anybody's here has public comment yes yeah we'll go put you under Wally part and we have bills bills and minutes was the next thing I read the minutes online they I did to me I'll make a motion to bills find anything look at okay no bills I get next on the agenda is Wally Park okay the spray park first if we have any updates on that well last I knew it was going to be six to eight weeks before PR you had it fit it in their schedule no changes on that I didn't ask so we're still looking at end September mid October okay and speaking of pickle ball that's next up on the agenda oh here we go uh I like uh Russ's option three of going ahead and getting going on over the um volleyball card sorry these are all different options Russ that you dropped yeah so so basically you know with if you want to come up you come up or come on up she wants me to sit in front of the camera so did you do me a favor and put down your contact information sure I I wanted to talk to you nobody knows you I know keep it that way but now I will I'll just throw this is an updated one anyways you made me three copies of these option three uh all the options looks like you have three of option three that that John was just talking about yeah there all the options are in the package oh they're all in each one yeah oh okay I left mine at home along with my pickle ball that's my that's the easiest way this the updated one yeah so this is updated get a chance to David caught a good uh a typo I had on on one of the last options so basically when you guys met I don't know when was it back in May or so we had a meeting with Le was here Randy um yeah we met afterwards we and we realized that the plan that went through that we were proposing before with the mats and the porn concrete and all that was over cost overrun and it wasn't the best quality to does seem like the regular players like it so Randy and I talked we said well let's try and get some prices so I went one way he went one way and then I got a little concerned when I see it all sudden in the paper that oh we're going to scrap the senior center and just do it do it all there as my prices came in it started being the realization that we could do something here for the budget that was already voted in um so I looked at doing redoing the basketball court as it exists today just putting a skim cat over it and um redo the basketball design if you would and re repaint the actual um the court with the real materials you know the rubberized Coatings that was the the cheapest that was option one and then talking with the asphalt company uh they said well the problem you're going to have is the cracks that have been sealed bu are in there could transfer at some point up to the next layer so Give It 2 years 5 years 10 years whatever we could have a problem he then said the best B be to rip off the ass put binder coat and a finish coat on that so you would have a multi multiport Court over where the existing court is now and then option three was to kind of go back to your original thought process of putting it over by the volleyball court the I have here is physically taking the same Dimension which is 117 by 58 picking it up put it in over there and uh put down the the the asphalt rubber coat it fence it etc etc and in all those cases that being that probably the most involved case it comes in under the 117 that you got approved second part of that was um there was some um needed some clarification from town attorney and that we voted for two pickle ball courts you have to make two pickle ball courts if you're going to spend that money it kind of gets into that hole so I went back to him and said well I want to clarify that we have two existing pickle ball courts right now on the existing multi sport court if we're taking those and put those same two into another multiport court is that you know is that okay and his answer his email I got today was yeah it is that as long as you're building too so you're meaning using a half court for basketball yeah well we you could do a full court you know the way they design the multi they overlay each other some of the drawings and stuff um but I I mean I don't know I think you could just have a half court basketball usually it's one or two people out there you know shooting Hoops we do still have at the school there's still full basketball courts and and other place but the and you're parking wreck um my my Envision was half a court two pickle ball courts and we could probably squeeze in a shuffle board if that's something the senior son Center wanted or something I that good that why not you know more likely to play that than pickle maybe no rollerblading today you know um so I mean I was encouraged in that hey wait a minute looks like we can do this for the prices we have now um the paving company was State bid so that qualifies um prw was the um what do you call procurement through the town so that is is okay whether we wait and put fencing up you know that's you know that's to be determined uh but what I did learn was if you put down asphalt it has to cure for 45 days before you can put a coding on it so andrix who was the vendor was saying that they could put it down this year or maybe they put a binder coat and finish coat next year but when I talked to the coding folks they all said we're all booked up till like next June so if you're going to get in line you got to you know sign a contract now to get in line for next year you may not get it next year either so that was might have been some of my haste that was in some of the letters or whatever but um I wanted to bring it forward to you folks and see if it's something you want to pursue um and then I don't know what's going on at Wall-E I know you wanted six courts there um but when you started doing the square footage of cost it almost seems like for the budget you have now that you could do it so again you might get into the lawyer yeah I don't know the four versus six the votes on that at all um I think I sent you the uh the bid package yeah I didn't it had everything but the lights in it and uh Rob said he would get me uh one that included the lights but I may be enough just to get the coating and the the base down M but there's not enough to do the fencing the lights and the little uh is that through a vendor doing it all doing the whole Soup To Nuts kind of thing or well we put it out the bed okay and see what happens there's several companies that do it Soup To Nuts can we put it out for Four Courts and six courts to get an option from both of these these companies just to see where we yeah but I doing four six it'll be pretty straightforward yeah there'll be no problem to say what if we trun a little bit that becomes the is issue here is we know we the court gets used more and more for overflow parking well that's why I didn't think one and two were good options well you wouldn't be parking on it if we did well then we'd have to we're probably on the hook for parking building more parking or could be they throw that in with the cost of the whole thing and I think we'd be starting all over again with that I think three was probably the best option who did you have uh paint quotes from by chance I'm I'm just curious because I didn't see anything in the email there was a few um the latest one I have who the problem I was having is finding uh coding folks that do prevailing wage so some some out east didn't want to touch it and then um let's see I know when I did that sometimes I taking a pay cut doing prevailing wage depend yeah uh seal coating ma seal coating a gentleman's name is uh Costas is last name he was recommended by sport coat who was um one of the pain pain if you call it that manufacturers I can look into that a little bit but did he give you a firm price or a rough price on that yeah his actually came in at 14 i' carrying 20,000 just because but um well the materials are going to go up 5% next May anyway we go but I mean you can just you can just that or yeah and this um if you want to take a peek these are the two um companies the spor coat was the big big one um they their distributor in Boston's the one that gave me a few names that they would recommend going with some they don't recommend going with cuz what I learned is there's a bunch of vendors out there that do driveways one day and sports courts the next so yeah you want you want a rep but sport master I think was the big one that was the most popular so I I thought I'd bring It Forward I don't know what you folks want to do if it's something that needs pursuing or how we how we move you know prview did say I'll get it in this year for you if need be but you can't get it in unless you pave it so my thoughts on it so far are just if we're doing the paving we do both codes of Paving this year rather than one now and one in the spring kind of thing another one in the spring then you're another month and a half out before painting it days again then pce price will probably be up again anyway so yeah I'd like to see that happen um let's see the post I got a bunch of questions I told you sure um are the post going to be permanent Post in there or are they going to be temporary Nets like we have so I would I would I don't know much about pickle ball so um Hing not to do it oh Randy apologizes it's his birthday today oh okay it was mine yesterday so not available today um so what I've seen some of the multi-arts is they put they do wheeled version so you just wheel them over to the side you know I don't right now we have freestanding ones that they use because I I know on the print that I looked at for L Vex I think he had a permanent yeah if you do the six courts that he's using the wolverham model because they just did it and he's using a lot of the specifications that they use yeah for us because he's doing it for nothing I could see it was kind of general like get it ready for it but it looked like it was permanent post that's why I was wondering on that I me because it was multi- court I assumed that they would be temporary I mean I'm people that play would have to mention you know tell me which way we want to go with it it's if you're throwing basketballs you may want to not have those nuts in your way and I don't know yeah I mean the Nets would be farther down and out of the way for a half thing but I'm just I'm just wondering like as a practicality thing is if something you're going to be out dragging nets for the rest of your career here kind well I would see them left out there but maybe they stay in I I don't you know I don't know yeah I don't know if they're left out there if they end up disappearing sooner or later that's my only Randy and Rob are both Aid pickleball players I mean really into but also the the gentlemen that are out there playing today I don't think if it's a a permanent net or temporary net it's not going to change their game much yeah but I'm I'm just thinking I mean I know the SE it's mainly for the seniors but all the other hours after hours and everything else it's going to be for general public so I'm just it's a good question I I just don't have the answer we'll get the answer could be designed either way but I I mean I think if it's that's something we got to do before the asphalt goes in I would think I make a decision on the instead drill into and through everything it can be done afterwards yeah but I'm sure it's a little bit more I'll do it okay make sure you put that in a minute John will do it okay um you didn't have anything for lights on the plans here correct I I mean we have the the pole so going with the lights are yeah you currently have lights on the um volleyball there there's two sets of them so my thought was to repurpose those okay and I'm in the process of talking with ever source to get those upgraded LED for basically zero so which be a good idea and no matter if it happens or not it they should go to LED yeah definitely can I make a motion to go ahead with option three you you want the basketball court and pickle ball courts I want M Court over at the yeah but it's going to be a a basketball court along half court with it to work okay if it all works out it's fine with me that that seemed like the best option to me option three so I would second that but I'll make a motion I mean uh a roll call sorry about that David day to Lor ey L Mike shei yeah maybe we should get it going now you did you say you had a subcommittee is it I me Randy and uh you Randy John and and Rick met a couple days ago with Rob uh Rick couldn't make it but uh I was there Rob and uh Randy and we went over the concept of going back to the CPC M and saying we want six courts over there and we want the lights we want the uh Pavilions small things for shade for people that are waiting and uh go ahead and ask for the full deal and uh Rob is going to provide us with the uh application not the application but the uh bid process so we can go out find out about how much money it's going to be we can go to the CPC and say here's what we want in a town meeting we can vote on it would you be shooting for a fall town meeting hopefully or uh hopefully yeah I mean it's not going to happen to the spring anyway right might that coding nice to get it you know get it going like you said the coding people and yeah you got to get on their schedule even if you had a vote for that I think you could talking with a guy you know via email he said not necessarily a contract but an intent that get get in a list that all right this is coming up even if it's not built yet beautiful what were your other question um is it approvable for me to just say something or no sure go ahead um as the chairperson of the COA board I would just like to say thank you you're welcome oh you can thank it's anytime don't hold back on that even if it's out of order I want to hear it are you going to be over seeing this I mean because I I know what if you leave then I'm just I don't want to be stuck where we go through the same thing would still stay committed to doing it whether you want to make me an adjunct member of your committee or whatever can you join ready I'd be glad to stay on help out and see it through that's fine well my thoughts on I know my thoughts on this I'd like to get this going if they're they said they can do it in October but I'd like to also get the fence up this year so we're not running into a backlog with fences next year I think that would be pretty straightforward to get the fence in probably yeah rather rather than waiting and I think that would oh we want to lock it and keep everybody off it no my can CR with fence using a subcontract I believe they can so the fence came in at 16,000 from one vendor 23 from another um so being below being over 10 and under 50 you would need three prices um so I would just need one more price or a vendor that walked away from it either way yeah so um Westfield outfit was the cheapest at this point and it was a prevailing wage straightforward yeah price on it I thought it was reasonable and that was 8ot fence I know yeah we had spec for 10 I believe but I don't think it's eight playing yeah I don't yeah he said a lot of them are fives that the he's done but I went with eight just five would be a good idea with people running at them kind of thing think the Eight's fine I I think one other thing on the fence thing we're also going to want was the divider of well I don't know if that's going to be practical with the basketball thing but most of the courts they have like a four foot fence in between the the two courts yeah we'd have to decide that whether you want to do that or not but that's not in there yeah we don't we don't need that right away again there's a contingency in there too for but Boulder as soon as they start bulldozing if we get it paved I'd like to see the fence like scheduled like relatively soon after instead of taking our chances with somebody sure fooling around with it over the winter or yeah no that's not the only other thing I I know you had a prices for the Ada sidewalks are we able to utilize any of the sidewalks that are there already the ones that go along the play area and just maybe extend that just a little bit rather than put in a whole new sidewalk perhaps I don't I'll I'll plead the fifth I'm not sure okay um well I think so my thought to save us some money and uh LEC I'm sure could help us with some of that in that I don't know what the code requires I'm just saying that if you got a parking lot you probably need an ADA sidewalk whether it's paved or concrete to get to the other thing so to get to the actual court so that might take a little bit of a layout but um making sure your grades are right and all that good stuff but are was the parking lot price included in with a I was just no I was just assuming that'd be gravel this year yeah um we might have money to it I don't I don't the only other question but I mean is that included with press View's site work part or um I believe so I have to go back on that but I don't expect it to be much of a yeah you could I told you I was gonna ask a few questions but I mean if he could just send me because the one of the things is he's gonna have a mobilization there where basically his equipment is going to make a mess yeah so he's going to have to clean it up anyways and I would assume that we could make that work so okay um the only other question I I'll have and I'll double check with John Gard is on that plan I believe we are far enough away from any of the wetlands or any of that to not involve that so um I think we're good and I looked at the maps I think we're out of that zone the 200 foot or whatever it is well that would be good yeah I just got to confirm it with we looked at it once and it seemed it but we got to just confirm that any other yeah we had a last meeting we had a quote on locks for thank you for the bathrooms and I think Rick made a motion for 3500 our quote came in for 3560 I know so so I didn't call and have them do anything Myck we can all CH Dave 20 bus be but I I really think that would be a worthwhile thing on the woman's bathroom with electrical panel I'll make a motion to go ahead and do that I will second staying some of the kiosk um there's a rail trail count I know Pioneer Valley Planning Commission was doing one but the friends were going to be doing one I believe it's this Saturday so what are they doing uh just a count of how many oh people are on the trail and what they're using for vehicles and everything else and other than that not really any other new business for the rail trail um next we'll go to Old business I don't know if anybody has any any updates I don't have any updates on the dog part for the T-Mobile Grant I haven't heard anything either um Jason came to see me and asked if I'd write a letter of recommendation for the T-Mobile rant of why WI-Fi would benefit us at Park so I have to work on that okay and then he's gonna submit his friend I'd appreciate yeah I haven't heard from um oh the dog but she came in the last meeting yeah she said she'd keep us updated okay um any new business anybody'd like to bring up do we know if the CPC is uh going to meet next week I'm on the committee but I'm not sure at some point we want to go to him and and tell them that we want the money to do the six cours the lights the Pavilion and all that and in the meantime we'll get together with u John Randy and Rick and maybe Russ and get the uh get some qus are they set on the for you guys pretty much thinking more of the six quarts down there rather than the four yeah well you saw the drawings it has six quarts on it and everything's there except for the lights so it's pretty much ready to send out to uh I don't know if we send it out to bid and just ask for quotes we can't really send it out to bid because have any money yet you have some money but not enough to cover all that yeah probably just have to send it out for quotes yeah we know about what it's going to cost because uh what was it not was Springfield who just did it wam wam yeah was there's the same was it the same sorts and with lights I'm not positive about the Pavilion okay uh I'll have another meeting or we'll have another meeting with the Rob before we get to quots make sure that they're in line yep we'll have three or four of them and get an idea what to go and ask for but we have to fill
