the back and forth in email so we're going to table the approval of the minutes since nobody had a chance to look at those yet um and uh we'll table those for next week is that okay with everybody since we didn't have a chance to look at them okay um we had one item of Correspondence and that was a response to um the email that went out regarding the Green Team um actually I think we had two responses so so far one is a no and one is a yes um and so folks are putting um the 11:14 meeting on their calendar and we'll go from there um continuing did we sent out we sent out there was about 30 30 to 35 people on that list respond so far have to do a follow yeah we probably have to do a followup agree all right um the application we're looking at tonight is Lake Mohawk tennis club uh let's go ahead and look at it down there they are it looks what they're doing is um Paving over coloring over one of the tennis courts and putting in four pickle ball courts so let's go take a look at that foap so they are in well but it's contained within so that's it's unclear yeah that's they overhang that's existing but they're within the bounds says to go through the process extra space but it's already that's what is the surrounds comprised of they're putting some vegetation here so that's why we might be like taking it out of but this is existing existing Court surface to be oh to be expanded by7 so taking it out here and add it here I think originally they had them coming out this way oh did they taking some of and they were going to take a bunch of pocket are taking I think I saw not it can't just bef to expand but they're taking so after all they're like adding like 30 something square feet they were moving 115 117 197 sorry so it's a decrease of no it's on this side this one toward the toward the parking lot this side yeah so the last cord on here I think we don't have any comments does everybody agree or agree than you wonder if they're going Tak um no public comment because no one is here from the public uh moving on to report uh Christine you want to go first from the planning board um at the planning board um we spent all of our time on an application that um that we have already made a comment on by the sparta Pharmacy area um but we did um have announced by our um attorney and myself um that everybody should attend on the um sixth of November member for our open space and Recreation plan debut and public comment and they seem excited to do so so it'll be during the planning board meeting yeah great yeah so that's about it okay uh Dan you want to go next I think the most pertinent or interesting thing is the council introduced a set of three ordinances to allow for uh cannabis businesses to open in Sparta there are six types of licenses and I'm going to get them wrong but there's retail and wholesale and distribution and packaging and cultivation and I probably got a couple wrong but there are different types of businesses along the supply chain and um so those were introduced on Tuesday's meeting the ordinances were there were parts of it that were incomplete uh because we were waiting for feedback on some things but uh the incomplete parts were really just about the the um the zones that we would permit these uses in and the council was kind of stuck between this was this process was kind of stuck between the council and the planning board in so far as the the council had passed an ordinance three-ish 4ish years ago that declared there were no no Canabis bus no cannabis businesses permitted of any kind anywhere in Sparta and so when we wanted to start to float the idea of introducing cannabis and I should say at the time that an ordinance was passed because the state regulations had not yet come out and Sparta didn't want to get locked into anything that before we knew what the state regs were going to be and so it was safer to just say nothing at this time we'll revisit it later when we knew what the state regulations were going to be the state regulations came out now we we can go in Eyes Wide Open uh but um the the ordinance um or the uh the the planning board's day job is to talk about what gets built where that's really that what the planning board does and we wanted the planning board to start to consider that but however the planning board was stuck because there was this ordinance that says you can't do can any Canabis anywhere and so they couldn't even bring up the conversation so we're in this Catch 22 we're waiting for them they're waiting for us and so we introduced these sort of ordinances to sort of break that cycle and so they're introduced and almost purposefully to to get some input from the planning board on some thoughts uh I mean ultimately the council has the ultimate land use Authority but uh we said as I said the planning board's day job is this and we wanted to get involved them from the process in the beginning and very closely so uh when a when an ordinance is introduced the next step is to do a um not a compliance review but a um not a Conformity review a consistency review with the master plan and one of those cords and uh that would afford us some opportunities to bring this in front of the planning board and solicit input so I believe that might be at the same November 6th meeting I'm not certain but um there's there's a time limit it has to happen fairly quickly um I think with the 25 days I've heard 35 days I'm not really sure what the law is but um once an ordinance is introduced the planning board has the clock starts and the planning board has to um do this um um compliance review um consistency review within a certain period of time so I I believe that this that conversation might happen on the same meeting November 6 I could be wrong though I know that there is another meeting we have built into our schedule so that we we're a little bit back logged I did talk to Ron about that and there might be some juggling of the either the six or maybe the 20th November well I think the next meeting is going to be canceled because it's the same week as the league of municipalities conference I think we've agreed to go ahead um and meet as a planning board to get at least five of us there so we can move these applications through Ron did mention that that might happen I don't think it's been I think he has his five okay that's good um so in any case that's in in the works and uh we're you know we there there was a public session about it the first council meeting in September where we solicited open feedback from the public hey we're kicking this idea around and we wanted to get public input it was on the agenda I think we had very little engagement from the public at that session uh but now that we've U once we get into the hearing then the public can then weigh in and on this stuff um so anyway so that's that's um in the works and um interesting to see what comes out of it and um that's probably all the interesting things I can imw right now can can you just repeat the beginning the beginning of that process because that was seemed like pretty uh Forward Thinking so we decided to put the breakes in and wait for the state to legalize so expound on that a little bit when the Constitution was changed in 2020 2021 2021 so in the uh in in November know the voters of New Jersey voted uh like 6040 I want to say it was and that it was almost the same split in Sparta Sparta vote was very close to what the state overall was about uh 60% of two-thirds of Spartans voted to to um legalize cannabis use in New Jersey um at the and at the time the clock started we had until I want to say August of the next summer to uh pass an ordinance to either allow it or prohibit it and if we did nothing then by default it would be allowed any business would be allowed as long as it uh met the the zone that you were offering you obviously can't set up a cannabis retail in a residential Zone and so uh we had a clock running and I believe it was August and but the regulations were not going to be distributed until August so the state was still kicking around what the regulations were going to be and so the thinking was the safest route at that time was let's just say no at this time we can always change it later once we find out what the regulations are and so that was the thinking behind it I I'll just share I was a no vote I was the only no vote at the time on the council that it passed four to one um but um but you can justify that uh they they wanted to go in revisit it once they have the regulations and the regulations took another year I think before they finally came out was a long time so that was the thinking at the time yeah so so I was just um interested to hear that because of as we talk about other types of development um having that mechanism understood for kind of pumping the brakes until we fully understand something seems like a useful tool all right not necessarily cannabis but other larger things thanks I'm thank you I'm learning more about it it's it's a rather low intensity business like the cultivation is not enormous it's not a there's not a very big footprint and the dist the the wholesale the packaging distribution um is also a very smallish footprint because you're dealing with a Al live or a fresh product and you can't um you can't sh package it ship it in big buls be we couldn't do that anywhere anyway but um it's it's done in very small units relatively speaking and so it overall it's it's got a fairly small footprint if you're thinking about like the cultivation and the and the packaging and that kind of stuff so it's um I'm I'm certainly not an expert but I'm starting to look into it more myself and it's um it's interesting and that's all I have unless there's any more questions I I want to ask a question is cannabis a native plant that is a good question I think it is to New Jersey yeah H it is h i just yeah and it's actually very in some ways a very difficult plant to grow because and again I'm my wife knows more about this thing being in the in the county a agency that uh you can get hemp plants that would spike certain chemicals and unless you you were really watching it you could you make the hemp not a sellable product in case there was a spike in certain certain things and the the growing and the again I'm talking like I'm an exp like I know what I'm talking about but I'm not but I just having heard some of the conversations it's it's um it's interesting how um how it's grown and developed but I believe you're right I believe it does is a native so it can escape into our forests and into field I believe there is no open cultivation uh allowed in New Jersey it all has to be contained so it can't escape it's got to be inside of a building you can't just start sprinkling seeds in the ground and watch them grow I believe it's all inside of a it's got to be contained interesting yeah um just thought I'd ask yeah no those are good questions um um do the regulations or are ordinances address growing it for something other than human consumption like to actually make other hemp products hemp or cannabis oh so this is for cannabis right you can grow hemp and hemp is is permitted but there are regulations for that too I believe there are yes yeah and so our ordinances are only addressing that's the Cannabis right retail sales retail distribution packaging whatever uh does that have any direct relationship to the environmental committee um again so I guess two things one is that it's a relatively small footprint in terms of a b of a of a the pack the the business of it and so if it were to you know some of these other types of licenses I I think it would be again very fairly small footprint um and secondly I think um Chris was an interesting question that you know could it escape and I think the answer is no okay that's all I got Neal um okay it's my turn the master plan subcommittee uh we haven't met since um since the environmental commission met um but we uh have a me upcoming meeting this Monday um we we've been working on getting the word out about the U master plan uh Community survey which I'll mention again and hope everyone has filled it out and is promoting it um we had an informational table at the farmers market this Saturday uh Ron day and I staffed it uh he's not available this we hope to do it again uh and if anybody wants to volunteer for this Saturday um let me know because Ron's not available what Saturday this coming Saturday what's the event the farmers market oh the farmers market sorry mention that uh so you know we'd like to try to do that again um before the survey closes so we spent the the whole day harassing people about harassing all the Walkers by about filling out the survey and there was there wasn't much traffic there because there was the county garlic and honey Festival was going on when when does the survey CL November 15th I believe so yeah just let me know if anybody wants to help help out the people that you harassed how many already a few but no no not even close to 50% there was a Facebook I know it's on the website but was there a Facebook post about it yeah we've been sharing it but you're welcome to to sh everywhere to okay just keep pushing it out there you know email it to friends yeah do you know how many responses you've gotten so far uh it was up to 500 I think when uh uh Ron's according to ronde's last email okay uh I attended the rivers conference I'll let Christine talk about that it was a great event as it was last year the other oh simple Bear Necessities was awarded the environmental leadership Award presented by the Sussex County Economic Development partnership I was wondering why Tammy didn't mention that at the council meeting she mentioned mentioned some other saage way I was should should have yeah I was going to get up and and make a comment but I could stay till the um and that right thank you okay uh moving on to unfinished business so the um as previously mentioned the open space second public meeting will be with the planning board on 116 24 at 7 o'clock so November 6 that's our second public meeting on it um there have been a couple minor revisions since um the last ver last time we all met and I said that that was the final version um because we found another um ordinance that identified through uh at Sunset Lake HOA um some additional land deed as needing to remain Open Spaces it's not quite in the cluster ordinance so that was um another change that was identified um we're not going to keep updating versions now and sending them out again until after that November 6th meeting then we'll take the comments and questions that we get from that meeting and then do a final final version at that point um but we are keeping track of any changes um did anybody look at it again and have any more comments or questions at this point and it's on the website right it's on the website yep it's been it's publicly available now on the township website um special thanks to Michelle for all the back and forth with with the tax assessor's office and getting the Deeds for us um and Corey Stoner for all of his help with it too there's a number of folks that have already helped out so it's looking really good very comprehensive Barbara said we're full of surprises here we are full of surprises we've uncovered some interesting things all right um any other questions on the open space open space and Recreation plan no okay um Sustainable New Jersey certification I forgot to speak to that that's okay sorry it's on the agenda so it's yeah yeah we uh we met before this meeting and and talked about how we can proceed with this about divvying up uh some of the um actions and having some each one of us take you know take the lead on on on them and one of the questions that we have is um about entering and uploading all all the documents Michelle are you going to be able to help us with that or help Christine get on board yeah we'll um we'll work on that I knew it was coming out of curiosity did we miss any deadlines for next year's filing yet no no the the deadline for the the first deadline for initial filing is uh February 23rd okay it's still in February of the same year that you want to get that accomplished yes so we're we're good on everything until then I mean yeah if it comes down to you know uploading documents and whatever especially because you know I have the the scanner and everything here right certainly get that facilitated right and you're you're the admin and Christine Casco is is a contributor so maybe she has to I don't know become an admin too I don't know we'll uh we'll get we'll get it right okay uh there's a there's a webinar on the 2025 uh certification cycle on December 10th in case anybody's interested to my off the top of my head I think we only have five more meetings before February 23rd of this committee because there'll be only one meeting in December and one in November so the 23rd will come up before you know sure well yeah that's right so we'll continue to meet the sub the subcommittee will continue to be not to put any pressure but good for goodness sake all right um the speaker series Christine yeah so at the last meeting we approved the idea of doing a quarterly speaker series so our first speaker is going to be Don lensk who is the County Recycling coordinator so she's going to be talking about how we can recycle more um by bringing materials to the Sussex County Municipal Utilities Authority and she's going to highlight some of the programs that wouldn't be available to us just recycling curbside so it's a really educational program she's going to come speak in person at our meeting so we hope the public will join us on November 14th at 7 o'clock I've heard her and she's excellent very engaging speaker the request came about putting it on the website it is on your environmental page down on the right but I told Christine and Al ask Jim tomorrow if we can put it out as a news and announcement which was also push it out to Facebook perfect okay and then I shared the flyer that I made with everyone so if you can send it to your friends as well um that would be great and then John if you can send it to Pope John that would be super helpful it went out to Cara Johnson at the middle school and then we can send it out also to Sparta High School do we know who the next any ideas about the next speaker after that or what date we want to aim for no not yet um we can maybe do I don't know if we want to do road salt we could have a speaker tied to road salt for this winter if we're going to continue that program that might be good but no I'm open to ideas for who we want to have if you need a native plant speaker I know a lovely woman who probably should for the spring that's a good idea see if she's interested how about backyard composting you get somebody that's a well and Jenna black what was she gonna think she had an idea too oh I don't know what the idea was but she can talk about anything Watershed related or she also said she could help with if we wanted to do rain barrel workshops again in the spring so we can pull her in for whatever we need okay all right um Green Team appointment so the email did go out to folks and as far as I know we got two responses one a yes one a no um and so we're definitely going to have to send a followup email on that um so I'll be working on that and hopefully we can get folks here on in the November 14th meeting um to get that appointment going any other I think that's all the unfinished business um has the um has the flyer for the speaker series actually gone out directly to the green team because that's another group that we could send it out to we got to send it to them to perfect weren't you g to talk about the river oh you want me to do that now um um can we do it at new well no new business go ahead okay um so last Friday was the Northwest New Jersey rivers conference at Center University and the entire theme of the event was all focused around water um different restoration projects all about pollution impacts so we had our best attendance at the conference yet and I presented at a workshop with Dean blumetti um Barbara Gomes was another speaker talking about forming a coalition so there was good Sparta representation and thanks to everyone on the um environmental commission who was there as well Christine are the slide decks available from the presentations they didn't record them did they well they they attempted to record them but there were issues with recording so I don't think we're going to have um the recordings but I can find out if maybe just the slide decks can get posted on the website so everyone can see them great all right one thing I meant to say was that uh what one of the speakers at in the last session uh was about forestry management I think I can't remember his name he was from the highlands Coalition or Highlands Council um and I I had asked him a question about how what his opinion of the um Forest Management program plan is on Sparta mountain and he he said that it wasn't good for water management just the the science they're using is what they're trying to do is to increase habitat and it doesn't it's not good for U for water yeah his um name was Ben Spinelli thank you yep all right um other new business item is uh most folks should have in front of them the list of the 2025 meetings um there uh the the second and fourth Thursday of every month just um like we always do as per our ordinance um except that in November and December we only have one meeting due to the holidays so uh Thanksgiving holiday would be basically that Thursday in November the fourth Thursday in November so assuming we're not going to meet on Thanksgiving eveing and um Christmas day is very close to the the second the fourth one sorry in December um I did take a look at all the various holidays for um many different religions and actually we're avoiding all of them next year so I think it's a pretty good schedule um does anybody see anything in there right now um that they know is going to be an issue it's one on my birthday on your birthday well we'll have to have a cake then I I did um I did get a chance to go to the Sussex County 2024 Farmland Plan update and the public meeting yes and so thank you for sending that reminder out and I just thought I could share a few things with our commission regarding that um so it was um Barbara Davis did the presenting she's also for the county she's the um the planner for our County and um it was excellent and everybody we passed the microphone around and everybody got to say a little bit that I signed in as a Sparta resident um but actually I didn't know what our questions were because we hadn't talked about it so I ended up just explaining what the food shed Alliance was about so I did a little segue um I learned a lot um we don't have a lot of preserved Farmland in Sparta we only have 218 uh Acres um in order in order to be preserved Farmland you have to farm the land you know and um have a have a product um I learned that most of our farms in sesex County are in in Wantage probably three qus of the farms are in Wantage and um also that um the farmers in our area up here in Sussex and somewhat in waren are are losing their connections and their support system in terms of transporting food and marketing food and everything so that's diminished through time um a lot of farmers some of them that spoke um would love to preserve their Farmland but but to be part of one of the uh two or three programs they have they would only be offered $2,400 per acre and this is compared to $35,000 per acre in Morris County so that was another piece of interesting information that was startling actually um the state the Farm Bureau of the state um is coming up with a new formula for that right now they're in the works for der deriving it taking into consideration um location type of soil a number of factors what they would pay for each acre yeah why there such a big discrepancy between the you know how much they would be offer here and in Morris County like I I don't know I'm just learning this what that's a great question um so there's this huge well property is more expensive down there for one thing the the the farmers up here were very concerned because um we have a lot of orchards and livestock and one of the pieces of the formula is how tillable your land is your soil is and if you have a Orchard or livestock it's not considered to be tillable so um but it actually could be tillable so um they get a lower amount of of of money um in that formula but um Barbara says she thinks she can do something about that um let's see um yes it needs to go into the formula what was the other thing well anyway they're um exasperated they're getting all sorts of mail commercial mail and people knocking on the door um to put up solar Farms on top of their property which of course that's not going to help the environment too much but it'll maybe help our energy situation a little bit so um yeah they confirmed that they're they're very frustrated um uh with that formula um but anyway they hadn't had like us they hadn't had a new um um preservation plan done uh since I don't know 2008 I think they mentioned so um they were happy to have it um looked at by the New Jersey Conservancy um so now they're going to have a second public meeting and um for this meeting it's going to be on zoom and it's going to be focused not so much on the General Public Farmers but it's going to be focused on Municipal officials it's going to be 9:00 in the morning on November 12 and um perhaps Jim Zep would be great if he could um you know or or Dan or somebody from from the town could uh you know attend because um one thing that was thrown out and discussed was is that in this formula towns need to um they need to perhaps contribute um maybe 20% to um the purchase of this this acreage because it is their town that they're preserving so I mean you have the state you have the county you have Green Acres or whatever putting together the this in this um pack these packages but but the town has to look to their future and invest in preserving their land can they oh um the organization it's um yes yeah it's the um it's the Sussex County Farmland Plan update and the who met was a panel of people who are members of the susex county Agri ulture development board and apparently they meet every month or every other month and this was their special public planning meeting yeah and they have to have two meetings so this is for the farmers and the next is for the governments and the municipalities I'm wondering can open space funds be used for to to to help with that I don't know I'm kind I'm yeah there's a lot of open space funds so you you could combine open space funds with the Farmland preservation program that be just and hold it up to the light you can probably use it for well yeah yeah but anybody can um anybody can attend the meeting but it's focused mainly on the officials and the municipalities so you might learn a little bit more I'm going to try to zoom in thank you for that you're very welcome all right any other new business did anybody get a chance to look at the uh uh email I forwarded um Barbara Gomes from um uh responsible development sent this from Julia summers The Green Acres 2025 funding round I did I I I want to attend that session good yes when's the meeting at have to look at my phone I think there are a few meetings in December they're in December I believe so they set up for but it's in the email October 30th oh oh October 30 is one November 25th on December 18th okay green okay yeah couple things I want to mention one um Chris you mentioned um solar on Farm line I know that the county a agency is looking into that and the what the impacts and advantages and disadvantages of putting solar panels in farmland and actually the it's at first brush it looks fairly promising but they're studying the Imp and and the viability and that stuff but it's um that I I'm aware that there's a study going on right now for that um I don't have any conclusions at this point I just know that they're looking into it now it's interesting that you mentioned that because was timely yeah that will be interesting I think I didn't catch if Rob you mentioned that um was there any study I think the studies about whether posos could leech into a nearby stream was that considered in your material that you shared with me a couple weeks ago do you remember was did you remember finding out anything about that yeah I mean down I think that was it's about posos it's from Earth Justice when the earth needs a good lawyer but I thought it was a great diagram they sent out in their mailing showing the ways that the FAS can get into our environment oh I am interested in that yeah oh yeah I mean I I I think they're that's the issue is they're highly mobile they don't volatilize uh and they persist because forever chemicals so uh leeching into or traveling into a stream from normal weathering or intense activity over a surface is kind of a no-brainer that's it's going to happen so we we should expect that additional new input as well as um yeah future cleanup so I think we were talking about in two or three years what freedom field we freedom field sure but I'm I'm more interested in the brand newos field in unerman y u within a couple of feet of the walkill that we just installed there I think people deserve to be made aware of that but I don't unfortunately the the horses already left the barn W um people are using that field aside from you know going into the Waterway anyone that is using that field should be made aware of the conditions I would think I did I I parked my car and walked past it the other day and wow the smell just overpowered you I was I was I'm like what is that I'm like oh I just then I saw the feel was brand new and I'm like wow it's that stinks and I guess after most of the posos off gas for a while it's not going to all go away but um the smell was very powerful um the last thing I thought I'd mention real quick I I should have mentioned it to council we're starting to look at it again um if if you took the way back machine last in 2023 early in the year we um okay and late in 2022 the council passed a resolution to allow hunting on Township owned property was the last meeting of the year in 2022 uh early in 2023 the new Council rescinded that ordinance and so it reverted back to no hunting is permitted on Township owned property however we're starting to um look at the issue again and the issue that I'm referring to is uh de control and uh because the argument is made that hunting will control deer so we're trying to at at the time and we didn't we didn't pick up on it but we we we're going to look into what the state offers because the state D does offers um I think they're free to us a customized deer management control program and so we're starting to you know dust that off again and and take a look at it uh one of the things that we all also are thinking about is having a controlled call which is uh different than just opening up land it would be a very controlled um you know advertising ADV advance and make sure the the it's the area is made safe and because deer are a problem here both ecologically as well as um safety wise and um I know they're bigger than a mouse and getting rid of mice is seems easy but unfortunately uh we have too many deer and they're a problem on the environment and on safety so um there we have to think of some ways to do that and I think we're starting to kick that can again or or start to that can again is probably more appropriate um I think the you the federal wildlife management organization can also help my understanding is they do provide wildlife extermination if it's under certain circumstances I don't know what the circumstances are okay it's good to know yeah I did meet with the state a year long time ago in this state did um invite us in like I'll engage us we'll we'll help you guys yeah I I think moving forward with a customized deer management plan and see what it looks like would be very valuable because I agree we have way too many deer and they're eating all the native plants yep absolutely all the invasive species to grow fo yeah because they'll they won't I mean they typically will not eat a non-native species because they're not they didn't grow up doing that and Native species could come back if deer didn't eat and they'll take over from very quickly yeah maybe lastly I'll mention I think Saturday is oi day so for all of our Greek friends in Sparta I'm Sparta Greece happy oi day on Saturday nice right anything else for the good of the environment or Sparta residents um Dan did you get a chance to look at the U that tax rebate on vehic yeah on on green green projects I sent you I didn't I forwarded it to the um the manager the manager oh I was going to ask I I started putting together a list of of um long-term cost saving projects that we might consider I just I'm I'm just starting demuse on it had l about half dozen eight or nine things a lot of them are greenish like replacing the the uh the regular incandescent lights uh on the athletic fields with LED lights um just replacing the light buls in itself will cost a million bucks but you know it'll save us obviously in the long term um green having green fleets electric start to introduce more electric vehicles into the fleet will save us over time um having solar car canopies in some of our parking areas um there's a new kind of uh um wind generation turbines that are coming out uh the big ones a lot of people don't like the big huge windmills that you see offshore and mountain tops or whatever but there are more compact versions that look like an ared screw is one of them or or vertical windmills as well um much more compact silent uh you can put them in on the hill in the back or in your house somewhere on your yard somewhere U some of them are very interesting um could could be potential places by the DPW to install these compact things that generate a lot of power um anyway uh a lot of the programs that we were thinking about um are environmentally friendly that's and part of that is the so that fits in line with what we were talking about so I I did look at it yeah thanks thanks for sending Kim I just had one thing I meant to bring up in the reports but the trails committee has their first meeting on the 7th of November which is a subcommittee of the recreation committee and uh looking forward to give a report about that and then I wasn't sure um if it's appropriate but should I give zoning board reports while we're here or it's up to you guys I mean we're a subcommittee to the board which makes sense why you would yeah get the planning board ones um I don't know are do the nature of zoning is really local mostly like to a specific lot um I don't know I mean if you think if you think of something that's if there's anything that comes up that's
