recognized okay uh today is a day of uh profound sadness for all of us uh one of our former colleagues on this day is L Gill passed yesterday so this evening as we reflect and say a silent prayer we would ask that you keep him uh and his family in your thoughts uh we want to express our Collective condolences to the family uh during this uh period of G and uh we ask our lord for the Eternal Repose of the soul of Lis Gill thank you uh I'd like to call up a couple guests this evening uh STI uh Vanessa and an could you join us and lead us in the Pledge of Allegiance please there's a actually why don't we start with uh item E3 colleagues if you'll indulge me um Madam manager we have a PowerPoint slide where you going to present this item or who the girls fantastic so ladies come back up please I had the pleasure of being introduced to these three Dynamic young girls right here at the podium okay okay so they approached us recently about a project and they're going to share with us their excellent idea that has now become a reality so ladies who's going to do the who's going to do the honors talking all of us all of you okay we'll get started go ahead oh L's yours um we've been having technical difficulties all day it's okay we'll get it right in a second girls why don't you introduce yourself while you're waiting one at a time if you can tell us your name and your age please um my name is sraer and I'm 10 years old great my name is Vanessa mrai and I am also 10 years old okay my name is Antonella Navaro and I am also 10 years old and how do you guys know each other school I moved here a few maybe two years ago and they have been friends for a really long time great fantastic okay so I think we're ready with the presentation so ladies take it away so I've been living um in South Miami since 2019 and during Co all the kids in the block would like go to this colda saac and we would all play the little garden garden and so one day van came over to look at her new house and we were like playing in the garden and I thought why don't we make it a little more beautiful cuz like most of the plants were like dead so after I went home that day the gears in my brain started twisting so I started to write a letter to you yes Mr Mayor and I send it over to stie to edit it and after we got it all ready we send it to you so after we did that and it was a well-written letter by the way for everyone in the audience so after that we had a meeting with you where we discussed everything dis discussed everything that we needed to we started to learn more about the garden and yeah so we had to we needed to get approval from the neighbors right and yes everyone approved so we started planning and doing all that stuff and then the Public Works came and helped us make that cuac a beautiful place where now you can play and enjoy and sit and have a snack so we're going to try to like put more plants and make it a little more beautiful and special and we would like people to like come and make friends and enjoy it so one of the things that I've really kept in My Heart ever since this project started is that it always seems impossible until it done so when I started this I thought that it was going to be like that big that all we were going to do is like maybe add some grass and like plant some seeds but after you really do it you realize how far you comes from the start of the project okay and everyone all of us really enjoyed the project and we are really looking forward to do like other stuff that like have to do with gardening and making City a better place fantastic well a big round of applause to Vanessa and sad thank you may yes yeah ladies before you sit down stay up at the podium I think my colleagues want to say a couple words to you please come back up commissioner lean you're recognized uh thank you Mr Mayor I remember the day when the mayor you referred to him met with you because he walked from this end of the hallway to this end of the hallway and his hair was blown back and his eyes were wide open and I said what happened I figured it was an upset resident he said I met with three young stud students that blew me away I couldn't even keep up with their rapid fire questions so I assumed probably rightfully so that you're all old enough to drive or or vote so it is so impressive to see you here today I wanted to ask you I saw that you worked with our Public Works crew what did you think of the gentleman who helped you with your project well they were extremely kind and they helped us so much and we're very thankful and and the other thing just a couple more things I want to say one is I've been here a very long time these are the very special moments that make it worth it and I mean that sincerely and the other thing is is this was actually the mayor's idea but since commissioner aay has been championing our youth initiatives um I really think this is a great time to start uh your your the youth committee not that we need another committee but if we do need one that's the one that's a good idea so okay thank you thank you Mr Le anyone else thank you thank you before you go ladies hold on commiss Cory I just I just want to say thank you so much what you guys have done is what we drive to do every single day and you made it look easy and I just hope you keep in your minds and in your hearts that anything you want to do there's really no limitations to what you could do and you guys have shown us that today K sure K so I'm I'm going to give you girls a little bit more of a project so I currently started a project with our El elderly Community where they're building Gardens as well here actually right across the street right by the hospital and so they're growing vegetables they're growing spices a whole bunch of things so guys get a group together let me know we can work together on that stuff of course thank you so much that advice me it's always awesome to see girls doing amazing things thank you very much thank you ladies I just want to say thank you uh it's ex I mean this is absolutely amazing it was a lot of fun to meet with you the first day I kind of wondered what was happening behind the scenes but I had zero doubt that between our staff and the three of you given your energy which everyone has now observed firsthand right that that an amazing thing would happen so I'm looking forward to coming out to the garden and seeing it transformed and my only chart use what's next let's think about something else we can do together okay keep us updated keep us updated ladies uh why don't you come up to the front so we can all take a picture together okay mayor we have some traffic circles that we can use some help with yeah yeah no and and and I before before I before before we move off the item I just want to say to John and his team again thank you you guys are excellent ambassadors to our city and we're really lucky to have you working with us spe [Applause] and to their parents thank you for uh putting put making the introduction and allowing this collaborate with us on this we appreciate you guys as well thank you so much okay why don't we take up item E2 if we can mam clerk that's a parking studying by Ry Valera uh Mr manager or Mr riveral did you want to introduce the item or thank you mayor uh as you know uh the city embarked uh Upon A a parking study uh a parking consultant was selected to uh provide some analysis and and insights into parking inventory operations and some suggestions and ideas uh for our parking inventory and um this is culmination of that um we're going to go over the draft report and certainly open to any questions that you may have thank you Mr maner Valera you're recognized good evening thank you real me Valera uh th Consulting thank you m Mr Mayor vice mayor Commissioners Mr manager staff before I I start I I want to recognize an action that I witnessed as I sat here earlier today in the afternoon which you should be very proud of a young a young man by the name of Oran I do not know Oran he works for you guys in the maintenance department and I watched him stopped his truck from a resident who was asking for um Direction into the building he stopped the truck gave Direction the lady seemed to be a little perplexed about the direction he got off the truck he gave her f she still was perplexed as to the directions he walked the lady inside and took her exactly where she needed to be I asked a man as a young man as he was walking out said excuse me what what is your name because I need to recognize this uh his name is orian with a maintenance department I got to tell you that was impressive so you're well represented by that young man so you should be very very proud of uh of his actions so thank you for sharing that story so great yeah great to be associated with um with this you know parking and um 15 minutes don't go very well together I mean it's it's very difficult to talk about parking and and keep that in a in a very succinct matter but what I'm trying to cover today is and I'll use as well the slides that I have here for me so because I cannot read too far but the the the goals of the study was again an effort to create a greater master plan evaluate the existing Town Center Parking inventory on street and off Street um look at the parking operations and working efficiently and effectively also look at rat inventory enforcement consider current conditions and anticipated development and then forward forward uh some recommendations highlighting here for you is the study area so we are clear of what the focus was and here is your existing parking Supply and inventory broken down by streets uh for the on Street what we will refer to to the on street and also by off which is uh what the city either manages and or owns Municipal garage included the bank lots east and west will be which will referred which you have an interlocal agreement to uh provide the enforcement overall a little bit over a thousand parking spaces the breakdown between on street and off Street you can see that is U pretty pretty well detailed what are the findings uh from from the uh from the uh from the car count of inventory um utilization on the weekdays is that what we found over the period of time that we surveyed the area a the occupancy in the study area approx consisted of approximately 609 spaces or 59% of the occupancy so out of a thousand spaces as you can see in the chart on top of that map you can see the occupancy levels at the peak time between uh 2 and 3 p.m. the map also highlights in the traffic light colors um the red being the areas where they had the maximum occupancy with levels of Greater percent of 85% and then the green where it was less than 55 55% of the occupancy this was pretty much the the pattern throughout the uh the weekday uh overall car count the weekend demand did not do was not any different than what we found weekday 66% of the occupancy was observed at around 800 pm on Friday and 68% around 12 pm on on Saturday the O the overall occupancy was also pretty consistent between you know some of the Lots or you know the parking garage and and the uh public rideway spaces one of the other task of the study was to look at Future parking demand and adequacy and we looked at two projects that are coming online or proposed to come online obviously the Avalon South Miami as well on on the construction Sunset Place will be which will be the Redevelopment of of of that existing project in doing that we look at normal economic population growth seasonal adjustments given that our occupancy study was performed in July and then plan or anticipated um future development as you can see here when you look at the current parking demand as you know based on the uh Peak occupancy of the weekday and weekend we've added some adjustments for growth we added some seasonal adjustments and those are all number of spaces and we establish a future demand at about 701 spaces your existing supply of about a th a little bit over a thousand effective Supply reduction that means that we reduce 51 spaces is you know when someone takes over twoes instead of one that reduces your inventory someone Mis Mis Parks so taking in consideration that some people would do that or some Vehicles would do that then we effectively have a supply of 977 973 spaces and if we look at what we projected based on the occupancy in today's current environment you have a surplus of about 272 spaces however um as I shared with you we we took in consideration the surface slots for the bank east and west which they um they have an inventory of about 205 spaces if those lots were to be developed or redeveloped then you will lose 205 spaces from from the inventory which then will put this um adequacy and parking demand almost at a break even Point um the one un known that we we don't really you know we cannot estimate really is you know what's the project what could be the proposed project for the bank Lots um will the proposed project have parking will provide parking for current land land use or land demand those things are unknown but in any case that's kind of the where we landed with the future parking demand and inventory then we also looked at the parking enforcement uh program and we looked at data not not only for the days that we counted you know that we did the inventory but we also looked at a data that related throughout the past year one of the benefits of the um of the parking um division is that that we have here is the fact that U your parking Revenue collection is done all completely electronically or digitally by your payment uh pay payment mobile app so we were able to look at months outside of July compare it the last 12 months and and kind of provide a bit of a breakdown as to when is the utilization happening throughout the day from a parking Revenue perspective but also when our citations been issued throughout the day from a parking perspective and we highlighted that with different colors red the highest um green being the lowest for the time of day and time of of um of hour we made some um some recommendations on the enforcement side one is to consider reducing the time from four hours to two hours in mostly uh highly utilized streets which we have the data to support that you know mostly utilized streets are streets that are occupied at 85% or greater the reduction of hours encourages the turnover to be a bit faster a bit more efficient we've also made recommendations that the current enforcement hours be um be reduced um and that the time that the peos are scheduled to be working those hours that they be uh earmarked to become more of an ambassadorial um um function and or focusing on public safety and or um working to you know Ure that the area is you know that they're visible and and that way provide a sense of of U security we've we've kind of encourage you know um the division to continue to track you know summary of reports related to ticket insurance by Zone by tip by poo Etc we've also made a recommendation to um the the currently the 10minute parking space um great perod to be you know spaces that are being provided that the increase to 15 spaces to allow for the delivery of and pickup of um food commercial activity Etc and then also encouraging to that with the new system that the city will uh Implement here very shortly is that you consider issuing warnings for first-time violators to educate Parkers on the city's parking policies Etc another one of the recommendations is when we looked at the um your residential parking permits uh we've made a a recommendation in particular to you know the city has about eight control parking residential zones is that you know that one of the areas just south on 58th and 74th there are multiple different zones there that could be somewhat confusing and it's also restricted to um to balance the inventory and the demand that that zone be you know be redesigned to become one zone in the in the program looking at your Municipal rate comparison we see where the South Miami is in comparison to you know neighboring cities and municipalities and you can see that the average in comparison to you know South Miami you're just a little bit below one of one of the one of the notices or one of the things we notice is again the combination of on Street rates and off Street rates if your on Street rates is as high as your off Street rate then you're not really encouraging fol go and Park in in an off Street location for for a longer period of time one of the recommendations is for uh to work with the surface lot um the bank lot owners to consider you know reducing that rate from $10 to allow Parkers to be able to to park for less than the full amount of you know it's $10 for two hours or $10 for all day so it's encouraging the continue use of of that inventory that's available on the parking technology side um clearly you know you are leading from the front as it relates to digital payments and the adoption of parking uh transactions through through a digital parking app so that's that's that's great we've encouraged that that is extended to the other Lots like the bank lot uh the bank Lots right now that they do not um accept uh mobile payments so that will be a use where a lot of a lot of consumers will will probably adopt pretty easily um signage digital signage and occupancy garage we've made some recommendations as it relates to the beautification and U program of that one of the other things that is you cannot ignore when you're doing a parking analysis or an inventory analysis really is what is the you know the share parking opportunities in many cases and many of the Cities I work with and in my 30 years is one of the issues one of the challenges is that there's not a lack of inventory what there is is a lack of shared inventory and and that's why we we felt that is important tolight um this inventory of parking that can be or is available that can be introduced to the public domain with you know well signed well advertised good programs and incentives for these owners to introduce the inventory this 334 average availability it's an inventory that in in time of need or growth beyond what I share with you can be also alleviate any parking demands in in the future so Parking Way finding and signage recommendations that we noticed along the program you know you have a very unique uh City logo and that could be coupled with you know parking signage in in order to identify these locations and incentivize or promote you know these the use of particularly of the off street parking inventory we also looked at centralized valet as one of our task um I can tell you that one of the you know theit is it obviously increases convenience for consumers but one of the challenges we found here in the city is the traffic patterns are extremely tough to navigate as it relates to where you pick up where you store and how you give cars to to um to the to the customers and part two of that is centralized valet is typically a subsidized um benefit to the public which means that there's it's extremely costly and if in here in South Miami one of the one of the reasons that it would be even more costly is because you'll need more staff in order to supplement the difficulty and the length of time to pick up a car and drop off a car here's the uh facility enhancement we feel again the city park the the city's parking garage is the biggest parking asset obviously you owner I think you know that it is you know we found it to be heavily underutilized even under conditions where there was a couple hundred permits right now for construction workers Monday through Friday there are working at the Avalon who are parking in their so even if you remove that inventory you know this parking this parking asset is pretty much um under under utilized so there are opportunities to do this to enhance this the visibility of of a structure the entrance that um the walkability of the structure connectivity of the structure of the parking asset into the neighborhood I think will be significant we made some really U clear recommendations on that matter last but not least and I'm not going to read these but the report has about 29 recommendations and they all fall from the parking enforcement parking ordinance um parking fee uh review the parking technology uh share parking opportunities Parking Way finding parking Communications and parking facility enhancements I'll open the floor for questions colleagues any questions no one good Chris Cory hi thank you so much great presentation I was wondering if uh I mean I guess would we be able to use this for in future developments to really know what kind of parking we should be looking at when they come to us with a development agreement yeah absolutely um I think you know in working with with staff is clear that you know how we view this this inventory and review inventory and how the inventory behaves with the data you're collecting on your digital mobile payments with the data you're collecting from a citation perspective you put that data together you can start to you know to figure out and estimate you know what is going to be our sweet spot as it relates to the inventory and how much inventory we have in order to support the economic growth that's coming to to this to this area thank you further questions commission lean thank you just a comment so commission you know I've always promoted art and activation and I I brought a proposal to the commission to really activate the garage and enhance it with art with a local resident a known and for me local artist known and accomplished artist would do it free of charge payer supplies the biggest expense I believe was going to be the lift which um Alex vidilla with Midtown development Sunset Place offer to provide and uh there's plenty of money maybe six figures left over in our our budget in the previous year so maybe that's something we want to consider at this time um just help activate and draw attention to the garage I only have a few meetings left yeah I think one of the things that we've always talked about or spoken about was how do we not only enhance and do a project grounds out from the garage perspective whether it's art and landscaping or signage I mean it's something we need to put more eyes on and and emphasis as we move forward so this is a good start but there's a lot more to do with that garage I I do have a comment this but do have one question of Mr Valera and that is um you mentioned the private inventory at other garages or Lots um how how would we go best about working with with with respect to the bank we do manage their inventory through last parking is similar range what you're you're suggesting here as well or yeah there is a ton of surplus parking particularly in that office building on West End Of Our Town Center all the weekends yeah it it's working directly with the um my Approach would be to work directly with the property managers um and you know and his I think I worked really closely in Coconut Grove I remember not not few few years ago we worked with private owners and what we did is we we designed a logo we designed a parking public parking logo and we promoted their inventory as part of being part of the city's infrastructure and it was welcome because trying to do is they're trying to generate more Revenue more Park revenue so the fact that you know you're a partner in that promoting promotion of public of the public uh for the public service I I think that's the way to go just by way of followup you also mentioned reducing the on street parking time from four to two hours in the data did you see a lot of parking utilization for longer than two hours uh no not significantly no okay so that's just based on uh the occupancy rates along certain corridors occupancy rate and then because transactions on the app you have the length of time that they buy on the app so it's you know it's pretty close to that two hours and that's why two hours it's it's The Sweet Spot to turn over turn over the traffic thank you for that clarification um commissioner Le and colleagues I think you know our parking garage has been a source of a lot of conversation the last couple years I think we should try and see if there's a way to prioritize the parking enhancements particularly the um think the sugges to add the walkway on the ramp which is something I know I do you by default use the ramp as a walkway up and up and into the garage particularly the first level um I think just making that condition safe given what is inevitable human behavior makes a lot of sense and commissioner Le I think that that would be that would be booed in in a way by actually adding the art to make that walk even more attractive um but I do agree that the way finding and signage is not really uniform uh and so some uniformity there those enhancements and some hard I think would be welcome addition so I don't know how we want to proceed with those concrete items but I'm open to suggestions yes ma'am you're recognized um when we're doing that whole study with plural I don't know that we'd want to take this signage and run with it separately when they're working on that whole Vision so doing something and then having to do it again doesn't make sense it's an excellent point so wait well taken yes sir you recognized yeah vice mayor to that to that point we we did share with plusia um because of the same reason that you're talking about uh the Town Center advisor board looked at this topic of art to to the garage and specifically the artists that uh commissioner lean had talked about so we shared it with plusia for them to look at it make sure they sort of you know maybe in sync and they're still doing the work so it's early on um so they didn't really see any conflicts at this point but they would also you know like to be able to participate in that conversation further if if we're going to move in that direction great yes sir you recognized thank you just quickly T to I believe the uh Town Center board I think they recommended right the art in the garage unanimously and then the only other component of that is I I know that we wanted the parking garage a sens of place to mirror that and they've also agreed to do that great okay um any further questions Mr Valera if not thank you sir for your good work and any final thoughts Yeah final thoughts is again to thank thank the uh City staff you know Mr River all last parking you know the transparency and availability of data was you know was unquestionable from day one so it was great working with with this team great working with you guys and I appreciate the opportunity for us to to take this opportunity to recognize Ryan Novak as you all know um nationally and even here locally police Staffing shortages been a a challenge uh and came here I wanted to really look at how we're recruiting and ways to recruit maybe a little differently and then doing so back in June if I'll draw your attention back to that time frame I had uh partnered with Ryan and a University of Miami Student to develop a recruitment video uh humanizing the badge and uh just we were able to recognize him via Zoom because he'd already left for the uh break but uh take this opportunity to recognize him now with a Chiefs award so we hereby honor Ryan Novak with the Chiefs award and recognition for your passion commitment and community service and humanizing the badge through video filming editing miami.gov and we'll incorporate that email address into the newsletter to give them updates um on the m I'm sorry yes sir interrupting I just got to make a mention I just want to appreciate the patients on behalf of the residents that we know this is a very difficult and disruptive project and certainly impacts quality of life and and so we we recognize that so uh we appreciate them working with us and we're trying to do the best we can to make modifications uh and what a very difficult infrastructure project at times currently they're down 16 feet have to work with divers underwater and it's just it's it's a dirty messy very disruptive project so I it's just a message to is insane thank you on the garage concrete repairs are ongoing so we're currently on phase five that's on the third floor on the North side those repairs are going to run through September 27th when we'll move to phase six of nine and that goes on the south side of level three so we'll continue to alert area businesses where the progress is going with the garage so they know for their um for their customer parking as well as their staff parking and on behalf of City staff I also wanted to send our condolences to family and um pray for them during this difficult time that's the end of the manager report thank you madam manager any questions to the deputy manager commissioner K you're recognized thank you mayor uh just one thing that I want to bring up maybe in the next commission meeting uh city manager is maybe talk about the updates on the annexation uh so we can update the uh City and see how we can progress on that certainly and we're planning a a second uh date to to share information with the community we had the one date and we're going to have another one because many people were out the town so we're working on a date for that just just a record Mr Mel's only invited to that meeting if he agrees to vote for the annexation so there we go any don't listen to them with friends involved in a four-year project um to honor my late wife and this was U involving getting her name on the new wall for Make A Wish Foundation Building downtown so that was done Friday and it was a great event congratulations yeah so I was rushing and I didn't put that right there so I can attest you being a registered voter having not dur the house multiple elections so thank you want to make former colleague um yes C certainly um uh thank thank you mayor um first thing I'd like to say um maybe on a lighter note is when you coming to the end of prox of approximately right you never know how many meetings will we'll pack in there but uh three meetings remaining after serving the city for for 12 years and nine months and I can tell you something if you wait for something in the right time in government it just won't happen so I bought this t-shirt for the mayor said bad puns or how IR roll eye and I shared that with the city manager probably a year ago but I did did not unlike people spoke before me I did not choose the right time to wear the shirt there's just a limited amount of time uh left but what I have um try to do up here is since I've been up here is government often times can be uh complex and maybe even a little boring have to always try to bring levity to the deis not just for Community engagement but also for our wonderful South Miami team and for my uh my colleagues on the my colleagues on the de and I've try to illustrate what we do up here to further Engage The the public and I remember the first time someone called me a flipflop or I came to the next meeting with uh with flipflops um so um but uh and that's I I do have uh something else I'd like to say in terms of public comments we had a charet the other day uh in relation to an item I've been Champion many years back as I can remember which is placemaking to really activate Sunset Drive and and create an identity and a and a brand for the city and and placem is essentially a streetscape we had a shet um shett or basically town hall meeting with with Community input and shett used to be very popular before my time it was since my time again over 12 years it was the most active and engaging or most well attended engaging shet we've had every table was full um every seat was full and everyone was uh participating so that was something that was really nice to see and hopefully that's uh that's a sign of of great things to come here in the uh in the city so for all of those that were involved in that I I want to thank you um and in uh uh for sorry um um there something that I'm that's uh certainly more difficult to speak about um we lost a tremendous Community servant and I lost a dear friend yesterday at 2 o'clock I was I was uh with commissioner Lewis Gill when he passed so it's um it's a heavy heart i' like to recognize uh commissioner Gil and extend our condolences or deepest condolences to his family um services will be held in uh in a week at Epiphany at at 10: a.m. so next Tuesday at at 10: a.m. for anyone that would uh like to show their their support for commissioner Gil and if if the commission would uh indulge me the city manager called and I other thing I'd like to say is this commission absolutely did the uh the right thing by naming the gymnasium and I really appreciate the support after uh Lewis and it just wasn't a recognition of Lewis as far his legacy and uh his daughter who plays volleyball there and that was just four weeks ago and and two weeks ago uh the mayor Daniel avinav his office issued a proclamation so we're also very appreciative of that and and yeah not more than two weeks later we're um we're announcing a m memorial service so the city manager called me today as as well as the deputy city manager and they asked me to uh to write something for social media so for a change I I had to be concise so if it's okay if the commission will indulge me I'd like to uh I'd like to read it thank you uh Lewis Joseph Gil was a lot of things Lewis was a father a husband and brother and Son Lewis was a high school basketball player and World traveler Lewis was South Miami I had the honor of serving with commissioner Gil from 2018 through 2022 we sat on opposite sides of the deis and at times our positions paralleled our seats truthfully I did not get to know Lewis until following the 2022 election we would meet to walk in the mornings after Lewis dropped his daughter off at school and went to the South Miami gym ironically we would walk on the path at dant Vel which was my very first initiative and we would walk the path at fuches which Lewis championed so I literally and figuratively walked the path of Lewis Gill as Elder Civic servants we' reflect on the stresses and struggles of serving our special South Miami the market family the future I walked away from everyone one of our walks with a more thoughtful and thorough perspective I write this with tears in my eyes and a broken heart Lewis undoubtedly made me a better person Lewis sacrificed to make South Miami a better place I will miss Lewis South Miami will miss Lewis so thank you again and uh 10: a.m. next Tuesday numerous emails which were very confrontational and critical the Miami day leue of cities which uh in turn uh contribute to South Miami losing um Goodwill that that we had built over numerous years with the Miami day League of cities and we need that support and representation and and I I don't want to go any further but we all know that the concerns of having this person represent us thank you for your comments uh commissioner Cory since it's you're right I'm going recognize you next yeah so I would have been in favor of deferring it considering perhaps the outcome the original intention was of course um uh the former had founded the board um and I did want to activate it um get it meeting more on different items so I certainly understand if it's the will uh to defer I I I probably establishing a parking discount program for the city res residents amending the schedule fees and finds to to create a resident parking rate thank you madam clerk commissioner Kai I believe this is your your item yeah as a as a form to establish more of our residents coming back to our hometown district and with the new abilities and and uh of our new application that we've currently updated I think it's fair that we start uh rewarding and give giving the opportunity for our residents to come back to our homeown by reducing the uh rate at parking um for our current resid so that's that's the premise of of what we're trying to do here just to clarify we couldn't do it before so now now we have the opportunity with the software and I think it' be a good good introduction to start getting people back here good word of mouth uh making sure that we do all these changes that we want to go do so why not start with our residents first great good suggestion I I just have a couple questions on the if anyone else does as well recognize you as well okay commissioner is this intended to apply to both the on street and off Street inventory or just one or the other my wants to do it on and off but I'm open to suggestions okay and have we just do we have we have we have the inventory that's why I'm saying we should just do it for now agree so but since we just kind of completed the budget process um do we have a sense of what the fiscal impact would be on adopting the program in either form $75,000 okay um that's all I wanted to know colleagues further questions uh yes you recognize I'd like to thank commissioner Kai for bringing this forward uh my question would be we again we just finished our parking study i' like you know what the Consultants input would be and then I really don't think I know the estimate 75,000 but I don't think it would be that great of an impact if we limited it to the garage okay further further discussion or comments Mr Cory M vice mayor I might it be a bad idea to have it be the garage would would you agree to that I think I think I'm sorry may you recognized sir I think that if we push more demand onto the streets it will push obviously the demand of excess and bring more people to the garage so I think that's my intent there but I'm okay with with the will of the commissioner do you're you recognizing the only reason that I I tend to agree with him is because when we looked at the parking study where we have the biggest use above 88% is on that street in that area so push to push them towards the garage would be I think a better idea than kind of taking away where where we're seeing Revenue because we've dropped it now that's the end yeah thank you leave your just user experience if if a consumer's driving they don't find a spot in Sunset they may drive elsewhere if what's bringing someone here is a discounted rate it's it's incentivizing and subsidizing right some something for nothing so they draw them to the garage I'm good either way Mr an operational question if I can just I mean obviously we have a ton of capacity typically within the garage that we want to take advantage of and I think this is a great idea in terms of providing residents and incentive um but we also have a fair amount of capacity on streets other than Sunset and 73rd so if we wanted to basically make this available to every all the parking spaces on street with the exception of Sunset and 73rd is that something that's operationally feasible absolutely absolutely the zones are broken down on purpose that way not for this program but so every street has its own Zone okay so we can have the garage has its own Zone Lot B has its own zone so we can designate certain zones uh that have capacity to implement this Pro yes um let me recognize commissioner Cory and I'll come back to you commissioner Le my only concern here and I mean we've done this before is um sort of trying to incentivize use of the garage or having very specific areas makes the marketing and advertising messages kind of complicated like we we we had a lower rate for the garage for quite some time and really very few people even realized that even we put marketing dollars behind it even when we put promotion so I just feel like if if if we had a simpler offer it would incentivize people commissioner uh Lee in your Rec I have a different perspective if you're marketing it and you're limiting it it's much easier just to the garage I don't see the the complication with marketing also everyone in this commission has expressed increasing the usage and activation of the garage this is a good way to do it so what are we doing we're increasing usage familiarity we're create we're creating habit and what was another concern people aren't drawn to the garage because um dear friend the vice mayor sits to my right says women aren't comfortable in in parking garages so by having more cars more traffic it it creates a higher Comfort level as well so I think it's a win-win if we limit it to the garage because we're increasing activity we're making people more familiar with the garage and creating habit and hopefully um we're uh we're encouraging our residents to frequent their commercial area Bice you want to say something no he's he said it okay okay um Christian Kay your item would you like to move it as is I would okay is there approvement and authorizing a waiver a certain event related fees and cost in amount of $2,472 75 pursuant to section 15 b-6 of the city code for a special event known as the SOI kids Marketplace presented by the key bcan Community Foundation Inc to be held on Saturday October 12th 2024 thank you uh commissioner Kai I believe this is your item as well um as you guys know I've been really uh trying to Champion as much of kids financial literacy and and kids involvement in education throughout the city um this is my third time dealing with the young ladies from kisc as they do the marketplace my first Endeavor was at Coconut Grove uh they bring over 50 tents uh probably close to two to three th000 people attended um it's a great event last year our first annual South Miami showy kids Market was a huge success we had a lot of people a lot of kids and it you know it continues to get better um we're we're Gathering kids from all schools around the area um last year we did it at Sunset Place and then this year we want to incorporate it with the um Marketplace that we have later the afternoon that same day so I just thought it'd be a really good piggyback uh way to move forward with this particular uh market and as we move forward into the next couple of years Commissioners any any questions of commissioner C Cory I just wanted to mention that last year I thought it was amazing I really wasn't 100% sure I'd seen the advertisements but when we went there it was just great just great entrepreneural spirit from the kids and you know I I I bought a bunch of stuff you could not they were just really really pitching you so it was a great event this year we're incorporating uh I I uh area stage we're incorporating kids uh what's it called The Rock School of Rock School of Rock right um I don't know if you guys have any questions but she's they're here too so if you want to ask a question yeah m m recogniz i I have a comment and not having anything to do with this event in particular it just having to do with fees in general I think we need to revisit this fee and how we deal with fees because we either need to get I mean we see this now every single meeting and I sound like a jerk over and over over again because we continue to wave fees for things that we either shouldn't be charging are overcharging for things that should not be waved like human capital that cost the city money or so I think for lack of having to say it time number 3007 we need to get on the same page come up with a a solution of what we're going to do so we don't find ourselves here over and over and over again and if that is that we are going to wave everything except for an application fee or we're not even going to charge an application fee we need to come to an agreement on what that's going to be guys because I think we look foolish every time that something like this comes up here and it's unfortunate that we're having this conversation as it relates to something that is such a cool event but it would be remiss I think of all of us not to have this conversation through the mayor yes your recognize sir so Vice mayor's absolutely correct that you know it's we didn't we didn't incorporate it this year as I should have as on continuing on events because I want to make sure it's recurring because last year we did it at censor place so we didn't have the same thing so that's my fault I I'll make sure that moving forward it it's on the so thank you for bringing that yeah and and it's not even you or this I it's it's not even a thing having to do with this event I no it's it's it's the same same discussion we had the last meeting where we discussed a waiver I have the same concern it's it's not that it's $1,669 $169 of real cost for people that we haven't budgeted so again um I'll support the will of the commission here but I do share your concern uh these things very quickly add up so if we want to create a reserve of $25,000 and once we expend it we expend it that's fine but we should have we should have some sort of uh guard rails around what we're doing in terms of uh waivers for direct costs you know and and I think that's a great idea and I I think that we should say things that we're just going to get rid of like I think we end up charging things that aren't real real you know so I would love it if we could come to an agreement like we'll follow whatever you guys want on this but if we make it $25,000 we might as well wave most of it for everybody because that's I think what it comes down to at the end of the day I think if we could please ask Finance to say hey what we waved in the past year and what is a real cost and what isn't and at the next meeting we can make that decision and be done with this so that we don't continue to have this conversation if that's okay with you guys agree yeah sure okay no I agree so you know as we continue to try to see how we can improve the hometown district and ideas and creative I agree with you I think we should have a budget in place moving forward with different ideas so we can try you know I I agree with that and I think we also have people shy away from doing things because we have unrealistic costs associated to certain things commissioner leben anything or just provide some context in the vice mayor's defense she's brought this topic up on numerous occasions she's brought an item up to support that on more than one occasion everyone votes it down and then when these items come up we wave everything and then well says I may they say they agree with the vice mayor but yet when it comes to to doing something the it has been voted down so I I did vote down the item but I did pay direct cost the last time so FYI I agree I think this is a we've talked about this before the only time I've supported this item was with respect to the Arts Festival where we actually have contributed direct cost but we have a motion to approve is there a second resolution selecting Miller leg Associates in for the Landscaping master plan services resurance to request for qualifications number PL 202499 in amount of $200,000 thank you mam clerk the reason I pulled the item and again M leg is a great firm a multidisciplinary firm done a great job on our Parks master plan in the past um I did find it a little in Congress that we selected a full service firm over a landscape Architecture Firm you know Exclusive by in the recommendation and I didn't know if anyone else was any questions or comments about the staff recommendation I've talked it over a little bit with um various members of the selection committee kind of understand some of their thinking um you know uh some of it you know I think from a qualification standpoint everyone was pretty much on par there are a few things in terms of Outreach and um that seemed to be the difference in the point scoring I I didn't know if this board wanted to have this has been an important item for us and I want to make sure we got the selection right right uh there were not oral presentations here I didn't know if we wanted to invite back both Miller or leg and uh I would suggest Curtis Rogers to do a quick presentation at at the next meeting and then we could uh decide to make an award on the contract uh if everyone's comfortable with the recommendation I'm happy to move the item as presented but just want to hear your thoughts through the mayor yes sir so can you talk about what you heard in reference to having just a dedicated landscap arborous versus hope full service and what what your intentions is with your motion you know I think at the very least I'd like to we've talked a lot about this over the last year and wanting to make sure that we um pick the firm that you know met our our that could help us execute our vision in terms of improvements particularly the right way and surplus public spaces and um you know it's hard for me to not having been in the room uh during the scoring to really appreciate what the differences were in the scoring uh on some of the more minor issues that seem to be the difference uh on one score sheet substantial amount of the points difference was based on their public Outreach approach um you know I again we've we've asked for we you know we're looking at something that's single discipline focused and we had three responses from multi-disciplinary firms I mean again it's not a question of confidence but I just didn't know if it was worth at least having our own vetting of the vetting so we can uh sign off on this recommendation without any reservations that was my that was my thinking but again I don't I I mean our staff has looked at it I don't you know I don't want this to be a a long or belabored conversation yes ma'am go ahead so the difference in the scoring was in the did you say public Outreach that was one thing that jumped out at me in the scoring there were other difference differ depending on who scored it for different reasons but our landscape this wouldn't necessarily be going out to the public I I believe that there was in the solicitation some expectation that we would solicit public feedback on proposed designs and improvements why would we be doing that again that was the way the solicitation was was was design can somebody shed some light on that for me that doesn't make any sense to me on on why we would be reaching out to the public in how in asking them what they would want the Landscaping to look like for the city so one one thought would be that uh or the way it could be done for example we have the green task force that has uh provided recommendations to the City previously on other uh Landscaping matters so that could be public participation meaning like a city committee um and any like the plus Serbia design process right there could be things that they come forward with and recommendations that we could uh seek some input from individuals in that field so those are the types of public participation you could have I'm I'm I okay I just think that if we hire somebody for that has an expertise in landscape architecture that we should be able to trust what they're saying we should do I mean the idea that we would ask I'm sorry but the the green task force is what you use as same example that we should be asking the green task force what they think about what a landscape architect is giving us we might as well not ask the landscape architect I mean so I I'm struggling with that I think that when we ask professional to bid and that professional gives us a package we can choose to accept or not accept and then let them do their job um M Vice I think that could be our Express preference I think you know but it's not uncommon as we're doing with the placemaking process to solicit feedback as well right no we I I I understand but ultimately it's going to impact people's appreciation for the right away and so I let let if we were to put things on a scale and we were to say the overall what plus Serbia is doing and what is happening in a traffic circle I think it would be fair to say that there's a market difference I think that where we are with landscaping and where we want to be it yeah but you need had a competent plan that's all for yeah and and I don't think that we need the same amount of public engagement exactly I don't think we need public engagement when it comes to Landscaping I I think we're borrowing trouble from a place we don't need to okay Mr Cory you recognize I do think it I do think it's probably a good idea to to see the two candidates if that doesn't disrupt the process and doesn't delay it too much it the community outreach though was only like 5% I think it was so so like I I don't know how big of a change you would have made one way or the other but seeing them I mean I know that's a especially this issue is very near and dear to you vice mayor so I think it'd be good for us to get this one right it is you you had brought it up originally right thank you uh commissioner Len Bo yes uh thank you mayor on to piggyback one thing the vice mayor said um or the green uh task force may help us with zeroscape and natives there there is no design component and what we're really looking for is is design now that said I'm next meeting I'm going to be happy to appoint Manny Alonzo to the green task force so when this item comes forward I'm not sure I'll be here but one thing I'd like to ask the commission and staff to include is um I don't have a cousin Vinnie but I have a friend Vinnie who's on the board of Fairchild Gardens and they've offered to consult free of charge and and work hand inand with uh the landscape architect of this commission's choice and also provide orchids to complement that and add some color uh also free of charge and um mayor I'm going to ask that that you pursue that I introduced you to um to Vinnie yesterday and you could hand that off to someone else on the the commission but I'd like to see that incorporated into the uh to the item that the firm we choose will work with uh with fa child and Fa child will not step on anyone's toes they're just there to be a resource yeah so thank you colleagues uh do we want to approve the item as recommended or do we want to table it and ask M leg and rers to come back is again let's I want to land the point quickly if we can thoughts may it seems like you are more passionate on the landscape and stuff you so if that's what you want to do we'll do I'll follow you on this one I'd move that we table the item and Mr cab if you can ask both both parties to come back and give us a short presentation at the next commission meeting on October 1st so we can make a final selection direction that provis our procurement ordinance according you have that ability if that's the that's where you want to go okay well let's put let's put this in discussion item on a future agenda okay thank you um let's s up item seven M clerk if you can read that for the record please seven four and and one item seven a resolution of the City Commission of the city of southman fora selecting and awarding 13 for Link at Sony LLC for the city of sth City Hall Redevelopment project pursuant to request for proposals number csm2 24-8 authorizing the city manager to negotiate all necessary ground leads and or development agreements for the project thank you madam clerk Mr man do you want to give us a quick overview and then we'll maybe hear from the respondent yes mayor and uh vice mayor commissioner thank you I'll just te it up a little bit and and and then turn it back to you U as you know on June 3rd of 2024 the city issued a solicitation um for firms interested in U submitting proposals for redevelopment of this site uh that at a minimum would include a Civic building U City Hall and and police headquarters and and any other ideas that they would submit um at that point it was a more of a request for qualifications where and we had five proposals all five firms uh were were deemed qualified and moved uh forward and then we subsequently issued an RFP request for proposal and of which uh at that time we had we ended up with two proposals at that stage of the process one of which was deemed non-responsive uh so uh we ended up with one respondent uh being 13th floor um we had set up an I had set up an evaluation committee they met on August 6 along with our external uh consultants and representative from Miami day County and I know we have Miss Thompson here from Capital programs director for the library and thank you Miss Thompson uh for for being here uh they are participating partner due to our interlocal agreement as it relates to redeveloping this this site committee met on August 6 subse subsequent to that the chair of that committee forwarded a a recommendation uh to me uh I held an internal meeting along with our City attorney and internal staff and our Consultants uh to discuss and debrief on the presentation made by 13 for to the committee and and get some guidance from our the Consultants that we have brought on to the team to help evaluate uh these this process and and give us some analysis uh subsequent to that we did uh conduct a Q&A question and answer session with 13 FL it was not a negotiation so that there had not been an award just to clarify and go and go through some things that we had further questions on so what's before you today uh uh after consultation with our internal team and and looking at the committee meeting and the proposal um our team felt that there was enough of a framework to move uh this forward for your consideration uh to direct us to move towards negotiation with 13th floor U with the caveat and I'm not going to go through all the points in the memo there's certain things there that we have already mentioned through the Q&A that we had further questions that are things that would be sorted out through uh a negotiation obviously the proposal and there's Representatives here from 134 they can certainly address this body and and answer questions uh tonight uh the proposal submitted was a mixed Feld proposal of which included Civic building with a library on the ground floor and City Hall and police headquarters all within that same envelope um then U part of that first phase a residential component of about 335 units and then there was a phase two and they they the way they proposed it they would um phase uh build a new building we would stay in operation and um once that building is built we will move in and then they it would come in and then demolish his site and move into phase two so uh again I we I felt after uh talking to our team internally that that there was enough there to to bring this forward to you and to have a conversation with a lot of things that would have to be flushed out through a negotiation um and if that is the will of this body then we would we would uh have a try to have a successful negotiation and bring back a development agreement or land lease agreement for your final consideration uh so obviously there's a lot more detail there but I I certainly want to defer the time to allow you to to engage in conversation and or ask questions and 13 is certainly here and Can Shed further light on their proposal um but we uh we're excited about the prospect of possibly moving to the next phase and maybe having such one of the important projects for this city uh for for many years to come as it is relates to the re development of this site and certainly the much needed improvements and in New City Hall and police headquarters um so I I certainly um available for questions and the attorney as well and uh as I mentioned there's representativ 13 for you as well thank you Mr manager colleagues any questions of the manager yes M vice mayor so just to clarify what we're voting yes or no on this evening is just the ability to continue forward correct vice mayor you're not approving any terms of the deal I just pointed just authorizing further negotiation of land lease and or development agreement thank you commissioner K you recognized uh question for City attorney so um as they proceed in negotiations uh are we free to speak with the applicant or can you just give us the guidelines on what we can and can through sure so at this this meeting is to select an award the I guess the ability to negotiate for this so that this election has been made there is no conone of Silence after this meeting if if you move forward with this resolution thank you further questions Comm Le when you recognized uh thank you mayor and more uh comments um first super excited to to vote on this you all know you do how long I've been champion this the time put it on be your date yeah thank you to at least to start beat the date that's what I said we beat we beat the date yes to uh to put it on the ballot and that was the the Clinton was the presidential election um uh the sorry the Clinton yeah it was the Hillary that was on the Hillary Clinton Trump ballot yes and it passed by which Clinton you were referring to so so um well it wouldn't surprise anyone it's the way is South Miami things take many many many years but um I am very excited to to vote on this very excited about the uh the participation and the uh the proposal and I know that the uh the residents will be as well so a a few things um one is Mayor I'd like to ask for a another a complete presentation but at least a visual if we're able to see some renderings I don't know if the applicant is prepared just sure we can we can have a presentation just to share with the public fair enough and um another thing i' I'd like to ask is if there can be just a lead committee I know we have uh several committees Pro acting as consultants providing uh feedback but I I'd like to have representation especially now at the Kona silen is up from the the the deis if um two of the three people already going to suggest are already duplicated with the city manager and the City attorney or attorneys and uh and you Mr Mayor if you're able to uh maybe lead that and represent the Commission in in meetings or negotiations with the applicant to hopefully expedite the uh the process okay how the commissioner how you feel about that let's let's hear from the rest of the board um colleagues for their questions comments Cory Madam vice mayor no please go ahead you're recogniz you're always welcome so to speak I I must say I'm thankful that that y'all are moving forward that you stayed with us because the design is beautiful I'm I'm looking forward to having everyone see it because I must say I I was very happy to see it a lot of times architecture can be non- inspiring and as such I'm thankful that yours did not fall under that Banner okay so colleagues I think uh commissioner Leeman wanted a presentation I would ask it to be brief are there any any objection to a quick presentation the respondent seeing none Mr mend are you doing the honors or who should we recognize Mr centi you're you're recognized sir mayor in the interest of brevity suggested that we would you like to stick to the renderings and the as a would you would you want to include a full presentation financials or we would you like to limit I think I think we'll let's if we have if we have let's let them do a brief presentation of their concept if we have specific questions about any element we can entertain it thereafter we won't get too far into that's um your name and address for the record please thank you my name is AR carcenti my address is uh 2850 tiger jail Avenue 701 um first and foremost um I wanted to thank Mr Mayor and the Commissioners Madame and and this year's Commissioners uh and the city attorneys and manager for having us today it's a real honor and a real pleasure to be here I should forewarn you that our presentation will not be as Charming as the three little girls that presented at first uh but we'll try to do our best um on also quick quick solemn note um we want to on behalf of our firm and all of our consultants and team wanted to offer our condolences to the loss of your commission L Commission we very sadden by that news um but perhaps this project like this can pay homage to such a honorable man so um before I present the project I wanted to talk a little bit about our firm and who we are uh many of you some of you may know us some of you may not uh we are a local firm based right here in uh in Miami in coconut Rogue um I personally live down the street uh right right in the for cable South Miami area I've grown up here my entire life I don't think a single day of my life has gone by touching um this entire corridor from uh literally driving through the streets of South Miami to my wife delivering our child our firstborn in South Miami Hospital in that direction right there um to buying all my and my children's bicycles in MA cycle so um South Miami holds a very very dear place in all of our hearts I don't and certainly some of us actually live within the city south Mi resarch as my partner Ray um so this project in the in the future oh sorry sorry Inc incorporate you okay so um feels like something so um I wanted to to first and foremost say that this project is a holds a very special place in all of our hearts um it is more than just another project it is something that we take extremely seriously and it really is an opportunity and a huge honor to be able to improve this incredible Community we've been uh looking forward to this project for years and we're very very excited that it's finally coming to this point of fruition a little bit on our firm we're known as a real estate investment and development company we focused predominantly on the Southeast Florida markets uh Miami br br and Palm Beach but we are mostly focused and concentrated in in Miami in particular we have uh an entire division of our company that focuses on public private Partnerships in which we engage with counties and cities and municipalities even schools and churches and other quasi entities and we work together with them um to frankly amate and improve their communities either in the form of Partnerships ground leases or other different types of transactions we're very very proud of those and frankly it's become in many ways what we're most known for in fact just along this entire uh US1 Corridor uh we have been uh successful in building Flagship projects such as motion Dand Lincoln Douglas and uh and we are also uh working on other this one really is and really is truly in our backyard it means the world to us I do want to make a point that while um some of our pictures May denote projects of low intensity or high intensity or projects of different scale uh we are known as a firm that adapts the project to the context of the neighborhood and that's very important as we look around us here in South Miami um it's it's got its own character its own visualization its own uh personality and so um I'm Bish I'm glad that you liked what you saw already what you saw was nothing more than just an initial rendering uh obviously we can even do do a lot better than even that and uh when we should we be engaged on a formal basis we will work tirelessly with your um with your your colleagues and with your board to really develop something that you'll be very very proud of uh we also will offer references for you of other municipalities and and folks in the public sector that we've worked with and we take a lot of pride in that work we've done more than just the buildings it's also the interaction with the cities and the counties it's the way in which we understand your needs the way that we understand what what's important the bricks that that we build are are the final product but there's a lot that goes with that and we understand there's a lot of intangibles that cities and counties really care about and we are very sensitive to that U we can't uh necessarily guarantee what what will happen what we can assure you of is that we will always be listening we always be receptive we will flexible will always be available to you um so I'm going to actually uh let my partner Ray U introduce the team and Aaron as well can talk a little bit more about the project but the last thing I'll say to the next slide real quick is um from a track record perspective we have executed 100% of all of the projects we've been awarded um I do want to C out that by saying that we only pursue projects that we really feel strongly about that we can make a big impact on and that we can really see through so that a lot of projects we just simply don't go after and so this one is one that we've been really monitoring for years and are extremely excited about soce the rest thank thank you he's always hard to follow um so you know AR no kind of already mentioned name and address sorry Ray M with 13 floor investments uh 2850 tiger taale sweet 701 um good afternoon thanks again uh for being here I I Echo our know's comments the loss is terrible you know it's a very sad but obviously very fruitful life and and made a lot of change was is which is important he left the real stamp here um so you know as you know we're fully integrated investment and development shop so along with our team our in-house team of Architects and engineers and development team um we partner with the best-in-class partners that we can have in consultants and you know the top of that list is obviously bass law who's here with us and you're all very familiar heisen bottle would be representing and helping with the historic preservation side and really working on the Sylvia Mark building and making sure that that gets um really made a focal point and and celebrated as part of the history of the city we we we looked at this in many different ways and we found a way to ensure that it became part of the fabric of the Village um architecture has extensive uh experience with Municipal work market rate and as well as police facilities interestingly enough Langan engineering worldwide engineering firm Civic construction our general contractor which we've had several many uh very successful um programs including these types of Civic projects and then bazo who handles our uh Property Management I'm going to try to be very brief um our approach to development is is really important we try to be incredibly thoughtful and AR no kind of intimated on this we we look at every community and every property that we go into as a special project and we look at them very specifically as to their surrounding areas the neighborhood and we try to make sure that we incorporate the right program based on the fabric of that Community we we envisioned here a village type of environment where we're creating an Urban Village um we think the city of South Miami is unique I you know personally just block outside of the city um hopefully in the very near future part of the city if you will allow me you may that may be the reason it doesn't happen you may not want me to but look I take a lot of pride in in this I literally live down the street um I'd hate to have people running down my street yelling at me because I didn't do a good job and that's that's that's not what I want uh the mayor lives down the street I walk down his past the street every day I can only imagine getting egged as I'm walking down the street so we'll just revoke we'll just revoke your passport at the border it's okay so we envision a worldclass village um we we want to see a community and a vibrant neighborhood where our residents are spilling out into the public spaces and the public parks that are also serviced by FNB where the city employees and the city executives are coming out and interacting as well as police police department everybody's eating anding in these FNB situations that spill out into these Gardens we thought that was a a crucial part of the development Library police City Hall and residents all enjoying the same spaces um it was really important as well as we look through the operations we understand the importance of not having to relocate City Hall while we're building to then relocate again once the building's done we thought it was really important to keep the cohesiveness of the existing government in place so we developed a program that we think phases that we know phases City Hall and the first phase first while allowing operations that stay in place for both the library police and City Hall we thought that was crucial um no different than our other um Transit sites we took very much um the importance of connectivity we wanted to make sure that we're connected to the Future underline there's a big investment in the underline we celebrate it we're big we're big propos of the underline we support it we fund it um we' done our portion of it along Coral Gables at Linka Douglas and we look forward to working with the underline here and creating connectivity to the metro rail and then the last image is really placemaking placemaking is so important we want to create a place where people and residents really want to congregate and where your employees come out of City Hall at the end of the day come outside have it have a drink have a meal and enjoy the the public and the residents that's for your support I I'm I'm hoping the last rendering the last rendering has a shot just for you actually um again this this is the phasing approach the first slide is your existing condition the second slide is really the first phase where we're building the 70,000 feet of City Hall the library um and the first phase of the residential development which is 335 units along with its related parking we continue to we there will be some Interruption with parking we'll make we'll make adjustments that's just just all in you know that'll be a work in process and the last the last image on the right is phase two where we finalize the last 335 units along with related parking and the retail at that time comes into play this is just an image this is the ground floor the conceptual site plan obviously all of this cons is conceptual I will tell you that this is in in conjunction with our architect and our in-house teams really looking at operations and making sure that logistically we can make make all of this work so again this is very preliminary these are very raw IM raw images but it works and we've got to expand with a connection to the police department and parking and things of that nature and all of those details which need to be considered and we we recognize that but we thought that this was a good strong point the green shows you the retail the rest of it is your parking and the residential and then this is just floors 2 through seven with your parking and your residential units as they come up the buildings and then these are the renderings so again these are artist renderings these are work in progress this this this this type of program and project requires so much back and forth these are our vision that now need to be overlaid with yours and make sure that we do the intended development I'm hoping commissioner you can find a way to get us a beautiful sculpture that'll go in the center of this Plaza um that we think would be amazing um I celebrate what you've done uh at Dante pel with the beautiful sculptures walk through there all the time and it's amazing I apologize I do take my dog I'm guilty um and then another rendering from you know celebrating City Hall with a M massive P off of sunset that looks through to the Sylvia Martin building and then this is celebrating the syia Martin building making it a real presence in the center of the plaza um this you know we we initially envisioned it as FNB it could also be part of the library and a leading a reading room for Children and Families we there's many different things we can do with it but at the end of the day we really do want to make it a focal point and there's your sculpture by the way again thank you so much for the opportunity we really are excited our no could said it best we really are residents of the community we're dying we we spend so much time in the community and we're really excited about this opportunity thank you thank you colleagues questions or comments of the team yes commission Corey hi thank you uh so I mean just absolutely amazing uh that that you guys were able to put this together and that you're engaging with us and that you're very open as well to the feedback um that's come from staff I did uh I thought it was amazing the historic preservation piece of it making it a focal point creating Community with it that's all uh you know fantastic I was curious in future renderings I guess dealings with the city manager too I'd love to see how it incorporates with the underline I do think that's such an important piece you know this could end up being of all of the things that we're doing in South Miami now this could end up being one of the more memorable spaces and I think a lot of that is going to come from that interaction with the underline sure um and I know we're working on green spaces public spaces incorporating that and how we're going to do that and obviously um there was a lot of feedback from the city already I know everybody's working together but I'm just very excited that we've uh gotten to this point and that we're that we're engaging so thank you very much further comments um yes I believe in yes you recogn but number to say as they speak I don't know if you're able to Mr Mendy can you go back to the slide that features no not the sculpture at the syia Martin building sure um so number just in terms of um just public uh context I know was mentioned that there was only one respondent but we've we've been through this a number of times originally there was four and if you speak to Professionals in this space obviously independent this firm you'll see that one respondent often times and talking about a qualified respondant is a lot you can look at other municipalities and and public bids public bids even without a minimum and often times there are zero respondents because it is so challenging as you can imagine and as we've experienced in the city um going through this process with a with a public body and and to that point um the one concern which which is not with the applicant is I I don't want the city to further that reputation that unfortunately created before this before this commission so I'm I'm wondering um Mr Mayor and uh and staff and commission is if we can stagger um the uh you know the initial contribution on behalf of the applicant may maybe in in stages um you're talking just to clarify for the benefit of certainly colleagues you're talking about the the $250,000 payment that would be due yes upon the ward okay and and I'm and I'm saying that because I I do have the institutional knowledge and last time it really did leave a black eye in the city again I know I can't say enough proceeded everyone on this this stas but I I just don't want to um run into that again so um I'm sorry we can discuss that or I'll go ahead so I AB to me this is the most important slide because to me this just screams activation it's human scale um taking a building that's been debatable whether it's historic or or not and the and really the use and what it would contribute to the city and uh believe mayor as Wells made some similar comments but this is always what I saw for this space just activating it with the dining area and it's it's so important that that you've preserve that that your team and Architects and you've made it a focal point um another thing which I read we weren't able to review this with anyone even staff so I'm not sure I read this correctly but I believe the archway which leads to the space I believe is three stories tall is that that's correct so it's another thing that um wasn't highlighted so it's going to be open and inviting I I know from the public perspective it's very difficult to look at these diagrams and a lot of times they're oriented from us SW or from the underline which now will be activated instead of focusing the sorry on metro rail we're now going to focus on on the underline but um we obviously know the most visible and important real estate especially for City Hall you want a prent location is is that this building will be on Sunset Drive so in my opinion and correct me that's the most valuable and beond valuable that's the most important real estate especially for a city that wants a a prominent location and it's also lower scale than the than the buildings in the back um and then one thing which I really pushed for I didn't know right what was going to be proposed here but that I really pushed for which I thought was so important in the first go around going back years ago was that the city was able to remain in the space because if anyone can imagine the inconvenience of having to move not once but twice over whatever that number is two to four years and just the expensive side of having to do that but just the interruption with uh with our with our city services our public services so to me that's a just a tremendous feature that we can stay in this building and just move once and um instead of twice and I don't really really want to get into the financials and I know the mayor doesn't but one thing when I read the um proposal which I'm sure I overlooked or maybe I just don't recall at this time is what is the projected economic impact and then just the the taxes just economic impact from feet on the street not the financials of the deal that we studied that and anything about TX if not that can come back by the way if you want I don't want to give the impression I don't want to have a conversation about the financial so if you want to ask the applicant questions please feel free to sorry so so sorry did not mean to give that impression these are just two questions I had because I read the financials and we're going to leave that up to our team but um I just didn't know if it was covered or could be visited later this is ancillary to the deal you're talking about the direct economic impact so one thing the deal itself the um the property taxes because right now this site generates zero property taxes that can also be bonded I think it was $25 million over present value over the term okay so I'm just CU would would it be annually and then and I know it's early and it's additional expense but just the economic impact of the area in terms of just the feed on the street frequent our commercial areas and that's okay if we don't have it it's just something I'm curious about uh going forward it's it can only be good news because right now it's zero on the residential alone just without including retail because the retail taxes is excuse a little bit you're looking at $700,000 a year in terms of property taxes on the residental and then what about the the um just a curiosity question the economic impact to the city in terms of of just activation vibrancy feed on the street frequenting or we look you walk down Sunset Drive what are just screaming for we sure working backwards on this right sure you know we product parking but it's we looked at density parking revenue and you start looking at the FNB and the taxes and you once you look at it holistically we really haven't done that um you if I may just how about even independent of that how about just having less empty storefronts and that'll just be a product of of density that's really where I'm where I'm going with this we talk about different products and different stores and Zoning what it's really about is urbanization just putting place where people can live walk to these areas which I like to refer to as as feet on the street and that's what everyone knows it from the election everyone agreed when they ran for office as to our current candidates most important thing is to revitalize our commercial area and the the best way to do that is just create density in the area so that way we have feet on the street so you that's another ancillary um um benefit and another one I'll leave it at this is and everyone here knows of obviously us one bifurcates the city um right in more ways than one and that's why it was so important me to continue the placem from 57th to 62nd Avenue so both sides of the city really communicate with each other and by having residential and a really vibrant product on the other side I I think that'll provide more connectivity as well so thank you everyone for indulging me and thank you to the uh the applicant for just such an incredible um proposal thank you madam Vice may you wanted to this is more of a comment in general not necessarily to yall um when I was speaking with the city manager earlier I I made mention that it is this process is for us to oversee as a body but we in essence are not the ones drilling down into what the financials are Is it feasible is it not feasible those types of things we've actually hired teams that we have to trust their opinions and their expertise when it comes to those and so while people may look at us and say oh you know we're making all these decisions we're making these decisions based on the expertise of the people that we as a city have hired so as we move through this process we're going to have to do the same thing that we did if we can think back to when we started having conversations about the Aesthetics of what Sunset Place was going to look like and everybody starts having all these opinions about what it's going to be and I said you don't you know you know you don't go to an architect and say well I want this and this and this and this you know you essentially say to an architect I want something beautiful because you're hiring an architect whose General aesthetic you like and then wait for them to bring you something amazing and I think that's what we're doing here we're looking at a company that we know is doing amazing things and saying bring us something amazing and then trusting our partners to get us there I understand that what we're looking at right now is a really good start to where we want to be and I think we're going to get there and I think the best way to be to get there is to trust the people that are taking us and I'm looking forward to that I don't know about you guys thank you for that got my colleagues further comments commiss K you recognized I think one of the questions we always got to ask ourselves is why why is it that we chose this path you know we we have a police station that's from the 1950s severely outdated we have a city hall that's nonfunctioning we have you know issues with whether it's air conditioning you know old old mold uh etc etc I mean it it's the ability to do Best in Class is something that this commission always talks about and speaks about heavily and this is the opportunity to do so we have the ability to have a destination for kids um with a world class updated Library which you know with our partners at Miami day County we can finally do so so the why has always been the reason why we're doing this and I think that the team that we have in front of us is hopefully I mean obviously there's a lot of questions a lot of things that we got to work on I mean there's a there's a lot of you know it's very preliminary and and we'll go through that um but but you know I've always been you know happy with all the projects you guys have done in the you know in the past so looking forward to working with you guys I I think there's a a lot of opportunity for for the city and you know I think that residents should be pretty happy with the way things are moving forward thank you for the confidence apprciate commission Cory so I I'll say a couple words one is uh let me start by thanking Ry and the team at 13th floor I mean uh before this process formally started we've had many conversations about what we wanted to try to accomplish here and um for my part I've said this to Ray privately I'll say it publicly I I very much value the approach in that obviously you all have an agenda you very much want to do this project but I think it's a a compliment a high compliment to you all to say that you both ADI you both Advocate but you counsel and what I mean by that is that you share both a positive perspectives what you can accomplish and the pitfalls and all of us collectively have a different set of expertise and skill sets but I think it's a a tribute to you in the way you approach the conversation it's not just we can do this here all the benefits here are some of the pitfalls of executing it this way or another way and I and I appreciate very much that approach um this is an excellent proposal certainly of the two that we' received one that was not qualified certainly the best of the two um I I think you know you guys have shown the ability to do this and execute flawlessly elsewhere uh obviously encouraged by your track record we we do have a long way to go admittedly um I am I am and I don't say that because of the financials although that's always a consideration but I want to go back one slide if we can um to the over overhead view of go back one more please the other one so I what I what I want to do first and foremost is make a great place that activates this side of the of the of the Town Center this is a a part of our town center that has had a very strong institutional character predominated by medical uses we want to I think the goal here not only through placemaking but through this project is to see if we can bring both sides of US1 into better balance leverage the proximity to the rail but I I don't ALS I don't want the economics and the program by extension to sacrifice the ability to execute a really great place and so as we continue this conversation which I think we're probably going to authorize the negotiations today and commissioner lean thank you for mentioning the payment but I wanted to ask you as well again you understand that this does come with a significant capital outlay and we do not want to we are very concerned as a board about our reputation in the marketplace because should we not get to an agreement we want the public to understand that we in good faith took this step with your fully understanding what you're committing to financially or otherwise so you have any any reservations I'd certainly like to hear it and secondly you know to that you know we if we have to restart the process I want the market place to understand that it wasn't for a lack of effort or a disingenuous attempt to kind of take a quick $250 windfall it really was just born of the fact that we didn't think we could get there under the current parameters so you know one of the things I want to be very focused on is I think you've gone this proposal does tremendous Justice to the Sylvia Martin building um I think the program is much better calibrated than the other program that we saw but I I do want to as we go forward understand how we better integrate the activity Center that we have from the underline into both the architecture and the public space that you're showing here today I think this is a good first attempt but that's where I'm least satisfied with this proposal money aside program aside if and from my perspective we have to sacrifice program to make that connection and that space really spectacular so it is the the number one destination on the underline uh for this linear this this 10 m linear park that's really what I'm aiming for right because I think that'll have tremend mendous residual value for the city as the rest of uh the area continues hopefully to evolve and change so um you know that by way of comments we've got some challenges on the financial structure and programming we obvious have to do a deal that's responsible does our our assessment of the value Justice um I think we've got some programmatic things to talk about obviously some site plan refinements here to go about and we to have we've not shied away from having a community conversation about this we brought this item to reference them I know there's been a lot of conversation on blogs and commentary about the lack of public transparency or maybe not enough of community conversation no one on this day is for the benefit of people may be watching is hiding right we took this we we started this process by going to the voters to ask them for the flexibility to do something other than a sale which was the only thing that was contemplated before when this project was discussed for the last 10 years and we did that because we want to make sure that if we do something we get the best deal and and preserve our ability to own the asset the asset long term so we've done that as a as a board and I think through this process I know you guys are not unfamiliar with public process I'm I'm assuming we'll have a lot of public engagement about the plan the financing and hopefully this November to the extent that we need additional support will have the ability to access the debt Market either with Project Specific revenues or general obligation bonds to make sure that first and foremost what we create is a dynamic and signature space for South cling irregardless of the program irregardless of the uh of the financing so um I know you're committed to kind of helping us along that Journey absolutely uh and uh you know looking forward to hopefully getting that all done so M Madam vice mayor you recognized that's the face of a question it's a question for you yes more than anything it was you you're you're making big reference to the underling but the underlining space in and of itself is a passive space so no it's not actually this is a this is It's like a park it's a children's play area yeah and so yeah I mean I look I don't it's hard because this is just a concept there's not there's not full architectural renderings of the building you it looks like you have a Lobby that probably has some visual sight Lins through yeah I'm gonna bounce back to the maybe not John if you can help him out thank you yeah I'm going to go down to I think it has a go through the ground floor here we go okay so mayor you're absolutely right we want to create more connectivity to the big open space Park that the that the underline has planned in the in the corner there along US1 our original plan if you recall going way back before RFP we had kind of played with another plan with a large opening and City Hall was in a different location this a lot of this was driven by the logistics of keeping City Hall open and keeping you in place while we build the new city hall and the new library um but yes I think we need to work on more connectivity at the large underline park that's on the right corner of the uh and there is an opening I know you've got that colon we've got a colonade there we create colonade we have retail retail the blue is a retail that wraps through there and we want to make sure you got a children's activity space on but again I just think we again this is getting into the kind of reverse it and open it up to that side that's exactly right absolutely again this was this was our vision our concept it it needed we we prioritized Logistics and and making sure we gave you everything you needed now we have to sit down and work through all of the fine details including police for example we got to make a direct connection to the garage with secure space and secure a secure access for police um these are all things that now we have to fine-tune and go through and and again these all of these projects require an En enormous amount of back and forth in order to achieve the the correct intended goals and that's what we commit me personally by the way I I it's for me it's easy I live right here meetings are easy we can get through it you'll have our personal attention but Ray we we we understand a lot I just want for the benefit of the public that's watching them to understand that this has been a paper exercise yes none of us have had the chance to dialogue with you right about these kind of issues so we're just starting this conversation and again because I know there's been some some conversation out in the blogosphere and whatnot the thing we're doing today is saying we want to take the next step so uh again commissioner Lee been asked about the terms so I'll give you the opportunity uh we're fully prepared on the terms uh if if the city would like to do it a little differently and spread out the terms while we work through the process we're happy to do that as well we don't we're happy to do it either way so I just well we're I think there's a I want to ask the city manager and our City attorney do we have that flexibility is that a material change to the solicitation we we don't think we have that flexibility what it is is a cost recovery deposit we would bill against that for any reason so this is not money that's not refundable correct it is refundable if we terminate discussions tomorrow that's correct okay so again for your benefit for the Market's benefit again we want to do things the right way here you know that's in the past and and we appreciate that we we appreciate that I was here for the last one I sat in the audience I watched it I I I know exactly what commissioner lean is referring to and I and I appreciate that my personal trauma your personal trauma yes yes so and yeah no no that's I so I've got nothing else to say disagreeing with you mayor but I don't want to I personally don't want to um make the under line to focus and I and I'll share with you why and I say there's a big support of the underline with previous commissions I was the one who championed all the financial support for the underlying from the city of Miami mayor you just brought forward an item in the previous meeting which we all supported which was $300,000 a year in maintenance um we'll know previously no one was out there more than me run over 100 marathons training on these streets but the reality is it's getting warmer this is the hottest most oppressive climate there's a chance of rain every single day of the year we don't have to watch the weather weather channel it's hot with a chance of rain and this is not a continuous path this is not a linear path it is interrupted there's ambient noise there's there's pollution I I think the underline is great I just and even with all the density coming here I don't know I question the usage so given all that I would not want to make the under I think we've already highlighted the underline um here so to me the priority is is the project as opposed to the to the pickup authorizing the city manager to negotiate and execute an amendment to the interlocal agreement with Miami day County Department of solid waste management for the purchase of curb side recycling services thank you um mam vice mayor this has been your item so um did we finally get a cost update from the manager yes Mr manager if you can give us the update on what the county has represent the cost with under the new contract would be for recycling services yeah um our uh uh latest verification that they were going to do a CPI of 3% with a potential true up uh later down in the fiscal year uh so that probably maybe be next year we had included in our analysis of 4% in our budget of 4% so the uh fiscal impact that's shown on the item is is as as updated as it can be based on the information received from the count did we have a true up this year Mr manager we've had a couple trups and since I've been here in a year and a half and what were the what were the amounts of those true up payments if you can just give me order magnitude I'm not going to hold you to the specific number um I don't so I remember I'm trying to do the transition when the city went to uh weekly I think the cost increased by about $40,000 since then no but in terms of yeah I'm just trying to follow the math from how I broke it down uh since then we've probably had uh two changes which probably and I would have to lean on finance but we're we're I wouldn't doubt that we're now closer to $100,000 uh in increases from two years ago and and order of magnitude I would want to like looked at looked at it a little deeper see but um my Rec we're probably around that number over a twoe period okay so roughly an extra $50,000 over what we started at budget last year yeah and and to be fair you asked about the true up I inserted a number that had to do with the city changing his frequency service in service increase okay so be fa to that that that that was the 40K increase subsequent to that there have been the additional increases as a result of the County's contract uh and extension uh so there were a negotiation they extended it there was increase then then when they went through a solicitation and most recently now they've increased it again with another true up that we expect later in the year so um I I'll we'll give you a number but we're probably close to I would imagine about a 100,000 and I don't know if Alfredo will may be able to find T that 100,000 less the the cost total increases inclusive of the going from bi-weekly to weekly correct okay so roughly $60,000 and it's the number number that that I remember but I want to do a little deeper dive on it but if it's a significant you know number for a decision I want to give you a better number I'm just going off the top of my head okay further questions of the manager yeah I I think Al may have maybe to shed some light on it no well let's yeah go ahead Mr please just to give you just an idea in fiscal year 22 we spent 129,000 is recycling only 129,000 $144 fiscal year actual in 23 was 177,178 and our increase of CPI which is we estimated 4% we didn't know at that time they're saying now 3% so this may be a little bit over but it's 256,000 that we have allocated an appropriated fiscal year 25 so 129 22 177 23 246 24 and 25 we have 256 256,000 not 246 256 246 is what we estimate to end this year 24 in fiscal year 25 the one that was just adopted moments ago or hours ago we we put in there 256,000 okay about 126 between fiscal year 22 and and um but I think fiscal year 22 we're still on bi-weekly correct so I think the probably the more accurate range is 23 to 25 projected so we're talking about a $779,000 Delta 23 would pick up the transition to two week two weekly okay so let's just say that that's the year The Benchmark year so I have just under 8 $80,000 in terms of net increase okay Madam Vice May that answer your question I didn't ask a question yet I thought you asked a question about the Chang he had he had actually received the new number in our last meeting it was it was actually deferred because we didn't have a number correct but I I have some in I the reason that I I keep harping on this is because we continue to have an ideological conversation as it relates to recycling versus a realistic conversation I will tell you having watched today's County Commission meeting on the authorization of the incinerated location was very ideological so um what is zero waste I have no idea but at some point maybe we can get a briefing on that as well uh in terms of a scheme so um yes I agree we're in the world of the ideological in a lot of these conversations but yeah um did you let's before we move to discussing the actual item are there any other questions to the manager before we mve into the disc discussion section yes commissioner Corey I did have a question one of the reasons we originally didn't decide to go back to bi-weekly is that the increased cost was really only 25% for the additional pickup I guess that's you know the the major cost is associated with perhaps the program itself would that remain even with increases that the additional cost of weekly to buy weekly pickup is still only 25% um I haven't done that math but but our our calculation is that um there would be a a savings of $53,000 if we went to buy weekly which is 25% of our total based on today's dollars yeah um the the obvious question 20% of our total the obvious question from my standpoint is you know would that result in less recycling you know at the end of the day like for example we spoke to waste management who who would be the successor to Coastal with the new agreement but that's going to be a few months um and one of the things they said is you know residents could ask for a bigger container 90 gallon instead and um so the question is would it result in less recycling yes from a service standpoint it's less less pickup but ultimately to me the way I would look at it that what's what we're taking or what the vendor taking to the facility and from a tonage standpoint is there less recycling because we're picking up twice a week versus one week as we've spoken many times unfortunately city did not have data prior to making the switch and so it's hard at this point to compare if in fact you know it's and we don't have data as you said before we don't have data as to what we actually collecting just out of our jurisdiction because it's coal with the counties corre we've attempted through the vendor to try and do that I I that we were not successful in that uh Waste Management we've met with Waste Management already and and the representative uh has agreed to do that when they come on board and and do that for us and that would be pick up on a Wednesday not go to any other jur and go straight and and and get a weight right so at least we have some uh determination of Tage and when does their contract become active with the county there's about four or five months I believe when the transition occurs is what the county has said so was the January 1 contract I got to confirm but I I heard it was about four or five months so it was uh somewhat difficult to to get just to the CPI increase so we're going to follow up with that for an implementation standpoint but it was an immediate further questions and and as you know waste management is the facility that that is the recipient of recycling um and so you know there's a question about what are the costs if the city was was doing that directly and it's hard to determine that based on we don't know what rate we would receive certainly it would be not be as favorable as as a county rate just from a volume standpoint so uh we we intend to go visit the facility of waste management and certainly get a little bit more educated on on their process uh because we bring that education back right part of the issue is contamination we had the presid ation um if you have a higher rate of contamination there's less it gets recycled so we want to be able to share and educate our our residents to increase that but I I ultimately you know can't tell you if recycling would be uh lessened by by going to to weeks I mean I just we know cost of increase but we just don't know if it'll be and and I be honest with you I I didn't realize you can go to a n and gallon bin until Waste Management said that and so that's an interesting option potentially uh I think the vice mayor because we've talked a lot about it is you know there are definitely costs have increased um and and there's no certainty that we're actually recycling more because we pick up on a weekly basis certainly there is a service reduction if that's what we focus on I I and I understand the Optics of it but functionally would we really recycle less that's the million dollar question further question to the manager make some comment after you you may Mr manager just on the on the 0 recycling bin is that at additional cost to the resident or is that something they provide that I was advised from Waste Management that they would provide it that that is requested I didn't know that was an option but free of charge uh um I don't know that there would be a new charge for the bin because or or if somebody has to pay the Delta from the previous B we would have to find that out okay thank but it's an interesting option seeing that we don't have any more questions Madam vice mayor I'm sorry yes sir you also can request a second M at no cost today you can okay thank you okay Madam vice mayor floor is yours we've been talking about how much it's recycled and how much doesn't and I actually was looking online and found some information from the recycling partnership that nationally speaking while only 43% of the households participate in recycling nationally 76% of what is re of what is put in the bins is lost so 96% of what people are putting in the in the bins is garbage and approximately 18% of what is put in is what is actually recycled and I found it very interesting while we have an ideological conversation about recycling I kept thinking to myself who's benefiting from the entire recycling conversation and it's big companies they are the ones benefiting because despite knowing that large scale recycling of plastics is not viable these big plastic companies continue to put out there that recycling is the answer so that people continue to use plastic instead and and you know we gobble up single use plastics every day all of us we're all guilty and so we continue to fill the bin pretending we're doing doing a wonderful thing when we're not and so if we want to say you know we're going to keep doing recycling you know weekly and continue to put that money literally in the garbage um because ideologically we want to follow that that's that's fine I'll continue to vote no and continue to bring it here because I think it's irresponsible I know it makes everybody feel good to think that what we put in the recycle bin and recycling every week makes us better Greener whatever it's it's not the truth the truth is that it's not getting recycled the truth is it's ending up in the landfills and the truth is we're throwing our money away with all the plastic that we shouldn't be using Mr manager um related question based on her comment do we have a sense of what it would cost us to tip that same amount of weight if we just ended the recycling program all together no that's a comment I made earlier that that um you know what Waste Management would charge us what would probably not be the same fiable rate that of a volume customer like Mi day County so um you know right no no but if we if we let's just say we decided to say single waist stream in the green bins all picked up by our team all tipped at a County uh facility I I think you know mad Vice we talked about this the last time you know I was horrified to read a book uh or listen to a book losing the earth a few years ago and you know again recycling as a idea being a creature of uh the petroleum manufacturers Association so um 18% is a pretty low number still 18% of waste that's diverted from a landfill we have in this County had a conversation today that you know right now everyone's let's keep kicking the ball down the road and we're all going to be trucking or Trucking Andor taking waste by rail to facilities in Central Florida or Georgia or points further north um to deal with a waste stream the wa stream's not going away so and the truth is there's really not a political appetite to expand landfill capacity this county in North Aid and South Aid because they are uh facilities that are situated adjacent to or in uh not just housing but African-American communities right so um that's the political reality of the conversation um I I I think again not that we need a ton more information but at this point I I'd be fine with you know continuing down the current path uh I am very curious to learn how much recycling M recyclable material is being put into our our bin stream and then really have the information to say it's x amount of weight right what's the cost to tip versus what's the cost to run the program and that's just another data point for us to play with but you know uh that's unfortunately four months away for the manager but I you know you're your I I think I recognize and acknowledge that you know your sentiment is you know well founded I feel like this is going the same way I think we're going to have this conversation for the next we probably have we'll probably have this conversation five months it'll be just like the fee conversation until they lose it on a group of little kids nobody's goingon to do anything well you know that's the truth all right well like to make some comments that's perfect segue and because I'm wearing the shirt I have to say we keep recycling this conversation but yes but to that point I have a few questions maybe not s Germaine but speaking of of waste to rails or rails to waste what is happening with that lease and then I'll ask him um then we can respond at our um at our public work site um second point is if we do consider it which I'm not opposed to re reducing recycling um and I've said this before we should have an education campaign for the for the public about using less uh single use uh Plastics we should start to take responsibility and that's the greatest way to make so can we can we B impct can we Bend single use plastic water bottles in city hall or in city facilities I mean I certainly would happy to start with that and and and then we've done similar items but we could right the only thing we can do is banded limiting to the city and the third item is and I know I'm a GL punishment suggesting this but if commissioner's ever serious about saving money and beautifying the city you have to again preaching this forever but my time's up is looking at the curbside uh pickup because trash breeds trash sits out there in the rain accumulates weight we pay for the rain we pay for weight and I've suggested if you want to uh keep the curbside however often um you uh should consider bins that way we're chopping it down it's not as bulky it's not going to which that type of waste does it accumulates uh water and weighs more so that way it would be protected from from water it be a lot easier to uh pick up and we would not have the unsightly divots and trash piles in the city and I'm sorry to bring it up now but again number times times up and it's all related right so thank you CH I think on the last point it's a great one we've talked about it before we looked I've looked at I've looked at you know I've looked at some options I don't know if Mr ree you're there with me on the curb side yeah but I think I think rather than just dump it we would be better off if exploring whether there's a viable composting operation that we can contribute that ways to and I don't know if Mr Reese the manager but we have follow can can look into that as an alternative um certainly I would not I prefer not to tip the organic green waste although we do it but it's you know it is something that could be diverted and and diverted pretty pretty easily I just don't know an operation that exists that would receive it yet so okay uh do you want to do you want to move the item why bother I just I or do you want to just defer it well I mean realistically no I'm going I the next we're not going to why are we going to recycle it commiss K yes look I I don't necessarily disagree with a lot of the statements from the vice mayor I mean we're we're just to delete it just because we don't have another option I don't really think it's a solution right now till we have more data we're talking about $11 per household that we want to remove from a service ad we want to be best in class in the amount of services that we provide our people I've got a lot of letters uh privately and and shared with a lot of people I would say more than seven from people say that they still wanted they want to improve the recycling process in the city not get rid of it so um I think that we I would have to you know I hate to say it we we do need a process we do need maybe a Advisory Group or figure out how to do better in the city when it comes to recycling if it does exist uh composting um there's just a lot of opportunities that we can do that we haven't done and we we take it upon ourselves actually look into it so that that'll be my preference rather than getting rid of it right now I would rather kill this than have another group of people let's be real I don't think the city has a problem with the recycling program I think the recycling industry has a problem with the recycling program and we're just feeding into the myth so while we want to do nice things the system behind us does not exist or is not adequate or is not functional so rather can I suggest this because I because I philosophically we're not we're on the same page I think the benefit of having this item linger I know it's annoying to talk about it again if we bring this back in February we have a month pilot we give direction to the manager to come back and give us a data point on how much we're picking up which you don't know today and we don't have that information and then we can start to assess options I I like for thees and the manager to to literally explore the the possibility of can we divert our green waste to compost I mean there's I got asked to go and speak against the incinerator at at today's County Commission meeting I don't want to be burning trash like anybody else but I don't understand what the viable alternative is right so before I get up there and say something about disparaging one technology which is tried and true and yes emits Mercury and a whole bunch of other pollutants right into the air I want to know what the alternatives are I I here I don't I don't know what our Al our good alternatives are the truth is there may not be one right I think I suspect as you do that what we've been doing for decades is trying to make ourselves feel good about landfilling more waste right because we created a huge consumer culture of convenience around Plastics you know um I will tell you that I got exposed to this issue when I filed the bill in the legislature to try to encourage fast casual restaurants like Chipotle or coyot from moving away from single-use Plastics and encouraging them through a tax incentive to actually buy reusable silverware cups in their restaurants for inding seating and to my surprise the food and beverage in the restaurant Lobby hotel lobby opposed the bill and said it's dead it's dead don't bother filing it I can provide you a copy of it and it was the recycling it was the waste industry that was most interested because the real solution here is waste diversion and changing people's habits as opposed to trying to pick up the stuff throw it away and and and try to reuse it um so if we can have a conversation I'm happy to have it with you figure out ways that we can divert waste from being tipped you know I'm all about that and I and I I seriously it's not a joke for me because we use them because they're available and it's I'm as guilty as anyone else but we could easily install water bottle service or you know a purified water here that we have in the manager's conference room and get rid of the water bottles uh and particularly from Zephyr Hills again if I will Spar them on the record Ste water from our from our aquafers on a on a very abusive consumptive use permit that's my personal opinion not the opinion of this body right uh I prefer to you know if we're going to buy water buy it from somewhere else so you know I'm all I'm all on board with those kind of inum solutions where we as as a body can do way with single use plastic single use plates even our own dinners that we have before these meals we should think about incorporating stuff that we could reuse install a dishwasher here at City Hall provide a water connection so what we eat like you do at home you wash it it's not just a single use activity I mean we can start by Leading by example there and then try to see how we can continue this conversation and push these systems to be more authentic be more real and acknowledge that we're not really doing anything in many cases other than you signaling so yes sir I'm want on this conversation as much as you so quickly um when I met with Thomas heatherwick right we all know public does renowned architect who's designing Sunset Place one thing he really wanted to focus on was public drinking fountains in uh the common space and in sorry in the new Sunset Place and maybe considering we just reviewed renderings not plans but for City Hall especially concerns of public space we were talking talking about that we should incorporate the same great suggestion yes sir just for the record managers of conference room does have water it does I said that I said a second ago yeah okay moving on I didn't realize our okay there we go just learned something okay so do we want to defer this item recycle the item let's recycle the item to uh February the first meeting in February we does that mean it has an 18% chance of getting me no yeah I I think it's DOA but whatever okay okay I'll move it to Second for deferral to uh February the first meeting of February we have a second by commissioner leben and call the role yes B Bon yes commission Leeman yes commissioner Cory yes commission C yes mayor Fernandez yes 5 to okay I think we have one item on discussion item on school zone enforcement hours is that a presentation by you or by the police chief ma'am I it's just one thing I want to say yes ma'am your recogniz okay we've talked about this over and over and over and as everybody knows it now goes from like 7 am. to like 400 p.m. and I think we are underestimating the amount of craziness that this is going to cause and I I find it interesting that we're supremely worried about people getting tickets and viewing us in a negative light from parking tickets but we're not worried about people getting tickets in a nonsp speed zone time for you know speeding or what have you through that area and I when I'm looking at this and I spoke to the City attorney about it the ordinance gives you one ABCD you know it's within 30 minutes before and 30 minutes after the breakfast program 30 minutes before and 30 minutes after the school session you know the entirety of the day and so you have we adopted every single thing and while we all know I am ently opposed to all of it because I think it is a huge invasion of privacy I think y'all should consider revisiting this and making it if anything when the kids are physically coming in and out of school which is when the public at large is even aware of when school speed zones are are happening colleagues any comments I have a question to the vice mayor so curiosity do you have a SunPass transponder I do okay and they are yes they take a picture of my car so can I tell you I for me I and it's funny because you say this and you asked me do I have a ring camera do I have this do I have an iPhone you've asked me all of this before you have and I and and my answer to you was yes am I a hypocrite yes does this still bother me yes and do you know why because I think that this is a cash grab I think it is disingenuous it just bothers me and it's funny because the city the city manager and I had a conversation about this where before you know you you couldn't give speeding tickets just speeding tickets Al Loco I don't even know how do you say that in English H crazy yeah right but that doesn't translate you couldn't willy-nilly God yeah there you go you just couldn't give people speeding you know these cameras couldn't give people tickets I Willy and then all of a sudden and mind you you want to say those people my people other people whatever my people people okay when you say you know oh Republicans Did It Or democrats did it I I'll take it I'm the only Republican here my people it said hey you know what you can do this in a school speed zone and it all of a sudden has grown legs then gone out of it's gone out of control and it's up to us to say hey we're not going to let it be out of control where we live and so I'm asking you to look at this and say you know what kind of like we did with the parking where we said we're not going to let this be crazy let's put guard rails around this we might want to think about putting guard rails around this so can I can I just address your point because I think I understand your concern to draw the distinction between parking tickets and speeding enforcement no one's harmed by someone overstaying their welcome in a parking space speeding direct correlation between High rates of speed and travel and people being hurt in traffic accidents so that's for me the major difference and why I think there's a principal distinction be behind this but I do understand the concern about a cash grab but the thing is we haven't even activated the program yet so we're not we're not married to anything over the long term we can change how we choose to Avail ourselves of the statutory uh Authority at any time during the existence of the program and as we discussed from the beginning one of the reasons I was on board with it is that unlike the traffic cameras that other people were offering the vendor we selected allows us to terminate the program after a single year of operation at no cost to us with them removing the infrastructure so I would just say not I'm not I'm not I'm not discounting the possibility that this could be become very onerous and a source of contention right because I just don't know but I do think that let's let's talk about what people should not be doing they should not be driving 25 miles an hour more than 25 miles an hour during a school speed zone during a half an hour before and a half half an hour after this is the whole day yeah and and during the day they should not be driving over 45 miles an hour in a 35 mph speed zone in some of these areas and that's that's it's for you say that yeah wait but stop this is where it started the whole conversation if you're on 67th Avenue and you're driving from Miller to US1 you're on Miller driving towards US1 you pass the Middle School the speed limit there is 35 miles an hour yes 11:00 a.m. you're 35 let's say you're driving 39 okay let's even go crazy you're driving 40 so you're might driving 5 miles an hour over the speed limit once you get to Sunset and you cross over unbeknownst to you that speed limit has changed to 30 so now you got a ticket well my car tells me what the speed limit is it's got the compu my car doesn't tell me what this so I mean I don't have I personally don't have that problem you have a fancy car but I don't I have a regular Toyota and so my car doesn't tell me that so unbeknownst to me I thought do you have ways I mean no why would I have that dude I'm Driving Miss Daisy recruited her or because um woman but or the when I say woman the only the deis but I always try to remove the name in the face and I have to tell you how much I appreciate your perspective I know when you bring up an item and there were two tonight there may be some faces or hems and Haws but this commission should really appreciate having a non-conformist and a disruptor that is just really it's the definition of democracy and no listen to me no people nobody would be up here if that wasn't the case we'd still have five out of five we wouldn't have a November election um we wouldn't have a lot of the administration by the way commission Le I value her I mean I think I don't I don't think her but if I may it's it's so important that's just the definition of democracy to have these conversations and to have people that always don't just agree and again a non-conformist and we wouldn't be up here and the city wouldn't be in the place it was if there wasn't a disruptor moving these these items so I I appreciate all these conversations and I appreciate different perspectives so everyone thank you for indulging me and now um I think test the city manager the city manager thank you for your time in the agenda review yesterday and and in that review of the agenda we also went over the budget and I'm asking you not just to put you on the spot no not to put you on the spot but just so I don't misquote the numbers what is the what was the projected total revenue for South Miami and then what was our the our share of that when uh we were embarking on this process of identifying uh a potential partner for this program program the vendor uh that was selected and when they did their study um they did some calculations uh based on on a sampling that extrapolation and I'm going to use a very broad range because I don't have the exact number but it was definitely upwards of $2 million uh from an annual standpoint uh potentially and uh so it was substantial uh obviously and and and that's a direct correlation to the number of violations that they thought given the traffic study that they conducted um obviously we have not as a we have not booked that Revenue to that extent because there's they're still re recalibrating some of the equipment and and and going through Mr maner just on that point was that dynamically scored um and it's a projection I uh the problem is I think the vice mayor just gave the CFO an idea to use the cameras to enforce parking and not have people out there and you can do it on a more efficient regular basis so so the projection was 2 million gross in the city $2 million and the city's percentage um 700 we get about $35 I think of every transaction or $29 be 700 $39 of of and it's $100 citation uh so uh the numbers say may have exceeded 800,000 milon So yeah thank you and and and definitely I mean the numbers I agree with the vice mayor we've had this conversation the numbers will be big I mean even the what even what was reported in the news with the bus uh just two days of data of the the arm coming out and saying stop they had 11,500 violations which is enormous amount of violations in two days obviously and people are not adhering to to that so it it'll be a large number and and it's people are not used to uh they're used to the drop off and the and and and and the pickup but they're not used in the middle of the day and you know it'll definitely once you get a couple of those it'll correct behavior for sure thank you so it's large numbers commissioner thank thank you so have a lot of opinions and positions so those are some hard numbers for the public uh you heard $200 million that's the mill sorry $2 million um that's the tax or that's the fee to Residents non-residents people passing through our city and then the city's percentage here there may refer sorry the vice May refer to a tax grab it's close to $800,000 projected so those are the hard numbers based on everything the vice mayor said you can be the judge of what of whether you think that's attack are exorbitant um those yeah those numbers to me are are intimidating so um but I I think it validates the vice mayor's concern and substantiates it thank you no but I I asked a question about Dynamic sporting seriously did they did they is that was just a gross extrapolation based on the numbers they found and assuming that there was no correction for Behavior over over the course of a year yeah I mean they took the the the sample of number and then extrapolated over the course of the year I don't know that they corrected for Behavior necessarily I don't remember if that was included in in in that analysis but even if they did you know obviously it's a really large number but it it just speaks to that that there are a great number of VI people violating that right and and um so um I I think that that we're in a window of time now where even the vendor was working on some of our equipment and getting that corrected we'll see how that translate uh to to actual um citations and you know we'll report back once we have a a little bit we were in that first 30-day window of education and but once we have some data and they've corrected all the little uh things with the camera that that they were having um we'll bring back some data so we can start tracking and we go live what 9:23 is that the 925 you remember 30 days 925 so it goes live 925 so is there a way for you to bring us back a report in the November window just so we know know what yeah certainly first first few months of performance has been and and we again again this is one of the things that we can continue to track but again I I have again my distinction is speeding leads to I mean I just got it because I just got my daughter's insurance premium for as a 16-year-old and they send you this informational flyer and high rates of speed into more accidents and I think particularly the areas that we're talking about what I certainly heard walking door to door was people are tired of speeding and this is a huge quality of life issue um you know will we need to recalibrate the policy possibly I'm just let's see
