him and we're going to miss you madam president yes uh I've had had a lot of uh interactions with you over the years even way back before you were involved and uh every one of them has been a positive um if the temperature does get too cold you want to come back you are always welcome here thank you [Applause] Dan uh all in favor I any opposed resolution number 278 is adopt who do you want give that Arts commission to do it KK not on the Arts commission although I'd be more photogenic than right yeah I'm just kid all right give me the thing we really don't want you to go so we you don't want to finish this process listen kids stay out the sun blog that's all I can tell you right good job thank you Dan good best of luck to you okay communic uh Communications we have our um a report from the Recreation Commission end a year report from the director Doug shellcross yeah I just wanted to give a report on some of the events we had going on this past year and what we're looking forward to for next year and then some of the projects we completed and are hoping to complete in 2025 as far as the events um I can start with the Beach concerts this year it's they were packed every Friday night it seems that we're running out of space to put people on the beach there so that's that was a very successful um season for them it seems like it's growing ever since we kind of came back from 2020 of not having it just keeps getting bigger and bigger every year um then our uh we actually had our kids events on Mondays and those are starting to really fill out uh for next year we're looking to kind of add a couple dates because we kind of run into the weather so we're trying to add a little bit more I think last year we only had four events so we're trying to probably try to double that potentially for next year um our citywide yard sale continues to grow uh I think we had 75 houses this past fall and we had 95 in the spring so those numbers compared to when I first start first brought it back in 21 I think we had like 45 houses both times so there can continue to go up as we get more exposure for that um I could speak on some of the other events like our Trunk or Treat that the police department ran had over 500 kids attended we for my truck at least we ran out of Candy by almost halfway through so it was very well attended our parade just the other just last week had over 50 groups in it very well attended here at the at the tree lighting our uh at our senior center where actually the yoga classes are being run we kind of we started off with just one week one day a week and it's now expanded to it's we're offering three classes a week right now and it's pretty much full 20 people in each class correct yeah so those have been filling up uh we had a band play at the senior center um in the September I'm hoping toep that was attended well attended so we're hoping to bring those back a little bit and then as far as some of our projects um we're actually in the process of already in the planning of it is is U to replace the playground down at the beach to get that all taken out and replaced with a new new set of equipment and my hope is that we can kind of focus on JFK Park next it's kind of at a point where they give it like 20 years but has to get replaced so then being on the water doesn't help either and then as far as the other events obviously hockey working to replace theirs and we're working to get new aeds down at each uh facility so just you don't just in case something comes up we want to make sure that each Sports uh field we have an AED available um we just got the new fence put in for the one Little League field and we're looking to uh work with football to add more storage and uh upgrade their Press Box a little bit so there's any questions but that's all I have anyone have any questions for Mr shoss no thank you very much for the update appreciate it anyone else have any Communications to offer hearing none um Mr Mayor uh just something real quick uh this past Saturday as everyone in town knows we had our Christmas parade and I just want to take this opportunity to thank uh actually a lot of the city workers that uh helped put put this on you know of course uh Chief Summers and the police chief Sweeney uh Chief uh the fire department for company number one and two Phil Gaffney and our Emergency Management our summers Point Historical Society our Sewer Department of course guy Martin and all public works and our parade director Phil KLA who uh really takes a lot of the burden off of all of us trying to get you know all the people that show up and be in a parade he does a great job and I just want to take this opportunity to thank all of them this parade was a great success I think it was bigger this year than we ever had before and it was fast and putting it on a Saturday there was probably twice as many people that were available to see it as opposed to a Friday night so I just want to thank everyone that was involved and that's all I got thank you uh Mr Frost um uh nothing this evening Mr Snider uh yes the city received a uh New Jersey D safe roots to Transit grant for 480,000 for Broadway to um construct a multi-use path um for the uh Recreation facilities that's great man uh Mr Smith nothing tonight not you're not on my list but I didn't forget you that's okay that's not what I said uh could I have a motion to approve the uh minutes for the regular meeting on November oh I'm sorry let's do committee reports first anyone have any committee reports to offer hearing none okay we'll move on to could I have a motion to approve the minutes from November 24th and executive session minutes from November 20 21st 2 both of 21st okay and and um as to content only and the special meeting minutes on December 6th I'll make that motion second all in favor I I any opposed minutes are approved uh ordinance number 20 ordinance number 20 of 2024 an ordinance adopting a Redevelopment plan within block 1 7 Lots 1 2 and 3 block 108 lot 3 and block 121 Lot 2 a portion in an area in need of Rehabilitation within the city of Summers Point County of Atlantic state of New Jersey rid of the spot so I can see could I have a motion to open for a public comment on ordinance number 20 please I'll make that motion second all in favor I hi any opposed we're now open for a public comment on ordinance number 20 yes uh John hbig 106 East STS Avenue I just had a couple of questions or perhaps clarifications I know you have a a busy agenda tonight so I'll try to be as quick as I can um is there a commercial component to this project uh I saw in the Redevelopment plan there were several reference to Future commercial development uh this wasn't sure no there's no no not what they're proposing no all right um will this be a completely private project the city will have no maintenance of the streets the drainage system no trash pickup sanitary sewer it's all going to be handled by a homeowners association right okay um I just looked at the layout of the Lots um you know the lots are 28 ft wide single family home lots um you know the the lots are probably about 2,000 square feet in terms of the buildable area of the Lots i 4 foot setbacks so the the homes are 8 feet apart I just was wondering whether our fire department's taking a look at that in terms of access able to get the apparatus in there our our plan is be great yeah because you he can answer better than anybody yeah so far the project is in concept so that will all be determined during site plan all those reviews including fire department will come later all right I assume the tax implications will be determined later on as well whether we're doing exemptions reductions abatements um again we're in the planning process so okay thank you thank you I motion to close I'll make that motion second all in favor any opposed we're now closed for public comment a roll vote on this that everyone received in a copy of the uh Department of planning zoning memorandum the planning board revie should I read read this if I read this okay just everyone has it you're supposed to comment on summarize okay I didn't say that so you just have to indicate whether or not you in agreement or you reject the uh the planning board's determination that the Redevelopment plan is consistent with C's master plan there were no recommendations made by the way was a seven uh in favor zero against the uh planning review of this uh plan so I just think that you need to make a comment on it and early procedure over substance but that's what we're supposed to do so go through the procedure if you don't mind Madame President point of order if I may yes we have a resolution for an executive session discussing this matter no not for this to discuss the predevelopment agreement okay thank you okay thank you um ordinance number 20 uh could I have a motion for ordinance number 20 please I'll make that motion second I thought collectively the Maryland Avenue Bay Avenue and Pleasant Avenue project is this one here twice this is the one here twice are they the same oh okay I'm sorry just the executive session okay the actual resolution okay uh may I have a motion please so moved second uh all in favor all any opposed resolution number 290 is adopted number 291 resolution number 291 of 2024 a res resolution authorizing the business administrator to enter into an agreement with David nyers scg Rea for the appraisal of certain property in the city of Summers Point may I have a motion please so moved second any comments Madame President yes sir within the body of this resolution it says Uh there's been discussions between representatives of the city of sumers an exler Building Solutions LLC with regards to this property if exler is uh interested in the property why wouldn't they pay for the appraisal why would it the burden of that appraisal be put upon the citizens at some point the uh thought process was to be prepared for any interest in this property so that we know what it what the value is well no it says there's a specific interest in in this body of uh resolution says there's a specific interest from axler who apparently is a contract buyer of 90 Broadway which would be the only property or the only entity interested in the property so again why would the citizens of Summer Point bear the cost of an appraisal to benefit a developer benefits the city but I'm sorry I can't hear you it benefits the city if we know what we can sell it for we certainly Mr Smith cot the developer went inid anyway so let's just put out the bid then we need to appra apprais PRI to bid when you're referring to a bid Mr Smith what exactly is that the bid for the services if they want to purchase if they want to purchase the property gotta no matter who we sell it to it has to go out to bid I guess I struggle with the fact of you know assuming we're going to sell it well we might not but we need to know what it's worth I mean that's does the strip of property have a history already this is the reverter it was the reverter piece right okay the selling only be used as a buffer and then was there a assessments on the value of that property prior years when you when you first sold it to kasmar question it sold for I think approximately $40,000 are right I have I just have some concerns with the fact that let's say the assessment comes into some minimal amount of money there's a there's a situation where how valuable is it to the redeveloper versus how valuable it is to the city maintaining it and I think if we pay for the the assessment of the property we are we obligated to that that that amount of money or can we still negotiate with the the developer as as associated with his value of that piece of property because as a whole 25t strip way out the bu okay I'm just I'm confused that's all well I don't I don't get confused ear very often but I'm definitely confused about why we're why we're advancing on this when we don't first of all we don't even know whether we're going to keep it or not and number two is you know representing the taxpayers I want to get as much money for that piece of property as I possibly can okay and therefore uh I just think I just think we should just let it go for now until we reach a point where uh the interested party has solved this issue and comes in to the city for with a Redevelopment plan we're putting putting the cart before the horse I think when we're doing this based on I agree with Mr Dill on that point how why don't you make a motion to pull the resolution I don't think I canable table it I'll make that motion to table it I'll second it okay all in favor I any opposed okay we table number 291 uh anyone have any old business to discuss uh I have one thing uh Jason Mr mccary's Pay did we ever get a response did not all right because it's the end of the year and that's going to show up in the audit next year that we overextended that yeah what's the plan could could you notify him and maybe Mr Smith could follow it up with a phone call oh so that's one less deficiency in our audit well that that may be the next thing oh so mayor's always available road trip road trip I'd like to give them an opportunity to uh Rectify this problem certifi certifi yeah Mike said certified letter gets oh hey sure can I there's too much sunshine this gets fixed up you got to stay out of the sun any other go nor any other old business to discuss Madam president may ask a question 292 is this the one we're going to we're gonna I'm sorry I should have said that we're going to wait till after executive session to uh take action on that thank you uh new business we need to set the date for our 2025 reorganizational meeting and may you still got me beat though may have a motion to open for public comment please make that motion second all in favor I I any opposed we're now open for public comment anyone wishing to speak forth uh on that matter and uh it was suggested and advised that I do not uh insert myself upon that this is a problem with the shed being used as a piece of fence which is rotted um and understanding it's a Code Enforcement issue it we don't really well they refused to acknowledge that there was never any variance submitted to do that there was a permit put in just to put a fence up um they're just totally kind of being in denial I've owned the home before that so I know what was there I've owned it since 84 84 um and if you look at what the permit says and what the so nobody's not going to do anything is what you're telling so I have to make it a legal matter against code enforcement I guess and the owners any on that well that's probably what I'll do because it clearly shows where the chain link fence is and that was the permit was to replace the chain Ling fence with a stockade the shed was not there at the time the shed is even showing in front of the fence line and they're used it as a piece of fence so it imposes an aesthetic and when I tried to sell my home I got a lot of comments about you have to take care of that before we make an offer or if we make an offer so does everybody really want to get involved with that kind of issue of causing problems for my property and selling it because like this rotted piece of shed is there if it was a normal piece of fence it could have been replaced and this particular owner now if I hadn't put in a formal complaint her whole fence was collapsing under my property a few feet I had to finally put in a formal I asked her nicely this was going on for a few years I got tired of just trying to be nice so that's where it's at so I guess you're forcing me to declare and go to a lawyer and file a lawsuit is that what you're telling me what's your so nobody up here will do anything about it I just want to know what kind of council we have have in town ofies well their professionals are blind maybe for personal reasons got answer okay maybe for personal reasons but that's okay the lawyer will get to the bottom of it thank you motion to close motion to close second all in favor I any opposed we're now closed for public comment could I have a motion to pay the bills please I'll make that motion second um all in favor any opposed Mr Frost can pay the bills any further comments from the governing body uh since this is our last meeting of the year I don't know if everybody's going to stay until after executive but I just want to wish everyone happy holidays and uh a prosperous and healthy happy New Year um we're going to take a five minute recess and go into executive session you're more than welcome to wait in the lobby we will come out and get you when we're done we most likely will be taking action after uh exact
