talked about the an apple and hand grenade we had hand grenade last year was the budget The increased costs were dramatic all over the place this year settled down like we thought it would and you will vote to introduce this budget the public hearing will be on April 25th at that time we field any questions from the public you can make changes at that time on any line items are legally allowed forward please this is in reference to um vacation of uh dos Avenue thank you um good evening Council my name is dy mccrosson I'm an attorney in Ocean City with mccrosson and Stanton and I'm here tonight on behalf of Chris and kace zimac I have a problem with the pronouncing the name my clients purchased 822nd Street just about a year ago and if you know Second Street and dobs Avenue dobs Avenue stops at Second Street right at zimac property on your tax map it does continue through if I could hand this to Mr Smith and ask him to might make it a little easier to understand what I'm talking about provided a copy of my client's survey two parts of your two parts of your tax map to show how it affects both you know the Dos Avenue side and the side of dobs Avenue that is AD joined by the property that fronts on MacArthur Boulevard as well as a um shot from Google Earth so you can see the entire area when my clients purchased the property about a year ago it included an older home and an older detached garage on an oversized lot in your R1 residential one zone the house which was functionally obsolute beyond repair has since been removed and that vintage detached garage remains so you'll see the so you'll see the survey actually the first the top page is the tax map and I've shown in yellow where my client's lot is acoss across DBS Avenue are the large lots that front on MacArthur Boulevard next my next is my the survey at the time my clients purchased the property but again the house has been removed and then and then on Google Earth you'll see a pin dropped at 822nd Street and you can see the whole area my clients have asked me to come here tonight to ask Council to consider an vacating the portion of Dos Avenue which adjoins their lot that would legally draw a line down the middle of dobs Avenue and the portion of dobs that joins my client's lot would become part of their lot and the other half of dobs Avenue would to join the be part of the lot that is facing on MacArthur Boulevard since my clients purchased the property they've been cutting the grass and kind of maintaining the dobs Avenue area which is just a grassed area really of no use in their opinion they believe it's been grassed like that since perhaps the mid-50s or early 60s when it stopped being a through street it's not used as a right of way in any Me by any means and by vacating it you would enlarge their lot to the point where it could be developed into two properties and there thereby bring it on to the tax RS as a taxable part of the tax part of the tax lot in order to get in order to get a subdivision to get two homes they would still need to appear before your planning board they'd have more than sufficient lot area where two lots would have to be 15,000 sare ft the resulting lot would be over 18,000 Square ft but it wouldn't they wouldn't be two overly large Lots they'd be a 50 foot Frontage lot and a 60 which would fit in nicely with the character of development in that neighborhood if you know that neighborhood it's a mixture of new homes renovated homes and kind of vintage homes and it would fit in nicely in in scale and size with the existing property in order to do this as you're probably aware and as Mr Smith could confirm it's the adoption of a vacation ordinance so that's the so that's the request my client is here if you have questions of him app and we appreciate your consideration of this request um I know we looked at this before while while ago but um I guess now we have a little bit more information so I'd like to ask the um would it be the Redevelopment committee to um take a look at this and then we'll we can make a decision there unless anybody has any question if I uh lot three behind you is that the city's lot it is I believe that's your Public Work slot with access um and you said that the possibility of subdividing the property and how much would the footage of both of front footage of both of those one would be a 50 and one would be a 60 50 and 60 correct at thex if you look at the tax map that would fit in nicely with what's going on on that side of the street most of the lots are 50 ft wide yeah everyone a little bit off the speed is that you know Jason and myself we've been uh we started an investigation into what kind of options we have as far as solar we don't have any solar on any of our business on our buildings and we need to take a look at that so um fortunately being a retired union electrician I have some connections so we're I'll be able to get some information and once we get everything I'll be able to present that to everybody and see what everyone's thoughts are and what options we have out there and other than that that's it thank you thank you uh Mr SN uh Mr Snider yes um a few things uh Ocean Avenue phase one uh was paved recently um it's almost complete we are just doing the uh punch list items and the state has to come out and inspect the job and then we can close that out uh Co Devon Exon B drive that project is um the paving started this week um we had to pause temporarily because of the weather and we should start next week weather permitting um but we're going to do the base Paving and then wait one or two weeks just because the soil underneath is so water loged that um it's pretty soft so we're just going to make sure we want to do it the right way we don't want to rush the paving and you know have the you know area if there's any areas that are soft we're going to fix them before we do top and this road was designed to you know last 50 years it wasn't just a quick repaving job that you know sometimes the utilities are required to do but it's going to be done right so um so everybody been patient I know they everybody in that area had to endure that all winter um the plans are complete for Ocean Avenue Phase 2 and uh New Jersey Avenue for the state a project and they'll be sent to the um New Jersey D for their review and approval next meeting most likely we'll have a resolution authorizing bids for those projects I did want to see if Council wanted when they wanted to do that project since by the time the dot approves everything and bid it we're going to be close to Summer and New Jersey Avenue obviously it's right in the heart of our pay front District so we could wait till this fall but I wanted to see if anybody had any preferences I don't think the summer is a good time yeah I I I think we should put that off from we have plenty of time with the grant it's not an issue of time it's just I mean we could still bid it and get prices and uh if the contractor agrees you know we could extend the uh price we have 60 days to award um but we could put in the contract that'll be done in the fall also yeah get everything done and then we'll be ready to go yeah okay okay sounds good all right good if I could give a quick update on we have two more uh bus stops that they boed the concrete for so um I just actually three there's one on short is there one on Shore too I didn't see that one okay great we've been working on this for um I don't know five years four years probably a long time and I just want to thank you for putting up with me with my email every Monday morning um you and John helck also was a big help with with getting that done so we finally are getting there um okay um committee reports um our Thug sh cross our Recreation director is here tonight just to give us a um an update on what's going on with Recreation yes I just wanted to give a little bit of update what we have coming up I know the mayor covered some of the events we have obviously our Easter egg hunts this Saturday U we got about over 6,000 eggs this year with a different candy and prize filled eggs from local businesses here in town as well as there's a food truck we'll have and obviously face painting and pictures with the Easter Bunny will be available at that time as well um as well as that obviously our Beach concerts are coming up I know it's a little farther away but they're starting June 14th and they're going to run through September 6th so we're looking forward to that and having another great season of the concerts and everything um as far as uh the kids concerts that I'm running we're actually trying to expand those last year we had about four shows which were very well attended so we're looking to up them probably I have one company that's already signed up to do four or five shows for us in the summer on top of the ones we've already had so look more like seven or eight events down there for them as far as like our fields and everything our little league is getting the lights replaced the Departments going to deal with getting the lights getting done uh the bab Ruth just redid their entire infield for the the baseball field that's there that'll be up and running by the may I think April 8 8th they'll have that um our citywide yard sale will be is May 18th and 19th it's also I believe when right around when the farmers market starting at the mansion um then our pal we're actually working with the pal to help with softball girls softball coming back here to Summers point they just redid that entire field and um they've currently I believe over 70 kids signed up most of that is kids here in summers Point that's a positive sign uh also I'm looking to bring more classes to our senior center it's been getting used by our art commission and it's and um a group that plays p knuckle every week so it's been getting used but I'm trying to bring more in as like um been contact about chair yoga bringing that in and offering that for the seniors there and also other um events such as like a maybe a movie or Bingo and offering lunches and also scheduling some bus trips for them as well out of that building and then obviously aest got mentioned and that's pretty much all I had if there's any questions or anything can answer that now how many vendors do we have for bayfest you know I don't have that number off the top of my head right now I know the weight list I believe they filled their quota for the vendor least the Crafters that's now a weit list for that it's it's actually close to 90 vendors 30 food vendors so it's uh it's big it's real big anybody have any other questions for Mr sh cross thank you thank you we got a busy season coming up it's what we like yes MH mhm uh I'd like to just give a quick um the budget for the budget committee that we met yesterday to uh go over revisions for our mertile and business registration licensing licensing um and at this point that we still have a lot of work to do but um one thing that we did decide that we would like to do is combine get rid of the mer and just have a business registration and that will consolidate all of that make it a lot easier for both the businesses and this city clerk's office uh our next uh challenge is to go over the fee schedule right now it's very convoluted very complicated it hasn't been updated since 1990 so um we have a little work to do but um we'll come back to the council with those suggestions as well as soon as we can get through all that um anything else to add Mr uh no not at this point Thank you for mentioning that uh any other committee reports Madam president I have two I'd like to share Ed had their regular meeting on March 25th um topics included the upcoming vision and master plan and uh the desire for the group to be involved in that business of the month award is back up and going um we're looking to come up with ways to and that group to better coordinate with the Summers Point Business Association to make sure that we're getting the word out about all the events going on in town and supporting our businesses here uh the school board um Chris KC our interim superintendent um at the last meeting encouraged the residents to contact the state legislators about school funding and possibly changing the formula since uh School District out of $1.1 million hit this year Mrs Wagner shared the uh School Safety and Security report and Mr kobc announced that on April 10th a meeting for all residents concerning climate culture and conduct will be held at 600 p.m. at the Jordan Road School and last night a few of us were in attendance um for a meeting with the school board where they announced Mr py will become the new uh superintend effective July 1st Ted presently is the principal at at Jordan school so uh it is an internal promotion so um that was announced thank you thank you thank you I if I could just add for the school meeting that uh that we were at they give out student of the month awards every month and it's um it's really a pleasure to watch these uh children and their faces and it's just a really nice nice thing that they do and the kids are just so proud I think it's um a really good thing that they do there and it is it is kind of rewarding to see the smiles and how proud they are yeah um Madam president uh Summers Point uh Arts commission we met this past Monday here in council chambers at uh 6 p.m. um going to go ahead and read this announcement the Summers Point Arts commission is offering a free art class for children first through fourth grade along with their favorite grownup parent grandparent Aunt Uncle babysit Etc the grownup must be at least 18 years or older to be present for this class with the child willing to work on art project with the child um the theme is called my grownup my grown up and me art Workshop it's from 10: to noon uh the dates are uh basically on Saturday April 6th April 20th April 27th and possibly May 4th if there's attendance the instructor is going to be Christina O'Brien she will lead the child and the adult pair with Andy Warhol style print making they will use styrofoam sheets cutting them shapes designs and objects and then as a team run up in the CH put their prints together and make a large piece of artwork so they do they are an organization mix of parents residents teachers um including our new superintendent um as well as business members community members and their sole purpose is to raise money to provide for gaps in funding for special projects uh they they do an annual technology Grant um a teacher needs some special adaptive furniture for a child on the Spectrum so that they can have a spot to come calm down the foundation provides these kinds of funds they also fund the annual field trip which disappeared for a few years during Co and I'm happy to say that it's back we are hosting our second annual community mixer in cash raffle Thursday April 25th 3: to 6:00 p.m. at Summers Point Brewing and we say it's a mixer as well because we're trying to get the community involved to have a little more contact between the teachers in the district as well as the community so that the uh the big ass tonight is we're doing a cash raffle uh the tickets are $20 each I have them here I'm assuming everyone here tonight will be purchasing one I only have 20 but I can get more um the prizes are uh first prize is 30% of cash collected second is 15% third is 5% and they insist that you do not give it back so the goal is to actually get the community to participate um tickets are $20 for the raffle um I believe it's going to be $10 to get in but you'll get a free beer it's 300 p.m. to 6:00 p.m. that was done with the intention of trying to get the teachers we have council meeting tonight that night so we have time to get there we're good yeah you don't have to drink a beer or maybe you can whatever you [Laughter] want might make yeah I was going to say easy easy it's alcohol wear oh right okay not yet but close I favor all the businesses in some app yeah they've been very generous they're hosting again this year um and it's not during their typal typical hour so um it doesn't really interfere with their business but again um the goal is to raise money for the funds that support the school and the kids it's really all about the kids and like many of the other organizations in town we are all volunteers that that staff that board um there's going to be a series of other events that they're doing they're hosting their Foundation day at play cway Cove which is the 27th um there is also the um's the next one here the only two that I have the mixer is the 25th and Playland is the 27th and those should be up on the city's website shortly I just need to get the artwork updated thank you thank you thank you thanks hello Council I'm nelon I'm Nelson dice I live in Ocean City uh the reason I'm here tonight is because the city of Summers Point has taken a municipal case to prosecute against me if you look in the Atlantic City Press under Summers Point Pro prosecutor called Shenanigans I was the one accused of shenanigans because I wear a black and white striped outfit to church to City Council meetings in Ocean City it's a long story the problem is is that this prosecutor here has no oath of office which is a violation in my opinion of the Constitution of the United States and so I just came tonight to let you know I'm in the midst of that trial and the prosecutor is violating the Constitution who's responsible for making sure she has a subscribed of office under so any prosecution she's been doing here is unlawful in my opinion 2023 uh3 New Jersey revised statutes title 41 vs and affidavit section 41 colon one-1 oath of Allegiance I'm pretty confident everybody remembers signing their oath here she hasn't I do I do Solly swear or affirm that I will support the Constitution of the United States and the constitution of the state of New Jersey and that I will bear true faith and allegiance to the same and to the governments established in the United States and in this state under the authority of the people so help me God Mrs mcon I had a meeting with her five years ago 95% of our police force in Ocean City that solicitor Mrs mcon the public defender the prosecutor none of them had Oaths the chief of police did not he was retired early because he committed numerous federal crimes against me in the false arrests and prosecutions in my opinion the reason I'm here tonight I don't want to show up here again until this prosecutor has an oath to the Constitution is that reasonable so I'm going to ask I have uh February 20th your city cour office sent me a email which says and I quote no records on file in response to your request so what I'm going to do is I'm going to check back in like five days submit another Oprah and I like Mrs BL Miss blane's signature because it says anyone who is responsible to the governments of the the state has to sign and And subscribe take And subscribe is what New Jersey statutes say so as far as I know she's the only one but I haven't searched anyone else cuz it wasn't you know none of my business so anyway I thank you God bless Summer's point and uh I look forward to being back again
