masado present Miss Solomon here Mr Vieira here and also with us this evening our superintendent of schools Mr Jeffrey skover our Chief Financial Officer Miss Raquel Pellerin um our recording secretary Robin vov and the chair is also present um if you're able let's stand for the pledge I pledge allegiance to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible liberty and justice for all actually I'd ask if everyone could please remain standing like for us all to take a moment to um recognize and remember um our beloved engineering and Technology teacher Mr Joseph Ramos thank you please note that the next regularly scheduled Mee meeting of this committee will be held on Tuesday January 14th 2025 at 6:00 p.m. here in the somerset Berkeley Regional High School library the first um item on the agenda this evening under student teaching and learning is the report of our esteemed student rep Ryan viea good evening everyone so I don't have too much uh for this month but we'll touch on a few things so um regarding Sports uh winter sports are now in full swing so teams uh as you saw coming in today there everybody's here everybody's uh participating so winter sports um have already started many of their competitions so boys basketball have a game tonight at New Bedford uh girls obviously here versus New Bedford uh and then the track both for boys and girls um have a competition today at seon and then for tomorrow uh boys hockey will have a competition and uh wrestling will also have a competition tomorrow uh also the Performing Arts group have been working hard uh to prepare for their winter con concert uh which is tonight and their holiday show which um happened last weekend and then this was from last month but um regarding academics so last month the John and Abigail Adams scholarship breakfast was held so that was for students who uh scored an exceeding expectations on uh their mcast um in years past and they received uh a scholarship to any of the UMass schools or to um massachusett State schools um I think that is all I have for today I hope hope everyone has a happy healthy and restful holiday thank you thank you two more wakeups uh two or three three three two or three oh today's Tuesday Tuesday all right everybody take Friday off three more math was never my um thanks Ryan the next item on the agenda um is recognition of our November Visionaries they are Margaret Arena respectful Ryan crook independent Brook fiser independent Isabelle Gomes digital citizen Aiden Lambert empathetic Dylan Morris digital citizen Hayden Teasdale resilient and Owen Thomas academics congratulations to those students for that achievement the next item on the agenda is the recap of the November 21st open house house okay uh so Dr bford told me that uh there were over 250 participants that night he said it was the uh best attended openhouse night that we've had in years uh we had our content coordinators and some student Representatives uh speak to the uh the students and their families uh then they provided tours of the building uh to those uh to the students who were here and there were also opportunities for onetoone conversations with guidance counselors staff members who were here content coordinators in case anyone had some questions so Dr bford was spoke very highly of it it was uh well attended and uh we'll I'm sure always tweak and see how we can make things better for the for the next year but it was a very successful event thank you does anyone have any questions um okay the next item on the agenda under new business is discussion and um action on salary increase for the uh Regional School District treasur um you have in your um folder a copy of the uh treasurer's contract which was um it's been just about exactly a year signed on uh last December 19th um so what are the wishes of the committee um do we remember what we budgeted for I thought we placed a a little percentage on there there was a placeholder collaboratively MH um we did make adjustments into different line items um I'm not sure the the total amount but there is still some residual left in the contingency line I'm just wondering you know obviously this is something that um the treasure reports to the school committee but I I believe they work she works she right yeah she she works very closely with the administration so I'm just wondering can you provide some feedback to us you know um I know usually the superintendent makes a recommendation and we take that under advisement and we usually either yes no increase decrease or whatever the case may be so I'm just wondering since the team Works closely with her um what can you what what feedback can you provide us um I've met with her we're going to meet monthly um really collaborative um we're looking at ways to create more efficiencies by really utilizing the financial system um that's been my experience really collaborative and really wanting to to move things forward um I've um had conversations with her early in the morning and late at night um so she's always available and um always willing to collaborate with us and give her opinion we recently had um a webinar which she attended and it was really about uh our financial system and um we're looking forward to Bringing forward um really new collaborative reporting and introduc producing accounts receivable a new way of um billing out so those are the examples that we have that are on our collaborations and efficiencies and how we want to move the district forward and I'm just wondering what has been the medium uh percentage for this district and also for Community districts around because I kind of want to be fair to her so for positions just generally um for increases this year I I think between the the SDA contracts and others that were settled and uh accordingly then uh administrators probably about a 3 and a half% increase was I'd say probably like an average uh some more some less so now this is my small opinion you know when you hear 3 and a 12% you think of a huge salary um I've been traveling so I did not look at the contract but by memory I think she the position is like 24 23 26,000 something like that 23,000 so uh I feel comfortable with three and a half 4% because U of the small number and I it seems like that's the average of all the districts I mean of all the contracts that we've settled so but unfortunately I'm just going based on the feedback I'm not working um so that would be my op my advice but I'm open to anyone's opinion anyone else in the committee have any thoughts on this the contract says um that the anticipated hours are between 8 to 10 hours per week is that pretty consistent in what she does or is there does she do more than that well she those are her standard hours um she'll collaborate with us whenever um we need her to um mostly she's reconciling bank statements and really dealing with the cash part of it um so we're dealing with um kind of the general ledger part of it and we that's how we're collaborating um she is offsite but I do see her um quite often yeah I'll tend to bump into her uh late afternoon early evening if she's coming in in for a few minutes to get something uh Sunday afternoon I was in the office and um she popped in it was probably 5:00 p.m. or so she was there for a short time uh and left so her comings and goings typically don't line up with the standard workday just because of her own uh her schedule and other responsibilities uh but I would say that she is uh fulfilling the hours that are listed there um I would just add in I I think it's important to compensate people who are doing the work well reliably I think this is an important position um and it's not always easy to fill part-time positions so if we can compensate the person who's doing the work diligently and effectively and collaborating with our Administration um I think they deserve you know at least the average raise that you know is comparable with what is given what has been given out recently in the region so I have a motion I'm not even going to ask if if our budget can afford $920 because if the answer is no I would have a heart attack so uh so I'm not even going to ask the question like I normally would um I like to make a I like to make a motion oh I'll make a motion to um give our Treasurer um a 4% uh raise um or $920 which is a total of $920 uh based on the feedback that we received from our Administration second have a motion and a second is there anything else on discussion all right hearing none take a vote all those in favor opposed so voted thank you everyone the next item on the agenda I'm pausing the next item on the agenda um is I I uh regret to announce that we've received the resignation of our um fellow committee me member Mr Richard fener maker which would be effective um as of the end of this year December 31st 2024 I think you all have a copy of um R's letter in which he um you know thanks um everyone for the work that we've done as a team and is looking forward to spending more time with um his lovely wife Claire and grandchildren two here one on the way one on the way one on the way so um um I just want to say like he sitting here at my right hand for a reason you got pies um I've not served as uh with Rich As long as some other folks here at this table have but I can see that um he has been a tremendous uh colleague and Mentor um I would not be chair without him and um all of the um advice that he's given and support and wisdom um so um the other thing I think is that um I it's been 15 years that Rich has served as a member of the regional school committee that's kind around there yeah around there and then High School building project um pce and then you know just sumerset before the so you get double good for building committee gets you double years um well I just want to say that you know uh this is you know I've been doing this for a long time and I really do enjoy it and this is the why I don't let her read that ver me because it's it's a big adjustment for me but um I'm uh very happy with you know the work we've been able to do here as a team really and and we've really got some good folks here and that's why I feel comfortable uh is because I know we have good people and them my easy so uh but anyway um that's all I really have is we we uh my wife retired last year I've been retired and now the now we're very good at watching young babies or or their um dogs so uh anyway so anyway I just I want to thank everyone that I've had the work for it's been a pleasure really and uh and and I think our group together is stronger and I think more word is going to be professional per se than a lot of other organizations so um happy to leave on one point but on the other side I've got those babies waiting out there for to come visit so man I if I could just say you know this is like deja Vo because um back in I think it was 2010 or 11 um I got to meet Mr Fence to maker in 2006 when I was elected and he I no disrespect to anyone who's sitting on this but I always say my dream team was my original four members with myself I really learned a lot from those four um I don't think I would have served as long as I have if it wasn't for someone like Mr Fence to make maker because he never took any arguments personal but yet if I I've received many phone calls saying hey you really disappointed me you really upset me you know on that and it was like we spoke about it I apologize or whatever the case may be um but he he was one of those members that would pick up the phone and literally will say to you listen it's been a month but now I have to get this off my chest but the other but the most important part about Mr Fence to make a serving on the board he is here for the right reason um it's hard to believe that my daughter's babysitters now have grand has kids of their own and now that's one of the reason because that's how you know even when we were looking for babysit you know the fence to make a family their their love for you know family life it's just a great thing and you can see it again and this is one of the reasons why it's all about family and that's why he's leaving something that he really cares I don't think he's leaving if we have any questions we will always call him because institutional knowledge is very important but um it is Bittersweet so um I know he made him in the original four made me a better school Committee Member where I wasn't as gho but yeah I advocate and it was because I learned it from him so it's very disappointing to see that is leaving but I'm feeling great for the reason why he's leaving because uh I think that's the right decision it goes back to what his beliefs are and you know and the other thing is I also want to thank Claire for all the years that she allowed us to have him because we forget that you know U many times when we're here we're not with our families so uh so thank you to you and also thank you to Claire and your family for allowing us to have you as long as we have and and you definitely are leaving this District in a better place than where you found it so thank I think we will um we will add a future meeting in the very near future um plan a time to fully and completely embarrass you with all the bells and whistles that you stand up everything we're going to stand up we're going to take pictures but um so don't you're not off the hook just yet we will always available um I just want to Echo Victor's sentiments that I think that um in a world where folks are often motivated by all sorts of agenda and um where folks are where things are fraught and contentious and blusterous a lot of the time what I think of the many things I appreciate about your rich is just that you are a principal gentleman always and that is harder and harder to come by and we may be able to fill your seat but we will not easily fill your shoes that's for sure so thank you for everything I will uh I'll make a motion to accept with deep regret the resignation of Mr Richard fener maker you don't accept there no there I I will second it victim want to get another meeting in before I we can kick this can down the road you know um I don't know if we need an official W but we'll do one so we have a motion in a second all those regretfully in favor I opposed we'll see you in January um okay um promised him that we' get him out of here early on this last meeting so we're going to keep moving um the next item on the agenda this evening is a staffing update Mr schover Sure uh we have one appointment Daniel lazat is our is a new HVAC technici and this is uh I'll just take a second here for this one this is a shared position with the somerset Public Schools uh for the last 12 or so years we've had a single HVAC uh employee and most of his time uh even though he's he's had the five schools most of the time has been uh designated to Somerset Berkeley just because of the high-tech nature of the systems that are here uh it's a building like this actually requires more time than for buildings with mostly Antiquated systems uh with the new Middle School te on uh we had planned we knew that we were going to need uh some extra HVAC support uh I can't recall if during the budgeting process this past year if we were talking about this position at the somerset Berkeley level we were at Somerset uh but because Somerset uh with the middle school that came on board uh Dylan who is our uh original uh senior member HJ employee uh he's really is splitting his time more even lead between these schools with also uh caring for the three elementaries uh so Daniel is now on as sort of a a junior um HVAC or HVAC technician uh working with Dylan so part of his time is also devoted to Summers of Berkeley I just can't recall as I said uh last year in the budgeting process if we really talk about that position but um so I think do we know what theall the breakdown of salary is I think it's uh 65 35 the percentage yeah um so we can get you that information just to so you can see but anyway I just wanted to call that out because I I like I said couldn't recall um in the past and then we do have one resignation there as a food service worker thank you um the next item on the agenda under unfinished business is um discussion on the increased audio accessibility for meeting participants okay so as we've had this discussion now uh at the past several meetings uh mostly due to the poor audio quality when someone is participating on Zoom uh but we've also uh anyone who's been here in this room enough and we know once we hear those vents kick on uh probably relative soon and throughout the winter it does drawn out the sound and and noise is certainly an issue or or um the volume is certainly an issue when it comes to this building uh to this room uh as you can see we the library has been undergoing some changes uh our uh librarian Media Center specialist uh Mrs andron has been working in here uh producing some uh some maker spaces and for students making it more interactive for kids so we we had been discussing uh which corner of the media center we would hold for school committee meetings we were considering that one but we're going to maintain it here due to the extra space that we have for an audience with that said Mr LEC has been looking for an audio system uh so he is uh currently looking at getting wireless mics for here probably uh about 12 or so so when there is a joint meeting we'll have enough microphones not just for the school committee members for us and for other boards or committees who may be here uh with that we would also he's looking to have um a sound system installed so that the wireless mics can connect so we're not constantly having to move speakers and amps out it it's just it's a better way of doing it so he's exploring that he has a couple of options he's looking at he's trying to get some quotes but uh just so you know that's that's where he's thinking and he and similarly he's looking to do something for Somerset middle school as well but once we get some more information I'll I'll share that with you all thank you any have any questions at this time the next item on the agenda is an update on the baseball field Improvement project timeline okay uh earlier this month I received an email uh from our um vendor and they had uh filed a stor water permit application with the planning board uh the planning board's normal December meeting uh would have fallen on Christmas Eve so it's not happening then so the uh our item is on uh the public hearing uh the planning board's public hearing uh for January 14th I think it's the same we have a school committee meeting that night so it's at the same time um as our next meeting uh because of so there is a really a two week uh delay because of U that g pushed out so now uh the bid documents uh will go out end of the end of January early February it was originally planned for January 13th and a bid opening um which would be the end of February early March so that slight delay um with that public hearing is just pushing it out two weeks but uh it really shouldn't um present many problems okay okay questions any school committee me Members need to be at that meeting uh I'm I'm going to ask them if they need anything from us there our presence um I'll let you know I one of our reses that are just leaving he's uh he's a former planning board member too so no thank you I tried guys I tried that runs a lot different than this great um the next item on the agenda is the discussion and possible action on funding for the a capital plan you make it I gave them water it's still not working we put them over at this table I think this was I think Mr Mado um wanted this item on the agenda so Al we can Circle back we do that go catch yeah we'll give him a moment so why don't we um pause that for now and move ahead to um the next item uh under business and financial which would be the November financial statement yes p uh the budget amendments that were approved at the prior meeting have been posted are reflected also in our monthly financials um happy to say that all our uh federal grants have been approved so now we're looking at making the adjustments that were in general fund to the grants we'll bring that forward at the January meeting and we do uh just want to make a note that we're also looking at the coding so we may have some corrections there um we'll bring that back like I said at the uh January meeting did anyone have any questions November statement look good no surprises always good all right um the next item on the agenda uh are the Berkeley and Somerset schools updates Miss Solomon do you want to go first with Berkeley um yeah well we're always but we didn't um with the scheduling conflict we didn't end up having a December meeting so I I don't have anything to report from a December meeting um I'm sure it's old news now but I don't think I've been here since the election and us getting the um approval from the town for our new community school um so that passed the second part um we are running some focus groups um that will bring in the public and their input in um things like Safety and Security and the look of the building and kind of what the community wants to see in the building um so we have focus group scheduled through I think they're through February right now um that's that's where we are in that process I'll just add Miss Solomon's too modest to say so so I'll say for her that she speaking of folks on building committees um she was a driving force behind um the building uh project project committee and um the election it was sort of close-ish um it was stressful it was tful town meeting was pretty resounding I would say support the lead up yeah the leadup was a little um who knew um but people came out and it seemed resounding support so that that felt really great as part of the committee and just school committee and part of the town it's it's going to be what it's going to do for you know we obviously need the building but what it's going to do for the kids the teachers the staff education and Berkeley it's just we're very excited to have it happen so which I'm sure you guys can relate thank you and congrats congrats not only to you and your team but also the citizens of Berkeley for making the right decision so uh congrats to them you know no one likes to open up their wallet but um when I saw it on Facebook um I was extremely and also your text I believe uh just as an FYI I think you know especially all the hard work you all uh enjoy the holidays cuz it's the next 10 years that's what it's going to be yeah 30 30 yeah 30 take the oh yeah no 2027 listen 27 I know four more years Mr um scon over did you want to say something I did I Mrs Alman if you could um extend to your committee uh the sincere gratitude from Somerset Berkeley uh following um the news of Mr Ramos on that Thursday evening um we made the decision to delay school by a couple of hours for students uh when we brought staff in I put a call out to area superintendent just asking you know if anyone had some uh just seeking advice on on a couple levels there uh but superintendent Ryan was quick to offer staff uh we had three of uh your counselors bur counselors here along with Mrs Hebert uh the counselor spent a good part of the day with us um first meeting with staff um in this room uh and then available for students once they came in if anyone needed them uh Mrs Hebert stayed the entire day uh and she was Dr PR's right-hand person that day uh so just it it um it made a tough day better and I I really sincerely can't thank Berkeley enough for that support uh so if you could extend that and and I I said to you earlier I you know if I could uh make it to a Berkeley school committee meeting and in public input thank them directly I will uh but in the meantime uh it's really appreciated happy to that I'm glad knowing the two of them it's true to form that that's who they would be and I'm glad they are able to be here to support you guys okay thank you okay updates from Somerset Public Schools me I pulled up the agenda because I couldn't remember it's been a couple weeks um we discuss funding for as be accelerated repair program um for our window Pro projects at the remaining um elementary schools we talk about whether or not we going to have some articles for town meeting uh we talked about the new apartment complexes that are going up on j i way uh talking about uh potential for additional students what else do we talk about um Staffing uh we get an update on our window project that is ongoing now at Chase uh some hopefully good news that we actually have glass to go in the windows uh so we will have them in over the Christmas break um and then we talked about our Capital plan and I think that's it I missed anything one other what did I miss we had our first meeting of the new summer oh yes we did yes yeah yep yes we did which was bless Mr Austin said the S your next I wasn't on that flight move closer to Jen all right great thank you everyone um okay the next item topics not anticipated by the chair um the only thing on this I think I would um add um in reference to Mr fener Maker's um stepping down would be Mr Fence to maker is on the budget subcommittee um along with myself and miss ferera so if there's anyone it it would be a Somerset rep um if there's anyone who wants to step into that especially as we enter budget season um um maybe just communicate that to Robin of a discussion about it but um we could proceed with the two but it probably makes sense if someone is interested to have another person on the budget subcommittee um that is import you know important always but especially this extremely important extremely important you think about you got to think about this year next year right you know as long as nobody else from this is leaving you should be all right those are years but and many people yeah that's so we'll go through all yeah we haven't had time to process this properly weed it so but um just in terms of process we I will reach out to the sumerset board of Select to um review the process for a resignation and um notify them officially and review that process and we'll work in concert with them to make sure that that gets done correctly and at the same time um perhaps Robin can share reshare with everyone the sub communties that you currently serve on and you figure out how to was that some volunteers if I may in the meantime and we don't have the need for this uh but if a need for a Sig Bank Meeting happens is that what you were thinking I was just thinking that I'm I'm just wondering is that something I should just reach out to you and we can figure out how to fill that yeah for the somerset school committee so are you saying you'd like to it needs to be it really needs to be two two individuals I I think we should should make sure we have someone else also is there anyone else who's interested in stepping to you g to say yes I I've done it many years but I think if you're able to do it because I'm still tied with the set so that's fine I can do that all right thanks M Perera has been volunteered thank you you're welcome thank and the meetings are usually 8: a.m Zoom uh done usually 8:00 a.m. I think right maybe 8:30 done fairly quickly thank you yeah great make it work thank you um act the next item on the agenda action items for future meetings anything in addition to what we have discussed today the only thing I would like to um I I hope to have some information at our next meeting but with the uh class of 2025 just determining the competency determination uh now that mcast is is not a factor so I've requested from Dr bford just how many students are we actually talking about for the class of 2025 who haven't already met the graduation requirements and then will'll have to develop school districts have to develop a plan a long-term plan but really the immediacy is for the class of 25 and what we can figure out what local graduation requirements and competency determination would be in future years but 2025 is a little bit more urgent so we want to make sure we're we come up with a plan and communicate that to all the the affected students if we even have any I'm not I'm not even sure how many students uh we have in that category right now but so that would be something I would want to add on our January agenda to update you I am I correct that the bo of Ed they met today I think I think they were meeting today today I don't know we can look to see if any I'm sure there's Crystal Clear guidance on how to proceed from our friends and no longer invol in Everett or they know desie did uh share some guidance last week which I will I was planning to forward to uh to you anyway just it's really an FAQ list um there's some good information there and Mas uh also had a legal update um regarding that but it's it's really each district is a you know it's it's a local decision now and um but we we do have to have something communicated um and I'm thinking to just timeline if if it might um might make sense to dovetail some of that conversation with program of study for next year right if they're going to be um if we're going to consider any changes in that process so okay does anyone have any other items for future meetings Okay um just for kindly reminding me to Circle back um Mr M when you stepped out we had come to item uh the third item under unfinished business which was discussion on funding for Capital plan and I think I think that was an item you wanted on the agenda it was so we saved it for you thank you um so if my memory serves we're talking about we have had a conversation at the previous meeting about um funding options for the turf and the track but recognizing that might exhaust y thing so so from there you know one of the things that we had when our a when the when we did our audit we asked the auditor if we could have an outside fund and I believe the financial team was going to look to see what the legal if we could but it seems noding we can't have any type of uh Capital fund except for the current mechanism that we have right now an end and a stabilization that is it yes all right then Zach okay which is you know it might be something that we may want Lobby the state because um I fear in 15 years when we need to start making improvements to this building where you know we just saw how quickly all of our funds went with two projects you know so that's my only concern because uh coming to the town um for extra funding it's going to be tougher and tougher because of all the cost that it's going up so um both meaning we have a middle school that we will be paying for and obviously Berkeley will have their community school so we we may want to Lobby our uh state legislators to see what they can do about that because I think not only does Somerset Berkeley may have this issue but so diamond and all the other Regional uh districts as well so sure well and we know too that um in any of the conversations about when it new construction there always folks who say did you take care of the building you had right which is a legitimate question and I think we can look around and to me this building still looks and feels very new the folks um the staff here have taken tremendous care of it um but no matter how well you do that right things systems age roof's age they have a life they have a life there right so um I think your point is well taken and um we'll be thinking about the stabilization fund as well as we look at budget for fy2 y okay and maybe we won't forget about um okay the next item on the agenda um this is Happy financial news donations um the next item would be um to consider the acceptance of a donation for boys and girls lacrosse sticks valued at $1,200 from USA La lacrosse National grant program and I know uh Mr skover if you wanted to just say about how that Grant and we had a staff member who was instrumental in procuring that sure our uh voice coach uh philli uh Strang strango legali uh submitted a uh application to the USA Ross National program uh and he received uh 20 20 lacrosse sticks uh 10 boys 10 girl sticks and as you said with a value of $1,200 and he said as soon as they came in they were already um students can essentially check them out and he said students were already uh checking them out so they can begin uh practicing if they didn't have a stick of their own and and learning the game so congratulations to to uh to Philip for you know being proactive and looking for this Grant and encouraging the growth of the sport here that is new so with that I would entertain a motion to accept a donation of the boys and girls lacrosse scks valued at $1,200 from USA lacrosse National grant program so moved second motion by Mr Mado and seconded by Mr fenon Maker anything on discussion hearing none all those in favor opposed so voted um the next item on the agenda would be to consider the approval of the Zachary Dean Memorial Scholarship Mr scho if you have anything you want to add um I I I really don't it's uh it's more of a um sort of a formality to add this scholarship to uh the the the list of scholarships that we already have so that we can um receive funds and then also disperse those funds to students each spring um with that said I'd entertain a motion to approve the establishment of the Zachary Dean remoral scholarship so mov motion by Mr Mado and seconded by Mr fener Maker anything on discussion hearing none all those in favor I opposed so voted um the next item on the agenda is discussion and potential action on plaque for the tennis court and any other necessary plaques I'm not sure who added this one I added this one I was just wondering uh regarding you know the obviously the Doug Chapman tennis courts and I don't know if any of the other tracks need uh any but I believe you were going to speak to Mr Francis I how so the goal is to have the the plaque installed at the beginning of the tennis season uh for when when they kicked that off okay so he was able to order one does he uh the I don't know if the order has been placed yet but um the plaque in the AR Galler was produced by uh Graphic Signs M uh so they've already I'm not sure how how many others they've made for us but I think that's the where we were looking to have have ited as long as we can have it done bite before the season that's fine it's just I think it's still a vinyl banner that's it is ripping up right what is there any other I know we had talked about for the Performing Art Center as well right because obviously we have yeah trying to replicate the art gallery with the Performing Art Center and we have the James F white Gallery lettering but then we also have a plaque where the the exit to the parking lot is uh we'd like the same for the Performing Art Center as well so that's that's the other plaque we're looking at okay
