Hope peace joy and love and that you sent to us on the first Christmas the first Christmas you gave us a gift of Hope wrapped in a swaddling cloth CLA and laid in a Manger thank you Father for your measurable gift in Jesus precious name we pray amen Al to the flag of the United States of America and to the Republic for it Nation God indivisible with liy and justice for all thank you for that welcome Hy call the RO please please here here here here here here all right if anyone from the audience has an item they would like to speak about that is not on the agenda you can fill out one of the forms here on the front table hand it in to clerk Haley and she will uh get it to me we will address that at the appropriate time later in the meeting mayor's report uh a couple of things the Christmas parade thanks to the Chamber of Commerce we had it was an hour and 40 minutes minutes so had a huge parade and really went went off really well so it was uh you sat through it you froze but it was uh they did a good job so it was really kind of neat to see everybody and the participants in it and the crowd was huge again so we had a great crowd um also uh got to attend with uh most of the other council members and C County Commissioners the Medal of Honor dedication the park you haven't seen the park yet you need to just go down two blocks where the old girl Scott house was and see what they did um uh Mike border borders um and his crew McIntyre Raymond McIntyre did a great job I it's really a it's really a dedication to men that served our country and uh even gave us gave a little bit more Robert Ingram who is the sole surviving Florida Medal of Honor recipient was there and it was kind of neat to talk to him and you know what you go through and it uh it's just it was a great thing um also uh we had Anna oh oh I forgot her last name she did the uh the Nativity reenactment last Friday night uh just off of late drive and did a good job had some live animals there and it was really kind of neat to see that so if you all were there it was just a good event um other than that um I'm going to step out a little bit out of uh context here because uh we had a call from Mrs kby I believe is she here she's with the bridge club and if you guys would want to come up please and you ladies I'm sorry I didn't mean guys for the record I'm Mary Beth Carby and I'm the president of the SE Bridge Club I get through this without emotion your honor sh councilman Bishop councilman Stewart councilman Carlile councilman hay and councilwoman mendal and I thought Scot going to be here but he's not I do his replacement anyway I'm here on behalf of the current uh second I'm here on the behalf of the current members and the hundreds more former members of the sebr bridge club we have leased the building right behind here uh for 42 plus years and today was the last day that we will conduct a bridge club game there in that building but without the support and cooperation of the current and past ciles of the city of Sebring I'm not sure we would have been able to survive we have been taking care of the building to the best of our ability with your help occasionally and it has become increasingly costly to maintain the repairs needed and our membership has decreased and our funds have decreased um it is not reasonable for us to try to continue the current agreement and therefore we regretfully requested to be released from our lease agreement at the end of 2024 which the council granted thank you we're returning the building at 347 Fern re Avenue back to the city and we hope you'll find a new purpose for it thus we're closing this chapter in the history of the Sebring Bridge Club but we're not going away we're joining the Sebring Recreation Club they are Jo um they have provided a room for us in which we can continue to play the game we love and in this way we will help support them financially as best we can and we're here to express our gratitude for the many years the city of Sebring has provided us a home thank you thank you m kby I will have to say I talked to Phil from the uh Rec Club seing Rec Club the president of the r Club yes he is excited to have you all down there I know so we're bringing in 50 m that's what he said he said a lot of members he said but they're very nice people so I said okay good deal thank you thank you for part of our board or members thank you couldn't be with us but you bridge thank you for coming in thank you ladies so much oh that was cool that's all I have okay thank you Mr PA only thing I got to say is Friday afternoon I had a little time and I parked my car and walked around downtown you know and it's it's a pleasure to see it's enjoyable to see what's going on but to see the families bring their kids down and play and enjoy the lights and stuff so uh if you don't have nothing to do but you just want some quiet time I went got me a latte and set on the circle and just enjoyed it was a beautiful day and and I just encourage everybody you know there was a lot of work put downtown and uh you need to enjoy it it's it's it's great and our city is changing in a good way and I'm I'm excited and encouraged thank you good evening everyone so glad you're here um the Christmas parade was awesome and I rode in a big tall fire engine and the minute I got in it I turned into a 10-year-old with a siren they had to pry the siren out of my hand at the end of the pr grade but it was so fun and to see everyone turned out and just every year it seems like a bigger crowd but uh they all did such a great job and that was a lot of fun to kick off the Christmas season and then Saturday night I saw the boat parade from the lake and it looked like it was maybe a little bit smaller than usual I don't know uh but anyway uh I want to encourage them I was looking at all the boats and takes a lot of time to trick out boats like that and have them look good for Christmas parade and so I appreciate that they went to all that trouble it was quite lovely and a beautiful evening to be outside and then also this last Saturday we had a tough time down at uh something that happened in the city that was very troubling to our First Responders the firemen and um very sad thing happened in life uh with a young person in our area and we had uh our fire dog intern Ember came uh was requested to come and give emotional support so that was kind of an interesting new chapter in our city with having a fire dog intern so that was really a a very sad thing but good to know that uh there was emotional support from our wonderful dogs that's all thank you want to um Echo what the mayor said about the Christmas parade it was a good time watched it with my son he got probably more candy than he did at Halloween and uh shout out to public works for cleaning up the probably metric ton that was left on the street so quickly um and also echoing the comments about the medal of honor memorial um Mr bord borders and his team did a great job it was a great event so good that's all think you all said that really well what I wanted to say so thank you to everybody who made that happened for for the parade uh it looks like there was a little incident after the parade too so it's just nice to see fire department PD work together to get whatever that situation is under control um it's really cool to see our guys in action just unfortunate with the circumstances sometimes thank you all um so today this morning I attended the County Commission meeting uh all I don't know four or five hours of it but um they made the the decision to Sunset the Children's Services Council today and uh it's an organization that my grandmother Ruth Hanley founded in 1991 um it's a little bit of a surreal day um watching that take place my mom uh found a a speech that she wrote for some presentation that she did a hundred years ago and the last paragraph said that one day this will be sunsetted so she fully expected when she started that Organization for this to happen um and my mom read that speech today so uh it was a little emotional and surreal like I say but it's a great organization that did a very good job for a long time so nothing to do the city just something I witnessed today uh the other item I would like to talk about is I want to take a second for us to talk about our holiday hours for next week or the next couple of weeks um the county today uh decided to follow the governor's days off where they are closed the 23rd 24th 25th and then 31st and 1 um in my opinion and I'll I want all of your intake I would say we work till let's say 3:00 on the 23rd the 24th and 25th is a given to me and the first is a given I say 3 o'clock on the 23rd and New Year's Eve this I don't know if you guys want to do a half day or what your opinions are what have we done we are on a you know a bad year where it's right in the center so it's just a tough year yeah I would tend to agree with you I don't really want to follow the counties I think that's a lot of money I don't know I had asked Scott if he was going to give us a cost per day I don't think we had that um I guess not but I okay we do okay I will say I thought that I heard that they did not approve did you hear that it was pulled off the agenda because they didn't see that it needed any more conversation so okay um so when you're looking at the cost of a day of work so you have people who we budget for for eight hours every day or 12 or 24 hours so you've got lost time and that lost time cost is about $35,000 which is the cost of payroll for one day of work so it's not an additional cost to the city outside of no prod that day but budgetarily there's no additional cost to the budget no paper cost but 35 is the real cost that is that's the cost okay the overtime cost for that day is about $6,200 because we have certain Personnel that we would have to pay overtime too because they would be required to work and then you have the situation of shifts that we have accured their annual leave based off of a certain number of holidays and that has to do with our policeing fire so that cost would be about 13,000 okay so you're saying 3:00 the 23rd yes sir all day the 24th all day course the 25th right and then uh the 31st half half and then all and so right now already on the books is the 24th the 25th and the 1 correct so it's the 300 p.m. and day and the half day that we would be doing extra right I'm okay with that I'm good all right so 3M on Monday 23rd and also no on the 31st noon on the 31st half day half day do we need to take action on this all right we just did Perfect all right moving on to the consent agenda any questions or comments on the consent agenda I make a motion that we accept the consent agenda as proposed and I second it call the board please yes yes yes yes yes all right uh no old business on to new business item 10A we have a public hearing number public Hearing in ordinance number 1534 um I will open no I don't open yet go ahead Mr swing I'm G to read the uh title of proposed ordinance 1534 it's entitled an applicant initiated Amendment to the zoning map specifically changing the zoning designation for a 0.17 acre parcel at 160 South Commerce Avenue from commercial District C1 to mixed use quality development providing uh muq providing for separability providing for conflict and providing for an effective date all right yes ma'am good evening for the record I'm Brenda Torres with the central Florida Regional plany Council so I'm K from she's somewhere else um we kind of have to divide and conquer today um so we're here today for a zoning change from commercial um1 to mix quality development on parcel located at 160 South Commerce Avenue made up of7 Acres inside we have provided an aeral photo mapping your packet free with the subject property um highlighted in yellow this is um what the part pretty looks like this is a side view as well as a rear view of the property and then this is from U Mango Street uh rear view and the reason for the request is that um there is a 1,810 square foot building um with on-site parking that was formally used as an attorney's office and the applicant does want to use the voting as a labeling space and an office space um the future land use does um support the mixed use of um of the proper so that way that's why it's only a resoning um request they have provided a um layout of the building um showing where there's like there' be like a home office where living room dining room bedroom and bonus Dr would be so um existing future land use again is down to excuse um nothing is changing here is um D1 and then the proposed Z need is mixed use um Quality development regarding um exuse Quality development um it does allow for any um uses in R3 um regarding professional offices includ clinics um animal hospitals um cafes details and as well as accessory um building and any signage that goes along with so the current parcel is developed and surrounded property has a mixed um use of commercial as well as a private school multif family and regarding public isolating Services analysis um the site is um built out with an existing structure there's no propos external improvements and the change in zoning will not create any negative impact on public facilities and services regarding compability with the um comprehensive plan and Zoning the request is consistent with and surrounding propes and showing here the proposed zoning map and then regarding um the division by the Planning and Zoning Board they did be on December 10th and they voted to recommend approval of the proposed stand to um answer any questions and also here if you have any questions all the questions all the questions okay the purpose of the public hearing is to get public comment or questions does anyone from the public have any questions no I will close the public hearing and open it up to counsel nothing I'll entertain a motion I make a motion we approve ordinance 1534 is presented on second final reading second all right all the board yes yes yes yes yes all right thank you Bren um next up as item 10B we have a group people who would like to hold a pickle ball tournament at our new courts on Charlie Brown Park um it says Kathy and Vicky but you don't look like either so come on up and come on up and tell us what you would like to do uh my name is Dana Adams I'm president of the Sebring pickleball club I'm known to uh number of the folks here in City Hall uh I actually designed the court at Charlie Brown and helped get that on uh underway um i' like give you a little bit update on what's going on Charlie Brown then we'll get to the small item getting approved for this uh tournament um we have each day six days a week you have about 75 to 80 participants on the courts out Charlie Brown I don't know if you all knew that but they're that busy um we have uh in the county at this point we have about 95 pickleball courts but uh one thing with the keeping pickleball Club are really trying to push youth getting involved in pickleball so on 95 courts there are only six courts that are free public access available in the evenings when most people play or have the opportunity to play in season so that's very small amount now there will be eight new ones coming in down at Lake Placid uh behind following that eight new pts at in Avon Park at donalson Park but right now out of 90 courts we only have the opportunity to get youth on six courts in the county so just let that there uh so the club is uh you know we really are trying to do things to get more people involved and I think as more public courts come online we'll be able to do that um the I'll make one other note about the design of Charlie Brown we have what called a singles Court there and I just kind of jokingly said it was the the first one in the world and almost is and actually has been copied a lot of different places locally around the country uh that singles court because there was excess space available we couldn't put full court there and so I put this singles court and it's actually uh gotten some recognition that you have at here in Sebring so um now the club uh we had uh Scott and I had kind of a handshake deal that for events that the club might like to use is that we do that during non-prime time which is basically after 10: in the morning before 5:00 that we do those things call him up and get permission uh to do that and it's essentially what we're doing here but I think maybe because there's multiple dates they wanted to raise it to a higher level uh but this is actually just a a ladies League uh the ladies here represent Charlie's Angels which is the team that's going to play there and uh they have only requesting three dates uh and those the time will be at 11 o'clock in the morning the nobody else on the court at that time you know rare person show up so we'd like to get those dates approved uh but on going so we don't have to come to city council I'd just like to see if we could I give Scott a call uh we said we have these things going up uh there is a a form to fill out to see if you know if we're going to be having alcohol ass and police and all that easy to fill out that form just to show that you know it's really nothing special then you know you know 20 people getting together to play a little tournament uh League Play okay so I just like it to be an easy process going forward uh so we don't have to come to city council for this type of thing I I'm not sure the name of the form do you know Penny uh there's a special event special events form yeah so if we just fill out a special events form and it should be okay we're on nonprime time and and be done so uh I think Administration ought to just handled that I don't think they need to come here for something something like that yeah if you want to close down the court for a week or so then right right that's not going to happen so now I I would like to at a a later date uh because the club really wants to expand the game and right now even at Charlie Brown it's kind of limited for beginners to get involved because the courts are so busy and and beginners don't tend to come out when they're intimidated by a bunch of people so I would like a later date just come to uh present again a little bit of ideas what Club can do to try to expand the hours to say the courts are pretty much empty from 10 10:30 to 5:00 and that's available Court time that we would like to try to move people into those are those times to either get uh more Pro players and beginner players into those time slots so they have good available time the courts are are used more uh so I would like to bring that a later date a little bit of proposal for the club to help darn with that and get more folks on the courts you have any do we have to have any kind of insurance or anything for that I mean we don't typically ask for participants that use it to have insurance this is if they were If This Were a fundraiser you might view it differently uh as when people have fundraisers down on the circle okay you could require it but I think that you wouldn't likely have a leag um yeah well they are uh agreeing to sign the uh identity agreement okay so glad you're developing this and a lot of participation I think it's such a worthwhile thing and a lot of fun and good for you so and especially it'd be nice to um interest the younger beginners or not even younger probably beginners period and in getting involved so congrat we did go uh teach pickleball at the Sebring High School you know we taped off the tennis courts and everything unfortunately the weather uh we just every day we did we had typhoons and it really was not a great experi to do it again but we we plan to expand that on to the other high schools in the county uh as more courts come online right now it really can't get people on because the courts aren't available but but they will be so I'm not asking for more courts today but just so you know the situation okay Dana so right now you're only asking for the three days I'm sorry you're only asking for three days right now the 13th 20th or the 3 yes okay yes it was it was either or I think Monday or Wednesday are are you still just trying to decide which day to have it on or on on the information we have it says you going to do it on a Monday or a Wednesday is that been decided Cathy we have it m yeah okay yeah yeah people travel in from OB town to come in and play the local team so sometimes the rain date they got to reschedule something like that okay okay got it these are not peak hours at all that I don't be a problem I should mention another thing that Scott and I talked about before is that when we hold a v you know ask for time that we post two weeks ahead of time that courts are going to be busy like this is only going to take four courts and there so there's two other courts available so uh but we you know we like we stay with that we just say courts you know one through four will be used for lead play from 11 o'clock to 1 o'clock on States we' post that course okay so that's F okay anybody else I just have a curious question I keep hearing them advertise silent pickle ball P mhm why well uh some place is uh and we've been fortunate at Charlie Brown we've had no issues about uh the sound there is a sound to it and if you're you know people have an apartment next to a pickle ball court they could definitely be bothered by it okay you know fortunately I mean the houses are closed but they're not right on top of the court so we've had no complaints but they actually uh do have quiet pickle ball paddles they don't work well you know uh for advanced players they don't like to mess with them but uh but yeah that in some places that's been an issue yeah I've just heard it advertised on the radio I thought yes those those paddles are actually made in sebr I know I know yeah yeah one brand of them yeah all right I'll make a motion we approve approve request to use city city of sing pickle ball Courts at Charlie Brown Park for tournaments as presented second all the board please yes yes yes yes yes do you all know that the courts are closed Thursday and Friday this week they're repaving around the area so there' be a lot of I had noticed anything but posted I'm glad you know because we'll let folks know yeah you'd have a lot of upset people nothing been posted on it it's okay they could play on the skateboard park so okay yeah they're repaving parking lots and doing some curving and stuff around there so yeah okay thank thank you wel all right we have no business from the audience Mr attorney uh nothing for specific action just wanted to note for you you'll see on the project report under 13A the mobile home park moratorium I know there was a consideration of having that on tonight's agenda we need more time for the advertisement for the public hearings for that so you will see that on your first meeting in January okay very good Mr administrator so there's no update on the West Lake Jackson project no update on the Eco Park Fryman trust fdot relocation of Public Works we expect that contract on the December 17th meeting Mr Swain mentioned the mobile home park moratorium should be presented on the January 7th meeting did I just say that it would be you and it says it right here yeah next [Laughter] year that should be on the January 7th meeting we all know what you meant thank you uh the late View Water Sports agreement where staff is looking for guidance from Council that topic heard that feedback I think we just need to give a deadline or it expires from what I understand at least just from their social media is that they were finding an alternate location I think they announced that a few weeks ago but hadn't released that so um I think we just need to put a Sunset date you know some sort of date where that agreement expires and if you don't take it you don't take it how much leeway do do we need to give them in advance is that a 30-day notice there's no specific minimum if you want to give them 30 fine if you want to give them more or less that's fine as well we say January 31st they need to make a decision is that enough time I'm good with that I would like December 31st that's pretty quick that's pretty quick so they've had it for a while they've had it for a long time right so I would say January 31st if that's good with everybody else I fine with that next was the vegetation on Lake Jackson as you all know we had a workshop on December 5th and the minutes were approved this evening the vegetative buffer along us27 has been sprayed as well and the next we added was the Waterfront drainage project mayor council member and representative the CRA met with civil serve to discuss that Waterfront drainage Improvement and management project all right thank you missy some second P the board yes yes yes yes yes there has been a res on C Bo immediately any interested online application and subm it to my office to be member of this board city limits or be engaged in bus within the city limits as a bus owner or employed by the business posted on the city's website completely question on that there's seven on on CRA that's probably one of the largest boards that we have is that right planning zoning is pretty large as well zing and code enforcement both have I don't the exact same but pretty significant membersip I'm sorry they reded those boards they used to be seven I believe five now I'm not mistaken I think they're still seven is still seven I think pnz is as well still okay I thought SI was a large so it's going to see if it's worth maybe just thinking about making it five in the future okay I don't know if this would be a good time I'd rather appoint someone fill the sure fill the opening unless we just don't have interest but I don't anticipate that being okay thank you
