CH Chris Pratt Patria M Kevin Sol all right all right I'll start off does anybody have anything for public comments Marcus Marcus I knew you were here for some reason did you did you sign up and put your address in marus thank you Marcus show and okay this is related to the North Pond issues uh is that cat rer this will help control access to the lake these are Thorn blackberries blackberries and they are unbelievably nasty and they grow wild all over the place pretty quickly about six to8 feet high and if you could secure the area enough probably in two years you'd have a nice crop of these wild blackberries uh it's a natural fence and they produce berries which the birds go crazy over and I've got a ton of these in my yard that I'm willing to donate for growing stock Excell we'd have to prune them down you know maybe about three feet high yeah then dig them up and they however you want to do it that' be a quicker process too and I guess the key is trying to create enough barrier whether it's some kind of fencing along the lake and then up on the hill so people aren't going to trample the young ones until they get up but they'll uh they'll do it and how are they in the shade did they grow well in pretty well more in the sun yeah you know they like the sun it's mostly shade on that side we thinking but they spread like Matt I have some of my back hill right now pop up everywhere so uh if you want to create a a natural barrier rather than a chain link fence we don't want chain you know keep the people natural getting down there onto the beach consider invasive right that's why I'm leaving one here with your uh conservation I suggested the multiflor rows and then that's beautiful at least this produces fruit that the birds are gonna eat yeah so I'll leave a small Marcus appreciate it anybody else public commenta 19 North Pound Road um I just had a quick question and maybe it's something you will cover when you get to the conservation area um this is more of a curiosity thing because I've been really quiet great over there I love having it closed but in general I'm looking to see what this committee has heard as far as what are the dos and what are the don'ts and the only reason I'm asking is because over the last three four weeks depending on who we talk to outside of law enforcement and within our own law enforcement I seem to get different answers and so do the rest of us so is it outlined somewhere do you guys did you get an outline of what is a yes what is a no what is allowed what is a not allow do you mean right now after the select board said yes where we are right now so we did have a meeting with the state the state said it's not legal to close down the area we can close they can close down the park want yep as far as the area goes we're not really supposed to shut that down it takes an act of state legislature to do that because it's under the conservation restriction that it is open to everyone y so in order for that to be resented it has to go through the state legislature now this little thing Sabrina just put together kind of outlines everything she asked for yeah that's kind what we have right now you're right it's a lot of different information going around but what's BR put together is what we have for bylaw what we have for conservation restriction what's allowed what's not so we get a copy yeah I think she was asking though right now well that's all we have right now yeah and and and I we'll just give you a quick example of why I'm asking is I talked to a law enforcement on one day who said this is not allowed and took care of business and was on the land and the next day this another law enforcement said well I wasn't working yesterday and this is allowed and no rules are being broken these are both officers and then you fast forward to somebody who said well we're not supposed to be on the tree and then somebody said well yeah we can be on the tree you just can't be on the land jumping off the tree is totally fine as long as you do it from a boat so there's just a whole bunch of mixed information out there I knowy gritty but we no it's not really are understand that I'm not we had the meeting out there and we all realized there were a bunch of gray areas we didn't know if you had to have your dog on a leash because it says the dog has to be under control but doesn't say has to be on the leash but the chief did clarify and said under control understand but I was just curious because I know we're still kind of evolving this you know so and I'd be interested to hear when we get to that point in this meeting to to see what's sure that's anybody else 140 Summer Drive so been quiet obviously because okay um there's a lot of what I would consider curiosity interest um from boats and what I explained to Lisa was you don't want attention brought unto yourself don't flare your Valar music so loud that people are going to go okay so my sister-in-law over here's this group saying there's a road back there you can get down there from there this is what we need so here's what I've been able to get from a little background research um from different law enforcement in the area you're dealing with a really tough situation both Lake management and conservation as well as the select that okay what's happening is you have parks and you have natural resources around the rivers that have been closed off for the same exact problems we are now having here and so because they've been closed off and they can't get down there I get it it's hot they want to be near the water and so they're looking for places everybody's got a cell phone I don't care if you make $1 a million dollars everybody's got a cell phone so if I find a nice place that nobody's going to buy bother me and my kids can run them up I'm going to let everybody know okay and this is what you have whether it's Babs I saw the no parking signs go up there okay um you've got a Cove area around South Pond but I know that's on the Southfield side I believe uh you've got the North Pond Conservatory area you also have a problem with a load of skis right now okay I know some love them and some hate them okay I tell you at Doc there are 32 jet skis on the Massachusetts side and another 30 on the subfield side that's 62 jet skis that live here okay I don't want to see them all out there at once obviously and they don't and most of them don't go out on the weekend I can tell you that because it has been mental out there okay reason being again you've got marinas from South Hadley up the river who are not allowing jet skis to launch anymore because of problems with voters problems on the river they have to go up further which they're not willing to do and whoever the marina owner is up there is making both Goku dollars because he's a private guy and he can charge what he wants okay Southwick $8 and that's a state would let us go up any more than that you're close you're closer than South Hadley and Northampton to where a lot of these are coming in from yeah Miss S I just want you know we do not regulate any of the things that you're talking about no you don't okay I understand fly Chris you should know that Dennis you know so yeah but what I'm asking here is that yes we have to come up with a permanent solution What's happen here is a temporary emergent solution so that our residents can feel safe right and they need to but now we have to have a permanent one and it has to stay landwise under conservation waterwise under Lake management in the state mhm am I correct in this correct okay and then you have to be careful of education and wildlife in that area and I understand and Wildlife is in on this too so what I've said to the selectman I'm saying to you I know they've come up with possibly a task force and that is that you all get together this is not one commission that can make every single rule that can you're not going to make everybody happy you're Notre okay however safety comes first correct again and and conservation is a big part of that up there we can't people crapping in the woods and even there even so um those are the kinds of things we want to see in them too so thank you for listening to me I know you're going to bring it up tonight um and I will want to stay on top of this to uh know what's going on there because it's affecting all of us who live there it's affecting even beyond that we appreciate that thank you thank you y okay anybody else I have a hand in the audience hi Michelle Michelle Pratt 152 Berkshire a just kind of building off that in terms of the property I mean right exactly what what she just said and Lisa said in terms of like it being like a lot of different issues so needing all the different commissions to work together I think if there's some way to have a public input besides just people what they say at the meeting um if there's just a website or something or you know emails that they can write in with some ideas or things that they see that they might see that others don't see that might be a nice way like with the master plan how people were able to come to a group and kind of do Jam boards and things like that to to give input I think that's useful um and one of the things that I wanted to bring up that I thought was important if the task force does want to address um the bathroom issues at the Sandy Shoreline area with the boers um I I think probably on the list of issues over there that's pretty low on it but I know that upsets people um and so I very much am in favor of of looking into having a portapotty facility in the DPW Wellhead area that was carved out of the conservation restriction because I know the state absolutely will not allow it um on the conservation property itself but since that area has been carved out I walked it myself from the Sandy Shoreline up to that carved out area and it took me four minutes at a pretty leisurely pace and so I don't think that's a lot to ask people are I think people would much rather walk four minutes than go to the bathroom in the woods um I know they're not going to pull their boats away and uproot their whole party and drive over to the porta potties at the launch like it just appears that people aren't doing that but um I also priced it out and it's about $1,000 if we had a porta poti in June July August and September there's a $100 drop off fee and then it's about 220 a month and they service it every single week so I think for $1,000 um you know in a four minute walk I think that really is worth looking into so I just wanted to throw that out there all right thank you thank you Michelle anyone else all right um asked for permission to record the meeting and I gave it yes as usual yes he we are after 710 we'll start our public hearings the South Conservation Commission will hold a public hearing under the mass 11 protection act General La C 131 and section 40 the south of conservation commission's regulation and bylaw chapter 182 and chapter 450 for notice intent via hybrid meeting zoom and in person the project location 55 Foster Ro proposed project for the construction of a single family home within the river front and buffer of bordering vegetated wetlands all right let see we have an on Zoom yes yes good evening I'm here okay and good evening everybody I'm Steve rty um Wetland scientist anat you know has contracted with me to kind of help him through the noi process I'm sorry can you repeat for you Steve rivy Wetland scientist you're with bog Hunter yeah okay is this the first hearing under this I know we it was kind of um retracted and refiled so I don't this is my first involvement under the new file right I would consider this to be a new filing that was refiled because the project is considerably different than the original something's appear on this at the end of the packet you've got the narrative uh mini map and D comments D comments are the very last and that's at the the first first name packet of in your folders did uh did you address the DP comments I'll leave that one to anat I haven't seen the D comments uh yeah I think I sent it to yeah I think there is not many comments yes they are been addressed did you address them in writing or how how did were they addressed there's a four separate comments that need to have answers I'm not remember from my head what what they was and I don't have in front of me but I the other maybe your consultant could uh Enlighten us on this please yeah no I like I said I haven't seen them yet so I have I I don't know if if they are incorporated into the plan or not um that's that's the first place we usually start at is a go through the DP comments to find out I had a couple of comments on my own if you want to add them I think that'd be a good idea Dennis when you filled out the noi it you checked the box it said buffer zone project only but you also check the box it said resource area Riverfront yeah this one this one should be checked for resource area because we are in Riverfront so that's if that was one of the comments that's something that you know that's that's my comment a different yeah yeah no that's a legitimate comment so that should be that should be checked resource area only I didn't file the not 710 I helped with some of the narrative we'll give it some time we'll give it some time to go over Mark's comments and uh you know at the next meeting you can have some answers anatol if you could forward me the comments that would be good I can I can help you address them they were sent out on July 9th or it was done on July 9th so almost a month ago but do you want to just go over what's different yeah you want can I can I share screen I can put the plan up kind of walk through the plan sure that might save some time next meeting yeah so I mean if if we're going to be continuing anyway this this will be good to kind of just kind of present everything and kind of get all the all the comments out kind of in the public see if this works let me know if you see my screen it's up yeah excellent so I mean we all know the site at this point it's just for everybody anybody that's listening that's new it's a it's a one acre site located on Foster Road 55 Foster Road it's a it's an undeveloped site currently Glenn Brook roughly flows through the middle it's perennial um projects Riverfront area and there's a small Wetland on the side of it as well that projects a 100 foot buffer zone and there's also buffer zone to the bank of the river so you know the site is pretty constrained from the riverfront and the buffer zone um the the area that's proposed for development is kind of the Southeastern corner of the site or a little small portion is outside of the riverfront and that's the the best place place to put any development there to you know maximize having it as far away from the riverfront as possible um you know it's it's through to the configuration of the site it's completely impossible to keep everything outside of Riverfront area um it's new development so we're doing it under 1054 you know so he can have up to you know 10% or 5,000 square feet of um impact within the outer 100 Riverfront area and that's what's proposed what's changed on here since the last time is the original the original site design was assuming that there would be a variance for the frontage setback so the house could be located a little farther away from the river a little closer to the road that was denied um so we're stuck with not having that that ability to push the house a little farther forward to keep um the development Envelope as small as possible he reduced the size of the the footprint of the house even more it's down to I think 728 square foot you know just aerial area of the house um so it's pretty small house as houses go um the area that is proposed is fairly flat it starts to drop and slope towards the Wetland in the back of that area but where the house is going to go is the area that's fairly flat minimal grading obviously they'll need to be a little bit of grading um no Disturbed markers around the edge we're going to propose a little bit of enhancement to the riverfront area outside this limit of work um just some additional plantings of some native Upland shrubs the the under story in there is fairly lacking removal of any invasive species that are in that area there's there's really not that many but if there's anything in there multi floor rows or that type of stuff you know we can identify it and Mark it for for hand removal um just to provide some kind of enhancement on that buffered Edge there won't be any tree clearing or anything proposed outside this limit of work you know I talked about that after the field walk we had a couple of months ago you know all work is going to be within this Zone as shown on this plan um any tree removal any grading any any cutting um the septic systems also shown on here I'll let Anatoli talk about um you know approvals are not under of the septic under um Board of Health I don't really know the the current status of that um but every everything that we're posing is captured within this limit of work right now the driveway the septic the house um it's all very tight very small obviously as you can see it's trying to get a very small house into a small area the amount of clearing around the edge is minimal it's just enough for some minor grading and to basically have enough area just to build the house itself um and you know that that's essentially it you know it's the same the limit of work has tweaked slightly since the last time it's gotten a little bit narrower and a little bit deep deeper but we're still keeping everything outside of the 100 foot Riverfront area it's a little bit into the 100 foot buffer zone um by about um trying to eyeball it here it looks like it's about you know 30 feet or something into the buffer zone um so that's that's kind of the project it's it's very similar to last time you know obviously we're trying to minimize Riverfront impact and maximize using the part of the riverfront that's already been cleared of trees and you know keep everything outside the inner 100 foot which which you know the site plan does plans look a lot better than the the last noi that came in much better detail yeah I think the site plans have evolved a little bit you I I was given anatol some advice and you know working with the engineer and the surveyor to kind of get everything kind of a little a little nicer looking for everybody so yeah we we'll need some time to review review all this and uh the D comments as well yep and if we have any questions we'll just contact you yeah I mean just CC an toally but you know he's he's retained me to kind of help him help him through this but if you you guys have any any questions during review or any specific thing you want address um I'm I'm fine handling that and running that running that through an AOL for uh to get things on plans or update type things that's needed okay sounds good Steve than you guys guys coming in and uh yeah you request for determination I assume I mean for continuance yeah no we request continuance do you guys know off hand what time when the next hearing is yes it would be the 19th same time same place okay yeah can I uh can I can I ask the question um Since U uh what what is the I mean what is the main questions or we have to think about or or prepare for the next meeting because uh I I need to uh I need to have some some Assurance uh something like that this will be approved because uh because my contract uh for choice and sale agreement with the owner expired expiring tomorrow and she she not not want to um give me any any extension so I I just want to um and or just need to be sure I I can I will get approval on this so I can't I can foro this this property I just don't if we could assure you would get it next time we could assure you would get it tonight which is what you're asking us to do but we cannot do that we can assure you we'll have another meeting but we can't assure you whether it's going to be approved or not that's that's uh undecided at this time and can't be decided it can't be rushed because something that's important with there many details it would be a big mistake to try to rush it so we won't do that yeah then and to the Commissioners can't you know they have to physically vote like so they you know they they they don't know you know they haven't voted yet so it's hard you know they can't they can't say if they'll approve it or not until until they have everything in front of them so we what we have to do is we have to answer the DP comments that sounds like there's not that many of them um it sounds like the Commissioners have a couple comments so we could still obtain any more feedback they have from them tonight so at the next hearing hopefully we can address all the DP comments and any comments that the Commissioners have looking at the plans as is and then present everything as once as one package that answers everything and yeah Steve you mentioned something about monuments on the 50 Foot buffer line well I think they're on the limit of work line um like there's little little circle let me let me zoom in here yeah these these little squares here are monumentation on the limit of work line okay do did we want monuments along the whole 50 foot buffer line being that the Wetland is right behind it well we could discuss that the next meeting okay and do an order conditions just something to think about yeah that usually do St you know if sometimes if people want to make extra lawn or things like that um we make sure they're monumented so that people know that's the boundaries limit of work so I don't know if you want to put more monuments on plan might be nice to see it on the drawing too Steve they are on the drawing right now oh not the 50 but they're here work yeah just more yeah it would be you know that could be done after the work of course yeah I mean if it's something that we ended up approving we can condition that they're every 30 feet or something like that that way they'd be every not just on the inflection points they could be along the line itself right you looking for motion Chris that'd commission pen Salem Road and appreciate having a few minutes here just wanted to run and idea that's in the preliminary stage I did we're in the process of developing some ideas and it involves some conservation potentially some conservation fishing properties so I wanted to get your input I'm not looking for an approval of the idea but just input in the early stage uh just backing up we have an expanded Economic Development Commission because we have a master plan a whole lot of cast that we're we're looking at and we have been pursuing uh as a first priority to make the town the best possible environment for existing businesses before trying to bring in a lot of new ones we want to infill on vacant properties we want to make it a great place and we did a survey of of the businesses and we gave them about 10 different possible priorities the one that they said was their very highest Pro priority was to promote shop local yet you know people to be aware of the businesses so the first thing we did was develop a shop Southwick website and we have a business directory now with how many have have actually gone to shops southwick.zoo how many businesses we have 30 restaurants you tap restaurants you get an alphabetical listing of all of them you tap any one of them instantly you get all the details a description of what they are their address their phone number their website uh and all of it you can call them by tapping the phone number you can go to the website by tapping that uh you can get to their menu uh get their hours right there and that's true of any of the other businesses that are in there you know all of the beauty salons the retail stores you know it a set over 150 so that was our first pro we've got that in place and our uh our goal now is to build traffic to that we've got hundreds of users we want more I want to be thousands of users and we've got you know thousands of P page views I want to get to hundreds of thousands of page views I want people to use this regularly and it's there's also a link to it in the town webs the upper right shop Southwick shops ship to bring in people and that's what the second part of this involves and it also is a a way to build traffic to the website too and I like to get ideas the best ideas from other towns in the state and um Sabrina if you could bring up my word document I think the a place that's doing the a really good idea a really good job of promoting all of their local businesses is Adams hanana Adams and they have sorry you know just put the first page only how do I get out of that view yeah just view one page at a time view just a regular view not that yeah I tried to make it look nicer this is this is um here's a uh kiosk at a trail head and off to the side of it there's a bracket with a nice weatherproof sign says Adams explorers welcome after your adventure on G Trail this is part of the you know the trail system down below grey lock uh you after your adventure in G Trail explore the attractions culture and dining events in downtown atams you know scan this QR code ik it bike it see it ski it you know add Mass uh and they also have uh scroll up down a little bit on the word document here's a another example of a sign they have along their their bike trail and little map and again that scan that takes you to the website with information about everything and the nice thing about the bracket is it can hook on the side of any kiosk or you know sign with 4x4 um points and we have a lot of those scroll on on down uh here's a few possible South locations you know that Gorge top three our Conservation Commission the The Gorge one which looks great it's new yeah needs a little work still but then we also scroll on you know there couple kiosks along the bike trail MH and I'll I'll meet with parks and rat to get them introduced to this there's uh a sign at this you know Wildlife Management uh there's North and South boat ramp I'll meet with Lake management to see what might be able to do there and at the New England trail op Rising Corners so there's just some of them there's probably a lot more possible opati and so you saw what Adams did and I I'm no graphic artist but I did a quick rough if you scroll on on down of what a concept me might be for southw you know enjoy Southwick and golf shop wine and dine scan here for detailed online maps and guide uh and we've already got a a website but I would enhance it if if we did this with additional material materal uh but again this could go on the side of any sign or kiosk that that we have yeah uh scroll down and here's what a landing page might look like was on your your phone here are the southw guides you know the first one could be a recreation map which has all of the golf courses the motor cross the all the trail heads the bike trail New England trail the North and South boat launches uh campgrounds you know anything that would be recreational would be there was there any discussion about incorporating this into the town website a lot of people go there when they want to find out about southw we would certainly make a link to it I mean when you say incorporate a link in a sense incorporates into the website it doesn't have to be you know the same URL but yeah we could have that link to the website and then suggesting a dining map and since we've got 30 restaurants we could split it into two have one that is the Town Center in the north you know going out to fing Hills Road then ding map to would be the lake area in South including corners and what I would put on those maps are clickable identity and and it would be like a road map so that you actually see where it was click on it you would go instantly to we've already got all of the restaurants set up with all the details of their hours and their you know website and you know tap and your rings you can call right in and then I would have a link to the shop Southwick site with over 150 Town businesses already on there so you know there would be four buttons that then they could instantly go to the other sides and what I'd like to do on shops hous is put in the information on the Conservation Commission properties whatever you think would be appropriate Grand B Gage you know so we do have a Q with all those things already listed so we could just you have some of well well we can add things of course right update but I I want to have it all on that one map and we could oh I see sent and we could put it in our our format which has the brief details that' be even better but with one of the items in in the directory is website so that's what I would suggest when they first tap on the map they go to The quick summary then if they want to go to the Granville gourge website then they tap on the website link and it it takes that there we could export our files and just Ely the idea is and the other things fit on one the idea is to fit it on a phone screen so just like with that's part of the problem with the other that's a whole different right we want it to be very mobile friendly so like a typical directory entry is is like that Kon uh coffee you know right there on one screen you have the the address the is the website description phone so if we could put in you know as it say certainly the grand B Gorge assume so fski is it appropriate to put in the lupinski do we want to send people there or not uh boo Pond or oh what whatwhere sites all right yeah they're all um would you want me to draft up a description or do you want to provide that I we already descriptions and layers and files and stuff all the properties yeah something know a visitor friendly description it's what I'm looking actually it has the boat ramps and stuff on there too is that you know I've gone into the town website into your recreational some of them opportunities you g to that one okay I went to the conservation properties recreational opportunities on on that all right yep right there on it right that's it okay I will yeah go ahead and and draft what it might look like in our directory format and then that would be the the uh website would take you there that if they read the brief description and said I want to find out more then they could go to this website and this has um Park and wreck properties too yeah I mean some of this is not real bit visitor friendly but you're certainly welcome to edit anything you want okay like the ask trail map doing the computer work yourself is that yeah it's in WordPress I'm just nice we're trying to keep it cheap so we're spending we're spending a grand total of4 year to yeah uh to manage this website because part of our problem thing we're paying for is web hosting okay I'm doing all of the labor myself is the domain fre we have some access to graphic designers well that's the web hosting that's two different things well we paid yeah there's one one time fee I'm saying the ongoing charts there was a few 4 bucks for both 42 for the yeah told me that was that's really good yeah it's it's pretty cheap yeah we'll think about it a time in the coming glad to see this happen Celtic needs this and I think and and besides the parks and the trails and whatever we'll make up signs that businesses can post and I we will get you know my amateur rough will get a professional graphic artist to create a sign and I just suggested out of Simplicity enjoy softw yeah perfect because it covers everything and to to repeat that image that typography that that motto in multiple places will make it look organized like Adams does that as well as any any other Town they're similar size they're 8,000 and they've done pretty well for having a steady drop over the last 40 years they've dropped from 12,000 population 8,000 wow but somehow maintained a you know a nice downtown preservative so I think these kind of efforts really make a difference when when you pay attention to the the town image and making it friendly for visitors it can make a lot of difference in yeah for the businesses Southwoods has an excellent graphic designer right I'm sure Buzz would be able toal worked with Martin there on Martin yeah on some of the original ideas for our website and then he got me started so that I went on for there but I would probably go to him for some of the design ideas here because we have we're also thinking of doing a printed brochure that because you can get to some people with print that you can't get otherwise you can go to brochure Distributors there's Burkshire brochures and there's another company out of out of the eastern Mass that could hit all of the hotels and the rest stops and you know the uh hilltowns has a Jacobs letter Business Association and they have done a map the last seven years and they pretty easily distribute 16,000 through the grure Distributors sounds amazing a great idea more people we reach the Right audience we'd reach the hikers and bikers and golfers every audience yeah and you know as opposed to the teenagers looking for a place to swim well hit people that are likely to use the rest restaurants and so could be a destination that for a zoo no yeah we try to try to overcome that confusion we get that a lot yeah well that's where I want to put that Notch shape in there so that not Ming bass that people connect you know that image with you know enjoy Southwick and and also having you know per it's late voting all this stuff and a lot of people don't realize that it's there yeah okay well that's what I wanted to run by you I will proceed with adding these conservation properties all of them as you said yeah why not yeah and I'll create a category as you notice Yoda shop out there are categories for everything and I'll make a category cor under Recreation I will have hiking by golf I already have golf courses of course but I'll locations this golf yeah dis and dis golf is in there too right that's already in there and so we got it all we been we this for a long time right that so we're not gonna say no okay well you're very Cooperative well I wouldn't we it's amazing and and I you know I just want everybody right up before we develop any clear proposal because we'll obviously present it to the select board and whoever else needs to look at it but I wanted to get definitely appreciate you coming in and letting us know about it you know it's really nice to hear upfront firsthand what's going on with things in town okay and then I'll definitely go to parks and reckon to Lake manag and any any other group you think I should planning board have to know about the signs the signage is that under their perview it's not going to be along the street so I don't know Marcus if it's on your property on got Norm up next preliminary report with the lpp Connecticut Shoreline photo shoot of docks and boats all right so I did the uh photo shoot on the police boat my wife was described took over 200 photos of tried to get every property that had a dock and a boat on it and any anything else that that's on the lpp form uh converted every photo to a street address I've passed them all on to Jean Jean is going through her huge spreadsheet determining who signed up for what because the photo has street address on it okay so that's the only way you can do this so she's in the process of going through her side so we'll we'll get a in the near future we'll have an idea of what sort of per accuracy we have on the Connecticut Shoreline okay uh so that that's on ongoing and progress how are you able to figure out from the Lakeside what the street number is well if you really want to know the process you okay trouble in Massachusetts doing that right you start on the subfield assessors Maps print off every house on the Connecticut Shoreline right down the homeowner's name and you drive around the entire property and list the color of the house by the by the number okay and you put it in a spreadsheet with all the different headings for we got to go inventory and then when you go out there you take take all the maps you got the spreadsheet between the Scribe and the photographer was that simple that's that's that's that's Chris's detective I mean on the mass side a lot of people have their addresses on the do the Connecticut side they don't there's 10 on the connectic that's that would be make it a lot easier yes right so so then you got to save every photo to the street address email it to Jean Jean does her thing and if she finds someone that hasn't submitted a form she sends him the photo with a letter and you start getting hopefully Improvement got one all right we got one so far one out of 27 start some place I know somebody else that said they're one is started so better than none one of the other benefits of doing this is you know oh yeah we got do we have an issue with the Suffield plan uh select board and they wanted an independent analysis of the boat count that LMC does every year so I had the brainstorm that since I've got photos over 200 photos to the street address if if they understand the process they might and Compare the numbers to the LMC numbers they may say that's independent enough me and I can send them all the photos okay so this this next couple of slides are now comparing uh what the 23 LMC inventory the 24 LMC inventory and then the photo shoot and then compares the differences these are the headings that reissu doc stickers for okay and uh you can see I did a comparison on the bottom line and on the total we minus 23 difference between uh the photo shoot and the LMC inventory and the big chunk of it's in boys so if I go to the next chart I break it down by South Pond and middle Pond Connecticut Shoreline and you can see sure enough on the somehow we miss swim platforms on the LMC inventory so Thursday night at LMC meeting we'll be discussing why they didn't have any and I found nine and I got a picture of nine okay uh so if you look at the total count we're really only off by 11 and because you're out there at different times different days uh boats will even docks while you're doing the inventory uh so you can certainly will have some differences I like to get a little closer than than minus uh minus uh 11 to the total quantity so we'll be working to get that and then we'll approach uh Southfield to see if they'll let us present this data to them and so that's where we're headed on this so a lot of work lot of work as usual nor good job thank you and I'm done for that one all right it's a lot awesome okay we're on to Temporary closing of North Pond Conservation Area parking lot discussion and approve Land Management plan so you've got a couple things in your folder for spefic going to be separate issues Chris I think so it sounds like it doesn't it the parking lot is one thing parking lot should be separate from the management plan management plan that will be in a different timeline the uh they mentioned something about going to the planning board to get uh parking area approved is that something we really need to do we have a parking area does that Marcus does that go for the planning board parking areas I'll take the f yeah again it's town properties so there's discussion I guess to be had with John C probably should have that discussion as we develop a parking plan but that would be up to the Conservation Commission or the suggestion of the Conservation Commission to go to the planning board I guess that's why they want to do this as a group task force yeah yeah we can't I mean they made suggestions you could make it resident only it could be uh you could sell parking passes you could have a lot some places have a lottery that they get to have parking passes there so there's bunch of different ways to do it I don't know what the best ones to those are all good ideas the wildlife management ver gate and that whole flat area there that's never really used um is that an area that could be explored for parking where is that going down the road on your right there's that y Management Area yeah yeah the Wildlife Management Area which is not even really part of the wildlife management um course the other thing is you know accommodating that level of crowd if you can F 20 30 cars in there which you could easily seasonal you could do it seasonal so from June till August or something that's utilize that area for parking that's under the state oses single Trail going into it and out that could be monitored I mean you could do that it's not a very big distance between that spot we have to see if the state would go along with that I'm not sure you put a little box at the entrance maybe and then you could charge people too and do all of that just like we talked about that as well you're have like having somebody there monitoring the parking lot kind of like they do at the boat ramps right collect the fee y check your coolers yeah but you know we're talking maybe about security guard or somebody like that single Trail in single trail out so there's no wandering mandering doing whatever we're talking for our parking area for what eight car eight to 10 cars eight cars I think we're talking I know um well um fish and wildlife do lists our parking area on their site as far as for parking so I mean yeah do pretty sure that's I'm pretty sure she said that Jen said that at the meeting that we had I mean it's a flat area that doesn't really get used at all um and same thing happens with the Wildlife Management Area too when opening day you have cars out the road all the way down street yeah which is also problematic because that parking spot is super small too right I don't know why they don't open that gate and let people park on the inside flat area right until the no shoot Zone you know I mean that that would open it up but I'm talking about the adjacent part which is closer to North right the gate and it would be a whole lot more manageable because it's all out there you could actually see what people are doing and everything else you can throw in a couple of porta potties and you could also monitor entry and exit I know Jason pong's been talking with Lieutenant solamini from the state maybe we should get him involved with this too to find out what we could yeah because they Patrol out there that's their jurisdiction get them involved as far as the having a plan for the conservation area I mean we're not going to reinvent the wheel we just look at other conservation areas that have successful plan and you know modify it to us you know take a few different places that we like compare them and see what we like in each one of them and incorporate it right ref I thought it was a statement yes it's just a suggestion that's to start from scratch that other places have done it that's what the input we were getting from fishing game too fish and wildlife yeah is what do other places do what you know what do they do with the parking besides just limiting or you know so we got some good input from that about things you already talked about as far as a place with a conservation restrict them how they have rules and regulations for that but they don't control the parking lot they made that clear yeah that's separate no they don't control our parking lots directly we did get information we found out that our bylaws are very vague and right they really don't we we don't know as far as campfires go and stuff like that rope swings rope swings they're not just allowed even swimming they're not allowed that well it's actually open for swimming if you read the um CR says in there access to the lake for swimming oh yeah she had said something it says it in there I had heard that like even out like on the cape like some of the towns like Dennis and stuff like that were having issues with you know I wonder if that's even though it's different area same thing you know uh they did stuff like out of state you know people that were coming from out of state like charging feed I'm just saying like maybe that like you're saying use that as a guideline to see what they did because it gets really Rowdy on the cape like Fourth of July weekend like you know or week you know that whole week like they think they were closing their be some of their beaches to out of to it was only for in town residents for the week of the fourth so I don't know maybe like something to see what they do out on the cape because it gets pretty crazy out there too you know maybe to see how they help control what they're doing at some of the DCR properties they right I think most of the problems around people coming to the lake itself around the weekends in the summer you know so I mean very seasonal and like that's they're targeting like the weekend of the four or the week of the fourth that week is always like everybody goes on vacation but it's like a lot of young kids party on the beaches alcohol same right similar type even if we had more patrols down there during those times when we know there's yeah signage would have to be more specific the penalties and what the do and do right that needs to come from at our collaborative discussion I think the police department unless it's in writing they need to know like there might be some confusion even on the police force of what they should be enforcing and what they shouldn't be enforcing so that needs to be clarified as far townwide as far as I know they're going overw as we speak to figure out what needs to be um modified you know or try to interpret them through the lawyers right baby steps it's going to be baby steps but think your head's on the right spot charging Out of Towners I mean let's think about it up Carlos because it's great it's watching it it's great why am I gonna pay money you know yeah's checking me it's going to take some time but in the meantime W be done during the season but hopefully to keep that part for the rest of the season I would imagine I would think so that pull things off yeah it co some specific and guidelines right keep it closed um TBD we still do not have approval from the state to remove trees um but we have uh more concise tree plan from um the envir harbor Solutions and did you send that to the state Sao the plan the treat cutting plan um I don't know if I sent this plan to them they need to send that to them they're to approve that they read they done for permission when when they were out there they said they had not given permission and they have to go through it and get the to work this would be part of it yep so get that in writing about cutting the trees at breast height breast height yeah so that right so they they submitted a plan um I think I sent it to you guys last week when I got it you have a copy maybe Christ you get that get that as soon as possible otherwise this will it takes forever to get anything through the state so oh right well I want to know your opinions to see if you guys approve this and then I'll send it over to the state um so please have a look at it um I did in their in their plan that they submitted to us they didn't specify the equipment nor how how much of the stump they would leave behind so that's the email on top that's me asking what equip yeah so they're not going to bring any equipment everything's going to be brought in like by hand so I'm assuming chainsaws and pulley and all the other fun stuff that tree people do or use um and then they did say that they could leave the stumps at breast height I suggested breast height so if that's okay with you guys then we'll go with that that's what she said so yeah and you'll get a copy of their insurance form for the insured so I would assume that they are totally assume it you have to have they with the town they're the town's tree people oh those are the town are yeah these are the town oh excellent yeah excellent um so in the packet they go through um well I believe it's four let's see accet one is a map I probably can bring up a map from the past meeting so I'm just map with the trees map the trees identified so let the state will know which ones we're talking about yeah there's five assets no they're S no it was we're in July maybe I don't I thought I showed you guys that last time I don't think it's this oh but no it's not this this isn't the map there was a map that was attached that was with all this it was the one basically I drew and then they took it okay it's the maping if you could ask them how they're going to mitigate for any of the vegetation that they're going to be walking or around not to destroy any additional vegetation while they're out there they put mats or however they can do that without are they supposed to leave the chips and basically the the falling logs right there in place well we talked about that's what they want falling some of them yeah right there put right they actually wanted to see that right provide habitat so in in in in the cleanup section they do say leave the stomp Place tree material on site to help hinder erosion fo access there you go final notes ensure all saf to protocols communicate double check um so they they got the word optimal pull angles climbing up ropes I'm not sure if they mentioned anything with protecting that I mean there really isn't a lot of under vegetation over there yeah they're just bringing that into right but all they're rigging in chainsaws they're not going to be using it I don't think for yeah they're not bringing any they're just gonna walk down there there's no other Power Equipment the chain they're climbing the trees and that's it yeah so and like I said there really isn't a lot of undergrowth there to protect so it's all there Destro right so so Marcus comes in I mean Marcus quicker bushes aside from aside from they already provided me with the map but aside from the map I think this is pretty comprehensive and good enough to send over to the state that would s and Elizabeth was planning on like having the decision for us today but they didn't get it to me in time so she said early this week and she knows that the the tree company is ready to start work on on the eth and she understands that so um if I send this over [Music] to um the state and they give us the okay should I just tell them okay go go for it for the tree work that yeah abely well we take a vote for that I Andy I Norm I Chris I Jerry I all unanimous who who made the motion nor I'm seconded it um so you have another portion for this um line item and just at the top it's my handwriting that says suggestion CR and bylaws North P Conservation Area so you um I think I already read the walkth through that I had July 8th with Jen before um the flight broke out um following weekend and we did have suggestions um on the table to see what we could do to bring us into compliance with the CR um so as far as like a temporary closing of certain areas do you guys want to close temporarily um the whole Scenic Trail or a part of the Scenic Trail so we could try to get the habitat restoration up or at least just leave it so the trees come down put up a fence saying area temporarily closed and then just allow the vegetation to grow and if we need to that's fine I don't think we need to put any signs or make a ruling snow fence what you're thinking saying like a snow fence yeah just keep people out of there especially just in those areas that we were talking about area so so up on the screen I have a map of the trails and the Brown Trail right here let me see if I can oh and also hold on let me just see if I meet sharing um so down here is where the trees are that are proposed to be taken down the ROP swing trees and the trees that they jump out of um the Brown Trail right here is the Scenic Trail this is the entire trip so it was suggested that we could close it off at the fork right here so so the whole entire Scenic Trail there's no access to it and would have to have a closing right here or a portion of the trail um where it's mostly problematic right here um and well I think it's best just to temporarily shut down the whole Trail the whole Scenic I agree you have people going down there and then if they get halfway down there fence they're going to break the fence yeah sign of scen temporarily closed until further notice yeah we can put one at the kiosk and we can put one right where the well snow you said snow fence yeah yeah so we'll do snow fence and then we'll do a sign yeah you have an alternate right there so they can still get down so the whole thing's not clear yeah the whole thing won't be closed the main trails open um that's another thing I wanted to talk about actually the the Vernal pool one there's still trees that are down right here we need someone with some chain chainsaws to open up the the Vernal pool Trail now do we have to submit in writing that we're going to be doing that kind of work div Fish game uh we can if we want but it's just maintenance we can definitely because Jen knows Elizabeth knows that those trees are down right on the trail um but I can write something up and send I can write the whole thing up and send it over to them that'd be a good idea um like this is the plan that we've decided um that's more comfortable for me that's and I'm totally fine with that um I just don't know as far as chainsaw work like do we just have one of us do it or DPW I don't really know who owned the chainsaw and can you work it when they're doing the work through the fire trees can they do those that wasn't part of The Proposal so oh it's a whole different it's a whole different yeah these fell down that's quite a way to get there with their pickup truck they'd have to I mean they're down they have to carry the chainsaws them so they can at a price for that already it's already like the work that they're doing these five trees they've already given a proposal on price so it's different this is different and it's um what about volunteers I know we were clearing Trails we had people dying to get out chainsaw people like using their chainsaws M um John Wescott was he the one that was you put the word out my Scott I think John would be walking in there so his knees are pretty toast it was a while ago I can ask Randy I think some of our DPW crew are able to use chainsaws and down there chainsaws um so I can put that on the plan to have those that trail cleared and we'll just put the the tree limbs off to the side kind of blocking the neighbor from coming in with this ATV yeah there were we supposed to restore where it had been raped away from the shore back up into the a little bit where we were all standing are we supposed to restore that or just not do it anymore I mean it was just leav so I don't think we have to replace leaves onto she said she wanted it to be natural yeah yeah well it will become natural yeah just leave it yeah it'll fix itself right but I think all that stuff gets washed with the waves that come in there I mean that's naturally gets washed away I believe anyway okayy trying to think of all the different things they were suggesting yeah um sorry go going back to the tree plan none of those trees were supposed to be dropped in the lake all up onto the portion yeah so um I think there was also like some question if we need to ask the state in the different level as whoever controls the great pawns if it would be okay if we dropped R I wasn't I don't know if that was a complication but do we have to go through D for this since they're right next to Lake we we already did reest termination we did that okay yeah who a negative you didn't have any comments on that right determination of liability we issued that yeah and I I'm pretty sure I sent it off to Mark already okay so double checking so yeah I don't know um that might be so you you still have questions on the parking area as far as how many cars should park there is that and you want to talk to planning or well we talk to the um fish and wildlife they're thinking eight y would fit there nicely yep don't too okay so I think um I have something I have something to work with right so in your second the second page um is I went through the CR the conservation restriction and it's it's hard it's hard to read it's hard to understand um you actually have to read basically the whole document to know what's allowed what's not allowed so I kind of did a synapsis and I put this together um and the the purpose of the CR is very important to always fall back on and read when you're trying to understand the rules and what's allowed and what's not allowed so it says the premises is retained in perpetuity predominantly in their natural Scenic and open condition for fish Wildlife Conservation native habitat protection management for biodiversity protection and Associated public outdoor recreation and other conservation uses which are consistent with the spirit and intent of and subject to the protections of article 97 and to prevent any use of the premises that will significantly impair or interfere with the conservation values and to allow Public Access for enjoyment of Wildlife and open space resources so we have always need to go back to the purpose um so definitely CR prohibited which are applicable to visitors because there's other stuff as far as like zoning and all that stuff but for for visitors we have no construction of structures or new trails no removing soils or minerals no placing fill trash or debris um no activities detrimental to erosion control drainage flood control water conservation soil conservation or fish and wildlife habitat no use of automobiles trucks mountain bikes motorcycles motorized trail bikes allterrain Vehicles snows or any other motorized vehicle except as permitted under sections three and four and then I just wrt what sections three and four were in case anyone was like Curious no removal or destruction of trees shrubs and any other vegetation no introduction of non-native to Massachusetts species um and no motor vehicle parking for public access on the CR property what is allowed is passive outdoor recreational activities such as hiking cross country skiing Hunting Fishing trapping Wildlife observation and similar outdoor recreation activities that allow for fish and wildlife conservation native habitat protection and management of biodiversity protection so on the on the town website under the um North Pond Conservation Area I put no no grills for example no fires because those are they go against the purpose of the CR um they promote litter buyes aren't good and it's it's just not consistent with um habitat protection exactly so that's I think that's why there's a lot of Disconnect confusion on what the rules are um and what is enforcable what's not enforceable we don't have these bylaws that I think we need to write up to actually enforce and give the police so you know a break in a sense like so they know exactly what they can enforce what's allowed on the properties and and segue into town bylaws the only Town bylaws that I could see that are applicable to uh conservation properties all of our conservation properties are the chapter 62 alcoholic beverages that's for open containers um and the prohibited acts no person shall shall drink any alcohol or possess an open container full or partially full while in any public area and um I hear that's kind of hard to enforce but I don't know I'm not sir and then there it is enforcable um 1002 200 $300 uh per per offense 300 being maximum um the second bylaw we have is burning open um we need a permit um to have burning no persan shall cause suffer allow or maintain the open burning of any combustible material on or in any public Street Alley Road or other public ground without first having obtain a permit so there's no fires allowed on conservation property the F's $25 for each offense I don't know if it needs to be steeper than that and then we have litter so no litter in public places we don't have have a bylaw for um recreational vehicles on toand in the conservation restriction but it's in the conservation restriction but there's no bylaw so surpris it is surprising we have laws for we have laws for snowmobiles we have laws for boats but there's no bylaw that says you can't maybe I shouldn't say this in a public meeting because people are going to be running around at least what I I couldn't find and maybe I don't know maybe Marcus knows more than me but I couldn't find anything so um I think the this is GNA come up in in hopefully in the task force meetings um from my understanding uh police is going to be involved with task force um along with fire so just one question I and only because I saw it happen some guys are parked up there with paddle boards and They carried them down the path to the lake is that allowed access to the lake you can do that right sure y yep and I imagine if they wanted to carry a canoe down there kayay kayak okay absolutely fish po ex people want to know what they can do and can't do are some of the things that we talk about yeah it's pass passive Recreation so if you're if you're passive about it no on motor on your paddle board well actually I think the motor would only work once it goes into the water right so I think you can carry a motor but that I think that's getting into the nitty-gritty yeah I would say you could do that if you're teing something with a motor it's a long walk with a motor it is motorized C that's the same as a jet SK um electric bicycles are allowed on the are there's a million of them on there I'll tell you right now those little there I would say over 50% of the bikes I see on the rail trail are motorized electric they whip 4 miles hour yeah okay you don't hear them coming till they're right there alrighty we'll move on thank and 23 and I had put in uh with my Sharpie the 100 foot buffer and the I believe isolated Wetland within it and it does look like that that 50 foot has been relatively untouched I think I remember that we had them put up monuments I believe yeah yeah we did now that now that I see the map and see where it is it's across from the access from the side yeah okay yeah pretty be over here yeah it wet everywhere but when we did did the side visit things looked dry so I think we can take um some cars through there and then they would set up their equipment and then this would also be the walkway for the stargazers to go um this is a little bit too treacherous to walk at night ever where are they goingon to set up right up here on the top middle somewhere somewhere right here last time I was out there there's a ton of poison ABY up at the top of that well let's hope that that'll be mowed by then right it'll still be poison mode already once but I mean on the edge they brought my dad brush think already too but middle of the field there should be any poison no it was all at the top so probably right here entrance the path yeah picnic tables are yeah picn tables are swimming on a sea be um so eversource had whacked out a couple trees right here and I again like all of them they're gone um which is okay but this is actually a walking trail and it has sense overgrown I would like to have a volunteer if they can weed whack that trail again so people can walk on it does anybody have a weed whacker or something along the lines of we we used to put wood chips on there right along the road the trail used to be wood shift yeah where they have bio disintegrated chips don't last for last year where do you right along the road right the road there's a walking okay so do you have a WeedWacker of course I do I weed whack North I think it's I think the tractor I haven't done Clos um so we have a brush hog or a weed whacker I don't both brush hog would be better brush hogging would where access if we could drive a car up there or a few cars it's going to be a few of them um and if we could get that trail cleaned up for people to walk and granted they're going to be walking at wi that's the one that we site visited in yes the neighbors are very helpful too the G they got lots of equipment they they help a lot do um and I'm probably going to need some volunteers that night couple of pictures this is the tree next to my house last September and this is it in May things got to be 80 90 feet tall because I actually years ago we they had a 80 foot Pine removed in um a similar area and I know this is lot than that one um saw the other day from when we were at you can't miss it I think it's the tallest tree around we did discuss it out there as well walk okay so again we need to get permission from the state because it is on conservation restrict land understood understood and I know I had brought it up to I think Sabrina last year when it looked like this and now it is I mean within less than a year it is it's done it's done they here with some guidelines Saina yes something about a safety hazard could be well Randy when looked at it said it's definitely thee Ward to say that's a safety but the state had they still have to give permission right guidelines we have to go by to be done I I me I could use a new kitchen but probably get more she was concerned it was a hazard to her home and she asked the town if we could take it down or at least address it in some way so I did a site visit with the tree Warden um shortly after that and the T Tall Pine Tree was indeed dying it did not look like was leaning in any sort of Direction specifically nor the direction of the house so it didn't appear to be an immediate Hazard regardless of that I still went to Town Council to ask for some next steps but Town Council did not reply and we did go on that site visit on July 22nd and it was kind of nice because the state was there because they have the CR and we have to talk to them about all this stuff um and they said that the tree can come down under these conditions it needs to be a certified Arborist they need to be fully insured um they need to be asked to cut the tree as high as possible to create a snag for Habitat because we like habitat um and the neighbor shall pay for the tree service and the proposed removal tree is within the 100 foot buffer and needs to be approved through uh at least a request for determination of applicability and I think just from the past it would be just through a request for determination of a fing building not through a notice of intent because this is not we're not building anything we're just cutting this is a buffer so that is the synopsis of that and I was going to ask the commission if they wanted me to write up a well I'm going to have to write up a letter regardless to make it official yeah um but she's going to come over with a request well no emergency certification can we do an emergency it didn't appear to be an emergency okay so we'll do an RDA we'll vote on it who files the RDA if it's sign it's it's not on my property it's on the conservation finalized plan let us know so we can review it because you guys need to approve it so I have a map of the place of the new replication area actually hold let me just share this okay um so the old proposed area is right where my mouse is right over here this is lot 15 this is the cross right here M the new proposed area is all the way over here on the open space um parcel um and this is the buffer existing I thought that was rain this is the existing buffer right here and this is the Wetland replication proposal of 3,800 square feet it's probably going to be smaller than that um and then this would be the new buffer area so we're actually not necessarily taking there's already a buffer there I think that's a better spot for it honestly way more on there to feed into it yeah and I I asked uh Steve about access and he said there is a way that they can access the area because that's my concern is like you have all these house slots that are already built how are you going to get back there but ask the other question are they still going to have enough open space does that take away from the open space now they don't they have to have would it still be part of the open space spotland I would assume what do you mean oh it it doesn't count as open space if you're going to create a wetland there I think it's a better spot for it it's probably not going to be that big now because it's uh it's considered a intermittent stream and they are going to put up a a metal Bridge you know like they got at the southw in that's what we talked about right so they won't have to cast anything they can just is lot one built on already yes so how would they do it then because the there's Wetland Hill I don't know how he's going to make this happen I'm hoping their more finalized
