[Music] good evening everyone I'd like to call this meeting or the Sebring City Council on Tuesday February 6th 2024 to order if you'll stand with me the mayor is going to leave us in a prayer and a pledge please bow with me Lord thank you once again for the city that we live in for this wonderful place we thank you for the citizens that uh makes Sebring the greatest little place on on Earth we ask you to watch over our city council tonight as it makes on the right decisions we ask you to watch of our staff um as they keep our City operating this morning weely as it does and our First Responders also that protect us on a daily basis we ask that all we do in your name amen pledge Al to the flag of the United States of America and to the Republic for which it stands one nation God indivisible with liberty and justice for all Miss Haley can you call the r please mayor sh here Bishop here Hy here mle here Stewart here car okay thank you um if there's any business from the audience if you could fill out one of the forms on the front table here and hand it in to clerk Haley uh we'll get to that at a later time in the meeting uh first up is the mayor have a proclamation just a couple other things first as far as um what's going on and what we did we had the central Florida Regional planning Council our comp plan update uh last week um and it was well attended and it was good to see a lot of citizens there and have some input there'll be another they're going to assimilate the discussion that was had as far as the strengths and weaknesses of Sebring and then put it back into our comp plan and come back again for another public hearing with some some of the results so it was it was a good it was a good uh good turnout so it's good to see that concerns citizens um we also had uh David liell and I attended the bful blessings they did a uh dinner for First Responders last weekend and we helped serve for that so thanks to AA and her crew did a great job and also if you haven't noticed the fair is in town so a lot of big things going on there I think tonight's the heer show I believe is a steer show tonight and then uh the Big Steer sale or the animal sales on Thursday night and but it's going it goes through Saturday night so it's uh it's had a good crowd so far this year so but and then one of these kind of LoveHate relationship things I I love giving one of these out but we hate to see the employee goes so but uh David if you meet me up at the podium there you're right there David Dean is a long-term employee with us is decided to retire so Bob was in tears when he announced it but that's okay so but but David I'm going to read this Proclamation if you don't mind it's whereas David Dean be began his career working for seing Utilities Commission on September 28th 1981 and whereas David de continued working for the seing Utilities Commission in the water department for 12 years and whereas David Dean quickly demonstrated the ability to learn and take on more responsibility as he rose through the water department ranks from groundsman equipment operator pipe Pitter crew leader and the water distribution foreman and whereas when the water assets were transferred back to the city David Dean became employed by the city of sing on April 1st 1993 David Dean continued as water distribution Perman for an additional 30 years whereas David Dean has served the citizens of the city with honor and distinction for over 42 years it's almost as old as I am well that's a long time David yes to do whereas David Dean has demonstrated the character qualities of leadership and excellence in providing portable water to the citizens of Sebring and whereas David Dean is retiring from his position now therefore be it resolved that the mayor and the city council of the city of Sebring do hereby can bear their sincere appreciation for the years of dedicated Public Service rendered to the city and its ser and its citizens so David much appreciated for the time let's get a picture over here to well get in the middle there Bob you want to say something yes sir I'd like to publicly thank you David for all the years of service you was devoted to the city and to the utilities department David doesn't like a lot of fanfare or he doesn't like to to have uh to be noticed very much even when it's a positive way but we are certainly going to miss him we we kind of know we kind of called him our our human map whenever we needed to find something just called don't even look at the map might may be wrong David's going to know where it is and it's going to be right so uh anyway but uh David was always the first man to to be at the shop and one of the last to leave uh in fact when I would come in early if I didn't see David struck I knew he was on vacation okay so but anyway I wish him well there's a lot of fish out there I know that need to be caught so you got to do what you can to do that but David thank you again we really appreciate and we are going to miss you I'm missw working thank you David thank you D want to say anything or you're good I'm good you're good you're darn good so I've seen a lot of changes that's a long time so take care David thank you than that's all I all right um council members report Miss mle welcome back thank you thank you thank you um A lot's happened um wanted to give kudos to Steven Kramer in the public works department because they did a great job well they've been doing a great job around our city and putting in the fountain for the boys and girls club I really appreciate that and I know they appreciate that the kids when they're out playing can get a good drink of water and then Monday morning a few weeks ago I went to the Martin Luther King Jr uh prayer breakfast presented by The Highlands County NAACP and Martin Luther Jr Martin Luther King Jr really is one of my role models and heroes and I always loved what he said that it isn't about the color of a person's skin it's about the content of their character and I thought that was just so great and as a Christian he is my blood brother so I appreciate him very much on January 23rd Tuesday I went to the 5-year anniversary of the bank tragedy was very moving and uh of course we just really are so sad about that situation um again the public works department and Steven Kramer had the park just spiffy clean and looking beautiful and it was really a very touching evening and then uh also a very sad thing as a lot of you know this last Wednesday uh we lost our Deputy Paul robelli um and very tragically and we have Services um for the family uh on this coming Saturday February 10th uh at the Bible Fellowship Church from 11:00 a.m. to 12:00 noon and that's Bible Fellowship Church 3750 hammock Road in Sebring so he'll be greatly missed and that was a terrible tragedy for our community so that's all I have right Harrison we had the chili cookoff a couple weeks ago so thank you to the rotary I think that was a really well attended um event I'm sorry Josh for not having best Chile problem that's right um then I just want to say uh to our our our fire chief he doesn't like to get a lot of attention he'd rather be under the radar but uh there's a lot of exciting things happening the last 3 weeks um putting out a fire Chili's um we had a fire at really big fire at Business Park brought out the ladder truck and I think without that ladder we would have lost five more buildings um fire department was there within I mean a couple minutes and they had it really under control within 10 15 minutes so thank you to Chief and the team um and they've been doing a lot at the fair too helping out in the community they also had a non-winning chili this year at chili cookoff but they're doing a lot in the community um and we do appreciate our fire department and everything that they're doing and mutual Aid in Lake plet as well so taking out the boat rescuing some people so they do a lot it's not always noticed but thank you thank you for sure all right Josh yeah I um attended the TDC meeting the church Development Council for I'm the lia on Fort a couple weeks ago um just want to share one thing that came out in the meeting is we got final numbers for the year 2022 back from visit Florida uh and they tallied an estimated $310 million of tourist spend in Highland County for that year which was a 25% increase from the year before so really fantastic numbers and um I think sometimes we don't really understand the the impact that has on our County but it's a it's a huge deal and it's growing that's it okay I don't have anything to add to the conversation so we'll move on to the consent agenda um I will ask that we remove item 8i in your motion so any conversation regarding the consent agenda any questions from the public no I'll entertain a motion I move to approve the consent agenda as presented with the exception of 8 I second Miss Hy Bishop yes H yes M yes stew yes okay on to do you want to cover 8i yes sir agenda item 8i is proposed ordinance number 1522 and it's entitled an ordinance of the Civ of seeding granting to Duke Energy Florida LLC DVA Duke Energy and electric utility rights of way utilization franchise prescribing the terms and conditions related to the occupancy of Municipal streets and rights of way in the city of seing Florida for the purpose of providing electric service providing for severability providing for conflict and providing for an effective dat okay any questions or conversation anybody like to have the previous ones expired we need a new one yep pretty cut and dry okay I'll entertain a motion okay I'm move to approve proposed ordinance number 1522 granting Duke Energy Florida LLC and electric utility right of way util utilization franchise on first reading and schedule second and final reading for February 20th 2024 I second Miss Hy Bishop yes hav yes M yes Stuart yes all right no old business on to new business um we have a request from Miss Gloria Francis from the Sebring Garden Club to use the Civic Center if you'll come up and tell us who you are good evening I am Francis I am the acting president for the Sebring Garden Club due to the loss of our newly elected president in this past may she passed away suddenly in December and because I was second vice president and our first wife was not able to move up due to health issues I am now president again so I Kathy and I are old friends I know for many many years now so I unfortunately I haven't had the pleasure of meeting any of the new council members I apologize for that that but I had stepped down and I didn't think I'd be presented to you again the reason I'm here this evening is to ask you to reconsider a decision that was made by this Council 42 years ago um to wave the fees for our Garden Club um and we were very fortunate we also have the ability to use a uh storage area in the in the Civic Center and then we were enjoying that as well however we've been met with some changes that came about last year and now there is a a change as far as asking us to you're giving us the one day a month the fourth Monday for our general meetings but we're no longer able to have our board meetings there and with the storage room area it makes it very very difficult for now for us to access it at a convenient time without having to come to the city to get a key and go back down there so it's been difficult in addition to that you have also always given us the opportunity for many years to wave the fees that you would charge for our annual scholarship card party fundraiser last year we were very very proud to um be able to present two $1,200 scholarships to a sein high school student so we're very proud of that so I'm here tonight Kathy had encouraged me to come back before Council I apologize that I wasn't able to get here sooner but I was met with some health issues myself last year and both Mrs wheeler who passed and myself were in the hospital at the same time I'm happy to say that I'm doing better and so now I'm it's nice to be able to present myself to you with reconsideration for this wave of fees that we've been faced with so I appreciate any reconsideration that you could have for what was deemed and it was in the books for 42 that's a long time my understanding that this Garden Club was meeting at the police department uh I was not a part I've only been in the club 20 years so I don't know what went on 20 years before that but they were meeting downtown at I guess downstairs or something in the police station and then when the Civic Center was built then they were given the opportunity to have their meetings and continue to do that and up to today so with that I would ask a Recon consideration for those additional fees so that we and plus you were asking for a deposit which we've never had to pay either for the rental so it was just kind of difficult for us to we can't give the scholarship without having the fundraiser period Well I I certainly appreciate the Sebring Garden Club and all you all have done and I think that uh personally for some of these wonderful uh organizations that we have that we the city ought to do everything we can to help you I'd be in favor of waving these fees and even the deposit fee uh would be what I would think because I just think that would be a really good thing for our city to be supporting you all for the work you do that would be my opinion and we haven't really discussed it but uh I'd be interested to hear what everybody else has to say I mean we we wave these fees for most 501 c3s I know more meetings than than some of the other groups but I don't have a problem leaving the fees in general okay I I see no issue with it either if everybody's on board you want uh so I'll put forth go ahead harison how many can I ask how many members you have we currently have increased our members we now have 51 members and we've been holding it 38 for several years now and last year we were very fortunate to gain more seems there's more new as you already know our city is growing and with that there's a lot more people moving in and so we're very blessed with getting new memberships and we hope that that continues because those of us like myself who've been in the club over 20 years were aging needless to say and so we need some of the younger citizens to come in I wish we could do evening meetings again like they did years ago primarily so we could get the working class to come in and uh I think that would make a big difference we haven't been able to get that really facilitated let's put it that way what would be the hold up on that the current members don't want to come out in the winter when it's dark yeah so because of that I mean years ago when I first came on and I served for six years as president and I really wanted to see the Garden Club having even even if we did it alternating months to try to get more membership in yeah that I wasn't met with approval on that one so uh that doesn't mean that we can't perhaps look at this again and see if there's but then we also have to worry about utilizing the facility the C Civic Center in the evening and then the rat change so that was another issue also you do have you do have you do have restrictions on that for evening I'm glad to see the that the Garden Club is flourishing yes I am too very much Scott I've got a couple questions for you as far as conflicting with the event that's committed through May June does that conflict with anything I know the the storage room or the one room is not available so till summer I think we're going to be all right okay I just want to make sure storage room will be in use but they won't need to be in the storage are they can use the center proper you will and then they've got their own storage we do it's up it's across from the restroom okay it's behind the storage room that you're thinking ofs well and as far as your board of directors I'm just thinking if there's is a conflict if if we don't charge a fee and there's an event that comes up to where it's makes money for our citizens you know I mean it's that's funded by tax taxpayers dollars but how many board of directors do you have five so if we if there was a conflict in a board of directors meeting could they meet in Old CR office maybe well currently because we were not able to hold our meetings at the Civic Center we've been meeting at the library okay before that we were trying to go to homes and then sometimes we've had so many of us coming in for different reasons it was getting very difficult at residence because the parking what have you so then we decided to try meeting at the library and that has been working out well but the handicap is not being able to get in our store room to check our supplies and see what we need for the upcoming meeting and that's where it worked out really nice for us our third Wednesday was the third Wednesday there a conflicting event that it's not a 51 people that we have to relocate it would only be five people and it's not every month is what I'm saying right I'd also ask this this something that we need to have on an annual approval basis that's ask just doing this is approval till the end of time or is this just a yearly thing that she needs to come back each year I think we need to do it every year I think you look at it just put it on a consent agenda though you know instead of having to come back and just to bring it up just in case something changes M so right I'd be good with that my my only hesitation is I when we're waving the fees it's usually uh one organization one time a year so this is substantially more than than most asks um and I'm still okay with that I just I would be hesitant to setting a precedent of other organizations just coming in and having this having meetings this often too I want the Civic Setter to be utilized um it it's just it's a different circumstance compared to most organizations asking to wave a onetime fee for once a year that's my only hesitation just put a stipulation in it has to be ganization that's used it for 25 years or more yeah they've been there a long time there's not many that use it 42 years I guess and it maybe even before that that they were organized but they started doing this you act the council actually gave them permission to utilize the Civic Center twice a month fourth Wednesday I mean excuse me third Wednesday fourth Monday and then would give them the opportunity to have their fundraiser once a year so um that's what we've been doing in the past but as I said last year things changed and so we were notified that there was going to be a fee that was imposed and we didn't have a choice last year we wanted to get I I apologize it was just Mrs uh wheeler really wanted to come in and address the council herself as the new president but health issues and and for myself we just didn't get here and for that I'm sorry it's the delay in coming before you to consider what you what this Council presently had done 42 years ago so I mean I know it's asking a lot but it is in the record that it had been done so we're just asking for a reconsideration and we would appreciate it m fris can you give me the times that y'all in there uh the times that we would need to be in there okay the request would be uh from 10 to 12 on the third Wednesday for the board meetings if possible okay okay okay and then we would be in there from say 8:30 to 1:00 cuz we've been finishing up and we're usually out of there by 1:00 on the fourth Monday on the fourth Monday because that that was another issue Public Works was sometimes having to do overtime if they had an event on a weekend because we did not know the time so in order to be able to set up for their meetings we were paying overtime for staff to come in and set up for their meetings or we didn't know what time they were leaving so if there was something in there on Tuesday public work staff was get you know sometimes to say over time to to undo their meeting and set up for something else so we were spending money in some overtime for the amounts of time that they were using it with what and then when we went to full day uses the side room didn't work anymore because no one you don't want to charge somebody to use the Civic Center but they can't use that side room and other people are coming in and out so that was another thing if they were using the side room we quit using allowing anybody else to use the Civic Center for that day so that was another is other issues came up when we kind of changed our the way we were renting the Civic Center at that point because we can't run out of side room if somebody's paying full price to use the Civic Center and you put another group in there you know so that was another issue but if if Mr Kramer knows that they're not going in there till 8:30 and his staff gets there at 7 7:30 he doesn't have to bring somebody in possibly on a Sunday night to do that they would probably have enough time to depending on what event was in there to to do that so and also just break down so I just kind of want so it looks like it would work like this would work it in there that weekend if they have an big event that weekend he would have to bring somebody in on overtime because they wouldn't have enough time probably to clean it and tear down and set back up for their meeting but that's okay I just wanted to know um the times because it has been an issue in the past that we've been paying over time for these events so just making sure you aware of that that sometimes that does constitute over time so okay anyone else no okay I'll put forward a motion to approve the use of the Civic Center for the Sebring G Garden Club with a waiver of fees for the proposed days and times for the year of 2024 I second it Miss Bishop yes P yes m yes Ste yes okay thank you very much I really appreciate it thank you all right next up is item 10B we have a request from uh Miss Barbara Moore she's going to come up and tell us why we need to be a tree City USA Community hello everyone good evening good evening um thank you for having me let me see here you have materials on your on in in front of you um but I am going to try to be succinct um Teresa USA is a program that I understand from the state forestry uh people uh 10 years ago Sebring was at Tree City or participated in the tree City program and Scott um has told me that uh likely um that stopped when um the tree board was disbanded I think in 2019 if I remember correctly from the paperwork um at any rate we are hoping to reinstate Sebring as a tree City USA member and become um uh recognized as a tree city um looking through your pack packet I'll just go through a couple of things quickly one of them is I notice in the Sebring comprehensive plan there is wording that says um um contributing to the quality of life by promoting the public health sa safety and Welfare it is the policy of the city commission that every effort shall be made to preserve and maintain natural vegetation in the city of Sebring um Tree City USA is a program of Arbor Day Foundation the US Forestry service and also the the Florida forestry service it's administered here in Florida by the Florida forestry service um both cities and counties um can join and I've Al also asked um the county to consider the same um uh program um there most people in Florida are currently living in a Tree City like 51% of Florida re residents currently live in a tree City uh what are the benefits or the the purposes of the program to basically to promote and increase the um uh tree canopy in urban areas and why is that important okay you have one one of the sheets that I just referred to it says Florida by the Numbers at the top and it says 54.54% of of the state currently lives in a Tree City Community some of the benefits trees help absorb the sounds of tra traffic in urban areas by 40% neighborhoods with trees are 7 to 9 degre cooler than those without 7 to 9° means a lot in this part part of the world I think okay trees reduce energy costs by up to 25% by shading buildings and protecting them from winds homes with trees have higher property values Green Space plays a major role in improving mental and physical health planting and maintaining trees absorbs carbon dioxide in the atmosphere mitigating the effects of climate change publicly demonstrating your commitment to the environment is a great way to build Pride among residents as as well as position your community as an attractive place to live this gentleman was talking about the tourist uh traffic through Sebring we're known as a nature destination so being nice and green and leafy is good for our animals and Wildlife and people and also I think it makes it an inviting place for tourists to come um so what are the requirements of the program they're summarized um briefly in uh uh this piece of paper which says at the top Tre City USA creating Greener communities Nationwide and there are four basic standards that the city has to meet U standard one is for a tree board or department and I was speaking briely briefly with Scott about the possibility of having Public Works who now tends to the trees be named as the p as the authority to oversee this program in the city of Sebring I don't see why that can't work it doesn't have to be a tree board it could be whatever Department that the city designates uh providing that the city is willing to meet the requirements of the program um so uh saying who's in charge establishing a tree Bard Department okay establishing a tree s a a uh Tree Care ordinance and there is a sample ordinance there in your packet and the main the in the and it is not unlike some of the ordinances that Sebring already has to 10 trees but it does establish a clear line of responsibility for that and who's in charge of that and it also um says that the trees will be maintained according to best practices and it um links out or it refers to uh which are the best practices that we're referring to but they're the best practices of urban forestry and arborist and so forth standard three is to maintain a a budget for this program of at least $2 per capita um most communities are already spending a good bit more than that I think uh in Florida it's about $8 per capita okay but as I said you're probably already spending that and stand stand for is to Proclaim an arbor day which is the third Friday I think in January in Florida and Arbor Day is already being celebrated in the town um I believe that um the school children get free trees from uh Duke Energy and um the uh audabon Society celebrates Arbor Day and I believe that the garden clubs and also the master gardeners are planning to do something for Arbor Day so it could be a Citywide celebration and it could be a fun thing and encourage people to plant trees so that's basically what it's about I think when we look at these old oak trees we need to realize that they don't grow back overnight and we need to preserve the trees that we've got and plant more so that's the idea thank you any questions or discussion about that right now I have a question um um Miss Barbara Moore are you a resident of Sebring I am are you yeah so how did you get involved with the tree City USA Community well I am a lifelong Gardener I'm a member of the Sebring Garden Club I moved to Sebring uh 3 years ago and I was just looking around for some way to help the environment help gardening or whatever and I came across this actually by accident uh I had lived in other Florida communities that that were Tre cities I lived over um in pelis County the whole all of pelis county is Tree City um and I noticed that um Sebring isn't and so I went on the website and I saw that there were all these materials to apply and I I called the uh forestry service the Florida forestry service and spoke to the Lea on there and he was the one that told me that Sebring had been a tree City but isn't so I thought well I can't do that much perhaps um for nature in the county or the city but I can do this and so I circulated the petition it has 640 signatures um so there is a lot of support in the in the city uh we do value our environment and we do value our trees and our nature so there it is Scott what responsibilities would the city have going forward as far as I mean it appears to me that I mean given what I'm reading here and I think we need to call the forestry service to to further detail what we need to do but you know public would appear the public works department could you know operate as the department that oversees care of our trees which they do already um we would need to celebrate aror day uh I think we probably already spend the $2 per capita easily easily mhm um so I I think it probably has more to do with contacting the Florida forestry service and finding out you know what what's involved in application and how you maintain that membership and I can't really speak to why you know maybe 10 years ago would you say there are any cons associated with moving forward with this I just don't know what all of the regulation may be so that that that would be my concern is you know are we over regulating what we already do because we do have you know a couple ordinances that give us guidance on what we're doing already so we could bring that back to you to show you what differences there may be okay I think I I would want to know those details too if it's it's just a matter of reporting what we're already doing if it's not owner us okay if it's if there's a whole lot of red tape involved to just keep doing what we're doing for the the tree City label you know it' be a matter how much time and money are we spending to to do that I will tell you that you know we had a concern from a staff level at one point that you know we didn't have any space left to put Place trees because we were placing so many trees a year at one point um is that a requirement to plant a certain number of trees that's one of my questions is do we have to plant a certain number of trees a year I don't know the answer that okay I don't think there's a requirement of a specific number okay as far as trees planted per year you're not aware of anything no okay you know um I love trees and I love nature and birdies and I love living in Florida we were in uh Southern California for 20 years and we had a property that had the big Oaks Thousand Oaks California and um we could not even use the wood that fell out of the trees you couldn't do you had to be very very careful um and I do appreciate that it is a wonderful thing to try to take care of our trees but I I see how much work you did with this and I did look quite a ways through it and in in my opinion I think we live in the south we have a lot of trees it's easy to grow them here um I have a lot of trees I put in in my current home here in Sebring and I just feel like there's way too much regulation in this in looking at it in my opinion um I think it's just another thing that we have to deal with we are going to be developing here and while I understand and really appreciate your concern over this and and you've obviously done a lot of work thank you very much but I would be against it myself because I just think it's it's too much to we already have a lot of regulations we're going to be doing a lot of development here and we love our trees and I think our city is taking very good care of them as it is and there were a lot of penalties in here when you didn't do things the right way and I just I I don't think it's a good idea but you know whatever you guys regulate private property at all just public that's an option um but I anticipated that you would want to keep regulation minimal and this is about public trees on public property and to encourage people with private property to plant trees I think I think we just have some unanswered questions so it's already with everyone else I'm just going to instruct staff and legal counsel to find out a little bit more and come back at a later date all righty thank you very much thank you thank you okay okay moving on to item 10 C uh we have a request from Sebring Youth Baseball for some uh improvements on the baseball fields Casey you're you doing this tonight Dan okay uh Mr will pile is not here tonight so in his place is Mr Dan Bey and Miss Casey mhing hello I'm the active president of Sebring youth baseball now and Dan is the treasur um we currently have 339 players registered for this spring season so this plays a part in that although this will of course be for future funding um but we do affect a lot of kids and are we are growing every season so this is um for the future of Sebring baseball and Max long complex Dan if you would um so basically being out there for the past 5 years or so with my son uh just watching the the fields the fencing you know get torn up by the hurricanes and stuff uh not last year was it last year the year before I mean when we had one of the storms come through right before baseball season we literally put the uh the fencing back on the Postwood zip ties so a lot of your fencing out there is held together with zip ties um rusted uh over on the the girls softball fields we did just get a new back stop that one was being held up by by two ropes uh for two seasons and they they kind of feel a little neglected down there um but also dugouts for down there they're they're old concrete dugouts the the roofs are caving in again the fencing is Rusted the concrete is is torn up uh just a lot of improvements that that need to be done but you know we're we're willing to offer up the 25% of the of the money of the bids that that we got okay I can tell you that I same fencing whenever I played out there as a kid so he just goes to show you how old it is and I turned 40 last month so um any questions from anyone I think it's a home run I think it's a good thing too it's a no-brainer yeah need to be done y badly MH okay there's nothing else we request a motion I uh move to approve the requested projects and funding application with low bids as presented second all right Miss Hy yes yes yes steart yes thank you it no this will have to be approved by our thank you yes yes thank you all right moving on uh business from the audience we have Mr Rick Fisk who wants to ask us about holding church service on the circle hi um we've been you approved that um back in September I believe for us to do it for a six-month time period and uh we've been down there pretty much every Sunday night for about an hour and a half um set up and tear down time we're there about two little just a hair under two hours we go in um we have what we call Church on the circle I come in um I'm a pastor at a church here in town uh we set up play music for about 30 minutes I bring my own PA system in we plug into your power we bring our own PA system in uh then we give a short alter call then we Circle up and pray for the town for the people that's what we do every Sunday night down there praise God and um we just want to continue to do it with your permission um we're a small group right now we've had as many as 40 but there's a lot of other activities going on through the winter time so we expect to see a bunch of them back um shortly we've been averaging about a dozen to 15 so I know I don't really need to be here for that but I want to be prepared if the group gets larger than 25 we already have our um um um Insurance waiver in in in place with with Scott so we just want to continue doing what we're doing if you guys are on board for that okay any questions from anybody can I ask the hours please um we started out at 6 in the winter time we went back to 5 old people don't like to drive after dark so so we've been we're currently at 5: and I think we'll probably stay there unless it gets too blister and hot in so like 5 to 8 is what goes from about 5 to six is what we do 5 to 6 I'm I'm in there at 4:00 setting up and tearing down right after we're done but we are not doing anything um publicly really until 5:00 I start right at 5: even in the summer you would start that late I mean that early in the evening where it would be hot still we'll we'll see as we as we come into the summer months we want to might want to slide it back a couple hours I don't know um last summer we dealt a lot with I mean we got permission from you guys in July and we didn't get out there till like September because it rained every Sunday and it was blistering and uh so and so so we're right at this time we're at 5 to 5 to 6 basically okay all right I I don't have any problem continuing it you know with the same stipulation as long as there's not a scheduled event you know I don't have any problem well in anything that came up scheduled we we were not there to cause any problem problems we'll move out of the way we actually during Christmas time we got permission from uh the park that Champions for Children own right there next to the to the theater we were able to use that during that time so um we were still able to be down there and what we were doing but we were out of everybody's way so we want to continue to do that way okay so sounds good all right do we need a motion do we need do we need to um put forth the motion on this or um probably if you're extending the approval extend the approval through do you want to extend it through through 2024 I'm happy with that the year sure is that motion yes okay got it so that's my motion that was
