Thank you, members for returning for a special meeting to take up for consideration. 5 line item vetoes that we received last yesterday evening related to the 2025 budget. We have had a long and arduous process to date to reach acceptance agreement are both on te vast majority, vast, vast majority of all of the investments going into 2025, we are here today to consider individually each of these line item vetoes. And we're here also today to uphold a budget. Going to turn it over to as more and we'll take these individually. I will lay out at the outset of each item each of these items and what they are and we will then vote on them one by one. They will also be opportunities for comment on each one if desired. So with that will get us more. first line iem was the City Council redesign project. All right. So we've received a line item veto from the mayor and the city Council officer, innovation and security upgrades project in a moment. I'm going to motion to override this line item veto this. This investment is a investment for safety, accessibility, modernization, collaboration and morale for all of our council staff, our employees, our visitors, we are public work place. People come to our workplace, too. Get help from the city of Saint Paul. And it's also part of a global agreement to air funded projects that are now in special funds and these funds are representing critical investments in all departments and all areas of city operations, including our own this Space redesign project is also well underway. These funds are not able to be re appropriated for other purposes and in addition to all that, that item veto does not appropriate or workable. The council supported every single related special fun project of the administration per that global agreement of repeat special fund projects. So we expect that support in return. So not only this line item veto, not workable, but it is not appropriate. Is there any other comments from council members before we vote on this item? Okay. The second a line iem veto was elimination of human rights and equal economic Opportunity. Director. All right. So on. I think it's important to clarify that the council is committed to working with the administration to hire a hero director, a position that has been unfilled for more than 2 years without a plan that we're we have to fill this position. We are proposing in the 2025 budget to hold back the salary for that position. It is required by the charter. We will uphold that rule. However, without a hiring plan in place, we're not going to budget for that. We are committed to working with the administration and with our community as we have in every other hiring process to chart a path forward and bring that Cabinet member into this critical team for the city of Saint Paul. We strongly recommend that the mayor prioritize, including a plan for this in his 2026 budget proposal. We stand eager to collaborate on that. Council PRESIDENT One is getting words to just because I'm many of my constituents have reached out about this and this is of concern. Want to be clear, you know, echo what you have mentioned and also what we have said previously that this isn't a limitation of this position. That this position actually been vacant for quite some time over a year. And I? Because when I was a commissioner for the pci Police Civilian Affairs Review there was turnover even back for the matter of, I would say maybe the past 17 years there's been turnover with this director position. I eager and committed to working on a plan with the mayor and also with m community leaders and constituents because this position is great importance not only to the city, but also to the people who need investigations need ensuring that their rights are protected. So I just want to say I also this override and also committed to working on a plan for 2026. Thank you. Any other discussion on this? All right. S as part of our 2025 adopted with the City Council, received a proposal from the mayor and epanded upon that 2 step funding for cultural events and festivals and areas all throughout our city. This is one of the top things that we hear from the community that would really support vitality, really lift up our cultural communities and enhanced people's quality of life. So we are committed to this investment and if there's no further discussion on this item, I will take a motion for Mis Johnson to vote to override this line item veto any discussion on this matter. According to the Administrative Code Council Committee on audits oversee the evaluation of financial and program performance of city departments to build public trust and ensure outstanding service delivery. Transparency and accountability. Eliminating or undermining this committee MAY contradict. The mayor stated goal of fiscal prudence. The council also has the authority to Bility to have this committee and continue it in perpetuity. And that is reflected in our budget. All The intention behind this line item in the 2025 budget is to continue standing partner, organization of the City of Saint Paul. We've received communication indicating that the way that we would address allocating that needs to be adjusted. Hwever, what this line item does is it just might items out the support. So the council committed to working on amending that. We do plan to override this item has a veto so that we can actually make sure that funding stays and then address that appropriately in this and future budgets. Any other discussion on Okay.
