our agenda we have our financial report by Miss L thank you resol and sufficient funds are available to meet the district's Financial Obligations for the the finance committee Recs that the report of the secretary school may24 I I have a motion by Miss L second and a second by by m b um all in favor thank you at this time the meeting is going to be turned over to our superintendent of schools uh Dr Zer yes thank you Mrs oranic a couple of items on uh on my report today I want to begin by talking about classroom and teacher assignments we will be opening up our parent portal to parents on August 19th through this portal parents will be able to view their child's schedule teacher classroom assignment but in order to access this information our parents will have to first review and sign all of the yearly of the annual uh required forms so that will be open again on August 19th uh classroom supply lists some of them are already prepared but all of our classroom supply lists will be posted on our district website by August 2nd and what parents will find is that um when they come to our uh School website our district website there will be an alert message and on that message they'll be able to click the school and then they'll be able to see a supply list for every sing grade level Again by August 2nd clear backpacks are again going to be available from the district each school is going to send out pickup dates and pick up information um so parents can can pick up those clear backpacks as they need them I want to talk a little bit about our advanced placement courses and our high school um data um our advanced placement courses provide high school students an opportunity to accumulate college level credits before High School graduation so these high level courses also prepare students for college level learning and what we understand and definitely know that all of our students are not College Bound the district does encourage our students to regardless to challenge themselves with just this rigorous Conta um in this rigorous opportunity so we now offer 12 advanced placement courses and we are proud to announce that um our South River High School has increased AP participation and enrollment by 31% heading into the 2425 school year um so that's from the 2324 and in 2324 we also had a large increase from 2223 so we're absolutely trending exactly as we should 133% more students in 23 24 also scored a three or higher on their AP exams and once again this is the second year in a row where our AP students are scoring higher and and higher so we're really glad to to see that um most of our students need a three or higher on these exams in order to get that college credit so we're real happy to report that um I want to speak about our upcoming football season and Denny Stadium uh Denny Stadium is going to be ready for the upcoming fall season you may have noticed that those visitor bleachers are now back to the visitor side of the stadium after our graduation where they were placed on the field um and sets of portable bleachers they are a permanent bleacher system are going to be placed on the home side of the stadium this was in our budget presentation that we presented and sent out to parents in April um so we do have those bleachers coming they actually should be arriving next week so we're excited about that um the visitor bleachers like I said will remain on the opposite side the um the bathrooms will be moved over to our home side um as well the concession stand has had a significant upgrade including all new cooking warming prep equipment freshly painted walls floors um and then new slide down metal shades with our School logo are also going to be installed we also um had some some trees there that we were sharing with some neighbors we worked out with those neighbors to um to take those trees down they had some crab apples that were that were quite frankly dangerous while people were standing at the concession stand but also bringing animals and rodents into the concession stand so we took care of those and we'll be taking care of some more of the landscaping around the concession stand this summer um let's see so it's not the major renovation that we were hoping for in the referendum that certainly will give us a great opportunity for a nice football season for sure um in addition to that you may have noticed our uh turfield our multiport turfield which is also presented in budget back in April um was sent out to to our parents at the budget documents and just a reminder all of our information does go out on Fridays in our email um and it's also posted on our district website and every single month my superintendence report is also boosted on our website under the superintendent tab um so that's another place where you can get information I'm coming but the uh the turf field work on that turf field which is for all of our social teams um baseball and softball is beginning one of the other benefits of that tur field is we will be using it for PE classes and we will be using it for um recess so really it's a benefit for our students in elementary school and up so we're excited that work has started there were some questions about fencing around that field um at the bottom of the hill that fencing is temporary it's not a permanent fence we've added no new fening um around that field and we won't be adding any fencing around that field as it just asn't necess necessity so uh the prek and Early Learning Center we are on schedule we had a a meeting today we are now um up to a schedule will we meet once a week um with the construction crew construction manager as well as um our Architects Engineers um and the site coordinator and uh we met this morning everything is on schedule as planned um as a reminder our PK program for 2425 is completely full um we do remain with a waiting list of about 40 students even though uh that's a 12 classroom building we also have two classrooms over at our Head Start program in South Amoy and we also have two classrooms remaining over at the primary school and we still have our um and so concludes my report think any questions or comments at this point any questions or I I have a coule first um The Early Learning Center for general public the U governor's office just reached $33 million for upgrades to pre-existing prek programs and schools that don't have prek programs to Start prek programs and you know for all the morning if people do on social media nobody comes here to the thing to ask the right questions um I think our Administration saw that coming down the road and we got out ahead and we're ahead of we are ahead of everybody on that and I think they should all be congratulated for having for Sight to see it coming and to implement it and it's going to be a wonderful thing it's not going to be a babysitting service like people um are saying second on the classroom supply list the state of New Jersey again if it's wisdom has done away this year with the tax credit for preschool um U purchases for computers for college kids uh anything that could be used for students in school so if you have students who were in middle school last year and are going up to high school or something you have some of the Crayons or glue sticks or something that some of that may help out some of our other families I know my wife and I found a box of things from when our boys were down there there still never been opened um so we'll be donating them to some the PTA can probably tell us where I know a couple religious organizations are looking around so you know to help the uh the less fortunate out we're going to need these supplies and won't get that tax uh credit that the state have given us for the last two or three years that would be um a help so that's all I have to say about that thank you may I add something um I I'm gonna speak in terms of communication that we've had through the Boer club uh at our Boer club meeting uh Mr neon and I were there along with u a handful of other parents and Miss Stewart expressed uh deep appreciation for all of the work with the concession stand in terms of like working alongside her for what kind of items asking her input in terms of her years experience using the concession stand and she truly values the the open communication that the district has with her and how it's there now to benefit um not just uh the full sports teams that may use that but in addition to that through booster um and through direct department they created partnership and it's to the benefit of all athletic teams and for those of you that know that she gave out 22 scholarships um a lot of that funding came from the ability of the board approving a lot of the um facility usages that she runs through booster course I just wanted to add in since you mentioned so much about the concession stand um that there is an immediate 100% impact to our athletes and to our general student population um when that ites used through thank you any other board members wishing to comment um and board members what is your pleasure on the a to fix the and to redo the I guess theix I can clarify so we um had a referendum for the stadium and the turfield at Den Stadium that's what was voted down yes um then we received our state aid figures in the spring um we did receive um additional funding from the prior year and we've allocated that funding in a variety of ways L all posted um in that budget presentation that I that I spoke to um but two of the items that um are new for this budget um and are being P for through local funding are the multi-use tur field which is now going to be located behind the elementary school because we can serve more students at that field um and St correct and then also um the uh a set of bleachers not a bleacher system but definitely bleachers that will accommodate um our crowd so this is certainly not as expensive correct correct and then thing about building building forol I see building being built mention so again the um the Early Learning Center um was something that we also went out to referendum to do a twostory brick-and mortar building that right so that referendum failed and so we still had the need for the prek um students and so we went back to the drawing board to come up with a another plan um and a plan that we could afford again through our local budget so we have funded that building through what's called a lease purchase so we are paying for that building over a period of time um and it is um not a twostory building it is a modular building um which is a lot more affordable and um and in terms of the pre program itself the prek program the Staffing the resources everything in that program is being funded by a grant um that we have been receiving since um school year 189 okay thank you very much sure thank you are there any other members of the business to come from the board I have a couple of things under new business um I would our district will be holding a table at National Night Out several representatives from the district will be there um so we encourage parents and the community to stop by ask your questions give us your feedback just stop by and and chat with us we'll have some giveaways and we always have a candy basket which attracts the kids and a August 6th and then also I just wanted to um just give a a quick update on some of the other things around the campus um our high school edition is pretty much finished and we are just about ready to move furniture in that was our addition that was um really 98% Grant funded um so we're excited to be able to open that three brand new classrooms they will be two instructional spaces one um media type space and then a dance SL multi-purpose um space as as well um so we're excited to be opening that definitely for September it is also attached to another Courtyard space that will be used for an outdoor classroom space for the high school as well um so that's ready to open as Mr neelon mentioned the weight room is now ready to use our coaches are going to be going through some training as well as our PE teachers um to work with our kids and our par and our um students um and our teachers for the use of the weight room and then also in the primary school um we are doing a renovation to the media center painting new flooring new furniture um as well as painting throughout those hallways the paint in that school was um original to that building um so it was definitely overdue um so it's getting a Fresh coat of paint and it already just looks so much fresher brighter for for the kids and teachers when they return and then the elementary school is also getting um a Fresh coat paint same thing um new lighting LED lighting which is cost savings to the district but also provides much brighter lighting for um our students and teachers at the elementary and middle school um that's almost completed as well so all of those budget items that we plan for in April are really coming along um and really will be completed before come back and the and the courtyard attached to the uh the Courtyard at the middle school that's right so if you um recall at our Middle School across from the media center um there was a courtyard with some large overgrown Greenery um we thought we could really benefit from using that space this project um is also partially grandf funded um and what we did was we got rid all of that the they really just overgrown weeds and we are turning that space into an area that the students can use as a pass through um but also some seating for outdoor our teachers love to take the kids outside for learning activities um so being able to give them these spaces um to extend the learning to Outdoors has been has been great that project we also um predict will be completed by the time kids come back in September that's moving along nicely also buiness a lot of exciting things happen thank you um our attorney's report Mr par I do not have report okay thank you um Miss L for the payment of bills thank My Name is nor shinberg this continuation of the talks I've been doing this is probably about the fourth talk that turned on [Music] it's on now okay um as I was saying before this is probably about the 4th maybe fifth time I've been talking to you about uh school shootings and armed officers in the school the end of the school year and I'm happy to report again uh nobody's been killed in the state of New Jersey and is shot while the school is in session no students have been shot and killed and died uh there's been 169 years of public education in New Jersey the first one started about 1855 and over all those 169 years nobody has been shot and killed in the New Jersey school we've actually had over the last 50 years seven student shot there was one recently in in uh in March in Newark it was during dismissal this is a very common occurrence for a school shooting school shooting is very rare they typically occurred this way it occurred during dismissal the student was outside the school he was probably on the public sidewalks and was a drive by sh they don't know why he was shot to G the there's no no reports in the newspapers they say it's unknown why he was shot he lived of the seven students that have been shot over the last 50 years statistically we would have expected one or two to die so we're pretty lucky by the way keep in mind at the same same time or in fact just over the last 25 years there's been about 500 students shot and killed died uh outside of school which means there's probably close to 3 to 4,000 young people have been shot in the state of New Jersey at the same time that seven have been shot in school and in case you remember I'll remind you that uh the chance of a student getting struck by lightning according to statistics on the web is higher than getting shot in school Nationwide there's about 40 students struck by lightning about 10 students would be killed from falling to the pre RS nobody's doing anything about that but everybody's up in arms about school shootings which are even rare for that by the way Nationwide there was 13 students killed in the whole nation this year that's a typical year of those 13 killed um six of them were in the parking lot another one was a driveby another one was Ambush one was in inside the school so one student this year was killed out of 50 million students one was killed in a school that hit the national news that was Perry Iowa you probably heard that in the news they killed the principal and student student came in with a gun shot the principal student uh it was just before school began uh but students were there so okay what I have over here now is is what I've given you out is the next handout I've given you out a number of handouts and this handout that just hand out I gave you was about guns mishandled by school security officers remember we're heading towards 100,000 guns put in school if every school in the country had an armed security officer and it' be 100,000 guns you put 100,000 guns every day among 50 million students what could possibly go wrong well let's see I'll just read a few of them a school resource officer unintentionally discharges firearm and his office office at the school a school security guard unintentionally shot shot a school maintenance worker in the eye while showing him his gun but all these are sourced with uh um newspaper reports it's probably a lot more but they just didn't make into newspaper a school resource officer unintentionally discharged his duty issued handgun in his office to the school a wall was struck a school resource officer was leaning against the cafeteria wall with his agency issued weapons fired around into the war while still in the office's holster I'll skip some a sheriff's deputy unintentionally discharged his gun while alone in a classroom a teacher in the adjacent classroom was hid in the neck but wasn't really hurt an off-duty police officer serving as a school security guard left a gun in a school bathroom where it was discovered by three young students by the way that's most of the things where just school resource officers go to the bathroom I guess having to take over their gun and leave it some student finds it and turns it in uh another one over here a child pulled the trigger of a gun in an officer's holster while the officer was visiting the classroom a fifth grade student took a security guard's gun out of his holster and held it with no shots fired during the physical struggle between a student and an officer the officer's gun unintentionally discharged when the student tried to grab it other one a 13-year-old girl became combatant with officers during an investigation an officer's gun went off from inside the holster the student suffered Ray's wound last one I'll read an elementary school student being escorted out of the classroom reached into a dep's holster and pulled the trigger with semi-automatic pistol fortunately there were no injuries and there's a lot of this was just 5 years and that that is noral there's a lot more of them listen here so given this I mean you know no matter how well Tred an officer is no matter how careful he is people make mistakes we hear about that all the time from police officers so the question then is should you be worried that your officer's gun might be used to injure a student after reading this and and the answer is no you shouldn't be worried I have here a few dozen examples of guns being misused it's tens of thousands of these officers in school the probability of your officer injuring your student with a gun is extremely SW but it could happen and that's what everybody says to me when I tell them that the probability of the school shooting by yaldi will occur in South River about once every 100,000 years they tell me but it could happen but it's ridiculous nobody worries about things with 100,000 years there's about one mass shooting per year in school I said there was one in school this year where a student shot of two people one died there's 100,000 schools regular school shootings is maybe one in 10,000 years look there's 100,000 you typically have about 10 deaths per year in school you have over 2,000 outside of school students being shot and by the way does the school resource actually do anything remember I showed you three studies of Statistics that showed in schools that have resource offices there is no reduction in the number of shootings that would suggest they don't reduce shootings and they try to control for all variables except an officer and one show that once a shooting breaks out there's actually about three times more casualties the people who wrote that report choked it up to something called the weapons effect the weapons effect simply is that when the shooter sees a weapon I'm not saying this is true but this is what they say when a shooter sees a weapon he shoots more and keep in mind these shootings don't occur in the school they're over in Split settings like the one that occur in the driveby shooting now you remember the one where the parents just recently went to jail that was in Oxford Michigan you heard that in the news I'm sure they gave the the school their kid with a gun and they received long prison sentences there was this armed school resource officer there she's on video shown doing nothing she actually walked by a body laying on the floor that was bleeding where the investigator said to her why don't you do anything she she didn't understand what was going on she was confused she thought it was an alist drone in fact she's being soed along with other people she may have a different scenario but that's what the investigators said that she said once the municipal police came which was a few minutes later then she got go she realized something was happening and she went with Municipal Police in all the examples I can come across whether it be Coline the head of resource officer nothing parling the resource officers to trial for doing nothing you Aldi there are two res there are two policemen going on trial now criminally um one was uh one is the chief of police he's been in the news Aon but one was listed as a special school security officer apparently the shooter walked by him he was confused he didn't know what he was doing and when he heard about a shooting he thought it was some teacher these things are normally over in seconds when people look at how these shootings are averted because some people say maybe the resource officers avert these shootings well I presented tables for that as well I presented the results of the national um threat Assessment Center that's the data I gave you National threat Assessment Center run by the Secret Service and more importantly I showed you a a chart from the national police foundation that National police foundation I look to find for them on the web appears to be a private organization funded mostly by the government that trains police officers and they have how school shootings are averted and again and again school shootings are averted by somebody sees something somebody knows something somebody says something a very common scenario as they give on the web I've seen ver shootings is a student thinks something's going to happen and he goes to a school Authority very often it's the principal the principal then goes to the resource officer resource officer then calls the Municipal Police Municipal Police handle it because they're capable of doing it they can come with the numbers and the proper equipment imagine your resource officer coming into the classroom saying where where's Michael Smith I think he has a gun or I want to see Michael Smith and Michael Smith has a gun if that student is really going to shoot someone because he didn't take it for his own protection or something he's going to pull out the gun immediately and start shooting I mean it's just not going to work and I think the officer has enough sense to know he needs backup he's going to take some some shooter um the other thing to keep in mind is is why do these shootings not occur in school why do they occur when the students are leaving the school or entering it after all who wants to commit murder in front of a large number of witnesses that know them it's extremely rare somebody would do that that person is quite psychologically Disturbed and nothing is going to stop it now nothing you can do to stop it you want to make another point I have any more time no you don't so I was just going to tell you thank you very much for uh again some information that you'd like us to look at I know our superintendent will uh pass it along to our security I have a little more to talk so I'll probably good evening my name is Malcolm kch uh I live in Westminster Boulevard parland New Jersey uh I just have a question of consideration about uh the gym the gym space as far as the floor is concerned um I'm the volleyball coach here at top high school and over the past last four years uh coach the team uh one of the things that you know I pride myself on is making sure that our visitors and guests when they come into the the gym that it's always prepared it's clean it's make make sure the floor is ready for the uh the students at Le to participate that it's not slippery and uh one of the things I've asked about was getting the gym floors wax before our season in September I was told that the gym floors are only waxed for basketball season because basketball use a gym a lot and so on and so forth and and over the past couple of years you know as I you know watch the kids sweep the floor it's still slippery it's still a mess during the volleyball season during basketball season they don't have that problem uh one of the things that I do at times when it's that bad is I end up mopping the floor myself because I represent South River and I don't want our guest coming into our house seeing the floor is messy seeing the floor is still too slippery somebody could get hurt beyond what volleyball uh requires and one of the things I I'm asking it's a question of consideration is would we be able to switch during the floors in November to September the beginning of the school year to where volleyball would have that floor you know space time clean properly because when the floor is waxed all you really need to do is sweep the floor if it's not waxed you have to sweep it and mop it at times depending on how how often the gym is used during the school day um as I said it's just a question of consideration because I've mopped the floor several times so our guest who comes and plays us doesn't look at the floor look at South River and say hey the floor is dirty this is messed up you know our floors is clean and so on and so forth so one of my questions to the board is would it be possible if you can discuss how you know the floor is going to be clean in September for the volleyball season but our season actually starts in August late August um but if it can be clean in September you know it still be good for the basketball season um when the basketball season is there but as I said I just wanted to know if that's something the board can consider and thank you for your time appreciate it Dr Zer can you look into that I certainly can I know we have an item on our
