e e e hey Mata I was it safe in Texas away from our five inches Snow Well actually to tomorrow is H is Texas it's we're in Hot Springs Arkansas now and uh it's bright and sunny and blue out there so 70 degrees yes yes oh just like here nice it only took what an hour to uh snowplow the driveway yeah of course after after we got our power restored how long did you lose power for um about 12 hours yeah wow well we didn't we we lost power briefly for a few minutes this morning but for us it was we just got chickens for the first time this past week so we were like freaking out about how to keep all of our all the young chickens safe spent a lot of time out there holding chickens we didn't lose like those little sweaters you didn't lose any power at all no we didn't we didn't lose power but I but I drove to work so I left here at a little late at like um quarter seven or so and it was it was very treacherous it took me at least twice as long to get to work as it normally doesn't well in monteu Road I just had to floor it to get down and then I tried to go down West pum and there was a tree down and a power line down to turn around and uh just make my way slowly down to ammer it was kind of crazy I kept saying why am I doing this the escar were closed too weren't they I think so yeah I I went down Leonard over and down pelum hill to 202 and all around that way so yeah yeah kept saying why am I doing this why why why am I going to work this is crazy so Cliff hi what's happening in Texas well uh we're we're going there for the eclipse all right well we we hope although the forecast we're meeting some friends there and we made the decision to go there because the likelihood of um having clear skies was much greater in Texas than in New England and looking at the forecast there's 85% chance of cloud cover in Texas uh near where we are and Burlington is going to be Cloud free so fo you uh so we're hoping for a quick reversal well my theory is that it's Texas actually having this dire weather forecast so the state isn't inundated with people I mean the reports that we're hearing of how communities are preparing for it what they expect for this onslaught of people is frightening so we shall see well cross your fingers you have nice blue sky yes hopefully I know that is in DC so she might not be joining us yeah she so she said that she can't um I don't know where I don't know if Alan will be able to join us or not I've haven't heard from him um but it's a little after 7 and we do have a quorum so I think we should probably just get started with the shortest CPC meetings in the history of the CPC again I like it um so I'm going to call this meeting of the CPC to order uh all members are participating remotely Cliff Reed Matteo pangallo Elaine poo Beth Wilson and Henry Gettys participating via Zoom um I did make a mistake on the email and I I think I said that the minutes that we were voting on were from February when of course we did not meet because we had no applicants um so the minutes are the January 18th minutes that Elaine sent out earlier um which are very brief um does everybody have those are you able to find them or um you sent them you sent the corrected I did send the correct ones okay all right um is there a motion to consider the minutes I make a motion we accept the minutes as drafted second any discussion I I apparently was not there so I can't wot okay um then see no other discussion Reed hi yes uh playo I Wilson I Getty uh ping Gallo I did you say that you were abstaining Henry I suppose I was not present canot vot on that was actually you you can vote um but it all depends on whether you want to or not you you the truth is that you don't have to be there to to vote is that right but it's okay to abstain yeah we have a quorum even if you abstain so right okay else that okay all right uh so the only two warrant articles that we are presenting to the select board to present to annual town meeting are the two sort of boilerplate um articles that we present each year uh because we have no Grant applications and no other strange things happening like we did last year um so the first of these is the operational transfers of community preservation funds these are the sums that were uh presented to me by the the uh Town accountant based off of the CPA requires that we designate uh 10% for each of the three categories and then the remainder at Le sorry at least 10% of the CPA revenues for each of the three categories and then the remainder goes into the um budgeted Reserve so this is how I've broken it down with 6,000 to open space 6,000 to Historic preservation 6,000 to community housing and then the remaining 35 to the reserve is there a motion to consider this article I moov that we consider this article a second all right is there any discussion no right seeing no discussion we'll proceed to a vote uh Reed I Leo I Wilson hi edes hi pangallo I all right and the second article that we are presenting uh is for the administrative costs as in past years we are um asking to appropriate 2,500 out of the uh CPA revenues for our operating costs um for those of you who are new to the committee we don't usually spend 2,500 um that money kind of just rolls over year to year um because it comes out of the revenues it's not like we're accumulating the money um we do spend a significant portion of it on membership in the community preservation Coalition um which is the nonprofit group that advises um cpcs and we do spend it on um legal ads in in the newspapers and other assorted administrative costs marketing and things like that um but this is what we've always presented to town meeting so it is what I'm presenting again is there a motion to consider the article I make a motion to consider the article second is there any discussion nope seeing no discussion Reed hi Leo hi Wilson hi edes hi pangallo I um all right and the last item of the agenda other business are there other things that the CPC wanted to address or bring up we are meeting again in May after town meeting um as I mentioned in the email we are going to in the past we've used that meeting to sort of set the schedule for the upcoming year in terms of uh the deadlines for the uh Grant applications and when we're going to be meeting um so I expect we'll be talking about that in May some more and I know that Rita has also been talking with um some folks in Leverett about trying to increase our community housing affordable housing options uh by partnering with them and so I'm hoping she'll be to tell us a bit more about that uh in may as well are there any other things that are pressing on your mind CPC related oh hope we get more applications next year yeah I mean we can talk about this some more in May I there are you know there are several potential projects that I think are probably going to be coming to us next year um from from town residents but also from a couple of town committees as well and I don't I mean I anticipate there might be questions at town meeting about having a year where there are no projects about the merits then of having the CPA at all um the charge and I think you know it it makes sense you're not going to spend all of your money or you're not even going to spend some of your money every single year there are years where it's actually not a bad thing to to and save it for those larger projects especially if you're looking at doing an affordable housing project at some point which is extraordinarily expensive right um but I I think you're right that it's unfortunate we didn't get anything this year I do anticipate we're gonna have a bunch more next year guess the money rolls over right yes it does it doesn't go anywhere the town the town still has that money we still have that money it's not like we're sacrificing it each year so sounds good all right yeah it seems like most projects that would come in at least the ones that I am more familiar with which would just be land purchases so under open space it's usually a pretty good chunk of money so you know to be able to you know roll it over a few years so that then oh a project comes up where you need $25,000 you know it's it's probably the way it's going to probably work actually you'll have years where you don't do anything and then years where you do yeah and I I think also I mean I can't speak for what their actual reasons were but the uh potential projects that we had this year with um Graham's Trail idea and the uh Pavilion at the school uh that Nate you know was proposing I think in both of those instances those are likely projects that we're going to see come down the road maybe not next year but at some point in some fashion and I think it was just on their parts uh learning how many other pieces were involved with the application and and the specific project um right and I know that for example the the building committee ran into that same thing with um the historic um Rehabilitation requirements of the I mean there's like that whole thing that they have to follow if they're going to do any work on the old library building or you know anything um so yeah let's hope next year we're talking about uh repurposing the old library building I mean we we can talk again about this some more detail in in May but I think one thing and this kind of gets to Henry's Point uh that came up by email like we we I feel like we did a lot to promote the funding opportunity this year I wonder if we could be doing more even earlier to give people even more lead time um you know maybe we could have a workshop where people could come and ask questions and we could help them with proposals yeah that's actually a good write that down I wonder if there's a way to to tie that with the public hearing that were mandated to have in the fall because or maybe I think I think that might be a little late for it I think yeah you know they they need a little bit more of a um more lead time I think more of a handholding lead time yeah this is this is you know I know that at one point Paul Lions was talking about wanting to put a pavilion up um and that it just was uh somebody brought it up at town meeting and they thought it was going to be a great idea to do with CPA funds I was like well no you have to go through this process and you know just brainstorming ideas for people and then talking about the viability with them and maybe even helping them with their proposals the the other reason I would I'm kind of keen to try to encourage people to start early is because I think a lot of the applicants are unprepared for the not the requirement but the encouragement that they have matching funding sources even not not a onetoone match but like have something that shows that there's other buying other investment that's being leveraged and I think that um some of the potential applicants we had this year were surprised by that as well they thought that we would you know that that that the CPA money is all of it it might be a lot of it but I think that you know clearly one of the things that has come up in town meeting at least is the desire to see that this is you know leveraging that support from other places so we can talk about it in May yeah yeah I think we we'll talk I think we should talk I'll put this idea about a doing like a workshop of some kind maybe in the summer um on on the agenda for May definitely thanks right other thoughts other ideas oh all right well being no other comments I will entertain a
