we are gathered on the land of De Dakota and oju peoples i' ask you to join me in acknowledging the Dakota and oju Community their Elders both past and present as well as future Generations St Louis Park public schools also acknowledges that it was founded upon exclusions and erasers of many indigenous peoples including those on Whose land the school is located this acknowledgement demonstrates a commitment to dismantling the ongoing legacies of colonial power and the district's desire to support the ongoing work of local indigenous communities to thrive in our schools um and so then what we are doing tonight is we are um doing something that is new word to our district and that we are going uh we are doing a study session and we have a number of discuss items here and we said before we would jump into the discussion items um that we would do a little bit of introductions around the table and I don't know where we want to start if you want to start that um sure I can start and then we can go to my right and look around the table sounds good all right so good good evening everyone I'm Dr carrea hin the proud superintendent of good evening everyone my name is Dr const Robinson and I'm the proud new student service director I'm an KY I'm a board member I'm not I've been exposed so just frary hiia Anderson Direct Ashley suku director of communications good evening y'all Sarah Davis she heard pronouns and the directors of the board Patrice our director of Community Education Erica Scott Early Learning Program supervisor Kelly O'Brien um Youth and richment program supervisor Kitty urn adult programs manager for Community Ed Tom Marvel director of it or Information Services Virginia mansini Schoolboard director good evening Dr M assistant and Taylor Williams School Board member Patricia Magnus Director of Business Services Dr I'm in Cox chair here of the school board and Bailey principal and specialist and so we have a number of things on our uh I'm just going to give a quick little overview of them then we'll go ahead and we'll just jump right in here so we have Community Education Early Learning programs and summer Rec cap we have preliminary Levy process we have student School Board representative we have SRO and jro we have policy development first reading and policy 512 School sponsor student publication activities we have policy development related to First reading policy 522 Title 9 sex non-discrimination um we have policy development second reading of policy 203.27 again I don't know um didn't have this on the agenda exactly but Dr Heights again the idea of this study session is to have some conversation here about these issues and for anybody who's watching this at home we don't have any guests in the room but anybody who's watching this at home the IDE is that ROM conversations here and then this will inform us as we bring things formerly did this meeting meeting correct so the purpose of the study sessions is to sure that all board members have all the information that they need in order to make an informed decision at our regular business meeting so we will use this time to answer any question that may come up um if it's not already presented or um in the resources that have been provided when we when the board says okay I think we have all of our questions answered we're ready to move this topic to the board meeting it will then move to the regular business meeting in order for you all to take action on what said top um topic it is so it is an opportunity to just really to do to do your learning and if you have any wonderings or questionings it gives it gives us the cabinet members an opportunity to have those conversations with you in order to give you you know make sure that you are well informed and you feel comfortable if in the information that you have in order to make the decision that you need to make at at that appropriate time and uh and things may come up after we we're out of here and that we can still ask those questions after the fact and we are not really time limited but we're trying to keep these within a couple of hours so that we're respectful of of meeting times and people's needs and some of our PE some of our colleagues here the people that are at the table have been here for Abes outside of this too and everything it's meant to at least bring some of these issues forward get the conversation going okay with all that said then let's go ahead and jump in here and the first item we have 3A Community Education Early Learning Program and recap and our presenter is Howard director Community Education and um think we I can turn it over to um are you all you're controlling the slides who's controlling the slides you can if you want space bar arrows um good evening excuse me I'm like where back to begin going okay so we have so much uh to share with you all we're excited so much in store for this year but we're here today to talk about what happened last year as well as the summer so good evening um chair Cox of members of the board director excuse me superintendent Dr Hines um I have the pleasure in serving as a director of Community Education inter in my fourth school year now and I get to share this space with some of the leaders here from Community Education we have a number of programs so we're going to do our best to highlight and be concise and um really showcasing like the work that we're just enjoy doing every single day um so you can go to the next one I wonder how I should have done this sorry maybe I should be it's okay all right so um just like with our district mission statement Community Education also holds a long-term uh mission statement um as you can see here our mission is to enhance the quality of life through lifelong learning and empowerment of people um I don't personally see a need to uh change this because it is constantly adap to what we are who we are and who we are becoming this um really is an alignment of empowerment and engagement of community overall so I really appreciate our our mission here um I'm going to kick us off and really high just general Community Education and just a snippet of facilities as well as Aquatics programming so um like I said I have I actually like I have a crazy busy job but it is so fulfilling a reward and like every day is something new so one of the pictures here you see is um really an opportunity for us as a district to celebrate uh the joy of reading a community so we have um a picture there highlighting our summer reading Festival we just accomplished our third year um at Aquilla and and we got to celebrate the young and so it was a really great um Saturday morning and doing that in the middle is a a picture and capturing three uh opportunities that we host uh in partnership with uh the St Louis Park um parks and brick and hosting uh movies in the park so this last summer it was uh three movies and so that's some of my friends that we were out there hanging out with Sharon Sharon snacks right before the movie and if you look at our U Facebook page you can see our last movie that we celebrated vicious past Saturday um and then the far picture this is from some of our uh summer work we were invited to uh join in the Oak oakill Oak Village Oak Park um Oak Park Village yep and so that's one of our friends there and so um it's really just rewarding for us to be invited into those spaces and to share along in community and just have a great time and doing so um so that's just some of the great engagement type of work that we do and we will continue to do that uh we just this past Saturday also participated in the St lest Park art fair and we have the opportunity to also sell items that um are made uh By Hand by our senior members in our wood shop as well as our needle craft group so we made a a couple dollars in doing that and those proceeds go right back into our Senor program um as far as facilities uh we and when I say facilities I'm talking about um an extension of our build into our community and renting our space out in leing and making our spaces available or accessible to our community um we provide space to a number of individuals Community organizations parent groups Girl Scouts uh you name it um Justin Grace is our facility specialist there we also have uh some long-term renters at Lenox community center which is National Youth Leadership Council um rise which is an organization that supports um young individuals with disabilities uh Maggie's Farm a Time renter and Community Theater um nonprofit organization um we have a few other smaller um shorter term tenants there as well um and so the reason I highlight that is because we don't just provide programming but we provide space for others to provide their programing so it's a way of leveraging um and continue to connect uh resources within our community so with that um I now have the opportunity to pass it on to one of our leaders here good evening thank you for inviting me into the space my name is Erica Scot and the Early Learning Program supervisor uh the central Early Learning Center is located on the west side of this building we feel very very fortunate to be connected to the district office and District leadership um I have the distinct privilege of serving among others uh St Louis Park's youngest Learners ages 0er to five so in uh the central Early Learning Center there are three programs that exist there's the ECFE Early Childhood family education which is infant and toddler classes with parents and caregivers I also supervise the halfday preschool program we offer morning sessions and afternoon sessions and early childhood screening also existing in our building is Early Childhood special education and Kids Place full day preschool but all in all we serve about 550 children ages 0 to 5 so we are St Louis Park School for its youngest Learners and many of you were present with us this week as we welcomed our Learners back into the building with bubbles and F here and I appreciated all of your enthusiasm it it's a joyful place to be we have babies and two-year-olds and three-year-olds and 5-year-olds running in with their parents and really we're working very hard to create an environment um where both uh parents and children um feel a sense of belonging and for many it is their very first um it is their first for a enter the St Louis Park public school so I'll just quickly just give you a quick overview so will you maybe I'll just click through this one is that okay all right the hard okay so here you can see an overview of the programs that exist in our building and one of our teachers teacher Kyle the 6'5 preschool teacher uh this is just an infographic that gives you an overview of the programs that exist in our building also we offer some enrichment programs Let's Dance Aquatics and what's missing from this I apologize is Mini Me Sports which is another fun program uh we espouse four core values that are proudly displayed in our common spaces and in the classrooms and we feel like they're easy for students young students and parents to grasp we welcome each other we care for each other we protect each other and we stand up for each other we leave these uh core values into our second step social emotional curriculum throughout the year this is just a brief overie overview we offer two to five day class options we have tuition assistance and scholarships available our teachers are highly qualified so our Prof our PA of professionals transportation is available to those who qualify we are a parent aware rated program also existing in our building Kids Place preschool this is for kids ages 33 months to 5 years it's a full day preschool program open from 7:00 am. to 6: p.m. uh tuition assistance uh is available as well through CCAP so here's just kind of an overview of the breakdown of the students who attend uh the central Early Learning Center won't go through it individually but you can take a moment to see uh that we really have an impact and we feel a great privilege in serving St Louis Park's youngest families and making those connections so that we can set the students and the parents up for a positive experience moving into Elementary School uh and just this is just a breakdown of of the scholarship and tuition assistance that students might be receiving we have a variety of funding streams that I manage some are tuition based uh some are scholarships and state aid and just so you know as we think about kids moving on to kindergarten we we sent approximately 185 students to kindergarten this year and we do have the breakdown I I probably should have included by school um but uh it is really we're working to strengthen our partnership with the elementary schools and the kindergarten teachers so that we can communicate about what our students need and what they're wanting to see and so that we're all in the same page just wanted to show you what a typical day in the preschool class would look like some of our these are now kindergarteners these kids have moved on but um we have open Play Choice time large group time small group time curriculum guided literacy math gym and snack I don't want to take up too much time we're happy to be part of District curriculum review so we were able to adopt the bridges to Mathematics Curriculum which is used in aade through five so we are the Early Learning components so that means students who come to our school uh have the benefit of learning the routines and the language and the vocabulary that students in elementary school will be learning and it's a nice stainless transition it's a true benefit to sending your child to our our preschool we follow Scholastic big day for prek which is broken up into eight themes we have a social emotional curriculum which is really important we know academics are are incredibly important as so is social emotional development students in preschool are learning how to be members of a classroom community and the social emotional curriculum helps handwriting programs I'm I'm trying to be cognizant of our times so I can um let my partners speak and we also have assessments and we know that assessment informs instructions so we have some formal assessments that we uh use and and we are engaging in informal assessment uh continuously as well so we don't have a social studies curriculum per se but we're working a lot about talking about self-identity and um finding what's the same what's the difference what makes us special and unique and so we'll see lots of different art projects and and um wh School events highlighting uh the identity work that we're doing and we have a grant from the park schools and Community Foundation that we are so grateful for that's going to further this work family engagement is really important there's aun Casey right in the front she is our uh our liaison and uh we have been working hard to really build our elpac early learning parent advisory Council so that we uh we found personal invitations work really well to we have provided child care and pizza dinner so families can bring their kids kids are playing National Honors Society students are watching them while we meet and um and it's been a really nice thing to see some of the families move on and Leadership roles in the elementary setting this is just a snapshot of some of the events that the elac hosts and some pictures from last year we try to have an event every month to bring the community together2 right this is the new one so those are pictures from last year top left vehicle fair then we had y yaos Aztec Dancers uh and then winter meltdown gym Blast on the top right playground play date and the fall ball on the bottom right it's really fun so that's just a brief snapshot of the central Early Learning Center thank you very much I'll pass it on to Ken so I this one yeah oh actually I think it's a Kids Place I'll take the next one okay um Meg again VI daughter is not here represent kids way uh so I will represent kids way School Age Care uh so these are just some Summers this uh far left one are two of our kids place Educators we C them out having a great time at our community kickoff uh this couple weeks ago um and so in the middle this is some of our summer activities um kids plays participate in onsite activities as well as off-site so um the far ride those uh two young people with the orange shirts are at the penny Carnival uh parks and wck loves to have us or the city of stou Lis Park love to have US participate in parks and rec because we bring all the kids play there that full day um so just a snapshot of how many we serve this does not have our summer numbers we served over 400 um about 450 this past summer for school age care and that's K5 um and some rise in sixth graders but for school age we serve just under about 600 or so as you can see uh PSI is our larger site uh we're consisted in about 230 uh participants though uh at that particular site um the numbers are based on Staffing and uh we continue to have a weit list every year so we're excited about Kids Place program and we are located all four Elementary sites from 7:00 a.m. to 6:00 p.m. on n school days all right um I am Ken O'Brien so I was thether coordinator for about five or six years and now I am the interim supervisor for youth enrichment um so I wanted to give you guys just a snapshot of all of the different things that we do um so I have pictures from each of the the places where we are involved so we um coordinate driver's ed um we contract with Safeway Driving School um and they provide the classes at the high school um between the school year last year and the summer we had 215 kids total go through driver's ed um so that's our main program at the high school level um we do a lot of after school uh clubs and classes at all the elementary schools the photo up here in the top corner is from um one of our clubs over at p SII lesan favors is one of our site leads um he is a club favorite and he runs our clubs at Aquilla and at PSI so last year we had over a thousand enrollments in youth enrichment programs at the elementary level um and we've got them all back up and going they start next week um at our schools again um at the middle school over here we have our middle school debate we had um we part of the urban debate league um and this is our second year well this will become our third year that we're in um urban debate league so last year these this team McKenzie Williams and Alexa Sims they took third place in the city Championship so that is a picture of them with their trophy um they were so excited um we also have a Spanish debate team um so we had kids who won uh Brandon and rguez took first place best speaker in the Spanish debate team so I don't have the picture here but um he did great and the whole team did great for Spanish debate as well um in the summertime this beautiful picture um is from one of our students who participated in our afternoon enrichment so after summer Learning Academy ends at 12:30 we have um afternoon enrichment from 1: to 4 so the students can basically stay with us all day until 4:00 um so this summer we had 91 total students stay with us in the afternoon and those classes are taught by our internal SLP staff um we also do fee based camps at the same time so this summer we had about 80 camps um going on for the bbas camp so lot going on over Peter some lots of kids lotss of fun um another thing we do is just clubs like fun clubs at the middle school so I have a picture here of gaming club which is after school at the middle school it's just come hang out play games with your friends um we also do a newspaper club that students started um about three years ago so I think we'll be on our fourth year of newspaper Club this year um so the report card is still going strong for the Middle School um and we did ASL club and chess club at the middle school and now we're this year we're starting up Dungeons and Dragons Club so we're excited about that so that's going to be starting up um and then I wanted to do talk a little bit more about some things that maybe are not as familiar with things that we do but are kind of maybe just like one-offs or there during the evenings or the weekends um so last year for the first time we did a winter break opening in gym so at the middle school I think it was 10: to noon for 3 Days um we had like by the third day we had like 50 families like kids and families there at winter break open gym um it was super fun it was just so great to see the community um just coming together a lot of people came and they were like oh we didn't think anyone was going to be here I'm like no like everyone is here this is to be um so we're definitely doing that again this year um I also wanted to highlight this youth karate class that we have started up so there's a community community member his name is Dennis Williams and he volunteers um to run youth karate so he just well he's run adult karate for a really long time and now he's wanted to add you so we started in May of last year and it's been ongoing um and it just was happening a little bit ago at 4:30 to 5:30 I was watching the kids they were they did so well like he has them with uniforms and he is like going to do like tests for them to like go to the next belt and it's just completely volunteer um so I wanted to highlight him um another fun thing we do is called we started this class called safe at home alone with the police department and the fire department um so I work with officer Fitz Henry and she comes up with the curriculum and um in conjunction with the fire department and we're we just put our next class on the schedule for October um and it like fills up right away and it's just a fun class for the for 8 to 11 year olds to feel comfortable being at home by themselves for short periods of time um so it's just they just do some lessons about how to feel comfortable at Home Alone um so that's been really fun to have that partnership with um the police department and the fire department um we also do school release dat camps we we do piano lessons in every spring we have a piano recital um Red Cross babysitting certification we do Zumba kids and more but that's just kind of a snapshot of of some of the things we do in youth enrichment thanks colen um so my name is Katie urn and I am the adult programs manager at lenx Community Center and I oversee the senior program Adult Enrichment and the volunteer program for the district um so the uh senior program is what I'll start with um on the slide here um we are housed at the Linux Community Center and this is a partnership with the city of St Louis Park and we serve anyone that is 50 years um and better um we have several people that attend our events and our classes and of those we have about 440 senior members and what that means is that they pay an annual due to us and then in return they get discounted classes sometimes free classes um and then our senior publication which is called our newscaster mail to them three times a year um some of our popular classes that we have for our senior program um are highlighted through photos um so day trips um art and crafts and painting cards and games and ballroom dancing we also offer a lot of events throughout the year some of our most popular are the birthday party in the Park which is in um partnership with our senior advisory Council uh we offer lunch and learns Bingo um uh social hour and then we have three annual kind of bigger events so our first one is in June which is a Senior Resource event um then in a couple weekends we have our pop your trunk flea market which is going to be at the L in the lenx parking lot um and then in November we'll have the craft there um my team and I also coordinate Adult Enrichment opportunities for anyone who is 18 years and older um some of our most popular classes again are highlighted in photos pickle ball has been such a huge success um which has been so fun we are in the Lennox gym in this photo but we also um have instructional instruction based over the summer at the middle school um tennis court so that has been a a great joy and really fun stories to here um cooking classes are super popular our open wood shop and wood shop classes as well as all of our art classes um and we have new ones coming up all the time uh like I mentioned I also oversee the volunteer program for the district um this has been wonderful I've really had my hands in it the last couple of weeks as we are um starting school again uh this last year we had had over a 100 volunteers who served over 8,000 hours within our school sites um which is just so wonderful um and on behalf of community ad we just want to thank our volunteers publicly um and of course from all of us too um for the support that they provide for our students and our teachers and our staff so all right it's me again so I am uh reporting out on uh two of our Consortium programs adults in education um with Consortium members along with menona Hopkins and Y Zetta um our adult Action Program is located right upstairs um and so I just wanted to highlight here or Chelsea who's our assistant uh director for adult options is highlighting the GD graduation that took place uh this past um gosh June we were there um and in that graduation there were um 26 people that received their GED um also um adult options served over 1100 uh adults from 80 countries and who spoke 54 languages um and then a registration uh with for over 950 uh students for this year or adult Learners uh for this year we have two new adult um uh education teachers uh they are hired through Hopkins so those two on the right uh Elizabeth and jeie are SLP uh teachers uh employee employees and the two on the left are new newer teachers and I I know their names but I don't want to mix them up so I then be recorded and mixing them up but there are two new teachers here uh on the left from Hopkins and they are fabulous fabulous uh individuals uh who really uh prioritize the needs of our our learner Learners and specifically those who are newer to our community um highlighted here also our student achievements um looks like a g certificate as well who's a SAT and then a dojo who is a vol long-term volunteer um so that is adult options program the hyperlink is also added here so you can take a look at their their website so and also you can visit anytime that you wish uh while classes are in session uh also a member of project store uh the same member districts are associated with project store so project store provides Rec recreational and leader programs that are designed and adapted for do 18 plus with special needs or ability um Lindsay rickens is our um uh project sore manager here and it is so small she's highlighted uh a few um well if if you know Lindsay like she is she highlights everything which is amazing so she had a hard time putting the slide together but and it's a hard I'm having a hard time reading what she has highlighted here I do know can someone let me see this sorry I'm picture oh okay so the picture here um is a newer choir it's the sore song birds and they began January 2024 um showcasing their music abilities uh I can see that one uh there's a field trip to the St Paul Saints game there's the annual I know this one here on the right that's a boat trip I know that because there were over 80 participants um they were concerned about tipping that boat over exciting exciting cuz at first she invited me and then there was no room so I was like Noe I don't want to take the chance here um Green Day great day out with okay Wilderness inquiry on the bottom um I know there's one in here about okay the one here with the gentleman uh with the purple hat this was a Wonder this is a wonderful partnership with Westwood um Hills Nature Center and so we were able to um really introduce the two programs together um and since then since then for the past three years um project store has both benefited as well as Westwood Nature Center by having this amazing partnership that they were able to write a grid um in partner with a wild mobile metal lab bus and if you were at the art fair this past Saturday you got to see the the hands on activities it was really amazing you can go on the bus and you can mold things out of nature artifacts so I have yeah it was pretty cool but that came um really because of the Partnerships that we do across Community Education programs um there's ongoing U the one here with the Box our senior members partner with project sore uh and helping to create and and design a box making or cigar box making so they are beautiful beautiful if you go to the art fair these boxes went for like 50 a up well we're selling them for5 to $10 but they're they're just they're probably even more beautiful and then the last photo a bingo photo there which is just some ongoing events so project store received their uh funding through uh Levy dollars as well as through registration fees like all the other community education programs and one thing that I didn't highlight is our Aquatics program our Aquatics program is led by cath Kathy Taylor longtime um Aquatics uh employee here in St Louis Park and we wanted to highlight two of our uh grant opportunities that we received last year which was one through USA swim and then one through the Minnesota Department of Education on water safety and both opportunities was an opportunity or is still an opportunity until June 230th 2025 uh to extend um resources to community to really introduce um uh water safety as well as support ongoing training and Learning and Development uh in the Aquatic space um we do offer uh swim lessons for uh age of six months through a DOT we offer um lap swim Monday through Friday as well as uh family swim three times a week and as you all know the the swim the pool here is is closed for some time and so we are now um uh trying out the high school during the day and the Middle School in the evening the next and excuse me in the evening weekends for our um our traditional Aquatics programming so trying to see how that goes we have monitor in place but uh programming here is uh temporary haed until it's back online uh hopefully early February so um this is our new catalog here you are residents of St Louis Park you should have received it um please check us out here SLV media.com um so again what we share with you today was just a snippet we tried our best to get through IUN now we're over but um we'd love to come back and introduce a little bit more in depth of each program area so with that thank you for the opportunity of sharing just some of you know what we do here so we're excited to serve you as well as our community and I'm losing my voice ex any questions yeah I'm just gonna say just kind of amend what said at the beginning from Dr Hines there's no action that we taking on this anytime soon this was this was meant to be sort of like here's an overview for people so instead of like doing these in a regular business meeting we're doing it here because we want to get people that more generalized overview Andor we want to delve into one of these topics at a future like studies session or something like that we could do something like that so that's what the the intention of this was so again I think it was pretty clear but I just want to make it clear there's nothing coming up that looking to do anything but with that said I turned and this is open to anybody to participate cabinet members and whatnot I think some of the cabinet members have seen some of this already but cabinet members or withs now about it I just want to say thank you I got tered first you telling talking about your kid I like every time I think about my daughter leaving I get a little bit emotional and then I just watched her childhood so we started we moved to St Louis Park before I had my daughter and she did ECF she did the summer she's done every single one of your programs with the exception of the not yet but uh so I you have raised you have helped raise my daughter and I just really appreciate that and I love I can't like I'm going to get emotional so we're just GNA go on we're in it like my my kiddo is in it and I just wanted to take a moment um one of our most dedicated board uh meeting attendees Sue who is in the audience is also an educator um you know with the after school of Sumer programming so um I'll just also say thank you it's amazing to live in a community where we have this this access to these types of really high quality programming with caring adults where we can feel like as the board member with the littlest kids like where your kids feel like your kids are safe and be at work and and that they're learning and growing and so thank you thanks for being here thanks I also want to say thank you because all my TW I can see transformation of the building I bring my first in the second yeah last one was this year yeah you I want to say thank you you're welcome the teacher of my two kids yes yes you have a special bounding now thank you you're welcome I can back that up with a thank you as well um I appreciate all the efforts and the time it into finding good people to work for children I came out later I've been here years now so we didn't grow here but we um we we still grew here um and my kids still participate in some of these activities and like for the stuff in the par at the Rock I even invite my nieces and nephews from other school districts so they can kind of see how we do things I'm trying to pers but um so so thank you now uh I'll did the thank yous as well um I've had a chance to go to several that s somewhere the that you put on and I think they're fantastic all the community comes out um every time I've been there just been in a people come out everyone join themselves wonderful that we have that opportunity to community to come together thank you I have a pleasure of um representing the board with the Early Learning parent committee and I also have the pleasure of presing the board on the senior advisory committee which is just fantastic I K with like bracket and it's and it's really very cool so I I guess I want to say that because you know just like our K12 schools we have board representation on those committees so if if anyone had a question or an issue or something that uh would go to those folks right like on a board level that can go for me who's who represents who goes to ca that's me Taylor so Taylor for all the community ad and then me for early learning and the senior program it's um it's just really fantastic and um like these two people here who presented tonight are just like super humans and it's just such a such I got to spend the afternoon today with the seniors um and it's just it's it's been such a pleasure to work with ad and the team and to work with a thanks thanks an thank you I've seen some real like refinement other work here too over the years that I've been here I know that when I came in it sort of like I was a little like confused by it all and I I knew some things I oh ecfu was really well regarded then I was like wait and I was trying to navigate what was Kids Place this this Kids Place this and I think you guys have done a lot to really kind of make it way more understandable navigable some of the those things have been really great um I think um God I swear if you if you just can walk upstairs and walk through when adult auctions is going on and see what's happening up there it's amazing stuff um and when I went to when I went to gra that GED graduation I'm telling you like it it was 20 it was 13 families there but those were 13 amazing families that have some really amazing Stories We heard from just a handful of them these are people who pers through amazing things and because of an education because they know what a difference in education makes and we're providing that service and we have people who are dedicated to doing that and it's just it's really powerful stuff and it's a this is stuff nobody else wants to do I mean nobody else is doing right we have the power to do this we have the ability and we harness a lot of energy and do a lot of great stuff with with what we have here the buildings that we have the energy we have you walk around like I said the upstairs up here you walk around at lentic and I think I used to say I want to go and spend like a day at lentic and just walk and spend like see over there right like there is there are people coming and going in that building a million different things going on there and it's just amazing um I had two just really light questions one is at one point we had like some of the kids programming going on at lenx is that gone or is that still there just like really curious like yes uh Kids Place kid Place uh preschool there were uh three preschool classrooms there that migrated here once Early Learning Central Early Learning C open which makes more sense to me right that instead of spreading out it felt like that we didn't have space but the seniors still talk about you know having kids in a building yes but we do utilize those spaces um one is actually now uh we have not modified the spaces so believe it or not they still have the smaller but um one is uh being rented out by Rise and then the other two are used for programming needs um so every day it looks different maybe one day it is a preschool classroom or enrichment class and then the next is an Adult Enrichment class so yeah David oh and actually one of the spaces too uh we're excited about a new partnership with uh St Davids to uh provide unified and inclusive programming on site in one of those particular classrooms so and that helps us in really filling the Gap in our inclusive and unified programs for for young people could you find more things to use trying trying and I okay so the other question I don't get is PSI you said that one almost has double amount Kids Place can you explain it um It's a larger space um we also have uh it's it's really just a larger space and the availability of space yes um and that is the only site where we also have two sight leads it's just yeah it can accommodate more can I ask a follow from so because I heard you say earlier there's weight lists and I think me I think I heard that previously is that for kids play summer or for after school or uh for after after and is it the same at every site like is it it typically is yes um it's more so at the beginning of the of the year and it's really based on our ability to hire staff on so right now I'm working uh very closely and think our uh Director of Human Service Human Resources knows this too but uh doing everything that we can to um introduce new positions and sub positions to hire more on and recruitment of um individuals to work with us um it is not it's difficult for high school students because of what time they get out and our programming starts right at you know 2:15 um so yeah it's really about Staffing so if we can get more staff one get more off the but I will say um by the end of the year last year we were able to get um just with the exception of sus gr all Sites wereit wa that went on until the end of the school year anybody else comments questions thank you so much it was really thank you than for having us all right that brings us to 3 I was GNA say premium premium Levy process about premium Patricia's gotten us up the premium process the preliminary Levy process Patricia you're here to talk about money um and you're going an overview of the preliminary ly process welcome director Magnus yeah thank you good evening chair Cox um superintendent Dr Hines and members of the board and cabinet um yes I'm here to talk about the preliminary Levy certification process and I just tonight want to talk to you through the process we just got our Levy data yesterday and I was just looking online um before um I got here to see if anything has changed um it's a really rapid process between the 1 of SE well September 6th or so and the end of the month that we work with the Department of Education to make sure everything is tight so um so the purpose tonight is to review the certification process to prepare the board for Action you'll take to certify the preliminary Levy at maximum on September 24th which is the second meeting um of the month by law it has to be adopted by September 30th so again just we're in these three fiscal years timing where we're still rapidly working on the audit for last year um we're working on our fall enrollment and our budget for the current year that we're in and now this preliminary Levy gets us started on the first Revenue item for fiscal year 202 um six so we're we're definitely rolling three years right now so here's where we're at tonight talking about just um the beginnings for fiscal year 2026 this is the budget um timeline that lays out all of the details of what we do um and then this is just this data Gathering part of the budget so we're back at the beginning of this cycle of what does enrollment look like what are our initial spending look like what um who did we hire um did we get the budgets correct on all of that so tomorrow morning we have a budget managers meeting um which is new this year we're meeting once a month just to review every line item as they come in at us so that we can really get a handle on our spending and um make sure that we in the business office are providing budget managers with the tools that they need um to monitor budgets um and so then on September 10th the way this thing works is it's sequential obviously everything that's highlighted in Orange is a time when we're meeting with the board that has something to do with the budget and everything that then has orange writing is a time that the board is taking action that has impacted some budgetary process so we're preparing here on September 10th for that September 24th action item and I'll talk a little bit about what that entails I'll look at all of that okay so this is a test okay can I yes say budget managers what's included oh yeah so it's all anybody that oversees a portion of the budget so every principle every Cabinet member has a budget and then they'll bring folks to the table that also help and support them on their budgets um so yeah we meet right in here is that like one of the recommendations from the financial advisory um yes it came out of that because they are really wanting us to focus on as you know on expenditures and really what can we do to start to impact expenditures we know that we need to grow enrollment and grow Revenue but we also need to keep looking at the expenditure side to see where we can tighten the budget I would like we have more questions later yeah good so um this is a test so which of the funds in a school district have tax levy as a part of their revenue budget so is the general fund do we um have tax property tax revenue in the general fund yes School nutrition no so School nutrition is a federal and state funded program community service if you paying attention to director Howard does community service yes um it has a tax levy the the building fund this is a trick tricky one so where we're building constru doing our construction projects no oh because it's the bond money yes but does The Debt Service fund have property tax revenue yes so that's where we are servicing the debt it's like the mortgage that pays for the money in the building fund that's building the buildings so The Debt Service fund so the trust and agency fund that's where we have our self funded um medical and dental program do we Levy for that in any way no no and our custodial pardon thinking of the oh no and there is a tiny opep Levy but it all that activity happens in the general fund and then the custodial fund where we're holding um funds in custodial manner for other um organizations like a um like a a charity or something like that so do we Levy in that fund no so there you go we so Levy it's Pro it's the property taxes that are paid school districts are a portion of the property taxes and they provide a portion about 30% of the revenue in the general fund comes from property taxes about 30% of the community service Revenue comes from property taxes and 100% of debt service because those are voter approved um debt for the most part so um then I just wanted to give you an overview of so where does the money all go to so this is a pie of the 30% of the revenue that comes to the general fund for property taxes what's the source of it so the majority 65% of the tax levy in the general fund is from our voter approved operating referendum so the majority of our of our property taxes are voter approved because you can see the next section is our voter approved capital projects Levy for technology which is another 17% and then the next section are are not voter approved um in the general fund these are school board approved like the long-term facility maintenance Levy which the board approved in its meeting in June um operating capital and Lease Levy um so I wanted to talk a little bit about operating capital for as an example so operating capital is one of those equalized funding formulas you'll hear that term and it just means it's a funding formula set in state law and in their wisdom the lawmakers said a portion of that is funded out of Levy a portion of it is funded out of state aid so while it looks like it's a board um optional type of of Levy what it really is it's the way the state has decided to meter out Revenue to school districts so funding formulas are set in place and the way you get the funding is you Levy for part of it and we have St for part of it so when you hear conversations about taxes at the state level and equalizing funding formulas and limiting the impact on the state budget that means they're shifting it to local Levy or the opposite let's lower property taxes and shift it to state aid so most of our our Revenue that is not voter approved is equalized in some way um so for instance this last little category of other things that are not facility related lots of little important sources of revenue qon which is our alternative teacher Compensation Program is an equalized Levy 30% Levy 70% state aid um Reemployment Insurance um we not the summer unemployment program but the um the regular school year um unemployment program is self-funded for school districts and that one is a 100% um Levy program safe schools and and attack our equalized levies there's a formula set in state law you can and the way to get it is partially property tax levy and partially state aid so the access to revenue is really limited to funding formulas that are set in state law and voter approval there's no um open-ended let's just go Levy some money for some reason um if it's not in state law we cannot access it so that's the general fund can I you one more so these are the difference here is that when you're saying a voter approved operating referendum we we are the only form of government that has to let for this other people can or sorry we don't we're the only ones we have to get voter approval to that people that's other governments cons that yes true so I always bring that up but I always have to get it clear in my mind and remind myself that when we say all of these things we're the ones who always have to go go off right and our funding is limited so we can't go past where we're at with the operating referendum the pie cannot get bigger because there's no more funding available can I ask a question about the technology so for the capital projects for technology Levy is that um does that include like I know that that's like software or like Hardware Tye things like the Chromebooks and Etc the white or the smart boards and things like that does it also cover instructional things like teachers yep it covers our entire not classroom teachers some of our media center teachers are covered out of the tech Levy but the entire technology team the technical technology team is funded out of the technology Levy and that's why this is such an important part of funding for a lot of school districts right now um many years ago it was a way to bring new Revenue into to districts by using this capital projects Levy for technology and offload this growing part of our general fund onto another funding source if because if we didn't do it here it would be coming out of the general fund there's um I'm I'm imagining that technology turns over quickly a lot I mean um so like that's I'm just curious uh I had my smart board before we got the new for approximately 20 years like how often do you turn over well we started doing the uh with our last bond issue we started doing a Quilla and the new Spanish ersion building in 209 2020 somewhere in there and the last time we did classroom refreshes was in 20 2008 something along that line so um so it it's been it remains to be seen the life cycle of these devices right uh we do plan for life cycle of things like laptops and Chromebooks and unfortunately the vendors have kind of predescribed what the life cycle of those things are so we know we'll get four years out of something or um so that helps us in in cycle planning for these things as well but then there's other pieces like uh um our phone system is another big thing that's coming up for us that again was put in in 2008 2009 um and uh we have to start looking at what our next iteration of our phone system is going to be which will be a sizable price tag too um and a lot of things that we did that were onsite are now cloud-based and so you purchase something once for a certain period of time and now everything is going to a subscription model so you're you're purchasing every year every two years every 3 years in subscription models so um it's definitely changed in in how we're managing that money and what's coming out of that money does this state so is our technology only funded through this Capital technology Levy there's no State money that's coming in no this is a voter approved Levy just for technology and we have scraped everything we can out of the general fund into the technology Levy because of how tight budgets are and we've stretched that technology Levy as far as we can we do the same with long-term facility maintenance with operating Capital we try to stretch that money as far as we can and director Marvel has done a masterful job for a long time I don't know how long the tech Levy has been in place of making sure we stay within our means holding a fund balance and thinking about the longterm like we got to prepare for this phone system so that we try to be cautious about how much we um how fast we turn over items or move to the next biggest thing because we have to keep thinking about the basic infrastructure of the system one of the other uh Federal programs that we participate in that helps us with this is the federal e- rate program or Universal service fund so we are when we're buying certain things certain Services we're applying for that and it's based on free and reduced lunch count and you get a certain percentage back so our district is around a 6 60% reimbursement rate so there's um things that we have purchased say like for our new building that's going in down here where we are getting re that's coming out of Technology Levy dollars but we're being reimbursed for those things at 60% rate so that's help helping us as well as saving those dollars and I know this is I I don't want to take up more time on this but it's something to think about and I'm sure Karen Mueller will be presenting at some point about the career Pathways but one of the conversations because um technology so um The Advisory board has divided itself up into different areas of expertise and one of them is technology and the question that has come up a couple different times is like in what ways can Community Partners work with um work with the school district and I and I said well I have no idea you would have to ask um people who know more than I do but I know that there is probably we're not allowed to take a lot of like gifts or I don't know how that whole thing works so like if they're offering to use technology pieces from a community partner like I don't know if we're allowed to accept that so that was just something that they're trying to address because like the technology need in the career Pathways and um K is doing a great job of getting kids into internship programs and things like that I think that there are Community Partners out there that want to work more with the school but I think there's some limitations on what we're allowed to do I just don't know what those are the offerings at the high school have changed too with advanced placement um computer science course and um uh I'm try well robotics um uh Eric Alquist is at the high school is teaching a c a couple of computer uh programming classes this year um so uh things are definitely changing uh in terms of what our offerings are at the high school too so like the digital there's um it digital graphic design things like that you know we're trying to grow those programs and using Community Partnership so just something I'm thinking about and want to know more about the downside of accepting Gifts of technology is that there's not a replacement cycle for it and so then it becomes a burden on the tech Levy so it's trying to you know feather all those things together uh the community service fund so it's the 30% of the Community Education fund comes from the tech Levy and so here's how that breaks down um there's Levy funding for General Community Ed and that's based on um the population of the community school age child care has a levy for students who are served in the Kids Place program who have students with disabilities so for the expenses um associated with that portion of a child's day we are able to Levy for those costs and early childhood has a a portion um it's a both of those are equalize levies ECFE and Community Ed um ECFE is based on the um Early Childhood student count there's some other smaller Lees in community at as well um and then The Debt Service fund voter the the bulk of The Debt Service fund is for voter approved um levies and we have a small long-term facility maintenance bond issue that the board passed you know maybe four or five years ago and we service the debt out of The Debt Service fund there as well so what I have I didn't want to show the dollars yet because we just they're so fresh um so I just wanted to show you this pattern of how what the levy looks like and it's not going to be that much different come September 24th and we'll get data out to you as soon as we feel like it's final and comfort and we're feeling comfortable about it so what you're looking at here is two prior years of Levy so the First Column is the pay 2024 Levy which was revenue for this year and then the paid 2023 Levy which was revenue for last year and that you can see that the levy went up in total from 43 M 104,000 that's how many dollars um the school district levies to 43,800 so about 1.5% increase last year so our two tax rates that are calculated you can see our tax rates actually went down even though the levy was going up so our tax rate went from um 15.9 .15 92% for tax capacity and 01544 and then the market value rates um what I know so far is it looks like our total Levy is going to be just over $44 million around a 1% increase it looks like so it's going to be a modest increase in the tax levy again um even though we have included the debt our or the servicing of the funding for the Aquilla project there's some other offsetting levies that we'll talk about um on the 24th but I wanted to just remind the board what that will mean for this year as well this is my little way of showing an equation so we take the total Levy $44 million and do we we divide it basically by the property values of all of the homes and all of the apartments and all of the businesses in the district and that equals the tax rate so it's just a formula like that so if you think about the total Levy if it goes up by 1% and what we know is the property value the the increase in property values has slowed itself but it's still the property values in St Louis Park grew by about 1.4% so a 1% increase divided by a 1.4% increase is equals a declining tax rate it's not going to be a wildly declining tax rate but we should at least see a stable to declining tax rate again so here's what's next um we're starting to work on our levies we will have the board approve the levy at maximum that's what we will be recommending on the 24th 99% of districts do that this way otherwise we um cannot continue to work with the Department of Education after September 24th it allows us to make sure we're maximizing every single funding formula and if we set a dollar amount on the 24th and we find a funding formula that was off I can't get 10,000 more or less um if we've established a dollar amount so it sounds like a big hairy thing to Levy at maximum it just means the most that our funding formulas will provide and then um we send everything off to henan County and the Department of Education then the county sends out partial specific notes notices by November 24th and then we'll be back here on December 10th with our truth and Taxation meeting and and certifying the final Levy so that's the process all right questions any of us been through this process some of us are I think we're sort of getting sort of the understanding of the maximum Levy we're hearing it I know the county did that today talked about it so and we know you do a thorough job so yeah we're all up there scouring the numbers okay unless there's anything more than thank you that presentation okay that BR us up who uh couple of uh things from Dr hunts here we have 3 C student school board repres thank you all right so I am picking up a conversation that kind of started at the beginning of last year and was kind of put on off so one of the things that um was talked about last year was adding a student group Bo representa so in my research one of the things that we have to do is to create a policy on it and then create the procedure on the selection of the students so what I provided you was some examples that um some local districts have in the area that really spell out their policies and in their policy what does it entail and then looking at how do they go about the process of selecting their um student SCH student School Board representative so I wanted to start the conversation with you all in regards to First the policy because then Sarah and I will work together in crafting what that policy could look like in order to bring it back to um a study session for your review and then also having the conversation about the process because I'm curious I haven't I didn't do the digging into the prior conversation that started last year but when you all were having the conversation about your Stu your student School Board representative how many were you thinking about or was did we even get to that of the conversation how many students are we looking at possibly having um the uh if I recollect and director can home remember um the so I reached out to two different districts who had um school board or students on the school board and one of the conversations that we had with um and Ken morson was also a part of that was the idea of having three but allowing for rotation um my Superintendent at the school district where I work said that sometimes one representative it gets challenging because of their schedules because they're often the people who are interested in the kids who are interested in doing this have busy lives and so when it rotates it sort of allows for more opportunity and L stress about having to make it to all of them um director Ibrahim that's what I remember also some con what material we do this more criteria in the high schol I think the we um for sure high school and then the conversation about Middle School was like as they would be like interns with the high school kids to learn sort of the roles and the responsibilities but not necessarily representing the students but uh we got stalled in that process so that was sort of that was the beginning of a conversation um so as you all looked at the policy um as an example what stood out for you any any things that you liked any things that you were like maybe not in the examples that were shared I had a sort of a foundational question um all of the policies seem to um reflect that students would not be able to vote on anything and like just a the tiniest bit of diing because this was not my project to work on but um I think state law is silent on that matter actually think back the a state law that actually required School boards to have stent representative but I digress I think the question is certainly there are things that student Representatives probably could not vote on um but I I guess wanting to make it a very meaningful experience and not just sort of a is there any interest in through trying to delineate out if there's areas where it's more than just adding your voice but actually could potentially have an opportunity to vote and and I I don't know Virginia RB if you saw that in any of your research um the two I we looked at um obviously Mami in Farmington and then had a brief conversation with Roseville we we did talk about a sement though correct right question okay I thought we had a conversation with the wider board at the time about a a student statement um just director Davis to kind of connect to that idea of making it sort of that worth wildness was to so that's what I remember I mean I think that was pretty pretty important right we all get compensated not a lot but for our time to be here and we should do the same I just was wondering if you had seen any Reflections where they or some categories of things that student Representatives can vot but I didn't do some of this conversation started before like the structure now that we're trying to have study session business meeting so I wonder like would that still apply some of what we might their voice at study session where we don't Pi lot of we don't really any and then the business meetings are business meetings where some that we voting on our contracts or lobes or things like that would that be something that where you know what is the appropriateness of that or what is the what you know there's some questions there so when I think about when I think about the open meeting law and as we do study sessions the open meeting law um spoke to the fact that when we have study sessions um when it came to like the recording and posting of the the meetings and meeting minutes and all of that if there was if the vote was tied to financial means I think that is where it's like if we are voting on things if it's financially connected then that's where I would put the question mark for students to have a vote on because as elected board members um you were elected by taxpayers who are giving you responsibility to properly oversee the fuci um expectations of their tax dos but for a student I think that's that's where it becomes a little questionable so if we talk about like contracts or levies it's like yeah we're going to give the power to a student to to vote on whether taxes should go up or down on property that they don't hold but they could be part of this conversation day so that they can understand some of what talking questions seem appropriate right the understand I say like the so there's student Representatives on the financial advisory committee as well as the career Pathways and they are like very they contribute a lot to the conversation and they engage a lot in the conversation I did not mean to interrupt you turn yeah as I've been reading through some of the materials that were presented you the student representative shall not be furnished board materials such as sensitive Personnel matters legal action strategy negotiation strategy individual student Discipline matters um they will not have the right to make or second motions nor vote on business matters before the board so it seems like they're they a voice but not right but but so what but what we're asking is then what is there and so that g went to my original thing like what I'm and I wasn't necessarily seeing it in here I don't think correct me other people saw I keep going back what's the purpose statement like what is the main thing we want them to do is it about elevating voice and if it is so one of my questions that I came through with this and one of the big questions I had it said some of them said should be a member of the student council and I'm like is that it do we have people that have student council members is that do they already have a voice there and what we're looking for is elevating the student council Voice or we looking for people who represent you know something else right that want to be part of the school board because it's something else that they want to do they don't care about student council saying but maybe would be more interested in what's going on School District bring incre probility she doesn't not in favor of go but you know uh uh the all I think the reason we were talking about the topics we see it's important and and are we talking about voice voices you know again there was like some of the things and there were like one to three voice you know some were saying multiple rotate some were saying down like up to three members could be present at any one meeting I mean there just there just some options in there I don't know people are starting to feel some meanings about that stuff too just and and I personally I thought it could be interesting to have more than one person because again I think like what one person represents students and particularly you know what so I don't I don't know if people yeah I have one other thought that I have no concerns about this Bo because this Bo has deliberated well and been very Unified I've been on and if students are voting is that a is that a is that a pressure on a swim that's where I I would have more concern on does the student Bo vote carry as much as a board member what would that yeah you're you're mentioning J is mentioning of the kind of sped in me right like that is a really excellent model for how students sit at the table a table very much like this one right um with a lot of adults and they share their voice and and Trisha is doing an amazing job of of training those students and training the group right and how to like all work together and educating everybody sort of at once so we're not like singaling singling the students out like you're so the like the voice feels very you know much in the in the space um but that's you know that's not a voting place but that doesn't mean it's not a place where a lot of work gets done and student voices are important and we're listening to them so then when you said right like in this space we're not going that kind of spared me like this would be to me this would be a very valuable place to have a student or more one student like we do it at B when we're sitting in a in a in a space like this and we're sort of talking through stuff maybe it's not about actually voting but talking through all those things and then if we're being we're having like Fidelity to the idea of having student voice if let's say the students don't vote on anything but we have a conversation and then we go to the next meeting and we vote something totally differently that that's on us right like that is not being that's not Fel so I think that like there's a built-in accountability to it as long as we're being so I have I have a question that is sort of like a um I'm asking for the sake of asking this a question right so you can have a student representative um or Representatives is there the idea that you could also open up a time and a meeting such as this where anybody could show because here's here's what I think is wrong with that idea part of what I see in the student representative and what I see in this is that we're charging them with reading materials and understanding the concept of what we're talking about so that's where I see that being not a great idea is that I think we should have some some level of understanding what's in here and saying here we provided this to you um but why I was asking that again is because there's I'm was trying to think about would we again why why put it why make it so like you are the student representative or you three are the studentes so I just asking that question little prly but justy and the way I kind of see it as is like more of an internship so I see the whole structure of students having OJT when it comes to those that may be interested in the political ra um careers so this is an opportunity for them to have to be able to sit at a table of a governing in order to govern a system to really have a understanding of on the job hands-on experience so when you talk about um if talk if we say three Representatives what I kind of Envision is they are going out and seeking perspectives from their constituent the same as regular board members do they are that liaison between um the student population and the board so that they are bringing those voices and perspectives to the table in order to continue to inform just like we have cabinet members around the table right now in order to help provide information to inform when it comes to decisions that that have to be voted on so that's what I kind of envisioned it as as that hey here's an opport internship opportunity we set up if you are really interested in understanding governing organizations and being on boards and giving them that exposure um this is a great opportunity for you to you know dab your feet into some of that now what does that mean what does that what does that work look like for you and it's it's not just oh I'm coming and now I get a stien it it's like yep there's some work attached to that s and we can lay out some of those those duties and what they what their responsibilities would look like um when it comes to serving on as a student representative because for me it's that point it's to ensure that when the governing of the district is happening through policy right because we're we're seeking student perspective on policy but now it is we're getting student perspective in the governing of the policies I just shared with you um I don't remember I don't know I'm sure that there's a date on here somewhere um um Dr oai had a student cabinet um am I getting that word right a he had a he had a superintendent Advisory Board of students and they spend one morning in the um in March of 2023 um going through and answering some of the questions from their perspective what it might look like and I just found the document um Google searches are wonderful so I shared that with you so that they have that preliminary work and they um and they recognized like the internship process and being a part of and learning more about that and I was listening to you thinking oh I came to a lot of board meetings I've never voted on you know and so it's really are they are they part of the superintendent cabinet you know advisory piece and they come to board meetings or are they you know are they part of the board that the student rep on the board just the way you frame that it seemed like more of the role that any of us would play advising on our area of expertise and their area of expertise might be students and I think what's coming up for me is um here here like for instance if I come to this meeting and then my peers know that I'm a part of this process how do we ensure that they will be okay meaning that peers will inundate them with this is what I know is going on you should be the representative so there's the pressure that can be put on them knowing that they're coming to the meetings and there's a possibility of either influencing or and or not if they're voting so that's what I'm just kind of wondering about when we if this should occur how do we make sure that the students will be okay uh based upon that peer interaction that can occur for back to your question a little bit and I think maybe that's also you know obviously we're not like have any student show up but we do already have a precedent for students coming to our board meetings and presenting our data interns our Communications interns um our our F members right and I would say like whether or not we do student School Board member like that is a practice that we should continue alongside and so that there is it's it's not like one person right it would never be just one person we'd still have all these other places or we had you know a particular policy that we wanted a particular constituency to you know much of uh you know a high school group to talk about whatever policy like a student from that group come to our to our study session right so that we're making it not just that even if it is also that this is not the only way that right right this is just one of the many ways and I'm I'm all for making sure that we do have student boys participating uh for me it's just how because I know social media a cruel beast and so how do we ensure that students um or how is the message going out their role so that there's an understanding when it does it's just I think one thing that I'd like to offer after having um five years of different you intern cohorts right over the Summers that we've had them what I've learned from our high school students is we have kids who are already interested in col they're reading they're they're involved in movements they're involved in organizing whatever the campaign is and over the years what I have found even though our Focus has been on active research and when we go into advertise the internship thinking about our purpose what are we looking for if you're interested in statistics if you're interested in research here's an opportunity to colle elaborate on a you know project thinking about the idea of what is the purpose of having a student on the board but what I do know is that we have kids who would be happy to study this stuff some of them already are and we already have connections with the Minnesota Department of Education we've had representative Ilan joined our youth data analyst internship meetings not because I've invited anybody but it's because we have students already in our community that are making these connections we're engaged in this work so all it is is just thinking about what is the purpose and how what is the is The Internship parameters look like who supporting that and then what's the responsibility we have amazing kids in our system and I'm really I'm really focusing on the governing of the policy I think that's what this opportunity would afford that's different from the other spaces that students have voiced this is really about the goverance of the policy and giving the student perspective when it comes to the Govern government I would just add another area that I thought was interesting as I was reading some of the policies was about whether or not the student representative has the ability to ask for um things to be added to the agenda and I thought I think it's an important point because so often and really like literally no disrespect to any of our cabinet folks here and like our amazing folks but what we hear from our students is very often filtered through the adults in leadership here right and I think um if we are going to have a student representative something that feels really critical to make that um meaningful is that they have their own Pathway to say this is something I think the board should be hearing about right that doesn't go through any of the other you know that doesn't have to filter through adult leadership in the building um and I think you know we saw an example of where that might have been valuable last year um for those of us who were here and not and again this is not there's like no shade on the adults right but like sometimes just that direct Pathway to be able to say this is something fol to be able to hear about I I would think that that would be an important so I'm I'm watching time just a little bit because we keeping things going here I think we try to Dr H you have a fair amount of information when you and I were exchanging some messages earlier you were like this is probably not the last time we're talking about this is probably an ongoing conversation I'm sure it started with things thinking and we have connections or we want to do our own research and ask around look around and check with our you know other schools and things like that so we I to be doing this but you have some you have some good information be back from us um people can ask some questions um is there a way that um like we want to I guess give them voed there a way that they can AR like if they can participate for a period of time and then they gain so much information then they can become a loader I mean sure and I think I mean it's a question and I I need I think I need to dig into the statutes a little bit more um to make sure that we are not violating any statutes and giving what students can vote on what they can so let me do a little digging into that and I can provide some recommendations um at our next study session so what my plan of action will be is to take the information that I received today and I will begin to put some language around some policy stuff um running by Sarah and then put some language around some procedural component and [Music] then that but then also then bring it back to our next study session um just so you all [Music] can muddle around it some more what I what I kind of Envision because in January at the January meeting that's when we do some change in office officing for board members to me that would be a great window to bring the student board rep into the fold at that point so that was my in I had a magic wand and if I had an opportunity to create a timeline that would be my in my timeline for that so when I kind of playing backwards it's like okay by h November study session you can have something in place vote on the policy at at the nove second November meeting and then we can roll out that process in order to have somebody in place and ready to go on and back I say like we started out saying at the beginning of this me too we don't feel comfortable if we don't if we don't that was my magic one right that's a magic one but the thing is if people are feeling uncomfortable we're not bringing something to the board that people don't feel comfortable but so if we're still trying to work out something then we're going to wait on that but but we've heard that Dr haderer of magic one in terms of timing that that could that could be an ideal situation so yeah okay then I'd like to move us along if we can to 3D which is SRO versus jro um and so um Dr yeah so I believe this proposal was shared with the board um with Dr McGuire was um here at the last year did you all get anything did did it was late okay it was late that it came through and it was it was a proposal that was um shared with her by c um our city manager and so she said okay we're not prepared to make any moves on these prop on this proposal and one of the things that I wanted to do is to just resurface that proposal but I what I don't have a profine from the board is where are we when it comes to Resource officers in our in our building and um what level of Engagement are we looking at when it talks about we talk about um the difference between a j which is a juvenile resource officer and SRO which is a school resource officer so there is some delineation in those rol entitled um with the re re-approval or Amendment to the statute that happened last year the last legislative session it cleared up a lot of language and what the things um an SRO can and cannot do and some requirements for training and um all of that is spelled out in statute so um the police department put together a proposal in order to move and I think I don't know if this was breathing amended statute or propos statute but this is the proposal that came forward um I have some questions about it especially with some of the things we have in place um right now with our new transportation and safety coordinator so some of the things that they were proposing it I don't know if I would agree to it because we have someone that's in the role that's doing that coordination so and and in a nutshell uh Jr role in a nutshell is what we have right now which is officers are not in the buildings whole time they are accessible is to our buildings um and uh SRO would mean that they would be in the build more like they would be assigned to our building but they wouldn't be fulltime fulltime necess could be called our jro's are they are officed in our buildings but they are called out to deal with other things while during the school day SRO would be dedicated to our buildings full time full time so that's the that's a little bit of a update from where we were last year because at least what I understood is that the jro were like in the area but like not in the building so that was pre the re look at the statute and when they made it they made those amendments so this year they're now officed in the buildings so that is a switch so so the SR rule okay but then then and what are the finor details of the XR well can you tell me a little bit more about the transportation so what so we have we posted for a transportation and safety coordinator that has been filled by David Hansen and he is coming to us from Park Adam so he was there Transportation with their coordinators of he's been there for several years so in addition to being our the conate between singles Park in and park Adam he is also coordinating our safety um safety procedures so that basically all of the I got and coting with sites to make sure that they have the things that they need running their um their simulations or their their drills to make sure that everything they got with they need in addition to coordinating with our police department and our fire departments when it comes to crisis management oh he does do that yeah so so right so there's like probably 17 different layers of things that could go wrong in a building right so I love you guys is when I'm just shanding it is like we have an active situation that need or we have a a crisis response it's the universal Crisis resp crisis respon any type of Dr could be a so it could be any of those unival resp okay so it really is for any of those situations that would be similar to what a police officer in a building might respond to too and our in our J are our police officer building the middle school and high school and our officers have walked alongside us as we develop training and they've gone to the I love you guys training we' been partnership but but our coordinator all so I'm trying to understand the distinction between the proposed agreement current scenario in the so I would I guess I would put it more um an SRO with be just for St West Park Public School the jro is for the city they're station they're office within our buildings and they're office between well they're office at the high school in the middle school but they still service our elementaries sure so and anything else that come up in the city something else and there's all hands on deck they butro it's in the building they're they're there whole time there are police officers we are paying for them to be police officers contracted for additional staff before we make obviously in front of us for a while something I would need is how how have how have the last couple of years gone for our leadership at the high school in particular right and what what was the impact of the change and how did it go and you know what do they think what are the different layers of you know of things that a transportation and safety Coordinator would do versus a jro versus an SRO versus High School leadership right like there's a lot of different things that can be put in different buckets so I'm just I would really like to know the perspective from those folks who are in the okay and I think I would like to see a third column to that chart of Jr SRO our the transportation coordinator and then um sorry I read this like on Saturday morning what is the so what is our Jr J J's responsibilities when it comes to like football games basketball games homecoming Etc it's no different than it is has been for the ET okay and then but the transportation and safety Coordinator would not be up events like it would not have anything to do with that okay so the jro would continue to go to those events and president them and that is and I when I was reading through what the obligations for expenses we the district will pay for that continue to pay for when it's okay when we ask for additional off um or solely the Jr just the J I'm sorry I got Stu so but we still pay for the Jr to be at those events that are outside of working hours or whatever um can I ask a couple clarifying questions do we with the jro's going back into the schools at some point is there anou or something that is in existence that regulates that I do not believe we I I don't know of an that been and I think this what the proposal they're trying to get to that that point with this proposal I mean because um I don't want the the the new law Minnesota statute 62684 A2 the new law and Def find the school resource officer and arguably if the jro is assigned to be um work in the school on a regular basis that they are arguably they fall within that definition of SRO so it's like I'm just trying to get at the the memo would suggest that a jro as Invision by the city does not fall within the scope of the training and the all the things in here um I'm just I'm saying if they are housing the building which is new information for me tonight that that actually puts them regardless of what we want to call whatever letters we want to use fit within the statutory definition of and of what's it uh understood to be an SRO so I just put that out there um for us to think about and ask for me that questions about what govern Poli with the like what we have currently on the books with no longer I don't know as the duties what yeah as far as like what we agreed like where where is the line essentially with something like where uh I mean this is my question anyway moving forward I have a concern over when does it become standard typical student misbehavior where does that cross criminality do we have anything right now those differences who handles what in the building look into that but when I had the conversation with the chief we were we were both with the understanding that our J our J jro do not get into the business of managing student Behavior they are only brought in when there is um criminal yeah I just wonder what that yep y so as we're looking to clarify this I want to throw this out there as part of this position is the requests that we always get about access to student information by these positions and there's always a request coming from the SRO to have this much and then so every time we get a new SRO in and I think you got a you you got a email from our student information system person here this past week looking for clarification so it would be something that we we should look at as well is depending upon what this position is what information are we giving them access to because if they're not into student management then should they be seeing certain student data should they have access into those systems so that I'm just we don't need to make that decision today but I want to put that out there can you help clarify like the information are we talking about prior disciplinary um actions that may have been with the student are we talking about personal like IEP a board information like what kind of any you know I think we need to Define that very specifically so that when and we need to know who is making that call within our organization so we're not our sis person isn't getting three different phone calls from a principal assistant principal and SRO directly and saying well I need access to this I need access to that and you know and that's where we who's making that call and and is this something that is going to be consistent right so what I'm hearing is for right now you know not even thinking about the proposal right now we need to have anou in place with our police especially if they're back to being housed in build that's a that's a big shift from last I that for my understanding we are always there outs see also the city proposal now also want to know we right no we are not so the conversation I believe Dr McGuire had with the city manager was that the budget was kind of set already for this coming year so there was no there was no means to in order to fund one you know the proposal that they put forward but yet that yet again there's the still the larger conversation with the board in regards to right what it's the level of service that we're looking for previously we had something closer to a school resource officer that we were provided for without much cost and now the question is what what are what is the level of service that we are that we would like see schols and they put together um again this is something else that has long way um very long regarding uh and then I think I was just thinking about I think it would be interesting to the I mean when we when we're talking about jro and SRO we talking about the a piece of our our safety public essentially um I'm interested to see what we have right now as far as like related metrics especially the High schoolid scho um and what if there has been any difference uh in those metrics between when we had SRO or last year with the jro um and see if there really been any impact on our own um have other thoughts on this too but I don't have them right well again we have time to ask questions this right this is not uh we're going to make you know we're not we're is very clear we're not prepared to move this forward to our September meeting because just of a lot of the wonderments and the questions that have come forward so what I will do is prepare I will roll this over to our next study session in October and um respond to all of the questions that have been posed this thus far if you have more you know you're thinking in in the middle of the night oh I should have asked this shoot me a shoot me the question and I'll add it and we will get that those all of those questions responded to at our next study session is it also is it possible possible to push for more urgency on that like you yes I'm I'm I'm on that tomorrow a perfect and I'll just plag um our current policy 532 um which was adopted in 2004 and last year advised in 2006 deals with use of peace officers and crisis teams to remove students with IEPs from school grounds so we should include that in whatever it's very updated in terms of the statuto references okay thank you everybody for that good conversation okay that brings us up to 3E policy development for policy black school sponsored student publication and activities are present director Davis director and so turn it over to sure I can kick us out just a little bit um the first thing I just want to know is um and this I apologize for this because I was looking in the Google Docs version and not in the board book version until tonight but I I think that the version got that of 512 that got uploaded into Bo book is missing some of the updates and so we'll give that to you all because it's a first reading but um section uh policy 52 is about uh School sponsored student Publications and activities um and there's a bunch of new language which unfortunately you cannot see right now but um that pulls directly from a new statute that was passed um which is of the statute 121a 2080 it's worth um um noting that you probably can't find that just on the the statutory sections yet you have to look in the SE at the section laws from 2024 because they're still updating those so if you want to see the statute but it's really just reflected in what we will send you it's all in there um and so this is uh this is basically add some new definitions and so things like um that I thought might be relevant to folks here um it defines what is School sponsored media um and specifically excludes the legislature specifically excludes from that yearbooks so yearbooks are not considered School sponsored media for purposes of this policy um defines student journalists and student media advisors um and add information about it's you know it's about protecting student expression in school sponsored media um so uh it lists when it's not so there's some updates in terms of when student expression is um prohibited um so things like defamatory profane harassing intimidating um so um this is all these are all statutory changes um and I don't know if folks have question which may be challenging based on what you have in front of you but what does it mean that your books are so it means that it doesn't fall within the definition of school sponsored so protecting is this called protect students and does that mean that our students who work in the yearbook are not protected no or is it protecting okay so the purpose of the policy um is to protect students rights and Free Speech while at the same time balancing School District to and supervising student Publications and so it talks about um School sponsored media and again it specifically um excludes yearbooks this is a new edition um however it does provide um it does it does still provide protections for students in the context of yearbooks at least that's how I would read this um because in section 4B under the guidelines it says student expression in school sponsored media comma a yearbook comma or School sponsored activity is prohibited when the material is obscene is defamatory it's profane blah blah blah so even though it's excluding that from that definition of what is school sponsored media it still covers some of that in in the legislation and in the policy okay thank you I don't but I couldn't tell you why I love it I mean it's a publication that's made in a class at school not just after school right so that to me a school sponsor publication very much and you know I I don't know if the things that have happened in our our have would fall under this policy but it seems like that is but I get that that's a statutory thing that for us to pick up today complain we pay the s in for the advisor too right what's interesting is I'm just cross referencing right now because you're bringing up this question and um I have so many tabs open here but um the stat the statute itself um does not have that language about student expression in those specific areas the statute itself actually just says unprotected expression so um I have to look through this again more closely but I'm not sure other than excluding yearbooks from the definition of school sponsored media um I'm not sure it references your books in here again but it does in the policy which msba put out which is interesting again I also didn't write the m ba policy and just sort of reporting on these decisions but we could certainly ask we could inquire of msba about this area of Interest so yeah in the interest of protecting our students right of the the goal of protecting you know and and mind you this is a msba is a model we can craft it to fit whatever needs we we feel as it's in line with stat as long as it's in line with statute so since the statute did not call out pulling out um the year but we can add it in that is the will of the board so I'll just put that out there that's that's what I was and I didn't have the legal analys that but can the board be more strict with their policy than let's say the statute would allow but or is that the limit of the well now you're asking me to go back to my consal am law I'm asking if we wanted wanted tocl and I would think the answer would be yes but I would not want to weigh my law license on that and so let's find out y so one of the things that I want to just call out is that there was I've added two elements that the model policy didn't have after conversations with principal p and um our Echo editors So based on some conversations that I had with them and conversations that I had with um Holly with the J jcrc I added two components that I felt for our community needed in this poliy and those are written in R and and it indicates um the conversation was with the length of time of response um when censorship has happened if the editors want to appeal it says in the model policy that the Administration has up to 3 days we added unless there is a need for further investigation on the situation that that that was there is some flexibility in that we don't have a copy of that it is actually those red lines are actually happen to be within the piece that made it in yeah you should be able to see them okay can I add some context around why yourbook is not ordinarily included within this parameter though no no you can't just part of it has to do with the journalistic Integrity that would be included like yearbook does not ordinarily require upholding the same level ethical standard that like an our student newspaper goes through some level of training around ethics within media yearbook Falls within typically a different series of guidelines that it's not to say that they shouldn't be protected by this but that may be the reason why it's not listed ordinarily within this we said that your book's more like an advertising supplement it would be more like it's the story of the students right like it's still student produced but there's usually not the same element of like we're telling um we're trying to seek out um transparent TR story te seeking in that direction right sure but like what we have seen that's correct SE several years in a row is that there are things that happen in the earbook which should have required that training or thatw whatever so and so that's why I wanted to pull out B more than 4B and that's where 4B is where Administration has the ability to cens so when it comes to any of these things um and what I kind of look at it as if it would break a criminal law that's where censorship could happen but we also have to consider our community and how it may get down to b six where causes a causes a material and substantial disruption of school activity so those are some areas in which censorship can happen I want to also highlight that in um B9 where it identifies expresses or Advocates sexual r ratio I've added ethnic um to that to that list in addition to the so the religious harassment or violence or Prejudice because I wanted to ensure that we were covering all elements or aspects of our C and just you all can't you can see that in board book but it's listed as a or I don't I'm not sure we will get you the updated one so you need to strike out for some I'll show you after for some reason it just didn't upload the whole okay the whole section that we have the one thing I will say to an's point as I look again for the word yearbook in the model policy from msba and the statute it's really interesting because the msba model policy um says what you can't in like what cannot what is not protected in the yearbook so student expression in these specific in in school sponsored media yearbook Etc is prohibited when but it doesn't include the protection so the protection is for student journalists and the student journalist is defined as somebody who prepares and disseminate School sponsored media and a yearbook is not school sponsored media right and so it has the prohibition but not the protection and so I think to the point of do we want to include that but then also to Ashley's point if we are going to include those protections need take out some accountability as adults in the space to make sure that those same types of Education principles are be a app but I also think we should clarify with msba about where they came up with their language in terms of including yearbook when it's not in the statute so this will come to our next study session sounds like we should okay the next study session yeah because we're not ready for it to come to I don't think we're ready to vot yeah not even for second yeah second read I think it' be a second reading um but I don't think that I think we need to further this discussion around yeah people want to see some things and see if there's any okay okay let's move on to the next one which is the um first reading of policy 522 discrimination okay um so I do a little intro on this one too I tried a little to like wiggle out of this really long one I was like you really need me to look at this yes all right y'all so um I know people are familiar with Title Nine at least in name right like we talk about Title 9 but I thought it might be helpful to get just like a little bit of context of what is this and why so this is like a full rewrite of this policy it's not even any red lines that you're seeing in board book are changes from the total rewrite that msba did to be St Louis Park specific um and so Title 9 is actually Title 9 of the education Amendments of 1972 everybody cares um about that level of detail but what it does is it protects people from discrimination based on sex and education programs or activities that receive federal Monday and so I think a lot of times people he are Title Nine and they think about it in the context of like women's sports right but um this goes beyond that and I just wanted to lay some like basic groundwork for folks without getting into too deep of an analysis but the way it works under federal law is you know um the Department of Education in this case is responsible for issuing rules and regulations to implement the federal law and in April 2024 the US Department of Education issued its latest revision of those rules and regulations and um issued a final rule effect of August 1st 2024 and this was a very substantial change um from previous implementations of the rule and it includes specifically protection from discrimination based on gender identity sexual orientation sex stereotypes and sex characteristics you may have seen headlines in the news as have been challenged elsewhere um it's important to know though that this um version of the final rule from the Department of Education actually complies and tracks pretty closely with the Minnesota Human Rights Act um so in that way we're in pretty good shape here in Minnesota um but as I said this new policy is a full replacement so any R lines you're seeing um are SLP specific red lines um so I have a couple of notes about um things that um that may be of interest to folks but I didn't know just generally like do that people have questions about just generally what is this and what does it cover in other places it's being challenged in terms of access to restrooms bathrooms um or access to locker rooms or things like that um so just to give you the context out what outside of loc Sports what does this apply to um okay and our has access to in a totally different correct yes to our gender already covered in a different gend I believe it's very clear in our gender inion under the Human Rights Act Human Rights Act Right so this is so a couple things to note um so in section 7 b4f um let me make sure that you can see 22 by [Music] 16 it's that fast document it's h 16 17 you do that Ting y 7 B4 F this is on page 16 17 um this is in the document that compares the msba policy to our draft let have that okay you'll see there's like a little note there that's cut off and essentially what this says is we have to set forth a process for determining a reasonable extension of a grievance procedure time frame um we don't have to but we should set for set forth what we would want the process to be when we say we're going to extend the grievance time frame so just flagging some of these spots for you all to see um in Section 8 which begins on [Music] page 21 um it's there's a note there we're not required to offer an informal resolution process to a complaint here but we can in some circumstances and if we do this section would govern and I think our intention by including this is that we would offer this process um in in section 11b 11b it looks like we added um an appeal time frame um so this is on the bottom of page 23 that it has to be in the model policy it just says if it's timely received and I think we added the 10 days so just try to put the definition what time could be it could be 15 it could be yep I'm just flagging some spaces where there's just some differences um and then we have named our title n sorry I can't remember the title coordinator or and Dr Rob I apologize and okay so um those are kind of the those are what I would flag I don't know um this is a much much better policy that was out there four years ago couple things one it this is a 500 series policy which would lead you to believe that it's about students and it is um there is I believe that there's some confounding confusion at beginning that talks about creating a work and learning environment and that basically it it makes the policy apply to employees and and students and whether it's student to student or student to staff or staff to students it all it all is in there which has a confounding effect to our policy 413 which is seems to be an employee policy but that one also applies it's that Gras policy which then the 400 series policy applies to both students and staff as well so whenever we have a potential harassment claim that involves a uh person who identifies as female uh you kind of have to run them both together and you have to you have to see if you violated both or one or it just is just noting that always a um anybody have questions or thoughts on any of those areas um I had one minor edit that I didn't catch until this morning and so I can send this to Dr Hines but on just um section 2c2 which is way back up towards the top um see if I can figure what page that is Page Three um the yellow language in there I think is just missing after um it says who will determine whether to initiate a complaint and I think it should say who when notified of conduct that reasonably May constitute sex discrimination under tring mind will will determine whether to initiate a complaint um so and I think it just it's part of the um anyway I didn't make up that language I pull it out something else I'll that to you I have it written so Sarah the the highlights are just the things that you wanted to flag for us to notice those are not red lined or I didn't I didn't do the highlights yeah the the the yellow highlights are just where something is is um I just I as I went through the document it was very confusing as I went through the document and I just put yellow on my draft SLP document anywhere that I made a change and then I ran a because I because I didn't have a a strike out from msba so I just had the msba policy and I went in there and started making changes and U from and and then I did a comparison later so there the the highlighting was just letting me know I made a change here and then you can anywhere you see yellow you probably should see high spr because that it's flagging there's edit there but not all the edits there's some red lines that are not highlighted but the things that I highlighted for you are the things that I think are most like where maybe you might want to have something for like do feel like a 10day like is timely as a timely appeal 10 days I mean I don't have strong opinions on these I'm just highlighting these as areas where as you're digging through this very light now I'm just thinking if we if we if we go to the Minnesota in the rights act they do have a timeline in there but you're going to I did not cross cross reference I can do that I don't want to add work to anybody that's not the intent of the question that I'm about to ask for the second reading might we see the red I like I appreciate the red lining just so I know what is different it doesn't even exist like msda does not have a red line from last one to this one did a total so this is all if you're if yeah if you're looking from or a red line from the new 522 to the old 522 it doesn't exist the whole thing would be okay got it now I'm with you it might be because it's yeah so one of my questions now at this point is what I what I just asked the last do we feel like we need to see this again in study session or do we feel like with the things that we heard these convs that this could come to the next business meeting um I mean my opinion is if could go to the business meeting and I can work on just these very we cross yeah to anybody okay I'm seeing thumbs up so then let's that all right and it is pushing n o'cl so I want to make sure everybody's feeling good about that we're not being rushed but I would like to take this out here um okay great then that all that good and you can always reach out to S questions and okay 3G policy development second reading of policy 2032 order of school [Music] this was basically just updated to reflect our actual agenda like the land ackowledgement public comment we we shifted from Communications and transmittal M Dr this one so and I think from the the difference from the first reading to the second reading um there has not been a change [Music] to 2032 I wasn't here I missed the a meeting there was there's no there hasn't been any changes from the first reading to 2032 it's basically adding a land acknowledgement changing from open for to public comment and changing from Communications and transs to board member updates all right and so this we're not doing a vote on it but we'll have a thir reading at the next meeting so the what I was intending to do is that if every we don't need another reading's to put it on the
