comes we' got her uh first boorder of business is the minutes from the previous meeting on the 11th of July read online I didn't have any questions or comments so unless somebody's got I recommend I you want to do it first yeah you can all right so give me a second because he wants uh he wants the yeah I'll give an introduction sh the document uh so I'm Greg dial 10 Salem Road and our Economic Development Committee has expanded this year because we have a master plan a whole lot of tasks with that and we started out the Year by doing a survey of businesses to find out what their priorities were we gave them 10 possibilities the top priority was to promote shop local and and we've done that by introducing shop Southwick how many have been to that website one everybody should go there shops south.net it's a directory with a 157 businesses in town everything you'd want to know about them put it on your phone put a shortcut on you can in 20 seconds get to any business you can see their hours a description of them uh you can tap and call them you can tap and go to the website what's our website Southwick shop Southwick just shop Southwick no shop Southwick shop Southwick net good and uh we'll put that in our minutes to do it do it on your phone and uh and put a shortcut on your phone and and uh use it regularly because we're we're promoting that that yeah but back to the survey the second priority was to promote Southwick as a recreational destination and so that's what we're trying to tackle now which will you know the the website will help with that but I looked around at you know rather than Reinventing it i' I've been looking at all other towns around and who is doing it well and I think one town that's doing that quite well is Adams M mass and I have taken a shot of an example of signage that they have at their Trail heads it's a long the bike trail and other places Adam explor is welcome after your adventure on gou trail one of the ones below uh Greylock explore the attractions culture dining and events in the downtown in downtown Adams and then a QR code Hike It bike it see it ski it that's great and it it hooks in that case right on a 4x4 post on on a sign or kiosk or anything else and go on up to the next we have a bunch of places we could potentially put that type of thing yeah we have bike trails we have Granville Gorge conservation properties and i' I've talked to that group um we've got the wildlife management we of course got a north and south boat ramp uh and that's would be affected here we got New England trail a bunch of places and so go on up to the next here's a very rough concept of what it might look like and southw go s to that if let me uh have to shrink it a little fit and you know we'll we'll come up with some modotto I just threw in enjoy Southwick Bike and Hike golf boat shop wine and dine you know scan this here pointing it out for a detailed Guide online and we'll make a special landing page and and you know we can promote our Golf Course three golf courses yeah great section of the bike trail great section of New England trail you several other hiking areas and our lake is a big part of that and by doing signage like this putting it in nine or 10 or 12 places some outdoor places and then with businesses maybe some indoor type signs uh this is a yeah it could you could have it here any place where there would be traffic that that could see it and by coming up with The Branding and this was my very very rough concept but we'll get a professional graphic designer and we'll run it by everybody and it'll take a couple months to to develop the proposal before we ready to put it before the select board or whoever else would need to approve it but I wanted to run it by the various committees that might be affected so there was a chance you know doesn't have to be tonight but a chance for any ideas and input I want everybody to feel like they're involved in it and we're not just pushing something I I'd like to get a you know a consensus that this would be a good thing to do because the idea is that this would catch both residents and visitors especially and get them when they go on there we've got you know how many restaurants we have in town dining places anybody guess I forgotten already or more if you go up there 30 30 wow one L yeah dining place places you can catch a get a a prepared meal yeah um and this has all of them on there so you you scan that and the top category restaurants alphabetic order all of them select one southw in you know website hours uh phone number tap it you can call them tap it see the menu wow like within 20 seconds you can get to any one of them anything you need you're thinking wow where do we eat tonight well let's pull up the the restaurant list and you can do the same thing on the landing page for this kind of sign well going up to the last page of of this I would have something and this is not really the is this the scroll to the last page of see oh there it is to the right sorry I was didn't realize it was two page view okay over to the right might be an example the L landing page so the first button would give the recreational destinations in the town all golf courses and trails and bike and and Motocross and golf everything um dining and then you have dining and and we'd probably in for this kind of landing page we'd have photos of these different things it would pop up you'd scroll through through and see the photos and then it would have finally a link to our full directory of 157 businesses in incidentally with having photos we do have it was on the front cover of a of one of the uh what it call the town annual town reports we have a really beautiful photo of there's a couple of them actually that been on there one of the visitor center at at the North ramp and also another one looking through the Gazebo onto the fishing pier and on out yeah there's there's a lot of nice things we can do we have some great Drone footage to the lake too uh yeah so we'll we'll really make it easy for people to see the whole thing and then try to Hammer that image in a consistent branding and you know now you go through and you look at all the signage and kiosks they're not very well kept up there's not much information or anything if we have that bright yeah sign that's consistent on each one it makes visitors look like oh this yeah place has it together so anyway that's all I wanted to do is introduce the concept you can think about it and you know at some point when we do the proposal we would we would come by and get a you know final agreement on places we could put these signs let's say they would just hook off the aside so excellent that's it thank you okay thank you for the time all righty so we're through the minutes uh concom update concom update I got a few items uh I presented to the Conservation Commission the uh preliminary LP photo shoot versus our LMC inventory we'll be going over that later okay uh it's report that the famous uh rope swing on North Pawn reservation area Tre is down okay oh happened today oh okay okay oh because they were talking tomorrow and I guess so they up the Andy and yeah they're out there today I don't know if is it just one or all three I don't know if they got all three down or not but U they're on their way can I call you back in meeting are they removing nor or just laying them down like they talked about they're gonna lay them down they're not taking them out okay I think that's what they I think that's smart y okay uh a little bit of update on the lpp with safield uh we still have two open issues uh one is the dependent review of audit of the inventory LMC inventory I'm hoping that uh my photo shoot will be the independent AUD okay and uh the second issue is the ways on or the cons they want to member on on our Conservation Commission which isn't going to happen right but we our Conservation Commission said we we would like to do the liaison approach which we've already started with that and that makes a lot of sense yeah happy to report that on the very first issue on the lake uh we won both I went after you with still fences up to protect the lake which we weren't going to do I know where that is yeah flower land y y and the other one was uh they were going to take an easement uh 20 feet from the lake to store snow for the winter and I said you can't do that no and they took it right off the right off the good PL so it's working and uh as the meeting closed I said at the next concom meeting I'm going to have a list of uh potential violations of docks and boats on the lake and which they were happy about but they said I want LMC input so I'm going to pass out to you the issues that we got some some of the potential issues that we got okay one of the side benefits of doing this photo shoot inventory is Shing us the hell out of it you you get to see what the illegal stuff is you have enough yet one more one I need one got can you aim one at me got another one y okay so the first type of scenario is awful holiday we got a court B Court C court and D okay which are on the western side of Holiday Drive they all go down to the lake there are no houses on any of those areas uh they're public property okay so you can see you got C cord here and the second ones I gave you a d chord as well this is from the suff GIS mapping okay then we go to the next page here's at the end of decoy okay we got a boat two boats a dock and a lift you can see if you look up it's only a narrow area okay and and basically if I understand these uh the dock and the lift are on public properties yes okay that's a no go we'll get to that okay you're gonna be very popular not Issue Number issue yeah and both b c and d courts have docks and bums on them a court does have okay the next one is really interesting this is at the end of uh it's the chestnut Brook that runs into midd pond correct okay and you got a strip of land on the north side of the brook you see it's white there yeah nobody owns it I've been to the assessor's office in Southfield it says who owns this property and she said nobody it's taxable unpacked land s here and just sitting there just sitting there I think what happened was over the years because of growth of of weeds and stuff the book has gotten narrow that it did okay used to be navigable now 241 you can see in I've got highlighted there well her used to dig that out then he got mad he gave some crap over it and he said I ain't going to dig it out anymore so you see where 241 is yeah I got it circled in blacking go to the next page I see okay this is 241 holiday boat doc I think it's two boats of Doc and two pwc's on lits doesn't own the land he's not a waterfront person okay so that's a different scenario and the third scenario will start is at the end of Sunset Drive right next to Rick's house yes I know all about this one okay these people on the north side of Sunset Drive not water fun properties on the north side of Sunset Drive they have in their deeds access rights to lot 54b right okay which is right next to Rick and they have a 25 foot strip that they're they're allowed to have access yeah okay and then the next one is the picture of one Dock's in with two boats and the other dock is not you can see the other dock is well beyond the 25t right away it okay right but the owner uh Bob who I've spoken to is fine with it he is he is f he is he is fine with it yeah okay on the next page related to that look at 4.7 this is part of the lpp it says no permit shall be con construed as authorizing the placement of any structures on the private property of anyone other than the if objected to by the owner owners there are right so they can do it with his approval okay so and do they have a sticker and have they no they don't a yeah but they're they're trying to get the sticker and trying to and they're asking us how do we do it yeah it's not that they're ducking since 1987 okay Rick knows him well yeah so I'm proposing on the last sheet that reach feedback to conservation something similar to the other to the about number one docs and votes on public land examples ABC and D courts if deed states that access and Doc is allowed Doc and votes are okay B if the deed says access is allowed there is no allowance for Doone right okay and C if D does not mention any access then no bo or dock will be allowed yeah anybody got any problem with that one no and that's that's the way we've treated it um you know in Mass uh we've had a bunch of these that are the same thing yeah and you know ultimately it could as people will will heal and cry you know one of the questions that one has to answer is okay it's public property there's only so much room if you put your dock on it well what about when Jim down the street wants to put a dock there too well okay you've you've clogged it up it's public land it's not private land and it also it also would violate can't usurp it uh 310 CMR because the mass DP says you have to own the property on which you so if you say okay then go get a chapter 91 license well they can't get one and we can't violate chapter 91 with what we do with lppp right you know right we can be more restrictive but not less but not less restrictive right chapter 91 does have that uh you don't have to own the property if you put it on somebody's land you have to have if they object right right right but this is this is public land yes so right and you can't take one cannot take over Public Landing the same thing to B right how long though have have some of these been going on I mean longc and D court for a long time yeah are we going to go rattle their chains well that's up to conservation but we'll give them our input okay okay so these are just issues in Connecticut but there's a ton of remember I did the photo shoot I only did conut so beside 241 holiday this boat there's another one here with a wooden boat in there right on that beach that's actually who is that uh he lives on Chestnut Circle he's got property ownership he doesn't doesn't have a sticker okay okay and we we're going after him to get stairs okay he can do that on that beach yes he's got a narrow strip of land that goes up and around to his property he does wow pretty impressive okay scenario number two docks and boats on untaxed land example is okay is 241 okay if his deed says access and dock is allowed do and votes are okay and I'm going to question that one okay MH all right right B if deed States access is allowed there's no allowance for Docker Bo and C if deed does not mention any access then no B the do be allowed so I I have a question on this one because when you look at it it it appears that what's happened is that over time it has filled in yep so I can imagine that when the deed was written and the water went right up to the property no one would ever have bothered to write you get access access to the water that you have access to anyway and if what's happened is that now it's filled in so that that has now pulled away from the property line it we're kind of violating the spirit of the original deed if the original deed you know was intended that that line comes up to where there's water and now there isn't water just because it filled in some of that the property lines they they indicate with a wavy line yeah and and that would indicate that you own to the water yeah says it on your deed like mine does yeah the to the mine does I understand those are Massachusetts Deeds true yeah I don't think mine anything mine has mine has has a fixed actually um it has fixed pins in from the lake about 40 something feet and then it says say 44 plus minus yeah to water those all Massachusetts Deeds you're talking about Connecticut Deeds are handled differently so I I I understand the philosophy what what concerns me with this one is what I just said that I think when those when when those deeds were created when those lot lines were created those lines probably went into the water and now the water receded yes but he was he he has waterfront property on the on the brook but not on the lake not on the lake right right okay yeah because the brook originally provided the access to the lake and the problem is is that Brook has been allowed to fill in but they they used to keep so they had water fun proper I misunderstood yeah one for that for Chestnut you help I I misunderstood yeah that I'm looking this is 241 right yeah so he's got property that goes to the brook right yes yes so where does he a property that goes to the lake well the brook got you to the lake see yes but where is his doc out here oh I misunderstood I thought his dock was here no it's out here whose property is that on oh nobody's that's the one that's right the stri you're talking but it's sort of it's sort of on if I'm going to argue it's on this guy's property right but it's not he's got his own do yeah yeah no I don't think you can do that that's kind of a tangled web yeah I don't think you can do that right yeah okay okay I used to blow their leaves into that oh yeah they f it in and on the other side there was there was a there was a wire fence these people from the drive that way and who owned the house next to the water yeah Paul's brother yeah yeah so so that was John right not John no so in other words I'm looking at this L were drawn the water now there's a one of imag brother's son that's her brother over there this guy might be able to argue he's got a right to put there he wouldn't let anybody go it out oh my goded in closed in but what's happened is the brook has filled in so he can't get to the lake from there it's not much of a brook by the way no any drive a boat right up it comes from the pond on the other side of bab's road dribbles underneath dribbles down when we were kids we'd walk across a little bridge and People BET building yeah yeah all right so I see your point I did not understand the the dock you're talking about is not out in front of 241 241 owns the dock but the dock is actually here out in front of 247 correct ah but not on 247 property well right right right it's on right it's it's on on no man's land right I you know you might be able to argue if 247 came here and said they wanted a dock there I might I might say yes yeah we should allow that because their property line their historic property line is probably where historically where the water was so I would I would argue it's okay for 247 to put a dock there okay so on scenario so then the question would be can 241 get 247 to apply for a dock and he can have that dock other words then we're not involved well depends on whether they speaking on speaking terms this isn't 247 property no right but land right but that's where I would argue that when when the lines were drawn for 247 the water came probably did yes okay and it's crept that way right so if he had look one a 2A let see if we read with 2A yeah if each States He access and dock he can have a dock in a boat are we okay with that or are we not okay uh he can have a dock in a boat on on 241 I don't see how he gets it on 247 I can see how 247 gets it on 247 so we're saying no dock aot I you know what we're saying I don't see how I think he could have a dock on with an agreement on 247 he could have a dock on 241 but he doesn't want one there he wants it on 247 yeah he's not the one to apply for it yeah without an objection from the owner of 240 right right right I think you're yeah okay and that would have to be in writing yeah yeah yeah oh yeah so that brings us back to number three non-property owners would dock boats on private land without owners consent no known examples yeah okay no you can't do that all right but non-property owners docks and boats on private land oh by the by the way I just when you what you said uh we've got one that's come up surface again and we all went out there um about a about almost actually normally out there too on North Pond our our friend Mr Goldberg yes it's surfaced again oh did he put it out there again no he he's what he's done is he's blocked off the the RightWay that comes from Summer drive out to there he's a character yeah yeah is tr's Doc along the lines of not having permission TR North yeah I don't know I don't know okay we have to look at that yeah so then we go to four this is the Rick the Rick Case next to Rick Doc and boats allowed only if the property owner submits the lpp form yeah okay so Bob yeah Butler would have to sub it you know he I think he's willing to do it he was hoping that he could just give a letter allowing them to do it no yeah I would say that only the property owner can can make the application yeah so that so basically he needs to ask for it um for them yep okay so recap yeah and so you know ju just to make it as easy as possible you know probably they can do all the paperwork and then just give it to him to sign yeah and pass over is is this something that that's only specific to seld well this will be S S and S all of good this general rules for both for the entire L yeah okay cuz number three there is existing the GU right over at um beside the the old um what's his name uh can't think of his name right now they've got a dock over there with three boats on it right beside the um the swimming area in southw Jenkins that do oh yeah Jenkins yeah he doesn't own that right own it the par and that's that's the one parking wre never we told them don't do that yeah that falls under that right so number three basically points you to number four in other words in your number three condition you have to go to your number four condition yeah right right see number four number number three you're not allowed to do if if you're in the number three position go to number four yeah and and get and get the you know and get the property owner to to submit the lpp form you can do all the paperwork for him and hand it to him to sign but so let's go back now that we discuss this go back to 2A yeah his his deed says he's got access and Dockers alive is he okay I I think I think he's only okay on 241 247 well I don't think he's okay to stick it on 247 he'd have to get permission to put on 247 well basically no you're going back to going back to number four yeah yeah yeah you know basically you're you're you're in the number four condition you're trying to put your dock on somebody else's property that's which has a liability issue too which we always have to be careful of is you know if you put that was the whole thing with Jenkins by the way was that he was putting the town at at a liability yes if it's his own property right yeah right but but if it's not do if no one does anything about it well it's the same thing it's the same thing in North Pond the same thing in North Pond with desart no one does anything a big deal because he's got three of them and and actually one of them just barely makes it in his property but the other two do not okay all right normous is very helpful if I can interrupt this is something I've talked to noral a little about it is getting conservation the police chief someone from the select board and all on the same page discuss all this are we doing anything about it or are we spinning our wheels are you going to do anything about violators or you just and the issue is the issue is if you don't do anything about violators exactly how do you enforce anything you know because now you enforce against me and I'm be like wait a second you told that one it was okay you you know you you ignore these five guys but I get beat up that's not right I'd love to see some I don't know if it's an informal or we'd have to make it a formal meeting but you know the because police Shi is responsible conservation I think I think the way to do it is to if conservation sets something up with with Nicole Parker um that that uh our our new CEO um that we get the bodies together she can pull them together and get them all in one room at one time and say you know we're gonna get this and Hammer it out or nobody leaves you know you're going to have cobwebs on you before you leave well I'm sure Norm is as frustrated as the rest of us there's always these issues but nothing ever happen there's no enforcement right nothing is the police going to say I got bigger fish to fry right and I agree there is some bigger fishing there's no doubt about it but when you see a violation do something do something you don't drive by a Pon to with 22 people on it and wave right that's my problem and it looks like safety issue got to be de no I know that I know we haven't had much enforcement on the of that kind of stuff for years now yes right and and you know and right now and right now we're talking about enforcement regarding op and Doc positions and yeah you know and and those things are easier in the sense that they stay there right they don't move no words it's can't go well you know I didn't see him and now he's gone right well this one this isn't going anywhere all right okay so I want to go back to 2 a again okay I want to say this and see if you can live with this okay if deed access states that access and Doc is allowed docs and votes are okay only if he can prove the ear dep propit yeah but he probably can't prove the own the property right but why not say that so otherwise he can't right yeah yeah or and when speaking to him you can point him to to case number four which is the guy at 247 can ask for this right yeah and and again you know my argument for why2 47 can ask for this is that I think that that you know when I look at that lot line I think it's intended to go to the water and it did once yeah yeah yeah so you know so I I my twice the wood I would treat that line as if as if it's at the water because it was at the water yeah it's you know when when that lot got drawn when the first person bought that lot that lot was that line was out water yeah so keep one thing in mind that all all of the digging that was done to clean that Canal out to begin with to have access for people to put their boats behind their property yeah was from the Chestnut Circle side right not from the other side correct right yeah because when chest that was when Chestnut Circle was developed that's when ERT could get what he could get for the Lots obviously money right so if 247 has a dock of their own there yes can he can he apply for a second dock sure can so long as under 600 square F feet total total all docks right yeah you get you're allowed 600 square F feet covered coverage over the water for docks and lifts that have so let's try and wrap it up so okay so do you want an official motion or you just trust me to carry it Forward I think well I think I think this should be carried forward let's let them chew on it again yeah before we we say you know this is cast in stone I think this is a recommendation okay uh which is all we can do anyway it's all we can do anyway but I think that you know we have our our recommendation that we concur with this but I think what it will take is an iterative process of going back and forth and especially as we said before we got involved the select board the PD you know the Harbor Master and and uh concom Lake management and CAO so you know we get it everybody's on the same page and we go forward in agreement not you know two-thirds um with this there there was a particular part of the lpp that you pointed to can you point to that again I just want to look at that wording one more time yeah I know it is I just don't know where it is I know you you provided you provided it no permit should be ConEd as authorizing the placement of any structures on private property of anyone other than the if objected to by the owner so that that doesn't say that the owner has to be the one who our recommendation is that it be the owner because really only only an owner should be allowed to submit for a DOT and and again I go back to my comment about liability you know if you if you say oh it's okay you can you can do it now the next thing happens is somebody gets hurt I never said that big lawsuit right never said that I thought that the lpp attaches to the chapter 91 setup and the chapter 91 setup gives you indemnification because Massachusetts requires that you allow people to go on your dock for emergency situations Connecticut doesn't but mass does but part of that thing is that the state indemnifies you when they do you said emergency that's not having a a okay a regular event yeah okay all right yeah there's a big difference between emergencies but I don't I don't know how the lawyers wrote it it actually matters how they wrote it right yeah okay all right so all right so the the so this doesn't actually say the owner has to you're saying it's our recommendation right and and and the logic the logic there is is basically to make it completely clear yeah because the other way I'm just just playing it out the other way would be yeah okay I'm not the owner I can apply but I have to have written permission from the owner to to put that dock there yep why does a guy want to put a dock there in the first place if he can't get out to the lake he's not he's not putting the dock there these are these are people who have deed access they live on Sunset on not on the water side and they have deed access to the lake and they've been putting docks on that deed access since 1987 or so you're talking Sunset I'm still on Chestnut oh no no no we were talking about Sunset oh on that dilem by the way he's on that that side of of of where Sunset yeah second house in okay and he doesn't have a boat right now but the guy who built the dock there's no question the dock is more than so many feet long but is also 20 feet of muck that he's going through before he even gets to water with that dock yeah okay try to B ring that baby in and out it's like yeah it's steel to act the Congress all right let's keep yeah let's get back on track that's good thanks Len you're back you're welcome all right any update on MSP mpsc or no yes okay very quick update there uh the select board is moving uh they have posted the positions for the uh implementation committee and they may be discussing uh putting the committee together at the next meeting so it's happening you you're like on everything I I I did submit but I submitted saying only if you need me okay what's that mean okay we need you well yeah right well no one else if nobody else applies then they can use me okay let's move on that's where you're going D update do you have anything or no Michelle no she's not I don't see Michelle on there I didn't go to the last meeting so okay all right that's a short one to keep it to like de said no okay the dredging Grant I'll quickly give you an update uh you have it in there page six uh so we did not get the grant which we talked about the last one but Mark uh Paul Mark and Nick piga so our Senator and representative respectively put in uh for a $500,000 minimum is the way they worded it uh earmark to do the work and that was in the in the bond bill but the bond Bill did not pass as part of the fiscal 25 budget legislative but there's still uh there's still possibility uh we've been there before this is the old environmental Bond bill you know we've had two million in there a bunch of times and we have not seen nickel one uh from anybody to do any dredging of any kind anywhere so you know we've been in touch and we'll stay in touch there is uh Diane Gail gave me a piece of paper which you have in there and we'll follow up with that I have not had a chance because we had all these other things going on which we'll get to uh that are that's got some time before we have to submit so anyway uh you know we we will try to try to get that uh been a lot of complaints by the way that that I guess it's on social media and just where people are are backing out of the South ramp launch area and backing into that low area you know there's once you back up your prop if you don't pull your prop up you're backing into rubble and you so you go from eight feet of water down to two feet of water and all of a sudden you know and then Kurt has a a job replacing a prop so at any rate that area really really needs uh dredging y so we will continue on we'll keep continue trying I'm still working on it uh the hydrilla survey map you've got it there's there's a little bit of hydrilla and that's actually good news if if you look at the map um and it's you got a copy of it in there which was page 10 yeah and it's dots yeah so it's a bunch of little dots and it's uh not you know nothing significant so there's a few in the in the by the South ramp off the what's amazing it's it's around the the uh Shoreline the Eastern Shoreline of the South ramp and the southern part of South ramp and then across the way in that little Cove where there's it's all treed and whatnot you'll see some dots and then on the opposite side uh where they launch people launch kayaks and canoes and whatnot that pull off area that's where it is over there so we're already no no no that that's right by the that's right by the covert where they launch is over there all the way over there yeah no no it's right by the C all right so at any rate um what do you call it uh solitude's going to treat on the 13th and so we need to put these up and there's a map right and and there's and there's less restrictions with this normally significantly less yeah very oh yeah basically the swimming and like that they just said don't worry about it yeah because they're gonna do it same chemical yeah but it's but it's not but it's not in an area where people are that's that's why and it's a very very small treatment area yeah so we need to get these up uh need some volunteers to get them out over the weekend and we got to put one thing is that this and you'll see in here that page 11a that's the area we need to cover so it's really the South ramp um the southern end of birkshire Avenue the South ramp wrap yourself around come on to kongan Road hit a few places there uh go over cross into Connecticut hit that area uh on Sunset and like that so that we we cover any place anybody would so we're not going to do the wholeway oh no no it's just it's just around that area little area there those are the only ones if you look at the treatment spots you know it's just it's three little areas yeah you know I that you know that that I looked at this in the first I said where would I put them because I do the south end all the time here yeah and this area before you get to Sunset you put like one poster there's only one house in there the rest of it is just you know one on the tree where they put the put them on you put them on the utility poles out on kongan road uh you go up Sunset I don't think they hadity ond P you don't even get have anything in here except that one road that yeah goes in and out to the I mean this is way more than what we need but I you know I ran them and I said okay let's have enough to uh at least get two or three at the South ramp uh because that's the that's the primary area and then the second area I would put something you know because that that little Peninsula sticks out opposite Kurt you know opposite the South ramp opposite Kurt where our our buoy is and I would get something there is a like a little driveway that goes out to that there road that goes in there yeah so I would put something on that specifically and something at the front of of H Sunset out on on uh Mountain Road the sunset's all Underground yeah always go on the outside yeah and and clearly you know on a couple of trees where people launch kayaks okay and you got more than enough I'll I'll keep a few you can take all the rest I'm gonna get milc yeah earlier nuts I look at this is not hard at all the bigger question is where to put them people don't see them that area is very limited here you come in by the uh you know going into town beach you hit that road going in it's on suffield's website it's on southwick's website it's on CRC I believe now already uh Clos that day or not no no do you want uh do you want to see if Southwick will do the code red call for it I'm not so sure it's necessary okay all right yeah it's not that big I just think it's odd that can't water livestock but it's okay for people to go in and swim because you know they're going to rain rain you know but nobody there's nobody swims over in these areas here and the other difference is when you're swimming you accidentally swallow the water when you water livestock drinking it yeah so can we heard the my sprinklers or not no it's not prop for your sprinklers because it's not where anywhere near you you think be AB there's not you're nowhere down here you got color Flags out there all kinds of I'm going to run mine then you look two houses down and there's 500 geys on the guy's lawn that's right all right keep going let's keep going um the next thing is the the uh SLO wake buoy um that is is down this got into let me let me describe it you know when you go through the uh South the culbert between middle and South yeah the problem is is that people are when they get to the other side when they get to the the uh south side right they firewall it and send a wake up against the boats that are docked on the gem Marina the uh Rick and I had a long talk about it he was at uh at the ramps today because we put up cameras so he volunteered his uh lift for us so we had a nice talk about it he has really looked at that and he's watched it and he says that's the problem is that the idiots as soon as they get past that buoy and they send a wall of water so we can't move the buoy because you have that one is the one that's in line with the opening but so we have to add a buo we're saying that's what we said it would be better to add a buoy south of the Southern dock yeah and 150 ft out right I mean that you know we went through this when we were you know we had the whole argum right the Marina's there you know i' I've been I've been staying way the hell away from it yep but you got people now and the way Rick described it is most people are coming out and instead of staying you know straight ahead when they come out they're drifting off to the right to the West which is what we said would happen yeah and and that's exactly weekends when it's crowded they drift farther and farther west so yeah so I think we need to add a buoy yeah that's 150 ft off those docks yeah because that's that's the mass we go 150 feet south of them and 150 feet out from them you know and that gets and then the next thing is enforcement pardon do we have that much room yeah cut off it's gonna be tight that's what we said that's what we said we ar about the Mass General law is clear you have to have no weight you have to be no weight when you're 150 ft from the so we would be down here somewhere uh yeah I wouldn't I my suggestion would be to go out here yeah but 150 ft off the end also yeah but yeah I'd go here not that far down there I'm sure Norm SE them I think I think if you put it out here the green and red ones all the time all the time yeah so you know go straight out this dock go 50 ft off the end of the dock right there okay we can always adjust it's not like we're putting up a fence they go clockwise around the lake they cut across but then the then the issue is really going to be enforcement again well it's the same with the sandbars they don't do anything they go on the wrong side I think it'll make a difference I think if we have it there yeah people you know yes there will be some jerks there always are but it'll make a lot of difference a lot of people oh oh I didn't realize this whole thing's a no wake sound and now they're lost and I I view that is no different than the one at the North ramp or The Sandbar you know it's it's protecting and and it's a Del and it follows what the state law is too because I put a copy that in here so we're not doing anything different my suggestion is just go along the length of the southernmost dock draw a line straight out from there go 150 ft out and drop it in drop it in and let's see how it works and we have and we have the uh the moing for it it's sitting at the North ramp so let's just put it in and see how it works so I think Rick could if somebody could help Rick um he's damaged he showed me what happened oh yeah yeah he has to have surgery yeah yeah I'm surprised they complain about it when they're the ones we're fighting to get it in in the first place and weren't issue they weren't worried about that issue no remember they W worried about that issue right correct we tried to tell them for scary never had an issue he would say he never had a problem yeah all right y so um then the next thing so we'll we'll we agree um do we I don't think we have to vote out of of the covert will they see that buoy or not well they're going to see the one that's gonna stay there and uh this one here so they'll see they'll see this buoy and the question is will they see that buoy well wondering should we should we come down and and almost do something like that yeah I'm just I'm worried I'm worried about going too far out and because we're already pinching this area right okay all right I agree and no my inclin should be put one there and then potentially another one goes in here now this is this is the how did they wind up which is now the transient dock that's the transient dock although although there is a boat that is on that dock at all times the first dock is the trans dock right but there is a boat that is on that dock at all times yeah exactly following the rules I've noticed one boat seems to be on there a lot I think I know the owner of the r they moved that let's continue they have moved that okay when I start they had it's now on the train uh on the other do on on the PO the Blue Boat couple days ago not today it's not it's on the end of the uh do no no no there are two identical boats there there's two identical boats one that is on the end of the permanent Dock and that's been there since last year and now the one on but an identical boat and it's sitting on the transient dock at all times I've gone by and seen it and then just both are blue tical oh no on the end of the other that's another boat they're they're identical boats okay Yama moving on yes so there we go Nicole Parker the our CEO issued that uh email that you see on page 21 they want she wants to get together a task force there's been discussions with the select board that would have somebody from the the from concom select board uh Harbor Master uh Lake management and it would be focused on recommendations as to what to do with the North Pond Conservation Area and I I would also suggest when I did when I was talking with her CRC be included in that because that way you've got a Citizens group uh you've got you know all the different factions and the key again will be enforcement and that's why whatever is decided has to be something that's enforceable right and and if you read all I what I did is I gave you copies of every article including the one that the one that's loose that I handed you tonight I just copied that one uh you can see it's it's been the topic of oh yeah the front page of the Westfield news um almost daily and and it continues to be and I drove through the other day we must have taken the output of whoever makes no parking signs the temporary ones we cleaned out wherever they were around the Northeast because it's posted I swear it's posted I I swear it's posted from the Connecticut line all the way to Depot put was yes that does count against the 600 square feet cast a shadow right down right you know because it's I said you know just just by the same reason that a a canopy a canopy counts against the 600 square fet these the drive on PWC dock area counts against the 600 square F feet so I just wanted to you know mention it here if anybody thinks differently we can talk about it but and it also counts as it also counts as having to have a sticker yeah yeah yeah yeah as a lift as a lift right y yep so okay all right so the fall buoy removal and then we'll come back to nrcs okay but the fall buoy removal I don't want to forget that is Rick's going for hand surgery and so he's not doing it I believe yes you you've got some people on CRC that are already going to help right yeah yeah I asked him if they could and he can do it after work or on the weekends okay and he has some other young guys he can help and and we don't care what time you know and if they need this and they can out um no they haven't they were going to do it last time but then um yeah and definitely advise them to usec boat because those are oh yeah you don't want to use want bouncing off and we and and like Mike says you know we we use the lanyards that are on the buoys to snap them around the railings and those railings are designed to take yeah they take them you know you're not going to hurt those anyway so so mik you know so you you'll go out he can he can show him how to do it would be glad that's excellent that's young healthy guys doing it I don't know how healthy they [Laughter] are I've done it before I know you don't want to be out there doing it without some guys that can muscle around yeah yeah SC and get to the shore they got some and and and what we'll do uh just I'm still working we do have the space when the PD builds the structure we're going to have space to store buoys right there and we do have uh money that Kurt's been working on it to be able to have a trailer that we can float them onto and then just pull that trailer over you know that would be great uh the other thing we could do and I was thinking about this kind of out loud um we could always put the trailer down uh adjacent to the where the boat house is going to go and have a winch up there and pull pull it up because it's up hill you know so that's another thing to think about in the future uh but it would be nice because you could float them onto the trailer and and then not have to muscle them at all the other thing just to let you know is that all the buoys that we are buying now are from seal light Seal typ Seal Seal light um they are Ro mold molded not the multi-piece ones that we had from Rolan and what's really nice about those they don't take on water uh because that was the problem with the Rolan buoys the seam separates and then the damn uh foam that's inside fills up with water you start out with a 100 pound buoy and you end the year with a 200 pound buoy so I'm well aware of that yeah have you got because he wants to talk to Rick while so you have Rick's telephone number yeah it you yeah well then don't do it here yeah um all right and then foret one question dick because I'm taking note on number 10 was a local permanent program changes that's all been taken care of yeah and Norm can give you some some words for that that's all been done right yes that's cut the federal budget got cut so what happened was you had a decrease in available funds and now you got people people that are all fighting more people have put in for ear marks against that budget so we will we will my suggestion was is that we contact uh Senator Marky and representative Neil and and get our ore in for that and see what they can do to help us and that's that will be a focus that I will start working on okay uh you know this is this is all brand new news I I talked to uh Darren at length on Wednesday and so then we you know just strategizing this thing so we will go do our thing probably next week I'll get started on on uh and I think it the way it should happen is I will discuss it with Nicole and she's got some really good contacts too so between us I've been working with Mary and I know she had done a lot of work with Neil on some other stuff when she was at uh Hardwick so let's see between us I think we can probably work that perfect so and I will take of the categories on the left hand side years the one that doesn't have is so we have North Pond as you can see we have middle Pond and we have South Pond then we have totals so and the only thing I just realized I was started to look at I said crap I didn't put the totals I didn't uh do the formulas down at the bottom for the stickers so 20 lashes with a wet noodle I will do that and then I'll resend it to everybody but um the interesting thing is that the stickers again not you know no big surprise we got a lot of lot of docks out there without stickers oh a lot of boats without stickers MAR MD that what you did yeah I took everything marinas had their own little category on that and you and I took what everybody gave me added it in yes so there are 333 pontoon boats or was it 230 333 the last 10 we went from where we used to be 187 we've almost doubled in 10 years and we've we've cut people are cutting back on normal standard power boats right right so the right the net total is similar power craft right yeah right it's just more people are buying pontoon boats nobody rows a boat anymore or we know yeah right it's scary being on a kayak out there oh yeah yeah I'm surprised you know I watched people if I were on a kayak I sure as I wouldn't be going down the middle of the lake in a kayak and you see them yeah if you see people swimming out in the middle of the lake oh yeah I mean yep you would think people know better than that too they're just ask years ago on a busy Sunday there was a woman laying sleeping basically laying on her back floating in the middle of South pond on a paddle board and the waves from all the boats were higher than her so you can't even tell she's there and you know one point my son came by with the jet ski and talked to her from me he's like you know nobody can see you and she was like well I have a right to be here and he's like well you have a right to be here but but somebody's going to run you over yeah over right to have a nice F and and and you have a life vest that's key yeah the Oldtown Beach the Oldtown Beach is another problem because they're they're even though it says no swimming big sign down there and and they're they're down and they're swimming 100 feet off the off the shore out into the where everybody's voting one of my neighbors got swamped the other day in his monole sailboat was not a very big I'm not sure what that is a regular sailboat oh okay sailboat a single Hull okay and it literally SW oh no kidding right and he didn't even slow down the guy he was po oh I you don't blame him all right so I'm gonna ask a quick question one time nor you were gonna use your pictures against this to see yes and he's got that's what he's gonna present maybe you been too busy no I I this is in your the key okay so you guys counted three more docks than I did okay I'm not going to worry about that yeah Power there were 10 was a difference of 10 not going to worry about that because when you do the inventory some boats are out yeah lifts it was minus three I won't really worry about that but uh swim platforms in total was minus four and boys was number eight for a total of minus 23 Delta so if you go to the next sheet which breaks it out by middle Pond and and South Pond the areas of concern are number one swim platform South Pond I got pictures of nine we counted zero on the LMC inventory yeah that's weird because there's a I mean there's a ton of them out there they're easy to see somehow we missed that either didn't record it to to dick or or got inputed correctly mean like you're talking rafts here yeah we count we counted rafts I know we I got 13 in Connecticut and 21 in Mass okay this is Connecticut oh no no this is fixed off you want South Clothing docks I had eight in Connecticut floing dock clothing docks the same as a dock except it's doesn't have there you know swim floats you know somebody got a call floating do there's no floating docks out there we right there are R so it looks it looks like what happened is a terminology problem in other words he means one he's saying floating Docks but he doesn't mean floating docks in our language he means swim I had eight oh so how many floating docks did you have nine huh I only count them as docks our doc inventory is not correct okay so what what is a floating dock floating dock when it doesn't have legs it's on on barrels it's a do I don't think we care I don't think we care I don't think we care whether a dock is floating or that way I only counted it as a do as a dock and that's alling the legs it's do agreed so so really what we is so I had 46 six docks whether they're floating or not right 46 in Connecticut in Connecticut 46 in all of Connecticut or in South Pond no this we just did South Pond okay so South pond in Connecticut you say 46 okay I counted 55 okay so okay that's why I says something's wrong here yeah that's significant yeah and last year we had 54 in Connecticut h so my photo shoot is 55 wow and I would expect those to be3 then I'm reading 24 24 am I missing something um no over here first colum should be LMC should be 23 on the top you right yeah kind of thought that thank you thank you so that's one issue then if you're going to supply if you're going to take docs and make them to Swift FL platforms than than our documentory goes off yeah no yeah okay so we we probably just need to be much more clear when we write that thing yeah to say what it is which is so because we've got fixed doc floating dock and then we have rafts and swim floats I I think you're right we don't care whether the whether the just so I think we should eradicate the the double and just call it docks do the dock and then the other thing is rafts swim floats yeah right yeah two categories instead of if we're change that why don't we change a lot of why do we care whether we got pontoon boats or par boats there's no difference well except the only reason we've been tracking pontoons is the size the size of you know they there's no small pontoon boats right but but a pontoon compare maneuverability of a pontoon is a lot worse than maneuverability of a of a power boat normal power boat but we're not counting maneuverability we're counting boats here no but you use that to to determine as you keep adding pontoons they do take up more space when they're making turns yeah yeah well we're not going to outlaw them so what to do no it's it's just knowing understanding for safety so I'm fine either way I think we should definitely straighten out the yeah I agree the dock yeah the dock just call it one kind of dock and what I'll do so that we don't have to completely redo this I will take the numbers and eliminate the line and and combine the lines that okay they're supposed to be permited yeah yeah any swim buo is supposed to be perent you don't have to pay for anything yeah because you can't just stick at any any old place I know what you mean okay so I swim Boys on middle Pond yeah that he's saying he didn't count them no middle Pond I did with the Paul and I don't have any the pris data he took the data and went to a Comm send it to you yeah I've got that zero but you only had two swim buoys on middle Pond but there's more than that oh you mean on the Connecticut side only on Connecticut there's a bunch of yeah yeah they're in that there's some in that Cove in that Cove after the peninsula yeah like three or four right there gota be because there was more than a couple and how about the beach got a ton of them but only counts as one oh it counts as one it if they're multiple buoys shouldn't they I think they have three buo there huh I mean you needs to have a sticker and if you have three buoys you need three stickers you don't get one sticker for three I'm not giving to that one swim buy is a series of boys on a rope no no no but talking about an official swim buy no no you hook a boat to or a platform swim platform oh yes you have aing but swim buoy says swim swi says you know swimming area that swimming area and that needs a sticker right so so if you're going to put a line out you may have three or four buoys you need a sticker for every one of those buoys if you got a swim if you don't have any if you don't have any booys you the string is okay by itself yeah but if you don't have any buoys it's just going to float right into into Shore you need the buoy to hold it out there well but a lot of people but I hear what Norm's saying a lot of people don't have anything except bunch of milk bottles and and uh what do you call it uh detergent bottles and stuff like that in a string and they don't put anything on the ends saying it's a swim area yeah yeah well you're not supposed to do that they have an anchor somehow right you're not supposed to do that there is if you're gonna if you're G to Anchor a thing out there it's supposed to have a sticker anyway I think though the the intent there was to get get a handle on the swim buoys the ones that stand you know uh three feet out of the water that say swim on them swim area like because that's what's house yeah right right and individually absolutely are a swim float you don't count that as a moing you just count it as the swim float right the mo a moing the idea where you tie aat a moing is you've got a you know you've got a buoy that's sitting there that's tied that's for a moing you're going to clip a boat to right and the only place we have those are at at um Saunders at Saunders right and he has a bunch of boring yeah and there was one up by
