narration provided so what did they say it's for a spray park of w right yeah so activity work description the town of sath proposes the construction of a spray park on currently disturbed land the field and blames it on the water they recite they do it in some places they do recycle in some places I'd like to see it used a lot of the field or something at least go back into the uh acant and have for the John Wilson want pull some chairs up don't you come up to the table we got pictures too let me just share that screen so uh last uh last fall I had a big old oak y break off at the roof and fall and crash on the retaining wall in fact uh it was about a $20,000 cleanup all in all as usual you have to get a big Crane in and well that's the wall That's the damage they it pushed the wall problem that it huh problem is no just it's the bottom wall so I got two more above it you know yeah and uh we have a lot okay so we don't have a picture of the tree no I don't have the tree so over the you know we got back we went to Florida for the winter so we got back in the spring and of course the ice and snow kind of expands and it's made it that much worse so my contractor is down there working on my neighbor's house uh James and uh you know he's got a temporary roadway along the edge of the p coming in so he's got a short window of opportunity to work on stuff and this is where it gets a little little off the Beaten Track uh I came in I you know applied for the RDA of course you know we had an emergency RDA to clean up the tree because that was a dangerous situation yeah um this you know at first he put up some uh 4x4 to try to hold the wall up but it was wasn't working and and so over the weekend he actually tore it down and putli a new wall in so the wall is in and it's beautiful but you know it just the order of things was wrong but uh it's beautiful hopefully is there a map that has the foot plan onest yeah let just second so there's the new one that's the new one we just followed what the existing one was yeah we went you know this we didn't go any bigger we didn't go any wider and under four feet high can I get and it's I mean beautiful St you know river rock type facade on it so I it's I think it's an improvement All Along on along the edge of the lake did you put a Sil fence in before he did the work of course he did yes I saw it yeah I went by it a couple days ago yep you got your boat out yep mine out that couldn't have qualified for emergency certification well I think if you had been down there you wouldn't have wanted to be near that wall for his neighbor for the neighbor job yeah and so he had a kind of a window of opportunity too I had actually paid for the stone back right after the tree fell yeah cuz I knew I was going to replace that wall and I wanted to have a contractor ready to go and so he was ready to go because he was working on uh James's place and so had that window of opportunity over the weekend and did it in a day so um it wasn't that big a job I think you probably could have got an emergency certification from Sabrina so he wouldn't have had to come after the fact well we kind of thought that the RDA that we filled out for the trees that whole emergency situation we kind of thought that was all kind of together right kind of until we talk to until we Chris whoever he's said come down do another one I think the contractor is the same contractor who put up the wall without a permit last year Norm this is the one that you took a picture of Ralph's place I think he's the same guy so he's putting up he's putting up stuff without permits I suppose we can't tell him to take it down and put it back up again please don't oh God no don't punish him I don't want him punished I was trying to find you this length that now obstructs navigation to um their Dock and possibly safety hazard to their swimmers um we did a site visit and the actual placement of the dock on the shore it's fine line but because of the diagonal nature of the property lines the extended property line is also diagonal so um Norm was an attendance Andy was an attendance dick Reynolds was in attendance uh Chief Harbor Master um Landis was in attendance and I was as well and also the neighbor and they came all to an agreement that Ro rotate the tip of your dock six feet to the South should make everybody happy okay so I'm assuming this on the same page this is where you'd want it pointing yep yeah y you can leave it where it is on the land but just the land stage yeah if you pull one you pull one of the pins out just rotate the do okay I have a question because I want to do this once if I have to do anything right um so just so you know I took a look I mean like as far as obstruction this this is a sorry this is a property that's two houses down I'm in the middle of my property right now and 12 Grand View has a right of dock right in the middle of here I'm saying if I pivot this six feet there I mean as far as safety of this boat I'm going to be obstructing their property that's my concern as far as that was my that was my concern as well initially they wanted you to Pivot at 12 feet so the six feet was like a compromise yeah I mean you know I'm just trying to trying to get a different picture too in part of it is because of the dock you need a 72 foot dock there how much water do you have I mean that's I just so basically I had I had other I had older docks there originally and I just called the town if the length of the dock is going to impact how much you can turn it so that it's not interfering with somebody else's property if you have a dock that's very long just a little bit of a turn is going to impact it more than a shorter dock yeah I mean I just so if your dock was shorter it'd be less impact for everybody I just been going off of what I was told I could put in the water oh you can but I'm just saying if if it does impact the length of your dock does impact other people's property then they would have to be shorter can I just ask what dock or what property that this is imposing like imposing a safety hazard on like what property it is it was the property to the north directly to the north of you I can't was that six five five grand view view there's like a log cabin and there's another house below it let just let me bring it up um you are 10 property to the just one lot north of you on the lake right so but you don't have a problem moving it right I just want to make sure I do it one one time and don't have to move it again yeah that's all I want refresh but you need a 72 foot dock yeah most people have like a 50 foot which is fine I mean I have a couple boats on there so was this right here and that is six six grand deew right that six grand de right I believe so Divine yep okay but if that length of the dock does impact the other people around you it would have to be shorter so so what is the length of the dock what length what length of the dock wouldn't obstruct anybody anybody's where or area of water where which is going to be a safety matter I'm I'm assuming you have sections different length sections yeah I mean so what's the length of the last one out there 16 feet 16 so that would be probably acceptable well it's a triangle we have to figure it out yeah you have to kind of draw it and see like Chris said you know the longer it is the more the outward extension is as far as na ability when they coming in but I don't if that was something you could live with but you might how many bats do you have I got four boats on there you have four boats or you're renting I'm renting four boats on there I've been doing it for over 10 years and I never had a problem I just extended the dock out because I went and bought all new aluminum docks because my other docks were not worth fixing any longer so that's why before I paid for all the docks I called to town and asked them what I was able to do and um that's why I'm here so I didn't mean to you know I don't want to call this to any issue or safety concern at all but um just trying to make it just trying to make it work following theine as far as is there a way to zoom oh yeah yeah it's not quite 90 de so I can get rid of the the outer portion is 6 ft further south it compromise that works is it obstructing the I'm sorry this so I I have it in front of me it's obstructing the the the neighbor to the right side that beach this one right here yeah that's an association Beach it is not no the yellow doctor asso yeah the yellow doctor Association and then yeah I'm I'm dead set in the middle of that that property that's a huge that's a huge piece of property right or almost double the size of my property so where's the obstruction now this neighbor um to the north where the mouse is they're saying that there's an obstruction oh where their dock way that on the other side all Beach and so their dock was not in at the time and I also asked that question and he said well if I put my dock over here there would be an an obstruction hold on that was the conversation well it needs to be 25 feet away right but he has um less than 60 feet Frontage he's got about well 48 more over than where the but he it seems like on the ground like in the in the photo here his dock did look like it was right on the property line of the of the South buding property but it what boots on the ground it looked like his dock was right smack in the middle of his property it's just just to show you just to show you one more thing I just want to make it like doesn't look like right here was able to go over there I I I had like this is where it's I understand the whole situation of whatever obstruction that a little bit farther out but this is exactly where I've been putting it and you can tell I mean there's tracks of people for for years accessing this there's sand there but to Chris's Point that's exactly where you put the shorter Dock and now that it's a longer dock it's a different yeah he also expressed concern about the boats coming around through the dust coming into the swimmer but doesn't is doesn't the uh the the property that Beach property if he put his dock right in the middle of his property there would be no issue of any obstruction and was it was it 25 feet was it yeah so this was I don't know what year this was when you look at the property line extensions that's where the interference takes place yeah okay can I interrupt for a second please yes the application has one boat at that site there was only one sticker issued for 10 grand views Street not four okay I put oh okay okay I put three doc vessels I can update I mean I can talking here that's the do that's my property correct that's that's the old dock want you to angle it this way down this way Y and then it's going to be in of this one that looks more of an imped all this area over here you don't you don't have the property lines there no the property lines are not for remember that but okay discussion of hydrilla coming up Nick I believe you're still on he is he's on mute I am unmuted now there you go okay we um Lake management has been working with DCR uh when this DCR actually was the first one to identify hydrilla which is an invasive species uh I read in an article today that that actually came out from fish tanks down in Florida people dumped it in the water down there and so it's another invasive that has um gone all over the place and it's going up the Connecticut River and the Army Corps of Engineers has been assigned the task for the federal government to clean it up and DCR in the case of Massachusetts uh is the ones charted with um tracking it and cleaning up hydrilla in the various places that it is found and we unfortunately have hydrilla that was found at in the Cove by South ramp by DCR and uh fortunately though uh they put in for funding for a grant and the grant is for 250 ,000 to cover five years the first three are are guaranteed they're part of it and then with an extension possible for years four and years five and the first year we've got a a contract that the select board signed for 60 I believe it was 64,000 you actually have a copy of it 64,000 and change uh for year one which is to assess the hydrilla uh with various methods and they use uh a DNA type tracking which is more than just looking line of sight the advantage of what they do uh through stantech is the company that is uh already engaged by the Commonwealth uh under combes so everything is already both stantech and Solitude are already under agreement with the Commonwealth so we just have to piggyback on it and stantech will actually do the fancy assessment which is uh a DNA type mapping and the nice thing about that is that you don't have to see every plant uh if you catch it early enough and the key here is timing uh before it starts to break down they can actually it sends off like spores and and uh they can detect though the presence of the spores literally hundreds of feet away from the actual plant so the so we'll have a combination of line of sight mapping by Solitude and then this uh DNA and I think it's R DNA and Edna two different dnas that they do um by S stanc and then treat the areas that it's found any place they find hydrilla will be treated and then after treatment they will do a post treatment inspection and then a full post treatment inspection in other words make sure that it's really gone um and not just broken down and uh could come back so and then this this is repeat next year the same thing it cannot be because of the the way it grows hydrilla does not grow in the same rate as does the curly leaf pondweed and the Eurasian water mil foil that they are already treated by Solitude uh it grows slower initially so uh assessing its locations is later than one would assess the the Eurasian water mil foil and the K pondweed and then treatment is the same thing it's skewed so you have to do a treatment for the it's assess treat assess treat two different schedules and that's by The increased cost yeah it would be treated with the dquad as well or yes yes yes it is the same same chemical that's already permitted and has been used for God now probably 20 years Dennis yeah one so you wouldn't need any additional permitting this is already covered under your other conditions it's already covered under the the two uh 292 251 good excellent like I said we're we're lucky that this is totally funded by Army corve engineers through DCR to us and we do not have to original order of conditions was created the natural heritage endangered species program um habitat has changed a little bit has it increased on the south end it actually decreased on the south end the water I don't know what it is um yeah so that that would be my my only concern is we don't want to knock out whatever is there because it was a plant that was down in the southern part of um cotton grass is that what it is y we never found any cotton grass out there though so maybe it's a different species but the cotton grass was in the same area that the the more condensed area is now so I can only assume that's what it is yeah they they might tell you but they keep it secret from the general public right because people remove it and then can do one I was trying not to say anything about yes on April Monday April 29th uh selectman Jason Peron dick runnels and myself went to town hall in subfield who address the new lpp contract with Suffield we met with Colin mole and the town attorney meeting went extremely well I presented basically the same presentation that you saw last fall we basically said that we were short Change by about $4,500 College I think it was from from the residents in Connecticut and Colin uh agreed totally in concept to to up up the uh the number on a staggered basis the way it was originally resent uh it does have to be approved by their select board I also wanted to get some uh clarification of some some things Southwick will continue the enforcement was some talk that we may have Suffield do the enforcement of Connecticut people but he wants us to do it which is fine yeah uh he also uh agreed to the picture taking that I did for Massachusetts to allow to do it for Connecticut so we'll put that on the calendar be done this year here excellent so again the pictures will be of every boat and every Dock and tie it to a an address in Connecticut okay uh he he's concerned that he he needs to validate the quantity of boats and docks that counted he wanted somebody from Suffield to address that and at the time I didn't think about it but the person that does does bid Pond Connecticut is is Scott uh Scotty and he lives in Suffield yeah and and and Mike does southpond and he is a Southfield president so maybe that that will qualify but we'll address that with him to LMC guys um he also agreed that he would send a letter to all residents of uh of lakefront property owners to tell them the importance of filling properly filling out the documentation that we have trouble with today excellent okay and I intended to go to the next select board meeting when it's on their agenda just in case there's any questions wasn't on this past Wednesday so hopefully the next one select board will approve that then so that's that update excellent excellent all right scheduling a site visit for season South Pont Association one more I thought you said you were done well that was well that I oh I have now attended two saio Conservation Commission meetings first one I was just to introduce myself and and they were concerned that there was was a big issue that that had happened on the lake and I got they were happy to hear that it was nothing and uh but uh you know I basically went through the list that that we had discussed at the prior meeting but then at the next meeting there was an item on the agenda that impacts the lake and that is on Mayflower Lane if you remember correctly we had some docks and on Turtle Cove nobody knew who belonged to right and they were illegally in there the property belonged to uh Crestfield property has now been sold appar with three lots they wanted toine the three lots do a tree cutting program and this was just a preliminary discussion of activities to come so as it gets as it gets to closer and closer I'll get more information we're aware of something J size will be happening in Tri Co sometime in the future right so that's my update from the Conservation Commission and suff excellent okay now we'll move on to scheduling a the site visit at for season South Pound Association yeah redo we're re we're going back there to look at property Lin so how are we going to look at the property lines what are we going to decide we're not surveyors we're not surveyors I'm not going to look at property lines I thought we settled that we did settle that well as far as we're concerned we we we thought we settled it the neighbors Association two neighbors were not happy they went to the select board um and I I I don't know what happened there but I assume this was a request from the select board from the select board they wanted to meet with us we are the own as perplexed as you we are not surve we are I'm not of the mind to be disputing where the jog is right right 25 years later right if they want to hire surveyors God bless them go go for it we're not going to do it had that discussion yet um but I felt that we had worked together and had a good resolution with the harbard master as well yeah we made a decision yeah I think it was another decision I I am not sure what else we could do here if they want to appeal to the slug board then up to the slug board they need to surve is it the association that's appealing the association that's appealing okay not the Mrs jur they're appealing our decision so we don't I see okay we select Board gets you all were going to go back out there we were all going to tag along with you I'm not going back on I don't think we can there's nothing we can look at that we haven't already seen you know it's we decided that that rock pile is where the we didn't say we didn't say that's the line we said that's what we're going to use as a marker we didn't say that's the property line at all and I think Joe is getting it confused and they're trying to clarify that because he keeps saying that the Conservation Commission agreed that that was the property line and I'm and tried to say a few times that was just agreement on a marker that we would use as a marker to then measure where the docks would be we're not we're not surveyor we don't his latest statement was that that drainage is in Massachusetts well Connecticut put it in in by Conneticut Connecticut I'm Connecticut property my Connecticut property now Randy Brown was at one of the site visits and I specifically asked him do you have any issues with with the property line here that that might be on self property the pipe might I might have an issue of it draining into the lake than where it is it's what it's doing that's true well the chief had told that he had done a lot of research too and find out about lines and I had thought we came up with the compromise that I think most of you were out there that in the rain Wendy it could be on a side of it it could be there that there's a property dispute too maybe that's the problem maybe it's not on the other side it's up to them to try to figure that out though I was not going to get so the select board did ask you guys to go am I saying no to the select board yes you are I'm not going there's nothing we can do please don't yell at me well she's here please don't let Doug yell at me you want to go again I'll be glad to go make sure it's raining though so uh if if you want to go Norm um I assume uh 4:30 would be good for you and the first week of June is is is are you available the first week of June so miss jury wants to be at this meeting two I also going to be the the neighbors all the association yeah I'm not going to be part of that but Norm I would be available what what do you think the site visit is going to accomplish not I think we're be just as confused as we are now we have the Massachusetts and then you can start from there Sur and then we have St field saying that they got something different and the only thing really we can say is sorry hire surveyor to show look at something there's nothing made a good point if we start arguing where the jog is we didn't know state so it's a matter of where the state line is and it's a m from there it has to be surveyed I think if you want an accurate answer yeah yeah so I was under the impression that everybody said okay well that's we'll do this and that's close enough and if that's not good enough then the next step be to formally do it if if that association's concerned is a state line that is neither the select board nor conservation it goes to the state definitely not our it's not our jurisdiction to declare we're gonna steal Connecticut now corre exactly if he's disputing the dock permit to the jwes he has no standing he's not the applicant and he can't make it and we've made a determination somebody else's right we've made a determination that and the attorney agrees he has no standing if it's on that permit he can appeal his own permit if you decided where he had to put his he can't appeal somebody else's and we talked about that too yeah did you still want to go I will go hover over the marker uh and the various markers I what I did is an exercise I actually looked at the ones number 120 121 122 123 which are all defined in that um 1800s 19 no 1908 I think it is uh agreement on the state boundary and it has longitude latitude for each and every one of them and if you go on Google Earth and hover over those they are skewed from when you get down in that corner are skewed from what the uh the actual numbers are on the agreement so I don't know what like I say to repeat I don't know what the accuracy is when one goes on Google Earth and puts your hand over again given site you know the little hand that you have on there and you just hovered around a little bit and they don't agree so that just adds another dimension right G be a state issue like Diane pre-cast structure instead of pouring it on site I think they're going to come forward with these options because they have to submit um an application for the 401 Water Quality certific certification
