have noted that the backf flow inspection was because they need some D surveys which I kind of feel like that might be non-negotiable if we need D surveys but who knows not Myer back preventor is a the electric water meter wait so it's posting and maintenance for the water meter reading system and section system that's the Ami one yeah say it again I'm sorry I'm so I that's sorry that's so it's posting and maintenance fees for the water meter reading system and leak detection system okay's negotiable I would agree with you stoping unless it's that's a whole another issue right because because that's what I was getting at is you know every year water sewer we pass everything right we pass we pass we passed and I'm told they have their own funding source Mr D and they do but it's still the taxpayers dollar our water bill goes up because we needed a new trucker we needed this so I think we need to we need to bring that in a little bit personally and understand the p&l of that keep saying it's selfing we don't know we don't get eyes on the fact that it's selfing or not we and then I asked I said are we going to go up on our rates well they look okay right now which which scares me um that with this GL line item Laura is so we expended 245 in FY 23 we've only expended 900 in FY 24 so with the rest of that is if we if it's a timing issue and we're getting build can we see what's hitting that to determine if that's really an invoice for software maintenance or if that is negotiable because if it's a invoice for software maintenance we can't do anything about it we contracted equipment line item that's also increasing 5,000 that I don't have notes on so I don't know if those are combined and 9,000 not 10 this is the one I think I did that reconciliation on Joe yeah which I don't I didn't bring I didn't bring out was right but right and I still found that it didn't balance right I didn't print it with me probably good show oh so supp just so you find um Water Division the first page between office supplies and surface materials finally landed on it y000 but he's only spent three grand and last year he only spent 14 so why can't he stay at 30 can all departments if we get into one issue come in front of us every right so you LEL fund it folks these are hard decisions and we're not going to be in the CL music you know number wise it doesn't make more on this subject um and and this is just me being here I think a bigger picture is we really need to look at do we fund 20 million for roads do we go with a SE line item and not I guess not this year but we really got to look at our roads and we're not even at square one right so we're what we're doing today is and I hate to I hate to belittle it but it's like the equivalent of hot patching for the problems we have in this town so I think for next year that's something that we need to consider bringing to the table is bonding a 20 or30 million project to get our roads back to square one and then maintain them from there it's like a serious conversation that we need to have yeah they but it's something you need to do because doing the the all the you know the sore and the grading and stuff they did that on Mort Vining and you can tell the difference yeah because we have streams all over the place and there was water and they hadn't touched them and they wasted all the is we just keep falling farther and farther behind even if even if you threw $2 million at it you probably needed five so you didn't gain anything and every year you keep kicking the can down the road yeah um and it is going to be the big elit in the room I think what we have to look at is we have to look at the bonds and what might be coming to and what might be available I mean you know we've got some big ones out there try and figure maybe year down a line two years down the line This Bond's coming off or that Bond's and people eventually are just going to say look I know it's not going to be you know no one wants to bring it up like hey we need to do this Bond but everybody screams about their roades constantly well I don't think it's a hard cell yeah I really don't not especially with if we yeah it's not a hard sell on its own but also with the master plan and the town survey and the amount of respondents that we had and what people want in this town and and more things and revitalization of of the center and and more business and stuff we cannot attract new businesses and new residents if you're driving on gravel it's just not going to happen so we can't have they're not mutually exclusive we can't have a master plan for 2040 and not address the problem that nobody wants to drive in the town to just the work down the town of bur Connecticut they actually they took and they did like $25 million Bond yep they took two years they rebuilt every single Road in town million they they did every single Road in town over course two years so that's aive they did it right they did it if they need drainage they did the drainage through the side so they went right down through the water a little water department you got bad lines here good noad drip up fix them you know but that's the right way to do it so yeah that is that is a big dog somewhere down grab you know we're losing our leader so it's all this is going to be so much more difficult um and I don't care who replaces them this L that leader so we know in this room that you know even if we did 10 million a year for two years because they can't they can't get them done in time million we can Bond it but it's it's a probably a four or five for this this four or five years you know so they we could step that bond in as much as you know because eventually LA's GNA laugh every year we say Laur we're matter how you slice it and that woman right there tried every which way but Sunday to slice that pie and we lost it's 2% enjoy it have a good day Mass General law restricts the Investments that we to news is as they rattled off what we have in funds I have in here cemetery and I'm a one-word guy my whole life so of course we dial back to the cemetery position and they have some funds available I'm not gonna say how much because we don't become drunken Sailors but but good news is the 55 can probably come out of one of their accounts that they have invested because they do have a liquid kind of liquid area there so if we go forward with it it doesn't it's in our budget of course yeah but it sounds like there's a funding source for that and after it's up and running they're not paying the other guy his fees to come out and digre when he feels like item goes down well and she also is gonna bump up the she has yes so we're still GNA be lower but we're gonna be more yeah right it's all making sense yeah it it is um I don't know if there should be a digging business but I guess we're going to try and years ago we were years ago the cemetery had older folks that were in construction but they did know how to so I'm sure we can it's a whole right not thinking that and she she does have somebody that is positioned to go through the certification it's not just like me behind a wheel Capital period so unfortunately this mower she can put under capital for this year and it gets and goes through the process that way um that's unfortunate but we got to start sticking to structure and rules you know and what's the amount of that throw it on throw it on there it's a lawn mower for 3500 yeah I think you know when Carl says yes accounting is comfortable with Carl's answers only because of his years of experience and knowledge and if we get audited we have Carl to fall back on that goes away so we there's a lot of little things that we would as an small town USA Brotherhood kind of get away with and Laura deal with it here's your mess um but we we I hate to say it this way we need to get back to our structure and unfortunately the 30 if she can find one under three grand she's all set but she can't so when not saying when I say no to it it's just got to go through the process is that the line item that we increased last year too because it was so low it used to be a thousand and you can actually go up to 7,000 I'm told by the state but I I we were comfortable with it okay right you know because I just Vision certain departments running out and spending that money and then hey I'm I'm short well who told you to buy the the mower or the shovel you know because it was 5,000 and you want spend your money I don't know so that was a great idea for a process but I think after we all said yes and it went through the system I I think I was having a hard time breathing knowing that we're just letting all that money go out which is fine but yet we're losing our control so that's why it got bricked up on the 3,000 instead of yeah yeah okay so you added that to the process did you add it back there to the Adam mower for 3500 so the cemetery trust is at very interesting there's 300 and something thousand in this in this product of trust um and when they sell the Lots they get kind of split up certain go here certain money goes there um and for years we really didn't know anything about it other than that it you know existed and then like I say since we had the ch people actually in front of us and she mentioned cemetery and there was a word forone with it it was a cemetery trust yeah yeah yeah so it was it was interesting you can't touch all the money that's in there but there's an allotment that that's somewhat liquid that you could use in in specific things it may be something that we consider it maybe a CH and this is a different conversation but it may be something that we continue we and and my recommendation from like a financial perspective is if we decide to bond the roads okay well now we potentially have this 1.5 million that we've been funding we can take and put money every year in our budget to fund these trusts for R days so we could create an ambulance A specialized ambulance trust earning a whopping 2% but it's still earmarked whether we say okay we're going to put $10,000 a year towards ambulance we're going to put x amount of money towards this we can create these specialized trusts that are only for those um it item so it's something to consider as we grow and as we can continue to go on that we might want to consider doing something like that we were doing that well back in my other position me and Carl would do that we would actually look at the ambulance and say let's throw 20,000 over here we're really not going to spend it but and then once the ambulance got total unfortunately that up but we were we were trying to get half the money down by the time we needed one yeah but that's back M only cost 50 not 400,000 so and I I think that one for the cemetery that trust I think a lot of that's dedicated to like land that position so that's also part of that that's that's that's that so you just can't go in raid this thing no no not we're not trying to do that if we can grab one or two pieces out of there right that's it I don't want to see Cemetery in front of me next year looking to go in
