to start tonight with our minutes from October 16th get those out of the way you were present at that meeting I was it's one of the shortest meetings on records well no I I watched the video up minute facade renovation and preservation yes on down come on down yeah say your name address you know the whole nine yards uh Russ Anderson 28 Davis Road here under the facilities manager position uh to bring forward an interest for the town along with Nicole Parker 454 College Highway perfect same place we're working on hey person um so this was um something that came out of the when they did the roof project here last over the last couple years in HVAC rown they found a lot of other moisture problems um that they didn't know they had a couple swimming pools I guess we didn't know we had um and and basically the the design of the building being from 1928 um has a whole different design theory that the current buildings do as far as we Poes and how they Shred Shed water etc etc so um over the years the uh in the in the application there's a report from that architect that did the roof uh what he discovered with the uh the brick facade the Limestone the mortar joints uh things to that degree that it's not shedding water and beginning to deteriorate with within the mortar and in the bricks and stuff so what this application is seeking at this time is for the architectural to to First recruit a um a restoration architect that specializes in restoring historical buildings first off because there's many different processes that you can go through apply and we want to make sure that we're doing what's right for the for the structure being of the age that it is it's obviously the center of town government it's going to be here for a while um and we want to make sure that it's you know restored in in the proper fashion to take it through to the Future and not have other issues with water and things so there's there's a few different elements of it as I said there's the front the facade and then there's the entire brick with the exception of where we sit which is a new section it's all new brick that was built and it requires repointing Andor applying some sort of historical approved um material that does not change colors and you know there all those things start to come into play um the other part of that is a excavation on the kind of by the clerk's office if you would uh there's a water issue that they discovered coming into the solar in the basement you can you can see that it it puddles when during the the rainy season if you would um so that meant digging that out and putting a barrier tiring a rubber membrane or something to stop the water infiltration into the foundation of that part of the structure and then the third part of of the project is um from what I'm told from Carl is that there is a um currently waivers Ada waivers that on the front ramp and how that um the pitch width all all those things you know the there's a lot of real strict information how far that things have to go how that plays into the historical portion of this I'm not quite sure because you're adding an ADA issue into a historical item so they both have to be happy so I'm not quite sure what the waer means or or not but Kyle Kyle's on board the Billy inspector as well uh to to agree there is a letter in there supporting you know those changes as well would the report you're going to guess architectural report include death of those yeah yeah it would be a to z would be the whole the ramp would be the questionable thing I did talk to Mr SAR about the facade and drainage and the waterproofing and all that that is protecting the historic thing the first time but then after that it becomes maintenance he said so it's a onetime shot onetime deal the ADA compliance uh wasn't that that wasn't part of what I did speak with him about um who's who's that these a coalition okay y CPA so there are there are some CPA sample contract which if we got into them more we might be able to find some pieces that fit it's the Ada piece there is already Ada there so it would be that's not historical right so you're restoring ABA compliance which doesn't really yeah no I understand what you're saying so that would be the piece if there was none then it could be because you are allowing new people to come into a historic facility right that would be the difference there if there's not a legal one at this point at this point they're just asking us to pay for the people come to us and say whether they believe or not or find other things right you know they could know this or they could say no this we we've approved things in the past like the we don't really have to vot elevator down at the the stage and you know things like that right there have been cases where Ada has been approved that's true four things I don't however this is not do you know when that ramp was put in I don't yeah you don't know I don't know I'm sure 9777 when we moved in probably the case there have been alterations done to it at the base you know on the site walk end in order to make it more comp just we would have to do more research the Lee 48 South so to be clear this is just a request that the uh we recommend to bring it to town meeting to pay for the 155,000 for the architectural architectural construction Administration question will this include Russ plant and specs for the actual project yes that's our goal yeah okay so it so our except for the brick board work correct our goal would be that the plans architect develops plans go out we have real prices and then decisions made at that what's the next step or when is the next step too right and it's item will be itemized all the all the plants everything every part yes I mean yeah it have to be a bid document would require the whole scope of the work and you know what I'm saying my question is you stated that the new brick was installed when was the new brick installed whenever this swing was so this part is not included in the scope of that project because it's new so what was this a 97 did they have this to move in this was I think 97 of course there was that secondary you know then they added on to that as well yeah my office is not this section up to here was a 1950 Edition okay so whatever the old was made from the way they did it was different than the way they did the new stuff so stuff doesn't need to be redone it has it's draining properly that's what thech said said report anyway right correct so just the old part that was from the original building itself is the part that doesn't drain well that's sir Russ uh when was this report or or tentative recommendation made because I know that tigan Bond when they did their study of the municip back in 2018 identified the same problem you know back then was that the report that did all the town facilities yes yeah so that there was that in there I believe but when they the report we're working off is the the architect that did the roof okay so and he probably used that as well for so it's redundant so it's certified certifiable as you get yeah two different people saying the same thing it's Miracle pretty much these days I don't have a problem you know recommending to bring this to town meeting unfortunately this didn't get to the Conservation Commission in time for them to least look at it I represent the Conservation Commission I'd like to at least get the consensus from them that I didn't know needed to go there so that's I don't think you have to go we put it on the agenda so to get to give them all copies of it and put on the agenda for the next meeting this one Dennis wants to discuss this as the representative for conservation with conservation they they appointed me so I have the duty to he's saying he thinks it looks good but he wants to be able to talk to conservation about it before he gives his vote what you're saying do all applications have to go in front of the Conservation Commission for CPC I would bring them all it's up to the representative for that board so you're saying as a representative not necessarily as conservation issu no correct okay this doesn't fall under anything conservation just asking just buying representative that's all you need any copies or we can s digital copies yeah I forward you to the the electronics we get um the historical so um Lee's gonna do us a letter soon weety and we talk to Kirk from historical commission to do a letter they're just in the process you know we all we were moving kind of hypers speed bolts story on that appraise a little bit higher than your agreed on price yes we're lucky yeah so the 185,000 is the appra value of the property for industrial restricted zone property and the $25,000 is the difference between its conservation value of 60,000 which is the second appraisal so so that is the value of the conservation restriction that the town and the CBC and actually fund along with development cost for the trail signage Etc that was included in the previous application we're looking to do is determine the price and fund uh we already did the funding source right last time um yeah we now know what we have in the open space fund and um we have enough for this project you know just can you you guys have a copy of um it's very small you got you got a lot more money in the uh General unreserved General unreserved oh you gave a copy of it the uh warrant article does have a coming out of the open space account I believe yes because that the original vote yeah that's what the committee voted on time I don't know you think that's a good idea or do you want to I don't know if we should deplete that go to unreserved there's a million almost two million in there yeah I think that might be a good idea least before we get there yeah um it is a absolutely beautiful piece of property and the Vista is gorgeous what is the plan because we can't afford maintenance we don't we not allowed to do it what is the plan to keep it in a b time not be Forest uh right now and can the town afford it number one I'm not the town I know so what we plan on doing is number one having a study put together giving different options as far as potent long-term potential use it could be agricultural it could be just going it once a year it could be reforesting it it could be um you allowing succession of vegetation and Forest to take old um we will find that out you know in due time um we're basically trying to to have the best use of the land possible and avoid development of the parcel well please won't that be specified in the conservation restriction uh this the conservation restriction can be be as specific as it it needs to be and obviously the Conservation Commission as the holder of uh the legal instrument has significant input as to uh the conditions what I understood from before was that there might only one be one small piece towards the road that would be altered for parking was that there's the possibility that one portion of it could be reserved for potential use for parking or for small historic building down the road and that would be written into the conservation restriction we we want to have it wrapped up in the conservation restrictions so that uh you know we don't box ourself up completely so Beth we're going to have somebody that does conservation restrictions model you know one for us and then we can look at it and before we approve it that will be what happens out there thank you arus feld's 28 Depot Street to get maybe a little more into your question Beth the Southwick Historical Society is buying the property the town is buying the conservation restriction so there is a gap in the money so the sou Historical Society has to produce or provide $50,000 to out of it pocket out of our pocket to add to the 125,000 that the conservation restriction is providing to come up with the does that come up with the amount 175 75,000 so my question is not regarding the dollars today my question is regarding the dollars 10 years from now which is what is it going to cause us to maintain the property and if you're going to let it become Forest again that's great or if you're going to pay somebody a brush huget to maintain that Visa that's great too yeah I I I really am not on the fence with buying this property not on bed however I am considering what your future intention is to have it be so it is absolutely gorgeous it's amber waves of brain out there you sit in the the museum and you look out and it's gorgeous is it going to become a mess can the town afford to maintain it are we setting aside Monies to maintain it the town is setting aside no funds for it the Historical Society will maintain it to the extent that it is you know outlined in in the plan thank you y we will be conservation committee is GNA put a caveat on you guys and tell you you need you X Y and Z yes correct perfect so we cannot we cannot do Industrial Development on it even if it's no that's not what I'm worried about yeah that's not what I'm worried about thank you our our is keep it open space yeah the monitoring cost would be the town cost for the future right so we monitor with the conservation restriction thank you yeah normally they'll require Force plan management plan that or habitat something on a diesel property like that that would enhance a habitat because don't we do like burning and stuff do we want to take a revote on the where the money's coming out of we can do the revote on on the amount because we have to do that and also we can now say as well where we want it to come from yeah it can just start from where want from the beginning okay you'd like to make that motion Dennis do you have a question so the new I make a motion that we bring the proposal for $125,000 from CPC unreserved funds plus the other funds we can talk about that yeah we we included in our application those funds certain closing costs kiosk signage laying out Trail so there were other costs included in that and I did give sine I believe a revamped um number I revamped it again not to your favor though and I'll explain that in a second I just wanted to get this so there was a motion for 12 bot what's your what's number 125 it's not but well let's not vote on that let's vote us what you're it's been revised we now have an appraisal yes which that brought the price down a bit yeah um there was the property survey which he increased to 5,000 because it was 2000 in the original application conservation restrictions the same property plan is the same yeah sign is the same then there's the realtor cost which that's up to the CPC to use the funds for the realtor cost um but I think you guys you voted on that um closing and legal cost is the same the trail perimeter now the big another big difference is the contingency of 10% so we can only ma the maximum amount we can do for the CR is $125,000 so I took that out of the equation of the 10% contingency what is with in within the 10% contingency is everything else so that's a difference of $12,500 right so we have [Music] 39,50 for the associated cost with the 10% contingency and I added those two figures up for a grand total of $1 164,50 there we go so that is the total amount of what you guys would be voting on and that is reflected in the draft of the warrant article doesn't come within that stop sharing that okay that's what I wanted to explain back to Dennis okay we're going to have a revised motion here to approve bringing this to the town meeting requesting $164,000 50 is a total coming out of the general unreserved unreserved fund I second okay all in favor we'll start with Joan I Dennis I Chris I that's I willing to wait until May so the fact that the land owner hadn't told that to the realtor was a little concerning to me right so I haven't heard from the owners I don't know both their in Jamaica oh well that's why that's in Jamaica doing what they do in Jamaica so my concern was that this pns agreement is going to expire if it's not in writing and if that is the case then I would probably request the select board hold special town meeting right by the end of the year and hurry up and do that it's 14 days so so although right now we have the time hypothetically get things done as quickly as possible right so I mean I I mean I don't we don't want to and again of course the board doesn't want a set of Precedence on having one article in a town meeting um but if if this if it's the case where this is going to expire and the realtor did say to me that if this was these were his words if they're going to wait until May then the landowner might just change the Zone himself the residential and have three loots right so tell tell the select board there would be three CPC be this the pickle ball and the uh the fa the side yeah so it' be three if that would give him incentive to do it sooner than later we could put things on a yeah Fast Track 18th meeting we'll have the pickle ball and the facad see this whole thing you're GNA have the CPC thing on the 18th when are we supposed to hold the meeting on Christmas day right true so when are we suppos we could have we could have a special meetings I mean we've done this before we've had special meetings before time right point as long as people can make it we can have one yeah you know it's not a big deal and of course the board it's up to the board just set the town meeting right but I think that I could convince them to do that if you know in the in the yeah interest of and the other two applications are ready to go so there's no nothing else holding up that process for having another meeting done okay sorry
