it and I think no I caught it in the last one I know you did but I didn't see it in the minutes that that was mentioned that's all well I'm saying but I caught it in the minutes of the last one which you had noted it one before Ro so and and we're trying uh I believe what's GNA happen is that U Nicole will probably be pulling that together that'd be great because it's it's covers a whole area of of enforcements lpp what goes on on the lake everything it's it's enforcement issues good okay thank you yeah and I'm GNA just so note that that was brought up again is uh note meeting of Mines secretary for the Conservation Commission at me she'll be missed but she has another job as a supervisor of all the school buses oh and that takes up so much time she have enough time left over support doing what uh Sabrina does and supporting lpp I'm been happy with followup yeah you're she put in a lot of hours too right I mean used do yeah right for the bus bus job yes no no I mean but even for for concom she used to yeah right now she she she's down to you know yeah so that that was point of information are they looking for do they have money for a full-time secretary or do you know if it's parttime or full-time or what it's it's listed as part-time yeah and uh Sabrina sent a note saying that she needs 10 hours a week out of this I sent a note to Nicole saying that we needed more you know that I was going to come to her and and and ask for an attempt to help assist Jean uh because the followup is not happening on lpp yeah yeah okay and I'll give you an example we got a new yeah we have a guest who just joined Michael tager tager okay okay then uh we got we had another potential boat dock violation a 241 holiday that we discussed a couple times ago that was at stripple land out by Chestnut y okay they representation in the audience what number was that 241 holiday holiday okay uh they gave us a copy of their deed the de does not give them rights uh for Doc or boat uh we told we we gave him a couple recommendations join the association for ABC and DT right oh yeah that's right that's in that pocket it's right near DC yeah okay yeah and uh they also they could work in agreement with their next their next door neighbor who is a waterfront if he submitted the lpp form for do through boats it would be acceptable I think they're going to go to try to buy that partial of land oh they are you think I I think that's what they do that makes sense because nobody owns it not even the town so where do you buy it from ask I don't know that could be I don't know how you do that that's the Assessor's problem right right that's theirs not our that's weird Okay okay so all of those have now been resolved for this year we'll see what happens next year okay uh on the lpp with Suffield the update happened today we did the presentation to Colin the first selectman at at sill and the issue of uh uh secondary an independent audit is off the boards now he totally bought the 153 photos and the Excel spreadsheet that I gave went with it he says fantastic I'll buy that we still have a little bit of an issue on the other other thing which is lpp representation on concom he did elect the chart for LMC representation you know he did yeah did did note that uh but uh Jason Peron has said in the meeting that he thinks he now has evidence from the state that you can't do it legally I would I would really be shocked if you could I really would I asked Jason what what section of the G GL mgls were you gave it to me I looked it up there's not a word in there it would normally not be in in mgl well it would be in mgl but in V vager terms but then it should be in a three in a CMR CMR which is the implementation of mgl um so maybe he can give you the CM that it's in okay I'll check that that usually gets down to nuts and blls you know yeah okay then uh from the subfield concom meeting that I attended this week there were no Lake issues they have an interesting issue on a pig farm that smelling up the neighborhood the neighbors are totally upset anyways but that's not anything to do with the L then last thing I wanted to report was and I'm probably dict didn't put it in the package because he usually puts Westfield news stuff the task force is looking to tap the lpp fund some of the north Pawn expenses I don't know how they can I W agree I don't know how they can do that it's explicit in the in the language very explicit it's if they were looking to tap uh money received at the ramps which is very explicit contract with the state and the lpp is in a contract with d where it has to go again the state it's not not up to the town designated where that money will oh absolutely absolutely and you're not included not that so that's that update okay will you give us a a written thing we'll write up yeah yeah without any spelling errors yeah that's we can always fix it and that's it that's it for the concom one yes how about planning board your next on that Master Plan master plan no no new update I haven't been notified of any meetings called for the new are you on the on the I am on the them okay so we will get Deb okay go on there you can go on their meeting anyways yeah and the only thing they are doing I can update a couple things is is that they are uh getting people to help you know to assist in Buoy removal um because is going to be kind of out of commission for a while and and the other thing is is that it's in your in your package it's in page um page Pages seven and eight so water yeah so what it's gonna look like I saw that yeah yeah what it's gonna look like is this thing which is on eight yeah being part of what's on seven and so it'll spell up water gra prohibited and the you know for those of you who can't read words here's a Pi's a picture and that's the only thing we're gonna do is take that and put it right beside it that's a good idea though when this came to me the the the verbiage was jet ski apparently the operators of personal watercraft think that they ride jet skis which are something else a jety is a personal waterra he knows that that's the generic one we know that but people out there on the lake don't recognize person but when they get when they get when they register it it says it's a personal watercraft is what you register I got no sympathy right yeah so so hopefully can conly get the words jet well that's what we talked about last time remember you that's a that's a brand and that picture jet but in the bylaw it does say jet ski yeah but when you go to mass again the CMR go read the CMR CMR say water it's better than the last time but it's we're going in the right direction I agree and we all understand it's the the people that have them that are the problem well and they may also be trying to duck yeah so so get a tiet so one one question is you know have we made sure that the patrols the people who are doing the patrols understand whoever registers this thing the registration says PWC says personal watercraft there is no excuse to say Oh I thought it was a jet ski it was different no that that's that's no excuse your registration makes it clear I I had a jet ski come in North Pond and uh luckily there's the sheriff's phot yeah oh I love it I'm sitting there watching it yeah Sheriff was out last weekend it was like and he gave him a little bit of this and everybody turned around and went the other way so I called him old I says when are you guys going to earn the money that you get for being out here I says whoa whoa whoa I'm educating are you in the teachers union no you're not but you are in law enforcement right and and we need you to enforce good for you you said that to him what did he say he goes well I'm going to educate I goes well that's not the way to go do you want to stop dealing with jets these year write a ticket right write a ticket they'll be out of there they be out of there all I need is one ticket they'll be gone okay right that's all the other stuff that goes on the the speeding at night and it's like Tuesday nights I think what Mike when is it Tuesday nights that those guys Thursday Thursday night and Thursday Friday night man those guys and Friday nights got well no probably season more than any right through dark there they are flying I mean they extra exhaust on those things yeah all right okay keep going next the 81 point Grove Road uh issue we went overall that in the last meeting and you know I said I would contact him again started thinking about that that's really it's really a uh a harbor mat issue because they are uh into the navigation Lanes that's part of his his uh you know enforcing D says you cannot do anything you can't put a dock out you can't anything that interferes with the a a mark navigation link that's a mark navigation l so send them an email right so that's what that's what I'll do is well I did I sent the thing over to him with from the last uh last meeting with all the summary so I'll follow up with he was on vacation and so I'll give him a give him a shout that's right you know Paul I was just thinking of something one way to potentially make the argument more clear is that because I'm all for the education but I think what we find is when there's no enforcement what it is is when you're there they won't go in yeah the moment you're not there they will go in and once once it starts costing them money to get caught they won go then they won't chance potentially getting caught the guy that was there is from South p and I have sent the southw boat after that guy three times um M no kidding really you know who it is yeah Dave Messi got out of the boat and walked up to the house and said if I catch you here again it will be money the kid didn't show up for a whole season and now he's back he's back da m isn't working about it what's he going in there for though the party oh yeah he just because he can yeah he you know he's just not afraid to anything and it doesn't mean anything because nobody you can't even plan the thing off until you go around the corner right well that's me I can't understand why you even want to go there exactly he was showing up he had a girl on the back oh there you go yeah that's that changes it so I says you know yeah okay well let's stop educating I says because he just literally play you you know but I you know I think I think if we just make the point that the at this point all they're getting from that message instead of an education the education they're getting is when you're here don't go there right and so whenever you're here they won't go there and it's no different than than what moves everybody if if if uh patrols are in North Pond all the hell raising goes to middle and South and if they're in South Pond all hell raising goes to middle and North you know and right people aren't stupid that are out there I know he avoids that I [Music] will okay next is that 129 North Lake C and and I had asked Norm to pull up the documents that were used for the lp this part again dick we've been talking about this 20 years we got and come on the thing that's bad here is that they were issued no I've been on the committee 20 years this goes back been going it's 20 years going and they've been issued with no layout sheet with no layout sheet and they haven't had a sticker in four or five years but they do now got stickers issue well we busted them on that last time but we made so we can't do anything about this year it's passed it is so next year but a letter should be sent to them right no layout sheet you're not getting a sticker yeah and you're not going to get one and you're not going to get even with a layout sheet we can't give us a layout sheet but it's not it's not legal so that's Norm let me tell you I spent one hour yeah because Jean was gone right yeah to find these two pieces of paper yeah wow okay wow not file by Street there's one file for Massachusetts one file for new and they just R file and they're all in there right and there's no layout sheets with them what really needs to happen this is why I wanted the temp in there is you need a every checklist no you you need a folder I want a folder for every house on the lake every house on the lake like they do like they do in the building deped by that's it that's simple number and then you then you can put the layout sheet in there you can put yeah four or five years worth of these in there yep and and then and it carries on so next year what you should do is before they send the stickers like Eric just said back to 129 his committee has to look and say we need that this back well you're trying to get you're trying to get help and part of the problem is is he doesn't have time to so no layout sheet no sticker I get it lay I get it she she obviously saw the oh yeah Jean's on the ball so she should have known so you know problem make sure they have more hours yeah get to get the files organized okay and the other problem is is that they used this neighbor and I was actually going to look and see you know these two two of them are in front of and actually that's why I gave you the map that's the neighbor's house we've been going through this for 20 years so there there's absolutely no excuse because even their own even the one that belongs to desar is not totally in front of of their house you can see it outlined there and they all violate they they violate the check license that they had so they have no license they have no LP per they could not be allowed you know so they shouldn't be getting an lpp they they're they violate the rules of the lpp these docs violate the rules of lpp so they shouldn't they didn't get a sticker for that and they don't have a chapter 91 license the state of Massachusetts sent them thing saying you don't have a chapter 91 license we have a copy of that Y and we know that the docs violate the lpp rules yeah they don't they don't so they should not be able to get a sticker right but the issue is even if they don't get a sticker nothing is done that's is the right but the first step the first step is don't give them a thing that says they're fine right and then you're right then the next step is enforcement the next at um an upcoming concom meeting that this has to be addressed specifically these two these three docs two addresses now they conveniently put them under two addresses oh yeah you know and and they were built by so I'm asking you a question you may not know the answer you know do you think concom would be willing to write a letter now so that we don't wait because what what happens is everybody goes oh yeah we're got to do something about that next spring we'll do something this spring comes nothing ever happens and then by the time by the time well it's too late it's like and then we do it again and like you said we've been doing this for 20 years y okay this season's ending we're a long way from next season can we get a letter to these guys now saying next season you won't get stickers your docs violate lpp rules you don't have a chapter 91 license you have to remove your docs yeah or figure out how you're going to get chapter 91 license you you have to either get the chapter 91 license or remove your because we can't license we cannot put them under lpp right letter would get written only if Norm rights well can can can you write it and and then get get it set up I've written I've written some other letters I CL this just to point this out chapter 91 has a provision in there when they repeal your license you are to remove the dock immediately yeah right not next week well the official rating that the chapter 91 has on that particular property is the application was withdrawn by the applicant so wasn't denied withdrawn I read a lettery sent me that no we have there was a we had a letter from the official document says it was withdrawn by the W well that may be the case lpp can't we lpp can't grant them a license because it violates the rules of lpp yeah yeah so because she we can't do anything about the past in here that says it was withdrawn this says statement of administrative deficiency and what they had to do and they can't do it because they can't be compliant with so that that's the letter from the state right there right Rie sent me a list of all the chapter 91 licenses issued by the state yeah for the whole state okay and you go through them and you got to pick out and in there it says withdrawn so that's street so that it her list may say that but this is the letter from the Department of Environmental Protection and this letter says the October 14th 2016 this letter says that they are revoking the license eight years ago yeah and this has been going on like I said for 20 years Chrissy there may be a list that says withdrawn but this is the letter from the Department of Environmental Protection right this is it and that was the waterways Chief yeah no that said it it wasn't you know somebody that happened on on bu that day I think the bottom line of this is we don't send them any stickers next year until they send us a layout obviously can't which we can't accept lay we can't accept it we're just going to say that's no good then they get no stickers got get AAP then the problem comes down to who enforces it end of story right we know where that's going but it has to start with a letter from concom saying you you know you can't get lpp you know because it's a LP is noncompliant right yeah but they're going to send a letter out with the thing saying this is what you you need you need to send us back $50 with the this this this and this and the layout they're not going to send back layout they can't no but they can't you're missing the point you cannot we cannot Grant they're not going to give it they're not going to be able to get it he's going to say no but right end of they can't submit it so so instead of instead of instead of asking them to do something that you know you're just going to deny anyway send them a letter that says look next year I get it we can do that do we copy of this letter which you had from the last give you another one you're gonna have to I don't think I say yeah um all right so I'll send yeah right so then it's unambiguous if you you can send it back to Chrissy Chrissy here here's a copy from your department she's not fond of rules no no no no no they're more guidelines yeah exactly in any case like you say this has been going on for a very long time too long okay next next some good news good news I got uh and this just happened I got good news and and you got a copy of but um nrcs wait is it the second page which one loose the loose page I yeah I I emailed it to you at the very end oh yeah I emailed it to you later they got funding they got funding to do the design to do the design for the for the two can the Great Brook Fant they got funding to do the design yep wow that is significant that's very good how long we working on this one that's about I think I've been working on that for a good three almost maybe coming on four years and we had gotten money once before yeah well they did they did the preliminary remember that had to be done in order to get this Mone well and this is nrcs now so great doesn't cost up anything great all Federal Bar well that's great that's great news so yeah I was you were sh I was I was thinking this isn't going to happen so when do you think they would do that next spr well they're it's going to take it's a long process I know always it's probably I would bet there's a Year's worth of work there to to do that design because it's boots on the ground design it's not a no that's gonna be interesting when they're down so so I think that's great news I think you know we should offer up hey when you guys are ready to have sort of a kickoff meeting we're this yeah I I talked to them while they were doing it they were wow two two people coming through in a boat we had a a brief little discussion and they were cool making their way all around the boat was two women in a boat a with a clipboard no but it was a small boat one engine on it you know kind of make making their way slowly around very small boat and yes they were in Shore and they were making notes and they were going around the Docks but they were not for H what they were doing is they were looking for hydrilla let's find out I I spoke to them yeah that could be it I mean it could have been a small Boston wher the people I talked to said it was to yeah was okay I suspect it was the hydrilla that's good yeah and that would make sense yeah yeah it does yeah because they they do go in every that's good news one of may have um Cara may have been one of the two people on there because DCR is is the one taking the lead on this do you have a number for her I have yeah call I can Connecticut um you know to that's a good idea Scotty lives in subfield yeah and and uh so does Rick anybody else living I talked to Le yeah so does m Lee said that he wasn't he didn't have the Manpower of the money then he spent he had guys down there for three days God taking trees did you see what they did no I didn't almost 20 trees down thre all dead trees on the woods so you know so so they the issue the issue I'm I'm not sure that Suffield recognizes the threat to Suffield residents yeah you know that the that's and I think that's Scotty can help us we get a lot of rain we have no way to get that water out of the lake there are houses that are at risk and some of those houses are in St are the ones that are at risk are in Duffield by the wayi got the lowest property because I analyzed actually I did I took the FEMA flood maps and I took every bleeping property on Conan and looked at where the uh F line is FEMA line is and and what it would do you know is is it a building is it a shed you know is it just the Waterfront and the ones that are that are in serious trouble for a flood are basically in Connecticut there's only and there's only I know there's one down this just north of me that's next to the Oldtown Beach they'd be in trouble so they so you're and that's just a discussion of buildings what doesn't show on there is there are septic systems in Wells no well I I did it I included the area where it would be obvious that they would have a septic system because you you can look at the toppo and that's one of the things that when I did the mapping the Topo lines were on there and so so so I think the point we need to make back to Suffield is the there are Suffield residence homes that are potentially at risk if we get fall rains which we often do we have no way to get the water out of the lake and we and we can you know if anybody thinks that we're just being chicken littles we can show you data we can show you water level data for you know for the last 20 years and we can show you multiple I will send I will send what I was going to do is uh one the chart yeah the one that I deal with is the admin and I will send that because she will get it to whoever has to see it so I'll send the the uh lake level spreadsheet plus the comments about you got a lot of and you know what the other thing I'll do I'll send the nrcs because I provided all that information to nrcs so I'll send the NR what I sent to nrcs which Justified getting the federal funds for the canal for the canal for the canal and the yeah yeah you know the there are plenty of fall hurricanes oh yeah there's one you going into Florida now all you need is one all you need is one that decides to come up here which they do from time to time and we have no way to get the water out and you know you've got yes you've got residences that are at risk but I think even before that you'll have septic system failures and potentially well failures a lot of a lot of those little Cottages that are probably on the minimal old systems you know I mean they're right they might even be 55 gallon drums full of St you can walk through the Mountain Brook bridge right now where we cleared that dammo yeah you can walk through those dri right but the water up further it's two feet higher two goes it's a one foot and then a two foot it's almost three feet higher at the third Dam there's like levies there I'm sure you should go take a look at right hours in a day the dam the Dam's somebody has to get in with equipment yeah and break the dams down and yes the Beav will build them again um but we need to break the dams down so that we're able to release water from the lake if need be because it's got no place to go right now it rained today now the the Lake's been a little low so this rain's probably not a problem for us but we can get we probably like we can get heavy range we haven't had any rain for two months you know we've been lucky luck get all RS we get them so I will do that I will get that to uh Linda and then we'll see what goes from there because she she's got the right ear you know got the right ears to go talk to you know who whomever right it's right this is not like a two- week project no you get in there with a machine you know they day two days top two days worth the work right with a machine and and then they're done and yes yes back will come back it's not that it's the end of it but if they if they make it deep enough when they do it then they don't come back to that same area and and they can probably take care of it for the season with that and then next year will be next year yeah but if we can get it taken care of for the season so that we can get into the winter at at a safe lake level yeah yeah so I'll do that I'll send that out uh do we have anything else are we on the new bu yeah we we we boy we removal and dock removal do we have a date for the docks um no I don't have a date for the docs normally we do that like no right like first no last no last in last of October the last week October well see our meeting is not till 10:24 right around there going to be before then or after then just a ballp number right around we usually do it right around there we can yeah we can I would say we should try do it maybe the third like the the third weekend or so that's the weekend after we got after Columbus Day Columbus Day is the 14th yes it is that Monday yeah so that's before 10:24 before we have our next meeting that's why I'm asking yeah if you do that yes so if we were to try and do it let's say on maybe the 18th Saturday the 19th 19th Target the 19th and then hit everybody and see who can goget around for Doc and buoy remover yeah well you're not a town employee anymore you might have to request getting the town equipment now right no they will do it they'll do it they'll do it and then the boys are the are the remember I think the guys that used to do the diving and all that always helped out there are they still doing it which with the buoys yeah the only thing that they're going to do and and uh I won't be available I'm glad you mentioned that because the John Wescott was John um Mike Wescott was telling me that they're gonna have a regional dive team uh in the lake and one of the things that we he was going to do for us was go untangle whatever it is it's Tangled on that one dock oh okay yeah on that that do was yeah now training remember was that the center one or was that the the extreme Southern one it was the southern one wasn't it F this one the big Southern one the big Southern one I'd haven't checked I haven't checked the uh middle one too okay let check middle but also you know the pulling of the boys too you know if they want that picks those up though now huh oh you mean pulling them out of the light pull them out yeah they don't normally do that I thought they were doing that they put anchors in for us before knew that yeah they'll put it in but they won't take it out West cot but I think there's going to be a coordination for the boys if Rick's not involved right right so we to figure that one out well Rick said he'd help explain replacing as we buy any of the new ones they're easier they're the right and they're the Roto mold molded buoys they don't take on water so when you put them in in the spring whatever they weigh in the spring you take them out in the fall and they still weigh the same which is nice some of those things used to fall they can weigh 200 with the dead weights on the remember when we went out that day in the rain oh yeah my God we pulled them all one year just the two of us in the ring and we were beat after that like all of them those things are nasty but the the the new ones are much easier to to handle um they okay just so we know it's coming up all right so let's target the 199 for that's for the dock removal docs right and then I guess you got to communicate with Rick and see his availability right when is she being operated on or something yeah yes hand when uh just go on vot joint so what I'll do is I'll we should try and Target that same maybe that same weekend if we get the crew from from uh CRC maybe they'd be willing to go out right after we get the docks in because they said the last time they would do that some of those guys could go out right at the time you got
