doing today happy New Year happy New Year the pieces add up don't they oh science oh my God the science aren't the most expensive part right it looks like it's all the hardware by the you guys should have a a quote review a hardware yeah Hardware this is for the no North Pond event venue we have done there yeah well I'll give a quick background if you want and then so as you may probably know there were some happenings at the North properties past summer as a result of that there was a task force that convened to identify some recommendations to address those issues SL board voted to adopt many of those measures at a meeting maybe maybe a month or so ago and one of those items was to post uh South Long a road with no parking signs with a a time frame from May 1st to September 30th um and that would be from northpond road all the way down to Hunter Ridge Road Circle um in addition there was also a public hearing to post White Street with no parking signs so we have very limited inventory in stock uh but what we don't have in stock I asked for a quote from East Coast sign which is what you have in front of you and so the cost to purchase the remaining signs that we don't have and the Hardware the panel the um Channel posts and the bases and the nuts and bolts is $754 if you look at our align item budget for signage it's $5,000 a year we go through that every year on our just our normal use so this is uh kind of above and beyond what we expected when we put the budget together last year so we're sply asking for reserve and request to cover this balance so we can purchase these signs and install them by SP time So Randy are the uh these are permanent signs even though the it'll only be in effect during the summer months yes and is there as many so like I live on alov road and the temporary signs went all the way up our street to the PAC which um you know they're temporary but it seemed like quite a few so is this going to be the same footprint of signs as the temporary ones or so the sign the spacing is based on mutcd which is the Bible for signage and anything Road related so based on the lettering height of the sign the spa the sign had the space 120 ft apart so that's how we're going to space that's how the spacing will be all along South Long Street yeah you said along South yard to Hunter but coming back is it all the way up North pound through alov again it does not include alov and North pound but it starts at North pwn Road okay all the way to Hunter Rich all right and then other side streets I can't remember is it Lori is that before Hunter and yeah there's a couple that are within that that dead zone there's uh Hunter um Lori Cody Lane Granada Circle we're not posting any of those so there was discussion about posting those similar to North South longyard Road uh but the recommendation and decision from the board was to if needed post those temporary with temporary science and see how it goes or address it you know down the road or revisit it you know if it's not what's what we're proposing that wasn't work then then change it down the road are they opening the parking area again or is that staying permanently closed I expect it'll be open okay so there will be parking there but very limited the plan is to reduce number of spaces from 8 to four you put up temporary signs last year do you feel it took care of the problem and you feel this will take care the problem this year that's that that's a question for the police department they put those signs up last year it's a safety issue why they're put up I can't explain how effective they were not that's very question place this selectman had many meetings they formed a committee I've been to most probably all those meetings that I could go to and the thought process this will help the end of the day is you're not going to adop these kids and they're going to make the phone call and the police are going to show up eventually and they're not always next door but you have to start somewhere with this process is it going to be ugly yeah it's going to look like we 92 post between both areas but if you don't do it you're just allowing them to get right back in there again so what do you do you no one's thrilled about this but it's it's it's where we're headed you know there's no easy answer and you got to start solar it's a lot of signs it is always it is and no one's no one's excited about this I don't care who you talk to no one's thrilled about putting up signs or happen to arrest people or everything that happened down there so if this is a if we can get in front of it like like the town's trying to do then that that's the right thing to do with this gu and I know our little guy on a TV screen got all kinds of ideas and may maybe they'll uh maybe they'll some with it he's got he's got you know he brings over some of his West ideas and they do have a different way of doing things there which would maybe help as far as authorities to do started with a personal land and I'm going to probably say it all L but Historical Society looked at a partial land Jason to their property that was going to be a marijuana place was it yada yada yada they made a deal they put it together to purchase it with CPC having a part of this project and them raising a little bit of money to do their part of it so originally the two owners of the property I think we all thought would wait till this St one of the owners basically said I'm giving you a a deal I need to done now so that's how it came about and then there's always those little articles that kind of hang out there like the fire department for the raises that could have waited to the spring it probably would have if he didn't have a special but we have a special so let's add that in the CPC for the the cement work here I mean that's been been kicked around for since the the roof started so they finally but it's really that property that we need that's what started the processer that property that's what started it but then all the there stuff we just added to because we had them thr around and hopefully be less in I spring time you know so okay that's that's what I said anyways just one thing really quick it wasn't necessarily that it was the deal it was the fact that they are not willing to extend that purchase and sale agreement past the end of January so it would have it would have died and then they wanted to come to the town to try to change the zone to build houses there so the Historical Society really was practically begging the town to have the meeting so they could acquire that parcel to leave it as open space but the way that parcel is I mean they can say what they want there was no one else looking at it but we're here it's all good right can you tell me do they have their funds in place for their portion of it yes well they have debate not already I don't think they've withdrawn the F they have that's awesome that was my nervous part about the whole thing is they get them funding wonderful all right so we're back to the content article three um we didn't do pros and cons on article one and two or not um it's CPC it's CPC so all basically if you say anything is the funds are available okay there something that's really well no I had the I had the moderator ask me what we were going to do on article one and two oh so I need an answer for her oh okay yeah yeah so answer is funds are available funds are available okay she's surpris she's not here yeah yeah so that's what we are going toer one okay so all right article three and the same right they have the money in their budget it was just in the wrong long line item and they just want to move it from one line item to another correct correct correct the money's in the right line items unfortunately their copier broke and as much as they're worried about Cruisers and everything else apparently they forgot to look at their copier over the last 14 years that's sold so um they wanted to a reserve fund transfer but we kind of told them look at your line items find your pennies and they did right so that's the good news we have to take a closer look at the police budget next year for that police chief develop that development that they have $4,000 extra to move out I know they have an extra but they're they're willing to sacrifice for the town okay it's probably a nicer way of saying it um two different line items and and luckily once again we have a special town meeting where this works in our favor to do it this way if we didn't have the special then whether we probably have to look at it in a whole different box um the copy is working today it wasn't for a while but it is on its last leg okay I met with him several times over that to to come up with some kind of numbers and this is where we ended up in the end okay a discussion what's that a discussion yeah what would you like to talk about well no this this whole this whole copier deal yeah I will but it it just like it's it's like the stupidest thing we go through this every year why don't would some please research what number one find out how many damn copiers we have in the town of Southwick are you talking to me anybody any anybody that listen because we should consolidate this is like the stupidest thing that we do we have cop well why don't we have one company that Services all the cop for the damn town of Southwick and just it's like everybody every year somebody comes in and they need a copy think that company would be given the recommendation uh you might want to put this in next year's budget well I mean but there should be like a blank like we do post postal everything is coverent but there should be like a copier contractor one company has all the copers in southi they service them on an annual basis and they got to be replace it should just be like an ongoing thing it seems like every year somebody needs an emergency copier just saying my wife worked at Phoenix Insurance they have one company and they and they they actually paid by the copy and and it was a set thing and they just come in and did it and nobody ever had a problem with a copier every year we sit here we go through copers okay now my two minutes and I I'll just jump on with a 30 second now they're probably sourcing this brand new and you know probably rightly so but copers nowadays ever since covid I mean there's there's oodles and oodles of office space that are deserted with people working from home people realize I never needed a copier anyway and there's copers the lore sitting out there so you're surprised nowadays to to realize somebody's buying a new copier anymore it's just almost unheard of yeah because normally you scan the stuff have something you probably buy one for pennies ONN are cheaper yeah and you just Havey Market I mean understand that I understand that you need them but is there like a more effective way to just look it I mean maybe the police off the police station needs them so the good news is it lasted 14 years right so so they got their they got their money to of it no um you know it is what it is yes you're right and I think everything nowadays is by the copy on top of all that I believe their maintenance program is by the by the page so things are changing um and we're going to always need a copy every here that's just the way it rules so get used to it okay all right any other discussion about a copier no wonder all right so let's look at the article the copy The copier is to allow the police department to maintain departmental records and communication within the department the town and various public entities the con is the police department cannot maintain Department Records and Communications without the copy are we comfortable with that yes okay so first up we need to vote to approve as discussed the pros and cons of article 4 to say that departmental transfer of a special town meeting which means the monies already in the account is transfer from one line item to the other so I need a motion second second all those in favor say well Jo I Sher thank you up is to vote to recommend Article 4 in Every Which Way with our tax rate I don't think I think we blinking those 5 years are gone they're going what do you mean he wants another fire truck well it's been there for 5 years you idiot you just didn't see it if you weren't looking always want what's that they always want a new fire truck yeah I should Ed that but you know what I mean like yeah you know five year they're there we don't I don't think I've ever sat there and said you got three years left and we're going to we're going to be looking at that new bus or that fire truck or cruiser you know it just shows up again and if we go back and history it was there but we get so Tunnel Vision on our numbers like you have to be we never see that 5e plan it's WR because I can't imagine thinking out five years of what our tax would be and you know the poor schools right you just don't know you know we that me you got the notes from the meeting that we went to um they W looking for much 400 400 million to you know furnaces oh well you know maintenance yeah um but it's money it's real money and we don't have it we I guess we do if we're going to get rid of our that stabilization account what was it sitting there roughly is that couple million couple million and that really came when we combined the schools back in the day a lot of that came from there the school system right so I think that I don't know we the ones but I think you're going to see us you're going to have to start using that money up not that we want to but um totally it's got to get it wasn't there before we combined our school system so that was our rainy day fund when we merged we created this rainy day fund which is wonderful but what what good is it if it sits there and our taxes are going the taxes going to go no matter what right so a million two and they'll Bond it and and I get it no different than this brick structure on here CPC funds and so on and so on right we're just going to keep moving down that road but that account wasn't put there because all of a sudden we were doing something right in the 80s and created this wealth that we put aside because we're great people no we combined school systems there was a surplus of funds is my understanding and if I'm wrong I'm so sorry and and now we have this so we look at it like it's a rainy day we can't touch it but here we are eating ourselves up on the other side yeah I I know it you know and when it's gone it's gone but I think in the same breath as we apply for Grants and everything else through the school systems we're a wealthy little town it hurts us in that way what's that it hurts us to have it when we're the bigger cities you know oh yeah the end thing is being broke right yeah sure that's the thing I'm not saying we're going to do that but yeah you're 35,000 miles cost to repair is 20K truck is currently valued at 16,000 to 2001 yeah 2001 H funds for The copier which we already discussed tonight he's looking for two new patrolman in their training fees overtime budget right now is level to date he's looking for six new rifles at $3,500 a piece one new officer was recently hired and will be active in three weeks the other officer is waiting for Academy trending in July department is still down two officers several plexiglass covers for the dog kennels locker room at the police station needs new lockers and floor furniture for the police station officers need to be replaced current Furniture is 25 years old please let them know that's when they built furniture uh parttime clerk at 20,000 per year well that's nice computers and two cars and two in the station need to be upgraded he's got a line item for computers those computers are like $67,000 well he's got a line item Chief banish noted that he will provide a budget for the animal dog control animal Control Department animal Control Department and it should be level all right well glad he uh spoke to you do you know was it last year when we approved uh the additional police officers um last year was the par Medics I think the year before was the two officers their biggest problem is is just trying to fill those positions as minute they get too filled to end up leaving and so on and so on injuries and new positions or are they just they need to fill he's looking for two new patrolman and their training fees short too right now but I thought they were and there's one other person that's out okay so they're existing positions that have never f is that I know there're still I know they still have openings yeah that are not filled yeah so he's not looking for Budget budget for new FTE he's looking to just fill bodies that he has open positions right I we'll know more as the budget season comes up has openings he's trying to tell and and that's a revolving door over there right now um between injuries and yeah and the way the world is moving he's certainly not shy about putting his list out what's that he's he's not shy about making a list no no no no that's that's a good thing you know it's nice to put something on paper and we're not shy about how much money we don't have right so well figure it out in the end and the pickup truck with the failed engine is over 10 years yeah so they bought a nice little pickup truck yeah I guess 10 years ago uh they used it limitedly and that's why it's got 35,000 miles on it right and my understanding is it was coming back from a training just driving down the mass bike and the motor seiz stff oh and they service everything to the hill you there records on everything apparently what's say Google that they found out they have bat oil pumps why was there wasn't a recall on it to Noe nope n won behind it yeah it's out of warranty right that's why I asked how old it was usually like most trucks are 50,000 if they don't use the truck much why do they need a truck well back then you know we all buy things for certain reasons depending on who the chief of police is at the time and that particular chief of police thought we needed a little bit of Dr I think it did serve them well to pull the trailer it could pull the boat the old boat anyways and you know I think it I think it served us well it just I don't think anyone ever thought a 35,000 miles Hine was going to blow no and they and he found motors for 3 4,000 but they got 100,000 on them and you know apples to oranges in the end it's it's I guess it's just not worth you know it's funny it's not worth fixing but someone will buy it for pennies and put a motor in and driving forever sure is this how it this is how they get the boat back and forth to the lake it's they have other means um but yes they would probably replace it with another truck that's a little bigger the haul the bigger boat of course yeah it's not there I think their SUVs can also throw that boat if they be you know but they they got used to using and you know any there's an accident and they got to bring the trailer and all the stuff that comes with blocking roads that it works out great yes sir the car request as of this year is going to be under green so they're all going to have to be hybrids from now on anything that comes in which makes him $7,000 more per car we'll see about that but I know what they're saying yeah they're saying they gotta go hybrid and they're also saying you can't get them so you know I think if the whole state has to go hybrid all at the same time there'll be yeah it'll take some time to blend those in we'll see it's all good information so being the devil's advocate so I see here we want two new two new officers plus their training fees do we have anything in place being that the fact that we have to pay for them to go to the academy uh is there anything that guarantees them that we get x amount of years for what we've invested in them so they have to stay well you know but the thing is the thing is right so now you get you get kids who go to college and go and get a job but if you want to be a cop why don't you go to the police academy on your own and pay for it and then come to us because you want to be a cop if allow so we're paying we're paying a ton of money and then all of a sudden we start losing people and we've got this much invested we I mean I Don't Mind Investing the money but I want a little bit back out of you didn't we do that at the um fire department yes the paramedic side there was a there was a you know I think when we were paramedic level actually one of years ago we all thought there was a million paramedic out there where theats will be flooded it's not right now you got to just take an average ENT gu that happens in every every single venue I mean if you if you have a class one or a class two you can go get a school bus license and have the school bus company pay for it and within three months you're at you're at uh you're at uh the Big Bus Company in Springfield for three times the money and they pay four no I mean I understand that but where's supped be advocate for the people in town so I mean you know I I just don't want to be spending all this money to keep training people then we lose you know it's just it's like you know okay well it's it's it's a it's a double-edged sword because I think R Stone are some guys that are fresh out of the academy probably probably goes both ways but we just have to ask question online we have a historian uh online here that loves to talk about Westfield so yeah I gotta un selectman sir give us your Westfield rition of this okay this isn't actually a Westfield rendition excuse me we do not do that to the north of hold on I can't hear you hold on try that can you hear me yeah a little better yeah so we don't do that to the North in my professional capacity up there but there are some towns there are some uh counties there are some states and this happens across the country in some places what they do and it would have to be negotiated in is they do a a basically a a pro-rated you serve a year you ow and if you leave you owe 66% by the academy back you serve two you hold 33% once you hit that three-year window you've basically paid it back so that would I would I would support something like that I think that's a good you know it get because you are going to run into it now Dr xowski knows he works with guys in my field you're it's hard to get people to take this job anymore um it's a you know it was it it is a good job it's a great job but the additional liabilities that have now come with post and all the other stuff that comes with it um have made it a much less desirable field you know when I started when he took the test it was I sound like Mr mogin with a history lesson here so um when I took the test it was uh you know 10,000 people would take that state police exam or whatever they got 4,000 they're luy to get 3,000 so it's uh something like that would you know I fully support what Mr Conley saying there the thing is we got that'd be something we' have to negotiate in or talk with the PD but I think it's a good thing I know some of the attempts we're trying to do right now is I think one of the reasons is this Chief wants to get ahead of this um is you do have people that are available um like fortunately we're not like Westfield we're not a civil service town where if somebody comes along and says hey I'm I'm uh qualified I've got the academy you know can I come they can come so that's part of I know what the chief is trying to do is get um some people here that are already trained so that would be beneficial I know that's the thought line that we we're looking at but um just trying to get people to come into the job is just a pain and I know uh uh spending money is we see it at the other place Mr deei but I've seen it happens we we had several people leave uh within the last three years just just there and I know we've got a couple guys that are uh forecast to leave the head for the state police but um for something along the lines you know I would definitely support putting something in place where you know it's a pro-rated thing you got to pay something back if you leave before X I have no problem with that uh how much does it actually cost for us to send them to the academy well depending on the tuition alone is I think in the range of six to 8,000 but that does not include all the equipment the town still has to supply all the equipment to those officers um when I went through it was a lot cheaper it was only 1,800 and about another, 1500 for the the equipment um but uh actually miss Fletcher might know about better the answer that that than I do so I know when we budget it's like $6,600 3,000 I had this discussion with Chief banish the other day it's like three grand but like you said uh by the time you get done with all the equipment and everything else you're you're up to the 60 the nice thing is if you can get it done locally we're okay it's when there as as he'll tell you there's no cies around here anymore okay so once you get into the hotels and and then staying somewhere it just goes up it used to be you could wait and they if there was because there actually there's actually there's a lot ofies now it's surprising but there's not a lot over here because of course we're afterthought but what used to happen is we had the reserves so you could wait you could let that guy work and now with no reserves and on top of that the they'll say excuse me all right you hired the guy the next guy next Academy is in lynfield uh they'll make you send them you can't wait if you want to get that so that becomes it then you get then you're talking travel and pums and all that other stuff so that's why the chief's trying to get ahead I know because I know there's
